MAMC RDA Writes To MCI BOG On Final MD, MS Examinations, Immediate 6 Month Deployment At Hospitals

New Delhi: Concerned with the postponement of PG medical exams and recent Delhi government order on immediate deployment of all final year MD, MS doctors in various hospitals for 6 months, the Resident Doctors Association (RDA) at Maulana Azad Medical College (MAMC) has moved the Medical Council of India (MCI). 

In a letter to the Board of Governors in supersession of MCI (MCI BoG), the MAMC RDA has highlighted its dilemma caused by the sudden deferment of MD, MS final examinations as well as on the recently issued order released by the office of the Deputy CM of Delhi mandating a 6-month deployment extension of the exam going batch without any clarification on their exams and conferring the degree. 

The said order stating, "Immediate deployment of all final year MD/MS/DNB graduate Doctors in various PG Medical Institutions of Delhi to be engaged for a period of six months in Delhi Government COVID Hospitals," was released by the Delhi government considering the surge in the number of positive cases of COVID-19 in the last few days in Delhi resulting in significant additional demand for ICU Hospital beds, consumables and infrastructure. 

Whereas on the part of the exams, Medical Dialogues had earlier reported that Delhi PG medical examinations had taken a u-turn with a last-minute cancellation just with 12 hours left before its commencement. Enraged and confused at this sudden move, the postgraduate medical students have approached the vice-chancellor of Delhi University and the Controller of Examination of Guru Gobind Singh Indraprastha University with their demands. 

The post-graduation examination which was supposed to take place on June 16 got cancelled and only 12 hours before the commencement of the examination the students were informed that the exam has been postponed without any proper time table. MAMC students mentioned in their letter that with no fixed date for the final examination. The medicos alleged that they are in a state of confusion which shows the lack of coordination at the Faculty of Medical Sciences and their mismanagement of the situation. 

They also added "when the preparation is complete, admit card has been distributed", the uncertainty of exams only increased their perils. MAMC demanded that "the final exam should occur as early as possible within a maximum of one week of postponement and assurance from your office for no further change in date". 

MAMC, RML, LHMC PG Medicos Cry Foul Now, moving the MCI, medicos have urged its intervention in the matters as at a time like this when the doctors are providing services by working day and night to handle the COVID-19 crisis, these moves have only increased their stress. RDA MAMC stands in full solidarity with the hospital's efforts to combat the COVID pandemic and is fully committed to serving the nation by treating the COVID patients. However, the exam going batch of residents are having a harrowing time due to recent policies and decisions of the Faculty of medical sciences and the Delhi government, the medicos stated. Pointing out their dilemma, the RDA stated in its letter that forced to take the crucial MD/MS examination at a short notice in times of a pandemic, they were mentally prepared for the exams starting 16th June. 

These exams were deferred on the eve of the exams citing administrative masons, throwing their future prospects into ambiguity. Moreover, a recent order from the office of the Hon'ble Deputy CM of Delhi mandates a 6-month extension of the exam going batch without any clarification on their exams and conferring the degree. This order has profoundly increased the stress on these doctors who are looking at an 8 month lag in their careers, an awful consequence which they do not deserve, the medicos highlighted their concern. 

Moreover, it shall affect future prospects of the large number of doctors who wish to join super speciality courses via NEET-SS this year, the letter added. The association said that the prevailing conditions of ambiguity regarding exams and degree are subjecting them to extreme levels of mental stress and this 6-month deployment will severely affect their future prospects. Therefore they requested the MCI to meet the following requests so these COVID warriors won't have to go through this stress and enable them to serve the country with a healthy state of mind. 

1. Expedite the exams and conduct single theory/single practical exam or consider passing the candidates on internal assessment in view of the unprecedented situation. 

2. Deployment to be done as Senior residents after the publication of results.

As per the directions of the Ministry of Health and Family Welfare, the admit card for the JIPMER exam is to be considered as equivalent to a curfew pass for movement on Sunday.

PUDUCHERRY: Amidst the COVID-19 pandemic, a total of 16,357 candidates are registered to appear for the entrance examination for Post Graduate courses at JIPMER on Sunday.

This entrance examination for MD, MS, MDS, PDF and PDCC courses will be conducted across India in 105 cities and 133 examination centres including five in Puducherry, according to a JIPMER release on Saturday.

A total of 125 seats for MD and MS courses, two for MDS courses, 10 for PDF courses and 14 for PDCC courses are to be filled. The examination for MD/MS/MDS courses will be conducted from 9.30 AM to 12.30 PM and for PDF/ PDCC courses from 09.30 AM to 11.00 AM. Several steps have been undertaken to make the examination safe keeping in view the prevailing COVID-19 pandemic situation.

The Union Ministry of Health and Family Welfare (MOHFW) has requested the Chief Secretaries of all states and UTs to facilitate and provide support for smooth conduct of the JIPMER entrance examination. As per the directions of MOHFW, the admit card for the JIPMER examination is to be considered as equivalent to a curfew pass for movement on Sunday.

The examination in Puducherry will be conducted at Sri Manakula Vinayagar Engineering College, Madagadipet, Manakula Vinayagar Institute of Technology, Kalitheerthal Kuppam, Christ College of Engineering and Technology, Picheveeranpet, Shri Krishnaa College of Engineering and Technology, Thirukanur and Alpha College of Engineering and Technology, Bahoor.

State Secretariat and other State-level government offices, will function with only half of their manpower, with employees attending their duties on alternate days. The State government issued fresh guidelines to contain the spread of Covid-19 in the government offices, after sporadic cases of the epidemic were reported in the State Secretariat and other government offices.

Accordingly, only 50 per cent of the office subordinates, data entry operators and other Class-IV employees will attend duty every alternate week. Similarly, only 50 per cent of clerical staff and circulating officers will come to their respective offices on alternate day basis. However, the officers having separate chambers allotted to them will continue to attend duty on a regular basis. All the employees who are not on duty on a particular day must remain in the headquarters and should be available to return to the office on short notice.

Officers or staff with vulnerabilities like pregnancy or comorbidities have been advised to stay at home duly taking appropriate leave including casual leave, earned leave, half-pay leave based on medical certification. They should remain available in the headquarters and attend to any urgent duties in case of emergency.

Further, no visitors will be permitted into the government offices without the authorisation of the official concerned and also on prior appointment. Regular disinfection of the office premises and vehicles, will be taken up. All infection prevention protocols including regular hand washing, sanitisation, wearing masks and other guidelines should be strictly followed. Not more than three persons in addition to the lift operator should be allowed in the lift.

While all the officers have been advised to refrain from using air conditioners and ensure adequate ventilation in their respective rooms, the drivers have been instructed not to gather in the parking and instead, sit in the respective Peshis.

If one had filed an appeal against conviction for an offence in Allahabad High Court before 1990, there are chances that it could still be in a labyrinthine queue of cases awaiting a decision.

The Supreme Court last week came across statistics on chronic pendency of appeals in ten high courts across India and found that Allahabad HC has the dubious distinction of accounting for 14,207, or 98%, of a total of 14,484 appeals that are pending adjudication for more than 30 years.

A bench of Justices L N Rao and S Ravindra Bhat found that over 33,000 appeals were pending in these 10 HCs for a period between 20 to 30 years, and again Allahabad HC had the lion's share accounting for nearly 20,000 of them.

The appeals waiting their turn to be heard for the last 10 to 20 years numbered at 2,35,914, of which 88,732 were in Allahabad HC. TNN

In a first, Panjab University (PU) has proposed to give students pursuing the bachelor of engineering course from University Institute of Engineering and Technology (UIET) a chance for improvement. The proposal will be tabled in the syndicate for final approval on June 25. The move came in the wake of students giving a representation to the faculty of engineering and technology, after which a committee was constituted by the dean university instructions (DUI).

A committee report will be tabled by the DUI in the meeting. According to the committee, improvement of BE courses will be allowed only after completion of degree for students whose CGPA is less than 6. A candidate will be allowed to take two chances to appear as a private candidate for improvement within eight years. This period will be from admission of the candidate in BE first year.

The candidate will have to choose subjects for his examination as per current schemes and syllabus prevailing at the time of filling of his examination form. Internal assessment will not be allowed.

Improvement examinations of BE will be conducted with regular theory exams. The norms will be applicable prospectively from the date of its implementation as ordered by the PU Syndicate and the senate

PU seeks data for exam centres

Panjab University has sought data from all affiliated colleges of Punjab about hostellers to allot their examination centres near their residences. The controller of examination has asked college principals to provide the data by June 29. 

Panjab University is planning to conduct semester examinations in July. Due to Covid-19 pandemic, it is proposed to allot the examination centres to a nearby place of residence of the candidate.

And next, starts their scheming for fairy tale dreamland. But, real life is different from reel life. When a happy ending is not in the script, the same very intimacy and affection then turns into hostility. It happens when either one partner tries to call it off or any set of parents disapprovingly press the button too hard... ,” observed Justice Arun Monga of the HC.

Many couples, still wearing their wedding attire, seek protection orders for the fear of being hounded by their families or ‘honour’ killings.

Many couples, still wearing their wedding attire, seek protection orders for the fear of being hounded by their families or ‘honour’ killings. “It is time that the youth learn their lesson from the harsh reality of life,” held the judge.

The high court made these observations while hearing a bail plea filed by Abhishek, a young boy from Haryana’s Yamunanagar district who was arrested for kidnapping on complaint by family of the girl who he had allegedly married after eloping.

The petitioner, 19 or 20 years old, had approached the HC seeking regular bail in an FIR registered on February 1, 2020 for kidnapping and related charges and under the Protection of Children from Sexual Offences (POCSO) Act in Yamunanagar.

His counsel contended that it was a case of teenage love not meeting approval of the parents of a 17-year-old girl. An FIR was registered against him at the instance of the girl’s parents and the petitioner was arrested and is confined in jail since February 16.

The counsel submitted that the complainant’s daughter was/is in love with the petitioner and this is borne out from her statement made before judicial magistrate, candidly confessing there was no pressure of any kind on her and she had got willingly married to the petitioner. The counsel pointed out that in her statement, the girl willingly declined to undergo medico-legal examination stating that nothing wrong was ever committed to her and whatever happened was with her consent.

After hearing the case, the HC observed that as per material placed on record, prima facie, it is a case of consensual love.

“But without commenting on the merits of the case, considering the fact that investigation is over and challan has been filed and trial is not likely to start or conclude anytime soon in view of current pandemic scenario, this court is of the opinion that no useful purpose would be served by keeping the petitioner in custody any further,” observed the HC while granting bail to the boy.

HC seeks govt reply over promotion of college students

High court has sought reply from state government within 14 days in a petition seeking general promotion for students studying in higher educational institutes across the state.

A division bench of Justice SC Sharma and Justice Virendra Singh sought reply while issuing notices to respondents in the petition of a final year law student of DAVV, Yash Sharma. Sharma through his counsel Paritosh Srivastava told the court that some students are in their home towns, travelling in Covid tomes will make situation worse. TNN
