தேஜாஸ்' ரயில் திண்டுக்கல்லில் நிறுத்தப்படுமா?: பயணிகள் எதிர்பார்ப்பு

கொடைக்கானல் ரோடு நிறுத்தத்திற்கு மாற்றாக திண்டுக்கல் ரயில் நிலையத்தில் தேஜாஸ் ரயில் நின்று செல்வதற்கு ரயில்வே நிர்வாகம் நடவடிக்கை மேற்கொள்ள வேண்டும் என்று திண்டுக்கல் மற்றும் தேனி மாவட்ட மக்களின் எதிர்பார்ப்பாக உள்ளது.

திண்டுக்கல் மாவட்டத்திலுள்ள கொடைக்கானல் ரோடு (கொடைரோடு) மற்றும் திருச்சி ஆகிய 2 ரயில் நிலையங்களில் மட்டுமே இந்த ரயில் நின்று செல்கிறது. பிற்பகல் 3 மணிக்கு மதுரையில் புறப்படும் இந்த ரயில், 6 மணி 30 நிமிடங்களில் சென்னையை சென்றடைகிறது. 13 பெட்டிகள் கொண்ட இந்த ரயிலில், 12 பெட்டிகள் 3 அடுக்குப் பெட்டிகளாகவும், ஒன்று சிறப்புப் பெட்டியாகவும் உள்ளது. அனைத்து பெட்டிகளும் குளிரூட்டப்பட்டுள்ளன.

இந்த ரயில் பயணிகளுக்கான கட்டணம் இரு நிலைகளில் வசூலிக்கப்படுகிறது. கொடைரோடு ரயில் நிலையத்திலிருந்து சென்னை செல்ல சிறப்பு பெட்டிக்கு ரூ.1,830 வீதமும், 3 அடுக்கு பெட்டிக்கு ரூ.840 வீதமும் கட்டணம் வசூலிக்கப்படுகிறது. அதே நேரத்தில், உணவு தேவைப்படும் சிறப்பு பெட்டி பயணிகளிடம் ரூ.2,185 வீதமும், 3 அடுக்கு பெட்டி பயணிகளுக்கு ரூ.1,140 வீதமும் கட்டணம் வசூலிக்கப்படுகிறது.

திண்டுக்கல்லிலிருந்து சென்னைக்கு செல்ல சொகுசு பேருந்துகளில் ரூ.700க்கும் கூடுதலாக வசூலிக்கப்படும் நிலையில், தேஜாஸ் ரயிலுக்கு பொதுமக்கள் மத்தியில் வரவேற்பு கிடைத்துள்ளது. அதே நேரத்தில், தென் மாவட்டங்களில் மதுரைக்கு அடுத்த நிலையிலுள்ள திண்டுக்கல் ரயில் நிலையத்தில் தேஜாஸ் ரயில் நிறுத்தப்படாதது, ரயில் பயணிகள் மத்தியில் கடும் அதிருப்தியை ஏற்படுத்தியுள்ளது.

தற்போதைய நிலையில், கொடைரோடு ரயில் நிலையத்திலிருந்து 20 பயணிகள் சராசரியாக தேஜாஸ் ரயிலில் ஏறுகின்றனர். அதில், 15 முதல் 17 பேர் வரை திண்டுக்கல் பகுதியிலிருந்து செல்கின்றனர். திண்டுக்கல்லிலிருந்து 27 கி.மீட்டர் தொலைவிலுள்ள கொடைரோடு ரயில் நிலையத்துக்கு சென்று அங்கிருந்து ரயில் ஏற வேண்டிய கட்டாயம் இருப்பதால், தேஜாஸ் ரயில் திண்டுக்கல்லில் நிறுத்துவதற்கு ரயில்வே நிர்வாகம் நடவடிக்கை எடுக்க வேண்டும் என்பதே பயணிகளின் எதிர்பார்ப்பாக உள்ளது.

இதுதொடர்பாக திண்டுக்கல்லைச் சேர்ந்த ரயில் பயணி சுதர்சன் கூறியது: திண்டுக்கல் ரயில் நிலையத்தில் தேஜாஸ் ரயில் நிறுத்தப்பட்டால், திண்டுக்கல் மட்டுமின்றி, பழனி, வேடசந்தூர், தேனி மாவட்ட பகுதிகளைச் சேர்ந்த மக்களுக்கும் பயனுள்ளதாக இருக்கும். திண்டுக்கல்லிலிருந்து கொடைரோட்டிற்கு செல்ல 30 நிமிடங்கள் பயண நேரம் மட்டுமின்றி, பேருந்து கட்டணமும் கூடுதலாக செலவிட வேண்டியுள்ளது.

இந்த தேஜாஸ் ரயில் திண்டுக்கல் ரயில் நிலையத்தில் நிறுத்தப்படுமானால், கூடுதலான பயணிகள் பயன் பெற வாய்ப்பு ஏற்படும் என்றார். ரயில்வே அதிகாரி ஒருவரிடம் கேட்டபோது அவர் கூறியது: மதுரை- சென்னை இடையே தேஜாஸ் ரயில் இயக்குவது தொடர்பான ஆலோசனை நடைபெற்றபோது, கொடைக்கானல் செல்லும் சுற்றுலாப் பயணிகளின் வசதிக்காக கொடைக்கானல் ரோடு ரயில் நிலையத்தில் நிறுத்தம் இருக்க வேண்டும் என சுட்டிக் காட்டப்பட்டுள்ளது.

ஆனால், பெரும்பாலான சுற்றுலாப் பயணிகள் திண்டுக்கல் ரயில் நிலையத்திலிருந்தே கொடைக்கானல் செல்கின்றனர் என்ற விவரம் தெரிவிக்கப்படாததால், கொடைக்கானல்ரோடு தேஜாஸ் ரயில் நிறுத்தமாக தேர்வு செய்யப்பட்டுள்ளது. கொடைக்கானல்ரோடு நிலையத்தில் நிறுத்தப்படும் தேஜாஸ் ரயில், திண்டுக்கல் ரயில் நிலையத்தை கடந்து செல்லும்போது 10 முதல் 15 கி.மீட்டர் வேகத்திலேயே இயக்கப்படுகிறது.

அதேநேரத்தில், 100 கி.மீட்டர் வேகத்திற்கும் கூடுதலாக இயக்கப்படும் தேஜாஸ் ரயில், திண்டுக்கல் ரயில் நிலையத்தில் நிறுத்தப்படுமானால், கொடைக்கானல் ரோடு நிலையத்தை 100 கி.மீட்டர் வேகத்தில் கடக்க முடியும். இதன் மூலம் ரயில் மதுரையிலிருந்து திண்டுக்கல் வரை ஒரே வேகத்தில் வந்து சேரும். பொதுமக்களின் கோரிக்கைகள் குறித்து, ரயில்வே நிர்வாகத்திற்கு தெரிவிக்கப்படும் என்றார்.

CUDDALORE: A woman MBA graduate who allegedly made photocopies of currency notes by following on-line video landed in police net while trying to exchange a fake Rs 2000 note here, police said Tuesday.

The woman was arrested and fake notes in the denomination of 2000, 500 and 200 with a total face value of Rs 69,700 were seized from here last evening, they said.

Mother of two girl children, the woman told the police that she took to the fake currency racket due to financial problems after her husband suffered losses in business. She learnt to make fake notes by watching videos on YouTube and had purchased a photocopying machine without the knowledge of her family members, police said.

She had tried to change the Rs 2,000 fake note while buying fruit from a vendor at the bus stand here.

As the vendor's friend grew suspicious about it, he took it to the police station, following which she was arrested. It was found that she was also carrying 15 fake ATM cards, the police said.

CHENNAI: Commuters plying to Vellore and Tiruvannamalai from Chennai can now travel by two air-conditioned buses by paying just Rs 10 more than regular non-AC ultra-deluxe buses. About 500 buses, including two AC buses, were flagged off by Chief Minister Edappadi K Palaniswami at the Secretariat on Tuesday. With the addition of 500 buses, the eight transport corporations in the State have received about 2316 buses from July 2018 at a cost of Rs 603.23 crore.



After the inauguration, commuters were allowed to travel on Chennai - Vellore and Chennai - Tiruvannamalai routes. The buses have got 3X2 seater layout. Official sources said the ticket fare of regular air conditioned buses is 140 paise per km. “However, in these two AC buses passengers will be charged at 100 paise per km which was collected for ultra-deluxe buses. In addition, Rs 10 will be collected,” said a senior official from TNSTC. The two buses will have two services in both directions a day (four single trips),” the official added.

Of the 500 new buses, eight buses have been allocated to Metropolitan Transport Corporation. Villupuram and Salem divisions of TNSTC received 198 buses and 134 buses. About 160 buses have been allocated to Kumbakonam division, a release said. SETC, Coimbatore, Madurai and Tirunelveli units of TNSTC have not been allotted any new buses.

These dog-friendly gravies are priced between `60 and `120, and can be mixed with rice or rotis. They are adequate for two meals. “We noticed that processed dog food has been reducing the life span of dogs. So, we wanted to provide pet owners a healthy alternative for their dogs,” said G Niranjan, co-founder of Pet and Me.

The gravies are loaded with omega 3,6,9 fatty acids and are devoid of spices used for making food for humans. “We noticed that most people feed their dogs the same food they eat. Certain spices such as chilly powder and salt are harmful for dogs,” he said.

He claimed that the recipes of the gravies which include potatoes, carrots, and peas have been developed over a year and was received well by dogs across breeds. In the Pet and Me dog meet-up organised on Saturday at Besant Nagar, pugs, labradors and German shepherds licked their bowls clean when they were fed the gravies with rice.

“Not only are gravies healthy and fresh, dogs also seem to enjoy the taste,” said Mackson Iverson, a resident of the city who took part in the dog meet-up with his pug.Dog owners can avail the gravies at a day’s notice by placing the order.

CHENNAI: Nine years after four of a family were made to travel standing in the Tamil Nadu State Transport Corporation (TNSTC) from Chennai to Vedaranyam, despite having confirmed tickets, a city consumer forum directed the State Express Transport Corporation to provide a compensation of Rs 36,000 to the passenger.

According to the petition submitted by A Abdul Ajeez, a resident of Porur, in 2010, he had booked prior tickets for eight of his family members to travel to Vedaranyam. However, on the day of travel, he found after boarding, that the seating capacity of the entire bus was only 40 seats but he was provided with seat numbers till number 44.

The passenger had booked tickets two days in advance by paying a sum of Rs 1,155 from number 36 till 44. With the conductor denying the seats to four of his family members, they were forced to travel standing for the complete distance of 350 km till Vedaranyam. This was submitted in the petition.

Undergoing harassment from the conductor and also being an arthritis patient, A Abdul Ajeez submitted a petition at the District Consumer Redressal Forum Chennai South, seeking a compensation of Rs 2 lakh along with the ticket charges and medical expenses.

Countering the allegations, the counsel for State Express Transport Corporation (SETC) said that at the last moment, the timekeeper informed the conductor that passengers of another vehicle were to be accommodated in his bus, which was also informed to the passenger.

That the passenger was also made to travel in the same bus by adjusting with other co- passengers, was submitted by the counsel for SETC at the forum.

However, based on the documents submitted, M Mony, president of the Forum, directed the SETC to pay a compensation of Rs 36,203 including the ticket value, the medical expenses and for the mental agony caused to the passenger.

Irregularities alleged in post-matric scholarships

The protesters alleged that the State Government has not distributed the scholarship amount for the past two financial years and several students are affected due to this.

“Thousands of underprivileged students across the State are dependant on this scholarship and the State Government, despite allocating thousands of crores in the past three budgets, has not dispersed the amount promptly”, said S. Ezhumalai, Urban secretary of the association.

He added that several students had to discontinue their studies and take up irregular jobs due to this.

London patient may be second in world to be cured of HIV

For just the second time since the global epidemic began, a patient appears to have been cured of infection with HIV, the virus that causes AIDS. The news comes nearly 12 years to the day after the first patient known to be cured, a feat that researchers have long tried, and failed, to duplicate. The surprise success now confirms that a cure for HIV infection is possible, if difficult, researchers said.

The report is to be published on Tuesday in the journal ‘Nature’ and investigators to present some of the details at the Conference on Retroviruses and Opportunistic Infections in Seattle.

Publicly, the scientists are describing the case as a longterm remission. In interviews, most experts are calling it a cure, with the caveat that it is hard to know how to define the word when there are only two known instances.

Both milestones resulted from bone-marrow transplants given to infected patients. But the transplants were intended to treat cancer in the patients, not HIV.

Bone-marrow transplantation is unlikely to be a realistic treatment option in the near future. Powerful drugs are now available to control HIV infection, while the transplants are risky, with harsh side effects that can last for years.

But rearming the body with immune cells similarly modified to resist HIV might well succeed as a practical treatment, experts said.

“This will inspire people that cure is not a dream,” said Dr Annemarie Wensing, a virologist at the University Medical Center Utrecht in the Netherlands. “It’s reachable.”Dr. Wensing is co-leader of IciStem, a consortium of European scientists studying stem cell transplants to treat HIV infection. The consortium is supported by AMFAR, the American AIDS research organization.The new patient has chosen to remain anonymous, and the scientists referred to him only as the “London patient.”

“I feel a sense of responsibility to help the doctors understand how it happened so they can develop the science,” he told The New York Times in an email. Learning that he could be cured of both cancer and HIV infection was “surreal” and “overwhelming,” he added. “I never thought that there would be a cure during my lifetime.”

At the same conference in 2007, a German doctor described the first such cure in the “Berlin patient,” later identified as Timothy Ray Brown, 52, who now lives in Palm Springs, California.

That news, displayed on a poster at the back of a conference room, initially gained little attention. Once it became clear that Brown was cured, scientists set out to duplicate his result with other cancer patients infected with HIV.

In case after case, the virus came roaring back, often around nine months after the patients stopped taking antiretroviral drugs, or else the patients died of cancer. The failures left scientists wondering whether Brown’s cure would remain a fluke. Brown had had leukemia, and after chemotherapy failed to stop it, he needed two bone-marrow transplants. The transplants were from a donor with a mutation in a protein called CCR5, which rests on the surface of certain immune cells. HIV uses the protein to enter those cells but cannot latch on to the mutated version.

Mr. Brown was given harsh immunosuppressive drugs of a kind that are no longer used, and suffered intense complications for months after the transplant. He was placed in an induced coma at one point and nearly died.

“He was really beaten up by the whole procedure,” said Dr. Steven Deeks, an AIDS expert at the University of California, San Francisco, who has treated Mr. Brown. “And so we’ve always wondered whether all that conditioning, a massive amount of destruction to his immune system, explained why Timothy was cured but no one else.”

The London patient has answered that question: A near-death experience is not required for the procedure to work. He had Hodgkin’s lymphoma and received a bonemarrow transplant from a donor with the CCR5 mutation in May 2016. He, too, received immunosuppressive drugs, but the treatment was much less intense, in line with current standards for transplant patients.

He quit taking anti-HIV drugs in September 2017, making him the first patient since Brown known to remain virus-free for over a year after stopping.

“I think this does change the game a little bit,” said Dr. Ravindra Gupta, a virologist at University College London who presented the findings at the Seattle meeting. “Everybody believed after the Berlin patient that you needed to nearly die basically to cure HIV, but now you don’t,” said Ravindra Gupta, a virologist at University College London.

Although the London patient was not as ill as Brown had been after the transplant, the procedure worked about as well: The transplant destroyed the cancer without harmful side effects.

So far, scientists are tracking 38 HIV-infected people who have received bone-marrow transplants, including six from donors without the mutation. The London patient is 36 on this list. Number 19 on the list, referred to as the “Düsseldorf patient,” has been off anti-HIV drugs for four months. Details of that case will be presented at the Seattle conference later this week.

The consortium’s scientists have repeatedly analysed the London patient’s blood for signs of the virus. They saw a weak indication of continued infection in one of 24 tests, but say this may be the result of contamination in the sample.

The most sensitive test did not find any circulating virus. Antibodies to HIV were still present in his blood, but their levels declined, in a trajectory similar to that seen in Brown. None of this guarantees that the London patient is forever out of the woods, but the similarities to Brown’s recovery offer reason for optimism, Gupta said. NYT

High court directs all postmortems in state to be videographed

The Madurai bench of the Madras high court has granted an interim direction to videograph all the postmortems which are performed in the state after a petitioner raised concerns about the credibility of the reports and sought a direction to record all postmortems.

In his public interest litigation (PIL), R M Arun Swaminathan, an advocate and a resident of Madurai stated that he suspected the nature of postmortems performed at government hospitals.

When the petition was heard on Tuesday, Swaminathan stated that when examining the postmortem reports of four different people, it was found out that all four had the same identification marks. He said that it raises suspicion whether the postmortems were performed or the reports were just copy-pasted by just changing the name and father’s name of the deceased.

He further claimed that nearly 700 postmortem certificates of Government Rajaji Hospital (GRH) were not signed and they are yet to be sent to the concerned police stations. He also stated that though two postings of scientific officers have to be appointed in each of the 24 government medical colleges in the state, the present strength is only three.

Anna varsity’s exam system may not allay quality concerns

For long, the quality of engineering graduates produced by Anna University and its affiliated colleges has come under question. To tide over this the institution is putting in place the most stringent assessment system, expecting every student to score 90%.

While the intention is to improve overall quality, what raises concern among educationists is the blindfolded approach with focus on marks instead of learning. Last week, Anna University announced that a student failing in a subject thrice would have to redo the entire four-year course.

While some, like education consultant Moorthy Selvakumaran, say this is the standard procedure followed across the country, others feel failure of a student is a reflection of the academic system and should be addressed thus. “The fact that a student has not been able to pass the subject is not just his/her responsibility. It is equally the fault of the teacher. One must be allowed to sit for the classes again for that subject,” said principal of a Salem-based college. Until now each semester exam had two sections. The first part comprised 10 twomark questions and the second part had five 16-mark questions.

According to the new rule, the second part is tweaked, with six questions, of which five are of 13 marks each and the last creative question is for 15 marks.

“While increasing difficulty level to test knowledge is good, the university should understand that creating a balance is also crucial,” said a professor of a Coimbatorebased college.

The issue came to light when results of the first semester examination were published. Teachers and students were appalled with the performance in engineering mathematics. “Our college’s average performance without mathematics is 80%, but if we include mathematics it drops to 35%,” said a professor from Namakkal.

“I do not question the degree of difficulty of the curriculum. It is important to revise the syllabus to stay updated,” he said but also stressed on the unstated rule that a paper usually has 25% questions with high difficulty to ensure an average 60% of the students can clear the exam. Experts state that each class has students of different calibre and interests.

Further, while the intention of the last question, which has to be answered creatively, is good, its point is lost as the duration of the exam is limited. “Writing six detailed answers along with 10 short ones in three hours is a big ask,” said the professor.

To bring in a more application-based, creative and flexible assessment, experts suggest decentralization of the examination system. Akin to universities abroad that give 60% weightage to internal assessment of assignments, seminars, tests and quizzes instead of one written exam. The evaluation is also transparent as the revaluation can be done in front of the student.

About five years ago, Anna University, took away the powers of its regional centres to conduct exams. “There are many institutions who exploit the decentralized system. They intend to produce only degree holders, not employable graduates,” said a mechanical engineering professor and principal. “Anna University needs to create a system where any malpractice in the examination process is identifiable,” he added.

The colleges have made representations to the Anna University management. “We are expecting that there will be some changes. The best solution would be to have an independent board that does not involve people holding positions in institutions to frame regulations and monitor the system,” said the principal from Salem.

Counselling for post-graduate medical students for the all-India quota, deemed universities, central universities, ESIC and AFMC will begin on March 15, a schedule released by the Directorate General of Health Services said.

Registration for the online counselling opens on March 15 and results of the first round of counselling will be available on March 27. The process for second round will begin on April 5 and the results will be available on April 12. While there will be no third round of counselling for government seats under the all-India quota, mop-up rounds will be held for central, deemed and ESIC colleges. While vacant seats will be returned to the states for counselling by April 22, other universities will receive it after mop-up by May 27. The stray vacancy round of counselling will be completed by May 31.

Counselling date for the state, however, is yet to be announced by the Directorate of Medical Education. It will be made after the state Health Department passes a GO on the incentive marks for in-service candidates.

A committee chaired by retired judge A Selvam has recommended incentives for doctors working in hilly regions, remote and rural areas, with a maximum of 30% additional marks over their PG NEET scores. “The recommendation is with the government. It can be implemented only if it is issued as a GO by the state health department,” said director of medical education Dr A Edwin Joe.

The National Board of Examination summary shows that of the 79,633 who qualified, 11,121 were from Tamil Nadu, which also had the most candidates (17,067) who appeared, compared to 9,219 from Karnataka, 7,441 from Maharashtra and 6,323 from Andhra Pradesh. Though qualifying in the exam may not guarantee seats, educationists say the high numbers give TN candidates more opportunity to get placed in premium colleges outside the state and increases the possibility of more state candidates getting seats in TN government colleges.

The directorate of medical education received the Centre’s permission, from the board of governors in supersession of the Medical Council of India, on Thursday to convert 384 of its 396 PG diploma seats into PG degree seats. In addition, the state has permission to start 124 new PG degree courses across 14 staterun medical colleges. In all, government medical colleges will have 1,758 post-graduate seats in 2019. The state will have about 870 PG degree government college seats in its kitty after offering an equal number to the DGHS for the all-India counselling.

Registration for the online counselling will open on March 15 and results of first round of counselling will be available on March 27

After MCI, Cabinet extends tenure of Homeopathy Council Board Of Governors

New Delhi: Through a recent ordinance, the government has called for the extension of the tenure of the Board of Governors that were appointed last year to run the scam tainted Central Council of Homoeopathy.

The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the draft Homoeopathy Central Council (Amendment) Ordinance, 2019 which seeks to extend the period for reconstitution of the Central Council from existing period of one year to two years so that the tenure of the Board of Governors may be extended for a further period of one year with effect from 17th May, 2019 for exercising the powers and performing the functions of the Central Council of Homoeopathy (CCH).

Last year in May 2018, the Union Cabinet had approved the ordinance to replace the Central Council of Homeopathy with a National Commission of Homeopathy in order to install more transparency and accountability in the system of homeopathy in the country.

The Commission, similar to the National Medical Commission, comprised of seven persons-eminent homeopathy practitioners and administrators, and were be appointed by the government. Their initial tenure was fixed to be one year

The move came in response to the growing allegations of corruption against office bearers of the CCH.

Now with the fresh ordinance, the government has extended the tenure of the Board of Governors by another year.

The move by the government is based on the Parliamentary Standing Committee on Health, which observed that conformation to prescribed standards of homoeopathy education has been compromised due to legal infirmities in the governing statute.

The committee had recommended that “the oversight of maintenance of standards should be done with the utmost transparency and there should be a credible and vibrant appeal mechanism in place so that minor technical and procedural defaults are not made a basis for harassment and questionable practices and genuine grievances of homoeopathy medical institutions are addressed swiftly within set timelines.

Introducing DNB exam for foreign PG Medical Graduates: MCI Board of Governors mull proposal

New Delhi: In order to provide a level playing field to medical practitioners who complete their post-graduation and specialisations from various countries outside India, the Medical Council of India Board of Governors are now mulling over a proposal to consider introducing DNB examination for candidates qualifying PG degree from foreign nations other than five English speaking countries.

PG Medical Degrees from 5 English speaking countries including the  US, the UK, Australia, New Zealand and Canada are considered equivalent to MD/MS degrees in India. However, the same is not true for PG medical qualifications from other countries apart from these 5, with no benchmark on how these degrees are to be considered in India. In absence of regulations, these PG medical degrees from countries apart from those recognised by MCI have no value in India

The issue was recently taken up by the MCI Board of Governors in their December 2018 meeting, where the BOG mulled on the idea of equating these degrees to DNB

The BoG considered the issue relating to shortage of specialist in the Country and decided in-principle that Indian/OCI PG doctors planning to return/wish to render their services to the Country may be allowed to enter in the mainstream by facilitating registration of their PG qualification by equating it to DNB.

The matter was considered in the meeting and BOG has decide to consider introducing DNB examination for candidates qualifying PG degree from foreign nations other than five English speaking countries

In view of the foregoing the BoG decided to nominate Dr Randeep Guleria, Dr Nikhil Tandon and Dr S Venkatesh, BoG Members, who are also NBE members, to workout detailed modalities in consultation with NBE leadership for allowing the Indian OCI Doctors who possess foreign PG qualification to take DNB examination without undergoing three years DNB training at NBE accreditated hospital India.

Medical university dean summoned over certificates

CHENNAI: The Tamil Nadu Medical Council has summoned the dean of a deemed universityfor discrepancies in the internship completion certificates the varsity issued to at least three students who passed out in 2017 and 2018.

All MBBS students must complete compulsory rotatory residential internship for a year in hospitals attached to the college or any approved hospital. During the internship, students are given ‘temporary’ registration certificates and will have to show completion certifications to register as doctors.

In April, a student from Saveetha Medical College and Hospital approached the council for permanent registration. “In January, the student had applied for six months extension to complete her internship. But he is said to have completed the course by April,” said council president Dr K Senthil. The student produced two certificates that had discrepancies pertaining to the dates on which he attended some wards. The council also found at least two other students whose certificates had similar discrepancies.

On Tuesday, the council’s disciplinary committee summoned hospital dean Dr T Gunasagaran about one of the students. During inquiry, Gunasagaran said the student was irregular and that he approached the council for a six-month extension after completing nine months of internship.

“It was only to ensure that if he further absented himself he did not have to go back for extension. I told them I had no mala fide intentions,” Gunasagaran told TOI. “At our university at least 30% of students are given repeat internships because we give rigorous training.”

The committee, however, asked the college to submit daily log sheets of the student’s work in a week. “It is important to maintain log sheets to prove the student had adequate attendance,” said Senthil.

The council has also decided that it will not register students without checking their names on the registers of medical colleges, universities and Medical Council of India. “This will ensure there are no fake certificates or registrations,” Senthil said.

NEET UG 2019 sees surge in applicants, 15.19 lakh candidates to appear for exams

NEW DELHI: There has been a surge in registration for NEET-UG-2019 — 15.19 lakh candidates will take the test on May 5. This is almost 2 lakh more than the previous year. 

The enrolment from Karnataka has also witnessed an increase, especially in female candidates. The highest number is from Maharashtra, where 2.19 lakh candidates have applied.

Navin C Joshi, academic head and VP (NEET and JEE), Gradeup, an institution which prepares candidates, said, the medical profession is still considered the noblest profession across all strata of the society and age groups of people. As per the Medical Council of India, there’s been an increase in registrations of 14.4% in 2019.

The National Testing Authority (NTA) permits students above 25 years to appear for the exam provisionally until the final judgement is passed in this regard. Further, the increase in number of registrations is also because NEET has been made mandatory for overseas MBBS students. Overall, the number of seats in various medical colleges is being increased with more AIIMS being set up by the government and many new medical colleges being planned, giving aspirants greater opportunities to pursue their dreams of becoming doctors.

Increase of female enrolment

Over the years, female enrolments has seen a steady increase due to various factors. Rajshekhar Ratrey, VP, educational content head, Toppr, told TOI that the number of female candidates is around 1.5 lakh more than male candidates this year. The reason for this is not clear yet.

Navin C Joshi added that NEET 2018 result figures reveal that the number of female candidates who qualified is higher compared to males when compared to JEE. In 2018, female candidates have been in equal standing with 55.99% aspirants qualifying as compared to 56.25% males. Among top 25 rankers, three were females in NEET 2018 and nine in 2017. With greater female aspirants being part of top rankers, this definitely motivates others to prepare for the exam.

Changes in NEET-19 

As per MHRD, it will be an offline exam (pen and paper test) and conducted by National Testing Authority (NTA). NEET 2019 will offer admission to around 90,000 MBBS and BDS seats in medical and dental colleges of India, except AIIMS and JIPMER.

This year, the Supreme Court has allowed candidates with low vision to pursue the MBBS course. Such aspirants need to appear and qualify in NEET 2019. The order passed on August 25, 2018 will allow MBBS aspirants suffering from various forms of visual impairment to avail the 5% admission reservation for persons with disability through the Right of Persons with Disabilities Act, 2016.

செல்போன் எண் மற்றும் வங்கி கணக்கு தொடங்குவதற்கு, அரசின் பல்வேறு நலத்திட்ட உதவிகள் பெறுவதற்கு ஆதார் எண் கட்டாயம் என மத்திய அரசு அறிவித்தது. இதற்கு பல்வேறு தரப்பினர் எதிர்ப்பு தெரிவித்தனர்.

உண்மை ஒரு முறை சுற்றி வருவதற்கு முன்னால், வதந்தி நூறு முறை சுற்றி வந்துவிடும் என்ற சொல்வழக்கு உங்களுக்குத் தெரிந்திருக்கும். உலக மகளிர் தின வரலாற்றுக்கும் இதுதான் நேர்ந்துள்ளது.

உலக மகளிர் தினம் உருவாக உண்மையான காரணம் என்ன?

இந்த நாள் ஆண்டுதோறும் ஏன் மார்ச் 8-ல் கொண்டாடப்படுகிறது?

மார்ச் 8-தான் மகளிர் தினத்துக்கான தேதி என்று முடிவுசெய்தது எந்த அமைப்பு?

தவறான தகவல்கள்

1. தமிழ் விக்கிபீடியா இணையதளக் கட்டுரையில், “பிரான்ஸ், பிரஷ்யாவில் இரண்டாவது குடியரசை நிறுவிய லூயி பிளாங்க், பெண்களை அரசவை ஆலோசனைக் குழுக்களில் இடம்பெறச் செய்யவும் பெண்களுக்கு வாக்குரிமை அளிக்கவும் ஒப்புதல் தந்தான். அந்த நாள் 1848, மார்ச் 8-ம் நாளாகும்.

அந்த மார்ச் 8-ம் நாள்தான் அனைத்துலகப் பெண்கள் நாள் உலகெங்கும் அமைய ஒரு வித்தாக அமைந்தது” எனக் கூறப்பட்டுள்ளது. இது தவறான தகவல். உண்மையில் நடந்தது என்ன? இன்றைய ஜெர்மனி உள்ளிட்ட சில நாடுகளின் பகுதிகளைக்கொண்ட பிரஷ்ய நாட்டின் மன்னர் பிரெடெரிக் வில்லியம்ஸ், பெண்களுக்கு வாக்குரிமை உள்ளிட்ட பல வாக்குறுதிகளை 1848, மார்ச் 19 அன்று அளித்தார். ஆனால், எந்த வாக்குறுதியையும் அவர் நிறைவேற்றவில்லை என்பது வேறு விஷயம். எனவே, மார்ச் 8-க்கு இது காரணமில்லை.

2. “அமெரிக்காவின் நியூயார்க் நகரில் ஆடை மற்றும் துணித் தொழிற்சாலைகளின் பெண் தொழிலாளர்கள் 1857 மார்ச் 8 அன்று வேலை நிறுத்தம் செய்து போராடினார்கள். அதை நினைவுகூரும் வகையில்தான் உலக மகளிர் தினம் மார்ச் 8 அன்று கொண்டாடப்படுகிறது” என்று ஐ.நா. சபையின் ஓர் இணைய தளத்திலும் ஏராளமான கட்டுரைகளிலும் குறிப்பிடப்பட்டுள்ளது.

ஆனால், இது உள்நோக்கத்தோடு உருவாக்கப்பட்ட கட்டுக்கதை என்பதை பிரான்ஸ் நாட்டின் பெண் ஆய்வாளர்கள் இருவர் விரிவாக ஆய்வுசெய்து ஆதாரங்களுடன் நிரூபித்துள்ளார்கள்.

3. “நியூயார்க் நகரில் ஆடை ஆலைகளின் பெண் தொழி லாளர்கள் மோசமான வேலை நிலைமைகளை எதிர்த்து 1908 பிப்ரவரி 28 அன்று வேலை நிறுத்தம் செய்தார்கள். இதைக் கவுரவிக்கும் வகையில் இந்த நாளைத் தேசிய மகளிர் தினத்துக்கான நாளாக அமெரிக்க சோஷலிஸ்ட் கட்சி நிச்சயித்தது” என்ற தகவல் ஐ.நா. சபையின் இணையதளத்தில் உள்ளது.

இப்போதுள்ள ரஷ்ய கம்யூனிஸ்ட் கட்சியின் அதிகாரபூர்வ இணையதளத்தில், 1908 மார்ச் 8 அன்று நியூயார்க் நகரத் தெருக்களில் ஊர்வலம் நடந்ததாகவும் மகளிர் தினத்தின் வரலாறு அதிலிருந்து தொடங்கியது என்றும் உள்ளது.

ஆனால், நியூயார்க் நகரில் 1908 பிப்ரவரி 28 அன்று வேலை நிறுத்தமோ மார்ச் 8 அன்று ஊர்வலமோ நடைபெறவில்லை. 1908 போராட்டம் தொடர்பான எந்தக் கட்டுரையிலும் இதற்கான ஆதாரம் ஏதும் அளிக்கப்படவில்லை.

1. உலக மகளிர் தினம் உருவாக உண்மை யான காரணம் என்ன?

டென்மார்க் நாட்டின் தலைநகரான கோபன்ஹேகனில் ‘உலக சோஷலிஸ்ட் பெண்கள் மாநாடு’ 1910-ல் நடந்தது. இந்த மாநாட்டில்தான் வரலாற்றுப் புகழ்மிக்க ‘மகளிர் தின’த் தீர்மானம் நிறைவேற்றப்பட்டது. உலக மகளிர் தினத்தின் தாய் என்று சொல்லத்தக்க கம்யூனிஸ்ட் தலைவி கிளாரா ஜெட்கின் (CLARA ZETKIN) மாநாட்டுக்குத் தலைமை வகித்து, இந்தத் தீர்மானத்தை எழுத்துபூர்வமாக முன்மொழிந்தார்.

“அனைத்துத் தேசிய இனங்களையும் சார்ந்த சோஷலிஸ்ட் பெண்கள் ஒரு தனிச் சிறப்புள்ள தினமாக மகளிர் தினத்தைக் (Women's Day) கடைப்பிடிக்க வேண்டும். சமூகப் பிரச்சினைகள் பற்றிய சோஷலிசக் கண்ணோட்டத்துடன், பெண்கள் பிரச்சினை அனைத்துடனும் வாக்குரிமைக் கோரிக்கையை இணைத்து விவாதிக்க வேண்டும்” என்று தீர்மானம் நிறைவேற்றப்பட்டது. உலக மகளிர் தினம் 1911-ம் ஆண்டு முதல் பல நாடுகளில் பல தேதிகளில் கொண்டாடப் பட்டுவந்தது. இந்தச் சூழ்நிலையில் ‘கம்யூனிஸ்ட் பெண்கள் அகில’த்தின் மாநாடு 1921-ல் மாஸ்கோ நகரில் நடந்தது. ரஷ்யாவில் 1917, மார்ச் 8-ல் பெண் தொழிலாளர்கள் நடத்திய புரட்சியை நினைவுகூரும் வகையில், இனிமேல் அனைத்து நாடுகளிலும் ஒரே நாளில் மார்ச் 8-ம் தேதியில் கொண்டாட வேண்டும் என்று இந்த மாநாடுதான் முடிவுசெய்தது. அதன் பிறகுதான் மார்ச் 8-ல் உலக மகளிர் தினம் என்பது நடைமுறைக்கு வந்தது.

எனவே, 1921-ல் நடந்த ‘கம்யூனிஸ்ட் பெண்கள் அகில’த்தின் மாநாட்டுத் தீர்மானமே, உலக மகளிர் தினத்துக்கு மார்ச் 8-ம் தேதி நிச்சயிக்கப்படவும் நிரந்தரமாக்கப்படவும் உண்மையான காரணம்.

ஆகவே, உலக மகளிர் தினம் என்பது பெண்களின் புரட்சிகரப் பாரம்பரியத்தை நினைவுகூரும் நாள். அந்தப் பாரம்பரியத்தைத் தொடர்ந்து நடத்தி, அனைத்து ஆதிக்கங்களுக்கும் முடிவுகட்டச் சூளுரைக்கும் நாள் இது!

பாகிஸ்தானில் ராணுவத்தினரால் விடுவிக்கப்பட்ட இந்திய விமானப்படை வீரர் அபிநந்தனுக்குப் பெருமை சேர்க்கும் விதத்தில், இளைஞர்கள் பலர் அபிநந்தன் வைத்திருக்கும் மீசை போல் தங்கள் மீசையையும் வடிவமைத்துக் கொள்வதில் ஆர்வம் காட்டி வருகின்றனர்.

புல்வாமா தாக்குதலுக்குப் பதிலடி கொடுக்கும் விதமாக பாகிஸ்தான் பாலகோட் பகுதியில் தீவிரவாத முகாம்கள் மீது இந்திய விமானப் படை தாக்குதல் நடத்தி திரும்பியது.

அப்போது, மிக் ரக விமானத்தை இயக்கிய விங் கமாண்டர் அபிநந்தன், பாகிஸ்தானின் எப்-16 வகை விமானத்தை சுட்டு வீழ்த்திய பின் விமானத்தில் கோளாறு ஏற்பட்டது.

இதனால், பாராசூட் மூலம் உயிர் தப்பிய அபிநந்தன் பாகிஸ்தான் பகுதிக்குள் விழுந்தார். அவரை ராணுவத்தினர் கைது செய்தனர். இரு நாட்களுக்குப் பின் சர்வதேச அழுத்தம் காரணமாக பாகிஸ்தான் ராணுவம் நேற்று முன்தினம் இரவு வாகா எல்லையில் அபிநந்தனை இந்திய அதிகாரிகளிடம் ஒப்படைத்தது.

அபிநந்தனின் வீரத்தையும், துணிச்சலையும் நாட்டு மக்கள் அனைவரும் புகழந்தும், வரவேற்றும் வருகின்றனர். உண்மையான ஹீரோவாக மக்கள் மத்தியில் ஜொலித்து வருகிறார் அபிநந்தன். அபிநந்தனுக்குப் புகழாரம் சூட்டும் வகையில் இளைஞர்கள் பலர் அபிநந்தன் வைத்திருக்கும் மீசையைப் போல் தங்கள் மீசையையும் வடிவமைத்துக் கொள்வதில் ஆர்வம் காட்டி வருகின்றனர்.

கடந்த இரு நாட்களாக ட்விட்டர், ஃபேஸ்புக் உள்ளிட்ட சமூக ஊடகங்களில் அபிநந்தன் வைத்திருக்கும் மீசை குறித்த விவாதம் தீவிரமாக இருந்து வருகிறது. தாடி வைத்திருக்கும் ஏராளமான இளைஞர்கள் சலூன் கடை நோக்கி படையெடுத்து தங்கள் தாடியை மழித்து அபிநந்தன் மீசை வைக்க ஆர்வம் காட்டி வருகின்றனர்.

பெங்களூரில் சலூன் கடை வைத்திருக்கும் ஏராளமான சலூன் கடைகளில் அபிநந்தனைப் போல் மீசை வைத்துக் கொள்ளும் இளைஞர்களுக்கு 50 சதவீதம் கட்டணத்தில் தள்ளுபடி அளிக்கப்படுகிறது. இதனால், இளைஞர்கள் மத்தியில் இந்த மீசை டிரெண்டாகி வருகிறது.

இது தொடர்பாக பெங்களூரைச் சேர்ந்த சாந்த் முகமது(வயது 32) கூறுகையில், "அபிநந்தன் துணிச்சல் மிக்க வீரர். அவரின் மீசை எதிரிகளுக்கு அச்சத்தையும், வீரத்தையும் பறைசாற்றுகிறது. சல்மான்கான், அமீர்கான் என்னுடைய ஸ்டைல் குருவாக இருந்தாலும், அபிநந்தன்தான் என்னுடைய குரு. அதனால் அவரைப் போல் மீசை வைத்தேன். செகந்திராபாத்தில் உள்ள என்னுடைய உறவினர் அபிநந்தன் போல் மீசை வைத்து இன்று காலையில் வாட்ஸ்அப்பில் புகைப்படம் அனுப்பினார். அதைப் பார்த்து நானும் வைத்துக்கொண்டேன்" எனத் தெரிவித்தார்.

பெங்களூரில் சலூன் கடை வைத்திருக்கும் சமீர் கான் கூறுகையில், " இன்று காலையில் இருந்து 15-க்கும் மேற்பட்ட இளைஞர்கள் என்னிடம் அபிநந்தன் போன்று மீசை வைக்க வேண்டும் என்று விரும்பி அதைப் போன்று மீசை வைத்துச் சென்றுள்ளார்கள்" எனத் தெரிவித்தார்.

தற்போது மெல்லப் பரவி வரும் அபிநந்தன் மீசை ஸ்டைல், அடுத்த சில நாட்களில் நாடு முழுவதும் இளைஞர்கள் மத்தியில் அபிநந்தனின் கன்ஸ்லிங்கர் மீசை டிரெண்டாகப் போகிறது.

ஒடிசாவில் மெட்ரிகுலேஷன் தேர்வெழுதிய 108 மாணவர்களின் விடைத்தாள்கள் திடீரென காணாமல் போனதை அடுத்து துணை ஆட்சியர் உள்ளிட்ட உயரதிகாரிகள் தேர்வு மையத்திற்கு விரைந்துள்ளனர்.

ஒடிசாவில் மால்காங்கிரி மாவட்டத்தின் தேர்வு மையம் ஒன்றில் மாணவர்களின் விடைத்தாள்கள் காணாமல் போன சம்பவம் இன்று காலை நடந்துள்ளது.

இச்சம்பவம் பாட்டியா எஸ்எஸ்டி உயர்நிலைப் பள்ளி அதிகாரிகள் பாட்டியா காவல் நிலையத்தில் புகார் அளித்ததை அடுத்து இப்பிரச்சினை வெளிச்சத்திற்கு வந்தது.

இதுகுறித்து மால்காங்கிரி மாவட்ட காவல் கண்காணிப்பாளர் ஜெக்மோகன் மீனா தெரிவித்ததாவது:

''மால்காங்கிரி மாவட்டத்தில் அரசு உயர் நிலைப்பள்ளி யொன்றில் இன்று காலை மெட்ரிகுலேஷன் பொதுத் தேர்வில் கணித பாடப்பிரிவில மாணவர்கள் தேர்வு எழுதினர். தேர்வு முடிந்த பிறகு கிட்டத்தட்ட 108 மாணவர்கள் எழுதிய தேர்வு விடைத்தாள்கள் பள்ளி வளாகத்திலிருந்து காணாமல் போயுள்ளன.

விடைத்தாள்கள் திடீரென காணாமல் போயுள்ளதால் தேர்வாளர்கள் உள்ளிட்ட உயரதிகாரிகள் அதிர்ச்சி அடைந்துள்ளனர்.

விடைத்தாள்கள் காணாமல் போன சூழ்நிலையில் இது குறித்து ஒரு முழுமையான விசாரணை நடத்துவதற்காக காவல் உதவி கண்காணிப்பாளர் யு.சி. நாயக் தலைமையிலான குழு ஒன்று பள்ளிக்கு அனுப்பப்பட்டுள்ளது.

பள்ளி அதிகாரிகள் மாவட்ட ஆட்சியருக்கும் மாநில மெட்ரிகுலேஷன் தேர்வு நடத்தும் மாநில பள்ளிக் கல்வித்துறைக்கும் தகவல் தெரிவித்துள்ளனர்.

இப்பிரச்சினை குறித்து நேரில் ஆய்வு செய்வதற்காக மாவட்ட துணை ஆட்சியர் ராமேஸ்வர் பிரதான் உள்ளிட்ட உயரதிகாரிகள் தற்போது பள்ளிக்குச் சென்றுள்ளனர்''.

இவ்வாறு காவல் கண்காணிப்பாளர் தெரிவித்தார்.

காலகண்டி மாவட்டத்தில் கணித கேள்வித்தாள்களின் போட்டோ நகல்கள் சமூக வலைதளத்தில் வைரலான நிலையில் மூன்று ஆசிரியர்கள் இடைநீக்கம் செய்யப்பட்டு ஒரு நாள் கடந்த நிலையில் இச்சம்பவம் நடந்துள்ளது.

முன்னதாக, ஒடியா, இந்தி மற்றும் ஆங்கிலப் பாடங்களுக்காக கேள்வித்தாள்களும் சமூக வலைதளத்தில் வைரலாகியதால் தேர்வுக்கூட பொறுப்பில் 10 பேர் இடைநீக்கம் செய்யப்பட்டனர். இதனால் மாநில பள்ளிக் கல்வித்துறை ஒடிசாவில் கடும் பாதுகாப்போடு தேர்வுகளை நடத்தி வருகிறது.

கோல்கட்டா: முதல் ராஜதானி எக்ஸ்பிரஸ் ரயில் துவங்கிய பயணத்தின் 50-வது ஆண்டு விழா கோலாகலமாக கொண்டாடப்பட்டது.



நாட்டின் மிக பெரிய பொது துறைகளில் ஒன்றான ரயில்வே துறை பல்வேறு மண்டலங்களாக பிரிக்கப்பட்டு இயங்கி வருகிறது. அது மட்டுமல்லாமல் கால மாற்றத்திற்கேற்ற வகையில் சதாப்தி எக்ஸ்பிரஸ் , துரந்தோ எக்ஸ்பிரஸ் என துவங்கி தற்போது தேஜாஸ் எக்ஸ்பிரஸ் வரை பல்வேறு விரைவு ரயில்களையும் இயக்கி வருகிறது. அவற்றில் முதன் முறையாக இயக்கப்பட்டவவை ராஜதானி எக்ஸ்பிரஸ்.

ராஜதானி எக்ஸ்பிரஸ் ரயில் தனது முதல் பயணத்தை மார்ச் மாதம் 3 -ம் தேதி 1969-ம் ஆண்டில் மே.வங்க மாநிலம் ஹவுாவில் இருந்து இருந்து புதுடில்லிக்கு துவங்கியது. தற்போது 50 -வது ஆண்டை எட்டி உள்ளது. இதன் பொன் விழா மே.வங்க மாநிலம் ஹவுரா ரயில் நிலையத்தில் கோலாகலமாக கொண்டாடப்பட்டது.

விழாவின் ஒரு பகுதியாக ரயில் சிவப்பு மலர்களால் அலங்கரிக்கப்பட்டிருந்தது. மேலும் விழாவில் முன்னாள் ரயில்வே ஊழியர்கள் மூன்று பேர் சிறப்பு அழைப்பாளர்களாக கலந்து கொண்டு கொடியசைத்து துவக்கி வைத்தனர். பொன் விழா ஆண்டை முன்னிட்டு சிறப்பு தபால் தலையும் வெளியிடப்பட்டது.ஹவுரா ரயில் நிலைய ஊழியர்கள் பொன்விழாவை குறிக்கும் செய்தி அடங்கிய பேட்ஜ் அணிந்திருந்தனர்.

பொன்விழா தினத்தில் பயணம் செய்த பயணிகளுக்கு மாநிலத்தின் பாரம்பரிய மீன் உணவு மற்றும் சைவ கட்லெட் , ஐஸ்கிரீம் போன்றவை வழங்கப்பட்டதாக ஐ.ஆர்.சி.டி.சி (கிழக்கு)ஜெனரல் மேனேஜர் டேபாசிஸ் சந்திரா கூறினார்.

Madras HC can’t interfere with routine administration of state: Judge

Chennai: The Madras High Court has said that it cannot interfere with the routine administration of the state or its organisations. "In the event of such routine interference in administration, more specifically in transfer cases, the very discipline and functioning of the administration would be paralysed", the court observed

Justice S.M. Subramaniam made the observation while dismissing a petition filed by one G. Sankaralingam, challenging an order of the District Adi Dravidar and Tribal Welfare Officer, Villupuram, transferring him from the Adi Dravidar Welfare Boys Hostel at Thumboor to Tindivanam.

The petitioner, a cook, said there was a surprise inspection conducted by a team from DVAC and the police recovered Rs 2,000. He was able to establish that the amount was withdrawn from his bank account and no action was taken in this regard. Subsequently, he was transferred citing this reason, he said.

Justice Subramaniam said the court was of the opinion that transfers could be issued on various grounds. Mr Sankaralingam's transfer order stated that he was transferred on administrative grounds and in the interest of administration. This apart, the petitioner was transferred from Thumboor to Tindivanam, which was not far away and located within the same district.

Transfers were imminent in respect of public servants, whenever a wide complaint against the employee was made known to the competent authorities. In certain circumstances, there may not be evidence to prosecute the employee or to initiate departmental disciplinary proceedings, the judge said.

The competent authorities may be of the opinion that continuance of a public servant in a particular place would cause inconvenience as well as a difficult situation for public administration.

In those circumstances, transfers alone were the remedies. Therefore, it was not necessary that there must be a transfer only after conducting an enquiry or initiation of disciplinary proceedings, Justice Subramaniam said.

The judge said administrative transfers were the prerogative of the department concerned and the competent authorities were the best ones to assess the situation and take action. Those competent authorities should act in the public interest and only in the event of any illegality or some personal motive could the employee approach the court for appropriate remedy.

Justice Subramaniam said that in the absence of any such legal ground, routine administrative transfers can never be interfered with by the constitutional courts.

"The place or post can never be claimed as a matter of choice by the public servants. All public servants are dutybound to perform their duties diligently and with utmost care and devotion. This being the basic principles to be followed and erosion in this regard can never be tolerated either by the officials or by the courts", he said.

The judge said the judicial review of administrative transfers must be exercised with restraint and only in exceptional circumstances can such orders can be interfered with by the High Court.

This being the scope of judicial review of administrative transfers, the court was of the opinion that the petitioner had not established strong acceptable grounds for the purpose of interference in the order of transfer, Justice Subramaniam said and dismissed the petition.

Soon, government order on incentive marks for service doctors in PG admissions

The committee was constituted on the directives of the Madras HC order dated May 17, 2018, to identify remote, difficult and rural areas for awarding incentive marks to government service-doctors.

CHENNAI: The State health department is likely to issue a government order soon on providing incentive marks for service doctors in PG medial admission, after a seven-member committee chaired by a retired judge of Madras High Court A Selvam completed its assessment report.

The committee was constituted on the directives of the Madras High Court order dated May 17, 2018, to identify remote, difficult and rural areas for awarding incentive marks to government service-doctors for admission to PG courses for 2019-2020. A Edwin Joe, Director of Medical Education, told Express that one of the members of the committee had said," The committee completed its geographical areas assessment report and classified the areas into four categories, namely hilly, difficult areas in plains, rural and remote areas. The committee is now in the process of giving definition for these areas. Once, its submits it with those definitions, the G.O. will be issued. This will take another couple of weeks," he said.

He said the committee has marked 119 areas in hilly category, 660 in difficult areas in plains, 23 in remote areas, and 1021 in rural areas. These areas come under the Directorate of Public Health institutions, that is Primary Health Centres. Similarly, there are 20 areas in hilly regions, 85 in difficult areas in plain and three areas in remote and 119 areas in rural on the Directorate of Medical and Rural Health Services side.

Meanwhile, another official said, "Ten incentive marks will be provided per year to service-doctors who worked in hilly areas, nine marks will be provided to doctors who worked in difficult areas in plains, eight marks to doctors who worked in remote areas and five marks will be provided to doctor who worked in rural areas," the official added. The committee also had asked the collectors to submit the list of remote, difficult and rural areas in their districts.


In April, the Madras High Court quashed Government Orders (GOs) of the State health department dated March 9, as amended in the subsequent GO dated March 23 last and clause 16 of the prospectus for admission to PG degree/diploma courses in the State of Tamil Nadu for 2018-2019 session.

CHENNAI: Railway Minister Piyush Goyal will lay the foundation for the 36-km long Dharmapuri-Morappur new railway line, in Dharmapuri on Monday.


According to a release, the minister will also participate in a function at Egmore through video-conferencing, where he will announce the extension of Tambaram-Tirunelveli Antyodaya Express to Nagercoil and also flag off train no.16101/16102 Chennai Egmore-Kollam daily express train. As part of the development of 36 km new line, two major bridges, 24 minor bridges, five road over bridges and 15 road under bridges will be built. The section will have two level-crossings at Ranimukkanur and Mukkanur.

The extension of Antyodaya Express to Nagercoil is expected to provide better connectivity between Central districts with Nagercoil, the release said.

CHENNAI: THE Disciplinary Committee attached to the Bar Council of Tamil Nadu and Puducherry has debarred three advocates from practising for five years for their misconduct and violation of the Bar Council rules.

The charges against the three advocates – A Raveendran, A Jeyakumar and M Murugan –were that they had fraudulently filed three separate affidavits before the Motor Accidents Claims Tribunal in Chennai, claiming compensation for the one and same accident without the knowledge of the victim, involving a vehicle, involved in some other accident elsewhere on some other date.

The Committee, headed by senior advocate R Singaravelan, found that the three lawyers were guilty under various sections of the Advocates Act and that of the Bar Council. In fact, they all deserved the major punishment of removal from the Bar, Singaravelan said in the order delivered on Feb 27.


However, as the three advocates expressed their willingness to pay `3 lakh each, to the family members of the victims, the committee modified the punishment to six months. They shall submit DDs for the amount in favour of the claimants and hand over the same straight away to the victims, the order said. The committee also suggested involvement of the State Legal Services Authority to curb such frauds.

CHENNAI: A 47-year old woman and her 28-year-old daughter who attended coaching classes together and took the same examination have got jobs with the Tamil Nadu government.

Mother of three girls, N. Santhilakshmi, a Bachelor of Arts (BA) and Bachelor of Education graduate (B.Ed), started looking for a job to sustain her family after her husband A. Ramachandran's death in 2014.

"I was a homemaker. But after my husband died I decided to take up a job," Santhilakshmi told IANS.

Last year, Sannthilakshmi and her elder daughter R. Thenmozhi started attending the free coaching classes run by G. Senthilkumar, a school teacher, in the Theni district.


"Santhilakshmi had come to the coaching centre for her daughter's admission. But when we told her that she too can write the examination, she decided to join," Senthilkumar said.

For jobs classified Tamil Nadu Public Service Commission Group IV, there is no age bar for the candidates having higher qualifications than the prescribed minimum qualification of Class 10, he informed.

"In the class where the other students were in the age group of her daughter, Santhilakshmi never hesitated to raise doubts. When she was not able to attend classes, her daughter would teach her at home," Senthilkumar said.

"I will be posted in the Health Department. I hope my posting will be in Theni. I will still join my duty if that is not possible," Santhilakshmi said.

Her daughter Thenmozhi, a B.A (Tamil Literature) graduate, will be posted in the Hindu Religious & Charitable Endowments Department.

MADRAS VARSITY ASSESSES QUALITY OF 1,400 TEACHERS

In a bid to address questions on the quality of education at self-financing colleges affiliated to the University of Madras, as many as 1,400 teachers employed with these colleges were given qualification approval after assessment. Australia bars entry of visitors with domestic violence convictions

Visitors who have been convicted of violence against women and children will be kicked out or barred from entering Australia, immigration minister David Coleman said on Sunday, as Canberra steps up its crackdown on foreign criminals.

The new laws, which came into force on Thursday, build on existing legislation requiring visitor visas to be cancelled if the holder has been sentenced to 12 months or more in jail. “Australia has no tolerance for domestic violence perpetrators,” Coleman said in a statement, adding that no minimum sentence threshold was required.

“If you’ve been convicted of a violent crime against women or children, you are not welcome in this country.” Canberra has in the past denied visas to American R&B singer Chris Brown and boxing star Floyd Mayweather following their domestic violence convictions.

New Zealand has previously expressed frustration with Canberra’s law on deporting convicts, which has seen Kiwi-born criminals sent back home after serving their jail terms even though some have spent most of their lives in Australia. AFP

Jet Airways grounds two more planes
Mumbai:04.03.2019

Beleaguered carrier Jet Airways has grounded two more of its aircraft due to nonpayment of lease rentals, taking the total number of planes on ground to 23. With the grounding of two more planes, almost 20% of aircraft in the airlines fleet are now out of operations.

“An additional two planes have been grounded due to nonpayment of amounts outstanding to lessors under their respective lease agreements,” Jet said in a filing to the stock exchanges on Saturday.

It also said that it is actively “engaged” with all its aircraft lessors and regularly provides them with updates on the efforts undertaken to improve its liquidity. Jet said it was making all efforts to minimise disruption to its network due to the grounding of the planes and was pro-actively informing and re-accommodating its affected guests.

After announcing the grounding of four of its planes on February 7 for non-payment to lessors, the airline took another two aircraft out of operations due to similar reasons on February 23. AGENCIES

HC denies nod for Sunday Bible school

The Madurai bench of the Madras high court has dismissed a petition by the bishop of Kanyakumari Diocese, CSI, to construct a Sunday Bible school at Kottanallur village in Kanyakumari district. The bishop had challenged an order by the district collector who held that the school would be within a few hundred meters of the Salvation Army church and two temples and refused to grant permission citing law and order problems.

Bishop rev G Devakadashyam moved the court stating that he sent a petition in 2004 and received a response after four years stating that his application was rejected.

The SP denied permission owing to the likelihood that public peace and order in the area will be disturbed. TNN

Summer travel trend: Families like group tours while youngsters prefer going solo

Summer travel booking trends show that families prefer to travel on group tours to Europe and visit amusement parks like Parc Astérix (Astérix Park- France), Euro Disney and do river cruises while travellers in 18-24 years age category prefer to travel alone or in small groups of friends and prefer adventure.

The well-heeled and seasoned travellers are headed to Morocco, Turkey, Azerbaijan and Cambodia while budget travellers prefer Sri Lanka, Nepal and Bhutan. Easy connections from Dubai, Abu Dhabi and Doha makes travelling easy and less time consuming for tourists from Chennai, shows a summer travel trend study by Cox & Kings. An earlier trend analysis showed there was a 30% increase in international travel for this summer.

Neelu Singh, CEO & director, Ezeego1, said mono destinations, long-haul destinations and cruising are trending this summer. “From exploring 7 destinations in 12 days, the discerning Indian traveller has finally arrived at exploring a mono-destination in depth rather than country hopping every few days. There is a shift in the travel pattern of Indians discovering Europe traditionally. It is a mix of the beaten and off the beaten path,” said Neelu.

“They are obviously going to visit the Eiffel Tower, but they will also go wine tasting at Bordeaux, take a hot air balloon ride over Loire Valley, camp in Corsica or enjoy a seven-course meal in Paris. There is a 20-25 % increase in demand for single country destinations in Europe,” she added.

Increased competition and value-for-money cruise and flight offers by leading cruise liners like Star Cruises, Royal Caribbean, Dream Cruises, Princess Cruises is seeing a hike in the number of cruise visitors. Many cruise liners are offering ‘freestyle cruising’ that suits the Indian market well.

Metrowater’s ‘Dial for water’ mobile app has come a cropper as residents are unable to buy anything less than 9,000 litres of water. Many apartment complexes prefer the 6,000-litre load, which Metrowater is unable to deliver. The agency has promised to roll out 90 more tankers of 6,000-litre capacity on Monday to cater to more places.

As of now, every time a resident makes a booking for a 6,000-litre tanker, the sender gets an automated message that says only 50 bookings are allowed and the resident will have to book a 9,000-litre tanker. As per the Chennai Metrowater Supply and Sewerage Board’s website, the booking can be done only between 6am and 6pm. The options are given as 6,000 litres and 9,000 litre, and the cost is ₹475 and ₹700, respectively.

V S Jayaraman, president of T Nagar Resident Welfare Association, told TOI, “Even when we booked a 6,000-litre tanker at 6am which is the commencement time for bookings, we are told to try again the next day or book 9,000 litres. How can we book higher capacity when our sump’s capacity is only 6,000 litres. How is it that as many as 50 orders get booked within minutes of the opening of the bookings? We smell a rat,” he said.

Some residents are forced to spend more to get less. “Most often we end up buying 9,000 litres by paying ₹700, and collect only 6,000 litres. This is unacceptable. The board must come out with ways and means to meet residents’ specific requirement instead of thrusting large quantities on us,” said B Kannan, another resident.

When contacted, Metrowater officials said the agency has 654 water tankers of which 225 are of 6,000-litre capacity. Each of the 15 zones has about a dozen 6,000-litre tankers, but they are mostly used to supply water to narrow streets and slums. “So we are not able to meet other residents’ demands,” said the official.

There have been reports earlier that Metrowater drivers supplied 6,000 litres of water in 9,000-litre capacity tankers and siphoned off the rest of the water. In 2017, nearly a dozen complaints were registered during summer, resulting in the suspension of a driver. In 2018, Metrowater floated tenders to use GPS to track the tankers but nothing has come of it.

Metrowater supplies 550mld (million litres a day) to the city instead of the stipulated 830mld owing to shortage in the reservoirs.

Ignou staffer among five arrested for paper leak

New Delhi:04.03.2019

A breakthrough has been made by crime branch in the leak of question papers of Indira Gandhi National Open University (Ignou) reported in December 2018. Five people, including an Ignou employee, have been arrested in countrywide raids. The gang had leaked papers of courses like MCA and BCA and sold them to applicants.

The arrested Ignou staffer, Dev Shankar, 31, works at the university’s study centre in Bokaro Steel City. Vivek was arrested from Bengaluru, Ankit from Sambhal in UP, Iqbal from Govindpuri in Delhi and Johnson from Gurgaon. The mobile phones used in transmitting images of the leaked papers have been seized.

Additional commissioner (crime) Ajit Singla said the Ignou registrar had complained to police in December about the leak. He had received emails from two IDs — royalrocky**@gmail.com and hk62632**@gmail.com — in which the senders had claimed that the papers had been leaked. An FIR was registered at Neb Sarai police station, but the case was later handed over to crime branch. TNN

Spice Jet to launch flight to Bhopal

Spice Jet has announced that it will introduce a daily direct flight from Chennai to Bhopal from March 31. The daily flight, which will be operated using a B737 plane, will depart from Chennai at 5.15pm and reach Bhopal at 7.10pm. In the return direction, the flight will depart from Bhopal at 7.40pm. Spice Jet had recently added Bhopal as its 50th domestic destination. The airline had introduced 18 direct flight services on the Bhopal-Mumbai, Bhopal-Delhi, Bhopal-Surat, Bhopal-Jaipur, Bhopal-Ahmedabad, Bhopal-Hyderabad and Bhopal-Shirdi routes. Spice Jet has now further enhanced air connectivity to the capital city of Madhya Pradesh with the addition of two new direct flights.
