தனியார் கல்லூரிகள் பணம் வசூலிக்க வகை செய்யும் வகையில் இரண்டாம் கட்ட மருத்துவக்கலந்தாய்வில் முதலில் பல் மருத்துவக் கலந்தாய்வு எனும் புதிய முறையை அரசு செயல்படுத்த முனைவது தனியார் கல்லூரிகளுக்கு ஏஜெண்ட் போல் செயல்படும்போக்கு. முதலில் பொது மருத்துவ கலந்தாய்வை நடத்துக என மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சி வலியுறுத்தியுள்ளது.

இதுகுறித்து மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சியின் மாநிலச் செயலாளர் கே.பாலகிருஷ்ணன் இன்று விடுத்துள்ள அறிக்கை வருமாறு:

“தமிழக அரசு மருத்துவ படிப்பிற்கான இரண்டாம் கட்ட கலந்தாய்வு ஜன.5 முதல் துவங்கும் என அறிவித்திருக்கிறது. இந்த கலந்தாய்வு சுயநிதி கல்லூரிகளில் மருத்துவப் படிப்பிற்கான கலந்தாய்வாகும். இந்தியா முழுவதும் பொதுவான நடைமுறை என்பது முதலாவதாக, பொது மருத்துவ (எம்.பி.பி.எஸ்) படிப்புகளுக்கு கலந்தாய்வு நடத்திவிட்டு, அதன்பின்னர் பல் மருத்துவப் படிப்பிற்கு கலந்தாய்வு நடத்தப்படும்.

ஆனால், தமிழக அரசு இப்போது அறிவித்திருப்பது முதலாவதாக, பல் மருத்துவப் படிப்பிற்கு கலந்தாய்வு என்றும், அடுத்ததாக, பொது மருத்துவத்திற்கு (எம்.பி.பி.எஸ்) கலந்தாய்வு என்றும் அறிவித்துள்ளது. இது நடைமுறைக்கு எதிரானது.

மேலும் பல் மருத்துவ படிப்பில் இடம் கிடைத்த ஒருவருக்கு, பொது மருத்துவ படிப்பில் இடம் கிடைத்துவிட்டால், அவர் பொதுமருத்துவ படிப்புக்கு சேர வேண்டுமென்றால் பல்மருத்துவப் படிப்புக்கு எந்த கல்லூரியில் இடம் கிடைத்ததோ அந்த கல்லூரிக்கு 5 ஆண்டுகளுக்கான கட்டணத்தையும் கட்டிவிட்டுத் தான் பொதுமருத்துவ படிப்பில் சேர வேண்டுமென சொல்லப்பட்டுள்ளது.

இந்த நடைமுறை தனியார் பல் மருத்துவக் கல்லூரிகளை ஊக்கப்படுத்தும் நடவடிக்கையாக உள்ளது. தமிழக அரசே தனியார் பல் மருத்துவக் கல்லூரிகளின் முகவராக செயல்படுவது வன்மையான கண்டனத்திற்குரியது.

இது, தனியார் மருத்துவ கல்லூரிகளின் கட்டண கொள்ளை மட்டுமின்றி, புறவழியாக சேராத மாணவர்களிடம் கொள்ளையடிப்பதற்கான வாய்ப்பையும் அரசே ஏற்படுத்தி கொடுப்பதாகும். இது தமிழக மாணவர்களுக்கு விரோதமானது மட்டுமல்ல, மருத்துவ படிப்பை சீர்குலைக்கும் நடவடிக்கையாகும்.

எனவே, தமிழக அரசு உடனடியாக இந்த கலந்தாய்வை ரத்து செய்துவிட்டு, முதலாவதாக முந்தைய நடைமுறைகளின் படி பொது மருத்துவ (எம்.பி.பி.எஸ்.) படிப்பிற்கான கலந்தாய்வு நடத்தி விட்டு, பின்னர், பல்மருத்துவ கலந்தாய்வை நடத்த வேண்டுமென மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சி வலியுறுத்துகிறது”.

Hours after the MBBS seats surrendered by Tamil Nadu for admission under all-India quota were returned to the state, the selection committee in-charge of admissions did not know the number of seats that were vacant in state-run colleges after two rounds of centralised counselling.

Aspiring medical students, who are awaiting admission and upgrades to college of their choice, were disappointed. “Every year, the centre announces the last date well in advance. The state has to collect vacancies from its colleges and give a count at the end of the day. It is never done,” said Rakesh S, a student counsellor. “The selection committee has to add these into the matrix. We don’t know if it will be done when counselling resumes on Wednesday,” he said.

Each year, every state surrenders15% of MBBS seats in state-run colleges for admission of students from across the country. This year, TN surrendered 548 seats. Counselling for AIQ seats is done online by the medical counselling committee of the directorate general of health services. Students from across the country are allowed to lock choices and allotment is done based on merit in NEET 2020.

“The last date for students to join colleges allotted to them during the second round ended on December 8. If students don’t join colleges they are allotted to, the seats will be considered vacant and returned. We have asked deans from all government colleges to give us the number,” said selection committee secretary G Selvarajan.

Officials closed the counselling with 367 MBBS seats in government colleges and 314 in self-financing colleges. There were 78 BDS seats in government colleges and 948 in self-financing colleges.

Barely a few months ago, K Reshma’s mother suddenly died of cardiac arrest. Her father, S Kumaresan, who is a tailor, struggled to make ends meet. Reshma said she thought people from poor families like hers could never dream to be a dentist. 

“I started preparing for NEET after my mother’s death and scored 141. It is only through the government’s quota that I reach a height which I never thought I could,” she said. “I will become a dentist and work in rural areas and serve the poor,” Reshma said.

A student of Thikkuruchi Government Higher Secondary School., she scored 429 in her public exams. Similarly, as their family survived on a meagre income from a petty shop, both SS Rahul and his elder brother always dreamed of becoming doctors. However, his brother could not clear NEET in 2017, the year it was announced. 

“My brother went on to study pharmaceuticals. It is only because of the 7.5 per cent reservation that my dream become a reality,” said Rahul. “My parents worked really hard to educate me and my brother. I will work hard to serve the people. I benefited from this reservation policy, and, in return, will serve the needy,” Rahul said.

Of the 472 candidates called for counselling for seats under State quota in medical and dental colleges on Friday, as many as 384 were allotted seats.

A total of of 148 candidates were allotted seats in government and 217 in self-financing medical colleges on the sixth day of counselling. Nineteen candidates were allotted seats in government dental colleges. Counselling began with 859 vacancies in government quota seats in medical colleges and ended with 711 vacancies. In self-financing medical colleges, 728 seats were yet available at the end of the day.

Under the government quota seats in BDS, there are 127 vacancies. All 985 seats under self-financing dental category are yet vacant.

The selection committee in TN allotted MBBS seats to 414 students and BDS seats to four students during the single window counselling on Thursday.

The committee had invited candidates who had NEET scores between 574 and 562 marks. When the counselling began at 9am, the committee displayed 1,222 MBBS seats in government colleges and 996 seats in self-financing colleges.

Of these, 363 students were allotted seats in government medical colleges and 51 in self-financing colleges. Four were admitted to government dental college.

The Tamil Nadu government has assured the Madras high court that it would work out seats for waitlisted government school candidates under the 7.5% quota in medical and dental courses.

These students were kept on the waitlist as they did not take government quota seats in private college because they could not afford the fees. While annual fee in is less than ₹20,000 in government medical colleges, the state quota seats in private colleges cost more than ₹4.5 lakh per annum as tuition fee.

Advocate general Vijay Narayan made the submission on a batch of pleas moved by such students.

Representing the petitioners, senior advocate P Wilson submitted that the government’s offer to pay fees in private medical colleges for such students was made on November 20. But the students who had been called for counselling on November 18 and could not take the allotted seats in private colleges, as they were not able to afford the fees. They were then kept in the waitlist, Wilson said.

He submitted that the government’s fee offer should be given retrospective effect and applied to petitioners and similarlyplaced candidates.

Recording the submissions, Justice N Anand Venkatesh adjourned the hearing to December 11.

In their petitions, A Rajalakshmi and others said since they were not in a position to afford huge fees in private colleges allotted to them, they were compelled to opt for waiting list.

While so, a day after their counselling, the director of medical education addressed all the deans of self-financing medical and dental colleges coming under the single window selection to admit all the candidates under 7.5% government school reservation without insisting on fees.

Therefore, the petitioners wanted the court to direct the authorities to grant admission to them for MBBS/dental course of their choice as per rank, communal, horizontal reservations and other factors.

This apart, the petitioners also wanted the court to pass an interim order restraining the authorities from filling up all seats in MBBS course in MBC category under 7.5% horizontal reservation pending disposal of the plea.

CHENNAI: Five students were barred from the medical admission counselling on grounds of doubts over their nativity certificates. The decision was taken by the five-member committee constituted by the Selection Committee of Directorate of Medical Education.

Selection Committee Secretary G Selvarajan said, “Committee was not satisfied by the documents presented by these five candidates.”When asked if the students will be allowed later, if they produce relevant documents, the secretary said, the committee will take a decision in this regard. “On Monday, one student was not allowed and the other four students were not allowed on Tuesday,” said officials.

Explaining the situation, officials said,” Among the five, one student was born at a hospital in Kerala, but his family lives in Tamil Nadu. In this case, the committee verified the certificates and was not satisfied and hence he was not allowed.” Meanwhile, on Tuesday the Selection Committee called 452 candidates for the counselling, among them 443 students attended and a total of 429 seats were allotted.

According to the Selection Committee data, 406 MBBS seats were allotted in government medical colleges, and 23 in self-financing medical colleges. One candidate opted out and nine candidates were in waiting list. The Health Department is conducting offline counselling to prevent malpractice. Health Minister C Vijayabaskar had said, “in person verification of community, nativity certificates and school certificates for government students was important.”

அதனால், மாநில ஒதுக்கீட்டில் இடம் ஒதுக்கவில்லை.நேற்று நடந்த கவுன்சிலிங் பங்கேற்றவர்களில், நான்கு மாணவர்களுக்கு இருப்பிட சான்றிதழ் சிக்கல் ஏற்பட்டுள்ளது. இதனால், அவர்களுக்கான இடங்கள் ஒதுக்கப்படவில்லை. சட்ட வல்லுனர்களுடன் ஆலோசனை நடத்தி, அடுத்த கட்ட நடவடிக்கை எடுக்கப்படும்.இவ்வாறு, அவர்கள் கூறினர்.

The selection committee allotted MBBS seats to 429 students and waitlisted nine candidates during the single window counselling on Tuesday. One candidate opted out of the counselling nine others did not turn up, a release from the committee said. The scrutiny committee has rejected a total of five applicants so far for not producing sufficient documents proving their nativity.

Counselling opened with 2,059 MBBS seats in government colleges and 1,060 seats in self-financing colleges. Students who scored between 916 and592in NEET2020werecalled for seat allotment. While 406 students were allotted seats in government medical colleges, 23 were accommodated in self-financing medical colleges.

By the end of the day, OC seatsin all government colleges, BC seats in all four Chennai colleges and in Madurai, Thanjavur, Chengalpet, Coimbatore, Salem and Trichy were taken. There were 541seats for BC, 89 for BCM, 507 for MBC, 409 for SC, 80 for SCA and 27 for ST category students in government colleges.

On Wednesday, when students with NEET score between 591 and 575 come for counselling, the committee will display 1,653 seats in government colleges and 1,037 seats in self-financing colleges. There are 151 BDS seats in government colleges and 985 in self-financing colleges.

COIMBATORE: In the first phase of Medical Counselling 2020-2021 that began with allotment of seats for government school students under the 7.5 per cent horizontal quota, one R Swetha Packiyam (18) from here secured a BDS programme seat at a private college.

A student of the Corporation Girls Higher Secondary School (academic year 2019-2020) in Ramakrishnapuram, Swetha scored 142 marks out of the 720 marks in NEET-2020 without attending any coaching class.

Swetha and her family were on cloud nine when the State government announced that it would bear the educational expenses of students like her. However, when the college administration asked her to pay Rs 55,000 immediately as material fee, she was genuinely worried. Thanks to her school teachers, a chunk of the material fee was pooled in.

Headmistress of the Ramakrishnapuram Corporation Girls Higher Secondary School, P Palaniammal, said, “Soon after we came to know that she secured a seat in a dental college, we started pooling in money. We managed to collect around Rs 46,000. The remaining amount was paid by Swetha’s family.” It was using a portion of the collected money Swetha had gone to Chennai to attend the counselling, Palaniammal added.

Swetha thanked the State government for its decision to bear the tuition fee of students like her. “My teachers’ timely aid helped me secure this seat,” she added.

Swetha said her father, a daily wage worker at a lathe workshop, bought her textbooks since he could not afford a smartphone for her to attend online NEET coaching. It was with the help of those books she cracked NEET. Her teachers solved her doubts whenever she got one. She added, “I’m a first-generation graduate and the sole person to pursue medicine from my family.”

CHENNAI: While children in primary school dressed up as mythological or other characters for fancy dress competitions, S Dhivyadharshini always strutted in as a doctor. She is among the first few candidates from a government school in Tamil Nadu who secured an MBBS seat in the first round of medical counselling this year.

The student from Government Higher Secondary School, MMDA Colony, Arumbakkam, scored 620 in her attempt at NEET. From 145 in her first attempt in 2018, she says getting an MBBS seat at Madras Medical College, was a journey of perseverance.

“When I was a child, my mother told me that I should choose a profession that blended with my personality. I have always wanted to help the poor and needy and becoming a doctor was the way I knew I could do it,” she said adding that in the long run, she wants to work only at a government hospital, which provides free treatment.

Dhivyadharshini assures that even without the 7.5 per cent reservation for government school students, she would have easily secured a seat this year. “When I scored 145, I was not devastated. I identified the mistakes and tried not doing the same in 2019 test, where I scored 466,” she said. However, she was four points shy of the cut-off for government colleges and could not afford private college education.

“I realised that I had lost some points to silly shading errors. This was a lesson in patience and learning to be a perfectionist,” she said emphasising that the long wait would have been impossible without the consistent support from her family and school. Application of one candidate, suspected to have given a false nativity certificate, was rejected on Monday when the state selection committee allotted MBBS seats to 381 students in state-run medical colleges.

“The scrutiny committee rejected one of the applications because the candidate is not a native of TN. We will be able to share details only on Tuesday,” said selection committee secretary Dr G Selvarajan.

The second day of single window counselling opened with 2,440 seats and students between NEET 2020 score of 630 and 610 were allotted seats. All OC and BC seats in Madras Medical College, Stanley Medical College, Kilpauk Medical College, Madurai Medical College and Coimbatore Medical College were taken. TNN

The Tamil Nadu government has sanctioned ₹16 crore revolving fund which would be used for paying fees of the MBBS and BDS course students admitted through the 7.5% quota for government school students.

A government order to this effect was issued by health secretary J Radhakrishnan on Monday. This follows announcements by chief minister Edappadi K Palaniswami that the state government would bear the cost of education of these students.

According to a calculation given by the Director of Medical Education (DME), the tentative cost of fees and other charges to be paid by these students for the first year would be ₹15.85 crore.

This calculation is for 209 students admitted to MBBS courses in government medical colleges, six in government dental college and 104 in self-financed medical colleges and 80 in dental colleges.

The revolving fund would be operated by the Tamil Nadu Medical Services Corporation Ltd. The government would also take separate measures to help students avail benefits of scholarships and educational assistance under various categories that they are eligible for. The amount so received would be used to partly replenish the revolving fund from concerned departments, the GO stated.

Incidentally, this announcement comes on a day when the opposition party DMK tweeted they had taken care of educational expenses of seven students from government schools who had gotten into medical and dental colleges.

Last month, the TN government brought in a 7.5% quota for government school students in medical and dental seats. The students would have had to be in government schools from Class VI-XII and also clear NEET.

More than 300 MBBS seats in government and self-financing medical colleges would now be available for students from government schools.

MBBS/BDS admissions for the open category in the state, where more than 5,000 students have scored above 500 marks in NEET, began on Monday amid Covid protocols.

There were cheers when the top 15 performers, with NEET 2020 scores between 710 and 688 skipped counselling, possibly because most had got seats in the all India quota. “We don’t know the complete details about where they are yet, but we are hoping they opted for all India quota seats in Tamil Nadu or central institutions such as AIIMS and JIPMER,” health minister C Vijaybaskar said after handing over the admit cards to 10 students.

Even students with ranks below 57 were celebrating as they would get an opportunity to get seats in premier Madras Medical College. “It will be a gain if students take seats in any college during all India counselling. Every year, 15% of seats from government colleges are surrendered to AIQ. If students from TN take these, it would mean we are retaining seats for our students. If they go to central universities or AIQ seats in other states, our meritorious students are opting for seats in colleges outside the state,” said S Vasanth, a NEET tutor helping students make smart choices during counselling.

Parents and students watching the display screen from the waiting hall cheered each time, they found a candidate had skipped counselling. “This also shows students from our state are cracking NEET and scoring better each year,” said student counsellor Manickavel Arumugam.

The selection committee called 361 students with scores from 710 to 631 for counselling under open category. The state opened 2,747 seats in 26 government colleges, of which 864 were in open category. At the end of the day, all open category and BC seats in MMC and Stanley Medical College were taken. BCM seats in Madras Medical College were also filled.

Of the 307 allotted seats, 143 joined MMC where the cut-off was 631 marks. At Stanley Medical College, where 21 got admission, it was also 631. Admit cards were handed over to three government school students who could not collect them earlier.

“She’s the first from our entire family to finish schooling and now, go to college. I couldn’t be prouder,” said N Rajan, whose daughter Vishnupriya cleared NEET and will soon be joining Tagore Medical College at Vandalur.

An autorickshaw driver by profession, Rajan couldn’t afford to send his daughter to private NEET coaching centres like many fellow aspirants. “But it didn’t matter to me. I worked harder and cleared the exam in my first attempt,” said Vishnupriya, who finished Class XII this year.

Vishnupriya and six other girl students from the Government Girls Higher Secondary School in Ashok Nagar cleared the test this year. One of them will be studying dentistry, while others will be pursuing MBBS. All seven secured seats under the 7.5% reservation for government school students.

N Keerthana, who passed Class XII this year and cleared NEET in the first attempt, will be joining the Ragas Dental College and Hospital. “I have always been fascinated with dentistry, but given my family’s economic situation, I was slightly doubtful of my prospects. I have to thank my mother for encouraging me,” Keerthana said.

She lost her father to a heart attack 12 years ago. Since then, her mother Arockiamary has been working as a sweeper and raising Keerthana and her brother single-handedly. “I used to borrow books for her to study and she worked with what she had, without any coaching. I am so proud of her,” said Arockiamary.

B M Govarthini, S Padmapriya, P Prema, K Bhavadharani and J Afrin Sifaya are the five from the school to bag seats. They too hail from economic weak backgrounds.

M Palanivel, the father of Prema, recalled how he was dissuaded from allowing Prema to study further by friends and relatives. “They said I shouldn’t be wasting any more money on her education since she will get married and leave us.” A daily wager at the Koyambedu market, Palanivel said he took their words as a challenge. “I told my daughter she can study whatever she wants and marry whenever she wants. I want her to become independent and successful first.”

Bhavadharini recalled how it became difficult for her to prepare for NEET during the Covid-19 lockdown. “Our school teachers reached out to us, encouraged us and cleared all our doubts. I have to thank them for their support,” she said.

Saying how proud she was of the girls, the school’s principal R C Saraswathi wished them the best. “We want all our girls to pursue their dreams and attain success. We are there to guide them anytime.”
