Thiruvalluvar University has written to the Tamil Nadu government confirming the allegations of fake certificate against DUSU president Ankiv Baisoya.

K Murugan, vice-chancellor of Thiruvalluvar University, confirmed the same to TOI on Thursday, saying the letter was sent on Wednesday after the TN government had asked for a response on the matter.

Following the election of ABVP’s Baisoya in September, the Congress-backed NSUI alleged around three weeks ago that the certificates submitted during his admission to the Buddhist studies department were fake. However, DU is yet to make any official statement on the matter.

In the letter to the principal secretary of the TN higher education department, the registrar said an official verification of records had found the certificate to be fake. “I hereby submit that Mr Ankiv Baisoya has not enrolled either in our university or in any of our constituent or affiliated colleges and is not our student at all,” he stated in the letter. “The certificate he has produced is fake and not from our university. The controller of examination has issued a letter stating that the certificate is not genuine after verification of records of the controller of examination office.”

Following the development, NSUI Delhi president Akshay Lakra said, “The letter clearly states that the document submitted by Baisoya was fake. The head of the department, K T S Sarao, is trying to save Baisoya as he is ABVP’s candidate. Even after 15 days of submitting our complaint to DU, they have failed to take any action against him. NSUI is left with no other option but to move court.”

Raising doubts over legality of the letter, ABVP claimed, “There are no stamps on the letter, so we are not sure if the letter is even real.” Its media convener, Monica Chaudhary, said they were waiting for DU to complete its investigation and give its assessment of the case.

Rain lashes most regions across state

Widespread rainfall was recorded in most regions in Tamil Nadu on Thursday. According to the meteorological department, Pullambadi in Trichy district recorded the highest rainfall of 110mm rain in the state in the 24 hours ending at 8.30am on Thursday.

Normal life was thrown out of gear due to incessant rain in Salem district on Thursday. All schools remained closed on Thursday. Met department said the district received 23mm rain since Wednesday night until Thursday morning. Neighbouring districts such as Dharmapuri, Krishnagiri, Namakkal and Erode also received heavy rain.

Madurai saw continuous showers through the day on Thursday. The district recorded a total rainfall of 231mm during the same period. The southern districts also received good showers as rain lashed the suburbs in Tirunelveli, accompanied by heavy winds. Tourists were prevented from bathing in the Courtallum waterfall. Kanyakumari also witnessed rains throughout the day.

The delta region including Thanjavur, Trichy, Nagapattinam and Tiruvarur experienced intermittent and widespread rainfall, bringing cheer to farmers. Vedaranyam and Sirkali in Nagapattinam district received 90mm rain each.

Heavy rain likely in Pondy & TN on Oct 7, red alert issued

The India Meteorological Department on Thursday issued a red alert for Tamil Nadu, Kerala and Puducherry on October 7 saying, “heavy to very heavy rain with extremely heavy falls likely to occur at isolated places” due to a cyclonic storm in the Arabian Sea.

As per the naming convention of systems in Indian Ocean, the next cyclone will be named Luban by Oman. Incidentally, as per the IMD forecast, a depression is likely to be formed in the Arabian Sea on October 5 and is expected to strengthen into a cyclone and move towards Oman coast.

“Heavy to very heavy rain is likely in Tamil Nadu and Puducherry,” said deputy director general of meteorology S Balachandran. Chennai will experience rainfall with a break now and then. At times heavy rain is also possible in some areas, said Balachandran.

“A low pressure is likely to be formed in the Southeast Arabian sea on Friday and this could intensify into a cyclonic storm. Rain is likely in Tamil Nadu and Puducherry in the next three days, with the possibility of heavy rainfall in one or two places,” he told reporters. “Fishermen are advised not to venture into the sea from October 5-8 over the south Kerala coast, Lakshadweep area, Comorin area, South-East Arabian sea and Central Arabian sea. Those who are in deep sea are advised to return to the coast by October 5,” he said.

An upper air circulation over south-west Bay of Bengal adjoining Tamil Nadu and Sri Lanka brought heavy rain to many parts of the state and Puducherry in the last 24 hours ending 8am Thursday. Rain will continue for the next three days. In Tamil Nadu, Kattummannarkoil in Cuddalore district and Kullambady in Trichy district recorded the highest rainfall of 11cm each as of 8am on Thursday.

The state government directed collectors to stay prepared and position rescue teams on the eve of October 7, or ahead if the situation demanded. “The state disaster response force and the trained policemen in coastal and non-coastal districts have been alerted. Inter-departmental teams have been formed across the state,” revenue administration and disaster management and mitigation commissioner K Satyagopal told TOI.

Admissions Can Begin From This Yr

In addition to University of Madras and Anna University, Tamil Nadu Open University, Tamil University and SRM Institute of Science and Technology (deemed to be university) have also obtained permission from the the University Grants Commission (UGC) to run distance education programmes.

Following the October 3 decision, students from across the state can register themselves for courses at these universities right from the current academic year.

The UGC had taken a stern view of institutes offering distance education programmes and had granted approval only to three UoM courses, one Anna University course and 38 TNOU courses in its August 2 decision. SRM and Tamil University were not permitted to run a single course. The statutory body cited various shortcomings including inadequate staff and availability of course in the regular mode as reasons for denying permission to the institutions.

After making the required rectifications, the universities appealed to the UGC following which UoM has been allowed to offer 35 courses, Anna University 3, TNOU 82, Tamil University 15 and SRM 5, the UGC order said.

“TNOU has the maximum number of recognised distance education courses in the country,” said vice-chancellor M Bhaskaran. The university, which has begun admission for its distance education programmes, now offers courses such as MBA, MCA, Bachelor of special education and BA (drama and theatre).

UoM will now offer MBA and MCA programmes, BCom and BSc Maths. The list of programmes on offer is available on the university’s website. The last date forsubmission of filled in applications is October 20.

“We will be offering these programmes in the Choice-Based Credit System mode. We have also incorporated the affiliated college syllabus for IDE to enable smoother shifting. We offer video lectures,” said UoM vice-chancellor P Duraisamy. The university had transferred 12 professors from the regular to distance mode to adhere to UGC regulations. The newly-approved 35 programmes alone corner 93% of IDE’s 30,000 yearly enrolment.

SRM has been given permission to offer B.Com, BA (English), BA (Journalism and mass communication), BBA and MA (English). Tamil University will now offer MBA, Master in Library and information science, MA (Bharatnatyam) and MSc Botany.

I-T to close gutka case, confiscate valuables seized

The income tax department is likely to conclude the gutka case ex-parte as the accused in the case have not responded to the summons issued to them after seizure of cash and documents — including a diary maintained by gutka baron A V Madhava Rao — from their premises during searches in 2016.

The I-T department is set to confiscate cash and other properties seized during the searches and it would be adjusted against the tax and penalty due from the parties concerned, said an official. It was the I-T department which brought out the gutka scam. The CBI is now probing the involvement of health minister C Vijayabaskar, DGP T K Rajendran and former Chennai police commissioner S George in the scam.

“During our searches on the offices and residences of Rao and his associates, we found that they had evaded tax to the tune of ₹250 crore,” said a senior official of the I-T investigation wing.

The diary, which was seized during the searches, exposed the links of many influential VIPs with the gutka dealer, showing in detail how much money was paid to various officials to keep the business going.

“Once the searches were completed, we wrote a letter to then chief secretary as well as then DGP to inform them about our findings. We never asked the government to take action against the people whose names were found in the diary. We also summoned Rao and other people involved in the gutka business. But they kept dodging. Some did not appear. Those who appeared for inquiry, did not respond to our queries,” said the official.

Even as the CBI probe is on, I-T is heading towards closure of its case. “In I-T, we are bothered about the tax evasion and unaccounted income. CBI is probing the corruption angle. As per the I-T Act, we have to complete the case by December 31 this year,” said the official.

The I-T department will raise demand for tax and penalty. “If the assessee needs to pay more tax after confiscation of the seized properties, we will raise further tax demand against Rao,” said the official.

New Updates Introduced To CMRL App

Commuters will no longer have to wait in metro rail stations and feel disappointed by delay in metro trains. To make it easier for passengers, CMRL has introduced new updates to their mobile app which would provide real time information on train arrivals in all the stations across the city. The app will also let passengers recharge their smart cards and send complaints to the concerned metro rail official instantly.

“Earlier, the app only had the daily train timetable. Now, the app will be updated with real-time train timings, including delays, which will help commuters plan trips accordingly,” a metro rail official said.

The mobile app was launched in May 2017, and it is periodically updated. The latest update will let commuters recharge their smart cards through the app instead of waiting in long queues at ticket counters.

With the latest update, commuters can simply key in their smartcard number and recharge upto₹1000 online. . They may, however, have to swipe the cards at the ticket vending machine to update the balance in the card, before boarding trains. Futher, the app has been updated with a travel planner, which will guide the commuter through station corridors to reach their destination.

“The app will give information on various feeder services that were introduced in the stations, including bus, cab and share auto services, along with details on the localities where they are operated,” an official said.

இந்தநிலையில் திருவிதாங்கூர் தேவஸ்தான தலைவர் பத்மகுமார் தலைமையில் அவசர ஆலோசனை கூட்டம் நந்தன்கோட்டில் நேற்று நடந்தது.

கூட்டத்தில் எடுக்கப்பட்ட தீர்மானங்கள் குறித்து தேவஸ்தான தலைவர் பத்மகுமார் நிருபர்களுக்கு பேட்டி அளித்தார். அப்போது அவர் கூறியதாவது;-

ஆரம்பத்தில் சுப்ரீம் கோர்ட்டு தீர்ப்புக்கு எதிராக வழக்கறிஞர்களுடன் ஆலோசனை மேற்கொண்டு மறு சீராய்வு மனு தாக்கல் செய்ய முடிவு எடுக்கப்பட்டது. ஆனால் அரசு தரப்பில் மறு சீராய்வு மனு தாக்கல் செய்ய விருப்பம் இல்லாத நிலையில் சுப்ரீம் கோர்ட்டு உத்தரவை அப்படியே அமல்படுத்த திருவிதாங்கூர் தேவஸ்தானம் முடிவு செய்து உள்ளது.

சுப்ரீம் கோர்ட்டின் தீர்ப்பை மதித்து சபரிமலையில் மண்டல, மகர விளக்கு சீசன் முதல் பெண்களை அனுமதிக்க நடவடிக்கை எடுக்கப்படும்.

தரிசனத்திற்கு வரும் பக்தர்களின் வசதிக்காக நிலக்கல் மற்றும் பம்பையில் கூடுதலாக 600 கழிப்பறைகளும், ஓய்வறைகளும் கட்டப்படும். மழை வெள்ளப்பெருக்கின் போது பம்பையை கடந்து சன்னிதானம் செல்ல முடியாத நிலை ஏற்பட்டது. அதனை கருத்தில் கொண்டு பம்பை மலை உச்சி முதல் கணபதி கோவில் வரை ரூ.25 கோடி செலவில் மேம்பாலம் அமைக்கப்படும்.

கேரளாவில் தற்போது மழை வெள்ள சேத பணிகள் நடந்து வருவதாலும், பெண்களுக்கு போதிய வசதிகள் செய்து கொடுக்க வேண்டியது இருப்பதாலும் இம்மாதம் 17-ந்தேதி நடைபெறும் ஐப்பசி மாத பூஜைக்கு பெண்களை அனுமதிக்க வாய்ப்பு இல்லை.

சுப்ரீம் கோர்ட்டு தீர்ப்பை ஏற்று சபரிமலைக்கு வரும் பெண்களை நாங்கள் தடுக்கவும் மாட்டோம்.

பெண்களுக்கான அனைத்து அடிப்படை வசதிகளையும் செய்து முடித்த பிறகு வருகிற மண்டல, மகர விளக்கு சீசன் முதல் சபரிமலை தரிசனத்திற்கு பெண்கள் அனுமதிக்கப்படுவர்.

அதாவது அடுத்த மாதம் (நவம்பர்) 16-ந்தேதி மண்டல பூஜைக்காக நடை திறக்கப்படுகிறது. அன்று முதல் சபரிமலைக்கு பெண்கள் வந்து அய்யப்பனை தரிசிக்கலாம்.

மேலும் சபரிமலைக்கு வரும் பெண்களின் வசதிக்காக ரூ.125 கோடியில் 10 ஆயிரம் ஓய்வு மையங்கள் கட்டப்படும். பம்பை, சன்னிதானம், நிலக்கல் உள்ளிட்ட இடங்களில் கட்டப்படும். இதற்கான பணிகள் மண்டல, மகர விளக்கு சீசன் நிறைவு பெற்றதும் தொடங்கப்படும்.

சுப்ரீம் கோர்ட்டின் தீர்ப்பின் அடிப்படையில் பெண்களுக்கு தேவையான அனைத்து வசதிகளையும் செய்து கொடுக்க வேண்டிய கடமை அரசுக்கு உள்ளது. அதனை திறம்பட அரசு நிறைவேற்றும். சபரிமலை தரிசனத்திற்கு செல்ல ஏராளமான பெண்களுக்கு விருப்பம் உள்ளது. சன்னியாசி சமூகத்தில் உள்ள பெண்கள் சுப்ரீம் கோர்ட்டின் தீர்ப்பை வரவேற்றுள்ளனர்.

சபரிமலைக்கு வரும் பெண் பக்தர்களின் பாதுகாப்பு மற்றும் அவர்களுக்கு தேவையான அடிப்படை வசதிகள் குறித்து அரசு சிறப்பான திட்டங்களை வகுத்து திறம்பட அதனை செயல்படுத்தும்.

இதற்கிடையே சபரிமலைக்கு அனைத்து பெண்களையும் அனுமதிக்கும் முடிவுக்கு எதிராக கேரளாவில் ஆங்காங்கே போராட்டங்கள் நடைபெற்று வருகிறது. பந்தளத்தில் நடைபெற்ற சரணகோஷ பேரணியில் ஏராளமான பெண்கள் பங்கேற்றனர்.

CHENNAI/MADURAI: The audio launch of AR Murugadoss and Vijay’s Sarkar was launched amid much fanfare on Tuesday in Chennai. During the event, as anticipated, it was actor Vijay’s fiery speech that got the maximum cheers from the audience and has since gone viral.

“Usually, a party is formed, then they win the elections and finally, form sarkar (government). But we have first made Sarkar and will now contest in the elections,” said the actor, who paused for a beat and then asked the audience to vote for the film if they liked it. Though said in jest, this statement sent the audience into raptures and opened a Pandora’s box of questions about his political entry.

Refuting rumours that he plays a chief minister in the film, the actor, however, said that if given an opportunity to head the state, he would try to eliminate corruption first.

Taking a dig at actor Vijay for his alleged statement against the government, Revenue minister R B Udayakumar, on Wednesday, said the actors should do their job of acting in movies as there were several experienced people like him to take care of the country.

Responding to the actor’s statement, Udayakumar said that Vijay had been saying for long that he would take the political plunge. The minister said that though the actor’s father was there to safeguard him, he (Vijay) was not entering politics as he was afraid. “If Vijay jumps into politics now, it is up to him to escape without any injuries,” said Udayakumar.

CHENNAI: Your travel and identity details may no longer remain just with Indian Railway Catering and Tourism Corporation (IRCTC), the rail ticket booking portal. The Railway Board has told IRCTC to grant access to its data to other railway establishments, including RITES, a public limited company which has private and foreign companies as its clients.

An order issued by the board on September 28, accessed by Express, said access to the data is necessary for the development of various IT applications and mobile apps “to enhance passenger experience”. Since the apps are being developed by various wings of the railways, the order said access to data must be granted to “other Railway Establishments like RITES and Zonal Railways”.

IRCTC has one of the largest passenger databases in the world with three crore registered users. It contains passenger information such as mobile number, Aadhaar number and frequently travelled routes. Besides, identity proofs of crores of passengers are also stored on the portal. The order did not explain which of these details could be accessed by other entities or restrictions placed on use of the data. A source privy to the development said it is yet to be made clear how and how much of the data IRCTC will share. IRCTC’s privacy policy says it will not share individually identifiable information without first receiving passenger permission.

Former professor of Anna University found dead at home

A 59-year-old former professor of Anna University was found dead at her house in Thiruvanmiyur on Wednesday morning.

CHENNAI: A 59-year-old former professor of Anna University was found dead at her house in Thiruvanmiyur on Wednesday morning. Police identified her as Meera Asha Menon (59), a native of Kerala, who quit her job in Anna University four years ago.

“The victim was divorced and living alone. She had mental depression and none of her relatives visited her and the house remained locked always, the neighbours told us,” said the police officer. On Wednesday morning, some of the neighbours sensed a foul smell and alerted the police control room.

The Thiruvanmiyur police reached the spot and found her dead on the bed and also in a decomposed condition. The police have registered a case and sent the body for postmortem to Royapettah hospital.“She is suspected to have died two days ago, as it was decomposed.

“There is no suspicion in her death as it was due to natural causes,” said an investigating officer. Police said she could have suffered a heart attack and died. Further investigations are on.

UGC tells KSOU to continue with admissions till Oct. 20

Oct. 1 was the last date for admissions to 17 in-house programmes

Karnataka State Open University (KSOU), Mysuru, has extended the last date for admission to 17 courses to October 20 with the University Grants Commission asking the varsity to continue with the admissions. October 1 was the last date. However, KSOU Vice-Chancellor Shivalingaiah had urged the UGC to extend the date in the interest of students.

The UGC, after a meeting on September 27, took a decision to extend the date of admissions in all higher educational institutions (HEIs), including KSOU, for the year 2018-19. The UGC has asked the universities to complete admissions by that date and not make any admissions thereafter.

Prof. Shivalingaiah said over 8,000 people have taken admissions so far and thanked the UGC for its gesture.

However, the UGC’s decision on KSOU’s plea for granting recognition to 15 more courses was awaited.

The UGC has told the HEIs that they can submit an appeal in case their representation for granting recognition to the courses was not considered within 30 days from the date of its letter.

The KSOU recently made another attempt to persuade the UGC to accord permission for 15 courses that did not get its nod in the previous attempt. Out of 32 courses for which recognition was sought, the UGC granted its nod for only 17 courses. It turned down permission for B.Ed., MBA and LL.M. as it was said that these courses required consent from the National Council for Teacher Education (NCTE), the AICTE and the Bar Council of India (BCI) respectively.

Some private universities in the State are in the dock as the University Grants Commission (UGC), on receiving complaints from students regarding inadequate infrastructure, constituted a fact-finding committee to conduct an inquiry.

The UGC had received complaints stating that teaching standards were not up to the mark, student intake was disproportionally more than laboratories and qualified faculty members at the institutes.

Quality check

The committee has been asked to examine the infrastructural facilities of private universities, and see whether they have adequate research, examination, and extension services, and good service conditions of the faculty. They will also conduct inquiries into the procedure followed for admissions, teaching and conducting examinations.

The UGC has also directed the committee to see if the authorities, including the Vice-Chancellor, Registrar and Finance Officer of the varsities, are qualified in accordance with UGC norms.

Several students from these universities have also complained about the fee refund policy. This will also be examined by the committee.

Move welcomed

The move has been welcomed not just by students but also by faculty members of these universities. A faculty member who works in one of the private universities said the UGC has received complaints that though the number of private educational institutions was on the rise in the State, there is the absence of a regulator. “There is blatant violation of several UGC norms and regulations a result of which students suffer. Although they approach the State Higher Education Department to get their grievances addressed, the department officials say they have very little control over private universities,” he said.

A student who is pursuing an engineering degree from another private university in the city also expressed discontent with the way it was being run. “Every few months, our faculty members quit and the entire academic calender gets disrupted. Moreover, there are more than a hundred students in my class and it is difficult to study in such a large class.”

Sastra seeks time to vacate buildings

‘Relocating hostel students difficult’

The Sastra Deemed University on Wednesday is learnt to have sought more time from the Revenue authorities to vacate the buildings that had been constructed on encroached land.

As a follow-up to an eviction notice served last week to vacate the buildings by October 3, the Thanjavur Tahsildar visited the institution along with a posse of police personnel on Wednesday to take possession of the buildings constructed on land belonging to the Prison Department. The institution is understood to have cited difficulties in relocating hostel students in some of these buildings at short notice.

Following a direction of the Madras High Court, the Thanjavur Collector had passed orders on September 22 instructing the Revenue Divisional Officer and the Tahsildhar to remove the encroachments immediately.

In its order, the Madras High Court directed the Deputy-Inspector General of Prisons, Tiruchi, to raise a fence and protect the land by providing round-the-clock security.

RTI reply shows Singaravelu Commission spent Rs. 1.98 crore on salaries of eight staff

The Justice S. R. Singaravelu Commission that was constituted in 2013 to probe the death of Dalit youth Illavarasan in Dharmapuri had incurred an expenditure of Rs. 2.17 crore towards salaries and other expenses, according to a response obtained under the Right To Information (RTI) Act.

In August 2018, the Justice Singaravelu Commission submitted its findings to the State government.

The Commission had conducted several sittings, from November 2013, received petitions and counter petitions from different sections of the community. Many activists, police and lawyers too submitted their reports based on fact-finding teams.

A Kathir, executive director of the Madurai-based civil rights organisation ‘Evidence’, contended that when Illavarasan’s family continued to live in poverty and looked for assistance from the government, it was a mockery of sorts that the Commission had incurred an expenditure of Rs. 2.17 crore.

He said since 1991, the State government had appointed as many as 45 Commissions, but nothing tangible had come out in favour of the victims. As the governments formed judicial commissions, the issue could not be taken to the courts, he noted.

The RTI reply showed that about eight staff, who assisted the Commission, including a secretary, two office assistants and two drivers had incurred Rs. 1.98 crore by way of salaries and other expenses accounted for Rs. 17 lakh.

The High Court had pointed out the wasteful expenditure, the role and functioning of such judicial Commissions over a recent case related to the construction of Secretariat complex in Chennai, Mr. Kathir said.

HC allows girl to be promoted

The Madurai Bench of the Madras High Court allowed a petition filed by the father of a girl who sought a direction for promotion of his daughter to Class 10. Justice V. Parthiban ordered the promotion.

The petitioner, D. Alagusubramania Raja of Sivaganga, claimed that his daughter, a student of Kendriya Vidyalaya, was asked to re-write the Class IX Mathematics paper after she failed in it. The school also asked her to re-write the Science paper as she had secured low marks.

The student is said to have cleared both the papers in the re-examination. Though the girl had cleared her Mathematics examination, the school authorities denied promotion.

The school said if the overall marks were taken for Mathematics she would be clearing the examination, but she had failed to get the minimum if the internal assessment and written examination marks were considered separately.

A team of officials from Tamil Nadu Food Safety Department sealed the central kitchen of a chain of restaurants, Aasife Biriyani, in Guindy on Wednesday, citing sub-standard food and unhygienic environment.

According to officials of the Food Safety Department, the central kitchen was sealed as there was no response to repeated notices issued to improve and adhere to the quality standards under the Food Safety and Standards Act, 2006.

It is from here that main dishes are prepared and transported to different outlets across the city. The building was sealed after an emergency prohibition order was obtained.

35 distance education courses get the nod; pressure on funds may ease

The University of Madras has received the University Grants Commission’s (UGC) recognition to offer 35 distance education programmes from this academic year. Earlier this year, the UGC had granted permission only for two courses.

The recognition comes as a boost to the cash-starved institution, which has been heavily dependent on the revenue the Institute of Distance Education (IDE) generated.

As much as 95% of the total enrolment in the IDE was in 12 subjects: management studies, commerce, computer science, English, Tamil, criminology, politics and public administration, mathematics, history, economics, psychology and yoga.

Cracking down on ill-equipped distance education courses, the UGC had earlier ordered closure of study centres of universities outside the State and refused to grant approval for IDE courses which were being offered without adequate faculty members. Following this, in August, the university Syndicate approved the transfer of faculty from the regular departments to the IDE as a temporary measure until fresh recruitment was undertaken in the IDE.

Vice Chancellor P. Duraisamy said the UGC had now granted recognition for all the 35 undergraduate and postgraduate programmes for which it had applied. “It covers 93% of our student enrolment in the IDE,” he said.

“We have given an undertaking to the UGC on following the regulations of the AICTE and NCTE following which the UGC granted approval for six of our MBA and MCA programmes,” he said.

Mr. Duraisamy had earlier introduced some far-reaching reforms such as bringing the IDE programmes under the Choice Based Credit System and permitting students to take up to 20 credits under the Massive Open Online Courses (MOOCs). Students have also been given the option of moving from regular course to the IDE.

RGUHS bans writing of religious names or symbols on answer sheets

It is a truth universally acknowledged that students desperate to do well in an exam will turn not only to their notes for last-minute revision but also to God. Evaluators have often noticed religious words such as ‘Om’ and other mantras written neatly on the answer sheet. Varsity officials believe that this is not just a matter of simple faith. M.K. Ramesh, Registrar (Evaluation) of RGUHS, said the university has come across cases where certain words like ‘Om’ or names of gods were written in pre-assigned spots to help the evaluator identify the student whose answer script he or she is evaluating. “We see that students write ‘Om Namah Shivaya’ on the top of the third or fourth page. All this is to give a signal to the evaluator. Writing such things in the examinations will henceforth constitute malpractice,” Mr. Ramesh said.

The principal of a medical college in Bengaluru, however, said this was a drastic step taken and that it could interfere with a student’s faith. “The university should instead say that students can write a god’s name at one particular place in the answer paper,” he said.

New malpractice rules

Besides the ban on religious words, the university has added seven other rules on what could constitute a malpractice. Students are now prohibited from writing the register number, their name, the letters ‘P.T.O.’ at the end of the pages, other irrelevant messages, any word, number, or sentence that is extraneous to the answers, answers that are out of context to the question asked, and tampering with the booklets. “Do not write any sign/symbol, letter, word which are likely to be construed as revealing the identify of the answer script,” states a circular issued by the varsity to all colleges on Monday.

Mr. Ramesh said that answer sheets of students violating these rules will be sent to the malpractice committee, which will decide on whether the student has to pay a fine or be disqualified. RGUHS also has another committee, the Professional Misconduct Committee, which will oversee the functioning of evaluators.

Students have welcomed the move as they feel that their peers have come up with novel ways of cheating.

Students’ Victory: Delhi HC Rules Favourable Decision on UGC Gazette

The High Court order on Monday came on the plea filed by the Students’ Federation of India (SFI) and three others challenging the constitutional validity of the Gazette.

The Delhi High Court on Monday in the case against the University Grants Commission (UGC) Gazette 2016, made major intervention by ruling against the criteria of 100% weightage to viva voice for admission to MPhil and PhD. It has been held arbitrary and against Article 14 of the Indian Constitution. However, it upheld the guideline barring the number of students a professor can guide to three MPhil and eight PhD scholars, but said that the number of MPhil and PhD seats cannot be reduced.

The plea against the guideline was filed by the Students’ Federation of India (SFI) and three other students, who had challenged the constitutional validity of the UGC (Minimum Standards and Procedure for Award of MPhil and PhD degree) Regulations, 2016, effective from July 5, 2016.

UGC Regulations ‘irrational’

Following the HC ruling, the SFI issued a statement saying that the HC has also upheld the reservation policy for admissions as constitutionally mandated. “This is the first but major step to fight the draconian anti-constitutional UGC Gazette. The struggles for the fight for social justice must continue to ensure that the reservation policy is implemented in toto,” the SFI statement said.

The students and the SFI had contended that the regulations resulted in a massive cut in seats for MPhil and PhD course beginning in the academic year 2017-18 in Jawaharlal Nehru University (JNU) and other universities.

The petition filed by the SFI and the other students said that, in JNU, compared to 970 seats in the 2016-17 academic year for these two degrees, last year the number of seats had dropped to 102. The seats had reduced due to the cap on the number of students per research supervisor for MPhil and PhD courses.

Terming the UGC 2016 regulations as “irrational”, the petitioners had also alleged that it was contrary to the Fundamental Rights and the Directive Principles of State Policy.

Students across Universities Welcome this Decision

Suresh, a PhD scholar from JNU, told NewsClick that even though the court has given judgement on only three points, it can be seen as a huge victory for them. “In the 2016 Gazette notification, these three were the main problems. Earlier, for M.Phil or PhD, 30 per cent weightage was given to the viva exam and 70 per cent weightage was assigned for the written exam. What necessarily followed the decision to give 100 per cent weightage to viva was that it reduced the written examination to merely a qualifying exam, which was a major problem and the court has given judgement towards this in our favour,” he said.

The other important problem was that to maintain a supervisor-student ratio which was three MPhil and eight PhD students per professor, JNU decreased the number of seats for applicants. Manish, another research scholar from JNU terming the Court’s decision to be in their favour, said, “The Court has ruled that you can not decrease the seats even though they have upheld the UGC’s guidelines which directly means that the University will have to recruit more professors and it will not adversely affect the students.”

He further said, “The minimum marks required by the aspirants from any category was capped at 50 per cent. With the judgement in our favour, reservation will not be affected now and the university will have to venture into a course of progressive discrimination.”

Akhil Sibbal and Gaurav Bharadwaj, who were the lawyers for this case had also argued the case along these three main points even though the case was presented for the scrapping of the entire Gazette.

Students have also maintained that this judgement can be viewed as an exposé on the attack on higher education by the Government of India. “The way the Government of India has tried to tamper with the constitutional mandates regarding reservation or the way it dealt with the supervisor-student ratio, shows the negative attitude of the authorities whereas a more student and education friendly way or a more positive way would have been faculty appointments rather than seat-cuts”, said Sumit Kataria, a student from the University of Delhi.

More Struggles Ahead

The Students’ Federation of India (SFI) President, Vikas Badauria, has further said that the students’ organisation will continue to struggle against the 30 per cent weightage to viva, too. “In a Supreme Court judgement, the Court had upheld that keeping in mind a prospective job, viva should not be given a weightage of more than 15 per cent, therefore, our demands will now be towards 15 and 85 per cent weightage to viva and written examination, respectively.”

Kamal Haasan’s MNM Seems To Have Got A Leg Up Over Rajini’s RMM As It Makes Its Presence Felt In Rural TN

For years, Kamal Haasan’s movies largely catered to the urban educated audience, with subjects such as Caesium explosive devices, which sounded alien to rural masses. Though movies like ‘Virumandi’ were based in a rural milieu, it was more of a creative pursuit than intended to cater to the fan base there. But in politics, Kamal seems to have understood that the path to power is through villages.

Clad in a crisp dhoti, a beaming Kamal Haasan was seen seated on the floor at a gram sabha meet in a nondescript village on October 2. Since the launch of Makkal Needhi Maiam (MNM), the actor-politician has been passionately advocating about gram sabhas. Perhaps the Ulaga Nayagan feels gram sabhas are the best way to reach out to people in villages and initiate a change in the political culture of the state (read strengthening his party).

On May 1, his party members took part in about 2,500 gram sabhas across the state. On Independence Day, the numbers increased to 3,500 and on October 2, MNM workers made their presence felt in close to 5,000 gram sabhas. “In areas where MNM members are not residents, we participate as observers,” said a MNM district functionary.

Listening to grievances and picking up on issues, MNM is slowly gaining a foothold in rural Tamil Nadu, but publicity is not the intention behind their participation, say MNM workers. “We took up the cause of gram sabhas based on suggestions. Few NGOs also requested us. Rural penetration was not the intention, but strengthening the panchayat raj system is,” says former IAS officer and key MNM member R Rangarajan. Despite the denials, MNM party workers have begun issuing membership enrolment forms in villages. The choice of gram sabhas was because it is the only place where public can question authority — panchayat president — directly, unlike in municipalities where grievances are presented through representatives.

Rajinikanth, through his Rajini Makkal Mandram (RMM), too has joined the gram sabha bandwagon. RMM recently launched a campaign to popuralize gram sabhas and its importance among the villagers in and around Sholinghur in Vellore. RMM members say plans are afoot to expand the campaign to other districts. “We will also distribute saplings during gram sabha meetings to improve the green cover,” said a member of RMM in Vellore.

It might be surprising that the superstar, who has over the years cultivated a fan base in rural and semi-urban areas, is also embarking on such a drive. Though partymen refuse to admit the motive is political, insiders say that RMM workers are finding it difficult to rope in more members for the outfit. Most hardcore Rajinikanth fans are in their 40s and 50s, while what is essential for a robust party apparatus is youth, to do the spade work. “It was a surprise for us that in several villages, many youths were in other parties or indifferent to politics,” said a worker from central Tamil Nadu.

Political observers feel that if it was political mileage that the actors were aspiring for, they might or might not get it, but if the intention is to strengthen gram sabhas, then they are definitely off the mark. To start with the Tamil Nadu Panchyayat Act passed in 1994 was weaker on several counts giving less powers to gram sabhas. Unlike neighbouring states like Kerala and Karnataka, where village panchayats enjoy more financial independence, TN’s gram panchayats are dependent on the state for funding, which defeats the objective of decentralization. “TN’s panchayat raj system is extremely weak,” said political commentator C Lakshaman.

“In TN there was cult leadership, be it MGR or Jayalalithaa or Karunanidhi. Who would question the decision of such leaders,” he asked. There were several instances of panchayat presidents overturning the decision of the gram sabha. Besides, issues like caste complicates matters, resulting in situations where elections are not held and panchayat presidents are murdered, which MNM and RMM has to take into account. “MNM’s action shows their poor understanding of panchayat raj system in TN,” said Lakshmanan.

Rangarajan however underlined that the party is not blind to other issues pertaining to villages and gram sabhas are only a beginning. “There are a lot of reforms required in laws related to rural and urban local bodies,” he said.

DVAC seeks govt’s sanction to initiate action against min

: The Directorate of Vigilance and Anti-Corruption on Wednesday informed the Madras high court that it had applied to the government for sanction to initiate prosecution against local administration minister S P Velumani based on the corruption complaint filed by DMK.

“In view of the amendment made to the Prevention of Corruption Act on July 26, state’s sanction for initiating prosecution against a public servant is mandatory. The complaint has been filed in September and the same has been forwarded to the government for obtaining sanction. On receipt of such sanction, further course of action would be initiated by DVAC,” advocate general Vijay Narayan said.

Opposing the submission, N R Elango, senior counsel for DMK, said that since the government itself was accused in the present case, the sanction for prosecution must be obtained from the governor and not the government.

In response, Narayan said that if the court permitted he was ready to argue on whether the sanctioning authority for the present case is governor or the government.

Recording the submissions, Justice A D Audikesavalu posted the plea to October 26 for further arguments.

On Monday, relying on more than 1,000 pages of documents to prove alleged corruption in government contracts awarded by Velumani, DMK's organising secretary, R S Bharathi, moved the court seeking to constitute a special investigation team to probe the case and alleged that the DVAC is unwilling to impartially and fully investigate his complaint against Velumani, which he filed on September

Mandaveli doctor, who’d take ₹20 as fee, passes away

Dr A Jaganmohan of Mandaveli, popular for taking a fee of ₹20, and at times, treating those unable to pay for free, died on Wednesday. He was 77.

“He saw patients upto 1pm on Tuesday and fell ill in the evening. He was admitted to a nearby hospital and passed away today,” said a person at Chandra Clinic, owned by the doctor, on R K Mutt Road.

In 1999, the doctor used to get only ₹5 for consultation and if it was an injection, then he used to get ₹10 or ₹15 depending on the cost of the injection.

“Till 1990, he used to get ₹2 and it was only in 1999, he increased to ₹5 and the maximum he received was ₹20,” said the person.

“He was a doctor we would visit with just ₹10 in our pocket. If we said we don’t have money, he used to give us tablets and treat us free,” said M Kabali, an autodriver who stays near Mandaveli bus stand.

The doctor was a consultant for several companies and many employees used to come to him for getting medical certificates.

“Even for giving a medical certificate he used to charge ₹10 when the consultation fee was ₹5. He would never give too many tablets,” said M Sridhar, one of Jaganmohan’s patients.

Light to moderate rain can be expected across the state till October 7, Met department officials said. “Chennai too is expected to get light showers on these days,” said an India Meteorological Department official. A low-pressure area, likely to form over southeast Arabian Sea on October 5, could develop into a depression and move north-westwards in the next 48 hours, he added.

A release from Skymet, a private weather forecasting agency, said winds over Tamil Nadu changed direction and were currently blowing from east/southeast direction. The change in wind pattern is expected to intensify rain over the state and the monsoon is expected to strike any time.

“The northern parts of the state including Chennai will receive moderate to heavy rain in the next 24 to 48 hours. This system is likely to give moderate to heavy rain from October 8 to 10. Although there is no specific date for the onset of monsoon, weather conditions will begin to change during the second week,” said the release.

Weather blogger Pradeep John said interior regions of the state might experience intense spells of rain in the coming days. “Squalllike clouds will hit the western districts again. Through the day, interior parts of the state will get rain and from night to early morning it will be the coastal belts that will be hit by rain,” he said.

A train journey high on cost but low on comfort

Ever since the railways introduced dynamic fares, there have been complaints about its lack of dynamism in ensuring better amenities. On Wednesday, this reporter had the bitter experience of travelling in a seat with a missing armrest and damaged food tray stand after shelling out Tatkal fare.

The journey was from Erode to Chennai on the intercity express from Coimbatore, the popular day train connecting the two busiest cities in the state. After buying the Tatkal ticket on A/C chair car for ₹720 instead of the normal₹575, this reporter was allotted seat 12 in C2 coach.

However, an unpleasant surprise lay in store as he realised the food packet would have to be placed on his lap and he wouldn’t be able to rest his right hand through the sixhour journey.

When this double whammy was brought to the notice of the TTE, he said he would try to find a vacant seat if available.

“I have told them several times about these seats,” he mumbled. With most of the seats occupied, this was easier said than done. The TTE did come back about an hour later to say that a seat was vacant in the next coach. However, by then an elderly co-passenger had offered to change seats at breakfast time and this reporter preferred to continue in the seat.

Tweets to the general manager of Southern Railway and railway ministry on the pitiable condition of the coach evoked no response. On calling up 138 to register a formal complaint, the man who picked up the phone gave a patient hearing and noted down the seat number. “I will inform the concerned department,” he said.

Apologising for the inconvenience, Southern Railway PRO Dhananjeyan said, “Coach maintenance of the train is at Salem division. As the train will be reaching Coimbatore now, we have advised DRM Salem for attention.”

Court fines 3 doctors for bad handwriting

Tales of poor handwriting of doctors are not at all uncommon, but now a court in Uttar Pradesh has put that on record.

A Lucknow bench of Allahabad high court has imposed ₹5,000 penalty each on three doctors in separate cases for their illegible handwriting.

In the three criminal cases that came up for hearing last week, the injury report of the victims issued by hospitals from Sitapur, Unnao and Gonda district hospitals were “not readable” because the handwriting of the doctors who had issued them were “very poor.”

The bench considered it an obstruction in the court work and summoned the three doctors — Dr TP Jaiswal of Unnao, Dr PK Goel of Sitapur and Dr Ashish Saxena of Gonda. A bench of Justice Ajai Lamba and Justice Sanjay Harkauli admonished them and asked them to deposit ₹5,000 penalty in the court’s library. The doctors pleaded they erred in writing legible prescriptions as they were overburdened.

“The medico-legal report, if given clearly, can either endorse the incident as given by the eyewitnesses or can disprove the incident to a great extent. This is possible only if a detailed and clear medico-legal report is furnished by the doctors, with complete responsibility,” the bench observed.

It added, “The medical reports, however, are written in such shabby handwriting that they are not readable and decipherable by advocates or judges. It is to be considered that the medico-legal reports and post-mortem reports are prepared to assist the persons involved in dispensation of criminal justice. If such a report is readable by medical practitioners only, it shall not serve the purpose for which it is made.”

Javadekar appeals universities to replace 'British-inspired' convocation attire with Indian dresses

Asserting that Gandhi advocated use of Khadi, Javadekar suggested that universities ask their students to come up with design options for traditional convocation attire.

NEW DELHI: Union HRD Minister Prakash Javadekar on Tuesday appealed universities across the country to replace their "British-inspired" convocation attire with traditional Indian clothes as a tribute to Mahatma Gandhi. Asserting that Gandhi advocated use of Khadi, Javadekar suggested that universities ask their students to come up with design options for traditional convocation attire.

"I would like to urge all universities across the country that rather than going for British-inspired clothes for their convocation they should go for traditional Indian clothes. Universities can ask their students to come up with design options or can also refer to some designs posted on HRD Ministry's website," Javadekar said in a video message to universities.

"Gandhi also advocated use of Khadi. Due to various initiatives, Khadi sale has gone up by four times hence paving way for creation of more jobs. This will be an apt tribute to him on his 150th birth anniversary," he added.

In July 2015, the University Grants Commission (UGC) had asked universities to consider using handloom fabric for ceremonial dresses being prescribed for special occasions like convocations. Following that, many institutions of higher education, including IITs of Kanpur and Bombay introduced traditional attire for convocation ceremonies.

Even before that, at the first IIT-BHU convocation in July 2013, men students wore white dhoti-kurta or pyjama-kurta and women students wore white sari or salwar-kurta, doing away with the colonial black gown and hat.

மனத்தை ஒருமுகப்படுத்திப் படிக்க உட்காரும்போதெல்லாம் கவனச்சிதறல் ஏற்படுதல் என்பது பதின்பருவத்தினருக்கே உரிய சிக்கல்களில் ஒன்று. அலைபாயும் எண்ணங்களும் பகல் கனவு காணும் மனநிலையும் இந்தப் பருவத்தினரை அலைக்கழிக்கும். இதற்கான காரணங்களில் ஒன்று மூளையில் ஏற்படும் வளர்ச்சி. இரண்டாவது, சிந்திக்கும் திறனுக்கு மனித மூளையைத் தயார்படுத்த முதல்கட்டமான தெளிவற்ற புத்திக்கூர்மை இந்தக் காலகட்டத்தில்தான் உருவாகும்.

பதற்றமூட்டக்கூடிய வீடியோ விளையாட்டுகளைத் தவிர்த்து ஆரோக்கியமான விளையாட்டுகளில் ஈடுபடுதல் நன்மை பயக்கும். அதேபோல பகல் கனவு காண்பதைத் தவிர்க்கப் படைப்பாற்றலை ஊக்குவிக்கும் செயல்களில் ஈடுபடலாம். ஹார்மோன்களின் கொந்தளிப்பைச் சமன்படுத்தப் படிப்பு நேரம் போக மீதி நேரத்தில் உடற்பயிற்சி செய்தல், சரிவிகித உணவு சாப்பிடுதல், ஆக்கப்பூர்வமான பொழுதுபோக்கில் ஈடுபடுதல் கைகொடுக்கும்.

1. எந்நேரமும் படித்துக்கொண்டிருக்காமல் படிப்புக்கான நேரத்தைத் தீர்மானியுங்கள். சிலருக்கு விடியற்காலை படித்தல் கைகொடுக்கும். சிலருக்கோ இரவு படிப்பதுதான் சவுகரியமாக இருக்கும். இதில் எது உங்களுக்கு உகந்தது என்பதைக் கண்டுபிடியுங்கள்.

2. தினந்தோறும் ஒரு குறிப்பிட்ட இடத்தில் உட்கார்ந்து படிப்பதை வழக்கப்படுத்திக்கொள்ளுங்கள். அடிக்கடி இடம் மாறத் தோன்றினாலும் மாற்ற வேண்டாம்.

3. சாப்பிடும் இடத்திலோ, டி.வி. இருக்கும் இடத்திலோ நீங்கள் தூங்கும் இடத்திலோ படிக்க வேண்டாம்.

4. சுவரைப் பார்த்து உட்கார்ந்து படித்தல் நல்லது. அதற்குப் பதிலாக ஜன்னலையோ, கதவையோ பெரிய அறையையோ பார்த்து உட்கார்ந்தால் கவனச்சிதறல் ஏற்பட வேறேதும் தேவை இல்லை.

5. படிக்க உட்காருவதற்கு முன்கூட்டியே தேவையானதைத் திட்டமிடுங்கள். தேவையான தாள், பேனா அல்லது கழிப்பறைக்குச் செல்லுதல், தண்ணீர் குடித்தல் போன்ற அத்தனை வேலைகளையும் செய்து முடித்துவிட்டுப் படிக்க உட்காருங்கள்.

6. இன்றைய அதிநவீனச் சாதனங்களின் தொல்லையால் பதின்பருவத்தினரின் மனம் ஒருமுகப்படக்கூடிய கால அவகாசம் 12 நிமிடங்கள் மட்டுமே. ஆக, ஒரு தலைப்பை 12 நிமிடங்களுக்கு ஆழ்ந்து வாசித்தால் நீங்களே தானாக 2 நிமிடங்கள் இடைவேளை எடுத்துக்கொள்ளுங்கள். அதற்குள் கழிப்பறை செல்லுதல், தண்ணீர் குடித்தல் அல்லது ‘Brain Gym’ போன்ற எளிய மூளைப் பயிற்சிகளைச் செய்து முடித்துவிடுங்கள்.

7. ஒரு நேரத்தில் ஒரு வேலை மட்டுமே செய்யுங்கள். இசையைக் கேட்டபடியே படிப்பது மனம் லயித்துக் கற்க உதவும் என்பதுபோன்ற மூடநம்பிக்கைகள் இன்று பரப்பப்பட்டு வருகின்றன. இவற்றை நம்ப வேண்டாம். படித்து முடித்துவிட்டு உங்களை ஊக்கப்படுத்திக்கொள்ள இசை கேட்கலாமே தவிர, இடையில் இசை கேட்டல் அல்லது எந்தவொரு பொழுதுபோக்கும் படிக்க உதவாது.

தேர்வுக்குத் தயாரா? - பிளஸ் 2 தமிழில் இருந்து தொடங்குவோம்!

பிளஸ் 2 பொதுத் தேர்வு எழுதவிருக்கும் மாணவர்களுக்குப் பல புதிய மாற்றங்களுடன் நடப்புக் கல்வியாண்டு செல்கிறது. இதனால் ஆண்டுதோறும் அரசு பொதுத் தேர்வெழுதும் பள்ளி மாணவர்களுக்கு வழிகாட்டும் 'தேர்வுக்குத் தயாரா’ பகுதி, இந்தாண்டு வழக்கத்தைவிட முன்கூட்டியே தொடங்குகிறது. இதில் தேர்வுக்குத் தயார்படுத்தும் கடைசி நேர அவசியக் குறிப்புகள் மட்டுமின்றி புதிய மாற்றங்களுக்கு ஏற்ப பல்வேறு வழிகாட்டுதல்களையும் அறியலாம்.

மாணவர்களின் மன அழுத்தத்தைக் குறைக்கவும் விடைத்தாள் திருத்தலை விரைந்து முடிக்கவும் மேல்நிலைப் பள்ளி மாணவர்களுக்கான மொழித் தாள்களின் எண்ணிக்கை தற்போது குறைக்கப்பட்டிருக்கிறது. தலா இரண்டு என்றிருந்ததைத் தலா ஒன்று என்பதாகக் குறைத்திருக்கிறார்கள். பிளஸ் 2 மதிப்பெண்களும் பிளஸ் 1 போலவே தாளுக்கு 200 என்பது 100 ஆக மாறுகிறது.

மதிப்பெண்கள் சுருங்கினாலும், புதிய பாணியிலான வினாத்தாளை எதிர்கொள்ள மாணவர்கள் முன்பைவிட முனைப்பாகப் படிக்க வேண்டியுள்ளது. உயர்கல்விக்கான பல்வேறு போட்டித் தேர்வுகளுக்கான தயாரிப்பாக, பிரதானப் பாடங்களின் தாள்களைப் பயிற்சி வினாக்களுக்கு அப்பால் பாடம் முழுமைக்கும் படிக்க வேண்டும். அதற்கொப்ப, மொழி பாடங்களிலும் 'புளூ பிரிண்ட்’ என்ற வரம்புக்குள் அகப்படாது வினாத்தாள்கள் அமைக்கப்படுகின்றன. எனவே ஏனைய பாடங்களுக்கான முக்கியத்துவத்தை மொழிப் பாடங்களுக்கும் இப்போதிருந்தே மாணவர்கள் வழங்குவது, தேர்வு நேர நெருக்கடிகளைக் குறைக்கும்.

பிளஸ் 2 தமிழ் தாள்

100 மதிப்பெண்களுக்கான தமிழ் தாளில், 10 மதிப்பெண்கள் அகமதிப் பீட்டுக்கானது. வருகைப் பதிவேடு, உள்நிலைத் தேர்வுகள், ஒப்படைவு, செயல்திட்டம், கல்வி இணைச் செயல்பாடுகள் போன்றவை இந்த அகமதிப்பீடு மதிப்பெண்களைத் தீர்மானிக்கின்றன. ஏனைய 90 மதிப்பெண்களைப் பொதுத் தேர்வு தீர்மானிக்கும்.

இந்த 90 மதிப்பெண்களும் செய்யுள், உரைநடை பகுதிகளை உள்ளடக்கிய 'பகுதி அ’ (50 மதிப்பெண்கள்), இலக்கணம், துணைப் பாடம், மொழிப் பயிற்சி ஆகியவற்றை உள்ளடக்கிய ‘பகுதி ஆ’ (40 மதிப்பெண்கள்) எனவும் இரண்டாகப் பிரித்து வினாத்தாளில் கேட்கப்படுகின்றன. 'பகுதி அ’ (செய்யுள் மற்றும் உரைநடை) 50 மதிப்பெண்கள்

‘பலவுள் தெரிக’: முந்தைய வினாத்தாள்களில் இடம்பெற்ற ‘சரியான விடையைத் தேர்ந்தெடுத்து எழுதுக’ பகுதி, சிறு மாற்றங்களை உள்ளடக்கி 'பலவுள் தெரிக’ என்பதாக இடம்பெறுகிறது. தலா 1 மதிப்பெண் என இப்பகுதி 6 மதிப்பெண்களுக்கானது.

குறுவினா பகுதி: தலா 2 என 10 மதிப்பெண்களுக்கான குறுவினா பகுதியானது செய்யுள், உரைநடை என இரண்டாகப் பிரித்து இடம்பெறுகிறது. செய்யுள் பகுதியின் கொடுக்கப்பட்ட 4-ல் 3 வினாக்களுக்கும், உரைநடை யின் கொடுக்கப்பட்ட 3-ல் 2 வினாக் களுக்கும் பதிலளிக்க வேண்டும்.

சிறுவினா பகுதி: செய்யுள் மற்றும் உரைநடை பகுதிகளில் இருந்து கொடுக்கப்பட்ட தலா 3 வினாக்களில் தலா 2-க்கு விடையளிப்பதாக அமைந்திருக்கிறது. இவ்வாறு, வினாவிற்கு 4 மதிப்பெண் எனச் சிறுவினா பகுதி 16 மதிப்பெண்களுக்கு அமைந்தி ருக்கிறது. செய்யுள் சிறுவினா பகுதியில் 15 அல்லது 16வது வினா வாகத் திணை அல்லது துறை குறித்த கேள்வி நிச்சயமாக இடம்பெறும்.

நெடுவினா பகுதி: இதில் ‘அல்லது’ பாணியிலான இரண்டு வினாக்களுக்கு விடையளிக்கும் வகையில், தலா 6 என 12 மதிப்பெண்களுக்கானது.

'அடிபிறழாமல் எழுதுக’: பகுதி ’அ’வின் நிறைவாக மனப்பாடப் பகுதி வருகிறது. ஒரு குறள் (2 மதிப்பெண்), ஒரு செய்யுள் (4 மதிப்பெண்) என மனப்பாடப் பகுதி 6 மதிப்பெண்ணுக்கானது. மனப்பாடப் பகுதியில் 20 திருக்குறள்கள் உள்ளன. இவற்றில் ஏதேனும் ஒன்றை ’முடியும் சொல்’ கொடுத்தே கேட்கிறார்கள். ஆனால் முடியும் சொல்லாக ஒரே சொல் பல குறள்களில் இடம்பெறுகிறது.

உதாரணத்துக்கு ’அறிவு’ என்று 5 குறளிலும் 'பெரிது’ மற்றும் ‘நட்பு’ என தலா 2 குறள்களிலும் வருகின்றன. அவ்வாறான குறள்களில் தனக்கு நன்கு தெரிந்த, பிழைக்கு வாய்ப்பில்லாத ஏதேனும் ஒரு குறளை எழுதி முழு மதிப்பெண்ணைப் பெறலாம். அதே போல மனப்பாடப் பகுதியின் இன்னொரு வினாவிற்கு, பாடப்பகுதியின் 9 மனப்பாடச் செய்யுள் களையும் படிப்பதன் மூலம் உரிய 4 மதிப்பெண்களைப் பெறலாம்.

பகுதி ஆ (இலக்கணம், துணைப்பாடம், மொழிப்பயிற்சி) 40 மதிப்பெண்கள்.

'பலவுள் தெரிக’: 'பகுதி அ’ போன்றே இதில் 'பலவுள் தெரிக’ பகுதி 8 மதிப்பெண்களுக்கு இடம்பெறுகிறது. இப்பகுதியின் 8 வினாக்களில் இலக்கணக் குறிப்பிலிருந்து 1 அல்லது 2 வினாக்கள் இடம்பெறும். மேலும் கதைகளின் ஆசிரியர் பெயர், கதையின் மையக்கரு, புணர்ச்சி விதி பயின்று வரும் சொல், பிறமொழிச் சொற்களுக்குத் தமிழ் சொல், பொருந்தா இணை, பொருள் வேறுபாடு அறிதல் ஆகியவை இப்பகுதிக்குக் கேட்கப்படுகின்றன.

குறுவினா பகுதி: 9 வினாக்கள் கொடுக்கப்பட்டு அவற்றிலிருந்து 7-க்கு விடையளிப்பதாக உள்ளது. அந்த வகையில் தலா 2 என மொத்தம் 14 மதிப்பெண்களுக்கானது. இலக்கணம், மொழிப்பயிற்சியிலிருந்து மட்டுமே இப்பகுதிக்கான வினாக்கள் இடம்பெறும். ‘பகுதி ஆ’வில் 'சிறுவினா பகுதி’ இல்லை.

நெடுவினா பகுதி: மொழித் திறன் பயிற்சிக்கான வினாக்கள் இதில் இடம்பெறுகின்றன. கொடுக்கப்பட்ட 4-ல் 3 வினாக்களுக்கு விடையளிக்கலாம். தலா 4 மதிப்பெண் என மொத்தம் 12 மதிப்பெண்களுக்கானது. இலக்கிய நயம் பாராட்டல், பத்தியில் இருந்து விடையளித்தல், அணி, பழமொழியை விளக்கி வாழ்க்கை நிகழ்வில் அமைத்து எழுதுதல், கவிதை எழுதுதல், தமிழாக்கம் தருதல் உள்ளிட்டவை தனி வினாவாகவோ, ஏதேனும் இரண்டு அடங்கிய ‘அல்லது’ வினாக்களாகவோ இப்பகுதியில் இடம்பெறும்.

துணைப் பாடப் பகுதி: ‘பகுதி ஆ’வின் நிறைவாக ‘அல்லது‘ வினாவாக 6 மதிப்பெண்களுக்கான ஒரு வினா துணைப் பாடப் பகுதியிலிருந்து இடம்பெறும். 10 துணைப் பாடங்களில் இருந்து ‘அல்லது’ வினாவாக இந்த ஒரு கேள்வி இடம்பெறும். முதல் அல்லது கடைசி 5 துணைப் பாடங்களை மட்டுமே குறிவைத்துப் படித்தால்கூட இந்தப் பகுதிக்கு நிச்சயம் விடையளித்துவிடலாம். ‘அல்லது’ வினாக்களில் ஒரு கேள்வியாக ‘சிறுகதையின் கருப்பொருளும் சுவையும் குன்றாமல் சுருக்கி வரைக’ இடம்பெறும். மறுகேள்வியாக ‘நிகழ்ச்சியை நாடகமாக வரைதல்’, ‘கதைமாந்தர் திறனாய்வு’ போன்றவை கேட்கப்படுகின்றன.

பொதுவான கவனக் குறிப்புகள்

அன்றன்றே படிப்பதும், அவ்வப்போது படித்ததை எழுதிப் பார்ப்பதும் தமிழ் தாளில் உயர் மதிப்பெண்கள் பெற உதவும். வினாக்களை வேறு எப்படியெல்லாம் மாற்றிக் கேட்க வாய்ப்புண்டு என்பதை ஆசிரியர் உதவியுடன் அறிந்துகொள்வதும் அவசியம்.

நடந்து முடிந்த காலாண்டுத் தமிழ் தேர்வின் மூலம், புத்தகத்தின் பயிற்சி வினாக்களுக்கு அப்பால் 90-க்கு குறைந்தது 4 மதிப்பெண்ணாவது உள்ளிருந்து கேட்டிருப்பதை அறியலாம். ஆசிரியர் குறிப்பு, நூல் குறிப்பு, முன்கதை சுருக்கம், செய்யுள் பாடல் வரிகள், செய்யுள் மற்றும் உரை நடையின் ஆசிரியர் பெயர் ஆகியவற்றையும் படித்துக்கொள்வது சிறப்பு.

மொழிப்பயிற்சி பகுதி வினாக்களின் 14 மதிப்பெண்களுக்கு இலக்கணக் குறிப்பு, பகுபத உறுப்பிலக்கணம், புணர்ச்சி, சொல் விரிவாக்கம், மரபு சொல், கொச்சை சொல், பிறமொழி சொல், வலிமிகும், மிகா இடங்கள், சொல் விரிவாக்கம், பொருள் வேறுபாடு அறிதல் உள்ளிட்டவற்றில் கவனம் செலுத்துவது அவசியம்.

மாணவர்கள் மத்தியில் வழக்கமாக மதிப்பெண் குறையும் பகுதி என்பதால், இதில் கூடுதல் கவனம் அவசியமாகிறது. 'பிறமொழி சொல்’ குறித்த வினாக்கள் பாடத்துக்கு அப்பால் புழக்கத்தில் உள்ளவை குறித்தும் பொதுவாகவும் கேட்கப்படலாம் என்பதால், அவற்றையும் விசாரித்துப் பட்டியலிட்டு வைத்துக்கொள்வதும் குழுவாகத் தாம் அறிந்தவற்றை மாணவர்கள் பகிர்ந்து கொள்வதும் நல்லது.

தேர்ச்சி எளிது

முந்தைய வினாத்தாள் மாதிரியிலான தேர்வுகளைப் போல, இதைப் படித்தால் மட்டும் போதும் என்று இந்தப் புதிய வினாத்தாளில் சொல்ல வாய்ப்புகள் குறைவு. பாடப்பகுதியின் திணை அல்லது துறை பகுதிகளைத் தனியாகப் படித்தாலே 4 மதிப்பெண்களை உறுதி செய்யலாம்.

அதுபோன்றே பாடப்பகுதியின் 4 அணிகளில் ஒரு அணி நிச்சயம் என்பதால், அதற்கான 4 மதிப்பெண் உறுதி. இந்த வரிசையில் இலக்கிய (ஏற்புடைய) நயங்கள் பகுதிக்கு 4 மதிப்பெண், மனப்பாடப் பகுதிக்கு 6 மதிப்பெண் ஆகியவற்றைச் சுலபமாகப் பெறலாம்.

மேலே குறிப்பிட்டவாறு துணைப் பாடப் பகுதியின் 5 மட்டுமே படித்து உரிய 6 மதிப்பெண்ணைப் பெறலாம். மற்றபடி பயிற்சி வினாக்களை இப்போதிருந்தே முறையாகப் படித்து வந்தால் 50-க்கு குறையாது மதிப்பெண்களை அள்ளலாம்.

தேடிச் சென்று பார்வை தந்த வெங்கடசாமி!

புகழ்பெற்ற அரவிந்த் கண் மருத்துவமனையின் நிறுவனரான டாக்டர் கோ.வெங்கடசாமியின் வாழ்க்கை, பல்வேறு தடைகளுக்கு மத்தியில் மக்களுக்காகப் பணியாற்ற விரும்புவோருக்குச் சரியான எடுத்துக்காட்டு. முடக்குவாதத்தாலும் சோரியாஸிஸ் நோயாலும் இள வயதிலேயே பாதிக்கப்பட்ட வெங்கடசாமி, மனவுறுதியோடு அவற்றை வென்றவர். மருத்துவப் பட்டம் பெற்று, ராணுவ மருத்துவராகப் பணிபுரிந்த அவர், உடல் பாதிப்புகளுக்கு மத்தியிலும் கண் மருத்துவ மேற்படிப்பை வெற்றிகரமாக முடித்தவர். பார்வைக் குறைபாடு உள்ளவர்கள் அனைவரும் சிகிச்சை பெற வேண்டும், அதற்குப் பணம் ஒரு தடையாக இருக்கக் கூடாது என்பதை லட்சியமாகக் கொண்டு செயலாற்றியவர்.

1918 அக்டோபர் 1-ல், விருதுநகர் அருகே வடமலாபுரம் எனும் குக்கிராமத்தில் பாரம்பரியமிக்க வேளாண் குடும்பத்தில் மூத்த மகனாகப் பிறந்தவர் வெங்கடசாமி. ராணுவத்திலிருந்து திரும்பிய பிறகு கண் மருத்துவப் படிப்பை முடித்ததும், சென்னை அரசு கண் மருத்துவமனையில் சேர்ந்தார். அந்தக் காலகட்டத்தில், குறிப்பாக, கிராமப் பகுதியைச் சார்ந்தவர்கள் எங்கு சென்று கண் அறுவை சிகிச்சையைப் பெற வேண்டும் எனத் தெரியாமல் பார்வை இழந்து தவிப்பது மிகச் சாதாரணமாக இருந்தது.

இந்த யதார்த்தமும், மகான் அரவிந்தருடைய சந்திப்பும், இயல்பிலேயே வெங்கடசாமியிடம் இருந்த அருங்குணமும் அவரது சிந்தனையை ஏழைகளை நோக்கி இட்டுச்சென்றன. விளைவாக, 1954-ல் மதுரை பொது மருத்துவமனையின் கண் மருத்துவப் பிரிவின் தலைமைப் பொறுப்பை ஏற்றதும் மருத்துவ உலகின் புதுமையும் புரட்சிகரமுமான உத்திகளை நடைமுறைப்படுத்தினார்.

மருத்துவமனைக்குக் கண் நோயாளிகள் வர வேண்டுமென்று மருத்துவர்கள் காத்திருப்பது என்றில்லாமல், நோயாளிகளைத் தேடி மருத்துவர்கள் செல்ல வேண்டும் என்ற புதிய கோட்பாட்டை முன்வைத்தார். கிராமியக் கண் மருத்துவ முகாம்களை 1962-ல் தொடங்கியபோது, மருத்துவ உலகம் அதிர்ச்சியுடன் பார்த்தது. மதுரை மாவட்டம் கல்லுப்பட்டியிலுள்ள காந்திநிகேதன் ஆசிரமத்தில் நடந்த அவரது முதல் இலவச கிராமிய கண் அறுவை சிகிச்சை முகாமில் சுமார் 2,000 கண் நோயாளிகள் பயன்பெற்றனர். 300 அறுவை சிகிச்சைகள் வெற்றிகரமாக நடந்தன. மிகமிகக் குறைந்த செலவில் கண் அறுவை சிகிச்சைகள் சாத்தியம் என்ற உண்மையை உணர்த்தினார் வெங்கடசாமி.

இலவசக் கண் மருத்துவ முகாம்களும் அறுவை சிகிச்சைகளும் அரவிந்த் கண் மருத்துவமனையின் வளர்ச்சிக்கு அடித்தளமிட்டது. தரத்திலோ சேவையிலோ சமரசம் கூடாது, அனைவருக்கும் உலகத்தரமான கண் மருத்துவம் தர வேண்டும் என்பதை அரவிந்த் கண் மருத்துவமனையின் கொள்கையாக்கினார்.

கண் மருத்துவத் துறையில் பல்வேறு புதிய வழித்தடங்களை உருவாக்கிய வெங்கடசாமியின் சாதனைகள் இளைய சமுதாயத்துக்குப் பாடமாகட்டும்!

மருத்துவ மாணவர் சேர்க்கை யின்போது கோடிக்கணக்கில் நன்கொடை வசூலிக்கின்றனர். இதில் இருந்துதான் சுகாதாரத் துறை ஊழல் தொடங்குகிறது என்று மருத்துவத் துறை நிபுணர்கள் கூறியுள்ளனர்.

‘குணப்படுத்துபவர்களா? வேட் டையாடுபவர்களா? இந்திய சுகாதாரத் துறை ஊழல்’ என்ற தலைப்பிலான நூலை ஆக்ஸ் ஃபோர்டு பல்கலைக்கழக அச்சகம் வெளியிட்டுள்ளது. ‘இந்து’ என்.ராம் தொகுத்துள்ள இந்த நூலின் அறிமுக விழா மற்றும் சுகாதாரத் துறை ஊழல் குறித்த விவாதம் ‘தி இந்து மையம்’ சார்பில் சென்னை மியூசிக் அகாடமியில் நடந்தது.

எய்ம்ஸ் மருத்துவமனை குடல்நோய் அறுவை சிகிச்சை பிரிவு மற்றும் கணைய மாற்று அறுவை சிகிச்சை துறை முன்னாள் தலைவர் டாக்டர் சமிரான் நந்தி, மத்திய சுகாதாரத் துறை முன்னாள் செயலர் கேசவ் தேசிராஜு, சிறுநீரகவியல் நிபுணர் டாக்டர் எம்.கே.மணி, எலும்பியல் நிபுணர் டாக்டர் ஜார்ஜ் தாமஸ் ஆகியோர் இதில் கலந்துகொண்டு பேசினர். அவர்கள் கூறியதாவது:

டாக்டர் மணி: அரசு மருத்துவ மனைகளின் தரத்தை உயர்த்த வேண்டும். அமைச்சர்கள், எம்எல்ஏக்கள் அனைவரும் அரசு மருத்துவமனைகளில் மட்டுமே சிகிச்சை பெற வேண்டும் என்று நாம் அனைவரும் நெருக்கடி தர வேண்டும். மீறி, அவர்கள் தனியார் மருத்துவமனைக்குச் சென்றால், அந்தச் செலவை அவர்கள் தங்கள் சொந்தப் பணத்தில் இருந்து செலுத்த வேண்டும். அப்படி செய்தால் மருத்துவமனைகளின் தரம் தானாக உயரும். இன்சூரன்ஸ் என்ற பெயரில் அரசுப் பணம் தனியாருக்குச் செல்கிறது. ‘ஆயுஷ்மான் பாரத்’ திட்டம் ஊழலை ஒழிக்க எந்த விதத்திலும் பயன்படவில்லை. அரசுப் பணம் அரசு மருத்துவமனைகளின் தரத்தை உயர்த்த மட்டுமே பயன்பட வேண்டும்.

டாக்டர் கேசவ் தேசிராஜு: கடந்த 1990-களில்தான் மருத்துவக் கல்லூரிகள் தனியார்மயம் ஆகின. அதற்கு முன்பு பெரிய அளவில் மருத்துவத் துறையில் ஊழல் இல்லை. தனியார் மருத்துவக் கல்லூரிகளில் ரூ.3 கோடி முதல் ரூ.5 கோடி வரை பணம் செலுத்தி சேர ஆரம்பித்தனர். அவர்கள் டாக்டர் ஆனதும் அந்தப் பணத்தை திரும்ப எடுக்க ஆசைப்படுகின்றனர். இதுதான் சுகாதாரத் துறை ஊழலின் ஆரம்பம். இந்த நிலையை மாற்ற வேண்டும். தமிழகத்தில் குறைந்தது மாவட்டத்துக்கு ஒரு அரசுக் கல்லூரி உண்டு. உத்தரப் பிரதேச மாநிலம் முழுவதற்குமே 8 அரசுக் கல்லூரிகள்தான் உள்ளன. அரசுக் கல்லூரிகளை அதிகப்படுத்த வேண்டும். நியாயமான கட்டணத்தில் டாக்டர்கள் படித்து பட்டம் பெறும்போதுதான் லாப நோக்கமின்றி நியாயமாக செயல்படத் தொடங்குவார்கள்.

டாக்டர் சமிரான் நந்தி: டாக்டர்கள் பலர் அரசியல்வாதி களின் பின்னால் போவது, நேர்மையற்ற வழியில் பணியாற்றுவதே ஊழலுக்கு அடிப்படை. ஆனால், பேன்யன், வேலூர் சிஎம்சி உள்ளிட்ட பல அமைப்புகள் சிறப்பாக சேவை செய்கின்றன.

டாக்டர் ஜார்ஜ் தாமஸ்: அனைத்து டாக்டர்களும் மோச மானவர்கள் என்று கருதக்கூடாது. நேர்மையாக செயல்படும் டாக்டர்கள் பலர் உள்ளனர். தவிர, சுகாதாரத் துறை ஊழலுக்கு டாக்டர்கள் மட்டுமே காரணம் அல்ல.

பின்னர் கேள்விகளுக்கு பதில் அளிக்கும்போது, ‘‘பிரிட்டனில் உள்ள மருத்துவ கவுன்சில் போன்ற அமைப்பு இந்தியாவில் உருவாக வேண்டும். ஊழலற்ற சுகாதாரத் துறையை உருவாக்க அரசுக்கு மக்கள் நெருக்கடி தர வேண்டும்’’ என்றனர்.

நெட், ஜே.இ.இ. தேர்வுகள்: விண்ணப்பிக்க நாளை மறுநாள் கடைசி

நெட், ஜே.இ.இ. முதல்நிலைத் தேர்வுகளுக்கு விண்ணப்பிக்க ஞாயிற்றுக்கிழமை (செப்.30) கடைசி நாளாகும்.
இத்தேர்வுகளை முதன் முறையாக தேசிய தேர்வுகள் முகமை (என்.டி.ஏ.) நடத்துகிறது. இத்தேர்வுகளுக்கான அறிவிப்பு அண்மையில் வெளியிடப்பட்டிருந்தது.

கல்லூரி உதவிப் பேராசிரியர் பணிக்குத் தகுதி பெறுவதற்கும், மத்திய அரசின் இளநிலை ஆராய்ச்சி உதவித் தொகை பெறுவதற்குமான தேசிய அளவிலான தகுதித் தேர்வு (நெட்) டிசம்பர் 9 முதல் 23 வரையிலான தேதிகளில் ஏதாவது ஒரு நாளில் நடத்தப்பட உள்ளது. 

அதே போன்று ஐஐடி, என்ஐடி போன்ற மத்திய அரசு கல்வி நிறுவனங்களில் இளநிலை படிப்புகளில் சேர்க்கை பெறுவதற்கான ஒருங்கிணைந்த நுழைவுத் தேர்வு-மெயின் (ஜே.இ.இ. - முதல்நிலைத் தேர்வு) 2019 ஜனவரி 6 முதல் ஜனவரி 20 ஆம் தேதி வரையிலான ஏதாவது ஒரு தேதியில் நடத்தப்பட உள்ளது.
