Hyderabad : National Medical Commission (NMC) has issued show cause notices to 12 govt and 13 private medical colleges in the state for not furnishing details of stipends paid during the current year to undergraduate and post-graduate super speciality students. Show cause notices were issued to medical colleges across the country that did not furnish the details. NMC also directed colleges to pay stipends by the 5th of every month. 

Government Medical College Karimnagar, Government Medical College, Nirmal, and Government Medical College, Khammam, were among govt colleges that received the notice. Though govt medical colleges in Telangana give stipends to medical students, they were often held up for months. On the contrary, many private medical colleges do not provide stipends, often keeping it as an ‘on-paper’ practice only, claim medical students. 

“We are made to sign on blank papers that we received the stipend, but we do not get any,” a super speciality student from a private medical college in the city said. “Although private colleges have to pay stipends, many who transfer the money deduct it the very next day. It is done only to show in records,” Dr G Srinivas, a healthcare expert, said. Meanwhile, the private colleges which did not fur nish details include Kamineni Institute of Medical Sciences, Narketpally, Neelima Institute of Medical Sciences, Medchal, CMR Institute of Medical Sciences, Father Colombo Institute of Medical Sciences, Arundathi Institute of Medical Sciences, Prathima Relief Institute of Medical Sciences, TRR Institute of Medical Sciences, Patancheru, Mahavir Institute of Medical Sciences, Vikarabad, Maheshwara Medical College, Patancheru, RVM Institute of Medical Sciences and Research Centre, Siddipet,

Mallareddy Medical College for Women, Hyderabad, Apollo Institute of Medical Sciences and Research, Hyderabad, and Malla Reddy Institute of Medical Sciences.

Bengaluru : In a tale straight out of a comedy of errors, a 33-year-old vegetarian and Ulsoor resident turned a billing slip-up at McDonald’s into a legal drama worthy of a blockbuster: He filed a jawdropping Rs 2 crore compensation claim for what he alleged was ‘mental distress’ after being mistakenly billed for a chicken burger instead of his ordered French fries! 

However, the Bangalore Urban II Additional District Consumer Disputes Redressal Commission was not enthused: it dismissed the case by pointing out that the simple billing error did not impact his dietary preference. It all started at the McDonald's restaurant at Lido Mall in Ulsoor when Jimit Jain (name changed), and his nephew ordered vegetarian French fries. However, the restaurant issued a bill for a non-vegetarian McFried Chicken Burger (MFC) with order number 292 and charged him for the same, which is costlier. When Jimit raised the issue, the staff apologised and even offered Rs 100 because of the billing error. But Jimit wasn’t “lovin” it. He demanded a formal apology from the restaurant —which never came—and the situation escalated faster than a McFlurry melts in the summer sun. 

Subsequently, Jimit lodged a complaint, which was treated as NCR (non-cognisable report). Jimit also sent an email to McDonald's, to which he received a reply. Later, he approached the consumer court charging McDonald’s with deficiency of service and sought compensation of Rs 2 crore, alleging mental distress and public humiliation. The restaurant representatives countered, stating the complaint was false, frivolous, and acted with malafide intent to gain wrongful compensation and tarnish their reputation. They further argued that the billing error was due to oversight, was not intentional, and was immediately corrected with an offer of Rs 100 as the differential amount, which the customer refused. 

After reviewing documents submitted by both parties, the court pointed out the obvious: Jimit did get his vegetarian French fries, and the billing goof-up didn’t affect his dietary preferences.

The court declared that a mere billing error, promptly fixed with multiple apologies and an offer of Rs 100, doesn’t amount to service deficiency—or grounds for a multi-crore compensation claim

Ahmedabad : The National Medical Commission (NMC) has issued show-cause notices to 198 medical colleges nationwide for failing to submit mandatory stipend payment details for their resident doctors and interns. The notices, dated Nov 28, target 115 government and 83 private institutions. The colleges failed to provide information about stipends paid to undergraduate interns, postgraduate residents, and super-specialty resident doctors for 2023-24, as well as monthly records for 2024-25. This requirement stems from a 2022 Supreme Court directive mandating transparent disclosure of stipend payment. 

Gujarat accounts for 10 of these colleges, including three govt medical colleges and two Gujarat Medical Education and Research Society (GMERS) establishments. The govt institutions include Porbandar Medical College and Godhra Medical College and the GMERS ones include Himmatnagar Medical College and Dharpur Medical College in Patan, which is un der NMC scrutiny following a student’s death in a ragging incident. Five private medical colleges also received notices. These institutions are required to upload stipend details on their websites and update the information monthly by the 5th. The colleges have been asked to submit their stipend payment records for 2023-24 to the NMC in three days

முன் எச்சரிக்கைகள் இருந்தபோதிலும், பல மாணவர்கள் என்.எம்.சி நிர்ணயித்த தரங்களை பூர்த்தி செய்யாத வெளிநாடுகளில் உள்ள தனியார் மருத்துவக் கல்லூரிகளில் தொடர்ந்து சேர்கின்றனர்.

வெளிநாட்டில் கல்வியை முடித்த பிறகு இந்தியாவில் மருத்துவத் தொழிலைத் தொடர விரும்பும் மாணவர்களுக்கு இந்த தரநிலைகள் முக்கியமானவை. என்.எம்.சி நிர்ணயித்த விதிமுறைகளைப் பின்பற்றாத வெளிநாட்டு மருத்துவக் கல்லூரிகளுக்கு விண்ணப்பிக்கும் மாணவர்கள் தொடர்பான பிரச்சனைகளை குறித்து அறிவிப்பு வெளியிட்டுள்ளது.

NMC ஆல் வெளியிடப்பட்ட FMGL விதிமுறைகள், 2021, வெளிநாடுகளில் மருத்துவம் படிக்க விரும்பும் இந்திய மாணவர்களுக்கு தெளிவான வழிகாட்டுதல்களை அமைத்துள்ளது. இந்தியாவில் அலோபதி பயிற்சி செய்வதற்கு மாணவர்கள் தங்கள் தகுதிகள் செல்லுபடியாகும் என்பதை உறுதிப்படுத்த பின்பற்ற வேண்டிய விதிமுறைகள்:

படிப்பிற்கான காலம்: இளங்கலை மருத்துவப் படிப்புக்கான குறைந்தபட்ச காலத்தை பற்றியும் விதிமுறைகள் குறிப்பிடுகின்றன. வெளிநாட்டு மருத்துவ நிறுவனங்களில் பாடநெறி காலம் குறைந்தது 54 மாதங்கள் (அல்லது 4.5 ஆண்டுகள்) படிப்பாக இருக்க வேண்டும், அதைத் தொடர்ந்து 1 வருட இன்டர்ன்ஷிப் (மருத்துவ பயிற்சி). திட்டத்தின் காலம் பரிந்துரைக்கப்பட்ட காலத்தை விட குறைவாக இருந்தால், அது இந்தியாவில் மருத்துவப் பதிவுக்கு தகுதியிழப்பை ஏற்படுத்தக்கூடும்.

பயிற்சி உட்பட திட்டத்தின் மொத்த காலமும் 10 ஆண்டுகளுக்குள் முடிக்கப்பட வேண்டும். இதன் பொருள் மாணவர்கள் தங்கள் மருத்துவப் படிப்பை (கோட்பாடு, மருத்துவ பயிற்சி மற்றும் இன்டர்ன்ஷிப்) 10 வருடத்திற்குள் முடிக்க வேண்டும். காலம் 10 ஆண்டுகளைத் தாண்டினால், அவர்கள் பரிந்துரைக்கப்பட்ட பாடநெறி மற்றும் இன்டர்ன்ஷிப்பை முடித்திருந்தாலும் கூட, இந்தியாவில் மருத்துவம் பயிற்சி செய்ய பதிவு செய்ய தகுதி பெறாமல் போகலாம்.

மொழி: வெளிநாட்டு மருத்துவப் பள்ளிகளில் பயிற்று மொழி ஆங்கிலத்தில் இருக்க வேண்டும். பயிற்று மொழி ஆங்கிலமாக இல்லாவிட்டால், மாணவர்கள் இந்தியாவில் மருத்துவப் பயிற்சிக்கு பதிவு செய்ய தகுதியற்றவர்களாக இருக்கலாம்.

பாடத்திட்டம்: வெளிநாட்டு மருத்துவ நிறுவனம் பின்பற்றும் பாடத்திட்டம் NMC நிர்ணயித்த தரநிலைகள் மற்றும் தேவைகளுடன் ஒத்துப்போக வேண்டும்.

மருத்துவக் கல்வியில் உடற்கூறியல், உடலியல், உயிர் வேதியியல், நோயியல், மருந்தியல் மற்றும் மருத்துவ பாடங்கள் போன்ற அனைத்து முக்கிய பகுதிகளிலும் பாடங்கள் மற்றும் பயிற்சி இருக்க வேண்டும், மாணவர்கள் மருத்துவ நடைமுறையின் அனைத்து அம்சங்களிலும் போதுமான பயிற்சி பெற்றிருப்பதை உறுதி செய்ய வேண்டும்.

மருத்துவ பயிற்சி மற்றும் இன்டர்ன்ஷிப்: மருத்துவ பயிற்சி மற்றும் இன்டர்ன்ஷிப்கள் NMC வழிகாட்டுதல்களைப் பின்பற்ற வேண்டும். மருத்துவமனைகள் மற்றும் கிளினிக்குகளில் நடைமுறை, நேரடி அனுபவம் இதில் அடங்கும்.

வெளிநாட்டு நிறுவனம் பாடநெறியின் போது போதுமான மருத்துவ வெளிப்பாட்டை வழங்க வேண்டும், சுகாதார அமைப்புகளில் இன்டர்ன்ஷிப்களுக்கான வாய்ப்புகளுடன், மாணவர்கள் நோயாளிகளுடன் தொடர்பு கொள்ளவும் அவர்களின் திறன்களைப் பயிற்சி செய்யவும் முடியும்.

கமிஷனுக்கு விண்ணப்பித்த பிறகு இந்தியாவில் 12 மாதங்களுக்கு மேற்பார்வையிடப்பட்ட இன்டர்ன்ஷிப்பையும் முடிக்க வேண்டும்.

பதிவு செய்வதற்கான தகுதி: வெளிநாட்டு நிறுவனத்தில் மருத்துவப் பட்டப்படிப்பை முடித்த பிறகு, மாணவர்கள் வெளிநாட்டு மருத்துவ பட்டதாரி தேர்வில் (FMGE) தேர்ச்சி பெற வேண்டும். இது NMC ஆல் நடத்தப்படும் ஸ்கிரீனிங் சோதனையாகும்.

வெளிநாட்டு மருத்துவ பட்டதாரிகள் இந்தியாவில் மருத்துவம் பயிற்சி செய்ய தேவையான அறிவு மற்றும் திறன்களைக் கொண்டிருப்பதை இந்தத் தேர்வு உறுதி செய்கிறது.

எந்தவொரு நிறுவனத்தின் பயிற்சியும் NMC இன் விதிமுறைகளை (பாடத்திட்டம், காலம், மருத்துவ வெளிப்பாடு போன்றவற்றின் அடிப்படையில்) பூர்த்தி செய்யவில்லை என்றால், மாணவர் FMGE க்கு விண்ணப்பிப்பதில் இருந்து தகுதி நீக்கம் செய்யப்படலாம், இதன் விளைவாக, இந்தியாவில் மருத்துவ பயிற்சியாளராக பதிவு செய்வதில் பிரச்சனை ஏற்படும்.

பொறுப்புக்கூறல்: இந்த தரநிலைகளுக்கு வெளிநாட்டு நிறுவனம் இணங்குவதை உறுதி செய்வதற்கான பொறுப்பு மாணவரிடம் மட்டுமே உள்ளது என்பதை FMGL விதிமுறைகள் வலியுறுத்துகின்றன. ஒரு மாணவர் இணக்கமற்ற நிறுவனத்தில் பட்டம் பெற்றால், அவர்கள் இந்தியாவில் மருத்துவப் பதிவு பெறுவதில் சிரமங்களை எதிர்கொள்வார்கள்.

வெளிநாட்டு மருத்துவ நிறுவனங்களுக்கு அங்கீகாரம்: அங்கீகரிக்கப்பட்ட வெளிநாட்டு மருத்துவ நிறுவனங்களின் பட்டியலை தேசிய மருத்துவ ஆணையம் பராமரிக்கிறது.

மாணவர்கள் தாங்கள் பரிசீலிக்கும் நிறுவனம் அங்கீகரிக்கப்பட்டுள்ளதா என்பதை உறுதிப்படுத்த விண்ணப்பிக்கும் முன் இந்த பட்டியலை சரிபார்க்க அறிவுறுத்தப்படுகிறார்கள்.

வெளிநாட்டு நிறுவனம் மருத்துவப் பள்ளிகளின் உலக கோப்பகத்தில் (WDMS) பட்டியலிடப்பட்டு அந்தந்த நாட்டின் மருத்துவ கவுன்சிலால் அங்கீகரிக்கப்பட வேண்டும்.

தகுதி நீக்க பிரிவு: ஒரு வெளிநாட்டு மருத்துவ நிறுவனம் பாடத்திட்டம், காலம், இன்டர்ன்ஷிப் அல்லது பிற அளவுகோல்களின் அடிப்படையில் பரிந்துரைக்கப்பட்ட தரங்களை பூர்த்தி செய்யத் தவறினால், அது அந்த மாணவர் இந்தியாவில் மருத்துவப் பதிவு பெறுவதிலிருந்து தகுதியிழப்புக்கு வழிவகுக்கும்.

படிப்பை முடித்த பிறகு சிக்கல்களைத் தவிர்க்க மாணவர்கள் சேர்க்கைக்கு முன் நிறுவனத்தின் நிலையை சரிபார்க்க வேண்டியது அவசியம்.

வெளியேற தேர்வு: இந்தியாவில் நிரந்தர மருத்துவ பதிவுக்கு தேசிய வெளியேறும் சோதனை (நெக்ஸ்ட்) அல்லது பிற கட்டாய சோதனைகளில் தேர்ச்சி பெற வேண்டும்.

மாணவர்கள் அதிகாரப்பூர்வ NMC வழிகாட்டுதல்களைப் பார்த்து, மருத்துவத்தில் சேர்வதற்கு முன் வெளிநாட்டு மருத்துவ நிறுவனங்களின் அங்கீகார நிலையை சரிபார்க்க வேண்டியது அவசியம்.

Chennai : At least 50 candidates in Tamil Nadu were allotted seats in both govt and management quotas after the first round of postgraduate medical counselling. Candidates can either accept one of the two seats or forgo both and apply for the next round. As a result, between 50 and 100 of these seats, besides others, are expected to remain vacant at the end of the first round. Officials have indicated that this trend of dual postings and subsequent vacancies may continue in the upcoming rounds of counselling this year. 

This year, the state selection committee relied on an error-riddled merit list prepared by the National Board of Examinations in Medical Sciences (NBE). Some students with lower scores were ranked higher, causing confusion. “The rank distribution in the govt quota differs from that in the management quota for nonservice candidates. This discrepancy is understandable for service candidates since they receive added incentive marks to their scores,” said Student Counsellor Manickavel Arumugam. 

For instance, a non-service candidate placed five ranks below another student in the state quota rank list was placed five ranks above the same student in the management quota list. To resolve inconsistencies between the state and manage ment lists, the selection committee conducted parallel counselling for both categories. It also issued a disclaimer and encouraged students to contact the national board for any clarifications regarding the merit list. “The fundamental purpose of an entrance test is to determine which candidate is superior. This test has failed to achieve that objective. It is worse for the state to wash its hands off the responsibility," Arumugam said. 

For the first time, the national board conducted NEET-PG in two batches on Aug 11 and declared results on August 23. The results came in percentiles instead of individual scores. This made it difficult for nearly a dozen states, including Tamil Nadu, which offer additional marks as incentives to in-service candidates. Tamil Nadu wrote to NBE seeking normalised marks so it could add incentive marks for counselling. This request was denied by the NBE. After discussions with the National Medical Commission, the apex body regulating medical education in the state, and the national board, it was decided that NBE would release the merit list using incentive marks given by states. At least two high courts – Madhya Pradesh and Rajasthan – have already stayed the counselling following petitions of irregularities in rank lists. “We are hoping the state will do something here too,” said a candidate.

Hyderabad : A group of retired chief and principal chief conservators of forest department along with a few retired senior bureaucrats approached the Central Administrative Tribunal (CAT), urging it to direct the central govt to stop recovering commutation amount from their pension every month. 

Telangana high court has been passing orders directing the state govt to stop recovery the moment it completely gets back its amount. Dealing with a batch of petitions filed by retired tahsildar Bobbadi Appa Rao and others, the AP high court too has issued an interim direction to the state to stop recovering the amount since the state has already recovered the commutation amount. In fact, AP has directed its treasury wing not to deduct the commutation portion of pension from all those pensioners who have completed 11 years and three months till furter orders. A division bench of Telangana high court comprising Justice Sujoy Paul and Justice Namavarapu Rajeshwara Rao heard a petition filed by MV SN Acharyulu and 11 others. It noted their contention that interim protection from recovery was already granted by high courts of Punjab and Haryana, Jammu and Kashmir, Kerala and Allahabad and passed a restraint order directing the state to stop recovery in all the deserving cases. “No recovery can be made henceforth without the permission of this court,” the bench said in its recent order. 

CAT bench in Hyderabad, however, cited the order of the Supreme Court and refused to grant any interim protection to the central govt employees. The CAT bench of judicial member Lata Baswaraj Patne and administrative member Shalini Misra said that applicants before it belong to All India Services who knew the rule position when they opted for commutation of pension. “This commutation is purely voluntary and optional and there is no compulsion that they should avail it at the time of retirement,” the tribunal bench said.

After opting for the commutation of pension and after enjoying the benefit up to certain years, the principle of estoppel should prevent them from raising the objections to the existing rules at a later stage, the bench said. The bench also said that mere reference to the orders of the high courts, without considering the rules and the law laid down by the Supreme Court in similar cases, is of no use. “If the applicants are aggrieved by the action of the central govt, they should first approach the competent authority,” it said. Instead of doing that, they straight away came to the tribunal. They challenged the rules without exhausting the available remedies.

Over 140 candidates belonging to the economically weaker section (EWS, annual family income less than ₹8 lakh) have chosen postgraduate seats in clinical specialties from the management and NRI quotas of private medical colleges for which tuition fees alone range from ₹25 lakh to over ₹90 lakh per annum. This has led to many aspirants questioning how these candidates managed to get the EWS certificate if they could afford to pay over a crore for a three-year postgraduate course. 

The first round of allotment of postgraduate seats in medical colleges was announced on Nov 20. Out of more than 24,600 seats allotted in the first round, 135 seats from the management quota in private medical colleges have been allotted to candidates who registered as EWS. Eight NRI seats have also been allotted to EWS candidates. 

For instance, an MS Orthopaedics seat in the management quota of Sri Lakshmi Narayana Institute of Medical sciences in Puducherry, for which the tuition fee alone comes up to ₹1.6 crore for the entire course has been allotted to an EWS candidate. Similarly, an EWS candidate has got an MD Radiology seat from the NRI quota in Rajarajeswari Medical College and Hospital, Mysore. The annual fees for this seat are ₹91 lakh. Many MBBS graduates who appeared for the NEET PG exam asserted that there was a huge increase in candidates using fake EWS certificates and demanded that the govt initiate an enquiry.

 “Seeing the counselling allotment results, it’s quite frustrating that EWS candidates have taken admission in colleges that charge fees in crores for three years. As a NEET PG aspirant, this is disheartening. How can someone from the EWS category pay this much as fees? How is the  govt issuing these EWS certificates? The govt must cancel the seats of these aspirants,” said a NEET PG aspirant.
