கள்ளநோட்டு என அறியாமல் வைத்திருந்தால் குற்றமில்லை



மும்பை:'கள்ளநோட்டு என அறியாமல் கரன்சி நோட்டுகளை வைத்திருப்பது குற்றமல்ல' என, மும்பை உயர் நீதிமன்றம் உத்தரவிட்டுள்ளது.மும்பையை சேர்ந்த ஒருவர், வங்கியில் செலுத்திய கரன்சி நோட்டுகள், சிலவற்றில் கள்ள நோட்டுகள் இருந்தன. இதனால் அவர் மீது வழக்கு தொடரப்பட்டது.விசாரணை நீதிமன்றம் அவருக்கு, ஐந்தாண்டு சிறை தண்டனை விதித்தது.

இதை எதிர்த்து, பாதிக்கப்பட்ட நபர், மும்பை உயர் நீதிமன்றத்தில் தொடர்ந்த வழக்கு, நீதிபதி அனுஜா பிரபுதேசாய் முன்னிலையில் நேற்று விசாரணைக்கு வந்தது.

நீதிபதி தன் தீர்ப்பில் கூறியதாவது:கள்ளநோட்டு வைத்திருந்த நபருக்கு, ஐந்தாண்டு சிறை தண்டனை விதிக்கப்பட்டுள்ளது சரியல்ல. தன் கையில் இருக்கும் நோட்டுகளில், சில கள்ளநோட்டுகளும் உள்ளன என்பதை அவர் அறியாத நிலையில், அவரை குற்றவாளியாக கருத முடியாது.

வங்கியில் அவர் செலுத்திய நோட்டுகள் கள்ள நோட்டுகள் என, வங்கியில் தெரிவித்த பிறகும் அவர் தப்பி ஓடவில்லை என்பதால், அந்த கள்ளநோட்டை அவர் வேண்டுமென்றே வைத்திருக்கவில்லை என்பது புலனாகிறது. எனவே, அவருக்கு விதிக்கப்பட்ட தண்டனையை ரத்து செய்கிறேன்.இவ்வாறு, நீதிபதி அனுஜா உத்தரவிட்டார்.

Rare honour for AU V-C

Vice-Chancellor of Andhra University G.S.N. Raju is accompanying President of India Pranab Mukherjee on a tour to Sweden from May 30 to June 5.

It is for the first time that a Vice-Chancellor of AU is made a member of President’s delegation on a foreign tour.

New VC takes over at Annamalai University

S. Manian has assumed charge as Vice-Chancellor of Annamalai University.

Dr. Manian, former head of Department of Botany, Bharathiar University, takes over from Shiv Das Meena, senior bureaucrat who was appointed Administrator after the Government took over the controversy-mired university in 2013.

Dr. Manian, with over 18 years experience as professor, was previously head of the Department of Botany, Bharathiar University where he is credited with launching an MSc bio-informatics course. The new Vice-Chancellor’s mandate would include bringing in probity in administration, especially in financial management.

Annamalai University had been in the doldrums when the Government decided to take over the institution and appointed an administrator after passing the Annamalai University Act, 2013.

Over 1,000 student visas processed at US embassy

Since May of 2014, the consular section at U.S. Consulate General of Chennai has processed over 25,000 student visas.

Father-in-law kisses girl, bride returns baraat

KANPUR: A band, baja and baraat went empty handed after the bride refused to marry the bridegroom on moral grounds when her would be father-in-law kissed her cousin.

The incident took place in Farrukhabad district in Kanpur.

The marriage of Ruchi, daughter of Parmeshwari Dayal from Nagla Khairband village in Farrukhabad, was fixed with Rajesh, son of Baburam from Nehru Nagar of Jaithara in Etah.

On the wedding day, the baraat reached Nagla Khairband village. All was well till the time of 'jaimal' ceremony when the bride's cousin Anita (name changed), who had come from Nagla Bhamrasa village of the district, also sharing the stage with her sister, was kissed by the groom's father Baburam even as the bride and her family looked on in deep disapproval.

Piqued at his behaviour, Ruchi refused to marry and ordered the marriage party to return immediately. Sensing seriousness of the situation, Rajesh's father apologised to the girl and her parents publicly. But Ruchi refused to give in. Ruchi's mother, who also rushed from Etah, tried to pacify her but she refused to budge citing moral reasons.

Later, the bridegroom and his father were confined to an enclosure by the girl's side and police were informed. While narrating the incident on phone, bride's cousin Brijesh Kumar said that the wedding party was allowed to return to Etah only after it agreed to return the gifts and reimburse the expenses amounting to Rs 27,900 incurred by the family of the girl on marriage arrangements.

The groom's family returned the gifts and paid the money to the bride's family for the expenses incurred, the police said. "Though police assistance was sought, the matter was resolved mutually by both the sides," said SHO Kotwali RP Yadav.

For child's higher education, Tamil Nadu parents offer to sell their organs

"I want sell my kidney. I am a 37-year-old married woman ... I have no money for my son's studies and I have family problems. So can you help me sir? It's very urgent ... My blood group is B positive,'' says an email sent to transplant surgeons in Chennai on May 25.

Anyone caught buying or selling organs can be jailed for up to seven years, with or without a fine of Rs 20,000, according to the Transplant of Human Organs Act and Rules, 1994.

But desperation, more than ignorance, is driving many people to break the law, especially during the college admission season.

Dr Sunil Shroff, who heads MOHAN Foundation, a non-government organization that campaigns for cadaver donations, says the emails are a new trend.

"Higher education is so expensive and parents get desperate. These are people who are not illiterate or very poor. Earlier most people who offered to sell organs (through middlemen) were below poverty line, trying to repay loans or marry off their daughters," he said.

These mails, doctors say, will subside once the college admissions are over, but people may continue to email them for other reasons.

They leave phone numbers and expect a call. Like this one received by organ registry: "Sir, I like to sell my kidney to anyone because of my family situation. Feel free to contact 09*********.

Some transplant surgeons say they dread to think what would happen if these people contact organ brokers.

Officials at the state transplant registry say that they have been receiving at least one email every two days regarding organ sale.

"We call and counsel every person who mails us. We tell them it is illegal to offer organs for sale. We also talk to them about the medical complications," says Dr J Amalorpavanathan, who heads the state cadaver transplant authority.

As a long term plan, the authority is planning a series of awareness programmes on benefits of cadaver donations and the need to stop trafficking. The state authority will also network with NGOs, doctors, hospitals and police to stop the illegal trade.

"People approach brokers only when the organ isn't available. Once we increase cadaver donations, people will not go to the black market. It's a long process, but an achievable one," he said.

JIPMER gets over one lakh applications from MBBS aspirants

An unprecedented 1,37,435 applications have been received for the All India Entrance Exam for admission to 150 seats in the MBBS course at the Jawaharlal Institute of Post graduate Medical Education and Research (JIPMER) this year, which will be held on June 7.

The All India Entrance Exam for admission to Post Graduate (MD and MS) courses will be conducted on May 31.

Addressing a press conference on Wednesday, Dr. Subhash Chandra Parija, Director, JIPMER, said this is the first time that received applications have crossed the 1 lakh mark.

Boom in sales

“We are seeing a tremendous boom in number of applications for MBBS seats. This is not just in JIPMER. Our colleagues in the All India Institute of Medical Sciences New Delhi, and other institutes have reported the same,” said Dr. Parija.

Last year, over 93,000 candidates had taken the MBBS entrance exam in 360 centres in 36 cities, while this year, the MBBS entrance exam will be held in 581centres in 75 cities across India. Around 2,559 applications have been received from Puducherry.

On being asked about plans to increase intake in view of the large number of applicants, Dr. Parija said that JIPMER has many priorities apart from its MBBS course, like increasing focus on kidney and bone marrow transplants.

He added that infrastructure and manpower would also be crucial factors in increasing intake. Dr. Mahadevan Subramanian, Dean Academic, JIPMER said that the institute wanted to increase focus on offering specialisation courses.

Seat increase in PG courses

A total of 18,527 applications were received for the PG courses. From this year, there will be twice-a-year intakes (January and July) for PG courses, and the seats have been increased from 165 to 200. The PG entrance exam will be held in 86 centres in 30 cities. A new course, MD in Emergency Medicine, with 5 seats was introduced last year.

Low chance of fraudulent practices

Like last year, the 2 and half hour exam will be a computer-based or online test (single shift).

The online mode of exam helps in avoiding errors, said Dr. Subramanian. This year the English component of the exam has been split as logic and quantitative reasoning (10 questions) and English and comprehension (10 questions).

He added that collection of biometric data and taking of photographs have ensured that chances of fraudulent practices and impersonation are low.

“Mobile phone jammers will be installed at the exam venues. Apart from biometric data, we also take thumbprints of candidates.

We also have handwriting experts who examine the address entry written by candidates,” said Dr. Subramanian.

One case from 2006 and another from 2010 of fraudulent practices are currently in court, he added.

Results on June 15

Results for the MBBS course is expected to be declared on June 15, and counselling for the same will commence from June 22.

Results for the post graduate courses are expected to be declared on June 5, and counselling will commence from June 17.

Classes for all the courses will begin on July 1.
