சென்னை:'அரசு ஊழியர்களின், பொது சேம நல நிதியான - ஜி.பி.எப்., தொடர்பான, அனைத்து நடவடிக்கைகளும், 'ஆன்லைனில்' மட்டுமே மேற்கொள்ளப்படும்' என, இந்திய தணிக்கை மற்றும் கணக்குத் துறை அறிவித்துள்ளது.

சென்னையில் மெட்ரோ ரயில் சேவையை முதல்வர் ஜெயலலிதா தொடக்கிவைக்க எந்தத் தடையும் இல்லை என்று தமிழக தலைமைத் தேர்தல் அதிகாரி சந்தீப் சக்சேனா தெரிவித்தார்.

சென்னையில் மெட்ரோ ரயில் சேவையை முதல்வர் ஜெயலலிதா தலைமைச் செயலகத்தில் வரும் திங்கள்கிழமை தொடக்கிவைக்க இருப்பதாக செய்திகள் வெளியாகியுள்ளன. ஆர்.கே.நகர் இடைத் தேர்தல் வாக்குப் பதிவு முடிந்து, வாக்கு எண்ணிக்கை ஜூன 30-இல் நடைபெறவுள்ள நிலையில், புதிய திட்டத்தை முதல்வராகவும், தொகுதியின் வேட்பாளராகவும் உள்ள ஜெயலலிதா தொடங்கி வைக்கலாமா என்ற கேள்வி எழுந்தது.

இதுகுறித்து, சனிக்கிழமை விளக்கமளித்த தமிழக தலைமைத் தேர்தல் அதிகாரி சந்தீப் சக்சேனா, "மெட்ரோ ரயில் சேவையை தொடங்கி வைப்பது குறித்து தேர்தல் ஆணையத்திடம் விளக்கம் கோரப்பட்டது. அந்தச் சேவையை தொடங்கி வைப்பதில் எந்தத் தடையும் இல்லை என விளக்கம் அளிக்கப்பட்டுள்ளது' என்றார்.

இதனிடையே, மெட்ரோ ரயில் சேவையை முதல்வர் ஜெயலலிதா தொடக்கி வைப்பது குறித்த அதிகாரப்பூர்வ அறிவிப்பு ஏதும் தமிழக அரசிடமிருந்து வெளியாகவில்லை என்பது குறிப்பிடத்தக்கது.

Sack government servants indulging in malpractice, says High Court

Directs a woman employee to pay Rs. 25,000 as costs to an orphanage

Government servants found to have indulged in grave malpractice during departmental examinations, conducted for promotion to higher posts, should be sacked from service, the Madras High Court Bench here has observed.

Disposing of two writ petitions filed by a woman employee whose annual increment was stopped for lifting key answers from the computer of her superior officer, Justice S. Vaidyanathan said: “The punishment imposed is very meagre. The petitioner should have been sent out of employment.”

The judge said that the petitioner was appointed temporarily as a Junior Assistant at the Sub-Treasury in Theni district in 2003. She cleared Group-IV services examination conducted by Tamil Nadu Public Service Commission in 2009 and got appointed as permanent Junior Assistant in 2010.

In December 2010, she sat for an Account Test for Subordinate Officers to get promoted to the post of Accountant and scored centum. This raised a suspicion leading to multiple enquiries which revealed that her answer script contained all key answers prepared by her superior officer.

Even as the enquiries were under way, she sat for the examination conducted in 2011 and cleared it. Subsequently, on November 29, 2012, the Finance Secretary issued a Government Order withholding her annual increment for one year for the malpractice committed in 2010.

The G.O. was followed by an order issued by the TNPSC on January 29, 2013 debarring her from appearing in any examinations conducted by it for five years with effect from August 24, 2012 when the commission took the decision.

The petitioner had challenged the G.O. and TNPSC’s order on the ground that they amounted to double jeopardy. However, the judge held that the punishment imposed by her department had nothing to do with an independent decision taken by the commission. Mr. Justice Vaidyanathan, nevertheless, ordered that the petitioner should be promoted as Accountant since she had cleared the examination in 2011 and the TNPSC had “wrongly worded” its order stating that she was being debarred only from August 24, 2012.

“The wrong wording of the respondent commission reminds me of a Latin maxim Qui non prohibet quod prohibere potest, assentire videtur meaning he who does not prohibit when he is able to prohibit is in fault. It should have been worded that the debarment starts with effect from 2010,” he said.

Holding that the petitioner could not be allowed to go scot-free due to the mistake committed by the commission, the judge directed her to pay Rs. 25,000 to Muslim Orphanage Committee in Tirunelveli and ordered that she should not be posted in sensitive posts as there was every possibility of her tampering with official records.

HC Bench issues notice to two deemed universities for not offering seats to candidates from HK

The Gulbarga Bench of the Karnataka High Court has issued notices to two deemed universities asking them why had have not offered seats to candidates from Hyderabad Karnataka.

Justice H. Billappa issued emergent notice to Nitte University and KLE University asking them to be present in court in five days from the date of receiving the notice. Hand summons were issued to Nitte University on June 25 and KLE on June 26, petitioner Rajrajeshwari Shankareppa Patil told The Hindu.She hails from Atiwal in Bidar taluk.

Ashok Kumar, advocate for the petitioner, said all institutions, be they government, semi-government, aided or private, including deemed universities and those run by NGOs and cooperatives, had to provide regional reservation under Article 371(J) of the Constitution.

Rajrajeshwari got 2277th rank in the test conducted by Nitte University and 2715th rank in KLE University’s examinations.

However, she found that the two deemed universities had not included HK quota in their seat matrix.

Her father Shankareppa Patil, a farmer, had brought this to the notice of Minister of State for Medical Education Sharanprakash Patil.

“Before going to the Minister, we requested the college authorities and they said they were waiting for clarity on the issue, as some people had approached the courts against HK quota, Mr. Shankareppa said. Our lawyer told them the quota was mandatory, but they did not heed to our demands. That is why we had to file a writ petition in the High Court,” he said. The order was issued on June 22.

UGC panel probing plagiarism charge against Pondy VC

PUDUCHERRY: A three-member committee set up by the University Grants Commission is probing allegation of plagiarism against Pondicherry University vice-chancellor Chandra Krishnamurthy following a direction from the Union human resource ministry.

While former vice-chancellor of Central University of Punjab Jai Rup Singh is the chairman of the committee, former director of Indian Law Institute K N Chandersekharan Pillai and former secretary (home ministry) Nita Chowdhary are the members.

According to an RTI reply, the HRD ministry in its note (a copy of which is available with TOI) to the UGC said the Pondicherry University Teachers' Association (Puta) had charged that Chandra plagiarized her book 'Legal Education in India'. The ministry sent a copy of the book with results of a check by Turnitin (a software used for "originality check" of books, PhD and MPhil thesis).

The ministry also said there were charges that Chandra plagiarized her PhD thesis titled, 'Conceptual and interpretative analysis of educational rights in minority in the constitution', submitted to University of Mumbai University.

When contacted, Jai Rup Singh said the committee has begun the probe and has not submitted its final report. "There is a specific issue raised in the complaint. The committee will probe into the issue as per the terms and conditions set by the UGC," Singh said. Chandra was not available for comments despite repeated attempts.

Nursing scam: PoE suspended


KOCHI: Protector of Emigrants (PoE), Kochi, L Adolphus — the first accused in nursing recruitment scam involving four agencies — has been suspended from service. An official order to this effect has been issued by the protector general of emigrants, Delhi, said CBI sources.

Adolphus was arrested by the Central Bureau of Investigation for his role in the multi-crore recruitment scam on June 15. He is currently in judicial custody. "The official was disqualified as PoE after his arrest. He will be in custody for three more days," said CBI sources.

If a government servant is detained in custody for a period exceeding 48 hours, he is deemed to have been placed under suspension by an order of the appointing authority with effect from the date of detention.

After his arrest, a senior official with the Kochi office is handling the post. Officials at the PoE office said they have not received any order regarding the appointment of a new person to head the post. Adolphus' role in the scam was revealed after income tax department raided the office of Al Zarafa Travel and Manpower Consultants run by a Kottayam native M V Varghese alias Uthup.

Income tax officials had seized unaccounted money to the tune of Rs 4.88 core from Al Zarafa's office. The agency had collected Rs 20 lakh each from job aspirants though the permitted service charge was Rs19,000.

A CBI inquiry proved that the firm had illegally collected money from nurses with the knowledge of Adolphus. CBI later arraigned him as the first accused in connection with similar illegal recruitments conducted by three more agencies — Pan Asian Tours and Travels, Mathew International and J K International. Though CBI had found Adolphus guilty, he was allowed to continue in his post. Emigration initiated action to suspend the official only after his arrest.
