ராஜீவ் காந்தி கொலை கைதிகளை விடுதலை செய்ய மத்திய அரசு அனுமதி வழங்க மறுத்து விட்டதாக, தமிழக அரசு தரப்பில் நேற்று சுப்ரீம் கோர்ட்டில் தெரிவிக்கப்பட்டது.

முன்னாள் பிரதமர் ராஜீவ்காந்தி கொலை வழக்கில் முருகன், சாந்தன், பேரறிவாளன் ஆகிய 3 பேருக்கும் தூக்கு தண்டனை விதிக்கப்பட்டது. இந்த 3 பேரின் கருணை மனுக்கள் மீது முடிவு எடுக்க காலதாமதம் ஏற்பட்டதாக கூறி கடந்த 2014–ம் ஆண்டு தூக்கு தண்டனையை ஆயுள் தண்டனையாக குறைத்து சுப்ரீம் கோர்ட்டு உத்தரவிட்டது. மேலும் இந்த 3 பேரையும் விடுதலை செய்வது குறித்து உரிய அரசு முடிவு எடுக்கலாம் என்றும் கூறியது.

இதைத்தொடர்ந்து முருகன், சாந்தன், பேரறிவாளன் மட்டுமின்றி இந்த வழக்கில் ஏற்கனவே ஆயுள் தண்டனை அனுபவித்து வரும் நளினி, ராபர்ட் பயஸ், ரவிச்சந்திரன், ஜெயக்குமார் ஆகிய 7 பேரையும் சிறையில் இருந்து விடுதலை செய்யப்போவதாக தமிழக அரசு அறிவித்தது. தமிழக அரசின் இந்த முடிவை எதிர்த்து அப்போது மத்தியில் ஆட்சியில் இருந்த காங்கிரஸ் கூட்டணி அரசு சுப்ரீம் கோர்ட்டில் ரிட் மனு தாக்கல் செய்தது. அந்த மனுவை விசாரணைக்கு ஏற்றுக் கொண்ட சுப்ரீம் கோர்ட்டு 7 பேரையும் விடுதலை செய்ய இடைக்காலதடை விதித்து உத்தரவிட்டது.

இதற்கிடையே, தாங்கள் 20 ஆண்டுகளுக்கும் மேலாக சிறையில் உள்ளதால் தங்களை விடுவிக்க வேண்டும் என்று கோரி முருகன், சாந்தன், பேரறிவாளன் உள்ளிட்ட 7 பேரும் தமிழக அரசுக்கு மனு அளித்தனர்.

இதனையடுத்து, அவர்களது கோரிக்கையை பரிசீலித்த தமிழக அரசு, அவர்கள் அனைவரும் 24 ஆண்டுகளாக சிறையில் உள்ள காரணத்தால், அவர்களை விடுதலை செய்ய முடிவு செய்திருப்பதாகவும், எனவே இதற்கு ஒப்புதல் வழங்கவேண்டும் என்றும் கோரி மத்திய அரசுக்கு கடந்த 2016–ம் ஆண்டு கடிதம் எழுதியது. இந்த நிலையில் தமிழக அரசு ஏற்கனவே தாக்கல் செய்திருந்த மறுஆய்வு மனு மீதான விசாரணை கடந்த ஜனவரி மாதம் 23–ந் தேதி விசாரணைக்கு வந்த போது, 7 பேரையும் விடுவிப்பது குறித்த மத்திய அரசின் கருத்தை 3 மாதங்களுக்குள் தெரிவிக்க வேண்டும் என்று சுப்ரீம் கோர்ட்டு உத்தரவிட்டது.

இதனைத்தொடர்ந்து கடந்த ஏப்ரல் 16–ந் தேதி இவர்களை விடுவிக்க மறுப்பு தெரிவித்து ஜனாதிபதி பிறப்பித்த உத்தரவை மத்திய அரசு வெளியிட்டது. அந்த உத்தரவில், ராஜீவ் காந்தி கொலையில் விடுதலைப் புலிகள் உள்ளிட்ட சில வெளிநாட்டு அமைப்புக்களுக்கும் தொடர்பு உள்ளதாக தெரியவந்துள்ளதால் இந்த வழக்கில் தொடர்புடையவர்களை விடுதலை செய்யுமாறு தமிழக அரசு விடுத்துள்ள கோரிக்கைக்கு மத்திய அரசு ஒப்புதல் வழங்காது என்று கூறப்பட்டு இருந்தது. இந்த நிலையில் நேற்று சுப்ரீம் கோர்ட்டில் நீதிபதிகள் ரஞ்சன் கோகாய், நவீன் சின்கா, கே.என்.ஜோசப் ஆகியோர் அடங்கிய அமர்வு முன்பு தமிழக அரசு தரப்பில் மூத்த வக்கீல் ராகேஷ் திவிவேதி ஆஜராகி, இந்த வழக்கில் தொடர்புடையவர்களை விடுதலை செய்ய அனுமதி கோரி அனுப்பப்பட்ட மனுவை மத்திய அரசு கடந்த ஏப்ரல் 16–ந் தேதி பரிசீலிக்க மறுத்து அரசாணை வெளியிட்டிருப்பதாக கூறி, அந்த ஆணையின் நகலை கோர்ட்டில் தாக்கல் செய்தார். அத்துடன் மத்திய அரசு மறுப்பு தெரிவித்து உள்ளதால் இந்த வழக்கை முடித்து வைக்குமாறு கோரிக்கை விடுத்தார்.

மத்திய அரசின் சார்பில் ஆஜரான கூடுதல் சொலிசிட்டர் ஜெனரல் பிங்கி ஆனந்த், மத்திய அரசு ஏற்கனவே தமிழக அரசின் கோரிக்கையை ஏற்க மறுத்து அரசாணை வெளியிட்டு இருப்பதால் இந்த வழக்கை முடித்து வைக்கலாம் என்று கூறினார். முருகன், சாந்தன், பேரறிவாளன் உள்ளிட்ட 7 பேர் தரப்பில் ஆஜரான வக்கீல்கள் கோபால் சங்கரநாராயணன், பிரபு ராமசுப்பிரமணியன் ஆகியோரும் தங்கள் வாதத்தின் போது, மத்திய அரசு 7 பேர் விடுதலைக்கு அனுமதி வழங்க மறுப்பு தெரிவித்து அரசாணை வெளியிட்டுள்ளதால் தற்போது நிலுவையில் உள்ள வழக்கை முடித்து வைக்குமாறு கோரிக்கை விடுத்தனர்.

இதனை ஏற்றுக் கொண்ட நீதிபதிகள் முருகன், சாந்தன், பேரறிவாளன் உள்ளிட்ட 7 பேர் விடுதலைக்கு எதிராக மத்திய அரசு தாக்கல் செய்த மனுவை விரைவில் விசாரணைக்கு எடுத்துக் கொள்வதாக தெரிவித்தனர்.

கேரளாவில் சில நாட்களாக ஓய்ந்து இருந்த தென்மேற்கு பருவமழை, மீண்டும் தீவிரம் அடைந்து உள்ளது.

கடந்த 50 ஆண்டுகளில் இல்லாத அளவுக்கு விடாமல் கனமழை கொட்டி வருகிறது. இதனால் மாநிலத்தின் பல மாவட்டங்கள் வெள்ளக்காடாக காட்சி அளிக்கின்றன. தாழ்வான இடங்களில் வெள்ளநீர் புகுந்து உள்ளது. ஏராளமான வீடுகள் வெள்ளத்தில் மிதக்கின்றன. பல இடங்களில் நிலச்சரிவு ஏற்பட்டு உள்ளது.

கடந்த இரு நாட்களில் பெய்த பலத்த மழை, வெள்ளம் காரணமாக மாநிலம் முழுவதும் பலியானவர்களின் எண்ணிக்கை 29 ஆக உயர்ந்து உள்ளது. பல இடங்களில் சாலைகள் துண்டிக்கப்பட்டு போக்குவரத்து பாதிக்கப்பட்டு இருக்கிறது.

மாநிலத்தில் உள்ள 24 அணைகள் நிரம்பி முழு கொள்ளளவை எட்டின. இதையடுத்து பாதுகாப்பு கருதி அணைகளில் இருந்து தண்ணீர் திறக்கப்பட்டு உள்ளது.

இடுக்கி அணையில் நீர்மட்டம் உயர்ந்து கொண்டே வருவதால் அதன் துணை அணையான செருதோணி அணையில் உள்ள 5 மதகுகளில் 3-வது மதகில் மட்டும் நேற்று முன்தினம் தண்ணீர் திறக்கப்பட்டது. அணைக்கு நீர்வரத்து தொடர்ந்து அதிகரித்ததால் மீதமுள்ள 4 மதகுகளும் நேற்று திறக்கப்பட்டன. 40 ஆண்டுகளுக்கு பிறகு அணையின் 5 மதகுகளில் தண்ணீர் திறக்கப்பட்டு உள்ளது.

அணையில் கூடுதல் தண்ணீர் திறக்கப்பட்டதால் செருதோணி ஆற்றில் வெள்ளப்பெருக்கு ஏற்பட்டு இருக்கிறது. இதனால் கரையோரத்தில் வசிப்பவர்களை பாதுகாப்பான பகுதிகளுக்கு சென்று தங்கும்படி போலீசார் அறிவுறுத்தி வருகிறார்கள்.

வெள்ளத்தில் சிக்கியவர் களை மீட்கும் பணியில் ராணுவத்தினர் ஈடுபட்டு உள்ளனர்.

மழை, வெள்ளத்தால் பாதிக் கப்பட்டவர்கள் தங்குவதற் காக மாநிலம் முழுவதும் 439 நிவாரண முகாம்கள் அமைக் கப்பட்டு இருக்கின்றன.

மூணாறை அடுத்த பள்ளிவாசல் என்ற மலைப்பகுதியில் தனியார் தங்கும் விடுதி உள்ளது. பலத்த மழையால் இந்த விடுதியின் முன்பகுதி மற்றும் பின்பகுதியில் நிலச்சரிவு ஏற்பட்டது. இதனால் அந்த விடுதிக்கு செல்லும் பாதை மண்ணால் மூடியது. அங்கு தங்கி இருந்த வெளிநாட்டு சுற்றுலா பயணிகள் உள்பட 61 பேர் வெளியே வர முடியாமல் சிக்கித் தவித்தனர். இதுகுறித்து தகவல் அறிந்த தீயணைப்பு படையினர் அங்கு விரைந்து சென்று அவர்களை பாதுகாப்பாக மீட்டனர்.

இதையடுத்து மலைப்பிரதேசங்களுக்கு சுற்றுலா பயணிகள் தற்போது செல்வதை தவிர்க்க வேண்டும் எனவும் கேரள சுற்றுலா துறை அறிவுறுத்தி உள்ளது.

எர்ணாகுளத்தில் இருந்து பேரிடர் மீட்பு குழுவினர் 200 பேர் இன்று (சனிக்கிழமை) இடுக்கி வர உள்ளனர். அவர்களை வெள்ளம் பாதித்த பகுதிகளில் மீட்பு பணியில் ஈடுபடுத்த மாவட்ட நிர்வாகம் முடிவு செய்துள்ளது.

மழையால் பெரிதும் பாதிக்கப்பட்ட கோழிக்கோடு, வயநாடு பகுதிகளில் போக்குவரத்து துண்டிக்கப்பட்ட இடங்களில் இருந்து வெளியே வரமுடியாமல் தவித்த மக்களை சிறிய அளவில் தற்காலிக பாலங்களை கட்டி ராணுவ வீரர்கள் பாதுகாப்பாக மீட்டு முகாம்களில் தங்க வைத்தனர்.

கொச்சி சர்வதேச விமான நிலைய பகுதியில் தற்போது வெள்ள அபாய எச்சரிக்கை எதுவும் இல்லை என விமான நிலைய அதிகாரிகள் தெரிவித்தனர். இதனால் அங்கு விமான சேவை மீண்டும் தொடங்கியது.

கேரளாவில் நிலவும் அசாதாரண சூழ்நிலை காரணமாக அந்த மாநில முதல்-மந்திரி பினராயி விஜயன் நாளை (ஞாயிற்றுக்கிழமை) வரை அனைத்து பொது நிகழ்ச்சிகளையும் ரத்து செய்தார். மேலும் இன்று (சனிக்கிழமை) மந்திரிகள் மற்றும் அதிகாரிகளுடன் ஹெலிகாப்டரில் வெள்ளத்தால் பாதிக்கப்பட்ட பகுதிகளை அவர் பார்வையிட உள்ளார்.

ராணுவம், கடற்படை, கடலோர பாதுகாப்பு படை, தேசிய பேரிடர் மேலாண்மை மீட்பு குழுவினர் மீட்பு பணியை துரிதமாக மேற்கொண்டு வருவது திருப்தி அளிப்பதாக அவர் தெரிவித்தார்.

கேரள கவர்னர் சதாசிவம், சுதந்திர தினத்தன்று கவர்னர் மாளிகையில் ஏற்பாடு செய்திருந்த விருந்து நிகழ்ச்சியை ரத்து செய்தார். மேலும் முதல்-மந்திரி நிவாரண நிதிக்கு தன்னுடைய சம்பளத்தில் இருந்து ரூ.1 லட்சம் வழங்குவதாக அறிவித்தார்.

இதேபோல் மக்களும் தங்களால் முடிந்த நிதி உதவியை நிவாரண நிதிக்கு வழங்க வேண்டும் என்றும், நிவாரண பணிக்கு மக்கள் முழு ஒத்துழைப்பு கொடுக்க வேண்டும் என்றும் கவர்னர் கேட்டுக்கொண்டு உள்ளார்.

மத்திய மந்திரி அல்போன்ஸ் கண்ணன்தானம், மழை வெள்ளத்தால் கேரளாவில் ஏற்பட்டுள்ள சேதங்கள் குறித்து மத்திய உள்துறை மந்திரி ராஜ்நாத் சிங்கிடம் விளக்கி கூறினார்.

நாடாளுமன்ற மக்களவையில் கேரளாவை சேர்ந்த எம்.பி.க்கள், வெள்ளத்தால் கேரள மாநிலம் அதிக அளவில் பாதிக்கப்பட்டு இருப்பதால் மத்திய அரசு நிவாரண நிதியை உடனடியாக அளிக்க வேண்டும் என்று கோரிக்கை விடுத்தனர்.

இதற்கு பதில் அளித்த ராஜ்நாத் சிங், ‘கேரள மாநில வெள்ள பாதிப்புக்கு உதவ மத்திய அரசு அனைத்துவிதத்திலும் தயாராக உள்ளது’ என்றார். மேலும் வெள்ள பாதிப்பை பார்வையிட தான், நாளை (ஞாயிற்றுக்கிழமை) கேரளா செல்ல இருப்பதாகவும் அவர் தெரிவித்தார்.

கர்நாடக முதல்-மந்திரி குமாரசாமி, கேரள முதல்-மந்திரி பினராயி விஜயனை தொலைபேசியில் தொடர்பு கொண்டு, அந்த மாநிலத்தில் ஏற்பட்டுள்ள வெள்ள பாதிப்பு குறித்து கேட்டு அறிந்தார். அப்போது அவர், வெள்ள நிவாரண நிதியாக ரூ.10 கோடி வழங்குவதாக உறுதி அளித்தார்.

How outsiders held varsity to ransom.

Chennai: From registering PhDs to getting key posts that include the controller of examinations (CoE) and registrar could be achieved by approaching the middlemen who held the Anna University at ransom from 2013 to 2016, according to sources in the university.

One of the middlemen was close to the former controller of examinations G.V. Uma, even ran a parallel revaluation racket through casual labourers appointed by him at the controller of examinations office in Anna University, sources revealed. P.Veeraviswamithran, managing director of Arima Exim Pvt Limited, was the go-to man for professors, students and companies to get their work done in the university.

“Viswa’s association with the university started around 2011 for procuring old answer sheets. But, soon after the appointment of M.Rajaram as the vice-chancellor of the university, he became powerful,” a senior professor from the university said.

“He was very much available within the vice-chancellor’s office physically in all three years and a few months even after his tenure,” he said.

It is learnt that Mr Veeraviswamithran had approached the CoE’s office even before Uma’s tenure to urge them to buy mark sheets with security features.

“The university was collecting Rs 2 per mark sheet from students. The proposed mark sheet was priced at Rs 99. The mark sheets with high-security features were not needed. The controller of examinations office has the raw data and whenever it is needed, the officials can give the students original marks in transcriptions. So, the proposal was rejected,” a faculty member said.

But, after taking the charge as the controller of examinations G.V. Uma inked the deal to procure mark sheets with high-security features. “Twenty lakh mark sheets were printed to be used for a period of nine years. When the regulations are valid for four years how can they print mark sheets for nine years? Moreover, when the budget allocation is for only the current year, how the university administration has allocated money to purchase mark sheets for nine years?” a professor asked indicating an involvement of top officials in the purchase.

“Of the printed mark sheets, only 25 per cent alone could be used and rest has to be disposed of as waste material,” he continued.

When there are so many eligible professors were available how the university chose to appoint one young professor as controller of examinations? 

“Veeraviswamithran was instrumental in Uma getting the CoE's post through a builder who was close to the former higher education secretary. The builder, agent and (former) higher education secretary was a deadly nexus. They appointed an associate professor as director of Ramanujan Computing Centre and secretary of Tamil Nadu Engineering Admissions,” another professor alleged.

The private builder’s alleged closeness to the former higher education secretary virtually landed him all the contracts and he even was provided with a temporary office inside the campus which is against the rules and regulations of the varsity.

One official alleged that Veerviswamithran even threatened one person at CoE’s office for not cooperating to boosting the marks. When contacted, P.Veerviswamithran refuted all allegations including his role in the revaluation scam.

“Our company is in partnership with Cambridge is providing soft skills training to students of Anna University. On part of my work, I have met many professors including former CoE Uma. But I did not have any role in the revaluation scam,” he told Deccan Chronicle. He also denied having any role in appointments at the university.

“How outsiders like me can influence the appointments in the university? My name was unnecessarily been dragged into the issue due to the internal politics in the university,” he claimed.

Denying that he was operating from Vice-Chancellor’s office during Rajaram's tenure from 2013-16, he said he had met the former V-C only once at his office. 

But one of the professors confided to this paper that Veerviswamithran has approached him with an offer to make him as the Vice-Chancellor and many other professors also said he had approached them with similar offers.

E. Balagurusamy, former Vice-Chancellor of Anna University said, “If we want to eliminate the scams from the varsities you have to select best persons as Vice-Chancellors. After appointing a corrupt person, we keep crying about the degradation in the university.”

Stating that it was no surprise he said, “all the corrupt Vice-Chancellors never collected money directly. They always operated through agents.”

“If Vice-Chancellor appoints unqualified persons in key posts then they will only act as agents of the Vice-Chancellors and collect money,” he said.

IDUKKI: If Kerala was at the receiving end of angry rains on Thursday, triggering landslides and flash floods snuffing out 26 lives and wreaking devastation in six of its districts, Idukki was the epicentre with as many as 11 deaths.

The disaster was quietly in the making over the last couple of days as the relentless rain kept lashing the catchment areas, but things got out of control with water levels rapidly rising overnight in two of its major dams — Idukki and Idamalayar.

The shutters of the Idamalayar dam were opened at 5 am with the released water flowing all the way down to Ernakulam district and swelling the Periyar river and the adjoining Aluva town. But it was the decision to open one of the shutters of the Idukki dam by 50 cm, though on a trial basis for four hours, by mid-day that really caused the public at large a sense of foreboding and dread.

As the water level rose to 2,398 ft, the shutter was opened on a test basis for four hours. But by 4.30 pm, the water level had gone way past 2,399 ft and the KSEB was forced to keep the trial run on through the night.

With the Idukki dam’s full capacity pegged at 2,403 ft, the writing on the wall is clear - the early hours of Friday will witness four more shutters being opened, each by more than a feet. A good eight hours after the trial opening of the shutter, the water level had surged past 2,400.

Record rains pounded Idukki district with eleven people being killed and more than 200 forced to flee their homes.

In a landslide at Ettumury near Adimaly, five of a family were killed.

In two similar incidents, two couples were killed in landslips that occurred at Korangatty near Adimaly and at Periyar Valley, respectively. In a landslip at Kurishukuthy near Kambilikkandam, a woman was killed.

Besides, a woman’s mutilated body was unearthed from the debris.

The state government has sought assistance from the Army, Air Force, Coast Guard, NDRF and the Military Intelligence. Three teams of NDRF have been deployed in Alappuzha, Ernakulam and Kozhikode while two more teams are on the way. The state has sought six more NDRF teams to be deployed, said the Chief Minister.

Necessary rescue equipment for the Army would be brought from Bengaluru to Kozhikode and Kochi by air and would be transported to affected regions by road.

In view of the emergency scenario, a 24-hour monitoring cell under Revenue Additional Chief Secretary PH Kurian has been set up at the Secretariat. In addition, monitoring cells are operational at all Collectorates.

With the increasing water level at Kuttanad, the Nehru Trophy Boat race scheduled for August 11 has been postponed. The revised date would be announced later.

The Chief Minister urged the public to restrain caution.

"Rescue operation should not have any hindrance. Public going near dams to view opening of shutters, is not advisable. Only those assigned for rescue operations should be allowed. Tourists are advised to exercise caution," Pinarayi said while adding that those taking part in the Vavubali ritual should also be careful.

The government has issued directives to the police and fire force personnel to coordinate rescue operations. Officials have been directed to involve MLAs and other people's representatives in relief measures.

Cochin International Airport resumes operations after briefly stopping arrivals

Scores of passengers were left stranded as the Cochin International Airport Limited (CIAL) was forced to partially shut down operations due to flooding on Thursday. Heavy rains and the rise in water levels in Periyar river due to Idamalayar dam opening its shutters led to spillage of water at CIAL premises.

Even though, according to an official press release, CIAL claims that only inbound flights were disrupted for two hours in the afternoon, passenger tales paint a different reality. Many international flights were reported to be delayed or cancelled by passengers who were denied entry at the gates of the international terminal.

"I had 5.30pm Indigo flight to Dubai, but was refused entry and was informed that flight has been cancelled for the day," said Irfan, a resident of Kochi. Somnath Panicker, who came to drop his daughter who was to travel by a 5 pm flight to Muscat reported the flight getting delayed by more than three hours. According to passengers, as many as three international flights were reported to be cancelled on Thursday. Inbound flights to Kochi were diverted to Coimbatore, Bangalore and Trivandrum airports during the partial shutdown.

Excess water entering the Chengalthodu canal from Periyar river adjacent to CIAL premises led to water being accumulated at the parking bay and spillover of the drainage canal. The airport officials were seen rapidly pumping water out water over its wall to reduce to the level of water accumulated inside. Relief and rescue efforts begin in Wayanad

Hours after being cut off from the rest of the state following landslides along three arterial ghat roads, rescue efforts have begun in full swing in the hilly district of Wayanad.

In addition to a team of the National Disaster Response Force (NDRF) from Chennai, Army personnel and men from Defence Security Corps from Kannur have landed in the district for relief and rescue operations. Over the last two days, the district received 39.8 cm of rain, causing widespread destruction.

The district administration has issued an alert to the public in the wake of water level rising in rivers and streams. The public has been advised to stay away from water bodies as the shutters of the Banasurasagar dam has been opened.

The public in landslide-prone areas have been asked to remain on alert and to move to safer places if authorities direct so.

Meanwhile, the Met Department has forecast rainfall to the tune of seven to 11 cm in the district on Thursday.

CHENNAI: Expressing concern over the havoc played by unprecedented floods in certain districts of Kerala, Chief Minister Edappadi K Palaniswami on Thursday announced a contribution of Rs 5 crore “as a token of support to and solidarity of the people of Tamil Nadu with the people of Kerala in their hour of need.”

 

In a statement here, he also announced that the Tamil Nadu government was ready to render any other assistance as may be required by the Kerala Government.

Stating that the heavy rain and unprecedented floods in certain districts of Kerala had caused extensive damage to property and loss of lives, Palaniswami said “This has also caused untold suffering to the people of the State of Kerala. On behalf of the State government and people of Tamil Nadu, I convey my heartfelt condolences to the family members of all those who have lost their lives in the rains and floods.”

He said Kerala was faced with the arduous task of ensuring immediate rescue, relief and rehabilitation measures for the flood ravaged areas and reconstruction of the devastated areas in the coming days. He announced a contribution of `5 crore from the CM Public Relief Fund to the Kerala government.

CHENNAI: Even as the controversy refuses to die over whether DMK president Karunanidhi denied a memorial for the late Chief Minister, Kamarajar, on the Marina beach, the archives of the editions of The Indian Express and Dinamani in 1975 show that there was no such demand, at least publicly made.

Instead, the Congress leaders were reported to have expressed satisfaction over the memorials that the then Karunanidhi-led government approved for the late Congress leader.

Kamarajar died on October 2, 1975. According to Dinamani edition dated October 5, 1975, the then CM Karunanidhi said that Kamaraj memorial would be built at the Gandhi Mandapam in Guindy at the cost of `6 lakh. The government had also agreed to convert Kamaraj’s house in Virudhungar into a memorial.

“Amidst heavy rain, Karunanidhi visited the Raj Bhavan garden (the erstwhile name of the place) to identify the location for building the Kamaraj memorial. He was accompanied by former Congress secretary Tindivanam K Ramamurthy,” said a report published in Dinamani on October 4, 1975.

While now, the concerns are over the memorial encroaching on eco-sensitive coastal zones, back then an acre of forest land was cleared for Kamarajar’s cremation at Guindy (at that time, the entire area including IIT Madras campus was a forest).

“PWD officials worked through night to clear about one acre of forest area for the funeral on Friday,” read the report in The Indian Express edition, dated October 4, 1975.

Despite a wide coverage given to Kamarajar’s death and related news, there was no record of any demand made for a memorial for him at the Marina. Incidentally, on October 15 in 1975, former Chief Minister M Bhaktavatsalam appreciated the efforts made by Karunanidhi, Dinamani had reported.

Counselling for MBBS, BDS admissions rescheduled

The Directorate of Medical Education has rescheduled the second phase of counselling session for MBBS/BDS in government colleges and government seats in self-financing medical and dental colleges. The session that was scheduled to be conducted from August 10 to 12 will be conducted from August 11 to 13.

The rescheduling was necessitated as the Director-General of Health Services said that for all the participating candidates of online undergraduate (MBBS and BDS) courses counselling the last date for reporting with respect to seats allotted in round-2 had been extended till 4 p.m. on Thursday.

The rescheduling was to arrive at the seat matrix before the date of counselling, a DME release said. The detailed schedule will be hosted on official websites (www.tnhealth.org/ www.tn medicalselection.org) shortly.

The counselling for five-years integrated M.Sc courses offered at College of Engineering Guindy campus, Anna University, has been rescheduled on August 13, said the Director, Admissions Anna University. It was scheduled for August 8.

Shared car rides from Metro stations to begin today

The service will help improve last-mile connectivity

Three years after starting its first service, Chennai Metro Rail is now stepping up efforts to provide last-mile connectivity to commuters by beginning shared car rides and share autos in and around its stations from Friday.

Passengers can travel a distance of 3 km in and around each station and pay a fixed amount of Rs. 10 for a share auto and Rs. 15 for shared car services.

This will be of great helpful to commuters, given thelack of mini-bus services from Metro Rail stations.

According to officials of the CMRL, they have chosen select stations for both shared car and auto services.

The shared car services will be available in Koyambedu, Alandur, Vadapalani and Anna Nagar East Metro Rail stations and share autos at AG-DMS, Guindy, Alandur, St. Thomas Mount, Ekkatuthangal and Ashok Nagar stations, officials said.

“We have already given this job to a firm, which will carry out these services. We have finalised the 3-km route that they will pass through. The route chart will be posted at the concerned Metro stations for passengers to be aware of which areas these vehicles will cover,” an official said.

For a start, these cars and autos will run every half-hour from each of these stations. Eventually, their frequency will increase, he said.

“We want to first see how passengers take to this service and run it as a trial initially. Subsequently, in a few months, it will be made available in all stations and the frequency will go up to once every 10-15 minutes and match the train timings so that passengers need not wait for long,” he added.

NEET may be held only once, and offline, in ‘19

The national eligibility cum entrance test - UG (NEET-UG) may not be conducted twice in 2019 as planned. Also the ministry of human resource development is discussing a proposal of the health ministry to continue with the offline mode at least for 2019.

This would mean, according to a senior HRD official, “status quo for the undergraduate medical entrance test in 2019 with no change.”

Nearly a month ago the HRD minister Prakash Javadekar announced the ambitious plan to conduct the medical/ dental entrance along with the joint entrance examination (JEE) — main, for engineering twice a year by the newly formed national testing agency (NTA).

It was also announced that all the exams to be conducted by NTA would be computer based. The ministry also announced the tentative dates for the exams, according to which NEETUG was scheduled for February 2019 with a repeat on May 2019.

According to reliable sources, under pressure from the health ministry, MHRD is “reconsidering the decision to conduct NEET twice in 2019. Also the health ministry has proposed to continue the test on pen-paper mode in 2019.”

Facing charges of irregularities in various academic affairs in Anna University during her stint as its controller of examinations, the university’s suspended professor GV Uma has moved the Madras high court for anticipatory bail.

When the matter came up for admission before Justice M Dhandapani on Thursday, the court ordered notice to the Directorate of Vigilance and Anti-Corruption (DVAC) and directed the agency to file its reply by August 14.

According to the petitioner, she held the post of controller of examinations from March 3, 2015 and March 2, 2018. During the said period, she conducted examinations for the university as well as colleges affiliated to it in a fair and transparent manner, she said. She added that the controller could neither influence the examiners nor the officers to award favourable marks to any student.

The DVAC so far has not conducted a proper inquiry and instead opted to array the petitioner in the scam, she added. She assured the court that she would abide by the conditions imposed by the court and cooperate with the investigation.

Govt docs to go on strike seeking better pay

: At least 20,000 government doctors in Tamil Nadu will strike work, including patient care, by September if the government does not increase pay packages, a joint action committee of the government doctors’ association said.

Government doctors’ association president Dr K Senthil said doctors in government service get a salary that is lower than lecturers or professors at arts/science colleges, although government doctors work for at least 50 hours a week compared to 32 working hours of teaching faculty.

The doctors’ associations have kicked off a major three week ‘awareness drive’ among patients and members of the public about the service conditions and pay of government doctors.

On August 20, doctors from across the state will stage a dharna in front of the district collectorate. From September 1, doctors have decided to boycott all government meetings, classes for medicos, audits and MCI inspections. “None of this will affect patient care. But if we see no response from the government, we will be forced to boycott all out-patient care and elective surgeries,” he said.

Government doctors have made several representations to the government seeking pay parity. In March 2017, the associations submitted a 26-page document and demanded pay parity with central government doctors, time-bound promotions, similar work-based allowances and retirement age. The salary for doctors in state and central services is the same when they join duty, but doctors in central government services receive promotions in four, nine, 13 and 20 years, compared to eight, 15, 17 and 20 years in the state government.

A Tamil Nadu doctor joining a medical college takes home ₹56,100. They also get a 3% raise in basic pay every year. After nearly 8 years of service and one promotion in eight years, a government doctor receives a salary of ₹56,900. A government doctor in a medical college teaches medical students and provides supplementary support in patient care. “The special pay they get every month is just ₹100,” a senior government medical college doctor said.

முகநூல், வலைதளங்களில் காமராஜருக்கு மெரினாவில் அடக்கம் செய்ய கருணாநிதி அனுமதி மறுத்ததாக வரும் செய்திகளை இளைய தலைமுறையினர் நம்பி ஷேர் செய்கின்றனர். உண்மை என்ன என்று அப்போதைய காங்கிரஸ் செயலாளர் பழ நெடுமாறன் தெரிவித்துள்ளார்.

இன்று இலங்கை பிரச்சினை, தமிழனப்பிரச்சினை முதல் அனைத்திலும் முன்னிற்கும் தமிழர் தேசிய முன்னணியின் தலைவர் பழ.நெடுமாறன் ஒரு காலத்தில் காங்கிரஸ் தலைவர் என்பது இன்றைய இளம் தலைமுறை அறியாத ஒன்று. காமராஜர்பால் பற்றுக்கொண்டு தீவிர காங்கிரஸ்காரராக இருந்தவர் பழ.நெடுமாறன். இந்திரா காங்கிரஸ் கட்சியின் மாநில பொதுச்செயலாளராக இருந்தார்.

1973 முதல் 1979 வரை காமராஜர் மறைவின்போதும், இந்திரா தமிழகம் வந்தபோது மதுரையில் திமுக கருப்புக்கொடி காட்டி நடந்த கல்லெறி சம்பவத்திலும், கல்லெறியிலிருந்து இந்திரா காந்தியை தலையணையால் மூடி காத்தபோது மண்டை உடைந்து ரத்தம் ஆறாக பெருகிய நிலையிலும் அகலாது நின்றார். பின்னர் கருத்து வேறுபாடு காரணமாக 1979-ல் காங்கிரசிலிருந்து விலகினார்.

கருணாநிதி மறைவின்போது அவருக்கு மெரினாவில் இடம் தர தமிழக அரசு மறுத்தபோது அதற்கு ஆதரவாக முகநூல், வலைதளங்களில் காமராஜருக்கு மெரினாவில் இடம் தர மறுத்தவர் கருணாநிதி, அதனால் இது சரிதான் என்று மீம்ஸ்களும், செய்திகளும் பரப்பப்பட்டது.

இதை பலரும் மறுத்தாலும் அப்போதைய காங்கிரஸ் கட்சியின் மாநில பொதுச்செயலாளராக இருந்த பழ.நெடுமாறனிடம் கேட்டறிந்தால்தான் சரியாக இருக்கும் என ஆங்கில நாளேடு ஒன்று பேட்டி கண்டுள்ளது.

அதில் பழ நெடுமாறன் கூறியதாக அந்த செய்தியில் வந்திருப்பதாவது:

“காமராஜர் மறைந்ததும், அவரது உடலுக்கு தேனாம்பேட்டை காங்கிரஸ் மைதானத்தில் இறுதி சடங்குகள் செய்ய முடிவு செய்யப்பட்டது. ஆனால், அப்போதைய முதல்வர் கருணாநிதி, காமராஜர் ஒரு சுதந்திர போராட்ட வீரர் என்பதால், காந்தி மண்டபத்தில் வைத்து இறுதி சடங்குகள் செய்யுங்கள், அதுவே பொருத்தமாக இருக்கும் என்று தானே முன்வந்து கூறினார்.

பின்னர் அங்குதான், காமராஜர் உடல் தகனம் செய்யப்பட்டது. மேலும், காந்தி மண்டபத்தில், காமராஜருக்கு நினைவிடம் அமைக்க நிலம் அளித்தவரும் கருணாநிதிதான். மெரினாவில் காமராஜருக்கு இடம் ஒதுக்க காங்கிரஸ் சார்பில் கோரிக்கைவிடுக்கப்படவில்லை.

இப்போதுள்ள தலைமுறையினர், பேஸ்புக், வாட்ஸ்அப்பில் வரும் அறியாத கருத்துக்களை உண்மை என நினைக்கிறார்கள். அதை பரப்புகிறார்கள். உண்மையை கண்டறிய அக்கறை காட்டுவதில்லை.” என்று பழ.நெடுமாறன் தெரிவித்துள்ளார்.

இது குறித்து தமிழர் தேசிய முன்னணியின் பொதுச்செயலாளர் ஆவல் கணேசனிடம் கேட்டபோது நெடுமாறன் தெரிவித்தது உண்மைதான், கருணாநிதி காமராஜருக்கு உரிய மரியாதை அளித்தார், வலைதளங்களில் வரும் தகவல்கள் தவறானது என்று தெரிவித்தார்.

மறைந்த முன்னாள் முதல்- அமைச்சரும், தி.மு.க. தலைவருமான கருணாநிதியின் உடல் ராஜாஜி அரங்கத்தில் அஞ்சலிக்காக வைக்கப்பட்டு இருந்த போது, எந்த இடத்தில் நல்லடக்கம் செய்வது என்பதில் குழப்பம் ஏற்பட்டது. இறுதியாக மெரினாவில் உள்ள அண்ணா சமாதியின் அருகே கருணாநிதி உடலை அடக்கம் செய்ய நீதிமன்றம் உத்தரவிட்டது.

இதனை தொடர்ந்து பணியை விரைவாக செயல்படுத்த தமிழக அரசு பொதுப்பணித்துறைக்கு உத்தரவிட்டதுடன், மூத்த ஐ.ஏ.எஸ். அதிகாரி பி.அமுதாவை பணியை மேற்பார்வையிடவும், ஒருங்கிணைப்பதற்காகவும் நியமித்தது.

பொதுப்பணித்துறை முதன்மை செயலாளர் பிரபாகர் உத்தரவை ஏற்று, பொதுப்பணித்துறை முதன்மை தலைமை பொறியாளர் (கட்டிடம்) மனோகரன், துணை தலைமை பொறியாளர் கே.பி.சத்தியமூர்த்தி உள்ளிட்ட அதிகாரிகள் அண்ணா சமாதி இருக்கும் வளாகத்துக்கு 8 பொக்லைன் எந்திரங்கள் மற்றும் 11 டிப்பர் லாரிகள் மற்றும் 50 பொறியாளர்கள் மற்றும் 200 பணியாளர்களுடன் களம் இறங்கினார்கள்.

அண்ணா நினைவிட வளாகத்தில் எந்த இடத்தில் கருணாநிதிக்கு நினைவிடம் அமைப்பது என்பதை தி.மு.க. முன்னாள் அமைச்சர்கள் தேர்வு செய்து அளித்தனர். அந்த இடத்தில் நினைவிடம் அமைக்க பொதுப்பணித்துறையும் ஒப்புக்கொண்டு பகல் 11.30 மணிக்கு பணியை தொடங்கினார்கள். 10 அடி நீளம், 6 அடி ஆழம், 7 அடி அகலத்தில் குழி தோண்டி கருணாநிதியின் உடல் வைப்பதற்காக அமைத்தனர்.

குழிக்கு உள்ளே தரைதளத்தில் கான்கிரீட்டும், பக்கவாட்டில் 10-க்கு ஒன்று என்ற அளவில் ஹாலோ பிளாக்ஸ் கற்களும் பதிக்கப்பட்டன. அத்துடன் முக்கிய விருந்தினர்களுக்காக பந்தல்கள் மற்றும் இருக்கைகளும் அமைக்கப்பட்டன.

கருணாநிதியின் உடல் வைக்கப்பட்டிருந்த பேழையை குழிக்குள் இறக்குவதற்காக இந்தியாவிலேயே முதல் முறையாக ‘ஹைட்ராலிக் மோட்டார் ஜாக்’ என்ற நவீன கருவி பயன்படுத்தப்பட்டது. தமிழக அரசின் உத்தரவை ஏற்று தி.மு.க. தலைவர் கருணாநிதிக்காக இந்த சவாலான பணியை 5 மணி நேரத்தில் அதாவது குறுகிய நேரத்தில் பணியை மின்னல் வேகத்தில் பொதுப்பணித்துறை சிறப்பாக முடித்து சாதனை படைத்துள்ளதாக அதிகாரிகள் கூறினார்கள்.

தி.மு.க. தலைவர் கருணாநிதி நேற்று முன்தினம் மரணம் அடைந்தார். இதையொட்டி திருவாரூர் மற்றும் அதன் சுற்றுவட்டார பகுதிகளில் உள்ள கடைகள் நேற்று முன்தினம் அடைக்கப்பட்டன. பஸ் போக்குவரத்தும் நிறுத்தப் பட்டது.

நேற்று 2-வது நாளாக திருவாரூர் பகுதிகளில் உள்ள கடைகள் அடைக்கப்பட்டிருந்தன. பஸ் போக்குவரத்து முற்றிலும் நிறுத்தப்பட்டது. இதனால் பஸ் நிலையம் வெறிச்சோடி காணப் பட்டது. ரெயில்கள் இயங்கிய போதும் பயணிகள் கூட்டம் குறைவாக காணப்பட்டது. லாரிகள், வேன்கள், கார்கள், ஆட்டோக்கள் என அனைத்தும் இயக்கப்படவில்லை. சினிமா காட்சிகள் ரத்து செய்யப்பட்டன. பெட்ரோல் விற்பனை நிலையங்கள் மூடப்பட்டன. திருவாரூர் மற்றும் அதன் சுற்றுவட்டார பகுதிகளில் உள்ள பொதுமக்கள் கருணாநிதியின் உருவப்படத்தை வைத்து மலர்தூவி அஞ்சலி செலுத்தினர்.

2019–ம் ஆண்டு நாடாளுமன்ற தேர்தலை நோக்கி எல்லா அரசியல்கட்சிகளும் செல்ல இருக்கிறது. ஆளும்கட்சியாக இருக்கும் பா.ஜ.க. மீண்டும் ஆட்சிக்கட்டிலை பிடிக்கப்போகிறதா?, காங்கிரஸ் தலைமையில் எதிர்க்கட்சிகள் ஒன்றுகூடி ‘ஐக்கிய முற்போக்கு கூட்டணி’ என்ற பெயரில் பா.ஜ.க.விடமிருந்து ஆட்சியை தட்டிப்பறிக்கப்போகிறதா? என்றவகையில், பெரிய எதிர்பார்ப்புகள் நாட்டு மக்களிடையே இருந்து வருகிறது. ஏற்கனவே மக்களவையில் கடந்த ஜூலை 20–ந்தேதி பா.ஜ.க. அரசாங்கத்தின்மீது தெலுங்குதேசம் கொண்டுவந்த நம்பிக்கையில்லா தீர்மானத்தின்மீது இரவில் ஓட்டெடுப்பு நடந்தது. மொத்தம் 451 ஓட்டுகளில், நம்பிக்கையில்லா தீர்மானத்திற்கு எதிராக 325 ஓட்டுகளும், ஆதரவாக 126 ஓட்டுகளும் கிடைத்து, பா.ஜ.க.விற்கு மிகப்பெரிய வெற்றியை தேடித்தந்தது.


2–வது பலப்பரீட்சையாக நேற்று மாநிலங்களவையில் துணைத்தலைவர் தேர்தல் நடந்தது. மாநிலங்கள வையில் மொத்தம் உறுப்பினர்களின் எண்ணிக்கை 245 ஆகும். ஒரு காலியிடம் இருக்கிறது. 73 உறுப்பினர்களைக் கொண்ட பா.ஜ.க.தான் அதிக உறுப்பினர்களைக் கொண்ட கட்சியாகும். காங்கிரஸ் கட்சிக்கு 50 உறுப்பினர்கள் இருக்கிறார்கள். பா.ஜ.க. தலைமையிலான தேசிய ஜனநாயக கூட்டணி சார்பில் ஐக்கிய ஜனதாதளம் கட்சியை சேர்ந்த பத்திரிகையாளர் ஹரிவன்ஷ் நாராயண்சிங் போட்டியிட்டார். காங்கிரஸ் கூட்டணி சார்பில் முதலில் காங்கிரஸ் அல்லாத ஒருகட்சி வேட்பாளரை நிறுத்தும் எண்ணம் இருந்தது. ஆனால், அந்த கூட்டணி சார்பில் யார் வேட்பாளர் என்று முடிவு செய்ய முடியாதநிலையில், வேட்பாளரை முடிவு செய்யும் பொறுப்பு காங்கிரஸ் கட்சியிடமே விடப்பட்டது. கடைசிநேரத்தில் காங்கிரஸ் கட்சியை சேர்ந்த பி.கே.ஹரிபிரசாத் போட்டியிட முடிவு செய்யப்பட்டது. பா.ஜ.க. கூட்டணியிலிருந்த சிவசேனா, அகாலிதளம், காஷ்மீரில் உள்ள மக்கள் தேசிய கட்சி போன்ற கட்சிகள் என்னநிலை எடுக்கும்? என்று தெரியாதநிலையில், காங்கிரஸ் கூட்டணிக்குத்தான் வெற்றிவாய்ப்பு பிரகாசமாக இருந்தது.

High Court special hearing on a holiday wins the day for DMK

It was the 156-year-old Madras High Court which on Wednesday made sure that the mortal remains of the 94-year-old Dravida Munnetra Kazhagam (DMK) patriarch and former Chief Minister M. Karunanidhi were laid to rest within the precincts of his political mentor C.N. Annadurai’s mausoleum at the Marina beach here.

The First Division Bench of Acting Chief Justice Huluvadi G. Ramesh and Justice S.S. Sundar allowed a writ petition filed by R.S. Bharathi, Organising Secretary of DMK, and quashed a press release issued by Chief Secretary Girija Vaidyanathan on Tuesday expressing inability to allocate space for the burial at the Marina.

The two judges directed the government to “provide a place for decent burial to lay the mortal remains (sic) of Late Dr. ‘Kalaignar’ M. Karunanidhi... on the Marina beach” and ordered that the exercise be carried out by the Chief Secretary as well as secretaries of Home, Public as well as Public Works departments forthwith.

Wednesday had been declared a holiday for the High Court in view of Karunanidhi’s death on Tuesday, yet the court held a special sitting to hear the case seeking a space for his mortal remains at the Marina. The hearing began as early as 8 a.m. and the orders were passed by 10.45 a.m. since the burial was scheduled on the same day.

Though the judges had dictated the facts of the case to their personal secretary even before the commencement of arguments by the senior counsel representing the petitioner as well as the State government, they, at the end of the hearing, released only the operative portion of their judgment “considering the exigency involved.”

A detailed judgment, containing the reasons for allowing the writ petition, “will follow,” they said.

Earlier, advocates S. Doraisamy of Thanthai Periyar Dravidar Kazhagam and K. Balu of PMK withdrew cases filed by them last year opposing a mausoleum for Jayalalithaa in the Marina.

Though activist ‘Traffic’ K.R. Ramaswamy had also filed a public interest litigation petition last year seeking a direction to shift the mausoleums of Annadurai, M.G. Ramachandran and Jayalalithaa out of the Marina beach, his counsel, on Tuesday refused to withdraw that case. However, he said he had ‘no objection’ to burying Karunanidhi’s body in the coastal area.

The counsel said the activist wanted to pursue the case to its logical end and get all the four mausoleums shifted out of Marina during the final hearing of his case. The Division Bench refused to accept such a submission and dismissed his writ petition after recording the statement that he had no objection to burial of Karunanidhi’s body in the Marina.

It was only thereafter that senior counsel P. Wilson, representing the writ petitioner, commenced his arguments. He contended that all top leaders of the Dravidian movement had been buried at the Marina, and therefore, it was not fair on the part of the State government to deny space at the beach for a five-time former Chief Minister of the State.

He contended that forcing the DMK leaders to bury the body of their party president next to Gandhi Mandapam at Sardar Patel Road here amounted to violation of the constitutional right to life which includes a right to decent burial after death. “Burying Kalaignar Karunanidhi next to Gandhi Mandapam cannot be termed as decent burial,” he argued.

‘Decent burial’

In his submissions, senior counsel Veera Kathiravan of the DMK said, “a loved one should be buried along with his mentor; only then it can be termed as a decent burial.” He also contended that the Union Home Ministry’s ‘Instructions regarding action to be taken on the death of high dignitaries’ had nothing to do with the place of burial.

However, in his reply, senior counsel C.S. Vaidyanathan, representing the State government, said, Karunanidhi himself, during his stint as Chief Minister, had understood well that mortal remains of former Chief Ministers could not be buried at the Marina beach, and therefore, he did not allot space there either for K. Kamaraj or Janaki Ramachandran.

IndiGo Airlines will add an additional flight on Coimbatore-Chennai sector from September.

The new flight is expected to be a relief for the people flying to Chennai and back after the Jet Airways pulled out all the four daily services to the State capital from July.

His repartees impressed everyone

When it came to wit, sharp repartees and wordplay, late DMK president M. Karunanidhi was a class act. And surprisingly, he was adept in both Tamil and English. Throughout his public life, which stretched several decades, there were examples galore of his amazing way with words.

In March 1969, a month after taking over as Chief Minister following his mentor C.N. Annadurai’s death, Karunanidhi had called on Deputy Prime Minister Morarji Desai, who held the Finance portfolio, and sought Rs. 5 crore as drought relief. Morarji reacted saying: “I don’t have money-growing trees in my garden.” Not to be taken aback, Karunanidhi retorted, “When there are no money-growing trees, how could they be found in your garden?”

Likewise, while holding seat-sharing talks with Congress (R) leaders for the 1971 general elections, Karunanidhi offered just 15 Assembly seats to Indira Gandhi’s party. Taking offence, senior Congress (R) leader C. Subramaniam reacted angrily, saying, “This is a challenge to our self-respect.” Karunanidhi cut him short, saying, “Our (DMK) movement itself is a Self-Respect Movement.” Eventually, the Congress (R) did not contest in the Assembly election, but was given 10 Lok Sabha seats.

After bitterly opposing Indira Gandhi for four years, in September 1979, he went to her house to discuss an alliance for the 1980 Lok Sabha polls.

While seeing him off, Indira Gandhi said, “We are opening a new chapter,” to which he responded, “No, no! We are continuing the old chapter.” [He was referring to the 1971 alliance with her].

During the Emergency, when DMK functionaries were jailed, he sent Rs. 200 per month to their families through the party office. Later, when Vetrikondan, a firebrand platform speaker, complained to him that his wife had received only Rs. 100, Karunanidhi explained that he had sent the other Rs. 100 to Vetrikondan’s second wife. Recalling this incident at a party conference in Villupuram in September 2003, he jocularly remarked, “I did that because I too have two wives.” Even at press conferences, he would come up with witty responses, sometimes laced with sarcasm, to uncomfortable questions. When a scribe at a press meet said, “Ramadoss (PMK leader) is demanding the opening of toddy shops,” the then Chief Minister pointed to the PMK leader’s namesake among the journalists, and asked, “Who, this Ramadoss, is it?” In 1998, after the AIADMK-BJP tie-up, Karunanidhi’s nephew Murasoli Maran had observed that no party was politically untouchable, triggering a controversy. When asked about this, Karunanidhi cryptically shot back, “There is a difference between touching and sharing a bed.” The next year, DMK joined the BJP-led NDA government.

Suspended Anna University faculty G.V. Uma, 47, has filed an anticipatory bail petition in the Madras High Court in a case booked against her by Directorate of Vigilance and Anti-Corruption (DVAC) on the charge of having taken huge amount of money as bribe from students to boost their scores during revaluation of answer scripts. The offence had allegedly been committed when she served as the Controller of Examinations last year.

The anticipatory bail plea has been listed for hearing before Justice M. Dhandapani on Thursday. In her affidavit, the petitioner said, she held the post of Controller of Examinations between March 3, 2015 and March 2, 2018.

Petitioner’s claim

During the period, she conducted the examinations for the students of the university as well as those of affiliated colleges in a fair and transparent manner without giving room for remarks from any quarters.

In 2017, it was decided to conduct central evaluation of answer scripts at Tindivanam to make it fool proof. The evaluation process was supervised by Additional Controller of Examinations, Deputy Controller of Examinations, 23 zonal coordinators and many zonal officers apart from herself. The evaluation and revaluation were done as per well laid down norms of the university and the petitioner could not bend those rules in any way.

“The petitioner can neither influence the examiners nor the officers to award favourable marks to any student. Further the respondent (DVAC) has not conducted proper enquiry and had opted to pick and choose method of arraying the petitioners in the crime. The petitioner is an innocent person and has not committed any offence or much less offence as detailed by the defacto complainant,” her affidavit read.

Principal bars four students from attending classes, cites ‘hygiene’

Four students from Jammu & Kashmir, who were enrolled in a nursing college in Bengaluru, were left in the lurch after the principal allegedly barred them from attending classes until they shaved their beards. Citing ‘hygiene’ as the reason, the principal, who had joined the college a little less than a month ago, informed the students that their internal marks would be affected if they failed to comply.

The alleged discrimination was faced by students of Adarsh College of Nursing in Mariyappana at Mallathahalli.

Three of the students are in the first year B.Sc. course while the fourth is in his second year. They told The Hindu that the principal summoned them and asked them to shave the beard if they wanted to be marked in their internals.

‘No problem at the time of admission’

“For the past week, we are being sent out of class on instructions from the principal for not shaving our beard. The management was fine with our beards when we filled the admission form. All of a sudden, the principal, who joined 20 days ago, asked us to shave. She barred us from entering class. The beards are a part of our faith,” said one student.

SC raps HP govt for bringing up judge’s wife

In an unusual development on Wednesday, during hearing of a case relating to encroachments in Himachal Pradesh, the state’s counsel invited the Supreme Court’s ire when he pointed out that a PIL on a similar issue filed by the wife of one of the judges on the bench is pending in the high court.

The court was hearing a suo motu criminal contempt case relating to an official being shot dead while leading an anti-encroachment drive in Kasauli when the state’s counsel Abhinav Mukerji informed a bench of Justices Madan B Lokur, Abdul S Nazeer and Deepak Gupta informing that a writ petition filed by Punam Gupta, wife of Justice Gupta, on encroachments in forest land was pending in the Himachal Pradesh HC.

Justice Lokur asked why the state government was raising this issue and whether it had nothing better to do? He then asked Mukerji whether he had gone through the pending PIL, to which the counsel replied in the negative. Justice Lokur said it was shocking that the state government had to take this stand before the court when it would do well to concentrate on governance. The bench told Mukerji that he as a lawyer was officer of the court first and should not become the mouthpiece of the state government.

WhatsApp limits number of forwards for Indian users

WhatsApp on Wednesday officially rolled out a limit of only five forwards at a time for Indian users in a bid to curb the spread of fake news and provocative content. With the rise in lynchings based on fake news, the social media platform has come in for widespread criticism.

The new limit is applicable only for its 200 million users in India. The move was announced by WhatsApp last month. “The limit has started to appear this week for people in India who are on the current version of WhatsApp. This week, WhatsApp is publishing a new video that explains the importance of the ‘forward’ label and calls users to ‘double check’ the facts when you’re not sure who created the original message,” said the company.

Now, if you try to forward a message to a sixth person at one go, the app tells you that you can only forward to five people. But a user can go back to the message and forward it again to another five contacts/ groups. So it does not stop mass forwards, but makes it more difficult for the user.

For WhatsApp, India is its largest user base with people forwarding more content than in any other country. The forwards are typically ‘good morning’ messages, funny videos, and photos. But sometimes there’s inflammatory content. On July1, TOI reported that a single WhatsApp rumour on child lifters resulted in the lynching of 22 people in 10 different states.

HC permits only advancement of DoB on school certificates

A week after holding that a person’s date of birth (DoB) cannot be altered on school certificates after completion of school education, the Madras high court on Wednesday clarified that the restriction would apply only to postponement requests and not for advancement of the date. Justice S Vaidyanathan made the clarification while allowing a plea moved by P Poomesh seeking direction to change his DoB in his SSLC and transfer certificates from July 5, 2001 to March 5, 1999 as per the birth certificate and Aadhar card.

In the earlier instance, while ruling that date of birth cannot be postponed, the court observed that it would amount to nullifying all the educational qualifications possessed by the person.

When the present plea came up for hearing, the judge said: “Normally, the court will not grant the relief. The corporation records may show a different DoB. Only when a child completes the age of five, he/ she may be entitled to admission into the school. The parents, for admitting their child into a school, may alter the birth date by advancing it.

“At the time of completion of school education or thereafter, they approach the authorities and then the court to correct the date based on the birth certificate. If such an alteration creates a situation where the child could not have entered school at the age of five, the entire school education is void.”

However, in this case, the petitioner is handicapped and he is not seeking the postponement of the DoB but advancing. If the birth date is advanced, it certainly cannot be advantageous to him for employment.

No prejudice is going to be caused if the records are going to be changed to the detriment of the candidate, the court said.

Hence, judge said, the DoB may be corrected and advanced as prayed for by the petitioner, the judge directed the authorities concerned.

Med counselling closing date extended
The directorate general of medical sciences has extended the last date for students allotted seats under All India Quota seats to join the medical colleges by a day to 4pm on Thursday. The New-Delhi based directorate completed second round of counselling on August 2 based on their choices. The students had to join colleges by 5pm on Wednesday. With the extension, there will be a delay in the return of seats to state–run colleges. State selection committee on Tuesday announced that the counselling for vacant AIQ seats for two days from Friday. “It was based on the schedule that we will get the number of vacant seats by Wednesday,” said selection committee secretary Dr G Selvarajan.

The controversy over according a beach-side burial for DMK chief M Karunanidhi has exposed Tamil Nadu chief minister Edappadi K Palaniswami’s inexperience. He and his government stood isolated in the battle against the DMK.

The advice to deny resting space for Karunanidhi on the Marina was ill-conceived and the advisers ended up only misleading the government to commit a political blunder. In a state divided by a bipolar polity for decades, it might pass muster as it only reflects the bitter rivalry between the Dravidian majors. Many may have thought the rivalry could have ended with the demise of former chief ministers J Jayalalithaa and Karunanidhi. Palaniswami may have won some brownie points with the diehard AIADMK workers, but he has earned a villain’s tag before the masses.

The Centre was keen on according the highest honour to the departed Dravidian icon. BJP national general secretary Muralidhar Rao told TOI, “Karunanidhi was a great leader. Prime Minister has conveyed a strong message by coming personally to pay floral tributes to the late leader. It is only proper that he has been given space on the Marina to rest”. Another senior BJP leader said a Union minister even called up a senior Tamil Nadu minister to convey the message that the Centre was in support of burying Karunanidhi on the Marina.

Anticipating trouble from the state government, DMK Rajya Sabha member Kanimozhi had requested for help from the Centre a few days ago. Sources said a senior Union minister assured her all help from the Centre.

Palaniswami’s initial hesitation to allocate space on the Marina was guided by the perceived sentiments of the AIADMK cadres, who would not have wanted to see a memorial for Karunanidhi by the side of Jayalalithaa’s, said a senior AIADMK leader preferring anonymity. The AIADMK cadres have not taken the DMK’s opposition to Jayalalithaa’s memorial on the Marina lightly.

But after the Madras high court order on Wednesday giving a go ahead to the DMK’s plans, the CM made a retreat and decided not to appeal against it for multiple reasons. One, he sensed the AIADMK was isolated in the fight and also Prime Minister Narendra Modi’s visit to Rajaji Hall weighed heavily on his mind. A section within the AIADMK is happy about the final outcome though as all the petitions challenging Jayalalithaa’s memorial have either been withdrawn or dismissed.

Going by the tardy security arrangements put in place by police to manage the crowd near Rajaji Hall, the state government was ill-prepared to handle any serious law and order problem.

There was also a chorus for preserving Karunanidhi’s body at the party headquarters till the DMK could secure space for him on the beach front, in other words, till the DMK returned to power in the state. Had the script been played out on those lines, it would have given headache to the CM and his government.

Family offloaded from BA flight over ‘crying 3-yr-old’

An Indian family has alleged that a leading European airline offloaded them from the flight because their three-year-old child was crying.

While the child’s mother had managed to comfort the child when the plane was taxiing for take off, the allegedly intimidating behaviour of a cabin crew while asking the child to be seated scared the kid even more and then he started sobbing inconsolably.

The aircraft then returned to the terminal and the Indian family, along with a few other Indians seated behind them, were offloaded.

This alleged racial behaviour took place on British Airways London-Berlin flight (BA 8495) on July 23 with a 1984 batch officer of Indian engineering services currently posted in the road transport ministry and his family.

The joint secretary-level officer has now complained to aviation minister Suresh Prabhu, alleging “humiliation and racial behaviour” by the airline.

A British Airways spokesman said: “We take claims like this extremely seriously and do not tolerate discrimination of any kind. We have started a full investigation and are in direct contact with the customer.”

The officer’s letter to Prabhu says: “After security announcement for seat belt, my wife fastened the seat belt to my three-year-old baby... (Seated on a separate seat) my son felt uncomfortable and started crying. My wife managed to (comfort) him by taking him in her arms…. male crew member approached us and started shouting.. scolded my son to go to his seat...”

“...My son got terrified and started crying (inconsolably). (An)other Indian family sitting behind us offered the child some biscuits to console him. My wife again put the boy on his designated seat and fastened the seat belt even though he kept on crying...,” the letter says.

The aircraft then started taxiing to the runway. “(The) same crew member came again and shouted at my son that ‘you bloody keep quiet otherwise you will be thrown out of the window’ and we would be offloaded. We were petrified,” it adds.

The plane then returned to the terminal. The officer says the crew member called in security personnel to the aircraft who took away their boarding cards and of those seated behind them.

“My family and other Indian family, which had offered biscuits to my son, were offloaded…. nothing was provided to me and my family,” the complaint said. The family then made its own arrangement to travel from London City airport to London and bought expensive tickets to travel to Berlin the next day.

“…the crew member made racist remarks and used words like ‘bloody’ about Indians…. I request to have the matter investigated and take strictest possible action,” he concludes.

The grim atmosphere that surrounded Rajaji Hall since early Wednesday as thousands of mourners filed past the coffin of DMK patriarch M Karunanidhi turned tragic when a stampede claimed four lives and left at least 52 others injured. Separately, a man suffered a head injury after he fell from a wall on Wallajah Road when the funeral procession was passing by later.

While Shenbagavalli, 62, of MGR Nagar, and a 60-yearold yet-to-be identified man were declared dead on arrival at Rajiv Gandhi Government General Hospital, Saravanan, 37, died at Madras Medical College and Durai, 45, died at the Government Superspecialty Hospital on the Omandurar Government Estate. At 10.45 am, as news of the Madras HC allowing the DMK supremo’s burial on the Marina Beach trickled in, several mourners, until then allowed in batches of 200, broke the barricades and police cordon and rushed towards the venue.

The crowd was also restive at not being able to get close to the former chief minister’s coffin, with the queue being blocked every time a celebrity arrived. Efforts to regulate the crowd went in vain and as many of those in front went down in a heap, police personnel resorted to a mild lathicharge to disperse the crowd and rescue those trapped under. “We can’t deal with them the way we do with the general public. Among the crowd are party cadres and some hooligans,” said a police inspector at the VVIP entrance.

As thousands rushed out in panic, many feeble cries drowned. “I was stuck in between people running, there was no gap to move. All I could see was people running over me,” said Ponnammal, a woman who managed to escape with a few minor injuries.

By 6pm, staff of the Emergency Management Research Institute (EMRI), which had stationed 15 ambulances and 13 first responder bikers outside Rajaji Hall, rushed 51people to various government hospitals. Of the injured, two suffered fractures on the leg caused by barricades falling on them.

Among those still undergoing treatment were Kulandaivelu, 62, of Nilgris; Balakrishnan, 71, of Ambattur; Thangaraj, 60, of MGR Nagar; Jayaraman, 59, of Vellore; Sathya, 50 and Latha, 45, of T Nagar; Kennedy, 55, of Puzhal and Settu, 39, of Kancheepuram.

Paramedical staff said most of those admitted to hospitals were elderly people who had collapsed due to dehydration, after standing for a long time under the hot sun. “It was a particularly hot day and many had had no food or water all day,” said a health department official.

CHENNAI: Hardly a fortnight ago, the Madras High Court held that the date of birth (DoB) of a student cannot be altered at a later stage, as the change would nullify her admission in the first standard and nullify her entire qualification.However, passing orders on a similar petition the same Justice S Vaidyanathan held on the contrary and directed the school education authorities to change the DoB.The judge was disposing of a writ petition from P Poomesh praying for a direction to the respondents to change his DoB in his SSLC and Transfer Certificate from July 5, 2001 to March 5, 1999 as per the birth certificate and Aadhaar card.

The judge said that normally, the court would not grant the relief, that is, changing the DoB from a particular date to another date immediately after admission. Only when a child completes the age of five, he/she may be entitled to admission into the school. The parents, for the purpose of admitting their child into a school, may alter the birth date, that is, by advancing it and admit the child to school.

Later, they approach the authorities and then the court to correct the birth date based on the birth certificate. If such an alteration is going to create a situation where the child could not have entered into school at the age of five, the entire school education is void/nullity.However, in the present case, the petitioner is a physically-disabled person and he is not seeking the postponement of the DoB, but advancing it as per the birth certificate. If the birth date is advanced, it certainly cannot be disadvantageous to him.In any event, advancing the DoB is not going to cause any hindrance to anyone except the petitioner/student. Hence, the DoB may be corrected, the judge said.

TIRUPATI: The day after PG medical student Dr Shilpa committed suicide, the committee headed by Director of Medical Education K Babji visited Sri Venkateswara Medical College here and conducted an enquiry with students. The panel decided to transfer Dr Kireety and Dr Sasikumar of Paediatrics Department to Nellore.

The two along with their colleague Dr Ravi Kumar were named by the victim in her complaint to the Governor. The committee also decided to replace college principal Dr N Ramanaiah with Dr Ravi Prabhu and extend the suspension of Dr Ravi Kumar till the completion of the enquiry.
The committee members included Kurnool Government General Hospital Superintend P Chandra Sekhar and HoD, Cardiology, Kurnool Medical College Dr T Jamauana.

Several students confronted the committee and expressed the view that had the DME acted earlier on the report submitted by the committee headed by the college principal, Shilpa would have been alive today.
