Deadline over, yet ‘exchanging hope’ far from dead for Chennai residents

CHENNAI: The grace period for exchanging demonetised currencies  ended on December 31, 2016 but most of the Chennaites are unaware of it and are still hoping that the Central Bank would exchange the old Rs 500 and Rs 1,000 notes for new notes.

A serpentine crowd was found waiting before the RBI office, most of them not aware that they are not eligible to exchange the old currency notes.

Reserve Bank of India spokesperson said that the notification had clearly mentioned that the grace period of March 31 is only for people who were abroad during the period of November 9 – December 30, 2016. It is not for those who were in India as the deadline expired on December 31, 2016.

Vimala, a housewife from Velachery, is hoping against the odds that she will be able to exchange Rs 26,000 worth old currencies in the denomination of Rs 500 and Rs 1,000. She has been visiting the gates of the bank since January in the hope to exchange the currencies. However, most of the times she is shooed away by the security.

“They are saying it is only for NRIs. We are poor people. They should also give us more grace time. A tea seller near the bank says that the bank would exchange my notes by March 31,” she says.

The RBI in a notification has stated that with effect from January 2, 2017, people who were abroad during the period of November 9, 2016 to December 30, 2016 can avail this facility up to March 31, 2017 and the non-resident Indian (NRI) citizens who were abroad during that period can avail this facility up to June 30, 2017. 

While there is no monetary limit for exchange for the eligible resident Indians, the limit for NRIs will be as per the relevant Foreign Exchange Management Act Regulations.

இனி இ-சேவை மையங்களில் தான் குடும்ப அட்டை திருத்தப் பணிகள்

ஸ்மார்ட் கார்டு வழங்கப்பட்ட பிறகு, புதிய குடும்ப அட்டைக்கு விண்ணப்பித்தல், குடும்ப அட்டையில் பெயர் சேர்த்தல், நீக்கல், திருத்தம் உள்ளிட்ட பணிகளை இ-சேவை மையங்களில் மேற்கொள்ள முடிவு செய்யப்பட்டுள்ளது.

தற்போது புழக்கத்தில் இருக்கும் குடும்ப அட்டைகளுக்குப் பதிலாக ஸ்மார்ட் கார்டு வடிவிலான குடும்ப அட்டைகள் சனிக்கிழமை (ஏப்ரல் 1) முதல் வழங்கப்பட உள்ளன. குடும்ப அட்டை தொடர்பான கோரிக்கை மனுக்கள் பெறுவது தற்போது நிறுத்தி வைக்கப்பட்டுள்ளது. குடும்ப அட்டைதாரர்களுக்கு ஸ்மார்ட் கார்டு வழங்கப்பட்ட பிறகு, வட்ட வழங்கல் அலுவலகம் மற்றும் குடிமைப் பொருள் வட்டாட்சியர் அலுவலகங்களில் குடும்ப அட்டையில் பெயர் சேர்த்தல், நீக்கல், திருத்தம் ஆகிய பணிகளை மேற்கொள்வதை நிறுத்த முடிவு செய்யப்பட்டுள்ளது. ஏற்கெனவே பெறப்பட்டு நிலுவையில் உள்ள விண்ணப்பங்கள் மட்டுமே பரிசீலனை செய்யப்படும்.

புதிய விண்ணப்பங்களை இ-சேவை மையங்களில் சமர்ப்பித்து இணையதளம் மூலமாக இப் பணிகள் மேற்கொள்ளப்பட உள்ளது. ஏற்கெனவே சாதிச் சான்று, இருப்பிடச் சான்று, பட்டா மாறுதல் உள்ளிட்ட வருவாய்த் துறையின் சான்றிதழ்கள் பெற இ-சேவை மையங்களில் விண்ணப்பம் அளிப்பதைப் போல, குடும்ப அட்டை தொடர் சேவைகளும் இ.சேவை மையங்களில் மேற்கொள்ளப்பட உள்ளது. இதற்கான தனி மென்பொருள் தயாரிக்கப்பட்டு வருகிறது.

இதுகுறித்து உணவுப் பொருள் வழங்கல் துறையினர் கூறியது:
குடும்ப அட்டை தொடர்பான சேவைகளை உணவுப் பொருள் வழங்கல் துறையின் இணையதளம் மூலமாக பெறும் வசதி ஏற்கெனவே அறிமுகம் செய்யப்பட்டுள்ளது. குடும்ப அட்டைதாரர்கள் தங்களது இருப்பிடத்தில் இருந்தே இந்த சேவையைப் பெற முடியும். இதேபோல, ஸ்மார்ட் கார்டு வழங்கப்பட்ட பிறகு புதிய குடும்ப அட்டைக்கான விண்ணப்பங்கள், குடும்ப அட்டையில் பெயர் சேர்த்தல், நீக்கல், திருத்தம் ஆகிய பணிகள் அனைத்தும் இ-சேவை மையங்கள் மூலமாகவே மேற்கொள்ளத் திட்டமிடப்பட்டுள்ளது.
வட்டாட்சியர் அலுவலகங்களில் செயல்படும் அரசு கேபிள் தொலைக்காட்சி இ-சேவை மையம் மற்றும் தொடக்க வேளாண் கூட்டுறவு சங்கங்கள், புதுவாழ்வுத் திட்டம் ஆகியவற்றின் கீழ் செயல்படும் இ.சேவை மையங்களில் இந்த விண்ணப்பங்களைச் சமர்ப்பிக்கலாம். இதற்கு கட்டணம் வசூலிக்கப்படும்.

விண்ணப்பங்களில் இணைக்கப்பட்டுள்ள ஆவணங்கள் ஸ்கேன் செய்யப்பட்டு, சம்பந்தப்பட்ட வட்ட வழங்கல் அல்லது குடிமைப்பொருள் வட்டாட்சியர் அலுவலகத்துக்கு இணைய வழியில் அனுப்பி வைக்கப்படும். ஆவணங்களின் அடிப்படையில் இணைய வழியிலேயே வழங்கல் துறையினர் ஒப்புதல் வழங்குவர். விண்ணப்பம் ஏற்கப்பட்டது அல்லது நிராகரிக்கப்பட்டது தொடர்பான தகவல் விண்ணப்பதாரரின் செல்லிடப்பேசிக்கு குறுந்தகவலாக அனுப்பி வைக்கப்படும். அதன் பிறகு, குடும்ப உறுப்பினர் சேர்க்கப்பட்ட, நீக்கப்பட்ட அல்லது திருத்தஹம் செய்யப்பட்ட புதிய ஸ்மார்ட் கார்டை சம்பந்தப்பட்ட இ-சேவை மையத்தில் குறிப்பிட்ட கட்டணம் செலுத்திப் பெற்றுக் கொள்ளலாம் என்றனர்.

குடும்ப அட்டைதாரர்களுக்கு புதிய ஸ்மார்ட் கார்டுகள் சனிக்கிழமை முதல் வழங்கப்பட உள்ளன. அதுகுறித்த விவரம் குடும்ப அட்டைதாரர்களின் செல்லிடப்பேசிக்கு குறுந்தகவலாக அனுப்பி வைக்கப்படும். குறுஞ்செய்தியில் உள்ள கடவுச் சொல், பழைய குடும்ப அட்டை, ஆதார் அட்டை, குறுஞ்செய்தி பெறப்பட்ட செல்லிடப்பேசி ஆகியவற்றுடன் சம்பந்தப்பட்ட நியாய விலைக் கடைக்குச் சென்று ஸ்மார்ட் கார்டு பெற்றுக் கொள்ளலாம். இதற்கு எவ்விதக் கட்டணமும் செலுத்த வேண்டியதில்லை.

இதுவரை செல்லிடப்பேசி எண் பதிவு செய்யாதவர்கள் உடனடியாக தங்களது நியாய விலைக் கடையில் பதிவு செய்து கொள்ள வேண்டும். ஸ்மார்ட் கார்டு குறித்து குறுஞ்செய்தி வராதவர்கள் அச்சம் அடையத் தேவையில்லை. அனைத்து குடும்ப அட்டைதாரர்களுக்கும் ஸ்மார்ட் கார்டு வழங்கப்படும் என்றார்.

முன்னாள் தலைமைச் செயலாளர் பி.ராம மோகன ராவ், கூடுதல் தலைமைச் செயலாளர் அந்தஸ்தில் தொழில்முனைவோர் மேம்பாட்டுத் துறையின் இயக்குநராக வியாழக்கிழமை (மார்ச் 30) நியமிக்கப்பட்டுள்ளார்.
கடும் சோதனைகளுக்குப் பிறகு... ஜெயலலிதா முதல்வராக இருந்தபோது தலைமைச் செயலாளராக நியமிக்கப்பட்டவர் பி.ராம மோகன ராவ். அவருடைய அலுவலகத்திலும் (தலைமைச் செயலகம்), வீட்டிலும் கடந்த டிசம்பர் 21-ஆம் தேதி வருமான வரித் துறையினர் நடத்திய சோதனையில் ரூ.30 லட்சத்துக்கு புதிய நோட்டுகள், ஆவணங்கள் கைப்பற்றப்பட்டதாகக் கூறப்பட்டாலும், அவர் மீது வழக்குப் பதிவு செய்யப்படவில்லை.

 தலைமைச் செயலர் பதவியிலிருந்த பி.ராம மோகன ராவ் காத்திருப்போர் பட்டியலில் வைக்கப்பட்டார். தற்போது மூன்று மாதங்களுக்குப் பிறகு பி.ராம மோகன ராவுக்கு கூடுதல் தலைமைச் செயலர் அந்தஸ்தில் தமிழக அரசு மீண்டும் பணி உத்தரவை பிறப்பித்துள்ளது.

இதுவரை தொழில்முனைவோர் மேம்பாட்டுத் துறையின் முதன்மைச் செயலர்-இயக்குநராக இருந்த கே.ராஜாராமன், நில நிர்வாகத் துறையின் முதன்மைச் செயலர்-ஆணையராக நியமிக்கப்பட்டுள்ளார்.

Blames it for financial crisis

If the University of Madras is facing a financial crisis, then it has only itself to blame.

The annual audit report for the year 2015-16 has raised as many as 200 objections, apart from 43 pertaining to the Institute of Distance Education. After some of them were converted into observations and notes, the number of objections was brought down to 142.

Interestingly, this year, the audit was done over a period of four days. An official said, “It is usually a half-day event. But this time, it took four days to complete the process.”

The audit report has made a scathing comment that the university has “not maintained financial discipline in its financial activities.” It has pointed out that the university incurred a huge loss of revenue by bank interest as it had transferred funds received as grants for various Plan accounts to the Non-Plan account.

The University has transferred Rs. 74.28 crore from various account heads such as non-Plan, Pension, IDE and Capital account to meet its day-to-day expenses. It has been able to re-transfer only Rs. 17.15 crore till the closure of the audit.

Had the funds been maintained in the Plan account, it would have fetched the university an interest of Rs. 3.28 crore, audit has pointed out.

The university received Rs. 70 crore of Rs. 100 crore grant from the MHRD for setting up a national centre for nanoscience and nano technology. The institution has paid Rs. 9 crore to a building contractor apart from the sanctioned grant, compounding financial loss.

The university had renovated its old guest house and built a new one on the Marina campus, but a delay in completion of the project resulted in a cost escalation of 265%, resulting in a loss of Rs. 1.57 crore. The Centre for Research on Dravidian Movement has remained un-utilised for 10 years, costing the university a loss of Rs. 3.96 crore.

There are several instances where the university has been transferring funds allocated for various projects and re-transferred the borrowed funds alone without taking into account the interest lost to the Plan account. This has resulted in a loss of over Rs. 1.25 crore as interest.

To this, the university has replied that the internal transfers could not be reversed as the State government had not sanctioned the ‘additionality grants’ for the years 2013-14 and 2014-15.
