New centre eases process to apply for passports in Chennai

CHENNAI: The ministry of external affairs and CSC e-Governance Services India Ltd has launched a Common Services Centre (CSC) for passport application in the city.

The centre is at the regional passport office in Rayala Towers on Anna Salai. Passport applicants currently pay anywhere between Rs 300 and Rs 500 at typing and internet cafes to apply online. They can now apply for a passport at the CSC, where staff will help them fill the applications and offer other passport services for the nominal fee of Rs 100.

Regional passport officer K Balamurugan told TOI that the ministry has made it mandatory to complete the entire process online, including the filling of forms, fee payment and scheduling of appointments for passports.

"We have already begun the process but have not publicised it as yet," Balamurugan said. "We now receive around 10 applications per day at the CSC and around 2,550 passport applicants the state and Puducherrry."

The CSC allows applicants to fill and uploading passport application forms, pay the fee applicable with debit or credit cards and schedule appointments to visit the passport seva kendra.

The passport officer said according to the appointment schedule, an applicant will have to visit the passport seva kendra for completion of the application submission process which includes submission of digital photographs, biometric data and verification of supporting documents as well as approval.

He said the new centre will do away the menace of touts who charge applicants as much as Rs 500 to apply for passports online and generate the application reference numbers required.

No violations of helmet rule will be brooked: Chennai cops

CHENNAI: The city traffic police have created a stir with their preparations to enforce the Madras high court order making wearing of helmets for two-wheeler riders compulsory from Wednesday.

There will be no room for arguments, they say. "It is a court order and everyone has no choice but to comply. This includes pillion riders and women," said an officer in Anna Nagar. "No fine will be imposed on the spot. The documents will be taken away and returned only on production of the receipt of a new ISI-marked helmet."

Through Tuesday night, police kept sending out bulk SMSs saying: "Wearing of helmets is compulsory from July 1. Wear helmets to avoid legal action. Helmets protect your life."

The scramble to buy helmets was so furious that shops in Thousand Lights and General Patters Road — two hubs for helmets — soon ran out of stock of helmets for women and children. "Vehicles from the Gemini flyover towards Central moved at snail's pace. The situation on GP Road was the same," said a police officer.

Ruled or unruled, paper wastage in exams sees no dip

In an initiative to reduce wastage of paper, the state government in 2014, decided to issue ruled answer sheets for Class 12 board exams for language and English papers. However, this step introduced by the directorate of government examinations (DGE) seems to have produced little or no result as paper wastage continues to remain the same over the past five years. An RTI response from the department of stationery and printing (it prints answer booklets for board exams) revealed that wastage of paper in both SSLC and higher secondary board exams still stands at 2%.

DGE said the handwriting of students tend to slant when they write on unruled sheets, therefore, taking up a lot of space. "Since 2008, the number of students writing SSLC and higher secondary exams has almost doubled. Therefore, the need for papers has also gone up. So, we thought that introducing ruled paper for exams may help reduce wastage as well as costs," said a DGE official.

Director of government examinations, K Devarajan said, "We found that Anna University and CBSE also use ruled paper for their examinations. So, we thought we will introduce the system for our board exams too."

A senior DGE official said, "The problem is with the number of pages used for printing the main booklet -- 30 pages for higher secondary exam and 22 for SSLC. While some students don't fill up all the pages, there are others who think that if they write more, they will score more," said the official. Sources said they will analyse the possibility of using ruled paper for subjects like history, social science, geography, economics, commerce and computer science.

A government school computer science teacher said, "We can save paper if the number of pages of the main booklet is reduced. Perhaps, there can be 20 pages for higher secondary and 12 pages for SSLC."

A Coimbatore-based student, who wrote Class 12 board exam this year, said, "I found ruled answer booklets useful as it helped me write in straight lines, and improved my presentation. I also managed to write my answers using lesser number of pages when compared to my term exams in school."

Typewriters still rattle loud here, in the e-age

Underwood, Woodstock, Olivetti and Smith Corona. Sounds odd? These were some of the foreign made typewriters, which made ‘click, clack, tap and zip’ sounds at Vasan typewriting institute, the first institute started in the district in 1950. Named after A. Srinivasan Iyengar, a ‘Palace typist’, the institute turned 65 recently and is still going strong, braving the advent of desktops and laptops, and widespread computerisation.

The intermediate-qualified Iyengar launched a job typing centre with a US made “Underwood” typewriter in 1945.

Five years later, the centre on Palace Road here became the district’s first typewriting institute and students began to flock there to learn typewriting and shorthand, both English and Tamil, the mandatory qualification for government jobs in the 1950s and 1960s.

“My father started the institute with five English typewriters, all imported machines, and two Tamil typewriters charging a nominal Re 1 per hour per month,” recalls his son “LIC” Narayanan. After his father’s death in 1992, he started teaching typewriting and shorthand to students.

His father was the first man to introduce Tamil typewriting and shorthand in south Tamil Nadu after buying a Remington second-hand Tamil typewriter machine from Anderson Street in Chennai, said Mr. Narayanan. His father was teaching shorthand till his death, he added.

Students who passed out from the institute were instantly absorbed in government jobs and they became omnipresent in the State secretariat, High Court, subordinate courts, private companies and almost all government departments in the State, he noted.

Mr. Narayanan is presently teaching about 250 students and has prepared them to type 30 words per minute, write in shorthand 80 English words per minute and 60 Tamil words per minute in 45 days. “Those who appear for Tamil Nadu Public Service Commission examinations are put on fast track,’ Mr. Narayanan added.

Typewriting has not lost its charm despite the mushrooming computerisation and internet centres, but almost all the companies have stopped manufacturing typewriters.

He was managing with Facit and Godrej typewriters the institute had bought about two decades ago, Mr. Narayanan said.

One of his two sons settled in Germany and another in Bangalore, and he stays put here to ensure that the typewriters continued to make the unique sounds.

The 65-year-old institute, the first in Ramanathapuram district, has 250 students at present

ஆனால் சென்னை நகரை பொறுத்தமட்டில் இன்று முதல் சில நாட்கள் முதல் கட்டமாக ஹெல்மெட் அணியாமல் செல்பவர்களுக்கு எச்சரிக்கை விடுப்பது என்றும், அடுத்தகட்டமாக கடும் நடவடிக்கை எடுப்பது என்றும் போலீஸ் தரப்பில் முடிவு செய்யப்பட்டுள்ளதாக நேற்று இரவு தகவல்கள் வெளியானது.

அந்த தகவல்களை உயர் அதிகாரிகள் உறுதி செய்தனர். ஹெல்மெட் கிடைப்பதில் சிரமம் இருப்பதாக வந்த தகவல்களையொட்டி ஹெல்மெட் வாங்குவதற்கு கொஞ்சம் அவகாசம் கொடுத்து, அதன் பிறகு கடும் நடவடிக்கை எடுக்க முடிவு செய்துள்ளதாக கூறப்படுகிறது.

மெட்ரோ ரெயில் நிறுவனம் ஏற்பாடு செய்திருந்த 2 விதமான டிக்கெட் முறைகளை பயன்படுத்தி பயணிகள் டிக்கெட் எடுத்தனர்.

பயண அட்டைக்கு ரூ.9

ரூ.100 கொடுத்து பயண அட்டை வாங்கியவர்களுக்கு ரூ.50 அட்டைக்கு பணமாகவும் மீதி உள்ள ரூ.50 பயணத்துக்கான கட்டணத்துக்காகவும் பயன்படுத்தி கொள்ளவேண்டும்.

அப்படி பயண அட்டை வாங்கியவர்கள் கோயம்பேடு–ஆலந்தூர்–கோயம்பேடு இடையே ஒரு மணி நேரத்துக்குள் எத்தனை முறை பயணம் செய்திருந்தாலும் அவர்களுடைய பயண அட்டையில் இருந்து எடுக்கப்பட்டிருக்கும் தொகை ரூ.9 தான்.

ஆனால் டோக்கன் மற்றும் டிக்கெட் வாங்கியவர்கள் ஒரு மணி நேரத்துக்குள் கோயம்பேடு–ஆலந்தூர்–கோயம்பேடு இடையே பயணம் செய்ய செலுத்திய கட்டணமோ ரூ.40 ஆகும்.

சலுகை

இதுகுறித்து கோயம்பேடு மெட்ரோ ரெயில் அதிகாரிகள் கூறியதாவது:–

மெட்ரோ ரெயில் சேவையில் முதல் நாள் என்பதால், கூட்ட நெரிசலை தவிர்க்கும் விதத்தில் குறைந்தபட்ச கட்டணத்தை நிர்ணயிக்கும் விதமாக பயண அட்டை வைத்திருப்பவர்களுக்கு சலுகையாக ரூ.10 தீர்மானித்தோம். ஆனால் டோக்கன் வாங்குபவர்களுக்கு அந்த சலுகை வழங்கப்படவில்லை.

பயண அட்டை வைத்திருப்பவர்களுக்கு 10 சதவீதம் தள்ளுபடி இருப்பதால் ரூ.10–க்கு பதில் ரூ.9 வசூலிக்கப்பட்டது. இன்றும் (அதாவது நேற்று) இதேபோல் தான் கட்டணம் வசூலிக்கப்பட்டது. அநேகமாக நாளை முதல் (இன்று) முறையான கட்டணம் பயண அட்டை வைத்திருப்பவர்களுக்கு அமல்படுத்தப்பட்டுவிடும்.

சென்னை உயர் நீதிமன்றத்தின் ஆணையின்படியும், 1988–ம் ஆண்டு மோட்டார் வாகன சட்டத்தின்படியும் இருசக்கர வாகன ஓட்டுனரோ, அல்லது அவரது பின்னால் அமர்ந்து செல்பவரோ ஹெல்மெட் அணியாமல் செல்வது கண்டுபிடிக்கப்பட்டால், 1–7–2015 (இன்று) முதல் போலீஸ் நடவடிக்கை கடுமையாக அமல்படுத்தப்பட உள்ளது. ஹெல்மெட் அணியாத இருசக்கர வாகன ஓட்டுனர்களிடம் அபராதத்தொகை வசூலிக்கப்படமாட்டாது. அதற்கு பதிலாக வாகன ஓட்டுனரின் லைசென்ஸ் மற்றும் இருசக்கர வாகனத்தின் அனைத்து உண்மையான ஆவணங்களும் பறிமுதல் செய்யப்படும். இதில் ஜெராக்ஸ் நகல்கள் ஏற்றுக்கொள்ளப்படமாட்டாது.

ஆவணங்கள் எதையும் வாகன ஓட்டுனர் கொண்டுவராதபட்சத்தில், குறிப்பிட்ட இருசக்கர வாகனம் போலீசாரால் தற்காலிகமாக பறிமுதல் செய்யப்படும். பறிமுதல் செய்யப்படும் இருசக்கர வாகனம் போலீஸ் நிலையங்களில் உரிய பாதுகாப்புடன் நிறுத்தி வைக்கப்படும். அதன்பிறகு உரிய அசல் ஆவணங்களை குறிப்பிட்ட போலீஸ் நிலையங்களில் காட்டினால், இருசக்கர வாகனம் திருப்பி ஒப்படைக்கப்படும். பறிமுதல் செய்யப்படும் டிரைவிங் லைசென்ஸ் மற்றும் வாகனம் தொடர்பான ஆவணங்கள் உரிய கோர்ட்டில் ஒப்படைக்கப்படும்.

ஹெல்மெட் ரசீது

வாகன ஓட்டுனர்கள் தாங்கள் வாங்கிய ஐ.எஸ்.ஐ. தரச்சான்றிதழ் பெற்ற ஹெல்மட்டையும், அதை வாங்கியதற்கான ரசீதையும் கோர்ட்டில் நேரடியாக காட்டி, தங்களது லைசென்ஸ் அசல் நகல் மற்றும் இருசக்கர வாகனத்தின் ஆவணங்களையும் திரும்ப பெற்றுக்கொள்ளலாம்.

இருசக்கர வாகன ஓட்டுனர்கள், ஹெல்மெட் அணிந்து தங்களது விலை மதிப்புள்ள உயிரை பாதுகாத்து கொள்வதோடு, தங்களது டிரைவிங் லைசென்ஸ் போன்ற ஆவணங்கள் மற்றும் வாகனங்கள் பறிமுதல் செய்யப்படுவதை தவிர்த்து கொள்ளும்படி கேட்டுக்கொள்ளப்படுகிறார்கள்.

சென்னையில் உள்ள அனைத்து சிக்னல்களிலும் போக்குவரத்து போலீசார் வாகன சோதனை நடத்தி ஹெல்மெட் அணியாதவர்கள் மீது உரிய நடவடிக்கை எடுப்பார்கள் என்றும் உயர் போலீஸ் அதிகாரிகள் தெரிவித்தனர்.
