NMC distances itself from assessors amid CBI crackdown on bribes for +ve rating to colleges

The National Medical Commission (NMC) on Wednesday sought to distance itself from assessors engaged by it to conduct inspections in medical institutions on its behalf amid CBI raids to nab people involved in racket to give favourable assessment reports in exchange for bribes.

Inspection of medical colleges is undertaken by the NMC on a periodic basis to assess whether they meet the minimum essential standards specified by the Under-Graduate Medical Education Board or the Post-Graduate Medical Education Board, as the case may be. Inspections are also undertaken before allowing medical institutions to increase seats.

In May, the CBI arrested a senior doctor working as assessor with the NMC immediately after he received a bribe of Rs 10 lakh allegedly in exchange for a positive assessment report linked to a private medical college in Karnataka. The NMC, in a statement issued on Wednesday, said they have decided to blacklist the said assessor, pending investigation and final verdict in the matter.

(APMC) Chairman Sreehari Rao and Registrar I. Ramesh have clarified that the council is following the National Medical Commission (NMC) guidelines. The FMGs had staged protests for four days from Monday last, demanding that the process of issuing PRs to them, pending for more than a year, be expedited.

The delay is due to different interpretations of the guidelines issued by the NMC with regard to the duration of internship for the FMGs who have done a part of their course online during the pandemic. In a statement on July 4, the APMC Chairman and Registrar had said that the FMGs who had gone back to their universities in other countries were first allotted one-year internship.

The NMC guidelines, released in November 2023, had come into effect later, they said. As per the guidelines, those who studied the penultimate year and final year of their medical courses online due to the pandemic should undergo two years of clerkship. This should be followed by one year of internship to make-up for the offline training.

As per the November 2023 guidelines, if the FMGs studied online in their final year only, then they should undergo one year of clerkship and one year of internship. Accordingly, orders were issued to the principals of all medical colleges to communicate the same to the FMGs, they said.

The APMC Chairman further said that some FMGs who had a problem with the two and three-year internship duration approached the A.P. High Court, which said that all the rules issued by the Centre and NMC should be followed. Later, an FMG had filed an appeal, the judgment for which was expected. Even while the matter was sub judice, a few FMGs had staged protests, they pointed out.

Mr. Sreehari Rao and Mr. Ramesh said that Health Minister Satya Kumar Yadav, who had taken note of the issue, instructed the APMC to schedule an appointment with the NMC and seek a solution to the problem.

“The FMGs are not convinced and insist on continuing their agitation despite the Minister’s assurance,” the statement said. The APMC had, in its council meeting on June 17, decided to issue PRs for all those with valid compensation certificates from their parent universities.

The graduates, at their wits’ end, began their silent protest when they felt the process was being delayed once again. Regarding the compensation certificates, Mr. Sreehari Rao and Mr. Ramesh added that these were “not justified” for their period of online study with offline study.

They said the internship for two years was justified because the compensation certificates did not specify the period of online study. The Chairman appealed to the FMGs to wait till the NMC clarified the issue.

Support for FMGs

Meanwhile, support started pouring for the beleagured FMGs from many medical associations and parties, including the CPI. All India Medical Students’ Association’s Foreign Medical Graduates’ wing released a statement expressing its support for the FMGs and condemning the alleged highhandedness of the police while taking protesting FMGs to police stations.

Telangana Junior Doctors’ Association, too, expressed its support to their A.P. counterparts. A.P. The Private Hospitals and Nursing Homes’ Association criticised the APMC for refusing to issue PRs for 13 months, and added that the issue should be resolved at the earliest as the delay was causing mental distress among the FMGs.

The Bharatiya Human Rights Council, a registered organisation, had written to Chief Minister N. Chandrababu Naidu demanding justice for the FMGs and abolition of “arbitrary” allotment of 2-3 years of internship for the FMGs. They demanded that the NMC guidelines, which other States were following, be followed in toto.

TIRUCHY: The inauguration of 50 primary health centres (PHCs) across the state last week has initiated the redeployment of 78 medical officers from existing PHCs to the new ones. Pointing out that 40 of them involved inter-district transfers, that too with instructions to join duty “within 12 hours”, the doctors’ fraternity has condemned the “forced relocations” and has called for the state government to sanction exclusive new posts for the new PHCs instead of weakening the already “stretched centres” through redeployment.

Of the 78 medical officers the health department has opted to redeploy from 56 existing PHCs situated in rural areas and 22 located in urban areas, several of the doctors have allegedly been transferred without giving them a choice. Several of them also involved transfers like from Sivakasi to Vellore and Thoothukudi to Krishnagiri, say doctors.

"These are not standard transfers but forced relocations. They (doctors) were asked to join within 12 hours," said Dr Saminathan, president of the Service Doctors and Post Graduates Association (SDPGA). Another concern the SDPGA raises is the impact on 122 upgraded PHCs across the state which operate 24x7. Following the recent transfers, the facilities currently function with five sanctioned medical officer posts each to handle emergencies and inpatient care.

"If 78 doctors are pulled out from these upgraded PHCs, their ability to function round-the-clock will be seriously affected. The doctors had built a strong rapport with their communities. Uprooting them like this affects both their service continuity and morale. Without creating new posts, taking away a doctor from one place weakens healthcare delivery, forcing a limited workforce to manage 24/7 service. Ultimately, it's the people who suffer," said Dr Aruleeswaran, treasurer of the SDPGA.

On Saturday morning, office bearers of the SDPGA met Health Minister Ma Subramanian at his residence in connection with the transfers. The minister agreed to conduct a special transfer counselling session, enabling the redeployed doctors to seek postings of their choice based on available vacancies within nearby medical centres in their health unit districts (HUDs), sources said.

The situation is not limited to doctors alone as most support staff like pharmacists, lab technicians and health inspectors for the new PHCs are being appointed on contractual basis, while essential roles like auxilary nurse midwives, junior assistants and drivers remain unfilled. Only 56 permanent posts (staff nurses and sector health nurses) have been sanctioned for 28 rural centres, they added. Meanwhile, a state-level senior health official maintained that all the new 50 PHCs have begun functioning and said that fresh recruitment will take place "in due course".

The surgery was conducted on July 2 by Prof Chhitij Srivastava from neurosurgery department,along with Dr Vishnu Vardhan and Dr Sahil Garg. Anaesthesia was administered undersupervision of anaesthesia department HOD Prof Monika Kohli.

Nyakundi said, “I was living in pain for years. What I experienced here — both in terms of care and cost — was beyond what I imagined. I feel hopeful again.”

Virgin Australia flight delayed by 2 hours.

A domestic Virgin Australia flight was delayed for nearly two hours after a 60-centimetre (2 foot) green tree snake was discovered in the plane's cargo hold, officials confirmed on Wednesday.

The incident took place on Tuesday, when passengers were boarding Virgin Australia Flight VA337 at Melbourne Airport, bound for Brisbane. Airline staff Pelley told the Associated Press that the snake was partially hidden behind a panel when he entered the cargo hold.

Although the snake later turned out to be non-venomous, it initially appeared dangerous in the dimly lit cargo hold, Pelley said. “It wasn’t until after I caught the snake that I realized it wasn’t venomous. Until that point, it looked very dangerous to me,”.

The snake was partially concealed behind a panel and could have easily slipped deeper into the aircraft. Pelley warned airline staff and an engineer that if the snake got away, a full evacuation would be necessary.

Fortunately, he managed to catch it on the first attempt. “If I hadn’t, engineers might still be pulling apart the Boeing 737 looking for it,” he added.

Due to quarantine restrictions, the snake cannot be released back into the wild. Instead, it has been handed over to a Melbourne veterinarian who will place it with a licensed snake keeper.

IndiGo debuts direct Mumbai-Amsterdam flights: Eyes leisure, business & student travel; check flight schedule

IndiGo Indian airline IndiGo has launched direct flight services between Mumbai and Amsterdam. The new route, announced on Wednesday, marks the airline's second major long-haul launch in two days, following the start of Mumbai-Manchester flights.

“This route will not only enhance connectivity for leisure, business, and student travellers, but also deepen the thriving partnership between India and the Netherlands, culturally, economically, and diplomatically," said IndiGo CEO Pieter Elbers as per PTI. The Mumbai-Amsterdam route is part of IndiGo’s broader effort to grow its long-haul network and make international travel more affordable and accessible for Indian travelers.

The Mumbai-Amsterdam service will operate three times a week using IndiGo’s Boeing 787-9 Dreamliner aircraft.

The aircraft includes 56 IndiGoStretch seats arranged in a comfortable 2x3x2 layout, offering a spacious 43-inch seat pitch.

In economy class, there are 282 seats in a 3x3x3 configuration, each providing a generous 31-inch seat pitch to ensure a comfortable journey.

இந்தியாவில் கடந்த 2017-இல் அறிதிறன்பேசி பயன்படுத்துவோரின் எண்ணிக்கை 30 கோடியாக இருந்த நிலையில், 2020-இல் 44 கோடியாகவும், 2023-இல் 68.7 கோடியாகவும், தற்போதைய நிலையில் 70 கோடியைத் தாண்டியும் உள்ளது; இது இந்திய மக்கள்தொகையில் 50 சதவீதமாகும்.

கடந்த 2020-இல் இந்தியர்கள் 65,500 கோடி மணி நேரத்தை செயலியில் செலவழித்துள்ளனர். இது 2021-இல் 70 ஆயிரம் கோடி மணி நேரமாகவும், 2022-இல் 74,800 கோடி மணி நேரமாகவும், 2023-இல் 1,19,300 கோடி மணி நேரமாகவும் உள்ளது. இதில், நிச்சயமாக சரிபாதிக்கும் மேல் பொழுதுபோக்குக்கான நேரமாகவே இருந்திருக்கும் என நம்பலாம்.

இணைப்பு பெற்ற அல்லது அகலகற்றை இணைப்பு பெற்ற எத்தனை பேர் அதை தொழில்சார்ந்து, வர்த்தகம்சார்ந்து பயனுள்ளதாக பயன்படுத்தி முன்னேறி உள்ளனர் என்பதற்கான எந்தப் புள்ளிவிவரமும் இல்லை. வளர்ச்சியும், வீக்கமும் ஒன்றுபோலத்தான் தெரியும். ஆனால், இரண்டும் ஒன்றல்ல என்பதை அனைவரும் அறிவோம். அதுபோல, தொலைத்தொடர்பு இணைப்புகளின் எண்ணிக்கை உயர்வு எத்தகையது என்பதை அறிவது அவசியம்.
