Chennai : Two people, including a man who runs a media association in Rajamangalam, were arrested for preparing and supplying fake Class X and Class XII marksheets to people. The arrested were identified as Vijay Ananth alias Ananthan, 47, a resident of Vinayagapuram near Kolathur, and Langruf Ruben alias Jeremiah, 42, of Sekkadu near Avadi. Police said Ananthan had been running ‘Universal Press Media’ in Rajamangalam. After one of the staff found Ananthan preparing the forged documents of Class X and XII marksheets, a complaint was made. Based on the complaint, the Kolathur police registered a case and arrested Ananthan and Jeremiah. Police seized one laptop, one Central Processing Unit (CPU), one hard disk, one DVR recorder, two mobile phones, seven seals, 48 fake mark sheets, and three pen drives. The arrested duo was remanded in judicial custody after being produced before a magistrate court in the city

Chennai : The met department has issued an orange alert for Chennai and neighbouring districts of Kancheepuram, Chengalpet and Tiruvallur on Oct 15, saying heavy to very heavy premonsoon rain of 6cm to 20cm is likely next week. India Meteorological Department (IMD) has also issued a yellow alert (6cm-12 cm) for Chennai and its suburbs for Oct 14 and 16, saying they are likely to receive heavy rainfall. The rain activity is likely due to a weather system that may form over the Bay and bring spells across several districts next week. Bloggers said if the system moves slowly, the rain activity may last longer. “For the next 48 hours, the city and the suburbs may receive moderate intensity rainfall with thunderstorms and lightning over some are as. Sky condition is likely to be partly cloudy. Maximum temperature is likely to be at 32°C-33°C and minimum temperature likely to be 25°C26°C,” said an IMD bulletin. 

At present, there is an upper air cyclonic circulation over the south Tamil Nadu coast and one over the southwest Bay of Bengal. Meteorologists said the latter system may develop into a low pressure and may move along the Tamil Nadu coast, bringing rainfall to several districts. It may or may not develop into a depression as it may be close to the coast and not over deep sea to gain energy from the warm waters. On Oct 14, districts such as Nagapattinam, Thanjavur, Thiruvarur, Kancheepuram, Chennai, Tiruvallur, Kallakurichi, Tiruvannamalai, Ariyalur, Chengalpet and Mayiladuthurai may re ceive heavy rain. Rain intensity may increase on Oct 15 as Tiruvallur, Chennai, Kancheepuram, and Chengelpet may receive heavy to very heavy rainfall. Rainfall may continue on Oct 16, with ghat  areas of Coimbatore, Nilgiris, Erode, Dharmapuri, Tirupattur, Kancheepuram, Chennai, Krishnagiri, Salem, and Tiruvannamalai districts possibly receiving heavy rainfall. 

In the last few days, Chennai city received on and off rain spells of light intensity, as cloudy weather kept the day temperatures down. The overnight rainfall left 1 cm each in Nungambakkam and Meenambakkam. The day after the night spells was pleasant, with temperatures. Nungambakkam and Meenambakkam recorded 32.1°C and 31.4 °C, 0.8 °C and 1.5 °C below normal Blogger Pradeep John, in an online post, said the system may form over the south-central Bay and move towards the north Tamil NaduSouth Andhra Pradesh coast. “Whenever a system takes this route, it gives plenty of rainfall to the north Tamil Nadu and South Andhra Pradesh coasts, and particularly with the convex shape of the Chennai coast, they fall on the hotspot. New Delhi : Air India Express’s Tiruchirapalli-Sharjah flight returned to land safely at origin in Tamil Nadu on Friday night after suffering a hydraulic snag due to which the landing gear of the Boeing 737 could not be retracted after take-off. 

The Boeing 737 (VT-AYB) had left Trichy at 5.43 pm as IX613 with about 150 people on board. “Since the aircraft was fuelled up to fly to Sharjah, a long flight, the crew burnt fuel for well over two hours by circling nearby before landing. This was done to avoid overweight landing by coming below the maximum landing weight. 

An overweight landing can damage the landing gear,” said sources. It landed safely at around 8.15 pm in Trichy after burning fuel. The pilots’ action is being commended. “While we are all trained for such situations in simulators, doing what is required when actually the time comes by keeping presence of mind is key. The pilots of IX613 did that on Friday,” said many pilots. 

The airline described it as a “precautionary landing” due to the suspected snag. All precautionary steps, like lining up emergency vehicles along the runway, were made. An aviation ministry spokesperson said: “The aircraft has landed safely. The DGCA is monitoring (the situation). The landing gear was opening and i t landed normally. But the airport was alert and ready (for any situation).” TNN

DurgeshNandan.Jha@timesofindia.com New Delhi : An analysis of calls received on Tele-Manas – India’s toll-free mental health helpline – has revealed that most people call for complaints related to disturbed sleep cycle. Since its launch in October 2022, Tele-Manas has attended to over 3.5 lakh calls from citizens across the country. 

According to the rapid assessment report on Tele Manas that was released by the govt on Thursday, an overview of the type of complaints shows that the top four complaints relate to sleep disturbances (14%), sadness of mood (14%), stress-related (11%) and anxiety (9%). Overall, less than 3% of total complaints have been identified as suicide-related cases, the report suggests. Majority of the callers on Tele MANAS helpline are male (56%) and aged 18–45 years (72%), it adds. A 20-year old young female student turned to Tele MANAS for help when sleep disturbances began to disrupt her life.

According to the govt report, it emerged that living in a hostel with some friends, her sleep cycle had fallen into disarray due to excessive use of cell phone and laptop. “Extensive use of both for late night study sessions as well entertainment, coupled with limited interactions with others had caused her sleep cycle to be dis turbed. The Tele MANAS counsellor introduced her to the importance of sleep hygiene and overall well-being. She recognised the need to alter her habits, limit the use of electronic devices and screen time and restructure her daily routine. Yoga and exercise and sleep hygiene found their way into her schedule. Subsequent follow up after ten days, showed that she was able to address the sleep disturbances,” the report says.

Chennai : The airport police arrested a 43-year-old man on charges of misbehaving with a woman co-passenger on a Chennai-bound flight from Delhi on Wednesday. The police booked Rajesh of Vettuvankani in the city based on a complaint filed by the woman. The incident happened on an IndiGo flight. Rajesh misbehaved with the woman who was seated in front of him. When she raised an alarm, the man apologised, claiming that he had mistakenly touched her. However, since he continued to misbehave with her, the pilot was informed who in turn alerted the air traffic controller. 

Upon landing, security personnel entered the flight even before the passengers alighted and secured Rajesh. The woman was taken to the IndiGo office at the airport, where a written complaint was received from her. The accused was handed over to the airport police. Further investigations were on, police said. Meanwhile, a Malaysian Airlines flight scheduled to leave for Kuala Lumpur on Wednesday night was cancelled due to a technical snag. The flight was rescheduled for Thursday

With the three-day weekend ahead, flight fares to Madurai, Salem, Coimbatore, and Tuticorin from Chennai rose threefold on Thursday. Many passengers preferred flights over train journeys to reach their hometowns earlier. As many as eight flights are being operated to Coimbatore daily by Indigo and Air India, and the fare would normally be around ₹3,500. However, on Thursday, the ticket price soared to ₹11,000. “If one books a ticket at the last minute, it will be around ₹6,000, but it was double on Thursday,” said Kishore K, who travels by air to Coimbatore. 

Similarly, flight fares to Madurai surged from ₹4,200 to ₹18,000 on Thursday. This is despite seven flights being operated between the two cities. Flight tickets to Trichy spiked from ₹3,000 to ₹7,000, and tickets to Salem cost up to ₹10,000. Flight tickets cost ₹12,000 to Tuticorin, while the average fare is around ₹5,000. Apart from those going to their hometowns, people visiting tourist spots such as Courtallam, Ooty, Kodaikanal, Yercaud and Kanyakumari preferred flights to reach there quickly to spend the long weekend, resulting in the surging of ticket fares. Despite the high fares, there was a huge rush of air passengers.

“No doubt, compassionate appointment cannot be considered a bounty. At the same time, the benefit should be extended to the deserving heirs of individuals who had served the government,” observed the Madurai Bench of the Madras High Court while directing the State to provide employment on compassionate grounds to a man whose father had served the government as a sweeper for 26 years.

The court was hearing the appeal preferred in 2022 by V. Balamurugan of Dindigul district, whose father P. Veeraiyan was appointed as a sweeper in Bodikamanvadi in Athoor in 1993 on a consolidated monthly pay of ₹170, and he served till his death in 2019.

He was brought under the special time scale of pay as per a G.O. with effect from 2013. The appellant sought employment on compassionate grounds. The claim was rejected in 2021 on the grounds that his father’s services were not regularised and he was not placed on a regular time scale of pay.

The rejection order was challenged before a Single Bench of the court, which had held that compassionate appointment was not a bounty that could be granted merely for the asking. Challenging the order, the appeal was filed.

A Division Bench of Justices R. Subramanian and L. Victoria Gowri perused the original Service Register of the appellant’s father and observed that his appointment order did not indicate that he was appointed to a temporary post and it only stated that his salary was fixed at ₹170. The court took into account that he had served in that capacity without any break for a period of at least 26 years till his death.

The court observed that the post of sweeper was governed by the Tamil Nadu Basic Service Rules, which enumerated 86 categories of posts as basic service. While considering the issue relating to the regularisation of government servants, a Full Bench of the court had held that the appointment of temporary employees to posts in the Tamil Nadu Basic Service itself was improper.

The Full Bench had held that if the appointment was made to any of the 86 categories of posts, whether part time or full time, the employees would be entitled to regularisation, the court observed.

The court observed that persons who were working as sweepers in the panchayats were placed under a special time scale of pay with the intention of regularising their services. Hence, sweepers granted a special time scale of pay should be considered regular employees for all practical purposes and they would be entitled to the benefits available to regular employees, the court observed and allowed the appeal.

The Tamil Nadu Higher Education Department will expedite measures to fill vacanct posts of vice-chancellor and registrar at the State-run universities, Minister for Higher Education Govi. Chezhian said on Thursday.

Speaking to presspersons after chairing a review meeting of the department for the first time since he was inducted into the State Cabinet, he said, “Tamil Nadu stands first in the country in Gross Enrolment Ratio in higher education. Schemes such as Naan Mudhalvan, Pudhumai Penn, and Tamil Pudhalvan play an important role in encouraging students to pursue education. The primary objective of the department is the overall development of all students.”

Continuing deadlock

To a question on the deadlock between Governor R.N. Ravi and the government over the inclusion of a representative from the University Grants Commission (UGC) in the vice-chancellor search committees, Mr. Chezhian said, “The Chief Minister has asked that tussles be avoided and the rules and regulations be followed in the interest of students. The department will hold consultations with senior officials to decide on this matter.”

Speaking about a recent clash between groups of students of two Chennai colleges, in which a student lost his life, he said the government was organising counselling programmes on college campuses to curb such issues.

The Academic Council of the University of Madras has resolved to ensure that marksheets and certificates are issued without delay to the students.

Around 130 colleges are affiliated to the university and in each semester, around three to four lakh students appear for the exams. For some time now, the university has been struggling to publish the exam results on time and there have been complaints of delay in publishing the results and issuing of certificates. The delay has affected students wanting to pursue higher studies.

A university official said the printer used to print certificates had broken down resulting in a delay in printing the certificates.

Recently, the university introduced a rule that the candidate’s photo would be included in the certificates and marksheets, and the university is required to invest in a new machine.

At Wednesday’s meeting, a member of the convenor committee, Sarit Kumar Das, administering the university, had said the new machine would be procured.

The issue of recruitment of staff remains a pending demand, sources in the university said. Faculty recruitment was last done in 2016. Currently, there are only 170 faculty members, whereas the university has a sanctioned strength of 543.

Settled arrears

The University had also settled the 7th Pay Commission arrears of the staff, said C. Murugan, general secretary of Madras University Teachers Association.

The University Grants Commission has released the draft guidelines for Apprenticeship Embedded Degree Programme (AEDP) in higher educational institutions.

After receiving comments from the public, the guidelines will be notified enabling higher educational institutions to launch the courses from the January-February academic session.

UGC chairman M. Jagadesh Kumar said the Commission had taken a decision at its meeting on October 3 to facilitate the launch of the AEDP in Indian universities.

Institutions that meet the required criteria such as National Institutional Ranking Framework ranking, and National Assessment and Accreditation Council accreditation can offer the course, which aims to improve the employability of undergraduate students by integrating apprenticeship into their degree programme.

AEDP includes classroom learning and on-the-job training with a specific emphasis on learning outcomes through practical, hands-on training. Institutions may offer apprenticeship from the second semester to a maximum of 50% of the duration of the programme. A single internship can stretch to at least one semester and the credit system is established based on training hours. As per the national credit framework, 30 hours of training is equal to one credit. A one-year apprenticeship training is equivalent to a minimum of 40 credits.

Candidates are eligible for a stipend. Institutions must enter into a tripartite agreement between the HEI, industry and the student.

One of the mandates is that the higher educational institutions must track the students after the programme is completed to assess its effectiveness.
