விரைவில் மக்களவைத் தேர்தல் வர இருக்கிறது. எந்தத் தேர்தலிலும் இல்லாத அளவுக்கு முதன்முறையாக வாக்களிக்கப் போகும் புதிய வாக்காளர்களின் எண்ணிக்கை அதிகரித்துள்ளது. அதிலும், 18 முதல் 19 வயது வரையுள்ள வாக்காளர்களின் எண்ணிக்கை 1.5 கோடி. இது மொத்த வாக்காளர்களில் 1.66 சதவீதம். இந்த முதன்முறை வாக்காளர்கள்தான், அடுத்த மக்களவையைத் தீர்மானிக்கப் போகிறார்கள். 

நாட்டின் மக்கள்தொகை தற்போது 130 கோடியாக உயர்ந்துள்ள நிலையில், இனிவரும் தேர்தல்களிலும் முதன்முறை வாக்காளர்களின் எண்ணிக்கை கணிசமாக உயர்ந்து கொண்டே இருக்கும். ஏற்கெனவே ஐந்தாண்டுகளுக்கு ஒரு முறை, முறையாகத் தேர்தல் நடத்தப்படும் ஜனநாயக நாடு என பெயர் பெற்றிருக்கும் இந்தியா, இனிமேல் அதிக அளவிலான இளம் வாக்காளர்கள் நிறைந்த நாடு என்கிற பெருமையையும் பெறப் போகிறது.

அதே நேரத்தில், தங்களது வேட்பாளர்களைச் சீர்தூக்கி வாக்களிக்கும் பக்குவமும், அதற்கான சுதந்திரமும் பெரும்பாலான புதிய வாக்காளர்களுக்கு இருப்பதில்லை என்பதே உண்மை. பெற்றோரைச் சார்ந்திருக்கும் சூழல், சுற்றுப்புறம் போன்ற பல்வேறு காரணிகள் அவர்களது வாக்களிக்கும் சுதந்திரத்துக்கு இடையூறாக இருக்கின்றன. பெரும்பாலான பதின் பருவ வாக்காளர்கள் வீட்டில் பெற்றோர் சொல்லும் அரசியல் கட்சிகளுக்கே வாக்களிக்கும் மனநிலையில்தான் இருக்கிறார்கள்.
இல்லையெனில், அரசியல் என்பதே தங்களுக்கு சம்பந்தமில்லாததுபோல் வாக்களிப்பதைத் தவிர்த்து விடும் அல்லது யாருக்கு வாக்களிப்பது என்ற தெளிவில்லாத காரணத்தினால் 49-ஓவிற்கு வாக்களித்து விடும் இளைஞர்களும் இருக்கிறார்கள். 

இந்த இடத்தில் மற்றொன்றையும் சிந்திக்க வேண்டியுள்ளது. ஏதேனும் அரசியல் சார்பில்லாத, சாமானிய குடும்பங்களில் இன்றைய அரசியல் சூழலை எந்த அளவுக்கு விவாதிக்கிறோம்? நாம் சந்திக்கும் அன்றாட வாழ்க்கையில் பிரதிபலிக்கும் ஆட்சியின் செயல்பாடுகள் குறித்து எத்தனை பேர் பேசுகிறோம்? அரசியல் கட்சிகள் நடத்தும் போராட்டங்களால் ஏற்படும் சாதக பாதகங்களையும், நேர்மறை மற்றும் எதிர்மறை கண்ணோட்டங்கள் குறித்தும் அலசுகிறோமா? 

அதையும் மீறி, வாக்களிக்கத் தீர்மானிக்கும் பட்சத்தில், பல்வேறு காரணிகள் நமது வாக்குகளைத் தீர்மானிக்கின்றன. தேர்தல் நடைபெறும் காலங்களில் நிலவும் பொதுவான கண்ணோட்டம் பெரும்பாலான மக்கள் மத்தியில் எதிரொலிப்பது இயற்கையே. இதில், புதிய வாக்காளர்களும் விதிவிலக்கல்ல. கடந்த மக்களவைத் தேர்தலில் வீசிய மோடி அலையை ஒட்டி வாக்குகள் விழுந்ததும், தமிழகத்தில் ஆளுங்கட்சிக்கு சார்பாக அதிக வாக்குகள் விழுந்ததும் அத்தகைய மனநிலையைப் பிரதிபலிக்கிறது.

நடிகர்களும் கிரிக்கெட் வீரர்களும் இளைஞர்களைக் கவர்ந்திழுப்பதைப் போன்று, அரசியல் தலைவர்களின் ஆளுமைகளும் சில இளைஞர்கள் மத்தியில் தாக்கத்தை ஏற்படுத்துகின்றன. ஆனால், அந்தக் கவர்ச்சி மட்டுமே வாக்குகளாக மாறிவிடுவதில்லை. அந்த ஆளுமைகளின் அரசியல் கணக்கீடுகளும் சேர்ந்துதான் தேர்தல் நேரத்தில் எதிரொலிக்கின்றன.
அதேபோல, அரசியல் பற்றிய புரிதல் இல்லாதவர்களிடம்கூட மதம், ஜாதி சார்ந்த உணர்வுகள் தேர்தலில் முக்கியப் பங்காற்றுகின்றன. இளம் வயதிலிருந்தே சொல்லப்பட்டு வரும் அத்தகைய உணர்வுகளைப் பாதிக்கும் நிகழ்வுகள் நடைபெறும்போது, அது தேர்தல் அரசியலைப் பாதிக்கவே செய்கிறது. 

 
புதிய வாக்காளர்கள் என்றில்லை. பல தேர்தல்களில் வாக்களித்த பிறகும் பெரும்பாலானோருக்கு நம் ஜனநாயகத்தின் பெருமை குறித்தோ, அதன் வரலாறு குறித்தோ ஆழமான புரிதல் இருப்பதில்லை. நம் நாட்டின் சுதந்திரப் போராட்டம் பற்றியும், தியாகங்கள் பற்றியும் இன்று பேசுவதே இல்லை. அத்தகைய விஷயங்களைக் கற்பிக்க எந்த ஏற்பாடும் இல்லை. அப்படிப்பட்டவர்கள் இளம் தலைமுறையினரிடம் தேர்தலில் வாக்களிப்பது பற்றிய விழிப்புணர்வை எப்படி ஏற்படுத்துவார்கள் என்பது கானல் நீர்தான்.
வாக்குச்சாவடியை நோக்கி இளைஞர்கள் நகர்வதற்கு, அவர்களுக்கேற்ற விதத்தில் உத்திகளை மாற்றிக்கொள்ள அரசியல்வாதிகள் தயாராக வேண்டும். அரசியல் தலைவர்களை நேரில் சந்தித்து, அவர்களிடம் தங்கள் எதிர்பார்ப்புகளை நிறைவேற்ற முடியுமா என்பதை இளைஞர்கள் கவனிக்கின்றனர். அதற்கேற்ற நிகழ்ச்சிகளையும், திட்டங்களையும் அரசியல் கட்சிகள் வகுத்துக் கொள்ள வேண்டியது அவசியம்.
சமூக வலைதளங்களின் மூலமாக இளைஞர்களிடம் அரசியல்வாதிகள் பிரசாரம் செய்து வருகின்றனர். நவீன தொழில்நுட்பத்தைப் பயன்படுத்தி, மக்களைக் கவர்வதில் தவறில்லை. ஆனால், அத்தகைய வலைதளங்கள் ஆக்கப்பூர்வமான முறையில் பயன்படுத்தப்படுகிறதா என்பதை உறுதி செய்து கொள்ளவேண்டும். பருவநிலை மாறுபாடு, கல்வி முன்னேற்றம், வளர்ச்சிப் பணிகள், பாலின சமத்துவம் போன்ற பல்வேறு விஷயங்களை வெளிப்படையாக விவாதித்து, வருங்கால இந்தியா இளைஞர்களுக்கானது என்பதை உறுதிப்படுத்த வேண்டும்.

மேலும், கல்வியறிவு கணிசமாக உயர்ந்துள்ள இந்தக் காலகட்டத்தில், இளைஞர்களுக்கு ஜனநாயகம் பற்றிய புரிதலையும், வாக்களிப்பு என்ற மகத்தான நிகழ்வின் அவசியம் குறித்த விழிப்புணர்வையும் ஏற்படுத்தும் வகையிலும் அதற்கான திட்டங்களையும், நிகழ்ச்சிகளையும் பெருமளவில் நடத்த அரசு அமைப்புகளும், பொது நல அமைப்புகளும் முன்வர வேண்டும்.
முதல் முறை வாக்காளர்களின் எண்ணிக்கை அதிகரிக்கும் அதே நேரத்தில், வாக்கு எண்ணிக்கையின் சதவீதமும் அதிகரிக்க வேண்டும். அப்போது மட்டுமே ஜனநாயகத்தைப் பற்றிய புரிதல் வருங்காலத்தில் சிறிதளவேனும் உருவாகும்.

'சமூக வலைதளங்களால் தான், அமெரிக்காவில் ஆட்சி மாற்றமே ஏற்பட்டது' என, உலகம் முழுவதும் பரபரப்பாக பேசப்பட்டு வருகிறது.செய்திகள்,விளம்பரங்கள், வியாபாரம், பிரசாரம் என, அனைத்தும் கிடைக்கும் சந்தையாக, சமூக வலைதளங்கள் மாறிவிட்டன.

சிறு நிறுவனங்கள் முதல், கார்ப்பரேட் நிறுவனங்கள் வரை, சிறு அமைப்புகள் முதல், தேசிய கட்சிகள் வரை, சமூக வலைதளங்களை பெரும் சக்தியாக கருதுகின்றன. அந்த பெரும் சக்தியில், போலி தகவல்கள் அதிகம் உலா வருவது தான், இப்போது தலைவலியாக   மாறியுள்ளது.கட்டுப்பாடின்றி செயல்படும் சமூக வலைதளங்களில், போலி செய்திகள், படங்கள், வீடியோ உள்ளிட்டவை, நாள் தோறும், புற்றீசல் போல் பரவுகின்றன.

சமூக வலைதளங்களில், ஆதாரமின்றி பரப்பப்பட்ட வதந்திகள் தான், இது போன்ற சம்பவங்களுக்கு, முக்கிய காரணமாக இருந்தன.பொய்யான தகவல் களை பார்ப்பவர்கள், அதன் உண்மை தன்மையை பற்றி சிறிதும் ஆய்வு செய்யாமல், மற்றவர்களுக்கு அனுப்பி விடுகின்றனர். இதனால், கலவரங்கள் பரவுவதுடன், உயிர் பலிகளும் ஏற்படுகின்றன.

கோடை தொடங்குவதற்கு முன்பாகவே சென்னையில் குடிநீர் பிரச்சினை விஸ்வரூபம் எடுத்து வருகிறது. அடுக்குமாடி குடியிருப்புவாசிகள் லாரி தண்ணீரை நம்பியே வாழ்ந்து வருகின்றனர்.

குடிநீர் தேவை

சென்னை மாநகருக்கு பூண்டி, புழல், சோழவரம் மற்றும் செம்பரம்பாக்கம் ஆகிய 4 ஏரிகளில் இருந்து பெறப்படும் தண்ணீர் மூலம் தாகம் தீர்க்கப்பட்டு வருகிறது. கடந்த காலங்களில் ஏரிகளின் நீர் பிடிப்பு பகுதிகளில் வடகிழக்கு பருவ மழை போதுமான அளவு பெய்யாததால் ஏரிகளில் போதுமான அளவு தண்ணீர் சேமிக்க முடியாத நிலை ஏற்பட்டது.

அத்துடன் ஆந்திர-தமிழ்நாடு அரசுகள் செய்து கொண்ட ஒப்பந்தத்தின் படியும் கிருஷ்ணா நதி நீரும் போதிய அளவு ஆந்திர மாநிலத்தில் இருந்து பூண்டி ஏரிக்கு திறந்து விட முடியாத நிலை ஏற்பட்டு உள்ளது. இதனால் தற்போதைய நிலவரப்படி பூண்டி, செம்பரம்பாக்கம் ஏரிகள் வறண்டு விடும் நிலையை நோக்கி செல்கின்றன.

தண்ணீர் தட்டுப்பாடு ஏற்பட்டுள்ளதால் தற்போது கூடுதலான இடங்களில் புதிய தண்ணீர் தொட்டிகள் திறக்க திட்டமிடப்பட்டு உள்ளது. சராசரியாக இந்த தண்ணீர் தொட்டிகள் 6 ஆயிரம் லிட்டர் கொள்ளளவு கொண்டவையாகும். லாரி தண்ணீர் தேவைப்படுபவர்கள் சென்னை மெட்ரோ வாட்டர் இணையதளத்தில் முன்பதிவு செய்தால் தண்ணீர் வழங்க நடவடிக்கை எடுக்கப்பட்டு வருகிறது.

குறிப்பாக மாநகரில் உள்ள அடையாறு, திருவான்மியூர், மயிலாப்பூர், திருவல்லிக்கேணி, சிந்தாதிரிப்பேட்டை உள்ளிட்ட பகுதிகளில் உள்ள அடுக்குமாடி குடியிருப்புகளில் வசிப்பவர்களுக்கு முறையாக தண்ணீர் வராததால், லாரிகள் மூலம் விலைக்கு தண்ணீர் வாங்கி பயன்படுத்தும் நிலை ஏற்பட்டு உள்ளது. இதனால் மாத பட்ஜெட்டில் லாரி தண்ணீருக்காக தனியாக பணம் ஒதுக்க வேண்டிய நிலை உள்ளது.

அதிலும் குறிப்பாக சிந்தாதிரிப்பேட்டையில் உள்ள ஒரு சில பகுதிகளில் குடிநீருடன் கழிவு நீரும் கலந்து துர்நாற்றத்துடன் தண்ணீர் வருகிறது. தொற்று நோய்கள் பரவிவிடும் என்பதால் பொதுமக்கள் பயன்படுத்த முடியாத நிலையும் ஏற்பட்டு உள்ளது.

The Supreme Court in the present case enhanced compensation on account of medical negligence meted out to the Appellant has observed that a poor background of the victim may guide the adjudicatory process towards reasonably higher amount of compensation.

Case name: Shoda Devi v. DDU/Ripon Hospital Shimla & ors.

In the instant case, the appellant has assailed National Commission’s order and sought enhancement of compensation on the ground that the appellant’s disablement and loss suffered by her due to the negligence of the respondents, which led to the amputation of her right arm.

The National Commission for the medical negligence meted out to the appellant awarded a compensation of Rs. 2,00,000/-.

Bench’s Verdict

The Supreme Court in view of the facts and circumstances of the case and precedents on the subject enhanced the compensation and made the following observations in the case:

The Supreme Court noted that the requirement in such cases of disablement due to medical negligence is of awarding just and reasonable compensation to the victim, while keeping in view the pecuniary damages as also the non- pecuniary damages like pain and suffering and loss of amenities of life.

The Apex Court while condemning the award of compensation by the National Commission was of the view that even after appreciating the troubles and trauma as also disablement and disadvantage suffered by the appellant, had been too restrictive in award of compensation.

That the general damages towards pain and suffering as also loss of amenities of life deserve to be considered uniformly for the human beings and the award of compensation cannot go restrictive when the victim is coming from a poor and rural background; rather, in a given case like that of the appellant, such a background of the victim may guide the adjudicatory process towards reasonably higher amount of compensation (of course, after having regard to all the attending circumstances).

That granting of reasonability higher amount of compensation in the present case appears necessary to serve dual purposes: one, to provide some succour and support to the appellant against the hardship and disadvantage due to amputation of right arm; and second, to send the message to the professionals that their responsiveness and diligence has to be equi-balanced for all their consumers and all the human beings deserve to be treated with equal respect and sensitivity.

In view of the aforesaid observations, the Supreme Court allowed further an amount of Rs. 10,00,000/- towards compensation, over and above the amount awarded by the State Commission and the National Commission.

தலகோனா போகும் வழியில் இருக்கும் அருவி கயிலாசகோனா. அழகான இந்தப் பெயரை `கோனே ஃபால்ஸ்' என்று மாற்றிய மகராசரைத்தான் ஆந்திரா அண்ணையாக்கள் தேடுகிறார்கள். `வெயிலில் ஆந்திர அருவிகள் வறண்டுபோயிருக்குமே!’ என்று லாஜிக்கலாக யோசிக்கலாம். ஆனால், உங்களை லாஜிக்கில் ஓட்டையைப் போட்டு பறக்கவிடுகிறது இயற்கை. இந்தியாவில், முரட்டு வறட்சியிலும் தண்ணீர் வற்றாத அருவிகளில் கயிலாசகோனாவும் ஒன்று. தண்ணீர் வற்றாது... ஆனால், தண்ணீர் மிகக் குறைவாகும் சமயங்கள் உண்டு. ஆர்ப்பரிக்கும் அருவி விரும்பிகள் `நீலு பாகுந்தி’ என்றால் மட்டும் கோனேவில் கால் வையுங்கள். கயிலாசகோனாவில் ஆன்மிக விரும்பிகளுக்கு சிவன் கோயிலும், அட்வெஞ்சர் விரும்பிகளுக்கு ட்ரெக்கிங் ஸ்பாட்டும் உண்டு. ஆபத்தில்லாத அம்சமான ட்ரெக்கிங்.

கயிலாசகோனாவில் குளியல் ஆட்டம் போட்டுவிட்டுக் கிளம்பினால், அடுத்த ஸ்டாப் திருப்பதி. தலகோனாவில் 5 மணிக்குமேல் அனுமதியில்லை. அதனால், திருப்பதி சென்று ரூம் எடுத்துத் தங்கிவிட்டு, அடுத்த நாள் காலையில் கிளம்புவதுதான் சிறப்பு. இரண்டு நபர்களுக்கு 400 முதல் 1,500 ரூபாய் வரை விலையுள்ள தங்கும் விடுதிகள் உள்ளன. ஓயோ போன்ற ஆப் பயன்படுத்தி முன்பதிவுசெய்தால், குறைவான விலையில் காலை உணவுடன் சுத்தமான ரூம் பிடித்திடலாம். திருப்பதி கோயிலின் பின்பக்கமாக இறங்கினால் அருவிகளும் குளங்களும் உள்ளன. பாபவினாசம் ஏரியும் உள்ளது. ஏழு குண்டலவாடாவுக்கு கோவிந்தா போட்ட கையோடு, இந்த ஏரியில் ஒரு குளியல் போடலாம். முதலைகளிடம் மட்டும் உஷார்.



திருப்பதியிலிருந்து சென்னை அனந்தாபுரி நெடுஞ்சாலையைப் பிடித்து, பக்காரபேட்டை - தலகோனா சாலையில் 60 கி.மீ தொலைவு சென்றால், அருவியை அடையாளம். வழியில் காட்டுப் பாதையைக் கடந்து ஊருக்குள் சென்று மீண்டும் காட்டுக்குள் வருவீர்கள். அடர்ந்த காடு கிடையாது. புல்வெளிகள்தான். இந்தக் காட்டில் புலியும் சிங்கமும் வாழ்வதாக அங்கு இருக்கும் வன அதிகாரி சொல்கிறார். இரவில் கரடிகளும் காட்டெருமைகளும் லன்ச் சாப்பிட நாம் பயணிக்கும் சாலையை அவ்வப்போது கடக்குமாம். கீரிகளிடம் மட்டும் கேர்புல். எந்த நேரத்திலும் வரும்.



செக்போஸ்ட்டில் எல்லா வாகனங்களையும் சோதித்துப்பார்ப்பார்கள். அவரவர் பொருள்களுக்கு அவரவர்தான் பொறுப்பு. மது பாட்டில்களுக்கு, கட்டாயம் அனுமதி கிடையாது. தலகோனாவில் ஆந்திரா அரசின் ரிசார்ட் உள்ளது. ஏ.சி கிடையாது. இரண்டு நபர்களுக்கு ஒரு குடில். 5,000 ரூபாய் ரூமில் 10 பேர் தங்கலாம். உணவு அங்கேயே சமைத்துத் தருகிறார்கள். தலகோனாவுக்கு பார்க்கிங், என்ட்ரி டிக்கெட் என எதுவும் கிடையாது. மிகவும் கரடுமுரடான சாலை. காரில் செல்பவர்கள் தரைதட்டாமல் பார்த்து ஓட்ட வேண்டும்.



சாலை முடியும் இடத்தில் வாகனங்களை நிறுத்திவிட்டு, படிக்கட்டுகளில் ஏறிச் செல்ல வேண்டும். 240 மீட்டர் தூரமும் 40 அடி உயரமும் நடக்க வேண்டும். பெரிய பெரிய அகலமான படிக்கட்டுகள் உண்டு. அருவி மூன்றாகப் பிரிக்கப்பட்டிருக்கும். கீழ்ப் பகுதியில் நீர்த்தொட்டி அமைத்திருப்பார்கள். சின்ன குழந்தைகள் ஸ்விம்மிங் செய்ய அருமையான இடம். மேலே சென்றால் சின்ன அருவி இருக்கிறது. அங்கிருந்து மேலே பார்த்தால் பெரிய அருவி தெரியும். மேலே செல்பவர்கள்தான் 50 மீட்டர் உயரத்தில் இருந்து கொட்டும் அருவியின் உற்சாகத்தையும் சித்தர் குகையையும் பார்க்க முடியும். தலகோனா தண்ணீர், பல மூலிகைகளைத் தொட்டுவருகிறதாம்.



நீர் மெல்லிதாக வந்தாலும் செம போர்ஸ். சில்லென்ற தண்ணீரில் நின்றால் அருவியே நமக்கு மசாஜ் செய்து களைப்பைப் போக்கிவிடும். அருவிநீர் நகர்ந்துகொண்டே இருக்கும். கொஞ்ச நேரம் நம் தலையில் விழும், கொஞ்ச நேரம் அருகில் இருப்பவர் தலையில் விழும். எல்லோருக்கும் வாய்ப்பளிக்கிறது தலகோனா அருவி. இங்கேயும் ட்ரெக்கிங் உண்டு. ஆந்திராவில் `நோ என்ட்ரி’ எனப் போட்டிருந்தால் அந்த இடம் அழகாக இருக்கும் என அர்த்தம். அழகு இருக்கும் அளவுக்கு ஆபத்தும் இருக்கும். லோக்கல் கைடு யாராவது இருந்தால் அழைத்துக்கொண்டு 270 அடி உயரத்துக்கு டிரெக்கிங் சென்று மலையின் இன்னொரு முகத்தைப் பார்க்கலாம்.



தலகோனா மலையில் ஜங்கில் சஃபாரி உண்டு. 8 பேர் போகக்கூடிய பெரிய வேன் ஒன்றில் நம்மைக் காட்டுக்குள் கூட்டிப்போவர்கள். அதிர்ஷ்டம் இருந்தால் சிங்கம், புலியைப் பார்க்கலாம். கருஞ்சிறுத்தை கேஷுவலாக வாக்கிங் போகுமாம். சாதா சிறுத்தையும் உண்டு. மான், ஹைனா, காட்டெருமை போன்றோரும் இங்கு வசிக்கிறார்கள்.

``புலியைப் பார்த்தீர்களா?’’ என வன அதிகாரியிடம் கேட்டோம். ``போனவாரம்கூட ஒருத்தரை அடிச்சித் தூக்கிட்டுப் போயிடுச்சு’’ என்று திகில் கிளப்பினார். காட்டில் யானை மட்டும் ``மன்ச்சு லேது’’ என்றார். இந்த சஃபாரிக்கு 4,000 ரூபாய். காலை 6 முதல் 9 வரை. மாலை 3.30 முதல் 5.30 மணி வரை காட்டில் சுற்றிவரலாம்.



செம்மரங்களும் சந்தனமரங்களும் நிறைந்த காடு இது. தேவாங்கு இங்கே அதிகம். வெள்ளைக் கழுகு, பச்சை நிற புறா, மஞ்சள் தொண்டைச் சின்னான் (Yellow-throated Bulbul), ஸ்கிமிட்டார் பாப்லர் போன்ற அறிய வகை பறவைகளை இங்கு பார்க்கலாம். பறவைகள் புகைப்படக்காரர்களுக்கு ஏற்ற இடம்.

குளம் என்ற அமைப்புதான் சமுதாயத்தின் உயிர்; மழை தரக்கூடிய அமைப்பு. குளம் உயிர் என்றால் உயிருக்கு ஆதாரமான ரத்தம் கொண்டுபோகக்கூடிய நரம்புகளாக இருப்பவை கால்வாய்கள்.



இன்று, உலக தண்ணீர் தினம். இந்த ஒரு நாளில் மட்டும் தண்ணீரின் முக்கியத்துவம் பற்றி பேசிவிட்டு, வழக்கமான பணிகளைத் தொடங்கி விடுவோம். எப்போதும்போல தண்ணீரைச் செலவழிக்க தயங்க மாட்டோம். ஆனால், தண்ணீரை சேமிக்க என்ன செய்கிறோம்? இந்தக் கேள்வியை ஒவ்வொருவரும் கேட்டுக்கொள்ள வேண்டும். காரணம், தண்ணீர்ப் பஞ்சத்தை இன்னும் சில ஆண்டுகளில் அல்லது மாதங்களில் அனுபவிக்க இருக்கிறோம். தமிழகத்தில் 24 மாவட்டங்களை வறட்சி மாவட்டங்களாக அறிவித்து அரசாணை வெளியிடப்பட்டுள்ளது.

பொதுப்பணித்துறை சமீபத்தில் நடத்திய ஆய்வு பெரும் அதிர்வை ஏற்படுத்தியிருக்கிறது. தமிழகத்தில் பெரும்பாலான இடங்களில் நிலத்தடி நீர் அபாய கட்டத்தில் உள்ளது என்பதைத்தான் அந்த ஆய்வு சொல்கிறது. 358 பகுதிகள் மிகவும் அபாயகரமான பகுதிகளாகவும், 105 அபாயகரமான பகுதிகளாகவும், 212 அபாயகரமான பகுதிகளாகவும், 35 பகுதிகளில் நீர் பயன்படுத்த முடியாத அளவுக்கு உப்புத் தன்மை வாய்ந்திருப்பதாகவும் சொல்கிறது ஆய்வு.



இது, மேம்போக்கான ஓர் ஆய்வு முடிவு. உண்மையில், இன்னும் மோசமாக இருக்கிறது நிலத்தடி நீர் மட்டம் என்கிறார்கள் நீரியல் வல்லுநர்கள். இந்த ஆய்வில் உள்ள பகுதிகளின் பெயர்களைப் பார்த்தால், அவை எல்லாம் தமிழகத்தின் மத்தியப் பகுதி மாவட்டங்கள். காவிரியின் இரண்டு பக்கமும் உள்ள கால்வாய்களை ஒட்டியிருக்கக் கூடிய நகரங்கள். ஆறுகளை ஒட்டிய பகுதிகள். இந்தப் பகுதிகள் இவ்வளவு வறட்சியாக மாறியது ஒரு நாளில் நடந்த நிகழ்வு அல்ல. இதற்கு என்ன காரணம்?

தமிழகத்தில் கால்வாய்கள் என்ற ஒன்றே இல்லாமல்போனதுதான் அடிப்படைக் காரணம். தமிழகத்தில் மழை பெய்யாமல் இல்லை. பெய்துகொண்டுதான் இருக்கிறது. சில ஆண்டுகளில் சராசரி அளவைவிட அதிகமாகவே பெய்தது. பெய்யும் மழை நீரை குளங்களில் முறையாகச் சேர்த்துவைக்கக்கூடிய பாதைகளும் நம்மிடம் இல்லை. நமது மாநிலமே சரிவான மாநிலம். மழைநீரை முறையாகக் கொண்டு சென்று நீராதாரங்களில் தேக்கிவைக்கும் பணியை நம் முன்னோர்கள் சரியாகச் செய்தார்கள். அதை நாம் செய்யத் தவறிவிட்டோம். அதைச் செய்திருந்தால், நிலத்தடி நீர் இத்தனை பாதாளத்திற்குப் போயிருக்காது. நிலத்தடி நீரை ஒரு பக்கம் தொடர்ந்து மாசுபடுத்தும் வேலையையும் செய்துகொண்டே இருக்கிறோம். நொய்யல் ஆற்றில் சாயப்பட்டறைக் கழிவு மற்றும் கெடுதலான செயல்பாடுகளையே செய்துகொண்டிருக்கிறோம்.

எந்த நிலத்தில், எந்தப் பகுதியில் எந்தப் பயிரை விளையவைக்க வேண்டுமோ... அதை விளைய வைக்காமல், நமது தேவைக்கேற்ற பயிரை சாகுபடி செய்கிறோம். மேட்டு நிலத்தில் நெல் விளைவிப்பது, தண்ணீர் இல்லாத பகுதிகளில் தண்ணீரைச் செயற்கையாக ஏற்படுத்தி வாழை, கரும்பு, மஞ்சள் பயிரிடுவது, இப்படி மானாவாரி பகுதிகளில் நீர் தேவையுள்ள பயிர்களை அதிகம் பயிரிடுகிறோம். இதனால் நிலத்தடி நீர் அதிக அளவில் உறிஞ்சப்படுகிறது. பூமியில் அளவுக்கதிகமான தண்ணீரை மட்டும் உறிஞ்சுவதில்லை. கூடவே உப்பையும் உறிஞ்சுகிறோம். இதனால் உப்பாக அல்லது அடர்த்தியாக மாறிய தண்ணீரை நீர்த்துப்போக வைக்கக்கூடிய செயல் திட்டங்கள் எதுவும் நம்மிடம் இல்லை. இத்தனை வறட்சியில் இருக்கிறது தமிழகம். நாளைக்கு உழவுமழை பெய்கிறது என வைத்துக்கொள்வோம், அதை என்ன செய்யப்போகிறோம் என்ற திட்டம் நம்மிடம் இல்லை. தினசரி ஒவ்வொரு தனிமனிதனும் ரசாயனப் பயன்பாட்டை அதிகப்படுத்திக் கொண்டே இருக்கிறான். ஒவ்வொரு கிராமத்திலும் நகரத்திலும் பள்ளத்தில் இருக்கக்கூடிய குளம், கழிவுநீர் தேங்கும் குட்டையாக மாறிக் கிடக்கிறது. அந்தக் கழிவுநீர் குளத்தை முறைப்படுத்தும் செயல்திட்டம் நம்மிடம் இல்லை. இதேபோல, கழிவுநீர் குளங்கள் தொடர்ந்து இருக்கும்போது நிலம் உப்பாக மாறும்.



பயிர்களுக்குத் தூவும் யூரியா போன்ற ரசாயனங்களும் மழைத் தண்ணீரில் அடித்து வரப்பட்டு கடைசியில் நீராதாரங்களில்தான் சேர்கின்றன. மூன்றாவது, பூமியின் அடி ஆழத்தில் இருந்து தண்ணீரை உறிஞ்சும்போதும் தேவையில்லாத உப்பை எடுத்துக்கொண்டு வந்து மேலே போடுகிறோம். இப்படிப் பல செயல்பாடுகளினால் தண்ணீரின் அடர்த்தி அதிகமாகிக்கொண்டே இருக்கிறது. இது ஒரு அபாயகரமான சூழ்நிலை. நீராதாரங்கள் மிக மோசமான நிலையை நோக்கிச் சென்றுகொண்டிருக்கின்றன.
இதே நிலை நீடித்தால், வரக்கூடிய ஆண்டுகளில் மிகப்பெரிய சிக்கல்களை நாம் சந்திக்க வேண்டி இருக்கும். இதற்கு மாற்று செயல் திட்டங்களை இன்றிலிருந்து தொடங்கினாலும், இந்த நிலை மாற ஐந்து ஆண்டுகள் ஆகும். அவ்வளவு தவறுகளைச் செய்திருக்கிறோம். ஆனால், அதற்கான செயல் திட்டத்தைப் பற்றி இன்னும் நாம் சிந்திக்கவே இல்லை.

BENGALURU: Postgraduate medical seat aspirants have a reason to rejoice. The government has decided to hike the stipend paid to PG medical students from the 2019-20 academic year onwards. As per information from a Department of Medical Education official, the stipend will be increased by Rs 5,000 to `10,000 per month. “The fee we have increased recently is per year, and the stipend hikes will be monthly. So students need not be upset over the fee hike,” said the official.

Currently, PG students get a stipend of `30,000 in the first year, `35,000 in the second year and Rs 40,000 in the third year. This will be increased by between `5,000 to `10,000, say officials. As the model code of conduct is on, the department cannot announce the hike in stipend. This stipend is for all PG medical seat students under the government quota or those seeking a seat at a government medical college.

The government had announced a fee hike for PG medical courses by 15 per cent for the next academic year. With this hike, the fee, under the government quota for clinical seats, costs `5,81,900, para-clinical seats at Rs 1,45,475, and pre-clinical seats at Rs 72,737. This fee hike was opposed by students and various student organisations.


PG aspirants have welcomed the development. Dr Pramod N, state convenor of White Spark, a forum for medical and dental students in Karnataka, said, “This is a good move, we welcome it. But linking this hike in stipend with the fee hike is not acceptable. The stipend students are getting is for the service they do at government hospitals, and most hospitals are run by PG students.”

பள்ளியில் படித்துக் கொண்டிருந்த மாணவர்கள் மைதானத்திற்கு அழைத்து வரப்பட்டனர். நில அதிர்வால் திருவனந்தபுரம் தெருவில் உள்ள வீட்டின் மேற்கூரை பெயர்ந்து விழுந்தது. வீட்டில் யாரும் இல்லாததால் பாதிப்பில்லை. நக்கனேரி, பட்டியூர் உள்ளிட்ட கிராமங்களில் வீட்டினுள் இருந்த பாத்திரங்கள் கீழே விழுந்ததாக கூறப்படுகிறது.

தமிழ்நாடு முழுவதும் இப்போது பொள்ளாச்சி சம்பவம்தான் பரபரப்பாக பேசப்படுகிறது. பொள்ளாச்சி பகுதியில் ஒரு கும்பல் பேஸ்புக் மூலம் ஒரு பெண்ணிடம் நட்பு பாராட்டி, பாலியல் பலாத்காரம் செய்ய முயன்றது, பணம் பறிக்க முயன்றது என்று அந்த பெண் கொடுத்த புகாரின்பேரில் வழக்குப் பதிவு செய்யப்பட்டது. இந்த வழக்கு சி.பி.சி.ஐ.டி. போலீஸ்படையால் விசாரிக்கப்பட்டு வருகிறது. இதற்கிடையில், இந்த வழக்கு தொடர்பாக மாவட்ட போலீஸ் அதிகாரி, நிருபர்களுக்கு பேட்டி அளிக்கும் போது, ஒருமுறை அல்ல, இருமுறை பாதிக்கப்பட்ட பெண்ணின் பெயரை சொன்னதும், வழக்கை சி.பி.ஐ.க்கு மாற்றம் செய்ய பிறப்பித்த அரசு உத்தரவில் அந்த பெண்ணின் பெயரை குறிப்பிட்டதும் பெரிய சர்ச்சையை கிளப்பியுள்ளது. இப்படி பாதிக்கப்பட்ட பெண்ணின் பெயரை வெளியே சொன்னால், அவமானத்திற்கு பயந்து எந்த பெண் இதுபோன்ற சம்பவங்களில் புகார் கொடுக்க வருவார்? என்றும் கேள்வி எழும்புகிறது.


இந்தநிலையில், பொள்ளாச்சி சம்பவத்தையொட்டி சி.பி.சி.ஐ.டி. போலீசாருக்கு அந்தப்பகுதியில் இதுபோன்ற பாலியல் கொடுமைகளால் பாதிக்கப்பட்ட நிலைகுறித்து 100–க்கும் மேற்பட்ட டெலிபோன் தகவல்கள் வந்துள்ளன. தற்போது ஐகோர்ட்டில் பாதிக்கப்பட்ட பெண்களின் பெயர்களை வெளியே தெரிவிக்கக்கூடாது என்ற பிறப்பித்த உத்தரவுக்கு இணங்க, போலீஸ் டி.ஜி.பி. கற்பழிப்பு வழக்குகள், சிறுமிகள் மீதான பாலியல் கொடுமைகள் தொடர்பாக நடவடிக்கை எடுக்கும்போது, அந்த வழக்குகளில் சம்பந்தப்பட்ட, பாதிக்கப்பட்ட பெண்கள் மற்றும் சிறுமிகள் பெயர்களையோ, அவர்களது அடையாளங்களையோ வெளியிடக்கூடாது. கோர்ட்டுக்கு தகவல் தெரிவிக்கும்போது, பாதிக்கப் பட்டவர்களின் பெயர் விவரங்களை சீலிட்ட கவர்களில் அனுப்பலாம். பாலியல் வன்கொடுமை சம்பவங்களில் பாதிக்கப்பட்ட பெண்கள் மற்றும் சிறுமிகளின் பெயர் விவரங்களை வெளியிட்டால் அது கடுமையான குற்றமாக பார்க்கப்படும் என்று அனைத்து மாநகர போலீஸ் கமி‌ஷனர்கள் மற்றும் மாவட்ட போலீஸ் அதிகாரிகளுக்கு, டி.ஜி.பி. சுற்றறிக்கை அனுப்பியுள்ளார். இதுபோல பேஸ்புக், யூ–டியூப், மற்றும் வாட்ஸ்–அப் போன்ற சமூக வலைதளங்களுக்கு மத்திய உள்துறை அமைச்சகத்தின் மூலமாக சி.பி.சி.ஐ.டி போலீசார் பொள்ளாச்சி சம்பவம் தொடர்பான எந்த வீடியோக்களையும் பகிரக்கூடாது என்று கேட்டு இருக்கிறது. ஐகோர்ட்டு மற்றும் போலீஸ் டி.ஜி.பி.யின் உத்தரவுகள் உறுதியாக போலீஸ் அதிகாரிகளால் முழுமையாக செயல்படுத்தப்பட வேண்டும். நாம் அனுப்பும் புகார்கள், கொடுக்கும் தகவல்களில் நமது பெயர் வந்துவிடாது என்ற ஒரு நம்பிக்கை வந்தால்தான், இதுபோன்ற சம்பவங்களில் பாதிக்கப்பட்ட அப்பாவி பெண்கள் புகார் கொடுக்கமுடியும்.

A shocking case of child sexual abuse from Tiruvannamalai’s Arani town has come to light. A 30-year-old teacher, Nithya, was arrested by the police on Wednesday. The complainant, in this case, is her husband, Umesh Kumar. He had approached the Collector in December last year after he found some explicit pictures of his wife with some children, her students, on her phone.

It has also now come to light that Nithya has been a repeat offender. The previous school, where she used to work, had transferred her, allegedly due to similarly abusive behaviour towards her students. A district official tells TNM that the school learnt of her misconduct with students six months ago, and they transferred her from one school to another.

“Instead of taking corrective measures, they transferred her. After receiving her husband's complaint, we enquired with the headmaster, who concealed the information and gave a report of her good conduct. Only when the social welfare department got involved were we able to unearth these details,” he says.

Following Collector’s orders, the District Social Welfare Department began an investigation in December last year. A complaint was then registered by the District Child Protection Unit (DCPU) in January 2019.

The complaint has been filed under Sections 10 (aggravated sexual assault) and 14 (punishment for using child for pornographic purposes) of Protection of Children from Sexual Offences (POCSO) Act. Further inquiries are being conducted into Nithya's behaviour.

Speaking to TNM, Arani’s All Women's Police Inspector SB Mythili says, “Over a period of three years, that is, from 2015 to 2017, she has sexually abused a few of her students between age groups of 15 and 17 at school as well as at her tuition classes, capturing intimate photos with them on her phone. So far, we have evidence of her harassing two boys.”

How it came to light

Nithya, a resident of Kamaraj Nagar in Arni town of Tiruvannamalai, was an English teacher at a school in the district. Having obtained the government job in 2014, the police tell TNM that Nithya has been transferred to different government schools in Arani since 2014.

About three years ago, following problems with her husband, Nithya moved to a different house. Since then, her husband has been approaching the police stations accusing his wife of adultery. He was not aware of the graveness of the situation then.

It was when he chanced upon the explicit images in his wife's mobile phone that he approached the Collector with proof of her behaviour. She had reportedly kept those photos to share them online.

Following the incident, Nithya has since been removed from her posting by District Primary Education Officer V Jayakumar. Justice Devanathan of Fast Track Mahila Court, Thiruvannamalai, sentenced her to be lodged at Velur Central Women’s Jail till April 4 until further investigations are complete.

After five years, the sharp observation skills and persistence of two investigating officers secured a conviction in a child rape and murder case. On Thursday, the Salem District Mahila Court awarded double life imprisonment to the five accused in the gruesome rape and murder of a 10-year-old girl in Vazhapadi, Salem in 2014.

The case dates back to February 14, 2014, when five men between the ages of 22 and 31 kidnapped, gang-raped and murdered a 10-year-old girl from a village near Vazhapadi in Salem district. In a horrifying act, the men had hung the girl’s naked body from a tree near a temple in the village, which was discovered by villagers the next morning.

The girl’s father filed a police complaint and the police arrested five men in relation to the crime. Boopathi (31), Anandhababu, known as ‘Snake Babu’ (29), Anandhan (22), Prabakaran (26) and Balakrishnan (28) were remanded under sections 302 (Murder) of the IPC, sections 5(g) (Gang penetrative sexual assault) and 6 (Aggravated penetrative sexual assault) of the Protection of Children from Sexual Offences Act 2012.

However, securing the conviction was not an easy task for the investigators.

Evidence documents were not marked properly

Speaking to TNM, N Suriyamoorthy, the Deputy Superintendent of Police, Vazhapadi, says that the path has been arduous. He was transferred to Vazhapadi in 2017 and regularly attended every court hearing on the case. In May 2018, Suriyamoorthy discovered lapses in the way the trial was progressing.

“During the hearings, I noticed that some of the documentary evidence was not marked properly by the prosecution,” he told TNM.

An unmarked piece of evidence can lead to the acquittal of the accused, since it effectively means that there is no evidence of the crime, Suriyamoorthy says. In the Vazhapadi case, the documents that were missed included a postmortem report of the victim and the medical examination reports of all the accused.

“I am not sure how this got missed out, but I am a lawyer and hence I realised the implication of this error. In sexual offences, getting eye-witnesses is rare. So these documents were of utmost importance for the accused to be convicted. So I took this lapse to the notice of the SP, who asked me for a letter explaining my observations,” Suriyamoorthy explains. By this time, the defence counsel had started taking advantage of this lapse, he adds.

SP helps in securing a new prosecutor

SP Georgy George then submitted the letter with his recommendation to change the public prosecutor in the case. “The SP actually submitted it to the district collector and secured the order in a span of 24 hours,” Suriyamoorthy says. Based on this, in 2018, advocate Dhanasekaran was appointed as the prosecutor in the case, replacing advocate Gandhimathi. The new prosecutor and the police then marked all documents and also had to re-examine five witnesses to take the case forward.

Defence moves HC to seek quashing of proceedings

Weeks before the verdict was about to be delivered, another obstacle surfaced after the defence counsel filed a writ petition in the Madras High Court. “They wanted the High Court to intervene and order that [the Mahila Court] was wrong to have re-examined the witnesses and change the prosecutor. We filed a counter for that. The High Court dismissed the petition with stern remarks explaining the seriousness of the case and the casual nature of the petition,” Suriyamoorthy says. This paved the way for smooth conviction by Mahila Court.

Moving forward, Suriyamoorthy expects the defence counsel to file an appeal in the High Court against this. However, he feels confident that the accused will be punished for their crimes. “The accused have been convicted under different sections and punishment has been awarded accordingly. The Mahila Court judge has also ordered that all these punishments will run in parallel. So in the High Court, even if one or two sections get acquitted, the remaining will stay. I am sure that the life term will also stay,” he says.

The Karaikal - Peralam rail link is all set to be restored with the Railway Board according sanction to the detailed estimate for laying the line in this section falling under the limits of Tiruchi Railway Division.

The Railway Board, New Delhi, has sanctioned Rs. 177.69 crore for laying the 23-kilometre new line from Karaikal to Peralam as material modification to the gauge conversion of Tiruchi - Nagore - Karaikal section thereby setting the stage for implementation of the project.

An official communication from the Railway Board sanctioning funds for providing the rail link has already been communicated to the Southern Railway General Manager as well as to the Chief Administrative Officer - Construction, Southern Railway. While sanctioning funds, the Railway Board has specified the department-wise break up of the project cost under which a sizeable chunk of Rs. 136.60 crore is meant for Civil Engineering works. The cost for Signal and Telecommunication works would be Rs. 22.65 crore with Rs. 9.73 crore meant for yard arrangements at Peralam.

A metre gauge line had originally existed from Karaikal to Peralam via Tirunallar till the mid -1980s when the rail services were stopped and the track dismantled. Rail travellers in and around Karaikal region had for long been seeking the restoration of the line via Tirunallar - housing the famous shrine of Lord Saneeswara and attracting devotees from all over the country.

The rail travellers wanted the restoration of the line as it would be a shorter and direct route to Karaikal from Mayiladuthurai and Peralam instead of taking a detour via Tiruvarur, Nagapattinam and Nagore which is the case at present. With the funds having been sanctioned, the preliminary works connected with the project is expected to kick-start soon. Railway officials say tenders for earthwork and bridges would be floated in a couple of months. The line would pass via Tirunallar and Ambagarathur.

The extent of earth that would be required for the project, the number of major and minor bridges along the route besides the number of level crossing gates would all be compiled before floating the tender. The work would be executed by the Southern Railway Construction Organisation which has carried out broad gauge conversion works in the Mayiladuthurai - Tiruvarur - Tiruthuraipoondi - Pattukottai- Karaikudi section.

Officials say land acquisition by and large may not be required for the project as a metre gauge track was already in place from Karaikal to Peralam. The sanction of funds for the project fulfils the long pending demand for the implementation of the project, says V.R. Dhanaseelane, president, Karaikal District Rail Users Welfare Association. The Southern Railway Construction Organisation should try to complete the project in a year as it would pave the way for early rail connectivity to the temple town Tirunallar, he added.

Justices S. Manikumar and Subramonium Prasad refused to entertain the case at the admission stage itself after Additional Government Pleader E. Manoharan told the court that even the Constitution spelt the word as ‘Tamil’ and not ‘Thamizh’. T.S. Sankar, 41, a lawyer from Tiruvannamalai district, filed the PIL petition contending that Thamizh was one of the oldest languages, which had an official status not only in India but also in foreign countries such as Sri Lanka, Malaysia and Singapore.

Madras varsity syndicate nod to consider past experience of teachers

Career advancement scheme benefits for newly appointed teachers of the University of Madras will accrue faster now. The univeristy syndicate, which met on Friday, has approved the decision to take into account the previous experience of the teachers in other universities or colleges for promotions.

The university will add two years to the teachers’ experience and they will be promoted to the next scale of pay. This would also reflect in the retirement benefits.

In 2009, the university decided that such teachers would be eligible for salary arrear benefits for the two years they were entitled to till retirement. The calculations of the amount due was laborious and difficult. The university has dispensed with the arrears disbursement.

Nod for selection panel

The syndicate has approved the decision to allow minority-administered colleges to constitute their own selection committee and include an expert from the university in the panel to appoint the teachers and principals.

A minority college had sought legal intervention as the appointment of principal had been stalled by the university. The syndicate has also decided to constitute a committee to look into the complaints of a section of non-teaching staff who have been overlooked for promotion as their educational qualifications do not comply with the requirements stipulated by the government.

KASARGOD: A top academic has resigned from the Board of Studies of English and Comparative Literature Department in Central University protesting against a circular restricting research to topics of “national priorities”.Meena T Pillai, professor, Institute of English, University of Kerala, said the circular was a “fundamental violation of the spirit of research and academic freedom”.

In her resignation letter, Pillai said the university’s order limited prospective research to select areas which are in accordance with “national priorities” is highly detrimental to the purpose of higher education in public universities, especially at a time when the spirit of education is increasingly being subsumed to the interests of neo-liberalisation, privatisation and corporatisation. “Who will decide what national priorities are?” she said.

Central University of Kerala (CUK) has dismissed the resignation as a “political” stunt. In a “clarification” issued on Thursday, CUK’s Vice Chancellor G Gopa Kumar listed out the “national priorities”. The statement said: “The usage of national priority in the circular means those topics that would benefit the economic, social and technological advancement of the nation and society.The research areas may include latest developments in information and communication technology, nano technology, nano medicine, artificial intelligence, space research, nuclear science, sustainable development, climate change, and organic farming.”

The ‘clarification’ is silent on research topics in art, literature, and humanities.On March 16, Express reported in detail about the circular which asked faculty members to create a ‘shelf of projects’ in accordance with ‘national priorities’ to be given to new research fellows. Several teachers said the circular was issued without the Academic Council discussing it, let alone clearing it.


Justifying the circular, Vice Chancellor G Gopa Kumar said a ‘shelf of project’ would be helpful for the young researchers because “a 25-year-old will not know what the country needs”.He said the circular was issued to ensure researchers did not take up “repetitive and out-dated topics”. He repeated the same in the clarification issued on Thursday. “It (the circular) will never affect the academic freedom of the student community for selecting their research topic.

There are no limits for research works,” the statement said. Several faculty members said the original circular served no particular purpose as the areas listed out by the VC could also have repetitive and out-dated topics.Pillai said the use of the term “national priorities” itself was problematic within academics as it curbed the autonomy of the researcher and compromised the ethics that should form the base of any academic endeavour.

CHENNAI: A section of Madras University staff on Friday observed a one-day token fast on its campus, opposing promotions given to the staff who had not studied through the regular pattern of education, but only through Open University.

Speaking to Express, T Kalidas, president, Madras University Dr Ambedkar SC/ST Employees Association, said, “The Madras University management is giving promotion to staff, who have studied through Open University, not through the regular pattern of classes X, XI and XII.

“There are 24 staff in the university, who fall under this category. We oppose the move because it is against the order of the Supreme Court and Syndicate and also a State Government Order.”

“As per the Supreme Court order, these staff are not eligible for promotions. They should remain in the same post. We have also submitted our demands to the management,” Kalidas added.


M Maya Kannan, a Section Officer, said, “Based on the Supreme Court order, the State government issued a Government Order in 2011, against promoting those who had not studied through regular pattern. But in 2014, the university management promoted Assistant Section Officers (ASO), who had not studied in classes X, XI and XII, to Section Officers (SO).”

BENGALURU: The Rajiv Gandhi University of Health Sciences (RGUHS), Bengaluru, has recorded the highest pass percentage in the past five years. The overall pass percentage for the academic year 2018-19 is 81.11%. In 2017-18, the overall pass percentage was 70.44%. This year, over 37,670 candidates appeared for various undergraduate, postgraduate and other para clinical courses, of who 30,556 candidates cleared the exams.

At the 21st annual convocation scheduled to be held on March 26, more than 90 candidates will receive their convocation certificates on stage.Dr Sachidanand, vice-chancellor, RGUHS, said, “Governor and Chancellor Vajubai Vala will hand over convocation certificates to the students, and Prof CNR Rao will deliver the convocation address.”

Among the rankholders and gold medal winners, there are more candidates from private medical colleges compared to government-run colleges. Asked about it, Sachidanand said, “The university does not discriminate between private and government colleges. The only reason there are few students from government colleges is because the number of government-run medical colleges is also few.”

Allow diabetics to carry insulin into examination hall: HC

The Madurai Bench of the Madras High Court on Thursday directed the Centre and the State to issue circulars permitting type I diabetic patients to carry water, snacks, insulin pen and glucose monitors to examination hall.

A Division Bench of Justices N. Kirubakaran and S.S. Sundar observed that the patients should be allowed to carry insulin pen, glucose monitors, sugar tablets, chocolates, candies and fruits such as apple, orange, along with water into examination hall. Also, they should be allowed to go to toilet as and when required, the court said. The court sought the report and adjourned the case to April 4.

Taking cognisance of the fact that a sizeable population of Indians were affected by type I diabetes, the court sought a report from the Centre and State on the statistics. The court also asked whether medical camps were being held, especially in schools, to detect if children were affected.

If there were sufficient number of diabetologists engaged at rural level and asked if the Central had any proposal to include type I diabetic patients under Persons with Disabilities (Equal Opportunities, Protection of Rights & Full Participation) Act, 1995 so that they could enjoy the benefits of the Act.

Dhinakaran releases AMMK manifesto, says party will ensure formation of secular front at Centre

CHENNAI: Amma Makkal Munnetra Kazhagam deputy general secretary T T V Dhinakaran, who released party’s election manifesto for the Lok Sabha elections as well as for the 18 assembly bypoll segments on Friday, said AMMK will extend support to a secular front to form the government at the Centre.

He said people are keen to have a change in government, both at the Centre and in the Tamil Nadu. "In 2014, people wanted a change after being fed up with a Congress-led government at the Centre for 10 years. They voted for the BJP. Now, they again want a change, not only at the Centre, but also the state which facing a mini-assembly election. Only regional parties like AMMK will be able to take care of the interests of the state," Dhinakaran said.

"Our support at the Centre will be for a secular party/front. It need not be Congress alone. Even Mamata Banerjee and Mayawati are secular leaders. AMMK MPs, who will be elected with the support of the people of Tamil Nadu, will ensure the formation of secular front coming to power at the Centre," he said.

In its manifesto, the party listed agriculture and water management, as well as linking of rivers as it's priority focus areas. "No industry that impacts agriculture or environment will never be allowed. Cauvery Delta will be declared as protected agriculture zone. Projects like methane extraction or hydrocarbon or gas pipelines will never be allowed to come up in that region" Dhinakaran said.

VIT's second international conference on power and advanced computing begins

CHENNAI: The second annual international conference on Innovations in Power and Advanced Computing Technologies (i-Pact’19) began at Vellore Institute of Technology on Friday.
The two-day conference was inaugurated by Kailash Sharma, vice-president of Schneider Electric, Bengaluru.

More than 800 papers in the areas of power and advanced computing technologies were submitted and 400 among them were selected for presentation, said a press release.

The presentation was aimed at creating a platform for exchange of ideas among the participating delegates apart from entrepreneurs from all over the world.

More than 320 students, faculty and researchers from the United States, Japan, Egypt, South Africa, Sri Lanka, Malaysia and Singapore took part in the conference, the release added.

G Viswanathan, founder and chancellor of VIT, in his presidential address, pointed out that India stood third globally in power generation, yet there were several places that witnessed power scarcity.

"Developed nations should share their surplus power with those countries experiencing deficient power supply," he added.

5,970 TN lawyers suspended for non-payment of fee

Chennai: The Bar Council of India on Thursday suspended 5,970 advocates from practising law till they pay the pending subscription fee of the Advocates Welfare Fund (AWF).
All the suspended lawyers have at least 25 years of practice behind them.

The Advocates Welfare Fund (BCI) Committee has resorted to issuing several notices and warnings to the lawyers asking them to clear the dues to avoid such action.

The Supreme Court has made it clear that lawyers who do not subscribe to the fund cannot be permitted to practise before any court in the country. As per Rule 40, Chapter-II, Part VI of the Bar Council of India Rules, every person who enrols as an advocate is mandated to subscribe to the Advocates Welfare Fund (BCI). It must be renewed every three years. From 1993, the subscription was converted to lifetime and was collected mandatorily during enrolment.

However, advocates who enrolled before 1993, continue to pay the subscription on a yearly basis. As the number of defaulting advocates were found to be over 7,000, last November, the bar council issued notice to all the defaulting lawyers and published the list on the official website of the state bar council.

Despite the notices and warnings, 5,970 advocates failed to make the pending payments within the stipulated time, inviting suspension.

On March 21, the Advocates Welfare Fund committee passed a resolution unanimously suspending the defaulting lawyers. Subsequently, through a communication dated March 23, C Raja Kumar, secretary to the Bar Council of Tamil Nadu and Puducherry, informed the suspension officially.

“It is hereby informed that the Advocates Welfare (BCI) committee has suspended the right of practice of 5,970 advocates in any court, tribunal or other authority till the payment of subscription under Rule 40, Part VI Chapter II of the Bar Council of India Rules vide Resolution No 242/2019 dated March 22,” the communication said.

Man accidentally shoots himself after throwing gun at cockroach to kill it

A man accidentally shot himself after he threw his gun at a cockroach in an attempt to squash the insect. The unnamed 50-year-old man told police in Detroit, US that he tried to kill the bug by throwing a shoe at it, only for a revolver hidden inside to go off and send a bullet flying in his direction. The man’s gun fell out and fired, striking him in the foot. Authorities said the man was taken to a local hospital and is in stable condition following the incident. It is unclear whether he ended up successfully squashing the cockroach or not. This is not the first time that Detroit has seen an injury caused by someone who went to extreme lengths to kill an insect. Two years ago, a man was badly burned after he tried to light bedbugs on fire in his apartment. He doused his infested furniture with alcohol and lit a cigarette, which he used to try to burn one of the tiny bugs, but he ended up burning the couch and himself.

Facebook left hundreds of millions of user passwords readable by its employees for years, the company acknowledged on Thursday after a security researcher exposed the lapse. By storing passwords in readable plain text, Facebook violated fundamental computer-security practices that call for websites to save passwords in a scrambled form.

Facebook said there is no evidence its employees abused access to this data. But thousands of employees could have searched them. The company said the passwords were stored on internal company servers, where no outsiders could access them. Even so, some privacy experts suggested that users change their Facebook passwords. The incident reveals yet another huge and basic oversight at a company that insists it is a responsible guardian for the personal data of its 2.3 billion users worldwide.

The security blog Krebs-OnSecurity said Facebook may have left the passwords of some 600 million users vulnerable. In a blog post, Facebook said it will likely notify “hundreds of millions” of Facebook Lite users, millions of Facebook users and tens of thousands of Instagram users that their passwords were stored in plain text.

Last week, Facebook CEO Mark Zuckerberg touted a new “privacy-focused vision” for the social network that would emphasize private communication over public sharing. The fact that the company couldn’t manage to do something as simple as encrypting passwords, however, raises questions about its ability to manage more complex encryption issues — such in messaging — flawlessly. Facebook said it discovered the problem in January. But security researcher Brian Krebs wrote that in some cases the passwords had been stored in plain text since 2012. AP

Ola’s licence suspended for 6 months in Karnataka

In a move that could affect thousands of cab users and drivers across Karnataka, the state’s transport department has suspended Ola’s cab aggregator licence for six months, effective Friday night.

This means the Bengalurubased app-based aggregator will not be able to operate any of its services —cars, autos and bikes — across Karnataka for the next six months. While Ola continued to operate its services, there were comparatively fewer vehicles in the city on Friday. Till late evening, cabs were still available on the app.

In Karnataka, Ola operates fleet in Bengaluru, Mysuru, Mangaluru, Hubballi, Ballari, Belagavi and Kalaburagi. In 2016, Ola obtained the aggregator licence valid till June 19, 2021.

Calling the government notification “unfortunate,” Ola, in astatement, said, “Despite other companies continuing to operate illegally, we halted our bike taxi experiment weeks ago. Instead, we sought the state’s cooperation to develop a legal framework for a pilot project. We look forward to addressing these concerns directly.”

The government’s move came after Ola operated bike taxis in Bengaluru without taking permission from the department and several taxi drivers associations petitioned the department to take action against the firm. The state transport authority (STA) issued a notice on March 18 to ANI Technologies, which operates Ola cabs, to say the aggregator had violated the Karnataka On-demand Transportation Technology Aggregator Rules, 2016.

“The licence will be suspended for six months under Section 11(1) of the aggregator rules. We have asked them to suspend their services from Friday and surrender the licence,” said transport commissioner VP Ikkeri.

The University Grants Commission’s (UGC) decision to reduce the number of days for orientation and refresher courses offered by the human resource development centre (HRDC) across the country has not been received well by college teachers.

The new draft guideline released by UGC on Tuesday suggested reducing the 28-day long refresher course to 18 days and 21-day course to 14 days. The UGC sought the opinion of stakeholders to approve the guidelines. The human resource development centre has to plan, organize, implement, monitor and evaluate induction and orientation programmes for newly appointed college and university lecturers within the jurisdiction of one or more universities in a state.

There are 66 human resource development centres in the country of which four are in Tamil Nadu, offering periodic courses for young teachers that are mandatory for career advancement.

“Unlike school teachers, college teachers are taught teaching pedagogy as they directly enter the classrooms after their research for post-graduation. Such a refresher course enhances their ability to handle students and upgrade their knowledge,” said M Selvam, advisor of teachers association of Bharathidasan university (BDU).

Former president of association of university teachers K Pandiyan said, “Not only did UGC reduce the funding by limiting it to only few courses every year, it also made it mandatory for career advancement for teachers.”

Clarifying on the same, S Senthilnathan, director of HRDC run by BDU said, “UGC gives funding for a discipline once a year. But the fact is that there is an overwhelming number of teachers seeking to attend such courses. Such courses are run on self-financing mode with a meagre fee. This is done considering the welfare of teachers.”

Teacher held for sexually assaulting her male students

A 32-year old teacher of a government school who had sexually assaulted some of her students for the past three years has been arrested and remanded by Arani all-women police. The woman, who used to lure the boys promising to buy them gadgets such as mobile phones, had sexually assaulted them on several occasions in the school and at home during tuition. She had sometimes even taken them to secluded spots and allegedly captured pictures and videos of their intimate moments.

A senior police officer said, Umesh Kumar, 37, a government school teacher was married to Nithya, 32, another government school teacher, 13 years ago and they were living with their 5-year-old child in Tiruvannamalai district.

In January, Umesh got to check his wife’s mobile phone when she threw it on the floor following a quarrel and was shocked to find photos and videos of her in compromising positions with her students. After transferring the evidence, he lodged a complaint with the Arani AWPS.

However, the then woman inspector refused to register a case without the intervention of District Child Protection Unit (DCPU) officials. On advise by a police officer, Umesh lodged a petition with the Tiruvannamalai collector in January. Based on the petition, the collector directed the DCPU officials to conduct an inquiry.

Speaking to TOI, Mythili, inspector of Arani AWPS, said, “DCPU has taken the photos and videos as evidence and conducted enquiry with some students and alumnus of Pudhu Palayam, Paiyur and Mammandoor government higher secondary schools where Nitya worked as English teacher from 2014 till date.” Some victims said Nitya used to target boys aged 15 to 17 (Classes X, XI and XII) luring them saying she would buy them cell phones, had sexually assaulted them on the school premises, at her home tuition and by taking them to lonely spots.

Based on a complaint by the DCPU, the Arani all-women police arrested Nitya and in her statement she confessed to sexually assaulting a Class X student while working at the Paiyur school near Arani in 2016 and a Class XII boy while working at the Pudhupalayam school at Chengam in 2017.

“We have registered a case under Sections 10 and 14 of Pocso act and remanded her in the Vellore special prison for women after producing her before the Tiruvannamalai fast track mahila court judge on Wednesday night. As we suspect more students may have fallen prey to her, we plan to conduct a fresh probe,” Mythili said.
