TN seeks GST exemption for 26 univ fees

Chennai: The Tamil Nadu government plans to table a note, arguing for exemption of fees collected uder 26 heads by universities from the ambit of the Goods and Services Tax (GST), at the next GST council meet.

These include tuition, lab and library fees, money collected for affiliation and inspection and funds received for research services not leading to commercialisation of research output, services carried out for government and purchases for academic activities.

Currently, higher eductation institutes (HEIs), even public institutions, are not exempt from paying GST.

The note, circulated to the commercial taxes department, was prepared by the higher education department after the central excise commissionerate in Madurai sought data on service charges on fees collected over the last three years and reasons for not paying service tax. Universities fear there might be retrospective collection of service tax along with GST.

The basic argument is that higher education is heavily subsidised by the government to benefit the masses and levying a tax on it would be make it out of reach for many.

As per the 'rate of GST on services' under higher education, only three services provided by Indian Institutes of Management (IIMs) and government-supported skill development programmes offered by private institutes are GST-exempt.

The state has classified the fees it wants exempted into three categories.

The first category comprises money collected to perform regulatory services like affiliation of colleges, recognition of courses and teachers and inspections. These are essential to ensure minimum standards are met in infrastructure, quality of teaching and other requirements. "This is not different from the regulatory services provided by Reserve Bank of India (RBI), SEBI and IRDAI, which are GST-exempt. Hence universities should also be exempt," a senior official said.

It also wants conducting graduate, post-graduate and research courses, exams, sports and cultural events, convocations and distribution of certificates exempt. "These are far below costs of services and are subsidised by grants from the government," the official said.

The third category is the funds and expenditure on research activities funded by government agencies like UGC, ICSSR, DST, FIST and international bodies like World Bank, IMF, WHO, UNICEF and collaborative research with foreign universities. "These are funded to develop research and there is no commercial consideration both for the research and funding institution. It actually enhances learning opportunities of students assisting researchers," the official said.

Copying in UPSC exam: IPS officer gets bail

Chennai: More than three weeks after facing the ignominy of being caught while copying in civil services examination conducted by the UPSC and arrested too, IPS probationer Safeer Karim is set to come out of jail on bail.

On Wednesday, concurring with the submissions of advocate R C Paul Kanagaraj, the principal sessions judge S Subadevi granted conditional bail to the 29-year-old IPS officer. The judge directed him to appear before CB-CID twice daily — at 9.30am and 5.30pm — until further orders.

On October 30, Safeer Karim was found using gadgets such as micro camera, earpieces and two mobile phones stuck on his person during main examinations for civil services. His wife and his friend were picked up from the family-managed coaching institute in Hyderabad. His wife, who had to live in jail with their months-old child, was granted bail by a metropolitan magistrate court.

Yaseer Ahmed Basha, 29, leads a lonely life away from his wife and two children at his native village of Vellore in Tamil Nadu. "I am worried that if we live in the same house, my wife will find out that I no longer have two kidneys. I miss my children but I am better off without my wife knowing anything about it," he told TOI on Wednesday over phone.

Basha, father to a six-year-old son and a three-year-old daughter, is unaware that he too is now an accused in the international kidney racket for selling his left kidney to Malad resident Pankaj Rao. He maintained that he was threatened and tricked into giving his kidney after he went to Cairo in July with the promise of driving an Uber cab. "It was 99% deception, but 1% my greed for money," he said. He now makes a living driving an autorickshaw in his village to support his parents there and his family in Taloja.

Burdened by a 7 lakh debt borrowed from his friends after his wife met with an accident in 2011, Basha said the money he earned by driving an auto was "never enough". He migrated to Mumbai in 2014 and began driving aggregator cabs. When things did not look up, he started looking for jobs on the web. That's when he came in contact with Ahmedabad-based Shiksha Consultancy, which was run by the racket mastermind Suresh Prajapati.

"I first travelled to Ahmedabad in June and was put up in Akash Lodge. Oddly, I was asked to give my blood samples. When I questioned them, Prajapati said international jobs require proof of physical fitness. Things started moving promptly, and on July 15, I was sent to Cairo," he said. At Cairo, Basha said he was received by an individual named Madhu who took him to an apartment, where five people were already staying. The very next day he was taken to Nile Badrawi Hospital for a battery of blood tests and scans.

Number 06024 Tirunelveli - Tiruvannamalai special fare special train will leave Tirunelveli at 5pm on December 1 and reach Tiruvannamalai at 7am the next day.

Number 06023 Tiruvannamalai - Tirunelveli special fare special train will leave Tiruvannamalai at 11.30pm on December 2 and reach Tirunelveli at 11.45am the next day.

These trains will have 1 AC first class-cum-AC 2-tier, 1 AC 2-tier, 3 AC 3-tier, 10 sleeper class, 3 general second class and 2 luggage-cum-brake van coaches. They will stop at Vanchi Maniyachchi, Kovilpatti, Satur, Virudhunagar, Madurai, Dindigul, Tiruchchirappalli, Vriddhachalam, Villupuram and Tirukkovilur.

Arson on Sathyabama University campus after girl caught copying kills herself

 CHENNAI: Protests erupted at Sathyabama University on Old Mahabalipuram Road (OMR) on Wednesday night after an 18-year-old first year computer science student committed suicide in her hostel after being caught copying in an exam, police said. After dinner, as the news spread, several students torched furniture at the college and the hostel. A police team conducted an inquiry but no one was arrested.

Police identified the deceased as Duvvuru Monica Reddy of Andhra Pradesh and said she was writing the chemistry paper in her semester exam when she was found copying. The invigilator informed other officials and she was asked to leave the hall," a police officer said.

A university official told TOI that the girl was caught copying from a 10x12 paper. The usual consequence of such examination-related malpractice is that the student would be debarred for one examination and the family intimated. The girl went back to her hostel, and apparently sent an SMS to her twin Rakesh who was also writing the examination in the same hall.
Her brother saw the text message only after the examination, rushed to her hostel and requested her friends to check her room. Monica Reddy was found hanging and rushed to hospital, where she was declared dead.

The university official said there was no unrest on campus till dinner time and that students had taken their food and evening snacks in the mess without any trouble. It is not clear if the death has any direct link to the late evening campus unrest and arson committed by students, he said, adding that university authorities would think about future course of action, including declaring leave, by Thursday.

The parents of the victim are on their way from Hyderabad, police said.

Sadguru, 80, who had been neglected by her son

 

MADURAI: Police have registered a case against a retired revenue inspector for leaving his octogenarian mother locked in his home at Karaikudi in Sivaganga district of Tamil Nadu.

Police said Sadguru, 80, had been living with her son, K Rajendran of Prabu Nagar, after the demise of her husband, Kathiresan, a few years ago. She was unable to walk, police said.

Around ten days ago, Rajendran went to Bengaluru with his family, after locking his mother in a room near the front portion of his house. He had kept some food and a few bottles of mineral water near her bed.

Neighbours heard her feeble cries on Tuesday morning. They found the house locked and alerted the Karaikudi North police.

The police reached the spot and broke open the door. They found the old woman sitting on the floor in a hapless position. She seemed to be emaciated. Some stale food and a few bottles of water were found near her.

Sub-inspector Parthiban informed the woman's daughter, Muthulakshmi, who is living in the same area. Muthulakshmi reached there. Sadguru told her daughter that she had not been able to eat food.

Muthulakshmi alleged that her brother had ill-treated their mother and that he had done so with an eye on her property.

Muthulakshmi took her mother home.

The police registered a case against Rajendran under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007.

வயதான தம்பதிக்கு குரங்குப் பாதம் ஒன்று கிடைக்கிறது. அதை வைத்திருப்பவர்கள் நினைத்தது நடக்கும்; அதேசமயம் அந்த நன்மையைப் பெற ஒரு தீமையையும் கூடப் பெற்றாக வேண்டும் என்பது தெரிய வராத சாபம். 

அந்தத் தம்பதிக்கு பணம் தேவைப்படுகிறது. குரங்குப் பாதத்திடம் வேண்டுகிறார்கள். பணம் கிடைக்கிறது. ஆனால், அதற்கு முன் அவர்களது மகன் தொழிற்சாலை விபத்தில் உயிரிழக்கிறான். அதற்கான இழப்பீடாகத்தான் முதிய தம்பதிக்கு பணம் கிடைக்கிறது.

சமூக ஊடகங்களில் பரப்பப்படும் தீவிரவாதக் கருத்துகளால், ஜிஹாதிகள் என்று தங்களை அறிவித்துக்கொள்பவர்களால் உலகம் முழுவதிலும் தாக்குதல்கள் அதிகரித்துள்ளன.
முகநூல் (பேஸ்புக்), கட்செவி அஞ்சல் (வாட்ஸ் அப்), சுட்டுரை (டிவிட்டர்) போன்ற சமூக ஊடகங்கள் பெரும்பாலும் வெறுப்புப் பிரசாரம், பொய்யான செய்திகள், மோசடியாகத் திருத்தப்பட்ட புகைப்படங்களைப் பரப்புபவையாகவே உள்ளன. அவற்றால் பரவும் வதந்திகளால் வன்முறைகள் பெருகுகின்றன. கேட்டதைக் கொடுக்கும் குரங்குப்பாதம் போலவே, இணையதளமும் சமூக ஊடகங்களும் மாறிவிட்டனவா? இது வரமா, சாபமா?
உலக வலைப்பின்னலின் (www) நன்மைகளை மட்டும் பட்டியலிடும் நேர்மறைச் சிந்தனையாளர்கள், உலகில் புதிய அறிவொளியை அது பாய்ச்சுவதாகக் கூறுகின்றனர். ஆனால், சமூக நலம்விரும்பிகள் சிலர் புதிய கற்காலத்துக்கு நம்மை சமூக ஊடகங்கள் அழைத்துச் செல்கின்றனவோ என்று அஞ்சுகின்றனர். 

உலக வரலாற்றில் கடந்த ஐந்து நூற்றாண்டுகளில் மனிதனின் நுண்ணறிவால் பல புதுமைகள் படைக்கப்பட்டன. அவையே நமது தற்போதைய நவீன வாழ்க்கை முன்னேற்றத்துக்கு அடித்தளமாகின. 

1440-களில் ஜோகன்னஸ் கட்டன்பர்க் கண்டுபிடித்த அச்சு இயந்திரமே இந்த நவீன அறிவியக்கத்தின் முதலடி. அதன்மூலம் ஆயிரக்கணக்கில் அச்சிடப்பட்ட நூல்களால், குறிப்பிட்ட சிலரிடம் மட்டுமே இருந்த கல்வியறிவு பரவலாகியது.
அதன் தொடர்ச்சியாக, சுதந்திரமான சிந்தனைப்போக்கு, நம்பிக்கைக்கு அப்பாற்பட்டு எதையும் பரிசீலித்து அதன் காரண காரியங்களை விவாதத்துக்கு உள்படுத்தும் திறன் ஆகியவை மனித வரலாற்றில் மைல்கற்களாக அமைந்தன. எதையும் அறிவியல்ரீதியாக நிருபித்தால் மட்டுமே அதை உண்மையாக ஏற்கும் நிலையும் உருவானது. 

நிலைமை இப்படி இருக்கும்போது, புதிய கற்காலம் குறித்த கவலைகள் தேவையா என்ற கேள்வி எழுகிறது. இதற்கான பதில், உலக வலைப்பின்னலின் தன்மையிலும் செயல்முறையிலும்தான் இருக்கிறது.

அண்மைக்காலம் வரை, ஆதாரப்பூர்வமான செய்திப்பரவல் என்பது ஒரே திசையில் தான் இருந்தது. பத்திரிகைகள், இதழ்கள், வானொலி, தொலைக்காட்சி போன்ற ஊடகங்களே செய்திகளையும், அறிவுப்பூர்வமான சிந்தனைகளையும் மக்களிடம் சேர்த்து வந்தன.
அவை வெளியிடப்படுவதற்கு முன் கடுமையான தணிக்கைகளையும், தகவல்கள் உண்மையா என்பதற்கான சோதனைகளையும் தாண்டி வர வேண்டியிருந்தது. தற்போது அதற்குப் போட்டியாக உருவெடுத்துள்ள சமூக ஊடகங்கள் புதிய திசை மாற்றத்தை உருவாக்கியுள்ளன. ஆனால், இது ஒரு பேரழிவுத் தொழில்நுட்பமாகிவிட்டது.

தற்காலத்தில் இணைய இணைப்புள்ள எந்த ஒருவரும், செய்திகளைப் படிக்கும் வாசகரோ, தொலைக்காட்சி பார்வையாளரோ மட்டுமல்ல. மாறாக அவரே தகவல்களையும் செய்திகளையும் உருவாக்குபவராக மாறி விடுகிறார். மேற்கத்திய எண்மப் (டிஜிட்டல்) புரட்சியில் செய்திகளின் ஆதாரத்தைப் பரிசோதிக்க எந்த வழியும் இல்லை.
தற்போது எண்ணிக்கையே நாணயமாக மாறி வருகிறது. இத்தகைய நிலையில் உண்மைகளையும் கட்டுக்கதைகளையும் பொய்களையும் வேறுபடுத்திக் கண்டறிவது எப்படி?
எந்தக் காரணமுமின்றி, தொடர்ந்து பரப்பப்படும் உணர்ச்சிகரமான முழக்கங்களால் மக்கள் தவறாக வழிநடத்தப்பட்டிருப்பதை வரலாறு நமக்கு ஏற்கெனவே சுட்டிக்காட்டி இருக்கிறது. அப்போது அறிவுப்பூர்வமான சிந்தனையைவிட நம்பிக்கை முதன்மை பெற்றது. அதுவே மத்திய இருண்ட கால வரலாற்றுக்குக் காரணமானது.

இந்த திசைமாற்றத்தின் விளைவாக, அச்சிடப்படும் பத்திரிகைகள்கூட டிஜிட்டல் மயமாகி வருவதைக் காண முடிகிறது. பாரம்பரியமாக செய்திகளை அளித்து வரும் பத்திரிகைகளின் வீழ்ச்சியே சமூக ஊடகங்களின் வளர்ச்சியாக மாறி வருகிறது. இந்தப் போராட்டத்தில் தம்மை நிலைநிறுத்த முயலும் தொலைக்காட்சிகள், சமூக ஊடகங்களையே துணைக்கு அழைக்கின்றன. 

கூகிள் (இது யூ டியூப் தளத்தையும் நடத்துகிறது), பேஸ்புக் (இது வாட்ஸ் அப்பையும் நிர்வகிக்கிறது) ஆகியவற்றின் முக்கியத்துவம் பெருகி வருகிறது. இவை இரண்டும் குறுகிய காலத்தில் உலகின் மாபெரும் வெளியீட்டாளர்களாக மாறிவிட்டன. மேற்கத்திய உலகில் விளம்பர வருவாயில் 90 சதவீதத்தை இவ்விரு நிறுவனங்களும் கபளீகரம் செய்துவிட்டன.

அண்மையில் அமெரிக்காவின் லாஸ் வேகாஸில் நடைபெற்ற பயங்கரமான துப்பாக்கிச் சூட்டின்போது, கூகிளிலும், பேஸ்புக்கிலும் செய்திகள் தேடப்பட்டபோது போலிச் செய்திகளும், குற்றவாளி குறித்த தவறான தகவல்களுமே பெருமளவில் பகிரப்பட்டன. இத்தகைய தவறான தகவல்களால் எதிர்காலத்தில் நிகழவுள்ள பயங்கரங்களை கற்பனை செய்யவே முடியவில்லை.

இதில் சிக்கல் என்னவென்றால், உண்மைகள் தனிப்பட்ட சிலரின் விருப்பத்துக்கு ஏற்ப திரிக்கப்படுவதுதான். தற்போதைய சமூக ஊடகங்களின் பொதுவான குணாம்சமாக, பொய்யான செய்திகள், விருப்பத்துக்கேற்ப சரித்திரத்தை வளைப்பது, போலி அறிவியல் கோட்பாடுகள், உணர்ச்சியைத் தூண்டும் மூர்க்கத்தனமான பதிவுகள் ஆகியவை உள்ளன. சமூக உறுப்பினர் என்ற வகையில், மக்களின் இத்தகைய கருத்துகளை நாம் மாற்றியமைத்தாக வேண்டும்.
நாம் எதைப் படிப்பது, எதைப் பேசுவது, எதைக் காண்பது என்பதற்கான கட்டுப்பாடுகளை சமூக ஊடகம் தகர்த்திருக்கிறது; நம்மைப் போலவே சிந்திப்போருடன் இணைந்து கவனிக்கவும் வாய்ப்பு தந்திருக்கிறது. நம்முடன் முரண்படும் கருத்துகளை நிராகரிக்கவும் அது உதவுகிறது. அதுவே நம்மை மாற்றுக் கருத்துகளை கடுமையாக வெறுக்கும் வகையில், சகிப்புத்தன்மை அற்றவர்களாகவும் நம்மை மாற்றியுள்ளது. 

இந்த நிலைக்கு சமூக ஊடகங்கள் மட்டும்தான் காரணமா என்பதை ஆராய வேண்டிய தருணம் இது. இதற்கு சமூக ஊடகங்களை மட்டும் குறை கூற முடியாது என்பது நிதர்சனம். எந்த ஒரு தொழில்நுட்பமும் நடுநிலையானதே. 

இணையதளத்தை நல்லது என்றோ, கெட்டது என்றோ வகைப்படுத்த முடியாது. அது ஒரு சக்திவாய்ந்த ஊடகம், அவ்வளவே. அந்த சக்தியை நாம் எவ்வாறு பயன்படுத்துகிறோம் என்பதில்தான் அதற்கான விளைவுகளும் கிடைக்கின்றன.
இணையதளமும் சமூக ஊடகங்களும் மக்கûளை ஒருங்கிணைப்பதில் ஆக்கபூர்வமாக மாபெரும் பங்காற்றுவது போலவே , தீமைகளையும் விதைக்கின்றன. பயன்படுத்துபவரை விட்டுவிட்டு கருவியைக் குற்றம் சொல்வதில் பொருளில்லை. 

உண்மையில் இன்று சமூக ஊடகங்களில் நாம் காணும் காட்சிகள் யாவும், நாம் யார் என்பதைத் தான் பிரதிபலிக்கின்றன. கவிஞர் மிர்ஸா காலிப்பின் கவிதை வரிகள் நினைவுக்கு வருகின்றன.

தமிழ்நாடு அரசு போக்குவரத்துக் கழக ஊழியர்களுக்கு முதல்கட்டமாக, ஓய்வூதிய பணப்பலனாக ரூ.267.45 கோடி ஒரு வாரத்துக்குள் வழங்கப்படும் என்று சென்னை உயர் நீதிமன்றத்தில் தமிழக அரசு உத்தரவாதம் அளித்துள்ளது.

இதேபோன்று, மோட்டார் வாகன விபத்து வழக்குகளில் பாதிக்கப்பட்டவர்களுக்கான இழப்பீட்டுத் தொகையாக ரூ.194.68 கோடியை ஒரு வாரத்துக்குள் வழங்கவும் அரசாணை பிறப்பிக்கப்பட்டுள்ள தகவலையும் நீதிமன்றத்தில் அரசு தெரிவித்தது.

பொதுநல வழக்கு: இதுதொடர்பாக, மதுரையைச் சேர்ந்த மாயாண்டி சேர்வை என்பவர் உயர் நீதிமன்றத்துக்கு அனுப்பிய கடிதத்தை, பொதுநல வழக்காக எடுத்து நீதிமன்றம் விசாரித்து வருகிறது. இந்த வழக்கு தொடர்பாக கடந்த செப்டம்பர் மாதம் ஆஜரான அரசு தலைமை வழக்குரைஞர், ஓய்வுபெற்ற போக்குவரத்து ஊழியர்களுக்கு வழங்க வேண்டிய ஓய்வூதிய பணப்பலன் ரூ. 1,136 கோடி கடந்த மாதம் (அக்.7) 7 -ஆம் தேதிக்குள் வழங்கப்படும் என உத்தரவாதம் அளித்திருந்தார்.

இந்த நிலையில், இந்த வழக்கு நீதிபதிகள் எஸ்.மணிக்குமார், எம்.கோவிந்தராஜ் அடங்கிய அமர்வு முன் விசாரணைக்கு வந்தது.
அப்போது ஆஜரான அரசு தலைமை வழக்குரைஞர், ஓய்வுபெற்ற ஊழியர்களுக்கு முதல்கட்டமாக ஓய்வூதிய பணப்பலனாக ரூ.267.54 கோடியும், மோட்டார் வாகன விபத்து வழக்குகளில் பாதிக்கப்பட்டவர்களுக்கான இழப்பீட்டுத் தொகையாக ரூ.194.68 கோடியும் ஒரு வாரத்துக்குள் வழங்கப்படும் என்றார்.

இதைப் பதிவு செய்துகொண்ட நீதிபதிகள், 'இந்தத் தொகை டெபாசிட் செய்யப்பட்ட தேதியிலிருந்து ஒரு வாரத்துக்குள் பாதிக்கப்பட்டவர்களுக்கு வழங்கப்பட வேண்டும். இந்த தொகையை வேறு எதற்கும் பயன்படுத்தக்கூடாது. 

ஓய்வுபெற்ற போக்குவரத்து தொழிலாளர்கள் மற்றும் மோட்டார் வாகன இழப்பீட்டு வழக்குகளில் சம்பந்தப்பட்டவர்களுக்கு முறையாக வழங்க வேண்டும்' என உத்தரவிட்டனர்.

மேலும், இந்த உத்தரவை அனைத்து மோட்டார் வாகன வழக்குகளை விசாரிக்கும் தீர்ப்பாயங்கள் மற்றும் சிறப்பு நீதிமன்றங்களுக்கு அனுப்பி வைக்க உயர் நீதிமன்ற பதிவுத் துறைக்கு உத்தரவிட்ட நீதிபதிகள், வழக்கின் விசாரணையை வரும் 24 -ஆம் தேதிக்கு ஒத்திவைத்தனர். அன்றைய தினம் தமிழக அரசு இதுதொடர்பாக பட்டியலை சமர்ப்பிக்கவும் நீதிபதிகள் உத்தரவிட்டனர்.

The father of a seven-year-old, who died of dengue in September, has demanded a probe into the treatment and billing done by a corporate hospital in Gurgaon, which, besides prescribing expensive medicines, billed them for 660 syringes and 2,700 gloves during her 15-day hospital stay, they said. The 20-page itemised bill from the hospital added up to Rs 18 lakh.

The case came into light when Union health minister JP Nadda responded to a family friend’s tweet expressing outrage about the billing. “We will take all the necessary actions,” the minister said on Twitter. The Union health ministry has asked the Haryana government to initiate an “urgent” probe into the allegations and submit an action taken report within two weeks.

The girl, Adya Singh, was referred to Fortis Memorial Research Institute, Gurgaon, after she was diagnosed with dengue and her condition deteriorated August 31. She was put on ventilator the next day.

“She was on ventilator and dialysis for 15 days. The doctors had initially said that she should come off life-support in 24 hours. When that did not happen, they said they wanted to wait and see. After three or four days, we were told that there might be some brain damage. But no CT/MRI was done and the treatment continued,” said Adya’s father Jayant Singh, an IT professional from Gurgaon.

“Seven-year-old baby Adya was brought in to Fortis Memorial Research Institute (Gurgaon), from another private hospital on the morning of 31st August, 2017. She was admitted with Severe Dengue which progressed to Dengue Shock Syndrome and was managed on IV fluids and supportive treatment as there was a progressive fall in platelet count and hemoconcentration (decrease in blood plasma volume). As her condition deteriorated, she had to be put on ventilatory support within 48 hours. The family was kept informed of the critical condition of the child and the poor prognosis in these situations,” a hospital statement said.

All standard medical protocols were followed in treating the patient and clinical guidelines were adhered to, the hospital said.

“When she passed away, we thought at least the doctors tried everything,” Jayant said. It was only after the doctors proposed a full-body plasma transplant (a procedure to remove, treat and return blood plasma), despite the brain damage, that the family began to question in the hospital practices.

“My first question was, why perform the procedure? Will it help her? With 80% brain damage, what would her life be like? The doctors said they can save the other organs,” said Singh. When the family refused and requested a discharge, they were told they would have to leave against medical advice.

We were asked to arrange for a private ambulance as the hospital authorities told us they not liable to provide one if patients leave against medical advice, Singh said.

The family said they decided to have Adya discharged from the hospital, and she died at the hospital premise before she could be transferred to another hospital in a private ambulance. Singh added that the family had to request another hospital to take her in just to declare her dead.

“We had a medical insurance and I paid around Rs 10 lakh above it too, without even questioning them. But, after we signed the papers stating that we were leaving against medical advice, we were asked to go back and pay for the hospital gown Adya was wearing because she couldn’t fit into her clothes,” said Singh.

When they finally looked at the bill they realised that in the period of 15 days some 660 syringes and 2,700 gloves were used. “We are not from the medical background and even then some of the things appeared outrageous,” he said.

The billing details shared on Twitter show that they were charged Rs 200 for strips to check blood sugar levels. Similar strips are sold on the Fortis website for Rs 13 per piece, the family claimed.

“Patient was treated in the Paediatric ICU (PICU) for 15 days and was critical right from the time of admission requiring Intensive monitoring. Treatment during these 15 days included mechanical ventilation, high frequency ventilation, continuous renal replacement therapy, intravenous antibiotics, inotropes, sedation and analgesia. Care of ventilated patients in ICU requires a high number of consumables as per globally accepted infection control protocols. All consumables are transparently reflected in records and charged as per actual,” the hospital said.

The family said they will file a case in consumer court.

Hundreds queue up to buy OnePlus 5T

About 500 people stood in a queue on Brigade Road to buy a new phone, launched worldwide on Tuesday and touted as an inexpensive answer to the iPhoneX.

The OnePlus 5T went on sale in India at the brand's flagship store in Bengaluru, the only one in India, and a sales kiosk in Delhi. It was also offered online to Amazon Prime members.

The store on Brigade Road witnessed a huge turnout, with many queueing up from 1.30 pm for the flash sale beginning 4.30 pm. The serpentine queue stretched well into MG Road.

OnePlus 5T is an upgraded version of the OnePlus 5 launched by the Chinese company earlier this year.

It takes pride in its six-inch 'bezel-less' screen, an improvement on the OnePlus 5. Bezel refers to the frame of the phone.

The OnePlus 5T features a battery that charges 60% in just 20 minutes.

"I want to gift the phone to my daughter. She wanted this phone badly," said Pradeep Bhandari, the first buyer of the phone.

Other buyers cited price and battery life as prime reasons for their choice.

According to an International Data Corporation survey, OnePlus enjoys a 62% share in the online market for premium smartphones in India, leading over giants Apple and Samsung.The brand captured a 12% share of premium smartphone sales in the first quarter of 2017, and more than doubled it to 28% in just two quarters, the survey stated.

Madras High Court quashes Tamil Nadu govt order removing DEO

Chennai: The Madras high court has quashed an order of the school education department, removing the then District Educational Officer from service, who was found guilty in the Kumbakonam school fire accident, in which 94 children died.

Emphasising the importance of providing safeguards to school children, Justice M.V. Muralidaran has directed the government to direct the officials concerned to conduct surprise checks in all schools and verify whether the facilities provided in the schools are complying with the rules and regulations or not and in the event of non-compliance, the government shall initiate severe action against the violating schools. “The authorities, school management and teachers shall at all times ensure the safety of the young and tender children”, the judge added.

The judge said every school management, whether government, aided or private, should provide adequate safeguards and ensure that the roof under which they provide the service of imparting education to young children should be a safe place without any potential hazards. If the same is ensured in every school all over this country, then access to education to young children would be made much better and safer, the judge added and gave the above directive, while allowing a petition from P. Pinagapani.

According to the petitioner, while he was working as headmaster of a government higher secondary school, he was also given the additional responsibility of DEO, Thanjavur from October 25, 2002, to January 6, 2004.

Thereafter he was relieved of the additional charge. After 6 months, there was a huge fire accident occurred on school premises in Kumbakonam, in which 94 children died. As a result of the investigation by the one-man commission, several persons were identified to be responsible for the said accident. As a result of which, the government framed charges against him and he gave a reply. However, the enquiry officer found him guilty and disciplinary authority accepted the finding and removed him from service. He was singled out and other similarly placed officials were exonerated, he added.

The judge said the petitioner has been found guilty whereas 5 persons who were working along with him at the relevant point of time when the accident took place were exonerated, but the petitioner alone has been found guilty without any satisfactory reason being available for exonerating these individuals. Apart from this, it could be evidently seen from the counter affidavit that the disciplinary proceedings were initiated only at the behest of the report submitted by Justice K. Sampath Commission of Enquiry. As rightly pointed out by the counsel for the petitioner that the Supreme Court has clearly laid down that though it might be open to the disciplinary authority to deal differently with different delinquents, however, once when the charges were similar and in relation to the same incident, the same would amount to discrimination if only one delinquent was singled out and several others who could have been equally responsible for the same have been exonerated without any sufficient material basis, the judge added.

The judge said the recognition that was granted to the institution in which the accident took place was also granted by the erstwhile CEO, who has functioned till the year 2002. Further, once when it has been made clear that the charge memo was issued only after the Justice Sampath Commission of Enquiry report, it would make it clear that it was only an afterthought and in order to just project as if there has been some stern action taken, has the petitioner was arbitrarily proceeded against.

This would demonstrate that the government has not made any independent application of mind in issuing the charge memo, the judge added.

Modi government likely to ban cheque books to boost digital transactions

Hyderabad: Apart from a proposal to link properties with Aadhaar to curb black money, a senior official of a trader body said the government may phase out bank cheques to push digital transactions in the “near future”.

“In all probability, the Centre may withdraw the cheque book facility to encourage digital transactions,” said Confederation of All India Traders (CAIT) secretary general Praveen Khandelwal recently.

According to RBI data, the number of digital transactions rose around 10 per cent to 965 million in October from 877 million in September. The digital transaction in October is the highest since the demonetisation in November 2016.

Mr Khandelwal, however, feels that a large volume of business payments happen either through cash or by cheque.

While the personal payments have shifted to NEFT and IMPS modes, businesses, where payments involve multi-level clearances, have been slow in discarding cheque-based payments.
Mr Khandelwal said the Centre spends Rs 25,000 crore on printing notes and another Rs 6,000 crore on logistics and the proliferation of digital payment would help the government save this money.

Gang breaks open ATM near Madurai, escapes with Rs 1.95 lakh

MADURAI: An unidentified gang broke open an ATM near Vadipatti in Madurai district in the early hours of Tuesday and escaped with Rs 1.95 lakh. The gang used a gas cutter to break open the machine.

The theft took place in an ATM kiosk belonging to India1 in Iyyankottai village around 2am. Police said the gang made use of the location of the kiosk. It is located outside the village and nobody uses it in the early hours of the day.

On being informed by the customers, India1 officials informed the Vadipatti police.

The police reached the spot and conducted investigations. A dog squad was also swung into action.

No waiver of property tax for 60 private edu institutions: HC

Madurai: The Madurai bench of the Madras high court on Tuesday refused to quash notices issued by the Madurai Corporation to about 60 private educational institutions demanding about Rs 20.85 crore property tax from them.

Justice R Mahadevan heard the pleas of the concerned educational institutions including St John's Matriculation Higher Secondary School, Kochadai, Madurai, filed against corporation notices. Madurai Corporation's counsel R Murali submitted that to avail exemption from payment of property tax, educational institutions, as per the Madurai City Municipal Corporation Act, should satisfy two conditions - running the institution on purely philanthropic line and the corporation council's resolution approving the institution. Accepting the submission, the court said that schools are entitled to claim exemption from payment of property tax only in the event of approval of it by the corporation council.

The judge further said, "The petitioners - schools are not purely philanthropic institutions and it is also not the case of the petitioners that they are running the schools without receiving any fees or running the schools totally free to all the students. Thus, people seeking exemption should satisfy the condition."

Accordingly, the judge disposed of the petitions by giving them liberty to approach the corporation within two weeks from the receipt of court order copy to seek approval of the corporation council. In the event of approval, the petitioners are entitled for exemption. Otherwise, it is for the corporation to take appropriate action to see that the property tax is collected from them without further delay, the judge said.

Last year, the deputy revenue officer of the corporation issued notices to the schools, after which the commissioner issued a final attachment notice stating that the amount should be paid within a certain period. If they fail, the movable properties would be seized from the schools and auctioned.

The corporation on April 8 last year issued notice demanding Rs 75.73 lakh from St John's Matriculation school as property tax for the years 2008-09 to 2015-16.

The schools claimed that no property tax was levied all these years, until the impugned notice issued. When the school buildings are for educational purposes and the building wholly belonged to the schools, there could not be any assessment, they claimed. But, the corporation said that the petitioners which are all private institutions impart education in a professional manner by collecting fees under various heads and therefore they could not claim that they are purely philanthropic.

CM issues appointment orders to 500 doctors

Chennai: Chief Minister Edappadi K Palaniswami on Tuesday handed over appointment orders to 556 doctors at a function held in the city. The doctors will be posted in vacant posts in various state-run hospitals, he said.

With this, nearly 96% of all posts in the government medical colleges, hospitals and primary health centres have been filled, Palaniswami said. "The remaining 4% of the seats will be filled up soon," he added. Appointment orders were also given to 175 junior assistants and 49 typists and seven others for taking notes in short-hand, who were appointed through the Tamil Nadu Public Service Commission.

This year, the state has appointed 721 specialists and 1,229 doctors to various posts, taking the total number of recruitments from the Tamil Nadu Medical Service Recruitment Board to 10,858 since 2012, the chief minister said. He urged doctors, nurses and paramedical staff to serve the poor who visit government hospitals. Health minister C Vijayabaskar and senior health officials including health secretary J Radhakrishnan were present at the event.

Copies of incriminating documents were seized from Poes Garden, officers said.

 

CHENNAI: Senior income tax officials in Chennai said they have unearthed 70 shell companies which they believed were set up by convicted AIADMK leader V K Sasikala, her family members and associates. The claim comes after searches at Veda Nilayam, the Poes Garden residence of former CM J Jayalalithaa. Earlier searches were conducted at 188 places.

Two officials, who did not want to be named, said they would decide on questioning Sasikala in the Bengaluru prison, after sifting through the seized documents. One of them said several bank accounts and lockers were frozen. Officials are perusing files including some stored in pen drives and laptops seized from various places. Hard and soft copies of many incriminating documents were seized from the rooms used by Sasikala and S Poongundran in Jayalalithaa's Poes Garden residence, said another official. Poongundran was Jayalalithaa's personal assistant.

Rajarajan, son-in-law of Ilavarasi - Sasikala's sister-in-law and co-convict in the wealth case - provided keys of the Veda Nilayam rooms, said officials.The department had pressed into service 1,800 officials for the search operation that lasted for a week. Apart from the documents seized at Poes Garden, the officials had seized Rs 7.14 crore cash, Rs 5 crore worth jewellery and documents relating to investment of Rs 1,430 crore worth unaccounted income."Much of the details about shell companies were found in pen-drives and computers. We will probe the source of funds for all the transactions. We are also probing whether investments were done in other countries," said the official.

The department will open the sealed bank lockers during the investigation, he said.The department apart from getting information from various sources about the business activities of Sasikala and family also made use its own wing. "We involved the Regional Economic Intelligence Council to watch the activities of the business and also provide information and documents. Only after collating all these information, we went on a massive search," said the official.

The department is likely to invoke Benami Transactions (Prohibition) Act, 1988 against some of the property owners. "The process of identifying the benamis has started. Earlier, most of the benamis used to be people working in the family. But now a days, benamis are mostly rank outsiders," said a senior official.

A year on, ‘junked’ notes continue to flow into temple hundis in Tamil Nadu

CHENNAI: With a prayer on their lips, temple administrators are continuing to count and store demonetised currencies that are still flowing into hundials in temples across the state. It was Rs 10 crore at the last count, say temples under the state Hindu Religious & Charitable Endowments (HR&CE) department.

Even a year after demonetisation, temples in Tamil Nadu are receiving Rs 500 and Rs 1,000 rupee currency notes as donations in their 'hundials' or donation boxes. Temples administered by the state HR&CE department say they received at least Rs 10 crore rupees as donations after the December 31 deadline set by the Centre to exchange old currency notes for new ones.

With the Reserve Bank of India (RBI) turning down a proposal from HR&CE to accept demonetised currency notes after the said deadline, old notes are now being stored as 'junk' in temples.

HR&CE authorities are uncertain about this claim as no centralised attempts were taken post-demonetisation to find out how much is being stored in temples and who deposited them.

According to government records, there are 38,600 Hindu religious institutions under the control of the HR&CE. Of this, nearly 90% with an annual income of less than Rs 10,000 are classified as 'non-listed' institutions and the remaining 4,500 are classified as 'listed' institutions.

Apart from grants from both the governments, donations through donation boxes act as a major source of income for these temples located across the state. Currency notes of Rs 500 and Rs 1,000 denominations were declared invalid on November 8, 2016. Since cash deposited in temple donation boxes did not come under tax scanner, bundles of demonetised currency notes found its way to these boxes."Income of these temples witnessed a sharp rise during this period and concerned authorities stood in queues outside banks to exchange these notes till the very last minute on December 31," said a HR&CE official.

However, old notes kept flowing into donation boxes even after this deadline and even a year later, particularly in listed temples (under Section 46 III with an annual income of more than Rs 10 lakh).

"Temples like Meenakshi Amman Temple in Madurai and Patteswarar temple in Perur, Coimbatore received more than 50,000 as old notes. A few amman temples such as Samayapuram Mariamman temple in Trichy also received more or less the same amount in old currency notes," said an HR&CE joint commissioner.

Sources said that a few temples had approached HR&CE seeking directions on what to do with these notes. Not in a position to decide anything on this matter, HR&CE authorities wrote to RBI requesting them to accept old notes from temples administered directly by them, sources added. However, RBI refused to relax norms.

Following this, temples are storing these notes in their respective safety lockers just like any other property.

TN woman held for FB post against judge

VELLORE: Police on Tuesday arrested a 40-year-old woman from Vellore for a 'derogatory' Facebook post against a Madras HC judge. Police were not clear if the woman had posted or shared the message, but Vellore SP P Pakalavan told TOI that the offence was the same in either case.

The message on the FB page of S Mahalakshmi, a homemaker from Sathuvachari, on September 14, questioned Justice Kirubakaran's remarks against teachers staging protests and strikes. The judge had, in an order on a teachers' protest in September, said such boycotts and strikes were a primary reason for government school students scoring low marks in NEET.

The post that appeared on Mahalakshmi's FB page said the protest called by 96 associations under the 'Jacto Jio' banner included not just teachers, but also other professionals, including court staff, block development officers, noon meal staff, tahsildars and professors. Attributing motives, she said the judge was harsh only on teachers. Earlier, at least 10 people, most of them Jacto Jio members, who posted messages against the judge on social media were arrested.

In reply to RTI, residents near airport told not to ask ‘questions’

CHENNAI: Anxious residents trying to get details of land acquisition for airport expansion are being made to run from pillar to post as the information sought by them through Right to Information (RTI) has either been redirected to other bodies or denied under the RTI Act, 2005.

Plots of land have been recognised at Kolapakkam, Manapakkam, Pallavaram Cantonment, Pozhichalur, Pammal and CowlBazaar for airport expansion but notification details except for Kolapakkam and Manpakkam are not available for public use.

"Residents are spending sleepless nights for not knowing if their land and property would be acquired. Federation of Pozhichalur Welfare Association had sent RTI appeal to various addressees - Kancheepuram collector, airport director, DGCA, state chief secretary among others — seeking information on the proposed land acquisition for the Chennai airport surrounding Pozhichalur and Cowl Bazaar. But we have not got replies from even a single body," said T Ravindranathan, a resident of Pozhichalur.

While the state government directed the RTI query to the transport department, the reply from the latter stated that information would not be provided under section 2(f) of the RTI Act, 2005. According to the act, a PIO is expected to provide 'information' as definedunder section 2(f) of the RTI Act and not answer questions of the applicant.

The RTI request to Airports Authority of India directed the residents to seek a response from the special district revenue officer (land acquisition) of Chennai Airport Expansion Scheme in Sriperumbudur.

"Instead of themselves redirecting theRTI query to the concerned body, they are sending an RTI reply to us to direct the query," added Ravindranthan.

"Instead of working for the public, the government is making lives difficult for the common man. We have lived in this area for years and suddenly we know that it has been earmarked for airport expansion. But the government does not want to directly answer our queries or allay our fears regarding our property," said Suresh of State Bank colony.

RTI activist Siva Elango said questions like "What is the deadline set for the project?" or "How much money has been allocated?" will inevitably be asked followed by question marks.

Rotten eggs at government school: Headmaster transferred

CHENNAI: Tiruvallur collector E Sundaravalli ordered the transfer of a panchayat union middle school headmaster, sent a deputy block development officer to vacancy reserve and placed the noon meal centre coordinator under suspension for distributing rotten eggs to the school students on Monday.

Soon after the news broke, education officials rushed to the school to examine the eggs. They found several of them rotten. Tiruttani tahsildar Narasimhan, revenue inspector Vani and VAO Arunachalam visited the school and they submitted a report to the collector. Based on the it, the the district administration ordered the transfer of school HM Sumathi and the deputy BDO Poongkodi to the vacancy reserve. They were asked to report to the district collectorate with immediate effect on Tuesday.

Madras University to sign MoU with NSDL to digitise certificates

CHENNAI: Students graduating from University of Madras from the current academic year will no longer need to go through a laborious procedure if they have to get their certificate verified by a foreign university or a prospective employer.

The university has accepted a proposal given by a subsidiary of public sector National Securities Depository Ltd (NSDL), which will maintain academic records in a digital depository. This would give educational institutions, students and employers online access or retrieval as well as verification of records.

Moreover, this would also eliminate forgery of certificates and markheets.

The syndicate of University of Madras last week passed the resolution to have an agreement with NSDL. This is part of the National Academic Depository (NAD) scheme of the ministry of human resources development (MHRD) and University Grants Commission (UGC).

Many students of the university apply in foreign universities as well as for jobs in other countries. The prospective employers and the universities write to Madras University for verification of the records. Since the documents are in manual form, it takes many weeks. Same is the case when students lose their certificates and apply for a new one. Lack of manpower is a main reason for this. Some records are in storerooms often frequented by snakes, say professors.

"After the digitisation, students or prospective employers can directly ask NSDL and a digital copy of the record will be sent to them," a university official said.

An MoU with NSDL is likely to be signed very soon and the implementation will start by the end of this current academic year, the official said, adding a decision will also be taken if the older records can be digitised.
