The government is ready to build more medical colleges on publicprivate partnership model, said health and medical education minister K Sudhakar.

He was speaking at the inaugural of the new building of Shri Atal Bihari Vajpayee Institute of Medical Sciences and Research Centre in Shivajinagar on Tuesday.

“Karnataka needs more medical colleges to meet the demand for doctors. Establishing a college requires Rs 600-Rs 700 crore. If it is built on PPP model, it reduces the burden on the state exchequer and also helps provide affordable medical education and treatment to the needy. This model is being adopted in Gujarat and it will be implemented here as well,” he added. The institute offers facilities for 150 students to study MBBS. “We’re increasing the bed capacity of district hospitals, providing better infrastructure and constructing hostel facilities where no medical colleges are available,” he said.

Sudhakar said the state is in the process of obtaining permission for an AIIMS. There will also be a new health and medical education policy for the state. “As per the WHO guidelines, there should be one doctor for 1,000 population. But in our country, it is 1:10,000-12,000. There is a need to increase the number of medical colleges to produce more number of doctors,” he added.

A controversy has erupted at Bangalore University after the vicechancellor issued an order relieving the finance officer of her duties on Monday. On Tuesday, the principal director, Karnataka audit and accounts department, wrote to the VC saying the transfer is against norms.

The registrar, K Jyothi, and finance officer Parvathi HB have been alerting authorities on irregularities in the administration in the recent past. Sources said they have issued notices to staff and written to the government. These include issues like a non-teaching staffer drawing salary as a driver.

The non-teaching staff have been protesting on campus for the past one week. They accused the registrar and the finance officer of “interfering in their work”.

Sources said vice-chancellor KR Venugopal had informed the accounts department that the teaching and non-teaching staff want the current officers removed. Later, he issued a letter to the finance officer relieving her of her duties “in consultation with the audit and accounts department”.

On Tuesday, the letter issued by the department said Parvathi HB was posted through a government order and her tenure is up to July 17, 2022. The removal from a statutory post demands a reason and she has been transferred without valid reason, making the act illegal, it added. TNN

More women are fighting cancer in the state than men, revealed a Tamil Nadu Cancer Registry Project (TNCRP) report jointly released by Cancer Institute and state health department on Monday.

The Crude Incidence Rate (CIR) of all cancers per 1,00,000 population was 93.9 among women compared to 74.4 in men, said TNCRP data, which covered the entire TN population of 80 million. This is the highest demographic evaluated by any cancer registry in the world.

A total of 65,590 cancer cases were diagnosed in 2016 in TN and estimated cancer burden in 2020 was 78,641. Of this, the highest CIR of cancers was observed in Chennai (140.8) and the least in Krishnagiri (48.5).

The incidence of breast cancer in women observed in Chennai (46.4 per 1,00,000 women) was the highest in the country.

Commenting on it, professor R Swaminathan from Cancer Institute, who co-authored the study with R Shanta, said more than genetic components that usually account for 5-10% of incidences, or diet, increase in breast cancer could be related to change in lifestyle.

“The mean age of marriage and age of first child birth is higher compared to what it was 30-35 years ago. Also, the number of pregnancies and breastfeeding have come down. These could be reasons but we definitely need more research studies,” he said.

After Chennai, Thanjavur has the second-highest CIR and this could be attributed to rampant use of chewing tobacco there, the study said.

The report also showed that in districts such as Erode, Ramanathapuram and Sivaganga, 50%-70% cancer patients travel to another district for treatment while the figure was 10% in Chennai and Coimbatore. “Such findings will help the government know where to place cancer treatment centres,” said Swaminathan.

Health minister C Vijayabaskar thanked Cancer Institute for providing such comprehensive data based on which the government can plan its treatment and disease prevention policies. The report was prepared by the institute without incurring any cost to the government.

This doctor gave the Chennai police a taste of their own medicine. Stopped and sent home in an autorickshaw for driving drunk, he came back after a while and drove away the cops’ vehicle when they refused to return his car. He then dashed the police jeep against an autorickshaw at Kilpauk, injuring three people.

Police said Dr S Muthu Ganesh, 31, a resident of Arakonam who practices at a private hospital in Kundrathur, was caught driving drunk at 1.30 am on Monday on Harrington road. He was returning from a friend’s house when the police stopped him.

Initially he refused to blow into the breathalyzer and tried to convince the cops to let him go by flashing his identity card. However, the police refused to budge and made him blow into the breathalyzer. Since he tested drunk, the police asked him to park his car by the road and sent him off in an autorickshaw.

Police said the doctor turned up at the Ega signal on Poonamallee high road around 3.30am and asked them to return his car, saying he would not go home without it. The traffic cops, who were supervising road marking work on Poonamallee High Road, told him he could collect his car in the morning after paying a fine.

The doctor then started calling someone on his phone and police went back to their work. But the doctor then got into their patrol vehicle and drove away. One of the sub-inspectors flagged down a biker and gave chase.

The doctor, meanwhile, dashed against an autorickshaw near the Gengu Reddy subway, a few minutes away. The SI reached the scene and apprehended Muthu Ganesh.

The injured were taken to the Government Kilpauk Medical College and Hospital and the doctor was sent to Puzhal prison by a city court.

A group of nurses from Kerala voluntarily working in Mumbai hospitals to tackle the Covid-19 crisis have complained that they were denied wages during the leave of absence caused after contracting the infection. They have now sought the Kerala government’s help for the restoration of wages.

A medical team from Kerala had been helping Mumbai hospitals since May and around 50 nurses from the state are working in Covid centres. “We had come along with the medical team in May when there was a shortage of nurses here. We have been working relentlessly and acquired the infection while on duty,” said a nurse.

After going on medical leave, however, they were “denied all medical benefits including medical leave during the period under treatment and quarantine,” said Rohit Krishna, working with a Covid centre at Bandra.

Covid centres in Mumbai have been attached to different hospitals and the nurses working there have entered into a three-month contract with these facilities. “The management, has informed us that ours is a contractual appointment and no employer-employee relationship will be encouraged. Due to the contractual appointment, our wages are much higher than that of other nurses, which is why paid leave could not be sanctioned during the quarantine period,” Krishna said.

These nurses have written to Kerala chief minister and health minister seeking their intervention in resolving the crisis. “We approached the district administration and other health authorities in Mumbai but didn’t get any help. Many of the nurses are keeping silent about the ordeal fearing they might lose the job,” Krishna added.

Police on Tuesday arrested a junior assistant at the district education department in Mayiladuthurai on charges of selling more than 3,000 state board textbooks, meant to be distributed to government and aided school students, to a scrap dealer. Based on a complaint from the education department officials, the owner of the scrap dealer was also arrested.

According to police, the accused C Meganathan, 44, junior assistant at district education office in Mayiladuthurai, was booked under Sections 381 and 409 (committing theft with respect to any property in the possession of his/her employer). The scrap shop owner, S Perumalsamy, 56, was booked under Section 411 (dishonestly receiving stolen property).

Following complaints from some candidates who applied for faculty positions, Anna University on Tuesday warned aspiring candidates not to fall prey to middlemen.

Recently, the university had notified 312 vacancies including assistant professors

(139), associate professors (106) and professors (67) in its four campuses after a gap of six years.

Responding to the notification, more than 2000 persons applied for 312 posts.

"Complaints have been received with valid proof from a few applicants that some unauthorized persons are contacting them saying their names are in the selection list and they can get them appointments,” Anna University registrar L Karunamoorthy said in a statement.

He further said the university is in the process of initiating action against those unauthorized persons.

"Applicants are strictly advised not to fall prey to such phone calls/any other mode of communication and for all such inducements.," he said.

Rajini Makkal Mandram (RMM) functionaries are in a state of grief, unable to digest their leader’s decision not to launch a political party. Many said they were “politically orphaned”, but added they valued Rajini’s health more than anything else.

Namakkal district secretary R Arangannal and Salem district secretary A Senthil Kumar said the RMM office bearers had an informal interaction, after Rajini’s statement was released, and decided to wait for instruction from their leader to decide what to do next. Arangannal was hopeful that Rajini would interact with the RMM secretaries and give specific instructions as to what to do and whom to support.

Till the announcement from Rajini, the RMM functionaries were hopeful of fighting it out at the hustings, they said.

The three-page statement came as a bolt from the blue for many, who had been nurturing political hopes ever since Rajini made his maiden political comment way back in 1996. “Following Thalaivar’s (leader) instructions, we formed pollingbooth-level committees in almost 70% of the polling stations across the state. He was always in two minds. He had enough time to launch the party in the last two years after he made the announcement in December 2017. There was no Covid then, but he kept biding time. It is a big disappointment. He has left us politically orphaned,” said an RMM district secretary, preferring anonymity.

A few functionaries, who joined the mandram in the last two years, are exploring their own political options. “Thalaivar has put no restriction on us in taking our own political decisions. New entrants in the party may look for alternatives. But true fans of Rajinikanth will not join any other party. They will wait,” said Pepsi G Vekatesan, Dharmapuri district secretary of RMM. He said his team had formed 1,400 booth-level committees in the district.

In 1996, when actor Rajinikanth’s powerful one-liner – ‘even God can’t save Tamil Nadu if Jayalalithaa returns to power’ – hit the high notes ahead of the assembly election, the political party that benefited the most was the DMK. Twenty-four years later, ahead of another assembly election, the DMK is rejoicing again, and the AIADMK is sighing in relief.

The DMK was worried that Rajinikanth would take away a chunk of votes that would otherwise have come to it because of the anti-incumbency factor. The AIADMK, meanwhile, is happy that it would now be able to negotiate with the allies, especially the BJP, from a stronger position.

For the DMK, Rajini’s entry may have meant reworking its poll strategy and arithmetic. On December 3, when Rajinikanth tweeted that he would launch his political party in January after an announcement on December 31, it set off a scramble among parties to revise their strategies. “The DMK decided not to react until the actor tossed his hat in the ring,” said a senior party leader. When DMK president M K Stalin was asked to comment, he merely said, “Let Rajinikanth launch his party first.” There has not been a mention of Rajini since. “It was a conscious strategy to generate the perception that the DMK did not care,” said the leader.

For chief minister Edappadi K Palaniswami, Rajini’s participation in politics would have meant a return of personality politics. Trying to emerge from J Jayalalithaa’s shadows, Rajini’s celluloid charisma may have proved disconcerting for the ‘farmer-common man’ CM candidate. But Palaniswami, too, put on an appearance of nonchalance. “Let him first register his party, I’ll comment then,” he had said.

For the AIADMK, Rajini’s dalliance with spiritual politics may have led to significant erosion of the Hindu vote base that they share. But for the ruling party, it would now be easier at the negotiating table when potential allies, the BJP, PMK and the DMDK sit to talk seat-sharing. Within the party too, senior leaders could have played power politics using Rajini as a bait.

The BJP, which has been plotting a longterm plan to breach the Dravidian fort with Rajini as an interim disruptor, must be the most disappointed with the turn of events. It had spent months, even years, hoping to persuade Rajinikanth to take the political plunge, so it could ride piggyback, if not ride along with the star. The TN poll arena would once again see a straight fight between the DMK and the AIADMK.

The new UK variant of the SARS-CoV-2 virus — which is 70% more transmissible — has been detected in India with at least seven returnees from the country, including a two-year-old girl, testing positive for the mutant variant, the government said on Tuesday. Vaccines under evaluation will work against the new strain, too, the Centre said.

“Most vaccines do target the spike protein (and) there are changes in the variants. But vaccines stimulate our immune system to produce a wide range of protective antibodies,” principal scientific adviser K Vijay Raghavan said. The changes seen in the variant virus allow it to attack and enter human cells more effectively.

A 25-year-old Chennai man, who returned from the UK, tested positive for the new virus strain. He has been admitted to the National Institute of Ageing in Guindy and is stable. The number of cases in TN, meanwhile, fell below the 1,000-mark after 212 days.

“All these passengers are being tracked and subjected by states and UTs to RT-PCR tests. So far, only 114 have been found positive. These positive samples have been sent to 10 genome sequencing labs. Six samples of UK returnees found to be positive with the new UK variant genome are in Bengaluru (3), CCMB Hyderabad (2) and NIV Pune (1), the health ministry said in a statement.

Meanwhile, Uttar Pradesh confirmed its first case of the mutant strain with a two-year-old girl, who recently returned to Meerut with her parents from the UK, was found to be infected with it. Her parents, however, were found to be infected with the old Covid-19 variant, the UP health department said. The child is in an isolation ward with her parents at Meerut’s Subharti Medical College.

The presence of the new UK variant has already been reported by Denmark, the Netherlands, Australia, Italy, Sweden, France, Spain, Switzerland, Germany, Canada, Japan, Lebanon and Singapore.

The government has amplified testing, surveillance and containment measures along with genome sequencing of positive samples and also urged people to strictly adhere to Covid-appropriate norms even after vaccine becomes available. The government has set up the Indian SARS-CoV-2 Genomics Consortium of 10 government labs to test and sequence 5% of the positive samples, including those of all international passengers.

Though currently the evidence indicates higher infectiousness of the new strain with no increase in severity of the disease caused by it, the government will initiate studies to see the relationship between the new variant and the virulence.

Raghavan said the increased transmissibility of the UK variant is a cause of concern. Of the 17 changes in the virus, eight are in the spike protein and are important. “One change, N501Y, increases affinity for the ACE2 receptor, used for viral entry into human cells. N501Y has been linked earlier to increased infectivity and transmission in animal models,” he said.

He added that South Africa, which has also discovered various mutations in the virus, shared the N501Y change with the UK variant, in addition to other distinct changes.

In the UK, prevalence of the spike gene variant was found in all positive results from samples collected from the field since October, validating that this strain is more transmissible.

India has suspended all flights coming from the UK with effect from midnight December 23 till December  31.

From November 25 till midnight December 23, about 33,000 passengers from the UK disembarked at various Indian airports.

All persons with the UK strain are in single-room isolation in designated healthcare facilities of respective state governments. Their close contacts have also been put under quarantine. Comprehensive contact-tracing has been initiated for cotravellers, family contacts and others. Genome sequencing on other specimens is going on, the ministry said.

“The situation is under careful watch and regular advice is being provided to the states for enhanced surveillance, containment, testing, dispatch of samples to INSACOG labs,” the government said.

He hoped Rajinikanth would still make an impact in the coming elections as he did in the 1996 assembly polls (when the actor had issued a statement against Jayalalithaa), which the DMK-TMC alliance won with a big majority.

In his statement, Rajinikanth said despite the advice from doctors not to venture out, he had travelled to Hyderabad to shoot for a film. All the 120 people who participated in the shooting were made to follow strict Covid protocols and undergo tests every day, he said. “Still four people tested positive for Covid and the director halted the shooting to carry out Covid tests for all. The result was negative for me. But due to severe fluctuations in my blood pressure, I was admitted to a hospital and was monitored for three days. Fluctuating blood pressure is harmful for my transplanted kidney. I considered it as a warning from God. If despite strict protocols, four out of 120 could test positive, what could happen when thousands and even lakhs assemble for my campaign,” Rajinikanth said.

The actor said he cannot trigger his desired uprising by campaigning merely via social media and videos. “If I venture out, it could become a big risk for all, especially when a second wave of the virus is spreading. If a well-organised film shoot can result in my hospitalization for three days, participating in an election campaign could become even more risky and I do not want to leave people in the lurch midway,” he said. RMM functionaries have toiled hard over the past three years and served the people during Covid. Their efforts will not go waste. RMM will continue to function as usual. “I will continue to serve the people away from electoral politics. I never hesitated in expressing my honest opinion,” the actor said, thanking his RMM secretaries for abiding by his decisions.

HYDERABAD: A Delhi-based education consultant has reportedly supplied fake MBBS certificates to YS Teja, who hoodwinked Rachakonda police and even became their adviser during the Covid-induced lockdown, and another person from Shabad, who studied up to Intermediate and started a small hospital.

Investigators found Delhi-based consultant Sunil facilitated in supplying the fake certificates to Teja and Shabad resident, whose name is reportedly Ram Reddy, from a university in Chhattisgarh. Already, health department officials have ordered a departmental probe into certificates of 100 doctors practising in Hyderabad and adjoining districts.

Police said in all cases of fake education certificates, they found that miscreants had fabricated fake certificates of different institutions by illegally printing them and sold them to the prospective customers. However, the candidates would not be in the records.

A multi-agency probe team comprising cops, Indian Medical Association and National Medical Commission authorities must be set up to bust the racket behind people obtaining fake certificates from other states. Hospital authorities and other employers in Telangana are also guilty of not checking the veracity of certificates submitted by the candidates. There must be stringent checks in place, especially when the fate of scores of innocent people are at stake.

“Teja and the Shabad resident came in contact with Sunil after they googled for consultants who can help them get fake certificate. Teja paid Rs 40,000 as advance and a photocopy of a fake MBBS certificate was created on his name and sent on the condition that he will be given the actual fake certificate if he pays the remaining Rs 2 lakh,” Medipally inspector B Anji Reddy told TOI. Chhattisgarh Medical University confirmed to police that the certificate produced by Teja in the name of an affiliated college of their university was fake.

When police nabbed Sunil from Delhi, they found he had supplied fake certificates to several persons. Ram Reddy was one such beneficiary and he started a small hospital, which was shut by police a month ago.

Similarly, Hyderabad police found that M Srinu Naik, who was arrested a month ago, reportedly had bought M Tech certificate by paying Rs 2 lakh through a broker, Srinivas Reddy of Nalgonda, from CMJ University, Meghalaya. However, there were records of his enrolment with the institution.

Police said fake graduation certificates were being sold by some agents for a maximum price of Rs 1 lakh.

Hyderabad deputy commissioner of police (Task Force) Radhakishan Rao said in almost all fake certificate cases they had dealt with, the accused had bought them from other states—mainly Bihar, Karnataka, Uttar Pradesh, Chhattisgarh and Maharashtra. “We found the accused who seek fake certificate prefer to get them from other states since they presume verification of such certificates will be difficult for an employer,’’ he said.

Prime Minister Narendra Modi will inaugurate India’s first ever driverless train operations on Delhi Metro’s Magenta Line (Janakpuri West-Botanical Garden) as well as the fully operational National Common Mobility Card (NCMC) services on the Airport Express Line, via videoconferencing, on Monday at 11am.

“With the commencement of driverless trains on Magenta Line, Delhi Metro Rail Corporation (DMRC) will enter the elite league of 7% of world’s Metro networks, which can operate without drivers,” a DMRC spokesperson said.

After starting driverless services on the 37km-long Magenta Line, another major corridor of Delhi Metro, the 57kmlong Pink Line (Majlis Park-Shiv Vihar) will also have driverless operations by mid-2021. After this, DMRC will have a driverless network length of about 94 kilometres, which will be approximately 9% of world’s total driverless Metro network.

The common mobility card, which will be fully operationalised on the Airport Express Line, will allow anyone carrying a RuPay-Debit card issued recently in the last 18 months by 23 banks. The same facility will become available on the entire Delhi Metro network by 2022, he said. TNN

Following the controversial Delhi University notification of December 21regarding the addition of five new seats to courses this year, no new directions have been issued to colleges yet, even as admissions for 2020 end on December 31.

The notification signed by the registrar stated that college principals will be allowed to admit five students over and above the allotted number of seats, out of which the university may suggest two names. These five applicants would get 10% relaxation on the cutoff. This, DU claimed, was due to the Covid-19 pandemic and on the request of principals While most are waiting for directions, some colleges have forwarded the DU notice to their governing bodies, stating that principals do not have the right to take such decisions. Others have questioned the need for this notification at all.

A principal, on the condition of anonymity, dismissed the varsity’s claims. “Using Covid-19 as a crutch to conduct an activity similar to management quotas of private colleges is utterly shameful,” they said.

Principals say that most of them are unaware how the process will take place. “The university could have routed it through the Academic Council and the Executive Council, or at least from the admission committee,” said Manoj Khanna, principal of Ramjas College.

Suman Sharma, principal of Lady Shri Ram College said that no decision has been taken on this so far.

“We have no clarity on how to go about it as we have no directions,” said Kamala Nehru College principal Kalpana Bhakuni. “We also have to think about its implications.”

Principal Babri Moitra Saraf of IP College for Women said that the notification is unusual and is not supported by any ordinance or resolution. “I have forwarded it to my college GB for implementation as I don’t think the principal is empowered to select students for admission,” she said.

Saraf added that as she attended the last EC meeting in December as a member and there was no discussion on the topic. “We do not know which principals requested the notification,” she further said.

Speaking to TOI, DU’s dean of college Balram Pani was unsure of when directives would be issued. “The directions will go through the registrar. There was a meeting on the issue by the admission committee recently. We will get clarity by Monday.”

2020: The Year That Made Us All Think

Every year, the year-ender column is a bit of a ritual — it feels appropriate to look back and try and discern a pattern that defined the 12 months gone by. Sometimes the pattern really does exist, but on many occasions, it is a bit of a contrivance, this need to attribute meaning to a random period of time. This year, however, stands apart. For it is a year without parallel in recent history, and every individual on the planet has gone through an experience that was as constrictive as it was potentially transformative. 2020 seemed to have a plan for us all, and the emergence of a new variant just as we were getting hopeful about the vaccine makes it possible for us to ascribe to it a malevolence that is yet to play out fully.

This is a year that made us think. Wherever we came from, and whatever our station in life, we were forced to rethink so many ideas that we have taken for granted. It put us in a situation that we were not prepared for and had no physical and psychological equipment for. It was not a situation that could not have been foreseen, for there have been enough warnings, but the reality of going through this experience and that too collectively all across the world has been a deeply disorienting one.

Perhaps, the subject that was most unfamiliar given how hard we try and avoid it is that of death. For death and its prospect surrounded us. The most followed numbers in the year had to do with sickness and death. Daily new cases, daily deaths, the availability of ICU beds, the number of ventilators available. In the early days, Covid was something that happened to other people, but as the year wore on, it tightened its grip around us. People we knew were not only getting infected, but actually dying.

Death is always strange, for by definition we have no experience of it, and often sudden, but in Covid times, the randomness of death was even more striking than usual. The idea that being in a lift or in a shop or by clasping a door handle, one would bear such a dire consequence is a difficult idea to process; this mismatch between a truly trivial oversight and the heaviness of the price that needed to be paid.

The lottery aspect of the pandemic was underlined by the fact that some people who were infected showed no symptoms whatsoever. Most others got through without too much trouble. Only a few either perished or caught the longer-term version of the virus and struggled in the aftermath of their illness.

What made it worse was that people seemed to be dying not just of Covid, but in all sorts of ways. Young, old, healthy and those bursting with fitness all seemed susceptible. Whether it was a particularly aggressive form of cancer or massive heart attacks, the pages of social media seemed to fill up with terrible news. Statistically, it is unlikely that mortality rates went up last year, but it certainly seemed so. Perhaps, staying at home without the distraction of constant movement made us focus on the fragility of lives everywhere.

Time felt different last year. Time in pre-Covid times came neatly packed in little boxes. There was a rigidity about time, an inner insistence about its use that came pre-configured. Mornings meant getting ready, whether for school or work. The day was spent being and looking busy. Time wore appropriate clothes and followed prescribed behaviour. A uniform for school, formal attire for work, correctly informal clothes for work in a new-age workspace, relaxed chilling wear at home, celebratory attire that signaled fun for parties. Ditto for behaviour.

The last few months unglued time. Its structure fell apart, and its form became a shapeless blob. It went blank at the oddest time and overflowed its embankments frequently. We were in control now and a day later found ourselves overwhelmed. Life swirled all around us in the form of children’s wails and the incessant barking of dogs. Chores alternated with Zoom calls as life struggled to find a new rhythm. Thanks to the pandemic, we have experienced freedom from the structure of time as well as experienced its crushing weight.

Along with time came the question of priorities. If we spent most of this year stuck in a confined space, we also rediscovered the meaning of family ties in all their fullness. We were able to look at work from a whole new lens. Stripped of its accompanying paraphernalia, work took on a different colour. We could ask if this was the life we wanted to lead, and whether this was the place we needed to tie ourselves down to. A smaller town, perhaps, where commutes did not suck dry the ability and interest to do something more meaningful in life?

In some ways, this period was also a forced return to pre-liberalisation days where we made do with little. The experience of having to make do with what we had, particularly in the early days of the pandemic, underlined the fact that we consume more out of habit than out of need. Wardrobes felt bloated, cosmetic shelves looked ridiculously well-stocked, and cars and bikes sat by idly. If there was a loss, it was that of human contact. We missed being around people, interacting with those friends, making small talk with acquaintances and brushing shoulders with strangers in public spaces.

Will this experience make us re-evaluate how we lead our lives once we regain full control? Or will we slip back into familiar rhythms and comfortable habits because it is so easy to do so? Will we at least be more reflective versions of our old selves as we apply the wisdom that we have gained from this experience to new contexts? It all depends on whether 2021has a somewhat more optimistic script for us.
