Financial concerns of the government prevented the state from waving off the joining fee of Rs 2 lakh

Here’s some good news for the foreign medical graduates in Tamil Nadu waiting to complete their Compulsory Rotatory Residential Internship (CRRI) as the state government has released the order on November 22, 2022, for the fee waiver. The state government complied with the demands put forth by the FMGs. The order dated November 22, stated that, “...all the Foreign Medical Graduates/Indian Medical graduates pursuing Compulsory Rotatory Residential Internship shall be paid with the stipend at the rate of Rs 25,270/- per month during the year 2022-2023. There will be an automatic 3% annual increase in subsequent years for Foreign Medical Graduates similar to the regular Compulsory Medical Rotatory Internships.” Since two lakh joining fees couldn’t be waived off by the government, the notice also stated, “If the aspiring Compulsory Rotatory Residential Internship trainee is not able to pay…Rs 2,00,00 upfront…charges shall be deducted from their stipend in 12 instalments…”

In a meeting held on November 21 with the FMGs; Dr Senthil Kumar, Secretary of the Tamil Nadu Medical Students’ Association (TNMSA) and Tamil Nadu's Principal Secretary of Health & Family Welfare, P Senthil Kumar IAS, the state government had promised that the government order would be published within the week following several protests. The state government adhered to its assurance and met most of the demands made by the FMGs.

Demand fulfilled

The university fees have been reduced to Rs 29,000 which previously used to be Rs 3.54 lakh. Earlier, there was no stipend but now, a stipend of Rs 25,750 will be given to the FMGs doing their CRRI. The joining fee of Rs 2 lakh has not been waived off by the government owing to genuine financial reasons.

Dr Senthil Kumar said, “They could not get approval for the fees of Rs 2 lakh for genuine financial reasons and for medical graduates who will be unable to pay the fees, Rs 18,000 from the monthly stipend of Rs 27,750 will be deducted for 12 months.” This means that FMGs who cannot pay Rs 2 lakh as fees will receive Rs 8,000 to Rs 10,000 as their monthly stipend. Dr Kumar also added, “Even though all our demands were not met, we are still satisfied with the government’s order.”

Let’s refresh

In order to finish their CRRI at government medical institutes, FMGs had to pay Rs 2 lakh in fees for a no-objection certificate. The National Medical Commission, however, published guidelines for the registration of Foreign Medical Graduates on March 4, 2022, making it clear that they cannot be charged for their CRRI training and that they will also receive the same stipend and other benefits as Indian medical graduates. The decision helped the FMGs since it reduced the load on those FMGs who did not receive compensation for their labour. The Tamil Nadu government announced a 90% deduction in the fees in response to the notice issued by the NMC, however, until now, the state government did not issue any official order.

மின் கட்டட் ண உயர்வால் ஏற்பட்டட் அதிர்ச்சிச் யை மக்கள் வெளிப்படுத்துத் வதற்குள் அவர்கர்ளை ஆதார் எண்ணை இணைக்குமாறு அலைக்கழிப்பது, மக்களை திட்டட் மிட்டுட் திசை திருப்பும் நோக்கமோ என்று, ஆதார் எண்ணை இணைக்க முடியாமல் திண்டாடும் மக்களின் கூக்குரலாக வெளிப்படுகிறது. இன்று இணைக்காவிட்டாட் ல், நாளை, நாளை இல்லையேல் நாளை மறுநாள் இணைத்துத் த்தான் ஆக வேண்டும். மின் இணைப்பு வைத்திருப்பவர்கர் ள் அனைவருமே நிச்சயச் ம் ஆதார் எண்ணை இணைக்கத்தான் போகிறார்கள்.

அப்படியிருக்க ஆதார் எண்ணை இணைத்தால்தான் மின் கட்டட் ணமே செலுத்த முடியும் என்று நெருக்கடி கொடுப்பதும், மின் கட்டட் ணம் செலுத்த முடியாமல் எங்கே அபராதம் செலுத்துத் வதும், பிறகு மின் இணைப்பு துண்டிக்கப்படுமோ என்றும் மக்கள் பரிதவிப்பதும் எதற்காக ஏற்படுத்தப்படும் நெருக்கடி? .

செயலிகள் வாயிலாக மின் கட்டட் ணம் செலுத்த முயல்பவர்கர் ளுக்கும், ஆதார் எண்ணை இணைக்குமாறு குறுஞ்செய்தி அனுப்ப அறிவுறுத்தப்பட்டுட் வருகிறது. அதிருப்தியில் பயனாளர்கள் ஆதார் இணைத்தால்தான் மின் கட்டட் ணம் செலுத்த முடியும் என்பது பற்றி தெரியாத, கடைசி அல்லது ஓரிரு நாள்கள் காலக்கெக் டு இருக்கும் நிலையில், ஆன்லைன் மூலம் மின் கட்டட் ணம் செலுத்த முயன்றவர்கர் ள், மின் கட்டட் ணம் செலுத்த முடியாமல், ஆதார் உள்ளிட்டட் புகை ப்படங்கள் கணினியில் இல்லாததாலும் தொழில்நுட்பட் க் கோளாறுகளாலும் ஆதார் எண்ணைஇணைக்க முடியாமல் அவதிக்குள்ளாகினர் கடைசி நாளுக்குப் பிறகும் ஆதார் எண் இணைக்க முடியாமல் கட்டட் ணம் செலுத்தாமல் இருப்பவர்கர் ளுக்கு அபராதமும் வசூலிக்கப்படுமா? இல்லை இந்த மாதம் அபராதம் வசூலிப்பது தவிர்க்ர் க் ப்படுமா? உரிய காலக்கெக் டு முடிந்த பிறகு கட்டட் ணம் செலுத்தாமல் இருந்தால் மின் இணைப்பு துண்டிக்கப்படுமோ என்ற அச்சமச் டைந்திருக்கும் மக்களுக்கு எந்த விளக்கமும் இதுவரை கிடைக்கப்பெறவில்லை.

ஏன் ஒரு மின் இணைப்பு எண்ணுடன் - ஆதார் எண்ணை இணைப்பதற்கு இந்த அளவுக்கு நெருக்கடி கொடுக்க வேண்டும், உரிய கால அவகாசம் அளித்துத் எளிதாகவே இதனைச் செய்யலாமே என்பதுதான் மக்கள் தொடர்ந்ர் ந்து எழுப்பும் கேள்வி. மறுபக்கம் தொழில்நுட்பக் கோளாறு வேறு சிலருக்கு ஆதார் எண் இணைத்த பிறகும் மின் கட்டட் ணம் செலுத்த முடியவில்லை என்பது போன்ற தொழில்நுட்பட் க் கோளாறுகளும் மக்களை துயரத்தில் ஆழ்த்துத் கின்றன. உரிய வழிகாட்டுட் தல்கள்படி அனைத்தை யும் பதிவு செய்த வாடிக்கை யாளர்கர் ள் சிலருக்கு ஆதார் எண் இணைப்பில் சிக்கல் இருப்பதாக தகவல்கள் வருகிறது. அதாவது, ஆதார் இணைப்பு பதிவு ஏற்கப்படவில்லை. மீண்டும் முயற்சிக்கவும் என்றோ, ஆதார் எண் இணைத்த பிறகும், மீண்டும் ஆதார் எண்ணை இணைக்கும்படி தகவல் வருவதாகவும் குற்றம்சாட்டுட் கிறார்கர் ள். இது குறித்துத் மின் வாரியம் தரப்பில் கூறப்படுவது என்னவென்றால், ஆதார் எண்ணை இணைத்த உடனே மின் கட்டட் ணத்தை செலுத்த முடியாது. இணையதளம் மூலம் ஆதார் எண்ணைஇணைக்கும் போது, அதிகாரிகள் சரிபார்த்ர் துத் ஒப்புதல் அளித்த பிறகே இணைப்புப் பணி முழுமையடையும். இதற்கு சில நாள்கள் எடுத்துக் கொள்ளப்படும். ஆனால், மின் வாரிய அலுவலகத்தில் நேரடியாக ஆதார் எண்ணை இணைக்கும்போது உடனடியாக இணைப்பு மேற்கொள்ளப்படும் என்கிறார்கர் ள்.

அவசரம்.. அவசரம்..

ஒரு தெளிவான வழிகாட்டுட் தலுடன் மின் இணைப்பு எண்ணுடன் ஆதார் எண்ணை இணைப்பதற்கான நடைமுறைகளை மின்வாரியம் மேற்கொண்டிருக்கலாம். கால அவகாசம் கொடுத்துத் மக்களுக்கு எந்த நெருக்கடியும் இல்லாமல், இப்பணியை செய்திருக்கலாம். செய்யலாம். உடனடியாக ஆதார் எண்ணைஇணைத்தால்தான் மின் கட்டட் ணம் செலுத்த முடியும் என்ற கட்டுட் ப்பாட்டை ட் நீக்கி, இரு பணிகளையும் எளிதாக்கலாம். இந்தக் கட்டாயம் எப்போது வந்திருக்க வேண்டும்? ஆதார் எண்ணை இணைக்க போதிய கால அவகாசம் கொடுத்துத் , பிறகு கால அவகாசம் நீட்டிட் க்கப்பட்டுட் , அதுவும் முடிந்து போயிருந்தால், அப்போது வேண்டுமானால், ஆதார் எண்ணை இணைத்தால்தான் கட்டட் ணம் செலுத்த முடியும் என்ற கெடுபிடியைக் கொண்டு வந்திருக்கலாம். எடுத்த எடுப்பிலேயே கெடுபிடி செய்திருப்பதுதான் மக்களை அதிருப்திக்குள்ளாக்கியிருக்கிறது. ஏன் இந்த அவசரம்? எதற்காக இத்தனை நிர்பர் ந்தம்? இத்தகை ய நெருக்கடிகள் மக்களால் வரவேற்கப்பட மாட்டாட் என்பதுடன் பெரும் அதிருப்தியைத்தான் ஏற்படுத்துத் ம் என்பது மட்டுட் ம் நிச்சயம்!

Foreign medical graduates to get monthly stipend

Coimbatore: Much to the delight of foreign medical graduates (FMG), the state government has issued an order sanctioning a monthly stipend for those pursuing compulsory medical rotating internship (CMRI) in medical colleges in the state.

According to the GO issued on Tuesday, all FMGs undergoing CMRI shall be paid 25,750 per month during the financial year 2022-23. There will be a 3% annual increase in subsequent years, similar to the regular CMRI.

The GO also mentioned that Tamil Nadu MGR Medical University has resolved to reduce the no-objection-certificate processing fee of 3.54 lakh to 25,000 with 18% GST.

FMGs have been requesting the government to waive the facilitation fees of 2 lakh. On this front, the GO said the facilitation fees shall be deducted from the stipend of FMG in 12 installments if they are unable to pay 2 lakh 17,000 in the first 11 months each and 13,000 in the 12th month.

While allowing the concession of 2 lakh to FMG, the director of medical education (DME) has been directed to ensure receipt of undertaking from the students and parents concerned of a stipend to compensate the EMIs allowed against the payment of facilitation fees that is payable for infrastructure and amenities charges.

M Senthil Kumar, secretary of the Tamil Nadu Medical Students Association (TNMSA)-FMG wing, welcomed the announcement. “Health minister Ma Subramanian in July announced waiver of 2 lakh fees. But according to the GO, it will be deducted from the stipend if the concerned FMG is unable to pay the fees. We acknowledge the decision for monthly instalments, but urge the government to consider waiving the facilitation fees completely as there are a number of first-generation aspiring doctors, who could not afford to pay such huge money,” he said, and also urged the government to process their internships by the end of November to begin CMRI programme.

Speaking to TOI, state health secretary P Senthil Kumar said the FMGs will benefit from the GO as the amount they will be paying to Tamil Nadu Dr MGR Medical University has been slashed and they will be provided with a stipend for the first time. “If the graduates can’t afford the 2 lakh fee, they can opt for monthly installments.”
