The state government is considering resumption of inter-district and intra-district bus services in August, after a month-long suspension. A decision will be taken after chief minister Edappadi K Palaniswami’s meeting with district collectors and health experts on Wednesday and Thursday even as the state braces for one more lockdown phase in August. Opting for a cautious and measured approach, the government will move forward slowly and steadily, highly placed sources said.

There were 57,073 active cases on Monday, while it was 38,889 when the previous lockdown ended on June 30. “The government is considering resuming inter-district as well as intra-district bus transport, barring Chennai. A decision will be taken on July 30 after the chief minister’s meeting with the experts. The zonal system for transport, where districts are divided into zones for movement of buses, may be resumed,” said a source.

Dividing the state into eight zones, the state government resumed public transport with 50% occupancy from June 1, only to suspend the services after three weeks following a surge in cases and difficulties in tracing the contacts.

There is demand for resuming bus services as more and more businesses are opened up in non-containment areas. “But there is a feeling in the government that we should not be in a hurry to open up that may lead to another spurt and then resort to roll back. ‘Let it stabilise, let us watch and then move forward’ has been approach,” said another officer. Interstate bus transport is not on the cards, while educational institutions, shopping malls or cinema halls are unlikely to be opened.

The administrative machinery is making vigorous efforts to ramp up testing and hold aggressive fever camps. There is no backlog of samples for testing beyond 48 hours.

“There are 15,000 samples for a period of 24-48 hours, and 17,000 samples within 24 hours. We are on track and the trend will be known in a couple of days. Relaxations will be progressive,” said a senior official.

Madurai has stabilised with the positivity rate falling to 7.7% on Tuesday from 18% earlier. All southern districts, including Kanyakumari, Tuticorin and Virudhunagar have taken up aggressive testing.

On Monday, the government sanctioned ₹69 crore from the state disaster management authority funds for institutional quarantine of passengers, accommodating asymptomatic positive patients in Covid care centres and creation of new Covid care centres in the districts, excluding Chennai. Districts with high load of cases get ₹3 crore each.

Air India pilots, who have been manning the Vande Bharat mission flights despite the health risk posed by Covid-19, have been forced to appeal to the ministry of civil aviation against the decision to cut allowances, including flying allowance, which form around 80% of their pay.

Pilots will lose around 40% of 11 allowances which are being given to them ,with some having lost almost ₹4 lakh to ₹5 lakh a month.

A senior pilot said the pay cut has had a negative impact on the morale of pilots who are operating flights amid the pandemic and undergo quarantine periods and repeated swab tests.

“Flying during the pandemic means that pilots have to go into quarantine after returning from abroad and can go home only after test results are negative. There is still a worry whether they will be infecting their family members,” the senior pilot said. Air India has operated around 130 Vande Bharat flights to Chennai airport so far.

“The move will have a tremendous impact on the pilots and can affect the safety of passengers,” said former pilot and air safety expert Mohan Ranganathan. “The airline is also violating key principles of fixing allowances decided around 30 years ago. A special grade was created and allowances were given to pilots following a meeting between the employees and the management. Pilots work round the year, cannot take weekends off and have to work through public holidays unlike other employees. The allowances were allotted to compensate for that. The money is high because pilots stand to lose everything if they have to be grounded.”

Indian Commercial Pilots Association (ICPA) and Indian Pilots Guild on Monday sent a letter to the ministry of civil aviation asking for an appointment to explain the situation.

“The current industry standard in India is a cut of 15% to 23% on gross salary that is cost-to-company. However, Air India management is trying to show cost cutting by slashing cherrypicked allowances instead of a fair cut on gross wages,” Captain T Praveen Keerthi of ICPA said.

The race for the post of Madras University vicechancellor intensified further as the search panel interviewed 12 shortlisted candidates on Tuesday. The panel is expected to recommend three names to the governor-chancellor on Wednesday.

The candidates’ list included two former registrars, eminent researchers and senior professors from various universities.

The interview took place at the Tamil Nadu Open University in Chennai. While search panel members P Maruthamuthu, former VC of Madurai Kamaraj University and P Ramasamy, former VC of Alagappa University, were present in person for the interview, the convener of the panel and Jawaharlal Nehru University vice-chancellor M Jagadesh Kumar interviewed the candidates through video-conference.

The interview was conducted in three batches. “The committee members gave ten minutes time for introduction and asked questions related to the expertise of the candidates and academic experience,” one of the candidates who attended the interview said. For each candidate, the interview lasted for around thirty minutes.

From Madras University, four retired professors -- Thangam Menon, N Raaman, K Murugesan and R Sahadevan attended the interview while four professors from Anna University including former registrars S Ganesan and J Kumar were also interviewed. The other two professors from the technical university are S Gowri and Usha Natesan.

Thenmozhi M from IIT Madras, V Ramakrishnan, former director of IISER, Thiruvananthapuram and N Thajuddin from Bharathidasan University and M G Sethuraman from The Gandhigram Rural Institute also attended the interview. In total, 177 professors applied for the post. The panel shortlisted 43 candidates based on age, experience and fluency in Tamil. Of the 43, the panel called 12 candidates for the interview.

In a macabre case of matricide, a 36-year-old man murdered his bed-ridden mother, apparently to relieve her of her multiple ailments and pain.

Anandan slit her mother’s throat at their home in Sriperumpudur on Monday and later told police that he euthanised his mother unable to bear her suffering. The deceased, D Govindammal, lived with her husband Durai, 66, and their son Anandan.

The family made a living working as dhobis on Mariamman Koil Street in Sriperumbudur. Anandan was living with his parents as his wife had left him along with their child owing to his addiction to liquor.

Govindammal was diagnosed with tuberculosis in February this year and also suffered from high blood pressure and diabetes. After treatment at Sriperumbudur Government Hospital she was brought back home in the first week of July, police said.

Her condition began to deteriorate since Friday after which she allegedly pleaded with her son to kill her saying she was unable to bear the pain. She also refused to come to hospital saying no treatment would improve her health condition and that she wanted to spend her final days with her family.

On Sunday, Govindammal’s daughter, who lives in Chengalpet, came to visit her after being informed of her deteriorating health. On Monday evening, Durai came back home from work and found his wife lying in a pool of blood with her throat slit. The daughter was at a neighbour’s house when the incident took place.

Based on the information the Sriperumbudur police reached the spot and sent the body for postmortem to a government hospital at Sriperumbudur. Interrogation of Anandan revealed that he killed her because his mother was suffering from unbearable pain and pleaded with him for mercy killing.

“The family members were poor and their business was dull during the lockdown. They couldn’t find money to support her medical expenses,” said Sriperumbudur inspector J Vinayagam.

Anandan who came home at 4.30pm, slit her throat using a kitchen knife and she bled to death on her bed. The Sriperumbudur police booked Anandan on the charges of murder and remanded him in judicial custody.

Anna University on Tuesday uploaded the list of affiliated colleges, number of courses and seats for each course for 2020-21 on www.annauniv.edu/cai/Options.php As many as 536 institutions sought extension of affiliation with Anna University for 2020-21. Of them, around 30 colleges are yet to submit the documents including AICTE approval, sources said. “Few institutions have not submitted statutory documents like AICTE approval for grant of affiliation. Those institutions list will be updated on the website as and when the documents are received,” the university said in a release.

As per the AICTE’s announcement, the last date for grant of affiliation by the university is August 15. Earlier, some fake messages were doing the rounds that the university released a list of colleges with poor facilities. The university has denied releasing any such list. Due to Covid-19, the university is granting affiliation based on AICTE approval and online scrutiny of documents submitted by colleges. Physical inspection could not take place due to the pandemic.

The rain in the city over the past month has led to food delivery rates rising, with online food aggregators collecting, alongside regular delivery and distance charges, ‘bad weather’ fees from users.

For instance, a customer ordering food for Rs 400 from a restaurant 5km from his/ her residence has to pay close to Rs 50 in such ‘fee’ that increases based on distance and weather conditions as well as traffic conditions and seasonal demand..

“I don’t remember paying any additional fee during rain in the past. On Tuesday, I was charged Rs 20 extra,” said Madipakkam resident R Veera, who uses Swiggy for ordering food.

Sources in Swiggy said bad weather fee had always been collected from users across the country and that surge pricings can be avoided on attaining ‘super customer’ status that customers can buy for a minimum of Rs Rs 149 for a month. The scheme, temporarily withdrawn a few months ago because of the lockdown, was revived recently, sources said.

Zomato, which too collects distance fee, was unavailable for comment.

Food aggregators claim additional fee collected is transferred to delivery executives’ accounts to compensate for travelling in tough conditions.

Delivery executives admit getting this incentive but say it is delayed at times. “However, more customers tip us than usual. They understand the risk associated with our work and give 10- 20 extra and sometimes even more,” said Dinesh, a delivery man from Velachery. This comes in handy while refilling vehicles’ fuel tanks as petrol price increased more than Rs 10 in two months.

Meanwhile, layoffs continue with 350 employees being sacked this week. Earlier, Swiggy, Zomato and other firms together let go off nearly 1,500 employees. Firms claim the industry has recovered only by 50% and this was the final round of restructuring but employees’ salaries have been restored.

In a bizarre incident, a 28-year-old man with a history of psychosis had ingested a kitchen knife. Luckily, the 20cm-long knife didn’t damage any of his vital organs like the heart and lungs, and got stuck in the liver without causing any immediate problem.

It was only a month later that the daily wage labourer from Palwal in Haryana developed issues like difficulty in eating, weight loss, fever, and then abdominal pain that soon became unbearable.

Local hospitals referred him to Safdarjung Hospital in Delhi where an ultrasound test and an X-ray of the abdomen revealed the blade of the kitchen knife stuck in the liver. The patient was then referred to AIIMS for surgery.

The man told doctors that one and a half months ago during the lockdown, when “he was in the kitchen, he felt like eating the knife. He tried to chew it and finally gulped it down with water”. Doctors at AIIMS needed nearly three hours to remove the knife with the help of ultrasound guidance on July 19.

A doctor said the blade was entirely inside the liver and the handle inside the duodenum, the first part of small intestine. The knife had perforated the duodenum and gone into the liver, and led to bleeding, infection and abscess formation in the liver and sepsis. The patient’s haemoglobin level was very low and water had accumulated in his right chest.

According to Dr N R Dash, professor of GI surgery and liver transplantation at AIIMS, they first controlled the sepsis and gave him blood transfusion. A tube was put inside the liver under X-ray guidance to drain the pus out. It sucked around 100ml of pus every day for four-five days. Another tube was inserted to take out the water from the chest, Dr Dash explained.

After seven days, when the patient’s condition improved to a certain extent, the surgery was carried out by opening the intestine.“The patient was in the ICU for seven days. He is now out of danger and out of ICU,” Dr Dash added.

Luckily, the ingested knife did not damage any of the victim’s vital organs and got stuck in his liver without causing him any immediate problem

Delhi high court on Monday told the AAP government that its depleting revenue could not be given as the reason to not release funds to the municipal corporations to pay their staff salaries.

A bench of Chief Justice D N Patel and Justice Prateek Jalan told the state government to find a solution and come prepared with a roadmap on August 10.

The court’s comments came after the government submitted that during Covid-19, its revenues had gone down.

“That (revenue depletion) cannot be an answer. Solution has to be found. Figure it out and give us a solution,” the bench said, underlining that sanitation workers and doctors could not be made to wait on this ground.

The court was hearing an application moved by North Delhi Municipal Corporation seeking Rs 90.6 crore payable as grant-in-aid under the sanitation/urban development head for the first quarter ending on June 30. It added that Rs 181 crore under the same head for the second quarter was also due.

In its application filed through advocate Mini Pushkarna, the municipal corporation informed the court that the funding would enable it to pay salaries to safai karamcharis and related sanitation activities.

The application had been filed in a pending writ petition seeking directions to Delhi government and the municipal corporations to pay the salaries with arrears to sanitation workers employed by them.

In its plea, the north corporation said that expenditure towards the salary till May 2020, sanitation services and providing PPE kits, including gloves, masks and sanitisers, to the workers had been incurred by it from its internal resources.

It added that Delhi government had not been releasing grant-in-aid payments timely under the category of health, and it released around Rs 27.6 crore under the health plan only on July 9.

New Delhi: Central government employees retiring during Covid-19 pandemic will receive provisional pension till their regular pension payment order (PPO) is issued and other official formalities completed, minister of state for personnel Jitendra Singh said on Monday.

Conceding that some employees who retired during this period may have not been provided with PPO due to disruption in official work during lockdown, Singh said the government, sensitive to their concerns regarding delay in start of pension, had allowed relaxation of CCS (Pension Rules) 1972, to enable seamless payment of “provisional pension” and “provisional gratuity” till the regular PPO is issued.

As per the office memorandum issued by department of pensions on July 17, payment of “provisional pension” will initially continue for a period of six months from the date of retirement and this period may be further extended up to one year in exceptional cases. These instructions shall also be applicable in cases where a government employee retires otherwise than on superannuation i.e. voluntary retirement, retirement under FR 56 etc.

The minister said this decision has been taken considering the constraints of the pandemic-triggered lockdown, due to which a government employee may face difficulty in submitting his pension forms to the head of office or may not be able to forward the claim form in hard copy along with service book to the pay & accounts office concerned in time, particularly when both the offices are located in different cities. This is very pertinent to Central Armed Police Forces (CAPFs) who are constantly on the move, he added.

The Supreme Court on Monday sought the University Grants Commission’s (UGS) response to a clutchof petitionsseeking cancellation of final year examinations,orderedtobecompleted by September 30,citing the pandemic situation, lack of transport and lodging facilities as well as flood situation in many states.

Appearing for UGC, solicitor generalTushar Mehta said of the 818 universities governed by the commission, 209 had already completed final examinations, 394 were in the process of holding the final exams and 35 did not have any final year students. Thus, nearly 80% of universities under UGC were out of the purview of the relief sought by the petitioners,hesaid.

A bench of Justices Ashok Bhushan, R S Reddy and M R Shah asked the UGC to file its response within two days and posted it for hearing on Friday. Mehta said the UGC has also taken into account difficulties faced by students and has suggested three modes for conducting examinations — completely online or offline, or a mixture of the two. He said therewas a further direction to universities to keep a window open for those students who miss the final examination because of one or the other reason.

The petitioners have challenged the July 6 decision of the HRD ministry followed by thedirectiveissuedby theUGC the next day asking universities to complete final examinations by September 30. They argued that given the rising number of Covid-19 cases across the country, with many students’ relatives suffering from thedisease,itwouldbeinhuman to ask them to appear in final examinations disregarding their anxious state of mind, which was not conducive for one to appear in a final exam.

The petition by 31 students also cited the plight of lakhs of students in Bihar, Assam and north-easternstates,which are ravaged by floods and communication linkshavebeen cutoff in many places. How will they appear in the final examination either online or offline, they asked, andurgedthecourt tohelp suchstudents.

Appearing for a student,senior advocateAM Singhvisaid since the number of Covid-19 cases was rising daily, it would beimprudentto askstudentsto appear in final examinations and pleadedthatthey shouldbe evaluated on the basis of their past performance or it should belefttoindividualstatestodecide as per thestatusof the pandemic. “Many states like Maharashtra and WestBengalhave objected to holding of final examinations,” hesaid.

Mehta said the UGC will file its response by Wednesday and said many petitions on the same issue were pending before high courts. “The Supreme Court should stay proceedings before HCs to avoid multiplicity of orders,” he requested.Butthe SC,whichwas earlier posting the matter for hearing on August 10, advancedittoJuly 31.

Chennai: The Madras high court has green-flagged OBC reservation under the all India quota (AIQ) medical seats in non-central institutions as well, and has given three months for the Centre to take a decision on the percentage.

While Tamil Nadu political parties demand 50% for OBCs, the central scheme allows only 27%. “…we find that in principle there is no legal or constitutional impediment for extending the benefit of reservation to OBC in the state-surrendered AIQ seats of the UG/PG medical courses in state-run medical colleges within Tamil Nadu, subject to any further directions or orders of the apex court,” ruled the first bench of Chief Justice A P Sahi and Justice Senthilkumar Ramamoorthy on Monday.

The issue relates to denial of MBBS and post-graduate medical seats in state government medical colleges under AIQ for OBC candidates. While SC/STs and economically weaker section candidates have access to AIQ through reservation, OBCs were not included in the quota net. All top parties in Tamil Nadu, except the BJP, jointly initiated the present legal proceedings.

On Monday, rejecting the contention of Medical Council of India (MCI) that permitting reservation in AIQ seats would compromise merit, the court said: “This argument gets diluted, as NEET examinations are now clearly designed to allow only such candidates to be admitted, who secure a minimum merit.” Thus, application of any reservation rule, be it at the instance of the state-specific law or as per any reservation policy framed by the central government for AIQ seats, will not affect merit, the court said.

The MCI said the state reservation would apply only to AIQ medical seats in central institutions, whereas the affidavit of the Centre before the SC and the HC said there was a proposal to provide OBC reservation in state government colleges, subject to the condition that the overall reservation would not exceed 50% of the total seats under AIQ.

‘Decision of panel on OBC quota not to apply this year’

These two factors, as also a letter from the Union health minister to DMK’s senior advocate P Wilson recognising the sanctity of state law, played a vital role for the bench in penning the verdict.

The bench, however, refrained from issuing an overt directive to the Centre saying, “A straight mandamus for extending the benefit of reservation from this court may not be possible unless a crystallized right takes a shape. The interference with a policy matter, if already taken, may be permissible through a judicial review to a limited extent but, on the other hand, it is debatable as to whether a policy framed in the shape of a proposal and not implemented can be enforced in the absence of a crystallized legal right.”

“We are issuing the direction which is not a policy declaration nor a mandamus to declare a policy,” the judges said, adding: “The proposal (to provide OBC reservation) as committed is already in place as professed by the central government and legally supportable by a state law. Since the seats are of AIQ, therefore, it requires a decision with the participation of the authorities keeping in view the fact that the control of coordinated standards of higher education is with the central government and the MCI in such matters, as held by the Constitution bench in Saurabh Chaudri’s case,” the court added.

To apply this on principle, the matter has to be resolved between the state and the Centre with the participation of the MCI and dental council, the bench said, and added: “Therefore, we find that it would be appropriate that the issue is referred to a committee for providing the terms of implementation of such reservation as claimed by the petitioners.”

The court also made it clear that any decision of the committee would apply only to future academic years and not this academic year.

The bench, however, refrained from issuing an overt directive to the Centre

On the banks of the Kollidam river, an old lady would sing folk songs to her grandchildren. One of them was so influenced by these songs that he wanted to write poems. The passion led to A Maruthakasi, born in a farmers home to go on to write songs that cine icons like MGR, Sivaji Ganesan, Savithri and Bhanumathi hummed and danced to.

The centenary year of the man who went on to write more than 4,000 songs for Tamil films is hardly being remembered by the industry to which he gave 25 years.

Born on February 13, 1920 at Melakudikadu in Trichy district, Maruthakasi studied only upto intermediate level at Government College in Kumbakonam as he had to return to agriculture to help his family. Yet, from a young age his love for Tamil literature and his flair for writing poetry made him want to chart a different path.

Rajagopala Aiyer, brother of famous Tamil film lyricist and music composer Papanasam Sivan, had a great impact on the life of Maruthakasi. The young Maruthakasi used to write songs for plays which impressed Aiyer and noted singer Trichy Loganathan who recommended Maruthakasi to T R Sundaram of Modern Theatres in Salem to write for films. Maruthakasi got to write his first song “Penn Enum Maaya Peyaam” in 1949 for the film for ‘Mayavathi. His songs for ‘Ponmudi’ in 1950 and “Vaaraay Nee Vaaraay”, “Ulavarum Thenral” sung by Trichy Loganathan for ‘Mandhirikumari’ became big hits and Maruthakasi became a much sought after lyricist. It was also the beginning of his successful working partnership with Ka Mu Sheriff.

Maruthakasi soon acquired a reputation for writing lyrics in accordance with the tune. This particularly came in handy while writing songs for films dubbed or remade from other languages, especially Hindi, a trend at the time. His son Maruthabarani, who seems to have imbibed his father’s talent of writing Tamil songs for tunes of other languages, said that when a line in a song in Tamil had to be fitted for the Malayalam words “Malayalam Ende Malayalam”, Maruthakasi came up with the line “Malaiyaagumae Thiru Malaiyaagumae”, to go with the lip-sync and the production unit greeted the line with all-round cheer.

Many times, filmmakers, despite working with other lyricists, would turn to Maruthakasi when it came to remakes. For instance, one of his evergreen songs “Neela Vanna Kannaa Vaadaa” in ‘Mangaiyar Thilakam’ (1955), re-make of a Marathi film, was initially assigned to Kannadasan. But when filmmaker L V Prasad wasn’t impressed by the song, he approached Maruthakasi and the rest is history. His magic with words was also felt in ‘Alibabavum 40 Thirudargalum’ (1956), another film that was based on the tunes of a Hindi film. The lyricist Udumalai Narayana Kavi wanted only fresh songs as he had a distaste for the black, round-shaped Hindi LP records, calling them ‘karuppu dosai kal’, and recommended Maruthakasi who delivered with chartbusters like “Azhagaana Ponnu Naan Adhukaetha Kannudhaan” and “Ullasa Ulagam Unakke Sondham”. Soon he began writing songs for all the leading music directors such as S V Venkataraman, G Ramanathan, K V Mahadevan, S Dakshinamurthy and the duo Viswanathan-Ramamoorthy.

He was among the first to change Tamil film lyrics from a Sanskrit-dominated, mythology-oriented period to a format that was closer to the Tamil people, incorporating contemporary ideas, while at the same time stressing on the cultural roots, especially with relation to traditional crafts and agriculture. Many of his songs were rooted to the Tamil Nadu soil, bearing a stamp of nativity. Of course, he did his share of mythologybased films ‘Sampoorna Ramayanam’ (1958) starring N T Rama Rao, Sivaji Ganesan, Padmini and T K Bhagavathy, and Lava Kusa which became popular among the masses. But he preferred social films.

The humane qualities of Maruthakasi came to the fore on several occasions. He gave opportunities to Pattukkotai Kalyanasundaram early in his career. He was one of those who recommended T M Sounderarajan for ‘Thookku Thookki’, though initially actor Sivaji Ganesan wanted only C S Jayaraman to sing for him. After the film TMS became a regular fixture for Sivaji. Maruthakasi also played a vital role in the career of Vali, whose song “Sirikkinraal Inru Sirikkinraal” for ‘Nallavan Vaazhvaan’ was not accepted by the film crew, who and invited Maruthakasi to write the song instead. Maruthakasi insisted on retaining Vali’s song which helped his association with C N Annadurai and MGR (hero).

Like a few other illustrious colleagues in the film industry he tried his hand at film production. The film ‘Alli Petra Pillai; remake of a successful Hindi movie ‘Tangewali’ was lost without a trace. When his coproducer K V Mahadevan rued the fact that they were debt ridden, Maruthakasi shrugged and said, “Aanaakka Andha Madam, Aagaatti Sandhe Madam". He converted his pain into art and used these lines as pallavi for the film ‘Aayiram Roobaay’, which said that they can either reach the skies or descend to the level of a platform.

Meanwhile, Kannadasan had risen to dizzying heights, and Maruthakasi, already facing a huge debt burden, found his opportunities shrinking. He decided to quit and moved back to his village, cutting off all ties from 1963 to 1967. In 1967, after MGR, who was his close friend, recovered from the shooting incident involving M R Radha, and decided to resume work and sent word for Maruthakasi to return and write for his films. Maruthakasi returned, recorded a song but the film was suddenly shelved. MGR continued to support him. It was Maruthakasi's rustic songs like “Kadavul Enum Mudhalali Kandedutha Thozhilaali Vivasaayi”, for ‘Vivasaayi’, which added to MGR’s pro-farmer, image. Devar backed Maruthakasi’s second innings with Thaerthiruvizha, and other films. In the later years, he wrote lyrics for a few films starring Jaishankar, Rajinikanth and Sivakumar. He was conferred the title Thiraikkavi Thilakam. His works were nationalised by the Government of Tamil Nadu.

A man, deeply moved by the Cauvery, agriculture and the traditions of the working class in Tamil Nadu, wedded to self-respect, he will always remain the true son of the soil through his words.

In his ‘Mann ki baat’ programme on Sunday, Prime Minister Narendra Modi interacted with a student from Namakkal who had recently excelled in the Class XII board exams.

N Kaniga, the student, scored 490 marks out of 500 in the CBSE board exams. Her father S K Natarajan is a truck driver while her mother is a homemaker. Kaniga’s elder sister is a third year MBBS student. The family lives at EB Colony in Namakkal.

Kaniga told TOI that she had no words to describe her joy when the PM called her. "The PM interacted with me over phone for more than two minutes on Friday and asked how I scored such high marks in my board examinations. I said I worked really hard and my family supported me. I told him that I wish to become a doctor,” she said.

The PM said the girl’s father is an inspiration for all and that he was setting a great example by educating his daughters. “When I hear of Namakkal, I think of Anjaneyar temple, now I will remember my interaction with you,” PM told Kaniga on phone.

After the programme, many people came to know about Natarajan and his family members. “We are really happy that the PM interacted with our daughter. We thank him for making us proud,” said Natarajan.

Lockdown with relaxations, currently in force across Tamil Nadu, is likely to continue until August-end. While further relaxations could be considered, when chief minister Edappadi K Palaniswami holds discussions with district collectors on Wednesday, the ban on public transport as well as malls and cinema halls will remain in force, official sources said.

“With Covid positive numbers growing in the districts, the lockdown is likely to be continued beyond July 31, when the present lockdown comes to an end. Some more relaxations could be considered, but controls over public places and public transport will remain till at least next month,” said a state government official.

On Monday, the chief minister will launch commercial operations of 11 industrial projects, for which MoUs were signed in GIM 2015 and 2019, and lay foundation stones for eight other projects. The projects include TPI Composites, an American company planning to manufacture blades for wind mills and a 2.2 million sqft IT park by Capitaland (formerly Ascendas) on Pallavaram – Thoraipakkam Radial Road, besides a manufacturing unit established by Gulf Oil, official sources said.

“The CM will also lay the foundation stone for a Rs 250 crore aero hub project near Oragadam.

“It will be a 5.5 lakh sq ft ‘plug and play’ facility, being developed as a joint venture by state-owned Tidco and Tidel Park. The facility will help component manufacturers to cater to the demands of the aerospace industry,” sources said.

As the MHRD awaits feedback from parents on when to reopen schools owing to the crisis, schools are setting up adequate facilities and preventive measures to restart campus learning.

Suggesting a School Readiness Plan for all schools, Vandana Lulla, principal, Poddar International School, Mumbai, feels that the education department’s decision to reopen schools should be based on the preparation made by schools to safeguard the students and teachers. “Schools should submit their complete Readiness Plan related to temperature checks, santisation, seating arrangements, record keeping to the education department. The education department’s approval for reopening a school should thereafter depend on the measures adopted by the schools,” she says. The new education model in our school will be based on blended learning. “We will hold offline classes in a staggered manner at the campus,” she says.

Parents are uncertain

While schools are preparing to restart, parents are still unsure of sending their wards to schools. Rachna Singh, mother of class III student in Delhi, feels that the primary school students should not be exposed to risk and offline classes should not start for them. She, however, realises the pros and cons of the online teaching that the students are forced into today-.“We have always tried to keep our children away from mobiles and gadgets. But the current situation has forced us to keep them in front of the screens for long hours. The students are also losing out their writing abilities and communication skills due to virtual learning,” she says. Seema Pandey, mother of class XII student, feels the dire need for reopening schools to avoid the “casual approach among students”.

With the University Grants Commission (UGC) to soon announce regulations for universities on imparting online education, institutes having National Assessment and Accreditation Council (NAAC) accreditation rating of 3.26 and above will be eligible to begin full-fledged online degree courses.

Universities with a score between 3.01-3.26 will be able to follow once they will get the permission by UGC. After the formal announcement of directives by UGC, varsities will begin online degrees from the upcoming academic session, which is likely to begin in Nov-Dec.

Institutes such as NIT Warangal, which are already providing short-term online certification courses have the required infrastructure and experience from these pilot launches to initiate fullfledged online degrees as soon as the regulations are out, says the institute’s director NV Ramana Rao. The finer modalities are still being worked out as the policy guidelines are awaited. “With MHRD’s virtual labs initiative, even some technical degrees can be imparted online,” Rao tells Education Times.

Once the regulations are announced, the varsities will decide on the initial cap on the number of online degrees universities may offer to ensure quality. SRM Institute of Science and Technology, vice chancellor, Sandeep Sancheti says that initially it will be easier to impart degrees that are non-technical in nature including those in languages, humanities and arts.

For Siddharth Singh, 18, the plan this year was to score above 90% and study Political Science in Delhi University (DU). While he did score 92% in the recently declared ICSE board class XII results, Siddharth is not very sure about his initial plans due to continuous disruption and delays in the academic cycle. He has now decided to drop a year to prepare for CLAT to join LLB degree next year instead of Political Science. For several other class XII students who passed board exams this year, economic disruption, the stress and anxiety over continuously postponed college entrance exams and admissions, uncertainty of career choices is prompting them to take a gap year.

Rajesh Vashisth, a teacher counsellor with Kendriya Vidyalaya Sangathan (KVS), says that several students raise this question with CBSE counsellors every day. “Dozens of jittery students call in everyday to know more about securing an admission amid the pandemic. They are pondering over waiting and seeking admission next year when hopefully situation will normalise,” says Vashisth. He, however, says that there is no reason for students to skip a year due to the circumstances as the new academic session will start soon, even if it happens online. Also, next year the competition to get into colleges will get tougher with many planning to put their academic journey on hold this year, says Vashisth. “If the gap year is preplanned then a student should go ahead but if they are considering the option because of the Covid situation, it is advisable that they do not set back a year in their academic journey,” he adds.

Second-guessing career choices

Agrees Swati Salunkhe, a Mumbai-based career counsellor. She says, “While students have undoubtedly grown tired and anxious because of past events, taking a gap year needs surety, discipline and planning.” Most of the students enquiring about a gap year are those second guessing their career choices or the ones who very clearly want to ace competitive exams such as JEE, NEET or CLAT. The delay in the exams has affected the preparation of many students.

“With the lockdown paralysing several industries and causing job cuts and high unemployment, several parents want students to reconsider their career paths. In this situation, taking a gap year can benefit in charting out future course,” says Salunkhe. For those using the gap year to enhance their preparation, the biggest roadblock students face during their drop year is dip in motivation to follow a strict study routine. It is thus important to evaluate your own persistence and resilience.

What to keep in mind

Salunkhe says that students must be aware that while applying for admissions next year, they will have to produce gap certificates and new character certificates which will require some additional efforts. Also, students should keep in mind that a gap year is a financially straining decision if one plans to pursue preparatory coaching classes for another year. “They should be very clear about their goals of the future,” she says.

Vashisth also points out that in our academically driven society, gap years are frowned upon. “Young adults are expected to complete their education within certain years and get settled with career and family. Taking a gap year is often seen as a failure than a choice.” Students must ensure they do not fall prey to such peer pressure.

When will you take your next holiday? More than 80% of those interviewed from Tamil Nadu in a survey conducted in July say not for the next year as they are “uncomfortable” with the idea even though states are opening up for tourism. But if they had to travel, a majority would head out to the beaches of Goa as it was the closest to home.

A Neta App survey of 54,000 respondents from across 19 states — to gauge citizen attitude with respect to travelling in times of pandemic — found that 71% Indians are not comfortable travelling for at least one year.

But while most respondents were unhappy with state governments’ measures to ensure safety, those in TN said they were satisfied with the safety precautions the government was taking (which is perhaps why they weren’t planning to travel outside anytime soon).

K Pandian, president of the Indian Association of Tour Operators, doesn’t see domestic tourism picking up before April of next year. “People want to travel but won’t unless there is an assurance of safety from the hotels and resorts as well as from the government. Every time there is an intense lockdown ad places are closed, confidence levels in stepping out dip,” says Pandian.

According to the survey, if travelling, most respondents said the first preference was a hotel rather than bunking with friends and family (35%).

Around 10% said they would use a homestay. Pandian adds that people who earlier booked their accommodation in budget hotels will upgrade by a star or two as a more plush hotel brings with it a sense of cleanliness and hygiene.

Forced to sit at home without earning anything since March, two brothers in Nallasopara have seized an opportunity presented by the lockdown – one that’s linked to their religious duty, too. With the state government’s insistence on online purchase of goats for Bakri Eid, Mohammed Makhdum and his brother are offering to conduct the entire sacrifice – from buying the goat to distributing the meat – for others who cannot, with all approvals done online.

“This is qurbani, part of our religion. The customer trusts me with performing his religious duty. Honesty and transparency have to be the basis of our dealings,” says Makhdum, a civil engineering graduate from Saboo Siddik College, who lost his job with Omkar Realtors when they faced financial ruin last year. Since then, the EMIs on his housing loan have been mounting, and banks are no longer willing to wait. Makhdum supports his wife and two school going children.

Makhdum’s younger brother, Mohammed Saleem, who lives with their parents, had just landed his first job as an architect when the lockdown began. His office has since been shut, and he has been unable to help his parents pay their electricity bill or rent.

The brothers’ offer, sent to a few acquaintances on WhatsApp, entails selecting a goat at the Nallasopara market, sending a video of it to the customer, and then finalising the price. If the customer approves, they will buy the goat and look after it till it is sacrificed, and then distribute the meat to the needy in Nallasopara. Charges for all this will be conveyed to the customer at the outset. All payments will be online, with the option of paying the goatseller directly.

If the customer is able to come to Nallasopara, the ‘qurbani’ will be performed in front of him, and he can take away the meat. If not, the customer can see the sacrifice being performed through a video call. The ‘qurbani’ will be done at the home of the eldest of the three brothers, where social distancing is possible. Employed in a co-operative bank in South Mumbai, he too has been grounded through the lockdown because of the lack of public transport.

As prices in Nallasopara are high – a goat sells for Rs 10,000 to Rs 15,000; a butcher charges Rs 2,000 per goat – Makhdum has tied up with a friend who lives in a village near Patna where everything is cheaper. For those choosing to have the ‘qurbani’ done in Bihar, there’s an additional advantage, besides the price – the men who will cut and clean the animal are those rendered jobless by the lockdown. They have been training at butchers’ shops hoping to use their new skills for Bakri Eid.

“Who knows, if the response is enough, a few of these men may end up setting up their own meat shops there,’’ says Makhdum, who till three years back could afford to perform the Bakri Eid ‘qurbani’ for himself. He no longer can, but doing it for others would give him the same satisfaction.

“We are not wealthy, yet we can’t imagine standing in line for free rations or asking for charity,”’ says Makhdum. “This is an honourable way to earn enough at least to pay off our bills and EMIs. If we succeed, we can start home delivery of vegetables.”
