குரூப் 4 தேர்வு முறைகேட்டில் டிஎன்பிஎஸ்சி உயர் அதிகாரிகள் சிலரும் சிக்குகின்றனர். இதுதொடர்பாக கிடைத்துள்ள ஆதாரங்களின் அடிப்படையில் சிபிசிஐடி போலீஸார் விசாரணை நடத்தி வருகின்றனர்.

தேர்வு முறைகேடு விவகாரத்தில் தலைமறைவாக உள்ள இடைத்தரகர் ஜெயக்குமாரின் வீட்டில் பூட்டை உடைத்து சிபிசிஐடி அதிகாரிகள் நேற்று சோதனை நடத்தினர்.

டிஎன்பிஎஸ்சி குருப்-4 தேர்வில்நடந்துள்ள முறைகேடு தொடர்பாக சிபிசிஐடி போலீஸார் விசாரணை நடத்தி வருகின்றனர். முறைகேட்டில் ஈடுபட்டதாக அரசு அலுவலர்கள், இடைத்தரகர்கள், பணம் கொடுத்து தேர்ச்சி பெற்றவர்கள் என 14 பேர் இதுவரை கைது செய்யப்பட்டுள்ளனர். மேலும்பலரிடம் விசாரணை நடந்து வருகிறது.

இடைத்தரகர் தலைமறைவு

இந்த வழக்கில் தொடர்புடைய முக்கிய நபரான இடைத்தரகர் ஜெயக்குமார் தலைமறைவாக இருக்கிறார். சென்னை முகப்பேர் மேற்கு கவிமணி சாலையில் உள்ள அடுக்குமாடி குடியிருப்பின் முதல் தளத்தில் வாடகைக்கு வீடுஎடுத்து ஜெயக்குமார் வசித்து வருகிறார். தேர்வு முறைகேடு குறித்து விசாரணை தொடங்கிய நிலையில், அந்த வீட்டை பூட்டிவிட்டு ஜெயக்குமார் தலைமறைவாகி விட்டார். இதையடுத்து அவரது வீட்டை சிபிசிஐடி போலீஸார் தொடர்ந்து கண்காணித்து வந்தனர்.

தரகர் வீட்டில் சோதனை

இந்நிலையில், ஜெயக்குமாரின் வீட்டில் சோதனை நடத்துவதற்கு நீதிமன்ற அனுமதியை சிபிசிஐடி போலீஸார் பெற்றனர். இதைத் தொடர்ந்து நேற்று காலை ஜெயக்குமார் வீட்டுக்கு சென்ற சிபிசிஐடிடிஎஸ்பி சந்திரசேகர் தலைமையிலான போலீஸார், மதுரவாயலில் இருந்து வந்திருந்த வருவாய்த் துறையினர் முன்னிலையில் வீட்டின் பூட்டை உடைத்து உள்ளே சென்று சோதனை நடத்தினர்.

சுமார் 3 மணி நேரம் நடத்தப்பட்ட சோதனையில், டிஎன்பிஎஸ்சி தேர்வு தொடர்பான ஆவணங்கள், விரைவில் அழியக்கூடிய மை நிரப்பிய பேனாக்கள், சில பேப்பர்பைல்களை போலீஸார் கைப்பற்றி எடுத்துச் சென்றனர். சோதனை முழுவதும் வீடியோவில் பதிவு செய்யப்பட்டது. சோதனை முடிந்ததும் வீட்டை பூட்டி சீல் வைத்தனர்.

தேர்வு முறைகேடு விவகாரத்தில் டிஎன்பிஎஸ்சி ரெக்கார்டு கிளார்க் ஓம்காந்தன் என்பவர் ஏற்கெனவே கைது செய்யப்பட்டுள்ளார். தற்போது டிஎன்பிஎஸ்சி அலுவலக உதவியாளர் மாணிக்கம் என்பவரிடம் சிபிசிஐடி போலீஸார் தீவிர விசாரணை நடத்தி வருகின்றனர். மேலும், விடைத்தாள்களை கொண்டு சென்ற பிரபல கூரியர் நிறுவனத்தின் 3 ஊழியர்களுக்கு இதில் தொடர்பிருப்பதாக சந்தேகம் எழுந்துள்ளது. அந்த 3 பேரையும் சிபிசிஐடி அலுவலகத்துக்கு வரவழைத்து விசாரணை நடத்தி வருகின்றனர்.

இந்த வழக்கில் சென்னை புதுப்பேட்டை ஆயுதப்படை காவலர் சித்தாண்டிக்கு தொடர்பு இருப்பது தெரியவந்தது. சித்தாண்டியின் மனைவி, தம்பி, தம்பியின் மனைவி, மற்றொரு தம்பி என 4 பேர் கடந்த ஆண்டு குரூப்-2 மற்றும் குரூப்-4 தேர்வில் தேர்ச்சி பெற்றுள்ளனர்.

இவர்கள் அனைவரும் ராமேசுவரம் மையத்தில் தேர்வு எழுதி,மாநில அளவில் முதல் 10 இடங்களுக்குள் தேர்ச்சி பெற்றுள்ளனர். சித்தாண்டி இடைத்தரகராகவும் செயல்பட்டு பலரிடம் பணம் வாங்கிக்கொண்டு, அரசு வேலை வாங்கி கொடுத்துள்ளார் என தெரியவந்தது.

மருத்துவமனையில் காவலர்

இதையடுத்து, காரைக்குடி முத்துப்பட்டணம் சார் பதிவாளரின் நேர்முக உதவியாளராக இருக்கும் சித்தாண்டியின் தம்பி வேல்முருகனை சிபிசிஐடி தனிப்படையினர் பிடித்தனர். அவரை சென்னைக்கு அழைத்து வந்து2 நாட்களாக விசாரித்து வருகின்றனர். ஒரு மாத விடுமுறை எடுத்துக்கொண்டு சென்ற சித்தாண்டி தலைமறைவாக இருப்பதாக கூறப்பட்டது.

இந்நிலையில், சென்னை போரூரில் உள்ள தனியார் மருத்துவமனையில் சித்தாண்டிக்கு அறுவைசிகிச்சை செய்யப்பட்டு, அங்கு அவர் உள்நோயாளியாக இருப்பதை சிபிசிஐடி போலீஸார் கண்டுபிடித்தனர். அதைத் தொடர்ந்து அவரிடம் விசாரணை நடத்த நடவடிக்கை எடுத்து வருகின்றனர்.

டிஎன்பிஎஸ்சி தேர்வை பொறுத்தவரை ஒரு அறையில் தேர்வு எழுதும் நபர்களுக்கு 5 விதமான வினாத்தாள்கள் கொடுக்கப்படும். அதனால், ராமநாதபுரத்தில் இருந்து சென்னை கொண்டுவரும் வழியில் விடைத்தாள்களை அவ்வளவு எளிதாக திருத்திவிட முடியாது. தேர்வு எழுதுவதற்கு முன்பே 5 விதமான விடைகளை தெரிந்து வைத்திருக்கும் நபர்களால் மட்டுமே அதை செய்ய முடியும்.

தேர்வர்கள் வேதனை

‘வினாத்தாள் தயாரிப்பது என்பது உயர் அதிகாரிகளால் மிக ரகசியமாக செய்யப்படும் பணியாகும். எனவே, டிஎன்பிஎஸ்சி உயர் அதிகாரிகள் உதவிஇல்லாமல் இத்தகைய மோசடிகளை செய்ய முடியாது. தற்போது,டிஎன்பிஎஸ்சியின் கீழ்மட்ட ஊழியர்கள் மீது மட்டுமே நடவடிக்கை எடுக்கப்பட்டு வருகிறது. முறைகேட்டில் தொடர்புடைய உயர் அதிகாரிகள் ஒருவர் மீதுகூட இதுவரை நடவடிக்கை எடுக்கப்படவில்லை’ என்று தேர்வர்கள் வேதனையுடன் தெரிவித்துள்ளனர்.

இதற்கிடையே, தேர்வு முறைகேட்டில் டிஎன்பிஎஸ்சி உயர் அதிகாரிகள் சிலருக்கு தொடர்பு இருப்பதற்கான ஆதாரங்கள் கிடைத்துள்ளன. அதனடிப்படையில், சம்பந்தப்பட்ட அதிகாரிகளிடம் விசாரணை நடந்து வருவதாக சிபிசிஐடி அதிகாரி ஒருவர் தெரிவித்துள்ளார்.

கை கொடுக்குமா பல்கலைக்கழகங்கள்?

"மனைவி அமைவதெல்லாம் இறைவன் கொடுத்த வரம்' என்பார்கள்; அதேபோல முனைவர் பட்ட ஆய்வுக்கு நெறியாளர்அமைவது அவரவர் வாங்கி வந்த வரம் என்பது அனுபவப்பட்டவர்களின் கூற்று. நல்ல வழிகாட்டி பேராசிரியர்கள்அமைந்தால் மட்டுமே ஒருவரால் முனைவர் பட்ட ஆய்வறிக்கையைச் சிறந்த முறையில் சமர்ப்பிக்க முடியும்.
ஒவ்வோர் ஆண்டும் எத்தனை பேர் முனைவர் பட்டம் பெறுகிறார்கள் என்று அறிக்கை தரும் பல்கலைக்கழகங்கள், எத்தனை பேர் ஆய்வைப் பாதியிலேயே விட்டுவிட்டார்கள் என்று கூறுவதில்லை.
தமது துறை சார்ந்த அறிவை வளர்த்துக்கொள்ள ஆய்வை மேற்கொள்பவர்களைவிட தனது பதவி உயர்வுக்காகவும், வேலைவாய்ப்புக்காகவும், சமூக மரியாதைக்காகவும் "முனைவர் பட்டம்' பெற வேண்டியது காலத்தின் கட்டாயமாகப் போய்விட்டது. அதுவும் உயர் கல்வித் துறையில் பேராசிரியராக வேண்டுமென்றால் முனைவர் பட்டம் அவசியம். அவர்களின்அத்தியாவசியத் தேவைகளில் முதலிடம் பி.எச்டி. பட்டமே ஆகும். பெயருக்கு முன்னால் முனைவர் பட்டம் இல்லை என்றால், அவர்களுக்கு மதிப்பு இல்லை, பதவி உயர்வு இல்லை.

எத்தனை திறமையானவராக, மாணவர் நலன் மீது அக்கறை கொண்டவராக இருந்தாலும் முனைவர் பட்டம் இல்லாவிட்டால் அந்தப் பேராசிரியரால் துறைத் தலைவராகவோ, புல முதல்வராகவோ ஒருக்காலும் ஆக முடியாது. எந்த உயர்நிலைக் குழுவிலும் அவர்களின் பெயர் இணைக்கப்படாது. இத்தகைய சூழலில் ஆய்வைச் செய்பவர்கள் பாதியில் விட்டு விடுகிறார்கள்.
முனைவர்பட்டம் பெறுவது எளிதன்று. கடினமான நிபந்தனைகள், குறிப்பிட்ட காலக்கெடு, குறுகிய மனப்பான்மை கொண்ட நெறியாளர்கள் எனப்பல காரணிகள் இருப்பதால் கடும் மன உளைச்சலுக்கு உள்ளாகும் மாணவர்கள்ஆய்வைப் பாதியிலேயே விட்டு விடுகிறார்கள். சிலர்ஆரம்பத்திலேயே விட்டு விடுவார்கள். அவர்களுக்கு நல்ல வேலை கிடைத்திருக்கலாம். அல்லது குடும்பச் சூழல் காரணமாக இருக்கலாம். இவர்கள் குறித்துக் கவலைப்பட வேண்டாம்.

இன்னும் சிலர் அரைக் கிணறு தாண்டிய கதையாகப் பாதி முடித்திருப்பார்கள். இவர்களும் குடும்பம் சார்ந்த நெருக்கடிகள், சமூகக் கடமை, தேவைகள், பணிச் சுமை, பொருளாதார நெருக்கடி போன்ற காரணங்களால் ஆய்வைக் கைவிட்டிருப்பார்கள். அதேசமயம் இன்னொரு பிரிவினர் இரண்டு அல்லது மூன்று ஆண்டுகள் கடுமையாக உழைத்து ஆய்வியல் முறைகள், ஆராய்ச்சி முறையியல், ஆராய்ச்சி நெறிமுறைகள், கோட்பாடுகள், ஆய்வுகளின் தன்மைகள், அணுகுமுறைகள் எனஅத்தனையையும் பின்பற்றி 90 சதவீத ஆய்வை முடித்தபின் என்னகாரணத்தால்ஆய்வைச் சமர்ப்பிக்க இயலாமல் போனார்கள் என்பது தெரியவேண்டாமா?

அவர்களின் முனைவர் பட்டம் கானல் நீராகிப் போனது ஏன் எனப் பல்கலைக்கழக நிர்வாகம் ஆராய வேண்டாமா? அவர்களின் இந்த முடிவுக்கு யார்காரணம் எனப் பார்க்க வேண்டியது அவசியம். இறுதிக் கட்டத்தில் பட்டமும் வேண்டாம். ஒன்றும் வேண்டாம் எனத் தூக்கிப் போட்ட மனநிலைக்கு அவர்களைத் தள்ளியது எது? தங்கள் உயிரையே போக்கிக் கொள்ளும்அளவுக்குப் போகிறார்களே ஏன்? உயிரை விடுமளவுக்குக் கடும் மன உளைச்சலில் இருந்தார்களா? அல்லது ஆய்வுப் படிப்பு கடினமானதா? பல இன்னல்களையும், அநியாயங்களையும் எதிர்த்துக் குரல் கொடுக்கத் தெரியாமலும், யாரிடம் சென்று முறையிடுவது என்று புரியாமலும் மௌனமாக அடங்கிப் போகிறார்கள்.

ஒவ்வொரு விடியலுக்கு முன்னும் சூழும் இருளைப் போல ஒவ்வொரு முனைவர் பட்டத்துக்கு முன்னால் பல்வேறு வலிகள், ரணங்கள், காயங்கள், ஆற்றாமைகள், கோபங்கள் எல்லாம் இருக்கக் கூடும். எந்த ஒரு நாட்டின் விடுதலையிலும் ரத்தக் கறை படிந்தே இருக்கும். அதேபோலத்தான் முனைவர் பட்ட ஆராய்ச்சியிலும், மன உளைச்சலும், மன இறுக்கமும் அடங்கியே இருக்கும்.

ஆய்வு அறிக்கைக்கு இருப்பதைப் போல நெறியாளர்களின் அணுகுமுறை குறித்த நியதிகளும் இருத்தல் அவசியம். ஒரு வழிகாட்டி ஆசிரியர் ஒவ்வோர் ஆண்டும் பல்கலைக்கழகம் அனுமதி அளிக்கும் எண்ணிக்கையில் மாணவர்களை எடுத்துக்கொள்கிறார் என்றால், அவருக்கு அத்தனை உதவியாளர்கள் கிடைத்துவிட்டார்கள் என்பதுதான் உண்மை.
ஆசிரியரின் பிள்ளைகளைப் பள்ளிக்கு அழைத்துச் செல்வது, அவர்களுக்குக் குற்றேவல் செய்வது, வாகன ஓட்டியாக இருப்பது, ஆசிரியர் போகும் திருமண வரவேற்புக்குப் பரிசுப் பொருள் வாங்கி வருவது -இப்படிப் பலவற்றைச் செய்ய வேண்டும். நெறியாளர் குடும்பம் வெளியூருக்குப் போய்விட்டால் இவர்கள்அவர் வீட்டுக்குக் காவலாகப் படுத்துக்கொள்ள வேண்டும். மேலே கூறப்பட்ட அனைத்தும் ஆராய்ச்சி மாணவர்கள் பலர் கூறிய தகவல்கள்.
இது என்ன குருகுல வாசமா குற்றேவல் புரிய? ஏற்கெனவே சொற்ப சம்பளத்தில் தனியார் கல்லூரிகளில் பணிபுரியும் ஆய்வு மாணவர்களுக்குச் செலவு வைக்கலாமா? இதுவே பெண் ஆராய்ச்சியாளர் என்றால் வேறு விதமான தொல்லைகளை எதிர்கொள்ள வேண்டும். என்னவெல்லாம் அக்கிரமங்கள் நடக்கின்றன என்று ஒருசில சம்பவங்கள்மூலம் அறிந்துள்ளோம்.

அனைத்துப் பேராசிரியர்களும் தவறு செய்வதில்லை. கண்ணியத்தோடும், கடமை உணர்வோடும், அர்ப்பணிப்போடும் பணியாற்றுபவர்களை நாம் போற்றி வணங்குவோம். அவர்களை உயர்த்திப் பிடிப்போம்; வாழ்த்துப் பாடுவோம். குறுக்கு வழிகளைஆதரிக்காமல் மாணவர்களைச் சரியாக வழிநடத்தி, ஊக்குவித்து ஆய்வை முடிக்க வைப்பவர்கள்அவர்கள். அந்தக் கண்டிப்பு மாணவர்களின் உற்சாக ஊற்றை அடைத்து விடாது.
இதுகாறும் பல்லாயிரம் ஆய்வறிக்கைகள் சமர்ப்பிக்கப்பட்டுள்ளன. இலக்கியத்திலாகட்டும், தொழில்நுட்பப் பிரிவிலாகட்டும் எத்தனைஆய்வுகள்ஆக்கபூர்வமான சிந்தனைக்கும், புதிய கண்டுபிடிப்புகளுக்கும் முன்னோடிகளாக உள்ளன என்பதை அறிவிக்க வேண்டும். படைப்பாளிகளின் வளம்மிக்க சிந்தனைகளைத் தமது ஆராய்ச்சி அறிவினால் வெளிக்கொண்டு வருவது சிறந்த இலக்கியத் திறனாய்வு எனலாம்.

தொழில் துறையில் புதிய கண்டுபிடிப்புகள் பயன்பாட்டுக்கு வரவேண்டும். இல்லாவிட்டால் ஆராய்ச்சிக்காக செலவிடப்படும் நேரமும், உழைப்பும், பணமும் விரயமே. ஆனால், இன்றைக்குப் பல ஆய்வுகளும் வெறும் பட்டம் பெற மட்டுமே என்பதுதான் எதார்த்தமான உண்மை.
ஆய்வுகளின் எண்ணிக்கை அதிகரிக்கும் அளவுக்குத் தரம் உயரவில்லை. காரணம், இதிலும் வியாபார நோக்கு ஆரம்பித்து விட்டது. தமிழகத்தில் ரூ.5 லட்சம் கொடுத்தால் விரும்பிய பல்கலைக்கழகங்களில் முனைவர் பட்டம் பெற்றுத் தருவதாக செல்லிடப்பேசியில் அழைப்பு வருகிறது. தயாரிப்பாளரே எல்லாவற்றையும் செய்துவிடுவார் - ஆய்வேட்டைக் கணிப்பொறியில் தட்டச்சு செய்வது, கட்டமைப்பது எனஅனைத்தையும் முடித்து விடுவார். ஆய்வேட்டைத் திருத்துபவரையும் கவனித்துக் கொள்வார். ஆய்வறிக்கைகள் இவ்வாறு விற்பனை செய்யப்படும்போது தரமானஆய்வுகள் வெளிவர வாய்ப்பில்லை.

ஒரே தலைப்பைப் பலர் தெரிவு செய்கின்றனர். அறிவுத் திருட்டும் உண்டு. வாய்மொழித் தேர்வின்போது அமர்க்களமான, ஆடம்பரமானவிருந்து அவசியம். அனைத்துமே வெறும் சடங்குகளாகி விட்டன. ஆடம்பரத்தின் வெளிச்சத்தில் தரம் மங்கிப்போய் விடுகிறது.
முனைவர் பட்டம் பெற்ற பிறகு அவர்களின் கற்பிக்கும் திறன்அதிகரித்து விட்டதா? கூடுதல் தகவலும், ஆராய்ச்சியின் கண்டுபிடிப்புகளும் மாணவர்களை மேம்படுத்துகிறதா? புதியநுணுக்கங்களைஅவர்கள் கற்றுத் தருகிறார்களா? அந்த ஆய்வைத் தொடர வேண்டும் என்று எண்ணுகிறார்களா? முனைவர் பட்டம் அவசியம் என்று மாணவர்களைக் கசக்கிப் பிழியும்போது, அதன் பயன் என்னஎன்பதை எதைக் கொண்டு அளப்பது?

நல்ல தடித்த வளமான கரும்பை இயந்திரத்திற்கு உள்ளே விட்டு எடுக்கும்போது அதன் சக்கை மட்டுமே வெளியே தள்ளப்படும். அதேபோலத்தான் மூன்று ஆண்டுகளில் களைத்துப் போய், சலித்துப் போய், வெறுத்துப் போய் ஒருமாதிரியான மனநிலையோடு "முனைவர்' என்று வெளிவருகிறார்கள். அதற்குப் பின் அந்த ஆய்வு ஆய்வேடாக மட்டுமே தங்கி விடும். ஒருவருக்கும் பயன்படாது.

நம் உயர் கல்வித் துறை இது தொடர்பாக ஏதாவது செய்தாக வேண்டும். ஊடக வெளிச்சம் படும் தற்கொலைகள்சிறிது காலம் பேசப்படுகின்றன. இல்லாவிட்டால் மறைக்கப்படுகின்றன. கல்வித் துறையில் களங்கம் இருக்கக் கூடாது. சமுதாயத்துக்கு நல்வழி காட்ட வேண்டியவர்கள், மாணவ சமுதாயத்தைத் திருத்த வேண்டியவர்கள், கடவுளுக்கும் ஒருபடி மேலே என்று கொண்டாடப்படுபவர்கள் தவறு இழைக்கக் கூடாது. ஆய்வு மாணவர்களின் உணர்வுகளோடு விளையாடக் கூடாது. மாணவர்கள் தங்கள் சுய கௌரவத்தை அடகு வைத்துவிட்டு பெறும் முனைவர் பட்டம் மதிப்பை இழந்த ஒன்று. தரமான மாணவர்கள், தரமான நெறியாளர்கள், தரமான ஆய்வு என்ற நிலை வரவேண்டும்.

இன்னொன்றையும் நாம் கவனிக்க வேண்டும். புகழ் பெற்ற பல்கலைக்கழகங்களில் முனைவர் பட்டம் பெற்ற சில பேராசிரியர்கள் அதையே தங்களின் மிகப் பெரிய பெருமையாகக் காட்டிக் கொள்கின்றனர். ஏதோ அவர்கள் செய்த ஆய்வு மட்டுமே தரமானதுபோல எல்லா இடங்களிலும் அதை சீர்தூக்கிப் பேசி பிற பல்கலைக்கழங்களில் பட்டம் பெற்றவர்களை வேறு கண்ணோட்டத்துடன் பார்க்கின்றனர். முனைவர் பட்டம் பெற்றவுடன் அனைவரும் ஒருநிறைதான். இங்கே எங்கே வந்தது ஏற்றத்தாழ்வு?
ஆய்வைச் சமர்ப்பிக்க வேண்டிய இறுதிக் கட்டத்தில் நின்று விடுபவர்களைக் கண்டறிந்து, அவர்களின் பிரச்னைகளைக் கருணையோடு அணுகி, விதிகளைத் தேவைக்கேற்ப சிறிது தளர்த்தி, தேவை ஏற்பட்டால் நெறியாளர்களை மாற்றி அந்த மாணவர்களும் பட்டம் பெற பல்கலைக்கழகங்கள் உதவ வேண்டும். மாணவர் முன்னேற்றத்துக்கு உதவத்தானே உயர் கல்வித் துறை உள்ளது? கை கொடுக்குமா உயர் கல்வித் துறை?

New bus stands in seven municipalities

They will be constructed under PPP model

The State government has accorded administrative sanction for construction of new bus stands at Kancheepuram, Tiruttani, Mayiladuthurai, Dharmapuri, Namakkal, Tiruvannamalai and Tindivanam municipalities.

Commissioner of Municipal Administration K. Baskaran in his order said that the bus stands would be constructed under public-private partnership (PPP) on design, build, finance, operate and transfer basis. He has directed the commissioners of the municipalities to call for tenders.

The estimated cost for Kancheepuram is ₹38.09 crore and for Tiruttani it will be ₹20 crore. The bus stands in Mayiladuthurai and Dharmapuri will be constructed at a cost of ₹38.05 crore and ₹39.14 crore respectively.

The Tiruttani Government Girls Higher Secondary School always maintains a stock of crackers. The crackers are not for any celebration, but to chase away monkeys that cause a ruckus on campus, especially during lunch hour.

The school, which has been functioning since the late 80s, has a strength of more than 1,500 girls.

There are many trees on the premises. Sometimes the classes are held in the open, especially when there are exams for senior students.

“During these sessions, occasional shrieks can be heard as monkeys descend from the trees to snatch water bottles or schoolbags. We chase them away before resuming the classes,” said a teacher.

On Thursday, many teachers were found walking in the premises with a stick in their hand to chase away the simians.

“The monkey problem is common during lunch hour. They occasionally run away with our lunch box and sometimes with plates of food,” said a student.

Some parents said that the primates tear the seats of the bikes parked inside the school premises. “The problem is there in many schools in Tiruttani. They mainly come in search of water. During peak summer they disappear from the locality,” said a parent.

Friendly animals

The monkeys also wander around the classrooms during examinations. “But they have not bitten or troubled anyone till date. The monkeys and dogs that loiter inside the school have become friendly,” he also added.

An official from the Education Department said that they will take the help of the Forest Department to address the issue. “We have not complained till date,” he said.

Delhi: Pawan Jallad arrives at Tihar before scheduled hanging in Nirbhaya case; uncertainty over execution

NEW DELHI: Pawan Jallad, a hangman from the Meerut Prison, reported to the Tihar Jail administration on Thursday, two days ahead of the Nirbhaya case convicts' scheduled execution, officials said.

They said Pawan, a third-generation hangman, will be staying on the jail premises and check the strength of rope and other related things on Friday.

The four convicts in the gruesome gangrape-and-murder case are scheduled to be hanged on February 1, but their execution is unlikely to happen as one of them filed a mercy petition before the President on Wednesday while another moved a curative plea before the Supreme Court.

Nirbhaya case: Hangman from Meerut reaches Tihar, dummy hanging today

NEW DELHI: Pawan Jallad, the hangman from Meerut jail who is scheduled to hang the four convicts in the Nirbhaya case, reached Delhi on Thursday evening.

Before leaving the Meerut jail premises, Jallad said ‘Jai Hind’ to fellow staffers. The hanging is schedule to be held on Saturday morning. A dummy practice will be carried out on Friday to check the ropes and the weight of the convicts.

Jallad will be paid Rs 15,000 per execution.

Wearing beige pants, maroon shirt and a black jacket, a clean shaven Jallad arrived at Tihar. A team of three officials from Tihar had gone to Meerut to bring him to Delhi.

Meanwhile, Tihar Jail authorities are exploring the option of hanging the four convicts one by one as there is no provision in the jail manual mandating hanging of co-convicts together. Sources said legal opinion is being taken on this.

Apologise on WhatsApp for fake message, Madras high court tells bail applicant

CHENNAI: Of all the pollution affecting Tamil Nadu, derogatory messages posted on social media takes the first place. Without eradicating such online abuse, people of the state cannot be safe, the Madras high court observed on Thursday.

“Mine would be the first vote for freedom of expression. But irresponsible, unverified and unsubstantiated social media posts cannot be tolerated,” Justice N Seshasayee said.

The judge made the observation while hearing a bail application moved by A Zakir Hussian of Coimbatore, who was arrested for uploading defamatory, derogatory and unverified allegations against the Coimbatore Corporation and local administration minister S P Velumani in connection with a solar power scheme. The court also asked the accused to post an unconstitutional apology for forwarding such derogatory and irresponsible post in the same WhatsApp group for his bail application to be considered.

When the plea came up for hearing, public prosecutor A Natarajan opposed it and said the petitioner posted such messages on social media habitually. This the third case he is facing for making such derogatory comments on social media including Facebook and WhatsApp.

Pointing out to a transcription of the audio message posted by Hussain, the prosecutor submitted that the petitioner had caused public unrest by making unsubstantiated statements that solar panels would cause skin diseases and kidney ailments to people residing near them.

Perusing the transcript, Justice Seshasayee said, “On what basis the petitioner had made such statements? Is he qualified to give such opinion? Currently, this sin is inflicting the entire state. They don’t even spare the judiciary.”

Can such statements be permitted and tolerated as freedom of speech, he wondered. Such freedom must be exploited with responsibility. If people like the petitioner make such irresponsible statements, then jail would be the right place for them, he added.

‘There’s a big shortage of masks in China’

One of our main concerns is shortage of masks and food on the university campus. Our university is 1,000km from Wuhan. But the coronavirus has spread to our city as well. Till yesterday, only two cases were reported. But, on Thursday, it rose to 5. When we asked for masks, university authorities said masks were in short supply as their first preference was Wuhan, the worst-hit. Indian students are panicking and are anxious to return home.

There are 84 Indian students pursuing medicine in our university and 30 students are from Tamil Nadu. A few days ago, our university authorities said if we leave, then our internship would be cancelled. We apprised the Indian Embassy officials in Beijing. After their intervention, the university is allowing us to leave.

We have to travel to Qingdao airport, around two hours from our campus, to catch a flight. Our students have booked tickets from Qingdao to Delhi via Kunming. From Delhi, they would travel to Chennai via flight or train. Ticket fares will cost more than ₹30,000 per head.

Students stuck in China find it tough to fly back; airfares shoot up

With airfares hitting the roof and airlines limiting services, many Indians stranded in Shanghai, Guangzhou and other Chinese provinces are finding getting back home an arduous task.

People are flying out of Shanghai via Singapore or Bangkok to reach Chennai. Chinese companies in cities other than Wuhan are advising their Indian employees to leave till the situation returns to normalcy.

An airport official said people are returning via transit airports in southeast Asia as Cathay Pacific has limited flights to mainland China. Basheer Ahamed, of Metro Travels, said people are coming back before the situation worsens in other cities. A one-way fare on the Hong Kong-Chennai flight costs ₹40,000 for the next few days. The fare is in the range of ₹15,000 to ₹25,000 on flights via Kuala Lumpur, Singapore and Thailand. Many are also flying in via Delhi as SpiceJet has a regular flight from Hong Kong.

Sampath Rangachary, a retired Air Force officer, said his relative was stranded in Guangzhou. “They are trying to fly to Chennai via Bangkok. There is news that airlines are considering to limit or suspend operations to Chinese cities after British Airways cancelled all its flights,” he said.

IndiGo has suspended its flights from Delhi to Chengdu and from Bengaluru to Hong Kong till February 20 as a temporary measure.

An airport official at Chennai said they screen passengers arriving from Hong Kong and those with travel history to high risk zones in China. “Healthy passengers arriving from Shanghai via Singapore are asking for screening even if they do not have symptoms,” he added.

A professor from India said that around 100 students from Tamil Nadu are in Wuhan and a majority of them are medical students. Aadil Anwar Bhat, an Indian student in Jiangx province, near Wuhan, said “Wuhan is under a complete lockdown. But people are travelling back from other cities.”

The first case of the new strain of a coronavirus (nCoV) in the country was reported from Thrissur, Kerala, on Thursday. A young woman studying medicine at a university in the Chinese city of Wuhan, the epicentre of the nCoV outbreak, has tested positive for the virus that has killed 170 people in China and has spread to other countries, including the US.

State health minister K K Shailaja said the student was hospitalised after she developed symptoms of fever and sore throat. She was quarantined, along with four others, in the isolation ward of the general hospital in Thrissur. “The student who has tested positive for the virus is stable; there is nothing to worry,” she said.

Mandatory 28-day quarantine in TN

Passengers from Wuhan arriving at Chennai and other TN airports will have to give blood samples and would be put on mandatory home quarantine for 28 days, said director of public health K Kolandaiswamy on Thursday. Kolandaiswamy said passengers will be categorised as those from Wuhan, those from other parts of China and those from Southeast Asian countries. P 2

Five students came to hospital of own volition

The five students, who had returned from Wuhan, had come to the hospital of their own volition. Three of them were shifted to Thrissur Medical College Hospital by Thursday afternoon. Swabs and blood taken from them have been sent for tests.

Meanwhile, at a high-level review meeting in Delhi, cabinet secretary Rajiv Gauba decided that all those who have come from China after January 15, 2020 will be tested as the virus has an incubation period.

In Kerala, the medical college principal, Dr M A Andrews, said the three had been shifted to the hospital’s specially prepared isolation ward. Two more patients, including the student who tested positive, remain in the isolation ward. The health minister, principal secretary (health) Rajan N Khobragade and other senior health officials are expected to reach Thrissur on Thursday night.

Khobragade was informed about the case in Thrissur in a video conference with the Union cabinet secretary, the health secretary and health secretaries of all states on Thursday.

“The Union health ministry confirmed that one out of the six blood samples sent for tests to NIV Pune has tested positive. However, a gene identification result is pending. This will reaffirm the status of the case,” Khobragade said.

Investigation into the scam surrounding the TNPSC’s Group-IV exam in 2019 has widened and the CBCID has begun looking into all examinations conducted by the commission in the past five years. The Tamil Nadu Public Service Commission has conducted about six examinations, across all groups, in the past five years.

“It is our duty to expose and nail the culprits. We will suggest sealing the loopholes in the system based on our investigation,” a senior CBCID officer said.

Another officer said the CBCID had so far arrested about 14 people in connection with the 2019 TNPSC Group-IV exam scam and is questioning a few more. A team on Thursday conducted searches at the house of S Jayakumar of Mogappair, one of the key suspects, and recovered a laptop, pen drive and more than 60 magic ink pens apart from a few documents.

Separately, head constable Chittandi the central figure in the still-unfolding case that is turning out to be Tamil Nadu’s Vyapam has gone underground after getting himself admitted to hospital for ‘treatment’. A search is on for him.

Chittaandi, of Sivaganga, who got four of his family members into Group II services in 2017 and Group IV services in 2019, was an orderly under R Natraj, former DGP and ex-TNPSC chairman who is now an AIADMK MLA from Mylapore.

Inquiries by police showed Chithaandi developed contacts with TNPSC officials and influenced them to help agents enrol select candidates in the final list. CB-CID officers have questioned Chithaandi’s wife, who cleared the Group-II exam and got into government service as well his two brothers, one of who bagged a government job after the 2017 Group-II exam. A Delhi court has directed Tihar Jail Superintendent to file a report on an application moved by two of the convicts seeking a stay on the date of execution.

Two convicts in the Nirbhaya rape case, Akshay and Pawan, have moved an application at Patiala House Court seeking a stay on the date of execution.

As per the Sessions Judge order passed on January 17, the current date set for the execution of all the four convicts is February 1.

The stay of execution is sought on the ground that both the convicts have not exhausted all remedies, and are yet to file their mercy petition. Moreover, mercy plea for one of the convicts, Vinay, has already been submitted to the President of India.

The application has cited Rules 836 and 858 of the Delhi Prison Rules to seek a stay on the date of execution. As per these rules, a death row convict must be given a notice of minimum 14 days after the rejection of the mercy plea.

Since, the other two convicts are also anticipated tu file their mercy pleas, it is submitted in the application that the current date set for execution is unsustainable.

Prosecutor Irfan Ahmad, who was appearing for Tihar authorities, argued that such applications are 'a complete mockery of justice'.

Arts & commerce students may get to do BSc nursing

MUMBAI: In a marriage of the sciences and liberal arts as well as accounting, the Indian Nursing Council (INC)—the umbrella decision-making body for all nursing courses and registered nurses—plans to alter entry norms for this professional programme. It has framed draft rules permitting students from the arts and commerce streams to sign up for the BSc nursing course. Suggestions from experts have been invited on the draft.

The four-year course was till now open only to students who finished Class XII with science. They had to then clear a competitive entrance test. If the draft comes into effect, all Class XII pass-outs with a score of at least 45% would be eligible to appear for the entrance test to join the professional course in colleges across India.

The draft amendment was brought about after a decision was taken to stop the diploma course of GNM (general nursing and midwifery) from 2021. This programme would admit students of all streams, and most graduates after finishing the three-year programme would largely get placed in nursing homes.

“With the closure of the GNM course, the entire nursing profession would have been closed for arts and commerce students. Hence it looks like the council is now permitting these students to enter the BSc course,” said a nursing college principal. A council member, Dr Ramling Mali, said, “This is literally like killing the BSc programme and upgrading the GNM programme.”

As per the draft, the new BSc nursing programme will have 60 additional lecture hours for arts and commerce graduates to bring them on a par with their counterparts who pursued science till Class XII. The All India Government Nurses Federation feels that won’t be enough. In a letter to INC, it has said “relaxing” entry norms would be met with “strong resentment”. “We were expecting revolutionary steps from INC to upgrade our profession. But it has been brought to our notice that INC has prepared a draft to improve/upgrade the nursing profession (GNM courses upgraded to BSc nursing) wherein the draft quotes in its admission criteria that it includes arts/commerce candidates who have passed 10+2 as being eligible for BSc nursing. This is very shocking and an alarming sign in nursing and it will downgrade the profession,” reads the letter.

Also, the duration for teaching anatomy & physiology has been reduced in the new draft curriculum. That too has not gone down well with college heads, who said these subjects are essential to the nursing profession.

CHENNAI: The Madras High Court on Wednesday allowed a petition filed by DMK candidate Marudu Ganesh seeking a CBI probe into the alleged bribery of voters leading to the cancellation of the R K Nagar by-election in April 2017.

A bench of justices M Sathyanarayanan and R Hemalatha allowed the prayer to implead CBI as party respondent to the proceedings and issued notice to the agency returnable by February 11.

Ganesh and others had originally moved the court seeking registration of FIR against those accused of bribery in the bypoll to the assembly segment, which was cancelled a week before it was to be held, following I-T raids at various places.

Searches were carried out at several places including at those related to Tamil Nadu Health Minister C Vijayabaskar, on April 7, 2017.

During the searches, various documents were seized in different places allegedly containing information on distribution of money to voters in the constituency.

Based on a complaint by the state Chief Electoral Officer (CEO), an FIR was registered. However, it was quashed by a single judge bench of the high court later.

After that Marudu Ganesh (who lost the poll), moved the miscellaneous petition seeking CBI probe into the alleged bribery of voters in the constituency.

In the previous hearing on December 16 last year, the EC informed the court that it has directed the CEO to file a fresh complaint.

The petitioner has stated in the amendment petition that the plea was to take action against the people whose names were mentioned in the Election Commission report based on which the CEO lodged the police complaint.

"All is not well. Now, what is the status? whether they have filed a fresh compliant or not. So we request you (judges) to transfer the investigation to CBI," he said.

The by-election to RK Nagar constituency here was necessitated following the death of late chief minister J Jayalalithaa in December 2016.

Elections subsequently held in December 2017 saw independent candidate and AMMK chief TTV Dhinakaran win the polls.

A Mumbai-based gynaecologist will cherish the Union Cabinet approval to raise the upper limit for abortions to 24 weeks from the current 20 weeks. Dr. Nikhil Datar has been fighting for this for over a decade.

In 2008, Dr. Datar was the first to approach the Bombay High Court on behalf of a woman seeking an abortion at 24 weeks on the ground of foetal anomaly. He thereafter filed a Special Leave Petition before the Supreme Court demanding that the Medical Termination of Pregnancy (MTP) Act be amended.

The highlights of the amendments approved on Wednesday include enhanced upper gestation limit for aborting pregnancies to 24 weeks for special categories of women, and no upper gestational limit for terminating pregnancies with substantial foetal abnormalities diagnosed by the medical board. The Ministry of Health and Family Welfare believes this is a step towards safety and well-being of women and promoting safe abortions.

“The 20-week deadline caused a phobia which often led to abortions on suspicion of anomalies. The Cabinet’s decision will not only reduce unsafe abortions but it will also save many normal foetuses from being aborted on such suspicion,” said Dr. Datar, who has been receiving congratulatory messages since the news appeared on social media on Wednesday.

According to Dr. Datar, most foetal abnormalities are diagnosed before 20 weeks but abnormalities in the heart, brain and genetic abnormalities get detected only after 20 weeks.

“Sometimes, a suspicion of abnormality is raised before 20 weeks but till the time it is confirmed with additional investigations, the pregnancy crosses the 20-week cut-off. This fear of abnormality getting detected post 20 weeks has pushed women to take hasty and ill-informed decisions. In the bargain, there is a chance of losing normal foetuses too,” said Dr. Datar.

“The extension will particularly help women from low socio-economic strata who cannot access healthcare services in a specific time frame and end up in a Catch-22 situation when there is a seriously malformed foetus that is past 20 weeks,” he said.

Eleven doctors censured for medical council rule violation
They featured in an advertisement of a corporate hospital

The Travancore Cochin Council of Modern Medicine (TCMC) has censured 11 doctors registered under it for violating the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002 by allowing themselves to be featured prominently in the advertisement of a corporate hospital.

The incident is said to be unprecedented in the history of the TCMC.

It was in May last year that Aster MIMS, Kozhikode, brought out a newspaper advertisement prominently featuring some of its doctors.

The matter was brought to the attention of the Registrar of the TCMC for “appropriate action” by K.V. Babu, a Kerala-based physician and public health activist.

Against Code of Ethics

Dr. Babu had taken exception to the advertisement featuring the doctors because Section 6.1 of the Code of Ethics states that “...a physician shall not make use of him/her (or his/her name) as subject of any form or manner of advertising or publicity through any mode either alone or in conjunction with others... as to invite attention to him or to his professional position, skill, qualification...”

Moreover, the TCMC itself had in 2018 brought out a circular that the council will be forced to take suo motu action against doctors if, in violation of the Code of Ethics, they display their photographs in any hospital bill board or advertisement.

Following Dr. Babu’s complaint, the Ethics Committee of the TCMC had sought an explanation from the doctors.

‘Used without consent’

The doctors, while apologising for the ethics violation, said their names and photographs had been used by the hospital without their knowledge or consent. Following the recommendation of the ethics committee, the TCMC has now closed the matter after issuing a censure notice to all 11 doctors.

“I am happy that the council took cognisance of the complaint and has exercised its powers properly by censuring the doctors. The Code of Ethics is binding on the doctors alone and not hospitals,” Dr. Babu said.

Madurai Kamaraj University to re-advertise for Registrar post
Syndicate members could not arrive at a decision

Madurai Kamaraj University (MKU) will call for a re-advertisement to the post of Registrar of the university as all candidates have been found unsuitable by the Syndicate, said Vice-Chancellor M. Krishnan here on Wednesday.

This announcement was preceded by a day-long interview process where an eight-member selection committee consisting of experts interviewed 16 candidates.

After the interview, the experts met with members of the Syndicate to decide on the next Registrar. They could, however, not arrive at a conclusion.

The Vice-Chancellor, who headed the selection committee, said though all candidates had sound academic credentials, many were unable to answer questions on the university’s administration. “Most candidates did not know details of statutes and acts of the university.”

A senior official from the university privy to the syndicate meeting said candidates were unaware of the process of applying for the National Assessment and Accreditation Council (NAAC) ranking. They were also unaware of the events happening at the university. “Most were ill prepared,” he added.

The re-advertisement process comes after initial scrutiny of applications were completed in July last. Since then, there have been at least three occasions when the interviews were postponed.

Mr. Krishnan said each time the interview was postponed, it was due to administrative delays. “We also have important people in the panel. The decision must be agreed upon by the Syndicate. Following due process causes procedural delays.”

A senior member of the Syndicate said that apart from discussions regarding the registrar post, the unauthorised entry of a distance education centre owner in to the room of Controller of Examination O. Ravi was also discussed. “We have decided to seek legal opinion and then proceed,” the member said.

Medical service

With the Syndicate’s approval, MKU would start an emergency medical service on the campus in a couple of weeks. Any victim of road accidents would be treated at the medical facility first. A ‘108’ ambulance would also be stationed on the campus, Mr. Krishnan said.

Nirbhaya case convict Mukesh’s challenge against the President’s rejection of his mercy petition was on Wednesday dismissed by a three-judge Bench led by Justice R. Banumathi.

The court said a quick decision by the President did not mean there was non-application of mind.

“The quick consideration of the mercy petition and swift rejection of the same cannot be a ground for judicial review of the order passed under Article 72/161 [on mercy petitions by President/Governor] of the Constitution. Nor does it suggest that there was pre-determined mind and non-application of mind,” Justice Banumathi, who wrote the judgment, held.

The Bench, including Justices Ashok Bhushan and A.S. Bopanna, said the suffering experienced by death row convicts could not be a ground for commutation of the death penalty.

Mukesh had alleged solitary confinement and abuse at the hands of the jailors and fellow prisoners during his incarceration.

But the court said, “The alleged sufferings in the prison cannot be a ground for judicial review of the executive order passed under Article 72 of the Constitution rejecting the petitioner’s mercy petition.”

The court, after perusing the files containing the correspondence and official notings in original handed over to it by the Union Home Ministry, concluded that all the relevant documents and records were considered before arriving at the decision to dismiss the mercy plea. It was not necessary that each and every material relied upon by the petitioner-accused should have been placed before the President, it said.

100 sovereigns stolen from doctor’s house, help held

The Thiruvanmiyur police have arrested a domestic help in connection with the theft of 100 sovereigns of gold jewellery from a doctor’s house.

The police said that Raja Suruleeswaran, 52, a resident of Kalakshetra Colony, lodged a complaint with the Thiruvanmiyur police, alleging that over 100 sovereigns of gold jewellery were missing from a steel almirah in his house.

A special police team nabbed Mala, 47, the domestic help who was working in the house for the past three years. During interrogation, she admitted to having stolen 30 sovereigns, the police said.

Further investigation is on to recover the rest of the jewellery.

90 sovereigns

In a separate incident, unidentified persons stole 90 sovereigns of gold jewellery from a civil engineer’s house in Valasaravakkam.

The police said that the complainant, Arumugam, 52, a civil engineer, resides in Radha Avenue, and runs a construction firm. On Tuesday night, he and his family members had gone to a restaurant after locking the house. On return, they found the lock and almirah broken open.

On being informed, Assistant Commissioner of Valasarakkam Mahimaiveeran rushed to the spot and held an enquiry.

The family claimed that over 90 sovereigns of jewellery and cash were stolen from the house.

The police have intensified investigation after scrutiny of CCTV camera footage and collection of fingerprints.

The Union Health Ministry on Wednesday advised people to refrain from travelling to China in the wake of the coronavirus outbreak, as the death toll there rose to 133 with nearly 1,500 new cases.

The fresh advisory came hours after a communication from the Ministry said, “All non-essential travel to China should be avoided.”

The Government of India has sought the Chinese authorities’ permission to operate two flights to bring back Indians from Hubei Province. Meanwhile, two Indian carriers that fly to China — IndiGo and Air India — on Wednesday announced suspension of most of their flights to that country.

IndiGo announced that it was suspending its Delhi-Chengdu and Bengaluru-Hong Kong flights with effect from February 1. However, it will continue to operate the Kolkata-Guangzhou flight. The airline said it was taking precautions for its crew to ensure that they don’t have a layover in China and can return on the same flight.

Air India too cancelled its Mumbai-Delhi-Shanghai flights with effect from January 31, though it will continue to fly to Hong Kong.

Screening of ship passengers and crew for the virus at ports in the country was also initiated.

Chinese Ambassador to India Sun Weidong tweeted, “The World Health Organisation (WHO) does not recommend the evacuation of nationals, and called on the international community to remain calm and not overreact. The WHO is confident in China’s epidemic prevention and control ability.”

The state will help find qualified nurses, doctors and paramedics from private sectors in the state find jobs in hospitals in the United Kingdom through their national health system (NHS).

The Overseas Manpower Corporation Limited (OMC) of the state government has signed a memorandum of understanding (MoU) with Health Education England to recruit qualified nurses under their National Health Service (NHS). The MoU was signed two weeks ago.

The initiative of the OMC is aimed at generating employment and creating opportunities for Tamil Nadu nurses to undergo training in state of the art healthcare facilities. When these nurses return to the state after their service, they would highly trained and add value to the healthcare system of the state, officials say.

“There is a huge demand for qualified nurses in the UK. They are recruiting around 5,000 nurses every year. We want to generate employment for nurses working in the private sector. It resulted in the MoU that will be effective for three years,” said chairman and managing director of OMCL, Dharmendra Pratap Yadav. Many nurses working in the private sector apply for jobs in hospitals abroad as they get better salaries and training.

OMCL will send at least 500 nurses every year. “We are also planning to recruit doctors and paramedics from the private sector and send them to the UK,” he added.

The agency has tiedup with the British Council in Chennai for training the nurses, who have been shortlisted for grade 7 of International English Language Testing System (IELTS). “Language is a barrier for several qualified nurses working here. So, we conduct an interview to select candidates, who are able to converse in English. They will be registered for the IELTS course. It will be offered free of cost,” he said.

After they clear the IELTS test and the computer-based test, they would be appointed in various hospitals in the UK through the NHS. The state health the department has also contemplating to ink a pact with HEE to commence an exchange programme, which would help the doctors and nurses in the government sector to work in the UK and get exposure to the international standard of healthcare. In October last year, a team of HEE visited TN and held meeting with the health department officials.

CM opens Vandalur flyover for public

Chief minister Edappadi K Palaniswami on Wednesday launched a slew of projects, including flagging off 240 buses for state transport corporations and inaugurating flyovers in various parts of the state, all at a cost of ₹ 211.66 crore, via video-conferencing from the secretariat. A much-awaited flyover at Vandalur near Chennai connecting the Outer Ring Road and the 2.65km-long Vandalur-Mannivakkam main road were opened for the public.

Keeping up his announcement made during the 2019-20 debate in the assembly, the chief minister opened 14 fire and rescue services’ stations. The stations are at Chennai (at Marina), Coimbatore, Namakkal, Salem, Erode, Virudhunagar, Madurai, Tirunelveli, Nagapattinam, Trichy, Kallakurichi and Chengalpet at ₹15.89 crore. The Marina station will be equipped with 50 commandos to ensure the safety of tourists and prevent them from accidents. The sanctioned strength of the new stations will be 162 personnel.

To strengthen the power transmission infrastructure, the CM inaugurated 91 substations built in 27 districts at a cost of ₹1,023 crore. “The government has been taking efforts to set up upgraded substations given the need to provide uniform supply, and prevent transmission loss, reduce maintenance expenditure and meet the required power demands,” said an official release.

Palaniswami launched a mobile application to book seats for long distance buses of the State Express Transport Corporation (SETC). The government added 37 new buses to the Metropolitan Transport Corporation and 103 to SETC. Tamil Nast State Transport Corporation’s Villupuram division got 25 buses, while Salem division got 10 and Kumbakonam 35 buses. Madurai and Tirunelveli divisions got five buses each. As a token gesture, the chief minister flagged off seven buses from the secretariat. The 240 buses cost Rs 83.83 crore.

The other projects are at Namakkal, Tirupur, Perambalur, Pudukkottai, Virudhunagar, Ramanathapuram, Coimbatore, Ranipet, Tiruvallur and Nagapattinam. The metro wing of the highways department received six vehicles to clean the roads, repair potholes and remove silt from the storm water drains.

TNPSC scam: Cop whose four kin topped Group-II under lens

The group of agents and others involved in the 2019 TNPSC Group IV exam scam, in which special ink was used to erase answers before new answers were included later, were also involved in a scam in the recruitment of Group-II officers in 2017, police have found.

Aspecial team stumbled upon the racket after some of the arrested told them how four members of the family of a policeman including his wife and brother got into Group-II service, ranked among the top 10. At least 14 people including some government employees have so far been arrested in connection with the scam in the exam held in September 2019. Armed with information about this startling disclosure, the investigation team has now written to the Tamil Nadu Public Service Commission (TNPSC), asking it to initiate inquiries into the earlier scam.

If the TNPSC finds further material, including the modus operandi, a separate complaint could be filed for a parallel investigation, police said. Investigators are also ascertaining the identity of the policeman, who is a native of Sivaganga district and is believed to be attached to a city police station, as well as those who got into government service by resorting to fraudulent means.

Collected ₹5L-₹10L from candidates, say arrested agents

Inquiries revealed that at least 37 people who appeared for the Group-II examination from the Rameswaram and Keelakarai centres in Ramanathapuram district, ranked among the top

100. All these people later got jobs in municipalities across the state, employment exchanges, social welfare department, Hindu Religious and Charitable Endowment (HR&CE) Board and various other departments.

The arrested agents have disclosed that they collected sums ranging from ₹5lakh to ₹10lakh from the candidates to chase their answer sheets in the earlier exam. An investigation officer said, “As per the confession of the arrested mediators, it appears that the policeman hailing from Sivaganga district played a key role in the recruitment scam.”

Sources said that another of the policeman’s brothers managed to get on to the list of candidates selected after Group-IV examination held in 2019, but no other details were available.

Late last week, after the scam in the September 2019 Group IV exam broke and the TNPSC banned 99 people for life, the CB-CID took over investigation. It has made several arrests and is hunting for many others thought to be involved. The fraud came to light after 32 of the 99 candidates, who appeared from just two centres in Ramanathapuram district ranked in the top 100. It was later discovered that the answer sheets of 52 of the 99 candidates had been manipulated

The scope of a judicial review of the President’s decision to reject a mercy petition is “very limited”, the Supreme Court on Tuesday orally told the lawyers for Nirbhaya case convict Mukesh Singh.

A three-judge Bench, led by Justice R. Banumathi, refused to accede to a request by Mukesh, represented by senior advocates Anjana Prakash, Rebecca John and Vrinda Grover, for perusal of the original files of the correspondence on his mercy petition and official notings.

Justice Banumathi said the court did not want to wade into an “uncharted territory”. “We do not deem it appropriate to concede the request and the same is declined,” the order read. The court would pronounce its order on Wednesday, she said.

‘Relevant records’

Ms. Prakash and Ms. John argued that the government’s affidavit was “evasive” about whether all “relevant records” on Mukesh’s incarceration were shown to the President for an informed decision. Ms. Prakash said the government was mum on the jail records on his solitary confinement. In several rulings, the court had held that solitary confinement for long would be a reason for grant of mercy.

The lawyers said Mukesh had suffered torture and abuse in prison. They asked whether his medical records from the time of his arrest to the present day were placed before the President. He had access to legal aid only in 2014, two years after the crime. They contended that the mercy petition was quickly rejected, in just a day, without proper application of mind. “How can you say the President did not apply his mind to the mercy plea,” Justice Banumathi asked. “The President did not apply his mind because all the records were not placed before him,” Ms. Prakash replied.

Solicitor-General Tushar Mehta, for the Ministry of Home Affairs, said all the documents, supported by records, were placed before the President for a decision on the mercy petition. It was decided without delay because the Supreme Court itself had ruled that delay “has a dehumanising effect”.

“A quick decision on the part of the President does not necessarily mean he did not apply his mind… We [the President] cannot delay, we should not delay. It will have a dehumanising effect. Whether mercy is shown by the President or whether mercy is not shown by the President, either should be done as quickly as possible,” he contended.

Akshay, another Nirbhaya case convict, has filed a curative petition against his death penalty.

Visva-Bharati evicts student from hostel for recording V-C’s speech

Visva-Bharati University has evicted a student from its hostel for recording on his mobile phone the speech of Vice-Chancellor Bidyut Chakrabarty during the Republic Day function.

The university maintained that the video was used to defame the Vice-Chancellor and therefore the student was responsible. The student, Bijju Sarkar, who hails from a village in Bankura district, said he had merely forwarded the clip to a friend and it was never his intention to show the Vice-Chancellor in poor light.

Mr. Chakrabarty, in his speech, can be heard saying that even though anti-CAA protesters were reading out the Preamble of the Constitution, the Constitution itself was “brought into effect by minority votes”, with only 293 members of the Constituent Assembly drafting it. This portion of his speech was circulated on WhatsApp.

Handwritten notice

Late on Monday night, the proctor and the warden arrived at the Purba Palli Senior Boys Hostel (PPSBH) and extracted a confession from Mr. Sarkar that he had shot that video and then served him a handwritten eviction notice. The letter addressed to Mr. Sarkar, a second-year history student, was signed by the proctor, Sankar Majumdar.

When asked by The Hindu whether he had written the notice, Mr. Majumdar declined to reply and asked the reporter to contact the university PRO. The PRO did not answer his phone.

The student, fearing more drastic action, promptly vacated the hostel room and went back to his village. “I come from a very poor family and had bought the mobile phone last month with scholarship money. Many other students too were recording the Vice-Chancellor’s speech, then why was I singled out? I had merely forwarded the clip to a friend. I don’t want any more trouble because it’s the question of my future,” Mr. Sarkar told The Hindu over phone.

Only 13 lakh PAN card holders have filed income tax returns: Chief Commissioner

Although there are 62 lakh Permanent Account Number (PAN) card holders in Madurai region, only 13 lakh out of this population have filed their tax returns, according to Chief Commissioner of Income Tax Rajiv Vijay Nabar.

He was speaking at an awareness programme on Income Tax Compliance and Returns conducted by the Tamil Nadu Chamber of Commerce and Industry and the Income Tax department, here on Monday.

He added that the Madurai Income Tax Commissionerate with jurisdiction over 10 southern districts, collected ₹ 2,000 crore as Income Tax last year. The target was ₹ 2,300 crore for a population of 1.70 crore.

“For this year, out of the target of ₹ 2,418-crore revenue, the Commissionerate had already collected ₹ 1206 crore. This is 51% of the target,” he said. He added that revenue growth percentage is more than in cities like Chennai.

The Chief Commissioner said that in the past, assessing officers were given the choice for scrutiny. This caused disputes and a lack of transparency. Through the new computer-aided selection of scrutiny, officers do not have a choice in the matter and they call for books of accounts for verification.

Speaking about grievance meetings, he said that the event allowed members from economically weaker sections of society to access a help desk.

He said that Southern India Regional Council of Chartered Accountants would also provide services on the second Tuesday of each month. Chamber senior president S. Rethinavelu, president N. Jagatheesan and senior officials from the IT Department participated.

Five persons were killed in an accident involving a car and a van in Rajapalayam in the small hours of Tuesday. Police said the deceased were from Sivakasi, who were returning in the car after visiting Courtallam.

They were identified as M. Muthukumar (27), B. Ayyappan (33), A. Anthonyraj (30), S. Sudalaimani (30) and N. Prabhu (29).

While Prabhu succumbed to head injuries after he was referred to Government Rajaji Hospital in Madurai, the others were killed on the spot.

The police said the accident took place at a curve on Tenkasi-Rajapalayam Road around 12.45 a.m. In the head-on collision, the front portion of the car was badly damaged and the body of Sudalaimani got stuck in the mangled remains.

Fire and Rescue Services personnel employed a wrecker van and an earthmover to retrieve the body from the car.

“We had to struggle for more than 30 minutes to pull the body out of the car,” said Rajapalayam Station Fire Officer S. Jeyaram. Following the accident, traffic on the busy section was disrupted for more than 30 minutes.

Initial probe suggested that the van, carrying some 17 persons, was driven rashly, Rajapalayam Deputy Superintendent of Police M. Nagasankar said.

Eight persons, including three women, travelling in the van were injured.

They were admitted to Rajapalayam Government Hospital.

The occupants of the van were returning to Shencottah in Tenkasi district after attending a wedding at Melur in Madurai district.
