CHENNAI: Health Minister Ma Subramanian on Sunday said the State has so far given Rs 50,000 ex gratia to 20,934 eligible people who lost their kin to Covid-19, as promised by CM MK Stalin. The total amount disbursed till date in this regard is Rs 104.67 crore, he added.

Speaking to reporters, Subramanian said 42,671 people had applied online for the compensation, of which 20,934 received Rs 50,00 each. The remaining 18,863 applications are pending, he added. The CM had launched the scheme on December 8.

The State government has also distributed a total of Rs 93.15 crore to family members of frontline workers who lost their lives to the virus. Each family received Rs 25 lakh ex-gratia, as announced before, he said. The minister added that Rs 207 crore has been distributed to 6,483 children who lost both their parents or one parent to the virus.

He was responding to Opposition leader Edappadi K Palaniswami’s statement urging the State to give compensation to people who lost their loved ones to Covid-19, as promised by the Chief Minister.

Chief minister MK Stalin on Thursday will launch ‘Meendum Manjappai’ campaign organised by the state pollution control board.

The campaign aims at reducing single-use plastic, which causes irreparable damage to the environment and natural resources.

A senior state pollution control board official said as per their observations, a plastic bag is used by a person for about 20 minutes. When this used plastic is discarded, it takes hundreds of years to get degraded.

Taking this into account, the state had banned14 types of materials. Due to the Covid-19 lockdown implementation of the ban slowed down. Now, the government is keen to take severe action against violators of the banned items, said the official. Nearly a quarter of a century ago, most of the people across the country used to carry cloth bags while going to buy vegetables, groceries or to hotels. Slowly, with the arrival of the plastic bags, the use of cloth bags was given up by the people.

In order to revive the practice, the board is launching the campaign. It will also organize an exhibition of items alternative to single-use plastics.

The campaign and exhibition will be held at Kalaivanar Arangam on Wallajah Road.

The board had also taken action against plastic bag making units. Some time ago, the board had appealed to the members of the public to inform it about the functioning of such illegal units. The board received a lot of information about such units, which were sealed, the official added.

Hours of discussion in the chief minister’s chamber on the spike in cases of crimes against women and children, skyrocketing price rise of vegetables and fruits and current employment trends may be a thing of the past. In a bid to bring about a paradigm change in governance, chief minister M K Stalin is scheduled to launch on Thursday a real-time "CM Dashboard Tamil Nadu 360" to track, analyze and increase the efficiency in the decisionmaking process. Report of crimes with reference to the districts and poor performers in maintaining law and order will be looked at on a real-time basis.

A 180sqft screen on the wall of the chief minister’s conference room will provide insights to assess the performance of each department. “A first batch of 15 dashboards will be launched. The aim is to assist the chief minister in providing cutting edge information so that he can take quick decisions, looking at the way the schemes are being implemented, delays, and statistics, which are important for the government. They are key performance indicators of every department,” said a senior government officer. The price mesh monitors the price stability over 25 foodgrains/vegetables/fruits available with the support of state and central government agencies and market prices and predictive analytics will help in timely intervention.

The first batch of dashboards kept ready for launch include, water storage levels of all key reservoirs maintained by the public works department, rainfall patterns sourced from the meteorology department and the off-take of foodgrain from civil supplies. Public grievance redressal system and the status of petitions received through chief minister’s helpline and ‘CM in your constituency’ department will be monitored at all times. Implementation of housing schemes for the urban and rural poor and the water supply schemes, especially tap connections to households, could be expedited in the districts. There are 171 key performance indicators in the health department alone.

In his meeting with the department heads in September, Stalin hinted at having a dashboard to get to know the real time physical and financial targets of departments on his over 500 poll promises. The opposition has raised the issue of the government not fulfilling its promises. “At least 10 dashboards will be added monthly-wise. The chief minister is taking governance to a different level. His promises, assurances and flagship programmes contribute to wholesome governance. This is a governance tool whereby the CM confidently implements the programmes. He gets the big picture in no time at all,” said another official, adding that the state was stepping into cutting-edge governance with accountability taking centre-stage.

MADURAI: Health Minister Ma Subramanian on Tuesday said the income eligibility for beneficiaries of the Chief Minister’s Comprehensive Health Insurance Scheme (CMCHIS) will be increased from Rs 72,000 per annum to Rs 1.2 lakh per annum, with effect from January 11.

Inaugurating the first bone bank in South Tamil Nadu at the Government Rajaji Hospital (GRH), the minister released the merit list for paramedical course admissions in the State. The rank list is for admissions to 19 undergraduate paramedical courses, including B.Sc Nursing and B.Pharm. The minister said the online counselling for 16,108 seats in the State, including 13,832 government quota seats in self-financing colleges, would commence on Wednesday.

The health minister, accompanied by Commercial Taxes Minister P Moorthy, Health Secretary Dr J Radhakrishnan, and other officials, inaugurated the bone bank established for Rs 40 lakh at the GRH. With the aid of a deep freezer, the bank would facilitate storing fresh frozen bone grafts harvested from live donors (joint replacement surgery patients, amputees) and cadaver donors up to five years.

Subramanian also unveiled a Rs 4.3 crore-worth telecobalt equipment that facilitates radiotherapy for cancer patients at the Regional Cancer Centre in Balarengapuram. Commenting on the AIIMS project in Madurai, Subramanian said, “The Union government is firm on commencing MBBS admission to Madurai AIIMS at the temporary campus in the current academic year with an intake of 50 students. Considering options, the CM will decide on the matter.”

The minister also assured that the government would announce the establishment of fertility clinics at government hospitals during the next Budget session.

CHENNAI: Every student at Government Queen Mary’s College for Women will be given ‘Covid-19 ambassador’ identity card in a day or two and these students will spread awareness on Covid vaccination in their area or street, said Health Minister Ma Subramanian.

On Wednesday, the Health Minister along with Health Secretary J Radhakrishnan and other officials, inaugurated a vaccination camp at the college. The minister said 5,500 students are studying in the college, and among them only 900 are not vaccinated. Through this camp, even these 900 students will be covered. He was hopeful that the college will become the first arts and science college in Tamil Nadu to achieve 100% vaccination coverage.

“So, students of this college will be the ideal people to spread awareness on Covid vaccination,” the minister said. He requested the students to spend at least 30 minutes daily to create awareness in their area or street. Subramanian said so far, 12,307 travellers from ‘at-risk’ countries have been tested for Covid at airports in the State. Also, two per cent of travellers from ‘non-risk’ countries are tested in random sampling and so far, 1,834 travellers from non-risk countries have been tested.

Health Secretary J Radhakrishnan said so far, there has been no clinical surge in cases, and the government is fully equipped to handle the cases in case of a surge. Oxygen generators, oxygen beds, oxygen plants have been kept ready. The infrastructure that was created during the last wave was not disturbed, he said.

Speaking at a function organised to distribute welfare aid to people affected with leprosy at Saidapet, the Health Minister said leprosy screening camps will be conducted in all 200 wards in Chennai and also in all government and Corporation schools for early detection of cases, so that treatment can be started.

He said it is worrying to see that more leprosy cases are being detected among children. In Tamil Nadu, the prevalence rate of leprosy in children is 8.71/10,000 while In India, it is 6.87/10,00. The high numbers is due to more screening in Tamil Nadu, he said.

‘Tamil Thai Vazhthu’ is the state’s song, chief minister M K Stalin announced on Friday. The government issued an order making it compulsory for everyone to stand while the song is sung during government events. However, people with disabilities have been exempted from standing while the song is being sung.

The move comes a week after the Madras high court observed that ‘Tamil Thai Vazhthu’ is a prayer song and not an anthem. The Madras court said there was no statutory or executive order requiring the attendees to stand up when the song was played. The court was justifying Kanchi Kamakoti Peetam pontiff Vijayendra Saraswathi sitting when the song was played at a function organised in Chennai in 2018.

In a statement, the CM said the Tamil language remains the way of life of Tamils. It is a reflection of their sentiments. Tamils are admiring the language as mother. Representatives of Tamil sangams, scholars and intellectuals had been appealing to the government to announce a song to hail such a language with rich literature, he stated.

Since the private firms and education institutions can play an important role in popularising the Tamil language and take it forward to the younger generation, they should be encouraged to sing the song at the beginning of the event organised by them, the CM added.

Meanwhile, TN BJP president K Annamalaihas asked the government to use the song fully, including the lines on belief in god, instead of using the abridged version.

According to a press release, the ex gratia relief application form is available on the ‘what’s new’ section of the Tamil Nadu government's official website, where applications can be filled online for the purpose.

It may be recalled that the state government had announced a compensation relief of ₹50,000 for the families of those persons who succumbed to Covid-19, last week. TNN

CHENNAI: It was on Thursday that the Tamil Development Department (TDD) issued a Government Order (G.O.) mandating that State government departments use only Tamil names and initials on documents. Going by the DIPR statements issued since then by various departments, it seems the government itself is flouting that order.

Several DIPR statements shows names of ministers PK Sekar Babu, N Kayalvzihi, KN Nehru, MRK Panneerselvam and MPs SR Parthiban, AKP Chinraj and KRN Rajeshkumar with English initials, a stark contrast to the order.

According to the G.O., two earlier orders — one in 1978 and another in 1998 — and a government letter issued in 1997 on the same matter, too, had not been properly implemented. The new G.O. was supposed to be implemented to the letter from the date of its issue.

After the TDD G.O., the Department of Information and Public Relations (DIPR) released press statements mentioning names with English initials. The number of the press releases that had the English initials are 1313, 1314, 1319, 1323 and 1325.

They mention several names of officials in English despite the mandate that all the names and initials in the government documents must be only in Tamil. It must be noted that the DIPR statements are considered to be government officials’ documents as messages are conveyed to the public through these statements.

As per the order, Minister KN Nehru’s name must have the Tamil initials ‘Kaa Na’. But, the press note merely had the Tamil letters pronounced in English letters: ‘KN’. Likewise, most of the ministers, elected representatives and other names mentioned in the DIPR statements are in violation of the TDD order.

Similarly, since Friday, the Greater Chennai Corporation also issued various press releases, of which, the press releases 347, 349 and 350 have names with English initials. This is a blatant violation of the G.O by government departments.

Commenting on the violation of the order by government departments, a retired officer of the department, told TNIE, on condition of anonymity, “There is no accountability in the implementation of the G.O.s to ensure Tamil as an official language. The government didn’t take action against officials for this violation despite repeated complaints raised by the TDD.”

He added, “As per the powers vested with the TDD authorities, we can only inspect government offices for usage of Tamil; whether authorities sign in Tamil and prepare files and send messages in Tamils. But we can’t take any action against the authorities even if we find them guilty.”

He also said, “To take action, we have to write to the district collector and only the collector can initiate action through their department head. Hence, none have been punished so far. Earlier G.O.s on the matter have also been left without implementation.”

‘No action taken despite TDD plaints’

A retired official said, “There is no accountability...to ensure Tamil as an official language. No action was taken against errant officials despite repeated complaints from the TDD.”

Chief secretary V Irai Anbu directed all IAS officers of TN cadre to submit their asset details in the form of immovable property returns (IPR) to the Union government by January 2022.

The Centre had introduced online filing of IPR for IAS officers in January 2017. Officers can submit the IPR either electronically or upload a scanned copy of the manually filled-in IPR. The online filing option for calendar year 2021 closes automatically after the January 31, 2022, deadline.

In a circular to all IAS officer on Thursday, the chief secretary recalled a communication he received a fortnight ago from the establishment officer and additional secretary of the department of personnel and training of the Union ministry of personnel, public grievances and pensions. “Failure on the part of the members of service to comply with the requirements constitutes good and sufficient reason for institution of disciplinary proceedings,” Anbu said in the communication.

The Tamil Development Department had, a few weeks ago, communicated to the Public Department to avoid using a recording of the Tamil Thai Vazhthu and the national anthem in government functions and instead, employ trained singers.

The unofficial note from the Tamil Development Department issued in September this year noted that in the recent times it was observed that only recording of the song and anthem were being played in government functions. It said those in the audience were mechanically standing for the invocation song and the national anthem without realising the national or Tamil fervour, and the very intention of singing the Tamil Thai Vazhthu and the national anthem was being defeated, a senior official told The Hindu. The organizers were told to arrange for trained singers.

CHENNAI: Chief Secretary V Irai Anbu on Monday held detailed discussions with collectors, health officials, and police through a video-conference call from the Secretariat. The chief secretary urged the collectors and other departments to strictly adhere to the guidelines issued by the World Health Organisation (WHO) with regard to Omicron. Since vaccination is the best weapon to counter the virus, the collectors were told to intensify measures for spreading awareness on vaccination.

Though Omicron is yet to be detected in Tamil Nadu, RT-PCR test is being done at international airports in the State on those coming from South Africa, European countries, Botswana, Hong Kong, China, Israel, New Zealand, Zimbabwe, Singapore, Brazil, Bangladesh, and Mauritius.

Those who test negative in the RT-PCR test are advised to be in home quarantine for a week. After that, they have to undergo another RT-PCR test and continue to monitor their health for another week. If any passenger tests positive, further tests will be done to find out which variant it is. Whole genomic sequencing of samples taken from those arriving from other countries is also being carried out.

A total of 100 sub registrar offices (SRO) spread over the state have been identified as the most sensitive offices, where sub registrars cannot continuously function for more than one year as the registration department has introduced categorisation of the SROs. The new guidelines have been rolled out with an aim to arrest irregularities during registrations.

Out of the100 'most sensitive' SROs, 38 are located in Chennai zone comprising the city, Chengalpet, Kancheepuram and Tiruvallur districts. Some 200 SROs are categorised as sensitive offices, and 275 as normal offices. A sub registrar will work in the most sensitive SRO for a year, followed by three years at normal offices, before being posted in a sensitive SRO, as per the new norms. The categorisation is based on the volume of documents registered and revenue generated in the respective SROs. The move is aimed at averting registration officials preferring to work in high income generating urban centres, which is leading to competition among them, enhancing transparency and eradicating irregularities during registrations, a government order said.

In a recent government order, registration secretary B Jothi Nirmalasamy said that sub registrars must work in sensitive and normal SROs for a period two and three years, respectively. On the other hand, the state government has decided to accord administrative sanction for providing two more IP cameras in the record rooms in all the 575 SROs at an estimated cost of Rs5.97 crores. It is aimed at curtailing the movement of touts and arrest illegal activities, another government order said, adding that the IP camera facility was conceived with various objectives including remote monitoring of activities of SROs from the headquarters and respective zonal offices. Currently, SROs have three IP cameras installed including the entrance.

A special sub-inspector (SSI) was hacked to death by two thieves early on Sunday when he attempted to stop them from fleeing with a stolen goat. S Boominathan, 50, attached to Navalpattu police station in Tiruchi district, caught hold of them after a 10-km bike chase to bordering Pudukottai, but died after being attacked by them with sharp weapons.

According to police, Boominathan and constable Chithiraivelu were on patrol duty around 2 am when the SSI spotted two men on a bike with a goat. Suspecting them to be thieves, he tried to intercept them, but they fled. Boominathan chased them on his bike while his colleague trailed them on his two-wheeler. When they neared Palathupatti village near Kalamavur railway gate in Pudukottai district, Boominathan caught hold of the two as the entry to the subway filled with rainwater was blocked with boulders. The SSI called Chithiraivelu on his phone and asked him to come over. The two men, however, suddenly attacked Boominathan with sharp weapons from behind and fled.

With deep cut injuries to the head, the SSI died on the spot before his colleague could reach the place.

Boominathan is survived by his wife B Kavitha, 45, and son B Kugan, 21. Condoling the death, chief minister M K Stalin announced ₹1 crore to the bereaved family and a government job to one of its members.

A native of Nagapattinam, Boominathan had settled at Cholamadevi near Thiruverumbur.

His body was handed over to his family after postmortem at MGMGH and was buried at a graveyard in Cholamadevi with full police honours. ADGP (Law and Order) P Thamaraikannan, DIG of Trichy range A Saravana Sundar, Trichy SP Sujit Kumar and police officers attended the funeral. The Keeranur police registered a case under section 302 of the Indian Penal Code (IPC) and commenced investigation based on CCTV camera footage sourced from nearby locations.

Trichy range DIG A Saravana Sundar told TOI that the policeman trailing Boominathan had reached the spot a few minutes late. “We have vital clues and hope to nab the culprits soon,” he added.

Various political leaders including PMK leader Anbumani Ramadoss, AMMK leader T T V Dhinakaran, former AIADMK leader V K Sasikala and BJP state president K Annamalai have extended their condolences to the bereaved family.

Those seeking employment as domestic help in foreign countries can can now hope for a secure workplace environment, with the Overseas Manpower Corporation (OMC) of the state labour department taking measures to ensure their rights and safety.

As a first step towards that, the agency has signed a memorandum of understanding with Kuwait Gate Foundation (KGF) for recruitment of maids in Kuwait. The agency from Kuwait has approached OMC to recruit 500 maids. The MoU is valid for two years. “As per the advice of chief minister (M K Stalin) and guidance of labour welfare and skill development minister (C V Ganesan), the department is taking all efforts to facilitate employment opportunities to the people in Tamil Nadu to work in foreign countries,” said managing director of OMC C N Maheswaran.

The agency has been reaching out to various authorities and agencies in foreign countries to establish a network for sending workforce from India to those countries. The MoU with the Kuwaiti agency is the outcome of one such effort. “The objective of the MoU is to ensure safe migration and working atmosphere for the people from TN who are going to foreign countries in search of livelihood. It is also aimed at exploring available employment opportunities and facilitate eligible candidates, who are registering with OMC, to get suitable jobs,” said a senior official.

“Those interested in taking up overseas jobs can approach OMC or contact district employment offices,” said the official.

During the lockdown, private firms allowed their employees to work from home (WFH). But the state government was unable to do so. Now, the Tamil Nadu egovernance agency (TNeGA) has a solution for this if any need arises in the future.

TNeGA has designed a tool named 'e-Office', which will help employees to access their office files from homes.

Using their username and password employees can login to e-Office, scan hardcopies of office files, work on the uploaded documents, prepare notes, and transfer it to their colleagues for reference, said a senior TNeGA official.

"We will get to know from where and for how long a file has remained pending. Also, there is no way a file can go missing. Even if there was a fire accident etc, they can be retrieved," the official added.

The agency is planning to launch 'e-Office' at all departments and district collectorates and has created 50,000 email points for this purpose. In the first phase, the tool is to be made available for 3,500 employees at the state secretariat. Archives in offices over there will be digitised before the launch in January.

M Anbarasu, president of Tamil Nadu Government Employees Association, said that it was practically impossible to implement 100% paperless governance from a remote location. Some government welfare schemes involve physical inspections, and such field inputs can be recorded digitally. Only matters related to finance can be dealt with using such tools, he said.

MG Devasagayam, retired IAS official, said that they tried it way back in 2007 when the Madras high court directed the Chennai Metropolitan Development Authority (CMDA) to act on building violations. But there was literally no support from the staff. So, the initiative was dropped.

"Also, it is important to see what is digitised. Are projects and violations worth thousands of crores going to be digitised? Dealing with daily routine alone will provide us convenience but not transparency," he said.

The state government has issued orders to its departments to take a decision on the departmental action against erring staff three months prior to the date of their superannuation to avoid suspension on the date of their retirement.

In cases, where charges have been framed and disciplinary authority is of the view that withholding pension under the Tamil Nadu Pension Rules, 1978, would suffice for the delinquency committed, the authority may allow the staff to retire, said an order. It will not be however applicable in cases where employees are facing criminal cases or probe by the directorate of vigilance and anti-corruption.

Any failure on the part of the disciplinary authority to issue final orders three months before the date of retirement of a delinquent officer will be viewed seriously and it will entail severe action against the officials responsible for dragging on the case to the date of retirement of the staff.

Tamil Nadu Chief minister M K Stalin has urged teachers and schools to create a welcoming atmosphere for students who will be returning on Monday after a gap of almost one and a half years. Schools in Tamil Nadu will reopen for Classes 1 to 8 on November 1.

In a statement, Stalin urged teachers tospend The first two weeks should be spent in activities and games including storytelling, music, memory enhancing tasks in classrooms, he said.

As the children are returning to school after a huge crisis, the chief minister has urged MLAs, MPs, local body representatives, members of parent teacher associations, principals, teachers to welcome schoolchildren as "we have a responsibility to ensure that children return to schools without fear of a pandemic."
