We always learn rules the hard way, and a Karnataka farmer is a case-in-point: he was charged half-tickets apiece for two hens he was carrying aboard a KSRTC bus on Sunday.

Though he raised a hue and cry, it's well within the confines of the rulebook, that pets like rabbits, pups, cats and birds are charged children's fare, which is exactly half-fare.

Srinivas was traveling from Gauribidanur to Peddanahalli, both in Chikkaballapura district, some 58kms from Bengaluru.

He had bought two hens from the market in Gauribidanur paying Rs. 150 for each and had boarded the bus from the town bus-stand around 7.10AM.

As the conductor approached him, he handed over one Rs. 50 note for the 30-min journey and expected Rs. 26 in return.

Instead he was given Rs. 2 in return and three tickets.

Perplexed, he checked the tickets and realized that the conductor has issued two half-tickets of Rs. 12 each, which are basically for children between 6-12 years of age, weighing between 23kg and 30kg, while occupying a seat.

He clarified to the conductor that he didn't have any children with him.

ReactionSrinivas picked up a fight with conductor

The conductor told him the half-tickets were for the two fowls he was carrying.

Angry at the 'overcharging,' he picked up a verbal fight with the conductor demanding the correct refund.

However, the latter stood his ground, saying he did as per the rules enlisted.

The argument could not continue as the bus reached Peddanahalli, forcing Srinivas to get down.

Complaint'It was just two hens...didn't even occupy a seat'

"It was just two (hens) which together weighed 2.5kg and didn't occupy a seat. They were in a plastic bag and on my lap," rued Srinivas.

Meanwhile, AU Shariff, Guaribidanur Depot Manager, KSRTC, defended the conductor, saying he followed the transport corporation's regulations.

"A circular issued by the department states that we must levy a charge if passengers are carrying pets," Shariff said.

'Wrote on the ticket it was charged for the hens' 

"The electronic ticket generating machines which conductors use nowadays do not have such a facility (to charge for pets), so the conductor issued tickets for children and also wrote on the back of the ticket that it was charged for the two hens," he added.

No ‘Hindu meals’ for economy class travellers soon on Emirates

Hyderabad: Emirates will not be offering ‘Hindu non-vegetarian’ meal preference for economy class passengers, though business and first class passengers will continue to get the facility. The meal does not have beef.

Emirates has sent out an email to passengers stating that economy class travellers will not will be able to select the ‘Hindu meal’ preference while booking the flights from July 1. The Hindu meal service in economy class would be discontinued in October.

Several passengers took to Twitter to complain. Emirates, while confirming the amendments, told the passengers that the airline would offer Hindu meals in first and business class cabins.

CHENNAI: The number of government quota MBBS seats has increased from 3,328 to 3,501 after the Medical Council of India gave approval for two private medical colleges. The seats have been added to the existing seats in the ongoing counselling for MBBS and BDS admission 2018-2019.

After handing over the allotment order to 10 students who figured on top of the state’s merit list, Health Minister C Vijaya Baskar said, “The MCI gave approval for two self-financing medical colleges, Melmaruvathur Adhiparasakthi Institute of Medical Sciences and Research and Dhanalakshmi Srinivasan Medical College recently.”

The minister said, “Over 70 per cent of seats might go to State Board students and 30 per cent to CBSE and other boards.

The selection committee members said the Adhiparasakthi Institute had surrendered 98 seats and the Dhanalakshmi Srinivasan Medical College 75 seats.

About the Christian Medical College (CMC), Vellore, the minister said the State would act as per court directions. “The CMC is yet to surrender seats as the case is pending in the court.”

Health secretary J Radhakrishnan said, “90 ‘native’ students were added to the rank list and, among them, 28 or so will be eligible for medical seat”.

The selection committee officials said these students had studied in other states and also written NEET-UG representing other states, but their parents are natives of Tamil Nadu. “One student with similar case went to the court praying to consider him as the state student. The court ruled in his favour. Later we found that there are over 80 similar students and included them in the rank list. However, not all students will get medical seats,” said a senior selection committee official.

Police installed banners declaring the ‘walking zone’

CHENNAI : The city police has restricted parking on two stretches in the service road at Marina Beach for the convenience of morning walkers, starting today. Vehicle parking will not be allowed on the service road from Gandhi Statue to the spot opposite the office of the Tamil Nadu Slum Clearance Board. Another stretch that has been banned for vehicle parking is from Thiruvalluvar statue to Kannagi statue. The ban will be enforced from 5 am to 8 am every day.

Vehicles will be allowed for parking on the Kamarajar Salai opposite the DGP Office and on the service road between the spot opposite to the slum clearance board office and the Thiruvalluvar statue. The place behind Kannagi statue will also be allowed for parking during these hours. Police said the measure was taken in view of the demands from the morning walkers.

A senior police officer told Express, “At least 1,500 people use the service road for morning walks and they find it difficult with the vehicles parked haphazardly on the stretch. So we have reserved particular stretches for about a kilometer exclusively for walking in the morning hours.” Police on Monday installed banners declaring the ‘walking zone’ on the service road. Train service begins in Pattukottai- Karaikudi BG section

It resumes after five years

More than five years after trains services were stopped on the Pattukottai - Karaikudi section, the Tiruchi Railway Divisional authorities resumed regular services in the newly converted broad gauge stretch on Monday.

A Diesel Electric Multiple Unit (DEMU) train was operated from Karaikudi in the morning which reached Pattukottai in the afternoon. The same train left Pattukottai and arrived at Karaikudi at around 7.10 p.m.

As per the present timing announced by the Southern Railway authorities, the bi-weekly passenger train would be operated on Monday and Thursday for a period of three months on experimental basis. The passenger special train would take over six hours in both directions.

Railway sources said the DEMU special train was being run with Travelling Gatekeepers on board in both directions at present due to shortage of manpower for manning the level crossing gates falling along the stretch. The sources said this was the reason for the long journey time taken in this stretch. Services were stopped in this section in late 2012 for conversion into broad gauge. Delay in resumption of train services post clearance from the Commissioner of Railway Safety in early March this year, irked locals who kept demanding resumption of services. The train has seven stoppages en route including Peravurani, Aranthangi and Periyakottai.

Latest instruction changes the teacher-student ratio from 1:15 to 1:20

Much to the consternation of faculty members, self-financing colleges with poor admissions in the region have found solace in the latest instruction from the All India Council for Technical Education (AICTE) for changing the teacher-student ratio from 1:15 to 1:20.

There are instances of private managements merging engineering institutions being run in common campuses, it is learnt.

According to a functionary of the management of a group of engineering institutions, the indications of the TNEA 2018 counselling are indeed negative for institutions with mediocre outlook.

But, spurt in attrition of engineering faculties from such institutions is not helpful for colleges undertaking fresh recruitment of teachers.

In fact, in very many colleges, the teacher-student ratio did not conform to the 1:15 norm earlier, and now these institutions are able to conform to the newly specified ratio, sources said.

Nevertheless, the line of thinking of the managements of engineering colleges has always been that 1:20 ratio was sufficient for teaching purposes, and that the 1:15 ratio would be suitable only when research activities receive importance.

According to a former principal of an engineering college in Tiruchi district, there will be no solution to the declining trend in engineering education until the focus is shifted from results to knowledge-acquisition.

There are also indications that a section of B.Ed. qualified teachers laid-off by college managements are knocking at the doors of schools for sustaining their teaching career, going by inquiries being made by the faculties with school managements, sources said.

A good number of self-financing engineering colleges in the region pay paltry salaries in the range of Rs. 10,000 to Rs. 12,000.

It has also come to light that teachers of certain engineering institutions prefer to quit the job on their own volition since they have not been paid even the paltry salary for months.

A course for doctors to manage TB

The National Institute of Research in Tuberculosis (NIRT) will offer a certificate course for doctors on managing tuberculosis.

The eight-week ‘Manage TB - an online course for doctors’ was developed by the Indian Council of Medical Research - NIRT and NPTEL have provided support for recording and hosting it on the portal and will coordinate the conduct of the final exams.

NPTEL coordinator Andrew Thangaraj said it was the first course of its nature addressing a specific disease and aimed at sensitising doctors in the public and the private sector to standards of care, guidelines and developments in the management of TB.

The course, which includes video lectures and case discussions, was launched by Madhusudhan Reddy, deputy commissioner (health), Chennai Corporation. Mr. Reddy said the course was needed in view of the State’s ‘End TB’ and ‘TB free Chennai’ initiatives.

Officials have erred in grouping people, charges Opposition

The slotting of ration cards into five categories as per the National Food Security Act (NFSA) by officials after a survey is not permanent and is bound to change over a variety of factors, Food Minister R. Kamaraj said in the Assembly on Monday.

Congress MLA S. Rajesh Kumar (Killiyoor) raised the issue in the House and claimed that the officials had not properly categorised the cards and had issued ‘all commodities’ cards to the rich and vice versa.

As on May 31 this year, 1,96,16,093 ration cards are categorised into five types: 76,99,940 Priority Household cards (all commodities, including rice), 18,64,600 Priority Households-Antyodaya Anna Yojana cards (all commodities, including 35 kg of rice), 90,08,842 Non-priority Household cards (all commodities, including rice), 10,01,605 Non-priority Household-Sugar cards (sugar option cards) and 41,106 ‘no commodity’ cards.

As per the NFSA norms, women-headed families and those with differently-abled/mentally challenged persons were to be marked as priority cards, Mr. Kamaraj explained.

The categorisation was not permanent and all would be covered in the distribution of items, he added.

He said that a total of 5,47,550 duplicate ration cards had been identified and eliminated since June 1, 2011.

Mr. Kamaraj also rejected the charges levelled by Mr. Rajesh Kumar that the food grains distributed in the PDS shops were not of good quality.

The Killiyoor MLA claimed that the rice in PDS shops were hard since they were put through the pressure boiling system, unlike the sortex system in private mills. Responding to an allegation levelled by DMK MLA G. Anbalagan (Kumbakonam) that rice was not being distributed properly in some places, Chief Minister Edappadi K. Palaniswami said it was not true and said a maximum of 35 kg of rice was issued to eligible cards.

CMC not on list of colleges for counselling

College sources say no communication from government about surrender of seats

Top candidates who aspired for seats in Christian Medical College, Vellore, were disappointed as the government counselling for medical seats under general category on Monday began without including the college.

Neither Health department officials nor Minister C. Vijaya Baskar, who distributed the allotment letters to the top 10 candidates, had an explanation for the omission.

Dr. Vijaya Baskar said he was pleased that all 10 the students had chosen Madras Medical College, while at least three students openly expressed interest in joining CMC.

Later, when the candidates were asked if they would surrender the MMC seats in favour of management seats at CMC, they said they were unsure.

Since the Supreme Court struck down CMC’s plea and refused to allow the college follow its own selection process, instead of NEET, the college was included for counselling under the single-window process.

According to the Directorate of Medical Education handbook on Right to Information Act - 2005, “Minority Colleges have to share 50% of the seats with the Government for allotment of candidates under the single window system.”

But Health Department officials have not included 50% of the seats in CMC under government pool. The officials said the college would feature in the counselling for management quota seats.

CMC sources maintained they had not received any communication from the government about surrender of seats to the State pool.

The sources also pointed out that the candidates who aspired to join the college, however, ranked lower in the management quota merit list.

The Selection Committee had released a separate list of 92 candidates, which the Minister said, had been in compliance with a court directive. These candidates’ name had been withheld as their nativity claims had to be verified. Any candidate who wishes to apply for MBBS, BDS must be a native of the State.

According to officials 15-20 candidates among the 90 could get a seat in the State.

Toppers from State Board

On the chances of candidates from State Board, Dr. Vijaya Baskar said 70% of the seats would go to State Board students.

On the first day on Monday 598 candidates were invited for counselling. On Tuesday, as many as 750 candidates were called, he added.

Three of the 10 toppers are from State Board schools. R.S. Supraja, who scored 613, and M. Dhinakar are from Velammal Matriculation School. Dhinakar scored 820th rank in AIIMS but was offered JIPMER Karaikal.

Hence, he chose MMC. S. Sabarish from Tirupattur, who was ranked 13 and has a NEET score of 610, is also from the State Board.

At the end of the first day, all seats in the open category, BC, BCM and MBC were filled in MMC. In Stanley and Kilpauk, there were no vacancies in OC and BC, whereas in Madurai and Coimbatore Medical College seats in OC were filled.

Constable catches culprits who targeted older ATMs

The suspects deployed a novel method to withdraw money

A constable’s perseverance helped in nabbing two men who adopted a novel modus operandi to steal money from older ATMs of banks across the city in the last several months.

In older ATMs one does not have to swipe the card multiple times to do more than one transaction and the ‘time-out’ period is longer.

Police said the accused, Manoj Kumar, 26, and Munna Kumar, 26, would insert a small metal pin near number 0 on the keypad to disable it.

When a customer enters the ATM kiosk they would remain inside on the pretext of helping him.

They would figure out the PIN when the customer repeatedly tries to key it in after swiping the card.

Once the customer leaves the kiosk, the two would remove the metal to release the keypad.

If the transaction in the ATM had not been ‘timed out’ by then, they would key in the PIN and withdraw money from the customer’s account.

Special teams

The Anna Square police had been getting complaints about money being stolen from ATMs since February. Following this, special teams were formed to crack the case.

One special team member, M. Shankar, a constable from the police station special team, collected CCTV footage from different ATMs.

“After identifying the suspects, he waited outside the SBI ATM inside Ezhilagam on Kamarajar Salai. He did this for three months,” said a senior police officer.

In the last week of June, a soldier lodged a complaint with the Anna Square police stating that Rs. 20,000 was withdrawn from the Ezhilagam campus ATM.

“The constable started monitoring the campus discreetly, and on Saturday spotted the two persons whom he had identified from the CCTV footage,” added the officer.

He nabbed them red-handed when they tried to withdraw money and handed them over to the Anna Square police station.

On Sunday morning, the two were taken to the ATM and asked to demonstrate how they stole the money.

Graduates from Gaya

During interrogation it was found that both of them were graduates from Gaya in Bihar. One of the culprits said that he learnt this technique of stealing from ATMs from an online video sharing platform.

“They used to come to Chennai once in three months and stay in hotels. They used to do a recce of the city and identify kiosks with double ATMs that are old,” said a police officer.

Checking for offence

The police are now checking if they have committed similar offence elsewhere in the State.

Thomas Franco of the All India State Bank Officers Federation said such a technique could be deployed only in older ATMs.

“One has to exercise caution while exiting the ATM kiosk. Always leave when a green light blinks around the card slot,” he advised.

₹2L fee at registration makes medical candidates cautious

Directorate General of Health Services may not return many seats to deemed university this academic year, officials say. With just one day to go for students to join colleges they were allotted in universities, many college administrators say students with average scores have made smart choices by locking their seats in deemed varsities in the first round.

Students with NEET scores as low as 200, who may not stand a chance to get MBBS seats through state counselling, have joined deemed universities. The cut off at SRM Medical College and Hospital and Sri Ramachandra Medical College and Hospital stood at 224 and 283 respectively as on Monday.

“This may not happen in the second round. Factors such as stringent rules framed by the DGHS and tough competition reversed the trend this year,” said A Sundaram, dean of SRM Medical College and Hospital.

Last year, up to 90% of seats in some universities were returned because many students blocked the seats and didn’t join later. This year, medical aspirants opting for admissions to deemed universities were asked to pay ₹2 lakh towards tuition fee while registering for the online counselling. The amount will be returned if they do not join in round 1, but students will have to forfeit the tuition fee if they don’t join colleges they are allotted after the second round of counselling.

This year, admissions to government medical schools in Tamil Nadu are expected to be tougher as cut-off is expected to be at least 50 marks more in NEET compared to last year’s. Although eighty-one students scored above 550 in NEET in both 2017 and 2018, there were 1,279 students who got above 400 marks compared to 1,466 students last year and 4,791 students above 300 marks compared to 2,569 last year.

On Monday, students who scored between 270 and 300 marks are still waiting eagerly to see if they can get a a seat through state counselling and if they fail, they have to enrol for counselling with DGHS and lock seats in deemed universities. “And everyone who enrols in round 2 will be serious because if they don’t take the seat they are allotted, they will be fined ₹2 lakh,” said Meenakshi Medical College Hospital and Research Institute dean M Dhanapal.

Normal life was affected in Salem on Monday due to torrential downpour all through Sunday night. Many areas in the city were flooded with rainwater. A rail underpass connecting Sivadhapuram to the city was submerged.

A 12-year-old boy was washed away in the flash flood on ‘Raja Vaikkal’ due to heavy downpour on Sunday midnight.

The boy has been identified as M Mohammed Shath, 12, of Housing Board area at Narayana Nagar in Salem. He was studying Class VII in a nearby school.

He went to a movie with his elder brother Sadham Hussain, 27, and his brother’s friend Abdul, 35. “We were returning home after watching the movie around 2am on a bike,” Sadham Hussain said. When they neared Kitchipalayam area, they found a torrent of water flowing in ‘Raja Vaikkal’, one of the big drainages in the city. They also found floodwater flowing above their hip. Sadham Hussain parked the bike in front of a closed shop and the trio started walking in the floodwater, when the accident happened.

Salem collector Rohini R Bhajibhakare said, “The district has received 362.8mm of rainfall starting from Sunday night until Monday morning.”

She said the city has recorded 133.8mm of rain while Yercaud received 116.8 mm.

Kitchipalayam, Narayana Nagar, Kalarampatty Pulikuthi Street, Hasthampatty, Manakkadu, Suramangalam and Five Roads are the worst affected areas in the city.

Govt bus driver’s ‘drape’ protest makes heads turn

Passengers who boarded a government bus at the Erode stand on Sunday were taken aback when they saw the driver clad in a strange uniform.

He had draped himself in a shawllike khaki cloth when behind the wheel as a sign of protest against the non-payment of stitching charges by the government for the uniform.

Two sets of uniform material are given to all bus conductors and drivers working in the eight different state transport corporations. A stitching charge of ₹280-₹320 per uniform is given to all the employees as soon as they receive the clothes in the month of March.

“I have not been paid the stitching charges for nearly three years in a row. I don’t have enough money to pay the tailor and both the uniforms which I managed to stitch using money from my own pocket have been worn out,” said the driver in a video shared widely on several social media platforms.

The driver claimed that besides this the Tamil Nadu State Transport Corporation (TNSTC) Coimbatore Ltd had not provided new footwear for more than 12 years which goes against government policies.

In the video, he also said that he was being transferred after he questioned the alleged misuse of funds allocated under these heads.

TNSTC authorities refused to comment when TOI contacted them.

Many other corporations including the Metropolitan Transport Corporation (MTC) in Chennai had defaulted on payments in connection with this and other benefits were also not released properly.

This is the second video concerning government bus drivers that has gone viral in two days.

On Sunday, a video clip showed a government driver reading a newspaper as he was piloting the bus which plying from Thiruvanmiyur and Avadi in Chennai’s suburbs went viral on social media.

TN mulls operation of small buses without conductors

After long routes, Tamil Nadu is exploring the possibility of operating small buses in the city without conductors to reduce losses.

“As part of the ongoing efforts to reduce expenses, we are currently looking at two options. One is to operate buses without conductors along routes in which there are not many stops and the other is to operate small buses without conductors,” a senior official from the state transport department told TOI.

In 2013, 200 small buses were launched and became an instant hit as they conveniently moved in lanes and bylanes despite traffic jams. However, the frequency of these buses was reduced in routes along Kolathur, Nanganallur and Ayanavaram recently.

Metropolitan Transport Corporation (MTC) authorities attributed this drop to increase in operational and maintenance cost and drop in revenue.

“Even if these buses are operated on full capacity, a bus can earn only up to ₹4,000- ₹5,000 per day. But we have to spend almost twice the amount. So at the end of the day, we face a loss of at least ₹10 per km,” said a MTC official. The government cutting diesel subsidy despite the hike in fuel price adds to the increasing losses.

“We need to deploy at least four staff (two drivers and two conductors) to run the bus for two full shifts every day. This would cost at least ₹4,000. With no conductors, this expense would be cut by half,” the official added.

The transport department official added that the idea was tougher to pull off on small buses than on buses plying long routes. The department is considering ticket vending machine models used by other countries, the official added.

Transport unions have opposed this move stating that it is practically impossible for drivers to take up the role of conductors too within city limits as passengers keep getting in and out at every bus stop.

K Arumugam Nainar from CITU-affiliated state transport union said that passenger vehicles can’t be operated without conductors as per the Motor Vehicle Act, 1989.

“The conductors’ role doesn’t end with issuing tickets. They guide passengers, ensure that no one is travelling on footboard and assist drivers during long trips,” Nainar said.

100 CMC med seats under mgmt quota

Counselling for admission to medical and dental colleges began on Monday with no seats from Vellore-based Christian Medical College (CMC) on display for allotment through government quota, althougheightother self-financing colleges had put 862 seats on display.

Several top ranked students who came into the counselling hall wanting to opt for the century-old college were told that there will be no seats in state quota for CMC. “Admission to all 100 seats in CMC will be done through management quota as per court orders,” selection committee secretary G Selvarajan said.

Parents of several students ranked in the top 250 told TOI that they would have opted for CMC as the college charged ₹3000 per year against the₹13,500 in government colleges, had a better brand name, campus and faculty.

Officials from CMC said 84 seats were reserved for students from churches that have a hospital in rural areas networking with CMC, three seats for SC/ ST students and one seat for MCI. The college had already triggered a debate during postgraduate admissions. The seats allotted were based on conditions that priority must be given to Christians from “minority network” and “minority service”.

The state, CMC said, had “obliged” and allotted nearly 50% of the 195 PG seats, including in-demand clinical degree courses, exclusively for Christians. This year, of the 195 PG seats, 81 were allotted to Christian students from the minority network colleges such as Christian Medical College in Ludhiana or St Johns Medical College in Bengaluru and 25 seats went to Christian students who are working in these institutions.

MBBS counselling begins, 572 seats allotted on Day 1

Counselling for admissions to MBBS/BDS by the state selection committee began on Monday at the Government multi-speciality hospital.

At 9am, health minister C Vijaya Baskar gave away allotment orders to toppers – most opted for seats in Madras Medical College. Among the top ten candidates – only the second and fourth ranked students attended counselling.

Counters opened with 3,501MBBS seats and1068 BDS seats in the state quota. While there were 2447 seats from the 22 government colleges, 65 seats were reserved for ESIC KK Nagar, 862 for self-financing colleges and 127 for Raja Muthiah Medical College of Annamalai University. When the counters opened, there were 65 seats in Madras Medical College and 66 seats in Stanley Medical College. By 2pm, open category seats in Madras Medical College and Stanley Medical College were empty and open seats in Dharamapuri (26), Theni (26), Tiruvarur (26) and Pudukkottai

(40) were down to 10.

“No student has been admitted to Dharmapuri, Theni, Tiruvarur and Pudukkottai but the open category seats in these colleges were transferred. We follow this looping so students from reserved community students in open category can be accommodated in top colleges,” a counsellor was heard telling parents.

By the end of day 1, 185 of the 757 OC seats were filled with no seats in Madras Medical College, Stanley Medical College, Madurai Medical College and Coimbatore Medical College. Of the 609 students called for counselling, 580 attended and seats were allotted to 572 candidates in government medical colleges, while one student opted for a seat in a self-financing college.

Aadhaar helps TN trim PDS list; 1.43cr duplicate names off

: Thanks to Aadhaar, the demographic and biometric authentication process has helped remove the names of 1.4 crore people from the public distribution system database in the state as they appeared on more than one ration card. The duplications were rectified after seeding of Aadhaar numbers in the government database for universal PDS.

About 10 lakh duplicate PDS cards were also eliminated during the exercise, said a policy note tabled by R Kamaraj, food and consumer protection minister, in the state assembly. “Names of these people appeared in one or more cards and they were enjoying subsidized commodities. After seeding of unique numbers to the database for the distribution of smart cards, the number of people came down from eight crore to 6.6 crore in our database,” said a senior government official.

“The eligible cards have now come down to 1.96 crore,” he said. Under PDS and special PDS, essential commodities are sold at subsidized rates, while rice is supplied free of cost.



Rice supplied by govt unfit for consumption, says Cong MLA

Between 2011 and 2016, periodical door-to-door verification resulted in elimination of 5.47 lakh cards. During the debate on demand for grants for the department in the assembly, the opposition and treasury benches locked horns over the quality of essentials sold in PDS outlets. “The rice supplied by government is unfit for consumption and quality check parameters have not been followed,” R Ganesh (Congress) alleged. Minister Kamaraj said the Congress couldn’t make such an allegation as it levied service tax on storage of rice but scrapped it following stiff opposition from former CM J Jayalalithaa. The monthly allotment of 2.92 lakh tonnes of rice to TN from the central pool was checked for quality before being sold in outlets. While 3.17 lakh tonnes is the monthly offtake, the state meets the demand by purchasing at a higher rate from the Centre.

TN spends ₹6,000 crore towards food subsidy each year, despite implementing the National Food Safety Act that narrows down priority and nonpriority households. “But all rice cardholders are eligible for 5kg rice each as per NFSA,” chief minister Edappadi K Palaniswami said.

The abrupt stoppage of urad dal under special PDS came in for sharp criticism from the opposition, but government said 20,000 tonnesof tur dal and 1.5 crore litres of palmolein oil were supplied to all cardholders every month to keep the price hike under control. The supply will continue upto February next year.

In a bid to put in place security mechanism, Kamaraj announced GPS in trucks that transport goods from the Food Corporation of India and Civil Supplies godowns to PDS outlets, besides CCTV surveillance at a cost of ₹20 crore. Twenty-five direct purchase centres to procure paddy directly from farmers will be set up in the delta districts at ₹12 crore this fiscal.

சேலம் மாவட்டத்தில் கடந்த சில நாட்களாக காலையில் வெயிலின் தாக்கம் ஓரளவு இருந்து வருகிறது. மாலையில் அவ்வப்போது மழை பெய்து வந்தது. நேற்று முன்தினம் இரவு 9.20 மணி அளவில் திடீரென மழை பெய்ய தொடங்கியது. பின்னர் இடி, மின்னலுடன் பலத்த மழை பெய்தது. கனமழையின் போது பயங்கர காற்று வீசியதால் சில இடங்களில் மரங்களின் கிளைகள் முறிந்து விழுந்தன.

பின்னர் விடிய, விடிய கனமழை விட்டு, விட்டு பெய்து கொண்டே இருந்தது. இந்த மழையினால் சாலைகளில் மழைநீர் வெள்ளம் போல பெருக்கெடுத்து ஓடியது. இந்த வெள்ளத்தில் வாகனங்கள் தத்தளித்து ஊர்ந்து கொண்டே சென்றன.

சாக்கடை கால்வாயில் ஏற்பட்ட அடைப்பு காரணமாகவும், அது நிரம்பியதாலும் மழைநீருடன் கழிவுநீர் கலந்து வீடுகளுக்குள் புகுந்தது. வீடுகள் மற்றும் தெருக்களில் முட்டியளவை தாண்டியும் தண்ணீர் நின்றதால் பொதுமக்கள் பெரிதும் அவதியுற்றனர். வீடுகளுக்குள் புகுந்த மழைநீரை அவர்கள் பாத்திரங்களில் நிரப்பி வெளியே கொண்டு ஊற்றினர். இதனால் விடிய, விடிய தூங்காமல் பொதுமக்கள் தவித்தனர்.

சிலருடைய வீட்டில் மழைநீரில் மாணவ, மாணவிகளின் புத்தகங்கள் உள்ளிட்ட பல பொருட்கள் நனைந்தன. புத்தகங்கள் நனைந்ததாலும், வீடுகளில் மழைநீர் புகுந்ததாலும் ஏராளமான மாணவ, மாணவிகள் நேற்று பள்ளிக்கூடத்துக்கு செல்லவில்லை. வீட்டு முன்பும், தெருக்களிலும் நிறுத்தப்பட்டிருந்த கார் மற்றும் இருசக்கர வாகனங்கள் தேங்கி நின்ற தண்ணீரில் மூழ்கின.

சேலம் கிச்சிபாளையம் நாராயணன் நகர், பச்சப்பட்டி உள்ளிட்ட பகுதிகளில் உள்ள நூற்றுக்கணக்கான வீடுகளுக்குள் மழைநீர் புகுந்தது. தெருக்களில் மழைநீருடன் சாக்கடை நீர் கலந்து ஆறாக ஓடியது. இதனால் பள்ளி செல்லும் மாணவ, மாணவிகள், அலுவலக வேலைக்கு சென்றவர்கள் கடும் அவதிக்குள்ளாகினர். பெரும்பாலான சாலைகள் சேறும், சகதியுமாகவே காட்சியளித்தன.

மேலும் கடைகளிலும் மழைநீர் தேங்கி நின்றது. கடை ஊழியர்கள் காலையில் பணிக்கு வந்ததும் மழைநீரை வெளியேற்றும் பணியில் ஈடுபட்டனர். மழைநீரில் கடையில் பராமரிக்கப்பட்டு வந்த ஆவணங்கள் நனைந்துவிட்டதாக கடை ஊழியர்கள் தெரிவித்தனர். சீலநாயக்கன்பட்டியில் உள்ள ஒரு சைக்கிள் நிறுத்தும் இடத்தில் மழைநீர் புகுந்ததால் இருசக்கர வாகனங்கள் தண்ணீரில் மூழ்கின. இதனால் வாகனத்தின் உரிமையாளர்கள் எது? தன்னுடைய வாகனம் என்று தெரியாமல் எடுக்க முடியாமல் திணறினர்.

சிவதாபுரம் ரெயில்வே தரைப்பாலத்தில் மழைநீர் குளம்போல் தேங்கி நின்றது. இதனால் சிவதாபுரம், சித்தர்கோவில், இளம்பிள்ளை, சின்னப்பம்பட்டி, ஜலகண்டாபுரம் உள்ளிட்ட பகுதிகளுக்கு செல்ல முடியாமல் வாகன ஓட்டிகள் மற்றும் பொதுமக்கள் அவதிப்பட்டனர். மழைநீர் தேங்கியதால் இந்த வழித்தடத்தில் பஸ்கள் இயக்கப்படவில்லை.

சேலம் நாராயண நகர் வீட்டு வசதி வாரிய குடியிருப்பை சேர்ந்தவர் முகமது ஆஷாத்(வயது 16). 10-ம் வகுப்பு படித்துவந்த அவன் நேற்று முன்தினம் இரவு நண்பர்கள் 3 பேருடன் சினிமா பார்த்துவிட்டு வீடு திரும்பினான். வீடு அருகே வந்த போது எதிர்பாராத விதமாக ஓடையில் மாணவன் தவறி விழுந்தான். அவனை நண்பர்கள் காப்பாற்ற முயன்றனர். ஆனால் அவனை காப்பாற்ற முடியவில்லை. முகமது ஆஷாத் தண்ணீரில் அடித்து செல்லப்பட்டான்.

இதுபற்றி தகவல் கிடைத்ததும் மாணவனின் பெற்றோர், உறவினர்கள் அங்கு விரைந்து சென்று அந்த ஓடை பகுதியில் தேடி பார்த்தனர். சம்பவ இடத்துக்கு கிச்சிபாளையம் போலீசார் மற்றும் தீயணைப்பு வீரர்கள் உடனே சென்று மாணவனை தேடினர். நேற்று காலை மாவட்டத்தின் பல்வேறு பகுதிகளில் இருந்து கூடுதலாக தீயணைப்பு வீரர்கள் வரவழைக்கப்பட்டு மாணவனை தேடும் பணி தீவிரமாக நடைபெற்றது.

தீயணைப்பு வீரர்கள் சிலர் உடலில் கயிற்றை கட்டிக் கொண்டு ஓடைக்குள் இறங்கி மாணவனை தேடி பார்த்தனர். ஆனால் தண்ணீர் அதிகமாக சென்றதால் மாணவனை கண்டுபிடிக்க முடியவில்லை. இந்த பணியை மாநகர போலீஸ் கமிஷனர் சங்கர், துணை கமிஷனர்கள் சுப்புலட்சுமி, தங்கதுரை ஆகியோர் பார்வையிட்டனர். தொடர்ந்து மாணவனை தேடும் பணி தீவிரமாக நடைபெற்று வருகிறது. இதையொட்டி அந்த பகுதியில் பாதுகாப்புக்காக ஏராளமான போலீசார் குவிக்கப்பட்டனர்.

இதனிடையே மாநகராட்சி ஆணையாளர் சதீஷ் தலைமையில் வீடுகளில் தேங்கி இருக்கும் தண்ணீரை வெளியேற்றும் பணியில் ஏராளமான ஊழியர்கள் ஈடுபட்டனர். ஓடை, சாக்கடை கால்வாய்களில் தூர்வாரும் பணியும் நடந்தது. சம்பவம் நடந்த இடத்தை பார்வையிடுவதற்காக கலெக்டர் ரோகிணி காரில் அங்கு வந்தார். பின்னர் அவர் மாணவன் தவறி விழுந்த ஓடையை பார்வையிட்டார்.

இதையடுத்து தண்ணீரில் அடித்து செல்லப்பட்ட மாணவனின் வீட்டுக்கு கலெக்டர் ரோகிணி சென்றார். அங்கு அவர் முகமது ஆசாத்தின் பெற்றோருக்கு ஆறுதல் கூறினார். இதையடுத்து அவர் அங்கிருந்து புறப்பட்டு சென்றார். அப்போது அவருடைய காரை சிலர் முற்றுகையிட்டு கோஷங்கள் எழுப்பினர். இதனால் அங்கு பரபரப்பு ஏற்பட்டது.

மேலும் மாநகராட்சி நிர்வாகத்தை கண்டித்து பொதுமக்கள் அங்கு போராட்டத்தில் ஈடுபட்டனர். அப்போது போலீசாருக்கும், பொதுமக்களுக்கும் இடையே வாக்குவாதம் ஏற்பட்டது. பின்னர் போலீஸ் உயர் அதிகாரிகள் பொதுமக்களை சமாதானப்படுத்தினர்.

இதுகுறித்து பொதுமக்கள் கூறும் போது, ‘கடந்த முறை மழை பெய்து வெள்ளம் வீடுகளில் புகுந்த போது ராஜவாய்க்காலில் உள்ள ஆக்கிரமிப்பை அகற்றுவதுடன் தூர்வாரப்படும் என்றும் அதிகாரிகள் தெரிவித்தனர். ஆனால் இதுவரை அதற்கான எந்த பணிகளும் நடக்கவில்லை. இதனால் தான் தண்ணீர் வாய்க்காலில் இருந்து வெளியேறி வீடுகளுக்கும் புகும் நிலை ஏற்பட்டுள்ளது. இதற்கு ஒரு நல்ல தீர்வு கிடைக்கும் வரை போராட்டம் நடத்துவோம்‘ என்றனர்.

மேலும் சேலம் பழைய பஸ்நிலையம் அருகே உள்ள திருமணிமுத்தாற்றில் வெள்ளம் கரைபுரண்டு ஓடியதால், கரையின் ஒரு பகுதி உடைந்தது. கன மழையினால் சேலம் காந்தி விளையாட்டு மைதானத்தில் மழைநீர்குளம் போல் தேங்கி நின்றது. அதிலும் சில சிறுவர்கள் விளையாடினர்.

சேலம் 47-வது வார்டு பெரியார் வளைவு அருகே உள்ள அம்பேத்கர் நகரில் கன மழையால் வீடுகளுக்குள் தண்ணீர் புகுந்தது. மழையின் காரணமாக அந்த பகுதியை சேர்ந்த ஆறுமுகம் உள்ளிட்ட 4 பேரின் வீடுகள் திடீரென இடிந்து விழுந்தன. அப்போது வீட்டில் யாரும் இல்லாததால் எந்த சேதமும் ஏற்படவில்லை.

மேலும் சாக்கடை கால்வாயை தூர்வாரக்கோரி சேலத்தில் களரம்பட்டி, நாராயண நகர், பஞ்சதாங்கி ஏரி, அம்மாபேட்டை மெயின் ரோடு உள்ளிட்ட பகுதிகளில் பொதுமக்கள் சாலை மறியலில் ஈடுபட்டனர். இதனால் போக்குவரத்தில் பாதிப்பு ஏற்பட்டது. சேலத்தில் நேற்று முன்தினம் பெய்த மழைக்கு பல்வேறு இடங்களில் கடும் சேதம் ஏற்பட்டது. இதை அதிகாரிகள் கணக்கெடுத்து வருகின்றனர்.

இந்த நிலையில் நேற்று இரவு 7.30 மணி அளவில் திடீரென சேலத்தில் கனமழை பெய்தது. சுமார் 1 மணி நேரம் இந்த மழை நீடித்தது. 2-வது நாளாக பலத்த மழை பெய்ததால் பொதுமக்கள் சிரமப்பட்டனர். இந்த மழையினால் மணக்காடு பகுதியில் டிரான்ஸ்பார்மர் வெடித்ததால் அந்த பகுதியில் மின்சாரம் துண்டிக்கப்பட்டது. ஏற்கனவே தேங்கிய தண்ணீர் வடியாத நிலையில், மீண்டும் மழை தொடர்ந்து பெய்ததால் வீடுகளுக்குள் வெள்ளம் புகுந்து விடுமோ? என்ற அச்சத்தில் மக்கள் தவித்தனர்.

நமது வரிவிதிப்பு முறைகளில் நேரடி வரி, மறைமுக வரி என்று இரண்டு வகையான வரிகள் உண்டு. நேரடியாக மக்கள்மீது விதிக்கப்படும் வருமானவரி, சொத்துவரி போன்ற வரிகள் நேரடி வரியாகவும், மத்திய கலால்வரி, கூடுதல் கலால்வரி, சுங்கவரி, சேவைவரி, விற்பனைவரி, கேளிக்கைவரி, நுழைவுவரி, விளம்பரவரி போன்ற பொருட்கள், சேவைகள் மீது விதிக்கப்படும் வரிகள் மறைமுக வரிகளாகவும் கருதப்பட்டன. 17 மறைமுக வரிகளையும், 23 மேல்வரிகளையும் ஒன்றாக்கி ஒரேவரியாக ‘ஜி.எஸ்.டி.’ அறிமுகப்படுத்தப்பட்டது. ‘ஜி.எஸ்.டி’ சட்டம் அறிமுகப்படுத்தப்பட்ட நாளில் பிரதமர் நரேந்திரமோடி பேசும்போது, இது வரி மட்டுமல்ல, பொருளாதார சீர்திருத்தம் மட்டுமல்ல, மக்களை நேர்மையாக வரிகட்டச்செய்யும் சமூகசீர்திருத்தம். ஏழைகளுக்கு பலன்தரும் திட்டம் என்று பெருமைப்படக்கூறினார்.

6 விதமான வரிவிதிப்பில் ‘ஜி.எஸ்.டி’ வகைப்படுத்தப்பட்டது. முழுமையான வரிவிலக்கு பெற்றுள்ள பொருட்கள் 0 சதவீதம் என்றும், தங்கம், வெள்ளி போன்ற பொருட்கள் 3 சதவீத வரிவிதிப்பிலும், மற்றபொருட்கள் 5 சதவீதம், 12 சதவீதம், 18 சதவீதம், 28 சதவீதம் என்ற வரிவிகிதத்தின் கீழும் வரி வசூலிக்கப்படுகிறது. இதில் பல பொருட்களின் விலை உயர்ந்திருக்கிறது என்பதை யாராலும் மறுக்கமுடியாது. எடுத்துக்காட்டாக, இந்த வரிவிதிப்பிற்கு முன்பு சேவைவரி 15 சதவீதமாக இருந்தது. வரிவிதிப்பிற்கு பின் 18 சதவீதமாக உயர்ந்துள்ளது. இது பொதுமக்களுக்கு பாதிப்பை ஏற்படுத்தியுள்ளது. சேவைவரியை 15 சதவீதமாக குறைக்க ‘ஜி.எஸ்.டி’ கவுன்சில் பரிசீலிக்கவேண்டும். இதுபோல, பெட்ரோல்–டீசல், புகையிலை, மதுபானம் போன்றவை ‘ஜி.எஸ்.டி’ வரம்புக்குள் கொண்டுவரப்படவில்லை. புகையிலைக்கும், மதுபானத்துக்கும் எவ்வளவு வரிவேண்டுமானாலும் விதிக்கலாம். ஆனால், பெட்ரோல்–டீசலை ‘ஜி.எஸ்.டி’க்குள் கொண்டுவந்து அதிகபட்ச 28 சதவீதவரியை விதிக்கலாம். ஆனால், அதற்குமேல் மதிப்புகூட்டுவரி, மேல்வரி, ஆயத்தீர்வை வசூலிக்கக்கூடாது. இந்த வருவாய் தியாகத்தை மத்திய–மாநில அரசுகள் செய்யவேண்டும்.

கடந்த ஆண்டு ஜூலை மாதம் முதல், மார்ச்வரை 9 மாதகாலத்தில், ரூ.8 லட்சத்து 20 ஆயிரம் கோடி வரி வசூலிக்கப்பட்டுள்ளது. இதை ஓராண்டுக்கு கணக்கிட்டால் ரூ.11 லட்சம் கோடி வரியாக வசூலிக்கப்பட்டுள்ளது. ‘ஜி.எஸ்.டி’ அறிமுகப்படுத்தப்படும் முன்பு நடந்த மறைமுக வரிவசூலில் 11.9 சதவீதம் இது அதிகமாகும். இந்த ஆண்டு வசூல்தொகையை ரூ.13 லட்சம் கோடியாக உயர்த்த இலக்கு நிர்ணயிக்கப்பட்டுள்ளது. இந்தநிலையில், பலபொருட்களுக்கு வரியை குறைக்கவேண்டும் என்ற கோரிக்கை பரவலாக பொதுமக்களிடம் இருந்துவரும் நேரத்தில், ரூ.13 லட்சம் கோடியாக இலக்கை உயர்த்தியிருப்பதும், மாதத்திற்கு ரூ.1 லட்சத்து 10 ஆயிரம் கோடி என்று குறியீடு வைத்திருப்பதும் நிச்சயமாக பொதுமக்களுக்கு பலன்தருமா? என்று இப்போது சொல்லமுடியாது. கடந்த டிசம்பர் மாத நிலவரப்படி தமிழ்நாட்டில் ரூ.23 ஆயிரத்து 325 கோடியே 5 லட்சம் ‘ஜி.எஸ்.டி’ வசூலிக்கப்பட்டு முதல் 5 மாநில பட்டியலில் இருக்கிறது. ஜி.எஸ்.டி.யால் மக்களுக்கு பலன்கிடைத்துள்ளதா?, பாதிப்பா? என்பது மக்களின் மாதாந்திர பட்ஜெட்டில் செலவு குறைகிறதா?, கூடுகிறதா?, விலைவாசி உயர்கிறதா?, குறைந்துள்ளதா? என்பதையெல்லாம் பொருத்துத்தான் தெரியும்.

2018-19ம் ஆண்டுக்கான மருத்துவ படிப்பு(எம்.பி.பி. எஸ்.) மற்றும் பல் மருத்துவ படிப்பு(பி.டி.எஸ்.) ஆகியவற்றுக்கான கலந்தாய்வு சென்னை ஓமந்தூரார் அரசு பன்னோக்கு சிறப்பு மருத்துவமனை வளாகத்தில் நேற்று முன்தினம் தொடங்கியது. முதல் நாளான நேற்று முன்தினம் சிறப்பு பிரிவினருக்கான கலந்தாய்வு நடைபெற்றது. இதில் 40 மாணவ-மாணவிகள் அரசு மருத்துவ கல்லூரிகளில் இடங்களை பெற்றனர்.

பொதுப்பிரிவினருக்கான கலந்தாய்வு நேற்று தொடங்கியது. இதனை சுகாதாரத்துறை அமைச்சர் தொடங்கிவைத்து, முதல் 10 இடங்களை பெற்ற மாணவ-மாணவிகளுக்கு ஒதுக்கீடு கடிதத்தை வழங்கினார். அவர்கள் அனைவரும் சென்னை மருத்துவ கல்லூரியை தேர்வு செய்திருந்தனர்.

தரவரிசை பட்டியலில் முதல் இடத்தை பிடித்த மேற்கு தாம்பரத்தை சேர்ந்த கே.கீர்த்தனா என்ற மாணவி அகில இந்திய இடஒதுக்கீட்டில் டெல்லி எய்ம்ஸ் மருத்துவமனையை தேர்வு செய்துவிட்டதால், நேற்றைய கலந்தாய்வில் அவர் பங்கேற்கவில்லை. இதேபோன்று அகில இந்திய இடஒதுக்கீட்டில் மருத்துவ படிப்புகளை தேர்வு செய்த மேலும் சிலரும் வரவில்லை.

மற்ற மாணவர்களில் முதல் 10 இடங்களை பெற்ற மாணவ- மாணவிகள் நேற்றைய கலந்தாய்வில் கலந்து கொண்டு அமைச்சரிடம் ஒதுக்கீட்டு கடிதத்தை பெற்றுக் கொண்டனர். இந்த நிகழ்ச்சியில் சுகாதாரத்துறை செயலாளர் டாக்டர் ஜெ.ராதாகிருஷ்ணன், மருத்துவ கல்வி இயக்குனர் டாக்டர் எட்வின் ஜோ, மருத்துவ கல்வி தேர்வுக்குழு செயலாளர் டாக்டர் செல்வராஜ் உள்ளிட்டோர் கலந்து கொண்டனர்.

முதல் 10 இடங்களை பிடித்த மாணவர்கள் விவரம் வருமாறு:- ஆர்.ராஜ்செந்தூர் அபிஷேக்(நீட் மதிப்பெண் 656), முகமது சுஐப்ஹசன்(644), ஆர்.எஸ்.சுப்ரஜா(613), எஸ்.சபரீஷ்(610), அனஹ நிடுகலா ஷியாம்குமா(610), ஷிரிஷ் செந்தில்குமார்(607), எம்.தினகர்(606), ஆல்பிரட் விவியன் ஆல்வின்(604), எச்.சதீஷ்(604), ஜெ.ஜோஸ்வா அஜய்(602). இதில் ஆர்.எஸ்.சுப்ரஜா, எஸ்.சபரீஷ், எம்.தினகர் ஆகியோர் மாநில பாடத்திட்டத்தில் படித்தவர்கள் என்பது குறிப்பிடத்தக்கது.

பின்னர் அமைச்சர் டாக்டர் சி.விஜயபாஸ்கர் நிருபர்களிடம் கூறியதாவது:-

பொது மருத்துவ கலந்தாய்வுக்கான விரிவான ஏற்பாடுகள் செய்யப்பட்டுள்ளன. சிறப்பு பிரிவின்கீழ் 40 பேர் மருத்துவ படிப்பில் சேர்ந்துள்ளனர். 7-ந் தேதி வரை பொது பிரிவுக்கான கலந்தாய்வு நடைபெற உள்ளது. இன்று(நேற்று) 609 பேர் அழைக்கப்பட்டனர். நாளை(இன்று) 850 பேரும், நாளை மறுநாள்(நாளை) ஆயிரம் பேரும் கலந்தாய்வுக்கு அழைக்கப்பட்டுள்ளனர்.

தற்போதைய நிலவரப்படி அரசு மருத்துவ கல்லூரிகளில் 3,501 மருத்துவ இடங்கள் உள்ளன. நிர்வாக ஒதுக்கீட்டில் 723 இடங்கள் உள்ளன. மாநில பாடத்திட்டத்தில் படித்த 70 சதவீதம் பேருக்கு எம்.பி.பி.எஸ். படிக்க வாய்ப்பு கிடைக்கும். சி.பி.எஸ்.இ., ஐ.சி.எஸ்.இ. மாணவர்களுக்கு 30 சதவீதம் வாய்ப்பு உள்ளது.

வேலூர் சி.எம்.சி. மருத்துவ கல்லூரியின் அரசு ஒதுக்கீட்டு இடங்களுக்கான வழக்கு ஐகோர்ட்டில் உள்ளது. கோர்ட்டு முடிவை அரசு ஏற்கும். இது தவிர தனலட்சுமி, ஆதிபராசக்தி மருத்துவ கல்லூரிகளில் 65 சதவீதம் இடங்கள் இந்த ஆண்டு கூடுதலாக கிடைத்துள்ளது.

தமிழகத்தை பூர்வீகமாக கொண்டு வெளிமாநிலத்தில் நீட் தேர்வு எழுதியவர்களும் கலந்தாய்வில் கலந்து கொள்ளலாம் என ஐகோர்ட்டு உத்தரவிட்டுள்ளது. அதன்படி 90 பேர் தகுதி பட்டியலில் இடம் பெற்றுள்ளனர். அவர்களில் 29 பேருக்கு மருத்துவ படிப்புக்கான இடம் கிடைக்க வாய்ப்பு உள்ளது. அதற்கான இருப்பிட சான்று உள்ளிட்ட 14 விதிமுறைகள் விளக்கக் குறிப்பில் குறிப்பிடப்பட்டுள்ளது. அதன் அடிப்படையில் கலந்தாய்வு நடத்தப்படுகிறது.

கடந்த 7 ஆண்டுகளில் ஆயிரம் மருத்துவ படிப்புக்கான இடங்கள் அதிகரித்து உள்ளன. புதிய மருத்துவ கல்லூரிகள் தொடங்கியதன் மூலமாகவும், ஏற்கனவே உள்ள மருத்துவ கல்லூரிகளில் கூடுதல் இடங்கள் உருவாக்கியதன் மூலமாகவும் இந்த இடங்கள் கிடைத்துள்ளன.

இவ்வாறு அவர் கூறினார்.

நேற்று நடைபெற்ற கலந்தாய்வுக்கு 609 பேர் அழைக்கப்பட்டிருந்ததில் 29 பேரை தவிர்த்து 580 பேர் கலந்து கொண்டனர். இதில் 572 பேர் அரசு மருத்துவ கல்லூரி இடங் களுக்கான ஒதுக்கீட்டையும், ஒருவர் சுயநிதி மருத்துவ கல்லூரிக்கான ஒதுக்கீட்டையும் பெற்றுள்ளனர். மேலும் தகுதியுடைய 7 பேர் தங்களுக்கான இட ஒதுக்கீட்டை இன்று(செவ்வாய்க்கிழமை) தேர்வு செய்ய உள்ளனர்.

5 ஆண்டுகளாக வாடிக்கையாளரை அலையவிட்டுள்ளது வங்கி

இது குறித்து பாதிக்கப்பட்டவர் உயர்நீதிமன்றத்தில் வழக்கு தொடர்ந்தார்

கடன் தொகையில் ஒரு ரூபாய் பாக்கி இருப்பதாகக் கூறி வங்கி ஒன்று தன் வாடிக்கையாளரின் அடகு வைக்கப்பட்ட 138 கிராம் அதாவது 3.50 லட்சம் ரூபாய் மதிப்பிலான தங்க நகை நகையை தர மறுத்துள்ளது. இதனால் அந்த வாடிக்கையாளர் தற்போது தன் நகையை மீட்டெடுக்க சென்னை உயர் நீதிமன்றத்துக்கு வந்துள்ளார்.

சென்னையைச் சேர்ந்தவர் சி.குமார். இவர் காஞ்சிபுரம் மத்திய கூட்டுறவு வங்கியின் பல்லாவரம் கிளையில் சில ஆண்டுகளுக்கு முன்னர் சுமார் 3.50 லட்சம் ரூபாய் மதிப்பிலான நகையை அடகு வைத்து கடன் பெற்றுள்ளார். ஆனால், அதற்கான கடன் தொகையை வட்டியும் அசலுமாகக் கட்டிமுடித்த பின்னரும் கடந்த ஐந்து ஆண்டுகளாக தன்னுடைய சொந்த நகைகளேயே மீட்க முடியாமல் தவித்து வருகிறார்.

இந்த வாடிக்கையாளர் சென்னை உயர் நீதிமன்றத்தில் தொடர்ந்த வழக்கின் விசாரணை கடந்த வெள்ளிக்கிழமை நீதிபதி டி ராஜா முன்னிலையில் நடைபெற்றது. அப்போது வழக்கு தொடர்ந்த பாதிக்கப்பட்ட வாடிக்கையாளரின் கூற்றை முற்றிலுமாகக் கேட்டறிந்த நீதிபதி இன்னும் இரண்டு வார காலத்தில் வங்கி நிர்வாகிகள் இந்த விவகாரம் குறித்து பதிலளிக்க உத்தரவு பிறப்பித்தார்.

வழக்கு தொடர்ந்த சி.குமார் கடந்த 2010-ம் ஆண்டு 131 கிராம் தங்கத்தை அடகு வைத்து வங்கியில் இருந்து 1.23 லட்சம் கடன் பெற்றுள்ளார். அதன் பின்னர் கூடுதலாக 138 கிராம் தங்க நகைகளை அடகு வைத்து மேலும் புதிதாக இரண்டு கடன்கள் எடுத்துள்ளார்.

பின்னர் 2011-ம் ஆண்டு மார்ச் 28-ம் தேதி 131 கிராம் தங்க நகைகளை சரியான தொகையை வட்டியுடன் செலுத்தி மீட்டுள்ளார். அடுத்து வாங்கிய இரண்டு தங்க நகைக் கடன்களையும் அடுத்தடுத்து வட்டியுடன் செலுத்திவிட்டு தன் நகையைத் திரும்ப கேட்டுள்ளார்.

ஆனால், அவரது இரண்டு கடன்களிலும் 1 ரூபாய் மீதம் கடன் உள்ளதாகக் கூறி கடந்த ஐந்து ஆண்டுகளாக அவருக்கு நகையை திரும்ப அளிக்காமல் பெரும் மன உளைச்சலுக்கு உள்ளாக்கியுள்ளது அந்த வங்கி.

சென்னை: நின்று கொண்டே டிரைவர்கள் பஸ் ஓட்டி பார்த்திருக்கிறோம், செல்போன் பேசியபடியே பஸ் ஓட்டியும் பார்த்திருக்கிறோம். ஏன், ஒரு கையில் பஸ் ஓட்டிகூட பார்த்திருக்கிறோம். இப்படியெல்லாம் ஓட்டினாலும் டிரைவரின் கவனமும், கண்களும் சாலையை நோக்கித்தான் இருக்கும்.

ஆனால் பல பயணிகளை வைத்து கொண்டு, பேப்பர் படித்து கொண்டே பஸ் ஓட்டி இருக்கிறார் ஒரு டிரைவர். அதுவும் சென்னை மாநகரத்தில்.

டிரைவரோ ஒரு செய்தி விடாமல் படித்து கொண்டிருந்தார். எப்போது படித்து முடிப்பார் என்றும் தெரியவில்லை. இதனால் பயணிகள் டிரைவரிடம் சென்று, செய்தித்தாளை வைத்துக் கொண்டு ஓட்டுவது குறித்து கேட்டனர். ஆனால் அதற்கு பதிலளிக்காத டிரைவரோ, செய்தித்தாளை புரட்டி புரட்டி பார்த்து கொண்டிருந்தார். பயணிகளோ, எந்த நேரத்தில் என்ன நடக்குமோ என்ற பயத்திலும் பரிதவிப்புடனுமே பயணம் செய்தனர். இதுகுறித்து அம்பத்தூர் பணிமனையில் கேட்டதற்கு, பேருந்தை இயக்கியது யார் என விசாரணை நடத்தி, சம்பந்தப்பட்டவர் மீது துறை ரீதியான விசாரணை எடுக்கப்படும் என தெரிவிக்கப்பட்டதாக கூறப்படுகிறது.

பெற்றோர் - பிள்ளை இடையே யான உறவுமுறை சான்றிதழை தமிழக அரசு வழங்குவதில்லை என்பதால் எம்பிபிஎஸ், பிடிஎஸ் கலந்தாய்வுக்கு அந்த சான்றிதழ் தேவையில்லை என்று மருத்துவக் கல்வி இயக்குநரகம் தெரிவித்துள்ளது.

தமிழகத்தில் அரசு மற்றும் தனியார் மருத்துவக் கல்லூரிகளில் உள்ள எம்பிபிஎஸ், பிடிஎஸ் படிப்புகளுக்கு 2018-19-ம் கல்வி ஆண்டு மாணவர் சேர்க்கைக்கான விண்ணப்ப விநியோகம் 22 அரசு மற்றும் தனியார் மருத்துவ கல் லூரிகள் மற்றும் சென்னையில் உள்ள தமிழ்நாடு அரசு பல் மருத்துவக் கல்லூரியில் கடந்த 11-ம் தேதி தொடங்கி 18-ம் தேதி வரை நடைபெற்றது. பூர்த்தி செய்யப்பட்ட 43,395 விண்ணப்பங்கள் சமர்ப்பிக்கப்பட்டுள்ளன. மாணவ, மாணவிகளுக்கான தரவரிசைப் பட்டியல் நேற்று காலை வெளியிடப்பட்டது. கலந்தாய்வு ஜூலை 1-ம் தேதி தொடங்க உள்ளது.

தேவையான சான்றிதழ்கள்

இந்நிலையில் www.tnmedicalselection.org என்ற இணைய தளத்தில் வெளியிடப்பட்டுள்ள அறிவிப்பில், “கலந்தாய்வில் பங்கேற்க வரும் மாணவ, மாணவி கள் நீட் தேர்வு எழுதிய ஹால்டிக்கெட், நீட் மதிப்பெண் கார்டு, 10 மற்றும் 12-ம் வகுப்பு மதிப்பெண் சான்று, ஜாதி சான்று, ரேஷன் கார்டு, இருப்பிடச் சான்று ஆதார் கார்டு உள்ளிட்ட 9 ஆவணங் களுடன் 10-வது ஆவணமாக பெற்றோர் - பிள்ளை (விண்ணப்பதாரர்) இடையேயான உறவுமுறை சான்று கொண்டு வரவேண்டும்.

இதேபோல் பெற்றோர் தாங்கள் தமிழகத்தைச் சேர்ந்தவர்தான் என்பதை நிரூபிக்க தங்களுடைய பிறப்புச் சான்று, 10 அல்லது எஸ்எஸ்எல்சி, 12 மற்றும் பட்டப் படிப்புச் சான்று, இருப்பிடச் சான்று, ஜாதி சான்று, ஆதார் கார்டு, வருமானச் சான்று என மொத்தம் 8 சான்றிதழ்களை கொண்டுவர வேண்டும். உரிய சான்றிதழ் இல்லையென்றால் கலந்தாய்வில் கலந்துகொள்ள முடியாது” என்று தெரிவிக்கப் பட்டுள்ளது.

பெற்றோர் குழப்பம்

இந்நிலையில் பெற்றோர் - பிள்ளை இடையேயான உறவுமுறை சான்றிதழை எங்கே சென்று வாங்குவதென்று தெரியாமல் மாணவர்களும், அவர்களின் பெற்றோரும் குழப்ப மடைந்துள்ளனர். இதேபோல், பெற்றோர் படிக்கவில்லையென்றால், அதற்கான சான்றிதழை யாரிடம் பெறுவது என்று தெரியாமல் திணறி வருகின்றனர். இதுதொடர்பாக வருவாய்த்துறை அதிகாரிகளிடம் கேட்டபோது, “பெற்றோர் - பிள்ளை இடையே யான உறவுமுறை சான்றிதழை அரசு வழங்குவதில்லை. அப்படி இருக்கும் போது, அந்த சான்றிதழை எங்கே சென்று எப்படி வாங்க முடியும்?” என்றனர்.

இதுகுறித்து மருத்துவக் கல்வி மாணவர் சேர்க்கைக்குழுச் செயலாளர் டாக்டர் ஜி.செல்வராஜனிடம் கேட்டபோது, “தமிழகத் தைச் சேர்ந்த மாணவ, மாணவி கள் 10, 12-வகுப்பு மதிப்பெண் பட்டியல், ஆதார் கார்டு, ரேஷன் கார்டு உள்ளிட்ட சில சான்றிதழ்களைக் கொண்டு வந்தாலே போதுமானது. பெற்றோர் – பிள்ளை இடையேயான உறவுமுறை சான்றிதழ் தேவையில்லை. வெளிமாநிலத்தில் படித்தவர்களும் அனைத்து சான்றிதழ்களையும் கொண்டுவர வேண்டியதில்லை. இதனால், பெற்றோர், மாணவர்கள் குழப்பமடையத் தேவையில்லை. தங்களிடம் இருக்கும் சான்றிதழ்களுடன் வந்து கலந்தாய்வில் கலந்துகொள்ளலாம்” என்றார்
