தேர்தல் ஆணையத்திடம் இருந்து இரட்டை இலை சின்னத்தை பெற்றுத்தருவதாக கூறி டி.டி.வி.தினகரனிடம் ரூ.50 கோடி பேரம் பேசியதாக இடைத்தரகர் சுகேஷ் சந்திரசேகரை ஏப்ரல் மாதம் டெல்லி போலீசார் கைது செய்து திகார் சிறையில் அடைத்தனர். அவர் மீது நாடு முழுவதும் பல்வேறு மோசடி வழக்குகள் உள்ளன.

குறிப்பாக தென் இந்தியாவில் 50–க்கும் மேற்பட்ட வழக்குகள் அவர் மீது பதிவு செய்யப்பட்டு இருக்கின்றன. மும்பை, கோவை, பெங்களூரு ஆகிய இடங்களில் நடைபெறும் கோர்ட்டு விசாரணைக்காக டெல்லி போலீசார் 7 பேர் 9–ந் தேதி முதல் 16–ந் தேதி வரை அந்தந்த கோர்ட்டுகளுக்கு அழைத்துச் சென்றனர். இதற்காக 9–ந் தேதி சுகேஷ் சந்திரசேகரை பெங்களூரு அழைத்து வந்தனர்.

பெங்களுரூவில் உள்ள அடுக்குமாடி குடியிருப்பில் சுகேஷ் சந்திரசேகர் தங்கினார். அவருடன் வந்த போலீசார் சொகுசு ஓட்டலில் அறை எடுத்து தங்கி இருந்தனர். பெங்களுரூவில் சுகேஷ் சந்திரசேகர் தங்கி இருந்த நாட்களில் சுதந்திரமாக சுற்றித்திரிந்தது வருமான வரித்துறையினர் விசாரணையில் அம்பலமானது.

இது குறித்து டெல்லி போலீஸ் கமி‌ஷனர் அமுல்யா பட்நாயக்குக்கு வருமான வரித்துறை அதிகாரிகள் அனுப்பியுள்ள அறிக்கையில் கூறியிருப்பதாவது:–

கோர்ட்டு வழக்கு விசாரணைக்கு அழைத்து வரப்பட்ட சுகேஷ் சந்திரசேகர் பெங்களூருவில் உள்ள வணிக வளாகங்களில் விலை உயர்ந்த பொருட்களை வாங்கி குவித்து உள்ளார். அவருடன் பாதுகாப்புக்கு வந்த போலீசார் யாரும் இல்லை. அவர் 9, 10–ந் தேதிகளில் சர்வசாதாரணமாக சுதந்திரமாக சுற்றித்திரிந்தார்.

தோழி லீனா மரியாபாலுடன் பல இடங்களுக்கு சென்று நேரத்தை செலவிட்டு உள்ளார். மேலும் கோவை, சென்னையில் உள்ள கார் தரகர்களிடம் பேரம் பேசி 3 சொகுசு கார்களையும் வாங்கினார். உளவுத்துறையினர் அளித்த தகவலின் பேரில் நாங்கள் விசாரணை நடத்தியதில் அதற்கான ஆதாரங்கள் சிக்கின.

வணிக வளாகங்களில் அவர் தனியாக சுற்றியது அங்குள்ள கண்காணிப்பு கேமராக்களில் பதிவாகி இருந்தது. மேலும் சொகுசு ஓட்டலில் போலீசார் தங்கி இருந்ததும் உறுதிபடுத்தப்பட்டது. இதையடுத்து சுகேஷ் சந்திரசேகர் தங்கி இருந்த இடத்தில் சோதனையிட்டு அவர் வாங்கிய 3 சொகுசு கார்களையும் பறிமுதல் செய்யப்பட்டது.

அனைத்து ஆதாரங்களையும் காட்டிய பிறகு அந்த குற்றச்சாட்டுகளை சுகேஷ் சந்திரசேகர் ஒப்புக்கொண்டு உள்ளார். இவை அனைத்தும் பாதுகாப்புக்கு வந்த டெல்லி போலீசாரின் ஒப்புதலுடன் நடைபெற்றது. எனவே இதற்கு உடந்தையாக இருந்த போலீசார் மீது நடவடிக்கை எடுக்க வேண்டும்.

இவ்வாறு அதில் கூறப்பட்டு இருந்தது.

இது குறித்து டெல்லி போலீஸ் சிறப்பு கமி‌ஷனர் (போக்குவரத்து) தீபேந்திர பதக் கூறுகையில், வருமான வரித்துறை அதிகாரிகளின் அறிக்கை தொடர்பாக விசாரணை நடைபெற்று வருகிறது. அதுவரை சுகேஷ் சந்திரசேகருடன் பாதுகாப்புக்கு சென்ற 7 போலீசார் பணி இடைநீக்கம் செய்யப்படுகின்றனர். விசாரணை முடிவில் தவறு செய்த போலீசார் மீது கடும் நடவடிக்கை எடுக்கப்படும் என்றார்.

ஏற்கனவே சொத்து குவிப்பு வழக்கில் கைதாகி பெங்களூரு சிறையில் அடைக்கப்பட்டு இருக்கும் சசிகலா சுதந்திரமாக வெளியே சென்று வந்ததாக குற்றச்சாட்டு எழுந்து பரபரப்பை ஏற்படுத்தியது. இந்நிலையில் தற்போது வழக்கு விசாரணைக்கு வந்த சுகேஷ் சந்திரசேகரும் அதேபோல் சுதந்திரமாக சுற்றித்திரிந்ததாக குற்றச்சாட்டு எழுந்துள்ளது குறிப்பிடத்தக்கது.

அதன்படி, பிரபல ரெயில்களின் பயண நேரம் 15 நிமிடங்கள் முதல் 2 மணி நேரம் வரை குறைக்கப்படுகிறது. உதாரணத்துக்கு போபால்–ஜோத்பூர் எக்ஸ்பிரஸ் ரெயில் 95 நிமிடம் முன்னதாக போய்ச் சேரும்.

ரெயில்களின் வேகத்தைக்கூட்டி, பயண நேரத்தை குறைக்கிற வகையில் புதிய ரெயில்வே கால அட்டவணை தயாராகி வருகிறது. இந்த கால அட்டவணையில் ஒவ்வொரு ரெயில்வே டிவிசனுக்கும் பராமரிப்பு பணிக்காக 2 முதல் 4 மணி நேரம் ஒதுக்கப்படும்.

தமிழக முதல்- அமைச்சராக இருந்த ஜெயலலிதா கடந்த ஆண்டு டிசம்பர் மாதம் 5-ந் தேதி மரணம் அடைந்தார்.

உடல்நல குறைவால் பாதிக்கப்பட்டு இருந்த அவர், சென்னை அப்பல்லோ ஆஸ்பத்திரியில் தொடர்ந்து 75 நாட்கள் சிகிச்சை பெற்றும் பலன் இன்றி உயிர் இழந்தார்.

ஜெயலலிதா மரணத்துக்கு பிறகு, அ.தி.மு.க. இரண்டாக பிளவுபட்ட நிலையில், அதில் ஒரு அணிக்கு தலைமை தாங்கிய ஓ.பன்னீர்செல்வம், ஜெயலலிதா மரணம் குறித்து மக்கள் அறிந்து கொள்ளும் வகையில் நீதி விசாரணை நடத்த வேண்டும் என்று குரல் கொடுத்தார். பின்னர், அ.தி.மு.க. இரு அணிகள் இணைப்புக்கான பேச்சுவார்த்தை தொடங்கிய போதும் ஓ.பன்னீர்செல்வம் அதே கோரிக்கையை மீண்டும் வலியுறுத்தினார்.

அதை ஏற்றுக்கொண்ட முதல்-அமைச்சர் எடப்பாடி பழனிசாமி, ஜெயலலிதா மரணம் குறித்து ஓய்வு பெற்ற ஐகோர்ட்டு நீதிபதி தலைமையில் விசாரணை கமிஷன் அமைக்கப்படும் என்று ஆகஸ்டு 17-ந் தேதி அறிவித்தார்.

அதன்பின்னர், அ.தி.மு.க. இரு அணிகளும் ஆகஸ்டு மாதம் 21-ந் தேதி இணைந்தன. ஓ.பன்னீர்செல்வத்துக்கு துணை முதல்-அமைச்சர் பதவி வழங்கப்பட்டது. ஆனால், ஜெயலலிதா மரணம் குறித்து சி.பி.ஐ. விசாரணை நடத்தப்பட வேண்டும் என்று தி.மு.க. உள்ளிட்ட எதிர்க்கட்சிகள் கோரிக்கை விடுத்தன.

இந்த நிலையில், கடந்த மாதம் (செப்டம்பர்) 25-ந் தேதி தமிழக அரசு அறிவிப்பு ஒன்றை வெளியிட்டது. அதில், “மறைந்த முதல்-அமைச்சர் ஜெயலலிதாவின் இறப்பு குறித்து விசாரணை மேற்கொண்டு அறிக்கை சமர்ப்பிக்க ஐகோர்ட்டின் ஓய்வு பெற்ற நீதிபதி ஆறுமுகசாமி தலைமையில் விசாரணை ஆணையம் அமைத்து 25-9-2017 அன்று அரசாணை வெளியிடப்பட்டு உள்ளது” என்று கூறப்பட்டு இருந்தது.

அதன்பின்னர், ஜெயலலிதா மரணம் குறித்த விசாரணை ஆணையம் இயங்குவதற்காக எழிலகம் கலச மகால் முதல் மாடியில் இடம் ஒதுக்கப்பட்டது. அங்கு விசாரணை ஆணையத்திற்காக ஒலி (சப்தம்) ஊடுருவாத அறை அமைக்கும் பணிகள் நடைபெற்றது. இதற்கிடையே, விசாரணை ஆணையத்தின் தலைவராக நியமிக்கப்பட்ட ஓய்வுபெற்ற நீதிபதி ஆறுமுகசாமி கடந்த மாதம் 30-ந் தேதி பதவி ஏற்றுக்கொண்டார்.

இந்த நிலையில், நேற்று காலை நீதிபதி ஆறுமுகசாமி, எழிலகம் கலச மகாலில் விசாரணை ஆணையத்திற்காக ஒதுக்கப்பட்ட இடத்தில் நடைபெற்று வரும் பணிகளை பார்வையிட்டார்.

எனவே, வரும் 25-ந் தேதி ஜெயலலிதா மரணம் குறித்த விசாரணை தொடங்கும் என்று எதிர்பார்க்கப்படுகிறது.

ஏற்கனவே, 3 மாதங்களுக் குள் விசாரணையை முடித்து அறிக்கை தாக்கல் செய்ய வேண்டும் என்று அரசு அறிவுறுத்தி இருக்கிறது.

Irked by collector’s late arrival, farmers walk out of grievance redressal meet

Madurai: Irked by the late arrival of collector K Veera Raghava Rao for the grievance redressal meeting, a section of farmers staged a walkout alleging that none of their grievances have been redressed by the administration.

he meeting, held once a month at the collector's office commenced at 11am. But, the collector, caught in various assignments especially in dengue preventive inspections reached the meeting around 12pm. District revenue officer, R Gunalan and agriculture department officials were conducting the meeting till then. The farmers were anxious to know about the water release for samba paddy crop. As soon as the collector arrived, he went out to distribute farm implements to beneficiaries.

With emotions already running high among the farmers, the distribution process irked them a great deal, and a section of them decided to stage a walkout from the meeting hall. Addressing media persons outside the hall, S Murugesan from Kathapatti village said that no replies has been given by the district administration on the grievance petitions filed. There is no point in attending the meeting, farmers staging a walkout charged.

However, other section of farmers stayed back in the hall and the meeting proceeded. Addressing the farmers later, collector explained that he had pressing assignments and could not attend the meeting. But the meeting was not delayed as other officials had carried on with it. The meeting has elements like knowledge sharing, hearing grievance petitions and replied and discussing common problems of farming community. It is not necessary that collector has to be present all through the meeting, he said.

MKU withdraws recognition for sanitation course

Chennai: A fortnight after Tamil Nadu State Information Commission (TNSIC) raised questions on state government recognition of a sanitation course for employment purposes, Madurai Kamaraj University (MKU) has withdrawn the equivalence certificate for the course.

Started in 2010-11, the course, which was approved by the university's statutory bodies like syndicate, senate and academic council, was not recognised by the state government for employment as sanitary inspectors till date.

The Water Sanitation and Hygiene Institute (WASH) in Kodaikanal, affiliated to MKU, was running the PG Diploma course in Environmental Sanitation Science since 2010-11. In 2013, the institute was given a certificate by MKU that the course was equivalent to the PG Diploma in Sanitary inspectors course offered by Gandhigram Rural Insitute.

The equivalence is necessary because the diploma is required for getting appointed as sanitary inspectors in the government.

The diploma by Gandhigram Rural Institute is recognised by the Tamil Nadu government for employment as sanitary inspector. However, the state has not recognised the course offered by WASH till date, making those who passed out ineligible for applying for the posts of sanitary inspectors.

In an official letter, MKU told TOI that the equivalence certificate given to WASH had been withdrawn on October 17. "WASH had obtained the certificate from us without informing the Gandhigram Rural institute," MKU registrar V Chinniah said. Incidentally, the course was approved by University's Board of Studies, syndicate, Academic council and Senate

The withdrawal communication letter has been sent to the higher education secretary, vice-chancellor of Gandhigram Rural institute and principal, WASH institute on October 17, Chinniah said. The details of the issue were made public after an RTI applicant filed a second appeal with the TNSIC as he did not get the desired details in an RTI filed with MKU. In the TNSIC enquiry, on October 5, it was revealed the fee for the one-year course was Rs 45,000, but due to lack of government approval, students had been forced to move high court for relief.

Airport to battle delays caused by small planes

CHENNAI: While travellers are welcoming the operation of small planes to tier III cities to boost regional connectivity, there is a flip side -the skies will be more crowded, impacting the aircraft handling capacity of airports.

In a bid to prevent these small and slow aircraft from causing delays, the Airports Authority of India (AAI) has lined up a series of steps to cut down the runway occu pancy time of planes at Chennai airport.

Worried that an increase in small plane traffic will slow down operations, the AAI is planning to sensitise pilots and air traffic controllers, commission simultaneous use of the main runway and second runway (crossrunway operations) and spe ed up construction of two rapid exit taxiways. AAI is planning to start cross-runway operations in December.

70-seater planes like ATRs and Bombardier Q400 have a slow climb rate after take-off and cruise at approximately 500kmph at 21,000ft. More such planes in the air would lead to more distance between planes as they are lined up to land at the airport. Indigo, SpiceJet and Jet Airways are gearing up to fly smaller planes to capture regional markets and also bid for routes.

Airports around the world are seeking to reduce the runway occupancy time of planes so that more slots can be given for landing and take-off. This warrants a runway exit strategy for pilots, enabling them to react promptly to take-off clearance and line up on the taxiway without delays.

A European programme has found that a five-second loss per aircraft can result in two missed runway slots per hour, says a report by Melbourne airport.

A senior AAI official said that meetings are being held on runway safety and utilisation. "The air traffic control procedures call for flights to be handled in a way that augments the runway's capacity. This has enabled the airport to handle 40 planes in an hour though the actual movement is only 28 planes per hour.

Airport director G Chandramouli said, "A lot of small planes will be flying as Udan will open up Salem, Belagavi and Mysuru. We may have to use the second runway for smaller planes and bring passengers by buses.Cross-runway operations and rapid exit taxiways are being planned to cut runway occupancy time. The airport now has an angular taxiway which helps planes exit the runway quicker."

It is estimated that airlines would be deploying more than 200 small aircraft in the next eight years.

Airlines are launching 70-seater flights to tier II and tier III cities as short traffic of up to 1,000km or less has seen an increase in demand.

IndiGo is launching its ATR flights by mid-December connecting Chennai to Mangaluru and Rajahmundry while SpiceJet will soon fly to Belagavi.

TN docs boycott Vijay’s ‘Mersal’, prescribe piracy

Chennai: Doctors in Tamil Nadu are 'prescribing' piracy to protest against Vijay-starrer 'Mersal' which, they say, has portrayed them in a poor light.

Led by the state chapter of the Indian Medical Association, doctors have been sharing links of the movie on a pirated website through social media and urging fellow professionals and paramedical staff to boycott the film or not to 'pay' and watch it in theatres.

Terming it a 'silent protest', Indian Medical Association president Dr TN Ravishankar said, "We decided not to approach the media or court. We will only be giving more publicity to the movie. Instead, if we spread the movie links on webpages, it will hit their collections. I hope they will realise then," he said. "In one of the scenes, Vijay says people go to private hospitals as government hospitals fail to offer good services. He also says we use this profession only to make money." The association has sought support from local chapters of other organisations, including the Association of Physicians of India, Federation of Obstetrics and Gynaecology Society of India and Indian Radiologists and Imaging Association.

The message reads, "Please forward to as many doctors and create a silent protest movement from the medical fraternity IMA Tamil Nadu."

"We have received that 'Mersal' film has expressed opinion against medical community and doctors. It is unfortunate in our democratic set up to react and get a positive response. Hence we request you to boycott the film. Please make sure your relatives, friends, hospital employees boycott the film. This will go a long way in expressing our protest. Approaching the media and court will only result in publicity for the film which should not be done. (It is) an appeal from IMA Tamil Nadu to redeem our prestige and show our unity. Association of surgeons of India state executive member Dr Chandrasekar said doctors in government hospitals had been working even on public holidays and services offered in hospitals include state-of-the-art surgeries including heart and liver transplants.

"I worked on Diwali and the day after attending to several patients with burns. None of our patients pay us money. It's unfair to say we are negligent or lazy," he said.

Meanwhile, the Tamil Nadu Government Doctor Association has asked its member to ignore the movie and concentrate on helping dengue patients. "Tamil Nadu government medical institutions are the best in the country. All government hospitals are totally free for treatment, clean and offer high standards of care," said the association state president Dr K Senthil.

Don’t re-censor ‘Mersal’, Kamal Haasan tweets

Chennai: Hours after the state BJP unit demanded removal of dialogues on GST from Vijay-starrer 'Mersal', actor Kamal Haasan tweeted that the movie was certified and shouldn't be re-censored. 'Mersal was certified. Dont re-censor it . Counter criticism with logical response. Dont silence critics. India will shine when it speaks' read the tweet on Friday night.

BJP leaders including TN president Tamilisai Soundarrajan and national executive member H Raja had demanded removal of the dialogues. Raja tweeted the dialogues were factually incorrect and displayed Vijay's knowledge of economics. Haasan has hinted at his intention to enter politics and recently apologised for supporting demonetisation. Congress spokesperson Khushbu Sundar tweeted in support of the movie. tnn

தீபாவளிப் பண்டிகையை முன்னிட்டு, கடந்த 15 நாட்களுக்கு முன்பே, புத்தாடைகள், வீட்டு உபயோகப் பொருட்கள், நகைகள் உள்ளிட்டவை வாங்க தி.நகர், புரசைவாக்கம், பிராட்வே, வண்ணாரப்பேட்டை உள்ளிட்ட பகுதிகளில் மக்கள் கூட்டம் அலைமோதியது.

தொடர்ந்து 15 நாட்களுக்கு மக்கள் கூட்டம் வந்து கொண்டே இருந்தாலும், 15, 16, 17-ம் தேதி தி.நகரில் எங்கு பார்த்தாலும் மக்கள் கூட்டம் அலைமோதியது. இதேபோல், கடைசி நாட்களில் பட்டாசு, இனிப்பு வகை பொருட்கள் வாங்கவும் மக்கள் அதிகளவில் குவிந்தனர். இதனால், தி.நகர் பகுதியில் கடுமையான போக்குவரத்து நெரிசல் ஏற்பட்டது. இதற்கிடையே, தீபாவளிப் பண்டிகை முடிந்துள்ள நிலையில், கூட்ட நெரி சல் குறைந்து சீராகியுள்ளது.

திருச்சி - நாமக்கல் மாவட்டங்களின் இடையே உள்ள தலைமலை பெருமாள் கோயிலைச் சுற்றி, உயிரைப் பணயம் வைத்து பக்தர்கள் மேற்கொள்ளும் ஆபத்து நிறைந்த கிரிவலம், தலைமலையின் பெருமையை குலைப்பதாக அமைந்துள்ளது.

கிழக்குத் தொடர்ச்சி மலையில் நாமக்கல் மாவட்டத்தில் அமைந்துள்ளது தலைமலை காப்புக்காடு. இதன் கிழக்கு மற்றும் தெற்குப் பகுதி திருச்சி மாவட்டத்தின் எல்லையில் உள்ளது. மூலிகை உட்பட பல்வேறு வகையான செடிகள், மரங்கள் என பசுமைப் போர்வை போர்த்தியபடி காணப்படுகிறது.

7 கிமீ நடக்க வேண்டும்

நாமக்கல் மாவட்டம் எருமப்பட்டி, வடவத்தூர், செவிந்திப்பட்டி, திருச்சி மாவட்டம் நீலியாம்பட்டி, சஞ்சீவிபுரம் ஆகிய 5 அடிவாரங்களில் இருந்து சுமார் 7 கிமீ தொலைவுக்கு நடந்துதான் மலையின் உச்சிக்குச் செல்ல முடியும். எந்தவொரு அடிவாரத்தில் இருந்தும் மலையின் உச்சிக்கு செல்வதற்கு சரியான பாதை வசதி கிடையாது. கரடுமுரடான - ஆங்காங்கே செங்குத்தான மற்றும் சில இடங்களில் மிகவும் ஆபத்தான பாதையைக் கடந்துதான் பக்தர்கள் மலைக்குச் சென்று வருகின்றனர்.

அடிவாரத்தில் இருந்து வரும் அனைத்துப் பாதைகளும் தலைமலையில் இருந்து சுமார் 1 கிமீ கீழே உள்ள கருப்பண்ணசாமி கோயிலில் ஒன்று சேர்கின்றன. அங்கு குதிரை மீது கம்பீரமாக அமர்ந்து அருள்பாலிக்கிறார் கருப்பண்ணசாமி.

பக்தர்களின் நம்பிக்கை

சுமார் 3,200 அடி உயரமுள்ள தலைமலையின் உச்சியில் பெருமாள் கோயிலைச் சுற்றி கிரிவலம் செல்லும் பக்தர்.

 

ராமாயண போரின்போது மூர்ச்சையடைந்து விழுந்த லட்சுமணனை உயிர்ப்பிக்க ஆஞ்சநேயர் தூக்கிச் சென்ற மூலிகைகள் நிரம்பிய சஞ்சீவி பர்வதம் என்னும் மலையில் இருந்த மூலிகைகளின் வாசத்திலேயே லட்சுமணன் குணமடைந்துவிட்டார். அந்த மகிழ்ச்சியில், மலையை ஆஞ்சநேயர் வீசியெறிந்ததாகவும், அது 7 துண்டுகளாகச் சிதறி விழுந்ததாகவும் அவற்றில் ஒன்று இந்த தலைமலை எனவும் கூறப்படுகிறது. மலையின் தலை போன்ற உச்சி சிகரத்தில் பெருமாள் வீற்றிருப்பதால் தலைமலை எனப் பெயர் பெற்றதாகக் கூறப்படுகிறது. மலையின் உச்சியில் பெருமாளின் தலம் உள்ளதால் தலைமலை என்று பெயர் வந்ததாகவும் கூறுவர்.

4 அங்குல சுவர் விளிம்பில்

இத்தகைய சிறப்பு பெற்ற தலைமலையின் பெருமையைக் குலைக்கும் வகையில் இங்கு வரும் பக்தர்கள், பெருமாள் மலை உச்சியில் கோயிலுக்கு வெளிப்புறத்தில் ஒரு பாதம் மட்டுமே வைக்கும் அளவுக்கு சுமார் 4 அங்குலம் அகலமே உள்ள சுவரின் விளிம்பில் உயிரைப் பணயம் வைத்து நடந்து வலம்வருவதை வழக்கமாகக் கொண்டுள்ளனர். மிகவும் ஆபத்தான இந்தச் செயலை தலைமலை கிரிவலம் என்று கூறுகின்றனர். கிரிவலத்துக்கு கோயில் நிர்வாகம் தடை விதித்திருந்தாலும், அதை மீறி பக்தர்கள் கிரிவலம் செல்கின்றனர்.

இங்கு கடந்த சில தினங்களுக்கு முன்பு கிரிவலம் செல்ல முயன்ற முசிறியைச் சேர்ந்த ஆட்டோ ஓட்டுநர் ஒருவர் மலையில் இருந்து கீழே விழுந்து உயிரிழந்தது குறிப்பிடத்தக்கது.

தடையை மீறி கிரிவலம்

இதுதொடர்பாக கருப்பண்ணசாமி கோயில் பூசாரிகளில் ஒருவரான துரைசாமி கூறியபோது, “சனிக்கிழமைகளில் மட்டுமே கோயிலுக்கு பக்தர்கள் வருவார்கள். மலையில் தினமும் ஏறி இறங்க முடியாது என்பதால், நாங்கள் வெள்ளிக்கிழமை மாலை மலைக்கு வந்துவிட்டு, திங்கள்கிழமை காலையில்தான் அடிவாரத்துக்குத் திரும்புவோம்.

சுற்றுச்சூழல் பாதிப்பு

தோளூர்பட்டியைச் சேர்ந்த விவசாயி பாஸ்கர் கூறியபோது, “ பல ஆண்டுகளுக்கு முன்பு மூதாட்டி ஒருவர் உட்பட 2 பேர் வெவ்வேறு காலக் கட்டத்தில் கிரிவலம் சுற்றியபோது தவறி விழுந்து இறந்ததாகக் கூறப்படுகிறது. அதன்பிறகு இப்போதுதான் அதுபோன்ற சம்பவம் நேரிட்டுள்ளது.

‘Writ petitions posted for final disposal’

M.R. Hospital, Aminjikarai, is contesting the suspension of its kidney transplantation licence by the Directorate of Medical and Rural Health Services in 2014, in the Madras High Court.

The hospital’s two writ petitions seeking quashing of the suspension order and directing the State Appropriate Authority to process the renewal application for a period of five years have been posted for final disposal, the hospital authority said in a statement issued.

The Directorate of Medical Services suspended the kidney transplant licence of the hospital in 2014 after six persons were arrested for trying to sell kidneys to two patients admitted to the hospital.

However, the hospital’s managing director M. R. Murlikrishnan, in the statement said, “the criminal case is only against the donor and brokers and not the hospital”.

Facing heat, he withdrew plea in HC

A final year MBBS student of a deemed medical university in the city fought an unsuccessful legal battle before the Madras High Court against the cancellation of one of his examinations after he was found in possession of a smart watch in the hall while attending a paper on obstetrics and gynaecology on February 23.

After a Division Bench of Justices Rajiv Shakdher and Abdul Quddhose ordered production of the watch in the court to ascertain if the contents stored in it could be accessed even without it being connected to a Wi-Fi router or a smart phone, the student, present in the court, chose to withdraw an appeal preferred against a single judge’s order.

Initially, Justice Pushpa Sathyanarayana had dismissed the student’s writ petition, disbelieving his contention that the watch could not be used for anything, except checking time, unless it was connected to the Internet.

Taking her judgment on appeal, the student once again claimed that the data stored in the watch could not be accessed without an Internet connection.

The HC Bench, led by Mr. Justice Shakdher, directed the university to produce the watch in court and found that answers for some questions had been stored in it as observed by the invigilator.

This year, policemen at various stations under the Flower Bazaar police district spent Deepavali with senior citizens, who live alone.

The programme was organised for aged persons in the jurisdiction of the Flower Bazaar, Elephant Gate and Seven Wells police stations.

Over 60 senior citizens living alone or abandoned by their children were invited.

“We keep the patta book at the homes of the elderly for constables to sign during their daily visits. This time, we wanted to make them feel cared for and hence, we celebrated the festival with them by bursting crackers and eating sweets,” said Flower Bazaar law and order Inspector Ravi.

The policemen also brought children living on the street to the function.

Many theatres across T.N. have sold first day tickets between Rs. 300 and Rs. 1,000

Despite the State government hiking the ticket prices, actor Vijay’s Mersal had a record opening for a Tamil film.

While the theatre business has only partly recovered from a slump, post the introduction of GST, it has brought the focus back on the State government’s logic of putting a cap on the ticket prices for the first few days when the demand is sky-high.

Many theatres across Tamil Nadu have reportedly sold first day tickets for anywhere between Rs. 300 and Rs. 1,000.

With the movie screening in close to 700 screens across the State, selling tickets at inflated prices continues unabated — especially for the early morning shows in many single screen theatres, according to the trade sources.

“Yes, the first day collection is somewhere between Rs. 22-24 crore in Tamil Nadu alone. Clearly, it has surpassed the opening of Rajinikanth’s Kabali , Vijay’s earlier film, Theri ,” said Tiruppur Subramanian, a well-known distributor in the western Tamil Nadu.

Asked why the exhibitors are still selling tickets at inflated prices, Mr. Subramaniam said, “It can be curbed only if the stakeholders regulate the so-called ‘special fans’ show for which tickets are sold at inflated prices. Tickets should also be sold only via online booking. Abirami Ramanathan, president, Tamil Nadu Cinema Theatre Owners’ Association, said he had not received any complaints of theatres charging above the government-mandated rates.

“The opening has been extraordinary and there is no question of inflated ticket prices having an effect, as the prices in Tamil Nadu are the lowest in India,” he also said.

‘Monitor and report’

The Tamil Film Producers Council had earlier stated it would ‘monitor and report’ the theatres that charge more than the fixed price.

The council’s treasurer, S.R. Prabhu, said the council had limited powers, but would continue to do what it had promised.

“While we don’t have the power to punish them, we are doing our bit. The onus is on the State government and the people to report such misdoings,” Mr. Prabhu said.

Reverses single judge’s order to pay 75% of eligible dues

The Madras High Court has held that it cannot order payment of terminal benefits to employees who were not allowed to retire from service pending corruption charges but had attained the age of superannuation even as the action initiated against them was pending before the tribunal for disciplinary proceedings.

A Division Bench of Justices S. Manikumar and V. Bhavani Subbaroyan passed the ruling while reversing an order passed by a single judge of the High Court on September 1 to pay 75% of the terminal benefits due to three commercial taxes department employees facing disciplinary proceedings before a tribunal in Coimbatore.

‘Wrong precedent’

“Granting terminal benefits to persons facing proceedings before a tribunal constituted to deal with cases relating to corruption and corrupt practices, in our view, is erroneous and would open the floodgates to all those alleged to have indulged in corrupt practices to seek for disbursement of retiral/pensionary benefits,” the Bench said.

In so far as the facts of the case were concerned, the judges pointed out that Directorate of Vigilance and Anti Corruption (DVAC) sleuths had recovered unaccounted money from the office of the Commercial Tax Officer at Tiruchengode where the three employees L. Ramachandran, K. Viswalingam and B. Suthakaran were serving on November 11, 2013.

Subsequently, on receipt of a report from the DVAC, the government invoked the provisions of the Tamil Nadu Civil Services (Disciplinary Proceedings Tribunal) Rules, 1955, and referred the matter to the tribunal for adjudication.

It also suspended the three employees from service and ordered that they should not be allowed to retire until further orders.

However, since all the three employees attained the age of superannuation in 2014 and 2015, they made a representation to revoke their suspension and sanction the retirement benefits. Their plea was rejected by the Commissioner of Commercial Taxes Department on August 2, 2016, and the rejection was challenged by way of a writ petition.

A single judge of the High Court allowed the writ petition partly and ordered payment of 75% of the retirement benefits since it was represented that the tribunal had not even framed charges against them though more than three years had elapsed since the DVAC reportedly recovered unaccounted money from their office.

Disagreeing with the order passed by the judge, the Bench led by Mr. Justice Manikumar said: “When the DVAC had recovered unaccounted money from the office where the respondents worked, would it be right to order disbursement of 75% of the retirement benefits even before framing and conclusion of the charges by the Tribunal? Our answer is ‘No.’”

The Bench allowed a writ appeal preferred by the Commissioner and said: “The writ court (presided by the single judge), with due respect, has failed to consider the very purpose of the constitution of the tribunal, which was to enquire into charges of corruption and corrupt practices, more so, on the facts and circumstances of the case on hand.”
