Chennai: Burglary at retired IAS officer’s home

CHENNAI: Around 20 sovereigns of jewellery were burgled from retired IAS officer Leena Nair’s house at Padi on Saturday night.

Nair is currently serving as an administrative member of the Tamil Nadu Real Estate Appellate Tribunal

Police said she was sleeping on the first floor of her house. “Miscreants entered the house through the back-door and decamped with around 20-sovereign gold and Rs 5,000 in cash from the cupboard kept on the ground floor,” said police personnel. The incident came to light on Sunday morning when the worker at the house spotted the cupboard broken open.


In another incident reported on Friday night, Varma, 62, a resident of KGP Nagar of Tiruvallur had come to the city for his wife’s treatment. “On Saturday when he went back home to collect money for the treatment, he found diamonds, 60 sovereigns of gold and Rs 3 lakh in cash missing from the house,” said a police officer. A probe is on into the incident.

CHENNAI: The State highways department has decided to extend the Vadapalani flyover, covering a distance of 1.7 km, to Ashok Pillar at a cost of Rs 114.12 crore, according to a detailed feasibility report.

This comes after Chief Minister Edappadi K Palaniswami’s announcement in the Assembly following a demand to extend the flyover beyond Lakshman Sruthi junction.

Currently, the existing traffic at this junction is 11,335 passenger car units during peak hour.


It is learnt that the 600-metre bi-directional Vadapalani flyover at the intersection of Jawarharlal Nehru Road and Arcot Road that runs parallel below the viaduct of Chennai Metro Rail near Vadapalani station is to ease traffic on the stretch. However, traffic is clogged at times causing great hardship for the public, sources said.

The stretch is part of the Inner Ring Road, which is an important arterial road of Chennai city that connects southern part of Chennai with Koyambedu Mofussil Bus Terminus and Madhavaram Mofussil Bus Terminus.It also connects northern part of Chennai with Chennai Airport and the road is a lifeline connecting the Central Business District.

The feasibility study analysed three junctions -- Lakshman Sruthi junction, Gokulam park junction and Ashok pillar junction -- from Ashok pillar to Vadapalani of Inner Ring Road . The consultant found that a viable point for grade separator is Lakshman Sruthi junction and other intersections are to be improved by effective traffic management and providing a foot overbridge at Ashok Pillar.

It is learnt that three options were studied. The first option was to have a four-lane grade separator which starts next to Gokulam park signal and ends ahead of the existing Vadapalani grade separator, but this was ruled out as this requires more land acquisition and the construction cost is higher. It is learnt that the construction cost in the first phase is expected to be Rs 145.87 crore and land acquisition alone would cost Rs 50.50 crore.

The second option considered was a four-lane grade separator that starts next to Gokulam park signal and ends before the existing Vadapalani grade separator which could cost the exchequer Rs 142.95 crore and land acquisition cost of nearly Rs 50 crore. This option was also not considered feasible as construction cost and land acquisition cost was high.

The third option which was considered was a four-lane grade separator that starts next to Gokulam Park signal and ends before the existing Vadapalani grade separator with 3.5 pc gradient on both sides with a weaving length of 95 metres on Vadapalani side.

The third option is cheaper than the earlier two options and will cost the exchequer Rs 114.12 crore with the land acquisition also working out to be cheaper at Rs 34 crore.
VC consoles family of girl killed in wall collapse

After the collapse of a parapet wall at the Manonmaniam Sundaranar University College in Sankarankovil killed a student, the Vice-Chancellor called on her family to offer his condolences on Sunday.

Vice-Chancellor K. Pitchumani, Registrar S. Santhosh Baboo and Principal L. Kumaragurubaran visited the family of Mahalakshmi.

After handing out initial compensation to the family, they said that they would offer material help after discussion. They also assured them that compensation through insurance and Chief Minister's Public Relief Fund would also be given.

All upcoming examinations at the college would be held at a different venue, while classes for the upcoming academic year would be held at another building that is being constructed at a cost of Rs. 3.1 crore.

Apart from the temple, first-time tourists are unaware of other attractions around the hillock

Imposing rocks, ornate sculptures and several waterbodies make Tirupparankundram a definite pit stop for tourists visiting south Tamil Nadu. Devotees line up at the Subramaniaswamy Temple, one of the six abodes of Lord Murugan, waiting to reach the sannithi of the rock-cut temple.

Despite the consistent flow of tourists, residents, tour guides and authorities feel that its potential lies untapped. Without proper signboards, parking facility, information centre and sanitation facilities, Tirupparankundram falls behind other eminent tourist destinations situated nearby.

Candidates in the fray for the May 19 by-election have been promising development of tourism infrastructure to augment income of locals. Residents wait to see tall promises getting executed.

No signboards

First-time tourists arriving at Tirupparankundram may find it difficult to navigate through the area as there are no signboards pointing to key tourist spots.

They end up asking, “Where do I go?”

Apart from Subramaniaswamy Temple, K. P. Bharathi, Programme Leader, DHAN Foundation, says that there is another cave temple, Jain beds and a well-maintained eco park for the tourists.

Despite having enough potential, the monuments are barely maintained. They also do not enjoy as much popularity as the temple.

The Archaeological Survey of India-maintained cave temple has plastic pots and pans left inside. An official from the Tourism department says that only about 40 to 50 people visit this spot daily.

The temple also does not have enough facilities for tourists. There is a dearth of drinking water in the girivalam path. Though the Hindu Religious and Charitable Endowments department says that water is available at three locations along the path, the drums are often found empty. Toilets are also inadequate according to Munusu Senthil, a resident of Tirupparankundram and a volunteer at the temple. The temple tank has plastic floating on the surface.

Subramaniaswamy Temple does not have an information centre to enlighten the public on its rich history and religious importance. Mr. Senthil says that there has been a rise in the number of foreign tourists visiting the abode. Yet, there is a lack of local tour guides to explain intricate details of the temple. Packaged tours do not provide sufficient information about the history of the place and barely show them the other sites apart from the temple.

Tirupparankundram also has a small shed maintained by the HR and CE department to feed peacocks and monkeys living in and around the hillock. Several peacocks, including rare white birds, come in the morning and evening to feed on rice and drink water from pots. The space maintained by the HR and CE department is cluttered with waste metal from the temple. The sheds are broken and there is no proper waterhole for the birds.

“Most people are completely unaware of the presence of these additional tourist attraction. Tirupparankundram could take an entire day in a tourist’s agenda,” Mr. Senthil says.

Parking woes

Apart from general tourist facilities, this area lacks a proper parking spot for scores of vehicles arriving daily.

“Navigating through Tirupparankundram on a full moon night is an impossible task. The roads are choked with two-wheelers and four-wheelers, waiting to line up outside the temple to drop off devotees. Devotees do not arrive in twos or threes. They arrive in hundreds,” says M. Thiagarajan, a long-time resident.

For outsiders, Tirupparankundram seems like a quaint village, cut off from the Bypass Road and self-sufficient. Residents, however, say that they find it impossible to move around the small, narrow streets. Sannidhi Street, which leads directly to the temple, is chocked on several days, particularly on full moon nights, auspicious days and festivals.

Mr. Thiagarajan says that he finds it impossible to move through the roads because of the unregulated parking around the temple. He adds that encroachments are also a problem as they extend between three and five feet into the main road, preventing movement of pedestrians.

On wedding days, it is impossible for people to walk to the temple because of the traffic as there are at least 40 small mandapams around the temple.

Solution

An official in the HR and CE department suggests plying small government-owned ‘hop-on-hop-off’ style buses between various tourist spots.

“The buses can also connect the railway station and bus stand,” he says. He adds that about 10 years ago, the State government had advertised for training tour guides. Since there was poor response, the programme was shelved.

On the parking problem, he says, “The temple has identified two spots for parking. However, lack of traffic regulation prevents people from using these spots and instead they park on the lanes outside the temple. The HR and CE department should ban movement of vehicles in streets adjacent to the temple, similar to the regulation on Chithirai streets around Madurai Meenakshi Sundareswarar Temple.” It should solve the traffic woes, he says.

In a first, Kolkata boy Dewang Agarwal of La Martiniere School topped the Indian School Certificate (ISC) exam with a perfect score. He scored 100% marks along with another topper Vibha Swaminathan from Bangalore.

While CBSE results saw a rise of toppers from the Humanities stream, Dewang topped the exam with Science subjects. Streams do not matter, says Dewang. “It all boils down to one’s personal interest towards the subjects.” “Science stream is as tough as Humanities. Students excel when they follow their inclination towards certain subjects as it aligns personal curiosity with academics,” he says.

Though he comes from a business family, Dewang has a keen interest in becoming a social entrepreneur. “Problem-solving of any sort, be it Mathematical problems or social issues, interests me. In the future, I would work towards developing tools and products using technology to make an impact in the lives of common people. Creating a tech-based startup is one of my goals,” says the 17-year old tech enthusiast.

“Before starting the journey of impact, I want to pursue BTech in Computer Science as it will provide me academic stability to be able to take risks later in life.

I will be applying to reputed institutes across the nation and abroad,” adds Dewang, who says he is not stuck on joining IITs and would want to explore other options including universities abroad. Like other students preparing for the exams, Dewang too faced several challenges and keeping away from the mobile phone was a major one. “Mobile phones play an important role in our lives and the habit of continuously being on the phone is nurtured quite early these days but self-control is crucial for time management during preparation,” he adds.

The perfect scorer did not shut down social media completely, he did try staying in touch with his close friends who constantly motivated him. “I have a close-knit group of friends and we constantly interacted on social media platforms that helped me cope with demotivation. Apart from regular chit-chat, we also helped each other in clearing doubts and engaged in a mutual process of learning throughout,” adds Dewang, who believes entertainment is a must to deal with exam stress.

A few years ago, Google had acknowledged that college scores and transcripts are redundant when predicting an individual’s eventual job performance. Ginni Rometty, CEO, IBM, has said that 15% of the ITfirm’s new hires in the US, lack a college degree. Hence vocational courses and on-the-job experience offer more relevant training for various tech sector positions.

Following Ernst and Young’s decision to drop the requirement of a candidate having a college degree, Maggie Stilwell, managing partner for talent, Ernst and Young, had said, “Academic qualifications will still be taken into account and indeed remain an important consideration when assessing candidates as a whole, but will no longer act as a barrier to getting a foot in the door.”

The age-old wisdom that a bachelor’s degree is an invaluable possession and is the only pathway to a well-meaning career has rung throughout the years, but how much merit does it have? Does success at college or university guarantee a great entrance into the workforce after graduation? Does a degree necessarily make you a better employee or entrepreneur? Full-time jobs that pay well and do not require a bachelor’s degree have increased manifolds today – not just in blue-collar occupations in manufacturing and logistics, but also in services like healthcare, banking, hospitality and finance.Several career options need the candidate to possess general skills that can be developed outside college classrooms. To name a few, the job of an ethical hacker that pays anywhere from Rs 1.5 to 20 lakh per annum, can be started by a certification right after your class X; a diploma or a certificate in Photography after class XII can earn a starting salary of Rs 3 lakh per annum; the job of a writer that pays upwards of Rs 2.5 lakh per annum can be started by someone passionate about reading and writing; you can become a nurse and earn a starting salary of Rs 2.4 lakh per annum by pursuing a certificate course in nursing; your job as a game designer that earns upwards of Rs 3 lakh per annum can start after a certificate course in the same and some experience; you can become a blogger or a Youtuber if you possess good communication skills – the opportunities are many.

Abandoning the four-year degree as a qualification might feel like a dramatic break from hiring orthodoxy, but it is more surprising that so many companies still insist upon a degree than paying heed to a candidate’s relevant skills. In the coming years, companies will hire candidates whose experience and skills best suit the job role. Many of those successful applicants will have university degrees, some of them will not. For many, university is the place where they acquire skills that employers look for but discounting people who earn that same knowledge through a different path, can be counterproductive. What a person knows is more important than how they learned it.

New medical college with 150 MBBS seats

Tamil Nadu will establish a new medical college and hospital in Karur and begin MBBS admissions for 150 seats for 2019-20. The decision came after the Centre’s nod. The state also received 100 additional seats for the medical college in Tirunelveli and is awaiting permission to add 95 seats to Madurai Medical College. In 2018, Tamil Nadu had 2,900 MBBS seats in 22 government medical colleges. The Medical Council of India (MCI) that had completed two rounds of inspection on its campus, has asked for an undertaking from the government for rectification of minor deficiencies. “For the first two years, the medical college will use the 340-bed district headquarters hospital as its teaching facility. We are now building a 1,000-bed unitary campus on the 20-acre land. By the third year, students will use 800 of these beds for learning,” said Karur, medical college dean Dr Rosy Vennila.

The state has taken a policy decision to increase the number of medical colleges or add additional seats to existing colleges every year. Proposals for new medical colleges are pending in Perambalur, Ooty and Ramanathapuram and pre ssure has been building to open new colleges in Tiruvallur and Kancheepuram. “All new colleges now have 150 seats. We are trying to increase the number of MBBS seats to 250 in all existing medical colleges,” said Dr A Edwin Joe, director of medical education .

Meanwhile, at least four private medical colleges in the state have applied for licences. The state had issued no-objection certificates to two self-financing colleges, including the Kovai Medical Centre in Coimbatore.

At least two more colleges that were debarred from admitting students are also likely to be given approval for admission in 2019.

The True Meaning Of Abstinence In Ramzan

Two Hadith illustrate the true spirit of Ramzan, the month of fasting. The Prophet forbade believers from engaging in uninterrupted fasting (Sahih Muslim). He also said, ‘Beware of continuous fast. Beware of continuous fast.’ (Al Muwatta) The focus of this month is to train the believer. It is not to accumulate rewards by increasing the number of fasts observed, because if that were the case, the Prophet of Islam would not have discouraged continuous fasting. The purpose of fasting is rather, to be an annual refresher course, for training the mind of the believer, so that he may become a spiritual member of society.

Ramzan is considered a month of restraint when an adherent of Islam strives to foster good wishes and care for humankind and develop piety in himself. The Prophet once exclaimed, “It is not good for a man upon whom Ramzan enters and then passes, before he was purified.” (At-Tirmidhi). This purification becomes internalised for a whole lifetime as the believer undergoes ‘training’ fast for a specified period of time during Ramzan.

Abstinence from food and water is a symbolic act. It, in effect, represents a resolve that, just as we relinquish food and water for a month, we shall henceforth, similarly abstain forever from any practice deemed as spiritually undesirable.

While the ‘training’ fast lasts for a month, the ‘real’ fast continues for a lifetime.

The meaning of the real fast is to give up negativity, malice and hatred for life. We must refrain from feeling offended by, and vengeful and negative towards fellow human beings.

The actual focus of Ramzan is to train the mind of the believer on spiritual principles which can be applied in everyday life. While the Prophet of Islam referred to fasting as a short-term symbolic activity, he did not say this of acts that call for ridding one’s mind of negative thinking, refraining from anger, and so on. All such forms of restraint are to be eternally observed.

According to a Hadith, a person once asked the Prophet of Islam for a master advice.

The Prophet replied, “Do not be angry!” (Al Bukhari). The Prophet certainly encouraged leaving off anger for one’s lifetime, just like other negative compulsions, such as hatred, revenge and malice. Shunning these evils is an act of ‘fasting’ and this must last an entire lifetime.

Observing fasts during Ramzan, bearing in mind all of the above, is akin to revolutionising one’s life to the point of consciously undertaking a renewed spiritual journey. The Quran alludes to this: “Colour yourself in the hue of God!” (2:138). Spirituality and positive thinking are the hues of God. During Ramzan, man imbibes the desired spiritual principles, which he is subsequently expected to observe in his personal, societal and national affairs for the rest of his life.

For a believer, Ramzan is a process of rejuvenation, with the power to become a guide for life – teaching him to abstain from all that is negative and violent and to adopt that which is peaceful and positive. One who has observed the fasts of Ramzan in their true spirit can count on being able to draw upon the reservoir of resilience he has built up and the power of patience and gratitude inculcated in him, which will stand by him whenever he is faced with any kind of adversity.

A microorganism that played a role in treating tuberculosis is now officially recognised as New Jersey’s state microbe. Governor Phil Murphy signed a bill on Friday giving the distinction to Streptomyces griseus. The microbe was discovered in New Jersey soil in 1916. In 1943, researchers from Rutgers University used the microbe to create the antibiotic streptomycin and TB death rates in the US plummeted. They fell from about 194 deaths per 1,00,000 people in 1900 to about 9 deaths per 1,00,000 people in 1955. Rutgers researcher Selman Waksman was awarded the 1952 Nobel Prize for Medicine for discovering the microbe and creating the antibiotic.

Man steals sex toys worth $500 from couple’s house

A South Dakota man is accused of stealing $500 worth of sex toys from a couple’s home over a period of about two years. The Argus Leader reports that Brody Fuchs, 25, is charged with second-degree burglary. Bon Homme County sheriff’s deputy Brian McGuire says Fuchs took “a bunch” of the items from a residence He did not say whether Fuchs knew the couple. An affidavit says the couple had installed a camera system inside the house, which caught Fuchs entering the home for about 40 seconds, then leaving. A deputy recovered a number of sex toys during a search of the suspect’s residence.

Fake blood flows at antiextinction protest in Paris

Environmental protesters spilled fake blood on Sunday on the steps of the Trocadero, a Paris tourist landmark, in a stunt to highlight the accelerated loss of biodiversity on Earth. As sightseers and police looked on, members of the Extinction Rebellion campaign group emptied canisters containing around 300 litres of red liquid on the famous esplanade across from the Eiffel Tower. Brandishing banners with the slogan: “Stop the sixth mass extinction”, the protesters then observed a few minutes’ silence before cleaning the steps.


PILOT LANDS PLANE WITHOUT FRONT WHEELS: A Myanmar pilot safely landed a passenger jet without its front wheels on Sunday, after landing gear on the Myanmar National Airlines plane failed to deploy, the airline said. The pilot followed emergency procedures and did the fuel burn out to reduce the landing weight. Video of the landing shows the Embraer aircraft touching down on its rear wheels before lowering its nose. The aircraft travels some distance along the runway on its nose, kicking up smoke, before coming to a halt. The airline did not say how many people were on board but Embraer said on its website the aircraft has a typical capacity of between 96 and 114 seats

If you are a parent of a Class XII student who has just passed out, you may find faculty from engineering colleges ringing your doorbell insisting you to send your ward to their institutions.

Desperate to stay afloat, many engineering colleges in the state have told their faculty that they need to bring in at least two new admissions to get their full salary. "Colleges fear closure and are pressuring their faculty members," a principal from a city-based college said. All the demand is for computer science and IT under the management quota. There are few takers for the other courses TOI spoke to at least 20 principals across the state. While all of them said the practice was rampant in at least half the engineering colleges, none was willing to come on record. A principal from the city said this practice was going on for the last two years. "But, this year, more than 50% of the engineering colleges, desperate for more admissions, are pressuring their staff, particularly in the western and southern districts," said the principal of an engineering college in Kancheepuram district.

A college in Dindigul district sent a circular (TOI has a copy) to its staff saying: "Every staff should contribute two engineering admissions and one polytechnic admission from this academic year. If they fail, their salary will be consolidated at ₹15,000 if they receive ₹20,000 and above. The take home salary would be ₹10,000 if their salary is ₹15,000 and above."

A principal from the Erode region said the competition is severe among colleges in the Namakkal region. A college in Namakkal reportedly sent a staffer with a car to Tirunelveli and brought back four students from a village near Tirunelveli.

K M Karthik, president of Private Educational Institutions Employees Association, calls the practice humiliating. "First they stopped salary and sacked faculty members. Now, they say faculty will receive salary only if they can get two students. Students will not respect faculty," he warned.

"It is saddening to see colleges putting pressure on faculty members to scout for students. Not all colleges are involved in such practices. Only some tier-2 and tier-3 colleges are doing it," said Jayaprakash A Gandhi, a career consultant.

Law univ applications to be issued from May 16

Tamil Nadu Dr Ambedkar Law University has announced that applications for five-year BA LLB courses at 12 affiliated law colleges in the state will be issued from May16.

The applications will be available at the university’s campus on DGS Dinakaran Salai in RA Puram and principalsof lawcolleges.The application fee is ₹500 and ₹250 for candidates belonging to SC/ ST category. The last date is May 31. Applications for three-year LLB will be issued from June 28. TNN

அரிது அரிது மானிடராய்ப் பிறத்தல் அரிது என்னும் பொன்மொழியை என்றோ நவின்றார் தமிழ் மூதாட்டி ஒளவை. கிடைத்தற்கரிய இந்த மனிதப் பிறப்பு சீரும் சிறப்பும் பெற்றுத் திகழ வேண்டுமாயின், அறம் செய விரும்பு என்ற கோட்பாட்டைக் கடைப்பிடித்தொழுக வேண்டுமென்பதையும் ஆத்திசூடியில் அவர் கூறியுள்ளார்.

அறம் எனப்படும் பண்பு நலன் மனிதர்களின் மனம், சொல், செயல் சார்ந்ததாகும். இதன் அடிப்படையில் அறம் செய விரும்பு என்ற சொற்றொடரை ஆழ்ந்து நோக்கினால் மனித குலம் மனத் தூய்மையுடன் அறநெறி போற்றி வாழ நாட்டம் கொள்ளுதல் வேண்டும் என்னும் சொற்பொருள் நன்கு புலப்படும்.

ஆனால், இயந்திரமயமாகிவிட்ட இன்றைய மனித வாழ்வில் கல்வி ஒழுக்கநெறி சார்ந்தது என்பதைப் பெற்றோர்கள் பலர் உணர்வதே இல்லை. மாறாக, தங்கள் குழந்தைகளின் திறமை, விருப்பம் இவற்றையெல்லாம் புறந்தள்ளிவிட்டு அவர்கள் மருத்துவர்களாக வேண்டும், பொறியாளர்களாக வேண்டும் என்ற தங்களின் வணிக நோக்கம் கொண்ட எண்ணத்திற்கேற்பக் கல்விக் கூடங்களை நோக்கிப் படையெடுப்பது வாடிக்கையாகி விட்டது.
பெற்றோர்களின் இத்தகைய மனநிலையைப் புரிந்துகொண்டு வணிக நோக்குடன் செயல்படும் தனியார் கல்வி நிறுவனங்களும் இன்று பெருகிவிட்டன. ஆனால், மாணவர்களின் பண்பு நலனைச் செழித்தோங்கச் செய்வதற்கான ஒழுக்கநெறியைப் புகட்டுதல் என்னும் மகத்தான பணி பெரும்பாலான கல்விக் கூடங்களில் இன்று அருகிவிட்டது என்பதே நிதர்சனம்.

இந்த நிலையில் கடந்த காலங்களில் கல்விக் கூடங்கள் எவ்வாறு செயல்பட்டன என்பதை நாம் பின்னோக்கிப் பார்க்க வேண்டும். அன்று, எந்தவொரு பள்ளிக்கூடமானாலும் கல்வி கற்பித்தலுக்கான நேர ஒதுக்கீட்டில் வாரம் ஒருமுறை நீதி போதனைக்கென்று ஒரு வகுப்பை ஒதுக்கி, தனிமனித ஒழுக்கத்தின் அவசியத்தை உளவியல் ரீதியாகப் போதித்தார்கள். ஒருநாள் சுற்றுலா மற்றும் கல்விச் சுற்றுலா என விவசாயம், நெசவு, தச்சு போன்ற தொழில் செய்யும் இடங்கள், வரலாற்றுச் சிறப்புமிக்க இடங்கள், கோயில்கள், கோட்டைகள் போன்ற இடங்களுக்கு அழைத்துச் சென்று கலை, கலாசாரம், பண்பாடு ஆகியவற்றை மாணவர்களின் மனதில் பதிய வைத்து மனவளத்தைச் செம்மைப்படுத்தும் பணியினை மேற்கொண்டனர்.
இத்தகைய ஒழுக்கநெறி சார்ந்த கல்வி முறை இன்று கானல் நீராகிவிட்டது என்பது கசப்பான உண்மையே! கல்வியின் மேன்மையை ஆழ்ந்து ஆராய்ந்த அண்ணல் காந்தியடிகள், மனிதன் என்றால், வெறும் அறிவு மாத்திரமல்ல, அல்லது ஸ்தூல உடலுமல்ல, உணர்ச்சி மட்டுமோ, அதுவும் அல்ல, அறிவு, உடல், உணர்ச்சி ஆகிய மூன்றும் அழகிய முறையிலே ஒன்று கூடினால்தான் மனிதன் ஆகிறான். இவை மூன்றையும் வளர்ப்பதே உண்மையான கல்வி முறையாகும் என்று தீர்க்கதரிசனமாகக் கூறினார். வரலாற்றில் கல்வெட்டுச் செய்தியாக இடம்பெற்றுள்ள இந்தக் கருத்தினை இன்றைய கல்வி நிறுவனங்களும், நாமும் கருத்தில் கொண்டு இந்தச் சமுதாயத்தின் மீது தவழ்ந்து கொண்டிருக்கும் நெருப்புப் போர்வையை அகற்ற முற்படுவோம்.
இது ஒருபுறமிருக்க, கூட்டுக் குடும்ப வாழ்க்கை முறையை நாம் தொலைத்துவிட்ட காரணத்தால் தாத்தா, பாட்டி மற்றும் நெருங்கிய உறவுகளின் அரவணைப்பும், நல்வழிகாட்டுதலும் நம் குழந்தைகளுக்குக் கிடைப்பதற்கான வாய்ப்பையும் இழந்துவிட்டோம். மேலும், பல குடும்பங்களில் கணவனும் மனைவியும் வேலைக்குச் சென்றுவிடுவதால் அவர்கள் தங்கள் பிள்ளைகளிடம் அன்பு செலுத்தவோ, அவர்களை உற்றுநோக்கி நெறிப்படுத்தும் வாய்ப்போ சரிவர அமைவதில்லை. ஆனால், தங்களது இயலாமைக்குச் சமாதானம் செய்து கொள்ளும் வகையில் இவர்கள் தங்களது பிள்ளைகளுக்குச் செல்லிடப்பேசியையும், இரு சக்கர வாகனத்தையும் வாங்கித் தந்துவிட்டு அந்த இடைவெளியை வெகு எளிதாகக் கடந்து விடுகின்றனர்.

இவ்வாறான காரணங்களினால்தான் எதையும் பகுத்தாய்ந்து பார்க்கும் மனப் பக்குவம் அற்று, பள்ளிப் பருவத்திலேயே சில மாணவர்கள் திசை மாறி மது மற்றும் போதைப் பொருள்களுக்கு அடிமையாகுதல், பாலியல் குற்றங்களில் ஈடுபடுதல், வழிப்பறி செய்தல் போன்ற விரும்பத் தகாத செயல்களில் ஈடுபட்டு தங்களது வாழ்க்கையையே பாழாக்கிக் கொள்ளும் அவல நிலையை நாம் கண்கூடாகக் காண்கிறோம்.
எனவே, கல்வியாளர்கள் உள்ளிட்ட அனைவரும் ஒழுக்கம் உயிரினும் ஓம்பப்படும் என்பதை மனதில் கொண்டு வருங்காலச் சமுதாயத்தைத் தாங்கும் தூண்களாகிய இன்றைய இளம் தலைமுறையினருக்கு ஒழுக்கம் சார்ந்த கல்வியைப் புகட்டுவதற்கான ஆக்கப் பணிகளை முன்னெடுப்பது காலத்தின் கட்டாயமாகும்.

Chennai: Permitting an Assistant Professor (Vascular Surgery), Government Stanley Medical College to participate in the counseling for promotion to the post of Associate Professor, the Madras high court has said his results shall be kept in a sealed cover and produced before the court on the next hearing date.

Justice S.Vaidyanathan passed the interim order and posted to June 4, further hearing of a petition filed by Dr.C.Shanmuga Velayutham.

The judge said G.Sankaran, counsel for the petitioner submitted that the petitioner was appointed as Assistant Professor (General Surgery) as per the selection conducted by Tamil Nadu Public Service Commission on October 25, 2006 and posted in government medical college in Vellore. According to Sankaran, the petitioner was eligible for promotion to the post of Associate Professor on completion of service after acquiring M.Ch degree and also by making journal publications and accordingly, the petitioner was eligible for promotion to the post of Associate Professor in Vascular Surgery on August 13, 2017 itself, the judge added.

The judge said it was the case of counsel for the petitioner that when the petitioner was eligible for promotion to the post of Associate Professor in Vascular Surgery for the year 2018 in the available vacancies, the said vacancies cannot be passed on to the year 2019, while preparing 2018 panel, to deprive the petitioner’s right of promotion. On the other hand, Additional advocate general Narmada Sampath submitted that seniority comes into effect from the date of inspection.

“After hearing both sides, this court is of the view that factual aspects need not be gone into for the present. However, this court permits the petitioner to participate in the counseling and the results of the petitioner shall be kept in a sealed cover and produced before the court on the next hearing date, as promotion to the post of Associate Professor (Vascular Surgery) is not going to be effected immediately, as the government will have to take a decision and pass a government order to that effect”, the judge added.

The judge made it clear that other candidates who have been selected must be informed about the present petition that their placement was subject to further orders in this petition.
Nursing assistant suspended in child trafficking case

The Health Department has suspended Santhi, 48, a nursing assistant at a primary health centre at Sarkar Kollapatti in the district, who was arrested by the CB-CID in connection with a child trafficking case.

The Deputy Director of Health Services, Dr. K. Poongodi, issued orders placing her under suspension. Officials said 9 persons had been arrested in connection with the case so far, including the main accused and retired nursing assistant R. Amuthavalli, her husband S. Ravichandran, ambulance driver Murugesan and five agents. The CB-CID took Amuthavalli, Murugesan and agents Parveen, Haseen and Arulsamy into custody, after which a vehicle used for transporting the babies was seized. Also, Rs. 1 lakh realised through the sale of a baby and stored in Arulsamy’s house was seized.

CB-CID officials said the gang had sold 30 babies, including 24 female babies, to childless couples across the State. Santhi was involved in the sale of five babies, and officials are in the process of identifying the couples who sold their babies and those who received them.

Mobile equipment slashes wait time

Soon, you can check tyre pressure even while you tank up the car. Fuel outlets across the city have begun installing mobile tyre inflaters to alleviate wait time for motorists.

Air pressure check, water and toilet facilities are among the free conveniences provided at fuel outlets. Balaji Agencies in Anna Nagar, an HPCL bunk, recently started using a portable air pressure machine.

“Since we can move it around, it helps customers waiting to refuel to also check their tyre pressure at the same time. We move it to entry or exit points to cut waiting time at the air pressure bay,” said V. Balaji, the proprietor.

The equipment was developed by Instrument Research Associates, that has been in the business since 1977. “We came up with the idea since some bunks face space constraints,” said company senior vice-president R. Gopalasubramanian.

Kanathur resident Shabin Sarvotham said he usually made time to tank up and check tyre pressure before long trips.

“This is because someone once told me tyre pressure should not be checked if the tyres are hot. Also, for my car, I ensure that the air pressure is checked every week. The idea to check air pressure when the car is being fuelled seems fantastic and will suit those in a hurry,” he said.

BU to install Buddha, Saraswati idols

Bangalore University has resolved the controversy over the placement of Buddha and Saraswati statues by deciding to install both of them next to each other on the Jnana Bharathi campus. However, trouble may be brewing for two BU professors who were allegedly part of the movement to install the Buddha statue in the location that was originally slated for the Saraswati statue.

The university has submitted a report to the State government and the Governor’s office on the recent events that disrupted the campus. The spot had earlier been occupied by a statue of Saraswati, which broke by accident last year. While a new statue was being commissioned, students and professors installed the Buddha statue without the Vice-Chancellor’s permission, triggering the controversy. Sources said the students were led by professors B.C. Mylarappa and T.H. Murthy.

“The entire event had been captured on CCTV cameras,” said a BU source.

At the time, students justified the move on the grounds that they felt Buddha was a symbol of secularism. The university later resolved the controversy by deciding to install the two statues side by side.

‘V-C has to take a call’

B.H. Anil Kumar, Additional Chief Secretary, Higher Education Department, said the Vice-Chancellor would have to decide on whether to initiate disciplinary action as he is the deciding authority.

Both Mr. Mylarappa and Mr. Murthy were unavailable for comment.

University authorities said they would take a decision after placing the report in the Syndicate meeting. The Syndicate is the highest decision-making body of the university. “We want to ensure that we follow protocol and take a unanimous and democratic decision,” said a senior official of the university.

A section of the students, however, said they would protest if any action was initiated against the faculty members. “If the university initiates action, it will send a message that it is acceptable to keep a Saraswati statue but not a Buddha statue. It has wider ramifications and we will protest against this,” said a student who took part in the event of installing the Buddha statue.

அச்சுறுத்துகிறது போதை பீதி!

இத்தனை நாளும் மதுப் பழக்கத்தால்தான் தமிழகம் தள்ளாடிக் கொண்டிருக்கிறது என்று நினைத்துக் கொண்டிருந்த நமக்கு பேரதிர்ச்சியாக அமைந்திருக்கிறது பொள்ளாச்சியிலும், மாமல்லபுரத்திலும் காவல் துறையினரால் நடத்தப்பட்ட சோதனை. மிகப் பெரிய அளவில் இளைஞர்கள் மத்தியில் போதை மருந்துப் பழக்கம் அதிகரித்து வருவது அதிர்ச்சியில் உறைய வைக்கிறது.


பொள்ளாச்சியில் இருக்கும் தனியார் சொகுசு ஓய்வு விடுதியில் (ரிசார்ட்) கடந்த சனிக்கிழமை அதிகாலை வேளையில் காவல் துறையினர் சோதனை நடத்தினர். சோதனையின்போது அங்கே இளைஞர்களின் உல்லாச விருந்து நடைபெற்றுக் கொண்டிருந்தது. சுமார் 160-க்கும் மேற்பட்ட இளைஞர்கள் பல்வேறு போதைப் பொருள்களுடன் சனி, ஞாயிறு வார விடுப்பைக் கொண்டாடிக் கொண்டிருந்தனர். இவர்களில் 112 பேர் கஞ்சா, அபின், கோகைன், போதை மாத்திரைகள், போதை மருந்து உள்ளிட்டவையின் போதையில் காணப்பட்டனர். 


போதை மருந்து உல்லாசத்தில் ஈடுபட்டிருந்த அந்த இளைஞர்களில் பெரும்பாலோர் கோயம்புத்தூரில் உள்ள கல்லூரிகளில் படிக்கும் கேரளத்தைச் சேர்ந்த மாணவர்கள். இவர்கள் அனைவரும் சமூக ஊடகங்களின் மூலம் போதை மருந்துகளுக்காக இணைக்கப்பட்டிருப்பவர்கள். ஒவ்வொரு வாரக் கடைசியிலும் இதுபோல இளைஞர்கள் 24 மணிநேர போதை விருந்துகளுக்கு சமூக ஊடகக் குழுக்கள் மூலம் இணைகிறார்கள். ஒவ்வொரு மாணவரும் நுழைவுக் கட்டணமாக ரூ.1,200 செலுத்துகிறார்கள்.


சோதனை நடத்தப்பட்ட தனியார் சொகுசு ஓய்வு விடுதி எந்தவித உரிமமோ, அனுமதியோ பெறாமல் நடத்தப்பட்டு வந்தது அப்போதுதான் தெரியவந்தது. காவல் துறையினருக்கும், உள்ளாட்சி அமைப்புகளுக்கும் தெரியாமல் சொகுசு ஓய்வு விடுதி நடத்திவிட முடியும் என்பதேகூட அதிர்ச்சி அளிப்பதாக இருக்கிறது.


விடுதி உரிமையாளர், மேலாளர் உள்ளிட்ட 14 பேர் காவல் துறையினரால் கைது செய்யப்பட்டிருக்கிறார்கள். அவர்களில் 28 வயது ரஷியர் ஒருவரும் அடக்கம். அந்த மாணவர்களுக்கு, அவர்களுக்குத் தேவைப்படும் போதைப் பொருள்களை விற்பனை செய்வது அந்த ரஷியர்தான் என்று கூறப்படுகிறது. இதுபோல, கோவை மாநகரத்தைச் சுற்றி எத்தனை விடுதிகள் செயல்படுகின்றன, போதை விருந்துக்காக எத்தனை சமூக ஊடகக் குழுக்கள் இருக்கின்றன, அவற்றில் தொடர்புடைய இளைஞர்களின் எண்ணிக்கைதான் எவ்வளவு என்பன குறித்து தீவிர விசாரணை மேற்கொள்ளப்பட்டால் திடுக்கிடும் தகவல்கள் வெளிவரக்கூடும். 


கோவையில் மட்டும்தான் அப்படி என்று ஒதுக்கிவிட முடியாது என்பதை உறுதிப்படுத்துகிறது கடந்த திங்கள்கிழமை அன்று சென்னை மாமல்லபுரத்தில் சோதனையில் பிடிபட்ட சட்டவிரோதமான போதை விருந்து. மாமல்லபுரத்திலுள்ள மூன்று நட்சத்திர விடுதி ஒன்றில் காவல் துறையினர் திங்கள்கிழமை அதிகாலை வேளையில் நடத்திய சோதனையில் பொள்ளாச்சியைப் போலவே போதையில் மிதக்கும் 160 இளைஞர்கள் பிடிபட்டிருக்கிறார்கள். காவல் துறையின் வலையில் அகப்பட்டவர்களில் வெளிநாட்டவர் ஒருவரும், 7 பெண்களும் இருந்தனர் என்பது குறிப்பிடத்தக்கது. 


மாமல்லபுரம் போதை விருந்தில் ஈடுபட்ட இளைஞர்கள் அனைவருமே 18 முதல் 25 வயதுப் பிரிவினர். பொள்ளாச்சியில் போதை விருந்துக்கு நுழைவுக் கட்டணம் ரூ.1,200 என்றால், அதுவே மாமல்லபுரத்தில் ரூ.3,000. போதை விருந்தில் ஈடுபட்டவர்களிடமிருந்து மது புட்டிகள், கஞ்சா, அபின் உள்ளிட்ட போதைப் பொருள்கள், எல்.எஸ்.டி. எனப்படும் போதை மருந்து, போதை மாத்திரைகள், கோகைன், மரிஜ்வானா போன்றவை கைப்பற்றப்பட்டிருக்கின்றன. 


பொள்ளாச்சியைப் போலவே மாமல்லபுரம் போதை விருந்தும் சமூக ஊடகக் குழுக்கள் மூலம்தான் ஏற்பாடு செய்யப்பட்டிருக்கிறது. அதில் கலந்துகொண்ட இளைஞர்கள் அனைவரும் சென்னையிலுள்ள பல பிரபல கல்லூரிகளில் படிக்கும் மாணவ - மாணவியர். இவர்களில் 25 பேர் தகவல் தொழில்நுட்ப நிறுவனங்களில் பணியாற்றுபவர்கள் என்றால், 31 பேர் மாமல்லபுரத்தைச் சுற்றியுள்ள பல்வேறு பொறியியல் கல்லூரி மாணவர்கள். 


இதுவரை இந்தியாவிலேயே பஞ்சாபிலும் தில்லியிலும்தான் மிக அதிகமான அளவில் இளைஞர்கள் மத்தியில் மது அல்லாத ஏனைய போதை மருந்துப் பழக்கங்கள் இருப்பதாகக் கூறப்பட்டு வந்தது. பஞ்சாபில் ஆண்டுதோறும் சுமார் ரூ.7,500 கோடி அளவில் போதை மருந்து விற்பனை நடைபெறுவதாக மூன்று ஆண்டுகளுக்கு முன்பே ஓர் ஆய்வு தெரிவித்தது. அந்த ஆய்வின்படி, பஞ்சாபில் 2.3 லட்சம் பேர் அபின் அடிமைகளாகவும், 1.23 லட்சம் பேர் ஹெராயின் என்கிற போதைமருந்துக்கு அடிமைகளாகவும் இருப்பதாகக் கூறப்பட்டது. 


பொள்ளாச்சியும் மாமல்லபுரமும் தெரிவிக்கும் தகவல் என்னவென்றால், மூன்று ஆண்டுகளுக்கு முன்பு பஞ்சாபில் காணப்பட்ட நிலைமை இன்று இந்தியாவின் எல்லா மாநிலங்களுக்கும் பரவி வருகிறது என்பதுதான். பொள்ளாச்சியும் மாமல்லபுரமும் ஏதோ விதிவிலக்குகள் அல்ல. அவற்றை ஒரு பானைச் சோற்றுக்கு ஒரு சோறு பதம் என்பதாகத்தான் நாம் காண வேண்டும். 


தமிழகத்தின் நகர்ப்புறங்களில் மட்டும்தானா இளைஞர்கள் மத்தியில் போதை மருந்து பாதிப்பு காணப்படுகிறது, இல்லை, சிறுநகர் பகுதிகள் வரை பரவிவிட்டிருக்கிறதா என்பது குறித்து உடனடியாகத் தீவிர ஆய்வு நடத்தியாக வேண்டும். இணையதள போதை மருந்துக் குழுக்கள் அடையாளம் காணப்பட்டு, போதை மருந்துக்கு அடிமையாகி இருக்கும் இளைஞர் கூட்டத்தை மீட்பதற்கான போர்க்கால நடவடிக்கையை அரசும், கல்லூரிகளும், தன்னார்வத் தொண்டு நிறுவனங்களும் முடுக்கிவிட்டாக வேண்டும்!

அந்த வகையில், ஷீரடி, பண்டரிபுரம், மந்த்ராலயம் ஆகிய தலங்களுக்குச் செல்ல சிறப்பு ரயிலை ஐஆர்சிடிசி ஏற்பாடு செய்துள்ளது. இந்த ரயில் மதுரையில் இருந்து ஜூன் 3-ஆம் தேதி புறப்பட்டு திண்டுக்கல், திருச்சி, விருத்தாசலம், விழுப்புரம், சென்னை எழும்பூர் வழியாக ஷீரடி, பண்டரிபுரம், மந்த்ராலயம் செல்கிறது.

ஐந்தாண்டு படிப்புகளைப் பொருத்தவரை பி.ஏ.-எல்.எல்.பி., பி.காம்.-எல்.எல்.பி., பி.பி.ஏ.-எல்.எல்.பி., பிசிஏ-எல்.எல்.பி. ஆகிய நான்கு படிப்புகள் வழங்கப்படுகின்றன. இதற்கான விண்ணப்பங்கள் மே 16-ஆம் தேதி முதல் நேரிலும், தபால் மூலமும் விநியோகிக்கப்படும். 

விண்ணப்பக் கட்டணம் ரூ. 1,000. தபால் மூலம் பெற கூடுதலாக ரூ. 100 கட்டணம் செலுத்த வேண்டும். பூர்த்தி செய்த விண்ணப்பத்தைச் சமர்ப்பிக்க மே 31 கடைசி நாளாகும்.

‘MBBS students, house surgeons can’t work part time in hosps’

Thiruvananthapuram: The Travancore Cochin Medical Council has banned MBBS students and house surgeons from taking up part time jobs in private hospitals. The move comes in the wake of reports that many of the private hospitals and clinics are employing them for night duty in the casualty wings.

The council has clarified that only those with TCMC registration are authorized to conduct medical practice in any hospitals in the state. “It has been found that third year MBBS students and house surgeons are being employed by private hospitals and clinics. If any hospital is found violating the TCMC guidelines in this regard, then steps would be taken to cancel the registration and license of that hospital,” said an order issued by TCMC.

The TCMC has asked the district medical officers to inspect all private hospitals within their jurisdiction and to report cases of students being involved in patient care. “The council will also take legal action against these students since they can be considered as only as ‘quacks’. Until they are registered with the TCMC, they cannot be called doctors,” said a TCMC official.

Most private and government medical colleges in the state deploy medicos and house surgeons in the casualty wings and wards. But this is being done as part of the internship programme of their courses, under the supervision of senior doctors.

Many hospitals employ students because they don’t have adequate doctors. The students also see this as quick money source, said Kerala Medical PG Association state president Dr Rahul U R.
MMC to get 8 super-specialty courses soon

Madurai: As many as eight new super-specialty courses are likely to be introduced from the upcoming academic year at the Madurai Medical College (MMC). Besides these, seats for two existing super-specialty courses are also being increased.

According to officials from the MMC, the Medical Council of India (MCI) had conducted and inspection of all courses which got over last week. “We’re hoping to get the approval as soon as possible so that we could start admissions for all the courses from this academic year itself,” a source from the MMC said.

The new courses that would be introduced include four DM (Doctorate of Medicine) and and four MCh courses that are pursued after postgraduation in medicine/ surgery. The DM courses that would be introduced are nephrology, endocrinology, oncology and gastroenterology and the MCh courses would be surgical gastroenterology, surgical oncology, vascular surgery and urology. All the eight courses would be allotted four seats each.

The existing two DM courses in cardiology and neurology which have two seats, are likely to be allotted six seats once approved by the MCI. Sources said that the super-specialty courses were zeroed in on based on the scope for the future.

It may be recalled that earlier this year, MMC had said two new PG courses – MD respiratory medicine and MD community medicine – would be introduced from the academic year 2019/20 after the MCI gave its permission. Four seats each have been allotted for both the courses.

Chennai: The Tambaram -Nagercoil triweekly express is the third express to be upgraded to the Utkrisht standards under phase 2 of the project. Rameshwaram-Tirupati express and Coimbatore-Mannargudi chemmozhi express underwent restoration earlier.

Phase 2 of the project Utkrisht will see the reconditioning of 64 rakes at a total cost of Rs.67.75cr. With the restoration of three rakes completed now, work on the remaining 61 will be completed shortly.

The upgraded trains have a lot of comfort facilities as well as appealing and redecorated interiors and exteriors.

Aimed at improving the passenger’s travel experience, this project incorporates a lot of new additions to the rakes. Polyurethane paint coating for the coaches, hydrophobic coating of washbasins, WiFi services in AC coaches, LED lights for better lighting, mobile charging points and glowing berth number indication boards are some of the welcome facilities under this scheme. Refurbishing of damaged coaches, providing the berths with better cushions, odourless bio-toilets and indication of berth/seat number with Braille language are also included under this project.

“Ten rakes were already refurbished by the Southern Railway under phase 1 of this project. We are working to refurbish 5-6 rakes per month,” says a Southern Railway official.

He said the public response to this project has been positive.

The rakes were refurbished under the Utkrisht scheme implemented by the ministry of railways in April 2018. Railway Board allotted Rs.60 lakh per rake in the Budget 2018-19. Railway Board has planned to develop 640 Utkrisht rakes as part of the remodelling of its mail/express trains in the next two years at a cost of Rs 400 crore. The entire project is expected to be complete by March 2020.

CHENNAI: HRD Minister Prakash Javadekar has ruled out the possibility of exempting Tamil Nadu from the National Eligibility cum Entrance Test (Neet) and said the test would be conducted in accordance with the guidelines issued by the Supreme Court.

“At present, all states have accepted Neet. We cannot exempt just one state from the exam,” the Union minister said on Thursday.

“Neet is the decision of the Supreme Court. We as HRD are only national testing agency organizing the examination. But the exam papers are set by the health ministry and the Indian Medical Council,” he clarified.

The minister said all seats in many private colleges are for ‘sale’ and the private colleges took money and then declare the students as passed in the entrance exam and gave admissions. “Now admissions are being made on merit. Therefore students can take admission in government and private institutions also,” Mr Javadekar told Puthiya Thalaimurai. On the private institutions charging hefty fee, he said, the Centre wanted to ‘curb’ this menace. “The Madurai bench of the Madras high court has already given the decision and we appointed a committee. But it was stayed by the Supreme Court and therefore the matter lies there.
But we will definitely reduce the fees for students,” he assured.

Neet has been an emotive issue in Tamil Nadu and the BJP’s ally in Tamil Nadu - the ruling AIADMK, and the opposition DMK, as well, have assured changes regarding the exam in their respective election manifestos. While the AIADMK took a softer stance saying it would aim to ensure temporary exemption from the exam for the State, the DMK has promised to abolish Neet.

For its part, the Congress promised to scrap the Neet in Tamil Nadu, as it was discriminatory against students; and take measures to substitute it with a state-level examination of equivalent standard, approved by the competent authority for admission to medical colleges in that state.

HYDERABAD: The worlds richest Hindu temple at Tirupati in Andhra Pradesh is sitting on pure gold reserves of over 9,000 kg, officials said.

Tirumala Tirupati Devasthanam (TTD), which manages the affairs of the famous Sri Venkateswara Temple, has 7,235 kg of yellow metal deposited with two nationalized banks under different gold deposit schemes.

TTD has 1,934 kg gold in its treasury, including 1,381 kg which it got back from Punjab National Bank last month following the end of three-year term of gold deposit scheme.

TTD Board, the highest decision-making body, is yet to decide on the bank where 1,381 kg gold will be deposited. According to sources, it was studying various gold deposit schemes and would opt for the one which offers the best returns.


The remaining 553 kg of gold in TTD treasury comprises small jewellery and other items offered by the devotees.

TTD often avoids revealing details of gold deposits but the controversy over the seizure of 1,381 kg of gold by election authorities in Tamil Nadu last month made the body to come out with the details.

A PNB truck carrying the gold from its Chennai branch to Tirupati was stopped and seized by the election authorities in Tamil Nadu's Tiruvallur district on April 17 during vehicle checking in view of the polling scheduled the next day.

As the TTD initially denied that the seized gold belong to it, it kicked up a row with the allegations that the temple authorities did not even know that the temple gold was being brought back. The temple body, however, defended its stand saying the gold can't be called TTD's till it reaches its treasury.

The gold reached TTD treasury only two days later after the PNB submitted all documents to the Income Tax department to prove that it was temple gold and was being transported to Tirupati to hand it over to TTD on completion of term of gold deposit scheme.

TTD Executive Officer Anil Kumar Singhal came out with all details even as Chief Secretary L.V. Subramanyam ordered a probe into the alleged lapses into the release and transportation of the gold.

Balaji temple, as the hill shrine is also popularly known, had deposited 1,311 kg gold with PNB in 2016. The bank returned the same with an interest of 70 kg gold.

TTD revealed that 5,387 kg of its gold is with the State Bank of India and another 1,938 kg is with the Indian Overseas Bank.

For last two decades, TTD had been keeping its gold in various nationalized banks under gold deposit schemes.

After the announcement of gold monetization scheme by the Reserve Bank of India (RBI) in 2015, TTD deposited gold reserved under short, medium and long term schemes in various public-sector banks but only after the central bank brought certain amendments to ensure that the interest will be paid in the form of gold.

Believed to have been constructed over a period starting 300 AD, the temple attracts 50,000 to one lakh pilgrims every day. The number on special occasions like the annual Brahmotsavam and festivals goes up to 4-5 lakh.

According to officials, the devotees make offerings in the form of cash, gold and silver jewellery, property deeds and even demat shares.

The temple earns Rs 1,000 crore to Rs.1,200 crore from 'Hundi' collections or offerings by devotees every year.

During 2019-20, the TTD expects an overall revenue of about Rs 3,116 crore including Rs 1,231 crore from offerings and Rs 846 crore from interest on deposits in nationalized and private banks.

According to sources, the temple has over Rs 12,000 crore in fixed deposits in various banks.

It is also believed to be earning about 100 kg of gold as annual interest on gold deposits in the banks.

However, the actual wealth of the temple is beyond anybody's guess as the main deity at Balaji temple and several other processional idols are adorned with diamond-studded gold ornaments and antiques said to be worth hundreds of crores.

BENGALURU: At first he asked nicely, when there was no information forthcoming, this 73-year-old, former Ranji Trophy cricketer refused to take no for an answer. After approaching the Karnataka Information Commission (KIC) in 2016, BS Vishwanath was finally successful in getting the commission to impose a penalty on a government official for his apathy.

Vishwanath, who represented then Mysore State between 1970-74, joined State Bank of Mysore in 1966 and voluntarily retired in 2001. In 2016, he approached Srirangapatna Tahsildar’s office, seeking information related to the sale deed of land that belongs to his relatives and other information under the RTI Act.

His first application was not considered by the Public Information Officer (PIO), who said the information was unavailable. Vishwanath then approached the Tahsildar, as he was the first appellate authority. Unsatisfied, he approached KIC.


The Commission issued notices to PIO H V Satyanarayana and Tahsildar Nagesh. While Satyanarayana appeared before KIC, Nagesh remained absent. The authorities agreed to provide information from 2006-2007 instead of 1996-97 and 1997-98 as sought by Vishwanath. They told KIC the information was unavailable.

This led KIC to impose a penalty of Rs 30,000 on Nagesh, now working in T Narasipura. State Information Commissioner S L Patil imposed Rs 10,000 penalty on Nagesh for each of the three appeals and ordered the Revenue Department to deduct Rs 5,000 every month from his salary in each case.
Taking serious exception to the answer that information was unavailable, KIC observed that it is the duty of the officials to keep permanent documents safely.

Sathyanarayana told TNIE that Nagesh was attending another court hearing. “We have registered a complaint in Srirangapatna Town police, who have issued only endorsement (NCR) and FIR is not yet registered,” he said.

Tahsildar Nagesh said he had been transferred due to the Lok Sabha polls. “I will consult legal experts for filing of appeal against the Commission’s orders,” Nagesh said, adding that he was not working in Srirangapatna when the Commission issued the show-cause notice in 2018.

BENGALURU: After getting itself embroiled in a series of paper leak controversies over the years, the Rajiv Gandhi University of Health Sciences (RGUHS) has devised a way to prevent such occurrences in future.

For the first time in the university, a centralised live surveillance system has been put in place wherein the examination centres can be monitored in realtime from the university, where a control room has been setup. Senior professors from various universities have been designated as observers for three to four centres each.

The initiative, which is in the pilot phase, is to ensure fair and transparent examinations and curb malpractices. For now, it is being implemented in the post-graduate medical and dental examination to be held this month. “RGUHS is the first university in the state to implement this project,” said vice-chancellor Dr S Sacchidanand.


The entire project has been undertaken using university funds, added the VC. He said it is being implemented in the post-graduate section which has a lesser number of examinees.If all works out, the university will implement the project in the graduate-level medical examinations of affiliated colleges.

On Wednesday, the first day of implementation, some centres suffered problems like poor internet connectivity. “The onus of connectivity lies on the individual institutes. However, the video will be locally buffered for reviewing after live streaming. The university gets all the data via cloud. It is all encrypted,” said director of Orego Biz Solutions Pvt Ltd Devineni Penchala Srinivas, whose firm is taking care of the webstreaming.


High resolution cameras have been fit in the examination halls and those institutes with low internet connectivity, will get D1 resolution cameras.This is one of many attempts by the institute to control instances of paper leaks by adopting technology. In 2011, then medical education minister Ramachandra Gowda had announced that the papers would be sent online for the paramedical and nursing courses theory examination. Even so, in 2018, the college was mired in controversy about a potential leak, with copies of a question paper from an examination being circulated on social media just minutes after the examination started.

CHENNAI: Temporary employees working/worked in various departments of the lower judiciary are entitled to one mark for one year of service with a ceiling limit of 10 marks, the Madras High Court has held.


A division bench of Justices K K Sasidharan and R M T Teekaa Raman fixed the bonus mark while disposing of a batch of 40 writ petitions from D Revathi and others on April 30.

The bench also extended till May 10 the last date for submission of applications for temporary employees.

The petitioners’ counsel R Y George Williams and others told the judges that their clients would be satisfied in case a directive is given to consider their cases along with others for appointment by giving them age relaxation and preference. Accordingly, the bench modified the age limit. The selection process will include a written test and interview in the ratio of 70:30.
EC clears operation of train services on Tiruvarur - Pattukottai BG line

Railways had sought its nod in view of the Model Code of Conduct

The Railway Board, New Delhi, has approved operation of passenger special trains on the newly laid broad gauge track from Tiruvarur to Pattukottai via Tiruthuraipoondi after obtaining clearance from the Election Commission.

The Board had last month referred the issue of introduction of passenger special trains on the Tiruvarur - Pattukottai BG section to the Election Commission seeking its nod in view of the Model Code of Conduct in force for the general elections that is currently under way in phases across the country.

In a recent communication to the Southern Railway headquarters, the Railway Board said the Election Commission has said that it had no objection for operating train services in the section subject to the condition that no political leader, Minister’s name or photographs was displayed in the publicity material.

Consequently, the Railway Board has approved operation of passenger special trains in the Tiruvarur - Pattukottai - Karaikudi section also mentioning the timings in both directions.

The approval from the Railway Board comes amid demand from passengers seeking resumption of rail services in the Tiruvarur - Pattukottai section consequent to the statutory clearance given by the Commissioner of Railway Safety, Southern Circle, Bengaluru, after inspecting the stretch a couple of months ago.

While according his authorisation in March, the Commissioner of Railway Safety had laid down a series of stipulations to be strictly adhered to by the railway administration which included posting of adequate number of maintenance staff to maintain the converted line prior to opening the new line for passenger services.

The Commissioner of Railway Safety had also mentioned the speed limit of the passenger and freight trains in the stretches from Pattukottai to Thillaivilagam and from Thillaivilagam to Tiruthuraipundi while giving his mandatory clearance on March 31.

Senior officials of the Tiruchi Railway Division acknowledged that the Election Commission had given its No Objection to the Railway Board for introduction of passenger train services in the Tiruvarur - Pattukottai section.

However, they said it might take some time for resumption of rail services in the section since some minor works were pending besides deployment of staff required for its operation. The officials said the plan was to operate DEMU ( Diesel Electric Multiple Unit) rake from Tiruvarur to Karaikudi via Pattukottai. The timings of the proposed services would be mostly as specified by the Railway Board in the communication it had sent to the Southern Railway headquarters recently.

Rail services on the Tiruvarur - Tiruthuraipoondi - Pattukottai section was suspended over six years ago to carry out gauge conversion works. The Southern Railway Construction Organisation took a very long time to complete the gauge conversion project due to which public of Tiruthuraipoondi, Adhiramapattinam and Pattukottai were deprived of train services. The statutory clearance from the Commissioner of Railway Safety came through in March 2018.
Anna University to permit over 30,000 students to clear arrears

Anna University’s Syndicate has decided to give one last chance to all candidates from the 2011 Regulations till date who have arrears to take the exams in November-December 2019. The decision follows representations from students, said university officials.

The university decided to follow the University Grants Commission norms of permitting students three years to complete the arrears after their course duration.

Students’ request

Last year, a group of students had approached the Higher Education Minister and requested that they be allowed to write the pending arrears. Following the Minister’s recommendation the university gave them a chance. “This year, however, the syndicate on its own took up the issue,” said Registrar J. Kumar.

“We found that there are around 30,000 to 40,000 students, including the affiliated colleges, who have arrears,” he said. These students will pay a special fee apart from the required exam fee.

Previous Regulations

On whether the university would consider students from previous Regulations, he said the university would have to find out how many students had arrears prior to this. According to him, there are around 320 students from the 2008 Regulations.

The syndicate also decided to allow students of the university departments who had arrears in the eighth semester to appear for a supplementary exam, within a month of completing the final exams. “The university follows the CBCS system which does not offer this facility but we have decided to make a departure for the benefit of students,” an official said. The decision follows representations by the students to the university in the past year, said Mr. Kumar.

The university has also decided to give its students from this academic year the opportunity to take the arrear papers in the next semester. This decision will benefit all students admitted under the 2019 Regulations, the official added. Already affiliated colleges have been allowed to follow the system.
Anna University to double tuition fee after 20 years

From the coming academic year, students joining Anna University’s four campuses may have to pay ₹20,000 as tuition fee instead of the existing ₹8,500.

The university decided to increase the tuition fees after nearly two decades to address the need for funds to meet rising expenditure in terms of salaries to employees, cost of infrastructure for courses and purchase of equipment for labs. The fees were last raised in 1999, and since then the university has implemented two pay commission awards.

“For any institution, fee hike is inevitable. The fees in IITs were ₹25,000 a few years ago, now they have been increased to more than ₹1 lakh,” pointed out VC M K Surappa. “Despite the proposed increase, the tuition fees were still lower than that of other technical institutions and central government institutions,” an official from the university said. He pointed out that central institutions, which received full grant from the Union government, had been increasing tuition fees every five years citing inflation.



‘Univ has to bear cost of water, power, lab facilities’

University officials said they were trying to meet the rising expenditure on water, electricity, security and lab facilities. As of now, the state government has given the salary grant (block grant) to the university till 2012-13. Citing the university’s financial position and funds received from various agencies, the state government has stopped the grant.

But now, the higher education department is taking a different view and has decided to support the premier technical university. The university has also initiated steps to seek the block grant from the state government again. An official said the university also needed to bear the cost of establishing new courses at Tirunelveli, Coimbatore and Madurai regional campuses. “We have to meet the salaries of the faculty, improve infrastructure and equipment. It is unusual that the fees were not hiked in the past 20 years,” Surappa said adding that the fee hike was done rationally by comparing with other institutions and universities. The decision was approved by the University’s syndicate earlier.

HC dismisses NRI-sponsored student’s claim for admission to Medical course

Justice R.K.Deshpande and Justice S.M.Modak, at Nagpur Bench of Bombay High Court rejected the claim of the writ petitioner Dr.Himandri Harish Warbhe, who is an NRI-sponsored student desirous of admission to the medical course, as her contention has been that she herself is not an NRI, but she is the candidate sponsored by NRI and, therefore, she cannot be prevented on the basis of clause 8.1 of the Guidelines for Granting Admissions in NRI quota. It was urged that she can compete for a State quota seat for General Category in the colleges other than unaided, private and private minority institutions.

The Court has pointed out that the Rules provide definitions in Annexure”A”,. Clause (j) defines “Non-Resident Indian (NRI)”.The definition of NRI is extended to include his child or ward. The Court said that it has no doubt that the candidate sponsored by NRI shall also be included as child or ward of such NRI and prevention in Clause 8.17.2 shall apply.

Further, the petitioner has not challenged the definition and the Rule. Hence the petition is devoid of substance. Advocate U.S. Dastane appeared for the petitioner. GP Sumant Deopujari (State) and Adv. Nahusdh Khubalkar (CET Cell) represented the respondents.,

It is an undisputed position that in terms of the decision of the Apex-Court, 15% seats in the unaided, Private and Private unaided Private Minority institutions running medical courses can be made available. Such reservation  is not available in the colleges other than the Unaided Private and Private Minority Institutions.
High court relief to NRI PG medical aspirants

JAIPUR: High court’s decision has come as a major relief for candidates seeking admission in PG medical courses on 15% NRI quota in the state. 

Hearing the case, double bench of justice Banwari Lal Sharma and MN Bhandari of Rajasthan High Court, Jaipur bench, ordered, “Admission in NRI quota for PG medical and dental courses would be governed by the prevalent rule.” The court heard the case filed by a private university of medical sciences and technology Jaipur versus State of Rajasthan, office of the chairman, NEET PG medical and Dental Admission/Counselling Board -2018.

Chairman of the medical university, Dr ML Swarankar said, “The prevalent rule was issued by the medical education department on August 24, 2011 stating that an NRI who undertakes to sponsor a student for admission as guardian, need not be a blood relation, hence the ‘ward’ in case of NRI admission means a candidate whose guardian is a bonafide NRI. ‘Ward’ does not mean related by blood.” Dr Swarankar said, “The court’s judgement can be seen as a major relief for students as it is not mandatory for a PG medical course aspirant to have blood relationship with an NRI for taking benefit of NRI quota.”

The court set aside the order passed in SB Civil writ petition on May 10, 2018, whereby the single judge had disposed of the writ petition of the petitioner student, while observing that the principles laid down by the honourable Supreme Court in writ petition titled as consortium of deemed universities in Karnataka versus Union of India, be applicable to all admissions including PG (medicine).

While setting aside the order passed on May, 2018, division bench ordered, “We find that litigation before the Apex Court is still pending in the case of consortium of deemed universities in Karnataka. The last para of the interim order is quoted hereunder for ready reference: It needs no special emphasis to state that the present order is only applicable to the deemed universities and no other category of institution.” The Apex Court had passed interim order, “As presently advised, the principles set out in Anshul Tomar (supra), shall be followed this year for the purpose of filling up of 15% NRI quota. Be it clarified, the NRI quota shall include overseas citizens of India (OCI) and persons of Indian origin (PIO).”

Justice Banwari Lal Sharma and MN Bhandari further ordered, “If any direction is given by the Apex Court in regard to such admission even for the university created by the state legislation, then it would be applicable to it.”
NEET admissions: States decide NRI, OCI and PIO status, says MCI

NEW DELHI, April 27: The Medical Council of India (MCI) has informed the Supreme Court that the definition of NRIs, OCIs and PIOs with regard to admissions and reservations through NEET is determined by various state Governments as per their own laws. The Council further clarified that it has no specific provision under its own regulations to define whether or not Overseas Citizens of India (OCIs) and Persons of Indian Origin (PIOs) should be treated at par with Non Resident Indians (NRIs).

Case Background

The MCI was replying to a query from a two member Supreme Court Bench comprising Justices Uday Umesh Lalit and Arun Mishra, with regard to a petition filed by Shreya Joshi and others challenging the Karnataka Professional Educational Institutions (Regulations of Admission and Determination of Fees) Act, 2006, later amended in the year 2017, as per which OCI and PIO candidates were to be considered under the NRI category when it came to MBBS and BDS admissions through NEET. As per the MCI reply, “...the reservation of seats for NRIs and the question as to who will be treated as NRIs and whether it includes OCIs and PIOs will be governed by the state enactment.”

What the rules say

According to the Graduate Medical Education Regulations (1997), the rules governing the various processes of the National Eligibility cum Entrance Test (NEET), admissions to MBBS and BDS seats in all Government, Private and Deemed Universities across India are to be done on the basis of NEET scores alone, including for NRI students. 15% of seats in the latter two institutions are specifically reserved for NRI candidates.

The arguments

As per arguments raised by the OCI petitioners, the Karnataka State Regulations were barring them from competing for the entirety of the 85% State Quota seats by falsely equating them with NRI candidates. The petitioners said that they were children of professionals who had settled abroad but were enjoying the status of Indian nationals on the basis of permanent visas issued to them. Whether to retain their Indian citizenship or acquire the citizenship of any other country would be a choice they could make after attaining 18 years of age. Until then, amendments to the Citizenship Act, 1955, gave them legal rights to seek admissions like any other citizen of the country. The definition of NRIs is made only the basis of the Income Tax Act. As such, the counsel for the petitioners asserted that PIOs and OCIs could not be treated within the category of NRIs.

In response, the counsel for the Karnataka Government argued that OCIs did not have the right to seek admission under Government Quota seats and get access to subsidised education. Endorsing the stance of the Government, the MCI also referred to a Medical Counselling Committee (MCC) dated July 28, 2017, which had placed NRIs, OCIs and PIOs in the same category and declared that these candidates could only apply for NRI quota seats and only Indian nationals could apply for management seats. The MCI also requested the Court to dismiss the petitions on the grounds that every State Government had the right to define NRIs, OCIs and PIOs in accordance with its own laws.
