`Allow 38 students to write NEET'

Just 10 days before NEET, the Madras high court has directed CBSE to permit 38 MBBS-aspirants from rural TN to write the examination after collecting fees. The students could not complete necessary formalities by April 5, the last date for online registration of candidates, because of technical glitches such as non-receipt of one-time password or payment-related difficulties owing to poor internet connection. The last date ended on March 1. Justice Pushpa Sathyanarayana, while lauding the CBSE's online registration system, said, “Better connectivity has to be addressed or provisions ought to have been made for an alternate method for the situation like the present cases.Admittedly , a group of students had gone to the same internet centre to make their application form online.Though they were successful till the stage of applying and getting it registered, they were unsuccessful in completing the procedure by paying the required fees.No malafides can be imputed to these candidates who could not remit the fees online in the absence of any alternate mode.“





HC cancels bail for father of married minor

The Madras high court has cancelled the anticipatory bail granted to a man who had got his daughter married though she was a minor. In August last year, Justice S Vaidyanathan granted anticipatory bail to him after he submitted that only the betrothal of his daughter had been completed by the time child rights volunteers stepped in, and that marriage had been called off.

 

However, now the volunteers have brought to the notice of the court the fact that the man had actually married off his daughter, and the girl's marriage had been consummated.
The court then ordered verification of the claims, and asked for medical examination of the girl.
After the medical report confirmed that the girl was in a physical relationship, the judge said: “The medical report states that there was physical relationship with the victim-girl. Only on the ground that the betrothal, which had been arranged, was cancelled, and that no marriage was performed, that this court granted anticipatory bail to the accused.“

Justice Vaidyanathan further said: “The complainant has now sought for cancellation of anticipatory bail, and it now appears from the pleading that the marriage itself has taken place and that there was physical relationship.“
Referring to a statement by the girl's mother, the judge said: “There appears to be marriage and that physical relationship after marriage has also been complained of, more particularly, in the light of the statement made by the mother of the girl, coupled with the fact that the medical records have also been produced to substantiate the same.“
He then cancelled the anticipatory bail, exposing the man to the danger of getting arrested, if police choose to do so.





HC names special bench to hear PG med admission cases

The Madras high court on Saturday named a special division bench to hear all cases relating to the stalled postgraduate medical admissions in the state.

 

A bench of Justice K K Sasidharan and Justice S M Subramanian has been constituted to hear the appeals filed by the Tamil Nadu government as well as aggrieved doctors in government service. The bench will hear the cases on Tuesday and Wednesday , sources told TOI. “Since it is not a vacation bench, but a specially constituted bench, now the onus is upon the arguing counsel to make most of it, and ensure that they not only complete their submissions quick, but also give sufficient time for the bench to write the verdict at the end of the deliberations without much delay ,“ sources said. PG medical admissions have already been delayed, as the government could not commence it in the beginning of the month as scheduled, because of court cases and agitations by government doctors.
It all began when an assistant civil surgeon working in the Nilgiris district moved the court seeking a direction to state authorities to adhere to this year's MCI regulations on awarding incentives to in-service candidates. As against the state policy of awarding one mark for each year in government service for all doctors, besides two marks each year for those employed in certain notified areas, the MCI envisaged a scheme wherein 10% of a candidate's NEETPG marks will be awarded every year of his service, subject to the maximum of 30%.

On April 17, Justice Pushpa Sathyanarayana ordered accordingly and made it clear that this year's PG medical admissions must follow the MCI guidelines and not state policy. This resulted in agitation by several thousand government doctors who wanted no interference with the 35-yearold practice of awarding incentives to all in-service candidates. A division bench on Thursday said the issue was complex and required comprehensive hearing. It also advised counsel to approach the Chief Justice for constitution of a special bench or listing in a vacation bench, in view of the urgency .

130 tonnes concrete used to fill Anna Salai crater

Around 130 tonnes of concrete have been used to fill the sinkhole that appeared on Anna Salai, near thr Gemini flyover, earlier this month due to metro rail construction. The traffic flow on the damaged stretch will be restored in about 10 days as metro rail will remove the metal sheets placed on the surface.

“The crater is spread over 130 cubic metres. For every cubic metre, we needed one tonne grout. So far, we have filled the crater with about 130 tonnes of concrete. But we keep grouting in the area post midnight, so we may use more concrete,“ a metro rail official said. “We will remove the existing metal sheets in about 10 days once we confirm that the crater is completely filled with concrete, compacted and packs the aggregate is set and hardened.“ The road had caved in on pril 9, when metro rail engi April 9, when metro rail engineers were building tunnels underground, trapping an MTC bus carrying 35 passengers and a car. The incident created a crater of 10 feet wide and 15 feet deep.Chennai Metro Rail Ltd (Cmrl) claimed it was due to loose soil below the road surface. Officials said they had be grouting -filling the cra en grouting -filling the crater with fluid form of concrete -daily since the cave-in. A team of metro rail workers have been permanently deputed to keep a tab on soil settlement once in six hours.Settlement markers had already been installed on the road along the alignment of the tunnels being built for the purpose. The team also fills fluid concrete in the entire area under the road and looks for any cracks that may develop due to concrete setting.

Soon after the incident, Cmrl workers began filling the crater with grout. They also dug nearby spots to check for similar cavities and fill them with concrete.The entire area was sealed with metal sheets. A concrete mixer has been permanently placed on the pave ment nearby for grouting every night. “We have also filled the cracks that developed when the concrete began hardening. We are also ensuring that no more cracks develop as the concrete sets,“ an official said.

But the placement of metal sheets to cover the concrete filling posed a problem for traffic movement. Motorists have had to slow down as they neared the spot and it leads to traffic piling up frequently. It also posed a risk of road accidents as the metal sheets sealed to the road with liquid cement came off and workers had to repeatedly pour cement to seal them.

“Our tunnel boring machines have moved ahead from the location where the road caved in. About 15 metres from ther cave-in spot the soil is completely rocky. So, the chances of cave-ins are slim,“ the official said.

வெளிநோயாளிகள் புறக்கணிப்பு போராட்டம், விடுப்பு எடுக்கும் போராட்டம், சாலை மறியல் போன்ற வடிவங்களில் போராட்டம் தொடர்ந்து வருகிறது. இந்நிலையில், மதுரை அரசு மருத்துவமனையில் சிகிச்சை பெறும் நோயாளிகள் அறுவை சிகிச்சை செய்ய டாக்டர்கள் இல்லாததால், ஒவ்வொரு நொடியையும் ஆபத்தான நிலையில்கடந்து வருகின்றனர்.ராமநாதபுரம், கன்னியாகுமரி, நெல்லை உள்ளிட்ட 10க்கும் மேற்பட்ட மாவட்ட நோயாளிகள் இம்மருத்துவமனையை நம்பி உள்ளனர். தினமும் 2,500 வெளி நோயாளிகளும், 8,000 உள்நோயாளிகளும் சிகிச்சை பெறுகின்றனர்.இங்கு பல்வேறு மருத்துவ பிரிவுகளுக்கான, 17 அறுவை சிகிச்சை அரங்குகளில் 52 படுக்கைகள் உள்ளன. தமிழகத்திலேயே அதிக அளவு அறுவை சிகிச்சை செய்யும் மருத்துவமனையாக இது திகழ்கிறது. ஆண்டுக்கு, 25 ஆயிரம் 'மேஜர்' அறுவை சிகிச்சைகளும், 42 ஆயிரம் 'மைனர்' அறுவை சிகிச்சைகளும் செய்யப்படுகின்றன.

ஆனால், தற்போதைய போராட்டம் காரணமாக பெரும்பாலான டாக்டர்கள் பணிக்கு வருவதில்லை. இதனால், இருதயவியல், புற்றுநோயியல், மகப்பேறு மருத்துவம், குழந்தைகள் நல மருத்துவம், சிறுநீரகவியல் போன்ற முக்கிய துறைகளில் 'மேஜர்' அறுவை சிகிச்சைகள் நிறுத்தப்பட்டுள்ளன. துறை தலைவர்கள் மற்றும் பணிக்கு வரும் ஓரிரு டாக்டர்கள் சேர்ந்து, சில 'மைனர்' அறுவை சிகிச்சைகளை மட்டும் செய்து சமாளித்து வருகின்றனர்.
டாக்டர் ஒருவர் கூறியதாவது: உயர்நீதிமன்றம் தனது தீர்ப்பில், தொலைதுார கிராமங்களில் பணி செய்யும் டாக்டர்களுக்கு ஆண்டுக்கு 10 சதவீதம் வழங்க உத்தரவிட்டுள்ளதே தவிர, 50 சதவீத இடஒதுக்கீட்டை ரத்து செய்யவில்லை. சில இடங்களில், இந்திய மருத்துவ கவுன்சில் விதிகளை பின்பற்ற வேண்டும் என உச்சநீதிமன்ற தீர்ப்பை மேற்கோள் காட்டியுள்ளது. இதனால், 50 சதவீத இடஒதுக்கீட்டுக்கு பாதிப்பு ஏற்படலாம் என்ற அச்சம் ஏற்பட்டுள்ளது.டாக்டர்களின் பணி புறக்கணிப்பு போராட்டம் நோயாளிகளை கடுமையாக பாதித்துள்ளது. பணி செய்ய விரும்பும் டாக்டர்களுக்கு சங்க நிர்வாகிகள் மிரட்டல் விடுக்கின்றனர்.

அறுவை சிகிச்சைக்காக காத்திருக்கும் இருதய நோயாளிகளுக்கு உரிய நேரத்தில் சிகிச்சை அளிக்காவிட்டால், உயிரிழப்பு நேரலாம். புற்றுநோய் பாதித்தவர்களுக்கு சிகிச்சை அளிப்பதை தாமதித்தால், நோய் முற்றி குணப்படுத்த முடியாத நிலைக்கு சென்று விடுவர். டாக்டர்களுக்கு இது குறித்து சொல்லித்தர வேண்டியதில்லை. எனவே, அவர்கள் உடனடியாக பணிக்கு திரும்ப வேண்டும், என்றார்.
