ஒரு போட்டி. உங்களுடைய மொபைல் எண்ணைத் தவிர்த்து வேறொருவரின் மொபைல் எண்ணைக் கூறச் சொன்னால் எத்தனை பேருடைய மொபைல் எண்ணைக் கூற முடியும்? அதிகபட்சமாக இரண்டு முதல் ஐந்து எண்கள் வரை பலருக்கு ஞாபகம் வரக்கூடும். ஆனால் 20 ஆண்டுகளுக்கு முன்பு மொபைல்கள் பரவலாகப் புழக்கத்திற்கு வராத காலகட்டத்தில் எத்தனையோ தொலைபேசி எண்களை ஞாபகம் வைத்திருந்தோம். இன்றைக்கோ நிலைமை வேறு. பலருக்கு அவர்களின் மொபைல் எண் கூட ஞாபகத்தில் இருப்பதில்லை. அருகில் இருக்கும் கடைக்குச் செல்கிறீர்கள். பத்து பொருள்களை வாங்கிய பின்பு அதன் மொத்த விலையை உங்களால் கணக்கிட முடிகிறதா? இல்லை அப்பொழுதும் கை மொபைலில் இருக்கும் கால்குலேட்டரை நோக்கித்தான் செல்கிறதா? இந்தப் பரிசோதனைகளையெல்லாம் விட்டுவிட்டு நம் அன்றாட வாழ்கையையே கொஞ்சம் அலசுவோம்.

காலையில் எழுந்தவுடன் முதலில் நீங்கள் பார்ப்பது எது? இரவில் இயல்பாக தூக்கம் வருகிறதா? தூரத்தில் இருக்கும் பொருள்களைத் தெளிவாகப் பார்க்க முடிகிறதா? பார்வைத்திறன் குறைவாக இருப்பதாக எப்பொழுதாவது தோன்றியிருக்கிறதா? இந்தக் கேள்விகளுக்கும் நீங்கள் சொல்லப்போகும் பதிலுக்கும் ஸ்மார்ட்போனுக்கும் நெருங்கிய தொடர்பு இருக்கலாம். ஸ்மார்ட்போன் பயன்படுத்துபவர்களில் 70% பேர் கழிப்பறை உட்பட எல்லா இடத்திற்கும் எடுத்துச்செல்கிறார்கள். 18 வயது முதல் 24 வயது வரையுடையவர்களில் 80% பேர் தூங்கும் பொழுதும் மொபைலை அருகில் இருக்குமாறு வைத்துக்கொள்கிறார்கள். ஸ்மார்ட்போன் பயன்படுத்துபவர்களில் மூன்றில் ஒரு நபர் நடு இரவில் எழுந்தால் காரணமேயில்லாமல் மொபைலைப் பார்க்கிறார்களாம்.

ஒரு உடலை சார்ந்து வாழும் ஒட்டுண்ணிகள் போலத்தான் ஸ்மார்ட்போன்கள் நம்மோடு இருக்கின்றன. காலையில் எழுந்ததும் கையோடு ஒட்டிக்கொள்ளும் மொபைல்கள் இரவில் தூங்கும் பொழுது நம்மை அறியாமலேயே கையிலிருந்து பிரியும் வகையில்தான் இன்றைக்குப் பெரும்பாலானோரின் ஸ்மார்ட்போன் பயன்பாடு இருக்கிறது. இப்படி அதீதமான ஸ்மார்ட்போன் பயன்பாடு உளவியல் ரீதியாகவும், உடல் ரீதியாகவும் பல பதிப்புகளை உருவாக்குகிறது. ஆனால் அன்றாட வாழ்வில் அது பெரிய தாக்கத்தை ஏற்படுத்துவதில்லை என்பதால் நம்மில் பலரும் அதை உணர்வதில்லை.

ஸ்மார்ட்போனைத் தொடர்ந்து பயன்படுத்துவதால் ஏற்படும் பிரச்னைகள்:

ஸ்மார்ட்போன்களைத் தொடர்சியாகப் பயன்படுத்துவதால் உடலில் முதலில் பாதிப்படைய வாய்ப்புள்ள உறுப்பு கண்கள்தாம். மனிதனின் கண்கள் வெகுதொலைவில் இருப்பவற்றைக் கூட காணும் திறன் கொண்டவை. தொடக்க காலங்களில் வேட்டையாடும் பொழுது தொலைதூரத்தில் இருக்கும் விலங்குகளைக் கூட எளிதில் பார்க்க முடிந்தது. ஆனால் இன்றைய டிஜிட்டல் யுகத்தில் ஒரு நாளின் பெரும்பாலான நேரம் மொபைலின் திரையைப் பார்ப்பதிலேயே கழிகிறது. வரலாற்றைப் பின்னோக்கிப் பார்த்தால் இப்பொழுது போல எந்தக் காலகட்டத்திலும் கிட்டப்பார்வையை மட்டும் மனிதன் பயன்படுத்தியிருப்பதற்கு வாய்ப்பில்லை.

கணினி போன்ற திரைகளைப் பார்ப்பதாலும் பிரச்னைகள் ஏற்படும் என்றாலும் மொபைல் திரை சற்று அதிகமாக பாதிப்பைத் தரக்கூடும். எடுத்துக்காட்டாக கணினியில் எழுத்துகளை அதிகமாகப் பயன்படுத்தும் MS Word, MS Excel போன்றவற்றில் எழுத்துகளின் அளவு 11 அல்லது 12 ஆக இருக்கும். ஆனால் மொபைலில் அதை விட பல மடங்கு குறைவான அளவுள்ள எழுத்துகளைப் பார்ப்பதற்கு கண்களைப் பயன்படுத்துகிறோம். இதே நிலை தொடர்ச்சியாக நீடித்தால் கண்களில் இருக்கும் தசைகள் தளர்வடையக்கூடும். ஒரு சில நேரங்களில் அருகில் தொடர்ச்சியாக பார்த்துவிட்டு தொலைதூரத்தில் இருக்கும் பொருட்களைப் பார்க்கும் பொழுது மங்கலாகத் தெரிவது இதன் காரணமாகத்தான். இதனால் தூரப்பார்வையில் குறைபாடு ஏற்படலாம். அதிக நேரம் கண்ணிமைக்காமல் திரையைப் பார்த்துக்கொண்டே இருப்பதால் கண்களின் ஈரப்பதம் வறண்டுபோகக்கூடும். ஸ்மார்ட்போனின் திரையிலிருந்து வெளியாகும் நீலம் மற்றும் ஊதா நிற ஒளிகள் மற்றும் அதிகப்படியான வெளிச்சத்தால் கண் விழித்திரையில் பாதிப்பு ஏற்படலாம்.

கண்களைத் தவிர்த்துப் பார்த்தால் கைகளில் வைத்திருக்கும் பொழுது பெருவிரலை அதிகமாகப் பயன்படுத்துவதால் விரல்களின் இணைப்புகளில் வலி ஏற்படக்கூடும். தொடர்ச்சியாக கீழே குனிந்து கொண்டே இருப்பதால் கழுத்துப் பகுதிகளிலும் வலி ஏற்பட வாய்ப்புண்டு.

உடல் ரீதியாக மட்டுமன்றி உளவியல் ரீதியாகவும் பாதிப்புகள் உருவாகின்றன. ஸ்மார்ட்போனை தொடர்ச்சியாகப் பயன்படுத்துவதால் மூளையின் அடிப்படை சிந்திக்கும் திறன் படிப்படியாகக் குறைந்துகொண்டே வருவதாக ஆராய்ச்சியாளர்கள் கண்டறிந்துள்ளார்கள். எண்களை சுலபமாக ஞாபகத்தில் வைக்க முடியாமல் போவதற்கும், ஒரு சிறிய கணக்கைக் கூட போட முடியாமல் கால்குலேட்டரை தேடுவதற்கும் காரணம் இதுதான். மற்றொரு சிக்கலான உளவியல் பிரச்னை அதீத சிந்தனை. சாதாரணமாக ஒரு தகவலைப் கேள்விப்பட்டால் கூட அதைப் பற்றி அதிகமாகக் கேள்வி எழுப்புவது, அதன் ஆதரங்களையோ பின்புலங்களை ஆராய்ந்து கொண்டே இருப்பது போன்றவை அதீதச் சிந்தனையின் வெளிப்பாடுகள். ஒரு விஷயத்தை கேள்வி கேட்பது சகஜம்தான் என்றாலும் இயல்பிற்கு மாறாக அதைப்பற்றியே தீவிரமாகச் சிந்திப்பது என்பது நிச்சயம் பிரச்னைதான்.



அதிக நேரம் திரையில் காட்சிகளைப் பார்த்துக்கொண்டே இருப்பதால் கண்ணிலிருந்து மூளைக்குத் தகவல்களைக் கடத்தும் நரம்புகள் சோர்வடையும். அதன் காரணமாக கண்களை மூடினாலும் அது தவறுதலாக தகவல்களை அனுப்புவதால் மாயபிம்பங்கள் தோன்றலாம். இதனால் தூக்கம் பாதிக்கப்படலாம். இரவு அதிக நேரம் விழித்திருப்பதால் ஹார்மோன் சுரப்பில் பாதிப்பு ஏற்படுவதாலும் உளவியல் தொடர்பான பிரச்னைகள் தோன்றலாம்.

ஸ்மார்ட்போன் பயன்பாட்டைக் குறைப்பது எப்படி?

அதிக நேரம் மொபைலின் திரையையே பார்த்துக்கொண்டிருப்பதைத் தவிர்த்து சுற்றியிருக்கும் விஷயங்களிலும் பார்வையைச் செலுத்தலாம். தூங்குவதற்கு அரை மணி நேரத்திற்கு முன்னால் மொபைல் பயன்பாட்டை தவிர்க்கலாம்.

இரவு நேரத்தில் மொபைல் திரையின் வெளிச்சத்தை குறைத்துப் பயன்படுத்தலாம். ஸ்மார்ட்போனில் ஏதாவது படிக்க வேண்டுமெனில் மொபைலில் அதற்கென தனியாக வசதிகள் இருக்கும் அதைப் பயன்படுத்தலாம்.

மறந்துவிடும் என்பதற்காக மொபைலிலேயே அனைத்தையும் குறிப்பெடுத்துக் கொள்வதைக் குறைக்க முயற்சி செய்யலாம்.

குழந்தைகளிடம் ஸ்மார்ட்போன்கள் தருவதை தவிர்க்கலாம்.

 தேவையில்லாத நேரங்களில் மொபைலை கையில் எடுப்பதை தவிர்க்கலாம்.

Temporary bus stand at Bose Maidan to continue

With the work on laying concrete floor on the entire new bus stand premises at an outlay of Rs. 5 crore in full swing, the Corporation has set up a temporary bus stand at Bose Maidan near the old bus stand for buses proceeding to Chennai, Puducherry, Cuddalore and Kallakurichi.

The project has been undertaken under the Infrastructure Gap Filling Fund.

During the first phase of concrete flooring project, the buses proceeding to Attur and Harur were operated from outside the new bus stand.

Meanwhile, the Corporation set up a temporary bus stand at Bose Maidan for the buses proceeding towards Attur and Harur during the Pongal holiday season.

With the works in the bus stand in full swing, the Corporation has decided to continue the departure of the buses proceeding to Chennai, Puducherry, Cuddalore and Kallakurichi from the Bose Maidan temporary bus stand. This arrangement will continue till the concrete laying work is completed in the new bus stand.

On Saturday, R. Sadheesh, Corporation Commissioner, along with V. Panneerselvam, MP, and G. Venkatachalam, MLA, inspected the works.

Later, Mr. Sadheesh said that about 1.5 lakh commuters used the new bus stand every day. The four platforms in the new bus stand could accommodate 80 buses at a time.

The concrete flooring would enable in keeping the bus stand neat and tidy and also prevent water logging during the monsoon period. Besides, it would also ensure free movement of buses inside the bus stand. All effective steps had been taken to complete the concrete flooring project work as per schedule, he added.

Facilities

Mr. Sadheesh said that the Corporation had taken steps for basic infrastructure facilities such as drinking water, lighting and toilets at the temporary bus stand at Bose Maidan.

Case filed against former VC

The Kalapet police have registered a case against former Vice-Chancellor of Pondicherry University Anisa Basheer Khan for allegedly making derogatory and casteist remarks against an assistant professor of the institution.

The police said A. Praveen, assistant professor of the department of physical education, had complained that Ms. Khan had made derogatory and casteist remarks against him and had threatened to eliminate him.

The Madras High Court had asked the police to register a case if a cognisable offence had been committed.

The police have registered a case against Ms. Khan under Sections 504 (intentional insult with intent to provoke breach of peace) and 506 (criminal intimidation) of the Indian Penal Code and Section 3 (1) of the SC/ST Prevention of Atrocities Act.

They discharge ‘duty’ for two months and get paid

For two months, passengers on two bus routes in Vriddhachalam and Panruti in Cuddalore district were driven to their destinations by ‘drivers’ who were never recruited by the Tamil Nadu State Transport Corporation (TNSTC). The two tricksters produced fake transfer letters to the authorities at the TNSTC’s Cuddalore office claiming they were transferred from Dharmapuri to join duty here. What’s more! The two diligently performed their “duties” and received salary for the last two months. Their game was up during a verification of service registers and the two have since gone absconding.

The Transport Department and the police are now probing the unusual case.

According to TNSTC officials, Selvakumar, 36, and Krishnan, 34, both from Sorathur village near Panruti in Cuddalore district, produced the fake transfer orders to officials in Cuddalore district two months ago.

After being posted in Vriddhachalam and Panruti bus depots, they served as drivers. Officials in the Transport Department were in for a shock when they realised that both the names were not found in the service register.

“Since they claimed to have been transferred from Dharmapuri, officials there were asked about their transfer and the service books. It was then that we found out these two were not TNSTC employees in the first place,” official sources said.

Confirming the incident, a senior official said the department had ordered for an investigation in the case and an FIR had been registered in Villupuram, since Cuddalore came under the TNSTC Villupuram’s administrative zone.

“During the probe, it came to light that they produced fake transfer orders with the help of someone who has clear knowledge of how things work in the department. We will soon take action against all those involved in this case,” the senior officer said.

Asked how such cases could be prevented in future, the official said a centralised administrative structure needed to be put in place. “In case of a centralised administrative structure, we could track everything that happens in the department. We will develop such a mechanism soon,” he said.

As AU changes evaluation process, colleges complain

 10% dip in pass percentage in institutions that took students with high cut-off

The November/December semester results that were released by Anna University last week have been disappointing for affiliated engineering colleges.

The results were declared for odd semesters, except the first year. College principals say there has been a 10% dip in pass percentage in colleges that admit students with high cut-off and 20% dip in pass percentage in colleges which have taken in students with a cut-off below 160. The results have been especially dismal in Salem, Erode and Namakkal belt, officials said.

“The Salem belt has suffered the worst,” said the principal of a college in the region. Colleges in Karur, Dindigul and Dharmapuri have done relatively better.

The principal of a college in Salem said there was a drop of about 10-12% in pass percentage as compared to previous years. “Our colleges have a cut-off of 165 but there has been a drop of around 4-5% in marks. A student who got 80% last time has scored 45% this time,” he said.

According to private college authorities in the western belt, the change in evaluation system had affected colleges that had admitted students with a lower cut-off. In such colleges, there was a dip of around 20% in results, one of them said.

Top colleges in the Chennai zone are also not happy with the results. A management official of a leading college in the Chennai zone said the results were not satisfactory. “A student who scored 195 cut-off and admitted under government quota has failed in one subject. Students placed in IBM and TCS have got arrears. The answer key for Computer Science Engineering had errors. Anna University has four zones in Chennai itself and we don’t know where the papers went for correction. We are planning to represent to the university,” he said.

Re-evaluation pleas

After much criticism and adverse remarks that too many students sought re-evaluation for the last several years, Anna University revamped its evaluation system. It debarred over 1,000 teachers from examination-related work.

University officials provided answer keys for each subject and each examiner evaluated around 10 answer scripts, instead of 20 in the previous years. Also, a chief examiner was in charge of every 10 evaluators. The chief examiner also picked up a paper at random and subjected it for re-evalution, principals said.

The self-financing colleges want the Anna University to follow the practice of polytechnic institutions, where each subject is corrected in one zone.

Anna University’s controller of examination G.V. Uma, however, said that except for the Salem region, all colleges had done well and the university had registered a pass percentage of 76.

Patna: Trouble for jailed RJD chief Lalu Prasad Yadav is far from over as the verdict in another fodder scam case against him is expected to be delivered by the special CBI court in Jharkhand on January 24.

Lalu Yadav, who has been held guilty in two fodder scam cases earlier, is facing trial in four more ases estimated to have caused a loss of Rs 950 crores to the exchequer, furnishing fake bills and vouchers for providing fodder and medicines to cattle, when he was the chief minister of Bihar.

On January 24, a Ranchi-based court's judgment in a case related to illegal withdrawal of Rs 33.61 crore in 1992-1993 from Chaibasa treasury is expected to be pronounced, a lawyer said.

Political rivals are sure that the RJD chief will take a long time to overcome the setbacks in fodder scam cases.

"Fodder scam is one part, another chapter of the story will begin soon as a probe into money laundering and railway hotel tender scam case has also picked up speed," ruling JD(U) leader Sanjay Singh said.

JD(U) spokesperson Niraj Kumar said, "For Lalu Yadav corruption has never been an issue. As the chief minister and finance minister, he never showed interest in stopping withdrawals from various treasuries. He is facing the consequences for conniving with those who were involved in the fodder scam."

The RJD has been alleging that cases against Lalu Yadav are an outcome of vendetta politics and the party will not leave any stone unturned in challenging the verdict in high court.

"My father is paying the price for not compromising with the BJP. If only he had compromised, his detractors would have compared him to Raja Harishchandra," said Lalu Yadav's younger son and former deputy CM Tejashwi Yadav.

Fraudulent withdrawal from government treasuries and use of fake bills and vouchers in the fodder scam had surfaced in 1996. The officials conducting raids in 1996 had found that money was paid to various non-existent companies for supplying fodder to animal husbandry department.

Five fodder scam cases were shifted to Jharkhand after the separation of the state from Bihar in 2001 while the trial in one case related to Bhagalpur treasury is going on in Patna's special CBI court.

The special CBI court in Ranchi on January 6 had sentenced Lalu Yadav to three-and-a-half years in prison in a case related to fraudulent withdrawal of Rs 89.27 Lakh from Deoghar treasury between 1991 and 1994.

On September 30, 2013, Lalu Yadav was held guilty in a similar case related to illegal withdrawal of Rs 37.70 crore from the Chaibasa treasury and was sentenced to five years' jail. The Supreme Court had, however, granted bail to him in December 2013.

The conviction resulted in his disqualification as the member of Parliament and made him ineligible to contest elections for a period of six years.

The RJD chief is currently languishing at Birsa Munda Jail in Ranchi and has sought bail from the Jharkhand high court in the Deoghar treasury case.

In the prison, Lalu Yadav has been assigned a gardener's duties at the as per the prison manual, with a daily wage of Rs 93 for his work.

Political observers are of the view that "his troubles may not end with bail in this case as he is facing trial in four other fodder scam cases. Hearing in two of the cases has almost ended and the court is likely to pronounce verdict in both the cases within a span of one month".

The fodder scam case coming up for judgment on January 24, is being termed as a bigger case in comparison to the Deoghar treasury case in which Lalu Yadav was convicted earlier this month.

Hearing in the fourth fodder scam case pertaining to fraudulent withdrawal of Rs 3.31 crore from Dumka treasury is also in the final stages and the verdict is likely to be announced either in February or March.

According to a Ranchi-based lawyer, in the Doranda treasury case against Lalu Yadav the trial is likely to be completed by the end of this year.

He said that RJD chief and other accused in the Doranda case are facing trial for the withdrawal of Rs 139.39 crore — the largest sum misappropriated among all scam cases.

"This is the fifth case which Lalu Yadav has been facing in fodder scam case," he said.

In December, lawyers representing Lalu Yadav and other accused in the Bhagalpur treasury case had moved court to seek a production warrant. According to lawyers, the trial before the CBI court in Patna is at the stage of examination of evidence.

CBI had filed charge sheet against 44 accused, including Lalu Yadav and former Bihar chief minister Jagannath Mishra, in 2003 for alleged fraudulent withdrawal of around Rs 47 lakh from treasuries at Banka and Bhagalpur in 1995 -96.

HRD Ministry orders framing of fresh regulations for non-teaching staff

The Human Resource Development (HRD) Ministry has begun a move to frame fresh regulations for the appointment and promotion of the University registrars and other non-teaching employees.

On an instruction from the Ministry, the University Grants Commission has recently constituted a committee under Sushma Yadav, a member of the Commission, for preparing a draft of the regulations.

This comes two months after the HRD Ministry notified the revised salary of the non-teaching employees of universities and colleges under the seventh pay commission recommendations.

The panel will "frame" minimum qualifications and other service conditions for the registrar, deputy registrar, assistant registrar, controller of examination, deputy controller of examination, assistant controller of examination, finance officer, deputy finance officer, assistant finance officer and equivalent cadres in universities and colleges.

"For this, the committee will examine the existing minimum qualifications and other service conditions of these non-teaching employees. It will also hold consultation with the various stakeholders including the teaching community," a UGC official said.

The committee will also frame guidelines for promotion of the people, who have been recruited and will be recruited under the cadres of registrar, controller of the examination and finance officer in universities and colleges.

The panel has also been tasked to look into "the cases of anomalies, if any," in the promotion for the cadres of registrar and controller of examination, and suggest "remedial measures," the official added.
