Women say no to thali in this self-respect TN village
Shanmughasundaram.J@timesgroup.com

Chennai:13.10.2018

In a state that for long took pride in wearing the Dravidian ideology on its sleeve, the 4,000 families of Chikkedikuppam and other villages — 60km from Villupuram — revere Dravidar Kazhagam founder and rationalist Periyar E V Ramasamy in more ways than one.

For close to half a century, the villagers have shunned caste, dowry and all forms of superstitions. The married women of Chikkedikuppam and its surrounding villages in the panchayats of Kottapundi, Kottugankuppam, Athianthal and Kovilpuraiyur, do not wear mangalsutras (thali), reflecting the Dravidian concept of self-respect marriages.

“More than a 1,000 couples in and around Chikkedikuppam got married by signing an agreement. No bridegroom demands or takes dowry from the bride and her family. In fact, dowry is something unheard of in the village in the last 50 years,” said 85-yearold Arjunan, of the village. Arjunan and his wife Thaniarasu was the first couple to have gone through such a selfrespect marriage. They entered into wedlock on January 7, 1968, particularly choosing the day as it was considered inauspicious.

“The couples are leading a happy life, with children and grandchildren. Women are given more importance in our families,” said Arjunan’s son Periyar, who runs a school named E V Ramasamy.

They have also been naming their children with typical Tamil names — Thendral, Viduthalai Virumpi, Mathiazhagan, Thamilthendral, Senthamil Kanini and Thenarasu. Many of the women, men and youngsters in the village have mastered the martial art of Silambam, turning to it to lead a disciplined way of life.

It all started during the 1960s. Then, Chikkedikuppam had a dark side to it. Brewing and selling of arrack was rampant, and many women had lost their husbands to it, recall villagers.

“We desperately looked for ways to wean our men from it. It was then that we attended a meeting addressed by Periyar at Malaiyanur. We were moved by his speech, and decided to follow and spread his ideas for self-discipline, gender equality and to do away with caste discrimination,” said N Kathavarayan, who is in his 70s. He was known as rationalist singer (pagutharivu padakar) during the time and along with other followers of Periyar, propagated his ideologies through dramas.

Woman prof never visited Raj Bhavan in last 1 year: Guv office

TIMES NEWS NETWORK

Chennai:13.10.2018

Tamil Nadu Raj Bhavan on Friday issued a statement saying assistant professor Nirmala Devi of Aruppukottai, who was arrested for allegedly attempting to push four girls into a sex racket, had not visited the Raj Bhavan even once after the present governor Banwarilal Purohit assumed office in October last year.

The Raj Bhavan release came three days after the arrest and release of Tamil biweekly magazine Nakkheeran’s editor R Gopal for publishing an article linking the governor with Nirmala Devi.

“There is only absolute falsehood and not a shred of truthfulness in the links attributed to the governor or the Raj Bhavan to the issue concerning a college assistant professor. The statement given by her before the police will itself bear out the truth,” said a press release issued by a joint director in the Raj Bhavan.

Terming the article published by Nakkheeran as false, the release said, “It is a matter of humour to hear people say that press freedom is being threatened due to the action being taken under the law — after much patience and tolerance — to stop a slanderous, vulgar and cowardly way of attacking the first citizen of the state.”

‘Guv did not visit MKU guest house’

Chennai: “Raj Bhavan has been maintaining a dignified silence for more than six months since the issue came to light as the law was taking its course and the matter was under investigation and subsequently placed before the court for trial,” it said.

The release said it was shocking to see resurfacing of yellow journalism in an issue of Nakkheeran on September 2 after the chargesheets had been filed and all investigation completed. “Those who claim to be engaged in investigative journalism have not even bothered to verify the actual statement given by Devi before the police. The height of casualness and cowardice in journalistic ethics had been reached with the publishing of the article. The truth is that Devi has never entered Raj Bhavan in the last one year and she does not have any acquaintance with the governor or the secretary to the governor or any of the officers working in the Raj Bhavan,” it said.

The governor did not visit the MKU guest house when he visited the varsity to participate in the Mother Theresa University convocation, which was held at MKU, the release said.

“He has at no point of time stayed in the guest house. The secretary to the governor did not accompany him on any visit to MKU. It can only be a deep sense of hatred towards goodness and truth that could have driven any journalist to have written the articles in the manner they appeared in the Nakkheeran,” said the release.

The release said it should be understood that no action even bordering on the excessive use of state power would be initiated by the Raj Bhavan.

“Having been hurt by the continuous baseless slander, a complaint has been given under the law. In a democracy, there can be a healthy exchange of ideas. But no threats on a constitutional authority as the governor will be tolerated,” the release said. The Raj Bhavan would not be cowed down by actions aimed at hurting the dignity of the high office, it said.

The need for Raj Bhavan to narrate the truth has shown the limits towards which fear of the anti-social elements had taken society to, the release added.

New cement plant coming up

It can produce one million tonnes of cement in a year

The Tamil Nadu Cements Corporation Limited, a wholly owned State government undertaking, has set up a new modern cement plant here at a cost of Rs. 750 crore.

It will be a second plant of the Arasu cement factory since commercial production was started in 1979. The new plant will have a production capacity of 3,000 tonnes a day. It can produce one million tonnes of cement in a year.

The erection work, which began in May 2016, has almost been completed. Fine-tuning of equipment set up at the plant site is on.

K. Balasubramaniam, Deputy Secretary, Industries, and Managing Director (In-Charge), Tamil Nadu Cements Corporation Limited, who inspected the progress of installation works, said that 95% of the work had been completed. Remaining work would be completed before the end of October. Testing and trial run would begin in November.

“The new plant will be a game changer on various aspects. The fully automated plant is designed to produce a million tonne of cement a year. It will start commercial production in January or February,” he said.

It had a production capacity of 5 lakh tonnes per annum. With the new plant, the total production capacity of Arasu cement factory in Ariyalur would go up to 1.5 million tonnes per annum. The best limestone deposit would enable the factory to produce high quality cement of various grades for meeting the requirements from Government departments and public.

Raj Bhavan gets mag editor arrested, court sets him free
Action Follows Complaint About Report

TIMES NEWS NETWORK

Chennai: 10.10.2018

The editor of Tamil biweekly magazine Nakkheeran, R Gopal, was arrested on Tuesday morning on a complaint filed by the Tamil Nadu governor’s office, only to walk free in the evening after a magistrate court refused to send him to judicial custody.

Acting on a complaint filed by the governor’s deputy secretary, T Sengottaiyan, over a cover story published in April this year, the Zam Bazaar police registered an FIR against 35 journalists associated with the magazine. The cops later intercepted Gopal at Chennai airport and took him into custody triggering an outcry from the media fraternity.

When police produced him in court, the 13th metropolitan magistrate Gopinathan refused to send Gopal to jail after his counsel P T Perumal pointed out that the governor’s staff member has filed a complaint on October 6 over an article published almost six months ago in April. Counsel also argued that the article would in no way attract Section 124 of the IPC that deals with the offence of ‘assaulting’ the governor with an intent to compel or restrain him from exercising his lawful power. N Ram, veteran journalist and chairman of The Hindu Publishing Group, also made a submission in the court saying Section 124 had been invoked without any application of mind.

Earlier, DMK leader M K Stalin met MDMK leader Vaiko who was arrested and kept in a marriage hall for holding a dharna over the issue. The opposition leader also called on Gopal at a Triplicane hospital where he had been taken for medical examination.

Release of Rajiv case convicts unlikely anytime soon

CHENNAI, OCTOBER 05, 2018 00:00 IST

Banwarilal Purohit

Governor may not act till SC decides plea against remission of their sentences

The release of seven persons convicted for the assassination of former Prime Minister Rajiv Gandhi is unlikely in the near future.

Sources in the Raj Bhavan made it clear that Governor Banwarilal Purohit would not act on the State Cabinet’s recommendation to release the convicts till the Supreme Court decided on the petition filed by two relatives of victims, S. Abbas and John Joseph, and four others, challenging the State government’s 2014 decision to remit the sentences of the seven convicts.

Recently, relatives of the victims of the bomb blast that killed Rajiv Gandhi and 15 others at Sriperumbudur in May 1991 met the Governor and urged him to wait for the Supreme Court decision on their petition.

Some of them later claimed that the Governor had agreed to their demand. Enquiries in Raj Bhavan circles said Mr. Purohit saw justification in the demand made by the relatives.

In the middle of last month, the court allowed the petitioners, including Americai V. Narayanan, Congress spokesperson (in his personal capacity), to amend their petition filed in March 2014 and include the Cabinet’s decision, taken on September 9, regarding the release of the convicts. It gave them four weeks to file a revised petition.

The Governor had also met Arputhammal, mother of A.G. Perarivalan, one of the convicts, who urged him to accept the Cabinet’s decision at the earliest.

No consulations yet

In view of the matter pending before the Supreme Court, Mr. Purohit is not having consultations with legal experts for the time being.

Separately, the Raj Bhavan has received an opinion that the Centre should be consulted, even though one view, as expressed by many parties in the State, on Article 161 (Power of Governor to grant pardons and to suspend, remit or commute sentences in certain cases), is that the Governor can go by the advice of his or her Council of Ministers.

Considering the complexity of the matter, the Governor is conscious of the need to examine a range of legal, administrative and constitutional issues before arriving at any decision, the sources explained.

Asked for comment on the approach of the Governor, K. Chandru, former judge of the Madras High Court, said there are two issues that need to be considered in this matter.

“Even if the Cabinet gives an advice, the Governor can ask for a legal opinion to act in accordance with the Constitution. He is not supposed to follow the advice blindly. At the same time, when the Supreme Court is seized of the matter, he cannot take a decision expeditiously on the ground that he would not like to wait for the Supreme Court’s judgement as he has got all powers.”

British rule was better than today’s govts: Gandhi’s PA

TIMES NEWS NETWORK

Madurai: 03.10.2018

“The British Raj was much better than present-day rulers and I would prefer a British rule to the present one,” said V Kalyanam, who was the personal assistant to Mahatma Gandhi, in Madurai on Tuesday.

Kalyanam, now 96, said he felt the present-day rulers in the country had failed to provide the governance that Gandhiji had envisioned. “There was no corruption during the British rule and Gandhiji himself had commended their administrative excellence many times,” he said, adding that governance might have been better had a government been set up under Netaji’s leadership after Independence.

Inaugurating a philately exhibition at the Gandhi Memorial Museum here as part of the 150th birth anniversary celebrations of Gandhi, he went down memory lane recalling the days at the Ashram with Gandhi when everyone had to wake up at 3am and participate in a prayer session. “He used to dictate letters and I would write them down, and he would later make corrections with a pencil,” he said. Some of these letters which had been corrected by Gandhi were on display at the philately exhibition.

He also launched the Hobee trust, which aims at promoting various hobbies, including philately.

The exhibition, organised by philatelists S Vijaykumar, T Madan and P Vijaykumar, has on display special stamps, first day covers, commemorative stamps among others. There are also stamps and letterheads that remember Kasturba Gandhi. It is expected to draw sizeable crowds.

Misappropriation charge against bank official

Special correspondent

DINDIGUL, October 02, 2018 00:00 IST

Eight persons submitted petitions to SP seeking action

Petitions were submitted to the Superintendent of Police, Dindigul, against the manager of a nationalised bank here on Monday.

The complaint was that the manager, who was identified as Sorna Priya, was working in Allahabad Bank branch in RM Colony. According to the complainants, the manager’s modus operandi was whenever customers approached her seeking loans, she would direct them to furnish the documents they intended to give as collateral security. After some time, she would return the documents stating that the higher-ups had rejected the loan proposal.

The crime came to light when one of the customers, Chokkalingam, received a notice from the bank branch asking him to pay the EMI, which was overdue. The shocked customer approached the bank branch, where he found out that a loan was indeed sanctioned in his name.

Investigation revealed that like Mr. Chokkalingam many others had received such a demand notice directing them to pay the EMI without any delay.

The eight petitioners stated in their complaints submitted individually to the SP that the bank manager had taken close to Rs. 3.5 crore in their names. They maintained that they had never built a home as claimed by the bank nor had they taken other loans.

Based on the petitions, a police officer said inquiries with the bank suggested that it had transferred Sorna Priya a few months ago and posted a new officer in her place.

Further investigation is on. When The Hindu contacted the bank for its comments, the officials did not wish to speak saying that they were not authorised to share information with the media.

Doctor clears the air on flying Jayalalithaa abroad

CHENNAI, SEPTEMBER 29, 2018 00:00 IST

Jayalalithaa
Says former CM had shot down the suggestion made by Dr. Richard Beale

A specialist in critical care who treated Jayalalithaa told the Commission of Inquiry looking into the former Chief Minister's death that the option of flying her abroad was discussed with government officials, who responded by saying that the AIADMK general secretary will not give consent to the proposal.

R. Senthil Kumar, a senior consultant with Apollo Hospitals, told the Justice (Retd.) A. Arumughaswamy Commission during cross-examination that the hospital did not decide on taking its patient abroad. Options were presented before relatives, who took the decision.

The controversy over taking Jayalalithaa abroad for treatment surfaced recently after comments made by Deputy Chief Minister O. Panneerselvam, who said that he had suggested to Apollo Hospital authorities that the former CM be taken abroad. He went on to allege that the hospital had rejected his request.

According to V.K. Sasikala's lawyer N. Raja Senthoor Pandian, Dr. Kumar — who was cross-examined on Thursday — said that he was not aware of Mr. Panneerselvam’s request. Sasikala’s lawyer sought to turn the tables on Mr. Panneerselvam for his criticism of Apollo and extracted a testimony that the Deputy CM’s mother had sought treatment at the hospital four times since Jayalalithaa’s death.

A source said that Dr. Kumar had said that Jayalalithaa was in no condition to be taken abroad from the time of her admission on September 22, 2016, to mid-October. When her condition improved slightly, the option was discussed with various individuals, including the Health Minister, who said that Jayalalithaa will not agree to leave the country.

Dr. Kumar also said that he was outside the room when intensivist Dr. Richard Beale exited the room after discussing the possibility with Jayalalithaa herself; Dr. Beale reported that the CM had declined to be flown abroad.
Officials seize 29 TV sets during surprise checks at Puzhal prison

TIMES NEWS NETWORK

Chennai: 29.09.2018

Officials conducted surprise checks in Puzhal Central Prison here on Thursday and seized 29 television sets, 28 radios, four pressure cookers, 200kg of basmati rice, 50kg of dal, 75kg of maida flour and 60 litres of cooking oil and cots from several cells. The raid started on Thursday evening and ended late in the night.

This was the fifth raid in the cells after photographs of prisoner’s ‘personal’ life were leaked on September 14. Following the photo leak, prison officials conducted surprise checks in Prison-1and Prison-2 and seized 18 TV sets from A Class wards. Inmates were found using USB ports to charge mobile phones.

Thursday’s raid in the convicts’ prison wascarriedoutby ateam ledby prison DIGMurugesan and new superintendent Senthil Kumar.

Sources said some prisoners got special permission to use cots in their cells. These cots were being used by other prisoners since they had not been returned after those who had been originally using them left the jail. The prison officials were checking if the warders and other prison staffs had been renting the cots out to the prisoners.

Prison officials said there was nothing wrong about certain inmates enjoying differential treatment. "It's not illegal for ‘A’ class prisoners to get their own mattresses," the officer said.

The Puzhal Central Jail, which has a 212-acre campus, can accommodate up to 3,000 prisoners. It is considered one of the most modern prisons in the country.

Tamil Nadu governor Banwarilal Purohit will not take any decision over the cabinet resolution to release the seven life convicts in the Rajiv Gandhi assassination case until the Supreme Court pronounces its verdict in a case filed by the families of people who died along with the former PM in an explosion set off by a suicide bomber, said victims’ kin on Wednesday.

Retired ADSP Anushya, who was injured in the bomb blast, along with the family members of those killed, including inspectors U Rajaguru and Edward Joseph, police constable J Dharman and Congress functionary J Shamthani Begum met the Governor on Wednesday.

They submitted petitions, requesting him not to take any decision on the cabinet’s recommendation to release the life convicts , A G Perarivalan, Sriharan (alias) Murugan, his wife Nalini Sriharan, Robert Payas, Jayakumar and P Ravichandran, as per provisions of Article 161of the Constitution. The Tamil Nadu cabinet passed a resolution to this effect on September 9.

“The governor responded to our plea in a positive manner and assured us he will not take a call until the Supreme Court pronounces its verdict in our case filed in 2014,” said Abbash, coordinator of the victims’ families. He along with 11 family members of victims met the governor on Wednesday. Abbash’s mother Shathani Begum was one of the victims. Begum was the president of South Chengalpet Mahila Congress.

The family members, in a petition, requested the Governor to send a committee to study the ‘indescribable sufferings’ of their families. “Can we get back our dear ones who died on May 21, 1991? We sincerely feel that terrorism should not be condoned,” the petition reads Showing the disturbing pictures that displayed the gravity of the explosion, Anushya said, “I suffered a lot and still feel unbearable pain due to the pellet injuries. Many have lost their beloved ones, but they (life convicts and their families) are seeking freedom and talking about their rights. What about the rights of the real victims like us?”

Begum’s daughter, Afsari, said they had not opposed when the convicts’ death sentences were commuted to life. “Now, they are asking for freedom, and it is not acceptable,” she said.

“We have aired our grievance to the governor. We are satisfied with his positive response,” said Afsari.

A G Perarivalan’s advocate S Prabhu claimed the cabinet decision is beyond judicial review. The cabinet recommendation was under Article 161 and the case filed by the victims’ families in the SC was not relevant, he claimed.

On Monday, Arputhammal, the mother of one of the life convicts, Perarivalan, submitted a petition to the governor and requested him to respond positively to the cabinet’s recommendation to release all the seven convicts in the case. After the meeting, Arputhammal told reporters that she was “confident” that the governor would accept the cabinet recommendation and approve her son’s release.

ஆனால் விஷத் தேள் கொடிய முறையில் 7 தடவை என் மகளைக் கடித்திருக்கும் என்று கனவில்கூட எண்ணிப் பார்க்கவில்லை.

CHENNAI: The mother of one of the seven convicts in the Rajiv Gandhi assassination case, AG Perarivalan, Monday met Tamil Nadu Governor Banwarilal Purohit seeking her son's release following a cabinet recommendation to him on the matter.

Arputhammal, the mother of Perarivalan alias Arivu, said she met Governor Purohit at the Raj Bhavan here and presented a petition with some accompanying material and exuded confidence he will accept her demand.

The material she presented to Purohit included Judge KT Thomas' reported remarks of some "serious flaws" in the CBI investigation into the case and details on her son's behaviour during his earlier parole and its extension, she said.

Thomas had last year reportedly written to then Congress President Sonia Gandhi, wife of Rajiv Gandhi, to show magnanimity towards her husband's killers and enable remission of their sentences.

Today, Arputhammal said: "Tamil Nadu government had adopted a cabinet resolution (on the seven persons' release) and sent the files here (Raj Bhavan). You all know that their release is waiting for his signature (of approval)," she told reporters.

On September 9, the AIADMK government in Tamil Nadu had recommended to Purohit the release of all seven life convicts in the Rajiv Gandhi assassination case, a move hailed by most political parties in the state barring the Congress.

The cabinet had decided to release the convicts V Sriharan alias Murugan, T Suthanthiraraja alias Santhan, Perarivalan, Jayakumar, Robert Payas, Ravichandran and Nalini, under Article 161 of the Constitution, which relates to the power of the Governor to grant pardons and to suspend, remit and commute sentences in certain cases.

Arputhammal further said the Governor was 'cordial' towards her and went through her petition, and that he even suggested some correction which was done.

"So I am confident he will soon accept the cabinet recommendation and approve my son's release.

He will respect the Cabinet, Supreme Court," she added.

The Supreme Court had earlier asked the Governor to consider the mercy petition of Perarivalan seeking remission or pardon under Article 161 of the Constitution, while disposing of the Centre's petition opposing the state's 2014 decision for the convicts' release.

‘Seven convicts in Rajiv Gandhi assassination case are also victims’

Retired Judge Hariparanthaman says Governor has no powers to reject Cabinet’s resolution

The seven convicts in the assassination case of former Prime Minister Rajiv Gandhi, who are behind bars for nearly 28 years, were also victims like those others killed during the assassination, said D. Hariparanthaman, retired Judge of Madras High Court, here on Sunday.

He was referring to the case being moved now in the Supreme Court by the families of those killed against the release of the seven convicts.

“We understand their pain. But they must understand that these seven are also victims who have suffered a lot despite no direct involvement in the killing,” he said, while speaking at a conference organised by ‘Ezhu Tamizhar Viduthalai Iyakkam’ to appeal for the release of the seven convicts.

Raising suspicion over the politics behind filing of the case, he said that it will act as an easy excuse for Tamil Nadu Governor Banwarilal Purohit to delay granting approval to the State Cabinet’s resolution to release the seven convicts. He stressed that the Governor had no powers to reject Cabinet’s resolution.

Pointing out that even the three convicts, who were directly involved in the assassination of Mahatma Gandhi, were released after 16 years, he questioned why these seven people, who had no direct involvement, cannot be released.

Mr. Hariparanthaman pointed out to the three-Judge Supreme Court bench’s ruling in 1999 that criticised the ruling of Terrorist and Disruptive Activities (Prevention) (TADA) Act that originally awarded capital punishment to 26 people in the case, a letter later written by one of the three Judges about certain flaws in the judgement and assertion by chief investigator of the case K. Ragothaman about loopholes in the investigation. “All these clearly indicate that the seven people have been done great injustice,” he said.

He also questioned the motive of the BJP-led government at the Centre that has opposed the release of the seven.

“When the BJP is opposing every move of the Congress, why are they towing the line of former Congress-led government in this,” he asked.

P. Rajeswari, mother of P. Ravichandran, one of the seven convicts, who spoke at the function, pleaded to the Governor to show mercy and immediately release her son and six others so that she could at least spend her last years with her son.

T. Lajapathi Roy, advocate, Madras High Court, argued that the original judgement by TADA court in the case itself was severely flawed as observed later by the Supreme Court. “The Supreme Court said that the case will not even fall under TADA Act but failed to send it back for re-investigation,” he pointed out.
