Chennai man orders food on Swiggy, shocked to see delivery boy leaving from Rajasthan

While one Twitter user asked if the delivery person is the Iron Man, others wondered if the company has tied up with ISRO for the rocket speed delivery.

Thanks to the advent of food delivery apps, getting food delivered at home within minutes is now just a tap away. Even if the delivery boy is thousands of kilometres from your home, as a Chennai man recently discovered.



In what appears to be a technical glitch, a customer was shocked to see his food getting delivered from Rajasthan to Chennai in just 12 minutes.

Amused by the bug, Bhargav Rajan wrote to Swiggy India on Twitter saying, "Wow @swiggy_in what are you driving?"

Doubts raised over faculty appointment in MS varsity

Group seeks High Court-monitored probe

A group of persons has sought an investigation under the watch of the Madras High Court to rule out corruption in the appointment of faculty in Manonmaniam Sundaranar University. The group wants appointment of professors to be put on hold until enquiry is completed.

According to the group, of the 54 positions which fell vacant, only 27 were filled though a large number of candidates appeared for the interview. The complaints range from vacancy positions not being separately demarcated to the State government to presenting self-financing departments as regular departments.

The group is being represented by Makkal Sananayaka Kudiyarasu Katchi, which has claimed that the 200-point roster system was not followed in the appointment either. The group has pointed out that nine faculty members who were appointed in November 2016 had all taken a loan either against salary or pledging jewels from Abishekapatti branch of Indian Bank, which they had either paid within a short time or transferred to another account.

A. Marx, activist and former Government College Teachers’ Association office-bearer, said it was difficult to point to the violation unless the affected person spoke out. “We are asking for an inquiry commission to see how the appointments happened,” he said. The group has given bank details of nine of the assistant professors who were appointed by former Vice-Chancellor K. Baskar.

The group has called for putting on hold appointment of the faculty members and an inquiry as to whether the advertisement was placed in the dailies as required and how was the scrutiny of application forms done.

A university official, however, said the institution had followed the norms and only those who were qualified had been appointed. “The appointments have helped the university get ‘A’ grade. The V-C cannot appoint without putting in place a proper committee and qualified members.

There was a nominee from the government and the Governor’s office too. All members of the committee would be responsible if the appointments are not in order,” he pointed out.
Schools to get digital classrooms this year

Operation Digital Board (ODB) would be implemented across 2 lakh classrooms in higher education institutions at a cost of ₹2,000 crore.

The government, in collaboration with the states and UTs, is also planning to implement the scheme across 1.5 lakh secondary and senior secondary government and government-aided schools over a period of three years, according to Union minister for human resource development Prakash Javadekar.

Announcing the scheme on Wednesday, provision for which was made in the Union Budget in 2018, Javadekar said that digital classrooms will make learning as well as teaching interactive and popularize ‘flipped learning’ as a pedagogical approach.

The process will begin from the 2019-20 session. “It will also help in provisioning of personalized adaptive learning as well as intelligent tutoring by exploiting emerging technologies like machine learning, artificial intelligence and data analytics. An expert committee has worked out optimum configuration of the digital classrooms under ODB,” Javadekar added.

The Union minister said the biggest challenge facing education sector in the country is maintaining acceptable quality standards across the country.

Javadekar said that although we have good number of premier institutions, which compete with the best in the world, a large number of higher education institutions and schools need improvements in quality teaching-learning, as the students coming out of these institutions find themselves unsuitable for the requirements of society and market.

UGC will be the implementing agency for ODB in HEIs. UGC in its commission meeting held on January 29, 2019, has passed a resolution for extending digital education to every classroom in the country by 2022.

Sex scandal case: Suspended MKU faculty, former researcher released

Suspended assistant professor from Madurai Kamaraj University (MKU) V Murugan and former research scholar from the university S Karuppusamy, who were arrested in connection with a sex scandal case, were released from the Madurai Central Prison on Wednesday after bail was granted by the Supreme Court last week.

After his release, Murugan said that it was a false case foisted against him and he will fight it out legally.

Their family members and relatives turned up at the prison , where they were lodged for the past 10 months. The case was registered in April 2018 by the Aruppukkottai town police station under various sections including attempt to traffic girls after an audio tape containing conversation between Devangar Arts College assistant professor Nirmala Devi and girls students went viral.

Devi had allegedly tried to lure a group of girls to have sex with higher officials from the MKU. She had offered marks and monetary benefits in return. The trio were arrested by the police and the case was subsequently taken over by the CB-CID police. The incident became sensational as it dragged the governor’s office into the scandal. It forced governor Banwarilal Purohit to clarify that his office had nothing to do with the incident.

Murugan and Karuppsamy could not get bail despite repeated petitions in the Srivilliputhur court. They moved the Madurai bench of Madras high court but did not get any respite. On February 14, the Supreme Court granted bail to both of them. However, Devi is still lodged in the prison.

Why Worry About Allies? The People Are With Me, Says T T V Dhinakaran

The past two days saw a flurry of political activities in Tamil Nadu, especially Chennai, as the AIADMK and the BJP on the one side, and the DMK-Congress combine on the other firmed up alliances for the ensuing Lok Sabha polls. Amid the din, there was one question on people’s minds — where are T T V Dhinakaran and his AMMK?

He was in Salem, doing what he has been doing for the past several weeks — meeting people, as part of his exercise to reach out to the interior areas of the state by road. In the past two months, he has covered more than 60 assembly segments — from Ramanathapuram to Kancheepuram, from Trichy to Erode via Villupuram.

While other parties were stitching prospective alliances, Dhinakaran was working to connect with the people, à la Jayalalithaa and addressing large crowds. He has been highlighting specific local issues that could range from agriculture to aquaculture, industries, job creation and, above all, need for focused water management and maintenance of waterbodies and channels, which could bring down the dependency on neighbouring states for water.

But, is Dhinakaran a Jayalalithaa? “I am not Jayalalithaa or MGR. I am not even an actor like Vijay or Ajith. Still, if so many of you are coming to attend my meetings to hear me speak, it shows your believe in me as a leader, who can fulfil your aspirations and dreams,” Dhinakaran told a large crowd that had assembled to hear him at Ulundurpet recently.

Dhinakaran has kept his focus on a few things — national parties like the BJP and the Congress cannot take care of regional interests, be it Cauvery or Mekedatu or Mullaperiyar, and the present Dravidian parties are ineffective, corrupt and only fulfilling their hidden agendas. Stress on regional issues is to showcase himself as a strong people’s leader fighting for relevance in a parliamentary poll, once again taking a leaf out of Jayalalithaa’s political book.

But as of now, he and his party are alone, with no one aligning with the AMMK for the upcoming election. But, that has not deterred him from single-handedly carrying forward his party to the people. “The AIADMK-BJP alliance is anti-people. The PMK created hurdles for constructing a memorial for Amma (Jayalalithaa). But now, the PMK-AIADMK alliance will be difficult to accept for the cadres of those two parties. It is a group, with heavy stones tied to them, jumping into the well. They will lose in all 40 seats,” he said on Tuesday evening in Salem, soon after the alliance news broke. “Amma aligned only with people and not with any party, but still managed to win 37 of the 39 Lok Sabha seats in the state. If needed, we will contest alone in all seats. With almost 95% of the AIADMK cadres with us, we will repeat it,” he said to keep his partymen upbeat.

Developments over the next couple of weeks could see disgruntled AIADMK leaders as well as smaller regional parties gravitating towards him. With the FERA trouble out of the way for at least a month, and the pressure cooker symbol likely to be given to his party, Dhinakaran could be in the limelight soon. “Ever since the AMMK was launched, Dhinakaran’s focus has been on reaching out to people. We were the only party that was allowed to enter areas affected by Cyclone Gaja for relief work,” recalls P Vetrivel, disqualified MLA from Perambur and Dhinakaran’s confidante, “Who says, we do not have allies? We are in talks, just wait and see. Despite his busy political tours across the state, Dhinakaran has been in touch with the leaders of a few parties. We will announce it at the right time,” says Vetrivel. “Till the end of this month, he will be on tour. Once alliances are finalized, he will again hit the interior roads, while leaders of other parties would have time only to zip past highways,” Vetrivel added.

In alliance or alone, Dhinakaran is on the go. More than winning, his aim will be to emerge as a strong leader and to establish the AMMK as a party with a sizeable vote base. To that extent, he could emerge as the biggest gainer in the forthcoming elections. One can safely say it is advantage TTV.

The Tamil Nadu Nursing Council has urged the government to put an end to thousands of nursing courses offered in the state that aren’t recognised by the national or state councils.

At least 10,000 candidates who have completed these diploma programmes, lasting six months or one year at various institutions including quasi-government agencies and doctors’ bodies, will not be able to work as nurses.

“They aren’t qualified and can be dangerous if allowed to work with patients. They should not be allowed to do sutures, scans, tests or charting on patients as they neither have adequate knowledge nor the exposure,” said state nursing council registrar S Ani Grace Kalaimathi.

“We have defined job profiles for nurses who have cleared a four-year UG nursing degree, a three-year diploma course or the two-year auxiliary nursing and midwife course. But we have no job profiles for nursing assistants or bedside assistants who do a six-month course or a one-year course because they aren’t recognised,” she said.

These nurses can be a public health hazard because some of them manage to find low-paying jobs in rural hospitals. “When they are negligent or violate the medical code, we will not be able to initiate disciplinary action against them because they don’t come under our purview,” said nursing council member Dr R Thigarajan.

“Investigations have shown that since these nurses don’t get jobs in big private hospitals or government ones, they turn into quacks. The public health authorities have come across cases against such quacks, whose treatment led to complications and deaths during the dengue outbreaks,” he added.

Most colleges say such short courses were approved by the National Council on Vocational Training (NCVT) — an advisory body set up by the Government of India in 1956, the Barath Sevak Samaj — a national development agency, by the Indian Medical Association or some deemed universities. “These aren’t even agencies authorised to approve the courses. It’s like going to the grocery store for a medical consultation,” Dr Thigarajan said.

According to the rules of the council, colleges must seek essentiality certificate from the state and course approval from the state nursing council before admitting students. While colleges offering degrees are affiliated to the Tamil Nadu Dr MGR Medical University, those offering diploma programmes in nursing are approved by the director of medical education. The auxiliary course has to be approved by the public health department.

Karnataka HC: Son has no right to live with parents after manhandling them

The son cannot be permitted to stay in the property, subject to the condition that he would not harm his parents, physically or emotionally, the HC said.

BENGALURU: The Karnataka High Court came to the rescue of an elderly couple by dismissing the petition filed by their son, questioning the order passed by Tribunal of Maintenance and Welfare of Parents and Senior Citizens, asking him to vacate his parents’ house within 30 days and pay Rs 10,000 to them per month.

Observing that the son had no right to live with his parents — P Rajagopal and A Vidya, 74 and 71 years, respectively, residing at Vaiyalikaval in city — as per Maintenance and Welfare of Parents and Senior Citizens Act, after having manhandled them, Justice Alok Aradhe dismissed the petition filed by 36-year-old son Skanda Sharath.

On December 4, 2018, the Assistant Commissioner, Tribunal of Maintenance and Welfare of Parents and Senior Citizens, directed Sharath to pay a sum of Rs 10,000 per month to his parents and hand over the vacant physical possession of the residential units occupied by him within 30 days of the order and not to interfere with the possession of his parents over the same.

Questioning this order, Sharath moved the High Court saying his parents are retired employees of a bank and state government, respectively, and are getting a pension of approximately Rs 70,000, and therefore had no locus to maintain the proceedings under the Act.

On hearing the arguments of both the parties, the HC said, “Our Society is a traditional society, and its core value is to provide care for elderly and to treat them with respect. However, with changing times, the joint family system has gone into oblivion and nuclear families have emerged. Therefore, many elderly persons are forced to spend the evenings of their lives in loneliness and are subjected to emotional neglect and deprived of physical and financial support. Therefore, the Act has been enacted with object to provide more effective provisions for maintenance and welfare of parents and senior citizens.”  

The court said that the son has admittedly manhandled his parents, for which criminal cases have been registered against him, under the provisions of IPC for causing hurt, wrongful restraint, intentional insult and criminal intimidation. The son cannot be permitted to stay in the property, subject to the condition that he would not harm his parents, physically or emotionally, the HC said.

CHENNAI: Senior IAS officer Beela Rajesh took charge as State health secretary on Monday after J Radhakrishnan was transferred to the Transport department as Principal Secretary on Saturday, by the government.

Radhakrishnan held the post of health secretary for nearly seven years. Health minister C Vijaya Baskar greeted Beela Rajesh with a bouquet at the Secretariat after she took charge.

According to a release, the new health secretary who belongs to the 1997 IAS batch, studied MBBS at Madras Medical College. She also served as sub-collector Chengalpattu, special officer CM Cell, Commissioner Fisheries, and Commissioner Town and Country Planning. She was Commissioner, Indian Medicine and Homeopathy, before being transferred as the health secretary.

The “Ram Sethu Express –Tamil Nadu Temple Tour” will start from Tambaram railway station in Chennai at 12.15am on February 28. It will return to Tambaram on March 3.

Finance minister Arun Jaitley said the Cabinet has approved additional DA of 3 % over the existing rate of 9 % to government employees and dearness relief to pensioners from January 1, 2019(PTI Photo) 


The Union Cabinet Tuesday increased the dearness allowance by 3 % effective from January 1, 2019, a move which will benefit 1.1 crore central government employees and pensioners.

The decision in this regard was taken at the Union Cabinet meeting chaired by Prime Minister Narendra Modi.

The Cabinet has approved additional DA of 3 % over the existing rate of 9 % to government employees and dearness relief to pensioners from January 1, 2019, finance minister Arun Jaitley told reporters after the Cabinet meeting.

The hike will benefit about 48.41 lakh central government employees and 62.03 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the Seventh Central Pay Commission.

Can't make mockery of medical education: SC

NEW DELHI: Sending a stern message that quality of medical education must be maintained in state-run colleges, the Supreme Court on Monday directed the states of Bihar, UP and Jharkhand to remove deficiencies in their colleges and threatened to direct their closure from the next academic session.

Eight medical colleges came under the scanner of Medical Council of India last year for not fulfilling the criteria and it barred them from admitting students for deficiencies in infrastructure. The apex court had, in an interim relief, allowed the colleges to function and and run MBBS course for 2018-19 after these state governments gave assurances that the deficiencies would be soon rectified.

Appearing before a bench of Justices S A Bobde and Deepak Gupta, MCI contended that one of the colleges in Uttar Pradesh did not allow its team to visit the campus to find out whether deficiencies had been removed.

"You cannot make mockery of medical education. The quality of medical and legal education cannot be compromised. You are there for making money but we are concerned about education. This cannot be allowed to go on and we won't allow admission in those colleges next year. We know how to take the decision and we have done it earlier. You will have to close the college," the bench said.

The state governments, however, assured the court that all necessary steps will be taken to remove the deficiencies and the Uttar Pradesh government said action had been taken against the official who had prevented the MCI team from visiting the campus of a medical college. The states assured to file a comprehensive report on compliance of the apex court's order.

Four of these government medical colleges are from Uttar Pradesh-Government Allopathic Medical College at Banda, Government Medical College at Saharanpur, Government Medical College and Super Speciality Hospital at Azamgarh and Rajkiya Medical College at Jalaun district.

கடந்த டிசம்பர் மாதம் மும்பையில் உள்ள 17 மாடிக் குடியிருப்பில் ஏற்பட்ட தீ விபத்தில் ஐந்து மூத்த குடிமக்கள் சிக்கிக்கொண்டு உயிரிழந்தனர். மும்பை கமலா நூற்பாலை பகுதியில் இரண்டு உணவு விடுதிகளில் ஏற்பட்ட தீ விபத்தில் 14 பேர் மூச்சுத் திணறி இறந்தனர். 50க்கும் மேற்பட்டோர் தீக்காயங்களுடன் நூலிழையில் உயிர் பிழைத்தனர். 2016-இல் ஒடிஸா தலைநகர் புவனேஸ்வரத்தில் உள்ள தனியார் மருத்துவமனை தீ விபத்தில்  தீவிர சிகிச்சைப் பிரிவில்  இருந்த 19 நோயாளிகள் தீக்கிரையானார்கள் என்றால், 2010-இல் பெங்களூருவில்  உள்ள பல அடுக்கு வணிக வளாகத்தில் ஏற்பட்ட தீ விபத்தில் 9 பேர் உயிரிழக்க நேர்ந்தது. 

 இதுபோல இந்தியா முழுவதும் எத்தனை எத்தனையோ தீ விபத்துகள் தொடர்ந்து நடைபெற்று வருகின்றன. ஆனால், ஒவ்வொரு விபத்து நேரும்போதும் அந்தக் கட்டடத்தின்  உரிமையாளரோ அல்லது அந்தக் கட்டடத்தில் செயல்படும் நிறுவனத்தின் நிர்வாகமோ குற்றஞ்சாட்டப்பட்டு, தண்டிக்கப்படுவதுதான் வழக்கமாகியிருக்கிறது. எந்தவொரு நிகழ்விலும்  அந்தக் கட்டடத்தில் விதிமுறைகள்  மீறப்பட்டிருப்பதற்கு உடந்தையான மாநகராட்சி நிர்வாக அதிகாரிகளோ அல்லது அந்தக் கட்டடத்தின்  பாதுகாப்பைக் கண்காணிக்காமல் பொறுப்புடன் செயல்படாத தீயணைப்புத் துறையினரோ குற்றஞ்சாட்டப்பட்டு,  தண்டிக்கப்படுவதில்லை.

அநேகமாக எல்லா விபத்துகளிலும்  விதிமுறைகள் மீறப்படுவதற்கும், முறையாகக் கடைப்பிடிக்காமல் இருப்பதற்கும் காரணம், அரசு நிர்வாகத்தினர் கையூட்டுப் பெற்று, விதிமுறை மீறல்களுக்குத் துணை போவதுதான். இதுவரை எந்தவொரு நகராட்சி அல்லது மாநகராட்சி ஆணையரோ, அதிகாரியோ தண்டனை பெற்றதில்லை என்பது மட்டுமல்ல, அவர்களது தவறுக்கான துறை ரீதியான நடவடிக்கைகள்கூட எடுக்கப்படாமல் தப்பித்துக் கொள்கிறார்கள். 
 அர்பித் பேலஸ் விடுதியில் அனுமதி இல்லாமல் ஒரு மாடி கட்டப்பட்டிருக்கிறது என்ற உண்மை இப்போது  வெளியாகியிருக்கிறது. அந்தக் கட்டடத்தின் மொட்டை மாடி, அனுமதி இல்லாமல் உணவு விடுதியாக மாற்றப்பட்டதும் தெரிய வந்திருக்கிறது. தில்லி பெருநகர் மாநகராட்சி அவ்வப்போது முறையான  சோதனைக்குக் கட்டடத்தை உட்படுத்தியிருந்தால்,  தீயணைப்பு விதிமுறைப்படி கண்காணித்திருந்தால் இப்படியொரு விபத்து நேர்ந்திருப்பதற்கான வாய்ப்பு ஏற்பட்டிருக்காது. 

80 பக்கத்துக்கும் அதிகமுள்ள தேசிய கட்டட விதிமுறைகளின்  பகுதி நான்கில், தீ விபத்துகளை எப்படித் தடுக்க வேண்டும் என்பது குறித்த விவரமான வழிமுறைகள் காணப்படுகின்றன. தில்லி உள்ளிட்ட பல மாநிலங்களில்  தீயணைப்புப் பாதுகாப்பு விதிகள்  இருக்கின்றன. ஆனால், இந்தியா முழுவதுமே தீயணைப்பு ஒத்திகை என்பது பல ஆண்டுகளுக்கு ஒரு முறை நடத்தப்படும் சம்பிரதாயச் சடங்காகத்தான் இருக்கிறது. 
கட்டடம் கட்டுவதற்கும், தீயணைப்புப் பாதுகாப்புக்கும் தேவையான உரிமம் பெற்ற பிறகு கட்டட உரிமையாளர்களும், வணிக வளாகம், உணவு விடுதிகள் நடத்துபவர்களும் அனுமதி இல்லாமல் பல மாற்றங்களைச் செய்து கொள்கிறார்கள். தீ விபத்தை எதிர்கொள்ளத் தேவையான அம்சங்கள் பெரும்பாலும் கைவிடப்படுகின்றன. எல்லா தீ விபத்துகளுக்கும் அதுதான் காரணம்.

இந்திய இடர் ஆய்வு 2018  என்கிற மத்திய உள்துறை அமைச்சகம் நடத்திய தீயணைப்புப் பாதுகாப்பு குறித்த ஆய்வறிக்கை திடுக்கிடும்  உண்மையை வெளிப்படுத்துகிறது. இந்தியாவில்  குறைந்தது 8,550 தீயணைப்பு நிலையங்கள் அவசியம். ஆனால், சுமார் 2,000 தீயணைப்பு நிலையங்கள்தான் செயல்படுகின்றன. இந்தியாவின் நகர்ப்புறங்களில் மட்டும்  தீ விபத்துகளைக் காலதாமதம் இல்லாமல் எதிர்கொள்ளக் குறைந்தது 4,200 தீயணைப்பு நிலையங்கள் உடனடியாகத் தேவைப்படுகின்றன. அறிக்கை  தாக்கல் செய்யப்பட்டு 6 மாதத்துக்கு மேலாகியும் தீயணைப்பு நிலையங்கள் அமைப்பதற்கான எந்தவித முயற்சியும் எடுக்கப்பட்டதாகத் தெரியவில்லை.

இந்தியாவில் இயக்கப்படும் மெட்ரோ ரயில் சேவைகளில் சென்னை மெட்ரோ ரயில் சேவை தான் அதிகக் கட்டணம் வசூலிப்பதில் முதலிடத்தில் உள்ளது.

பிப்ரவரி 12ம் தேதி ஏஜி -  டிஎம்எஸ் முதல் வண்ணாரப்பேட்டை வரையிலான புதிய வழித்தடத்தில் மெட்ரோ ரயில் சேவை துவக்கப்பட்டது. அன்றில் இருந்து 2 நாட்களுக்கு இலவச பயணம் அறிவிக்கப்பட்டது.

அந்த இரண்டு நாட்களில் இந்த சேவையைப் பயன்படுத்திய பயணிகளின் எண்ணிக்கை 2 லட்சம். சென்னை சென்டிரல் - விமான நிலையம் இடையேயான பாதையில் மெட்ரோ ரயில் இலவச பயணத்தின் போதும் இதே அளவுக்குப் பயணிகள் பயணித்தனர். ஆனால், 9 மாதத்துக்குப் பிறகு ஒரு நாளில் மெட்ரோ ரயிலில் பயணிக்கும் பயணிகளின் சராசரி 50 ஆயிரம் முதல் 55 ஆயிரமாக உள்ளது.

நேரடியாக விஷயத்துக்கு வருவோம். மெட்ரோ ரயில் சேவையைப் பயன்படுத்தும் பயணிகள் பலரும், தங்களது பயணத்தை நினைத்து மகிழ்ச்சி அடையவில்லை. மாறாக வருத்தப்படுகிறார்கள். 

காரணம், 

உதாரணத்துக்கு ஒருவர் சென்னை மெட்ரோ ரயிலில் கோயம்பேடு - ஆலந்தூர் (10 கி.மீ.) வரை தினமும் பயணிக்கிறார் என்றால், அவர் ஒரு பயணத்துக்கு ரூ.40ஐக் கட்டணமாக செலுத்த வேண்டியது வரும். ஒரு வாரத்தில் 5 நாட்கள் பணிநாட்கள் என்றால் கூட ஒரு வாரத்துக்கு மெட்ரோ ரயிலில் பயணிக்க அவர் ரூ.400ம், இதுவே ஒரு மாதத்துக்கு என்றால் ரூ.1,600ம் செலவாகும். ஒருவேளை அவர் இரு சக்கர வாகனத்தை மெட்ரோ ரயில் நிலையத்தில் பார்க்கிங் செய்வதாக இருந்தால் அதற்கு தினமும் ரூ.10 என்றால் அதற்கு கூடுதலாக ஒரு 250 ரூபாய் அளவுக்கு செலவிட வேண்டும்.

ஒரு வேளை அதே நபர், மெட்ரோ ரயில் சேவையில் இருந்து வேறு பேருந்து அல்லது ரயில் அல்லது ஷேர் ஆட்டோவை பயன்படுத்தினால், ஒரு மாதத்துக்கான அவரது போக்குவரத்து செலவு மட்டும் சில ஆயிரங்களைத் தொடும். ஆனால் அது, பொதுப் போக்குவரத்தைப் பயன்படுத்துவதன் மூலம் கிடைக்கும் லாபம் என்ற அர்த்தத்தையே மாற்றி விடுகிறது என்பதே பயணிகளின் புலம்பல்.

பயணம் சிறப்பாக இருக்கிறது. ஆனால், பயணக் கட்டணம் எளிய மக்களால் செலுத்த முடியாத அளவிலேயே இருக்கிறது. சிறிது காலத்தில் கட்டணம் குறைக்கப்படும் என்று எதிர்பார்த்தோம். ஆனால் இதுவரை எதுவும் நடக்கவில்லை என்கிறார்கள் சில பயணிகள்.

ஆனால், மெட்ரோ ரயில் சேவையை உருவாக்க சிஎம்ஆர்எல் நிறுவனம் இதுவரை ரூ.19 ஆயிரம் கோடியை செலவிட்டிருப்பதாகவும், அதனை திரும்ப பெறுவதற்கான வருவாய் இனங்கள் எதுவும் இதுவரை தென்படவில்லை என்றும் பதிலாகக் கிடைக்கிறது.

மேலும், மெட்ரோ ரயில் சேவை விரிவுபடுத்த விரிவுபடுத்த கட்டணத்தை அதிகரித்துக் கொள்ளலாம். ஆனால், மெட்ரோ ரயில் சேவை விரிவுபடுத்தப்பட்டு வரும் நிலையிலும், கட்டணம் ஒரே நிலையில் இருக்கிறது. எனவே, இதையே விலைக் குறைப்புக்கு நிகரானதாக பார்க்க வேண்டும் என்கிறார்கள் அதிகாரிகள்.

Now, annual achievers at RGUHS to get gold medals

BENGALURU: Starting this year, annual achievers at the colleges affiliated to Rajiv Gandhi University of Health Sciences (RGUHS) will be honoured with gold medals. This is apart from the gold medals given to overall achievers.“From this year, even toppers of various courses will be given gold medals,” a senior official of RGUHS said. There are at least eight courses in RGUHS - medical, dental, ayurveda, unani, homeopathy, nursing and paramedial.

Convocation on March 26

The 21st annual convocation of RGUHS is scheduled to be held on March 26. Students who have completed the course till March 25, 2019, pertaining to post-graduate degree, post-graduate diploma and doctorate degree courses and winners of gold medals (UG and PG) of all courses are eligible to receive the degree certificates in person or through post.

However, degree certificates for rest of the students will be sent through post only. Application forms can be obtained from the heads of the institutions or from www.rguhs.ac.in. Last date to submit application forms  is March 11.

“If a relative of a senior citizen occupies the property, a licence is created in his favour in the immovable property as otherwise it would be unlawful to be in occupation of the property in the absence of such a right. It is well settled in law that licence can be oral,” the court said while pointing out that the petitioner was allowed to stay in father’s house on the condition that he should not harm his parents.

From the documents and proceedings before the tribunal, the court noted that a criminal case was registered against the petitioner in 2017 for misbehaving with the parents and a chargesheet was filed against him, and another criminal case was registered in July 2018 for manhandling his mother by pushing her from the staircase due to which she had suffered injuries. After this incident the parents invoked the law against him.

The petitioner claimed that parents do not require maintenance as both of them earn handful pension while contending that the tribunal had no power to direct him to vacate the house.

However, the court held that the tribunal deemed to possess the power to grant relief of possession to senior citizen or parent in the absence of any prohibition while pointing out that sending senior citizens to civic court to seek possession of the house would be against the object of the Act, enacted to provide speedy remedy to parents and senior citizens in distress.

2,000 students and 700 staff members to benefit from the facility

A medical centre was declared open at the Bharathidasan University on Monday.

The centre, located in the Fitness and Health Sciences Lab of the university, was inaugurated by A. Amalraj, Commissioner of Police, Tiruchi, in the presence of P. Manisankar, Vice Chancellor, G. Gopinath, Registrar of the varsity, and D. Senguttuvan, Executive Director, Kauvery Hospitals, the service provider.

The medical centre would cater to the needs of students, faculty and administrative staff of the University and residents in the staff quarters free of cost. The centre was opened in view of a felt need among students and scholars for a primary medical centre in the campus.

So far the university had a modest facility with a part-time doctor and a nurse, a university press release said.

The medical centre will be manned by two doctors, four nurses and two support staff deputed by Kauvery Hospitals. The centre has three beds, defibrillator, ECG machine, nebuliser and other equipment besides emergency medicines. A 24-hour pharmacy would also function at the centre. Two ambulances would also be available. About 2,000 students and 700 staff members would benefit from the facility, the release added.

HC issues notice to Principal Secretary on a PIL plea

The Madurai Bench of the Madras High Court on Monday directed the State not to appoint any candidate to the post of Vice-Chancellor of Tamil Nadu Teachers Education University. The court issued the direction while hearing a public interest litigation petition challenging a February 9 government notification for the post.

A Division Bench of Justices N. Kirubakaran and S. S. Sundar further ordered notice to the Principal Secretary of Higher Education and adjourned the hearing till March 4. The court, however, allowed the process for selection to go on.

The petitioner, G. Ramakrishnan, a retired Associate Professor, claimed that according to the government notification, a Ph. D. in any discipline was needed to apply to the post. However, this ran contrary to the objective of the Tamil Nadu Teachers Education University Act.

Since Tamil Nadu Teachers Education University was a single discipline university, it would be only fit if a Vice-Chancellor with a Ph. D. in Education was made eligible. Universities of medicine, law and agriculture, which were also single discipline universities, appointed only those with a Ph. D. in the respective field, he said.

Even the three previous VCs of the Tamil Nadu Teachers Education University had obtained their Ph. D. in Education, he said. The present move could dilute the very purpose of establishing the university, he said, and sought to quash the notification.

A large number of people from villages submit petitions and seek clarification

Tamil Nadu government’s announcement that Rs. 2,000 will be deposited to those below poverty line (BPL) seems to have caused considerable anxiety among the poor in rural areas if the number of people who visited Madurai Collectorate on Monday seeking their inclusion in beneficiaries list was an indication.

Kodimangalam, T. Krishnapuram, Gandhigramam, Kancharampettai, and Thullukutti Naickanur were some of the villages from where people, mostly middle-aged and elderly women, visited the Collectorate regarding the issue.

Their primary concerns were fear of exclusion and lack of clarity and transparency on how the beneficiaries were being chosen.

“In our village, the beneficiaries list is being collected by the person who disburses our salary under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). The person tells us that we are not on the list even though we are poor,” said S. Dhanapackiam (45) from Kodimangalam, whose family gets 35 kilogram rice per month under the Antyodaya Anna Yojana (AAY) scheme meant for the poorest of the poor.

A. Pandi, an elderly person from Gandhigramam village in Kallanai panchayat, said that though majority of the households in their village were farm labourers, only a handful had been included under the BPL list.

“There were no enquiries or visits by officials to actually check who is poor,” he said.

P. Chinnaponnu from T. Krishnapuram village said that undeserving people were being included in the list while those are actually poor had been left out. “The same happened with distribution of goats free of cost by the government,” she alleged.

An official from the district administration, speaking on anonymity, acknowledged that there were lot of confusions in identifying the beneficiaries.

“The BPL data we have is not foolproof as it was compiled in a hurry many years before,” he said.

Conceding that there were some confusions, a senior official from the district administration overseeing the enumeration work said that the issues were, however, being sorted out.

For rural areas, he said that the base data of beneficiaries has been taken from the Participatory Identification of Poor (PIP) exercise carried out in 2013-14. “On top of this, those who have AAY family cards but are not already in PIP list will be included,” he said.

Jayanthi Krishnamoorthy, Registrar (in-charge) of Tamil Nadu Dr. Ambedkar Law University appeared before the Madras High Court on Monday and tendered an unconditional apology for having used ‘highly intemperate’ language against Justice S.M. Subramaniam of the High Court. She tendered the apology before a Division Bench of Justices K.K. Sasidharan and P.D. Audikesavalu who had summoned her to explain why contempt of court proceedings should not be initiated against her and directed the Commissioner of Police, Greater Chennai, to serve the summons on her.

After accepting the apology, the judges posted a writ appeal filed by the university as well as its Vice-Chancellor T.S.N. Sastry for admission on Tuesday. The appellants challenged an interim order directing all faculty to disclose their educational qualifications.

Students knock UGC door to retrieve docus

Hyderabad: With state universities not doing much about colleges retaining original documents of students over fee dues, many students are now approaching the University Grants Commission (UGC) to get their issues resolved. Making use of online redressal facility of the UGC, many students are lodging their complaints. “My college had collected original marksheets of Class 10 and Inter during admission and despite several requests, they have not returned it even after I discontinued my studies. Now, I have decided to write directly to the UGC to get my certificates back,” said Rajeshwar, who discontinued B Tech after the first year.

Another student Madhu K said, “I completed my engineering in 2018, but the college is refusing to return my certificates as they have not received the fee reimbursement amount from the government. They are asking me to either wait till college gets its fee dues or clear the dues to get the certificates.”

An online petition has also been started by Forum Against Corruption, demanding that colleges should not retain certificates of students. It has received more than 1,000 signatures till now.

Addressed to the chief justice of High Court of Judicature of Telangana, the petition described how educational institutions during admissions are making students sign a contract giving their consent to the institutions to withhold their original academic certificates in case they fail to clear fee dues. The petition further claimed that even those students who are eligible for fee reimbursement are made to sign such contracts to ensure that they are liable to pay in case the government fails to clear dues.

“Colleges are threatening students by taking their certificates which they earned by hard work and determination. This should stop immediately,” said Syed Sameer, one of the petitioners.

Meanwhile, officials from state-run universities claimed that this is an old practice, but even if the colleges are collecting certificates, they have no right to withhold certificates of dropout and fee reimbursement candidate.

Earlier, the UGC had warned varsities and colleges against retention of original documents of admitted students and made it clear that higher educational institutions will be penalised with withdrawal of affiliation, deemed status and barred from receiving any assistance from the UGC if they fail to follow the directive.
