Evoking memories of the rain and deluge six years ago, the city recorded as much as 21.53cm of rainfall, the highest since the 2015 downpour, overnight on Saturday. The massive downpour inundated several areas and halted train services for some time. Motorists and pedestrians faced a tough time as several interior roads were submerged.

Velachery, T Nagar, Korattur, Thiru Vi Ka Nagar and Kodungayur were the worst affected due to inundation. Six subways were shut due to waterlogging.

Chief minister M K Stalin announced a holiday for government offices in Chennai on Monday and asked private organisation to permit staff to work from home. He also urged PM Narendra Modi to grant funds for flood relief.

Chennai is likely to experience heavy to very heavy rain in the next two days due to an upper air circulation and a low pressure area, the regional meteorological department said in its forecast.

Surplus water from three reservoirs, (Poondi, Chembarambakkam, and Puzhal that serve the drinking water needs of the city) was meanwhile released in a phased manner. Rainwater entered several houses in parts of neighbourhoods in the city and suburbs, including Saidapet, Velachery, Ambattur, Korattur and Vyasarpadi, bringing back memories of the deluge of 2015 in the city. People were evacuated in inflatable boats by disaster response teams from some of the locations.

Most city and peripheral roads came under sheets of water and several trees were uprooted, leading to traffic diversions and disruption in transport services. People waded through ankle deep water to reach nearby shops to buy essential commodities.

Since the Southern Railway shifted departure of certain long-distance trains from Central Station to Thiruvallur, Avadi, Beach, Thiruvottiyur and Perambur, passengers had no other option but to pay what the cab or auto drivers demanded. As trains were operated only at 10 kilometres per hour, departures were delayed by at least three to four hours at Central. At the Chennai Airport, all flights were operated as scheduled. But some passengers missed their flights as they were unable to reach the airport on time.

According to revenue and disaster management minister KKSSR Ramachandran, affected persons have been housed in the relief camps and a total of 50,451 food packets have been distributed to people affected by water-logging. He said giant pumps are being used to pump out water from subways and waterlogged areas.

The Mysuru deputy director of pre-university education (DDPU) issued a circular asking teaching and non-teaching PU employees to not wear jeans and T-shirts while on duty, and withdrew it within hours on Saturday following backlash from the staff.

DK Srinivasa Murthy had directed PU principals in the district to implement the order and submit an action taken report by November 10. The circular said the deputy commissioner will make a surprise visit to colleges in the coming days. According to Murthy’s circular, the instruction applies to government, aided, private PU colleges and DDPU office staff. It stated that the DC has orally instructed him to restrict staff members from wearing jeans and T-shirts and the DC will visit colleges to check the same.

The district administration said the DC didn’t issue directions. “I came to know about it only after the DDPU issued and withdrew the circular,” DC Bagadi Gautham told TOI. Murthy was not available for comments.

“Within minutes after the circular was issued, teachers and non-teaching members opposed it. Last week, a DDPU employee visited the district administration office without buttoning up his shirt. This upset the officials. They asked the DDPU to ensure discipline among his staff. This may have led to the controversial order," said a PU college lecturer.

“There is no clarity why the DDPU issued the circular. The district administration has slammed him for involving the DC’s office in the controversy,” the lecturer said.

This year, three students have scored full marks in National Eligibility Entrance Test (NEET-UG). In 2020, only two students had scored full marks in the test. Also, number of students scoring 700 plus marks has increased this year to 18 as compared to 17 last year.

“Increase in full marks in NEET can be attributed to inclusivity of questions from across the boards,” says Dr B Srinivas, ADG (ME), Ministry of Health & Family Welfare. On the standard of question paper, he says that it has not been diluted rather become more inclusive. “Syllabi of state education boards were also taken into consideration while preparing questions for this year’s NEET,” says Dr Srinivas. He highlights that hard work, easy availability of study material, increased awareness about the pattern can collectively be attributed for the better result.

Check analytical thinking

Dr Rajesh Nachiappa Ganesh, professor, Department of Pathology, JIPMER, Puducherry, says, “Students who practice a similar pattern through mock tests have higher chances of qualifying the exam. Instead of memory-based questions, NEET aspirants should be tested for their analytical thinking skills.”

Karnataka will develop Super 30 Engineering colleges to upgrade the quality of Engineering education. The development will essentially focus on faculty training, industry collaborations, setting up of laboratories, internships and placements. A special committee will develop these colleges in the state by taking up one institution in each district. The committee will be headed by Karisiddappa, vice-chancellor, Visvesvaraya Technological University (VTU), Belagavi, Karnataka. This decision was taken during a meeting chaired by CN Ashwath Narayan, minister, higher education.

Addressing the gaps

Talking to Education Times, the minister said, “The aim is to prevent students from migrating to Bengaluru for their higher education. The name ‘Super 30’ comes from the 30 districts in Karnataka, each of which will have a model institution, where a collaboration with the industry and the government’s IT and higher education departments will ensure proper implementation of the scheme. While addressing the lacunae in the model colleges, efforts will be made to provide case study-based learning, industry internships and placements. Incubation will be encouraged to help students develop startups and become job creators.”

Selection norms

The committee is busy working out the modalities of implementation of the initiative, it is yet to release names of the Super 30 colleges. One government college in each district will be selected, says Karisiddappa. He adds that in districts with no government colleges, private institutions will be developed as a model college, for which the college management will have to agree to the terms and conditions as prescribed by the government’s committee.

Development of infrastructure

“Support to these colleges will be granted in the form of upgradation of lab and computing facilities, creation of digital infrastructure as well as research funding. The colleges will also be motivated to set up centres of excellence in various research technologies,” adds Karisidappa.

Industry orientation

He explains that plans are also on to train faculty of selected colleges to impart industry-oriented curriculum. Teachers would also have access to industry internships to keep themselves updated with the latest industry trends. “Our objective is to develop teachers as key facilitators for which they would also be provided training in blended mode of teaching. Teachers must use recent educational tools and technologies to create competent students, ready to join the modern workforce. While the committee is engaged in the groundwork of the initiative, the industry will mentor the institutes as part of its CSR activities,” further adds Karisidappa.

Fares of cabs and autorickshaws shot through the roof after heavy rain crippled the transport network of the city on Sunday. While suburban trains were not operated throughout the day, only 10% of government buses remained on the roads in the city.

Metropolitan Transport Corporation (MTC), Chennai, usually operates 3,100 buses daily, but on Sunday, only 400 buses were operational.

Even those on the roads were unable to complete their trips due to traffic diversions and closure of subways. As a result, demand for auto and cabs shot up. The fare for longer trips was at least 200% higher than the usual rates. For instance, cabs demanded Rs.500 for travelling to Tambaram from Madipakkam. Usually, it costs less than Rs.300 even during peak hours, said R Raghu, a Madipakkam resident.

Since the Southern Railway shifted the departure of certain long-distance trains from Central station to Thiruvallur, Avadi, Beach, Thiruvottiyur and Perambur, many passengers had no other option but to pay a bomb to autorickshaws and cabs.

Departures of trains were delayed by at least three to four hours at Central. “Several commuters suffered because there was no reliable helpline to give info on status of suburban trains,” said T Sadagopan, a resident-activist from Avadi. The State Express Transport Corporation (SETC) and six other statetransport corporations managed to operate more than 16,000 buses to Chennai from other parts of the state.

Chief Minister MK Stalin requested people not to rush back to Chennai due to a prediction of more rain for the next two days.

At the airport, all flights were operated as scheduled, but many passengers missed flights as they were unable to reach the airport.

Schools and colleges in Chennai, Tiruvallur Kancheepuram and Chengalpet districts will remain closed on Monday and Tuesday due to heavy rain, chief minister M K Stalin said on Sunday.

All government departments apart from essential services such as Aavin, Tangedco, local bodies, revenue, and public transport will be on leave for a day on Monday.

The CM has requested all private offices to offer work from home for a few days starting Monday.

After inspecting rain-affected areas such as Purasawalkam, Padi and Kolathur in Chennai, Stalin said men and machinery were kept ready for all emergency situations. He appealed to people to put their travel plans on hold for three days as more rainfall was forecast in the coming days.

“The government is taking all measures to provide compensation to those affected by rain. About 50,000 food packets have been distributed since morning in about 44 rehabilitation centres in the city. In 500 locations, pumps have been kept ready. Four NDRF teams have been sent to Madurai and Cuddalore,” he said.

Stating that promises made by chief ministers and governors do not become law of the land till they are officially converted into laws, the Telangana high court on Friday dismissed a batch of writ petitions that questioned the fixation of March 30, 2021, as cut-off date for implementing the GO that enhanced the retirement age from 58 to 61 in the state.

A bench of Chief Justice Satish Chandra Sharma and Justice A Rajasheker Reddy pronounced its judgment to this effect after hearing elaborately the contentions raised by state government employees who retired a few days or weeks before the cut-off date.

They contended that they were hopeful of reaping the benefits of this ‘enhancement’ because the chief minister had assured employees in various public meetings in the run-up to the December 2018 assembly elections followed by an assurance by the state governor in her Republic Day speech on January 26, 2021. Moreover, they said, the first Pay Revision Commission of the state submitted its report on December 31, 2020, duly recommending the enhancement of the age of superannuation for those who were serving the state.

At least, the petitioners argued, that this report date should have been taken as the cut-off date. Even the bill passed by the assembly — Telangana Public Employment (Regulation of Age of Superannuation) (Amendment) Act, 2021 — for the purpose did not prescribe any timeframe from which it would come into operation, they said.

But the state issued an order (GO No. 45 dated March 30, 2021), fixing this date as the cut-off date for availing the enhanced age benefit, the petitioners said and contended that this date had no relevance to the events that shaped the decision like the PRC report or the CM’s assurance made as early as December 2018. They urged the court to declare the Act and the GO illegal.

The bench, however, said the dates of assurances or recommendations have no relevance. “It is the date fixed by the state after amending the Act through the legislature that is relevant,” the bench said, while refusing to interfere in the decision of the state.

An hour into Vistara’s Delhi-Doha flight this Tuesday, Dr Nadeem Jilani got alerted when an announcement was made to check if there was a doctor on board. A passenger had fallen unconscious in the lavatory and he lay on the floor near it frothing at the mouth, prompting the call from the crew.

Dr Jilani, who was returning home in Qatar after attending his elder brother’s funeral in Aligarh, immediately identified himself and gave basic life support that saved the passenger. Grateful crew members thanked the paediatrician in a unique way — by first upgrading him to the business class and then lining up on either sides of the aisle to give a “standing ovation” when he was disembarking at Doha.

“An air hostess escorted me to the front section. An unconscious and unresponsive passenger was on the ground, with half of his body still inside the toilet. He was not breathing, there was some froth at the side of his mouth. I promptly started CPR and he become responsive after about 30 seconds with a moan and then opened his eyes,” Dr Jilani told TOI.

The doctor, who is originally from Darbhanga in Bihar, asked the crew to raise his legs to increase blood supply to the brain and the heart. “Gradually he started coming around. We gave him a sugary drink. I always have a stethoscope and a BP recorder in my handbag. His BP, unrecordable initially, normalised in 15-20 minutes. He started talking and identified himself as Santosh from Hyderabad and currently working in Doha,” the doctor said. “I kept monitoring him and was happy that he could walk by the time the flight landed. It was such a satisfying feeling.”

A Vistara spokesperson said the passenger “fell unconscious while attempting to use the lavatory. One of the passengers immediately came forward and provided basic life support. The passenger in need was well looked after by the cabin crew and provided whatever the doctor advised. The passenger was able to safely disembark upon landing in Doha. We are immensely grateful to the doctor”. Aishwarya, an air hostess on the flight that took off from Delhi at 8pm, thanked the doctor for “being on duty even while travelling”.

Dr Jilani said, “They asked me to leave first when they started deplaning. A kind of standing ovation was given with flight attendants standing on both sides at the exit gate.”

Anshuman Gupta (name changed), who suffers from asthma, was doing fine until Thursday on regular medications. However, the spike in pollution levels over the last 24 hours led to acute exacerbation of symptoms and the south Delhi resident had to be rushed to the emergency room of a private hospital in the middle of the night, even as his family wrapped up Diwali celebrations. “We had to administer steroids as well as oxygen therapy to stabilise the symptoms. The patient is doing better now,” Dr Rajesh Chawla, senior consultant, pulmonary and critical care, at Apollo hospital, said.

Like Gupta, many people with a history of respiratory health issues are finding it difficult to breathe the polluted air and, in a few cases, are landing in hospitals with symptoms such as difficulty in breathing, constant cough and dizziness, among others.

“We are seeing an increase in the number of OPD visits as well as admissions on account of respiratory problems. Patients who have asthma and chronic obstructive pulmonary disease (COPD) — a chronic inflammatory lung disease are coming to the hospital with acute attacks and are getting admitted even in ICUs. Also, many of our patients require escalation of treatment these days,” Dr Neetu Jain, senior consultant, pulmonology at PSRI hospital, said.

With winter conditions setting in, the dust and particulate material from vehicular pollution and smoke from crackers have caused smog-like conditions, says Dr Shuchin Bajaj, founder director, Ujala Cygnus Group of Hospitals.

“The dangerous mix of pollutants can cause shortterm damages, which we can see now in terms of exacerbation of respiratory symptoms. But long-term damage can be even more catastrophic, especially in children who grow up in such a polluted environment,” he added.

Dr Arunesh Kumar, senior consultant and head of the department of pulmonology at Paras hospital, said people who have a history of respiratory disease such as asthma, COPD, interstitial lung disease, should strictly adhere to their regular medications and see their doctors if they notice that the symptoms have started deteriorating.

Diwali in the adjoining districts of West Champaran and Gopalganj, in Bihar, was darkened by back-toback hooch tragedies in which 26 people have died since Wednesday after consuming spurious liquor.

Among them,16 people from Dakshini Telua village and surrounding hamlets under Nautan police station area of West Champaran died on Thursday, Diwali eve, while the death toll at Mohammadpur, in Gopalganj district, rose to 10 on Friday. However, the official death toll was 23. Sources said the number could be as high as 35 dead as the family members of several deceased had cremated the bodies fearing police action. Twenty-two people have been arrested in connection with the twin hooch tragedies.

So far, 92 people have lost their lives in 15 hooch tragedies in the state since January this year. CM Nitish Kumar held a high-level meeting on Friday with senior home and police officials and ordered them to launch a crackdown on those involved in manufacturing and smuggling liquor. Bihar has been a dry state since April 2016.

Madhya Pradesh Economic Offences Wing (EOW) has stepped up its probe into the e-tendering scam after getting the long awaited second report on ‘digital hack’ from Indian Computer Emergency Response Team (CERTIn), Delhi.

Investigation had hit a wall since this report was pending with CERT-In. While officials concerned refused to comment, sources say that the second report is akin to the one that they had sent earlier and has been done in a manner that the agency will have to decide upon their line of investigations so as to face fewer difficulties during the trials.

EOW had sent multiple reminders to CERT-In in the past. In the first report CERTIn had detected breach in 54 more tenders that was sent to it by the probe agency, but off late they have failed to draw a conclusion.

“There has to be a clear linkage between the accused who breached the process and the beneficiary to charge-sheet the later. Else there would be trouble during the trials,” said an officer.

Meanwhile, the agency has started recording statements of the companies to which these tenders were allotted. They are trying to connect the dots between IT professionals, new private companies, bureaucrats and political leaders believed to be involved in the alleged scam.

Names of a former minister and two of his personal secretaries had also cropped up during investigations. A previous report by the computer emergency response team pointed out to the fact that tampering in the e-tendering process was done from the systems used by the private IT company accessing Wi-Fi connections and mobile hotspots, some beyond international borders. Alleged breach in Madhya Pradesh state electronic development corporation (MPSEDC) software had led to the Rs 3,000- crore scam, forcing the government to revoke nine of its major tenders floated in 2018. Investigators believe all tenders issued by MPSEDC since 2013 worth over Rs 80,000 crore have been tampered with. In July, the Supreme Court asked a trial court in Madhya Pradesh to conclude the trial and pronounce the judgment in ‘e-tendering’ scam within 12 months. The apex court dismissed a special leave petition (SPL) bail plea filed by one of the accused, who had been in jail for the last two years.

The trial court was directed to conclude the trial and pronounce the judgment within a period of one year from the date of receipt of the copy of the order.

On April11, 2019, a day after registering an FIR into the etendering scam against directors of seven private companies and ‘unknown bureaucrats and politicians’, Madhya Pradesh state economic offences wing (EOW) had rounded up three software professionals and raided a company jointly operated by them, for allegedly hacking government portal and ‘modifying contents’.

The US Transportation and Security Administration on Friday night (India time) issued a statement saying, “...those who recently recovered from Covid-19 may travel with documentation of recovery and a letter from a licensed healthcare provider or public health official indicating the patient is cleared for travel.”

Bhopalis are taking advantage of the long Diwali weekend by opting for quick getaways. All the nearby tourist destinations, specially Pachmarhi, are booked out.

“Pachmari is the best place to go for a quick trip. From Monday, schools, offices, daily routie will be back. So we decided to take a small break. We booked the hotel last month to enjoy the Diwali weekend,” said Ashik Gupta, who visited Pachmarhi with his family during the long weekend.

“My sister is visiting us for Bhai Dooj. The whole family is together after the pandemic, so we planned a Khajuraho trip,” said Lucky Singh.

With hotels and resorts completely booked, many people are opting to stay in areas closer to the tourist spot. “We could not find a hotel in Khajuraho so we decided to stay in Chhatarpur and move up and down to visit the tourist spots,” said Akash Yadav, a private firm employee.

A division bench of MP high court imposed a penalty of Rs 5,000 on a petitioner, who had filed a PIL seeking direction for establishing a unit of AIIMS at Jabalpur, after it was revealed to the court that he had filed a PIL making the same demand in the past as well and it was rejected. The court had asked him to give an application in the ministry of health for the purpose but he filed a PIL again.

The division bench of chief justice Ravi Vijay Kumar Malimath and Justice V K Shukla holding the petitioner guilty of misusing the PIL platform decided to impose a cost on him while refusing to hear the petition.

The petitioner Deep Gupta, a resident of Cherital, contended that three districts of Mahakoshal region are Naxaliteaffected and there is a sizable tribal population in the region. Therefore, a unit of AIIMS should open in Jabalpur as well and also supported his argument by saying that two units of AIIMS have been sanctioned for Jammu & Kashmir, therefore a unit of AIIMS at Jabalpur in addition to Bhopal in MP should not be a problem.

The Supreme Court has asked investigating and prosecuting agencies not to proceed mechanically against directors of erring companies merely because of the post held and said such avoidable prosecution leads to humiliation and loss of reputation in the society.

Quashing prosecution and summons issued to a director of a company which allegedly failed to pay minimum wages to some workmen, a bench of Justices R S Reddy and Sanjiv Khanna said, “A person cannot be prosecuted and punished merely because of their status or position as a director, manager, secretary or any other officer, in a company unless the offence in question was committed with their consent or connivance or is attributable to any neglect on their part.”

The important clarification will offer relief to persons holding these positions. The SC said vicarious liability would be attracted only when the offence was committed with the consent, connivance, or is attributable to the neglect on the part of a director, manager, secretary, or other officer of the company and not merely because the person holds a responsible post in the company.

Making observations such as “the name and fame of the family of the victim is lowered down due to the incident”, a magistrate court convicted and sentenced a 28-year-old man for sexually harassing and molesting his neighbour by sending her a flying kiss and verbally and physically abusing her when she objected to his behaviour.

The court noted that despite all odds, the woman mustered courage and entered into the witness box and underwent the test of cross-examination where she was accused of having an affair with him. The court, however, said it was one-sided love and that was the motive of the accused. “No lenient view could be shown to the accused as the same might convert into grave or very grave offence. Moreover, the name and fame of the family of the informant (survivor) is lower(ed) down due to the incident,” the Kurla magistrate’s court said.

The court did not allow the accused Istikar Shaikh’s (28) plea to be released on a bond of good behaviour under the Probation of Offenders Act instead of serving a sentence.

“In the instant matter, the accused has committed very serious offence, as the same is against a woman. The provision of Section 354 of the IPC is enacted to safeguard public morality and decent behavior. Therefore, if any person uses criminal force upon a woman with the intent or knowledge that woman’s modesty will be outraged (Section 354), benefit of probation cannot be extended to him,” the court said.

On June 14, 2019, at 9 am, the survivor’s parents had gone out to work. According to the prosecution, the accused came at the door of her house and started sending flying kisses and making abusive gestures. The survivor told the accused to go away. Enraged, the accused abused her in filthy language. He then caught hold of her hand and dragged her outside. The survivor and her sister screamed for help. The neighbours gathered. Then accused then pulled her stole and touched her inappropriately. Cops were called and the accused was arrested.

The court denied the defence claims that the survivor and accused were having an affair and due to a fight she falsely implicated him.

“Defence brings no iota of evidence in the line of its defence except by mere suggestions which are denied by the informant and witnesses. One cannot reach to a conclusion that the present complaint is lodged by informant under pressure and aftermath of the quarrel. Thus, the defence of accused is not only improbable to be believed but also flimsy in nature,” the court said.

The court said the ‘evidence establishes that... the accused insulted the modesty of informant by hurling words thereby intruding upon her privacy and intentionally insulted her’

A man in Kerala’s Wayanad district has claimed that he was delivered a valid passport by an ecommerce giant along with a passport cover for which he had placed an order a few days ago.

Midhun Babu, hailing from Kaniyambetta in Wayanad district, said he had placed the order with Amazon for the passport cover on October 30.

When it was delivered on his doorstep on November 1 the packet had contained the passport cover and to his surprise, a passport was also found inside the pouch.

The passport belonged to a teenaged boy from Kunnamkulam in Thrissur district.

Babu said he reported the incident with Amazon customer care but failed to get a proper response as to what to do with the passport.

“I spent about 40 minutes speaking with three executives of customer care. But none told me what to do with an important document like a passport. Later, on advice of a friend of mine, I approached the police and surrendered the passport,” he told PTI on Friday.

There was no immediate response from Amazon. PTI

Canada is yet to recognise Covaxin even after World Health Organisation (WHO) gave emergency use listing for Bharat Biotech’s Covid jab.

A spokesperson of the Canadian high commission in Delhi on Friday night said the accepted Covid-19 vaccines by the country are: Pfizer-BioNTech (Comirnaty, tozinameran, BNT162b2); Moderna (Spikevax, mRNA-1273); AstraZeneca/Covishield (ChAdOx1-S, Vaxzevria, AZD1222) and Janssen/Johnson & Johnson (Ad26.COV2.S). The list does not include Covaxin.

Responding to a TOI query on Covaxin, the spokesperson said: “Covid-19 drug and vaccine submissions are prioritised and reviewed on an expedited timeline, above the usual performance standards, without compromising safety, efficacy and quality standards, due to the public health need… Timing for the completion of Health Canada’s review depends on many factors, including but not limited to a need for additional data, discussions with the sponsor, and requirements for updates to safety information.”

Delhi-based Dr Arvind Kumarsaid, “Vaccines are medicines developed by scientists for the good of humanity. Their use should be above any political or geographical considerations. Denying the benefit of these vaccines as a means of restoring a semblance of normalcy in today’s pandemic-infested world, nullifies the great work being done by our scientists. This should be avoided. We in the fraternity look forward to a day when the world’s vaccine pool is used for the good of humanity without any bias.”

The festival of light this year ended the long struggle for basic amenities by Narikuravar and Irula communities in Pooncheri village and neighbouring areas in Mamallapuram near Chennai and laid the path for “a new and dignified life”.

The villagers were unanimous in their praise of chief minister M K Stalin, who visited their village on Deepavali day on Thursday “to restore their dignity”. Henceforth, “we will be treated with respect and not looked down upon. The CM’s visit has sent across a clear message to government officials”, said Ranjith and his neighbours.

The CM later tweeted that the core ideology of the Dravidian movement was to protect the self-respect of the marginalised section of the society to ensure social justice. There was a long way to go to get rid of the social evils (caste and class divide) that have been deeply entrenched in society for thousands of years, he added.

Stalin, on Thursday, reached out to the Narikuravar and Irula community people with a bundle of welfare measures worth ₹4.53 crore as Diwali gifts. “It is the day to light up the lives of the Irula and Narikuravas communities,” said Stalin.

“Ashwini was not denied food, but respect. It is an opportunity for the government to restore it,” Stalin tweeted, recalling a recent incident when the Narikurava woman from the village and her community members were denied food during an annadhanam at a temple managed by the n Hindu Religious and Charitable Endowments (HR & CE). Ashwini had aired her grievance and alleged discrimination which was videographed and widely circulated. HR & CE minister P K Sekar Babu sat with her for annadhanam at a temple in Mamallapuram Friday last and promised to bring the CM to their village.

“He gave us respect and new meaning to our lives. Now, we will live here with hope that our children will get a good education and our community will be taken care of,” said Ashwini. She added that the CM asked about the well-being of her family members. “It was a great gesture by Periya Thalaivar (a great leader),” she added.

The CM distributed house pattas worth Rs 3.52 crore to 81 people during a programme organised in the village. He also gave community (ST) certificates to 88 Scheduled Caste members, narikuravas welfare and ST board membership cards and loans to the beneficiaries. He directed authorities to address their grievances and extend welfare measures within two weeks. He visited their homes and interacted with family members.

The CM issued orders to take up development work worth ₹75 lakh under the Kalaignar Urban Development Scheme. He instructed officials to construct anganwadi centres and additional classrooms in a panchayat union primary school. “There is no darkness in our village and our lives anymore,” said Vellaiamma, pointing towards the streetlights.

Union minister of state for fisheries and animal husbandry L Murugan has said that chief minister M K Stalin is practising “modern untouchability” by not greeting Hindus of the state for Diwali. “The CM should come forward to unconditionally apologise to the people,” he told reporters during an interaction at Rameswaram on Friday.

“How fair is it to greet people for other religious celebrations and neglect the festival celebrated by Hindus who are the majority? It is modern untouchability against Hindus and Tamils,” he said. Murugan said Prime Minister Narendra Modi has given a historic gift to the people by reducing VAT on fuel on Diwali eve. “He reduced petrol price by Rs 5 a litre and of diesel by Rs 10 a litre. It is a big announcement that will facilitate development and reduce the cost of transportation. The states where BJP is in power have also reduced VAT on fuel,” he said.

He added that Puducherry government has cut tax by Rs 19 a litre and the Tamil Nadu government should also reduce VAT on the fuels. TNN

Chennai: With engineering colleges reopening physical classes, Anna University on Friday announced that it would conduct semester exams next month in physical mode.

"All the internal assessments and end semester examinations including elective courses, laboratory courses, theory cum laboratory courses for BE, BTech and postgraduate courses, BArch, MArch for the academic session September to December 2021 for affiliated colleges shall be held in physical mode," a circular issued by the academic courses director to the principals of affiliated colleges said.

The university also allowed the colleges to suspend the mandatory educational tour for BArch students. "As an alternative each student can submit an independent study report of places of architectural interest from secondary sources for evaluation. In addition, any field or study visits as part of the regulations for various programmes under faculty of architecture and planning can be replaced through secondary sources of information, if visits are not possible," the circular added. The university has also decided to allow students to attend online classes for only five periods considering the network connectivity issues for those studying at the university departments.

The university will also conduct the arrear papers in physical mode.

Some colleges also have decided to conduct a model exam to train the students to write exams for three hours.

Two doctors, including a government lady doctor, are facing medical council proceedings for misconduct, as they had issued ‘life certificates’ to dead persons. A government doctor in Royapettah government hospital in the grade of civil assistant surgeon, who issued life certificate to a dead man, who killed himself by suicide, was summoned by the Tamil Nadu Medical Council, an apex body regulating medical practice in the state.

Dr R Shanthini issued the medical certificate on January 10, 2018 to R Krishnakumar, three years after the man ended his life in July 2015. Two days later his life certificates were used to sell properties in his name. In November 2019, Krishnakumar’s wife lodged a complaint with the council stating the “fake” certificate by the doctor aided her relatives to illegally sell properties without consultations with the legal heir.

In another, complaint dated December 19, 2020, Bangalore-based R Vinod Kumar said that Hosur based Dr KP Badri Prasad conspired with one M Narasimhan to issue false life certificates for two women – Sabitha J and Shylaja Jayasurya – about a year after Bruhat Bengaluru Mahanagara Palike(BBMP) issued their death certificates. While Sabitha had died on October 16, 2019, her mother Shylaja died on July 18, 2020. Yet, on September 7, 2020, Hosur-based Dr K P Badri Prasad issued them “life certificates for the purpose of registration of documents based on power of attorney”.

On December 19, 2020, Vinodh Kumar filed a complaint against Dr Badri Prasad. On January 19 the council sent him a memorandum seeking explanations for the complaint. “These complaints come under misconduct and are gross violations of TN Medical Council code of ethics (professional etiquette and ethics),” said Tamil Nadu Medical Council president Dr K Senthil.

The following month, Dr Badri Prasad wrote to council stating that he was conned by one Narasimhan who brought two “similar looking” women to his clinic and that he could not see them clearly as they were seated 6 feet away due to the pandemic. Dr Prasad said his face shield and the plastic curtain between them made it difficult for him to see their face clearly. He also urged the council to verify the authenticity of the BBMP certificates. The certificate is also available on the BBMP webpage.

While the state council called for disciplinary proceedings against the two doctors, the council is also planning to organise awareness programmes for doctors and members of the public on legal provisions. Over the last two years, the council has been receiving complaints against doctors issuing fake certificates for death and life, he said. “We want our doctors to know that such things can land them in trouble. They may not only lose their licenses, but may also have criminal charges framed against them,” Dr Senthil said.

"Madam, if you want leave, come and meet me alone" cannot be inferred as a sexually coloured remark, observed Chhattisgarh High Court while quashing a FIR against an Assistant Professor.

The petitioner -accused, who approached the High Court seeking quashing of the criminal proceedings initiated against him by his colleague, contended that he has been charged under Section 354A of the Indian Penal Code for making this remark and there was no physical contact and advances; or any demand or request for sexual favours, therefore, the offence is not made out against the petitioner.

Section 354A reads as follows: (1) A man committing any of the following acts:

(i) physical contact and advances involving unwelcome and explicit sexual overtures; or

(ii) a demand or request for sexual favours, or

(iii) showing pornography against the will of a woman; or

(iv) making sexually coloured remarks,

shall be guilty of the offence of sexual harassment."

Taking note of the contents of the complaint in this case, Justice Narendra Kumar Vyas observed:

"If we see that the contents of the complaint wherein the complainant has stated that the petitioner has said that "Madam, if you want leave, come and meet me alone" as which cannot be inferred that there is any sexual coloured remarks against her. The remarks made by the petitioner towards her their conversation do not fall within ambit of sexual harassment in order to prosecute the petitioner for commission of offence under Section 354 (A)(iv) of IPC."

The court also quashed the FIR with respect to offence under Section 3(1)(xii) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 ,observing that accused was not in such a position to exploit the victim woman sexually to which, she would not have otherwise agreed."Apart from the fact that the prosecutrix belongs to the Scheduled Caste community and the accused belongs to different communities, there is nothing on record to show that the crime was perpetrated by the petitioner for the sole reason that the prosecutrix belonged to Scheduled Caste community.", the court said.

பெரம்பலுார் :டவுன் பஸ்களில் இலவசமாக பயணம் செய்யும் பெண்களை, அரசு பஸ் கண்டக்டர்கள் மற்றும் டிரைவர்கள் நாயாய் விரட்டுவதால், தமிழக அரசு மீது பெண்களுக்கு அதிருப்தி அடைந்து வருகின்றனர்.

தமிழக சட்டசபை தேர்தலில் வாக்குறுதிப்படி, அரசு டவுன் பஸ்களில் பெண்கள் இலவசமாக பயணம் செய்து வருகின்றனர். இலவசம் என்பதால், அரசு டவுன் பஸ்களில் பயணம் செய்யும் பெண்களின் எண்ணிக்கை தற்போது கணிசமாக உயர்ந்துள்ளது. டவுன் பஸ்களில் ஆண்கள் எண்ணிக்கையை விட, பெண்களின் கூட்டம் அதிக அளவில் காணப்படுகிறது. இலவச பயணத்தால் தி.மு.க., அரசு மீது பெண்கள் மத்தியில் ஈர்ப்பு ஏற்பட்டது. அந்த ஈர்ப்பு தற்போது குறையத் துவங்கி உள்ளது.

கோவை:கூடுதல் மருத்துவக் கல்லுாரிகளால் 'கட் ஆப்' மதிப்பெண் குறையும் என்பதால் தமிழக மாணவர்களுக்கு பயன் கிடைக்க உள்ளதாக கல்வியாளர்கள் தெரிவித்தனர்.

எம்.பி.பி.எஸ். சேர்க்கைக்கான 'நீட்' தேர்வு முடிவுகள் சில நாட்களுக்கு முன் வெளியிடப் பட்டன. மருத்துவ படிப்புக்கான கவுன்சிலிங் விரைவில் துவங்க உள்ளது. தமிழகத்தில் கூடுதலாக 11 மருத்துவ கல்லுாரிகள் துவங்கப்பட்டுள்ள நிலையில் மாணவர்களுக்கு இது மிகப்பெரிய வரப்பிரசாதம் என கல்வியாளர்கள் தெரிவித்துள்ளனர்.

கல்வியாளர் ஜெயபிரகாஷ் காந்தி கூறியதாவது:நீட் தேர்வில் அதிக மதிப்பெண் பெறும் மாணவர்களின் எண்ணிக்கை தொடர்ச்சியாக அதிகரித்து வருகிறது. கடந்தாண்டு 700 - 720 மதிப்பெண்களை 85 மாணவர்கள் மட்டுமே பெற்றிருந்தனர். ஆனால் இந்தாண்டு 197 பேர் பெற்றுள்ளனர். ஆண்டுதோறும் நீட் தேர்வுக்கான 'கட் ஆப்' குறைந்து வருகிறது. இதற்கு காரணம் கூடுதலாக மருத்துவ கல்லுாரிகள்துவங்கப்படுவதே.

கடந்தாண்டு தமிழகத்தில் 2747 மருத்துவ இடங்கள் இருந்தன. நடப்பாண்டு புதிதாக மருத்துவக் கல்லுாரிகள் துவங்கப்பட்டதால் மொத்தம் 4100 மருத்துவ இடங்கள் இருக்கும். இதனால் தமிழக மாணவர்களுக்கு மிகப்பெரிய பயன் கிடைக்கும். மருத்துவ இடங்களுக்கான 'கட் ஆப்' மூன்று முதல் ஐந்து மதிப்பெண் குறையும். இவ்வாறு அவர் கூறினார்.
