உலகை இயக்கும் மாபெரும் சக்தி எது என்று என்னைக் கேட்டால் அன்புதான் என்பேன்.

உள் மன அமைதி முதல் உலக அமைதி வரை அனைத்தும் அன்பினால் மட்டுமே சாத்தியம்.

அன்பு குறையும்போது மனதில் வன்மம் வளர்கிறது. அன்பு வற்றிய மனம் தான் பிறர் துயரைப் பார்க்க மறுக்கிறது. அன்பு போதாமைதான் குற்றங்கள் செய்யத் தூண்டுகிறது.

நம் எல்லோரிடத்திலும் அன்பு இருக்கிறது. ஆனால் அது மிகக் குறுகிய வட்டத்தில் பலகீனமாக இயங்குகிறது. அதுவும் நிபந்தனைகளுடன் அளிக்கப்படுகிறது. நம் அன்பு ஏற்றுக்கொள்ளப்படாவிட்டால் அது வெறுப்பாக மாறுகிறது. நமக்கு வரும் அன்பு பகிரப்பட்டால் நாம் கொடுக்கும் அன்பு குறைகிறது. ஒரு பக்கம் உள்ள அன்பு இன்னொரு பக்கம் செல்கிறது.

சக்தியின் அடையாளம்

அன்பை நிரூபிக்க மனம் பல விளையாட்டுக்கள் புரிகிறது. அன்பைப் பெறவும் பல வித்தைகள் புரிகிறது. பாதகங்கள் செய்யும்போதெல்லாம் அன்பினால் என்று வசனம் பேச வைக்கிறது. எந்த அன்பு நிஜம் என்று தெரியாமல் பல நேரங்களில் குழம்புகிறது மனம்.

தன்னலம் கருதாமல் பிரதிபலன் எண்ணாமல் பிறர் மீது செலுத்தும் உணர்வுதான் அன்பு. அது பெறுபவரின் தகுதி அல்ல. கொடுப்பவரின் தகுதி. அது கொடுக்கல் வாங்கல் வியாபாரம் அல்ல. அள்ளித் தரும் அளவற்ற சக்தியின் அடையாளம்.

பிள்ளை மீது தாய் உயிரையே வைக்கிறாள். காதலியைக் காதலன் உயிரே என்று அழைக்கிறான். நட்பு தான் உயிரைவிடப் பெரிது என்கிறான். கொள்கைக்கு உயிரைக் கொடுப்பேன் என்று பறைசாற்றுகிறான் தொண்டன். அடிப்படையில் அனைத்தும் அன்பு தானே?

ஆள் பார்த்துதான்

இவ்வளவு சக்தி மிகுந்த அன்பு ஏன் தடைபட்டுப் போகிறது?

இரண்டாம் பிள்ளை வந்தவுடன் முதல் பிள்ளை தனிமையை உணர்கிறது. மகன் மணந்தவுடன் தாய் தனிமைப்படுகிறாள். ஒருதலைக் காதல் என்றால் காதலனோ காதலியோ தனிமையைத் தழுவுகிறார்கள். அன்பைப் பெறும் போராட்டத்தில்தான் வலிகள் ஏற்படுகின்றன.

ஆனால், அன்பைக் கொடுப்பவர்களுக்கு என்றுமே தோல்வியில்லை. நம் அன்பு எத்தனை பரந்து விரிந்துள்ளது என்பதில்தான் நம் மன வளம் அடங்கியுள்ளது.

நம் குழந்தை மீது கொண்டுள்ள அதே அன்பை பிற குழந்தைகள் மீது நம்மால் கொள்ள முடிந்தால் அது தான் அளவற்ற அன்பு. இது யதார்த்தத்தில் நடக்குமா? சாலையில் யாரோ ஒரு பெண் அடிபட்டுக் கிடக்கிறாள் என்றால் அதை ஒரு செய்தியாக மட்டும் உள்வாங்குகிறது மனம். ஆனால், அது தன் பெண் என்று தெரிந்தவுடன் பதைபதைக்கிறது. ஏன் என்றால் ஆள் பார்த்துதான் அன்பு வருகிறது!

ஆனால், சாலையில் அடிபட்டிருக்கும் பெண்ணைத் தன் பெண்ணாக நினைக்க முடிந்தால், அங்கு நிபந்தனையில்லா அளவற்ற அன்பு சுரக்கிறது என்று பொருள். நம் பிள்ளை சாப்பிடாமல் படுத்தால் மனம் பதைபதைக்கிறது. ஆனால், நம் தெருவிலேயே எத்தனை பிள்ளைகள் பசியோடு உறங்குகிறார்கள் என்று நினைத்துப் பார்க்கிறதா மனம்? இப்படிப் பிறர் மீது நிஜமான அன்பும் அக்கறையும் கொண்டால் நம்மால் குற்றங்கள் செய்ய இயலாது.

அன்பைத் தின்னும் சுயநலம்

மக்கள் மீது அன்பு கொண்ட அரசியல் தலைவர்கள் மக்கள் பணத்தில் ஊழல் செய்ய மாட்டார்கள். மக்கள் வரிப்பணத்தில் மக்கள் விரோதத் திட்டங்களைச் செயல்படுத்த மாட்டார்கள். ரசிகர்கள் மீது நிஜமான அன்பிருந்தால் சினிமாக்காரர்கள் தாங்களே தங்கள் குடும்பத்துடன் உட்கார்ந்து பார்க்க முடியாத வன்முறையான ஆபாசமான சினிமாக்கள் எடுக்க மாட்டார்கள். துன்பம் இழைக்கப்பட்டவர் மீது உண்மையான அன்பிருக்கும் ஊடகக்காரர்கள் துன்புறுத்தும் கேள்விகள் கேட்டு, அவற்றை எழுதி, படமாகக் காட்டி பாதிக்கப்பட்டவர்களைக் காயப்படுத்த மாட்டார்கள். வாடிக்கையாளர்கள் மீது நிஜமான அன்பிருந்தால் வியாபாரிகள் மோசமான பொருட்களை அநியாயமான விலைக்கு விற்க மாட்டார்கள். பிற மனிதர்கள் மீது அன்பிருந்தால் நம்மைச் சுற்றியுள்ளவர்கள் வறுமையில் தவிக்கையில் நம்மால் குற்ற உணர்வில்லாமல் மிதமிஞ்சிய சுகபோகங்களை அனுபவிக்க இயலாது.

பிறர் உணர்வுகளைக் கண்டு கொள்ளாமல் செல்வதற்குப் பழகுகையில் அன்பு வற்றத் தொடங்குகிறது. அது அதிக பட்சம் ஓரிருவர்மீதுகூடச் செலுத்த முடியாவண்ணம் பற்றாக்குறை ஆகிறது. சுயநலம் அன்பைத் தின்ன ஆரம்பிக்கிறது. இதுதான் நம்மைச் சமூகத்துக்கு எதிரான மனிதர்களாக மாற்றுகிறது.

‘யாருக்கு என்ன நடந்தாலும் நம் வேலை நடந்தால் சரி’ என்பது பொது விதியாகிறது, பிழைக்கச் சொல்லித்தரும் கல்வி, அன்பைப் போதிக்கத் தவறுகிறது. பிறரை மிதித்துப் பெறும் வெற்றியைவிடப் பிறரை நேசித்துப் பெறும் தோல்வி மகத்தானது என்று அடுத்த தலைமுறைக்காவது சொல்லித் தர வேண்டும்.

அன்பை அள்ளித் தரும் மனம் விரிவடையும். உறுதி பெறும். பொலிவு பெறும்.

அன்பு காட்டுபவர்கள் முகத்தில் உள்ள பரவசக் களிப்பை பாருங்கள். அது ஆயிரம் பாடங்கள் சொல்லும். செடிக்கு நீர் ஊற்றும்போதோ, நாய்க்குச் சோறிடும் போதோ, பிள்ளைக்குப் பாலூட்டும்போதோ, ஆர்வத்துடன் பாடம் சொல்லிக் கொடுக்கும் போதோ, ரசிகர்களுக்காகப் பாடகர் குழைந்து பாடும்போதோ, அன்புடன் கொடுக்கும் எல்லாத் தருணங்களிலும் மனிதர்கள் அழகாய்த் தெரிவார்கள்!

பெரிய அறிவும் சிறிய அன்பும் கொண்ட மனிதர்கள் வாழும் சமூகம் ஆபத்தானது. அன்பு கலக்காத அறிவு, நாசத்தை மட்டுமே நடத்திக் காட்டும்.

எல்லா உயிரும் ஓருயிரே என்று உணர்ந்து அன்பு செலுத்துவதுதான் பேரன்பு. அது தான் பேரறிவு. அழியாத அன்பைத் தர ஆயிரம் வழிகள் உள்ளன!

பேரன்பைப் பொழிவதே பேரானந்தம் என்று உணர்கையில் நம் மனம் சுகம் பெறும். வாழ்க்கை வளம் பெறும்!

Pension for information commissioners

Those who retired from government service not eligible

Bringing cheer to the Information Commissioners of the Tamil Nadu Information Commission, the State government has decided to sanction pension to the State Chief Information Commissioner (SCIC) and the State Information Commissioners (SICs), if they had not retired from government service while occupying these posts. Their pension would be on par with those who served in the Central Information Commission.

Earlier, the Right to Information Act, 2005, had provision only for salaries and allowances and there was no mention about eligibility for pension. The Act fixes the monthly pay for the SCIC and the SICs at Rs. 90,000 and Rs. 80,000, respectively.

According to a notification, the State government has decided to sanction pension only to persons who are not retired government officials and who held the posts of the State Chief Information Commissioner and the State Information Commissioners for a minimum period of three completed years, at the rate of Rs. 16,020 per annum.

HC orders panel to fix medical course fees

Panel to submit report in four months

The Madras High Court on Thursday directed the University Grants Commission (UGC) as well as Human Resource Development (HRD) Ministry to constitute a committee, as ordered by the court on June 16 last year, for fixing the fee structure that could be charged by deemed to be universities in Puducherry for admission in medical courses.

First Division Bench of Chief Justice Indira Banerjee and Justice Abdul Quddhose issued the direction on a public interest litigation petition filed by advocate V.B.R. Menon accusing the deemed universities of charging Rs. 40 lakh to Rs. 50 lakh a student from even those who had been selected through common counselling in the State quota and liable to pay Rs. 5.5 lakh.

After finding that the committee was yet to be constituted despite directions issued 10 months ago, the judges ordered that the committee should be constituted within three weeks and its recommendations submitted within four months, from the date of constitution, after giving an opportunity of hearing to all stakeholders including the deemed universities.

Although the petitioner sought a similar direction with respect to the self-financing colleges, the judges asked him to file a separate writ petition on that issue. In so far as one more PIL filed by the advocate to discharge 35 students who, according to him, had been admitted illegally, the judges refrained from passing any orders. The Division Bench pointed out that the issue of them having been admitted illegally or not could be decided only in the writ petitions filed by them.

Buildings under DTCP need completion proof

According to a recent government order (GO), the DTCP will issue construction continuance certificate (CCC) and completion certificates (CC).

Also, the GO has directed DTCP officials to conduct site inspection after the building reaches plinth level.

Chennai: The owners of new buildings in the state would have to make an extra trip to local planning authorities as the housing department had mandated completion certificates to buildings built in Directorate of Town and Country Planning (DTCP) jurisdiction.

Except for the Chennai Metropolitan Area that falls under Chennai Metropolitan Development Authority (CMDA), the whole state is falling under the purview of DTCP. CMDA has been issuing completion certificates to special buildings to check violations for over many years.

According to a recent government order (GO), the DTCP will issue construction continuance certificate (CCC) and completion certificates (CC).

“DTCP had submitted a proposal for introduction of CC in areas covered by DTCP. The government, after careful examination, have decided to accept the proposal and to introduce the provision for issuing CC to all buildings except industrial buildings and residential buildings up to 3 dwelling unit,” the government order read.

Also, the GO has directed DTCP officials to conduct site inspection after the building reaches plinth level. The application for construction continuance certificate should be disposed of within 15 days from the date of receipt of application.

“After the completion of construction works, the competent authority should conduct a site inspection to check whether the construction is made in accordance with the approved planning permission,” the GO says.

To curtail illegal occupation, the government order also directed the utility agencies to disconnect temporary connection after the completion of construction works and provide a regular utility connection only after the receipt of completion certificates, thereafter.

The move has come in tandem with the Greater Chennai Corporation’s implementation of issuing the completion certificates, on the basis of CMDA direction. The civic body had started to issue CC to building with stilt plus 2 floors and ground plus first floor, which enjoyed immunity hitherto.

Format to follow

The housing department also fixed Rs 4.5 per sq.ft of buildup area to avail of the certificate. “The guidelines for issuing CC will be in line with the norms followed in CMDA and format for obtaining the certificates will be on the basis of National Building Code,” according to the government order.

Two-stage completion certificate mandatory for buildings across Tamil Nadu

CHENNAI: A two-stage completion certificates is now mandatory for all categories of building across Tamil Nadu, except industrial buildings and those residential buildings that have three dwelling units, under the jurisdiction of the Directorate of Town and Country Planning (DTCP). According to a Government Order, the buildings under the DTCP limits will have to be inspected by an empanelled architect, engineer or licensed surveyor at the plinth level stage and after the completion of entire building.

Without a valid completion certificate at any stage, neither the applicant nor the buyer or a worker or any other person shall occupy the building, the GO stated.

As per new norms, the developers or builders in DTCP limits will have to submit along with the application, a plan showing the site boundary, dimension of building and setback all around and the plan must be authenticated by applicant, architect or structural engineer or licensed surveyor.After that, a competent authority, on his own or through empanelled professionals, will conduct an inspection to verify whether the building size and setback conform to construction made up to plinth level as per the approved plan.

Then a photograph of the building will be taken with date stamp and upon the confirmation of empanelled professionals, the construction continuance certificate for continuing the construction will be given within 15 days from the date of receipt of application.Similarly, once the building is completed, a competent authority or an empanelled professional will conduct an inspection and confirm that the drawing reflects on construction on site. Subsequently, compliance certificates from various authorities who have issued no objection certificate will be scrutinised.

A separate scrutiny fee for completion certificate at Rs 3 per square foot of built-up area will be collected from the applicant at the time of planning permission towards the cost of issue of completion certificate. 

In cases where a empanelled professional is engaged for inspection, Rs 1 per square foot of plinth area shall be paid to licensed surveyor or structural engineer or architect on submission of inspection report at plinth level stage and Rs 1.50 per square foot of built-up area to any of the three on submission of inspection report for completion of structural work.

The guidelines for issuing completion certificate will be in line with the norms or guidelines followed by the Chennai Metropolitan Development Authority and format for obtaining certificate will be on the basis of the National Building Code, 2016.The government has now asked the DTCP to empanel professionals like registered architects, structural engineers and licensed surveyors at district level for outsourcing the inspection and scrutiny.

And if adequate number of professionals are not available in any particular district, professionals from adjoining district will have to be assigned the task of inspection and certification. The completion certificate norms will be made applicable from the date of issue of this order (April 16, 2018) and will be applicable for all planning permissions issued from the date of the order.

Tamil Nadu dental college agrees to refund Rs 48 lakh fees to Iranian students

CHENNAI: The management of Asan Memorial Dental College and Hospital in Kancheepuram district has agreed to refund Rs 48 lakh to the Iranian students who were admitted without writing the National Eligibility-cum-Entrance Test (NEET) and sent out later.According to advocate R C Paul Kanakaraj, the college had admitted about 15 such Iranian students in the first year BDS course. The students, however, had not appeared for the NEET. Following a communication from the Dr MGR Medical University, which pulled up the college management over the issue, the college removed them subsequently. But the fees collected from the students were not returned.

One such affected student Naseer Hamidavi Zegheiri moved the Madras High Court and the college management refunded Rs 5.50 lakh to him in the presence of Justice P N Prakash, a couple of days ago and the remaining 14 students approached the Court. In this connection, they met Consul General of Islamic Republic of Iran Mohammed Haghbin Ghoni in Hyderabad and he appeared before the judge on Thursday. Senior counsel of the college told the judge that the institution would refund the fees paid by 13 other students. One Daniel Vazirzadh had not paid the fees, he added.

Assistant Solicitor General Karthikeyan submitted that the Union government would extend help to the Iranian students to get back their money. The college counsel gave an undertaking to the judge that except Vazirzadh, who was alleged to have not paid any amount, the fees paid by all other students would be refunded before June 11, when the matter would be taken up again.

Unscheduled powercuts 'overload' residents in Chennai

CHENNAI: Even with TANGEDCO claiming that the summer would be power-cut free with no need for scheduled load-shedding, unscheduled power cuts continue to pile on the misery in different parts of the city.“There are power cuts in the evening between 6 pm and 9 pm and also during the night on some days that lasts for around half an hour,” said Banumathi Selvaraj of Mandaveli.

The Southern suburbs including Tambaram, Selaiyur, parts of North Chennai and areas such as Velachery, Mandaveli and Porur experience frequent unscheduled power cuts. With around 17,500 MW capacity and power demand just hovering around 15,349 MW and with the winds in July expected to bring in yet another 4,000 MW, Tamil Nadu is well placed as a surplus State, according to B Sivakumar, retired Director (Finance), TANGEDCO.

“However, during the summer the increase in load, especially during the ‘high peak’ time (6 pm to 9 pm) leads to transformer overload at the local level,” he claimed. A TANGEDCO official said, “Except for maintenance purposes, there are no scheduled power cuts anywhere in the city. The 30 to 40 minute time taken for restoration is only for rectification of defects that may arise due to overload.”

Meanwhile, on Thursday, Energy department secretary Vikram Kapur inspected various substations including the 230-KV substation in Taramani, the 110-KV substation in Velachery and the 400-KV substation in Ottiyambakkam. “The complaints received from people can be addressed without delay and smooth distribution can be achieved if all the officials work efficiently,” a statement from TANGEDCO quoting Kapur said.
