Dr Rajkumari Bansal, the 40-year-old forensic specialist from MP’s Jabalpur, who has been accused by some media outlets of being a Naxalite and living with the Hathras victim’s family “posing as a relative”, will now face an inquiry by the administration of Subhash Chandra Bose Medical College, where she works as an assistant professor.

“She went on leave without intimation. So, we will send her a show-cause notice on Monday. We are not concerned with where she went and why. Our concern is that she went on leave without information. The rest is police matter,” college dean Dr P K Kasar told TOI.

Dr Kasar said that he has seen videos of Dr Bansal at the Hathras victim’s house on TV. “If we get anything in writing from the police or government, we will take further action in accordance with law,” he said, adding that she had submitted a leave application only after returning from UP.

Dr Bansal, however, maintained that she had followed due procedure before going on leave. “People are spreading false news. I had a telephonic conversation with the head of my department for urgent leave application. No rules were violated,” she said. She further said that she never hid her identity before police in Hathras and had only gone to extend financial and moral support to the family. “I was driven by my conscience to reach out to the Hathras family,” she added.

Dr Bansal has complained to the cyber cell that her phone has been put under surveillance. She said she will take legal action against those spreading rumours about “Naxal” connections. “I was upset and disturbed following the incident and did not want a repeat of the Unnao case, where the entire family was targeted. Seeing women reporters putting up a strong fight and voicing the family’s concern, I got the courage to go there,” Dr Bansal had told TOI on Saturday. She took a train from Jabalpur to Agra on October 3 and reached Hathras the next afternoon. Dr Bansal said she had booked a return ticket to Jabalpur on October 5, but the family insisted that she stay back for two more days.

JEE Advanced 2020 maybe a winwin situation for the boys, but the girls are lagging in the race. Out of the 43,204 students who managed to clear the exam this year, only 6,707 are girls. They do not figure among the top 10, and while Moradabad girl Kanishka Mittal is the topper among girls, securing 17th rank, she is the only girl to have bagged a position among the top 20.

Girls, however, performed better this year as compared to 2019 when out of the total 38,705 candidates who cleared the JEE Advanced 2019 exam, 5,356 were female candidates. But as statistics go, girls do not go past the 10,000 mark, and the reason, according to Siddharth Pandey, JEE (Advanced) 2020 organising chairman and IIT Delhi professor, is rooted in their childhood.

“In the rural and suburban belts, where girls do not often have the flexibility to exercise their choices, many of their aspirations are forced to take a backseat. By the time they manage to crack JEE Main, their long years of conditioning becomes a huge roadblock. Many of them have the required aptitude and skills for technical education but what they lack is conviction in their strengths and abilities. These girls may also be deprived of better coaching facilities as their parents are more inclined to invest money on the boys,” he adds. Pandey feels the skewed gender ratio across technical institutes can best be addressed through an increase in the registrations of female candidates for JEE Main.

Topper among girls Kanishka agrees, saying that lesser number of girls apply for JEE Main and there is a significant number choosing Medicine over Mathematics. “If hypothetically, the girl to boy ratio were the same, there would not have been much difference in their performance and rank.”

Gender stereotyping exists, and it is by no means a recent phenomenon, says Ajit K Chaturvedi, director, IIT Roorkee that has around 20% of girl students. Among the UG, PG and PhD levels, the PhD programme has the highest percentage of girls, at 29.59%.

Trichy: A restaurant here offered chicken and mutton biriyani in exchange of the10 paise coin, which is no longer in use, on the occasion of World Biriyani Day on Sunday (October 11.) The eatery also sold biriyani for Re 1 to Covid-19 frontline workers in recognition of their efforts. The restaurant saw a footfall of around 200 people as people queued up to grab the offer.

City-based KMS Hakkim Kalyana Biriyani said the low-cost biriyani offer was to highlight World Biriyani Day celebrated by some eateries across the state. The restaurant in its social media campaign launched a few days ago, said people, who have the old 10 paise coin can approach the outlet to grab a pack of biriyani each after handing over the coin. “We did not expect such a massive response. We had planned to sell 100 packs in return for the 10 paise coins. But, more than 200 people came with the coins,” KMS Hakkim, proprietor of the restaurant told TOI. TNN

Taking a serious view of the delay in appointing a doctor to a vacant post, Madras high court imposed a cost of ₹10,000 on the director of public health and preventive medicine as well as an official who held the post earlier for submitting misleading statements before the court. The court was hearing the petition filed by Dr B Dinesh Kumar who was working as assistant surgeon at the Vadamadurai primary health centre in Dindigul.

Tamil Nadu Public Service Commission (TNPSC) had issued a notification in 2014 inviting applications from eligible candidates for 33 posts of health officer in the state public health service. The provisional selection list showed the petitioner as placed in serial number one of the reserved list for Most Backward Class. Since a person who was employed in the said post belonging to the same community had resigned, the petitioner sought appointment to the post.

Justice R Suresh Kumar observed that the petitioner had filed two petitions before the court earlier, and this was the third, to get his legitimate right of appointment to the post which he ought to have been given long ago. The director of public health and preventive medicine in the positional note submitted before the court had stated that the petitioner’s name was not in the waitlist and he had subsequently written to the health secretary seeking to fill up the post as per the waitlist.

The judge observed that the office of the director, whether the earlier incumbent or the present incumbent, had not cared to fill up the vacancy. “This kind of lethargic attitude on the part of the officials, which is a public utility department, has indicated a caution that all is not well,” noted the judge and directed authorities to issue appointment order to the petitioner. Since the judicial time of the court was consumed due to submission of wrong and misleading information, the judge imposed a cost of ₹10,000 each on director of public health and preventive medicine Dr T S Selvavinayagam and Dr K Kulanthaisamy, the earlier incumbent of the post. The judge directed them to pay the same within two weeks to the registrar (administration) of HC Madurai bench which shall be used to augment the Covid-19 situation.

Amid persistent rumours of her joining the BJP, Congress national spokeswoman and actor Khushbu has conveyed to the party high command her unhappiness over the party leadership in Tamil Nadu. “Leaders of both Congress and the BJP have reached out to me,” Khushbu told TOI on Sunday, adding that she met AICC general secretary K C Venugopal three days ago to convey her angst.

In recent weeks, Khushbu had consistently denied rumours about her switching parties, saying she had been taking part in Congress meetings. She denied there was any political significance in her husband Sundar meeting TN BJP chief L Murugan last month. On Sunday, Khushbu indicated she had been given a raw deal by the Tamil Nadu Congress Committee leadership but declined to confirm or deny if she was considering joining the BJP.

“The question is hypothetical,” Khushbu replied when asked about her joining the BJP. “I met Mr Venugopal and discussed the problems with him,” Khushbu said. When contacted, Venugopal said, “She told me she was having problems with the local leadership. We promised her that we will address her grievances and give her more responsibilities. She discussed with me her political ideology. I believe we can persuade her to remain with us.” TNCC president K S Alagiri said “I don’t believe these rumours”.

On Saturday, Khushbu had tweeted “Many see a change in me. Well as you age, you evolve n grow, learn n unlearn, perceptions change, likes n dislikes too, thoughts n ideas take a new shape, dreams are new-…change is inevitable.”

In July, the actor had set political tongues wagging when she welcomed the Narendra Modi government’s New Education Policy, which her party had stoutly opposed. Later, in a tweet, she denied rumours of her joining the BJP. "Sanghis can relax, pls do not rejoice. I am not moving to BJP. My opinion might be different from my party but I am an individual with a thinking mind of my own. Yes, #NEP2020 is flayed n flawed at some places, but I still feel we can look at the change with a positivity,” she tweeted. Later, she apologised to AICC leader Rahul Gandhi for her “contrary” views.

Khushbu took the political plunge in May 2010 by joining DMK. She campaigned for the party in the 2011 assembly elections and again in the 2014 Lok Sabha elections after which she quit saying her work was not recognized. She joined Congress shortly thereafter as the party’s spokeswoman.

There is “nothing to fear” and the existing reservation and recruitment policy will not change in the least if Anna University gets the status of Institute of Eminence (IoE), says vice-chancellor M K Surappa.

Admissions and recruitment followed state government rules. “The [Union HRD] ministry has repeatedly clarified that the university can continue to follow the existing 69% reservation in all its admission and recruitment processes as per the existing act of the university,” the vicechancellor told TOI. IoE guidelines 2017 say state universities would continue to function under their respective state Acts. On fears of the Centre taking over the state institution, Surappa said such an event had not happened in the last 20 years, unless there was pressure from the state.

The vice-chancellor has, however, come under fire from the PMK for directly writing to the Centre, “without the knowledge of the state government”, seeking IoE status amid concerns over the reservation policy. Surappa had told the Centre that the university could generate revenue of Rs 1,570 crore through internal resources and did not need funding from the state government.

In a statement, PMK leader S Ramadoss alleged Surappa’s unilateral act betrayed the interests of the university and the students. “The Centre refuses to heed the request of the state to give a written assurance for 69% reservation, though it accepts this in principle. There is no point in the university getting the IoE tag without finding a solution to the reservation issue,” Ramadoss said. If the Centre’s reservation and admission policies are adhered to, the students of Tamil Nadu and the BC students would not benefit, but only students of other states and upper castes would, he said. Generating revenue from internal resources would result in steep hike in fee.

The PMK leader said the developments had raised suspicions about the vice-chancellor acting as a puppet of those who wanted reservation to be revoked. “The V-C is appointed for three years to steer the varsity. He cannot take a policy decision of the government. The act of Surappa should be investigated,” Ramadoss said, urging the state government to make efforts to get IoE status without affecting the admission process and ensuring its control of the university.

Even as Chennai added 1,250 cases to its tally of 1.82 lakh Covid-19 cases on Sunday and 19 deaths to its grim statistic of 3,415 deaths from the viral infection, l ocals were found flocking in numbers to the shopping hub, T Nagar.

The sight of the shopping crowd with little space to breathe at the perennially busy Ranganathan Street is not a welcome sight during a pandemic. The adjacent streets too were crowded and people were seen going about their day, as though the times are normal.

“Apart from being a threat to themselves, some of the shopping crowd also pose a risk for hundreds of people who reside in and around the shopping areas of T Nagar. We understand that the authorities have allowed shops to reopen to revive businesses, but public welfare should also be considered. There should be stricter restrictions on functioning of shops during the pandemic,” said S Sai Balaji, a resident of West Mambalam.

Residents also said the authorities can consider separate set of restrictions and deploy more personnel to regulate crowds in shopping hubs like T Nagar, at least until the pandemic dies down.

As on Sunday, Teynampet zone (Zone 9), under which T Nagar falls, has the second most number of active cases in the city — 1,336.

According to traders, some of the crowd are not regular shoppers but people who own small retail outlets who had come to buy stock. “We cannot possibly turn away our customers. We try our level best to ensure physical distancing in and around the premises of our shop, but since the roads are narrow, they get crowded,” said a shop owner on Ranganathan Street.

The corporation’s fining mechanism too has not proved to be a deterrent as crowds continue to swarm the shopping hubs. Greater Chennai Corporation has collected more than ₹2 crore since March as fines from residents as well as shopkeepers and other establishments found flouting pandemic norms such as not wearing masks and not maintaining physical distancing.

For the first time, the GST Council failed to arrive at a consensus due to sharp division along political lines, allowing the Centre to let 20-odd states issue bonds to raise funds and meet the shortfall in collection.

Continuing from where they left, the 10 opposition-governed states and UTs pressed for the Centre to borrow the funds, something that finance minister Nirmala Sitharaman refused to do, arguing that higher-than-announced borrowings will increase the cost of funds for the government and the private sector.

“The impact will be less if states borrow… The Centre will facilitate borrowings to ensure cost is equitable for all states,” she said after the meeting, sticking to the stand taken even before the borrowing calendar for the second half of the year had been finalised.

At Monday’s four-hour meeting, the third on the issue, there were 12 states that supported the Centre’s preferred option to raise Rs 1.1 lakh crore, out of the Rs 2.3 lakh crore, estimated shortfall from the market. “Whoever wants to talk, please talk. As many states also said, further talking, holding other states will only make them appear very poorly back home… they can’t go back to repeatedly say ‘sorry the Council could not arrive at a consensus so till then I’m not doing any expenditure’… Does our conscience allow us to hold back states which have opted for something till the time a consensus is arrived at?” Sitharaman said.

Some of the states such as West Bengal had proposed that the dispute resolution mechanism be invoked to decide on the issue within seven to 10 days. Alternatively, a group of ministers could be set up, others suggested. But the proposals were rejected with some of the states describing the meeting as a show of “majoritarianism”.

“There is no dispute, we can have differences,” the minister said, adding the GST Council had the powers to decide on issues such as an extension of the compensation cess beyond June 2022, which had been done. She said states have been assured that they don’t have to bear the burden from their budget. The opposition-ruled states have, however, not decided their future course of action.

The Supreme Court on Monday allowed the National Testing Agency (NTA) to conduct the second part of NEET (UG) for those students who could not appear in it either because they were infected by coronavirus or because they resided in containment zones.

Accepting the request made by NTA through solicitor general Tushar Mehta, a bench headed by CJI S A Bobde said, “In view of the circumstances which have necessitated postponement of the examination in the past and in view of the prevailing circumstances, we consider it appropriate to grant permission to the NTA to conduct a second part of the NEET (UG) for Covid affected students and for those in containment zones on October  14. The result may be declared on October 16.”

A senior NTA official said, “Less than 200 candidates will take the test on Wednesday.”

A man who returned from the US to India after 18 years was booked for allegedly travelling abroad on a forged passport. Though he moved a Delhi court seeking protection from arrest, the court denied his plea stating “such incidents tarnish the image of India in general and of Indian citizens in particular, travelling abroad”.

Kirti Kumar Patel, 61, allegedly travelled to the US from Ahmedabad on someone else’s passport in 2002 and on his return to India recently, scrutiny of his documents didn’t show any previous travel history as his previous passport details were not available.

“Sustained interrogation of the applicant/accused is required to unearth the modus operandi of the crime,” remarked additional sessions judge Dharmender Rana in an order passed on October 9.

The man’s counsels, Jaitegan Singh Khurana and Uday Bedi, argued that he had been “falsely arraigned” as an accused in the present FIR.

On September 29, the IGI police station had registered an FIR under sections 419 (punishment for cheating by personation), 420 (cheating and dishonestly inducing delivery of property) and the relevant provision of The Passports Act, 1967 against the man. “Kirti Kumar Patel arrived from Chicago, USA by Air India and approached for arrival immigration clearance. During scrutiny of this travel document, it was observed that his last departure record was not found as his previous passport details were not available...It suggested that he might have departed from India using someone else’s passport. By doing so, he might have cheated Indian immigration,” stated the FIR.

Patel’s lawyers stated that there was nothing incriminating on record to suggest that he had committed an offence and he travelled on someone else’s passport or visa. They sought anticipatory bail on the ground that Patel was apprehending his arrest in the present case and suffered from diabetes and liver problems.

Additional public prosecutor Irfan Ahmed opposed the anticipatory bail plea arguing Patel had travelled abroad on forged documents and had been hiding the identity of travel agent for unearthing the conspiracy.

Judge Rana held, “Considering the nature and seriousness of allegations, I am not inclined to release the applicant/accused on anticipatory bail. Hence, his bail application stands rejected.”

Finance minister Nirmala Sitharaman on Monday announced additional allocation of Rs 37,000 crore towards capital expenditure, and put money into the pockets of government employees ahead of the festival season, hoping to trigger demand of Rs 1 lakh crore in her latest bid to revive economic activity.

The much-awaited “stimulus”, however, did not have measures to address the lack of demand in sectors such as hospitality and tourism.

PM Modi consulted his top economic advisers in July on boosting spending on core sector projects in a bid to spur demand for cement, steel and other inputs, which culminated in this announcements.


Centre hopes states, pvt cos too will offer LTA scheme

The additional capex and leave travel concession and festival loan benefits for central government employees come with riders, and the impact will depend on how many employees opt for this scheme. For instance, the Rs 25,000 crore allocation for additional capex by Marchend will be made for defence infrastructure, roads, water supply and urban development, provided the equipment is manufactured locally.

There was another Rs 12,000 crore support to the states, which is to be provided in the form of interest-free loans for 50 years. But the rider is that the money has to be spent by March and there is a Rs 2,000 crore allocation for states which meet three of the reform criteria announced earlier such as power sector reforms or one-nation one ration card related initiatives.

Similarly, those availing of the LTC benefit need to spend three times their entitlement in purchasing cars, fridge, mixers or vacuum cleaners. The measures marked the government’s fresh efforts to revive sentiment and give some push to the economy which has been battered by the Covid-19 induced lockdown and growth has plunged nearly 24% in the June quarter and full year GDP contraction is estmated at 9.5% in the current fiscal year.

Along with the conditions, Sitharaman has placed a lot of reliance on state governments and the private sector taking a cue from the Centre and come up with similar schemes.

The Maharashtra University of Health Sciences (MUHS), Nashik, has announced that winter exams (theory) for all undergraduate and post graduate medical students except first year MBBS students will commence from January 4, 2021. A circular released by the MUHS late on Tuesday evening further highlights that the theory exams will be conducted in offline mode.

“The university shall conduct theory papers of all UG and PG courses as per a timetable which will be published in due course of time. List of examination centres will be displayed tentatively by end of November 2020 and admit card/hall ticket as well as a college-wise student name list will be uploaded on the university’s website 7 days prior to the commencement of theory examinations,” states the Programme of Examinations (POE) as released by MUHS on Tuesday.

While the theory exams are scheduled to begin from January 4, all other practical and preliminary examinations will be conducted by individual colleges before the theory exams take place. With Covid-19 cases still on a rise, students and parents are still unsure about being able to travel for exams any time soon.

“In some cases, colleges have agreed to conduct preliminary examination online this year, so that’s a relief to most students and parents. However, we hope the MUHS will consider giving students the option of choosing an exam centre closer home since most are still stuck in their hometowns,” said Brijesh Sutaria, parent. He added that students are waiting for more clarity on the examinations to come from their respective medical institutes soon.

The POE released by the university also mentions procedures to be followed by colleges when theory exams begin. This includes allowing students to enter the examination hall 30 minutes before the exams are scheduled to begin in order to ensure students are in their seats in time.

The 65 post-graduate medical students of deemed universities and private medical colleges in the Union Territory of Puducherry, whose admission in 2017 was cancelled by Madras high court on Wednesday, have decided to appeal against the ruling in the Supreme Court.

Managements of deemed universities and private colleges have proposed to join the aggrieved students to plead a relook of the order. While most students have already completed the course duration of three years, some of them in colleges affiliated to deemed universities have written their examinations as well. The deemed universities have also declared their results. Meanwhile, a section of students who were denied seats in 2017 submitted a memorandum to the Puducherry government urging it to file a caveat in the Supreme Court so that no interim orders could be passed without hearing it. The students also urged the government to ensure that the judgment is implemented.

Sri Balaji Vidyapeeth (deemed university) chancellor M K Rajagoplan said, "Earlier, the erstwhile Medical Council of India earlier said 25 students were admitted without following rules in our constituent college - Mahatma Gandhi Medical College and Research Institute. But later said only 11 were admitted without following rules. But the fact is the names of the five of the 11 students are in the list of students recommended by the Centralized Admission Committee (Centac). Three other students had paid the Centac counselling fee but could not attend the counselling due to the commotion in the counselling session.”

In a strong message, the Madras high court on Wednesday scrapped the admission of 65 postgraduate medical students, who have completed their courses, in six Puducherry-based institutions. In 2017-18, admission to PG medical courses in Puducherry were conducted through CENTAC (centralised admission committee) based on PG-NEET marks, but these institutions admitted 65 students on their own.

“Mediocrity should never be encouraged, at least in medical education,” said Justice N Anand Venkatesh, adding: “It would be better even if some seats go unfilled and wasted rather than filling such seats with unmeritorious candidates.” It will lead to compromising the precious lives of the citizens of this country, he said. Justice Anand Venkatesh also imposed 5 lakh each as cost on six medical colleges/universities that had illegally admitted the students in the academic year 2017-18. The judge did not spare the high court too, and said, “this court also should take the blame for having taken such a long time to hear these cases and render judgment.”

Seven institutions Arupadai Veedu Medical College, Vinayaga Mission Medical College, Mahatma Gandhi Medical College & Research Centre, Sri Lakhmi Narayana Institute of Medical Science, Sri Manakula Vinayagar Medical College, Sri Venkateswara Medical College and Research Centre, and Pondicherry Institute of Medical Science & Research admitted 65 students on their own denying admission to students selected through the CENTAC. The colleges claimed that the students referred by CENTAC could not be admitted since they failed to pay the fee prescribed or never turned up for admission within the cut-off date. Subsequently, MCI issued orders cancelling the admission of all the 65 students admitted by the colleges on their own. Challenging the MCI order, the institutions and the students aggrieved have moved the court separately.

The University Grants Commission (UGC) on Wednesday announced a list of 24 “self-styled, unrecognised institutions” in the country, terming them as “fake” with the maximum of them operating from Uttar Pradesh, followed by Delhi.

“Students and public are informed that currently 24 self-styled, unrecognised institutions are functioning in contravention of the UGC Act,” UGC Secretary Rajnish Jain said.

The majority of eight of these universities are from Uttar Pradesh.

Karnataka, Kerala, Maharashtra, Puducherry and Maharashtra have one fake university each.

The Railways have decided to run 78 additional trains, taking the total number of special passenger services operational in the country to 388.

In a notification to all the zones, the Railways have asked that 39 pairs of trains, mainly AC Express, Duronto, Vande Bharat, Rajdhani and the Shatabdi services, “should be introduced as special trains from an early convenient date”.

A Railways spokesperson clarified that these trains were separate from the 200 festive passenger trains that they planned to run between October 15 and November 30 to cater to the festive season demand.

Tejas services to resume

The Indian Railway Catering and Tourism Corporation (IRCTC) announced plans to restart two corporate-run trains — the Lucknow-New Delhi Tejas Express and the Ahmedabad-Mumbai Tejas Express from October 17, nearly seven months after the operations were suspended owing to the pandemic.

The IRCTC said this was being done to cater to the growing passenger demand due to the festive season.

Every alternate seat would be kept vacant to ensure the social distancing norm and passengers would not be allowed to exchange their seats once seated.

Additionally, use of face covers/masks would be mandatory for passengers and staff.

“All travellers will install the ‘Arogya Setu’ app and the same will be shown as and when demanded. Detailed instructions will be given to the passengers at the time of booking of tickets,” the IRCTC said.

Protection kit for all

All passengers would be provided a ‘COVID-19 protection kit’ that would comprise a hand sanitiser, a mask, a face shield and a pair of gloves. All would go through thermal screening and hand sanitisation before entering the coach.

“On getting approval from the Ministry of Railways to restart the operation of the two popular corporate trains, IRCTC is making all-round preparations to ensure that the trains, once started, match the expectation of people in terms of levels of services and safety and health protocols amidst the ongoing pandemic,” the IRCTC stated.

The coaches, including the pantry areas and lavatories, would be thoroughly disinfected at regular intervals, along with luggage and baggage of the passengers, frequently touched surfaces inside the coach and the service trays and trolleys.

The IRCTC said it had conducted an extensive training programme to educate and train the employees of Tejas trains to manage the operations and provide services according to the ‘new normal’ amid the pandemic.

Former CBI Director and Nagaland Governor Ashwani Kumar was found hanging at his residence in Shimla on Wednesday evening, officials said.

Kumar, a 1973-batch IPS officer, became CBI Director in 2008, succeeding Vijay Shanker in the middle of the investigation into the Aarushi Talwar murder case. He was later appointed Governor of Nagaland. He was serving as the Vice-Chancellor of a private university in Shimla.

The Madras High Court on Wednesday wondered how students of arts, science, engineering and postgraduate computer application courses could be expected to clear their arrears without writing examinations, when an expert body such as the All-India Council of Technical Education (AICTE) had opposed such a move by the State government.

Justices M. Sathyanarayanan and R. Hemalatha said they would not hesitate to call for details such as the number of arrears that each student had in their course of study.

The judges were surprised over a government order (G.O.) issued on August 26, cancelling all arrear examinations citing the COVID-19 situation.

The observations were made during the hearing of a public interest litigation petition filed by E. Balagurusamy, 75, former vice-chancellor of Anna University, through his counsel E. Vijay Anand, as well as another PIL petition filed by advocate B. Ramkumar Adityan to declare the August 26 G.O. illegal and arbitrary.

In his affidavit, Mr. Balagurusamy had said that he had chosen to file the PIL petition to save the quality of education, the future of students and the reputation of various universities in the State.

The AICTE has already filed its response to the PIL petition and told the court that the government’s decision to cancel arrears was not in accordance with its guidelines.

On Wednesday, advocate V. Sudha, representing the UGC, sought two weeks’ time to file a counter affidavit.

Accepting her plea, the judges adjourned the cases to November 20.

It is high time that courts stop showing misplaced sympathy for ineligible candidates admitted to medical courses, the Madras High Court said on Wednesday while declaring as invalid the admission of 65 doctors in various postgraduate degree and diploma courses in May 2017. These candidates had now almost completed the courses and even written their final examinations on the basis of interim orders passed by the court.

Justice N. Anand Venkatesh said a stern message must be sent to medical institutions which admit ineligible students through dubious methods, year after year, by taking advantage of the delay in the commencement of the counselling process and the deadline fixed by the Supreme Court for completing admissions.

“Every year, this court is able to see that there is a huge delay even to start the first round of counselling... It is not known as to whether such a confusion is created for any valid reasons or it is intentionally done to help the self-financing institutions to take advantage of the last minute chaos and admit candidates on their own,” the judge said.

He also imposed a total cost of ₹30 lakh on Arupadai Veedu Medical College, Vinayaka Mission Medical College, Mahatma Gandhi Medical College and Research Institute, Sri Manakula Vinayakar Medical College and Hospital, Venkateswara Medical College and Hospital, and Pondicherry Institute of Medical Sciences, all in Puducherry, for having admitted the 65 doctors in the PG courses in violation of the norms. The Medical Council of India (MCI) itself had directed the six institutions to discharge all 65 candidates.

However, they had approached the High Court and obtained an interim stay. While granting the stay, the court had obtained an undertaking from the students that they would not claim any equity if the writ petitions were taken up for final disposal after they complete their studies.

“Therefore, even though the dismissal of these writ petitions is going to cause great damage to their careers, it is something which is not totally unexpected,” the judge said.

The Madurai Bench of the Madras High Court on Wednesday directed the Centre to submit status report on the progress made in setting up the All India Institute of Medical Sciences (AIIMS) at Thoppur in Madurai.

A Division Bench of Justices N. Kirubakaran and B. Pugalendhi directed the Central government to submit the status report on November 5 on a public interest litigation petition filed by K.K. Ramesh of Madurai, who sought a direction to the Centre to expedite construction of the institute.

The petitioner complained that apart from building a compound wall at the site, not much progress was made in the project.

The National Medical Commission (NMC) formally replaced the Medical Council of India on September 25 as the new regulator for medical education in the country.

Since then the MCI website has been off-limit with a message that it is undergoing changes. There is no news when the new website will become live.

“All the doctors in the country used to get registered with MCI for their practice and it is the only reference point to cross verifies their credentials,” Dr (Major) Gulshan Garg (retd) said.

Chairman of Sankalp Charitable Trust, Garg has played a crucial role in getting National Eligibility Cum Entrance Test (NEET) implemented in the country through the Supreme Court order.

“Today, I cannot find out whether a person is an approved medical practitioner,” Garg said.

He added, “The NMC hasn’t come all of sudden. When the government was aware that it is going for a transformation, it should have made prior preparation. It has been 12 days and there is no update how long it will take.”

Many corporate who are in the process of taking on board fresh medical practitioners have to put the process on the hold as they cannot verify the applicants claim if they wish to.


Besides, medical experts say that the declaration of NEET result is also round the corner and the website is the only source of information for the colleges.

“How many approved medical colleges are there in India? How many seats are approved to each college to admit candidates for MBBS and PG courses? Which are the colleges that are refused permission to admit the new batch in the current academic year? These are basic information that every student wants to know,” Head of private medical college, who doesn’t want to be quoted, said.

He said that besides all these issues the website used to serve many useful purposes for candidates who either seek education in foreign medical colleges or passed out from there.

He added, “It is a primary source to disseminate credible information. Recently, NMC clarified about the validity of online medical education in India but many people are still clueless because the message was circulated through social media and WhatsApp but not through the NMC’s website.”

Outlook wrote to Dr Suresh Sharma, newly-appointed Chairman and Dr RK Vats, secretary of NMC but they didn’t respond.

தமிழகத்தில் உள்ள அரசு மற்றும் அரசு உதவி பெறக்கூடிய மருத்துவக் கல்லூரிகளில் உள்ள மருத்துவ மேற்படிப்பு இடங்களில் படிக்கும் மாணவர்கள் அரசு மருத்துவமனையில் கட்டாயம் 2 ஆண்டுகள் பணியாற்ற வேண்டும் என்கிற தமிழக அரசின் விதியை சென்னை உயர் நீதிமன்றம் உறுதி செய்தது.

தமிழகத்தில் உள்ள அரசு மற்றும் அரசு உதவி பெறக்கூடிய மருத்துவக் கல்லூரிகளில் உள்ள மருத்துவ மேற்படிப்பு இடங்களில் படிக்கும் மாணவர்கள், படித்து முடித்தவுடன் இரண்டு ஆண்டுகள் கட்டாயம் அரசு மருத்துவமனைகளில் வேலை பார்க்கவேண்டும் என்று தமிழக அரசு உத்தரவு பிறப்பித்தது.

இதற்காக, மாணவர் சேர்க்கையின்போதே இந்த நிபந்தனைகளுடன் ஒப்பந்தம் பெறப்படுகிறது. அந்த இரண்டு ஆண்டுகள் பணி முடித்தால் மட்டுமே அவர்களுக்கு முழுமையான சான்றிதழ் வழங்கப்படும் எனவும் தெரிவிக்கபட்டது.

இதை எதிர்த்து தமிழகத்தில் படிக்கக்கூடிய வெளி மாநிலங்களைச் சேர்ந்த அபிநயா, அஜய் பாத்திமா உள்ளிட்ட 276 மாணவ, மாணவிகள் சென்னை உயர் நீதிமன்றத்தில் வழக்குத் தொடர்ந்திருந்தனர். அதில் அகில இந்திய மருத்துவப் படிப்பு தேர்வுக் குறிப்பேட்டில் இதுபோல் எந்த ஒரு நிபந்தனையும் இல்லை என்றும் இது சட்டவிரோதமானது என்றும் தெரிவித்திருந்தனர்.

இந்த வழக்கை விசாரித்த தனி நீதிபதி, மாணவ, மாணவிகள் இரண்டு ஆண்டுகள் பணிபுரிய வேண்டிய அவசியம் இல்லை என்றும், அவர்களுக்குக் கல்வியாண்டை முடித்தவுடன் சான்றிதழ்களை வழங்க வேண்டும் என்றும் தீர்ப்பளித்தார்.

இந்தத் தீர்ப்பை எதிர்த்து தமிழக அரசு தொடர்ந்த மேல்முறையீடு வழக்கு தலைமை நீதிபதி ஏ.பி.சாஹி, நீதிபதி செந்தில்குமார் ராமமூர்த்தி அமர்வில் நடைபெற்றது. அப்போது தமிழக அரசு சார்பில் அளிக்கப்பட்ட பதிலில், “மாணவர் சேர்க்கையின்போது மாநில அரசுகள் நிபந்தனை விதித்துக் கொள்ளலாம் என்று விதிகள் உள்ளன.

தமிழக அரசு வழங்கும் உட்கட்டமைப்பு மற்றும் கல்வி வழங்கும் வசதிகளைப் பயன்படுத்தி படிக்கக்கூடிய மாணவர்கள் குறைந்தபட்சம் இரண்டு ஆண்டுகளாவது தமிழக அரசு மருத்துவமனைகளில் பணிபுரிய வேண்டும் என்று நிபந்தனை கொண்டு வரப்பட்டது” என வாதிடப்பட்டது.

இருதரப்பு வாதங்களைக் கேட்ட நீதிபதிகள் தனி நீதிபதியின் உத்தரவை ரத்து செய்து உத்தரவிட்டனர். தமிழக மருத்துவமனைகளில் முதுநிலை மருத்துவப் படிப்பு படிக்கும் மாணவர்கள் கட்டாயம் 2 ஆண்டுகள் அரசு மருத்துவமனையில் பணிபுரிய வேண்டும். பணிபுரிந்த பின்பே சான்றிதழ் வழங்கப்படும் என்ற ஒப்பந்தம் சரிதான் என்றும் தீர்ப்பளித்துள்ளனர்.

அதேவேளையில் அந்த இரண்டு ஆண்டுகளுக்குள் அரசால் பணி வழங்க முடியவில்லை என்றால் சம்பந்தப்பட்ட மாணவ, மாணவிகளுக்கு முழுமையான சான்றிதழ் வழங்க வேண்டும் என்றும் நீதிபதிகள் தங்களது உத்தரவில் குறிப்பிட்டுள்ளனர்.

Jaipur: Gunjan Modi  , a 19-year-old student from Bengaluru who had prepared for CLAT in Jaipur, has secured 23rd rank in Common Law Admission Test (CLAT) whose results were declared on Monday.

This was Modi’s second attempt. Last year, she got around 4,000 rank and wasn’t eligible to qualify for any national law School.

Gunjan said, “I dropped one year to clear my concept and studied hard this time. I came to Jaipur from Bengaluru just for CLAT preparation. I wanted to get into NLSIU Bangalore as my family is here and I do not want to live away from my family for five years. I focused to clear my concepts and studied continuously.”

Initially, she would study for five hours a day, but with time the study hours increased and practice as well.

“Most of the paper is now subjective with difficult comprehensions to solve. Students usually keep revision for the end, but I believe continues revision with consistency is important. First clear your basics and then increase your time for revision. Solve previous year question paper for practice,” said Gunjan.

The Pink City is fast developing into a coaching hub for Common Law Admission Test (CLAT) because of superb result by candidates. This has attracted many students from different parts of the country to make the city a gateway to their success.

Like Kota city which is synonymous for IIT coaching, Jaipur will become the magnet for CLAT preparation.

Gunjan Modi, a student from Bengaluru who secured 23 rank in India, said despite belonging to the city where first National Law University was established, there are no good coaching institutes.

“I couldn’t get good marks in my first attempt due to lack of guidance. Good rankers from Jaipur motivated my family members to send me to Jaipur for preparation. The teachers are good and students are able to learn basics and clear their doubts here,” said Gunjan.

Navneet Singh Rajpurohit, director of Law Prep tutorial, said that in last three years this trend has increased. “Jaipur city got AIR 1two times in 2017 and 2018 that helped us show our potential to others. Students from Odisha, Karnataka, UP, Bihar are flocking to the city and we can expect this number to rise further,” said Rajpurohit.

The number of applications has also risen in CLAT from Rajasthan. Last year, around 4,500 applicants were from Rajasthan which has now increased to more than 5,600. Students from Humanities and Commerce background are preferring to study for CLAT.

Earlier, litigation in courts was the only option for lawyers which requires lot of patience. But now, lawyer can earn well by doing work other than litigation – drafting, research or in mergers or acquisitions in corporations. In litigation as well, a law graduate does not have to work for a decade in courts to establish himself/herself in the profession with meagre payment as new law firms are coming up for that.

Abhishek Chaturvedi, director of CLAT Prep coaching institute, said that it’s not just chartered accountancy for Commerce students anymore. “Students from different background are studying for law exams looking at the lucrative career opportunities. Even, science students are opting it as a career option. For CLAT preparation many students have started to shift their base to Jaipur. They take admission in some school here to prepare for CLAT. We can say that in coming times, Jaipur will become a hub for CLAT preparation,” said Chaturvedi.
