New rules put Biochemistry graduates across Tamil Nadu in a fix

Hundreds of students, who joined two-year BEd Chemistry programme in private colleges, are in a fix, as the TNTEU issued directions saying Biochemistry could not be treated equivalent to Chemistry.

COIMBATORE: Hundreds of BSc Biochemistry students across the State who have joined the two-year BEd Physical Science course in private colleges are in a fix, two months after classes began, as the Tamil Nadu Teachers Education University (TNTEU) has issued a clear direction that Biochemistry cannot be treated as equivalent to Chemistry.

Asked about the matter, Vice Chancellor S Thangasamy said the TNTEU had instructed BEd colleges not to admit Biochemistry graduates to the course. The mistake is with the self-financing colleges, he said, as they did not guide the students correctly.

In a recent circular, TNTEU Registrar (in charge) N Ravindranath Tagore had informed principals and secretaries of education colleges that they should not consider those who have joined the BEd Physical Science course after doing BSc Biochemistry as equal to those with BSc Chemistry.


He cited GO No 24 (P&AR) dated February 4, 2011, according to which the BSc Biochemistry degree, even if awarded by universities recognised by the UGC, is not equivalent to the BSc Chemistry degree.

“We are taking precautionary measures,” Thangasamy told Express. However, private colleges have admitted hundreds of BSc Biochemistry graduates to BEd Chemistry programmes.

“The college admitted us saying that Biochemistry graduates are eligible. But now, the university says we are not eligible,” said an affected student from a city college.

CHENNAI: Soon, over 2,000 Associate Professors in Government Medical Colleges are to be promoted as Professors, a long-pending demand of doctors, by the State Health Department.This is planned to meet the Medical Council of India norms for continuing medical courses in 23 medical colleges in the State. According to an official source, over 7,300 doctors’ posts have been re-designated in the exercise. The State did not conduct promotion counselling to fill up professors’ posts in medical colleges for the last three years due to lack of clarity on professor vacancies and also how many were really eligible for elevation.

The Directorate of Medical Education began the work of re-designating posts three months ago and completed the process this week. “We totally streamlined the posts and completed the work. It has to go to the finance department for approval. Then a government order will be issued,” said A Edwin Joe, Director of Medical Education.

“We have re-designated 7,300 doctor posts, including Assistant Professors, Associate Professors, Professors, Senior Residents and others in 23 medical colleges. Among them, over 2,000 Associate Professors are eligible for Professors’ posts and they will be given promotion,” he said.According to a senior health department official, this also means that doctors have to move to their post whereever it is available. But 85 per cent of the now Associate Professors who are eligible for Professor’s posts, are identified in the same colleges where they are currently working.

“This means, all the Professors posts in 23 government medical colleges will be filled. Before this demarcation, professors were less than the requirement of MCI, Now, we will meet the MCI norms for renewal or approval for medical courses,” the official said.


Recently, government doctors boycotted MCI inspection as Associate Professors were asked to pose as Professors during the head count and demanded the government to fill up Professors vacancies. But after re-designating the posts, officials found that over 2,000 Associate Professors were eligible for Professors posts so there was no need for new recruitment, Joe said.

“A doctor who completes post graduation will work as Senior Resident or Tutor for one year, then will be promoted as Assistant Professor. After four years, they will be promoted as Associate Professors and after four years they will be promoted as Professors. But, these promotions were affected earlier, leaving professors’ posts vacant in many colleges,” a senior official said.

The film, which is in its 5th week, is still running in theaters and the channel has caught many by surprise with the decision.


Trisha, the film's leading lady, took to twitter to voice out her disappointment. She said, "Its our 5th week and we still have an 80% occupancy in all theatres.We as a team feel its unfair to be premiering 96 this early. Its our request to push it to a Pongal viewing please Sun TV. Will be grateful."

Commenting about this issue, the director of the film, Prem Kumar, says, "A good run for a film is beneficial to a lot of people in the industry in these times. So, considering that 96 is doing well in almost all centres with more than 75 percent occupancy, it's tough to understand why Sun TV would rush to premiere it on television. Even in the neighbouring states like Kerala and Karnataka, the film is continuing to do very good business. A TV premiere will hence be a blow not only to the film, but also to the whole industry in many ways. Though Sun TV reserves the Satellite rights for the film, and the decision to telecast it on TV rests with the organisition, we request them to postpone the premiere to the next festival session, probably for Pongal 2019, considering the above reasons. As a first time director who has fought his way to this success, I will be very grateful to them."

It remains to be seen if the decision stays or will it be overturned.

CHENNAI: As lakhs of Chennaiites sought to travel out of town for the Deepavali holidays, traffic on city’s roads has slowed to a crawl over the past three days. Koyambedu bus stand, Central, Egmore and Tambaram railway stations were flooded with commuters on Saturday.

All major roads, including EVR Periyar Salai (Poonamallee High Road), Inner Ring Road, Outer Ring Road, Chennai - Tiruchy NH and other arterial roads were choked with vehicles. This had a domino effect, slowing traffic at Poonamallee, Nungambakkam and Guindy due to congestion.

Meanwhile, the State government’s 11,000 special buses for Deepavali proved grossly inadequate as omni bus fares saw a 150 per cent increase over fares the rest of the year. Thousands of commuters who left for home towns on Friday and Saturday were forced to shell out an additional 800 to 1800 per ticket.

The fare for a non-AC bus from Chennai to Madurai is 1,100 to 1,500 per ticket person, against `600 which is the regular fare. Similarly, a sleeper berth in all non-AC omni buses on the same route costs 1,800 to 2,000. Fares on other routes, including Chennai - Bengaluru, Chennai - Coimbatore and Chennai - Tiruchy, are between 1,500 to 1,800. However, passengers travelling to south TN are the worst affected. Fares to Tirunelveli, Kanniyakumari and Thiruchendur are 2,000 to 2,500 a ticket for buses which have only seats.


Though omnibuses have been fleecing the passengers taking advantages of festival rush, commuters say this is the highest fare ever charged in the last decade. “Until October 29, the ticket fares were between 900 and 1,100. But since November 1, the ticket fare has increased. I paid 2,200 for a semi-sleeper bus to Nagercoil on Saturday, as against the regular fare of 900,” said K Ramakrishnan of Eraniel.

Transport officials claim that the State government can book omni buses and buses operated by travel agencies for permit violation, but there was no provision to penalise them for overcharging commuters. “The Union government has to amend the Motor Vehicles Act authorising the State transport department to act against errant omni buses,” said a senior transport official.

In the statement released by TFPC, the council has mentioned that it's a collective responsibility to ensure that no one records the film at theatres.

The Tamil Film Producers Council brought to the attention of film exhibitors that a portal that "hosts pirated versions" of films has challenged that it would upload the HD version of the movie as early as Tuesday evening within hours of its release.

TFPC said the portal must not succeed in its illegal attempt and urged movie halls to deploy personnel inside theatres to prevent recording of the movie by using mobile phones or cameras.

Directed by AR Murugadoss, 'Sarkar' stars Vijay, Keerthy Suresh, Varalaxmi Sarathkumar, Yogi Babu and Radha Ravi amongst others. AR Rahman songs have already turned out to be a huge chartbuster and have further increased the expectations of the film.

Going by the movie trailer, Vijay is an entrepreneur who sets in motion efforts to revolutionise the political scenario in the state following his return from abroad.

Besides Sarkar, comparatively small budget movies "Billa Pandi " and "Kalavani Mappillai," are being released for the festival of lights.

Oza’s election was a foregone conclusion

D.K. Oza, a retired IAS officer and former Vice-Chancellor of the Gandhigram Rural Institute (GRI), has been named the Madurai Kamaraj University syndicate’s nominee to the institution’s Vice-Chancellor search panel.

The announcement was made by MKU Registrar V. Chinniah on Monday — the last day for the withdrawal of nominations for the election to choose the syndicate’s nominee.

The election of Mr. Oza to the search panel was a foregone conclusion since he was the only person to have filed a nomination to contest the election.

Though it was clear last Monday — the last day for the filing of nominations — that Mr. Oza would be the winner, the university’s administration said a formal announcement could be made only after the window for the withdrawal of nominations closed.

The election was necessitated in the wake of the Madras High Court’s decision to set aside the appointment of C. Thangamuthu, former V-C of the Bharatidasan University, who was unanimously chosen by the syndicate without any election. An election announced subsequently was cancelled by the syndicate after complaints were raised questioning the candidature of the two contestants in the fray.

With Mr. Oza’s election, the search panel will have all the three members required, the other two being Nageshwar Rao, V-C of the Indira Gandhi National Open University, who is the Governor-Chancellor’s nominee, and M. Anandakrishnan, former V-C of Anna University, who is the senate’s nominee.
Inmates of Tamil Nadu prisons are treated worse than animals

CHENNAI: Describing the condition of inmates in TN central prisons as ‘worse than that of animals,’ a Madras high court-appointed amicus curiae has submitted a damning report to the court questioning the reformative role of prison administration.

Senior advocate and amicus curiae R Vaigai, who visited the central prisons in Vellore, Trichy, Madurai and Sivaganga between October 15 and 27 to study the condition and basic amenities there, has submitted a preliminary report to the court. A division bench headed by Justice S Manikumar had named Vaigai as amicus curiae on October 3, to assist it and submit a report on Tamil Nadu prisons, along with her recommendations.

Vaigai’s report sheds light on the inhuman conditions prevailing behind the high walls of central prisons in the state. It highlights the cases of several prisoners who have been suffering without proper medical care and says prison toilets have been turned into a “hell on earth”.


A prison department report said the state prisons witnessed 469 deaths in the last seven years. Of these, 395 were due to health problems and 49 were suicide. The remaining died due to attack by fellow prisoners and while out on parole.

Vaigai told TOI, “The existing condition and practice in the central prisons killed the very concept of reformation and rehabilitation of the prisoners, who are treated worse than animals.” Since a majority of the prisoners hailed from below the poverty line and there was no legal support for them to fight their case, they were condemned for decades. “There are prisoners above 90 years of age,” she said.

The amicus curiae’s report cites the case of life convict Paulraj, 78, and says he was suffering from schizophrenia and that he was totally blind.

The report further said almost one-third of the convicts were under psychiatric medication with most being treated for anxiety and depression. Prisoners with mental illnesses of varying degrees are being kept in isolation and a fellow convict is their caregiver. “They are in a pathetic state, in very poor hygiene with hardly any psychiatric support, apart from the medicines that are given to them. The prisoners suffering from mental disorders should be released and rehabilitated in a facility outside the prison,” Vaigai said in the report.

Expressing shock over the poor medical care and the condition of the inmates, a member, who assisted the amicus curiae, said several prisoners had been suffering due to age-related ailments and were chronically ill. But they were left without due medical care.

Authorities, however, play the blamegame. They are not able to send inmates for treatment and check-ups for want of escorts. “Due to poor escort service from police, prisoners suffering from mental illnesses have been denied monthly check-up for four months now,” said a prison official in Vellore.
Your smartphone will be your ticket to board a metro train

CHENNAI: When the remaining underground stretch along Anna Salai becomes operational early next year, commuters may need only their smartphones to board a metro train. Chennai Metro Rail Limited (CMRL) is working on a plan to introduce QR-based tickets which will allow passengers to purchase tickets through a mobile app and tap the QR code they receive, upon payment, on the scanners at the automatic fare collection (AFC) gates. For those it, the facility does away with the physical ticket. Commuters may no longer have to carry plastic smart cards or wait in queues at stations to purchase tickets or to top up their cards.

“We have studied its feasibility and conducted tests. We are in the process of preparing tender invites. We may introduce it in six months across all stations,” said a metro rail official. To purchase tickets on their smartphone, passengers will have to select their origin, destination and number of passengers and make a payment. A QR code will then be displayed.

Officials said the existing CMRL mobile app will be updated with the feature. Readers that can scan QR-codes will be installed at all AFC gates at stations. “This mode of ticket purchase will promote digital transaction. This will make our job of handling cash and accounts at the ticket counters easier. It will also save us on the cost of making smart cards,” the official said.

Delhi Metro has mobile ticketing system on its airport line. Officials said commuters in Delhi still have to carry a printout of the QR-ticket. Metro rail services at Bengaluru also have plans to introduce this system.
Southern Railway again mulls trains to North India from Tambaram

CHENNAI: Southern Railway has dusted off plans to run express trains to the north, west and east of India from Tambaram, the city's third terminus, to reduce the load on Chennai Central. 

This move would help thousands of citizens living in the southern suburbs of Chennai as they would no longer need to take a bus or suburban train to Chennai Central to catch a train to Kolkata, Delhi or Bhopal. The trains would start from Tambaram, touch Egmore and get to the north-eastern line through Chennai Beach. Currently, some trains bound to the southern districts of Tamil Nadu and Kerala have been shifted to Tambaram from Egmore.

This Diwali an unreserved special will run from Tambaram to Coimbatore via Egmore and Beach.

Discussions on the plan were held at the Southern Railway headquarters on Monday with Railway Board Member Traffic Girish Pillai, who also visited Tambaram for an inspection.

During the discussion, senior officials pointed out there were only three lines between Chennai Beach and Egmore, which could prove a roadblock. Two of the lines were used for running suburban trains between Beach and Tambaram/Chengalpet, while the third line was used for express and freight trains. The railways needed another line on the Egmore-Beach section for smooth operation of north-bound trains from Tambaram, officials said.

"We have already sent this proposal to Railway Board. The major work would be of land acquisition," said Naveen Gulati, Chennai Divisional Railway Manager.

Other sources in the Southern Railway headquarters said land acquisition would be a thorny issue as the state government would have to part with land belonging to the Madras Medical College near Park Town station.

Sources said that till then, Pillai had advised Souterhn Railway to increase the speed of express trains to 50 kmph on the Egmore-Beach section so that more of them could be run. The operations department had also been asked to tighten other parameters to make this feasible.

In addition, Pillai advised Southern Railway to create another additional platform at Egmore by re-aligning the Gopalapuram yard, even if they had to sacrifice a shorter length platform.

During the inspection on Monday, Pillai was apprised of the foot-over-bridge on platform one and two of Tambaram station, which was an infringement. It was being corrected by Chennai division; Pillai instructed the works to be carried out on priority basis and the place barricaded to avoid injury to passengers.
DVAC seizes Rs 2.39 lakh from Thirunavallur police station

VILLUPURAM: The Directorate of Vigilance and Anti-Corruption (DVAC) on Saturday seized Rs 2.39 lakh and gifts worth Rs 60,0000 from the Thirunavallur police station, and the Villupuram SP ordered the transfer of a police inspector to the Villupuram armed reserve force.

A senior police said Adhilingam Bose, the inspector of Thirunavalur police station, was allegedly in nexus with the sand smugglers of the area for the past one year and was helping them with illegal mining on the Kedilam river banks.

Police got a tip off that Bose, after collecting bribes from local politicians and sand smugglers, was planning to disperse Diwali gifts to his close friends and other police personnel of the station.

The officials of the DVAC did a surprise check on Friday night and found Rs 2.39 in cash and gift items including 109 cracker boxes and fabrics.

Based on the allegations, Bose was transferred and further investigations are on.
University of Madras to adopt new system for exams

CHENNAI: University of Madras will implement a new system which will help in releasing exam results 15-20 days earlier than usual.

Under the existing system, dummy numbers are assigned to answer-sheets, after which they are sent for evaluation. Examiners enter the marks in foil cards which are collected on alternate days from the respective centres. More than 50,000 foil cards are usually created and for the April exam this year, 12 lakh dummy number slips were created twice, said a university source.

For creation of dummy numbers, around 60 temporary tabulators are engaged for 15 days for data creation of the slips and foil cards, and 10 temporary employees are engaged in the work that goes on for about 10 days.

The dummy numbers and registration numbers of the students are verified manually and corrected. Only after this, the actual processing of results begins. The entire process takes about 27 days.

In the new answer books, the first page will contain two tearable portions with QR codes. Students will fill-in their register number in the upper part and after the exam, the upper part will be removed and sent to the university. The lower part with the QR code will be sent to the valuation centres. The QR code will be read by a scanner and matched with the register number of the student after valuation. There will be no need for a dummy number. It eradicates the possibility of malpractice and will also make the university less vulnerable to re-evaluation scams.

This front page can be scanned and the image can be saved in the database of years and will help in settling disputes. With less manpower and by doing away with the creation of dummy numbers and foil cards, results can be published a lot faster.

This system was given a test run in the instant exams for 1,500 answer scripts held in July. It has been cleared by the Tamil Nadu State Higher Education Council (TANSCHE). It will be implemented in a phased manner from November or December this year sources said.

“We are planning to test this in one of the post-graduate examinations in all affiliated colleges,” said vice-chancellor P Duraisamy. The system would be tried out first for professional courses like MBA, MCA and MSc IT, where around 20,000 students write the exam, he said.
Malaysian woman arrives in TN village in search of lover, seeks police help to trace him

CHENNAI: A 34-year-old Malaysian woman came to Tamil Nadu in search of her lover, Basuvaraj, 32, who is a native of Kundalamalaiyur in Vellore district. After a week-long effort to convince her lover’s family and to meet him went in vain, the woman sought the help of police to trace her missing lover.
All had been well until S Menaga of Johor reached Tirupattur on September 31 to meet Basuvaraj’s family to seek their blessing for their marriage. When she reached the village, her lover’s family chased her away.

The woman approached the district police on Monday, who, in turn, directed the Investigation Unit on Crime against Women to take immediate action.

The woman, mother of two children, said her husband had deserted her and children. On learning about this, Basuvaraj befriended her on social media and fell in love with him. He also promised to marry her and developed a live-in relationship, according to her.

Basuvaraj, who was working as a construction worker in Singapore, returned to his village on September 14. “He called me and said that his family members were looking to find a bride for him. He promised to marry me as per his family tradition in the village and asked me to come here immediately. He gave me his address too,” said Menaka, who had been in relationship with Basuvaraj for more than a year now.

Basuvaraj’s relatives were aware about their relationship and even had spoken to her often over the phone, she said. “They were fine with our relationship and spoke to me nicely. But they act indifferently now. They chased me away when I went to the house,” said Menaga, who came to India on a two-week tourist visa.

The woman had been in touch with her over the phone till September 27. After that, his phone number was not reachable. “I don’t know where he is. I am worried about his safety,” said the woman.

IndiGo plane makes emergency landing at Chennai airport



CHENNAI: A Rajahmundry-Chennai IndiGo flight (6E 7123) made an emergency landing at Chennai airport after the ATR plane's left engine failed on Sunday. The flight landed here safely around 6.20pm.

An airport official said the pilot first had requested for a standby but he later called in requesting a full emergency landing when the flight neared the airport.

In a statement, IndiGo said, "The flight suffered a technical glitch on one of its engines just before landing at Chennai. The aircraft landed safely."
Diwali rain may skip Chennai today: Independent weathermen

CHENNAI: The customary Diwali showers may skip Chennai this time.

While independent weather experts forecast dry weather across the city on Tuesday, the Met department has predicted light rain in some areas of the city and heavy rainfall in the southern districts.

Private weather bloggers, who have often been accurate, said the city may witness only cloudy skies, while there may be scattered rainfall in the southern districts. According to IMD’s regional weather inference, a low pressure area is likely to develop over southwest Bay of Bengal off Sri Lanka and adjoining equatorial Indian Ocean in the next 24 hours. This system may be the outcome of a trough or an extended region of low atmospheric pressure and an associated cyclonic circulation or swirling winds caused by a low pressure area. Between November 6 and 8, the low pressure is likely to move west-northwestwards across Sri Lanka-Comorin area.

As a result, it may bring rainfall to southern districts. IMD has forecast heavy rain at isolated places over Tamil Nadu and Puducherry on Diwali day and heavy to very heavy rain on Wednesday and Thursday. Skymet Weather, however, has predicted light to moderate rainfall for the next two to three days in southern districts, as the low pressure expected to develop may not intensify. “It will be generally cloudy in the city. Districts may get scattered rains because the system is not strong,” said Mahesh Palawat, chief meteorologist, Skymet Weather. Weather blogger Pradeep John said districts including Ramanathapuram, Thoothukudi, Tirunelveli and Kanyakumari may experience spells of rain starting from Tuesday night or Wednesday morning.

Last year, on November 6, the state received widespread heavy to very heavy rainfall. Chennai recorded the maximum rain at 30cm in 24 hours, by the end of November 3, 8.30am, as widespread rainfall was recorded through the first week of November 2017.
Just 15 days’ water in reservoirs, Chennai could face crisis if rain fails

CHENNAI: The water in the four reservoirs that serve the city could run out in 15 days if it does not rain soon in the catchment areas in Tiruvallur and Kancheepuram districts.

In fact, Cholavaram and Chembarambakkam are almost dry, holding just 2% and 6% of their total storage.

The combined storage in the four reservoirs on November 3 was 1,758 million cubic feet (mcft) against 2,114mcft recorded the same time last year. Water managers say the present storage is enough to supply the city for another 15 days. Various other sources such as the Veeranam lake, agricultural wells and desalination plants will ensure supply for another two months. But after that, there will be a crisis if the monsoon continues to play truant.


“We expect rain in November-end and in December. Even if it rains for 15 days at night alone, these reservoirs will reach half capacity, which is enough for us to sail through summer,” said a Metrowater official.

The city currently received 675MLD (million litres a day) of water from Metrowater of which 520MLD is for households. Generally, the supply was around 830MLD. This year, 165MLD was being pumped from Veeranam reservoir every day, 100 MLD from Nemmeli desalination plant and 100 MLD from Minjur desalination plant.

“We will continue to supply water to residents every alternate day and there is no rationing. We have started looking at various alternative sources already,” said an official. Metrowater has called for tenders to pump water from the quarries located near Chembarambakkam reservoir. These 22 quarries that are 70m deep will help the city with a minimum of 30MLD water.

Another 80MLD will be pumped from agricultural wells. Apart from this, Metrowater has also called for tenders to pump from lakes in Kancheepuram and Tiruvallur.

Tambaram has been functioning as the city’s third coaching terminal, and many trains to southern districts are now starting from there. But, the thousands who throng the station complain that it lacks two basic facilities — a digital display board and coach indication system.

During the weekend as well as on Monday, passengers were inconvenienced as they didn’t know the position of coaches on the platform. “Many senior citizens and pregnant women waiting at one point had to run a long distance to board their coach which was at a different position,” said D Rakesh, a passenger.

On Friday, the coach position of train 82605, Chennai Egmore-Tirunelveli Suvidha special was wrongly announced, causing a great deal of confusion among passengers. Many said they were tense as the train was also scheduled to leave around 11pm, adding to the anxiety. Complaints have been sent via Twitter to the railways’ official twitter handle, but no explanation has been given for the incident so far.

Another issue faced by the holiday passengers was that the main entrance to platform 1on the west side of the station has been barricaded. Several passengers rushing in to catch the train from that side had to take a detour through another entrance which is not clearly marked.

A Southern Railway official said this was on account of the work done on the footover-bridge (FOB) and the barricade was for passenger safety purposes. As for the coach indication, the official said, orders had been given to the contractor to provide digital display boards, but that the work had not taken off. “It will be done soon,” he said.

All trains which start from Chennai Egmore towards Tirunelveli, Tuticorin, Madurai, Kanyakumari and parts of Kerala stop at Tambaram. This is an easier station to access for passengers who live in areas like Velachery, Adambakkam and Chromepet in the southern suburbs or on the outskirts of Chennai. But the facilities are at the stations yet to match those available at Egmore or Central, say passengers.

Why minors elope: DGP to answer Madras high court’s queries

Chennai: Pointing out that everyday, cases are coming before the court with regard to minors eloping with their lovers, especially with aged and married people, the Madras high court has posed nine queries to be answered by the Director General of Police. Passing interim orders on a habeas corpus petition, a division bench comprising Justices N.Kirubakaran and S.Baskaran directed the DGP to answer the queries by November 8.  

The queries are :
1)    How many minors were either kidnapped or they themselves eloped with their lovers for the past 10 years?.
2)    How many minors were kidnapped or eloped with married/aged people?.
3)    How many such cases have been filed and how many people have been convicted?.
4)    What are all the steps taken by the state government to prevent this kind of elopement of minors with third parties, who are aged, married people?.
5)    Is it not the bounden duty of the state government to sensitize the children at the school level as well as the parents by conducting proper programmes?.
6)    Is there any case of serial offenders, cheating either sex?
7)    How many people have been arrested and convicted under the Pocso Act?
8)    Offence under the Pocso Act is not confined to men alone. There are media reports, wherein married ladies or aged ladies are eloping with minor boys. Those details have to be given and whether Pocso Act has been invoked against such people?
9)    Why not the government form a separate wing to deal with these kinds of cases?.

Questions include data on how many people have been arrested and convicted under the POCSO Act and what steps the state govt has taken to prevent elopement of minors with third parties, who are aged or married people. There are reports of aged/ married ladies eloping with minor boys. Details of these cases have also been asked for

Chennai: Red tape may force SC students out of engineering colleges

Hall tickets for semester exams withheld by colleges due to non-payment of fees, say students.

 Except for the top 100 engineering colleges, the other colleges are relying on PMS for their survival.

Chennai: As many as 40,000 students from scheduled caste (SC) category admitted under management quota in self-financing engineering colleges last year are now facing uncertain future due to the extraordinary delay by the state government in disbursing the post-matric scholarship.

The odd semester exams for engineering students across the state began on Thursday.Due to the delay of one and a half year in paying the fees, the college managements have resorted to various ways to collect the fees from students including withholding their hall tickets for semester exams, students alleged.

Under the post-matric scholarship (PMS) scheme, the SC students with annual family income of less than Rs.2,50,000 are provided scholarships which cover various expenses including tuition fees and maintenance allowance.

Saranya*, a second-year student from a Coimbatore based engineering college, said, “I have joined the engineering college under management quota in the hope of availing the post-matric scholarship. Due to the non-payment, the college authorities withheld my hall ticket until the last minute. They urged me to pay the fees as the state government is delaying the scholarship.”

After much pleading they finally allowed her to write the exam on Thursday. But, they again collected the hall ticket after finishing the exam.

Hailing from Tirunelveli district, she had scored 1,024 marks in her plus-2 exams. Some of the students said their parents are urging them to discontinue their courses.

“My college did not allow the post-matric scholarship (PMS) students to do the lab exams along with regular students. We were made to stand outside the labs and they allowed us at the last minute,” Vidya*, another student from the Coimbatore region said. She scored 921 marks out of 1,200 in her plus-2 exams.

But, soon after completing the school, her parents wanted her to work to support the family. She said she was able to join engineering college only because of this scholarship.

“After informing the college's demand, now my mother is asking me to discontinue the course as we cannot afford to pay the fees under management quota,” she said.

Suganya*, another student from an engineering college in Kancheepuram district said her college is pressurising the SC students in different ways. “We were often told to vacate our hostel even for some small holidays. They are repeatedly telling us to get no dues certificate which causes us the mental agony. It is not possible for our parents to pay over Rs 1 lakh,” she said. She is pursuing aeronautical engineering.  

Meanwhile, the state government disbursed all other scholarships including the scholarship for first graduate students. It is not showing any urgency in giving the post-matric scholarship to SC students, students claimed.

Some students said they have done everything in their capacity to get the scholarship. “We have given representations to the district collectors, protested in Chennai and conducted the press conference. Still, the state government is not disbursing the scholarship,” they said.  

Hundreds of students who have passed out from engineering colleges this year yet to receive their certificates including degree certificates and mark sheets as the state government yet to pay their scholarship fully.

Dharmaraj, who have completed engineering in May 2018 said, “I could not get my original certificates including TC as the state government withheld the 10% of scholarship without giving any reason.”  He studied at Oxford Engineering College in Tiruchi.

One of the trustees of a private engineering college near Chennai said, “The engineering colleges financially crippled due to the pending of post-matric scholarship funds. We are not able to commit to providing quality education as we lack funds.”

Except for the top 100 engineering colleges, the other colleges are relying on PMS for their survival. “We did not get our salaries for the past two, three months and not sure when we will get it,” a faculty member of a self-financing engineering college said.

The issue started when fee-fixation committee revised the fees for government quota seats and management quota seats in self-financed colleges last year. The fees for government quota seats increased from Rs.40,000 to Rs.50,000 and for management quota seats it was hiked from Rs.70,000 to Rs.85,000.

The government has passed orders reducing the post-matric scholarship in the form of GO numbers 51 and 52 which stated that the government quota fees only be paid for students admitted under the management quota.

“Those government orders were stayed by the high court and the payment should have been made as per the old pattern. Even if the government wants to stand on its legalistic position, they could have made the payment as per the government orders saying the balance would be made subject to the court order.  But, they have done neither of the two and kept the whole scholarship amount pending which is the attempt to cripple the SCs,”   said R.Christodas Gandhi, former additional chief secretary, Government of Tamil Nadu.

Due to the non-payment, now many engineering colleges have started to pressurize the SC students admitted under management quota. However, still, some colleges said they have not put any pressure on the students.

“Not only engineering colleges, but the PMS scholarship is also pending for students studying in BEd  and other professional colleges, arts and science colleges are also yet to get their scholarships,” Mr Gandhi said.

When contacted, top officials from Adi Dravidar and Tribal Welfare department said they have not heard any complaints from the students on withholding hall tickets. “The scholarship has been partly distributed. The balance amount will be released as soon as the finance department gives its clearance,” they said.

Sources said the state government has given the scholarship to students studying in government and government-aided colleges.

What is the issue?

In 2016-17, the government has allocated Rs 1,500 crore towards post-matric scholarship to SC students.

There are also allegations that somecolleges have faked records to claim the scholarship meant for SC students.

The state government has passed orders reducing the post-matric scholarship in the form GO numbers 51 and 52 stating that the government quota fees only be paid for even students admitted under the management quota. But the High Court has stayed both the government orders.

During the 2012-13 academic year, the enrollment of SC students is only around 2,500 and  totally, 10,000 students alone were pursuing engineering in all the four years.. After the introduction of post-matric scholarship, the number of students joining engineering and other courses significantly increased. Last year, 40,000 students joined the engineering courses and in total 1.5 lakh students are pursuing engineering in four years. It also increased the Gross Enrollment Ratio of SC students to over 40% in the state,”

CHENNAI : Northeast monsoon rain that was first experienced in coastal districts commenced over remaining parts of Tamil Nadu on Friday. Weather models indicate that there is no major rain threat on Deepavali day in Chennai.   “Currently, the rainfall activity has shifted to southern districts and delta region, which are getting heavy rain as the trough of low pressure formed over southwest Bay of Bengal has now become less marked and moved from the Comorinarea to Lakshadweep,” meteorological officials said. 

Meanwhile, a low pressure area is likely to develop over central parts of south Bay of Bengal around November 6. Rainfall in the last 24 hours ending 8.30 am on Friday showed that Nagapattinam, Tiruvarur, Karaikal, Ramanathapuram, Cuddalore and Thanjavur districts received heavy rainfall. 

Vedaranyam in Nagap-attinam district received highest rainfall of 15 cm and Thiruthuraipoondi in Tiruvarur district got 13 cm of rain. Meteorological forecast for Chennai for next 48 hours says “The sky condition is likely to be generally cloudy. Light to moderate rain or thundershower is likely to occur in some areas. Maximum and minimum temperatures are likely to be around 32 and 24 degree Celsius respectively”.

CHENNAI : Even as multiple judgments from various High Courts and Supreme Court have granted aspirants with disabilities, admission in MBBS courses through NEET, and directed the Medical Council of India (MCI) to adopt non-discriminatory regulations in the process, theNational Testing Agency has opened registrations for NEET 2019, before the new guidelines are notified.

As online application for NEET opened on Thursday, disability rights activists alleged that the process is discriminatory as National Testing Agency (NTA)’s online brochure still has old guidelines given by MCI, which prevent many aspirants from pursuing MBBS. A senior MCI official told Express that the new guidelines will be uploaded in a week’s time.

While aspirants have started filing their online NEET forms, Satendra Singh, founder, Doctors with Disabilities: Agents of Change, said the new guidelines, that will enable Persons with Disabilities (PwD) to pursue MBBS, have not been notified by MCI.  “All eligible candidates can apply from Thursday, but candidates with disabilities are at a disadvantage because of the incomplete information given in NEET (UG) 2019 as well as MoHFW, MCI and MCC websites,” he said.

The brochure states that five per cent of annual sanctioned intake shall be filled by candidates, “falling under Persons with Bench Mark disabilities as per MCI Guidelines/ Regulations in accordance with the Rights of Persons with Disabilities Act, 2016.” The brochure further adds that candidates should consult the website of MCC (www.mcc.nic.in) and Ministry of Health and Family Welfare (www.mohfw.nic.in) for latest information.

However, the MCC website still shows the old MCI guidelines for candidates with disabilities. The Supreme Court as well as High Courts in Delhi, and Punjab and Haryana allowed many candidates with disabilities to pursue MBBS in 2018 rejecting the old guidelines by MCI.“Seven of my clients were allowed to pursue MBBS after I battled it out in court. However, the judgment given by the apex court does not reflect in the brochure for NEET.

Although the application process has started, the NTA has not specified the guidelines defining benchmark disability. Students are being forced to agree to the guidelines they are not even aware of,” said  Jeetendra Gupta, an advocate, adding that the new amended guidelines should have been added to NEET brochure before the application process started. “If the government does not take speedy action, more eligible students will lose opportunity to practise medicine,” he said. Singh said the online brochure still contains only Disability Assessment Boards, constituted in the four metro cities.

Sanjay Shrivastava, Secretary- General of Board of Governors of Medical Education said the board had already prepared the new guidelines and was awaiting approval from the Ministry of Health and Family Welfare. The guidelines will be notified once it is approved, he said. The government had recently dissolved the MCIand replaced it with a Board of governors by bringing in an ordinance.

CHENNAI: A six-year-old girl and her aunt walking on a footpath were killed by a speeding car driven by an engineering college student at Ayanavaram here. The accident occurred on Tuesday 4.30 pm on Konnur High Road and both the victims succumbed to severe injuries on Wednesday night. Police said Vijayalakshmi, 22, was bringing home her cousin Srinivasalu’s two children from school, and was walking on the footpath when the car driven by one Saran rammed on them. 

“He was driving at a high speed and tried to overtake a bus when he lost control of the vehicle,” said a police officer. While Vijayalakshmi and child Bindu were severely injured, the other child Monish, 8, escaped since he was walking a little ahead of them. Locals who witnessed the accident nabbed Saran and allegedly thrashed him and damaged his car, police said.

A police team rescued Saran and arranged to send the two injured to a hospital. Bindu and Vijayalakshmi succumbed to injuries on Wednesday night. Saran, 21, son of a builder, was a student of an engineering college here. He has been booked under charges of causing death due to negligence.

“The place where the accident occurred is close to a street junction. Had there been a speed breaker, the accident could had been prevented, said a relative of Vijayalakshmi, who was waiting outside the Rajiv Government General Hospital mortuary. Daily, the children’s mother Anitha Devi would pick up them from school, but on Tuesday she asked Vijayalakshmi to do it since she had some other work in the evening. The family staged a protest after the accident demanding action against the car driver. Police said he also suffered injuries in the attack by locals and undergoing treatment in a hospital.

CHENNAI: The Madras High Court on Thursday expressed its shock and dismay over the increasing incidents of minor girls eloping with married and old persons. It is disheartening to know this shocking development in society. By such elopement, not only the family of the minor but also that of the offender, who is already married and having children, is affected. This kind of trend has become a challenge to society and also for families and it should be curtailed, a division bench of Justices N Kirubakaran and V Baskaran said. 

The bench was passing interim orders on a habeas corpus petition from the father of a Standard XII student who had eloped with a man aged 45, having a 10-year-old daughter, in June last. The maturity level of teenage girls is not as that of the adult as they may not be in a position to take a firm decision. They can be easily lured by kind words and sweet promises given by the third parties, who project themselves as caring persons.

Both the parents and school teachers should be aware of the problems of teenage girls and properly sensitise and advise them about luring of girls by third parties. Parents must necessarily interact with the minor girls openly about the problems and certainly warn them about the lurking problems. Unless parents and teachers communicate with children, this kind of situation cannot be avoided, the judges said adding that this is high time that the government come out with a counselling programme, both for the teenage children as well as their parents.

CHENNAI: Acting swiftly, online pharmacies, who were aggrieved over the interim stay granted on Wednesday, which banned sale of medicines online, have moved the High Court to vacate the stay. They submitted that though the drugs are booked online, they are sourced from licensed pharmacies. The firms that deliver the medicines are doing only delivery services and do not actually sell medicines.

Clarifying that the prohibition is only for firms that sell medicines without a valid licence, Justice R Mahadevan agreed to hear the pleas in detail on Friday. On Wednesday, Justice Mahadevan passed the interim order while admitting a plea moved by Tamil Nadu Chemists & Druggists Association against online sale of medicines. The association said that buying medicines from unlicensed stores can be risky as they may sell fake drugs.

KOLKATA: A day after AAI officials said that two IndiGo aircraft averted a mid-air collision, the airline said Friday both planes had "sufficient horizontal and vertical separation" within the regulatory requirements.

The Airports Authority of India (AAI) officials had said that possible collision of the two IndiGo aircraft was averted after the Air Traffic Control (ATC) tower in Kolkata instructed one plane to turn right and move away from the other one that had come at the same level.

The incident happened at the border airspace of India and Bangladesh, AAI officials said Thursday.

When contacted, AAI Regional Executive Director (Eastern Region) S P Yadav Friday said, "Our stand is the same", referring to the incident.

"We have cross-checked the flight data of the aircraft involved (6E-856 and 6E-571), both aircraft had sufficient horizontal and vertical separation within the regulatory requirements. Hence, the automated proximity warning was not even triggered," IndiGo said in a statement Friday.

On Thursday, a senior AAI official at the Kolkata airport said, "both the aircraft, belonging to low-cost carrier IndiGo, had come on the same level on Wednesday evening and posed a threat to both the aeroplanes".

"One aircraft was going to Guwahati from Chennai and the other from Guwahati to Kolkata. The planes had come close to each other around 5. 10 pm," he had said.

At that time, the Kolkata-bound flight was at 36,000 feet in Bangladesh airspace and the other one at 35,000 feet in Indian airspace.

The Bangladesh ATC had asked the Kolkata-bound flight to descend to 35,000 ft and when the aircraft followed the order, it came close to the aircraft which was at 35,000 ft, the official had said.

An ATC official in Kolkata noticed it and immediately ordered the Chennai-Guwahati flight to make a right turn and move away from the path of the descending aircraft, averting a disaster, he had said.

TIRUCHY: Bird-hit incidents resulting in emergency landing of flights and cancellation are common in the aviation sector. Ever heard of a small bird hitting a train to a standstill? It happened on Friday, when an express train in Tiruchy division was stranded for more than an hour. According to officials,  the Coimbatore — Mayiladuthurai Jan Shatabdi Express (Train No 12084) was stopped at Mutharasanallur railway station near Tiruchy after a bird hit the pantograph — the apparatus mounted on the roof that transmits power from the overhead line to the engine — and got entangled there.  

Officials in the station conveyed the information to authorities in Tiruchy and the power was cut for some time to ensure safety. A technical team from Tiruchy reached Mutharasanallur and inspected the pantograph and the engine of the train after removing the carcass of the bird. 

“The engine didn’t face any issues. Power got disconnected as the bird was entangled in the pantograph. After stopping the power, we removed the carcass and the train left on its onward journey around 12: 19 pm, a delay of about 1 hour 30 minutes,” said sources. The train left Coimbatore at 7:10 am and  reached Mutharasanallur at 10:50 am. 

Several passengers were curious to know why the train had stopped in a small station for so long. Rumours spread that it was a peacock that stopped the train. Railways dismissed these rumours and confirmed that it was only small bird and it’s a very rare accident.

College students get blank hall tickets from MKU

600 students of a college allowed to sit for examination without hall tickets

With examinations for undergraduate courses commencing on Thursday, students from a few arts and science colleges affiliated to Madurai Kamaraj University were taken by surprise on Wednesday when they received blank hall tickets from the newly introduced online system.

Nearly 600 first year students from at least one of the colleges were allowed to sit for the examination without hall tickets on Thursday while the university claimed that the issue was resolved for other colleges.

While the MKU was until now issuing printed copies of hall tickets to its non-autonomous affiliated colleges for further distribution to students, it introduced an online system this year to enable students to download their hall tickets from the university’s website by entering their registration numbers.

At the eleventh hour

Though the first year examinations were scheduled from Thursday and the second year exams from Friday, the hall tickets, however, were uploaded only on Wednesday afternoon, resulting in MKU’s website witnessing a spike in traffic.

According to a faculty member from MKU’s Constituent College in Tirumangalam, almost all first year students and students from departments like Commerce and Tamil in remaining years received blank hall tickets.

“When we entered our registration numbers, we just received a blank hall ticket with no photograph or other details. However, our friends from a neighbouring college in Tirumangalam were able to download theirs successfully,” said a second year Tamil Literature student from the college.

He said the issue was not resolved until Thursday evening.

Around 600 first year students in the college sat for the examination on Thursday without hall tickets, an official said. “We hope the issue will be resolved at least by Friday,” he added.

Denying knowledge of the issue faced at MKU’s Constituent College in Tirumangalam, O. Ravi, Controller of Examinations, said similar issues reported elsewhere were resolved.

“Owing to heavy traffic, some students received blank hall tickets. But the issue got automatically resolved soon after,” he said, adding the issue in Tirumangalam college would be enquired.

On why the hall tickets were released at the eleventh hour, he said many colleges submitted the details of students only on Monday.

It can be noted that at least 10 affiliated colleges of the MKU, including the constituent college in Tirumangalam, had admitted more students than the sanctioned strength. Following an enquiry, the Convenor’s Committee decided only earlier this week to allow the excess students to appear for examinations considering their future.

Aspirants of NEET UG 2019 will not have to face the morning rush hour as the test will be conducted from 2pm onwards. The National Testing Agency (NTA) which will be conducting the entrance test for MBBS/ BDS has made the change in timing of the test so that the candidates don’t get caught in the early morning traffic.

The online registration process for the exam started on Thursday and would continue throughout the month till November 30, 2018. The test is scheduled for May 5, 2019. On the opening day of the registration disability right activists however demanded a stop to the process calling if discriminatory because of the incomplete information given in NEET (UG) 2019 as well as ministry of health and family welfare, MCI and MCC websites.

NEET UG would continue to be in pen-paper mode and this will be the only test to be conducted by NTA offline. However, other processes right from registration to issue of NEET admit card will be online. This is for the first time that the registration process is happening much in advance. The application is a three-step process and final submission of online application form will remain incomplete if step-2 (uploading of photographs and signature) and step-3 (payment of the fee) are not completed. Such forms will stand rejected and no correspondence on this account will be entertained.

Aspirants are also being asked to print at least four printouts of ‘confirmation page’ after successful remittance of fee.

CHENNAI : To facilitate the operation of special buses from Chennai to neighbouring States without any traffic congestion just before the start of Deepavali, the departure points of the services have been changed and their routes slightly modified.

An official release from Chennai City Traffic Police said from November 2 to 5, buses will be operated from six locations.

➤ Buses starting from Koyambedu will not pass through Tambaram and Perungalathur and will take route via Maduravoyal – Poonamallee – Nazarethpet - Outer Ring Road and reach Vandaloor. The passengers who have reserved their tickets may board the buses at the temporary bus stands at Urapakkam or Kelambakkam instead of Tambaram and Perungulathur.
➤ The busses bound for Madurai, Tirunelveli, Kaniyakumari and Southern districts will be operated from CMBT Koyambedu.
➤ The buses bound for Thiruvannamalai will be operated from Tambaram Railway Station.
➤ The busses bound for Kumbakonam and Thanjavur will be operated via. Vikravandi and Banrutti from Tambaram Anna Bus Stand (MEPZ).
➤ The busses bound for Puducherry, Cuddalore and Chidambaram via. ECR will be operated from K.K. Nagar Bus Stand.
➤ Madhavaram Bus Stand: The busses bound for Oothukottai, Kalahasthi, Tirupathi, Nellore and towards Andhra Pradesh will be operated from Madhavaram Bus Stand.
➤ Poonamallee Bus Stand: The busses bound for Kancheepuram, Seiyaru, Arcot, Arani, Vellore, Tirupathur, Hosur and Dharmapuri will be operated from Poonamallee Bus Stand.
