25/09/2019, STAFF REPORTER,MADURAI

The Bench of the Madras High Court on Tuesday dismissed the petitions filed by four medical aspirants who sought the conduct of fresh NEET counselling.

Justice M. Sundar dismissed the petitions filed by G. Somnath, K. Neya, V.C Ajithvass and A.M. Srilaya. The court observed that the argument that nativity quota was not being implemented in private medical colleges does hold good as the government was implementing the 85% nativity rule in private medical colleges.

Man offers poisoned ‘prasadam’ to couple; husband dies

Woman critical; accused who took ₹4 lakh promising deceased a job arrested

25/09/2019, SPECIAL CORRESPONDENT,CHENNAI

Karthik

A 36-year-old man died in Royapuram and his wife is in a serious condition in a hospital after they consumed prasadam that was suspected to have been mixed with poison.

The police said it was given to them by a person who defrauded them of ₹4 lakh.

The deceased has been identified as G. Karthik, a resident of S.N. Chetti Street, Royapuram.

The couple have two children. Mr. Karthik had completed M.E. (Computer Science) and was working as an assistant professor at a private college for sometime.

He lost his job due to retrenchment and ran a photo-copying shop in his house.

The couple paid ₹4 lakh to Velan alias Velayudham on a promise that he would help Mr. Karthik get a government job. Mr. Karthik began pestering Velan to return his money as the latter could not keep his promise.

On Monday, Velan called Mr. Karthik and told him that the appointment order was ready and asked him to collect it. Mr. Karthik and his wife, Saranya, 29, met him at his residence in MKB Nagar. Velayudham received them well and handed over ‘a letter of appointment’.

Felt giddy

The police said later Velayudham gave them prasadam, which he claimed was brought from a Shirdi Saibaba temple. Immediately after consuming the prasadam, Mr. Karthik felt giddy and stopped his wife from eating it. He rushed with his wife to a hospital. Near Mullai Nagar bus stop, he stopped his bike and collapsed on the road.

Passersby came to their rescue as Ms. Saranya also fainted.

Both were taken in an ambulance to the Government Stanley Hospital where Mr. Karthik was declared dead.

Ms. Saranya was admitted to the intensive care unit of the hospital.

The MKB Nagar police have arrested Velan.

The police said the suspect was working as an office assistant in a government food testing laboratory in Guindy.

He confessed to the police that he committed the offence as Mr. Karthik had been threatening him continuously. Further investigation is on.
The mystery of flight CS772 at Meenambakkam

The chartered Boeing 777LR spent a quiet 10 days at the airport

25/09/2019, MURALI N. KRISHNASWAMY,CHENNAI

The Boeing 777LR had flown in from Copenhagen to Mumbai on September 12 before continuing to Chennai. SPECIAL ARRANGEMENT/CRYSTAL AIRCRUISES

When Flight CS772 flew into Meenambakkam on Friday, September 13, 2019, shortly before 1 p.m., it scarcely created a ripple.

But once the aircraft, ‘Crystal Skye’, was parked near a bay near the secondary runway to a distinct buzz and bustle in the ground handling agency concerned, there was realisation that this was a special flight.

The Boeing 777LR had flown in from Copenhagen to Mumbai on September 12 before continuing to Chennai.

Cruise on air

As aircraft go, the 777LR has been called the “most luxuriously appointed aircraft in the private aircraft industry”.

The cabin, with 88 ultra-plush and customised seats, is the byword in luxury travel, replicating the cruise ship experience in the air.

The few who can afford to charter it, can expect customised linen, global Wi-Fi, inflight entertainment options of a comprehensive film and audio bank that includes live television programming and live flight deck-to-airport ground control listening.

Inflight services that have been rated six-star include steam irons and lens cleaners.

The dining experience features Michelin-inspired cuisine along with the services of an inflight chef, a sommelier and mixologist.

The galleys with steam and convection ovens, espresso machines, blenders and ice machines promise gastronomic delights.

The plane has four flight captains and 19 cabin crew well-versed in a number of languages.

The aircraft’s owners — global leisure and hospitality company Genting Hong Kong, which operates in the luxury hospitality industry space — turned down requests by The Hindu for information about the charter, citing “customer confidentiality”.

Sources at Chennai airport, too, declined to comment.

Nolan’s niche

However, the “mystery” was solved when an aviation source in Mumbai said the aircraft had been chartered by the team of the film Tenet, an upcoming Hollywood film written and directed by Christopher Nolan, being shot in around seven countries. The action thriller is scheduled for release next year.

While the star-studded cast was completing its filming schedule in Mumbai, the aircraft was moved to Chennai to be parked and for crew rest.

The aircraft left Chennai for Mumbai early on Monday, September 23, and flew to Los Angeles later in the day.
NEET impersonation: ‘I am a victim of media exaggerations,’ medical student tells Madras high court

TNN | Sep 24, 2019, 04.33 PM IST

MADURAI: The Madras high court on Tuesday adjourned the anticipatory bail plea of a medical college student involved in NEET impersonation.

K V Udit Suriya, a resident of Chennai, moved the high court’s Madurai bench seeking anticipatory bail as the Gandamanur Vilakku police in Theni district registered a case against him under IPC sections 419, 420 and 120 (B) following impersonation in NEET exam.

He stated that a reporter had approached him stating that there were dissimilarities in the photo in the admit card and the hall ticket. He stated that in spite of the explanation, it was reported that there was an impersonation during the exam as someone else had written the exam instead of him.

The student stated that he was not involved in the alleged acts portrayed in the media. If he was arrested, he would be a victim of media exaggerations, the students stated.

He further submitted that as per the averments, all the documents were available with the college authorities and the same was accessible for the investigating agencies and therefore there might not be a necessity for custodial interrogation.

Hence, the petitioner moved the HC seeking anticipatory bail undertaking that he would abide by any conditions put forth by the court and cooperate with the investigation.

When the petition was heard on Tuesday, the state government submitted that the case would be transferred to the CB-CID soon and sought the boy to surrender for inquiry.

Taking note of the submissions, Justice G R Swaminathan orally observed that the allegation was serious in nature. The judge, who gave an option to the petitioner's counsel asking the petitioner to surrender before CB-CID on Friday and if he surrenders, then the anticipatory bail petition would be heard by the court as a bail petition.

Since, the counsel of the petitioner did not respond to the option of surrender, the judge adjourned the case to October 1 for further hearing.
MBBS, BDS admissions: Madras HC dismisses pleas challenging nativity of students ranked under state quota in TN

TNN | Sep 24, 2019, 02.16 PM IST

MADURAI: The Madras high court on Tuesday dismissed four petitions challenging the nativity of 126 candidates who were ranked under 85% state government quota for MBBS/BDS admission.

Four medical aspirants — G Somnath, K Neya, V C Ajithvass and A M Srilaya -- moved the high court seeking to conduct fresh counselling after deleting the names of candidates from other states who were ranked under 85% government quota for MBBS/BDS admission.

During hearing, the court suo motu impleaded all the 126 candidates mentioned by the petitioners and directed them to submit the documents regarding their nativity.

Justice M Sundar observed that 78 of the 126 candidates had proved their nativity and had been relived as parties to the petitions. The others also submitted their documents.

The judge cited that the question of deleting the alleged other state candidates under had clearly become a non- starter as far as the materials before this court was concerned.

"The petitioners have not made out any case for assailing the rank list published and the counselling conducted. There is no ground to direct the selection committee to conduct a fresh counselling," the judge observed.

The judge said a careful perusal of the cut-off marks revealed that even if all the remaining 48 candidates were dislodged, these four writ petitioners would not get admission.

Hence the judge dismissed the petitions citing that they were bereft of merits.

TN submits proposals to start 6 new govt med colleges

Times News Network | Sep 25, 2019, 04.00 AM IST

Chennai: The Tamil Nadu government has submitted proposals for starting six new government medical colleges in the districts of Ramanathapuram, Virudhunagar, Nilgiris, Dindigul, Tirupur and Namakkal. The proposals were submitted to Union health minister Harsh Vardhan by his state counterpart C Vijaya Baskar in New Delhi on Tuesday.

In August, the cabinet committee on economic affairs had approved setting up of 75 government medical colleges by 2021-22. “These medical colleges are proposed in unserved areas. We have given a list of six districts in Tamil Nadu where there are no government medical colleges,” Vijaya Baskar said.

Now, the state has 23 government medical colleges, including four in Chennai. The state had made a policy decision to increase the number of medical colleges or add seats to existing colleges every year. Proposals for new medical colleges are pending in Perambalur and pressure has been building for new colleges in Tiruvallur and Kancheepuram. “All new colleges now have 150 seats. We are also trying to increase the number of MBBS seats to 250 in all existing medical colleges,” he said
High court strength comes down to 57 as another judge retires

Times News Network | Sep 25, 2019, 04.20 AM IST

Chennai: One among the 10 woman judges of the Madras high court, Justice S Ramathilagam, retired on Tuesday after 29-years of service in the state judiciary.

With her retirement, the total strength of the high court has come down to 57 as against the sanctioned strength of 75.

Justice Ramathilagam made the headlines through her order denying anticipatory bail to actor-turned-politician S Ve Shekher, who apprehended arrest in connection with a derogatory post about a journalist forwarded by him on his social media account.

Rejecting Shekher’s application, Justice Ramathilagam had observed that sharing social media posts or forwards is akin to endorsing them.

Noting that no one has any right to abuse women and, if done, it is a violation of rights, she had said that there cannot be any harsher words than this which portrays [that] all working women coming up in life are sacrificing their chastity.

She had added that regularly we see young emotional boys getting arrested for doing these types of activities on social media. Law is the same for everyone and people should not lose faith in the judiciary. Mistakes and crimes are not same. Only children can make mistakes which can be pardoned. If the same is done by elderly people, it becomes an offence, she had said.

Justice Ramathilagam, a native of Coimbatore, entered judicial service in 1991 as a judicial magistrate. In 2013, she was promoted as principal district judge and posted in the Namakkal district court. In 2016, she was made the chief judge, Puducherry.

In September 2017, she was elevated as an additional judge of the Madras high court. In August 2019, she was made as a permanent judge of the high court.

Tiruvarur to Karaikudi: such a long journey for five passengers

Three-coach train encounters 72 level crossings in 148-km stretch

The journey from Tiruvarur to Karaikudi, a 148-km journey aboard the only train — Tiruvarur-Karaikudi DEMU Passenger — is rather a tedious one.

Since none of the 72 level crossings on the stretch have gatekeepers to operate them, the train runs in fits and starts. It stops every now and then for the ‘mobile gatekeepers’ on board to sprint down to close and open the gates to allow the train to pass through.

On the three-coach train are just five passengers, the few who knew the recently revised timings on that day.

“The train timings change often. I keep track of it by reading the schedule on the newspaper regularly,” says K. Rajalakshmi, a passenger travelling to Peravurani from Tiruvarur.

All of the five passengers sit in the first compartment: two of them read a Tamil magazine, while the other three take a nap. “Come sit, it will take a long time to reach, I hope you have food and water in your bag,” says Ms. Rajalakshmi.

The train comes to a screeching halt minutes after it rolls away from the station.

A man gets off from the engine, runs to the gate and turns a lever to close the gates on the level crossing. These “mobile gatemen” appointed by Southern Railway are stationed at the front and back compartments of the three-coach DEMU train to open and close gates 72 times. The ladder on the train, which is a six feet drop, is a steep and unstable one. “It was difficult in my initial days, especially to do it in the blazing sun but now I have gotten used to it,” says M. Madhavan, one of the four mobile gatemen.

The train leaves Tiruvarur at 6 a.m. and reaches Karaikudi at 12.30 p.m. In the return direction, it departs from Karaikudi at 2.30 p.m. and arrives at Tiruvarur at 9.15 p.m.

The passengers, an average of 30 a day, prefer taking the train for its convenience.

Ms. Rajalakshmi took the train as she had heavy luggage to carry. “I cannot get in and out of a bus with four bags, especially because they are usually very crowded and I will have no place to keep them. Besides, on the train, I can sit and stretch my legs comfortably,” she says.

The other four passengers, all men got on the train at Pattukottai to go to Aranthangi for work. “A bus ticket costs ₹70. We cannot afford to pay ₹140 a day, the train is more affordable as it costs only ₹30 a day,” Ahmed Farooq, one of the men, says.

The train service was suspended in 2012 for gauge conversion and the project took eight years to be completed. Despite the hassle, rail users have been pressuring Southern Railway to keep the train running because of its affordability. After several attempts to discontinue it, reduce the number of days of service, the train is now a daily service. Southern Railway recently announced that the service has been extended until February 2020.

“In this age of mass rapid transportation, this kind of arrangement and tedious journey due to lack of manpower is a put off for the public,” says N. Jayaraman, president, Pattukkottai Taluk Railway Passengers' Welfare Association.

“The number of passengers on this train continues to drop because the train has no toilet or pantry facilities. People would not mind the long journey at least if these facilities are made available especially because of the huge difference between the train and bus fares,” says Mr. Jayaraman.

If a passenger needs to travel to Thanjavur, a cab would cost at least ₹1,200 but the train ticket to Tiruvarur from where a connecting train can be taken only costs ₹20.

Officials of Southern Railway sayt they are aware of the issue. “The lack of manpower is not just on this stretch. The railway recruitment is underway and so far we have got nearly 300 employees for our division. But they cannot all be stationed at gates in this stretch. We are looking to put men on each level crossing, but will only be able to do so when the number of trains on this line, including express and passenger trains, increase,” says an official of Tiruchi Division.

# குழந்தைக்குப் பாலூட்டும் போது தாயின் கண்களைக் குழந்தை பார்க்காது;
# ஆறு மாதம் ஆனால்கூடத் தாயின் முகம் பார்த்துச் சிரிக்காது;
# ஒன்பது மாதம் கடந்த பிறகும் ஒலி எழுப்பினால் அல்லது பெயரைச் சொல்லி அழைத்தால் திரும்பிப் பார்க்காது.
# கண்ணில் படும் பொருள்களை ஆர்வமாகப் பார்க்காது; அவற்றை விளையாடத் தரும்படி கேட்காது;
# ‘டாட்டா’ காட்டுதல் போன்ற கை அசைப்பு இருக்காது;
# மற்ற குழந்தைகளுடன் விளையாட விரும்பாது;
# தனக்குத் தேவையானதை விரலால் சுட்டிக் காட்டாது;
# அடுத்தவரின் கைபிடித்துச் சென்றுதான் காட்டும்.
# குழந்தையின் வளர்ச்சிப் படிகளில் தாமதம் ஏற்படும்……

By ENS | Published on : 23rd September 2019 11:00 AM

State Express Transport Corporation buses from CMBT diverted via Ashok Pillar, Pallavaram

A section of commuters rued that the move would increase travel time by 90 minutes for those boarding buses at the CMBT.

The State Express Transport Corporation (SETC) on Sunday diverted all buses bound for central and southern districts, which originate at CMBT, via Vadapalani, Guindy, Pallavaram and Tambaram. So far, except a few select ordinary services, all buses including the air-conditioned, have run via the Chennai bypass road.

While the SETC said the decision was aimed at ensuring ease for south suburban commuters who have to travel up to Perungalathur for boarding buses, a section of commuters rued that the move would increase travel time by 90 minutes for those boarding buses at the CMBT.

The higher travel time during festival season would force many to opt for private omnibuses, commuters said.

Official sources said that so far commuters from Guindy, Adyar, Taramani, St. Thomas Mount, Pallavaram, Madipakkam, Kovilambakkam, Thiruvanmiyur and Thuraipakkam faced hardships in boarding SETC buses at Perungalathur owing to shortage of MTC buses and heavy traffic during rush hour.

Similarly, during the return journey, commuters from Tiruchy and Madurai get down at Perungalathur and board MTC bus or take cab to reach their destinations in suburban areas.

V Baskaran, Managing Director, SETC, said, "From June, ordinary services are operated via inner ring road and GST road during non-rush hour. Henceforth, all buses will be diverted via Ashok Pillar and Tambaram. The southern suburban areas are densely populated and the decision was taken only for the benefit of commuters.

Given that the bridge construction works at Koyambedu, Pallavaram and Vandalur have been delayed for 12 months and are yet to be completed, regular travellers from northern parts of Chennai pointed out that the move would only increase the traffic congestion and thereby the travel time.

"Both GST and inner ring road witness huge vehicular pile-up during rush hour. Adding over 1,000 buses would only increase the vehicular traffic, forcing the commuters to opt for private omnibuses," said S Sankaran of Anna Nagar, a bus enthusiast.

A few SETC drivers and conductors said though the move increased the ticket revenue, the travel time increased by two hours. "If the buses are diverted after completion of on-going bridge works, it will benefit both commuters and workers."

Factfile:

1. On June 20, SETC diverted select ordinary services via inner ring  road and GST instead of bypass road during non-rush hour

2. From Sunday onwards, all buses operated via Chennai-Tiruchy NH were  diverted via Vadapalani, Pallavaram and Tambaram

3. SETC operates AC sleeper, AC seater and non-AC sleeper buses

4. South suburban commuters travel upto Perungalathur to board buses

5. Flyovers being constructed at Koyambedu, Pallavaram and Vandalur

6. GST and inner ring road witness traffic snarls during rush hour

7. Travel time of SETC buses has increased by 90 to 120 minutes

8. A section commuters say the move is aimed to force the commuters to  opt for omnibuses

9. SETC operates 1,175 buses in 685 routes

CHENNAI: MTC has rationalised its services by making changes in bus routes for Vadapalani, IT corridor, KK Nagar and Vandalur areas. The recent exercise includes short-termination of a few services to create a new service and renumbering of buses for various routes.

The changes were made to increase the accessibility in highly demanded routes identified by the MTC based on a study, said officials. The study was initiated in February after the patronage fell below 33 lakh a day, from 46 lakh in January last. Buses were introduced in the following routes: 91C (Velachery - Vandalaur Zoo), 66G (Kundrathur-Guduvanchery), 570V (Vadapalani-Kelambakkam), 19V (Shozhinganallur-Vandalur) and 55K (Kandigai to Guduvanchery).

“About 15 buses bearing route No. 570S (CMBT - Kelambakkam) have been transferred to Vadapalani and are operated as 570V (Vadapalani-Kelambakkam). The move was made, based on demand to improve the connectivity with IT corridor,” said a senior MTC official, adding that the changes were also made to decongest the CMBT facing frequent traffic snarls.

Besides, select bus services of 11H, which have so far been operated from Broadway to Iyyappanthangal, have been converted into 11G (Broadway-K K Nagar) and extended upto Iyappanthangal. “Now 11H buses will be operated upto Iyyappanthangal bearing 11G name board. The changes were made after the closure of bridge near RBI on Kamarajar Salai,” added the official. Two new services were created, short-terminating the buses to improve the patronage on the IT corridor and GST Road.

The 19V from Shozhinganallur on Rajiv Gandhi Road will provide link with GST road via Navalur, Siruseri, Pudupakkam, Mambakkam and Kandigai. The 55K buses were introduced from Kandigai to Guduvanchery to run via Keerapakkam, Arungal, Kattur and Karanaipuduchery, said sources.

The forum also said that there was no real effort by British Airlines to pay Rs 600 as per the guidelines and asked them to pay Rs 93,900.

UK’s new visa policy may be a boon for Indian students

The UK government’s new visa policy for international students may be a boon for Indians aspiring to do Master’s followed by employment opportunities in the UK.

Published: 24th September 2019 06:13 AM

Express News Service

CHENNAI: The UK government’s new visa policy for international students may be a boon for Indians aspiring to do Master’s followed by employment opportunities in the UK. On September 11, the UK government announced re-introduction of the two-year post-study work visa for international students. This means, students with TIER 4 visa can pursue any Master’s degree of their choice in the UK for one year and stay back to work there for two years.

The number of Indians visiting UK, declined steeply ever since the post-study work visa was revoked in 2012. This restriction allows students only to stay back for four months. Earlier this year, India too acknowledged the decline in a written response to a question posed in Rajya Sabha. Some reasons cited for the decline were withdrawal of post-study work visa, tightened English proficiency requirements and higher tuition fees.

According to the Higher Education Statistics Agency, from a high of 22,375 Indians in 2012-13, the number decreased to 16,550 in 2016-17. However, from 15,160 students in 2018, the numbers rose by 40 per cent to 21,165 by March this year.

Welcoming the new visa policy, British Council’s Director of South India, Janaka Pushpanathan said the policy gave students the chance to develop their career in an international marketplace and provided them the opportunity to pursue professions at any degree level and in any field of operation. Students mostly preferred business and engineering courses in the UK. However, there was a growing interest in other subjects too. Professionals in the education and recruitment field believe the new visa policy may benefit Indians and double the number of 2012-13 as they now get to work there for longer.

‘’ Students can get a scholarship waiver up to an average of 25 to 30 per cent of their tuition fees depending upon their merit,’’ said Sanofer Sulthana, Branch Manager, SI-UK in Chennai, a global recruiter. To go to the UK for higher studies, students normally have to take the IELTS which assesses their English proficiency skills. The test consists of reading, writing, speaking and listening sections. “Some UK universities also accept 12th standard English marks of students scoring above 70 per cent in India. Such students may not have to take IELTS,’’ said Sanofer.

Meanwhile, career experts in the UK told Express that students could enhance employment opportunities by engaging with universities’ career support. John Sander, Senior International Officer of UK-based Sussex University, one of the leading universities in the world, said, “Often, South Asian students don’t engage with the career support that they have paid for until towards the end of their studies.’’Using careers service from the day students land in the UK would help them maximise the success of their applications, observed Sander. The new graduate immigration route is expected to benefit students enrolling from 2020-21.

Patient left ‘unattended’ inside MRI machine

Inquiry ordered into allegation

24/09/2019, SPECIAL CORRESPONDENT,CHANDIGARH

An inquiry by the health department has been initiated on allegations of a 61 year-old patient, who complained that the staff at the MRI centre of the Panchkula civil hospital left him unattended inside the machine.

Raghubir Singh, who had gone to the MRI centre on Sunday to undergo the test for a dislocated shoulder, has in his complaint to the police and State’s Health Minister and Director General Health, stated that he was informed by the technicians that test would take around 15 minutes and that he will have to remain inside the machine for that period.

However, when even after about half an hour he was not removed from the machine, he started feeling uneasy, and somehow broke the belt around his waist and managed to get out of the machine, he alleged in his complaint.

Station House Officer at Sector 5 police station, Rajiv Miglani told The Hindu that a complaint has been received from the victim that he was left unattended in the MRI machine by the staff and they were investigating the matter.

“A departmental probe is also underway. There are CCTV footage available, and once the department’s report on the matter is completed, action will be taken if anyone is found guilty,” he said.

The MRI centre in-charge Amit Khokhar, however, dismissed the allegations and said that the patient was advised for a 20 minute scan but he panicked during the last two minutes. The staff then got him out of the machine.
Job scam unearthed with the arrest of six men in Noida

They looted 1,000 people to the tune of ₹2 cr. in 8 months

The six accused men in police custody.Special Arrangement

Six men were arrested for allegedly duping over 1,000 persons to the tune of ₹2 crore for the past eight months on the pretext of getting them corporate jobs, the police said on Monday.

The accused — Kunal Singh (35), Gaurav Gupta (26), Kalpendra Singh Rajput (42), Shashank Shekhar (29), Shubham (23) and Vishal Tanwar (23) — were nabbed following a raid at their office in Noida’s Sector-8.

The men used to purchase resumes from a prominent job portal by impersonating themselves as employees of a placement service company, the police said. The crime came to fore when an advocate complained that she received a call from a company — Placement Confirmation Service — assuring her that her resume would be forwarded to prominent companies.

“The woman, who had uploaded her resume on a free online job portal, received an email asking her to pay service registration amount through a link. She did that,” said DCP (Cyber Crime Unit) Anyesh Roy.

Sought refundable fee

After this, the accused asked her to submit scanned copies of documents on a separate link and demanded her to pay a refundable fee for verification of documents, the officer said, adding the victim paid a total of ₹34,000. When she realised that it was a scam, she asked them to return her money.

On the pretext of payment, the accused sent her a link and promo code. However, the moment victim fed that code, money got debited from her UPI linked Payment App accounts, the officer added.

The police said the mastermind of the gang, Kunal, had opened his office — Trevion — in Noida. He worked there with 11 persons who were given separate items like computers, headphones and other accessories for calling job aspirants, sending emails, and etc, the DCP said.

The other accused men said Kunal used to receive the victim’s money in multiple bank accounts opened in the name of bogus companies. The amount was then transferred in multiple accounts to hide the crime, the officer added.

Kunal was found to be involved in a similar fraud earlier and was arrested by Pune police in 2016, they added.

The process of verifying documents submitted by 250 students admitted to Madurai Medical College had been completed, said Dean K. Vanitha on Monday.

The verification was done across all medical college hospitals following two instances of students submitting fake documents to secure admission in Madurai Medical College and Theni Medical College. Professors and administrative staff verified 210 documents on Friday. The remaining 40 were checked on Monday.

The Dean said they examined documents, including admit cards issued by the Directorate of Medical Education, selection card issued for National Eligibility cum Entrance Test and SSLC and higher secondary mark sheets.

“All documents were verified and there was no problem in any of them. We have been keeping an eye on unusual documents,” she said, referring to the case of a student, Riyas from Andhra Pradesh, who arrived on September 10 holding an allotment card.

The case is being investigated in Delhi by the police, she added.
HC allows man to attend counselling on son’s behalf

24/09/2019, STAFF REPORTER,MADURAI

Madurai Bench of the Madras High Court on Monday allowed the father of a law course aspirant, involved in Tirumangalam toll plaza shooting incident, to attend counselling for admission to a law college in the State, on his son’s behalf.

Justice M. Sundar allowed S. Ganesan, father of G. Karthikeyan, involved in the shooting incident, to attend the counselling. Karthikeyan is currently lodged in Madurai Central Prison.

The petitioner said that his son returned to India after quitting his job in Saudi Arabia. He applied for the course in Tamil Nadu Dr. Ambedkar Law University.

He developed friendship with Sasikumar, an associate of Dhanasekaran. The trio, with other associates, were travelling to Madurai when the incident took place. Following a wordy duel with toll plaza staff, Sasikumar is said to have fired two rounds in the air.

A case was registered against the accused. Meanwhile, the counselling date was announced. With his son not being in a situation to attend the counselling, the petitioner sought a direction to permit him to attend the counselling on his son’s behalf.
MKU suspends Additional Controller of Examinations

24/09/2019, STAFF REPORTER,MADURAI

The Madurai Kamaraj University (MKU) Syndicate has suspended three officials, including M. Rajarajan, Additional Controller of Examinations, Directorate of Distance Education, for their alleged involvement in a certificate scam.

They are alleged to have been involved in issuance of fake mark sheets and provisional certificates to at least 500 candidates through the DDE.

The two others are R. Sathiyamoorthi, Superintendent, Electronic Data Processing Section, DDE, and J. Karthigai Selvan, Computer Programmer.

The Syndicate, which met here on Monday, decided to approve this disciplinary action after taking into account the submissions made by a committee headed by former High Court Judge Akbar Ali that conducted an investigation into the irregularities.

The scam is also being probed by Directorate of Vigilance and Anti-Corruption. Suspension notices have been sent to them.

The Syndicate meeting, according to sources, decided to send a resolution on increase in salary of staff members of constituent colleges for review by the finance committee.

Plagiarism

The meeting also resolved to serve show cause notice to a faculty member of the Department of Economics on allegations of plagiarism in the research work of scholars for whom he acted as guide. “A committee will investigate those involved,” the sources said.
Subasri death: HC wants to know why no action against officials
NGO moves HC seeking permission to organise token fast

24/09/2019, SPECIAL CORRESPONDENT,CHENNAI

The judge directed the Police Commissioner to file his response on September 25.

The Madras High Court on Monday sought to know why no action was taken against the officials of Chennai Corporation and city police who had failed to prevent the erection of unauthorised flex boards that led to the death of R. Subasri recently in Pallikaranai.

Probe details sought

Justice M.S. Ramesh also wanted details of the investigation, while hearing a plea moved by E. Tamizhmani of an NGO, seeking a direction to the Police Commissioner to grant permission to organise a token fast to mourn with ‘solidarity the grief-ridden family of Subasri,’ who lost her life when an illegal banner fell on her and a lorry ran over her.

He then directed the Police Commissioner to file his response on September 25.

Petitioner’s counsel M.L. Ravi submitted that he made a representation to the Commissioner seeking permission for the protest on September 15. But it was rejected.

Aggrieved, the petitioner moved the court.

He also said that the organisation was not staging a protest condemning the government or anybody but to mourn the death of the girl. Though the protest was a peaceful and Gandian way of silent fasting, the authorities have failed to consider it, the petitioner added.
Now, Navarathri kolu dolls come in shiny avatar

Made of fibre reinforced plastic, the expensive dolls are finding takers

24/09/2019, DEEPA H. RAMAKRISHNAN,CHENNAI

Dolls made of FRP are a fad this Navarathri. B. Velankanni RajB. Velankanni Raj

Did you know that you can now pick up Navarathri kolu dolls made of fibre reinforced plastic (FRP) material?

The large dolls that stand right at the top of the steps, the three-foot tall ones, including those of Adi Sankarar, Sharadambal and Kanchi Mahaperiyava, come in long-lasting FRP with a smooth paint and do not losetheir sheen easily.

City-based artisan N. Jagadeeswaran, who makes these dolls along with a friend, said that it takes a month to make a single doll. “We can use a mould for making only one doll. The paint we use is costly and the dolls can be washed. They are stronger than the conventional clay dolls,” he said.

The cost of the dolls, however, is quite prohibitive. The ones that are three-ft tall are priced as high as ₹75,000-₹80,000 and can be bought at Poompuhar and Khadi Gramodhyog Bhavan on Anna Salai. “There are clients for such dolls too. Last year, we made just three big ones and all of them were sold. This year too we made three big ones and a few smaller sized dolls including Agasthiyar, Pandurangan, Ayyappan and Karumariamman,” said Mr. Jagadeeswaran.

Terracotta artisan from Puducherry V. K. Munusamy, at Kumaran Anugraha in West Mambalam, said that use of FRP in making dolls for kolu was a recent trend. “Large showpieces used to be made using FRP. The oldest one that I know of is the large dinosaur at the Chennai museum, which was made by my uncle.

“The shiny Ganesha and Krishna dolls that we get from Thailand, Vietnam and China are made of FRP. Nowadays artisans here also use FRP due to constant demand from customers for new dolls and materials,” he said.

Athi Varadar doll
The Athi Varadar doll is the most sought after one this season. You can buy them for as low as ₹450 for a small one at the Mother Teresa Women Development Complex in Nungambakkam where you can also pick up dolls from Cuddalore and Madurai.

V. Selvaraj, secretary at the Khadi outlet, said new arrivals included Madurai Veeran, Krishnan Thulabaram, Bhairavar and a set from the film Maya Bazaar where a huge Ghatotkacha (the son of the Pandava Bhima) is surrounded by delicacies.

The Poompuhar showroom has an interesting miniature five-step kolu with dolls in that size.
Thomas Cook folds, 6L tourists stranded

London:  24.09.2019  TOI

Thomas Cook, the world’s oldest travel company, collapsed on Monday, leaving 6 lakh tourists stranded across the globe and sparking the British government’s biggest repatriation since World War II as it scrambled to bring 150,000 UK tourists back home from far-flung destinations.

The 178-year-old debtplagued group, which had struggled against fierce online competition for some time and blamed Brexit uncertainty for a recent drop in bookings, declared bankruptcy after failing to secure £200 million (₹1,770 crore) from private investors. Monday’s development, which followed a lengthy period of chronic financial turmoil after a disastrous 2007 merger deal with MyTravel, left Thomas Cook’s 22,000 staff out of job. AGENCIES

Goa tourism set to take ₹50 crore hit

Goa’s tourism industry is set to lose out on ₹50 crore due to the collapse of Thomas Cook. The firm used to book around 35,000 seats from the UK to Goa a season through Thomas Cook Airlines.

Thomas Cook’s disastrous 2007 merger with MyTravel left it with huge debts

Authorities in the United Kingdom launched an official investigation into the corporate collapse, according to a Downing Street spokeswoman who also cautioned that there were “a number of complicated reasons behind the failure”.

Thomas Cook said “despite considerable efforts”, it was unable to reach an agreement between the company’s stakeholders and proposed new money providers. “The company’s board has therefore concluded it had no choice but to take steps to enter into compulsory liquidation with immediate effect,” it added. The long-troubled group has also been blighted by enormous costs arising from its disastrous 2007 merger with MyTravel, a deal which left it plagued with huge levels of debt.

The UK government said it had hired planes to fly home British tourists, in a mass repatriation plan codenamed ‘Operation Matterhorn’ which began immediately. Launching Britain’s “largest repatriation in peacetime history”, transport secretary Grant Shapps said the government and UK civil aviation authority had hired dozens of charter planes to fly home Thomas Cook customers.

As well as grounding its planes, Thomas Cook has been forced to shut travel agencies, leaving the group’s 22,000 global employees — 9,000 of whom are in UK — out of a job.

Chinese peer Fosun, which was already the biggest shareholder in Thomas Cook, had agreed last month to inject £450 million into the business as part of an initial £900 million rescue package. In return, Fosun was to acquire a 75% stake in Thomas Cook’s tour operating division and 25% of its airline unit. “Fosun is disappointed that Thomas Cook Group has not been able to find a viable solution for its proposed recapitalisation with other affiliates, core lending banks, senior noteholders and additional involved parties,” it said.

Thomas Cook, which began in 1841, grew into a huge operation but fell into massive debt despite recent annual turnover of £10 billion from transporting about 20 million customers worldwide. The company’s failure comes just two years after the collapse of UK’s Monarch Airlines.

Thomas Cook’s demise caps a dramatic fall from grace for a company which was demoted from London’s FTSE 100 shares index in 2010 — and from the second-tier FTSE 250 last year. Its shares are worthless and now suspended. AGENCIES

Just 24% of students in top schools women

Manash.Gohain@timesgroup.com

New Delhi:24.09.2019

Women scholars number just 24% in 127 institutions of national importance though overall there are more women in eight of 16 undergraduate and postgraduate programmes on Indian campuses, according to the All India Survey on Higher Education (AISHE) 2018-19.

There are more women pursuing science and medicine at undergraduate level, while for BCom now, there are 99 women for every 100 men on campus. Women also comfortably outnumber men among those graduating at UG, PG, PG diploma and MPhil level.

Women made big stride in BCom, BSc and MBBS in last five years

Female participation is very high and has also increased sharply at MA, MSc and MCom levels during the last five years.

Today some of the programmes where the gender gap is significantly in favour of the females are medical (at UG level) where it is 60.6%, Arts at 53.03% and Science at 51% of total enrolment. In master’s level there are more females in Science and Arts with 62.72% and 61.78% of total enrolment respectively.

Female participation has been dominant in BA, BEd, BSc nursing, MA, MCom and MSc for past five years. But the bigger stride by women in the last five years has been made in BCom, BSc and MBBS.

But what can cause some concern are the figures for the last three years in institutions of national importance which show the numbers for female scholars are more or less static at institutions like AIIMS, IITs, IISERs, NITs and Schools of Planning and Architecture, among others.

Females have also a lot of catching up to do in law where enrolment stands at 33.7% and just 28% and 28.86% in BTech and BE, respectively. In MTech, there has been a continuous decline as the number of females per 100 males have dipped from 64 in 2014-15 to 54 in 2018-19. Despite marked improvement from 58 females per 100 males to 75 in MBA courses, and 64 in 2014-15 to 70 in 2018-19 in BCA, the gender gap remains significant.

Women fare poorly in overall enrolment in technical education (BE/ BTech) with the bulk of the institutions of importance offering professional technical courses. The biggest gap is at the undergraduate level, where there are 26,736 females as compared to 96,724 males. Similarly at postgraduate level, the number of females is just 12,819 in a population of 50,201.

The AISHE data also indicates a shift in preference as increasing number of students opt for professional programmes like management, law, computer applications, pharmacology and medicine, touching a fiveyear high in enrolment. However, traditional engineering and arts programme, as well as BTech/ BE/ MTech enrolment have continued to slide in the last five years.

As per the report, MCom, MSc, BEd, BBA, LLB, BPharm, BSc nursing and MBBS have registered the highest percentage point growth in the last five years, recording all-time high enrolment. Other programmes which are on the growth path are MBA, BCom, BCA and BBA.

NRIs can apply for Aadhaar without 182-day waiting period

New Delhi:24.09.2019

Non-resident Indians (NRIs) with valid Indian passport can apply for Aadhaar on arrival, without the 182-day waiting period, with the government issuing a notification in this regard.

Following the notification, the Unique Identification Authority of India (UIDAI) has also come out with a circular stating that “NRI after his arrival  in India, shall be entitled to obtain Aadhaar number”.

The modalities for application remain more or less unchanged, a UIDAI source said adding that NRIs with Indian passport can now apply for biometric ID on arrival or by scheduling a prior appointment.

UIDAI circular said valid Indian passport will be accepted as proof of identity, proof of address (PoA) and date of birth document. “In case NRI’s passport does not have Indian address, he shall be allowed to submit any of the other UIDAIapproved PoA documents as proof of address,” said the circular issued on Monday. WRONG INJECTION TURNS FATAL

Teacher posing as doctor kills boy, 7, with wrong jab

TIMES NEWS NETWORK

Bhopal:23.09.2019

A government teacher was moonlighting as a “doctor” in Madhya Pradesh’s Dindori district for years, and this shocking quackery went unnoticed until a seven-year-old boy died four days ago, allegedly after being given a wrong injection.

The accused, Sonawal Singh, has been suspended. Police are waiting for the victim’s viscera report to decide what action to take against him.

Dindori chief medical and health officer Dr R K Mehra told TOI that Singh was “neither eligible, nor qualified to be a medical practitioner, and certainly not authorized”.

“The postmortem has been carried out and viscera reports are still awaited. We

have given our statement to the district collector and the school education department has suspended the teacher,” said Mehra.

The victim, Anuj, lived in Kanakdhara village in Gadasarai region, about 31km from Dindori district HQ, and Sonawal Singh is a teacher at government primary school in nearby Timki Tola village.

The boy had high fever when his family took him to Singh — who was known as ‘daktar sahib’ in the area. The child died after “treatment” on September 19.

Anuj’s father Bindu complained to officials that the child died after being given a wrong injection by Singh, and demanded action against him.

Additional SP Shiv Kumar Singh said, “We have started investigating the case. The viscera test will confirm the cause of death. In the meantime, we have written to the chief medical and health officer for information on Sonawal Singh and whether he was qualified to practice as a doctor.”

Quackery is alarmingly common in Dindori, where doctors are few and far between in the rural areas. Only on September 17, a girl’s hand had to be amputated due to wrong treatment by a quack. This case, too, is being investigated, said officials.

Passengers await take-off after pilot forgets papers

Bengaluru:24.09.2019

Passengers aboard an IndiGo flight, 6E 9002, from Bengaluru to New Delhi were stranded in the aircraft for more than an hour at the apron on Monday after the pilot forgot to bring his certification with him.

The pilot realised he had forgotten the documents as the flight was about to take off, said passengers. Passengers were startled to hear the pilot apologising on the intercom for not bringing important legal documents with him.

The flight, scheduled to depart at 11:05am, finally left at 12:08pm and landed in Delhi at 2:37pm. Several passengers missed crucial appointments and meetings in Delhi, while many missed connecting flights. Mohammed Sadiq, a passenger, told TOI, “I have to now stay an extra day in Delhi because I missed my meeting and postponed it to Tuesday. They completed the boarding process and the aircraft began moving when the pilot said he had forgotten important legal documents. We checked with the air hostess who repeated the same thing. We were then stuck in the aircraft for more than one hour with no news of what was happening,”

“Flight has been pushed back and now pilot is waiting for document,” tweeted Maneesh Agrawal, another passenger onboard the flight. TNN
MTC conductor with unaccounted cash faces action
Ram.Sundaram@timesgroup.com

Chennai:24.03.2019

A government bus conductor from Chennai has been pulled up for his inability to explain how he collected ₹705 during a trip without selling authorised tickets.

By selling fake tickets, not printed and distributed at authorised depots, conductors can swindle money collected from ticket sales, say activists, suspecting a possible scam.

M Kasimayan, an RTI activist from Ayappakam, had on July 7 travelled by a Metropolitan Transport Corporation (MTC) bus on route G18 (T Nagar to Guduvanchery). On the way, a ticket checking squad stopped the bus. During inspection, the squad found that conductor Sekar had ₹705 unaccounted cash in his bag and none of the ₹15 tickets, sold to passengers during the trip, were recorded in the log sheet. “The conductor didn’t enter ₹15 ticket details as he knew that serial numbers would not match,” said Kasimayan in his complaint to transport commissioner J Radhakrishnan. Instead of checking the veracity of ₹15 tickets, the squad acted hand in glove with the conductor and issued a memo only for holding unaccounted cash, he added. The squad and conductor were summoned for inquiry in August. During inquiry, the squad members told MTC that the tickets were authorised but the conductor was unable to provide reasonable explanation or evidence to claim ignorance. Based on this, disciplinary proceeding was initiated against Sekar of Vadapalani depot, showed official documents.

The Directorate of Vigilance and Anti-Corruption had last year conducted a raid at Tamil Nadu State Transport Corporation, Villupuram headquarters in a similar complaint. A racket involving officials, conductors and printing units had printed multiple fake tickets with same serial numbers.

NEET impersonation case transferred to CB-CID

TIMES NEWS NETWORK

Chennai:24.09.2019

After efforts to trace first year medical student K V Udit Suriya, who was booked on charges of impersonation and conspiracy, fell flat, the Theni district police said they received orders from director general of police J K Tripathi for transferring the case to the CB-CID.

Police said the medico has not been attending classes and was not on campus.

“We have sent a team to search for him in Chennai. Inquiry with Udit is now crucial. We will have to find the other person who wrote the NEET examination. We need information about people involved in the entire network,” Theni superintendent of police V Baskaran said.

“This involves work in Chennai, Mumbai and other cities. We may not be able to do all that from here,” Baskaran said.

Last week, based on a complaint from Theni Medical College dean Dr A K Rajendran, police booked Udit Suriya for impersonation, forging documents and conspiracy.

Inquiries by the college and police revealed that the photos of the medico in the college application form and the NEET 2019 scorecard did not match the identity of the student attending classes.

During inquiry, police had found that Udit Surya had attempted to pursue medicine in Russia, but discontinued.

Meanwhile, deans of various medical colleges verified records of all students who joined the 23 state-run medical colleges in 2019 and reported to the directorate of medical education that photos on documents such as admit cards and NEET scorecards matched that of the students attending MBBS classes in government colleges.

“Every college appointed a committee under the vice-principal to scrutinise the documents and carry out physical verification of students. As of now, we see no more cases of impersonation across our colleges,” said director of medical education Dr R Narayanababu.

Udit Suriya’s father Dr V K Venkatesh, who told TOI on Wednesday that his son wrote the NEET exam in Mumbai and that someone had changed the photographs on his scorecards, could not be reached since then.

Venkatesh, an ENT specialist and casualty medical officer at Government Stanley Medical College and Hospital, had last week said that Udit Suriya had appeared for the NEET examination in Mumbai this year as he had failed to clear it twice earlier from Chennai.

Udit Suriya has moved the Madras high court seeking anticipatory bail.

The Tamil Nadu Dr MGR Medical University had also asked self-financing colleges to verify documents of all the students.

“A Trichy-based hospital has confirmed there are no cases and other hospitals are checking their documents,” said a senior university official.

There is no law for us: Subashree’s dad

A.Selvaraj@timesgroup.com  24.09.2019

The scooter is still parked outside the house, the helmet that its rider used to wear dangling from it, but its owner, Subashree, is no more.

On September 12, the woman was run over by a truck after an illegal banner fell on her vehicle and she lost balance. Since then, her parents have failed to understand why the police have not been able to trace AIADMK politician S Jayagopal who had got the banner erected. To put the police’s efficiency in perspective, they tracked down and rounded up burglars from Madhya Pradesh who a week ago had broken into a businessman’s house in Nanganallur and were on the run.

“There is no law for the middle class and poor people in this country,” said Subashree’s father Ravi.

Politicians have visited the family after the tragedy, but Ravi said no one from the ruling political party had come to console them. “So I place my daughter’s case before the judiciary and pray that it punishes those who are responsible,” said Ravi.

Still living in trauma, Subashree’s mother Geetha said she gets nightmares. “Our loss is irreparable but we get letters and mails of support,” said Geetha, wiping off tears.

Once a happy household, raw emotions now run high here. Ravi, who often seethes in anger and then fights back tears, said their daughter’s death was an unplanned murder. “I was told that police have formed three special teams to nab Jayagopal and his brother-in-law Meganathan. But where is the culprit,” he asked, raising his voice only to be pacified by Geetha.

ALL THAT REMAINS: Ravi and Geetha said the courts must deliver justice. Parked in front of their house is Subashree’s scooter with her helmet, which she was wearing the day she died
