எம்பிபிஎஸ், பிடிஎஸ் படிப்புகள்: ஆன்லைனில் கலந்தாய்வு நடைபெற வாய்ப்பு

நிகழாண்டு எம்பிபிஎஸ், பிடிஎஸ் படிப்புகளுக்கான மாணவர் சேர்க்கை கலந்தாய்வை ஆன்லைன் முறையில் நடத்துவதற்கான வாய்ப்புகள் இருப்பதாக மருத்துவக் கல்வி இயக்குநரகம் தெரிவித்துள்ளது. அதற்கான சோதனை முயற்சிகள் நடைபெற்று வருவதாகவும், தொழில்நுட்பக் கல்வி இயக்ககத்துடன் இணைந்து அந்த நடவடிக்கைகளை முன்னெடுத்திருப்பதாகவும் தெரிவிக்கப்பட்டுள்ளது.

தமிழகத்தில் தற்போது 22 அரசு மருத்துவக் கல்லூரிகள் உள்ளன. பெருந்துறையில் சாலைப் போக்குவரத்து தொழிலாளர்களின் வாரிசுகளுக்காக செயல்பட்டு வந்த மருத்துவக் கல்லூரியும் நிகழாண்டு முதல் அரசு வசம் ஒப்படைக்கப்பட்டுள்ளது.

இதைத் தவிர, கரூரில் புதிதாக ஒரு மருத்துவக் கல்லூரி இந்த ஆண்டு தொடங்கப்பட உள்ளது. இதனால் மாநில அரசின் கட்டுப்பாட்டின் கீழ் செயல்படும் மருத்துவக் கல்லூரிகளின் எண்ணிக்கை 24-ஆக உயர்ந்துள்ளது.
கடந்த ஆண்டு நிலவரப்படி பெருந்துறை கல்லூரியையும் சேர்த்து 3,000 எம்.பி.பி.எஸ். இடங்கள் அரசு மருத்துவக் கல்லூரிகளில் இருந்தன. அவற்றில் 15 சதவீதம் அகில இந்திய ஒதுக்கீட்டுக்காக வழங்கப்பட்டன. மீதமுள்ளவை தமிழக மாணவர்களுக்கு வழங்கப்பட்டன.

இதனிடையே, நிகழாண்டில் மதுரை மருத்துவக் கல்லூரியில் 100 இடங்களையும், திருநெல்வேலி கல்லூரியில் 100 இடங்களையும் அதிகரிக்க கடந்த சில மாதங்களுக்கு முன்பு இந்திய மருத்துவக் கவுன்சிலிடம் மருத்துவக் கல்வி இயக்குநரகம் விண்ணப்பித்திருந்தது. புதிய கரூர் கல்லூரிக்கு 150 இடங்களை அளிக்குமாறு அனுமதி கோரப்பட்டது. அதற்கு ஒப்புதல் கிடைத்திருப்பதாக தகவல்கள் தெரிவிக்கின்றன.
இதையடுத்து, மொத்தம் உள்ள 3,350 இடங்களுக்கான கலந்தாய்வை ஆன்லைன் முறையில் நடத்துவதற்கு மருத்துவக் கல்வி இயக்குநரகம் திட்டமிட்டுள்ளது. இதற்காக மருத்துவக் கல்லூரிகளைச் சேர்ந்தவர்களுக்கும், தேர்வுக் குழுவினருக்கும் சிறப்புப் பயிற்சிகள் அளிக்கப்பட உள்ளதாக மருத்துவக் கல்வி இயக்குநர் டாக்டர் எட்வின்ஜோ தெரிவித்துள்ளார்.
இதுகுறித்து அவர் மேலும் கூறியதாவது:

மருத்துவப் படிப்புகளுக்கான கலந்தாய்வில் இதுவரை ஒற்றைச் சாளர முறையே பின்பற்றுப்பட்டு வந்தது. அந்த நடைமுறையை மாற்றி ஆன்லைன் மூலம் கலந்தாய்வு நடத்த திட்டமிடப்பட்டது. அதன் தொடக்கமாக இணையதளங்களின் வாயிலாகவே முதுநிலை மற்றும் இளநிலை மருத்துவப் படிப்புகளுக்கு விண்ணப்பிக்கும் வசதி கொண்டு வரப்பட்டது.
கடந்த மாதம் நடைபெற்ற முதுநிலை மருத்துவப் படிப்புகளுக்கான கலந்தாய்வினை ஆன்லைன் முறையில் நடத்தவே முயற்சி செய்தோம். ஆனால், சில நடைமுறைச் சிக்கல்கள் காரணமாக அது சாத்தியமில்லாமல் போனது.

அதேவேளையில் எம்பிபிஎஸ், பிடிஎஸ் படிப்புகளுக்கான கலந்தாய்வை ஆன்லைன் வாயிலாக நடத்த தற்போது நடவடிக்கை எடுத்து வருகிறோம். அதற்கான சோதனை முயற்சிகள் முன்னெடுக்கப்பட்டிருக்கின்றன. பொறியியல் கலந்தாய்வை ஆன்லைனில் நடத்தும் தொழில்நுட்பக் கல்வி இயக்குநரகத்தின் உறுதுணையுடன் அப்பணிகளை மேற்கொண்டு வருகிறோம். எனவே, நிகழாண்டில் எம்பிபிஎஸ், பிடிஎஸ் படிப்புகளுக்கு ஆன்லைன் கலந்தாய்வு நடைபெறுவதற்கான சாத்தியக் கூறுகள் அதிகம் உள்ளன என்றார் அவர்.

தொழில் நிறுவனங்கள் ஈட்டும் லாபத்துக்கும் கல்வி நிறுவனங்கள் ஈட்டும் லாபத்துக்கும் வித்தியாசம் உள்ளதாகக் கூறி, தனியார் பல்கலைக்கழகப் பேருந்து ஓட்டுநர்கள் மற்றும் தொழில்நுட்பப் பணியாளர்கள் சங்கம் தாக்கல் செய்த மனுவை உயர்நீதிமன்றம் தள்ளுபடி செய்தது. 

இதுதொடர்பாக சென்னை உயர் நீதிமன்றத்தில் புதிய ஜனநாயக வாகன ஓட்டுநர்கள் மற்றும் தொழில்நுட்ப பணியாளர்கள் சங்கம் தாக்கல் செய்த மனுவில், சென்னையை அடுத்த செம்மஞ்சேரியில் உள்ள தனியார் பல்கலைக்கழகமானது, அங்கு படிக்கும் மாணவர்கள் மற்றும் ஆசிரியர்கள், ஆசிரியரல்லாத பணியாளர்களின் வசதிக்காக காலை மற்றும் மாலை நேரங்களில் பேருந்துகளை இயக்குகிறது. இந்த சேவைக்காக மாணவர்களிடமிருந்து அவர்களின் கல்விக் கட்டணத்துடன் ஒரு குறிப்பிட்ட தொகை வசூலிக்கப்படுகிறது. இலவசமாக பேருந்துகள் இயக்கப்படுவதில்லை.

மேலும் மாணவர்களிடம் இருந்து வசூலிக்கப்படும் தொகையின் ஒரு பகுதியை பேருந்துகளின் பராமரிப்புக்காகச் செலவிட்டாலும், மீதமுள்ள தொகை பல்கலைக்கழகத்துக்கு லாபமாகக் கிடைக்கிறது. எனவே போனஸ் சட்டத்தின்படி இந்த லாபத் தொகையின் ஒரு பகுதியை பேருந்துகளை இயக்கும் வாகன ஓட்டுநர்கள் மற்றும் தொழில்நுட்ப பணியாளர்களான எங்களுக்கு வழங்க உத்தரவிட வேண்டும் எனக் கோரியிருந்தனர்.
இந்த வழக்கு, நீதிபதி அனிதாசுமந்த் முன் அண்மையில் விசாரணைக்கு வந்தது. அப்போது, போனஸ் சட்டத்தில் கல்வி நிறுவனங்களுக்கு விலக்கு அளிக்கப்பட்டுள்ளது. மேலும் தொழில் நிறுவனங்கள் ஈட்டும் லாபத்துக்கும், கல்வி நிறுவனங்கள் ஈட்டும் லாபத்துக்கும் வித்தியாசம் உள்ளது. அரசு விதித்துள்ள சட்டங்களைப் பின்பற்றியே கட்டணங்கள் விதிக்கப்படுகின்றன. எனவே கல்வி நிறுவனங்களுக்கு இந்த போனஸ் சட்டம் பொருந்தாது என பல்கலைக்கழகத்தின் சார்பில் வாதிடப்பட்டது.
இதனையடுத்து வழக்கை விசாரித்த நீதிபதி, தொழில் நிறுவனங்கள் ஈட்டும் லாபத்துக்கும் கல்வி நிறுவனங்கள் ஈட்டும் லாபத்துக்கும் வித்தியாசம் உள்ளது எனக் கூறி, மனுவை தள்ளுபடி செய்து உத்தரவிட்டார்.

தமிழகத்தில் புதிதாக 15 பொறியியல் கல்லூரிகள் தொடங்க அனுமதி

தமிழகத்தில் இந்தக் கல்வியாண்டில் (2019-20) புதிதாக 15 பொறியியல், தொழில்நுட்பக் கல்லூரிகளைத் தொடங்க அகில இந்திய தொழில்நுட்ப கல்விக் கவுன்சில் (ஏஐசிடிஇ) அனுமதி அளித்துள்ளது. அதேபோல், நாடு முழுவதும் 78 புதிய பொறியியல் கல்லூரிகளைத் தொடங்க அனுமதி அளிக்கப்பட்டுள்ளது.

தமிழகத்தில் 2013 முதல் 2017-ஆம் ஆண்டு வரையான காலகட்டத்தில் குறைந்தபட்சம் 5 பொறியியல் கல்லூரிகள் முதல் அதிகபட்சம் 20 கல்லூரிகள் வரை மாணவர் சேர்க்கையை முழுமையாக நிறுத்தி வந்தன. 100-க்கும் அதிகமான கல்லூரிகள் மாணவர் சேர்க்கையை பாதியாகக் குறைத்தன.
இந்த நிலையில், 2017-ஆம் ஆண்டின் இரண்டாம் அரையாண்டிலிருந்து தகவல் தொழில்நுட்ப நிறுவனங்களுக்கு அதிக அளவில் பணிகள் வர ஆரம்பித்தன. இதனால், இந்த நிறுவனங்களில் மீண்டும் பணிவாய்ப்புகள் அதிகரிக்கத் தொடங்கியுள்ளதால், தமிழகத்தில் உள்ள பொறியியல் கல்லூரிகள் கணினி சார்ந்த பொறியியல் படிப்பு இடங்களை கடந்த ஆண்டு முதல் மீண்டும் அதிகரிக்கத் தொடங்கியுள்ளன. புதிய பொறியியல் கல்லூரிகளும் தொடங்கப்பட்டு வருகின்றன. கடந்த 2018-19-ஆம் கல்வியாண்டில் மூன்று புதிய பொறியியல் கல்லூரிகள் தொடங்கப்பட்டன. அதேபோல், 2019-20-ஆம் கல்வியாண்டிலும் புதிய பொறியியல் கல்லூரிகளைத் தொடங்க ஏராளமான விண்ணப்பங்கள் ஏஐசிடிஇ-யிடம் சமர்ப்பிக்கப்பட்டன.

அதனடிப்படையில், நாடு முழுவதும் புதிதாக 78 பொறியியல், தொழில்நுட்பக் கல்லூரிகளைத் தொடங்க அனுமதியளித்து அதற்கான அறிவிப்பை ஏஐசிடிஇ வெளியிட்டுள்ளது. இதன் மூலம் நாடு முழுவதும் உள்ள பொறியியல் கல்லூரிகளின் எண்ணிக்கை 3,047 ஆகவும், மொத்த பி.இ., பி.டெக். இடங்களின் எண்ணிக்கை 13 லட்சத்து 26,392 ஆகவும் உயர்ந்துள்ளன.
இதில் தமிழகத்தில் மட்டும் 15 புதிய பொறியியல் கல்லூரிகள் தொடங்க அனுமதியளிக்கப்பட்டிருக்கிறது. இதன் மூலம், தமிழகத்திலுள்ள மொத்த பொறியியல் கல்லூரிகளின் எண்ணிக்கை 518 ஆகவும், மொத்த பி.இ., பி.டெக். இடங்களின் எண்ணிக்கை 2 லட்சத்து 79,507 ஆகவும் உள்ளன.
ஏற்கெனவே, தமிழகத்தில் 2019-20-ஆம் கல்வியாண்டுக்கான மாணவர் சேர்க்கைக்கு அனுமதி பெற அண்ணா பல்கலைக் கழகத்திடம் 22 பொறியியல் கல்லூரிகள் விண்ணப்பிக்காத நிலையில், புதிதாக 15 பொறியியல் கல்லூரிகள் தொடங்க அனுமதி அளிக்கப்பட்டிருப்பது குறிப்பிடத்தக்கது.

உலகம் முழுவதும் ஆண்டுதோறும் மாதவிடாய் சுகாதார தினம் மே 28-ஆம் தேதி கடைப்பிடிக்கப்படுகிறது. ஜெர்மனி நாட்டிலுள்ள வாஷ் யுனைடெட் என்னும் தொண்டு நிறுவனம் மாதவிடாய் சுகாதார தினத்தை 2013-ஆம் ஆண்டு தொடங்கி வைத்தது.

மாதவிடாய் தொடர்பாக இளம் பெண்கள், மகளிர் சந்திக்கும் சவால்கள் மற்றும் பிரச்னைகளைப் பற்றி விழிப்புணர்வு உண்டாக்குவதும், அவர்களின் உடல் நலத்தைப் பாதுகாப்பதற்கான வழிமுறைகளை உருவாக்குவதுமே மாதவிடாய் சுகாதார தினத்தை கடைப்பிடிப்பதற்கான நோக்கங்கள். ஒருகாலத்தில் பெண்கள் தங்களுக்குள்ளேயேகூட பேசிக்கொள்வதற்கு கூச்சப்பட்டுக் கொண்டிருந்த மாதவிலக்கு தொடர்பான பிரச்னைகள் பற்றி இப்போது சில ஆண்களும் சிந்திக்கத் தொடங்கியிருப்பதும், அந்தப் பிரச்னைகளுக்கு தீர்வுகாண முற்பட்டிருப்பதும் நமது சமூகத்தில் ஏற்பட்டுள்ள வரவேற்கத்தக்க மாற்றங்கள்.

மே 21 முதல் 28 -ஆம் தேதி வரை நமது நாட்டின் ஒன்பது மாநிலங்களிலும், அண்டை நாடான நேபாளத்திலும் மாசிகா மஹோத்ஸவ் என்னும் மாதவிடாய் உற்சவம் கொண்டாடப்படுகிறது. மாதவிடாய் தொடர்பான மூடநம்பிக்கைகளை களைந்தெறிவதே இந்த விழாவின் நோக்கம்.
மாதவிலக்கின் மூன்று நாள்களும் பெண்கள் தீண்டப்படாதவர்களாக நடத்தப்படுவது இன்னமும் கிராமப்புறங்களிலும், சில குடும்பங்களிலும் தொடர்ந்து கொண்டிருக்கின்றன. மாதவிலக்கு காலத்தில் உணவுப் பொருள்களை குறிப்பாக ஊறுகாய் போன்ற பண்டங்களை தொடக்கூடாது போன்ற மூட நம்பிக்கைகளும், அவர்கள் மேல் விதிக்கப்படும் சில தடைகளும் மாதவிடாய் சுகாதாரத்துக்கு குறுக்கே நிற்கின்றன. அந்த நாள்களில் அசுத்தமானவர்கள் என்று கருதப்படுவதால் வீட்டுக்குள்ளும், வெளியிலும் சில இடங்களுக்குச் செல்வதற்கு பெண்களுக்குத் தடை விதிக்கப்படுகிறது. அந்த மூன்று நாள்களும் அவர்களுக்கு குளிப்பதற்குகூட அனுமதி கிடையாது. நல்ல சத்துள்ள உணவைச் சாப்பிட வேண்டிய அந்த நாள்களில், மீத  மிருக்கும் உணவு அல்லது பழைய உணவே வழங்கப்படுகிறது.

அந்த நாள்களில் குடும்பத்தில் நடைபெறும் எந்த ஒரு சிறப்பு நிகழ்ச்சியிலும் கலந்து கொள்ள முடியாது என்பதால், பல பெண்கள் மாதவிடாயைத் தள்ளிப் போடுவதற்கான மாத்திரைகளை தாங்களாகவே கடைகளிலிருந்து வாங்கிச் சாப்பிடுவது போன்ற ஆபத்தான செயல்களில் ஈடுபடுகிறார்கள். மாதவிலக்கு சுழற்சியில் மாற்றத்தை ஏற்படுத்தும் இப்படிப்பட்ட செயல்கள் அவர்களின் உடல்நலத்தை வெகுவாகப் பாதிக்கக் கூடும்.

2015-16-ஆம் ஆண்டு நடைபெற்ற தேசிய குடும்ப சுகாதார ஆய்விலிருந்து, நமது நாட்டில் 58 சதவீத பெண்கள் மட்டுமே, அதுவும் கிராமப்புறங்களில் 48 சதவீத பெண்கள் மட்டுமே சானிட்டரி நாப்கின்களைப் பயன்படுத்துகிறார்கள் என்று தெரிய வருகிறது. ஏனைய பெண்கள் பெரும்பாலும் வீட்டிலுள்ள பழைய துணியை உபயோகிப்பது மட்டுமல்லாமல், அதையே மீண்டும் மீண்டும் பயன்படுத்துகின்றனர்.
மாதவிலக்கு சமயத்தில் சுத்தமாக இல்லாமல் இருப்பதே இனப்பெருக்க உறுப்புகளில் ஏற்படும் 60 சதவீத நோய்த்தொற்றுக்குக் காரணம் என்று ஐ.நா. மக்கள் தொகை நிதியம் 2012 -இல் வெளியிட்டுள்ள அறிக்கையில் கூறப்பட்டுள்ளது. இந்தியாவில் கர்ப்பப்பை வாய் புற்றுநோய் காரணமாக ஆண்டுதோறும் 60,000 பெண்கள் உயிரிழக்கிறார்கள் என்றும், இவர்களில் மூன்று பேரில் இருவருக்கு இந்தப் புற்றுநோய் வருவதற்குக் காரணம், மாதவிடாய் சமயத்தில் சுகாதாரத்தைக் கடைப்பிடிக்காததே என்றும் கூறப்படுகிறது.

நமது பெண்களுக்கு குறிப்பாக கிராமப்புறங்களில் உள்ளவர்களுக்கு நாப்கின்களின் அவசியத்தை எடுத்துரைத்ததோடு மட்டுமல்லாமல், அதைப் பயன்படுத்துவதற்கு வழிவகுத்த பெருமை கோவையைச் சேர்ந்த முருகானந்தம் அருணாச்சலத்தைச் சேரும். குறைந்த செலவில் நாப்கின்களை உற்பத்தி செய்யும் இயந்திரத்தைக் கண்டுபிடித்து ஏழைப் பெண்களும் நாப்கின்களை பயன்படுத்த வழிவகுத்த இவருக்கு பத்மஸ்ரீ விருது வழங்கி மத்திய அரசு கெளரவித்துள்ளது.
இவர் கண்டுபிடித்த இயந்திரம் இன்று நாட்டின் 26 மாநிலங்களில் பயன்பாட்டில் உள்ளது. இவரது வாழ்க்கைக் கதை பேட்மேன் என்ற இந்தி திரைப்படமாக வெளிவந்திருப்பதும், இவர் நடித்த ஆவணப் படத்துக்கு 2018-ஆம் ஆண்டு ஆஸ்கர் விருது கிடைத்திருப்பதும், மகளிரின் மாதவிலக்கு சுகாதாரம் எந்த அளவுக்கு மக்களின் கவனத்தை ஈர்த்துள்ளது என்பதை எடுத்துக்காட்டுகின்றன. 

தேசிய சுகாதார இயக்கத்தின் ஓர் அங்கமாக, 2011 -ஆம் ஆண்டிலிருந்து செயல்படுத்தப்படும் மாதவிடாய் சுகாதார திட்டத்தின் கீழ், 10-19 வயதுள்ள பெண்களுக்கு, குறிப்பாக கிராமப்புறங்களில் உள்ள பெண்களுக்கு, மாதவிலக்கு தொடர்பான சுகாதாரத்தைப் பற்றிய விழிப்புணர்வு உண்டாக்குவது, அவர்களுக்கு ஆஷா அமைப்பின் ஊழியர்கள் மூலம் மலிவு விலையில் நாப்கின்கள் விற்பனை செய்வது போன்ற பணிகள் மேற்கொள்ளப்படுகின்றன. 

 
பள்ளிகளில் பெண்களுக்கென்று கழிப்பறை வசதி இல்லாத காரணத்தினால் பல பெண் குழந்தைகள் கல்வியைத் தொடருவதில்லை என்றும், அப்படியே தொடர்ந்தாலும் அந்த மூன்று நாள்களும் பள்ளிக்குச் செல்வதில்லை என்றும் ஆய்வுகள் கூறுகின்றன. பிரதம் எனும் நிறுவனம் 2018-இல் நடத்திய 13-ஆவது வருடாந்திர கல்வி நிலை ஆய்வு அறிக்கையின்படி, நமது கிராமங்களில் 11.5 சதவீத பள்ளிகளில் பெண்களுக்கென்று தனியாக கழிப்பறை வசதி இல்லை என்றும், 23 சதவீத பள்ளிகளில் கழிப்பறைகள் இருந்தும் அவை பயன்படுத்தக்கூடிய நிலையில் இல்லை என்பதும் தெரிய வருகிறது.
பயன்படுத்தப்பட்ட நாப்கின்களை சுற்றுச்சூழல் பாதிக்கப்படாமல் எப்படி அப்புறப்படுத்துவது என்பது ஒரு பெரிய சவால். வணிக ரீதியா விற்பனையாகும் நாப்கின்களில் உள்ள பிளாஸ்டிக், மக்காத குப்பையைச் சார்ந்தது என்பதை நினைவில் கொள்ள வேண்டும். பல பள்ளிகளில் பெண்கள் கழிப்பறையில் நாப்கின்களை எரித்து சாம்பலாகும் இயந்திரங்கள் (இன்ஸினரேட்டர்ஸ்) பொருத்தப்பட்டிருக்கின்றன. ஆனால், இந்த இயந்திரங்கள் அதிக புகையை வெளியேற்றி மாசு ஏற்படுத்தாமல் உறுதிப்படுத்துவது அவசியம்.

மாத விலக்கு சமயத்தில் தீவிர வயிற்று வலி, அதீத ரத்தப்போக்கு, தலைசுற்றல் போன்ற பிரச்னைகளால் அவதிப்படுவதால், பணி இடங்களில் அவர்களுக்கு சம்பளத்துடன் கூடிய விடுப்பு வழங்கப்பட வேண்டும் என்று சென்ற ஆண்டு அருணாச்சல பிரதேச மாநிலத்தைச் சேர்ந்த நாடாளுமன்ற உறுப்பினர் நினோங் எரிங் என்பவர் மாதவிலக்கு அனுகூல மசோதா (மென்சுரேஷன் ஃபெனிஃபிட் பில்) ஒன்றை நாடாளுமன்றத்தில் தாக்கல் செய்தார்.

ஆனால், பணியிடங்களில் ஆண்களும் பெண்களும் சமமாக நடத்தப்பட வேண்டும் என்பதும், பாலின அடிப்படையில் சலுகைகள் கேட்பது நியாயமில்லை என்பதும் பலரின் (மகளிர் உட்பட) வாதம். இந்தக் காரணத்துக்காகவே மகளிரை பணிக்கு அமர்த்துவது தவிர்க்கப்படலாம் என்பதும் ஒரு வாதம். ஆனால், இந்தோனேசியா, ஜப்பான், தென் கொரியா, தைவான், இத்தாலி, ஜாம்பியா போன்ற நாடுகளில் மாதவிலக்கு சமயத்தில் ஒன்றிரண்டு நாள்கள் சம்பளத்துடன் கூடிய விடுப்பு வழங்குவதற்கான தொழிலாளர் சட்டம் பல ஆண்டுகளாக அமலில் உள்ளது.
பிகார் அரசு 1992 -ஆம் ஆண்டிலிருந்து மகளிருக்கு மாதத்தில் இரண்டு நாள்கள் சிறப்பு விடுப்பு வழங்கி வருகிறது. 

மாதவிலக்கு தொடர்பாக ஒரு வேதனைக்குரிய தகவல். பொதுவாக நமது வீடுகளில் பெண் குழந்தை 12-13 வயதில் பூப்படையும்போது அதை ஒரு மங்களகரமான நிகழ்வாகக் கொண்டாடுகிறோம். ஆனால், ஆட்டிசம் அல்லது மன நலம் குன்றிய பெண் குழந்தைகள் பூப்படையும்போது அவர்களின் தாய்மார்களோ, ஆனந்தப்படுவதற்குப் பதில் அதிர்ச்சி அடைகிறார்கள். அந்த மூன்று நாள்களைச் சமாளிக்க அந்தக் குழந்தைகளுக்கு பயிற்சியளிப்பதற்குள் அந்தத் தாய் படும் இன்னல்கள் ஏராளம். எவ்வளவு பயிற்சி அளித்தாலும் சமாளிக்க முடியாத நிலையில், அறுவைச் சிகிச்சை செய்து அந்தப் பெண் குழந்தையின் கருப்பையை அகற்றி விடுவதைத் தவிர வேறு வழியில்லை என்ற நிலைக்கு சிலர் தள்ளப்படுகின்றனர்.

மாதவிலக்கு சமயத்தில் சுகாதாரத்தைக் கடைப்பிடித்து தங்கள் உடல் நலத்தை மகளிர் பாதுகாத்துக் கொள்ள வேண்டும் என்றால், அதற்கு குடும்பத்தினர் (குடும்பத்தில் உள்ள ஆண்கள் உட்பட), இந்தச் சமூகம் மற்றும் அரசும் ஒத்துழைக்க வேண்டும். அனுசரணையாக கணவர் இருப்பதுடன், மனைவி மற்றும் பெண் குழந்தைகளுக்கு நாப்கின் வாங்குவதற்கு பணம் கொடுக்க வேண்டும்.

பெண்கள் ஒரு நாளில் பல மணி நேரங்களைச் செலவிடும் பள்ளிக்கூடம், கல்லூரி, பணியிடங்களில் அவர்களுக்கென்று தண்ணீர், சோப்பு, தாழ்ப்பாளுடன் கூடிய கதவு போன்ற வசதிகள் கொண்ட தனிக் கழிப்பிடம் இருக்க வேண்டும். உபயோகித்த நாப்கின்களை சுற்றுச்சூழலைப் பாதிக்காதவாறு அப்புறப்படுத்துவதற்கான வழிகளை அரசு ஏற்படுத்த வேண்டும். வணிக ரீதியாக விற்கப்படும் நாப்கின்களை வாங்க வசதியில்லாதவர்களுக்கு மலிவு விலையில் தரமான நாப்கின்கள் கிடைக்க வழி செய்ய வேண்டும்.

நாடு முழுவதும், எம்.பி.பி.எஸ்., - பி.டி.எஸ்., போன்ற, அலோபதி மருத்துவப் படிப்புக்கான மாணவர் சேர்க்கை, நீட் நுழைவு தேர்வு அடிப்படையில் நடைபெறுகிறது.அதேபோல, சித்தா, ஆயுர்வேதம் உள்ளிட்ட, இந்திய மருத்துவ முறை படிப்புகளுக்கான மாணவர் சேர்க்கையும், 2018 - 19 கல்வியாண்டு முதல், நீட் தேர்வு அடிப்படையில் நடைபெறும் என, மத்திய ஆயுஷ் அமைச்சகம் அறிவித்தது.

Chennai: In a span of two days, two college students from SRM University in Kattankulathur jumped to death from the college hostel buildings.

According to police, the student was identified as Aneesh Choudary (19) of Jharkhand. Police said the accident took place at around 9 am on Monday morning. Aneesh stayed on the fifth floor of SRM boy's hostel.

Sources said on Monday morning he was standing in the balcony on the 5th floor when he suddenly jumped off the building. Hearing his cries, the security guard and other hostel inmates rushed to the spot and informed the authorities.

He was taken to the hospital on the university campus but was declared brought dead.

The Maraimalai Nagar police have registered a case and sent his body to the Chengalpattu government hospital for postmortem.

Since the boy was a first-year student, police suspect the boy would have taken the extreme step as he was not able to put up with ragging.

However, speaking to DC, the PR of the university said the boy was very poor in his academics and he took his extreme step as he found engineering tough. Further investigations are on.

Meanwhile, on Sunday, a 23-year-old biomedical engineering student of the same university committed suicide by jumping from the tenth floor of women's hostel building. The suicide note retrieved from her room said she was upset with her parents as they restricted her life too much. Police said the accident took place at around 8.40am. The deceased Anupriya sustained multiple fractures to the ribs, hands and legs. She was taken to the university hospital, where she was declared dead on arrival

Anupriya was pursuing biomedical engineering and a resident of Ponneri in Tiruvallur district, Anupriya stayed at tenth floor of women's hostel in SRM University. After writing her last examination Saturday, she did not vacate her room to leave for her hometown.

She suddenly jumped from the terrace. Police found the suicide note when examining her room in the hostel. She claimed that she took the extreme step as she didn't have any freedom at home.

Based on the complaint by her family, the Maraimalai Nagar police registered a case under the CrPC Section 174 (unnatural death).

The girl's body was handed over to her parents after an autopsy at the Government Hospital in Chengalpet.

MUMBAI: The Students Federation of India (SFI) and other student organisations staged vociferous protests against the recent suicide of a post-graduate woman medical student due to alleged casteist abuse in a Mumbai hospital and demanded stringent action against the culprits here on Monday.

This is the first time in Maharashtra that any post-graduate medico has taken the extreme step of ending her life after alleged harassment on grounds of her caste background, Maharashtra Association of Resident Doctors (MARD) General Secretary Dr. Deepak Mundhe told IANS.

"Since the past three-four years, we have seen increase in such comments against the students coming from the reserved categories, which is very unfortunate," Mundhe rued.

The SFI activists protested in various cities and outside the B. Y. L. Nair Hospital in Mumbai where Dr. Payal Tadvi hanged herself on May 22, said a spokesperson.


Based on preliminary investigations, the Agripada Police Station on Sunday registered offences against at least three senior women doctors for abetment to suicide, ragging, IT Act, Atrocities Act, among other charges, said an official.

In a fresh twist in the case, the three absconding accused medicos - Dr. Hema Ahuja, Dr. Bhakti Mehere, and Dr. Ankita Khandelwal - have written to MARD demanding a fair investigation and justice to them free of police or media pressure.

"Based on the findings of our preliminary enquiry, we have suspended them. Now, they have written to us seeking our help in this case. In view of the seriousness of matter, we shall now sensitise the reservations category students both in the junior and senior levels on such issues," Mundhe said.

Hailing from a Muslim tribal family of Jalgaon, Dr. Tadvi, 25, was a second year post-graduate student in obstetrics and gynaecology, and had earlier served in the tribal areas of Gadchiroli.

She and her family had in the past complained to the hospital authorities of the alleged ragging, taunting on her tribal status, not permitting her inside the operation theatre, posting derogatory messages on social media, and other forms of harassment by the three senior women doctors.

The three medicos were subsequently suspended by the hospital and an enquiry launched to probe whether Dr. Tadvi was a victim of ragging, casteist and professional harassment.

The hospital has also issued show-cause notices to the unit head Dr. S. D. Shirodkar and head of department Dr. Yi Ching Ling, in the matter.

Her husband, Salman Tadvi, is an assistant medical professor at the R. N. Cooper Hospital and they had married in 2016.

A social media campaign called #JusticeForPayal has also gained momentum in which prominent personalities from all over India have demanded justice for the deceased medico.

Dr. Tadvi's friends have appealed to the authorities to take stringent administrative and penal action against the accused trio for their acts which drove her to commit suicide and abruptly ended a budding medical career.

NEW DELHI: Civility seems to be on the wane not only in public places but also in flights.

In the latest case of sexual offence against woman, a 24-year-old man from Kerala flying from Jeddah to New Delhi unzipped his pants on being stopped by a lady cabin staff from lighting a cigarette.

The man has been identified as Abdul Shahid Shamsudeen, a resident of Kottayam in Kerala. The accused was on board a Saudi Airlines flight when the incident took place.

According to airport sources in Delhi, Shamsudeen first verbally abused the woman crew member and refused to stop from lighting a cigarette.


"The man created a ruckus. When the woman cabin staff called her colleagues for assistance, the man allegedly unzipped his pants and made obscene gestures," a source said.

After the flight landed in Delhi, the crew members reported the incident to the airport operations control centre following which the Central Industrial Security Force (CISF) personnel were informed.

The security personnel then detained the accused and took him to the IGI Airport police station. He was handed over to the Delhi Police for further legal action.

The accused has been booked under Sections 354 (molestation) and 509 (using word, gesture or act intended to insult the modesty of a woman) of the Indian Penal Code (IPC).

CHENNAI: The Directorate of Medical Education is planning to conduct online counselling for MBBS and BDS admissions from this academic year, according to Selection Committee officials. The sale of applications for admission to MBBS and BDS is likely to begin from June 6, the day after UG-NEET results are announced.

Speaking to Express, Dr A Edwin Joe, Director of Medical Education, said,” We are planning to make MBBS and BDS counselling online from this academic year. Also, applications can be downloaded online. Facilitation centres will be set up at all the districts and staff will be posted to teach the students how to fill the application and other details, online.”

“The State Health Department will conduct online counselling with the help of the Directorate of Technical Education (DOTE). We are also planning to train vice-principals of the medical colleges on the online process so that they could help the people in facilitation centres,” said Dr Edwin Joe.

“The rural students would be affected by this proposal. Already, they were struggling with NEET procedures. Many had to drop out from appearing for the exam as they either could not afford the coaching centres or were not clear about the online process,” said a senior doctor.


While implementing such procedures, the government should consider the difficulty of the rural students too, the senior doctor added. However, another official from the Selection Committee said, “We are trying to make the counselling online but still haven’t finalised on how to go about it.”

CHENNAI: Madras University’s Criminology department will soon revise its syllabus to make the course more attractive and market-oriented, a department official said.The courses offered by the department are much in demand among students. Looking at the rising demand, authorities have decided to update the syllabus to meet the market needs. Besides, from this academic year experts from IT and information security, digital forensic experts from IT, banking, finance and insurance sector will be roped in as guest faculty by the department to impart education to students on latest tools in the fields, Head of the criminology department, M Srinivasan said.


He said “Experts from IT, Forensic, Banking, Cyber security and other organisations will be involved in framing the syllabus. We will ensure that our syllabus equips students with the latest skills required by industry”.He added that the syllabus revision work will start soon. At present, classes for the different programmes in the department are handled by the faculty.

“In addition, we will also seek support from international and national bodies like Data Security Council of India (DSCI), Cert-In, NASSCOM, Information Systems Audit and Control Association (ISACA), to provide appropriate exposure to our students,” he said.The department offers M.Sc.Criminology and Criminal Justice Science and M.Sc. Cyber Forensics and Information Security (Regular and Self-Supportive) and two diploma programmes as well.

CHENNAI: Indian Overseas Bank (IOB) on Monday launched ‘Bank on Wheels’ in all its 13 Lead Districts in Tamil Nadu, for enhancing customer service and bringing banking services on wheels to rural and semi urban areas of the State.

The ‘Bank on Wheels’ has been launched in Kanyakumari, Karur, Nagapattinam, Perambalur, Pudukottai, Ramanathapuram, Sivaganga, Thanjavur, Tiruchirapalli, Tirunelveli, Tiruvarur, Virudhunagar and Chennai. It has been launched in Vijayawada, Kakinada and Thiruvananthapuram regions.

The facility will enable the public, especially the senior citizens of the society, to conveniently get doorstep banking facility available at identified locations of the Lead Districts.

A dedicated Banking correspondent will accompany the vehicle with a micro ATM inside the van, to take care of banking services like account opening, enrolment of customers in social security scheme, passbook printing and other financial inclusion activities. Mobile Van Services will be facilitated through a pre-announced program to the customers at various locations in the district. The vehicle will also educate customers.

The validity of B Tech degrees in biotechnology earned by several thousand graduates all these years is in doubt, as the All India Council for Technical Education (AICTE) says admission of students who didn’t take mathematics in Class XII is invalid under the present rules.

The admission handbook published by the council – the statutory body that regulates technical education in the country – says admission to all BE and B Tech courses require physics and mathematics as compulsory subjects along with chemistry/ biotechnology/ biology/ technical vocational subjects. The rule was introduced as all engineering and technology courses have maths as a part of their curriculum. Yet, many colleges and deemed universities have been admitting students who didn’t take up maths in high school for B Tech in biotechnology for more than five years now. “As of now admitting pure science students is not permitted by the council,” said AICTE chairman Anil Sahasrabudhe. The council, however, will have a committee to review the eligibility criteria soon, he said.

“Academicians have been arguing that biology/ biotechnology in Class XII is as essential as mathematics for biotechnology. So, if maths is compulsory, then biology should be compulsory as well. But another group of academicians say that when students can learn basics of biology for the course, they should be able to learn maths too. Any way, unless they clear the subject in the exam they will not get the degree,” Sahasrabudhe said.

The council is yet to decide whether the degrees of students who have passed out will be valid because their admission itself would be invalid. While several courts have struck down courses and colleges that are invalid, senior members in the council said they will have to seek legal opinion on whether the eligibility rules can be changed with retrospective effect.

Professors from deemed universities offering courses for students without maths in Class XII said most students cope with maths in college and perform well in exams.

But senior educationalists such as Anna University former vice-chancellor M Anandakrishnan, who was also former chairman of the Indian Institute of Technology, Kanpur, said mathematics in engineering combines mathematical theory, practical engineering and scientific computing to address technological challenges. “I would not recommend any engineering course without basic high school mathematics. Although there is synergy in education with subjects such as chemistry, physics, maths and biology, students will be handicapped if they don’t know basic mathematics,” he said.

The academic debate has put students and parents in a dilemma. “My son is awaiting NEET results. We do not know if he will make it into a medical college because seats are limited. He is a pure science student and we were hoping biotechnology could be one of his options,” said S Nagarajan, who works for a private bank. “But I don’t even know if the course is a valid choice anymore,” he said.

A. Edwin Joe, Director of Medical Education (DME), has said the State government could start only one medical college in a district in a year as per a policy decision due to shortage of experienced faculty members, and the Nilgiris and Ramanathapuram topped the list for establishing a new medical college next year.

Talking to reporters on Saturday, Dr. Joe, who was here to inaugurate a Skill Lab at the School of Nursing at Ramanathapuram Government Headquarters Hospital, said the Directorate of Medical Education considered the two districts for establishing a medical college last year, but later selected Karur as per government orders.

The new Government Medical College and Hospital in Karur would start functioning this academic year, he said. The government had realised the importance of starting a medical college in the Nilgiris and Ramanathapuram, especially in the Nilgiris, from where people were brought to the plains for emergency and tertiary medical care. The difference in temperature sometimes proved fatal to patients from hill areas, he said.

Apart from getting land and infrastructure ready, the DME faced problems in providing experienced faculty members to new medical colleges, he said.

In the districts where new medical colleges could not be started, the government was upgrading district headquarters hospitals to the status of medical college, he added.

Dr. Joe said the government was also striving to get at least 100 additional seats in the existing medical colleges every year with the consent of Medical Council of India. Last year, it had secured 350 additional seats. Presently, 3,300 undergraduate medical seats were available in Tamil Nadu and efforts would be made to get 3,000-odd postgraduate medical seats, he said.

TNAU invites application for convocation

In a first, Anna University will be offering postdoctoral fellowships. Application forms are available on the university website athttps://www.annauniv.edu/pdf /pdf19.pdf.

The university has not specified a deadline and the fellowship is open as the university wants to put to use its research resources. “In the last four-five years we have purchased equipment worth Rs. 60 crore and we want to put it to use,” said J. Kumar, the Registrar.

Unique contribution

The funds were received from the University Grants Commission, Department of Science and Technology and the University with Potential for Excellence, among others.

The university prefers postdoctoral fellows who would be “more mature to handle the equipment and also deliver something unique”.

Fellowship applications will be scrutinised by a committee.

The university is looking for research fellows who are interested in working with departments other than the ones related to their specialisation.

“Somebody with enthusiasm and purpose, the research fellow should be aware of the kind of research activity going on at the university. It is a difficult exercise for the scrutinising committee,” said the Registrar.

The university has created a corpus of Rs. 18 crore and the interest earned from it would be able to fund 15 to 18 post-docs, Mr. Kumar added.

Opportunity to teach

“We will try to give them accommodation either in the university guest house or in the university premises. The fellowship is for a period of two years. Based on their performance, it could be extended for an additional year,” Mr. Kumar said.

The university has decided that if during their tenure a vacancy in teaching position arises, the researcher would be offered the opportunity to teach.

Young Congress leader S. Jothimani has emerged as the ‘giant killer’ in the Lok Sabha election in Tamil Nadu, having defeated AIADMK propaganda secretary and Deputy Speaker of the Lok Sabha M. Thambi Durai by a margin of over 4 lakh votes in Karur. In an interview, the candidate handpicked by Congress president Rahul Gandhi reflects on her victory and more. Excerpts:

Having lost two elections – the last time you polled just about 30,000 votes in Karur – you have emerged as a giant killer. How did this happen?

In Tamil Nadu, there was a wave in favour of the DMK-led alliance and against [Prime Minister] Modi. Also, people generally have this perception about politicians that they are all rich. I was exactly the opposite.

The view against my candidature both within the party and outside was that I did not have money, and so, why waste a seat? I think this reached the voters. But our president Rahul Gandhi was very clear that honest people, those who have done work among the people, cannot be denied a ticket just because they don’t have money. I can clearly say that he pushed my case, and the DMK accepted my candidature wholeheartedly.

And you trounced Thambi Durai…

Mr. Thambi Durai is a senior leader in the AIADMK. He is a four-time MP. It ill-behoves someone of his stature to make the claim that Jothimani doesn’t have money and hence he will win.

Democracy is not about a fight between people with money power. Fighting opponents on ideology and policies is democracy; it is not a fight between two rich people.

The Centre, the State government and the district administration put a lot of roadblocks during our campaign. But there was latent anger against Mr. Thambi Durai in the constituency. My victory is not an individual’s win; it is a victory for the common people, [for] every single citizen.

Was there acrimony on the field because Senthil Balaji, who used to be with the AIADMK, was now in the opposition camp?

No. They did not target him. If you look at the Aravakurichi (where he contested) campaign, you will see that. The AIADMK wanted to protect Mr. Thambi Durai, and hence, targeted me. The people also were looking at what was happening. In the final phase of campaigning, they even resorted to violence, and even physically attacked some voters. Still, the voters stood by us.

What was the DMK’s role in your victory?

The DMK worked extremely hard and took my candidature to the last mile.

Four districts come under my constituency and four district secretaries of the DMK — Chakrapani, K.N. Nehru, Chellapandi and Senthil Balaji — put their weight behind the campaign and ensured that every cadre worked for my victory.

The DMK president campaigned for me vigorously. He walked in the sweltering afternoon heat to seek votes for me.

What are your plans for the constituency?

First, water issues are to be resolved. I am in a situation where more than 25 years of non-development...I have to resolve in five years. Educated men and women are unable to find jobs.

We have started work to set up a skill development mission that we will launch on [former PM] Rajiv Gandhi's birth anniversary on August 20.

We will set up a toll-free line for women’s safety and take up the issues posed by Goods and Services Tax.

UGC mandates Environmental Studies at UG level

The University Grants Commission (UGC) has recently instructed its affiliated universities and colleges to introduce a compulsory six-module course on Environmental Studies at all branches of undergraduate degree. The module, however, has been existent since 2013, and the new directive to implement it, is a part of a routine task by UGC to remind universities or colleges who either have not implemented the instruction or are not aware of the same, says a senior UGC officer, while talking to Education Times.

The decision to create a six-module course on Environmental Studies was taken by the Supreme Court in 1991 after a Public Interest Litigation (PIL) filed by an advocate, MC Mehta. According to the court order, UGC had to prescribe a course on environment as a mandatory subject in colleges.

It took UGC over two decades to conceptualise and introduce a course on Environmental Studies. “We formed a committee of six experts comprising five professors and one UGC official to prepare a compulsory course,” says the officer.

“The fact that our society is already facing critical environmental challenges which need to be addressed immediately, an entire generation of students seeking higher education in any subject must engage in Environmental Studies before they graduate and take up careers to decide society’s future,” says SD Biju, dean of Faculty of Science and head of Department of Environmental Studies, University of Delhi which implemented this course at the UG level since 2014.

Biju adds further, “The course will help students gather interdisciplinary knowledge on the critical linkages between nature, society, and the economy, besides developing their critical thinking to take informed decisions for sustainable development and lifestyles.”

As for the right faculty to teach the course, it must be noted that there is a stark difference between Environmental Sciences and Environmental Studies. “While the former deals with the scientific aspects of environment, the latter is about environment in general and aims to make students ecologically aware. Hence, professors from Science, Geology and even Geography whose fields have relevance with Environmental Studies are competent to teach the subject,” says the UGC officer. The module has been split into eight units, and 50 lectures. “It is up to the university or college to decide how they will incorporate the module across their UG level,” the officer adds.

Looking at the current UGC directive “as a contribution to systematically advance education for sustainable development”, Arun Kansal, dean, Research and Relationships at TERI School of Advanced Studies, points out that Environmental Studies along with disaster management (also mandated by UGC) are perhaps the only subjects that unite all disciplines, be it natural, social and applied sciences without compromising the curriculum rigours of a course.

“Having said that, educational institutions must safeguard against blindly adopting a universally valid environmental studies course content. Rather, they should tailor make it according to the needs of various disciplines. If implemented in the right way, Environmental Studies will reinforce the learning outcomes of various disciplinary programmes,” Kansal adds.

70% of K’taka govt employees voted for BJP, says EC

A large majority of Karnataka government employees, who form the backbone of the public administration, overpoweringly rejected the Congress-JD(S) alliance in the Lok Sabha polls. Election Commission figures show that the BJP secured 70% of postal ballot votes as against 25% for the Congress-JD(S) combine.

As many as 59,881 of the 85,022 state government employees who voted through postal ballots went with the BJP. The Congress secured 16,678 votes (20%) and the JD (S) 4,932 votes (5%). The remaining 5% either voted for candidates of different parties and independents or chose the NOTA (none of the above) option.

In 2014, the BJP bagged 47% of the votes via postal ballots and the Congress around 38%.

The BJP won the most postal votes in all 27 constituencies it contested including the two that it lost, Hassan and Bengaluru Rural. What is more alarming for coalition partners is the quantum of the saffron party’s lead from postal votes in some constituencies.

For instance, BJP’s PC Gaddigoudar, who won from Bagalkot, got 2,976 postal votes, compared to 30 votes secured by Congress’ Veena Kashappanavar. In Bengaluru Rural and Hassan, where BJP lost, the Congress-JD(S) alliance got 546 and 1,094 postal votes respectively against BJP’s 2,566 and 1,893. In Mandya, Nikhil Kumaraswamy got 1,239 votes compared to 1,493 for independent Sumalatha Ambareesh.

BJP plans bid to topple govt; coalition plans cabinet expansion to keep flock together

Bengaluru:Buoyed by a stupendous performance in the recent Lok Sabha polls, the BS Yeddyurappa-led BJP in Karnataka appears to have begun the spade work to topple the year-old JD(S)-Congress government in the state.

This was evident on Sunday when disgruntled Congress legislators Ramesh Jarkiholi and K Sudhakar together with BJP leader and former deputy CM R Ashoka met BJP leader SM Krishna at his residence in Bengaluru. The meeting took place at the same time Mandya MP-elect Sumalatha Ambareesh, with BJP state president BS Yeddyurappa, visited the senior Vokkaliga leader.

UGC NET in Haryana: 92 of 100 questions from 2012, 2013 papers

Unbelievable, but true: 92 of 100 multiple choice questions (MCQ) asked in a state-level examination were exactly the same as those in the question papers for the same examination a few years ago.

The screening test for assistant professors (English) was conducted by the Haryana Public Service Commission at Panchkula on May 23.

A look at the UGC Net exam’s question papers for 2012 and 2013 shows that 92 of the total number of questions in the two-hour test held this year were taken straight out of the papers for those two years. The advertisement (1/2019) for recruitment of 81 assistant professors this year was published on March 8.

The examinees have objected to the repeating of questions and have sent an email to the HPSC chairman for necessary action. They have said that the 92 repeated questions are easily available in the public domain and that they appeared this year in the same sequence as they did in the 2012 and 2013 UGC NET exams.

“It indicates towards (sic) an apparent malpractice to extend indirect help to specific individuals. The practice of copy-paste has been adopted blindly by the paper setter. Many of the questions from previous papers were included in (the) May 23 test in continuity and even (the) options are the same,” the email said.

According to the examinees who have objected, these questions have simply been lifted from 20 pages of a particular UGC NET Helpbook, which, they claim, may have been done to promote a publication house. Surender Kumar, one of the candidates who appeared for this exam, told TOI the whole process of paper-setting seemed to have been done by a clerk-level official without any application of mind. He said at least 50 candidates who took the test held a meeting in Kurukshetra on Sunday and decided to approach the Punjab and Haryana high court seeking cancellation of the test. He said a letter highlighting the discrepancies has already been emailed to the HPSC chairman.

On being contacted, HPSC chairman Manbir Singh Bhadana said it was the prerogative of paper setters to select questions of their choice in the manner they wish. “Our job is to select the best paper setters from the country and the rest of the job is done by them without any interference from our side,” he said.

On being told about the “copy-paste job” in the May 23 exam, he said he could not do much about the setting of question papers.

On being told about the discrepancies, HPSC secretary Nishant Yadav said he was not aware of it and that he would have the matter examined. “As per practice, we seek objections from candidates relating to exams,” he added.

10 univs form campus companies to fast-track ₹1,000 crore upgrade

: Ten high-performing state universities across India are set to undergo ₹100 crore upgrade each this academic year as they are forming campus companies — special purpose vehicles — to receive grants directly from the Centre. Besides, they will be mentored by seven US universities, including Cornell, UPenn and UC Berkeley, in various disciplines.

Pune’s Savitribai Phule University, Kolkata’s Jadavpur University and Haryana’s Kurukshetra University are among the 10 universities with NAAC ratings of over 3.51 selected for the ₹100 crore grant under the Centre’s Rashtriya Uchchatar Shiksha Abhiyaan (RUSA) to promote excellence, with the condition that the money is spent by March 2020. The Union HRD ministry likens these ten universities to the IITs of 1960s that rose with large special funding and autonomy. The campus companies will also be allowed to raise additional resources from outside, sources said.

“These universities have been identified for their achievements thus far. To climb up, say to move from a 3.51to a 3.8 or a 3.9 involves a lot of work. It cannot be business as usual,” said an MHRD source. RUSA is a collaborative effort between the Centre and the state with Delhi shouldering almost 70% of the funding.

These campus companies, to be headed by V-Cs and having eminent faculty and independent domain experts, have been asked to make presentations and proposals, submit daily updates, weekly progress charts and they will undergo monthly reviews, much like a corporation. At present, funds usually move through a circuitous route: MHRD releases fund to the state’s finance ministry, which, in turn, releases it to the state education ministry from where the the grant is released to the university, where also there are several layers of bureaucracy. With the universities forming campus corporations under the Companies Act, the MHRD will send the funds directly to the institution’s SPV.

Savitribai Phule University, Karaikudi’s Alagappa University and Hyderabad’s Osmania University have already formed their companies, while the Odisha government has given its nod for Utkal University to form a company and Jammu University is in the process of setting up its company. “We need to have systems that are enabling and supportive. They must allow for quick decision making and they must fast track processes,” the MHRD source added.

“It would not be right to say that senate and management councils are hindrances. But they don’t meet every day or every week. One requires to take quick decisions and move fast. Although there is an SPV company, there is very close monitoring by the RUSA resource centre,” said a vice chancellor.

While Savitribai Phule University will be mentored by University of California, Berkeley, on Startup Accelerator Program, Jammu University will be mentored by University of South Florida on ‘Entrepreneurship Innovation and Sports’, by University of Pennsylvania on ‘Education Innovation’ and University of California, Berkeley, on Bio-Technology and Data Science.

TTV shocked at AMMK getting nil vote in 300 booths

After a dismal performance in the just concluded Lok Sabha elections and assembly bypolls in Tamil Nadu, recording a vote share of around 5.3%, AMMK general secretary T T V Dhinakaran alleged on Sunday that several votes have “disappeared”. He said the party got nil vote in about 300 booths, which meant even the AMMK booth agents didn’t vote for the party.

“We accept the verdict of the people and will now work harder to strengthen our base across the state. At the same time, through our internal reviews, we have found that in about 300 booths the AMMK had polled zero votes. This is shocking,” Dhinakaran told reporters.

“Let me even accept that the public did not vote for us and even our own party people did not vote for us. But, we had deployed at least four agents for every booth. Does that mean that even our agents did not cast their votes in our favour. We do not want to blame anyone, but the Election Commission should explain,” Dhinakaran said.

“If they were AIADMK people but pretended to be with us, they would have voted and scooted, abandoning the booths. Such agents would not have stayed on till the end, until the voting ended,” he said, while responding to a question on whether the agents were the AIADMK’s sleeper cell in the AMMK.

Dhinakaran also said there were several instances where their vote base in certain booths did not match the votes recorded in the EVMs. “In the booth, where me and my family cast our votes, there are at least 150 people who are part of our core support group, including relatives and friends, besides employees. But, during counting it showed just 14 votes for us. That is our concern,” he said.

While winning and losing are part of electoral politics, he said, AMMK will continue to raise its voice on issues pertaining to the state, even while gearing up for the local body polls. “No one person or a group of people can be forced to stick with one party. And just because some people leave, the party will not cease to exist,” Dhinakaran said, about possible desertions from the AMMK.

18 dogs poisoned, locals say a fish vendor did it

A group of residents from Konganagiri on College Road has lodged a complaint with the Tirupur north police against a fish vendor, who allegedly poisoned 18 dogs in the locality to death. The residents were alarmed after dogs, including strays, began to die one by one.

“They were found foaming at the mouth. Seven dogs were found dead on May 13, followed by four the next day. Some dogs, including one of mine, were struggling for life and were given medical treatment,” said AB Manikandan.

Doctors at a private veterinary clinic told the dog lovers that the animals had consumed poisoned food. “One of the residents, whose dog had died mysteriously, showed a CCTV footage showing a man on a moped giving some food to the dogs, which were killed. We identified him as Gopal, the fish vendor residing in the area,” Manikandan told TOI. “Gopal catches fish from an irrigation tank at night, bring them to his house and clean them before supplying to food stalls and hotels. Sometimes, stray dogs follow and bark at him when he rides the moped. Irritated over it, he has been killing the dogs by giving them fish laced with poison.”

Authorities should take action against Gopal and save the dogs, said N Chandrakala, another resident. “I have a pet dog and used to feed three strays in the locality regularly. Two of them are dead now,” he said. N Shanmughasundaram, who lost his pet dog, said, “When we showed the CCTV footage to Gopal, he refuted the charge. Police should arrest him and take action against him.”

Though the residents had submitted the CCTV footage as evidence, police are yet to register a case.

While dogs or cats get in the way of vehicles within city limits, cattle have become a potential threat for those using highway stretches in the suburbs. This being the reality, official data says less than 10 accidents are caused by stray animals every year. Experts attribute this low figure to gross under-reporting or misreporting of such cases.

“In 99% of such cases, police invoke sections 337, 338 of the Indian Penal Code and section 304(A) when there is a fatality,” said V S Suresh, an advocate. These sections pertain to rash and negligent driving. But the apt section for accidents due to stray menace is 289 of the IPC, under which the cattle owner can be pulled up for negligent conduct and be liable to pay a fine of₹1,000 or face imprisonment for six months, he said. “It is unfair to blame the policemen as tracking cattle owners is difficult,” Suresh added.

When questioned about the cases, police pointed fingers at the civic body, holding them responsible for not controlling the stray cattle menace.

Though the corporation hiked penalty for owners allowing cattle to stray from ₹1,000 to ₹10,750, there has not been a decline in complaints about cattle menace. As per corporation data, while 543 complaints were registered in 2017, the number more than doubled in 2018, with 1,270 recorded.

When asked, corporation officials said vehicles to impound stray cattle were being deployed every day. “We face stiff resistance from owners due to increased penalty, but stray cattle are being impounded,” said an official. “Every month, more than 100 cattle are impounded,” added an official.

Residents in most areas, however, feel that with overflowing dustbins, the menace is only increasing. “The cattle roam day and night in search of food and litter the roads. Manapakkam Main Road is unsafe for motorists as cattle appear out of nowhere at nights,” said V Nagarajan. T Nagar, Kotturpuram, and Koyambedu residents also said the menace was rampant.

Animal activists said the corporation needs to have a better strategy to tackle cattle issue instead of taking action once in a while. “Only if there are frequent crackdowns, and the penalty is strictly imposed, there won’t be a problem in containing the problem,” said Arun Prasanna, of People for Cattle in India.

Chennai: Rules for the concession on tickets for children below 12 years continue to be a grey area for both passengers and conductors in government buses.

Recently, disciplinary action was initiated against a conductor for collecting full fare from a 6-year-old child from Chennai.

According to the complainant, M Kasimayan from Ayappakam, he was travelling with his wife and child from Tirupati to Chennai on January 17. It was late in the evening and the bus stops were crowded because of the Pongal holidays. After much trouble, the family got into a TNSTC bus around 8.30pm.

The conductor, Gnanam, asked Kasimayan to buy three full tickets. Kasimayan refused to buy a full ticket for his son as he was eligible for a concession. However, the conductor made Kasimayan pay ₹480 for three tickets.

Following his complaint, TNSTC has initiated disciplinary proceedings against the bus conductor and has apologised to Kasimayan for the inconvenience caused.

Transport workers' unions have called this move harsh. Khadar Ibrahim from SDPI transport union said, “Ticket checkers penalize us if we do not adhere to the rules strictly.”

Transport corporations now insist that conductors check proof of age before giving fare concession, he added.

According to a recent official circular, conductors are told to check the child’s birth certificate if the parent claims a concession.

If proof of age is not produced, conductors can collect full fare even if the child is eligible for concession.

The circular reiterated conductors should not only consider the earlier yardstick — below130cm height — while giving a concession if they fail to provide a birth certificate as proof. Markings at the entrance of the bus and on the grille behind the driver’s seat allow conductors to check a passenger’s height Children between the age of three and 12 must be charged only half the fare in all government buses expect those which are operated as town or metropolitan services, according to TN motor vehicle rules. Passengers complain that conductors do not accept ID proof such as Aadhaar and ration card.

Consumer rights’ activist K Kathirmathiyon said that it is unfair to reject ID proof issued by various government agencies and it is impossible for all passengers to carry birth certificates .

Based on a complaint he made a few years ago, transport corporations made it mandatory for buses to display the rules inside buses. However, this is hardly being followed.

Youth tries to jump to balcony, falls to death

An engineering student on Sunday died in a freak accident at Kelambakkam. Sattil Salman Shareef, 21, of Malappuram in Kerala, tried to jump to the balcony of his rented house from the terrace when he slipped and fell to death.

Police said Shareef, a final-year mechanical engineering student, briefly left his room at 1.30pm without the key and returned to find the door locked. Though his two friends were asleep inside, he decided not to disturb them and tried to jump to the balcony from the 12th floor. Police said Shareef stayed at the multi-storied apartment in Thaiyur with four friends, all natives of Malappuram.

His body was sent to the Chengalpet hospital for postmortem. His parents are employed in Dubai and were informed of the death through relatives. They are expected to arrive on Monday, said police.

This is the second such incident reported near Kelambakkam in less than two months. Mohamed Afridi, 21 and an engineering student from Kerala, fell to death from the 14th floor when he too tried to jump from the terrace to his balcony as the door to his house was locked.

Engg student commits suicide, complains of no freedom at home in note

A 21-year-old engineering student committed suicide on Sunday by jumping off the eighth floor of her hostel on college campus. She left behind a two-page suicide note in which she specified, “No one is responsible for my death”.

The deceased, M Anupriya, had just finished her last examination on Saturday and was about to leave for home on Sunday. Her mother Selvi and younger brother Raju Sundaram, a student at IIT Madras, had arrived at the SRM University hostel on Sunday to pick her up when they heard the news. Anupriya’s father Mathiyalagan is a technician at a private company.

Police found the suicide note when examining her room in the hostel. She had addressed the letter to her brother Raju.

“She claimed that she didn’t have any freedom at home, be it watching movies, television shows or even talking to those she liked. She said her parents were constantly peeping over her shoulder when she was home,” an investigating officer, who accessed the note, said. In the letter, she advised her brother to lead the life he wanted, adding that she didn’t want to live a fake life at home.

Anupriya, who was pursuing a BTech in bio-medical engineering, shared her hostel room with two others and most students had already left after the exams. She even got an out-pass from the warden to leave the hostel on Sunday with her family.

Police said the accident took place at around 8.40am. She sustained multiple fractures to the ribs, hands and legs. Hearing her cries, the security guard and other hostel inmates rushed to the spot and some informed the authorities. She was taken to the hospital on university campus, but was declared brought dead. College authorities said Anupriya was one of the best students in the course and had scored good marks in all her previous semester examinations.

On a complaint from Selvi, the Maraimalai Nagar police registered a case under the CrPC Section 174 (unnatural death). The girl’s body was handed over to her parents after an autopsy at the Government Hospital in Chengalpet.

Vandals damage 24 Smart Bikes, throw some into sea

While the hype around the cycle sharing system seems to have died down, miscreants have taken to vandalising the cycles with some even throwing them into the sea.

Smart Bike, which launched the project with 250 cycles at 25 locations on February 27, said it now operates just 226 cycles as many are under repair. Five cycles were damaged so badly that they had to be sent to Hyderabad for repair. Among the most notorious riders were those who hired the cycles from locations along Marina Beach — Labour Statue, Swimming Pool, opposite Madras university.

About 27,197 rides have been completed since the launch, which clocks at 313 rides a day with each cyclist using the vehicle for at least fiveand-a-half hours, N V Ram, general manager, operations, Smart Bike, told TOI. About 41,233 people have downloaded the mobile application, so far. Ram said people using the cycles for stunts is a major reason they are left damaged. “Some even use it after getting drunk. We were shocked to find cycles in the sea off Marina and many on the shore, but we managed to recover all of them. We filed a police complaint as well but not against any one person as when we find the person from whose mobile the ride is registered, they say their friend used it. We have imposed fines of ₹100 to ₹250 on those who do not park the cycles at the designated parking stations. Many cycles were found in Nanganallur, Tambaram and Pallavaram. We are still working on a way to reduce vandalism,” he said.

Many customers said they weren’t aware that they shouldn’t take the cycles to far flung places, the official added.

As per national and global standards, a cycle sharing system is popular only if it records four to eight rides per cycle a day, experts said. However, less than two rides per cycle a day have been recorded in the city.

“Pune records at least four rides per cycle a day since the system was launched. It will be very difficult to expand it to the entire city unless a proper system and awareness campaign is in place,” said an official.

The civic body is planning to expand the project to 5,000 cycles across 500 locations in a few months with Pondy Bazaar as their next prime location.

Anna Univ to offer post-doc fellowships

Varsity To Start With 20 Fellows, May Gradually Hike Numbers

To enhance the research and innovation ecosystem, Anna University for the first time has introduced postdoctoral fellowships, starting this academic year.

The selected fellows would receive a monthly stipend of ₹45,000 and house rental allowance of ₹10,000 which is on a par with central institutions such as IIT Madras.

“We hope to bridge the gap between research scholars and professors with post-doctoral fellows. It would help us create a better research ecosystem,” said M K Surappa, vice-chancellor of Anna University.

The university is likely to start with an offer of 20 post-doctoral fellowships in the first year and may gradually increase the numbers.

The varsity also hopes to attract talented engineers and scientists with diverse backgrounds to work on challenging and frontier areas.

“Many faculty members after being burdened with administrative duties have lost touch with research. Post-doctoral fellows can also write research papers and stay up-to-date with latest research. They can devote themselves completely to research,” VC Surappa said.

Besides HRA and fellowship, to make the offer more attractive to students, the varsity will provide post-doctoral fellows with travel grant of ₹1 lakh and 20 days leave in a year.

Professors from the university also said the varsity is planning to develop centres of excellence in cutting-edge fields.

“The post-doctoral fellowship would help these centres acquire high quality research scholars,” a professor said.

More than 13,00 candidates are pursuing their PhDs in Anna University and its affiliated colleges.

In its notification, the university said initially the fellowship will be last a period of 2 years, renewable to another year based on the performance of the fellow.

Candidates must have secured first class in their UG and PG courses and should apply for the fellowship within three years of completing their PhD. Candidates who are less than 32 years of age are preferred.

The post-doctoral fellow would be evaluated by a performance evaluation committee every six months.

The candidate should also present a progress report. If the performance is not satisfactory as per university standards, it can terminate the fellowship with two months’ notice.

The university had recently introduced minimum marks in the entrance exams for PhD scholars to improve the quality of the research.

As per the notification, eligible candidates must score 40 of 100 marks.

‘Fees remained the same for more than a decade, expenditure went up’

Managing a university with more than ₹80cr deficit is difficult, but professor P Duraisamy, vice-chancellor of the University of Madras, tells Ragu Raman how he has been doing it and what could be the way forward

• Your open talk about financial crisis among the faculty revealed the situation the university was in. Why did you inform them?

I wanted transparency. I have nothing to hide. There were doubts whether we could pay salaries and pension at that time.

• What led to the financial crisis?

While our fees remained the same for more than a decade, expenditure went up. The recent crisis began after implementing the seventh pay commission. In one-and-a-half years, our expenditure towards salary and pension increased by ₹50 lakh. Every month, the additional commitment increased by ₹2cr towards the salary and ₹1cr towards pension.

• How are the finances now?

Since we don’t have enough savings as buffer, we will find it difficult to pay salaries in the coming months. The major deficit is in the pension account. The university has ₹320cr as corpus to pay pension to retired staff. We receive ₹27cr as interest and our total commitment towards pensioners has increased to about ₹60cr.

The difference has to be met through our revenue. But we are unable to make it. We have approached the government to meet the deficit in our pension account.

• Distance education is a major source of revenue. Did jurisdictional restrictions imposed by UGC affect finances?

Till now there is no reduction in revenue. But last year’s admission was down due to delay in starting the process. We were given permission in September and admissions began in October. As a result, the number of enrolments came down. Now, UGC is insisting on approval for ODL (open and distance mode learning) programmes. University of Madras is among the few universities to get approval and we expect admissions to increase in coming years.

• The university has recently hiked various fees. Will that be enough to tide over the crisis? What is the long term plan to make the university sustainable?

We are planning to introduce several diploma and certificate programmes, bridge courses through distance education designed to meet the market demands and skill gap. These courses are expected to generate revenue. We are planning to introduce online degree and certificate programmes that have no jurisdiction.

Why Madras varsity may not be able to pay its staff

If the 161-year-old University of Madras does not receive urgent financial aid from the government and full salary grant, its finances may collapse in a month or two and it may not able to pay salaries and pension.

The university has presented a ₹203cr budget for 2019-20 with an accumulated deficit of ₹84.92cr. To stay afloat, the university has sought a ₹35cr annual bailout package from the government besides increasing various fees. It is exploring avenues to generate revenue.

Trouble started in 2011-12 when, without any allocation, the previous administrations constructed seven buildings on the Guindy and Taramani campuses, spending from the university’s funds. But officials said the current deficit was due to implementation of the seventh pay commission scales for teaching and non-teaching staff, and pensioners.

The university’s monthly expenditures have increased by ₹3cr. Though it receives ₹27cr as interest from its corpus fund, the expenditure towards pension is ₹60cr. “Salary grant is paid by the state government. But the university is paying the pension. The state should also bear it. For the first time, we were not able to pay retirement benefits from May 2018,” a senior professor from the university said.

When asked, P Duraisamy, vice-chancellor, said the university was unable to pay retirement benefits due to increase of gratuity, commutation and earned leave reimbursement. “We have approached the government to meet the deficit in the pension account. If it does, we can manage the salary of the staff members through our revenue,” he said.

The university is not receiving the full salary grant due to audit objections raised during the tenures of previous administrations. “The university is supposed to receive ₹56cr as salary grant but gets ₹36cr. The posts of assistant registrars and deputy registrars were filled by promotions instead of calling for open advertisements. The local fund audit objected to the promotions,” a syndicate member said. “Over the past 10 years, citing objections, the government gradually stopped giving salary grants to the non-teaching staff who have been promoted. We lost 40% grant due to violations,” he said.

But there were no objections in the 2017-18 fund audit. “Now that there is no objection, the government should give a one-time waiver to audit objections. If we receive full grant it would ease the financial stress,” said a source in the finance committee.

Less grant has invited more problems. This February, the Income Tax department slapped a ₹68 lakh tax notice on the university treating it as a ‘private’ institution. Professors said the varsity received onefifth of the total expenditure as grant from the government. Rules stipulate that a government institution should receive more than 50% as grant from a state or central government.

The university has recently increased the various fees for the PG and UG courses to tide over the crisis. The university hopes to raise ₹15cr through fee hikes. “We are adopting austerity measures and also would seek a one-time waiver to audit objections. If we receive full salary grant it would help us,” professor Duraisamy said.
