தமிழ்நாட்டில் மட்டும் 105 இடங்களில் சோதனை நடக்கிறது.சென்னையில் 20 இடங்கள், திருவாரூர் மாவட்டத்தில் மட்டும் 12 இடங்களில் சோதனை நடைபெறுகிறது.

இந்த சோதனையில் வருமான வரி ஆணையர்கள் 6 பேர் உட்பட 1,800 அதிகாரிகள் ஈடுபட்டனர். ஒவ்வொரு இடத்திலும் 5 முதல் 10 பேர் வரை இடம்பெற்றனர். கர்நாடகா, ஆந்திரா உள்ளிட்ட அண்டை மாநிலங்களில் இருந்தும் அதிகாரிகள் சோதனையில் ஈடுபட்டனர்.ஆந்திரா, கர்நாடகா ஆகிய மாநிலங்களில் இருந்து சுமார் 1000 அதிகாரிகள் வந்து சோதனையில் ஈடுபட்டுள்ளனர். SRINI weds MAHI என்ற பெயரில் திருமணத்திற்கு செல்வதுபோல் சோதனைக்கு வருமான வரித்துறை அதிகாரிகள் சென்றனர்.

தமிழ்நாட்டில் கடந்த ஆண்டு வடகிழக்கு பருவமழை பொய்த்ததால், கடுமையான தண்ணீர் பஞ்சம் ஏற்பட்டது. ஆனால், இந்த ஆண்டு வடகிழக்கு பருவமழை வரப்பிரசாதமாக அமைந்தது. கடந்த 10 நாட்களாக சென்னை, காஞ்சீபுரம், திருவள்ளூர் மாவட்டங்கள் உள்பட தமிழ்நாட்டில் பல இடங்களில் நல்ல மழை பெய்தது. சென்னை போன்ற இடங்களில் கடுமையான மழை பெய்து சாலைகளில் தண்ணீர் பெருக்கெடுத்து ஓடியநேரத்தில் இருசக்கர வாகனங்கள் வைத்திருப்பவர்களும், சிறிய கார்கள் வைத்திருப்பவர்களும் அந்த தண்ணீருக்குள் வாகனங்களை ஓட்டமுடியாது என்றநிலையில், ரெயில்களையும், அரசு போக்குவரத்துக்கழக பஸ்களையுமே பெரிதாக நம்பியிருந்தனர். ஒருசில வாடகை கார் கம்பெனிகளும் இந்த மழையில் எங்களால் வாகனங்களை இயக்க இயலாது என்று நிறுத்திவைத்து விட்டனர். எனவே, அரசு போக்குவரத்துக்கழக பஸ்கள் ஒன்றைத்தான் மக்கள் சார்ந்திருக்க வேண்டியதிருந்தது. புறநகர் ரெயில்கள் ரத்து செய்யப்படாமல் ஓடியதால் ஓரளவுக்கு நிலைமைகள் சமாளிக்கப்பட்டன. ஆனால், சென்னையில் உள்ள அரசு போக்குவரத்துக்கழக பஸ்கள் பெரும்பாலும் மழையினால் ஒழுகிக்கொண்டிருந்தன. ஏராளமான பஸ்கள் ஓடவில்லை.

சென்னை, காஞ்சீபுரம், திருவள்ளூர் மாவட்டங்களில் 48 லட்சம் மக்கள், அரசு போக்குவரத்துக்கழகங்களைச் சேர்ந்த 3 ஆயிரத்து 500 பஸ்களில், 833 ரூட்களில் பயணம் செய்துவந்தனர். ஆனால், இந்த மழைகாலத்தில் ஏறத்தாழ 350 பஸ்கள் ஓடவில்லை. இதில் 230 பஸ்களின் மேற்கூரையில் இருந்து நிறைய தண்ணீர் ஒழுகியதாலும், ‘சீட்’கள் எல்லாம் மிகவும் பழுதாகி இருந்ததாலும் ஓடாமல் நிறுத்தி வைக்கப்பட்டன. இதுமட்டுமல்லாமல், அரசு போக்குவரத்துக்கழக ஊழியர்கள் நிறையபேர் மழை காரணமாக பணிக்கு வரவில்லை என்றும் கூறப்படுகிறது. பொதுவாக அரசு போக்குவரத்துக்கழக பஸ்களை 5 லட்சம் கிலோமீட்டர் வரை ஓட்டலாம். அல்லது 8 ஆண்டுகள் வரையில் ஓட்டலாம். அதன்பிறகு அந்த பஸ்கள் ஓட்டுவதற்கு தகுதியில்லாத காலாவதியான பஸ்களாக ஆகிவிடுகின்றன. இப்படி பழைய பஸ்களை இயக்குவதால்தான் அடிக்கடி ‘ரிப்பேர்’ ஆகிறது. டீசலும் அதிகளவில் செலவாகிறது. ஏராளமான புகையையும் கக்கிக்கொண்டு செல்வதால் சுற்றுச்சூழலும் பாதிக்கப்படுகிறது. மழைகாலத்தில் மேற்கூரையில் தண்ணீர் ஒழுகுவதும் இதுபோன்ற பஸ்களால்தான்.

இந்தியா முழுவதும் கடந்த 2015–16–ம் ஆண்டில் உள்ள பொது போக்குவரத்துகளின் செயல்பாடுகள் தொடர்பான ஒரு அறிக்கையை மத்திய போக்குவரத்து அமைச்சகம் வெளியிட்டது. இதில் நாட்டிலேயே காலாவதியான பஸ்களை இயக்குவதில் முதல் இடத்தை பீகாரும், இரண்டாவது இடத்தை தமிழ்நாடும் பெற்றுள்ளது. தமிழ்நாட்டில் 8 போக்குவரத்துக்கழகங்கள் இருக்கின்றன. இந்த போக்குவரத்துக்கழகங்களில் 20 ஆயிரத்து 700 பஸ்கள் இயக்கப்படுகின்றன. இதில் ஏராளமான பஸ்கள் காலாவதியான பழைய பஸ்கள்தான். இந்தநிலையை, சீர்படுத்த அரசு போக்குவரத்துக்கழகங்களும், தமிழக போக்குவரத்துத்துறையும் உடனடியாக நடவடிக்கை எடுக்கவேண்டும். அரசு போக்குவரத்துக்கழகங்கள் நஷ்டத்தில் இயங்குவதால்தான் இதுபோன்ற நிலைமைகளை சீர்படுத்த நிதி ஆதாரம் இல்லை என்று கூறப்படுகிறது. நிதிநிலையை சீர்படுத்த பஸ் கட்டணத்தை உயர்த்தி, நிர்வாக செலவுகளை சிக்கனப்படுத்தி லாபகரமாக இயக்க செய்யலாம். இப்போதெல்லாம் பொதுமக்கள் தொலைதூரம் பயணம் செய்வதற்கு அரசு போக்குவரத்துக்கழக பஸ்களைவிட கூடுதலாக கட்டணம் இருந்தாலும் நிறைவான வசதியுள்ள தனியார் போக்குவரத்துக்கழக பஸ்களில் பயணம் செய்வதையே விரும்புகிறார்கள். ஆக, பயணிகளை பொருத்தமட்டில், கட்டணம் அதிகமாக இருந்தாலும் பரவாயில்லை, வசதி இருக்க வேண்டும், குறிப்பிட்ட நேரத்தில் செல்லவேண்டும் என்று விரும்புகிறார்கள். எனவே, தமிழக அரசு உடனடியாக அரசு போக்குவரத்துக்கழக பஸ்களை சீரமைக்க நடவடிக்கை எடுக்க வேண்டும். இன்னும் வடகிழக்கு பருவமழை தீவிரமாகும் நிலைமை இருக்கிறது. எனவே ஒழுகாத பஸ்கள், இடையில் நிற்காத பஸ்கள், கிழியாத ‘சீட்’கள் என்று அனைத்து வசதிகளையும் கொண்ட பஸ்களை இயக்கும் போக்குவரத்துக்கழகங்களாக மாற்றுவதற்கு தீவிர நடவடிக்கை எடுக்கப்பட வேண்டும்.

ராமஜெயம் கொலை வழக்கு சி.பி.ஐ வசம்.. குற்றவாளிகள் சிக்குவார்களா.?

நீண்ட இடைவெளிக்குப் பிறகு ராமஜெயம் கொலை வழக்கு சி.பி.ஐ வசம் ஒப்படைக்கப்பட்டுள்ளது. இதனால் குற்றவாளிகள் சிக்குவார்களா என்கிற எதிர்பார்ப்பு ராமஜெயம் ஆதரவாளர்களிடையே கூடியுள்ளது.




ராமஜெயம் கொல்லப்பட்டு ஐந்து ஆண்டுகள் ஆகின்றன. ஆனால், தமிழகக் காவல் துறை, அவரின் கொலைக்கான காரணத்தைக்கூடக் கண்டுபிடிக்கவில்லை.

தி.மு.க முன்னாள் அமைச்சர் கே.என்.நேருவின் தம்பி ராமஜெயம் கடந்த 2012-ம் ஆண்டு மார்ச் மாதம் 29-ம் தேதி படுகொலை செய்யப்பட்டார். தில்லை நகர் பகுதியில் வாக்கிங் போனவர், திருச்சி திருவளர்ச்சோலை அருகே கைகால்கள் கட்டப்பட்டுப் பிணமாகக் கண்டெடுக்கப்பட்டார். இச்சம்பவம் தொழில் போட்டி அல்லது அரசியல் விரோதம் அல்லது குடும்பப் பிரச்னை காரணமாக நடந்துள்ளதா எனத் தமிழகப் போலீஸார் விசாரணை செய்து வருகின்றனர்.

தமிழக அளவில் பரபரப்பை உண்டாக்கிய இந்த வழக்கு முதலில், திருச்சி மாநகரப் போலீஸாருக்கும் அடுத்து, சி.பி.சி.ஐ.டி-க்கும் மாற்றப்பட்டது. அதற்கென 12 தனிப்படைகள் அமைக்கப்பட்டன. ஆனாலும், சி.பி.சி.ஐ.டி போலீஸாரால், எதையும் கண்டுபிடிக்க முடியவில்லை. இந்நிலையில், கடந்த 10.12.214 அன்று, ‘ராமஜெயம் கொலை வழக்கை சி.பி.ஐ-க்கு மாற்ற வேண்டும்’ என அவரது மனைவி லதா, சென்னை உயர் நீதிமன்ற மதுரைக் கிளையில் வழக்குத் தொடர்ந்தார். இந்த வழக்கில், சி.பி.சி.ஐ.டி. போலீஸார் 33 மாதங்களுக்கு மேலாக, பல கட்டங்களாக, "குற்றவாளிகளை நெருங்கிவிட்டோம். கால அவகாசம் தேவை" என அடுத்தடுத்து நீதிமன்றத்தில் அவகாசம் வாங்கினர். அடுத்து ராமஜெயம் கொலை வழக்கில் குற்றவாளிகள் குறித்துத் துப்புக் கொடுத்தால் ரூ.2 லட்சம் பரிசு வழங்கப்படும் என சி.பி.சி.ஐ.டி போலீஸார் அறிவித்திருந்தனர்.

இந்நிலையில், இந்த வழக்கு குறித்து சட்டசபையில் பேசிய முதல்வர் எடப்பாடி பழனிசாமி, “ராமஜெயம் கொலை வழக்கில், இதுவரை மொத்தம் 1,100 சாட்சிகளுக்கு மேல் விசாரணை செய்யப்பட்டுள்ளனர். மேலும் ராமஜெயம், வாகனத்தில் கடத்திக் கொலை செய்யப்பட்டிருக்கலாம் என நினைத்த போலீஸார் திருச்சியைச் சுற்றியுள்ள சுங்கச்சாவடிகளில் விசாரணைகள் மேற்கொண்டனர். அதில், சந்தேகப்படக்கூடிய வகையான 294 வாகன உரிமையாளர்கள் விசாரிக்கப்பட்டுள்ளனர். மேலும் இதுவரை 2,910 கைப்பேசி எண்கள் பட்டியலிடப்பட்டு அவற்றைப் பயன்படுத்துவோர் விசாரிக்கப்பட்டுள்ளனர். மேலும், 2007-ம் ஆண்டு வையம்பட்டி அருகே ரியல் எஸ்டேட் அதிபர் துரைராஜ் உள்ளிட்ட இருவர் மர்மமாக காரில் எரித்துக்கொல்லப்பட்ட வழக்கில், சி.பி.சி.ஐ.டி போலீஸார் குற்றவாளிகளைக் கண்டுபிடித்ததுபோல இந்த வழக்கிலும் தகுந்த துப்புக் கிடைத்ததும் குற்றவாளிகளைக் கண்டுபிடிப்பார்கள்” என்றார்.

இந்நிலையில், இன்று ராமஜெயம் கொலை வழக்கு சென்னை உயர் நீதிமன்ற மதுரைக் கிளையில் நீதியரசர் பஷீர் அகமது முன்பு விசாரணைக்கு வந்தது. அப்போது, சி.பி.சி.ஐ.டி தரப்பில் ஆஜரான வழக்கறிஞர் கந்தசாமி, அவகாசம் கேட்டார்.

இதனையடுத்து கோபமடைந்த நீதிபதி, '' ‘இதுதான் கடைசி’ என ஒவ்வொருமுறையும் அவகாசம் கேட்கிறீர்கள். இதுவரை 12 முறைகளுக்கு மேலே அவகாசம் கேட்டுவிட்டீர்கள். ஒவ்வொருமுறையும் உறையிட்ட அறிக்கையைத் தாக்கல் செய்தாலும், வழக்கில் எந்தவித மாற்றமும் இல்லை. இனியும், நீங்கள் இந்த வழக்கை விசாரிப்பதில் சரியாக இருக்காது' என்ற நீதிபதி, ராமஜெயம் கொலை வழக்கை சி.பி.ஐ.க்கு மாற்றி உத்தரவிட்டதுடன், வழக்கு குறித்த விசாரணை அறிக்கையை மூன்று மாதங்களில் தாக்கல் செய்ய வேண்டும்'' எனவும் உத்தரவிட்டார்.

ராமஜெயம் கொலை செய்யப்பட்டு இத்தனை வருடங்கள் ஆன பின்பும் தமிழகப் போலீஸாரால் அதற்கான காரணத்தைக் கண்டுபிடிக்க முடியவில்லை என்பது ஒருபக்கம் என்றாலும், மறுபக்கம் தற்போது இந்த வழக்கு சி.பி.ஐ வசம் மாறியுள்ளது.

No takers for 30% of Engg. seats

There are no takers for about 30% of engineering seats in Telangana this year as the previous governments sanctioned engineering colleges indiscriminately without any rationale, Deputy Chief Minister and Education Minister Kadiyam Srihari said during Question Hour in the Legislative Council on Wednesday.

Responding positively to TRS member R. Bhoopathi Reddy’s query whether there was any proposal to set up a College of Engineering on the campus of Telangana University in Nizamabad, Mr. Srihari said at present there were 251 engineering colleges offering B.Tech degree. While the AICTE approved 1.26 lakh seats, the sanctioned intake was 97,961 seats but this year’s enrolment was 68,514.

The Government had stepped up inspection of engineering colleges to ensure quality academic atmosphere and infrastructure and only 212 colleges were given affiliation this year, he said.

The Government also prepared a perspective plan and identified 14 thrust areas where new engineering colleges and courses would be sanctioned and the proposal had been sent to the AICTE.

The Minister said that if 1.55 lakh students appeared for the entrance test, 1.3 lakh students qualified but not even 82,000 to 85,000 students were taking admissions. Even in Convenor quota, of 66,334 seats, only 48,000 seats were filled. Because of strict monitoring, non-serious students were no longer taking admissions, he added.

Pointing out the disproportionate presence of engineering colleges in the State, he said while there were 122 engineering colleges in Ranga Reddy district, there was only one college in Adilabad. “We wrote to the AICTE to sanction colleges in Adilabad, Nizamabad, and other backward districts”.

Leader of Opposition Mohd. Ali Shabbir said that 50% of engineering colleges were closed and thus seats were also reduced in the last three years yet the Government was not releasing fee reimbursement regularly. TRS member Palla Rajeswar Reddy said across the States, only 50% to 60% of engineering seats were getting filled.

Responding to a query from Congress member P. Sudhakar Reddy, he said under the Rashtriya Uchtar Shiksha Abhiyan (RUSA) scheme with Central and State Share of 60:40 respectively for development of universities and degree colleges, Centre sanctioned Rs. 174 crore in three years and Rs. 80 crore was released.

Students’ union criticises ‘moral policing’ by the university authorities

University of Hyderabad (UoH) suspended with immediate effect three students for two years and seven students for six months from academic programmes and hostels after an inquiry committee set up by the Vice-Chancellor found them to have “prevented officials from discharging their duties and verbal assault”. The students, who were suspended for two years, were also found to have refused to “comply with rules”.

Backed by the UoH Students Union, the suspended students have, however, launched a protest on the campus demanding that the university authorities “stop moral policing”. Though the hostel rules state that male students should not enter ladies hostel and vice versa, a considerable section of the varsity’s students community has been demanding free movement for students of all genders in hostels. UoH Students Union in a statement issued on Wednesday, “rejected the manner, notion and idea of moral policing”.

The incident took place on November 3 when J-hostel administrative officers searched a room after they received complaint that a female student was spending the night there. When the girl student who was asked to leave the hostel room protested the warden’s demand, a group of students including representatives of UoH Students Union and Gender Sensitive Committee Against Sexual Harassment gathered near the hostel room in her support. Cyberabad police who were called to the spot by the administration dispersed the students.

As per the order copy issued by UoH Registrar’s office, the suspended students will have to sign “an undertaking that they shall restrain from any act of misconduct and indiscipline” if they choose to rejoin after the punishment term.

The order also stated that these students will not be given hostel accommodation again. In a press statement, the University said that “competent authority has approved the report and recommendations of the Committee that has held students guilty...”.

The female student, however, issued a statement against the University accusing the administration of “individually targeting” her. In her open letter to the administration, the suspended female student also asked faculty members and her peers to fight the decision taken by the university. Suspended students did not leave the varsity even after the order was issued.

Police crack murder case using WhatsApp as a tool

The city police have cracked the murder case of a 22-year-old youth from Raichur, who was killed by his friend over a financial row, using the WhatsApp group of beat policemen.

On October 13, the Kamakshipalya police recovered the body of an unidentified youth near a park in Sunkadakatte.

As part of the standard operating procedure, the Kamakshipalya police collected footage from CCTV cameras in and around the area and found that the deceased was found in a bar with a man hours before his death.

The police went to the bar and questioned the staff who revealed that the deceased had visited the bar and had conversed in a north Karnataka accent.

Inspector Ravikumar R.G. began to circulate the picture of the deceased to the inspectors of all police stations in north Karnataka seeking help in identifying the youth.

The inspectors in turn shared the picture with the beat policemen, who then shared the picture in their area Suraksha Mitra WhatsApp groups.

Their efforts paid dividends. One of the members of the WhatsApp group — Shivraj Patil from Mulki police station in Sindhanur taluk of Vijayapura district — identified the picture and contacted Mr. Ravikumar. The Kamakshipalya police called Mr. Patil to the city to identify the deceased. He not only did so, but also helped the police in identifying the accused through a CCTV grab.

Based on his information, the police rushed to Chirantala village in Sindhanur taluk and arrested Basavalinga, 21.

Basavalinga confessed that he killed his friend — Gundana Gowda, 22, — for making an indecent proposal.

According to the police, Gowda, a salesman, and Basavalinga, who worked in a chicken stall, were friends and working in Bengaluru. and staying in a rented house separately.

Further inquiries revealed that Basavalinga had borrowed Rs. 20,000 from Gowda, but had not repaid it.

Recently, Basavalinga got engaged and Gowda took advantage of this by continuously harassing Basavalinga for sexual favours with his fiancée, saying he would waive the loan if he allowed it.

When Gowda began to pester him, Basavalinga decided to eliminate him to avenge the humiliation. As part of the plan, Basavalinga invited Gowda for a drink to a bar.

On the way home, Basavalinga hit Gowda on his head with a hollow brick until he died and sped from the spot, Mr. Ravikumar further said.

HC issues notice to Sivaganga CollectorAgainst sand mining in a tank

A public interest litigation petition was filed before the Madurai Bench of the Madras High Court on Tuesday seeking directions against private parties mining sand at Kanoor tank in Sivaganga district in the guise of removing ‘savadu’ (brick earth) sand.

Taking up the petition for hearing, a division bench of Justices M. Venugopal and Abdul Quddhose directed notice to the Director, Department of Geology and Mining, Sivaganga Collector and other officers.

The petitioner, P. Gayathri of Sivaganga, said permission was given only to excavate ‘savadu’ sand. However, every day more than 1,000 lorries transported sand excavated from the tank and adjacent lands. Sand had been excavated to a depth of up to 25 feet.

The private party had obtained licence from the Collector to excavate only ‘savadu’ for a period of six months. The illegal quarrying had weakened the structure of the tank.

A road had also been laid to a width of 20 feet to transport sand in lorries without permission under the Tamil Nadu Minor Mineral Concession Rules, 1959.

The petitioner said Kanoor tank was the main source of irrigation of agricultural lands in nearby villages. The villages also used the tank for drawing drinking water.

But now the villages were facing scarcity of water and agricultural activities had also been hit. The groundwater table was facing depletion.

A representation was sent to the authorities to take necessary action to check the illegal sand quarrying. However, no action had been taken so far, contended the petitioner.

All-new Cheran Express from November 10

Nilgiris Express too might get LHB coaches

From November 10, passengers of 12673 Cheran Express will have a different kind of travelling experience.

The train will run with the new Linke Hofmann Bush (LHB) coaches, built at the Rail Coach Factory in Kapurthala in Punjab using German technology.

The first set of 22 coaches will be plying on Friday and the second set of 22 coaches on Saturday from Coimbatore.

There are a few trains with LHB coaches are passing through Coimbatore junction.

Two sets of conventional ICF coaches are used for Cheran Express now on Rake Sharing Arrangement (RSA) with Navjivan Express. One set of 23 coaches would be handed over to the zonal headquarters.

Another 23 coaches would be shared by Salem, Thiruvanan thapuram, and Chennai railway divisions, said railway sources.

Of this, the Coimbatore will get one 2 A/C coach for its usage.

SRM University has announced the opening of online applications for B. Tech degree programmes in the faculty of Engineering and Technology. The admission process will be common for the Kattankulathur, Ramapuram, Vadapalani and NCR-Delhi campuses of SRM University, SRM University AP Amaravati and SRM University Haryana Sonepat. All admissions are through SRMJEEE – Joint Entrance Examination Engineering.

SRMJEEE is computer-based and will be conducted in 130 centres in India and a few centres in the Middle East from April 16 to 30. NRI candidates, who qualify in SRMJEEE 2018 and compete with the domestic candidates through regular counselling, will get a 35% scholarship on the tuition fee applicable for international students.

சமுதாயமும் நம் சரீரத்தைப் போன்றதுதான்! வயதான ஒரு சரீரத்தில் ஏற்பட்ட ஒரு நோயைக் குணப்படுத்திவிட்டு வருவதற்குள், அடுத்த பக்கத்தில் ஒரு நோய் தோன்றும். அதுபோல சமுதாயத்தில் மதக்கலவரத்தைத் தீர்த்துவிட்டு வருவதற்குள், சாதிக்கலவரம் தோன்றும். சாதிக்கலவரத்தைத் தீர்த்துவிட்டு வருவதற்குள் தொற்றுநோய் பிரச்னை தோன்றும். தேவதாசி முறைமை ஏற்படுத்தியிருக்கும் புண் புற்றுநோயைப் போன்ற புண்ணாகும். ஒரு பக்கத்தில் அடைத்தால், மறுபக்கத்தில் பொத்துக்கொண்டு வரும்.
அண்மையில் ஆந்திரா மற்றும் திருவள்ளூரை அடுத்துள்ள சித்தூர் மாவட்டங்களில் 'மாத்தம்மா' கோயிலுக்குப் பெண்களை நேர்ந்து விட்டிருக்கின்றனர். அப்படி விடப்பட்ட பெண்களுடைய ஆடைகளை ஐந்து வயதுச் சிறுவர்களை விட்டு அவிழ்க்கச் செய்திருக்கின்றனர். பிறந்த மேனிக்கு அப்பெண்கள் அங்கேயே விடப்படுகின்றனர். அப்படி விடப்பட்ட பெண்கள் கோயிலின் பொதுச் சொத்தாகக் கருதப்பட்டு, பாலியல் வன்முறைக்கு உள்ளாக்கப்படுகின்றனர். கோயில் வளாகத்திலேயே அப்பெண்கள் உறங்க வேண்டும். பெற்றோர்களிடம் திரும்பி வர முடியாது. தேசிய மனித உரிமை ஆணையம் இதனை, ஓர் அறிக்கையாகவே தந்திருக்கிறது.
ஆந்திர மாநிலம் சித்தூர் மாவட்டத்தில், 22 மண்டலங்களில் புத்தூர், நகரி, நாகலாபுரம், பிச்சாட்டூர், கே.வி.பி. புரம், ஸ்ரீ காளஹஸ்தி, எர்பேடு, தொட்டம்பேடு, பி.என். கந்த்ரிகா, நாராயணவனம் ஆகிய இடங்களில் இவ்வழக்கம் இருக்கிறது. மேற்கு மண்டலங்களான பாபிரெட்டிபள்ளி, தவனம்பலே, பங்காருபாலெம் ஆகிய இடங்களையும் இவ்வழக்கம் ஆக்கிரமித்திருக்கிறது. ஆந்திரப் பிரதேசத்திலும், தெலுங்கானாவிலும் இவ்வழக்கம் சம அளவில் உள்ளது.
2011-ஆம் ஆண்டிலிருந்து சித்தூர் மாவட்டத்தில் ஏழு பேர் எயிட்ஸ் நோயால் மடிந்திருக்கின்றனர். இந்த மாவட்டத்தில் 1,000-க்கும் மேற்பட்டவர்கள் 'மாத்தம்மா'க்களாக உள்ளனர். அதில் 363 பெண் பிள்ளைகள் 4 வயதிலிருந்து 15 வயதுக்குட்பட்டவர்களாக உள்ளனர். பெண்களைக் கோயிலுக்கு நேர்ந்து விடுதலுக்கு எதிரான சட்டம், இந்த மாவட்டத்தில் எந்தவித மாற்றத்தையும் ஏற்படுத்தவில்லை.
1926-இல் சென்னை மாகாண சட்டசபைக்கு நியமனம் செய்யப்பட்ட டாக்டர் முத்துலெட்சுமி ரெட்டி, முதன் முதலில் தேவதாசி முறைக்கு எதிராகப் போர்வாளைத் தீட்டினார். 1929 வரை வாதாடி, போராடி 'டெடிகேஷன் பிரிவென்ஷன் ஆக்ட்' (Dedication Prevention Act) எனும் பெயரில் தேவதாசி முறை ஒழிப்புக்கான சட்டமுன்வடிவை நிறைவேற்றினார். என்றாலும், 1947-ஆம் ஆண்டுதான் சட்ட விதி எண்.31 இன்படி தேவதாசி ஒழிப்புச்சட்டம் அமுலுக்கு வந்தது. 
கோயிலுக்குப் பெண்களை நேர்ந்துவிடும் வழக்கத்தைக் கர்நாடக அரசு 1982-ஆம் ஆண்டு தடை செய்தது. ஆந்திரப்பிரதேசம் 1987-ஆம் ஆண்டுதான், தேவதாசி முறைமைக்கு முற்றுப்புள்ளி வைத்தது. என்றாலும், புற்றுநோய் பொத்துப் பொத்துக்கொண்டு வருவதுபோல், சித்தூர் - திருவள்ளூர் எல்லையோரங்களில் மாத்தம்மா வடிவத்தில் புற்றுக்கட்டிக் கொண்டுதானிருக்கிறது, தேவதாசி முறைமை.
அதிகாலையில் எழுந்திருந்து கோயிலுக்கு அலகிட்டு, மெழுக்குமிட்டு, கோலமிட்டுத் தூப தீபங்கள் ஏற்றுவதற்காகக் கன்னிப்பெண்கள் நேர்ந்துவிடப்பட்டனர். தேவதாசி என்ற சொல்லுக்கு 'இறைப்பணி செய்யும் பெண்' என்பது பொருள். கோயிலுக்குத் தொண்டு செய்வதற்கென்று பெரும்பாலும் உருத்திரகணிகையர் குலத்திலிருந்தே தேர்ந்தெடுத்தனர். இதனை அப்பரடிகள் 'அருமணித்தடம் பூண்முலை அரம்பையரொடு அருளிப் பாடியர், உரிமையில் தொழுவார் உருத்திரப் பல்கணத்தார்' எனப் பாடுவார், தேவாரத்தில்! 
மணிவாசகர் தம் திருவெம்பாவையில், 'கோதில் குலத்தரன் தன் கோயிற் பிணாப் பிள்ளைகாள்' என அவர்களைக் குறிப்பார். பிணாப்பிள்ளைகள் என்றால், 'பெண் பிள்ளைகள்' எனப் பொருள். அவர்களுடைய நேரிய தூய்மை வாழ்க்கையைக் குறிக்க, 'கோதில் குலத்து அரன் தன் கோயிற் பிணாப் பிள்ளைகாள்' என்றார். சுந்தரமூர்த்தி நாயனார் மணம்புரிந்த பரவை நாச்சியார், உருத்திர கணிகைக் குலத்தைச் சேர்ந்தவரே ஆவார்.
தேவதாசி முறைமை சோழர் காலத்திலும், நாயக்கர் காலத்திலும் நடைமுறைக்கு வந்தது எனலாம். முதலாம் இராஜராஜசோழன் தாம் படையெடுத்துச் சென்ற நாடுகளை வென்ற பிறகு, அந்நாட்டுப் பெண்களை தஞ்சைக்குக் கொண்டு வந்தான். 
இப்படிக் கொண்டு வருபவர்கள் பெரும்பாலும் அவர்களைத் தங்களுடைய அந்தப்புரங்களுக்குக் கொண்டு செல்வதுதான் வழக்கம். ஆனால், அருண்மொழிச் செல்வராகிய இராஜராஜசோழன் பகைப்புலத்துப் பெண்களை தஞ்சைப் பெருவுடையாருக்குத் தொண்டு செய்வதற்கென்று அர்ப்பணித்தான்! தஞ்சைப் பெருவுடையாருக்குத் தொண்டு செய்ய அர்ப்பணிக்கப்பட்ட பெண்களுக்கு 'வேளத்துப் பெண்டிர்' எனவும் பெயரிட்டான். 
அடுத்து வந்த காலத்தில் அவர்கள் 'தளிச்சேரி பெண்டிர்' எனவும் அழைக்கப்பட்டனர். 'தளி' என்ற சொல்லுக்குக் கோயில் என்பது பொருள்.
'தஞ்சைப் பெருவுடையார் கோயிலின் தெற்குப் பக்கத்தில் வாழ்ந்த அப்பெண்களுக்குத் 'தெற்குத்தளிச்சேரி பெண்கள்' என்றும், வடக்குப்புறத்தில் வாழ்ந்த பெண்களுக்கு 'வடக்குத் தளிச்சேரி பெண்கள்' என்றும் பெயர். கோயிற் பணிகளுக்கு என்று அர்ப்பணிக்கப்பட்ட பெண்களுக்குச் சோழ அரசு முத்திரையும் (இலச்சினை) பொறித்தது. சைவக் கோயிலில் தொண்டாற்றும் தேவதாசிகளுக்குச் சூல இலச்சினையும், வைணவக் கோயில்களில் பணியாற்றும் தேவதாசிகளுக்குச் சக்கரச் சின்னமும் பொறிக்கப்பட்டதாகக் கல்வெட்டுக் கூறுகிறது (தென்னிந்தியக் கல்வெட்டுத் தொகுப்பு எட்டாவது: கல்வெட்டு எண்.169).
ஆலயத்திற்குள் இருக்கும் கோகுலத்திற்கு ஆன்மிக அன்பர்கள் பசுக்களை வாங்கித் தானம் கொடுப்பது போல், பக்தி மேலிட்டால், பெண்களை வாங்கியும் கோயிற் பணிக்குத் தானமாகக் கொடுத்துள்ளனர். இராஜராஜன் காலத்தில் ஒருவன் நான்கு பெண்களை 700 காசுகளுக்கு வாங்கி, திருவாலங்காட்டு இறைவனுக்குத் தேவரடியாராக அர்ப்பணித்த செய்தி, அவ்வூர்க் கல்வெட்டால் வெளிப்படுகிறது. மன்னராட்சிக்குப் பிறகு திருக்கோயில்களில் நிலவுடைமைக்காரர்களின் ஆதிக்கமும், ஜமீன்தார்களின் ஆதிக்கமும் மேலோங்கியது. கோயிற் பணிகளில் ஈடுபட்டிருந்த தேவரடியார்கள் நடனம், இசை போன்ற லலித கலைகளிலும் வல்லவர்களாக இருந்ததால், நிலவுடைமைக்காரர்கள் அவர்களை சுகபோகத்திற்கும் ஏகபோகத்திற்கும் குத்தகை எடுத்திருந்தனர். அதுதொட்டு, தேவனுக்குத் தொண்டு செய்ய வந்த தேவரடியார்கள், தேவதாசிகளாகவும் மாறத் தொடங்கினர்.
கோயிற்பணிக்கென்று தம்மை ஒப்படைத்துக்கொண்ட தேவதாசியர் குலத்தில் வம்சாவளி தோன்றியதால், பொட்டுக் கட்டும் பழக்கமும் வழக்கத்திற்கு வந்தது. 
ஒரு தேவதாசியின் மகள், தேவதாசியாக மாற்றப்படுகிறாள் என்பதன் அடையாளம்தான் 'பொட்டுக் கட்டுதல்' ஆகும். பொட்டு என்பது திருமாங்கல்யத்திற்கு இணையான ஒன்றாகும். ஒரு பெண் தேவதாசிக்குப் பிறந்துவிட்ட காரணத்தாலேயே அவள் தேவதாசி ஆக முடியாது. முறைப்படி பொட்டுக்கட்டி, அவளைக் கடவுளுக்கு அர்ப்பணிப்பதன் மூலமே அவள் தேவதாசி ஆவாள்.
இவ்விதம் பொட்டுக்கட்டும் சடங்கு அவள் தொண்டாற்றும் திருக்கோயிலில் மட்டுமே நிகழ்த்தப்பெறும். தேவதாசியாகும் பெண்ணுக்கு அவள் குடும்பத்தைச் சார்ந்த வயதான பெண்மணியால் கோயிலில் மூலவர் சந்நிதியில் இச்சடங்கு நிகழ்த்தப்படும். சில சமயங்களில் கோயிலின் அர்ச்சகராலும் இச்சடங்கு நிகழ்த்தப்படுவது உண்டு. இதனால், அப்பெண் இறைவனுக்குத் தாலி கட்டிக் கொண்டவள் என அர்த்தமாகும். இச்செய்தி, பெருந்தனக்காரர்களுக்கும், நிலச்சுவான்தாரர்களுக்கும், பெற்றவளால் தெரிவிக்கப்படும்.

பிரிட்டிஷ் இந்திய அரசுச் செயலாளராக இருந்த தாதாபாய், 'பெண்கள் மற்றும் குழந்தைகள் பாதுகாப்புச் சட்டம்' எனும் பெயரில் 18.09.1912 அன்று சட்ட வடிவை அறிமுகம் செய்தார். 1947-ஆம் ஆண்டு தேவதாசி தடுப்புக் குழுவின் தலைவராக இருந்த சுப்பராயன் பரிந்துரையினால், முதலமைச்சர் ஓ.பி. இராமசாமி ரெட்டியார் அதனைச் சட்ட வடிவில் நடைமுறைக்குக் கொண்டு வந்தார்.
என்றாலும், தேவதாசி முறை பூவும் பொட்டோடும் பாமர மக்களிடத்தில் வாழ்ந்து கொண்டுதான் இருக்கிறது. தேவதாசி முறையின் தேய்மானமே இன்றைய மாத்தம்மா முறைமை! 'மாதிகா' எனும் சமூகத்தினரிடம்தான் 'மாத்தம்மா' எனும் முறைமை இன்றும் நூற்றுக்கு நூறு வெற்றிகரமாக நடைபோடுகிறது! மாதிகா இனத்தவர், கல்வியறிவிலும், பொருளாதாரத்திலும் மிகவும் பின்தங்கியவர்கள். இவர்கள் இனத்திலிருந்துதான் 2000-த்துக்கும் மேற்பட்டவர்கள் கோயிலுக்கு நேர்ந்துவிடப் பட்டிருக்கிறார்கள்.
இவர்களில் 19 வயதிலிருந்து 30 வயதுக்குட்பட்டோர் 400 பேர்கள் இருக்கிறார்கள். 15 வயதுக்குக் குறைவான சிறுமியர் 350 பேர்கள் இருக்கிறார்கள். இக்கொடுமையைத் தடுத்து நிறுத்த தேசிய மனித உரிமை ஆணையம், தமிழக, ஆந்திர அரசுகளிடமிருந்து எடுக்கப்பட்ட நடவடிக்கைகளின் தகவலைக் கேட்டிருக்கிறது.
தேவதாசி என்ற சொல் இந்தியாவில் பலவிடங்களில் பலவிதமாக வழங்கப்படுகிறது. ஆந்திரப் பகுதியில் மாதங்கி அல்லது விலாசினி. 
மராட்டியத்தில் பாசவி, கர்நாடகாவில் சூலி அல்லது சானி, ஒடிசாவில் மக, உத்தரப் பிரதேசத்தில் பாமினி, விஜயநகரம் மற்றும் ஸ்ரீகாகுளம் வட்டாரங்களில் பார்வதி எனப் பல பெயர்களில் வழங்கப்பட்டாலும், தொழில் ஒன்றுதான்!
குழந்தைகளும் கோயில்களும் சமூகத்தால் கொண்டாடப்பட வேண்டியவை ஆகும். ஆனால், இன்றைக்கு ஒன்றை வைத்தே மற்றொன்றிற்குக் கொள்ளி வைக்கிறார்கள்.

When asked about how important music is to her

Songstress Asha Bhosle who was in Dubai recently for the Leadership Lecture Series shared her personal experiences and her dedication towards singing.

When asked about how important music is to her she said, “Music was always important to me but in 1947, when I started singing for Hindi movies was when I realised that this is my work, this is my life. Earlier before marriage, I used to think, I won’t sing, I will eat ice-cream, but it was God’s wish, that he gave me singing as a gift and till now I am singing. I used to think at times, that after singing, I will have lots of ice cream, imli or pani puri, but till date, I haven’t eaten either. They are bad for my throat, so after I left them at the age of 13, I haven’t had them.”

Over 70 trains were delayed due to adverse weather conditions

Flight operations at the Indira Gandhi International Airport (IGIA) continued to be disrupted for the second day on Wednesday as the smog situation further worsened in the national Capital. A closed runway and ATC congestion added to the commuters' woes.

More than 200 flights were affected as visibility dropped to 250-300 m at the airport during the early hours of Wednesday and late in the evening. Apart from that, 70 trains arriving and departing from Delhi were also delayed.

According to the airport officials, no flight was, however, diverted or cancelled, unlike Tuesday, when a flight was diverted and more than 300 were delayed. Officials said that since CAT II operations had to be put in place, it led to congestion in air traffic.

Also, airport operator DIAL had earlier informed that its runway 29-11 would remain shut for three days, November 7-10, for maintenance work. "29-11 is the main runway, which also allows CAT III operations. Since it is under maintenance, flights were delayed, which led to a backlog," a senior official said.

They added that keeping in mind the fog and adverse weather conditions expected in future, they have planned to undertake several measures to ensure passenger convenience.

Deployment of additional traffic marshalls for smooth taxi flow during fog, adequate lighting in parking areas, and increased number of patrol vehicles fitted with radio sets and beacons are some of the measures that will  be taken.

Election Commission concludes hearing AIADMK symbol case

NEW DELHI: The Election Commission today concluded hearing the AIADMK symbol case and reserved the order which is likely to be delivered in the next few days.

At the seventh hearing today, the rival E K Palaniswami-O Panneerselvam and the Sasikala Natarajan factions concluded their arguments.

The Sasikala faction wanted to counter certain points raised by the Palaniswami-Panneerselvam faction, but was asked by EC to give it in writing by early next week.

Counsel for the Palaniswami-Panneerselvam faction and former attorney general Mukul Rohatgi said the hearings were concluded today and the order will be delivered soon.

A senior functionary said the order has been reserved and would be made public in the next few days.

Sasikala faction counsel Raja Senthoor Pandian claimed that the Palaniswami-Panneerselvam side took up most of the time today, leaving little time for them to respond.

 "But we will place our arguments in writing and say on record that we were denied an opportunity to verbally place our stand," Pandian told reporters.

Initially two factions led by Panneerselvam and Sasikala had staked claim to the 'two leaves' symbol. The poll panel had frozen it, pending decision on their pleas.

Later, a large group of legislators led by Chief Minister Edappadi Palaniswami revolted against Sasikala, who is in jail in a graft case, and announced merger with Panneerselvam faction.

Resolutions ousting Sasikala as interim general secretary and her nephew Dhinakaran as her deputy were also adopted at the party's general council meeting held on September 12.

On September 14, representatives of Dhinakaran had approached the EC urging it to declare as invalid the general council meeting, citing a high court order that said any decision taken at the impugned meeting will be subject to the final outcome in the appeal.

According to a source privy to the development, the CMA has started training its staff to issue birth and death certificates in local bodies.

Chennai: Good news for rural public and to the parents awaiting their children’s birth certificate. Come November 14, the public can easily download birth certificate from anywhere through the local body server.

“Commissionerate of municipal administration (CMA), with the guidance of directorate of public health (DPH), is all set to roll out dedicated online portal under central civil registration system, which is now a privilege of city residents,” said a confidential state official source. At present, the facility is provided only in metro cities and soon all the municipal and village panchayats will start issuing birth and death certificates online, he explained.

According to a source privy to the development, the CMA has started training its staff to issue birth and death certificates in local bodies. If everything corresponds to the plan, the CMA is all set to roll out the new scheme this week, most probably by November 14.

“By using this service, the public can download certificates. No need to visit local body offices, or grease the palms of civic staff running from pillar to post,” added the source.

“According to the central government direction, all states ought to implement civil registration system. Once the service rolled out, the public can download certificates from www.tnurbanepay.tn.gov.in.” said a sanitary inspector with Chennai Corporation.

Presently, the CMA website is providing services related to issuance of building plan approval, road cut permission, professional tax assessment and trade licenses.

Bar council of TN suspends 1,025 advocates from profession for not clearing exam

The Bar Council of India so far conducted 10 examinations.

Chennai: The Bar Council of Tamil Nadu and Puducherry on Wednesday has suspended 1,025 advocates from pursing the profession for not passing All India Bar Examination conducted by Bar Council of India.

In a circular addressed to president and secretaries of Bar/Advocates Association, C. Rajasekar, secretary of the council, has stated that the Bar Council of India has been conducting All India Bar Examination from 2010.

The Bar Council of India so far conducted 10 examinations. However, the Bar Council of India at its meeting held on August 26, 2012, permitting the newly enrolled advocates to practice for the period of two years provisionally from the date of enrolment. If they fail to clear the All India Bar Examination within the prescribed period of two years, they are not eligible to practice as advocates in any court of law, tribunals etc. till they clear the said examination.

Further, Rajasekar said that the First Bench of High Court of Madras on July 3, 2015 directed the Bar Council to suspend those advocates, who have not cleared the All India Bar Examination within the stipulated period of two years.

They are also not eligible for any of the benefits under the 'Welfare Fund Scheme' and also not entitled to vote in the Bar Association / Advocates Association election, in which he/she was admitted.

"We therefore hereby inform all the members of the Bar that if any advocate, who practices as an advocate even after this notice without passing the All India Bar Examination, the Bar Council will removal proceedings against them without any further notice," he said.

A week after re maining shut, city schools reo pened to reduced optimism among students who were forced to wade through stagnant water and brave rain to reach their schools. Some school campuses and playgrounds were inundated on Tuesday. On Angalam man Koil Streetin Choolai, students wad ed through sewage-mixed rainwater to reach home after school. S Dharshini, a Class VIII student, said she was late for school in the morning due to rainfall."I don't like walking in this water because it stinks.I hate it when vehicles splash water on my uniform. But there is no space to walk on the side of the road," she said, pointing to a broken footpath.

J Salim, a parent of two primary school students, said roads being damaged after rainfall made his commute difficult. "The roads are in poor shape. I took my children on a two-wheeler avoiding the potholes. It was also raining heavily early in the morning," said Salim, who had dropped off his children to the school they attend near Meenambakkam.

R Narmada, whose child goes to at a private school in Adyar, said the institution had suspended physical training classed because its grounds were waterlogged.

"Waterlogging was minimal on streets in Adyar, so I didn't have a problem taking my son to school," she said.

The city and its suburbs are likely to receive moderate showers on Wednesday, the Met office said. Area Cyclone Warning Centre director S Balachandran said, "There are likely to be a few spells of rain or thundershowers on Wednesday." Tiruvannamalai Karthigai Mahadeepam: Mobile app to be launched to help devotees

TIRUVANNAMALAI: The Tiruvannamalai district administration will launch a mobile application ahead of the annual Karthigai Mahadeepam festival at the Arunachaleswarar Temple for the benefit of devotees. The app will have all information about the festival and services.

Collector K S Kandasamy said a devotee had come forward to develop the mobile app to provide information of medical camps, temporary bus stands, police booths, free accommodation facilities and locations of annadhanam organised along the girivalam path during the Karthigai Mahadeepam fest. The festival will take place on December 2.

The app will have emergency numbers and the contact numbers of revenue, police and health officials.

The app will also have information on the festival, pilgrim spots and holy tanks, he said and added that it would be developed within a week.

Special darshan tickets for Barani Deepam and Mahadeepam would be available online this year. The online tickets would be available on the Arunachaleswarar Temple website, he said.

Around 23 lakh devotes participated in the festival last year. The authorities expect the same number or more devotees this year.
