User fee reduced at Chennai airport

Travelling from the Chennai airport will get slightly cheaper from May as the User Development Fee (UDF) that passengers pay has been reduced.

From next month, both international and domestic passengers from Chennai airport will pay only Rs. 69. Now, international and domestic passengers pay Rs. 667 and Rs. 166 respectively as UDF. Passengers pay this fee as part of their ticket and the fee is levied by airport operators to recover the investment they have made for providing services. In the last three years, AAI collected Rs. 109 crore (2013-14), Rs. 238 crore (2014-15) and Rs. 250 crore (2015-16) as UDF from passengers. Recently, the Airports Economic Regulatory Authority — which regulates tariffs at airports — had a discussion with various stakeholders of the airport and the Airports Authority of India on this issue and revised the fee.

Mumbai: Sachin Tendulkar’s batting career can be divided into two phases. Pre-1999, until when he’d go home to his father after every cricket series and enjoy the company of the only cricket aficionado who wouldn’t judge him for the number of runs scored and post-1999, when his father’s demise set him on a neoteric path that he had to find for himself over the course of the next14 years.

Desert Storm — an attribute for 1998 Coca Cola Cup in Sharjah — that completes 20 years today, coinciding withTendulkar’s45thbirthday, can perhaps be seen as the landmark Tendulkar-outing that broadly segregates the two phases in the master batsman’s career. And in that lies a statistic that speaks volumes of Tendulkar’s determination to keep playing at all times.

Between 1989, his debut in Pakistan, and 1998, Tendulkar hardly missed a match for India. He missed a couple of One-dayers in New Zealand due to injury, but never missed a Test.

However, once stress began taking the toll on his back in February 1999, the remaining 14 years of his career were spent battling injuries.

“Back, toe, hamstring, ankle, elbow, shoulder, knee, groin, wrist …” he goes on.

These were injuries that took a lifetime healing, many leading to major surgeries, most leading to spectacular comebacks. In that, Tendulkar has a story to tell.

“I remember the night after scoring the 143 — which took India to the final of the Coca Cola Cup on April 22, 1998 — I reached the hotel at around 2.30am. By the time I could finish with dinner and all obligations, it was already the next day morning. The next day was the final.

“In those days, we didn’t have the kind of support staff that’s available now. My body was still aching from that previous innings and I remember thanking my luck that we fielded first in the final,” he remembers.

Tendulkar does look back at 1999 changing his life forever. From a batsman faced with the responsibility of shouldering India’s batting through that decade, the page turned for him with the added responsibility of dealing with an irreparable loss.

Yet, ashe putsit,hisbestin Oneday cricket was yet to come.

“The World Cup league game against Pakistan at Centurion in 2003. The big-game pressure, the opposition, the attack, what was at stake. That was more satisfying,” he says, recollecting his sublime 98 that puts even the ferocious Desert Storm in shade because of the purity of strokeplay that was on view.

Be it pre-Desert Storm or post, pre-retirement or post, cricket remains at the heart of all things for the master.

Chennai: The police on Monday arrested a Vazhapadi, Salem-based gynaecologist for sex-determination and illegal abortion that led to the death of a 24-year-old pregnant woman. After her arrest, a court sent Dr Selvamba Rajkumar to jail.

On Saturday, after a woman named Lakshmi Manigandan died following a botched-up abortion at Niharika Hospital in Vazhapadi, officials sealed the hospital and seized the ultrasound equipment.

On Friday, officials went to the hospital when a pregnant woman, who came for sex determination to a clinic in Athur in the same district, told them Dr Sevambal offered similar services. “After we arrested the doctor in Athur and sealed her clinic on Thursday, we decided to raid this place immediately because we knew her clients will come here,” said DSP A Thomas Prabhakar. At the Vazhapadi clinic, officials found at least 10 women from different parts of the state waiting for the scan to determine sex of the fetus. “She did not have any records of women she screened although it is mandatory to maintain case sheets for at least two years,” he said. Officials booked Dr Selvamba on Friday for violation of the Act, but could not arrest her. “We took a decoy to Athur, but we did not have enough time to make arrangements for this clinic. For lack of strong evidence, we could not book her under stronger sections,” said superintendent M Kamalakannan.

On Saturday, officials received information about maternal death in the town. Preliminary investigation by block and district health officials showed Dr Selvamba had botched up medical termination of Lakshmi Manigandan. The family members told officials Dr Selvamba had, after a scan on April 18, informed them the fetus was a girl. The same day, she did an abortion. When the fetus was not expelled until the next morning, Dr Selvamba gave Lakshmi another dose of the tablet. “By 3pm, she took her to the operation theatre. When the process was complicated, she did a hysterectomy,” Kamalakannan said. But when the bleeding was heavy, Lakshmi was referred to a nearby private hospital, where she died that evening. The family members told officials they had paid ₹4,000 for sex determination and ₹12,000 for abortion. “Initially, the doctor did not admit. She said her hospital had no records of such scan or abortion. But when officials confronted Dr Selvamba with pre-operative test report from her hospital lab in the name of Lakshmi, she confessed,” said inspector Kumar Shankar.

Although more than 120 cases have been filed under the PCPNDT Act, Selvamba is only the second doctor to be arrested. Last week, police arrested Dr Dhamayanthi Rajkumar of Arthur for sex determination. 

A daughter takes a trip down Kannadasan lane

It was with a heavy heart that Kalaiselvi Chokalingam left Kannadasan Street in T Nagar in February this year, closing down her eatery, Kannadasan Mess, which has been famous for its ‘tiffin’ dishes for 24 years. Today, she is back with the same set of mouth-watering dosas and chutneys across the road, on Dhandapani Street.

Her clientele is back, but it’s not quite the same for Kalaiselvi. Shifting out of Kannadasan Street was like leaving behind a part of her; for the street is named after her father whose lyrical genius remains virtually unmatched in Tamil Nadu. “There are memories, you see,” she says, glancing across the street, her virtual memory lane.

She started the Kannadasan Mess with an investment of 500 in 1995. Till the 1980s, the street was called Hensman Street. After Kannadasan’s death in 1981, the government renamed the street where he had lived with his wife, nine sons and five daughters.

“Dad was so busy in the cine field, he never had time for us. We could get near him only when mother was around. It’s not that he didn’t love us; we were just scared of him out of respect,” she said. “Actors frequented our house but the girls were not allowed to interact with any of them. “We would peep through the door to see if it was MGR or Sivaji Ganesan who had come calling.”

Kalaiselvi loved movies, but she could watch them with her mother only when her father was away. “My calling was never cinema, it was cooking. I picked it up after my marriage at the age of 13,” she says, showing photographs of her wedding that was attended by the big stars of Tamil cine industry.

Kalaiselvi gets teary-eyed when she speaks of those occasions when her dad found time to express his love for the children. “He would surprise us late some nights with ice-cream and biryani.” She remembers him as a man who never followed society’s rules and always framed his own. “He was a devotee of Lord Krishna. He would do puja so late at night that amma used to tease him that he would be waking up Lord Krishna from his sleep. My mother was his biggest fan and critic,” says Kalaiselvi.

Is the family close to filmdom now? “Our only bond now is with M S Viswanathan’s family. MSV was my dad’s soulmate, his daughters were like family. Mother used to say dad should be living with MSV and not us.”

Kannadasan too suffered from writer’s block - a few songs were written in 10 minutes and a few took 20 days. “Dad took 20 days to write the lyrics ‘Sonnadhu needhaanaa sol sol sol ennuyire’ for “Nenjil Oar Aalayam’. ‘Muththaana muththallavo mudhirnthu vantha muththallavo’ was written at a railway station in 10 minutes,” she says.

Kalaiselvi acknowledges that her father had many women in his life. “Mom stopped talking to him for many years. The last song dad wrote, ‘Kanne kalaimaane’ for ‘Moondram Pirai’ was penned keeping my mother in mind before he left for the US for treatment. I pleaded with my mother to talk to him at the airport, but she didn’t. The lines “Kaathal kondaen kanavinai valarthen … kanmani unai naan karuthinil niraithen … unakke uyiraanen ennaalum enai nee maravaathey…” was for her.

Modern day lyricists don’t impress Kalaiselvi. “I have stopped listening to new songs.”

Biryani battle: Court favours Thalappakatti in tussle over name

Chennai : The Madras high court on Monday restrained the Dindigul Thalappakattu restaurant located on the Chennai- Tirupati bypass in Thiruvallur district from using the name after a civil suit was filed against it by the owners of the Thalappakatti Naidu Ananda Vilas Biriyani Hotel in Chennai.

The petitioners, who own the trademark to the brand ‘Thalappakatti’, had won a long-drawn legal tussle five years ago with a chain of biryani kiosks named ‘Thalappakattu’.

Justice C V Karthikeyan granted interim injunction after the petitioners alleged that the restaurant on the Chennai-Tirupati bypass infringed on their trademark and trading style by using an imitation of their trademark.

The counsel for the petitioners submitted that the mark of Thalappakatti Naidu Ananda Vilas Biriyani Hotel had been declared a “well known trademark” by the deputy registrar of trade marks in an order dated September 22, 2010, and further declared that the petitioners are the prior users and adopter of the mark “Thalappakatti”.

The Dindigul Thalappakattu restaurant located on Chennai-Tirupati bypass had commenced adopting identical or deceptively similar trademark and trading style since their inauguration in February 2018, the petition stated, adding that they had adopted the trademark and trading style of “Dindigul Thalappakatti Biriyani”, and also used the same red background on the board to deceive the public .

The Chennai-based entrepreneur signed a memorandum in which he stated that he would not use the name and that he would remove the name from all the 29 outlets of Dindigul Thalappakattu restaurant in the city and Madurai.

Sports, Disabled Candidates To Appear In Person

Chennai: Online registration and filling of applications for the Tamil Nadu Engineering Admissions (TNEA) will commence on May 3 while the last date for candidates to register is May 30, higher education minister K P Anbalagan said on Monday.

Single window counselling for admissions to engineering colleges across the state will go online for the first time this year. However, counselling for sports category, differently abled, vocational, SC-SCA and supplementary counselling will be held in person in Chennai. Original certificate verification for sports category will also be held in Chennai.

Counselling is expected to be held in the first week of July but may vary depending on the medical counselling, said the minister. This year, a total of 567 colleges will participate in the single window counselling process while 19 colleges have opted out due to application for closure. This has reduced the number of engineering seats by 4,695, said TNEA officials.

A total of 42 TNEA Facilitation Centres (TFCs) have been established across districts to guide rural applicants and those without internet facilities through the online process. The TFC for Chennai will be the Ramanujan Computing Centre, Anna University, Guindy. They will be equipped with internet enabled computer systems/ printers, trained personnel and a seminar hall along with water and sanitary facilities.

The counselling process will take place in three phases. The first phase will involve online registration where applicants are required to pay ₹500 (₹250 for SC/SCA/ ST). For the second phase of certificate verification, all students must go to the TFCs with their applications, original certificates and photocopies.

They will be given around aweek for this. During this time, a booklet with information on all colleges, seats and courses will be handed out to the candidates and also made available online, said TNEA secretary U Rhymend. A merit list of eligible candidates will be published on the TNEA portal. Candidates may contact the TNEA office for any grievances regarding the list.

The third phase of counselling will be held over five rounds. "Each round will go on for five days in which the candidate will take the first three days to enter their option (college/course) tentatively and may take the next two days to confirm the allotment given to them. Students may do this online but can also approach the TFCs for the counselling process," he said. The applicants are required to pay a sum of ₹5,000 (₹1,000 for SC/SCA/ST) as initial deposit for college admissions. 

பணத் தட்டுப்பாடு உருவாக்கும் அச்சம்: என்ன செய்கிறது அரசு

பேருந்து கட்டணம் இல்லாமல் நடுவழியில் தவித்தவர்கள், மருந்து வாங்க பணமில்லாததால் இறந்த குழந்தை, பாதியில் நின்ற திருமண ஏற்பாடு, சிறு வியாபாரிகளை ஒரே நாளில் கையேந்த வைத்தது என பணமதிப்பு நீக்கம் ஏற்படுத்திய காயங்கள் இன்னமும் மக்கள் மனதிலிருந்து ஆறவில்லை. புழக்கத்தில் இருந்த 86 சதவீத பணத்தை ஒரே கையெழுத்தில் செல்லாது என அறிவித்தார் பிரதமர் மோடி. ஏடிஎம் வாசல்களிலும், வங்கி வாசல்களிலும் மக்கள் பணத்துக்காக நாட்கணக்கில் காத்துக் கிடந்தனர். 2016-ம் ஆண்டு நவம்பர் 8-ம் தேதி என்றதுமே பலருக்கும் இந்த நினைவுகள் வந்து நெஞ்சில் மோதலாம். அந்த பாதிப்பிலிருந்து இன்னமும் மீளாத இந்த பதினைந்து மாதங்களில் மீண்டும் அப்படியான ஒரு நிலை உருவாகி வருகிறது.

கடந்த சில நாட்களாக இந்தியா முழுவதும் பல நகரங்களில் பெரும்பாலான ஏடிஎம் இயந்திரங்கள் பணமில்லாமல் மூடிக் கிடக்கின்றன. அறிவிக்கப்படாத பணத் தட்டுப்பாடு காரணமாக மக்கள் அச்சம் அடைந்துள்ளனர். மீண்டும் ஒருமுறை பால்பவுடர் வாங்க பணமில்லாத நிலைக்கு தள்ளப்பட்டுக் கொண்டிருக்கிறோம் என்கின்றனர். மத்திய அரசும், ரிசர்வ் வங்கியும் மக்களின் பணத்தேவைகளை சரியாகக் கணிக்கவில்லை என்கின்றனர் பொருளாதார நிபுணர்கள். பணமதிப்பு நீக்கத்தால் மக்கள் மின்னணு பரிவர்த்தனைக்கு மாறுவார்கள் என்கிற இலக்கு தோல்வியடைந்த நிலையில், பணத் தட்டுப்பாட்டால் அதை உருவாக்க முனைவதாக ஒருசில தகவல்கள் வெளிவந்துள்ளன.

உண்மையில் இவை மட்டும்தான் காரணமா... என்னதான் நடக்கிறது இந்தியாவின் பணப் புழக்கத்தில்.? என்னதான் செய்கிறது அரசு?

பணத் தேவை அதிகரிப்பு

மக்கள் வங்கிகளில் இருந்து பணம் எடுக்கும் அளவு கடந்த மூன்று மாதங்களில் அதிகரித்துள்ளது. குறிப்பாக ஜனவரி முதல் மார்ச் வரையிலான காலத்தில் ரூ.1.4 லட்சம் கோடி பணம் எடுக்கப்பட்டுள்ளது. 2016-ம் ஆண்டில் இதே காலத்தில் 1.1 லட்சம் கோடி எடுக்கப்பட்டுள்ளது. கடந்த ஆண்டில் பணமதிப்பு நீக்கம் காரணமாக பணம் எடுக்கும் விவரங்களை ஒப்பிட முடியாது. அதுபோல டெபாசிட்களை பொறுத்தவரை மார்ச் மாத நிலவரப்படி 6.7 சதவீதமாக உள்ளது. ஆனால் கடந்த ஆண்டில் இது 15.3 சதவீதமாக இருந்தது. மக்கள் வங்கிகளில் டெபாசிட் செய்யும் விகிதம் குறைந்துள்ளதுடன், பணம் எடுக்கும் போக்கும் அதிகரித்துள்ளது.

பற்றாக்குறை புழக்கம்

வளர்ச்சி அதிகமாக இருப்பதால் மக்களிடம் இருக்கும் பணத்தின் அளவு ரூ.19.4 லட்சம் கோடியாக இருக்கிறது. ஆனால் பணப் புழக்க மதிப்போ ரூ.17.5 கோடியாக இருக்கிறது. இதனால் உருவாகும் பற்றாக்குறை காரணமாகத்தான் பணத் தட்டுப்பாடு உருவாகியுள்ளது என்கிறது எஸ்பிஐ அறிக்கை. ஆனால் இந்த பற்றாக்குறை தொகை ரூ.1.9 லட்சம் கோடிதான். அதிலும் டிஜிட்டல் பரிவர்த்தனை மதிப்பு ரூ.1.2 லட்சம் கோடியாக உள்ளது. இதனால் ரூ.70,000 கோடி அளவுக்கு பணத்தட்டுப்பாடு இருக்கும் என்கிறது எஸ்பிஐ ஆய்வு.

ஏடிஎம் இயந்திர குழப்பம்

பணமதிப்பு நீக்கத்துக்கு பின்னர் வெளியிடப்பட்ட ரூபாய் நோட்டுகளுக்கு ஏற்ப ஏடிஎம் இயந்திங்களில் பணம் அடுக்கும் பெட்டியிலிருந்து, மென்பொருட்கள் வரை மாற்ற வேண்டும். பணமதிப்பு நீக்க காலத்தில் இந்த கட்டமைப்புக்கு வங்கிகள் ரூ.3,800 கோடி வரை செலவு செய்தன. 200 ரூபாய் நோட்டு வெளியிடப்பட்ட பிறகு ஏடிஎம் சேவை வழங்கும் நிறுவனங்கள் இயந்திரங்களின் கட்டமைப்பை மாற்றவில்லை. ஏற்கெனவே ரூ.3,800 கோடி நஷ்டம் என்பதால் மீண்டும் இதற்காக வங்கிகள் செலவிடவில்லை.

அச்சடிப்பு நிறுத்தம்

ரூபாய் நோட்டுகள் அச்சடிப்பது 44 சதவீதம் குறைந்துள்ளதாக சில தகவல்கள் வெளிவந்துள்ளன. நாசிக் ரூபாய் நோட்டு அச்சகத்தில் 500 ரூபாய் நோட்டு அச்சடிப்பதை 2017- ம் ஆண்டு நவம்பரிலிருந்து நிறுத்தியுள்ளனர். ரூ.200, ரூ.100, ரூ.20 நோட்டுகளையும் ஏப்ரல் 1-ம் தேதி முதல் நிறுத்தியுள்ளதாக அந்த தகவல்கள் கூறுகின்றன. 2017-18-ம் ஆண்டுக்கான 500 ரூபாய் அச்சடிப்பு அளவு முடிந்துவிட்டதால் நிறுத்தப்பட்டுள்ளது.

இதர ரூபாய் நோட்டுகள் புதிய வடிவமைப்பில் கொண்டு வரும் திட்டம் உள்ளதால் அச்சடிப்பு நிறுத்தப்பட்டுள்ளதாக அந்த தகவல் குறிப்பிட்டுள்ளது. கடந்த ஆண்டு ஜூலை முதல் 2000 ரூபாய் நோட்டுகளை அளிப்பதை ரிசர்வ் வங்கி நிறுத்திவிட்டது.

ஆர்பிஐ கட்டுப்பாடுகள்

வங்கிகளின் பணத் தேவைக்கும் ஆர்பிஐ அளிப்புக்கும் மிகப் பெரிய வேறுபாடு உள்ளது. ஒரு மாதத்திற்கு வங்கிகளுக்கு 40,000 கோடி முதல் 45,000 கோடி வரை தேவைப்படுகிறது. ஆனால் ஆர்பிஐ 20,000 கோடிதான் அளிக்கிறது. மக்களின் பணத்தட்டுப்பாட்டை பயன்படுத்தி பேடிஎம் போன்ற தனியார் செயலி நிறுவனங்கள் வளர்கின்றன.

தேர்தல் பதுக்கல்

கர்நாடக மாநில தேர்தலுக்கு பயன்படுத்துவதற்காக அதிக அளவு 2,000 ரூபாயை அரசியல் கட்சியினர் பதுக்கியுள்ளனர் என்கிற கருத்தும் நிலவுகிறது. ஆனால் எப்போதுமே இந்தியாவின் ஏதாவது ஒரு மாநில தேர்தல் நடந்து கொண்டுதான் இருக்கிறது. பல மாநில தேர்தல்கள் ஒரே நேரத்தில் நடந்தபோதும் இந்தியா முழுவதும் பணத் தட்டுப்பாடு உருவானதில்லை.

2000 ரூபாய் நோட்டு

நாட்டின் உயர் மதிப்பிலான பணம்தான் பதுக்கலுக்கு பயன்படுகிறது என 1000 ரூபாய் நோட்டை தடை செய்தது அரசு. ஆனால் அதற்கு பதிலாக உயர்மதிப்பாக 2000 ரூபாய் நோட்டை கொண்டுவந்தது. “இந்த பணம் அதிக மதிப்பு கொண்டதால் மக்கள் கையில் சாதாரணமாக அதிகம் புழங்கவில்லை. அதனால் தினசரி பரிமாற்றத்துக்கு பயன்பட்ட நோட்டாகவும் இல்லை. ஆனால் அதிலும் தட்டுப்பாடு நிலவுகிறது” என்கிறார் எம்பேஸ் பேமண்ட் சிஸ்டத்தின் ரவி ராஜகோபாலன். மொத்த பணமதிப்பில் 52.2 சதவீதம் 2,000 ரூபாய் நோட்டுகள் வெளியிடப்பட்டன. ஆனால் பணப் பதுக்கல்காரர்களுக்கு முன்பைவிடவும் புதிய உயர்பணமதிப்பு நோட்டுகள் வசதியாக உருவானது.

இந்த நிலையில்தான் நிதியமைச்சர் அருண்ஜேட்லி வழக்கம்போல இந்த குழப்பத்தை வீணான வதந்தி என மறுதலித்துள்ளதுடன், பணத் தேவை அதிகரித்துள்ளதால் தட்டுப்பாடு அதிகரித்துள்ளது என்கிறார். பணத் தேவைகள் அதிகரித்துவரும் நிலையில் புதிய வடிவமைப்புக்காக ரூபாய் நோட்டுகள் அச்சடிப்பது ஏன் நிறுத்தப்பட வேண்டும்? மக்களின் பணத் தேவைகளை ஏன் முன்கூட்டியே கணிக்கவில்லை என கேள்வி எழுகிறது. ரிசர்வ் வங்கியும், அரசும் வங்கிகளை தவறாக வழி நடத்துகின்றன என முன்னாள் அமைச்சர் யஷ்வந்த் சின்ஹா கூறும் குற்றசாட்டுகளை புறம் தள்ள முடியாது.

பணமதிப்பு நீக்கம் குறித்து சமீபத்தில் கருத்து தெரிவித்த ஆர்பிஐ முன்னாள் கவர்னர் ரகுராம் ராஜன், “பணமதிப்பு நீக்கம் திட்டமிடாமல் செயல்படுத்திய ஒன்று. அதனால் கிடைத்த பயன்கள் மிகவும் குறைவு. வரலாறுக்கு வேண்டுமானால் பயன்படும்” என்று கடுமையாக சாடியுள்ளார்.

பணமதிப்பு நீக்கத்தால் மின்னணு வர்த்தகம் அதிகரிக்கும் என்றனர். பணத் தேவை அதிகரித்துள்ளது. பணத்தட்டுப்பாடும் நிலவுகிறது. 1,000 ரூபாய் கறுப்பு பணம் ஒழியும் என்றனர். இப்போதோ 2,000 ரூபாயாக பதுக்கப்படுகிறது. பணமதிப்பு நீக்கம் போல, இந்த முறையும் தலையைச் சொறிய கொள்ளிக் கட்டையை எடுத்தால் நிர்வாக திறமையற்ற அரசு என நொந்து கொள்வதைத் தவிர வழியில்லை.
