ஈரோட்டில் நேற்று நடைபெற்ற விவசாயிகள் குறைதீர்க்கும் கூட்டத்தில், அதிகாரிகளை எச்சரித்து கலெக்டர் கடுமையாகப் பேசியது பெரும் சலசலப்பை ஏற்படுத்தியது.

ஈரோடு மாவட்ட ஆட்சியர் அலுவலகத்தில் நேற்று விவசாயிகள் குறைதீர்க்கும் கூட்டம் நடைபெற்றது. கடந்த சில மாதங்களாகவே மணல் திருட்டு, தண்ணீர் திருட்டு மற்றும் அதிகாரிகள் மீது கடும் குற்றச்சாட்டுக்களை முன்வைத்து விவசாய சங்கப் பிரதிநிதிகள் மாவட்ட நிர்வாகத்தை கிடுகிடுக்க வைத்து வருகின்றனர். அவ்வப்போது மாவட்ட நிர்வாகம் மற்றும் விவசாய சங்கப் பிரதிநிதிகளுக்கு இடையே வார்த்தைப் போரும் ஏற்பட்டு வருகிறது. அந்தவகையில், ஒவ்வொரு மாதமும் ஈரோடு மாவட்ட ஆட்சியர் அலுவலகத்தில் நடைபெறும் விவசாயிகள் குறைதீர்க்கும் கூட்டமானது, பரபரப்பிற்குப் பஞ்சமில்லாமல் இருக்கிறது.



நேற்று நடைபெற்ற குறைதீர்க்கும் கூட்டத்தின் போதும் ஒரு பரபரப்பான நிகழ்வு அரங்கேறியது. கூட்டத்தின் போது கீழ்பவானி முறை நீர்ப்பாசன விவசாயிகள் கூட்டமைப்பின் துணைத்தலைவர் ராமசாமி பேசுகையில், “ஈரோடு மாவட்டம், பவானி தாலுகா பெரியபுலியூர் கிராமத்தில் ஓடும் வைரமங்கலம் கிளைவாய்க்காலில் உள்ள ஆக்கிரமிப்புகளை அகற்ற வேண்டுமென 2 வருடங்களுக்கு முன்பு மாவட்ட ஆட்சியரிடம் கோரிக்கை வைத்திருந்தேன். அதனடிப்படையில், அந்த வாய்க்காய் செல்லும் கிராமங்களான பெரியபுலியூர் மற்றும் வைரமங்கலம் ஆகிய பகுதிகளில் சர்வே செய்து, ஆக்கிரமிப்புகளை அகற்ற மாவட்ட நிர்வாகம் உத்தரவிட்டிருந்தது. அதனடிப்படையில், அதிகாரிகள் வைரமங்கலம் பகுதியில் மட்டுமே சர்வே செய்தனர். தற்போது வரை பெரியபுலியூர் பகுதியில் சர்வே பணிகள் ஆரம்பிக்கப்படவே இல்லை. நானும் அதிகாரிகளைப் பலமுறை சந்தித்து அலுத்துப் போய்விட்டேன்” என வெறுப்புடன் கூறினார்.


  இதனைக்கேட்டுக் கடுப்பான கலெக்டர் எஸ்.பிரபாகர் அதிகாரிகளை நோக்கி, ‘ஒரு விவசாய சங்கப் பிரதிநிதி அரசு அதிகாரிகளைப் பலமுறை சந்தித்து வலியுறுத்தியும், வேலை நடக்கலைன்னு விரக்தியா சொல்லுறாரு. என்ன பண்ணிக்கிட்டு இருக்கீங்க நீங்க!... உங்களால் வேலை செய்ய முடியலைன்னா, 'என்னால வேலை செய்ய முடியலைன்னு எழுதி கொடுத்துட்டு வீட்டுக்கு போயிடுங்க.' ஒரு சர்வேயை முடிச்சு ஆக்கிரமிப்பை அகற்றுவதில் உங்களுக்கு என்ன பிரச்னை. அடுத்த முறை இந்தப் பிரச்னையை முடிக்கலைன்னா, மீட்டிங்குக்கு நீங்கச் சேலை கட்டிக்கிட்டு வாங்க’ என கடுப்பாக பேசினார்

அதிகாரிகளை எச்சரித்து கலெக்டர் கடுமையாகப் பேசியது, கூட்ட அரங்கில் சிறிது நேரம் சலசலப்பை ஏற்படுத்தியது.

தமிழகம், கேரளா உள்ளிட்ட தென் மாநிலங்களில் ஹிந்தி, வங்காளம், ஓரியா மொழி பேசுவோர் கடந்த 10 ஆண்டுகளில் அதிகஅளவில் குடியேறியுள்ளனர். அதேசமயம் தமிழகம், கேரளாவைச் சேர்ந்தவர்கள் வட இந்தியாவிற்கு சென்று குடியேறுவது கணிசமாக குறைந்துள்ளது.

அரசு வேலை, தொழில், வர்த்தகம் போன்ற காரணங்களுக்காக தமிழகம் மற்றும் கேரளாவைச் சேர்ந்தவர்கள் அதிகஅளவில் வட இந்தியாவில் குடியேறுவது வழக்கம். குறிப்பாக பெருநகரங்களான டெல்லி, மும்பை, அகமதாபாத்தில் தமிழர்களும், கேரள மக்களும் அதிகமாக குடியேறி வந்தனர். இதுமட்டுமின்றி டெல்லியைச் சுற்றியுள்ள நொய்டா, குர்கான் போன்ற நகரங்களிலும் அதிகமானோர் குடியேறி வந்தனர்.

  பத்தாண்டுகளுக்கு ஒருமுறை எடுக்கப்படும் மக்கள் தொகை கணக்கெடுப்பில் இது உறுதிப்படுகிறது. ஒவ்வாரு பத்தாண்டில் கணிசமானோர் கல்வி மற்றும் வேலைவாய்ப்புக்காக வட இந்திய மாநிலங்களில் குடியேறியுள்ளனர். தமிழர்கள், கேரள மக்களை தொடர்ந்து கர்நாடகா, ஆந்திர மாநிலத்தைச் சேர்ந்தவர்களும் குறிப்பிடத்தக்க அளவில் வட மாநிலங்களில் குடியேறி வந்தனர்.

ஆனால் 2011-ம் ஆண்டு மக்கள் தொகை கணக்கெடுப்பில் தலைகீழான நிலை ஏற்பட்டுள்ளது. வட இந்திய நகரங்களில் குடியேறும் தமிழர்கள், கேரள மக்களின் எண்ணிக்கை கணிசமாக குறைந்துள்ளது.

தமிழர்கள் வட மாநிலங்களில் குடியேறுவது 2001-ம் ஆண்டில் 8.2 லட்சமாக இருந்த நிலையில் 2011-ம் ஆண்டு மக்கள் தொகை கணக்கெடுப்பில் இது 7.8 லட்சமாக ஆக குறைந்துள்ளது. இதுபோலவே கேரள மக்கள் 2001-ம் ஆண்டில் 8 லட்சம் பேர் வட இந்திய மாநிலங்களில் சென்று குடியேறிய நிலையில் 2010-ம் ஆண்டில் இந்த எண்ணிக்கை 7.2 லட்சம் என்ற அளவில் சரிவடைந்துள்ளது.

ஆனால் அதற்கு நேர் மாறாக உத்தரப் பிரதேசம், பீகார் போன்ற வட மாநிலங்களில் இருந்தும், அசாம் போன்ற வட கிழக்கு மாநிலங்களிலும் இருந்து ஏராளமானோர் தமிழகம், கேரளாவில் குடியேறியுள்ளனர். நேபாளிகளும் கணிசமான அளவில் தென் மாநிலங்களில் குடியேறியுள்ளனர்.

தமிழகம், கேரளா போன்ற மாநிலங்களில் குடியேறும் வட இந்தியர்களின் எண்ணிக்கை 2001-ம் ஆண்டு 58.2 லட்சம் என்ற எண்ணிக்கையில் இருந்த நிலையில் 2011-ம் ஆண்டில் இந்த எண்ணிக்கை 77.5 லட்சமாக உயர்ந்துள்ளது. 33.2 சதவீத அளவிற்கு வட இந்தியர்கள் தமிழகம், கேரளா உள்ளிட்ட தென் மாநிலங்களில் குடியேறும் எண்ணிக்கை உயர்ந்துள்ளது.

தென் மாநிலங்களில் நிலவும் அமைதியான சூழல், வேலைவாய்ப்பு, பொருளாதார வசதி போன்ற காரணங்களுக்காக இவர்கள் தமிழகத்தில் குடியேறியுள்ளதாக தெரிகிறது. தமிழகம் மற்றும் கேரளாவில் உள்ளூர் வேலைகளுக்கு ஆட்கள் கிடைக்காத நிலையில் வர்த்தக நிறுவனங்களும் வட இந்திய தொழிலாளர்களை பெரிய அளவில் பணிக்கு அமர்த்தி வருகின்றன. இதன் காரணமாகவும், அவர்கள் தமிழகம், கேரளாவில் குடியேறுவது அதிகரித்துள்ளது. இதுமட்டுமின்றி உயர் கல்விக்காகவும், சென்னை உள்ளிட்ட நகரங்களுக்கு ஹிந்தி, வங்காளம், ஒரியா மொழி பேசுபவர்கள் கணிசமான அளவில் வருகை தருவதாக புள்ளி விவரங்கள் தெரிவிக்கின்றன.

ரயிலில் ஏறும் பிரியா, தவறி விழுபவரை இழுத்து காப்பாற்றும் காவலர்

சென்ட்ரல் ரயில் நிலையத்தில் ரெயில் ஏற வந்த பெண் ஒருவர் தாமதமாக சென்றதால் ரயில் கிளம்பியதை அடுத்து ஓடும் ரயிலில் ஏற முயன்றபோது கால் தவறி விழ இருந்தவரை ரயில்வே போலீஸ் காப்பாற்றினார்.

சென்னை மேடவாக்கத்தை சேர்ந்தவர் சம்பத்குமார்(34). இவரது மனைவி பிரியா(28). இவர் நேற்றிரவு கேரளா செல்லும் ஆலபுழா ரெயில் செல்வதற்காக டிக்கெட் பதிவு செய்திருந்தார்.

ரெயிலில் ஏறுவதற்காக குடும்பத்தாருடன் வீட்டிலிருந்து கிளம்பிய பிரியா ரெயில் புறப்படும் நேரத்திற்குள் ஸ்டேஷனுக்குள் வர முடியவில்லை. பின்னர் ரயிலை கண்டுபிடித்து 6 வது பிளாட்பாரத்தில் ரயில் நிற்பதை அறிந்து அங்கு சென்றார்.

அதற்குள் ரயில் புறப்பட்டு செல்ல துவங்கியது. இதைப்பார்த்த பிரியா வேகமாக சென்று ரயிலில் ஏறினார். அப்போது அவர் முன்னங்கால் படிகட்டிலிருந்து நழுவியதால் பெட்டியின் கைப்பிடியை பிடித்துக் கொண்டு தொங்கினார். பிளாட்பாரத்திற்கும், ரயில் பெட்டிக்கும் இடையில் காலை ஊன்ற முடியாமல் தடுமாறினார்.

கைநழுவினால் பெட்டிக்கும் பிளாட்பாரத்திற்கும் இடையில் விழுந்து சக்கரத்தில் சிக்கி உயிரிழக்கும் அபாயத்தில் ஊசலாடிக்கொண்டிருந்தது. இவை எல்லாம் சில விநாடிகளில் நடக்க பிரியாவின் நிலையை பார்த்த அங்கு பாதுகாப்பு பணியில் இருந்த ரயில்வே பாதுகாப்பு படை வீரர் பாண்டியராஜன் பாய்ந்துச்சென்று பிரியாவை அலேக்காக தூக்கி இழுத்து பிளாட்பாரத்தில் கிடத்தினார்.

ரயில் வேகமாக சென்றுவிட்டது. இதைப்பார்த்த அனைவரும் அதிர்ச்சியால் உறைந்து நின்றனர். உயிரை காப்பாற்றிய பாண்டியராஜனுக்கு பிரியாவும், உறவினர்களும் நன்றி தெரிவித்தனர். அங்கிருந்த பொதுமக்களும் வாழ்த்தினர்.

சிவகங்கையில் 1000 பொங்கல் வழிபாடு

சிவகங்கை, சிவகங்கை அருகே ஒரே நேரத்தில் ஆயிரம் பேர் மண் பானையில் பொங்கல் வைத்து வழிபடும் திருவிழா நடந்தது.சிவகங்கை அருகே இடையமேலுார் நாச்சத்தம்மாள் கோயில் ஆனி களரி திருவிழா மூன்று ஆண்டுகளுக்கு ஒருமுறை கொண்டாடப்படுகிறது. இடையமேலுார், ஏனாதி, பூவந்தி, சுண்ணாம்பூர், தத்தனேந்தல், மணல்மேடு, சோழவந்தான், ஊத்துக்குளி பகுதிகளில் வசிக்கும் பங்காளிகள் இத்திருவிழாவை கொண்டாடுகின்றனர். ஏற்கனவே பயன்படுத்திய பொருட்களை பயன்படுத்த கூடாது என்பதால் ஒருவாரமாக காடுகளில் விறகு சேகரித்தல், பனை மட்டை, மண் பானைகள், பொங்கலுக்கு தேவையான அரிசி, வெல்லம் உள்ளிட்ட பொருட்களை வாங்கி வைத்தனர்.நேற்று காலை ஒரு பெரிய பானையை சுற்றி 5 சிறிய பானைகளை கட்டி வைத்தனர். மாலை 5:30 மணிக்கு கோயில் வீடு முன், பங்காளிக்கு ஒருவர் வீதம் 15 பேர் சாமியாடினர். மந்தை சாவடியில் இருந்து மண்பானைகளை பெண்கள் சுமந்து கோயிலுக்கு சென்றனர். பொங்கல் பொருட்களை பனைபெட்டியில் எடுத்து சென்றனர்.கோயிலுக்கு முன்பாக ஆயிரம் பேர் ஒரே நேரத்தில் பொங்கல் வைத்தனர். தண்ணீர் எடுத்தல் போன்ற அனைத்து தேவைக்கும் மண் பானையையே பயன்படுத்தினர். தொடர்ந்து கோரைக்கிழங்கை தோண்டி அம்மனுக்கு படைத்தனர். இரவு முழுவதும் நேர்த்திகடன் செலுத்தி வழிபாடு செய்தனர். இன்று காலை ஆடுகளை பலியிட்டு, காளாஞ்சி வழங்குவர்.கிராமமக்கள் கூறுகையில், 'திருமண வரம், குழந்தை பாக்கியம் கேட்டு இத்திருவிழாவை கொண்டாடுகிறோம். மூன்று ஆண்டுகளுக்கு ஒருமுறை கொண்டாடுவதால் வெளியூர்களில் இருக்கும் அனைவரும் வந்துவிடுவர்,' என்றனர்.

மருத்துவக் காப்பீட்டுத் திட்டத்தின் கீழ் அரசு ஊழியர்கள், ஓய்வூதியர்களின் சம்பளத்தில் பிரீமியத் தொகை பிடித்தம் செய்யப்படுகிறது. சிகிச்சைக்குப் பின் மருத்துவச் செலவு தொகையை, திரும்ப வழங்கக்கோரி சிலர் அரசிடம் விண்ணப்பித்தனர்.நிராகரித்ததை எதிர்த்து பல்வேறு மனுக்கள் தாக்கலாகின.

ஜூன் 25 ல் நீதிபதி ஆர்.சுரேஷ்குமார் உத்தரவு: ஓய்வூதியர்மருத்துவக் காப்பீட்டு திட்டம் செயல்படுத்த இன்சூரன்ஸ் கம்பெனியுடனான ஒப்பந்தம் ஜூன் 30 ல் காலாவதியாகிறது. தொடர்ந்து செயல்படுத்த டெண்டர் அறிவிப்பு வெளியிடப்பட்டுள்ளது என அரசுத் தரப்பு கூறியது. அதன்மீது எவ்விதஇறுதி முடிவும் மேற்கொள்ளக்கூடாது. இதை மேலும்சிறப்பாக செயல்படுத்த மேற்கொள்ள வேண்டிய வழிமுறைகள் குறித்து அரசு ஜூலை 3 ல் தெரிவிக்க வேண்டும் என்றார்.நேற்று தமிழக அரசு, டெண்டர் அடிப்படையில் எவ்வித முடிவும் மேற்கொள்ளக்கூடாது என்ற உத்தரவால் பாதிப்புஏற்படும். அதை மாற்றியமைக்க வேண்டும் என மனு செய்தது.நீதிபதி ஆர்.சுரேஷ்குமார் விசாரித்தார். நிதித்துறை துணைச் செயலாளர் அரவிந்த் ஆஜரானார்.நீதிபதி: ஜூன் 25 ல் பிறப்பித்த உத்தரவு மாற்றியமைக்கப்படுகிறது. ஆனால், டெண்டர் அடிப்படையில் மேற்கொள்ளப்படும் முடிவானது இவ்வழக்கின் இறுதித் தீர்ப்பிற்கு கட்டுப்பட்டது. இத்திட்டத்தில் மேலும் கூடுதலாக தனியார் மருத்துவமனைகளை சேர்க்கலாமா, மேலும் சிலநோய்களுக்கு சிகிச்சை அளிக்கலாமா என்பது குறித்து அரசுத் தரப்பில் அரசாணை வெளியிட வேண்டும். ஜூலை 16 க்கு விசாரணை ஒத்திவைக்கப்படுகிறது என்றார்.

Pension to freedom fighters an honour, not charity: HC

Do not reject claims on technicalities, government told


“Granting pension to freedom fighters is not a charity shown by government but a great honour bestowed on them for their selfless service rendered to the nation,” observed the Madurai Bench of the Madras High Court on Friday.

A Division Bench of Justices K.Ravichandrabaabu and T.Krishnavalli made the observation while dismissing an appeal preferred by the Centre against the order of a single bench which had directed the grant of pension to legal heirs of a freedom fighter.

The court observed that it is the duty of respective governments to identify great freedom fighters, particularly those who live in poverty and grant them pension instead of waiting for them to apply for it. The government should not look into the hyper-technical conditions and reject such claims. It is better to extend monetary support even if there is one evidence, enough to sufficiently establish the claims.

The court directed the Collector of Madurai to forward the application for pension of the freedom fighter to the State Government within four weeks. The State Government shall forward the application to the Union of India within six weeks, to consider and grant the pension.

A single bench had directed the Centre to grant pension under the Swatantrata Sainik Samman Pension Scheme to the legal heirs of freedom fighter P.S.Periaiah, the original petitioner who died during the pendency of the suit. P.S.Periaiah had filed the suit after his plea for pension was rejected by the Collector.

The Centre said that the petitioner had not satisfied the mandatory requirements. The petitioner had submitted two co-prisioner certificates, one by a co-prisioner who had spent only five months with him in prison. However, under the existing rules a co-prisioner can certify only if he had spent at least two years along with him in prison.

‘Stick to 62 as retirement age for pvt. college principals’

The retirement age of principals of self-financing colleges is 62, not 65, the State Government has reiterated to the Bharathiar University.

State Higher Education Department Secretary Sunil Paliwal wrote to the University Registrar on June 27, 2018 reminding that the latter will do well to stick to the order the Government had issued in this regard, keeping the retirement age at 62.

Resolution

The Bharathiar University, based on its Syndicate Resolution 304 of May 18, 2018, had sent a letter to the Government urging it to revise upwards the retirement age of principals of self-financing colleges from 62 to 65.

Sources in the academic circles say the university alone is seeking the exemption as other State-run universities have been sticking to 62 years.

Responding to the letter, Mr. Paliwal had said that the Government had already directed the university in its letter dated March 24, 2018 to take necessary action to revise its resolution dated September 13, 2017 for continuance of the existing system of permitting the Principals age limit of 65 years.

The Government had then asked the University to abide Government Order 325, dated August 18, 2003, of the Higher Education Department and also the University Grants Commission Regulation, 2010.

‘Follow instructions’

The Government would like to reiterate its earlier instructions given in the letter of March 24, 2018 and “request the University to scrupulously follow the instructions.”

In his letter of March 24, 2018, Secretary Mr. Paliwal told the University Registrar that the Government had directed the registrars of all the universities and Director of Collegiate Education that no retired teacher after the age of 62 years be appointed in any statutory or even non-statutory position in universities/colleges.

Besides this, there was no specific provision in the UGC Regulations of 2010 on the retirement age of principals of self-financing colleges as 65years.

And, finally, Mr. Paliwal requested the university to report action taken based on his letter.

The academic circle sources here say that the University Syndicate has been repeatedly making the plea to the Higher Education Department because the increase in the retirement age by three years to 65 will help five to six principals out of the 90-odd principals of self-financing colleges.

Court refuses to stop inauguration of two law college campuses

The Madras High Court on Friday refused to restrain the State government from inaugurating two new campuses for the Dr. Ambedkar Government Law College here at Pudupakkam in Kancheepuram district and Tiruvalangadu in Tiruvallur district. Advocate General Vijay Narayan informed the court that Chief Minister Edappadi K. Palaniswami would be inaugurating both the campuses on Monday.

A Division Bench of Justices N. Kirubakaran and V. Parthiban refused to pass any kind of interim orders on a batch of cases filed by a group of students opposing the proposal to shift the college, situated close to the High Court at present, to the two new campuses with immediate effect. After hearing the petitioners’ counsel, the judges simply adjourned the cases to Wednesday for hearing the government’s reply.

Age gap

Initially, the Advocate General told the court that a government order was passed on Thursday deciding to conduct the five-year law course at Pudupakkam campus and the three-year law course at Tiruvalangadu. He said it was being done because there was a huge age gap between those who took up five-year law course after completing schooling and those who studied three-year law course after completing graduation. Stating that the classes for the academic year 2018-19 would begin at the new campuses from July 9, he said that both the campuses had been equipped with hostel facilities to accommodate 600 students in each of them. He also said that the mess facilities were also ready and that the contractor for cooking food would be finalised soon. The judges were also shown photographs of the infrastructure available on the two campuses.

‘Unsafe for girls’

However, advocate N.G.R. Prasad, representing some of the petitioner students, contended that 60% of the strength of the college were females and therefore it would not be safe to force them to go to remote areas for their studies. He said the government was not justified in shifting the college that had been functioning near the High Court for the last 127 years. He said being closer to the High Court would help the students to interact with lawyers and attend court proceedings.

Stating that the college was being shifted just because the government wanted to avoid perceived inconvenience caused to it by some students who indulged in violence about a decade ago, Mr. Prasad said: “The decision has been taken for the convenience of the government and not that of the students,” he said.

Remote locations

Appearing for another group of students, Senior Counsel P.S. Raman claimed that the constructions at the new campuses were not yet complete and that the government was hurrying up with the inauguration. “The new campuses are in a remote place. There is nothing there. Not even a tea shop is there nearby,” he said. The counsel also pointed out that there was no direct bus facility from the city to the location of the two new campuses.

Advocate V. Raghavachari contended that the students had an emotional connect with the present building of the government college and therefore they should not be shifted. Not in agreement with the submissions, the judges said the focus should be on improving the quality of education provided by government law colleges and not on the quality of geographical location of those institutions.

Pointing out that a majority of the engineering colleges in the State were located in remote areas and that many students studied there, the judges wondered how the students who came all the way from their native districts in Kanniyakumari, Ramanathapuram and Tirunelveli to study at the government law college here could complain about shifting the campus from Parrys to Pudupakkam and Tiruvalangadu.

Can’t assume 50% rise in deposits is black money: Goyal

Finance Minister Piyush Goyal said on Friday that the reported 50% rise in deposits by Indians in Swiss banks could not be presumed to be a case of black money parked abroad. He added that the government would start getting details on bank accounts of Indians in Switzerland from next year under a bilateral tax treaty, and strong action would be instituted against anyone found guilty.

The Minister was responding to news reports that money parked by Indians in Swiss banks rose to CHF (Swiss Franc)1.01 billion (Rs. 7,000 crore) in 2017. The surge reversed a declining trend over three years amid a “clampdown” on suspected black money stashed overseas.

In comparison, the total funds held by all foreign clients of Swiss banks rose only about 3%, to CHF 1.46 trillion, about Rs. 100 lakh crore in the same period, according to data released by the Swiss National Bank (SNB).

Blames Chidambaram

Citing reports, Mr. Goyal said 40% of the deposits was the result of the liberalised remittance scheme introduced by former Finance Minister P. Chidambaram. As per the scheme, an individual could remit up to $2,50,000 per year, he said.

Replying to reporters’ queries, Mr Goyal said, “The data that you alluded to will come to us; so how are you assuming that this is black money or this is illegal transaction?”

“We will have all information if someone is found guilty, [and] the government will take strong action against them,” he said.

Almost exactly a year ago, in an address to the Institute of Chartered Accountants of India (ICAI) on July 1, 2017, Mr. Modi had highlighted a record 45% drop in deposits by Indians in Swiss banks.

Reacting to the reports, the Congress and other Opposition parties targeted Prime Minister Narendra Modi over his claims of retrieving black money stashed abroad. The JD(U), a BJP ally, also expressed “grave concern” over the surge in Indian deposits.

Attacking Mr. Modi, Congress president Rahul Gandhi tweeted: “2014, HE said: I will bring back all the “BLACK” money in Swiss Banks & put 15 Lakhs in each Indian bank A/C. 2016, HE said: Demonetisation will cure India of “BLACK” money. 2018, HE says: 50% jump in Swiss Bank deposits by Indians, is “WHITE” money. No “BLACK” in Swiss Banks!”

‘Fell during UPA tenure’

The Congress said such deposits had fallen during the UPA regime. “Swiss Bank deposits fell during Dr. Manmohan Singh’s time, only to rise to record levels under PM Modi. The current increase of 50.2% post demonetisation is the maximum since 2004,” the party said on Twitter. “What happened to Prime Minister Modi’s promise of eradicating corruption and bringing back black money?” asked party spokesperson R.P.N. Singh.

Bank invites HC ire for denying edu loan on flimsy grounds

Pulling up Indian Bank for rejecting an education loan application of a meritorious student on a flimsy ground that the college he had applied to had not maintained placement records, the Madras high court warned the bank that it would be constrained to impose ₹1 lakh as cost on the officials concerned.

However, after the bank assuredtheHCthathenceforthit would process such applications as per the guidelines set in the IBA Model Educational Loan Scheme, 2015, Justice S Vaidyanathan restrainedfrom imposing any cost.

S Naveen had secured 1,017 marks in higher secondary examination conducted by the state board in 2014-15. He joined Bachelor of siddha medicine and surgery in Sri Sai Ram Siddha Medical College & Research Centre, Chennai.

Naveen managed to source the initial tuition fee from his friends and relatives. For further payments he applied for education loan at the Arni branch of Indian Bank on March 28, 2016, with supporting documents. To his shock and surprise, on October 18, 2016, his loan application was rejected by the bank on the groundthathiscollegewas not maintaining placement records of its outgoing students.

Aggrieved, Naveen approached the HC. He contended if production of placement records is a pre-condition for granting students loan, then it would defeat the purpose of granting education loan. “The reason assigned by the bank cannotbe a groundto rejectthe petitioner’s application. The procedure for grant of loan requires production of necessary documents,whichthe petitioner has produced. The petitioner is a bright student and if education loan is denied to him, his education would be at stake,” Naveen’s counsel said.

Opposing the contentions, the bank submitted that no document has been furnished by the petitioner for sanctioning education loan, much less the admission letter and bona fide student certificate from the college. Hence, the bank was right in rejecting the request of the petitioner.

The judge said, “A reading of the counter would make it clear thateducation loan of the petitioner has been rejected only on the ground that no subsequent records have been furnished by the college and that cannot be a ground for rejection. If the petitioner is able to produce the documents required by the bank, then loan ought to have been granted to him naturally.”

Now that NEET rank lists have been released, coaching centres have been receiving enquiries for coaching from repeaters who have failed to make the cut again. Some of the centres had received enquiries even before the rank list was released as the students knew what lay in store for them.


Sanjay Gaglani of Winners Academy said a number of enquiries came from students who had repeated NEET this year. “Some students insist that they want to get into medicine only and so they are keen on taking coaching again. They want to take the exam again even if it means a break of another year,” he said. However, these types of candidates are in the minority, say staff at coaching centres.

Career consultant and educationist Jayaprakash Gandhi said 5% to 10% of students – who were repeaters – have been enquiring about taking NEET again. “Some of these students are also enrolling into science group courses like biology, biotechnology, physics or chemistry and are enrolling for weekend coaching, while a few are opting for a full-year coaching as well,” he said.

While some students who didn’t make it in their first attempt are opting for engineering, there are also candidates who are opting to go with the break-year pattern.

City coaching centres, including Pioneer, Akash and Winners, reported that break-year students, especially from the state board, had managed to double their scores this time compared to their performance last year. “Students who secured marks in the 160-range last year have managed to get 300 and above this time. Those who got less than 200 are planning to take NEET again,” said Gaglani.

Meanwhile, a few schools in districts like Namakkal, Erode and Trichy are also conducting coaching and are trying to attract students who wish to take NEET again for training.

Training centres also say that with the new syllabus kicking in this year, changes are bound to take place after next year’s NEET. While next year’s NEET may be along similar lines, the year following that may see stiff competition as state board students would be preparing with the new syllabus for both Class XI and Class XII that may increase quality output of candidates appearing from state board schools, say experts.



Not many students from previous batches on Anna University’s rank list 2018

Chennai: Unlike MBBS rank list, there are not many candidates from the previous academic batch on Anna University’s engineering rank list.

“Only one student in the top 10 belonged to previous batch. All others completed their Class XII board exams only this year,” said a senior official from Anna University.

Also, only a handful from previous batches was present in the entire merit list based on which they are admitted to engineering seats through the single-window counselling, the official added.

This indicated that many medical aspirants, who took a break for a year to clear NEET, did not opt for engineering and preferred to attend medical counselling.

25 local trains cancelled tomorrow

Due to line and power blocks from July 1 for construction of two new bridges between Vandalur-Guduvancheri and for construction of additional spans at a bridge between Ottivakkam-Karunguzhi on the Chennai-Villupuram section, following 25 suburban trains have been cancelled.

These trains are fully cancelled: The Melmaruvathur-Villupuram MEMU passenger scheduled to leave at 11.30am and the Villupuram-Melmaruvathur MEMU passenger scheduled to leave at 1.55pm.

The following suburban trains will be partially cancelled between Tambaram-Chengalpet/Tirumalpur/Melmaruvathur and will run only from Chennai Beach to Tambaram: The Chennai Beach-Chengalpet local trains scheduled to leave Chennai Beach at 3.55am, 4.40am, 5.00am, 5.20am, 5.55am, 6.30am, 6.45am, 7.38am, 9.00am and 9.35am; the Chennai Beach-Tirumalpur local scheduled to leave Chennai Beach at 7.05am; and the Chennai Beach-Melmaruvathur local scheduled to leave Chennai Beach at 8.25am.

Pension to freedom fighters not charity: HC

: Granting pension to freedom fighters is not charity by the government but an honour conferred on them, the Madras high court has ruled.

The Madurai bench of the court dismissed a petition by the Union government that sought to reject the pension application of a freedom fighter, P S Periaiah, for a pedantic reason. Justice K Ravichandrabaabu also questioned the Madurai collector’s authority to reject the application outright when he was only expected to make a report or recommendation to the authority.

Periaiah, who was part of the Quit India Movement and the recipient of a pension under a state government scheme, had applied for pension under the Swathantra Sainik Samman Pension scheme of the Union government in 2013. The Madurai collector rejected the application, following which Periaiah moved the court, which ruled in his favour. However, at the age of 91, the freedom fighter died during the pendency of the petition, after which his heirs were made parties to the case.

Meanwhile, the central government challenged the court’s order to grant the pension on the ground that the petitioner did not fulfil mandatory requirements.

“Though two co-prisoner certificates were issued by the petitioner, one such certificate was issued by a person who had undergone the punishment only for five months and not two years as required by rules,” the assistant solicitor general of India, appearing for the government, submitted to the court.

Justice K Ravichandrabaabu, after hearing both sides, expressed concern over the hyper-technical stand taken by the Union government to reject the pension claim.

One of the two co-prisoner certificates produced by Periaiah, had been issued by A M Lakshmanan, a recipient of the central government’s freedom fighter pension. Lakshmanan had certified that Periaiah, who had been incarcerated in the Madurai prison from March 1943 to May 1946 was a bona fide freedom fighter.

No justification for rejecting plea: HC

The other person who issued the certificate was in prison for only five months. “Whether it is certified by one person or two persons, the factum of imprisonment will not change,” the judge said adding that the court finds no justification in the government and the collector rejecting the petition.

The court observed that the sufferings of freedom fighters cannot be looked with technically shaded colour glass to find out how the application can be rejected. “Relevant rules are framed only to achieve the object sought under the beneficial scheme and not to defeat the same on one reason or other.”

The court also gave its piece of mind to the government and the administrators on the sacrifice and the struggle of those who fought for the country’s freedom. “We breathe easy today only because those people volunteered to get their breath choked at the hands of those (colonial) rulers,” the judge said.

MADURAI: The Madurai Bench of Madras High Court adjourned a Public Interest Litigation seeking compensatory marks for Tamil medium students who took the National Eligibility-cum-Entrance Test this year, following disparities and errors in the Tamil medium question paper, to Monday.

A division bench comprising Justices C T Selvam and A M Basheer Ahamed heard the counter petition filed by the Central Board of Secondary Education and the Central and State governments which stated that the students, while applying for the exam, were clearly informed by the board that in case of ambiguity in the questions in the regional language, the English version of the question will be final.

The counsels, further defending the government, contended that the petitioner, instead of approaching the court after publishing the results, should have come up with the grievance earlier when the board published its answer keys. They also stated that the rank list for the Tamil Nadu candidates were to be published on June 28 and the subsequent activities including counselling for the admissions should be carried out next week.

Hearing the counter, the judges pulled up the government saying that the mistakes in the questions in the question paper were not mere ambiguity. “This seems to be an escape clause on the cost of the students,” the Judges said and criticised the board asking whether the marks of Tamil students in the examination would be decided based on their proficiency in English. Stating thus, the judges adjourned the hearing.

CHENNAI: Chennai district tops the list of number of candidates eligible for medical and dental admission 2018-2019 counselling with Kancheepuram district in the second place and Tiruvallur district in third place.

Data accessed by Express showed that of the number of candidates eligible to attend the counselling, 2,939 candidates were from Chennai district,1,390 from Kancheepuram district and 1,344 candidates were from Tiruvallur district.

Among the top 10 districts, Salem stands in the fourth place with 1,317 candidates eligible to attend the counselling, Vellore in the fifth place with 1,256 candidates, Madurai in the sixth place with 1,251 candidates, Coimbatore seventh with 1,158, Tirunelveli eighth with 1,155, Tiruchy ninth with 1,144 and Kanyakumari in the 10th place with 975 candidates.

The performance of candidates from backward districts like Sivaganga, Ramanathapuram, Perambalur, and Ariyalur has been negligible. From Sivaganga, 373 candidates were eligible for counselling, Ramanathapuram 350, Perambalur 211 and Ariyalur 316 candidates.

The medical admission is done based on National Eligibility-Cum-Entrance Test (NEET) score. Students who cleared NEET-UG alone are eligible for admission to MBBS and BDS courses.

“This shows the accessibility to NEET coaching centres and socio-economic background of a child, whether the child is able to spend a year or two after completing higher secondary school. Children who can sit with textbooks most of the time without involving themselves in the socio-economic condition in the family can crack NEET. How many children from economically weaker section will get this privilege?” P B Prince Gajendra Babu, general secretary, State Platform for Common School said.

J Kathirvel, general secretary, Tamil Nadu Medical Officers Association said, “The data is a reflection of what we have been highlighting all these years. This shows the disparity between available resources in urban and rural areas. Students from backward districts like Sivaganga, Ramanathapuram and Ariyalur are affected by NEET,” he said.

Meanwhile, as there is a controversy over candidates from other States securing medical seat in the State counselling, the data with the selection committee also showed that 52 students from Kerala, 18 students from Andhra Pradesh, four from Karnataka and 34 from other States are eligible to attend counselling.

Chennai: Health Minister C Vijaya Baskar on Thursday told the Assembly that the President’s office has withheld till date the two Bills relating to NEET examination adopted unanimously by the Assembly last year and that the government had sought reasons for withholding the legislation.

The minister said this while responding to the issue raised by Leader of Opposition MK Stalin during the zero hour. Stalin wanted to know the status of the two NEET Bills and suggested that the government should move the Supreme Court seeking directives to the Centre to take an early decision on the bills. Stalin said there were reports that students hailing from neighbouring States could get admission for medical courses in Tamil Nadu since they managed to produce fake residential certificates. Denying this, the minister said enough screening was being done.

Chennai: Upholding the jail term of 10 years awarded to a school teacher on charge of sexually assaulting a minor girl by a trial court, the Madras high court said that duty of the teacher is not only to impart education, but also to teach moral values and ethics to his students.

Dismissing the petition from science teacher Sivanesan, Justice RMT Teekaa Raman said that, “teachers should be a role model to students.”

According to prosecution, Sivanesan had committed sexual assault on a 11-year-old student in the classroom of a government school near Thirunallar on August 4, 2016, at 3.45 pm. The minor girl sustained injuries and was adm

itted to Government General Hospital, Karaikal.

Dismissing the petition, the judge said, “considering the entirety of the circumstances and the evidences placed by the prosecution witnesses, I am not inclined to grant relief for the present.”

Better to reject loan than running after defaulters: Madras HC

Chennai: In significant observations amid bank fraud cases rocking the country, the Madras High Court on Thursday said banks were giving loans to several persons "under various political pressures" and those who default on repaying them flee from the country.

Justice S Vaidyanathan made the observation in his order rejecting a petition by an aspiring nursing student seeking a direction to the State Bank of India for sanctioning her an education loan after the bank denied it on the ground that her father was a defaulter.

Noting that whether the amount was small or huge, it needed to be recovered from the defaulters, the judge said in this case the SBI was right in rejecting the petitioner's loan application.

"Banks/Financial Institutions are giving loan to several persons under various political pressures and ultimately public money is being misappropriated and defaulters flee from the country. Innocent employees, who are forced to sign the loan grant are ultimately taken to task," he said in the order.

"Rather than running behind the defaulters, a loan can better be rejected at the threshold by identifying a person's credentials. In this case, the bank has rightly done so, as the petitioner's father has defaulted in paying several loans," Justice Vaidyanathan said.

The judge's observations come at a time when the country has been rocked by the Rs 13,000 crore Punjab National Bank fraud allegedly involving diamantaire Nirav Modi and the alleged default by liquour baron Vijay Mallya in paying loan of over Rs 9,000 crore to various banks.

Petitioner submitted she belonged to a downtrodden community and had approached the SBI for an educational loan of Rs 3.40 lakh for pursuing BSC Nursing course.

The bank insisted that she bring the income certificate, identity card, address proof and other relevant documents for obtaining the loan.

Though an application, along with relevant documents, was submitted, the bank refused to grant loan, saying the course does not come under Indian Banks Association's (IBA) educational loan scheme and also that her father was a defaulter.

The bank submitted that the several suits for recovery of loan amounts were pending against the petitioner's father.

தந்தை வாங்கிய கடனை திருப்பி செலுத்தாததால், மகளுக்கு கல்வி கடன் வழங்க வங்கி மறுத்தது சரிதான் என சென்னை ஐகோர்ட்டு ஒரு வழக்கில் தீர்ப்பு அளித்தது.

நாகை மாவட்டத்தை சேர்ந்த நர்சிங் மாணவி ஏ.தீபிகா. இவர், வேதாரண்யம் பாரத ஸ்டேட் வங்கியில், கல்விக்கடன் கேட்டு விண்ணப்பம் செய்தார். இவரது விண்ணப்பம் நிராகரிக்கப்பட்டதால், சென்னை ஐகோர்ட்டில் வழக்கு தொடர்ந்தார்.

இந்த வழக்கு நீதிபதி எஸ்.வைத்தியநாதன் முன்பு விசாரணைக்கு வந்தது. அப்போது வங்கி நிர்வாகம் சார்பில் ஆஜரான வக்கீல் எஸ்.ஆர்.சுமதி, ‘தீபிகாவின் தந்தை வாங்கிய கடனுக்கு தவணையை முறையாக செலுத்தவில்லை. வழக்குதாரர் கல்லூரி நிர்வாக இடஒதுக்கீட்டின் கீழ் நர்சிங் படிப்பில் சேர்ந்துள்ளார். இந்த நர்சிங் படிப்பு, கல்விக்கடன் வாங்கும் திட்டத்தில் இடம் பெறவில்லை. அதனால் அவருக்கு கல்விக் கடன் வழங்க முடியாது’ என்று வாதிட்டார்.

இதற்கு எதிர்ப்பு தெரிவித்து மாணவி தரப்பில் ஆஜரான வக்கீல் விஜேந்திரன், ‘வழக்குதாரர் தந்தை தவணை செலுத்தவில்லை என்ற காரணத்துக்கு கல்விக்கடனை வழங்க மறுப்பது சரியானது இல்லை. வாங்கிய கடனுக்கு தவணையை வழக்குதாரர் தான் செலுத்த போகிறாரே தவிர, அவரது தந்தை இல்லை’ என்று வாதிட்டார்.

இருதரப்பு வாதங்களையும் கேட்டறிந்த நீதிபதி எஸ்.வைத்தியநாதன் வழங்கிய தீர்ப்பில் கூறியிருப்பதாவது:-

அரசியல் நிர்ப்பந்தத்தின் அடிப்படையில், பல பெரும் புள்ளிகளுக்கு பெரும் தொகையை வங்கிகள் கடன் வழங்குகின்றன. அவ்வாறு கடன் வாங்குபவர்கள், கடனை திருப்பிச் செலுத்தாமல், வெளிநாடுகளுக்கு தப்பி ஓடிவிடுகின்றனர். இதனால், கடன் வழங்க கையெழுத்திட்ட வங்கி ஊழியர்கள் தான் பிரச்சினையை எதிர்கொள்கின்றனர். அதுமட்டுமல்ல, இவ்வாறு கடன் வழங்குவதால், பொதுமக்களின் பணம் முறைகேடு செய்யப்படுகிறது.

கடன் தொகை சிறியதோ, பெரியதோ பிரச்சினை இல்லை. கடன் வாங்கியவர்களிடம் பணத்தை திரும்ப வசூலிக்க வேண்டும். இதற்காக கடன் கொடுத்து விட்டு அதை வசூலிக்க, கடன் வாங்கியவர்களின் பின்னால் வங்கி அதிகாரிகள் ஓடுவதைவிட, கடன் வழங்காமல் இருப்பதே நல்லது.

எனவே, வழக்குதாரரின் தந்தை தவணை தொகையை திருப்பிச் செலுத்தாததால், இவருக்கு கடன் வழங்க முடியாது என்று வங்கி நிர்வாகம் சரியாக முடிவு எடுத்துள்ளது. நர்சிங் படிப்பு, கல்விக்கடன் திட்டத்தில் இடம்பெறாததால், வழக்குதாரர் கல்விக்கடன் பெறமுடியாது. இந்த வழக்கை தள்ளுபடி செய்கிறேன்.

தமிழ்நாட்டில் மொத்தம் 22 அரசு மருத்துவ கல்லூரிகள் உள்ளன. இதில் அகில இந்திய இடஒதுக்கீட்டு இடங்கள் போக அரசு மருத்துவ கல்லூரிகளில் 2 ஆயிரத்து 447 இடங்கள், ராஜா முத்தையா மருத்துவகல்லூரியில் 127 இடங்கள், சென்னை கே.கே.நகரில் உள்ள இ.எஸ்.ஐ. மருத்துவகல்லூரியில் 65 இடங்கள், சுயநிதிகல்லூரியில் உள்ள அரசு ஒதுக்கீட்டு இடங்கள் 689 என மொத்தம் 3 ஆயிரத்து 328 அரசு ஒதுக்கீட்டு இடங்கள் இருக்கின்றன. இதுதவிர 516 நிர்வாக ஒதுக்கீட்டு இடங்களும் உள்ளன.

அரசு பல் மருத்துவகல்லூரியில் அகில இந்திய இடஒதுக் கீட்டுக்கான 15 இடங்கள் போக 85 இடங்களும், ராஜா முத்தையா மருத்துவகல்லூரியில் அகில இந்திய இடஒதுக்கீட்டுக்கான 12 இடங்கள் போக 68 இடங்களும், சுயநிதி கல்லூரிகளில் 1,045 இடங்களும் என மொத்தம் 1,198 அரசு ஒதுக்கீட்டு இடங்கள் இருக்கின்றன. இதுதவிர 715 நிர்வாக ஒதுக்கீட்டு இடங்களும் உள்ளன.

இந்த இடங்களில் மாணவர்கள் சேர்க்கைக்கு, ‘நீட்’ தேர்வு அடிப்படையில் தரவரிசை பட்டியல் சென்னை ஓமந்தூரார் அரசினர் தோட்டத்தில் உள்ள பல்நோக்கு அரசு மருத்துவமனையில் நேற்று வெளியிடப்பட்டது. அரசு ஒதுக்கீடு, நிர்வாக ஒதுக்கீட்டுக்கான தரவரிசை பட்டியலை சுகாதாரத்துறை அமைச்சர் டாக்டர் சி.விஜயபாஸ்கர் வெளியிட, சுகாதாரத்துறை செயலாளர் டாக்டர் ஜெ.ராதாகிருஷ்ணன் பெற்றுக் கொண்டார்.

இந்த ஆண்டை பொறுத்தவரையில் அரசு ஒதுக்கீட்டுக்கு கூடுதலாக எந்த இடமும் கிடைக்கவில்லை. அதேபோல், நம்முடைய இடங்களையும் விட்டுக்கொடுக்கவில்லை. 3 தனியார் மருத்துவகல்லூரிகளின் அங்கீகாரம் இந்திய மருத்துவ கவுன்சிலிடம் இருக்கிறது. அங்கு சேர்க்கை கூடாது என்று கூறி இருக்கிறார்கள். அதை பின்பற்றுவோம்.

கடந்த ஆண்டில் பெறப்பட்ட அதே இடங்களை மீண்டும் பெற்று இருக்கிறோம். வரும் ஆண்டில் கரூர் உள்பட 3 மருத்துவ கல்லூரிகளில் கூடுதல் இடங்கள் கிடைக்க இருக்கிறது. கட்டணம் தொடர்பாக உயர்நீதிமன்றம் ஒரு குழு அமைத்து இருக்கிறது. அந்த குழு நிர்ணயித்த கட்டணத்தில் எந்த மாற்றமும் இல்லை.

இரட்டை இருப்பிட சான்றிதழ், போலி சான்றிதழ் சமர்பிக்கப்படுவதை தடுக்க இந்த ஆண்டு விதியை கடுமையாக பின்பற்றுவோம். தமிழகத்தை பொறுத்தவரையில் தமிழக இடங்களுக்கு விண்ணப்பிக்கும் மாணவர்கள் வேறு மாநிலங்களுக்கோ, வேறு மாநிலத்தில் விண்ணப்பித்தவர்கள் தமிழக இடங்களுக்கோ விண்ணப்பிக்க முடியாது. சுயநிதி கல்லூரியில் அரசு ஒதுக்கீட்டு இடங்களில் முதல் முறையாக வேலூர் சி.எம்.சி. மருத்துவகல்லூரியும் இணைக்கப்பட்டுள்ளது. கலந்தாய்வு வெளிப்படைத்தன்மையுடன் நடைபெறும். இவ்வாறு அவர்கள் தெரிவித்தனர்.

ராஜா முத்தையா மருத்துவக்கல்லூரியில் எம்.பி.பி.எஸ். படிக்க ரூ.5 லட்சத்து 54 ஆயிரத்து 370-ம், பி.டி.எஸ். படிப்புக்கு ரூ.3 லட்சத்து 50 ஆயிரம் முதல் ரூ.3 லட்சத்து 70 ஆயிரம் வரையிலும் கட்டணம் நிர்ணயிக்கப்பட்டு இருக்கிறது.

Passengers attribute it to odd timings, less stoppages and lack of publicity

At least two coaches were empty in the newly-introduced Antyodaya Express that started chugging from Madurai towards Virudhunagar on Thursday morning. The scene in other coaches was also not very encouraging as each coach had only five to 20 passengers who were either bound for Virudhunagar or Tirunelveli as the train stops only in these two stations.

Railway sources and passengers attributed the poor patronage to a slew of factors like odd timings, longer travel duration and lesser number of stoppages and more importantly, lack of adequate publicity.

“It starts past midnight (at 12.30 a.m.) at Tambaram. Not many families with female members will prefer to travel at odd hours,” said K. P. Minor Selvam (64) of Srivaikuntam. He said that he had already travelled by this train twice and enjoyed its neat look and comfort. “I paid only Rs. 240 per passenger. Otherwise, it would cost Rs. 900 in omni bus. For aged people like us, it is very comfortable,” he said.

“If the train starts at around 10 p.m., it will be more beneficial. Similarly, it does not stop in stations like Sattur, Kovilpatti, Vanchimaniyachi, where more passengers would board or get down,” he said.

His wife, Parvathi, complained of unscheduled and longer stoppages in isolated spots.

“I think it stopped for unusually longer period near Thanjavur when we went to Chennai,” she said. The train has only nine stoppages between Tambaram and Tirunelveli.

Another passenger, T. Charles and his wife, from Tirunelveli also complained that the train stopped for at least 30 minutes at many stations. Even at Madurai and Virudhunagar, the train stopped for more than 25 minutes. “Instead, the train can be made to stop at other important stations also, so that passengers can benefit. Ideally, the train should reach the destination by 10.30 a.m. or 11 a.m. Otherwise, passengers will lose the whole daytime travelling,” he said.

S. Shahul and his friends from Tirunelveli, chose to travel by this train as they wanted to board the last train after completing some work. “Not many were in our coach as it was in the fag end of the train formation. We all slept in the lower berths and only a couple of them were on the upper berth (the provision for keeping luggage). Since, the train started late in the night, not many boarded in the way-side stations,” he said.

Echoing Mr. Selvam, a railway officer said that lack of awareness among passengers about this service is a handicap. “We are sure that it would pick up in future as it is cheap and also comfortable,” he said.

However, a railway source said that though the train can stop in at least 30 places in the present running duration of 15 hours sticking to the current timings, the train should stop at least in 20 important stations to cater to the common man as the very concept of “Antyodaya” suggested.

Law varsity counselling from July 11

The Tamil Nadu Dr. Ambedkar Law University released the merit list for admission to various courses for the academic year 2018-19.

The cut-off for School of Excellence in Law in the open category is 98.75 for the 5-year BA and BBA LLB (Honours) courses and 97.87 for B.Com LLB (Honours) course; for BCA LLB (Honours) it is 90.50. For ST category, it is 71.75; 80.50 and 61.12 respectively.

Counselling for OC, ST, SC (Arunthathiyar), SC categories will be held on July 11 from 9 a.m.

For MBC/DNC, BC (Muslim) and BC (others), counselling will be held on July 12, according to a release from the Chairman of Law Admissions.

As many as 3,331 applications, including those under the NRI quota, were received by the university for all the courses.

A total of 361 applications were rejected for not complying with the requirements.

Thangatamilselvan accused of making ‘scurrilous’ remarks against Chief Justice

Advocate-General Vijay Narayan has issued a show-cause notice to disqualified AIADMK MLA Thanga Tamilselvan seeking explanation as to why consent should not be granted to a woman lawyer who wanted to initiate criminal contempt of court proceedings against him for having made “scurrilous and derogatory” remarks against Madras High Court Chief Justice Indira Banerjee.

According to court sources, the A-G has asked the disqualified MLA to appear either in person or through his counsel within two weeks to submit his explanation. It is only after hearing him as well as the petitioner V. Srimathi, 52, a decision would be taken on granting the mandatory consent required under Section 15 of the Contempt of Courts Act of 1971.

In her affidavit, the lawyer claimed to have been aggrieved by the derogatory manner in which the disqualified MLA had referred to the High Court and its Chief Justice in media interviews following a split verdict delivered by a Division Bench comprising her and Justice M. Sundar on June 14 in a case filed by him and 17 others challenging their disqualification.

‘An open challenge’

The petitioner specifically referred to an interview of the disqualified MLA telecast by a Tamil television channel on June 23 and 24. In that interview, he had reportedly accused the judiciary of having delivered a verdict that would help the ruling party to continue in power and claimed that the judgment in the disqualification case appeared to have been “purchased.”

“He has accused the Chief Justice of the High Court and other judges to have conspired with the State and Central governments and said that they are pawns in the hands of both the governments... He had also imputed in the interview that the State government was aware of the split verdict much prior to the day on which it was delivered.

“When the interviewer pointed out that the statement of the respondent (Thanga Tamilselvan) would attract action under the Contempt of Courts Act, he openly challenged the judiciary to initiate such an action. This manner of open scandalous allegations is an interference and obstruction to the administration of justice,” Ms. Srimathi said.

Difference in procedures

After taking her contempt petition on file and also assigning a number to it, the High Court Registry had referred it to the Advocate-General for his consent without which the petition could not be listed for hearing. The court officials pointed out that there was a vast difference between procedures adopted for civil contempt and criminal contempt.

Civil contempt refers to wilful disobedience to any judgment, decree, direction, order, writ or other process of a court or wilful breach of an undertaking given to a court. Petitions to punish a person for civil contempt need not be referred to the Advocate-General for his consent and they could be directly listed for hearing before the judge concerned.

However, that was not the case with criminal contempt which refers to publication whether by words, spoken or written, or by signs, or by visible representation or the doing of any other act whatsoever which scandalises or tends to scandalise or lowers or tends to lower the authority of any court.

To ensure that criminal contempt proceedings were not initiated on frivolous issues, Section 15 of the Contempt of Courts Act makes it clear that such proceedings could be initiated either at the instance of the Advocate-General or with his consent if some other litigant wanted to initiate those proceedings.

The Contempt of Court Rules of the Madras High Court, 1975 lay down the procedures for filing such petitions and they require the Registry to number every such contempt petition and refer them to the Advocate-General. “Therefore, now we have referred it to him and the AG has also issued notice to the alleged contemnor,” a court official said.

1,320 students from govt. and govt.-aided schools make the cut

Of the 25,000-odd students who have qualified for MBBS/BDS counselling as part of State quota seats this year, 1,320 are from government and government-aided schools.

Among them, 12 have secured ranks within the top 3,000, according to the NEET-based merit list for admission to MBBS/BDS released on Thursday.

G. Selvarajan, secretary, Selection Committee, Directorate of Medical Education (DME), said a total of 409 government school students applied for State quota seats, of which 390 were eligible. Out of the 991 applicants from government-aided schools, 930 students were eligible.

Releasing two rank lists for admission to State quota seats in government/self-financing colleges and management quota seats in self-financing colleges, Health Minister C. Vijaya Baskar told reporters that as many as 25,417 candidates were eligible from the total number of 28,067 applicants for government quota seats. “This year, differently-abled candidates will have 5% reservation in seats. We have increased the number of seats for sportspersons and children of ex-servicemen. There are seven medical seats and one dental seat for sportspersons and 10 MBBS seats and one dental seat for children of ex-servicemen,” he said.

Health Secretary J. Radhakrishnan said that though there were no additional seats this year, the government ensured that status quo was maintained.

Counselling sessions

The first phase of counselling will begin on July 1 with counselling for special categories — sportspersons, children of ex-servicemen and differently-abled. As vacant seats from the all India quota would be transferred to the State quota on July 23, the second phase of counselling would be adjusted accordingly. The State government is still undecided on the number of seats that Christian Medical College, Vellore, would be surrendering for counselling. “CMC is taking part in the counselling for the first time. Being a minority institution, there are certain court directions that ought to be followed. Apart from the seats surrendered to the State pool, we will be conducting counselling for the remaining seats too,” Radhakrishnan said.

Transgender’s case

Initially, the Minister announced that a transgender person had qualified for counselling. However, officials later clarified that the person had applied for MBBS/BDS without appearing for NEET.

That would have rendered the application invalid. A large number of students from previous years also applied for MBBS/BDS this year.

Madurai likely to lose five flights from July

It is a big setback for development of Madurai airport, say sources from the travel industry. 

Services with Chennai, Bengaluru, Mumbai may be withdrawn

Travel industry is in a rude shock as at least four flights to Chennai, one to Bengaluru and one air link to Mumbai (via Chennai) linking Madurai airport would be withdrawn in July.

The shocking part is that all these flights are well-patronaged and the load factor is in no way connected to the withdrawal of services.

“Jet Airways that is operating four services of ATR flights from Chennai and Bengaluru to Madurai has announced its withdrawal from July 1,” said N. Sriram, Chairman of TourIST of Tamil Nadu Chamber of Commerce and Industry.

Stating that it would be a big setback for the development of Madurai airport, he said that the four flights, with timings spread across the day, will badly hit the business class.

Similarly, Air India has intimated its travel agents about withdrawing its Mumbai-Chennai-Madurai and back services between Chennai and Madurai from July 13.

“Withdrawal of these services is a big step backward for not only the travel industry, but the entire economic development of the southern region,” said president of Travel Club, Madurai, Chithra Ganapathi. She said that she was more shocked to hear that the withdrawal of services was not due to load factor.

“On any day, flights from Chennai, Mumbai and Bengaluru are almost full. I wonder why these services are pulled out,” Ms. Ganapathi said.

These services gave lot of flexibility to tourists who fly down to Madurai to reach any of the tourists destinations in south Tamil Nadu. “Mumbai is the preferred airport for lot of people from North India to travel to south. A direct flight service (from Mumbai to Madurai) always helped to bring tourists to Kodaikanal, Kanniyakumari and Rameswaram,” she said.

Airport Director V.V. Rao, was hopeful of more flights coming to Madurai. “I think it is a temporary phenomenon. But, Air India is yet to confirm about its withdrawal of service,” he said.

Mr. Sriram said that the Air India’s service between Madurai and Mumbai dates back to 1992.

He said the airliner, being a national carrier cannot withdraw its service to the Temple City abruptly.

Though it is said that the withdrawal is due to diversion of aircraft for the Haj season, the travel industry is pinning its hope on the Air India’s management to reconsider its move.

CBSE penalises 130 teachers for Class XII evaluation goof-up

The Central Board of Secondary Education (CBSE) has initiated action against 130 teachers and coordinators across the country for evaluation errors and major mistakes in totalling marks awarded in the Class XII board exams.

The highest number of those who erred was in Patna region where 45 teachers/coordinators were held responsible for “the gross carelessness committed by them”. As the re-evaluation process gives over, more teachers could face action.

TOI has, for the past three years, been reporting on how many students under the CBSE, which comes under the ministry of human resource development, have had issues due to errors in the calculation of their board exam marks.

Though the number has decreased this year, TOI came across huge errors in totalling of marks and highlighted it in a report on June 24. The news report prompted CBSE to probe the mistakes and start identifying the teachers/ coordinators responsible for errors during evaluation via its regional offices.

Based on data the board shared with TOI on Wednesday night, of the 10 regions Patna has the highest number of erring teachers/coordinators. The regional office at Allahabad has “issued letters for initiating immediate disciplinary action, including suspension, issued to schools in respect of 45 identified teachers/ coordinators (from Patna region) for the gross carelessness committed by them”. Patna is followed by Dehradun with 27 teachers/ coordinators.

The Trivandrum office has identified one such teacher while the Guwahati region office has identified two; the two regions have the least number of such cases.

By region, Ajmer has the largest number of applications (11,221) this year for verification of marks, though the number is significantly lower than last year’s 19,053. Delhi follows with 11,083 applications and Chennai with 10,546 applications.

Ajmer region has the most number of cases where marks have been increased after verification, followed by Allahabad and Delhi.

Min warns students on fake nativity certificates

Health minister C Vijayabaskar said in the assembly on Thursday that the state government had taken enough precautions to prevent students from other states securing medical seats in Tamil Nadu using fake nativity certificates.

He was responding to opposition leader M K Stalin’s plea that state’s quota of medical seats should be protected and preserved for local students. Last year, many students from other states had secured medical seats in TN using fake nativity certificates. The issue is under investigation.

Students from other states can seek admissions to medical courses in TN only under the 15% all-India quota.

He said this year, students have to apply online and there are enough filters to prevent misuse of the system. “If a student is caught with a fake nativity certificate, criminal proceedings will be initiated against him or her,” said the minister.

Replying to a query, he said the President had withheld the resolutions passed by the state assembly seeking exemption for Tamil Nadu from NEET. He also added that a detailed project report was being prepared for the proposed
