Daily flight to Salem from March 25


Hyderabad-based firm to offer services

Come March 25, passengers will have the option to fly to Salem from Chennai in an hour.

Under the Regional Connectivity Scheme (RCS) introduced by the Civil Aviation Ministry, there will be one flight a day to Salem and back, officials said. Hyderabad-based Turbo Megha Airways Limited will operate ATR aircraft on the Chennai-Salem route, which will can accommodate 72 passengers. The fare will be around Rs. 1,500, officials said. The flight will depart from Chennai at 9.50 a.m. and reach Salem at 10.40 a.m.

By the end of this month or early next month, Air Odisha will operate flights the in Chennai-Puducherry-Salem-Bengaluru route, sources said. This will have a capacity of only 19 seats, an official said.

The flight will take off from Chennai at 8.10 a.m. and reach Puducherry by 8.55 a.m. It will depart from there at 9.10 a.m. and reach Salem at 10 a.m. It will take off to Bengaluru by 10.15 a.m. and reach the city at 10.55 a.m.

The Chennai-Salem sector should have begun late last year, but owing to some issues, it had to be deferred by a few months.
This apart, there are plans to start services to Vellore, Thanjavur and Neyveli as well.

“We have to acquire land in Vellore and Thanjavur which may take sometime,” an official said.

More destinations

The RCS scheme aims to make flying possible to more destinations across the country at an affordable price; the cap has been set at Rs. 2,500. The Airports Authority of India will invest Rs. 17,500 crore for improving infrastructure in these airports. While the State government will provide police personnel and fire and rescue services personnel free of cost, water and electricity and utility services will be given at concessional rates. To bridge the gap in operations and revenue, airlines will get viability gap funding in these routes.

WhatsApp users around the globe are being confused by a mysterious message that warns them of a video called ‘martinelli.’

There have been reports that opening the video will do some serious damage to your phone, and understandably people are very worried about being sent it.

However, it looks like this is all smoke and mirrors from some internet prankster, and there is not actually much to worry about from the mystery martinelli message.

The message has been widely circulated in Spanish, and Spain’s Policia Nacional has tweeted that it is not a concern.

They quote the website Computer Hoy which details how martinelli is a false alarm, describing it as a ‘bulo’ which translates to English as a ‘canard’ (an unfounded rumour).

Newstalk Techonology Correspondent Jess Kelly also confirmed that the hoax was nothing to worry about.

‘This is a hoax, there is no viable threat,’ said Kelly.

‘It reminds me of the chain messages I used to get in the post when I was a kid, this is just a modern version of that.’

Whilst the video is no threat to your phone, it is advised that you don’t further spread the message so we can put an end to the hoax.
Bengaluru Central University inaugurated; logo, site launched

Amidst a grand ceremony on Wednesday, the newly formed Bengaluru Central University was inaugurated by Chief Minister Siddaramaiah. Its website, logo and a vision document were also launched on the occasion.

Chief minister inaugurated the university by unveiling a plaque at the Central College premises. He also inaugurated the restored clock tower.

Founding Vice-Chancellor Prof S Japhet said addressing the chief minister. "We will need at least Rs 1,000 crore to build this university but to begin with please give us a sum of Rs 500 crore. Then, we will be able to bring it to the standards you have dreamed of."

He requested the chief minister to grant an additional land of 40 to 50 acres and to sanction additional teaching and non-teaching faculty posts.

In response, Siddaramaiah said,"We will give you the land and money but you should ensure quality education first."

Higher Education Minister Basavaraj Rayareddy said the state's Gross Enrollment Ratio (GER) in higher education is 26.5%, higher than the national average of 25.2%. "In the next five years, we want to increase it to 40%," he said.

Laptops will be distributed to first-year students of BE, BA, BCom, BSc and polytechnic in government colleges for free at a cost of Rs 300 crore, he said.

Nine old students of Central College were felicitated by the CM at the ceremony: Scientist Dr Roddam Narasimha, film director M S Sathyu, poet S Nissar Ahmed, former editor of Deccan Herald and Prajavani K N Hari Kumar, freedom fighter H S Doreswamy, former chief justice of the Supreme Court Justice M N Venkatachalaiah, educator Dr Geetha Narayanan, scientist Dr Vasudev Aatre, and poet Dr Siddalingaiah.

Poet Nadoja K S Nissar Ahmed reminisced about his time as a student and later, as a teacher. Ahmed poked fun at transport minister H M Revanna, who was also a student of Central College and present at the event. "I am not sure if he has the right to sit here because he did not come for a single class. He used to sit on the compound wall of the college," Ahmed said.

Two universities without VCs

Higher Education Minister Basavaraj Rayareddy said that the names proposed for the post of vice-chancellor of Bangalore University (BU) had been sent to the Governor. The names recommended for Mysore University will also be sent in two days, he said. The two universities have been without vice-chancellors for more than a year.

Students were irked that the programme began two hours late since the chief minister arrived at the venue only at 1 pm. Many left the venue even before the chief minister delivered his address.

Chennai: Pointing out that notice cannot be issued to the Governor as he enjoys immunity under Article 361 of the Constitution, Madras high court has deleted secretary to Governor and Speaker, cited as party respondents in the petitions, challenging the appointment of K. Srinivasan as secretary, Tamil Nadu Legislative Assembly.

The judge posted to March 21 for further hearing of the petitions filed by L.S. Vasanthimalar and B. Subramaniyam, additional secretary and joint secretary of Tamil Nadu Legislative Assembly, which sought to quash secretariat orders appointing Srinivasan as special secretary and subsequently as secretary, Tamil Nadu Legislative Assembly and consequently to appoint Vasanthimalar as secretary, TN Legislative Assembly.

The judge said initially two petitions were filed and secretary to Governor and Speaker were cited as respondent 2 and 3. Senior counsel P. Wilson submitted that since the Governor was the appointing authority for the post of secretary in the general administrative wing, notice has to be issued to the secretary to Governor.

Advocate general taking notice for secretary to Governor and two others pleaded that no notice was required to be issued to the Speaker. Therefore, this court issued notice to the secretary to Governor, the judge added.

The judge said after some time, third petition was filed, challenging the appointment of Srinivasan as the secretary, TNLA. When this petition was taken up for hearing, the court entertained a doubt whether notice shall be issued to the Governor or secretary to Governor. Senior counsel Wilson submitted when the Governor was the sole appointing authority of the secretary, TNLA, notice can be issued to the secretary to Governor. The immunity granted under Article 361 cannot be extended to the power exercised by the Governor while appointing the secretary to TNLA department. Article 361 will not come in the way as the Governor was acting under a Statute. The post of secretary was going to be given to ineligible person so notice can be issued to the secretary to Governor, Wilson had added.

Opposing the same and citing judgments of the Supreme Court, Advocate general submitted that whether the Governor was exercising his powers under the Constitution or statute, he enjoys the Constitutional protection under Article 361.

Advocate general further submitted that there is a complete bar in issuing notice to the Governor and Governor was not answerable to the court. “I agree with the submissions made by advocate general,” the judge added and ordered the deletion of secretary to Governor and Speaker, cited as party respondents from the petitions.
Brawl between two tahsildars disrupts work in Chromepet

Chennai: Two tahsildars exchanged blows making a sorry sight for public at the Pallavaram municipal office building in Chromepet on Thursday. Work was affected for the day at the Pallavaram Tahsildar’s office due to the ruckus created by the two government staff.

While no official police complaint has been filed by either parties, the proceedings were caught on mobile phone cameras by the public who were present and broadcast them via social media.

Police sources said the brawl broke out between Velachery special Tahsildar for urban land tax, Kumaran (52) and Pallavaram Tahsildar, Wilbert Kitching (57) when the former approached the latter seeking clarification for a delay in providing a document.

Kumaran is a resident of Nehru Nagar in Chromepet. Kumaran had introduced himself as a tahsildar and while enquiring about the delay in providing a document, had reportedly asked Wilbert if he expects something more other than procedure, police sources said.

To this, the Pallavaram tahsildar had retorted asking if he is a broker, which led to a verbal duel between the two. It soon escalated into a brawl and the two revenue officials exchanged blows.

The staff who were unaware that Kumaran was also a government staff joined the Pallavaram Tahsildar and reportedly attacked Kumaran. Both the tahsildars suffered minor injuries in the brawl and got themselves admitted to the Rajiv Gandhi Government General Hospital for treatment. Tambaram Revenue Divisional Officer (RDO) C. Chandrasekhar and police officers rushed to the scene to pacify the situation.

The RDO conducted enquiries with both the tahsildars individually and also with other staff in the municipal office. “A departmental enquiry has been initiated and a report would be submitted to the district collector,” the RDO told the mediapersons gathered there.

Work was affected in the municipal office due to the fracas on Thursday. “We have not received any written complaint from those involved. We rushed to the scene based on information from the public,” said a police officer.

The Ministry of Health and Family Welfare has granted permission for increasing the number of seats in various MD/MS courses in various medical colleges of the country.

The Health ministry has approved 165 MD/MS seats in 19 Medical Colleges, among which Kaloji Narayana Health University is expected to get around 20 seats in Gandhi Medical College and Osmania Medical College.

Dr B.Karunakar Reddy, Vice-Chancellor, Kaloji Narayana Rao University of Health Sciences said that the government is aiming to increase the PG seats and has suggested to the colleges to propose to increase the number of PG seats as per their eligibility. The government is also providing the budget for increasing the seats. “We have got 20 PG seats for Osmania Medical College, Kakatiya Medical college and Gandhi Medical college under our university,” he said. even though we have proposed for 34 more seats,” he said.
Telangana: No mandatory service for doctors

Hyderabad: Chief Minister K. Chandrasekhar Rao has scrapped the rule requiring postgraduate medical students to work for a year in a government hospital. On Thursday, Mr Rao said the government will introduce a Bill in the Budget session of the Legislature in this regard, and it will be implemented from this year itself. There has been a long-pending demand from the medical community to scrap this rule. The Chief Minister has instructed the officials concerned to ensure that students who will get their PG degrees this year be registered without serving the one-year tenure in a government hospital.

The CM reasoned that since the government is appointing adequate staff in government hospitals, there is no need for PG students to compulsory work in government hospitals. In another development, he instructed that subsidies for self-employment schemes should be extended to the Most Backward Classes beneficiaries in addition to SCs and STs.
Rural government hospital doctors too may get incentive marks

It is learnt that the State government is planning to further expand the areas.

CHENNAI: The Medical Council of India has proposed to modify the postgraduate medical admission rules making doctors serving in government hospitals in rural areas also eligible for incentive marks.


Currently, doctors serving only in government hospitals in “remote and difficult” areas are eligible for incentive marks, in addition to their National Eligibility and Entrance Test (NEET) score, during PG admissions.

The council’s proposal is expected to bring relief to Tamil Nadu government, which is already making efforts to ensure that a large chunk of the government doctors are eligible for the incentive marks and thus manage to secure PG seats.The Postgraduate Medical Education Committee of the council has proposed to amend the PG Medical Education Regulations, 2000 to include “rural areas” also in the clause which makes government doctors there avail themselves of incentive marks based on the number of years of service.

“The council has approved the proposal of PG Medical Education committee and sent to the Union Health and Family Welfare Ministry for their concurrence. It will be notified after their consent. We are expecting a positive reply soon,” a Medical Council of India official told Express.Recently, the Umanath committee report redefined “remote and difficult” areas as per which 16 districts in the State would fall under the category.

It is learnt that the State government is planning to further expand the areas. “Government is working on to include more areas (under the remote and difficult category) so that many service doctors will be benefitted,” said a senior health department official.However, the association representing government doctors are still demanding restoration of 50 per cent exclusive quota for them in PG seats. “50 per cent reservation is important for our State. It ensures compartmental reservation for service doctors. Next week we are planning for a protest in Delhi,” said K Kathirvel, secretary, Tamil Nadu Medical Officers Association.

He said this is important to ensure the government hospitals attract doctors and hence the State’s public health care system is sustained.It is also learnt that the State’s health department, All India Federation of Government Doctors’ Association and Tamil Nadu Medical Officers Association gave representations to the Medical Council of India and Union Health ministry to restore 50 per cent reservation for service doctors in PG courses.This is expected to be discussed in the PG Medical Education Committee meeting scheduled for March 20.




To whom will Telangana government women staff complain of harassment?

HYDERABAD: On the account of Women’s Day, the State government declared special casual leave for all its women employees. But, it seems to have done precious little to ensure safety and security to them. The Sexual Harassment Act mandates that every organisation that employs more than 10 people, both in private and public sector, should have an internal complaints committee (ICC). However, such a committee is non-existent in the State education department.


Speaking to Express, officials of Directorate of School Education(DSE) and Telangana State Board of Intermediate Education(TSBIE) said that they neither have such a cell nor a grievance box where complaints can anonymously be dropped. “There is no grievance box system here. If anyone has a problem, they can take up the matter with the secretary of the Board,” said Krupakar Reddy from TSBIE.

Another DSE official, on condition of anonymity, also confirmed that there was not ICC in their department. “The commissioner is the highest in the organisational hierarchy and all grievances are presented to him, who then takes it up with the relevant head of the division.”

Both officials feigned ignorance about the constitution of an ICC. Interestingly, the Sexual Harassment Act not just mandates the constitution of ICC, it also propagates its promotion and ready display of the consequences that predators will face along with details of the members of the ICC. The committee should be headed by a chairperson, a senior-level employee, and have two members who are active in social work and one member who works on women issues. The committee should have at least half of its members as women.

No grievance cell for women in any state govt dept

Unfortunately, four years since the Act was passed none of Telangana government departments, barring the Secretariat, have constituted a sexual harassment cell or ICC—be it education, police, health or agriculture. Nearly six months ago the National Forum for Women Teachers submitted a representation to the women’s commission demanding the setting up of the cell. “A near defunct Women’s Commission and an apathetic government have done little on this front,” said M Samyukta, the national convener of the organisation.

Currently, she added, teachers take up the matter directly with the District Education Officer. Most matters get resolved too because they are mostly regarding infighting and ego clashes between teachers. Sexual harassment cases are few and far in between.“This perhaps is the outcome of the fact that there is no privacy that a case of sexual exploitation would otherwise require.

It discourages teachers to come out and seek redressal,” she added. If any sexual harassment case of a student comes to light, a committee would be constituted by the DEO at the district level and MEO at mandal level to investigate the matter. “It is constituted as and when such an issue is reported,” said the State United Teachers Federation general secretary Chavva Ravi. NALSAR University professor and activist Amita Dhanda said the courts too have stopped using their power to ask the government why they are not doing things they are mandated to do.

‘Set up Woman Grievance Box in government offices’

Rajya Sabha member MA Khan has also written to chief secretary, SK Joshi lamenting that the government was not fulfilling its obligation towards its women employees by not implementing the provision under the Sexual Harassment Act. He has demanded setting up of Woman Grievance Box in all government offices, schools and colleges.

TIRUCHY: Giving a clear picture of what happened on Wednesday night, Usha’s husband Raja alleged that inspector Kamaraj kicked his bike three times which made him lose balance and fall down.Even as he waited outside the mortuary in MGMGH for Usha’s postmortem to end, an inconsolable Raja managed to answer media queries about the incident. Why did he not stop when asked by police, was the question everyone wanted an answer to.

Narrating the sequence of events, a teary eyed Raja said, “We did stop when we police waved at us. The inspector came to us and pulled out the key from my bike, but put it back in a while. So I thought he allowed us to go as my wife was with me and we were carrying some luggage. Otherwise, I was ready to pay the penalty for not wearing a helmet. After we rode for a certain distance, my wife told me we were being chased by the inspector. He was also not wearing helmet.”

Raja continued, “He kicked the bike twice but I managed to balance it. But in the third kick, I lost control over and we fell down. The inspector fled the scene immediately after seeing it. The incident happened as many looked on,” he added.

Private nursing homes and hospitals with 25 or lesser beds must now pay a minimum basic of Rs 15,824 to nurses

CHENNAI: The labour department has fixed the minimum basic pay that private hospitals must pay its nurses following a SC order last year.The department has on March 3 issued a GO and the notification was published in the gazette on Wednesday. However, pay levels fixed by the order is much lower than what SC recommended.

Private nursing homes and hospitals with 25 or lesser beds must now pay a minimum basic of Rs 15,824 to nurses. For other category hospitals, the basic pay are as follows: for 26 to 50-bed hospitals, Rs 15,874; for 51 to 100-bed hospitals, Rs 15,924; for 101 to 150-bed hospitals, Rs 15,974; for 151 to 200-bed hospitals, Rs 16,024; and for hospitals with more than 200 beds, Rs 16,124. The Apex Court in its order last year had recommended a minimum basic pay of Rs 20,000 for nurses in hospitals with less than 50 beds. Also, for hospitals with 50 to 100 beds, the court had said the pay must be 75 percent of what nurses in government hospitals get.

The order was implemented in Kerala after a massive protest. Following this, various nurses associations staged protests across TN.Subsequently, the Government constituted a committee under Deputy Commissioner of Labour for revision of minimum wages. The panel, after conducting various meetings with the employers and employees, submitted a report to the Commissioner of Labour. The report was sent to the government along with the recommendations. After acceptance, the Minimum Wages Act, 1948 was amended.

A Raj, secretary, Global Nurses Association said, earlier we were getting Rs 6,000 as basic salary in most hospitals. Now, though, it was higher than that, its still lesser than recommendations. “Don’t know what were the considerations taken while studying. We will decide on our next step later,” he said.
Beware: Snatching phones from kids may not be a good idea

CHENNAI:Parents are known to seize their child’s phones well before exams, thinking that lack of distractions will spell better scores. However, experts believe that snatching away phones, usually the primary means of access to social media, could do more harm than good during these stressful times.

J S Venkatramani, a child psychologist from the city, believes that parents often underestimate social media addiction and discount the effects that snatching away phones can have on their children, who have grown up in this virtually connected world.“Social media addiction is just as bad as cigarette or alcohol addiction, if not worse,” he said, explaining that it often goes unnoticed because it is a “white habit”.


Sai Akash, a student of Kendriya Vidyalaya in Tambaram, decided to voluntarily surrender his phone a month ago. “I couldn’t get off Facebook,” he said. However, he is one of the few who were able to acknowledge their addiction.

He confides that he suffers bouts of loneliness and misses being tagged in memes.“My friends are being asked to surrender their phones. Soon it will be taken from them,” he said. While Akash had the time to get acclimatised to a virtually disconnected life before the exams, his friends will not have that luxury.
Studies have shown that acknowledgements such as ‘likes’, ‘comments’ and ‘story views’ activate positive receptors in the brains just as winning money in a lottery does.

Venkatramani believes that quitting social media cold turkey can have adverse effects.“The children won’t be able to concentrate. They will constantly wonder who has messaged them or liked their photos. Memory retention will also take a hit and they won’t be able to properly reproduce what they study in the exam,” he said.Dr U Gaut­h­amadas,a senior cons­ultant in neuro-behavioural medicine, says “just seizing the child’s mobile often breeds resentment with no improvement or even worsening of behaviour and academic performance.”

When Express contacted parents of a few students taking the board exam this year, they all said that precautionary measures have to be taken before the most important phase of their child’s life and said that phone addiction is something that we have been trying to address since the beginning of the academic year.


“At some point the phones must go. If not now, when?,” argued a mother, who requested anonymity.


Both Dr U Gauthamadas and Venkatramani advocate moderation and limited phone use but not complete deprivation.

Rajalakshmi Jayanandan, a headmistress in a private school near the city, says, “it is not right to enforce restrictions on high schoolers.”“Parents have to bring up children in a way where they know for themselves what is beneficial for their lives,’ she said.

CHENNAI: A Dubai-bound Emirates flight from Singapore with 298 passengers on-board made an unscheduled landing at the Chennai airport today due to technical reasons, airport sources said. The pilot safely landed the aircraft at the airport after getting clearance from Air Traffic Control at 11. 58 am, they said.

Meanwhile, Emirates Airways said the aircraft was diverted to Chennai airport due to "technical reasons" and the officials were in the process of rebooking the flight to final destination.

"Due to technical reasons the flight has diverted to Chennai.

We are in the process of rebooking the flight to final destination and will send updated itinerary shortly", the airline said.

The passengers were given accommodation by the airliner in the city.

CHENNAI:Two tahsildars created an ugly scene in the Pallavaram Municipality office on Thursday by allegedly pushing each other following a wordy duel. Staff intervened and prevented it from escalating into a fist fight, eyewitnesses said.P Kumaresan, a special tahsildar in Velachery and resident of Nehru Nagar in Chromepet, had visited the Pallavaram tahsildar’s office on Thursday morning for procuring a legal heir certificate for one of his friends.

However, Wilfred Kitchingh, Pallavaram tahsildar, had told him that he would not issue the certificate without the party concerned being in attendance. This apparently triggered a fight between Kumaresan and Kitchingh. “It was a only verbal altercation until Kitchingh asked Kumaresan whether he was a tahsildar or a broker,” said an official at the municipality who had witnessed the tussle.A senior revenue official who rushed to the spot hearing about the incident, told Express that Kumaresan had demanded the certificate after signing the affidavit instead of his friend.

Kitchingh, who had recently undergone his second angioplasty, was rushed to Chromepet General Hospital for administering first aid. “He sustained an injury to the head when he was pushed against the wall,” said a source.He was later taken to Rajiv Gandhi Government General Hospital for scan and did not sustain any internal injuries.

Kumaresan, who sources claim began the tussle, was kept in the municipality premises till the police arrived. However, no case has been registered till evening.Both Kitchingh and Kumaresan were unavailable for comment.
Madras High Court issues bailable warrant against housing board officer

CHENNAI: The Madras High Court has issued a bailable warrant requiring the presence of an executive engineer of the Tamil Nadu Housing Board in the court on March 16 in connection with a contempt of court petition. Justice M S Ramesh issued a directive to this effect to the Registry while passing orders on a contempt application from S Chelliah, on March 2.

The application sought to punish Boopathy, who is serving as an executive engineer in the housing board, for his wilful disobedience of the order of the judge dated November 10, 2016, on Chelliah’s writ petition.When the matter was listed on September 7, 2017, the court had issued statutory notice to Boopathy for his appearance on October 5, 2017. However, on that day, he did not appear and by way of giving further opportunity, time was granted till March 2, when also he did not make his presence.

The judge noted that he (executive engineer) had preferred a writ appeal against his order and the same was also dismissed, recently.Hence, “in my prima facie view, the non-compliance of my order dated November 10, 2016, would amount to wilful disobedience on the part of the second respondent (Boopathy). The failure on the part of the second respondent to appear before this court in spite of the statutory notice for personal appearance and further opportunity to appear reveals the apathetic attitude to the High Court’s order. Hence, the Registry is directed to issue a bailable warrant to the second respondent to secure and produce him before this court on March 16,” the judge said.

The Registry was directed to mark a copy of this order to the Deputy Commissioner of Police, Anna Nagar, for its effective implementation.A property in Anna Nagar Western Extension was allotted to Chelliah on December 19, 1988. Pursuant to the allotment, he paid `14,050 towards one-third cost of the plot as demanded by the board in December same year. Subsequently, the petitioner constructed a temporary structure in the said property and continued to be in possession of the same.

However, a letter from the housing board dated November 28, 1989 informed the petitioner that the allotment had been cancelled. The matter went to the High Court and by the November 2016 order, the judge had directed the petitioner to pay the balance sum within two weeks. On receipt of the same, the board should execute the sale deed in favour of the petitioner within four weeks thereafter, the judge had held.Contending that the board did not comply with this order, Chelliah filed the present contempt application.

CHENNAI: A 19-year-old student was allegedly killed by a man on Friday afternoon as she was leaving her college at West KK Nagar.

M Aswini, a first year B Com student of Meenakshi Academy of Higher Education and Research, was allegedly attacked when she was walking on the Loganathan street, about 100 meters from her college, by 26-year-old Alagesan.

At around 2.45 pm today, Aswini was walking towards the bus stop when Alagesan, who was also carrying a bottle of kerosene, stopped and slit her throat using a knife.

Aswini has not been attending college since her family lodged a complaint last month against Alagesan. Sources said that only for the past few days she started attending college but has been staying at her uncle's house at Jafferkhanpet. 26-year-old Alagesan who was nabbed by the local public after he stabbed Aswini. Aswini has lost her father and was staying with her mother at Maduravoyal, where Alagesan is also residing. Police said Alagesan was working as a water can supplier in the locality.

The News Minute reports that as recently as February 16, Aswini went to the police and filed a harassment complaint against Alagesan. The complaint mentioned that the two were in a relationship but Aswini ended it after she realised "he was not a good person". However, the police reportedly only warned Alagesan off and did not take any action.

According to police sources, Alagesan already had a police case registered against him. He was out on bail when he allegedly committed the crime.

Following the incident, locals caught him and handed him over to the police.

On February 20, Chennai witnessed a similar incident wherein a second-year postgraduate student was allegedly stabbed six times in broad daylight at Anna Nagar Tower Park, by a disgruntled lover.

The assailant, identified as N Rajesh (23), an electrical engineer had subsequently hurt himself also with the knife he was carrying, police sources said.

Last April, a 22-year-old youth John Mathew allegedly hammered a girl to death and subsequently committed suicide by hanging from a tree at Mamallapuram.

In May, S Ilayaraja working as a fireman allegedly killed a 47-year-old government school teacher R Nivedha by ramming his car on a bike on which she was riding pillion at Anna Nagar.
Cabinet hikes DA for govt workers by 2%

New Delhi: The Cabinet on Wednesday approved the dearness allowance (DA) for lakhs of central government employees and increased dearness relief (DR) to pensioners by 2%. The central government employees and pensioners were waiting for the hike since January.

The decision will benefit 48.5 lakh government employees and 61 lakh pensioners. This will come into effect from January 1, 2018. The government said the Cabinet approved to release an additional instalment of DA and DR “representing an increase of 2% over the existing rate of 5% of the basic pay/pension, to compensate for price rise.”

The hike in DA is made in accordance with the formula based on the recommendations of the 7th Central Pay Commission, government sources said.

Justice M S Ramesh said, “In view of the submission made by the DGP, no other specific direction is warranted at this stage. The DGPshalltakecognizance of the situation and take necessary precaution to avoid any untoward incidents,” and postedtothe plea toMarch21for reporting compliance.

Claiming that despite repeated complaints, police protection was not provided to its offices, Aircel insisted on a direction to provide such protection in view the hearing of its insolvency petition before the companies tribunal scheduled on Thursday.

“As information about the company’s financial difficulties and possibleinsolvency became public, vendors, creditors and customers took the law in their hands and, over the past20days, have been vandalising theoffice premises and showrooms of the company, threatening the lives of several of its employees and key management people,” the petitioner said.

Submitting that police protection was particularly required in six of its premises in Chennai, Coimbatore, Trichy, Madurai and Salem as these premisescontain the main switching centres which operate and connects the signal towers of the company throughout the state, the petitioner said, “If these centres were damaged, the whole telecommunication system of the petitioner would be damaged and the petitioner and members of the publicwouldbe put to serious hardship since there would be no cellular connectivity to any of the customers acrossthestate.”
Mercury begins to climb, but mist persists

Chennai: With the summer approaching, the city is experiencing misty mornings and sultry afternoons. The daytime (maximum) temperature has been on the rise since the last two weeks, but the nightscontinue to remain chilly. Weathermen attributed the disparity between the maximum and minimum temperature to prevailing clear skies.

The maximum temperature rose above the 32°C during the last week of February and has not fallen since. Regional meteorological centre deputy director general S B Thampi said, “There has been little or no clouding over thelastfew days. As a result, theincreasing solar radiation is heating up the earth surface. During the night, however, the absorbed heat is reflected back into the spacein the absenceof clouds.”

The maximum temperature touched a high of 34.7°C at Nungambakkam last Saturday. The minimum temperature fellto a low of 21°C on Sunday. The maximum and minimum temperature on Wednesday was 32.8°C and 22.4°C. During March, the city experiences an average maximum and minimum temperature of 32.9°C and 24.2°C.

Regional meteorological centre former deputy director general Y E A Raj said, “The temperature disparity is normal during the transition period between winter and summer which occurs in March.”

The difference between maximum and minimum temperature was as high as 20°C in western districts including Dharmapuri where the maximum temperature rose as high as 36°C against a minimum temperature of 15°C. The city gets its hottest days in May when the maximum temperature touchesthe40°C mark. 


Aadhaar not must for NEET, other entrance exams: Centre

New Delhi: Students will not be barred from appearing in any entrance examination, including NEET, for want of Aadhaar as the Centre on Wednesday agreed before the Supreme Court not to make the 12-digit unique identity number mandatory for exams till its validity is decided by the apex court.

A five-judge Constitution bench of the apex court, examining the validity of the UID scheme, recorded the statement of Attorney General K K Venugopal that students would be allowed to appear in examinations after furnishing other identity proofs such as, ration card, passport, voter ID, driving licence and bank account.

It passed the interim order after it was informed that the CBSE had made Aadhaar mandatory for aspiring medical students appearing for NEET-2018. The SC agreed to grant an urgent hearing on a plea of a student challenging the order passed by Gujarat High Court refusing to stay CBSE’s decision.

The Board had made Aadhaar mandatory for filling the NEET application for admission to MBBS and BDS courses. Only residents of Assam, Jammu & Kashmir and Meghalaya were exempt.

The court also made an important observation when it asked the Centre to take a decision soon on extending the March 31deadline for mandatory linkage of Aadhaar number with bank accounts and mobile connections to avoid uncertainty and confusion at the end of the financial year. It agreed with the plea of the petitioners that the Centre should take a decision at the earliest.

Attorney general K K Venugopal told the bench comprising Chief Justice Dipak Misra and Justices A K Sikri, A M Khanwilkar, D Y Chandrachud and Ashok Bhushan that the unique identification authority of India (UIDAI) had not “authorised” CBSE to make Aadhaar a requirement for students for appearing in the exam and suggested examinees could be allowed to use any other identity proof like ration card, passport, voter ID, driving licence and bank account.

The bench then recorded his statement and said that Aadhaar not be prescribed for other entrance examinations also.

On the March 31 deadline for linking Aadhaar with various services, the court told the AG that, “financial institutions including banks and stock market must know prior to March 31 about the extension of the deadline as they have to ensure compliance regarding linking of Aadhaar. It would lead to a great amount of uncertainty if you take a decision at the last moment as financial institutions have to ensure linking of Aadhaar”. The AG had earlier said the deadline could be extended if the court hearing on validity of Aadhaar spilled over to April.

Senior advocate Arvind Datar, appearing for one of the petitioners, told the bench that the court should take suo motu cognizance against government authorities for making Aadhaar mandatory in violation of apex court’s interim order. “It is a case of contempt. Protection given by the Supreme Court is not being followed by government authorities. It is a violation of apex court’s order. Even UCO bank in SC premises refused to take fixed deposit of senior advocate Shyam Divan for want of Aadhaar.”

The AG, however, contended that the interim order was passed when the Aadhaar Act was not enforced and the order could not continue after the law was passed by Parliament.

Responding to the AG’s submission, Justice Sikri said the interim order was not passed on the premise that law was not framed at that time. The arguments remained inconclusive and would resume on March 13.

CBI challenges Talwar couple’s acquittal in SC

New Delhi: The CBI filed an appeal in the Supreme Court on Thursday challenging the fivemonth-old Allahabad high court order acquitting Rajesh and Nupur Talwar in the murder of their teenage daughter Aarushi and domestic help Hemraj at their Noida residence in 2008.

Armed with an opinion from additional solicitor general P Narasimha for filing the appeal, the CBI said the HC had erred in reversing the “well reasoned” order of a Ghaziabad trial court, which had scrutinised the entire gamut of circumstantial evidence and “rightly applied” the ‘last seen with’ theory in recording conviction of the Talwar couple.

On October 12, the Allahabad HC had acquitted the Talwars in the sensational double murder case and said they could not be held guilty on the basis of the evidence on record. The verdict had ended the nine-year ordeal of the parents who were found guilty by a CBI court of murdering 14-year-old Aarushi. The Ghaziabad CBI court had sentenced them to life imprisonment on November 26, 2013, a day after it found them guilty.

The CBI had earlier filed a closure report saying it was not able to bring murder charges against anyone because of insufficiency of evidence. But the CBI court rejected the closure report and proceeded with the trial against the Talwar couple saying there was enough circumstantial evidence to proceed with the trial despite the agency’s closure report.

In its appeal against the Talwars’ acquittal, the CBI said the HC had erred by not taking into account important circumstantial evidence, which assumed significance in a case of this nature where eyewitnesses were absent. The agency said the HC completely discarded the “demeanour of the parents” immediately after the murders were discovered, which it said was an important pointer towards their role in the crime.

The CBI said the HC also discarded a woman domestic servant’s evidence relating to the conduct and behaviour of the Talwars the day after the murders and her statement about the door not being locked from outside as was claimed by the Talwars.

Man thrashes wife for interrupting him while watching porn online

Hyderabad: On International Women’s Day, a 23-year-old housewife was thrashed by her husband for interrupting him from watching porn on his mobile at their residence at Dundigal, located on the outskirts of the city. The victim, who suffered injuries to the face, is recuperating at a local hospital. Based on her complaint, police have registered a criminal case against her husband.

The victim, Reshma Sultana, 23, is the wife of Umer Pasha, 30, a cab driver from Dundigal. In 2013, Umer Pasha had married Reshma Sultana and the couple have three daughters.

Late on Wednesday night, Reshma Sultana noticed that her husband was engrossed in watching some videos on his cell phone. When she closely observed the phone, Reshma noticed that her husband was watching porn on the mobile. She asked him to stop it.

“As Umer Pasha did not pay heed to her advice, Reshma switched off the wi-fi and tried to take his phone away,” Panjagutta inspector S Ravinder said. A furious Umer rained blows on her. “When I stopped him from using wi-fi on his cell phone, my husband attacked me. He hit me on my head and punched on my ear. When he punched me on my face near the eyes, I moved away and then he left me alone,” Reshma told media personnel at a private hospital in Somajiguda.

After the assault, Umer Pasha drove Reshma to her grandmother’s house at Raj Nagar of MS Makhta in Panjagutta and dropped her there at 12.30am on Thursday.

Her family members saw the injuries on Reshma’s face and they took her to Panjagutta police station around 2am and lodged a complaint against Umer. “We have sent Reshma to Yashoda Hospital for treatment and, based on her statement, a case was registered against Umer Pasha,” the inspector added.

Academic council members to boycott TU’s convocation

Vellore: Two of the academic council members of Thiruvalluvar University (TU) and the members of Association of University Teachers (AUT) have decided to boycott the 13th convocation of the university scheduled to be held on Friday to register their protest against the ‘widespread corruption and mismanagement – from appointment of staff to evaluation of answer scripts’.

The members of the zone 3 of the AUT have staged hunger protest and demonstrations and had also submitted petitions to governor of Tamil Nadu Banwarilal Purohit, who is the chancellor of the universities, during his recent visit to Vellore district.

“The authorities have failed to probe into the mismanagement of the officials in the university. So, we have decided to boycott the convocation to register our protest for failing to take corrective measures,” K Anthony Baskaran, associate professor of Sacred Hearts College told TOI.

Traffic police personnel need training on anger management, say experts

Chennai: A string of viral videos and Wednesday’s incident in Trichy where a woman riding pillion on a two-wheeler died after falling from the vehicle that a traffic policeman allegedly kicked have put traffic police personnel in the dock again.

In January, cab driver Manikandan set himself on fire on Old Mahabalipuram Road after sub-inspector Thamaraiselvan allegedly beat him up. Before that, a police head constable was caught on camera receiving cash from truck drivers to allow them to ply on the city roads; the video went viral on social media. In both the incidents, the traffic police personnel involved were suspended, but the Trichy incident has cause massive outrage.

Experts said the Trichy case underlined the urgent need for mid-career training of police personnel at traffic signals and on busy roads. Counselling, training, well-defined work hours and dedicated job profile could do a lot to ease the pressure, experts said.

“There has to be dedicated traffic police personnel attached to the traffic wing. Now the policemen are shuffled between other wings in the police department and hence they cannot train them to specialise in traffic management,” retired police officer S Aravindan said.

A police officer posted in Chennai said the department had a separate unit for in-service training at all district headquarters, but that has remained idle. “Only a few seminars and workshops were organised for the policemen,” the officer said. “That is never enough,” he added.

Preethi Manohar, a counsellor at Sooriya Hospital in Vadapalani, said traffic police personnel need to control their anger. “Traffic police personnel who are posted at signals on the city’s roads are directly in touch with the general public. They need special counselling to manage their anger as bursts of bad temper could land them in trouble,” she said.

Chennai: Expressing shock over the death of a pregnant woman, Usha, who was killed when a police inspector kicked the two-wheeler on which she was riding pillion, chief minister Edappadi K Palaniswami announced a compensation of ₹7 lakh for the bereaved family.

“Considering the condition of her family, I have sanctioned ₹7 lakh from the Chief Minister’s Relief Fund,” said the chief minister in an official release.

“On my orders, the Tiruverumbur transport police inspector Kamaraj has been arrested and also suspended from service.

“An enquiry has been ordered and once the report is presented, further action will be taken,” said Palaniswami. Makkal Needhi Maiam leader Kamal Haasan too has announced an aid of ₹10 lakh for the bereaved family.

Meanwhile, opposition parties DMK, PMK, Congress and Left parties demanded stringent action against the police officer.

“It was an inhuman act by the police inspector. The police have also lathicharged public who protested peacefully and this is condemnable,” tweeted DMK working president M K Stalin.

Usha’s husband could have been fined for not wearing helmet, said PMK leader Anbumani Ramadoss.

“Though, to be fair, there are several personnel in the police department who behave in a responsible manner,” said Anbumani. He said the government should sanction ₹25 lakh for the family.

CPM state secretary K Balakrishnan said the government should charge the inspector with murder.

Chennai: The tragic death of Usha at Tiruverumbur in Trichy echoed in the Madras high court on Thursday, when a PIL sought action against the police. When advocate Aswathaman mentioned the matter, the first bench of Chief Justice Indira Banerjee and Justice Abdul Quddhose sought to know from the government pleader what action had been taken by the government. Students’ charges ignite debate on re-evaluation

Chennai: The allegations of postgraduate students of University of Madras that they were not shown the corrected answer scripts of their semester exam has brought to the spotlight a discussion among academics about a crucial issue: Re-evaluation in the university’s departments.

Unlike affiliated colleges, students in the university’s departments cannot apply for reevaluation if they are dissatisfied with the marks awarded. Under the current Choice-Based Credit System (CBCS) regulations, they have to sit with the concerned professors and voice their dissent after the answer scripts are made available. Many students say they feel intimidated to do so, as the professor might take offence.

There is no scope currently in the university’s regulations to give the answer scripts to an external examiner, even outside the department, let alone the institute. Due to this, disputes between the students and professors, like the one that emerged in the Journalism department, turn into a deadlock.

In affiliated colleges, students can pay the fee and formally approach the Controller of Exams for re-evaluation.

Two Heads of Department (HoDs) said that the regulations were framed to give a certain degree of academic independence to the departments as far as syllabus, framing of question papers and evaluation is concerned. “This was done assuming that professors would be fair to students and the issues would be resolved within the department,” an HoD said. Both professors, who requested anonymity, said they were not in favour of bringing in external examiners.

If there is such a necessity, the CBCS regulations can be modified to avoid victimisation of students, said retired professor and former HoD of Library science A Amudavalli. “Bringing in an external examiner will mean that the evaluation is not left only to the department professors,” the former syndicate member said.

Chennai: Days after actorturned-politician Rajinikanth asked students to focus on learning English for a secure future, his competitor Kamal Haasan on Thursday insisted on the importance of the mother tongue, Tamil, at the inauguration of an event at a city college.

In his address to students at SSN College of Engineering, the 64-year-old budding politician said, “I am told 99% of the gathering here understands Tamil. I thank the remaining 1% for your love. Now let us talk (in Tamil) amongst ourselves.”

Kamal asked students to keep vigil over prevailing politics.

“I am not asking you to become politicians. You owe a duty to the nation to be vigilant and to know what your political stance is going to be. We have not been watchful in the past, which is what led to the degradation in politics today,” Kamal told the listening students.

Rajini had similar advice for students, but with emphasis on their education.

“Set your focus on studies and not on anything else. You are shouldering many responsibilities including your future and the happiness of your parents. Understand politics, but do not get involved in it while you are in college,” he said.

Meanwhile, Kamal appealed to students to strengthen the arm of polity.

“I thought I will stick to my job (as an actor), but politicians failed to do their job, which is why I had to enter politics. I want you (students) to strengthen the arm of polity. I am a polity-culturist. I am going to die in your service,” he said.

Kamal invited students to bring their ideas for improving Tamil Nadu to his party Makkal Needhi Maiam (MNM).

Acknowledging that the ‘centre’ position taken by MNM has been panned by many, Kamal said, “There is no shame at being in the maiam (centre). Maiam is like the weighing scale needle. It is the best position to judge which side is better for us. We will take a position on the political spectrum after we conduct our observation.”

At the Women’s Day celebrations conducted by MNM, its president Kamal stressed on the need for improving the male-female sex ratio. The 64-year old told the gathering of about 2,000 that he will release his party manifesto in six months.

Chennai: Two tahsildars on Thursday exchanged blows in full view of the public in the Pallavaram municipal office building in Chromepet.

Work came to a standstill following the commotion and a video clip of the duo went viral on social media.

Police said a fight broke out between Velachery special tahsildar for urban land tax, Kumaran, 52, and Pallavaram tahsildar, Wilbert Kitching, 57. Kumaran approached Kitching to question him on a delay in providing a document. Both the tahsildars suffered minor injuries.

Just one kick ended our married life’

TRICHY: A fatal ‘kick’ by traffic inspector Kamaraj ended our two-year married life,’ lamented Raja, husband of R Usha, 30, who died in a fall after the policeman targeted their two-wheeler at Thuvakudi in Trichy. He demanded that a case of murder be registered against Kamaraj.

Raja, 40, a native of Soolamangalam in Thanjavur district, alleged that Kamaraj kicked his bike thrice. He managed to

balance the vehicle twice, but lost his balance the third time and he and his pregnant wife were thrown off. "We were going to have a baby after two years of marriage. The unruly behaviour of a police officer cost my wife’s life. He should be booked for murder," Raja told reporters outside the mortuary at the Mahatama Gandhi Memorial Government Hospital (MGMGH) in Trichy where Usha’s body was kept.

Massive protests erupted last night after news of Usha’s death spread. Over 1,000 agitators were dispersed by police from the accident spot at Ganesha Point, opposite BHEL quarters. Officials held talks with family members and relatives of Usha on Thursday as they refused to receive the body after post-mortem, demanding that a murder case be filed against Kamaraj.

The BHEL police had registered a case of culpable homicide not amounting to murder and for endangering the life or personal safety of others before lodging Kamaraj in the central prison in Trichy on Thursday morning.

High drama continued as a large posse of police personnel was deployed in the area till evening. Deputy commissioner of police, law and order, Trichy city, S Sakthi Ganesan attempted to pacify the protesters. But they stood firm on their demand. Raja was taken to the judicial magistrate court - 6 to record his statement. He insisted on registering a case of murder against the police officer. Eventually, the police assured the protesters that the sections under which the traffic inspector was charged would be altered. 

Following this, they received the body around 5 pm.
Sources said the final rites would be conducted in Trichy as Usha’s parents lived in KK Nagar.

Police said they had booked 18 persons for damaging vehicles during the protest on Wednesday night.


Students’ charges ignite debate on re-evaluation

CHENNAI: The allegations of postgraduate students of University of Madras that they were not shown the corrected answer scripts of their semester exam has brought to the spotlight a discussion among academics about a crucial issue: Re-evaluation in the university’s departments.

Unlike affiliated colleges, students in the university’s departments cannot apply for re-evaluation if they are dissatisfied with the marks awarded. Under the current Choice-Based Credit System (CBCS) regulations, they have to sit with the concerned professors and voice their dissent after the answer scripts are made available. Many students say they feel intimidated to do so, as the professor might take offence.

There is no scope currently in the university’s regulations to give the answer scripts to an external examiner, even outside the department, let alone the institute. Due to this, disputes between the students and professors, like the one that emerged in the Journalism department, turn into a deadlock.

In affiliated colleges, students can pay the fee and formally approach the Controller of Exams for re-evaluation.

Two Heads of Department (HoDs) said that the regulations were framed to give a certain degree of academic independence to the departments as far as syllabus, framing of question papers and evaluation is concerned. “This was done assuming that professors would be fair to students and the issues would be resolved within the department,” an HoD said. Both professors, who requested anonymity, said they were not in favour of bringing in external examiners.

If there is such a necessity, the CBCS regulations can be modified to avoid victimisation of students, said retired professor and former HoD of Library science A Amudavalli. “Bringing in an external examiner will mean that the evaluation is not left only to the department professors,” the former syndicate member said.

Driver suffers heart attack, stops bus to save passengers

CHENNAI: After suffering a heart attack on Tuesday, a government bus driver pulled over and parked the vehicle by the roadside to save at least 40 passengers, before he died.
On Tuesday morning, Sundararaj, a driver attached to the Avadi depot, was driving a fully packed bus plying towards Red Hills.

As the bus approached Thiruvallur Road, the 52-year-old driver appeared to be in distress and informed the conductor that he was feeling nauseous. However, he continued to drive the vehicle.

Minutes later, Sundararaj clenched his fist over his chest and looked tormented, witnesses told police.

However, he managed to park the bus by the roadside, said D Anand, one of the passengers. He immediately fainted and fell over the steering wheel.

Avadi police said passersby called 108 emergency services but he had suffered a massive heart attack by then and was declared dead.

A senior MTC official said that compensation worth Rs 1-Rs 1.5 lakh would be provided to his family from the employees’ welfare fund besides terminal benefits including provident fund and pension.
