இஎஸ்ஐ மருத்துவக் கல்லூரிகளில் மாணவர் சேர்க்கைக்கு தடை கோரி வழக்கு: மத்திய அரசுக்கு நோட்டீஸ்

இஎஸ்ஐ மருத்துவக் கல்லூரிகளில் வரும் கல்வியாண்டில் மாணவர்களை அனுமதிக்க தடை கோரி தாக்கல் செய்யப்பட்ட மனுவுக்கு பதில் அளிக்குமாறு மத்திய அரசுக்கு நோட்டீஸ் அனுப்ப சென்னை உயர் நீதிமன்றம் உத்தரவிட்டுள்ளது.

மதுரையைச் சேர்ந்த எம்.முத்துவேல் உள்பட சென்னையைச் சேர்ந்த ஐந்து பேர் உயர் நீதிமன்றத்தில் தாக்கல் செய்த மனு விவரம்: தொழிலாளர் ஈட்டுறுதிக் கழகம் சென்னை, பெங்களூரு உள்பட ஐந்து மாநிலங்களில் மருத்துவக் கல்லூரித் தொடங்கி கடந்த 2010 முதல் நடத்தி வருகிறது.

இந்த நிலையில், நிதிச் சுமை காரணமாக மருத்துவக் கல்லூரிகளை தொடர்ந்து நடத்துவதில் சிக்கல் ஏற்பட்டது. இதையடுத்து மருத்துவக் கல்லூரிகளை நடத்தத் தேவையில்லை எனக் கருதி அவற்றை மூட முடிவு செய்துள்ளதாக கடந்த ஆண்டு டிசம்பர் மாதம் இஎஸ்ஐ அறிவிப்பு வெளியிட்டது.

மேலும், மருத்துவக் கல்லூரிகளில் தற்போது படிக்கும் மாணவர்கள் அவர்கள் படிப்பை முடிக்கும் வரை அல்லது அவர்களை வேறு கல்லூரிக்கு மாற்றும் வரை கல்லூரிகள் தொடர்ந்து நடத்தப்படும் என்று அந்த அறிவிப்பில் தெரிவிக்கப்பட்டது.

ஆனால், இந்த முடிவுக்கு மாறாக 2015-16 ஆம் கல்வியாண்டில் எம்.பி.பி.எஸ்., பி.டி.எஸ். படிப்புகளில் மாணவர்களை அனுமதிக்க உள்ளதாக கடந்த மார்ச் மாதம் மீண்டும் இஎஸ்ஐ அறிவித்தது.

வரும் கல்வியாண்டில் புதிய மாணவர்களைச் சேர்க்க இஎஸ்இ எடுத்த முடிவு தன்னிச்சையான முடிவாகும்.

காப்பீடு செய்த தொழிலாளர்களுக்கும், அவர்களது குடும்ப உறுப்பினர்களுக்கும் சிகிச்சை அளிப்பதற்காகவே இஎஸ்ஐ மருத்துவமனைகள் தொடங்கப்படுவதாக சட்டத்தில் தெரிவிக்கப்பட்டுள்ளது.

அதற்கு மாறாக மருத்துவக் கல்லூரிகள் தொடங்கி அதற்காக இதுவரை ரூ. 15 ஆயிரம் கோடி நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது. எனவே, இஎஸ்ஐ நிர்வாகம் தொழிலாளர்களுக்கும், அவர்கள் குடும்ப உறுப்பினர்களுக்கும் சிகிச்சை அளிப்பதை விடுத்து,கல்லூரிகளை தொடங்கி நடத்தி வருகிறது.

எனவே, வரும் கல்வியாண்டில் அதன் மருத்துவக் கல்லூரிகளில் மாணவர்களை அனுமதிக்க தடை விதிக்க வேண்டும். மேலும், கடந்த மார்ச் மாதம் பிறப்பிக்கப்பட்ட உத்தரவை ரத்து செய்ய வேண்டும் என மனுவில் கோரப்பட்டது.

இந்த மனு நீதிபதி எம்.சத்தியநாராயணன் முன்பு விசாரணைக்கு வந்தது. மனுவை விசாரித்த நீதிபதி ஜூன் 26-ஆம் தேதிக்குள் மனுவுக்கு பதில் அளிக்குமாறு மத்திய அரசுக்கு நோட்டீஸ் அனுப்ப உத்தரவிட்டார்.

In a relief to unaided private medical colleges, the High Court of Karnataka has quashed the Medical Council of India’s (MCI) circular making Common Entrance Test (CET) mandatory for admission to MBBS courses under non-resident Indian (NRI) quota from the academic year 2015–16.

A Division Bench comprising Justice B.S. Patil and Justice P.S. Dinesh Kumar at the court’s Dharwad Bench delivered the verdict in this regard on April 17 while allowing petitions filed by S. Nijalingappa Medical College, Bagalkot, J.N, Medical College, Belagavi, and SDM College of Medical Sciences and Hospital, Dharwad. The colleges had questioned the legality of the circular issued by the MCI in January, besides challenging the insistence to hold CET to fill up NRI quota, which constitutes 15 per cent of the total intake of a college. “The MCI sought to introduce entrance test for NRI category students as per the report of the executive committee, which is apparently contrary to the nature of the power invested with the committee and the procedure prescribed under the IMC Act, 1956,” the Bench said. Also, the circular was contrary to the pronouncements of the Supreme Court, which had recognised rights of unaided private medical colleges to admit NRI students by evolving their own method of assessing merit among applicants pending legislation to be brought by the Centre or the States, the Bench said.

In Karnataka, the court said, the Karnataka Professional Educational Institutions (Regulation of Admission and Determination of Fee) Act, 2006, authorises private colleges to fill up 20 per cent of the seats (15 under NRI and 5 management quota respectively) based on the method devised by them as per concessional agreement between college managements and the State.

Medical Council of India moots raising retirement age of teachers

In a bid to reduce the shortage of faculty in medical colleges, the Medical Council of India (MCI) has decided to write to state medical education departments across the country, seeking their opinion about increasing the retirement age of teachersfrom 70 to 75 years.

The issue of retirement age came up in a meeting of the MCI in Delhi on Tuesday. As per the MCI norm, the retirement age of a medical teacher is 70 years. No state can exceed this bar. Maharashtra medical education department has set the retirement age as 64 years for teachers in all its state and civic-run medical colleges.

"Today's meeting proposed to increase the retirement age of a medical teacher to 75 years. But before a decision is taken in this regard, all the state medical education departments will be asked about their opinion," said Dr Kishor Taori, chairman, Teacher Eligibility and Qualification Committee, MCI.

"The aim to address the problem of some of medical colleges which are facing a shortage of teachers. Himachal Pradesh is the first state where the retirement age of teachers in private and government-run medical colleges has been fixed at 70 years."

According to MCI, in all 398 medical colleges across the country there are more than 52,000 MBBS seats. Retirement of teachers affects the number of seats to be maintained. Thus, in order to maintain an adequate ratio, state governments increase the retirement age.

"But this is not a solution to solve the manpower issue; we oppose this government decision. We have a different demand — temporary lecturers should be regularised and medical teachers should be given time-bound promotion and pay scale. If the government wants to appoint these teachers, they can appoint them after retirement. Increasing retirement age of teachers its not a good idea," said Dr Nagsen Ramraje, president, Maharashtra State Medical Teachers Association.

ஏழைகளுக்கு இரண்டாவது கடவுள் மருத்துவர்கள்தான்; அதில் சந்தேகமில்லை. மருத்துவர்களுக்கு ஒரு ராயல் சல்யூட்!

எந்த மதத்தை சேர்ந்தவர்களாக இருந்தாலும் அவர்களுக்கு பொதுவான இரண்டாவது கடவுள் உண்டு. அது மருத்துவர்கள். சமயங்களில் ஏழைகளுக்கு அவர்களே முதற்கடவுளாக மாறிவிடுவதுண்டு.

அரக்கோணத்தை அடுத்த மாடத்துக்குப்பம் பகுதியை சேர்ந்த பாண்டியன் - கோகிலா தம்பதியருக்கு அந்த அனுபவம் நிகழ்ந்தது கடந்த வாரம். 

அவர்களின் 10 மாத குழந்தை ஸ்ரீதிவ்யா, சேப்டி பின் எனப்படும் கூர்மையான ஊக்கை தவறுதலாக விழுங்கிவிட, அடுத்த 24 மணிநேரம் அவர்களுக்கு வாழ்க்கைப் போராட்டமாகி விட்டது. குழந்தை விழுங்கிய திறந்த நிலையிலான சேப்டி பின், குழந்தையின் இரைப்பையில் நின்ற நிலையில் இருக்க, குழந்தையின் உயிரை மீட்பது மருத்துவர்களுக்கு  பெரும் சவாலாகிவிட்டது. 

இருப்பினும் சவாலை வெற்றிகரமாக சமாளித்து சாதனையாக்கி இருக்கிறார்கள் சென்னை எழும்பூர் அரசு குழந்தைகள் நல மருத்துவமனை மருத்துவர்கள். வழக்கமான முறைகளிலிருந்து மாறுபட்டு புதிய முறையிலான அறுவை சிகிச்சை மேற்கொண்டு, இதை சாதித்திருப்பது குறிப்பிடத்தக்கது. இந்த முறையில் அரசு மருத்துவமனை மேற்கொண்ட முதல் முயற்சி என்பதும் குறிப்பிடப்படவேண்டிய விஷயம்.

அறுவை சிகிச்சை செய்த சோர்வில் குழந்தை ஸ்ரீதிவ்யா கிடக்க,  அருகிலிருந்த தாய் கோகிலாவிடம் பேசி னோம்.

“ போன 24 ம் தேதி நைட்டு குழந்தைக்கு பால் கொடுத்திட்டு இருந்தேன். திடீர்னு கரண்ட் போயிடுச்சு. இருட்டில் பால் கொடுக்கக் கூடாதுன்னு இறக்கி படுக்க வெச்சிட்டு சிம்னி விளக்கை ஏத்திவெச்சிட்டு சமையலறைக்கு போனேன். கொஞ்சநேரத்துல குழந்தை அழுற சத்தம் கேட்டு ஓடிவந்தேன். வழக்கத்துக்கு மாறா அதிக சத்தத்தோடு அழுதாள். என்னன்னவோ பண்ணி சமாதானப்படுத்தியும் அழுகைய நிறுத்தலை. 

என்னவோ ஏதொன்னு பயந்து திருவள்ளுர் ஜி.எச் க்கு தூக்கிட்டு ஓடினோம். டாக்டர்கள் உடனே எக்ஸ்ரே எடுக்கச்சொன்னாங்க. அப்போதான் குழந்தை சேப்டி பின்னை விழுங்கினது தெரிஞ்சது. அலறி துடிச்சிட்டோம். 'குழந்தையை உடனே சென்னைக்கு கொண்டு போகறதுதான் பாதுகாப்பு' னு டாக்டர்கள் சொன்னாங்க. அந்த நைட்டு நேரத்துல வண்டியை பிடிச்சி பேபி ஆஸ்பிட்டலுக்கு வந்தோம். 

திரும்ப இங்கும் ஒரு எக்ஸ்ரே எடுத்துப்பார்த்துட்டு, டாக்டர்கள் அதை உறுதிப்படுத்திட்டு உடனே ஆபரேஷன் பண்ண ரெடியானாங்க. ஆபரேஷன் நடந்த அந்த அரை மணிநேரம் எங்களுக்கு உயிர் இல்ல. டாக்டருங்க குழந்தையை பாதுகாப்பா வெளியே கொண்டு வந்தபிறகுதான் போன உயிர் எங்களுக்கு வந்தது. டாக்டருங்க என் பிள்ளைக்கு 2 வது முறை உயிர் கொடுத்திருக்காங்க" என்றார் நா தழுதழுக்க. 

நடுஇரவில் குழந்தையை காக்கும் சிக்கலான அறுவை சிகிச்சையை மேற்கொண்டது, குழந்தைகள் நல சிறப்பு மருத்துவர் பேராசிரியர் எஸ்.வி செந்தில்நாதன் தலைமையிலான 6 பேர் கொண்ட குழு. மருத்துவர்கள் ஜெ.முத்துக்குமரன், கிருஷ்ணன், அனிருதன், குருபிரசாத், கௌரிசங்கர் ஆகியோர் இந்த குழுவில் இடம்பெற்றவர்கள்.

மருத்துவர் முத்துக்குமரனிடம் பேசினோம்.

“ ஒரு சாதனை புரிந்தோம் என்பதைவிட ஒரு குழந்தையின் உயிரை காத்துவிட்டோம் என்பதுதான் இப்போத எங்களுக்கு நிம்மதி அளிக்கிறது. கடந்த 24 ம் தேதி இரவு குழந்தை ஸ்ரீதிவ்யாவை அழைத்துவந்தனர் அவளது பெற்றோர். அழுதபடியே இருந்த குழந்தைக்கு எக்ஸ்ரே எடுத்து பார்த்ததில் அவள் சேப்டி பின்னை விழுங்கியிருந்தது தெரிந்தது. திறந்தநிலையில் இருந்த அந்த சேப்டி பின், முந்தைய முயற்சிகளின்போது தொண்டையிலிருந்து நழுவி, வயிற்றின் இரைப்பையில் ஆபத்தான இடத்தில் சிக்கிக்கொண்டிருந்தது. 

காது, மூக்கு, தொண்டை நிபுணர் மற்றும் குடல் இரைப்பை சிறப்பு மருத்துவர் உதவியை நாடினோம். ஆனால் அதில் சிக்கல் எழுந்தது. காரணம் குழந்தைகள் இப்படி விழுங்குவது சகஜமென்றாலும்,  ஸ்ரீதிவ்யா 10 மாதமே ஆன குழந்தை என்பதும், சேப்டி பின் திறந்த நிலையில் இருந்ததுமே. 

இது எங்கள் மருத்துவ குழுவுக்கு பெரும் சவாலானதாகிவிட்டது.  இப்படிப்பட்ட சமயங்களில் ஓஸ்கோபி (o'scopy) எனப்படும் வழக்கமான முறையில் டியூப்பை தொண்டை வழியே செலுத்தி விழுங்கிய பொருளை எடுப்போம். ஆனால் 10 மாத குழந்தையிடம் அதை முயற்சித்தால் திறந்த நிலையில் இருக்கும் சேப்டி பின், அருகிலுள்ள உறுப்புகளை கிழித்து இரத்தக் கசிவு ஏற்பட்டு குழந்தை உயிரிழக்கும் அபாயமுள்ளது. 

அதே சமயம் 10 மாத குழந்தை என்பதால் எந்த அளவிற்கு டியூப்பை உள்ளே செலுத்த முடியும் என்பதில் சந்தேகம் இருந்தது. அதனால் அந்த முடிவை கைவிட்டு எங்கள் மருத்துவ குழு தீவிரமாக கலந்தாலோசித்தது.

அதன்பிறகுதான் சிஸ்டோஸ்கோப்பி என்ற புதிய முறையில் அறுவை சிகிச்சை செய்ய முடிவெடுத்தோம். இந்த முறையில்  அறுவை ( cystoscopy) சிகிச்சை செய்வது இந்த மருத்துவமனைக்கு இதுதான் முதன்முறை. முடிவெடுத்தபின் கொஞ்சமும் தாமதிக்காமல் அறுவை சிகிச்சையை மேற்கொண்டோம். சிஸ்டோஸ்கோபி முறையில் வயிற்றின் குறுக்கே கிழித்து அதன் வழியே இரைப்பையில் 5 மிமீ அளவுக்கு சிறு ஓட்டை ஏற்படுத்தினோம். குழந்தை இரவு முதல் எதுவும் உண்ணாமல் இருந்ததால் இரைப்பை சுருங்கி பின் இறுக்கமான நிலையில் சிக்கியிருந்தது. 

ஒருவகையில் உணவு எடுக்காமல் இருந்ததும் இம்மாதிரி சமயங்களில் சாதகமான ஒன்றுதான். அந்த ஓட்டை வழியே சிஸ்டோஸ்கோபி கருவியிலேயே பிரத்யேகமாக இணைக்கப்பட்ட மெல்லிய சிறு குழாய் வழியாக குழந்தையின் இரைப்பைக்குள் துளித்துளியாக சலைன் திரவம் செலுத்தினோம். 

இதனால் குழந்தையின் இரைப்பை சற்று விரி வடைந்து, சிஸ்டோஸ்கோபிக் கருவி பின்னை இயல்பாக கவ்விப்பிடிக்க வசதியாக இருந்தது. இருப்பினும் உச்சகட்டமாக வேறு எந்த உறுப்பு களுக்கும் பாதிப்பின்றி கருவியின் மூலம் பின்னை எடுக்கும் முயற்சி எங்களுக்கு சவாலாக இருந்தது. 

கிட்டதட்ட 45 நிமிட போராட்டத்திற்கு பின் வெற்றிகரமாக சிஸ்டோஸ்கோபிக் கருவி, சேப்டி பின்னை லாவகமாக பிடித்துக்கொண்டது. அதை பாதுகாப்பாக வெளியே எடுத்தோம். அந்த 45 நிமி டங்களும் எங்கள் மருத்துவக்குழுவிற்கு பரபரப் பாக கழிந்தது. இப்போது குழந்தை நலமாக இருக்கிறாள். கொஞ்சம் ஓய்வுக்குப்பிறகு அவள் சகஜமாகிவிடுவாள்" என்று சொல்லி முடித்தார்.

பேபி ஆஸ்பிடல் என்று அழைக்கப்படுகிற அரசு குழந்தைகள் நல மருத்துவமனையில் நிகழ்த்தப் பட்ட இந்த அறுவை சிகிச்சை, தனியார் மருத்து வமனையில் செய்யப்பட்டிருந்தால் அதற்கான விலை கணிசமாக இருந்திருக்கலாம். 

"பொதுவாக குழந்தைகளை வளர்ப்பதில் மிகவும் எச்சரிக்கையாக இருக்கவேண்டும். அவர்களது சுபாவம் இயல்புக்கு மாறானது. பெற்றோர்கள் அதை எளிதில் புரிந்துகொள்ளவேண்டும். வீடு களில் குழந்தைகளின் கைகளில் எட்டும் அள வுக்கு பொருட்களை வைப்பதை தவிர்க்க வேண் டும். துருத்தி தெரிகிற, தன்னை ஈர்க்கிற பொருட்கள் அது நல்லதோ கெட்டதோ எதுவானாலும் அதை பார்க்கவும், தொடவும் அவர்கள் விரும்புவார்கள். அதனால் குறிப்பிட்ட வயது வரை குழந்தைகளின் மீதான கவனம் பெற்றோரிடம்தான் கூடுதலாக இருக்கவேண்டும். இல்லையேல் இம்மாதிரி அனுபவத்தை பெறநேரிடும்” என எச்சரித்து பேசுகிறார் மருத்துவமனையின் பதிவாளர் மருத்துவர் சீனிவாசன்

ஏழைகளுக்கு இரண்டாவது கடவுள் மருத்துவர்கள்தான்; அதில் சந்தேகமில்லை. மருத்துவர்களுக்கு ஒரு ராயல் சல்யூட்!

Convicted doctors and staff released on bail in Trichy

TRICHY: The principal district judge court suspended the one-year jail term of two doctors and a staff of Joseph Eye Hospital in Trichy and released them on bail pending disposal of the appeal on Friday.

The three — director Dr C A Nelson Jesudasan, chief administrative officer Christopher Jesudasan, medical officer of Perambalur Dr B Ashok- of Joseph Eye Hospital in Trichy had been sentenced to one-year imprisonment by chief judicial magistrate (CJM), Trichy on Wednesday in a case related to the loss of vision to 66 villagers in Villupuram district on July 20, 2008. The court acquitted three doctors and a lab technician from the case.

On hearing an appeal petition filed by the three, principal district judge (in-charge) R Poornima suspended the conviction of the three men and released them on bail on Friday. The appeal was pending before the court. The three were subsequently released from Trichy central prison on Friday.

Joseph Eye Hospital also went on strike on Saturday under the instruction of the Indian Medical Association (IMA), Trichy chapter, which raised its concern about the insecurity of the doctors and the private hospitals.

Meanwhile, Human Rights Protection Centre, Trichy which took up vision loss case in support of the victims was planning to go for an appeal seeking increase in quantum of the sentence. Advocate S Vanchinathan told TOI, "We are discussing going for an appeal to increase the term of conviction and for sentence of imprisonment to those who were acquitted from the case, because all of them are responsible for the vision loss."

எய்ம்ஸ் மருத்துவமனை இடத்திற்கான ஆய்வு: சொதப்பிய அதிகாரிகள்!

அகில இந்திய மருத்துவ அறிவியல் கழக மருத்துவமனை (எய்ம்ஸ்) தமிழகத்தில் அமைய வேண்டும் என்பது தமிழகத்தின் நீண்ட நாள் கோரிக்கை. இந்த நிலையில் தமிழகத்தில் ரூ.1,500 கோடி செலவில் எய்ம்ஸ் மருத்துவமனை அமைக்கப்படும் என மத்திய அரசின் நிதிநிலை அறிக்கையில் அறிவித்திருந்தார்கள்.

இதனைத் தொடர்ந்து தமிழகத்தில் எய்ம்ஸ் மருத்துவமனை அமைப்பதற்கான இடத்தை தேர்வு செய்து அனுப்பும்படி மத்திய அரசு, தமிழக அரசிடம் கேட்டுக் கொண்டது. அதைத் தொடர்ந்து, காஞ்சிபுரம் மாவட்டத்தில் செங்கல்பட்டு, புதுக்கோட்டை மாவட்டத்தில் புதுக்கோட்டை, தஞ்சாவூர் மாவட்டத்தில் செங்கிபட்டி, ஈரோடு மாவட்டத்தில் பெருந்துறை, மதுரை மாவட்டத்தில் தோப்பூர் ஆகிய 5 இடங்களை தமிழக அரசு தேர்வு செய்து மத்திய அரசுக்கு பட்டியலை அனுப்பியது.

தமிழக அரசு தேர்வு செய்து கொடுத்த இடங்களில் அனைத்து வசதிகளையும் உள்ளடக்கிய இடத்தை தேர்வு செய்வததற்காக சில தினங்களுக்கு முன்பு மத்திய அரசின் ஐந்து நபர் அடங்கிய குழு தமிழகம் வந்தது. குழுத்தலைவர் மத்திய மக்கள் நல்வாழ்வு மற்றும் குடும்ப நலத்துறையின் இணை இயக்குநர் தாத்ரி பாண்டா தலைமையில் அதிகாரிகள் மேற்கண்ட இடங்களை ஆய்வு செய்தனர். கடைசியாக செங்கல்பட்டில் இன்று ஆய்வு மேற்கொண்டனர்.

சொதப்பிய அதிகாரிகள்

ஆய்வுக் குழு வருகைக்காக காஞ்சிபுரம் மாவட்ட ஆட்சியர் வி.கே.சண்முகம், மக்கள் நல்வாழ்வுத்துறைச் செயலாளர்  ராதாகிருஷ்ணன், வருவாய்துறை, பொதுப்பணித்துறை, ஊரக வளர்ச்சி துறை, தமிழ்நாடு குடிநீர் வடிகால் வாரிய அதிகாரிகளும் கலந்து கொண்டனர்.

செங்கல்பட்டு திருமணியில் தொழுநோய் மருத்துவப் பயிற்சி மற்றும் ஆராய்ச்சி மருத்துவமனை செயல்பட்டு வருகின்றது. இந்த மருத்துவமனைக்கு சொந்தமாக சுமார் 500 ஏக்கர் நிலம் காலியாக இருக்கின்றது. எய்ம்ஸ் கேட்ட 200 ஏக்கர் நிலத்திற்கு மேல் இடம் இருக்கின்றது. இதுதவிர, ரயில், பேருந்து, விமானப் போக்குவரத்து என அனைத்தும் இதன் அருகிலேயே இருக்கின்றது. பாலாறு பக்கத்தில் இருப்பதால் தண்ணீர் வசதியும் உள்ளது. இதனால் இங்கேதான் மருத்துவமனை அமையும் என்று அனைத்துத் தரப்பினரும் நம்பிக் கொண்டிருந்தனர்.

King Institute may house National Institute of Ageing

About eight acres of the King Institute of Preventive Medicine’s campus may soon house the National Institute of Ageing.

A five-member Central government team, which is in the State to examine sites for the establishment of an All India Institute of Medical Sciences (AIIMS), arrived in Guindy on Saturday morning to take a look at the campus.

Speaking to the press, Dharitri Panda, joint secretary, ministry of health and family welfare, said the team has noted there are many trees on the Guindy campus, and have asked for a mapping of the trees in order to minimise damage during construction of the institute.

“The institute will be a 200-bed specialist geriatric facility linked to Madras Medical College (MMC). We can increase the number of beds later, if necessary. Research, training and producing specialists are among its aims.

There will be 15 postgraduate seats in geriatric medicine at the institute,” she said.

The Rs. 150-crore project has been approved in the 12{+t}{+h}Five Year Plan, she said. Among other facilities, the institute will have a Frail Elderly Clinic, an Aids and Appliances Clinic, and an Implants and Cosmetic Clinic.

The institute will be one of only two in the country, with the other at AIIMS in Delhi. “We decided to locate the institute in Chennai partly due to MMC’s contribution to this field,” she said.

GGH Block

Rajiv Gandhi Government General Hospital (GGH) is set to get a new tower block for outpatients.

The hospital will also get a block for the urology and nephrology departments as well as a separate rheumatology block, said J. Radhakrishnan, State health secretary, at the golden jubilee celebrations of the urology department on Friday.

S. Geethalakshmi, director of medical education, said the kidney transplants performed by the department had helped a number of patients. She also highlighted the importance of starting fellowship courses for specific surgeries as well as holding live workshops.

R. Vimala, hospital dean, said a postgraduate students’ hostel is also coming up.

4th medical college in city unlikely before September

CHENNAI: The grand opening of Government Medical College and Hospital at Government Omandurar Estate, Chennai's fourth medical college, is likely to be put off till September. On Friday, the government announced sale of MBBS/BDS forms for 19 medical colleges from May 11, which account for 2,555 seats, but was silent on inaugurating the new college.

This comes close on the heels of the Global Investors Meet being deferred due to the impending verdict on an appeal by AIADMK chief J Jayalalithaa in the disproportionate wealth case. The construction of college and hostel/staff quarter blocks is almost complete and hospital blocks would be ready soon. "The Medical Council of India has given an in-principle approval for admitting 100 students, but it is unlikely to be opened before the Karnataka High Court verdict in the wealth case," said a government source. The final approval from MCI is expected any time now.

The 206-crore seven-tower block on Wallajah Road in Triplicane was originally designed to accommodate secretaries and their departments. The massive medical institution is coming up on an 8.7 lakh sqft plinth area. While the main complex was converted into a multi-specialty hospital after waging a prolonged legal battle, the tower blocks were altered to accommodate a medical college and hospital.

The city has Madras Medical College (founded in 1850), Stanley Medical College (1938) and Kilpauk Medical College (1960). According to sources, the MCI team recently made a couple of visits to the Omandurar college to assess the institution.

Nod for medical degrees obtained from off-campus centres

Students with medical degrees obtained through off-campus centres of a West Indies-based health sciences university before 2010 will be allowed to enrol provisionally as medical interns and doctors in Tamil Nadu.

The Tamil Nadu Medical Council (TNMC) has agreed to register provisionally students who had pursued medical courses of the International University of Health Sciences, based in the West Indies, at its off-campus study centres in Cochin, Pune, Mumbai and Dubai before April 2010 and allow them to take up Compulsory Rotatory Residential Internship (CRRI) in the State.

TNMC counsel Veera Kathiravan made the submission before Justice S. Vaidyanathan during the hearing of a writ petition filed by a candidate before the Madras High Court Bench here.

The judge recorded the submission and directed the TNMC to consider registering the candidate permanently also after she completes the CRRI and complies with other mandatory requirements.

According to Mr. Kathiravan, the Medical Council of India had initially refused to register such candidates by citing its Screening Test Regulations, 2002, which state that candidates who had pursued medical courses in institutions located abroad should have undergone the entire duration of the course directly in those institutions and not in their off-campus study centres located elsewhere.

The rejection was challenged by about 20 students before the High Court of Kerala in 2011. A single judge of the High Court allowed their writ petitions on October 1, 2012 and ordered that all of them should be registered since they had completed their course before the introduction of the regulation, relied upon by the MCI to deny registration, on April 16, 2010.

Further pointing out that the International University of Health Sciences was located in the Federation of St. Christopher and Nevis, the judge said the MCI had not produced any material to prove that under the regulations in force in that island nation, an accredited institution in its territory could not award degrees to students who had undergone studies in its off-campus centres.

The single judge’s order was confirmed by a Division Bench of the Kerala High Court on August 29, 2014. Thereafter, the MCI decided against taking the matter on appeal to the Supreme Court and issued a circular on February 11, 2015 asking the medical councils in all the States to register such candidates besides permitting them to take up internship in hospitals within their jurisdiction.

“Accordingly, the application of the present petitioner is being processed by the Tamil Nadu Medical Council for grant of provisional affiliation,” the counsel added.

Will the hunt for AIIMS site end with Thanjavur?

Finding manpower will be easy as Thanjavur has a reputed medical college

When the team deputed by the Union Health Ministry scouting for a suitable location for establishing an All India Institute of Medical Sciences (AIIMS) in Tamil Nadu comes calling here on Friday, the district administration, backed by public interest groups, is eager to press the case of Thanjavur.

With the city already on the medical tourist map of the region for several decades now, establishment of an AIIMS at Sengipatti could serve not just Thanjavur but also Tiruchi, Pudukkottai and a clutch of eastern and southern districts of the State.

Sources in the administration indicate that the officials are just banking on the excellent logistics and land availability of the suggested 200-odd acres of centrally located land at Sengipatti accessible equally from Thanjavur, Tiruchi, and Pudukkottai but pressing the case of Thanjavur as the best bet what with the city already having the basic foundation for any grand super speciality medical research and outreach institution in the Thanjavur Medical College Hospital which has turned out hundreds of medical professionals to serve the public in the past 50 years.

“Two important factors bolster the case of Thanjavur — it’s strategic location and abundance of medical facilities and support institutions for outreach and academic research activities essential for the growth of AIIMS-like institutions.

Institutional support from several Union Government-sponsored entities such as BHEL, Oil and Natural Gas Corporation, OFT, and the NIT could be counted upon in Thanjavur,” said a couple of doctors in the city discussing the project.

More importantly, qualified and experienced medical professionals might find it easier to base themselves in Thanjavur, where professional experience sharing could add to their advantage. Continuing medical education and virtual medical facilities have taken deep roots here and that would help in the vertical take off for a new AIIMS rather than a place where sub-zero spade work was essential, they point out.

There is the upcoming SIDCO industrial estate near the Sengipatti site and the State government could easily create a pharma manufacturing cluster there adding to the advantage, the professionals say.

Attendance records, HoD sign forged

In many earlier batches at GMCH, the majority of the 200 MBBS students have not completed the internships but managed to get the certificates by manipulating the college staff (the internship coordinator from the preventive and social medicine or PSM department and associated officials).

Sources in GMCH say that the previous internship coordinator used to openly take a bribe to issue the certificates. But when this fact was brought to the notice of present dean Dr A Niswade, he appointed Dr Uday Narlawar from the PSM department as new coordinator for maintaining records of attendance and other documentation, and took upon himself the responsibility of monitoring the programme.

However, Dr Niswade himself didn't take any action against the irregularities brought to his notice by the coordinator. Sources say that it was obstetric and gynaecology head Dr Shalini Fuse who brought to the coordinator's notice that none of the 30 students whose attendance record was brought to her for confirmation by the coordinator had actually attended the training. She also complained that her signatures had been forged on the attendance certificate.

Later, two other heads, Dr Raj Gajbhiye of surgery and Dr Sajal Mitra of orthopaedics department, had also written to the coordinator that students in their departments had not attended the training and their signatures too were forged.

Forging signatures is a big offence and should have actually been reported to the police. But the dean didn't take cognisance of these complaints and instead told the students to complete the remaining internship before June end to get the certificates, and took affidavits from them and parents who pressurized him. The dean also claimed that he was under extreme political pressure from the top echelons of the state government and about 30 MLAs.

This year, only 25 students have completed their internships and got the certificates. But unfortunately, they couldn't clear the PG entrance examination. "Look at the irony. Those who work hard don't get admission and those who don't take the training and attend tuitions clear the exam," said a senior teacher.

34 med PG students to lose seats

NAGPUR: The directorate of medical education and research (DMER) has issued an order to cancel the post graduate (PG) admissions of all students admitted in the first round if they have failed to submit their internship completion certificate before April 20.

This order will lead to cancellation of admissions of 34 students of Government Medical College and Hospital (GMCH), who got admissions at various colleges in the state or across the country. It includes one student from GMCH who got admission in the same college.

This historic step is expected to put an end to the alleged practice of GMCH issuing internship completion certificates to all students (200 each year) for past three or more years (2012, 2013, and 2014) to safeguard the image of the college and save their skin and avoid any action against the college or students.

Though the order is basically meant for Government Medical College and Hospital (GMCH) Nagpur, the competent authority and joint director of DMER (dental) Dr Mansingh Pawar, who issued the order late on Monday evening told TOI that it is a common and routine order for all 14 medical colleges issued every year.

"I have not done anything extraordinary. It is all as per the Medical Council of India (MCI) norms, which say that the certificates should be submitted by March 31 every year. It is an administrative decision taken after consent of the DMER and the medical education and drugs department officials," said Dr Pawar.

The letter reads that as per DMER and the PGM-CET 2015 brochure (8.13.3) those who have not completed their internships by March 31 and not submitted the certificates from the college till April 21, their PG admissions should be cancelled immediately and the colleges should inform about the action to the DMER by fax or e-mail immediately.

"If the respective college doesn't respond in time then the related official would be responsible for it and the college will be held equally responsible," reads the letter.

DMER director Dr Pravin Shingare admitted that the letter was part of routine procedure but it will surely set an example for future interns. "The only exception this year is that the for the first time any dean (GMCH dean) requested DMER to allow the college to issue certificates by April 20 instead of March 31, which we had agreed to and hence cancellation of any PG admissions is historical. But we had also clarified that the certificate should be issued in back date only and should not be dated April 20," said Dr Shingare.

On Wednesday, a group of 25-30 interns met GMCH dean Dr A Niswade during the college council meeting. The dean told them to put their grievance before the department heads present there, who told them that they couldn't issue the certificates if the students hadn't completed their 365 days of training in 20 subjects.

The GMCH interns who had just been following the three-year pattern were so casual in their approach that despite the dean allowing them an extension in internship till June they had still not begun attending the training, assuming that like earlier two batches they too will be issued the certificates by the internship coordinator from the PSM department. "This happens every where. We are unnecessarily being targeted," said a few students.

Admission under NRI quota to MBBS, BDS courses by test

BHOPAL: For the first time, students seeking admission to medical and dental colleges though non-resident Indian (NRI) quota will have to appear for a common entrance test from upcoming academic year 2015-2016.

Acting on a Medical Council of India circular, MP directorate of medical education has asked medical and dental colleges to admit students under the NRI quota based on merits through a common entrance test.

"It applies to both private and government medical colleges. Government colleges rules for admission for NRI quota has been submitted to government for approval. We intimated private colleges to adhere to MCI circular," said DME Dr S S Kushwah.

Action on DME letter to private medical and dental colleges depends on view taken by Madhya Pradesh admission and fees regulatory committee (MPAFRC) and association of private dental and medical colleges in Madhya Pradesh (APDMC).

Until now, NRI quota students did not have to appear for any entrance exam and were admitted on basis of the class XII performance. "Rules and regulations for NRI seats and their admission criteria await an approval from MPAFRC. MCI circular will be put forth before MPAFRC member during a scheduled committee meeting on April 27," said MPAFRC officer on special duty Dr Sunil Kumar. 15% seats in private colleges are reserved for NRI students and there are 28 NRI quota seats MBBS in government medical colleges.

Activist Dr Anand Rai welcomed the MCI decision, citing without any entrance exam, students with bare minimum 45% marks in XII or equivalent were admitted to medical and dental colleges.

NRI quota students pay about $10,000 per year (4.5 years MBBS course) along with a year's fees as security deposit. "For more than a decade, certain ineligible candidates have benefitted by seeking admission through NRI quota. Fees from NRI quota is a huge revenue source," he said.

He cited a Supreme Court seven judges bench order of 2005 that stated 'amount of money in whatever form collected from NRI quota students, should be utilized for benefitting economically backward students and educational institute might admit on subsidized payment of their fee'.

"As of today seldom has a medical colleges directed to use fees charged from NRI quota students to benefit economically backward students. SC directive too should be followed by medical colleges," said Dr Rai.

RMO’s suicide attempt: report sent to DME

K.A.P. Viswanatham Medical College, which controls Mahatma Gandhi Memorial Government Hospital, has sent a report to the State government on the suicide attempt made by Resident Medical Officer (in-charge) N. Nehru recently.

The report has been sent to the Directorate of Medical Education (DME) for further action.

Sources told The Hindu that information relating to his duties and responsibilities, his response to them, attempt made by him to end life, admission to hospital for treatment, the reasons cited by him for attempting suicide, and the stand of management on the issue were all covered in the report.

Sources said soon after the suicide attempt, Mr. Nehru had been relieved from the post of the RMO. He was on medical leave for a month, and a new RMO had been appointed. Mr. Nehru took a heavy dose of sleeping pills at his house at Sangilandapuram on April 6. He had also alleged that he got “repeated calls” from personal assistants of various Ministers asking him to take steps for providing special treatment to some patients.

New PG course in Theni medical college soon

A special team from Tamil Nadu Dr. MGR Medical University, comprising convenor A. Jayabhaskaran, Professor of Anaesthesiology, Coimbatore Medical College, and member A. Paramasivan, Professor of Anaesthesiology, Madurai Medical College, visited Theni Government Medical College at Gandamanur pass and assessed the facilities as the college has proposed to start a postgraduate course in the Department of Anaesthesiology with six seats.

College Dean R.M. Raja Muthiah said that the PG course in Anaesthesiology would be started soon. With commencement of this course, students as well as the public would benefit. With sharp increase in the number of surgeries performed here, PG courses would be helpful in conducting surgeries and for the smooth functioning of the hospital.

Efforts were also on to start new PG courses in the Departments of Medicine, Surgery and Orthopaedics. A PG course had already been started in the Departments of Paediatrics and Obstetrics and Gynaecology in the hospital, he added.

Doctors recruitment drive for Saudi

A delegation from the ministry is visiting Delhi, Bengaluru and Mumbai between April 21 and 29 for the purpose.

MCI team inspects medical college

A three-member team of the Medical Council of India on Monday inspected the Government Mohan Kumaramangalam Medical College Hospital to ascertain if the compliance report submitted earlier for granting permanent affiliation for the increased 100 seats for the first year MBBS are fulfilled.

Two years ago, the medical college was given temporary approval for increasing the intake for first year MBBS from 75 to 100 seats.

Hence, the college was asked to fulfil statutory infrastructure for giving permanent affiliation.

A team led by coordinator Dr. Biraj Kumar Das, Professor, Department of ENT, Jorhat Medical College and Hospital, Assam, and members Dr. Sachidananda Mohanty, Professor, Department of Forensic Medicine, MKCG Medical College, Orissa, and Dr. S. Aruna, Professor, Department of Anatomy, Indira Gandhi Medical College and Research Institute, Puducherry, visited various departments to ascertain whether the norms are fulfilled.

The team also held discussions with Dr. N. Mohan, Dean of the hospital, Dr, Swaminathan, Dr. P.V. Dhanapal, Deputy Medical Superintendent, Dr. Geetha David, Resident Medical Officer, and Dr. Sundaravel, Nodal Officer. The team would in turn submit report to MCI and based on it permanent affiliation would be granted, doctors said.

The team had earlier visited the medical college on Steel Plant Road and ascertained the infrastructure present there.

COUNCIL REJECTS APPLICATION FOR STARTING A NEW MEDICAL COLLEGE

COIMBATORE: The Medical Council of India (MCI) has rejected an application filed by already de-recognised DD Medical College and Hospital in Tiruvallur, to start a new medical college using an expired establishment certificate provided by the State government.

The institution established in 2010, has MCI approval for the first batch. But MCI had refused to extend the approval for 2011 admissions, however, the management continued to admit students to the MBBS course.

The college came into spotlight when the students of the college held a series of protests against its closure in 2012-13, and demanded admission in government medical colleges. But the Madras High Court had rejected the plea of the students also.

Now the defunct medical college has again approached MCI for establishment of a new medical college at Tiruvallur district for the next academic year (2015-16). The college had presented the Establishment Certificate issued by the Tamil Nadu government in 2008 for starting the college at Kunnavalam, Tiruvallur district.

The MCI had received a letter on January 22 from the Secretary to Government Health and Family Welfare Department that this Establishment Certificate issued in 2008 stands exhausted and invalid.

The Council had also received a letter from the Registrar, the Tamil Nadu MGR Medical University, informing them that Consent of Affiliation issued by the University in 2008 will not be valid for the establishment of a new medical college at Tiruvallur from the academic year 2015-16.

Since there is no provision to keep the application pending and with no valid Establishment Certificate and Consent of Affiliation, the Executive Committee of the Council has decided to return the application recommending disapproval of the scheme to the Central Government for establishment of a new college.

A top health department official said that with no new Establishment Certificate being issued by the State government, the management cannot start a new college.

Dr G R Ravindran of Doctors Association for Social Equality (DASE), who was active during the protests, said that even after months of struggle, some students are still struggling to find alternate admissions.

The State and Centre government should come forward and try to rectify the mistakes associated with the college, and open it for the welfare of these students, Dr G R Ravindran added further.
