Doctors-pharma firms’ nexus runs deep

HYDERABAD: An ongoing probe by the Andhra Pradesh Medical Council into the nexus between an Ahmedabad-based pharma company and 40 doctors from Telangana and Andhra Pradesh revealed more murky details about doctors pushing sale of drugs of half a dozen other companies in exchange of gifts.

The ethics committee of the medical council said doctors struck 'deals' with half a dozen pharmaceutical companies with a monthly pay ranging from Rs 2 lakh to Rs 4 lakh for providing monthly statistics on number of people they treated, patients with blood pressure ( BP) or diabetics they checked, etc.

In fact, the committee members were astounded when the passports of most of those who turned up during the two-day hearing revealed their extensive foreign trips to US, Australia, UAE, South Africa and Russia, sponsored by different pharma companies.

"Our premise that these doctors had links with only one Ahmedabad-based company was proved wrong when we checked the copies of agreements produced by them. They had taken bribes ranging from Rs 2 lakh to Rs 4 lakh a month from several pharma companies in the name of conducting silly studies and furnishing information," said a ethics committee member.

The member, on condition of anonymity, told TOI that many doctors, who had turned up to attend the hearing, had gone on foreign trips 4-5 times a year.

Their junkets were sponsored by different pharmaceutical companies involved in manufacture and sale of drugs related to cardiology, diabetes, pediatrics, hypertension and hormonal problems.

It is significant to note that the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002 in section 6.8.1 (d) clearly prohibits a medical practitioner from receiving benefits, in cash or kind, from any pharmaceutical company.

It reads: A medical practitioner shall not receive any cash or monetary grants from any pharmaceutical and allied healthcare industry for individual purpose in individual capacity under any pretext.

"The nefarious activities of pharmaceutical companies run so deep that it is time for the department of pharmaceuticals, Union ministry of chemical and fertilisers to come up with strict laws to control them from resorting to unethical practice of luring doctors to promote their drugs," said Dr K Ramesh Reddy, a member of MCI.

Incidentally, the ongoing probe was transferred to the State Medical Council's Ethics Committee by Medical Council of India after it received a complaint from department of pharmaceuticals, union ministry of chemical and fertilisers.

'இ.எஸ்.ஐ., மருத்துவ கல்லூரிகளை மூடும் முடிவை கைவிட்டு, மாணவர் சேர்க்கை நடத்தப்படும்' என, மத்திய அரசு அறிவித்துள்ள நிலையில், இதற்கு எதிராக, இ.எஸ்.ஐ., சந்தாதாரர்கள், நீதிமன்றம் சென்றுள்ளதால் மீண்டும் சிக்கல் எழுந்துள்ளது.

நிதிச்சுமை:

தமிழகத்தில், சென்னை, கோவை உட்பட, நாடு முழுவதும், 13 இ.எஸ்.ஐ., மருத்துவ கல்லூரிகள் உள்ளன. நிதிச்சுமையால் திணறிய, இ.எஸ்.ஐ., நிர்வாகம், மாணவர் சேர்க்கை நிறுத்தி விட்டு, கல்லூரிகளை மூடும் முடிவுக்கு வந்தது. வேண்டுகோள் கடிதம்: எம்.பி.பி.எஸ். விண்ணப்பத்தைப் பெற, வேண்டுகோள் கடிதத்துடன் 'Secretary, Selection Committee, Kilpauk, Chennai' என்ற பெயரில் விண்ணப்பக் கட்டணமான ரூ. 500-க்கு வரைவுக் காசோலை ஆகியவற்றை அளிப்பது அவசியமாகும்.

நாடு முழுவதும் 17 புதிய மருத்துவ கல்லூரிகள் அமைத்தல் மற்றும் 70 மருத்துவ நிறுவனங்களின் தரம் மேம்பாட்டுக்கு அரசு ஒப்புதல் அளித்துள்ளதாக மத்திய சுகாதாரத்துறை மந்திரி ஜே.பி.நட்டா நேற்று பாராளுமன்றத்தில் தெரிவித்தார்.

சர்வதேச சுகாதார திட்டம்

பாராளுமன்றத்தில் நேற்று கேள்வி நேரத்தின் போது, சர்வதேச தரத்திலான சுகாதார திட்டம் குறித்து உறுப்பினர்கள் கேள்வி எழுப்பினர். இதற்கு மத்திய சுகாதாரத்துறை மந்திரி ஜே.பி.நட்டா பதிலளித்து பேசினார். அப்போது அவர் கூறியதாவது:-

சர்வதேச தரத்திலான சுகாதார திட்டத்தை எட்டுவதற்கு மத்திய அரசு உறுதி பூண்டுள்ளது. இந்த திட்டத்தை எட்டுவதற்கு மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களுக்கு தேவையான உள்கட்டமைப்பு மற்றும் வசதிகளை படிப்படியான முறையில் மத்திய அரசு வழங்கும்.

9 எய்ம்ஸ் மருத்துவமனைகள்

இந்த திட்டப்படி 9 எய்ம்ஸ் மருத்துவமனைகள் அறிவிக்கப்பட்டு உள்ளன. தற்போது 6 எய்ம்ஸ் மருத்துவமனைகள் செயல்பட்டு வருகிறது. இதைப்போல மருத்துவ கல்லூரிகள், மருத்துவ நிறுவனங்கள் என 70 நிறுவனங்கள் தர மேம்பாட்டுக்காக தேர்வு செய்யப்பட்டு உள்ளன.

சர்வதேச தரத்திலான சுகாதார திட்டத்தை நோக்கிய எங்கள் பயணத்தில், கடந்த ஓராண்டில் மட்டும் 22 மாவட்ட மருத்துவமனைகள், மருத்துவ கல்லூரிகளாக மேம்படுத்தப்பட்டு உள்ளன. மேலும் 17 புதிய மருத்துவ கல்லூரிகளுக்கும் மத்திய அரசு அனுமதி அளித்து உள்ளது.

மாநிலங்கள் சர்வதேச சுகாதார திட்டத்தை உறுதி செய்வதற்கு வலுவான கட்டமைப்பு தேவைப்படுகிறது. இதை எட்டுவதற்காக மாநிலங்களுக்கு என்னென்ன உதவிகள் தேவைப்படுமோ? அவற்றை மத்திய அரசு வழங்கும்.

இலவச அல்லது மலிவு விலையிலான சுகாதார திட்டங்களை மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்கள் செயல்படுத்துவதற்கும் தேவையான உதவிகளை, தேசிய சுகாதார திட்டத்தின் கீழ் மத்திய அரசு நிறைவேற்றும்.

மேலும் 5 பேர் கொண்ட ஒரு குடும்பம் ஆண்டுக்கு ரூ.30 ஆயிரம் மதிப்பிலான மருத்துவ உதவியை இலவசமாக பெறும் ‘ராஷ்டிரீய ஸ்வஸ்திய பீமா யோஜனா (ஆர்.எஸ்.பி.ஒய்)’ திட்டமும், வறுமைக்கோட்டுக்கு கீழ் உள்ள அனைத்து குடும்பங்களுக்கும் வழங்கப்படும்.

Accused MBBS student leaked 3 papers: Police

CHANDIGARH: An MBBS student from Post Graduate Institute of Medical Sciences (PGIMS), Rohtak, has been involved in leaking question papers or answer keys of least three prestigious exams, including All India Pre-Medical and Pre-Dental Test (AIPMT) and Delhi's AIIMS in 2012, police have said.

Haryana police arrested Ravi Kumar along with three other accused, including two dental surgeons from Rohtak, on Sunday in connection with leaking answer keys of AIPMT exam held in different parts of the country the same day. Around six lakh students had taken the exam.

Currently, the accused are on police remand.

Ravi is second-year student of MBBS (Bachelor of Medicine and Bachelor of Surgery) at PGIMS. A resident of Nimaka village in Greater Noida, he is second oldest among three brothers. His father is a farmer and mother is a homemaker.

Rohtak range's inspector general of police Shrikant Jadhav told TOI that Ravi had gone to Kota town in Rajasthan to get coaching for AIPMT examination in 2005. "He succeeded in clearing the exam in 2007 and subsequently took admission in MBBS at PGIMS. However, he could pass just one class in the past eight years," Jadhav said.

Police are trying to verify whether he passed AIPMT on merit or took help from any gang. "The leader of the gang, Roop Kumar Dangi, has been active in Rajasthan for long and we suspect that Ravi may have also come in contact with such persons when he was taking coaching at Kota in 2005-06," said a police official associated with the probe.

According to investigators, in January 2012, Delhi Police had booked Ravi in connection with leakage of question paper for the exam conducted for admission to post graduation courses�MD and MS�in AIIMS.

About five moths later, the police again booked him in connection with an examination for recruitment in State Bank of India (SBI). "He has told us that he remained in jail for about a month and was later released on bail. Delhi Police have already filed a chargesheet against him in both the cases," said a police official.

Agra: The Intensive Care Unit (ICU) is meant to treat critically ill patients, and is supposed to be the highly sanitized area of the hospital. But it is not the case with SN Medical College, where the ICU in the medicine department looks nothing better than any general ward. There is no restriction on people's movement and even attendants of critically ill patients are often seen sitting on their beds.

Moreover, the critical care ward lacks many important facilities like ventilators, monitors for keeping a constant tab on heart beat and other vital body functions.

A senior doctor on condition of anonymity said that critical ill patients, with low immunity are admitted to this ward and such an unhygienic condition increases the chances of contacting chest infection. "Other water and air borne infections are also very common among them which further complicate the matter. Unfortunately, even the doors of ICU are never closed and anyone can enter anytime inside the ICU," the doctor added.

The ICU is not air conditioned and one can even see rats roaming, the doctor further said. Such is the dilapidated condition of the ward that two ICU cabins have been closed due to plaster falling from the ceiling. At present, 10 beds are available for patients.

Unfortunately, this is not only the story of the ICU ward of the medicine department. The building that houses the medicine department is likely to crumble in the event of an earthquake.

The Public Works Department (PWD) blacklisted the building as a 'condemned' one in 2012. A building once termed 'condemned' by the PWD is not suitable for any use and should be demolished immediately.

The department of medicine treats 5,000 patients in its in-patient department annually, whereas 500 are seen every day in its OPDs.

The department blames the security guards, who are supposed to man the doors and control movements for never being present to do their job.

When contacted, college principal Ajay Agarwal accepted the prevailing condition of the department and said more critical patients are admitted to the ICU of surgery department. He added that the hospital is in the process of hiring guards on contract basis.

He informed that the medicine department would be shifted in the building where surgery department is located. "A new building has been built for the surgery department. Once they are vacated, the department of medicine will move into that building," he said.

Many city doctors wary about adopting new format,,,BY DNA

City doctors have expressed mixed reactions about the new prescription format made mandatory by the Medical Council of India. Speaking to dna, Dr Sanjay Agarwala, the medical director of PD Hinduja Hospital, said that while the new format holds merit, it is too comprehensive and will be difficult to use in day-to-day practice. “The MCI needs to be reasonable and consider the busy consulting hours that every doctor has,” he said.

He added that while the intention behind the new format is good, there are few things that need to be reviewed- like writing the prescription in capitals, and giving the address/email/contact number of the patient in the prescription. “Writing a long prescription in capitals can be quite a task. Also, sharing the patient's personal contact information is not done. As a doctor, I have been following safe prescription habits, by ensuring that everything related to the patient's treatment is there on the paper,” said Dr Agarwala.

The city's private hospitals are waiting for the new format to be sent to them by the Maharashtra Medical Council. Dr Tarang Gianchandani, CEO, Jaslok Hospital said, “So far, we have not received any instructions. But we are following an extensive format based on guidelines laid down by National Accreditation Board of Hospitals and Healthcare (NABH). Anything related to the patient's safety, however, is welcomed. We will wait for the MMC or the right authority to send us the new format and decide accordingly.”

Meanwhile, the Brihanmumbai Municipal Corporation run hospitals are going to adopt the salient features of the new format. Dr SJ Nagda, director of major civic hospitals in BMC, said, “We have already issued a circular to incorporate the salient features of the prescription format designed by the MCI.”

Dr Nagda said that while giving the prescription to the patient, the concerned doctor has to mention department, his/her name, ward no, patient details etc. “We have made the head of the department accountable for implementing and following these instructions,” said Dr Nagda.

Ensure that doctors use clear new format for writing prescriptions: MCI to Maharashtra Medical Council

Doctors in Maharashtra should soon begin writing prescriptions in a new format that is easy to read for patients and contains more details than the format used now, says the Medical Council of India. On Wednesday, the MCI is set to instruct the Maharashtra Medical Council (MMC) to make its member doctors follow the new format.

In response to a query by dna on Tuesday, Dr Jayshree Mehta, President, Medical Council of India, said, “In the month of January we issued the new format in which prescriptions should be made out. It is the state medical councils' duty to ensure that doctors use the new format. State councils have to take proper measures to implement it in the state. Now we will instruct the Maharashtra state council to do so.”

As per the MCI directive, it is mandatory for all allopathic doctors to follow the new format that mentions the doctor's full name, his/her qualification, patient's details, name of the generic medicine or its equivalent along with the dosage, strength, dosage form and instructions, name and address of the medical store with pharmacist's name and date of dispensing, and doctor's signature and stamp. This format is more comprehensive than the one currently in use.

In several countries the printed doctor prescription is pushed forward by policy makers as a safer option, as it not only provides clarity but also constitutes a database of medication that the patient has taken over the years.

In India, though, the MCI is finding it hard to implement the new directive. Dr V N Jindal, Member of Executive Committee, MCI, said, “Maharashtra Medical Council is an independent body. We can direct them but can't force them. MMC has to take proper measures to implement our rules in its state.”

MMC is a statutory body having powers to suspend a doctor's license if s/he is found guilty of malpractice. Only those doctors registered with the MMC can practice in Maharashtra. Over 70,000 doctors are registered with the MMC.

“This format is important from the safety point of view for patients and doctors. We have already uploaded this prescription format on our website and informed the major organisations like Indian Medical Association, Maharashtra Branch, about it,” said Dr Kishore Taori, President, MMC.

Taori, however, said that the responsibility for enforcing the new format lay with other government bodies, not the MCI.

“The public health services, civic health department and Food and Drugs Authority have to keep a watch on doctors from the state, and ensure that they use the new format,” he said

Retirement at 75: Mixed reaction to MCI proposal for medical teachers..THE INDIAN EXPRESS

A Medical Council of India (MCI) proposal to raise the maximum age set for retirement of the medical teachers’ fraternity in India to 75 years is being challenged by various quarters in Maharashtra where the retirement age has been raised to 64 years against the existing limit of 70.

The proposal made in Delhi to address shortage of faculty—there are 398 medical colleges in the country that together account for over 52,000 MBBS seats— has already opened a debate on the pros and cons of the move and the MCI has invited feedback. One of the main reasons being put forward to oppose the move is that it would stymie the movement of young and deserving junior doctors up the seniority rung.

Dr Kishore Taori, chairman of the Teacher Eligibility and Qualification Committee of the MCI told The Indian Express that there was an increasing demand from states like Kerala to start new medical colleges, which would further increase the demand for teachers.

The issue of increasing retirement age limit cropped up in a meeting of the MCI in Delhi. As per MCI norms, the maximum possible retirement age of a medical education teacher is 70 years. No state can exceed this bar. MCI authorities say that in the 398 medical colleges across the country, there are more than 52,000 MBBS seats and to maintain the teacher-student ratio, state governments often increase the retirement age within the prescribed limit.

Taori said the MCI was open to suggestions from the state medical education departments. “We do not want to put a stop to promotion of young colleagues, but there is a need to address shortage of faculty in colleges,” Taori said.

The proposal has not gone down well with the Maharashtra Directorate of Medical Education and Research (DMER) in Pune.

Dr Pravin Shingare, Director of the DMER told The Indian Express that there was at least 20 per cent shortage of staff across government medical colleges in Maharashtra. In the state, the retirement age of teachers has been raised to 64 years. “We are conducting a special drive to fill up vacant posts of teachers,” Shingare said.

Despite DMER’s reluctance, experts and former deans of government medical colleges spontaneously agreed that retirement age should be raised. According to Dr M A Phadke, former Dean of B J Medical College in Pune and former Vice Chancellor of Maharashtra University of Health Sciences (MUHS), “If teachers have the capacity, zest and mental stamina to teach, they should be allowed to continue teaching. Raising retirement age should, however, not come in the way of promotion of young junior doctors,” Phadke said.

She said that earlier, it was the duty of senior doctors to guide the young medical community overlooking monetary considerations. “Our teachers gave hands-on training and showed young doctors to correctly diagnose the patient without looking at the patient with commercial interest alone,” she said.

Dr Sharad Agharkhedkar, Vice President of the Indian Medical Association (Maharashtra) is strongly in favour of raising the retirement age and said it would not pose any threat to young doctors movement up the ladder. He said, Teachers are in perennial demand so why not allow senior and experienced teachers to guide students?

Other experts like Dr Arun Jamkar, the Vice Chancellor of Maharashtra University of Health Sciences, said that increasing the retirement age could be frustrating for young doctors. Promotions should not be blocked. The middle path is to involve the senior lot in non-administrative capacity, he said.

Entrance exam must for NRIs in PG courses?..AHAMEDABAD MIRROR

Medical Council of India (MCI) has made it compulsory for NRI students to appear for medical entrance test to get admission to MBBS colleges. Now, the council is planning to replicate the same in post-graduation course. According to Medical Council Act, NRIs in post-graduation are given admission to medical colleges based on their scores in the science board examination. But this system led to several cases of corruption and malpractices. So, last week MCI decided to introduce an examination for NRIs in order to bring more transparency to the admission process, sources said.

"Cracking medical entrance test is tough. Students work really hard to get through the test. So when NRI students get admission without any effort, it seems unfair. Even tough the NRIs pay more, there needs to be some parameter to gauge their eligibility. So, we have decided to make entrance test compulsory for MBBS admission. We have plans of implementing the same method for PG admissions," said amember of Gujarat MCI. Most experts opine that it would help in brining standardization. "This exam will focus on merit of the applicants. Medical colleges will get to know the standard of the applicants," said ex-president of Gujarat Medical Association Dr Vidyut Desai.

Spl trains for COMEDK, WBJEE examinees

Patna: The East Central Railway (ECR) will run two special trains for Bangalore from Patna and Jayanagar for the examinees appearing at the COMEDK (Consortium of Medical, Engineering and Dental Colleges of Karnataka) examinations scheduled for May 10 in Karnataka.

According to ECR CPRO Arvind Rajak, the special train (05589/05590) from Jayanagar will leave on May 6 (Wednesday) at 2.30pm and reach Bangalore on Friday at 11pm. The load combination of this train will be of 19 coaches, including eight general coaches and two brake vans. This train will leave Bangalore on May 11 at 5am for Jayanagar. It will halt at Madhubani, Darbhanga, Samastipur, Barauni, Patna, Danapur, Ara, Buxar, Mughalsarai and Nagpur.

The second train (02353/02354) will leave Patna Junction on May 7 (Thursday) at 8.10pm and reach Bangalore on Saturday at 11pm. On its return, the train will leave Bangalore on May 11 (Monday) at 12 .30am in the night. It will reach Patna Junction on Wednesday at 3.10pm. Besides, railways will also run two other special trains for Kolkata from Patna and Darbhanga for the examinees of WBJEE-2015 examinations, scheduled on May 5 and 6. While Patna- Howrah special train (02360/02359) will leave Patna at 8.10pm on May 4 (Monday) and reach Howrah next morning at 5. On its return journey, it will leave Howrah at 8.10pm on May 6 and reach Patna Junction next day at 5.45am, the CPRO said.

There will be 19 coaches in this train which will stop at Rajendra Nagar Terminal, Patna Saheb, Bakhtiarpur, Mokama, Kiul, Jamui, Jhajha, Asansol, Durgapur and Burdwan, the CPRO said.
Similarly, Darbhanga-Kolkata special train (05234/05233) will run from Darbhanga on May 5 at 6.15am and reach Kolkata same day at 7.40pm. On its return journey, it will leave Kolkata on May 6 at 9.40pm and reach Darbhanga next day at 11 am.

College wants MBBS students to pay Rs 15L per year, moves court

CHENNAI: It is a riddle — while running a private medical college is a loss-making venture for the owners, the MBBS course fee is prohibitively expensive for students, it seems.

Seven months after the statutory fee-fixation committee stipulated 2.5 lakh as annual fee for MBBS courses for 2014-15, a private medical college has challenged validity of the fee in the Madras high court, saying unless students pay at least 15 lakh every year, medical colleges cannot develop and offer world class medical education.

The first bench comprising Chief Justice Sanjay Kishan Kaul and Justice T S Sivagnanam issued notice to additional government pleader P Sanjai Gandhi, asking him to furnish relevant details within two weeks.

The bench, however, did not stay the fee structure laid down for the next three academic years by the Committee on Fixation of Fee in Respect of Self-Financing Professional Colleges.

Velammal Medical College Hospital and Research Institute in Madurai, in its petition, said it built a 28 lakh sqft structure near Madurai airport at a total cost of 608 crore. It at present has 2,100 beds, hostels, library, mortuary and modern facilities. The college said while the annual expenditure is about 72.7 crore, income from the hospital and college is about 28 crore. "The shortfall per annum is about 44.78 crore," it said, assailing the fee structure permitted by the state-appointed committee.

Noting that income from tuition fee would be 10.26 crore if the committee's prescription were to be followed, the management said it had submitted necessary documents and expenditure statements to justify determination of 15 lakh per student per year as annual fee. The format conceived by the committee does not take into account all relevant expenditure towards establishment, maintenance and further development of the college, it said, adding that the committee had fixed a uniform fee structure for all 12 self-financing medical colleges and 18 dental colleges.

Determining fee for all medical and dental colleges on a generalized basis is flawed, the college said, adding that individual expenditures, inflation and further development should have been considered by the committee while dealing with the issue of annual fee. It would be detrimental to the interest and welfare of students if such an attitude is adopted, college chairman M V Muthuramalingam said in his affidavit. "Fixation of high and separate fee structure for Velammal college is highly essential not only to enable the institution to maintain its quality of education, but also in the interest and welfare of the student studying in the institution," the affidavit said.

HC Quashes Circular on Entrance Exam for NRIs

BENGALURU:The High Court on Thursday quashed the circular issued by the Medical Council of India to conduct entrance exams for NRI students for admission to MBBS course from the academic year 2015-16.

A division bench of Justice Patil and Justice P S Dinesh Kumar quashed the circular issued on January 16, while allowing a batch of petitions including one filed by S N Medical College in Bagalkot.

Referring to the apex court’s verdict on P A Inamda’s case, the bench observed that MCI’s circular is against the law. The executive committee of the council cannot amend or interpret the regulations by issuing a circular without following the procedure under Section 19 (a) of IMC Act, 1956, which provides prescription of minimum standards of medical education, the bench said.

HC allows docs to finish PG course despite ESIC move to shut

The Bombay High Court has held that doctors currently undergoing PG medical course in colleges affiliated to Employees State Insurance Corporation (ESIC) in Maharashtra shall be allowed to complete their course despite a decision taken by ESIC to close down these institutions.

The degrees obtained by such doctors shall also be recognised under the Indian Medical Council Act, said a division bench of justices K R Shriram and Anoop Mohata in their judgement two days ago.

Six doctors undergoing post graduation course in ESIC hospital at Parel had filed a petition challenging ESIC's decision to close down its college in Parel and Andheri.

One doctor among them has completed second year of the three-year degree course, while the others have to appear for final examination in the third year.

"The petitions are hereby disposed of by observing that the medical qualifications that will be granted to petitioners when they successfully clear the examination conducted by the respondents shall be a recognised medical qualification for the purposes of Indian Medical Council Act," the bench said.

The court also directed the respondents to recognise the post graduate degree that may be awarded to petitioners on completion of post graduation examination scheduled to be held in May 2015 or May 2016, as the case may be, for all purposes.

"It would otherwise, in any event, be unjust and unfair to the petitioners if they are told that though at the time of their joining the course, the college was recognized but they cannot be given the benefit of such recognition and the certificates obtained by them would be futile, because during the pendency of the course or just before completion of the course, the respondent no 5 (ESIC) had decided to close down the respondent no 2 (Parel college of ESIC)," the bench said.

Septuagenarian to Receive Super Specialty Degree from Dr. MGR Medical University

It's very rare that 71-year-old receives a degree for completing a super-specialty medical course. But septuagenarian M.A. Bose will receive his degree for an M.Ch in neurosurgery from the Tamil Nadu Dr. MGR Medical University in south India on April 30.

He joined the course at Madras Medical College in 2010. "The selection committee interviewed him and after finding that there was no age criteria for the course, decided to admit him. However, he did not receive the stipend that is given to other students as he was not eligible," said Jhansi Charles, registrar of the university.

During this course, he was staying was with his son in Arumbakkam. At the end of 2013, his son passed away. "After this happened, I became very depressed. I could not concentrate at all for a year. It was only in my third attempt that I managed to pass the exam," he said.

Dr. Bose completed the programme in 2014. "I am happy with my practice. Once every few months perhaps, I will get a neurosurgery case. It will be interesting," said this grandfather of eight.

Dr. Bose has practiced as a general surgeon and ENT specialist in Aruppukottai, just over 50 km from Madurai. He had done his MBBS and MS from Madurai Medical College. He owns a 12-bed clinic in Aruppukottai.
