காலை முதல் இரவு வரை ஏதோ ஒரு வகையில் நாம் தொகுப்புகளின் உலகில் (பேக்கேஜ்) வாழ்ந்துகொண்டிருக்கிறோம். தொழில்நுட்ப வளர்ச்சி, நேரமின்மை மற்றும் வசதியைப் பழகிக் கொண்ட மனித இயல்பு ஆகியவை, நம் அன்றாட வாழ்வில் ஒவ்வோர் அங்கத்தையும் ஒரு தொகுப்பாக மாற்றிவிட்டன. பிறப்பு முதல் இறப்பு வரை நம் வாழ்வில் நடக்கும் அனைத்து நிகழ்வுகளையும் எடுத்துச் செய்ய முகமைகள் உள்ளன.

'வீட்டைக் கட்டிப் பார்; கல்யாணத்தை செய்து பார்' என்று சொல்வார்கள். இவை இரண்டும் கடினமானவை என்று கருதப்பட்ட காலம் உண்டு. இன்றோ பணம் இருந்தால்போதும், ஒரு சிறு துரும்பைக்கூட கிள்ளிப் போடாமல் ஒரு திருமணத்தை ஆடம்பரமாக நடத்திவிட முடியும். இரண்டு நாள்கள் முன்னரே வந்து தங்கி திருமண வேலைகளை இழுத்துப் போட்டுக்கொண்டு செய்ய ஒருவராலும் இயலாது.

திருமண வரவேற்பு அல்லது முகூர்த்தம் - இந்த இரண்டில், ஏதாவது ஒரு நிகழ்ச்சிக்குப் போனால் போதும். அதுதான் மரியாதை. மிக நெருங்கிய சுற்றம் மட்டுமே இரண்டு தினங்களிலும் இருக்கும். ஒருவரும் முன்வந்து எந்த வேலையும் செய்வதில்லை. ஆகவே, நிகழ்ச்சி மேலாண்மை நிறுவனங்களிடம் ஒப்படைப்பது எளிதாக உள்ளது. அவர்கள் மிகவும் நேர்த்தியாக நடத்திக் கொடுக்கிறார்கள். திருமண வீட்டாரும் விருந்தினர்போல கவலையின்றி பதற்றம் இன்றி மகிழ்ச்சியாக இருக்கிறார்கள்.

குழந்தை பிறப்புக்கு இப்போது மருத்துவமனைகளில் 'பேக்கேஜ்' உண்டு. மருத்துவமனையின் தரம், தங்கும் அறை, பிரசவ முறை ஆகியவற்றைப் பொருத்து கட்டணம் நிர்ணயிக்கப்படும். மருத்துவர்கள் கட்டணம், அறுவைச் சிகிச்சை அரங்கு கட்டணம், அறைக் கட்டணம், நர்சிங் கட்டணம், மருந்துச் செலவு, குழந்தை மருத்துவர் கட்டணம், தடுப்பூசி என அனைத்தும் இதில் அடக்கம். இது நம் பதற்றத்தைக் குறைக்கிறது. பேரக் குழந்தையுடன் வீடு திரும்பலாம். வளைகாப்பு, சீமந்தம், காதணி விழா, மஞ்சள் நீராட்டு விழா, பிறந்த நாள் விழா, அறுபதாம் கல்யாணம் போன்ற அனைத்தையும் நிகழ்ச்சி மேலாண்மை நிறுவனங்கள் சிறப்பாக நடத்திக் கொடுக்கின்றன.

'சுற்றுலா பேக்கேஜ்' இன்று சக்கைப் போடு போடுகிறது. போக்குவரத்து, தங்குமிடம், உணவு, வாகன வசதி என அனைத்தையும் அவர்கள் பார்த்துக் கொள்வதால் பயணம் இனிதாக இருக்கிறது. கல்லூரி கலை நிகழ்ச்சிகள், கருத்தரங்குகள், புத்தகத் திருவிழாக்கள், இசை நிகழ்ச்சிகள், பட்டிமன்றங்கள் ஆகிய அனைத்தும் தற்போது தொகுப்பாக கொடுக்கப்பட்டு விடுகின்றன. அந்த நிறுவனமே சிறப்பு விருந்தினரை ஏற்பாடு செய்கிறது. நிகழ்ச்சிகளை வடிவமைக்கிறது. விருந்தினர்களை அழைத்து வருதல், அவர்களுக்குச் சிறப்பு செய்தல், மேடை அலங்காரம், இருக்கை வசதிகள், ஒலி, ஒளி அமைப்புகள், நினைவுப் பரிசுகள், உணவு வரை அவர்கள் பொறுப்பு. மாணவர்களோ, ஆசிரியர்களோ, நிர்வாகமோ அலட்டிக் கொள்வதில்லை.

குடும்ப நிகழ்வுகளை நாமே நடத்தலாம் என சிலர் நினைக்கக் கூடும். இதை ஏன் வியாபாரமாக்க வேண்டும்? ஆனால், அதற்கு வாய்ப்பு குறைவு. எவரிடமும் உரிமை எடுத்துக் கொண்டு எந்த வேலையையும் செய்யச் சொல்ல தயக்கமாக இருக்கிறது. கேட்க நா எழவில்லை. காரணம், நாம் அவர்கள் வீட்டு நிகழ்வுகளில் தாமரை இலை தண்ணீர்போல இருந்திருப்போம். இந்த அவசர உலகில் அவரவர் ஓட்டம் அவரவருக்கு முக்கியம். நல்லது} கெட்டதுக்கு ஐந்து நிமிஷம் தலை காட்டினால் போதும் என்ற மனநிலைக்கு வந்துவிட்டோம் . நிகழ்ச்சி மேலாண்மை நிறுவனங்களிடம் ஒப்படைப்பது இன்று வழக்காகி உள்ளது.

இந்த நடைமுறைக்கு தற்போது மனிதனின் இறுதிப் பயணம்கூட தப்பவில்லை. தோழி ஒருவரிடம் பேசிக்கொண்டிருந்தபோது, அவர் மாறி வரும் நவீன உலகில் வணிகமயம் புகாத இடமே இல்லை என்று கூறி எப்படி நம் பிறப்பு முதல் இறப்பு வரை மனித வாழ்க்கையின் ஒவ்வொரு கட்டமும் இன்று ஒரு குறிப்பிட்ட விலை கொண்ட 'பேக்கேஜாக' மாறி விட்டது என்று ஆதங்கப்பட்டார். அவர் உறவினர் வீட்டில் ஒரு மரணம். தந்தை இறந்து போனார். அவருக்கு மனைவியும், இரண்டு மகன்களும் உள்ளனர்.

மரணம் சம்பவித்த உடனே அந்த அம்மா அழுது கொண்டிருக்க, மற்ற பெண்கள் உடலுக்குச் செய்ய வேண்டிய சடங்குகளுக்காக சாமான்களை அந்த வீட்டில் தேடி இருக்கிறார்கள். எது எங்கிருக்கிறது என்று தெரியாமல் மகனிடம் கேட்டுள்ளார்கள். மகன் சொன்னாராம் 'யாரும் எதுவும் சிரமப்பட வேண்டாம். நமக்கு ஒரு வேலையும் இருக்காது. 'பேக்கேஜ்'க்கு சொல்லி விட்டேன். அவர்கள் வந்து கொண்டிருக்கிறார்கள்'. ஆமாம், மரணமும் ஒரு கார்ப்பரேட் சேவையாக மாறிவிட்டது.

இறுதிச்சடங்கு முகமைகள் இன்று பெருகிவிட்டன; ஒரு குடும்பத்தில் ஏற்படும் மரணத்தின்போது சோகத்தில் இருக்கும் உறவினர்கள் சடங்குகளுக்கான வேலைகளில் அலைக்கழிக்கப்படாமல் ஆரம்பம் முதல் இறுதிவரை அனைத்துக் காரியங்களையும் ஒரு தொழில்முறை சேவையாக முன்னின்று நடத்த அமைப்புகள் உள்ளன. தற்கால நகர்ப்புறச் சூழலில் கூட்டுக் குடும்ப அமைப்புகள் குறைந்துவிட்ட நிலையில் இத்தகைய நிறுவனங்களின் சேவை தேவையாய் இருக்கிறது.

ஒரு மரணம் நிகழ்ந்த நிமிஷத்தில் இருந்து உடல் அடக்கம் அல்லது தகனம் செய்யப்படும் வரை உள்ள அனைத்துத் தேவைகளையும் இந்த முகமைகள் ஒருங்கிணைக்கின்றன. உடல் பாதுகாப்பு மற்றும் பராமரிப்பு, உறைவிப்பான் பெட்டி, ஆம்புலன்ஸ், சமய வழிபாடுகள் மற்றும் சடங்குகள் இறந்தவரின் சமயம் அல்லது வழக்கப்படி சடங்குகளை முன்னின்று நடத்த புரோகிதர்கள் ஏற்பாடு செய்கிறார்கள். மாலைகள், பாடை அல்லது சவப்பெட்டி, புத்தாடைகள் என அனைத்தும் அவர்கள் பொறுப்பு. இறப்பைப் பதிவு செய்து சான்றிதழ் பெற்றுத் தந்து விடுகிறார்கள்.

வீட்டின் முன்பு பந்தல் அமைப்பது, இறுதி ஊர்வல வாகனத்தை மலர்களால் அலங்கரிப்பது, துக்க நிகழ்வுக்கு வந்திருப்பவர்களுக்கு. உணவு, நீர் ஏற்பாடு செய்வது, சாம்பலைக் கரைப்பது, பதின் காரியம், ஆண்டு திதி போன்றவற்றைக்கூட நடத்தித் தருகிறார்கள். துக்கத்தில் சம்பந்தப்பட்ட ரத்த உறவுகள்கூட எந்தக் கவலையும் இல்லாமல் வேடிக்கை பார்த்துக் கொண்டும், அரட்டை அடித்துக் கொண்டும் இருப்பது உறுத்துகிறது.

எல்லோரும் மேஜிக் ஷோ பார்ப்பதைப் போல அந்த நபர்களைப் பார்த்துக் கொண்டிருக்கிறார்கள். கட்டிக் கொண்டு அழுவது, கதறுவது இல்லாமல் அமைதியாக அஞ்சலி செலுத்துகிறார்கள். நீத்தார் பெருமைகளைச் சொல்லி அழுவார்கள். அடக்கி வைத்திருந்த அழுகை வெடிக்கும். அழுகை வராதவர்களுக்குக்கூட அப்போது கண்களில் நீர் முட்டும். உறவினரின் கையை அழுத்தி, முதுகைத் தடவி, கண்ணில் ஈரம் காட்டி நாங்கள் இருக்கிறோம் துணையாக... என்று உணர்த்துவார்கள். இப்போது அப்படி ஏதும் இல்லை.

மரணம் முன்பகையை மறக்க வைக்கும். கல்யாணத்தில் அடித்துக் கொண்டவர்களும் இறப்பின்போது பகை மறந்து துக்கம் விசாரிக்க வருவார்கள். மீண்டும் உறவு புதுப்பிக்கப்படும். மரணம் நம் இருப்பின் ஆழத்தைத் தொட்டு உலுக்கும் ஒரு பெரும் உணர்வு. மரணம் மனிதனின் பிரிவை மட்டும் அல்ல; அவருடன் நாம் பகிர்ந்துகொண்ட நினைவுகளை ஒரு விநாடியில் உறைந்து போகச் செய்யும் வித்தை. அவர் சட்டென்று கடந்தகாலமாகி காற்றில் கரைந்து போய் விடுவார். முன்பெல்லாம் பாடையை பிள்ளைகளோ, உறவுகளோ வீட்டில் இருந்து இடுகாடு வரை சுமந்து செல்வார்கள். தற்போது வாகனத்தில் எரியூட்டும் இடத்துக்கே கொண்டு சென்று விடுகிறார்கள்.

அந்த வீட்டில் இறந்தவரின் உடல் எரியூட்டும் இடத்துக்குக் கொண்டுவரப்பட்டது. வாகனத்தில் இருந்து உடலை இறக்கி சில அடி தொலைவு உள்ள எரி மேடைவரை எடுத்துப் போக வேண்டும். அவரின் இரண்டு மகன்களும் கையைக் கட்டிக் கொண்டிருக்க பெரியவர் ஒருவர் உடலை இறக்க அவர்களை அழைத்தார். அவர்களோ 'நாம் தூக்க வேண்டியதில்லை. அவர்களே தூக்குவார்கள். அதுவும் பேக்கேஜில் இருக்கும்' என்று பதில் கூறி அதிர்ச்சி கொடுத்தார்கள்.

உடலைச் சுமப்பது ஒரு வரம்; ஒரு கொடுப்பினை; அது அந்த ஆன்மாவுக்குச் செய்யும் மரியாதை. உடலைவிட உணர்வுகளின் பாரம் அதிகம் இருக்கும். தன் தோளிலும் மார்பிலும் தூக்கி தன்னை வளர்த்த தந்தை அல்லது தாய், உயிரற்ற உடலான பிறகு மயானத்துக்கு தூக்கிச் செல்வது தன் இதயத்தை அன்பெனும் பன்னீர் தூவி அழைத்துச் செல்வதுபோல் இருக்கும். நாம் வெறும் உடலை சுமக்கவில்லை. ஒரு சகாப்தத்தின் முடிவை அல்லது அரைகுறையாக முடிந்த ஒரு வாழ்க்கையைச் சுமக்கிறோம். அது துக்கத்தின் உச்சம்; அன்பின் மிச்சம்.

வெளிநாட்டில் வசிப்பவர்களுக்கு இத்தகைய முகமைகள் பெரிதும் கைகொடுக்கின்றன. அவர்கள் இங்கு வருவதற்கு முன் அனைத்து ஏற்பாடுகளையும் அந்த முகமைகள் செய்து விடுகின்றன. சில மகன்களால் வர முடியாமல் போய்விட்டால் அவர்கள் அங்கிருந்தே பணத்தை அனுப்பி இறுதிக் காரியங்களை செய்து முடித்து விடுகிறார்கள். அவரவர் வாழ்வில் ஆயிரம் பிரச்னைகள். எதையும் நாம் விமர்சனம் செய்ய வேண்டிய அவசியம் இல்லை. சிலர் முதியோர் இல்லத்தில் பெற்றவர்களை விட்டு இருப்பார்கள். அவர்கள் இறந்து விட்டால் அங்கிருந்தே அந்த உடலுக்கு இறுதி அடக்கம் செய்ய ஏற்பாடு செய்து விடுகிறார்கள்.

மாவுக்கு ஏற்ற பணியாரம் என்பதைப்போல நம் வசதிக்கேற்ப பேக்கேஜ்களைத் தேர்ந்தெடுத்துக் கொள்ளலாம். இனி 'பேக்கேஜ்'தான் நம் வாழ்க்கை முறை. அரசியல் கூட்டங்கள், மாநாடுகள் இவற்றுக்கும் 'பேக்கேஜ்' வரக்கூடும்; எவர் கண்டார்? வாழ்க்கை ஒரு வட்டம் என்போம்; ஆனால், வாழ்க்கை ஒரு 'பேக்கேஜ்'.

Mumbai: State govt has directed all public universities to carry out an immediate and in-depth physical inspection of every law college affiliated to them and submit a detailed report to Bar Council of India (BCI) within six weeks. The state’s directive follows BCI’s order which took serious cognisance of Supreme Court’s oral observations while hearing a petition regarding the deteriorating quality of legal education in the country. The apex court observed that the legal education centres were operating with inadequate facilities and without meeting the prescribed standards.

In a letter to the universities, BCI mentioned that the SC observations “underscore the immediate need for every authority in the statutory and academic chain to discharge its own continuing responsibility with complete seriousness”. Mentioning that the universities’ responsibilities do not end with the initial grant of affiliation and that they should ensure that colleges do not merely run on the strength of paper compliance, it has sought a report on every affiliated college within six weeks.

Universities have been directed to constitute one or more competent inspection teams to carry out immediate physical inspection of law colleges. The teams have been tasked with verifying the availability of faculty members, adequate classrooms, libraries, reading rooms, journals, law reports, electronic databases, land and building infrastructure, fire and safety compliance, sanitation facilities, legal aid clinics, and other essential requirements. They have also been instructed to notify BCI of any colleges found to have made false declarations, fabricated faculty records, submitted misleading photographs, shifted their premises without approval, or admitted students in excess of the permitted intake.

BCI has directed the universities to submit a consolidated report by classifying institutions as fully compliant, deficient but capable of immediate correction without affecting academic standards and seriously deficient requiring suspension, non-renewal or withdrawal of affiliation.

Prior to this, state govt and Mumbai University had initiated separate action against colleges that failed to comply with the prescribed norms. While the state took action against 103 colleges that did not have BCI recognition, the university reduced the intake capacity of 50 colleges by up to 50% and imposed fines of up to Rs 10 lakh for failing to appoint approved teachers.

First-year MBBS students may no longer have to study in colleges with half-built anatomy halls, under-equipped labs, or temporary teaching hospitals. To strengthen the quality of medical education, the National Medical Commission (NMC) has proposed draft amendments that would require aspiring medical colleges to complete all academic and hospital infrastructure before applying for regulatory approval, effectively ending the practice of admitting students while facilities are still under construction.

Medical educators have welcomed the proposed ‘zero-tolerance’ approach to incomplete infrastructure, saying it could substantially improve the learning experience from the very first day of medical training. However, questions remain over whether the reforms could slow down the expansion of medical colleges and lead to a greater concentration of institutions in urban centres.

The proposed draft amendments to the Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment & Rating Regulations, 2023 represent one of the most significant overhauls of the approval framework since the NMC replaced the erstwhile Medical Council of India (MCI). Besides mandating 100% infrastructure readiness, the draft proposes abolishing the State-issued Essentiality Certificate, introducing a mandatory institutional corpus fund, requiring solvency certificates verified by CAs, expanding the list of eligible applicants, and prescribing stricter penalties for incomplete applications or attempts to influence the approval process.

Explaining the rationale behind the changes, an NMC official tells Education Times that the objective is to make the approval mechanism more objective, transparent and quality-oriented. “The amendments are intended to further strengthen the regulatory framework for establishment of new medical colleges by making the approval process more objective, transparent and quality-oriented. The emphasis is on ensuring that essential infrastructure and institutional readiness are in place before applications are considered, thereby reducing avoidable deficiencies and facilitating a more efficient assessment process,” the official says.

Infrastructure Gap

For faculty members, the proposal directly addresses a longstanding concern that students often bear the consequences of infrastructure deficiencies during the crucial first year of training. “The first year lays the foundation for the entire medical career as students require well-equipped anatomy dissection halls, physiology and biochemistry laboratories, libraries, skills laboratories and digital learning facilities from the very first day,” says Dr Roy R Chandran, professor, Physical Medicine and Rehabilitation, Government Medical College, Kozhikode. He adds that when infrastructure is incomplete, practical teaching suffers, faculty spend valuable time overcoming logistical challenges instead of focusing on academics, and students lose confidence in the quality of their training.

Welcoming the proposal to prohibit temporary hospital arrangements during inspections, stressing that medical education is fundamentally patient-centred, Dr Chandran says, “A teaching hospital develops its academic culture over time. It has established departments, multidisciplinary teams, standard treatment protocols, adequate patient load and regular academic activities. Temporary hospitals created merely to satisfy inspection requirements cannot replicate this environment. If we expect to produce competent doctors, the teaching hospital must be fully functional from the very beginning, not just on the day of inspection.”

State Stake

One of the most debated proposals remains the abolition of the State-issued Essentiality Certificate, a mandate that historically allowed state governments to assess the requirement of a new medical college in a particular region. While the NMC argues that removing the certificate will simplify approvals, experts caution that it could encourage private investment to concentrate in already developed urban markets. “Dispensing with the Essentiality Certificate is intended to simplify the regulatory process while retaining the Commission’s focus on academic, clinical and infrastructural standards,” says the NMC official.

Clinical learning depends on adequate patient exposure, and if more medical colleges are clustered in the same city, they compete for the same patient population. “This can reduce the diversity and volume of clinical cases available to each student. Expansion should be guided by regional healthcare needs rather than simply increasing the number of colleges, rather than adding that strengthening existing government hospitals may often deliver greater benefits than opening new institutions,” adds Dr Chandran.

New Delhi: Under the new amendment introduced to the Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses and Assessment and Rating Regulations, 2023, approval from the State government may no longer be required for setting up new medical colleges.

While earlier, obtaining an essentiality certificate from the State was mandatory for setting up a new medical college, the National Medical Commission (NMC) has removed this requirement under the proposed Establishment of New Medical Institutions Assessment & Rating (Amendment) Regulations, 2026.

According to the proposed amendment, a Consent of Affiliation (CoA) letter obtained from a recognized university, issued in the name of the applicant/ the Medical College/ the entity in writing, is required.

Under the 2023 regulations, Clause 9 specifies the documents that the applicant medical college needs to submit to the Commission. Previously, the following documents were required:

a. Essentiality Certificate (EC) issued by the concerned State Government or Union Territory administration or the appropriate authority as the case may be unless otherwise specified. The EC shall be valid at the time of application; and

b. A Consent of Affiliation (CoA) letter obtained from a recognized university, issued in the name of the applicant entity in writing. The CoA shall be valid at the time of application; and

c. Documentary proof indicating the establishment of a corpus fund by the entity dedicatedly applicable to functioning of the new medical institution year after year; and

d. A solvency certificate issued by a Chartered Accountant within ninety days prior to the last date of submission of the application as mandated by the Notification issued by the MARB; and

e. Documents by way of proof that such reasonable area of land is either owned or arranged under lease or such other arrangement by the eligible entity; and

f. Capabilities with regard to the provision of required basic infrastructure, administrative and financial support of the applicant, if the eligible entity is other than Central or a State Government or Union Territory administration; and

g. Documentary proof of owning or running a hospital of required capacity as indicated in the MSRs.

h. Proof indicating remittance of prescribed application fee and bank guarantee; and

i. Any such other documents are to be notified from time to time by the MARB.

NMC has proposed to remove clause 9 (a)- therefore removing the need for an essentiality certificate. Modifying clause 9 (b), the Commission has proposed that a Consent of Affiliation (CoA) letter obtained from a recognized university, issued in the name of the applicant/ the Medical College/ the entity in writing, will be required.

Clause 9 (c) has also been deleted- therefore the documentary proof indicating the establishment of corpus fund by the entity dedicatedly applicable to the functioning of the new medical institution year after year may also no longer be required.

The Commission has further proposed that Clause 9(d) shall be amended as: A solvency certificate based on the last completed financial year issued by a Chartered Accountant within ninety days prior to the last date of invitation of the application.

It added that (9) Clause 9 (k) shall be inserted as:" Infrastructure and other statutory requirements as per the regulations shall be complete at the time of application. Temporary arrangement for the Hospital and college building shall not be permitted. A work-in-progress status of the applicant institute shall not be considered for further processing of the application."
