தமிழக தலைநகர் சென்னையின் புறநகரில் அமைந்துள்ள தாம்பரம் நகராட்சி, மாநகராட்சியாக தரம்உயர்த்தப்பட உள்ளது. இதற்கானஅறிவிப்பு பேரவையில் நாளைவெளியாகும் என தெரிகிறது.

சட்டப்பேரவைத் தேர்தல் பிரச்சாரத்தின்போது திமுக சார்பில் பல்வேறு உள்ளாட்சி அமைப்புகள் தரம் உயர்த்தப்படும் என வாக்குறுதி அளிக்கப்பட்டது. அதன்படி தமிழகம் முழுவதும் 29 பேரூராட்சிகள், நகராட்சிகளாக தரம் உயர்த்த திட்டமிடப்பட்டுள்ளது. அதேபோல் தாம்பரம் நகராட்சியும் மாநகராட்சியாக தரம் உயர்த்தப்படவுள்ளது. இதற்கான அறிவிப்பு நாளை சட்டப்பேரவையில் உள்ளதாக தகவல்கள் வெளியாகியுள்ளன.

அதேபோல் தாம்பரம் நகராட்சி அருகில் உள்ள நகராட்சி மற்றும் பேரூராட்சிகளை இணைத்து மாநகராட்சியாக தரம் உயர்த்தப்படவுள்ளது. அதன்படி தாம்பரம், பல்லாவரம், பம்மல், அனகாபுத்தூர், செம்பாக்கம் ஆகிய நகராட்சிகளையும், திருநீர்மலை, மாடம்பாக்கம், பெருங்களத்தூர், பீர்க்கன்காரணை, சிட்லபாக்கம் ஆகிய பேரூராட்சிகளையும் இணைத்து தாம்பரம் மாநகராட்சியாக அறிவிப்பு வெளியாகவுள்ளது. இதில் தாம்பரம், பல்லாவரம் அருகே உள்ள 15 கிராம ஊராட்சிகள் இணைக்கப்படவில்லை என்பது குறிப்பிடத்தக்கது.

உள்ளாட்சி அமைப்பு தரம் உயர்த்தப்படுவதால் சமச்சீரான வளர்ச்சியைப் பெறும் என்பதால் பொதுமக்கள் மத்தியில் நல்ல வரவேற்பு உள்ளது. சட்டப்பேரவை கூட்டத்தொடரில் அறிவிப்பு வெளியாகும் என தகவல் மகிழ்ச்சி அளிக்கிறது. ஆனால், அதிமுக, திமுக கட்சியினரிடையே இதற்கு பெரிய வரவேற்பு இல்லை.

காரணம் தலைவர்கள், கவுன்சிலர்கள் எண்ணிக்கை குறைந்துவிடும். இதனால், தங்களுக்கு பதவி கிடைக்காது என்பதால் தரம் உயர்வதை அவர்கள் விரும்பவில்லை என சமூக ஆர்வலர்கள் கூறினர்.

Indian citizens will now be allowed to visit the UAE on tourist visa if they have not been in India for 14 days prior, according to Dubai-based flydubai. The visitors will need to follow other pandemic-time requirements.

“Passengers carrying passports of India, Nepal, Nigeria, Pakistan or Uganda with tourist visas can be accepted if they have not entered or been in India, Nepal, Nigeria, Pakistan, Sri Lanka or Uganda in the previous 14 days. PCR requirements will be based on the country of departure,” says the flydubai website.

The UAE has been slowly opening up for Indians after imposing restrictions on travellers from here in Aprilend. In the past few weeks, it has been gradually allowing more categories of visitors from India. Indian citizens with a valid US visa/green card or with a residency of UK/EU are now eligible for UAE’s visa-on-arrival. The visitors will need to follow all pandemic time requirements for travel.

The Gujarat government on Sunday approved a non-practising allowance for inservice doctors of government hospitals and teachers of the Gujarat Medical Education and Research Society (GMERS) medical colleges, in line with the 7th Pay Commission’s recommendation.

Deputy Chief Minister Nitin Patel, who also holds the state health portfolio, announced this as the "Rakshabandhan gift" for the doctors and medical college teachers, who were pressing for it and had even gone on strike over the demand.

“Deputy Chief Minister Nitin Patel has approved NPA as per the 7th Pay Commission to the eligible in-service doctors of government hospitals and GMERS medical college teachers as a Rakshabandhan gift,” said a note on Patel's Facebook page. The nod comes a few months after the state government in May approved the NPA for teachers of six government medical colleges, as per the 7th Pay Commission, as a condition for them to call off their strike along with teachers of eight GMERS medical colleges.

The GMERS medical colleges are semi-government institutions established under the Gujarat Medical Education and Research Society of the state health department. PTI

A day after the income tax portal became “unavailable”, the finance ministry on Sunday said that it has “summoned” Infosys CEO Salil Parekh to explain why errors have not been fixed two-and-a-half months after the platform was launched.

Although the “emergency maintenance” of the website was completed on Sunday evening, and it went live again, the shutdown had caused considerable embarrassment. On Saturday, Infosys had tweeted about a “planned maintenance”, although the tax department had remained silent about it until about 2pm on Sunday when it tweeted about the Infosys CEO being “summoned”.

During this time, several users had come across a message saying the “portal is going through a maintenance”.

Just last week, finance minister Nirmala Sitharaman had told reporters that revenue secretary Tarun Bajaj was regularly monitoring the issue and the glitches would be removed in the next few days.

This is the second time that the government has publicly named Infosys in the case. Two months ago, the company brass held consultations with the FM and other stakeholders after she had flagged the concerns on social media, hours after the June 7 launch.

Network and MCA-21 (for corporate filings and database) being other assignments where the Indian tech giant’s role has come under the lens. While the government has repeatedly blamed the IT vendor for the problems with the new income tax portal, it has offered no response on how a faulty system was allowed to go live by officials handling the high-profile project. Some of their colleagues and former tax officials have suggested that sufficient tests were not conducted before the system was launched.

A source said the portal was ready for launch last year itself, but the rollout was planned to be done in phases, a decision that was changed later.

A questionnaire sent to the Central Board of Direct Taxes on Sunday remained unanswered, while Bajaj did not respond to text messages. In the past too, tax authorities have refused to offer any explanation on how the department had failed to spot multiple glitches in the platform. The problems with the portal have already prompted the tax department to offer some concessions. Besides, officials have blamed the snags for a massive slowdown in tax refunds.

Between April and August 16, refunds added up to Rs 49,696 crore against close to Rs 96,000 crore between April and August 25 last year. The number of refunds which added up to over 25.5 lakh till August 25, 2020, have dropped to 22.7 lakh so far this year. Also, repeated disruptions have led to demands to defer the deadline for filing returns apart from seeking other relaxations.

Although some experts had suggested reverting to the earlier system till the issues in the new portal were sorted out, Sitharaman has ruled out the possibility. “While several of the issues have been resolved, new problems keep coming up,” a leading CA said.

“The new e-filing portal was expected to replace the existing e-filing portal. It was viewed to create a strong technology backbone by enabling (a) host of new functionalities to taxpayers, including enhancement of look, feel and usage experience. We regret to say that after the expiry of more than two months, the portal is still not functioning and is suffering from several serious problems,” the Bombay Chartered Accountants’ Society said in a letter to the FM on August11.

CHENNAI: The Madras High Court has struck down the eligibility condition that candidates seeking appointment to the post of Assistant Professors (pre-law courses) in government law colleges in Tamil Nadu should have a Master of Laws (ML) degree and enrolment as advocate in addition to having a postgraduate degree in the relevant subject. The court said these qualifications suffer from ‘patent irrationality’, ‘unreasonableness’ and ‘arbitrariness.’

A Bench of Justice N Kirubakaran and Justice V Parthiban on Thursday passed the orders on a set of writ petitions challenging the qualifications prescribed for the post of Assistant Professors in government law colleges.

The Bench thus declared G.O. Ms No 1349 and G.O. Ms No 264 dated 19.11. 1985, and 20.12.2005, as illegal and unconstitutional as the same are repugnant to the minimum standards laid down by the Bar Council of India (BCI) in the Legal Education Rules, 2008, in terms of section 7 (1) (h) (i) read with section 49 (af) and (d) of the Advocates Act, 1961.

It also stated that candidates who obtained master’s degrees via distance education or by correspondence are ineligible for appointment as Assistant Professors (Pre-Law); so are candidates with cross major degrees.

Nonetheless, appointments already made for year 2014 and 2017-18 shall not be affected by this ruling, the Bench said, directing the State government authorities to ‘revisit’ the entire eligibility criteria.

TIRUCHY: Post-recovery side effects of Covid were believed to be a few issues such as tiredness and weight loss. However, patients have now started reporting hair loss, adding to their stress.

It was a harrowing experience for 46-year-old Rohini, when she contracted Covid early in May. Even a month after recovery, she had to battle with issues ranging from continued tiredness to lack of energy. Just as she thought the ill effects of the virus were behind her, she started experiencing severe hairfall in August.

“Everytime I ran my hand through my hair, it would bring out clumps of hair. While taking a shower, more hair fell off. I was extremely scared as this continued for almost two weeks,” says Rohini.

Doctors say that hairfall is a side effect after any major illness. It is not specifically due to Covid as it happens after malaria and typhoid too.

Priyadarshini Natarajan, dermatologist, Srinidhi Hospital and Dental Park, says, “We usually see a lot of cases of hairfall, especially in women. Infections like Covid, typhoid, and malaria weaken hair roots. The condition is called Telogen effluvium, which is temporary hair loss.”

Says Nidhi Singh, senior consultant dermatologist, Gleneagles Global Health City, “We have seen patients coming in two months after Covid recovery, complaining about hair fall. Usually, hair has a growing stage and a resting phase. Post Covid, the hair which is in the growing stage moves to the resting phase, leading to fall.” According to doctors, hairfall up to 100 strands per day is normal. If it is anything higher, then it can be considered a problem. Hairfall after Covid is seen more among women, and there has been about 20 per cent increase in patients complaining of hair fall.

“It is a systemic infection after any stress. It is more important to look for associated problems like dandruff and treat those. One of the most important things we give our patients along with supplements, is reassurance,” says Niraaimathi, consultant dermatologist, Kauvery Hospital, Tiruchy.

Priyadarshini adds, “In most cases, you will grow new hair. It will take six months to recover completely from this hairfall. We give mild treatment with hair supplements and multi-vitamins. Mental stress due to hairfall is immense, which we help patients with.”

KOCHI: The National Assessment and Accreditation Council (NAAC) peer team will visit the Kalady Sree Sankaracharya Sanskrit University on Wednesday. The NAAC reassessment will be held over three days. Vice-Chancellor Dharmarajan Adat said the university is looking forward to the visit of the NAAC peer team.

“Sree Sankaracharya Sanskrit University is the only varsity in Kerala to get an ‘A’ grade in the first cycle of accreditation. The visit, as a part of the second phase of accreditation will begin on August 25,” he said. In 2018, the University implemented the system of Outcome-Based Teaching, Learning and Evaluation (OBTLE) at the postgraduate level, becoming the first university in Kerala to introduce the system.

“The reassessment and subsequent meetings and interactions between the NAAC delegation and university authorities will be held in adherence with Covid protocol and the pandemic-related guidelines issued by the University Grants Commission,” said the vice-chancellor.

CHENNAI/MADURAI: "I was guided by dharma while making judgements," said Justice N Kirubakaran of Madras High Court on Thursday, addressing a large group of colleagues, some teary-eyed. They had gathered to bid farewell to the court’s senior-most judge. His statement was in reference to the criticism of 'judicial overreaching' some have levelled against him. But regardless of what observers may say, his resolute efforts to ensure that justice was provided to the deprived sections of the society earned him the sobriquet of the ‘people's judge’.

Born on August 21, 1959 in Nedumpirai village at Cheyyar in Tiruvannamalai district, Justice Kirubakaran entered the legal profession on September 4, 1985. After practising for about 23 years in various courts, including the Madras High Court, he became the additional judge of the High Court in March 2009 and was promoted as a permanent judge in March 2011.

Closing liquor shops in a phased manner, making helmets mandatory for two-wheeler riders and declaring J Deepa and J Deepak as the legal heirs of late Chief Minister J Jayalalithaa, are among the many orders passed by Kirubakaran in his time on the Bench. On Thursday, the last day of his tenure, he sat with Chief Justice Sanjib Banerjee on the first bench of the High Court for a brief time.

Later, his colleagues in the Bench and the Bar gave him an emotional farewell at the court premises in Chennai. While the Chief Justice honoured Kirubakaran, Advocate General R Shanmugasundaram noted that he had ensured dignity even to the deceased through his orders.

In his speech, Justice Kirubakaran recalled his modest background and struggle to reach his present position. His eyes welled up as he spoke of the role of his father, who had studied only till class 4, in shaping up his career. The judge exhorted the judicial officers of family courts to work to unite families rather than separate them. "I hope that the Union government will make appropriate amendments in the Constitution to set up regional benches of the Supreme Court. I also hope that one day prohibition will be implemented in Tamil Nadu," he added.

Meanwhile, the judge’s colleagues on the Bar from across the State spoke to The New Indian Express about his interest in changing the lives of the poor and vulnerable.
“Justice Kirubakaran is a judge with a golden heart, benevolent brain and delivering hands,” said advocate S Srinivasa Raghavan.

"His contributions to motor accident jurisprudence, especially his application of Cost Inflation Index formula for determining the notional income of persons, who die without proof of avocation and income, is remarkable," Raghavan said.

The Chairman of the Bar Council of Tamil Nadu and Puducherry, PS Amalraj, hailed the judge’s directions on guidelines to be followed while enrolling advocates, including his recent order to introduce a biometric attendance system in law colleges outside Tamil Nadu.

“He has helped nearly 100 young and poor junior advocates, especially women, get two wheelers through charitable trusts and contributions from senior advocates,” Amalraj said. Apart from this, the judge also appointed many junior advocates as advocate commissioners in several cases and ensured they got a good remuneration, he added.

Recalling his experiences as a government counsel, advocate Aayiram K Selvakumar said, “When officials heard that Justice Kirubakaran is coming to Madurai, they would become vigilant. Senior officials would call and give detailed instructions, knowing the judge’s strict nature.”

According to advocate K Samidurai, Justice Kirubakaran’s landmark judgments have transformed the lives of disabled sportspersons across the country. “He enhanced the prize amount provided to paralympic medal winners by the government from a few thousand rupees to nearly Rs 15 lakhs. He has also helped many disabled sportspersons access job reservation. Paralympic athlete J Ranjith Kumar of Madurai was given a permanent appointment as a coach recently, thanks to Justice Kirubakaran’s order,” he added.

One such beneficiary of the judge’s orders, A Gopi Kannan, is a disabled sportsperson. He was provided a government job in recognition of his sporting achievements through Justice Kirubakaran's order. “I am indebted to the judge for life. I am not sure if I would have been alive if not for his help. He recognised my achievements. It's only thanks to him that I am able to feed my family and live with dignity,” Kannan told The New Indian Express.

Justice Kirubakaran has also shown great interest in case matters of Tamil language and archaeology. He was instrumental in bringing 7.5 per cent reservation for government school students in medical admissions. His empathy towards the issue was such that he broke down to tears during the virtual hearing of the case. This, and the anguish he expressed for the migrant workers during the pandemic, showed the level of his compassion and dedication, advocates felt.

He has also granted reliefs to various persons from oppressed communities, who have knocked on the doors of the court seeking justice. A Virudhunagar woman, who contracted HIV after being transfused with contaminated blood at a government hospital, during a virtual hearing was moved to tears by the support Justice Kirubakaran gave her by ordering the government to provide her permanent job, Rs 25 lakh compensation and a house among other relief. Litigants who argued as party-in-person thronged the courts with Public Interest Litigations during the judge’s sittings due to his strong sense of social justice and determination to serve the society. He would be missed by all, including the public, advocates said.

CHENNAI: Holding that there cannot be any discrimination between the regularised and non-regularised married women government servants with regard to granting of maternity benefits, the Madras High Court has ordered notice to the state government on a PIL petition, on the issue.

The first bench of Chief Justice Sanjib Banerjee and Justice P D Audikesavalu ordered the notice on Thursday, returnable by September 16.

It directed the government advocate to get appropriate direction from the government with regard to granting maternity leave uniformly to the regularised, contractual and non-regularised married women servants.

The PIL from advocate C Rajaguru prayed for a direction to the Health and Family Welfare Department, Directorates of Medical and Rural Health Services (DMS), Public Health and Preventive Medicine (DPHS) and the office of the joint director of Health Services, Government District Headquarters Hospital Campus in Villupuram district to take immediate steps to identify the pending applications from the regularised, non-regularised married women government staff appointed under the emergency provisions, temporary and contract basis, who had completed one year of continuous service for their maternity benefits as per a GO of July 2020.

The petitioner pointed out that the mental agony, physical pain and economic difficulties and financial need of the pregnant or child bearing permanent married woman government servants and the non-permanent ones, are one and the same.

The four departments are practicing discrimination and indifferent consideration. This violated Article 14 of the Constitution.

Due to the irresponsibility and insincerity and violative behaviors of some of the officers in the departments, very many applications for maternity benefits from non-regularised/non-permanent married women employees are pending or kept pending for their regularisation of their services and an approval of the respective authorities. This attitude would amount to indulging in maternity harassment, the petitioner contended.

Hariprasad has been engaged in such campaigns since 1999. “I was inspired in extending medical services at Rs 10, while making house visits, by Dr Brahma Reddy, founder of Praja Vaidyasala in Kurnool in 1996 after completing my masters in political science,” he says.

    Hariprasad’s father SV Prasad Yadhav is a theater personality and has staged several dramas and acted in a few films under Bhargava Arts banner. “I am grateful to have an understanding family, my wife and children encourage me,” he says. The RMP, who admitted his children to government schools, also conducts competitions in the schools for children on the National Science Day.

    Apart from creating awareness about blood donation, he encourages the students and youth to celebrate their birthdays by conducting ‘Feed the Poor’ programme, blood donation campaign and promoting organ donation.

    Himself a blood donor, Hariprasad has donated blood 87 times till date and received several awards from the hands of governors and chief ministers. He has also organised camps for NSS groups. “Serving and helping people and encouraging others to follow the same path is the true meaning of a good life,” Hariprasad says, signing off.

    CHENNAI: City residents aged above 80 years will now be administered vaccine against Covid right at their doorstep, thanks to a new initiative launched by the Chennai Corporation. Senior citizens can dial 044-25384520 or 044-46122300 to book a slot, following which the Corporation staff would visit their house and administer the vaccine dose, a statement said.

    “Since people in this age group may find it hard to commute to a public health centre, we have taken this measure to maximise vaccine coverage,” a Corporation official noted. Earlier, the civic body had announced doorstep vaccination for people with disabilities and about 10,000 people have been vaccinated so far under the initiative.

    Further, around 24,000 people in slum areas have been inoculated against Covid through 315 special camps, the official added. The Corporation has so far vaccinated 25.14 lakh people with the first dose, and 10.54 lakh with the second dose.

    If Tamil Nadu has unfairly paid the price for controlling population growth by having its Lok Sabha seats reduced by two, is there a way to compensate for that? The Madras high court has come out with a formula that pegs monetary compensation to the state at Rs 5,600 crore.

    Till 1962, Tamil Nadu had 41 Lok Sabha members. The number got reduced to 39 ahead of the 1967 general polls because the state had successfully controlled its population growth by then.

    Juxtaposing this supposed anomaly with the dramatic no-confidence motion in 1999 that resulted in the toppling of the Atal Bihari Vajpayee government by one vote, the division bench said Tamil Nadu should be compensated either by way of monetary compensation or through additional representation in the Rajya Sabha. “When one MP vote itself was capable of toppling a government, it is very shocking that Tamil Nadu lost two MPs because of successful implementation of birth control in the state,” the bench of Justice N Kirubakaran and Justice B Pugalendhi said.

    The judges then spelt out what they thought would be rightful compensation for all the years that have passed with two MPs less. “Notionally, the contribution of an MP in five years could be taken as Rs 200 crore, though it cannot be determined monetarily. Therefore, for every election since 1967, Tamil Nadu has to be compensated Rs 400 crore for reduction of two MP seats, which amounts to Rs 5600 crore,” the bench said.

    Asking the Union government as to why Tamil Nadu’s Lok Sabha representation couldn’t be restored to 41 from the next general elections, the bench also suo motu impleaded 10 top political parties, including DMK and the main opposition AIADMK, besides Congress and BJP, to offer their responses.

    The court was hearing a PIL seeking de-reservation of Tenkasi parliamentary constituency, which has remained a reserved constituency for more than half a century now.

    Population control can’t be a factor to decide the number of political representatives of the States in the Parliament, the bench said. “Those states which failed to implement the birth-control programmes benefited with more political representatives in the Parliament while, states, especially Tamil Nadu and Andhra Pradesh, which successfully implemented birth-control programmes, stood to lose two seats in Parliament. Andhra Pradesh also lost two MPs and got the number reduced from 42 to 40 seats in the Parliament”.

    The Gujarat high court has said that by a plain reading of the amendments to anti-conversion laws, popularly known as the love jihad law, it feels prima facie that any conversion following interfaith marriage would amount to an offence and such marriage itself and conversion would be deemed unlawful.

    In the order released on Friday, while staying various provisions of the Gujarat Freedom of Religion (Amendment) Act related to interfaith marriage, the division bench of chief justice Vikram Nath and justice Biren Vaishnav opined that with the June 2021 amendments, a marriage itself is presumed to be a medium for the purpose of unlawful conversion if the marriage was by way of allurement, force or by fraudulent means.

    “Prima facie on a plain reading of Section 3 of the 2003 Act, we feel that interfaith marriage followed by conversion would amount to an offence under the 2003 Act. Marriage itself and a consequential conversion is deemed as an unlawful conversion attracting penal provisions” the court noted.

    It said state government’s insistence that the element of fraud, allurement or coercion should be read with the State of Objects and Reasons of the Act, but this may not be understood by the common man. On shifting the burden of proof on to the accused to establish that the marriage and later conversion had not taken place on account of any fraud, it said, “This again puts the parties validly entering into interfaith marriage in great jeopardy.”

    “Prima facie interfaith marriages between two adults by operation of the provisions of the Act interferes with intricacies of marriage including right to choice of a person,” it said.

    The cumulative number of Covid-19 vaccine doses administered in the country has gone past 58 crore, the Union health ministry said on Saturday. More than 43 lakh vaccine doses were administered on Saturday, according to a provisional report compiled at 7 pm.

    The ministry said 20,88,547 beneficiaries in the age group of 18-44 years received the first dose and 7,36,870 were administered the second dose of the vaccine on Saturday.

    Cumulatively, 21,60,58,123 people in the said age group have received the first dose and 1,92,54,925 have been administered the second dose of the vaccine since the start of the third phase of the vaccination drive across the states and Union territories. On August 21, a total of 43,92,759 vaccine doses were given - 27,77,409 beneficiaries received the first dose and 16,15,350 got the second dose. PTI

    The Gujarat HC has raised a pertinent question on whether a woman can be forced to reveal the name of the father of her child when she reaches alone for the child’s delivery.

    Justice Paresh Upadhyay repeatedly asked the question to government lawyers:“If an unmarried woman conceives a child and goes to a hospital, whether the doctor would ask who is the father of the child? If the woman says that she does not want to answer the question, in such circumstances whether she is under obligation to disclose whose child she is carrying?”

    The judge questioned so while hearing a appeal against conviction filed by a man from Junagadh district, who has been punished for rape. In this case, after elopement, the couple had one child. While the woman was pregnant for the second time, the couple planned marriage but could not perform the marriage due to the lockdown as the woman reached the marriageable age on March 25, 2020. Finally, their marriage took place in January 2021. Unhappy with their union, the girl’s family had lodged an FIR against the man for rape.

    On August 9, the high court granted bail to the man upon furnishing a personal bond of Rs 100 only. During a hearing on his appeal against his conviction to 10-year jail term on August 19, the court discussed about making the age of minority from 16 years to 18 years and any sexual relations with a woman under 18 years invites charges of statutory rape. Hinting at the Nirbhaya rape case protests, the judge orally observed that there were protests in urban areas and the government amended the laws. He then asked, “Why the girls in rural areas suffer (because of this)?” The court was discussing rural traditions of marriages at an early age, and particularly in tribal areas where marriage is not a precondition to give birth to a child.

    The judge further said that the woman cannot marry before she turns 18 years of age, but she can give birth to a child. “When the woman is not making any complaint of rape and insists that it was her choice, will we be able to read criminality (into it)?” the court asked further, “The pure question of law would be if some lady conceives and she does not make any complaint and she is not married, which provision would be violated?”

    Now, city residents over the age of 80 can get vaccinated against Covid-19 at their homes. The civic body on Saturday said eligible beneficiaries can contact personnel on 044-25384520 and 044-46122300 to arrange a home vaccination. Similar targeted drives were conducted to get beneficiaries their second dose of Covaxin.

    Meanwhile, eight of the 15 city zones reported a spike in active Covid-19 cases over the past week, Greater Chennai corporation data revealed. However, the city’s total active case tally has declined by about 24 cases from August 13 to August 20.

    Manali, Tondiarpet, Royapuram, Ambattur, Anna Nagar, Teynampet, Adyar and Perungudi recorded an increase in active infections with Anna Nagar reporting the steepest rise from 249 on August 13 to 330 on August 20. Anna Nagar is also the sole zone with more than 300 active cases.

    Kodambakkam is the only other zone with more than 200 cases. However active cases here decreased from 260 to 218 in the same period. All zones in the northern region have less than 100 active cases with Manali reporting just 25 active cases. The civic body is conducting intense contact tracing to identify clusters.

    On Friday, about 29,000 city residents got their shots. Kodambakkam zone (3,060) topped in the maximum shots administered while the lowest was in Manali (920). Corporation sources said there has been a good response to vaccination whenever stocks of Covishield are available.

    The corporation also started a targeted vaccination drive in slum clearance board tenements. It held 315 such special camps over the past week covering 24,000 people, a statement said.

    Festivals offer us a delightful diversion from our otherwise banal routines, rejuvenating us with fresh vigour and hope. Onam, an important festival of Kerala, is one such celebration. Many legends are linked to it. One of them is about a virtuous ruler’s redemption from the vice of obstinacy.

    Mahabali was a kind-hearted Asur emperor who loved his subjects. A great donor, Mahabali delighted in giving more than what was sought. Shukracharya, his preceptor, pleased with his behaviour, made him perform the Vishwajit sacrifice, and win unsurpassable weapons. With pride of abundance, he usurped the throne of Indra, the king of Devas.

    Once when Aditi, the mother of Devas, fell ill, she undertook Payovrat, a vow of living on a mono diet of milk and lying on the floor for fourteen days. Pleased with her penance, Vishnu appeared and said: “I shall be born to you to relieve your sorrows.”

    Incarnating as Aditi’s son, Vishnu instantly appeared as a celibate dwarf, Vaman. Donning the sacred thread, wearing wooden footwear and holding a leafy umbrella, Vaman went to Bhrigukaccham, where Mahabali was performing his great sacrifice.

    Mahabali received Vaman, washed his feet and asked the dwarf the reason for his visit. Vaman asked for land of the size that could be measured in merely three steps. Calling it too trifling a demand, Mahabali tried to persuade Vaman to ask for huge bounties. Vaman declined, saying greed was destructive.

    Mahabali agreed. The dwarf suddenly grew gigantic and measured in two strides all that the emperor possessed. Seeing that Vaman had nowhere to take his third stride, Mahabali bent down, allowing the young swami to place his foot on his head, so that his word was not falsified.

    Vaman’s intention was to awaken the Asur King to his own pride of lordship and the ‘greed to give lavishly’. Pride and obstinacy are self-destroying. The Vishnu avatar overwhelmed Mahabali with simplicity and self-restraint, making it an eternal lesson for all. Srimad Bhagavatam states that the event transpired on the banks of Narmada. The anomaly of Keralites celebrating Onam in the honour of Mahabali is thus a mystery, though adopting anything good from anywhere is great indeed.

    Onam emphasises that to be generous is of no avail without being humble. It tells us how even noblemen can be blinded by pride to invite their own ruin.

    Onam also shows how episodes from our ancient texts get misrepresented. There is a widespread belief that Vaman vanquished the righteous Mahabali by deceit. This was never the case. Lord’s intention was to liberate Mahabali from the wrench of pride and reward him amply. That is how he gifted Mahabali – Sutala – an abode second to none.

    People buy new clothes and fill their kitchens with food during Onam. ‘Sell land and celebrate Onam’ is the hallowed proverb about celebrating this festival.

    People decorate their courtyards with Pookkalam, an floral arrangement. In Thrissur, outside the Vadakkunnathan Shiv Temple, people from all walks join to make a huge Pookkalam, floral design, signifying mutuality and unity.

    Onam combines remembrance and reverence, signifies resolve and reassurance.

    There is no better gift in life than the gift of life — something that these siblings will cherish forever more as they share a bond that goes deeper than blood or their umbilical ties — their kidneys.

    Just ahead of Raksha Bandhan, this sister added more meaning to the festival that is celebrated with pomp to strengthen sibling bonds. Dr Sujata Dev saluted her bond by gifting her brother Sandeep Kumar, an Indian Revenue Service (IRS) officer, a kidney and a new lease of life too.

    “I can’t thank her enough. Usually brothers give gifts to sisters on Raksha Bandhan. But Sujata gave me a gift of life with her kidney,” in a quivering voice, emotionally choked Kumar, a 1989 batch IRS officer, told TOI over phone from the hospital.

    Kumar is presently posted as principal income tax commissioner at Lucknow, Uttar Pradesh. Dr Dev is a gynaecologist and a professor at the Medical College in Lucknow.

    “For me, my elder brother is everything. Being a medical professional, I was aware of the kidney donation and what cares one should take after donating your one kidney. I am happy that I am able to give new life to my brother,” 51-year-old Dr Sujata Dev told TOI, before she left for Lucknow on Friday evening.

    Kumar underwent a kidney transplant at the Institute of Kidney Disease and Research Centre (IKDRC) in Ahmedabad on August 14. Kumar is recovering well and his creatinine levels are well within the prescribed limit, doctors informed. He is likely to be discharged soon.

    This is the second time that Kumar underwent a kidney transplant. In 2012, after both his kidneys had failed, Kumar had undergone a kidney transplant at the IKDRC in 2013. At that time, the donation was from a brain-dead patient from Surat. During the same time, from 2013-15, Kumar served as income tax commissioner in Surat. After getting a kidney transplant, Kumar became actively involved in creating awareness about cadaver donation in Gujarat. At present, he is the vice-president of Donate Life, a Surat-based NGO working for organ donation awareness.

    “After he received organ donation in 2013, he decided to do something for creating awareness about organ and cadaver donations and insisted on creating an NGO for the cause and that’s how we started Donate Life in 2015,” Nilesh Mandlewala, founding president of Donate Life, said.

    After undergoing the kidney transplant in 2013, Kumar was leading a normal life till last year when he started suffering renal problems.

    “I have been on dialysis since February this year. We tried for cadaver donation twice but couldn’t find the right match. The only option left was that of kidney donation from a family member. My sister readily agreed to donate her kidney and it matched,” Kumar said.

    An 18-year-old college student who consumed poison eight days ago died at the Government Rajaji Hospital on Thursday. Her mother had told the police that her daughter took the extreme step because she was dejected after missing a day’s online class.

    Hailing from Kalvelipatti village near Vadipatti, A Arthi was a second year BCom student at an autonomous college in Madurai. The incident happened on August 12 when her mother had gone to work while her elder sister was also at home. A relative told TOI that Arthi was studious and always among the top two rank holders in the class. She was tensed on the day as there were network connectivity issues and she was complaining about it. “She consumed a pesticide used for mango trees out of frustration the same afternoon,” special sub inspector (SSI) of police A Chinnasamy said. After signs of recovery, her health deteriorated on Thursday and she died. Police registered a case and have ruled out any foul play.     Students and parents have criticised Pondicherry University’s direction asking that they pay full semester fees despite the continuing Covid-19 pandemic, calling the order “baseless and insensitive.”

    They cited a Madras high court ruling asking private schools to collect only 75% of fees, in two instalments, as many people had lost their livelihood due to the pandemic and wondered how a public educational institution could force students to pay the entire semester fees. They also pointed out that a central university was insisting on them paying full fees when they won’t be using sports, library and computer facilities. “We have no access to classrooms or labs and students are at their homes. Why should the students currently pay for unused facilities,” asked students council president Parichay Yadav and secretary V Kuralanban in a joint statement.

    State municipal administration department has urged all municipalities and corporations other than the Greater Chennai Corporation to ensure that their services are offered online for the public.

    The director of municipal administration, P Ponniah, on August 13 issued a circular instructing local bodies to ensure delivery of online services in cases of filing self-assessment of property tax returns, levy and collection of property tax, application for name transfer of property tax and issue of name transfer orders.

    The urban tree information system website (tnurbanepay.tn.gov.in) should be used, the official directed, adding that this would be an improvement for the ease of doing business.

    When implemented, online services will bring a relief to lakhs of residents who live in areas governed by smaller local bodies like Avadi corporation, Pallavaram municipality, Tambaram municipality, Sriperumbudur town panchayat and others.

    These are localities which have sprung up within 20-30km from Chennai, but the facilities and services are not comparable to those available in the city.

    V Pugalventhan, an activist who lives in Kundrathur on the fringes of the city, said that GCC offers services like property tax, water tax, birth and death certificates online. But other local bodies have failed to replicate this model.

    “The websites are totally unprofessional and look like blogger sites,” he said.

    Due to absence of online services, residents have to run from pillar-to-post for basic public sevices such as birth certificates or death certificates from local offices, he said.

    “Currentlhy, this work does not get done without payment of bribes. If services are brought online, payment of bribes can be eliminated,” he said.

    He cited a reply to an RTI application by Sriperumbudur town panchayat which denied receipt of any order or instruction to process online applications for new property tax assessment or water connection requests.
