தமிழகத்தில் முதன் முறையாக வண்டலூரில் 6 வழிப்பாதை உயர்நிலை மேம்பாலம்: ரூ.55 கோடியில் அமைக்கப்படுகிறது; 2018-ல் பயன்பாட்டுக்கு வரும்

வண்டலூரில் ஏற்படும் போக்கு வரத்து நெரிசலுக்கு நிரந்தரத் தீர்வு காணும் வகையில், தமிழ கத்திலேயே முதன்முறையாக ரூ.55 கோடியில் 6 வழிப்பாதைகள் கொண்ட உயர்நிலை மேம்பாலம் அமைக்கும் பணி தீவிரமாக நடைபெற்று வருகிறது.

சென்னையை அடுத்த பெருங்களத்தூர் முதல் திருச்சி வரை செல்லும் தேசிய நெடுஞ்சாலை (என்.எச்-45) தமிழகத்தின் மத்திய மற்றும் தென் மாவட்டங்களை இணைக்கும் பிரதான நெடுஞ் சாலையாக விளங்குகிறது. தினசரி பல்லாயிரக்கணக்கான வாக னங்கள் இந்த தேசிய நெடுஞ் சாலையை பயன்படுத்துகின்றன.

எனினும், வண்டலூர் முதல் செங்கல்பட்டு வரை உள்ள பகுதிகளில் தினசரி குறைந்தது ஒரு வாகன விபத்து ஏற்படுகிறது. இந்த விபத்துகளில் கடந்த சில ஆண்டுகளில் 30-க்கும் மேற்பட்டோர் பலியாகி உள்ளனர். வாகனங்கள் மோதலால், அடிக்கடி போக்குவரத்தும் ஸ்தம்பிக்கிறது.

பொதுமக்கள் சாலையை கடப்பதற்காக ஆங்காங்கே அமைக் கப்பட்டுள்ள சிக்னல்களால், சீரான போக்குவரத்து இல்லாமல் நெரிசல் அதிகரிக்கிறது. குறிப்பாக பெருங்களத்தூர், வண்டலூர், கூடுவாஞ்சேரி ஆகிய இடங்களில் வாகனங்கள் பல மணி நேரம் காத்திருக்க வேண்டியுள்ளது.

இதற்குத் தீர்வாக வண்டலூர் சந்திப்பில் ரூ.55 கோடியில் உயர் நிலை மேம்பாலம் அமைக்கப்படும் என சட்டப்பேரவையில் முதல்வர் அறிவித்தார். இதைத் தொடர்ந்து கள ஆய்வுகள் மேற்கொள்ளப்பட்டு தற்போது 6 வழிப்பாதையுடன் கூடிய உயர்நிலை மேம்பாலம் அமைக்கும் பணி தொடங்கி நடைபெற்று வருகிறது.

வண்டலூர் முதல் ஊரப்பாக்கம் மற்றும் கிளம்பாக்கம் வரை சாலையை விரிவாக்கம் செய்யும் பணிகள் முழுவீச்சில் நடைபெறு கின்றன. மேம்பாலம் கட்டுவதற்கு இடையூறு ஏற்படாமல் இருக்க இந்த விரிவாக்கப் பணி மேற்கொள்ளப்படுகிறது. முதல் கட்டமாக சாலையை சமன்படுத்தும் பணி நடைபெறுகிறது.

இதுகுறித்து நெடுஞ்சாலைத் துறை அதிகாரிகள் கூறியதாவது: வண்டலூர் - கேளம்பாக்கம் சந்திப்பில் ரூ.55 கோடியில் மேம் பாலம் அமைக்கும் பணி தொடங்கி உள்ளது. மேம்பாலம் 6 வழிகளைக் கொண்டதாக அமைக்கப்படும். மேம்பாலத்தின் நீளம் 700 மீட்டர், அகலம் 24 மீட்டர் மற்றும் தற்போதைய சாலையின் நடுவே 9 தூண்கள் அமைக்கப்படும். இந்த மேம்பாலம் 2018-ல் பயன்பாட்டுக்கு வரும் வகையில் பணிகள் தீவிரப் படுத்தப்பட்டுள்ளன. போக்குவரத்து நெரிசலுக்கு முதலில் தீர்வு காணும் வகையில், தற்போது வண்டலூர் சந்திப்பு முதல் ஊரப்பாக்கம் வரை சாலை அகலப்படுத்தப்படு கிறது.

தமிழகத்தில் வேறு எங்கும் 6 வழிப்பாதையாக உயர்நிலை மேம்பாலம் இதுவரை அமைக்கப் படவில்லை என்று அதிகாரிகள் தெரிவித்தனர். மேம்பாலம் கட்டும் பணியை மேற்கொண்டுள்ள மதுரையைச் சேர்ந்த தனியார் நிறுவனத்தின் அதிகாரிகள், ‘2 ஆண்டுகளுக்குள் பணிகளை முடிக்க அரசு தரப்பில் இலக்கு நிர்ணயிக்கப்பட்டுள்ளது. எனினும், அடுத்த ஆண்டு இறுதிக்குள் நிறை வடையும் வகையில் பணிகள் முழுவீச்சில் முடுக்கிவிடப்பட்டுள் ளன’ என்று தெரிவித்தனர்.

G.O. comes to rescue of Good Samaritans

In order to encourage more people to come forward to help people injured in road accidents, the Tamil Nadu government has issued directions that Good Samaritans or bystanders in case of road accidents shall not be liable for any civil or criminal liability or be coerced into revealing their names or personal information.

The State government on Friday issued directions with regard to protection of Good Samaritans or bystanders especially in road accidents in a G.O.

The Central government had earlier issued such directions based on an order of the Supreme Court.

As per the directions, Good Samaritans or bystanders, including an eyewitness of a road accident, “may take an injured person to the nearest hospital, and…should be allowed to leave immediately, except after furnishing address by the eyewitness only and no question shall be asked to such bystander or the Good Samaritan”.

The order also makes it clear that lack of response by a doctor in an emergency situation in road accident cases, where he or she is required to provide care, will constitute “professional misconduct” under Chapter 7 of the Indian Medical Council Regulation, 2002, and disciplinary action shall be taken against such doctor under Chapter 8.

Says those who come forward to help the injured in road accidents should not be harassed or intimidated

 Tainted Indian doc made WMA President 

59-year-old tainted Indian doctor Ketan Desai took over as the President of World Medical Association (WMA) on Friday. Even as he faces legal cases in India, a massive delegation of hundred doctors applauded cheerily as Desai took on the dias at Taipei in Taiwan.

Ironically, in his inaugural speech at WMA, Desai identified himself as a 'committed educational reformist,' and talked about how he was instrumental in putting tough medical regulations in place.
 
In a case filed in New Delhi in 2010, Desai faced corruption charges for allegedly accepting a bribe of Rs2 crore from a medical college.

"There is only one case pending against Dr Desai at the moment in Delhi, over which the Supreme Court has issued a stay order," said Dr KK Agarwal, Incoming President of Indian Medical Association, New Delhi told DNA.

The hearings in the New Delhi case against Desai, however, are ongoing. SC has set the next date for the hearing on November 4 and has mandated that he be personally present for each hearing.

Doctors' community in India are vehemently opposing Desai's selection. "Desai was caught red-handed accepting bribe, along with the middleman by the CBI in the case of Gian Sagar Medical College in Rajpura, Punjab, where Desai had sanctioned increase of hundred seats. He was also jailed in the case. He has yet not been absolved of his charges. They are pending in the court. To make him the President of WMA gives a very wrong impression of Indian doctors to the world," said Dr Gurinder Grewal, President, Punjab Medical Council.

Interestingly, promoter of Gian Sagar Medical College and owner of Pearl Group, Nirmal Singh Bhangoo is currently behind bars over Rs45,000 crore scam for duping investors.

Following allegations, MCI had ordered state-body of Gujarat Medical Council (GMC) to cancel Desai's medical registration. "This never happened as Desai enjoys ample clout. GMC refused to execute MCI's orders," said Dr Grewal.

In 2010, following controversies, MCI was dissolved and a three-member committee headed by Justice Lodha was put in place to oversee its functioning.

Dr Desai's claims at WMA platform are contradictory to a scathing report tabled by the Parliamentary Standing Committee criticizing MCI of falling short of setting ethical standards in the field of medicine.

The report released earlier this year states: "If the MCI is aware of the fact that denial of recognition of a medical college or grant of seats and then its permission or reduction leads to corruption, then the committee wonders why it has failed to put in place a framework or system which can plug these loopholes?," reads the report of the same Parliamentary panel.

Dr Abhay Shukla, Alliance of Doctors for Ethical Healthcare (ADEH), said, "A person on whom serious corruption charges have been levelled and has a track record of being imprisoned briefly, is now President of WMA. This is a highly paradoxical situation. WMA is supposed to be promoting ethics in global community. Also, there lies a question mark on bodies such as Indian Medical Association who have promoted Dr Ketan Desai."

HC ruling on claiming gratuity by government servants

The Madras High Court Bench here has held that a government servant not permitted to retire from service, even after attaining the age of superannuation, pending conclusion of departmental proceedings, shall not be eligible to claim even a part of the gratuity amount due to him or her.

Justice S. Vimala passed the order while disposing of a writ petition filed by M. Moorthi seeking a direction to Thoothukudi Collector and other revenue officials to disburse 80 per cent of his gratuity amount working out to Rs. 5.16 lakh pending the conclusion of departmental proceedings initiated against him.

Although the petitioner relied upon Rule 60(1)(c) of the Tamil Nadu Pension Rules, 1978 to substantiate his claim that even those facing departmental enquiry were entitled to receive a part of gratuity amount, the judge said the rule would apply only to those who had been allowed to retire from service without prejudice to the departmental proceedings.

Rule 60(1)(c) states that no gratuity shall be authorised to a government servant until the conclusion of departmental proceedings and passing of final orders.

However, a proviso to the rule states that no such gratuity shall be withheld with respect to a government servant who had been permitted to retire without prejudice to the proceedings.

Further, a second proviso to the rule states that if the proceedings had been initiated with respect to causing pecuniary loss to the government, then the gratuity can be disbursed after deducting the maximum computed financial loss to the government if the servant was allowed to retire from service without prejudice to the proceedings.

Hence, the judge agreed with an Additional Government Pleader that in any case, allowing a government servant to retire from service was a condition precedent for claiming either full or part of gratuity and therefore, those who had not been allowed to retire from service could not claim payment of gratuity.

இதை நம்பி, சென்றவர்களை திருப்பியனுப்பிவிட்டன பல கடைகள். பாஸ்போர்ட் ஆபீஸ்களில் கூட இ ஆதார் ஏற்கப்படும் சூழலில், ஏன் ஒரிஜினல் ஆதார் கார்டை ஒரு சிம் கார்டு நிறுவனம் கேட்கிறது என்பதை கூட யோசிக்காமல், ஆதார் அட்டையோடு அலைபாய்ந்து செல்கிறார்கள் இளைஞர்கள். இதன் பின்னணி இதுதான்: ஜியோ சிம் வாங்க விரும்பும் ஒருவரின் ஆதார் எண் மற்றும் அவரது கைவிரல் ரேகையை கணினியில் பதிவு செய்து, அதை ஆதார் விவரங்களுடன் சரிபார்த்த பின்னரே சிம் வினியோகம் செய்யப்படுகிறது. மத்திய அரசிடம் மிகவும் பாதுகாப்பாக உள்ள நம்முடைய ஆதார் விவரங்கள், ஜியோ நிர்வாகத்தால் எப்படி ஒப்பிட்டு பார்க்கப்படுகிறது என்ற கேள்வி இதுவரை எழவில்லை? நாட்டு மக்களின் ஆதார் விவரங்கள் யாருக்கும் பகிரப்படாது என்பது மத்திய அரசின் வாதம். சுப்ரீம் கோர்ட்டிலும் அரசு இதையே கூறியுள்ளது. ஆனால், அந்த விவரங்கள் ரிலையன்ஸ் கம்யூனிகேஷன் நிறுவனத்தின் கீழ் வரும் ஜியோவுக்கு கிடைத்தது எப்படி? ரிலையன்ஸிடம் இருக்கும் மத்திய அரசின் ஆதார் விவரங்களுடன், நம்முடைய கைவிரல் ரேகையை ஒப்பிட்டு சரிபார்த்து ஜியோ சிம் வழங்கப்படுகிறது என்ற சந்தேகம் அதிகரித்துள்ள நிலையில் அதை மத்திய அரசு விளக்கவில்லை.

Provide compassionate employment out of turn: High Court

The Madras High Court Bench here has directed Home Secretary, Director General of Police and Madurai Commissioner of Police to consider on priority basis the plea of an individual for employment on compassionate grounds and provide him a job out of turn though he was listed in the 1,667th place in State-wide seniority list maintained for compassionate appointment.

Justice S. Vimala passed the order on a writ petition filed by K. Arun Prasad whose mother R. Jaya had died on September 14, 2008 while serving as a Sub-Inspector of Police in Madurai city limits. Claiming that his father had predeceased his mother and that his sister and grandmother were now dependent on him, the petitioner had urged the court to consider his request for compassionate employment on priority basis.

The petitioner stated that his sister had given a letter of consent for him to seek public employment and the Inspector of District Special Branch police had also recommended his case to the Superintendent of Police on August 1, 2011. Subsequently, he received a communication from the office of the Commissioner of Police stating that his name had been included in the State-wide seniority list for compassionate employment.

Pointing out that the objective of compassionate employment was to provide immediate assistance to the family of a government servant who died in harness, the petitioner’s counsel contended that maintaining a State-wide seniority list even for such employment ran counter to the very purpose of the scheme. Since the petitioner had lost both his parents, the lawyer insisted that his case should be considered out of turn.
