பல்வேறு பல்கலைக்கழகங்கள் சார்பில் வழங்கப்படும் தொலைநிலைப் படிப்புகளில், எந்தந்தப் படிப்புகளுக்கு யுஜிசி அங்கீகாரம் உள்ளது என்ற விவரம் புதன்கிழமை வெளியிடப்பட உள்ளது.

நாடு முழுவதும் உள்ள தொலைநிலைக் கல்வி நிறுவனங்களின் கட்டுப்பாடு யுஜிசி வசம் வந்ததைத் தொடர்ந்து, திறந்த நிலை மற்றும் தொலைநிலைக் கல்விக்கான புதிய வழிகாட்டுதலை (தொலைநிலைக் கல்வி வழிகாட்டி-2017) 2017 ஜூன் மாதம் யுஜிசி வெளியிட்டது.

புதிய நிபந்தனை: அதன் பிறகு, நாடு முழுவதும் உள்ள கல்வி நிறுவனங்களிடமிருந்து தொலைநிலைக் கல்வி நடத்துவதற்கான அனுமதியைப் பெறுவதற்கான விண்ணப்பங்களை யுஜிசி வரவேற்றது. அந்த அறிவிப்பின்போது, தொலைநிலைக் கல்வியின் தரத்தை மேம்படுத்தும் வகையில், குறைந்தபட்சம் 3.26 நாக் புள்ளிகள் பெற்றிருக்கும் கல்வி நிறுவனங்களுக்கு மட்டுமே, தொலைநிலைக் கல்வி நடத்துவதற்கான அனுமதி வழங்கப்படும் என்ற புதிய நிபந்தனையையும் யுஜிசி வெளியிட்டது.
நான்கு பல்கலைக்கழகங்கள் மட்டுமே...: இதன் காரணமாக சென்னைப் பல்கலைக்கழகம், அண்ணா பல்கலைக்கழகம், காரைக்குடி அழகப்பா பல்கலைக்கழகம் மற்றும் தமிழ்நாடு திறந்தநிலைப் பல்கலைக்கழகம் ஆகிய 4 பல்கலைக்கழகங்கள் மட்டுமே தொலைநிலைப் படிப்புகளை வழங்கும் தகுதியைப் பெற்றன.

அதனைத் தொடர்ந்து, தொலைநிலைப் படிப்புகளில் குறிப்பிட்ட அளவில் பேராசிரியர் நியமனம் இருந்தால் மட்டுமே அனுமதி வழங்கப்படும் என்ற நிபந்தனையை யுஜிசி விதித்தது. இந்த நிபந்தனை காரணமாக சென்னைப் பல்கலைக்கழக தொலைநிலைக் கல்வி நிறுவனம் சார்பில் வழங்கப்பட்டு வந்த 51 படிப்புகளில் 3 படிப்புகளுக்கு மட்டுமே யுஜிசி அனுமதி கிடைத்துள்ளது. மீதமுள்ள 48 படிப்புகளுக்கு அங்கீகாரத்தை ரத்து செய்தது. மேலும் பல பல்கலைக்கழகங்கள் இதுபோல பாதிக்கப்பட்டுள்ளன.

திருச்சி: திருச்சி அருகே மரணமடைந்த தாயின் உடல்மேல் அமர்ந்து அஹோரி சாமியார் ஒருவர் வினோத இறுதிச் சடங்கு நடத்திய அதிர்ச்சி சம்பவம் நடந்துள்ளது.

சிவனின் அதிதீவிர உக்கிர பக்தர்ககளாக கருதப்படுபவர்கள் அகோரி சாமியார்கள். இவர்கள் இந்தியாவில் பெரும்பாலும் காசி, இமயமலைப் பகுதிகளான கங்கோத்ரி, யமுனோத்ரி மற்றும் நேபாளம் ஆகிய இடங்களில் அதிகமாக வசித்து வருகிறார்கள். ஆண்டுதோறும் வடமாநிலங்களில் நடைபெறும் கும்பமேளாவில் பெருந்திரளாக இவர்கள் கலந்து கொள்வதைப் பார்த்திருக்கலாம். தற்போது தமிழகத்தின் பல்வேறு பகுதிகளிலும் தங்களது இஷ்ட தெய்வங்களுக்கு கோவில்களை கட்டி பூஜை நடத்தி வருகிறார்கள்.

இந்நிலையில் கோவில் நிர்வாகியான அகோரி சாமியார் மணிகண்டனின் தாயார் மேரி மரணமடைந்தார். இதையடுத்து அவரது உடல் அடக்க சடங்கு அரியமங்கலம் மத நல்லிணக்க இடுகாட்டில் செவ்வாயன்று நடைபெற்றது. இடுகாட்டிற்கு சென்றதும் வழமையான இறுதிச் சடங்கு நிகழ்ச்சிகள் முதலில் நடைபெற்றது.

பின்னர் அகோரி மணிகண்டன் தனது தாயின் உடல் மீது அமர்ந்து, மந்திரங்கள் ஓத விசேஷ பூஜைகள் செய்தார். அவருடன் சக அகோரிகளும் மேளத்தினை முழங்கி, சங்கு ஊதி பங்கு பெற்றனர்.

இவ்வாறு இறந்தவரின் உடல் மீது அமர்ந்து அஞ்சலி பூஜை செய்வது அகோரிகளின் வழக்கம் என்றும், அவ்வாறு செய்தால் இறந்தவராது ஆன்மா சாந்தியடையும் என்று அகோரிகள் தரப்பில் தெரிவிக்கப்பட்டது.

புதிய பங்களிப்பு ஓய்வூதியத் திட்டத்தை ரத்து செய்ய வேண்டும் என்பன உள்ளிட்ட 5 அம்ச கோரிக்கைகளை வலியுறுத்தி, ஜாக்டோ-ஜியோ சார்பில் வியாழக்கிழமை (அக். 4) தற்செயல் விடுப்புப் போராட்டம் நடைபெறவுள்ளது. இந்தப் போராட்டம் தொடர்பான ஊதிய பிடித்தம் போன்ற எச்சரிக்கைகளுக்கு தாங்கள் அஞ்சப்போவதில்லை என இந்த அமைப்பினர் தெரிவித்துள்ளனர்.

புதிய பங்களிப்பு ஓய்வூதியத் திட்டத்தை ரத்து செய்து மீண்டும் பழைய ஓய்வூதிய திட்டத்தை அமல்படுத்த வேண்டும் என்பன உள்ளிட்ட ஐந்து அம்ச கோரிக்கைகளை வலியுறுத்தி, ஜாக்டோ -ஜியோ அமைப்பு சார்பாக வரும் நவம்பர் 27 -ஆம் தேதி முதல் காலவரையற்ற வேலைநிறுத்தப் போராட்டம் நடைபெற உள்ளது.

நகரங்களில் மட்டுமல்லாமல் கிராமங்களிலும் தெருவோர உணவகங்களின் எண்ணிக்கை அதிகரித்த வண்ணம் இருக்கிறது. வேலையில்லாத இளைஞர்களுக்கும் கிராமப்புறங்களிலிருந்து நகரங்களுக்கு வேலை தேடி இடம் பெயர்பவர்களுக்கும் அதிக முதலீடு இல்லாமல் தொடங்கக்கூடிய தொழிலாக தெருவோர உணவகங்கள் உதவிக்கரம் நீட்டுகின்றன. தெருவோரத்தில் வாகனங்களை நிறுத்தியும், தள்ளு வண்டிகளிலும், நடைபாதைகளிலும் நடத்தப்படும் தற்காலிக உணவகங்கள் சாமானிய, நடுத்தர மக்களின் ஆதரவைப் பெற்றிருப்பதால்தான் இந்த அளவுக்கு பெருகிவருகின்றன என்கிற உண்மையையும் நாம் புறந்தள்ளிவிட முடியாது.
சமீபத்தில் தெருவோர உணவகங்கள் குறித்து நாடாளுமன்றக் குழு ஒன்று உணவுப் பாதுகாப்பு குறித்த சில கேள்விகளை எழுப்பியிருக்கிறது. இந்திய உணவுப் பாதுகாப்புத் தரநிர்ணய ஆணையத்தின் செயல்பாடு குறித்தும் நாடாளுமன்றக் குழு கண்டனம் தெரிவித்திருக்கிறது. உணவுப் பாதுகாப்பு குறித்து கண்காணிக்க வேண்டிய ஆணையம், அது குறித்து முறையான விதிமுறைகளை வகுத்து எந்த அளவுக்கு தெருவோர உணவகங்களின் சுத்தத்தையும், தரத்தையும் பாதுகாக்கிறது என்பதை நாடாளுமன்றக் குழு சரியான நேரத்தில் தட்டிக் கேட்க முற்பட்டிருக்கிறது.

இந்திய உணவுப் பாதுகாப்புத் தரநிர்ணய ஆணையத்தைப் பொருத்தவரை, பெரிய உணவு விடுதிகளிலும், உணவுத் தயாரிப்பு நிறுவனங்களிலும் சோதனைகளை நடத்தி வருகிறதே தவிர, அனைத்துத் தளத்திலும் அதன் செயல்பாட்டை உறுதிப்படுத்தவில்லை என்பது சுட்டிக்காட்டப்பட்டிருக்கிறது. உணவுக் கலப்படம், தவறான தகவல்களுடன் உணவுப் பொருள்களை விற்பனை செய்வது உள்ளிட்ட குற்றங்களில் உணவுப் பாதுகாப்புத் தரநிர்ணய ஆணையம் நடத்தியிருக்கும் சோதனைகளும், பதிவு செய்திருக்கும் வழக்குகளும், பெற்றுத் தந்திருக்கும் தண்டனைகளும் அதிர்ச்சி அளிக்கும் விதத்தில்தான் இருக்கின்றன.
2016-17 நிதியாண்டில் ஒட்டுமொத்த இந்தியாவில் ஆணையம் சோதனைக்காக எடுத்திருக்கும் மாதிரிகளின் எண்ணிக்கை வெறும் 18,325. இந்த மாதிரிகள் உணவுக் கலப்படத்துக்காகவும், தவறான தகவல்களுடன் விற்பனை செய்யப்பட்டதற்காகவும் ஆணையத்தால் சோதனைக்கு எடுத்துச் செல்லப்பட்டவை. அவற்றில் 13,080 மாதிரிகளில் மட்டும்தான் குற்றம் அறியப்பட்டு வழக்கு பதிவு செய்யப்பட்டிருக்கிறது. வழக்கு தொடர்ந்தபோது அவற்றில் 1,605 வழக்குகளில் மட்டுமே தண்டனை வழங்கப்பட்டிருக்கிறது. அவற்றிலும்கூட பெரும்பாலானவை வெறும் பிழையுடன் தண்டிக்கப்பட்டவை.

உணவுக் கலப்படத்துக்காக ஆணையத்தால் எடுக்கப்பட்ட மாதிரிகள் மிக மிக குறைவானவை. அதுகுறித்து முறையான விசாரணை நடத்தப்பட வேண்டும் என்று நாடாளுமன்றக் குழு கூறியிருக்கிறது. இதற்கு ஆணையம் வழங்கும் காரணங்களான போதுமான விதிமுறைகள் இல்லை, ஊழியர்கள் இல்லை உள்ளிட்டவை ஏற்புடையதாக இல்லை.
உணவுப் பொருள்கள் தயாரிக்கப்பட்டாலோ, விற்கப்பட்டாலோ, இலவசமாக வழங்கப்பட்டாலோ எதுவாக இருந்தாலும் அவற்றின் தரம் உறுதிப்படுத்தப்பட வேண்டும் என்பது அடிப்படை அவசியம். இப்போது உணவுத் துறை என்பது இந்தியாவின் மிகப்பெரிய துறையாக மாறியிருக்கும் நிலையில், இது குறித்த தீவிரமான சிந்தனையும், கடுமையான கட்டுப்பாடுகளும் தேவை. நாடாளுமன்றக் குழு முன்வைத்திருக்கும் சில ஆலோசனைகள் உடனடியாக அரசாலும் ஆணையத்தாலும் கவனத்தில் கொள்ளப்பட்டு நடைமுறைப்படுத்தப்பட்டாக வேண்டும்.

ஊராட்சி ஒன்றிய அளவிலிருந்து தொடங்கி எல்லா நிலைகளிலும் உணவுப் பொருள்களுக்கான சோதனை மையங்கள் அமைக்கப்பட வேண்டும் என்பது நாடாளுமன்றக் குழுவின் மிக முக்கியமான பரிந்துரை. நடமாடும் சோதனை மையங்கள் மாவட்ட அளவில் ஏற்படுத்தப்படுவதை உடனடியாக உறுதிப்படுத்தலாம் என்றும் பரிந்துரைத்திருக்கிறது. அதுமட்டுமல்லாமல், மாதிரிக்கு எடுத்துக் கொள்ளப்படும் உணவுப் பொருள்கள் குறித்த சோதனையின் முடிவுகள் ஊடகங்கள் வாயிலாக மக்களுக்குத் தெரியப்படுத்தப்பட வேண்டும் என்றும் நாடாளுமன்றக் குழு வலியுறுத்துகிறது.

உணவுப் பாதுகாப்புத் தரநிர்ணய ஆணையம், தூய்மையான தெரு உணவுத் திட்டம் என்கிற ஒரு முயற்சியை தில்லியிலும் கோவாவிலும் அறிமுகப்படுத்தியது. அதன் மூலம், தில்லியில் 23,000 தெருவோர உணவகங்களிலும், கோவாவில் 700 தெருவோர உணவகங்களிலும் உணவுப் பாதுகாப்பு குறித்தும், சுத்தம் குறித்து பயிற்சி அளிக்கப்பட்டது. அதேபோல உணவுப் பொருள்களை அகற்றுதல், இருக்கை வசதிகளை உறுதிப்படுத்துதல், கையில் உறையுடன் பரிமாறுதல் உள்ளிட்ட பல்வேறு இன்றியமையாத தேவைகள் இந்தத் திட்டத்தின் மூலம் அறிவுறுத்தப்படுகின்றன. இதை இந்தியா முழுவதும் நடைமுறைப்படுத்த போதுமான வசதியோ, நிதி ஆதாரமோ இல்லை என்கிற ஆணையத்தின் பதிலை நாடாளுமன்றக் குழு அரசிடம் தெரிவிக்கும் என்று எதிர்பார்க்கலாம்.
லட்சக்கணக்கான மக்கள் தெருவோரக் கடைகளையும் உணவகங்களையும் நாடத் தொடங்கிவிட்டிருக்கும் நிலையில், அந்த உணவகங்களில் பணியாற்றுவோருக்கு முறையான பயிற்சி அளிக்கப்படுவது அவசியம். பொது சுகாதாரத்தின் அடிப்படை உணவுப் பாதுகாப்பு என்பதை உள்ளாட்சி அமைப்புகளும், உணவுப் பாதுகாப்புத் தரநிர்ணய ஆணையமும் உணர்ந்து செயல்பட்டால் மட்டும் போதாது. உணவகங்களும் அவற்றை நாடும் பொதுமக்களும் அதை உணர்ந்தாக வேண்டும். தரநிர்ணயமும் சுத்தமும் இல்லாமல் தெருவோர உணவகங்கள் முறைப்படுத்தப்படாமல் வரைமுறையின்றிப் பெருகுமேயானால், காலரா, மலேரியா, வயிற்றுப்போக்கு உள்ளிட்ட தொற்று நோய்களை நாமே வருந்தி அழைப்பதாக ஆகிவிடும்.

பூந்தமல்லி,

சென்னை கோயம்பேடு மெட்டுகுளம், வள்ளுவர் தெருவை சேர்ந்தவர் சரவணன் (வயது 33). தனியார் சிமெண்ட் கிடங்கில் மேற்பார்வையாளராக வேலை செய்து வந்தார். இவர் அரும்பாக்கத்தை சேர்ந்த கலையரசியை (28) காதலித்து திருமணம் செய்து கொண்டார். இவர்களின் மகன் கார்த்திகேயன் (7). தனியார் பள்ளியில் 3-ம் வகுப்பு படித்து வந்தான்.

நேற்று முன்தினம் இரவு படுக்கை அறையில் ஏ.சி. எந்திரத்தை இயக்கி விட்டு 3 பேரும் தூங்கினர். நேற்று காலை நீண்ட நேரம் ஆகியும் சரவணன் வீட்டின் கதவு திறக்கப்படவில்லை. காந்தி ஜெயந்தியை முன்னிட்டு நேற்று விடுமுறை என்பதால் தூங்குகிறார்கள் என அருகில் வசிக்கும் அவர்களின் உறவினர்கள் நினைத்தனர்.

காலை 9 மணிக்கு பிறகும் கதவு திறக்கப்படவில்லை. அதே சமயம் ஜெனரேட்டர் ஓடும் சத்தம் கேட்டது. வீட்டில் இருந்து சிறிது கியாஸ் வாடையும் வந்தது. இதனால் கலையரசியை செல்போனில் தொடர்பு கொண்டனர். செல்போனை யாரும் எடுக்காததால் சந்தேகம் அடைந்த உறவினர்கள் கதவை உடைத்து உள்ளே சென்றனர். அங்கு முன்பக்க அறையில் சரவணன் இறந்து கிடந்ததை கண்டு அதிர்ச்சி அடைந்தார். படுக்கையில் கலையரசியும், கார்த்திகேயனும் இறந்த நிலையில் கிடந்தனர்.

உடனே அவர்கள் வீட்டில் ஓடிக்கொண்டிருந்த ஜெனரேட்டர், ஏ.சி. எந்திரத்தை நிறுத்தினர். வீட்டில் உள்ள ஜன்னல் கதவுகளை திறந்து விட்டனர். பின்னர் 3 பேரின் உடல்களையும் வீட்டுக்கு வெளியே எடுத்து வந்து உறவினர்கள் தங்களது மடியில் வைத்து கதறி அழுதனர்.

இதுகுறித்து கோயம்பேடு போலீசாருக்கு தகவல் தெரிவிக்கப்பட்டது உடனே உதவி கமிஷனர் ஜான் சுந்தர், இன்ஸ்பெக்டர் மாதேஸ்வரன் மற்றும் போலீசார் அங்கு வந்து 3 பேரின் உடல்களையும் மீட்டு பிரேத பரிசோதனைக்காக கீழ்ப்பாக்கம் அரசு மருத்துவமனைக்கு அனுப்பி வைத்து விசாரணை நடத்தினர்.

முதல்கட்ட விசாரணையில் கிடைத்த தகவல் குறித்து போலீசார் கூறியதாவது:-

கோயம்பேடு பகுதியில் நள்ளிரவு 3 முறை மின்சாரம் தடைபட்டு மீண்டும் வந்தது. மின்சாரம் தடைபட்டாலும் ஏ.சி. எந்திரம் இயங்க வீட்டின் உள்ளேயே ஜெனரேட்டரை இணைப்பு கொடுத்து சரவணன் வைத்துள்ளார். மின்சாரம் தடைபட்டு மீண்டும் வந்த போது அதிக மின் அழுத்தம் காரணமாக ஏ.சி. எந்திரத்தில் இருந்து கியாஸ் கசிவு ஏற்பட்டுள்ளது. ஆழ்ந்த தூக்கத்தில் இருந்ததால் கலையரசி, கார்த்திகேயன் ஆகியோர் படுக்கையிலேயே மூச்சுத்திணறி இறந்தனர்.

படுக்கை அறையில் இருந்து வெளியே வந்து வீட்டின் கதவை திறக்க சரவணன் முயற்சி செய்துள்ளார். எனினும் மூச்சுத்திணறல் அதிகம் ஏற்படவே சரவணன் முன் அறையில் மயங்கி விழுந்து இறந்துள்ளார். ஏ.சி. எந்திரத்தை மெக்கானிக் உதவியுடன் கழற்றி சோதனை செய்து வருகிறோம். வீட்டின் வெளியே வைக்க வேண்டிய ஜெனரேட்டரை வீட்டுக்குள் சரவணன் வைத்துள்ளார்.

அனைத்து கதவுகளும், ஜன்னல்களும் மூடப்பட்டதால் மூச்சுத்திணறல் ஏற்பட்டு 3 பேரும் இறந்து விட்டனர். இருப்பினும் பிரேத பரிசோதனை அறிக்கை வந்த பிறகே இறுதி முடிவு எடுக்கப்படும். இவ்வாறு போலீசார் கூறினர்.

இதுகுறித்து உறவினர்கள் கூறியதாவது:- சரவணன் வேலை முடிந்து இரவு வீட்டுக்கு வந்தால் காலையில் தாமதமாக தான் எழுந்திருப்பார். காலையில் அவரை எழுப்பினால் நிம்மதியாக தூங்க விட மாட்டீர்களா என திட்டுவார். இதன் காரணமாகவே நாங்கள் சிறிது அலட்சியமாக இருந்து விட்டோம். கார்த்திகேயனுக்கு 4-ந்தேதி பிறந்தநாள். இதற்காக அவனுக்கு புத்தாடைகளை வாங்கி வைத்திருந்தனர்.

சரவணன் அவரது மனைவி, மகன் மீது மிகுந்த பாசத்துடன் இருந்தார். உறவினர் வீடு மற்றும் நிகழ்ச்சிகளுக்கு மனைவி, மகன் இல்லாமல் செல்ல மாட்டார். வாழ்க்கையில் மட்டுமல்ல, சாவிலும் 3 பேரும் பிரியாமல் இந்த உலகத்தை விட்டே சென்று விட்டனர். இவ்வாறு உறவினர்கள் கண்ணீருடன் கூறினர்.

‘ஆணுக்குப்பெண் இளைப்பில்லை காண் இங்கு’ என்றவகையில் இன்றைய காலக்கட்டத்தில் ஆண்களுக்கு சரிசமமாக பெண்கள் எல்லா துறைகளிலும் அழியாத முத்திரை பதித்துவருகிறார்கள். ஆனால் இடையிலேயே சில ஆண்டுகளாக தடுக்கப்பட்டிருந்த பெண் சிசு கொலை மீண்டும் தலையெடுப்பதைக்கண்டு தமிழக மக்கள் வேதனைப்படுகிறார்கள்.

சில நாட்களுக்கு முன்பு உசிலம்பட்டி அருகே உத்தப்புரத்தில் ராமுத்தாய் என்ற 5 மாத கர்ப்பிணி கருக்கலைப்பு செய்ய தனியார் மருத்துவமனையில் செவிலியராக பணிபுரியும் ஜோதிலட்சுமி என்ற பெண்ணை நாடி இருக்கிறார். ஏற்கனவே 3 பெண் குழந்தைகள் பெற்றெடுத்த ராமுத்தாய் தன்வயிற்றில் உள்ள குழந்தையும் பெண் குழந்தையாக இருக்குமோ? என்று எண்ணி கருக்கலைப்புக்கு முயன்றபோது, மிகப்பரிதாபமாக உயிரிழந்தார். பெண் குழந்தை என்று நினைத்து கருக்கலைப்புக்கு முற்பட்டு உயிரிழந்த ராமுத்தாய் வயிற்றில் ஆண் குழந்தைதான் இருந்திருக்கிறது. கிராமங்களில் இன்னும் வயிறு பெரிதாக இருந்தால் பெண் குழந்தையாக இருக்கும் என்ற மூடநம்பிக்கை நிலவுவதன் எதிரொலியா, அல்லது ஏதாவது ஸ்கேன் சென்டரில் பரிசோதனை செய்து தவறாக பெண் குழந்தை என்று தெரியப்படுத்திவிட்டார்களா? என்று தெரியவில்லை. இதேபோல ஒரு சம்பவம் 1991–ம்ஆண்டு சேலம் மாவட்டம் தொப்பூர் காமராஜபுரத்தை சேர்ந்த ராஜேஸ்வரி என்ற 19 வயது பெண்ணுக்கும் நடந்துள்ளது. அந்த பெண் 7 மாத கர்ப்பிணியாக இருந்தாள். அவள் வயிற்றில் உள்ள குழந்தை பெண் குழந்தை என்று ஒரு ஸ்கேன் சென்டரில் தெரியவந்ததால், அவரது மாமனார்–மாமியார் இந்த கருவை கலைத்துவிடு என்று வற்புறுத்திய நேரத்தில், அதை மறுத்து அந்தபெண் கிணற்றில் விழுந்து தற்கொலை செய்துகொண்டார். அந்த செய்தி ‘தினத்தந்தி’யில் வெளியானது.

‘தினத்தந்தி’யை காலையிலேயே படித்த மறைந்த முதல்–அமைச்சர் ஜெயலலிதா, அப்போது சமூகநலத்துறை அமைச்சராக இருந்த இந்திரகுமாரியை அழைத்து, ‘வயிற்றில் இருக்கும் கரு, பெண் குழந்தை என்று யாரும் கருக்கலைப்பு செய்யவேண்டாம், அந்த குழந்தையை வளர்க்க முடியாவிட்டால் அல்லது விருப்பப்படாவிட்டால் அரசிடம் ஒப்படைத்துவிடுங்கள், அரசே அந்த குழந்தைகளை தன் செல்ல குழந்தைகளாக வளர்க்கும்’ என்று அறிவித்து, அதன் தொடர்ச்சியாக அறிவிக்கப்பட்ட திட்டம்தான் ‘‘தொட்டில் குழந்தை’’ திட்டம். கடந்த மார்ச் மாதம் வரை 4,414 பெண் குழந்தைகளும், 1,017 ஆண் குழந்தைகளும் இந்தத்திட்டத்தின் மூலம் சாவின்பிடியில் இருந்து தப்பி உயிர்பெற்று இன்று பல இல்லங்களில் செல்லக்குழந்தைகளாக வாழ்கிறார்கள். இப்போது இந்தத்திட்டத்தில் ஒருதொய்வு விழுந்துவிட்டதோ என்று சந்தேகப்படும்வகையில் இந்தத்திட்டம் குறித்த விழிப்புணர்வு மக்களிடையே மங்கிவருகிறது. சமூகநலத்துறை உடனடியாக அனைத்து ஆரம்ப சுகாதார நிலையங்களிலும் குழந்தைகள் நலமையங்களிலும் தொட்டில் குழந்தை திட்டம் குறித்த விளம்பரபோர்டுகளை வைக்கவேண்டும். கிராம செவிலியர்கள் மூலமாக அந்தந்த கிராமங்களில் எந்த பெண் கர்ப்பம் அடைந்திருக்கிறார் என்று பார்த்து, அரசு பெண் குழந்தைகள் நலனுக்காக செய்யும் உதவிகளை எடுத்துக்கூறி, அப்படியும் வேண்டாம் என்றால் தொட்டில் குழந்தை திட்டத்தில் அந்த குழந்தைகளை விட்டுவிட்டு செல்லும்படி ஒரு விழிப்புணர்வை ஏற்படுத்தவேண்டும். எல்லாவற்றுக்கும் மேலாக உடனடியாக அனைத்து நாளிதழ்களிலும், தொலைக்காட்சிகளிலும் இந்தத்திட்டம் குறித்து விளம்பரப்படுத்தவேண்டும்.

CHENNAI: The government must be accountable in respect of the actions and policies taken and the citizens are entitled to question the expenditure of taxpayers’ money and its correctness for the welfare of the people at large as the Constitution itself is constituted by “We the People of India”, the Madras High Court has observed.


Justice S M Subramaniam made the observation on Monday while allowing a plea from the DMK to withdraw its writ petitions challenging the punitive action initiated by Justice R Regupathy Commission of Inquiry, constituted by the AIADMK government to probe the alleged irregularities committed by the previous DMK government, headed by the late M Karunanidhi, in the construction of the State Assembly and Secretariat in Omandoorar government estate in 2011.

The building for the new Secretariat was constructed by spending the taxpayers’ money of about Rs 400 crore. However, the (subsequent) government took the decision not to use the building for the new Secretariat and converted it into a multi-specialty hospital. The taxpayers’ money spent on beautification and for other facilities for construction of the new Secretariat became a national waste, the judge observed. Even for conversion of the new Secretariat building into a specialty hospital, another few crores were spent by the State.

However, in respect of the conversions of buildings, the government decision is upheld by the courts. “Thus, no further actions are required regarding conversions,” the judge pointed out. The DMK had challenged the Justice Regupathy Commission of Inquiry, which was non-functional for about three years. It had also spent about Rs 4.50 crore and the reports were not submitted even at the time when the writ petitions were heard by this court. Ultimately, nearly about Rs 5 crore was spent for the Commission.

However, nothing became useful for the welfare of the State as well as in the interest of the public at large.
In respect of construction of new secretariat building and the allegations of corruption, substandard building materials and related issues have not been even concluded till today, the judge said. “Such a situation is not only painful but certainly a national concern about spending of taxpayers’ money detrimental to the interest of the public at large, the judge added.

CHENNAI: Most colleges in Tamil Nadu, did not observe September 29 as ‘Surgical Strike Day’, as directed by University Grants Commission (UGC).The controversial circular issued by the commission was termed a move to “militarise” university and college campuses.

By a recent circular, the UGC directed varsities and higher educational institutions in the country that students pledge their support to the armed forces and host talk-sessions by ex-servicemen, special parades and sending greetings.

However, most universities, including Anna University, University of Madras and Bharathiar University did not have any special programme on that day. While a few colleges seemed to have deliberately boycotted observing surgical strike day, many simply did not make any effort.

The UGC circular will militarise higher educational institutions, said E Balaguruswamy, a former Vice-Chancellor of Anna University. “UGC should not indirectly coerce students into signing such a blind support,” he said adding that UGC was merely a funding body and should not interfere with such things. He said that colleges did the right thing by not observing surgical strike day.

While Anna University did not overtly oppose observing such a day, they simply decided not to, said MK Surappa, Vice Chancellor of the university. “A widespread criticism from media rose after UGC made the announcement. They later clarified that it was not mandatory. So, we did not observe the day,” he said.

“The surgical strike was a tactical political move by the government. Universities are apolitical spaces and should not celebrate every small military expedition. While the country remains divided on its opinion on the surgical strike, students should not be brainwashed into praising it,” said a faculty from Madras University, who works closely with the varsity’s National Cadet Corps (NCC). However, a few schools and colleges organised parades, but the programmes that followed were restricted to NCC cadets.

Ponnaiyah Ramajayam Institute of Medical sciences wants centre to facilitate its closure

CHENNAI: The management of Ponnaiyah Ramajayam Institute of Medical Sciences at Manamainallur in Kancheepuram district has moved to Union Ministry of Health and Family Welfare in New Delhi to facilitate its plea for ‘progressive’ closure.

This information has been submitted in a counter-affidavit filed in the Madras High Court on Monday. Originally, following a submission from advocate H Rajasekar, Justice S S Sundar had issued notices to the authorities concerned in the last week of October on a writ petition from S U Archana of Maduravoyal and 102 others. The petitioners, studying in second-year MBBS course, prayed for a directive to the State government to transfer them to other medical colleges.

In his counter, institute chairman submitted he had initiated steps for the progressive closure of the college and applied to the Union Health Ministry. Of the sanctioned strength of 150 seats, as on date, it has only 110 students in second-year MBBS course. Because of the continuous rejection of renewal, the college was put to heavy financial losses and had requested the State government to take necessary action to re-allocate the existing 110 students to some other medical colleges and also gave an undertaking that it would make all efforts to have alternative arrangements for better utilisation of the existing infrastructure, the chairman said. The matter will be taken up on October 5.

Need to celebrate Tamirabharani maha pushkaram as State function

Accusing the State Government of attempting to impose “unrealistic restrictions” on the celebrations associated with Hinduism, Bharatiya Janata Party State president Tamilisai Soundararajan has said that the Tamirabharani maha pushkaram that is to be observed between October 11 and 22, should be celebrated as a ‘State function’.

During an informal chat with the reporters after participating in cleaning of places close to the ‘Thai Poosa Mandapam’ on the bank of the Tamirabharani near the Collectorate on Tuesday, Dr. Tamilisai said the district administration, citing safety reasons had banned bathing at Kurukkuthurai and near the ‘Thai poosa mandapam’, which could not be accepted.

After strengthening the weak structures in these two places, the district administration should take steps for ensuring safe bathing of the devotees at Kurukkuthurai and near ‘Thai Poosa Mandapam’.

Moreover, the district administration should take steps for getting financial assistance from the State Government for strengthening all bathing ghats and the mandapams along the Tamirabharani watercourse before the start of the event.

The BJP president also informed that her party was striving hard to ensure the operation of special trains to Tirunelveli in view of the Tamirabharnai maha pushkaram.

Medicos hold cleaning campaign

The Humsafar weekly express train between Rameswaram and Ajmer commenced its maiden run from Rameswarsam railway station on Tuesday night.

After Lok Sabha Speaker Sumitra Mahajan flagged off the express train at Indore five days ago, Train No.19604 Rameswaram – Ajmer Express left Rameswaram at 10.15 p.m. The train will leave on Tuesdays and reach Ajmer at 11.25 p.m. on Thursdays.

In the return direction, Train No.19603 Ajmer – Rameswaram Express will leave Ajmer at 9.40 p.m. on Saturdays and arrive at Rameswaram at 03.15 a.m. on Tuesdays, Railway officials said.

HC directs man to compensate wife

The Madurai Bench of the Madras High Court, taking into account the depressed state of mind of a woman, directed her husband, who has sought divorce from her to pay her Rs. 20 lakh as compensation. He has appealed against a lower court order that had dismissed his suit for divorce.

Justice J. Nisha Banu observed that the woman needed to be compensated given her current state of mind. The court said if the compensation was given to the woman then the lower court decree would be set aside and decree of divorce shall come into operation between the parties. If otherwise the lower court proceedings would stand confirmed, the court said.

The court took note of the fact that the couple were living separately for over seven years. Though it had recommended mediation for both the parties to explore the possibility of reunion, the exercise failed. Though the woman expressed her willingness to live with her husband, he refused to live with his wife. The court held that the matrimonial bond was beyond repair and in such a case marriage becomes a fiction and does not serve the sanctity.

The court was hearing the case of A. Amuldoss of Pudukottai who had appealed against a lower court order which had dismissed his suit for divorce. He sought divorce from his wife, who, he complained, suffered from depression.

Inside the rented house of Jinesh Jerone in Poonthura, his friends and family would often play on a loop videos of him swimming across murky waters to bring people to shore and safety when deadly floods hit Kerala in the month of August. They would then read and re-read newspaper clips that hailed him as a hero and saviour. Jinesh died on Sunday, begging passersby for help after being hit by a truck on the highway 12km from home.

“He lay on the road, crushed below his waist, and screamed for help,” Jinesh’s friend Jagan told TOI on Tuesday. Jagan was riding pillion on Jinesh’s bike when they stumbled and fell. As Jinesh was flung off, a speeding truck, unable to halt in time, drove through. “Nobody stopped,” Jagan said, weeping. Jinesh was barely 24.

“I can’t believe something like this could happen to a man like Jinesh. He loved to help others. That’s what made him a hero during the recent floods,” Jagan said. Jinesh and his friends had rescued over 100 people during operations in Chengannur, one of the most severely affected places.

Jagan, who survived with minor injuries, said the sight of a bleeding and badly hurt Jinesh pleading for help from people was too much to take. “I lost consciousness soon after. All I remember is Jinesh crying, waving people down who would not stop. He lost a lot of blood.”

It took more than 30 minutes before an ambulance reached them and rushed the two men to hospital. After a brief struggle, Jinesh was pronounced dead. “Had anyone listened to us and offered help we could have saved him,” Jagan said.

Selvi, Jinesh’s mother, said, “When the church vicar called for a meeting seeking help from fishermen for the rescue mission, Jinesh and his six friends promptly took a boat and set off. They didn’t wait for anyone and other teams followed them only the next day.”

In the house with its cracked roof and sea-devoured walls, Jinesh had a small space to himself where he practiced dance moves. He and his friends called themselves ‘Shining Stars’. On a shelf there are trophies that he won for his cricketing skills.

Many of those he saved have been silently coming to the house, thanking Selvi for what her son did. “He was our hero,” one of them said. “His death should wake us all to the fact that we need to stop and help people hit by cars on India’s deadly roads. We are leaving them to die. It’s just terrible.”

“The British Raj was much better than present-day rulers and I would prefer a British rule to the present one,” said V Kalyanam, who was the personal assistant to Mahatma Gandhi, in Madurai on Tuesday.

Kalyanam, now 96, said he felt the present-day rulers in the country had failed to provide the governance that Gandhiji had envisioned. “There was no corruption during the British rule and Gandhiji himself had commended their administrative excellence many times,” he said, adding that governance might have been better had a government been set up under Netaji’s leadership after Independence.

Inaugurating a philately exhibition at the Gandhi Memorial Museum here as part of the 150th birth anniversary celebrations of Gandhi, he went down memory lane recalling the days at the Ashram with Gandhi when everyone had to wake up at 3am and participate in a prayer session. “He used to dictate letters and I would write them down, and he would later make corrections with a pencil,” he said. Some of these letters which had been corrected by Gandhi were on display at the philately exhibition.

He also launched the Hobee trust, which aims at promoting various hobbies, including philately.

The exhibition, organised by philatelists S Vijaykumar, T Madan and P Vijaykumar, has on display special stamps, first day covers, commemorative stamps among others. There are also stamps and letterheads that remember Kasturba Gandhi. It is expected to draw sizeable crowds.

Govt buses take shorter route, but collect full fare

Government mofussil buses plying from Vellore, Kancheepuram, Tiruvallur and other districts to Chennai via Poonamalle collect ₹6 extra from every passenger.

Back-of-the-envelope calculations show that Tamil Nadu State Transport Corporations (TNSTCs), which operate mofussil buses, earn ₹50 lakh in excess every month.

According to official data, more than 500 buses, operated as express services, ply from the said districts towards Koyambedu daily.

Earlier, a section of these buses, including those operated along route numbers 76C, 84, 89, 97, 102, 130, 201 and 202, reached Koyambedu via Porur and Guindy (24 km).

Other buses like those operated along routes 76B, 97A and 97B take a diversion at Poonamallee and reach Koyambedu via Maduravoyal (16 km).

Ever since work for metro rail and Porur flyover began in 2011, all the 500-odd buses are operated only along the latter route, said Senthil Kumar, a consumer rights activist.

According to government’s approved fare table based on the distance covered by the bus, TNSTC should collect only ₹13 from a passenger to travel from Poonamallee via Maduravoyal and ₹19 if they travelled along the other.

“But at present, all the moffusil buses invariably collect ₹19 even when they travel along the shorter route via Maduravoyal,” Senthil said.

TNSTC Villupuram officials said the traffic police do not allow government buses to run via Guindy and that they are ready to operate through city roads if permitted. They, however, refused to comment on not revising the fare accordingly.

S Saravanan had grand plans for the ninth birthday of his son Karthikeyan. Last year, a power shutdown had played spoilsport. So he bought a generator this time.

With the birthday approaching, Saravanan and his neighbours had drawn up the plans — the generator was ready and banners were printed. But on Tuesday, the small neighbourhood at Mettukullam, which was looking forward to the gathering, could not believe that the family was no more.

“We collected photographs from them to print banners thinking that we would surprise the child this year,” said Manivannan, a neighbour. The posters will now be used for the funeral.

The sight of Saravanan’s body near the bedroom door, indicating that he could have made an attempt to come out before he swooned, and that of his wife Kalairasi with her son in her arms, shocked the locality. “This clearly shows that she would have tried to escape lifting the child but fell unconscious and choked to death,” said a neighbour.

Recalling the celebrations last year, Saravanan’s relative Kumaran said Karthikeyan was upset as there was power shutdown. “Since the boy insisted that his father bring home a generator, Saravanan got one. Police suspect that generator fumes have caused the death. It is such a cruel irony,” said Kumaran. “Karthikeyan told us that he wanted to be surrounded by friends while cutting the cake,” he said adding that the boy was pampered by his neighbours.

“Generators emit toxic gases like a car engine does. A running generator should not be kept inside home,” said Manikandan, a mechanic. “Carbon monoxide emitted is odourless. Only alarms can detect it,” he said.

Residents said Kalaiarasi and Saravanan were popular in the neighbourhood because of their jovial and helpful disposition. Kalaiarasi, who had completed a nursing course, would teach students. “Whenever a student approached her with doubts, she would help him. She did not charge any fee,” said a neighbour.

A couple and their eight-year-old son were found dead in their home near Koyambedu on Tuesday morning and police, while not ruling out suicide, suspect they may have inadvertently inhaled noxious fumes from a diesel genset kept running in the living room overnight.

The family was to celebrate the boy’s birthday on Wednesday and neighbours told police they had hired the genset as power-cuts had marred the celebrations the year before.

S Saravanan, 38, worked as manager at a pizza shop in Chennirkuppam, Kalaiarasi, 30, was a home-maker, and Karthikeyan was a Class III student at a private school in Mettukullam, near their home.

Cops smelled diesel fumes inside house

On Monday too the neighbourhood went without power supply from midnight to 3am, which is when, police suspect, Saravanan may have turned on the genset to power the airconditioner in the bedroom. Police said they smelled diesel fumes as soon as they entered the home.

One of the neighbours, who was up at 5 am, said she heard the generator running in Saravanan’s house and thought of telling them power supply had been restored. She decided not to as they might be asleep. “I never thought this may turn fatal for them,” said Sasikala, the neighbour.

When Saravanan and Kalaiarasi did not open the door till 9am, neighbours grew suspicious. When repeated knocks on the door drew no response, they broke open the door and found Saravanan slumped near the bedroom door, while Kalaiarasi was lying on the floor with her son in her arms.

The neighbours alerted police. The three were rushed to a nearby private hospital, where they were declared ‘brought dead’. Their bodies were sent for postmortem at the Government Kilpauk Medical College and Hospital.

Police initially suspected a gas leak from the air conditioner, but this was ruled out after a mechanic tested the machine. The Koyambedu police, who have registered a case of suspicious death, are awaiting the postmortem report to ascertain the exact cause of deaths.

‘If mobs turn violent, leaders must go to cops’

: If protesters turn violent and vandalize property, their leaders must present themselves for questioning at a police station within 24 hours, failing which they will be proceeded against as suspects first and absconders later, the Supreme Court has said.

“In instances where a group or organization has staged a protest or demonstration resulting in violence and damage to property, leaders and office-bearers should physically present themselves for questioning on their own within 24 hours in the police station within whose jurisdiction the violence and damage occurred,” a bench of CJI Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud said on Monday.

Writing the judgment for the bench, Justice Khanwilkar said, “Any such person(s) failing to present himself or herself in such manner without any sufficient reason should be proceeded against as a suspect and legal process initiated forthwith, including for being declared absconder in accordance with law.”

This will have serious implications, particularly for leaders of fringe groups, as protests over issues like religion, cow protection, films or even political ideologies often turn violent. Turning the screws on such protests, the SC said leaders will be granted bail only if they deposit the estimated cost due to loss or damage, either individually or collectively.

“A person arrested for either committing or initiating, promoting, instigating or in any way causing to occur any act of violence which results in loss of life or damage to property may be granted conditional bail upon depositing the quantified loss caused due to such violence or furnishing security for such quantified loss. In case of more than one person involved in such act of violence, each one of them shall be jointly, severally and vicariously liable to pay the quantified loss,” the SC said.

The three-judge bench fell back on its judgment providing the mechanism to stop lynching incidents and said the nodal officer appointed for each district for curbing such violence would also act to initiate action in vandalism incidents. “Since the nodal officer(s) holds the overall responsibility in each district to prevent mob violence against cultural establishments and against property, any unexplained and/or unsubstantiated delay in filing FIRs and/or conducting investigations in that regard should also be deemed to be inaction on the part of the said nodal officer(s),” it said.

“Any person found to be carrying prohibited weaponry, licensed or otherwise, during protests/demonstrations would prima facie be presumed to have an intention to commit violence and be proceeded in that regard as per law,” it said.

: When attorney general K K Venugopal on Monday said judges’ salaries should be tripled, he probably had in mind the asset declarations by Supreme Court judges, particularly CJI Dipak Misra and CJI-designate Ranjan Gogoi, who will take oath as CJI on Wednesday.

CJI Misra retires after 21 years as a permanent judge, 14 of which were spent in high courts. Justice Gogoi became a permanent judge of Gauhati HC on February 28, 2001, and took oath as an SC judge on April 23, 2012.

Despite their long stints as HC and SC judges, their personal wealth remained paltry, and they would be considered paupers compared to successful senior advocates. Their lifelong savings in bank balance and other assets, put together, would fall short of the daily earning of many senior advocates, who command astronomical fees.

Justice Gogoi does not own a single piece of gold jewellery while the only jewellery his wife owns is what she got from her parents, relatives and friends at the time of her marriage. CJI Misra has two gold rings, which he wears, and a gold chain. His wife has a little more jewellery than Justice Gogoi’s spouse.

Both the CJI and the CJIdesignate do not have any personal vehicle, may be because they were provided with official cars for the last nearly two decades. But unlike some judges of the SC and HCs, Justices Misra and Gogoi don’t dabble in the stock market.

Justice Gogoi has no outstanding loan, mortgage, overdraft, unpaid bill or any other liability. Justice Misra had taken ₹22.5 lakh loan from a bank to purchase a flat in the advocates’ cooperative society in Mayur Vihar, Delhi, which he is repaying.

The CJI has another house in Cuttack, which was constructed more than a decade before he become an HC judge. Both of them had declared these assets in 2012.

Bank balance, including LIC policy, for Justice Gogoi and his spouse totals a meagre ₹30 lakh. He declared in July that a plot of land at Beltola in Guwahati purchased by him in 1999, before becoming a judge in Gauhati HC, was sold for ₹65 lakh in June (he declared the name of the purchaser too).

He also said his mother had transferred in his and his spouse’s name a plot of land in Japorigog village near Guwahati in June 2015.

Compared to their assets, a successful senior advocate in the SC earns more than ₹50 lakh a day. AG Venugopal, while speaking at CJI Misra’s farewell function on Monday, probably had the Rs 1 lakh per month salary of an SC judge in mind.

Of course, the judges get good perks, allowances and help at the residence. But in money terms, judges are far disadvantaged compared to senior advocates.

Hundreds of Ayyappa devotees took out protest marches at various parts of Kerala demanding a review of the Supreme Court order permitting women of all ages to worship at Sabarimala temple on Tuesday. Marches held at Palakkad, Kochi, Pandalam, Kollam and Thiruvananthapuram on Tuesday were attended by hundreds of believers, including women.

At Pandalam, the protest was led by Sasikumara Varma, the representative of Pandalam Palace. In Thiruvananthapuram, Rahul Easwar from the family of Sabarimala Thanthri led the march along with Prayar Gopalakrishnan, former president of Travancore Devaswom Board. In other places, devotees assembled under the banner Antharashtra Hindu Parishath (AHP), an organization recently formed.

The AHP came to the forefront of the protest movement as other major Hindu organizations are undecided on their stand in the issue. Sources said the unexpected support gathered by AHP has prompted a rethinking in the state BJP leadership, which now wants the government to be cautious while implementing the court order.

AHP leaders said they wanted the state and central governments to file review petitions in the SC and seek a fresh directive to continue with the age-old custom of not allowing young women to the temple. If the SC dismisses that, a legislation in the line of one drafted to protect Jallikattu in Tamil Nadu should be brought in, they said.

Tuesday’s protests led to traffic disruptions in some centres. At the busy Vytilla junction in Kochi, vehicular traffic was disturbed for over 45 minutes. The protesters at Palakkad blocked the Coimbatore-Thrissur highway. At Pandalam, the protest march was along the busy MC Road from Medical Mission Hospital Jn to Valiya Koyikkal temple. In Thiruvananthapuram, the protest march on the MG Road concluded in front of Hanuman temple at PMG Junction.

Bedi and AIADMK MLA in public spat at government event

The150th birth anniversary celebration of Mahatma Gandhi on Tuesday was marred by the antics of AIADMK legislator A Anbalagan. At the event, public works minister A Namassivayam declared the Union territory of Puducherry open defecation-free under the Swachh Bharat Mission in the presence of lieutenant governor Kiran Bedi.

A few minutes before the event, which was held in his constituency, Anbalagan learned that he would not be addressing the audience. He picked up an argument with minister Namassivayam and local administration secretary P Jawahar. Namassivayam pacified him and requested him to join the dais. The MLA levelled a series of charges against the Congress government alleging that the government had been neglecting his constituency, which is the tail-end of all drains leading to the sea. He charged that the administration had come to a standstill due to the tussle between the council of ministers and the administration.

Bedi, who was scheduled to attend another function immediately after the celebrations, directed an official to hand him a note requesting him to wind up his address.

After reading the note, Anbalagan gave it back to the official and asked him why he should cut short his address. He continued his tirade against the government.

A few minutes later, Bedi sent another official with a note. Without even reading the note, Anbalagan this time folded it and kept in his pocket. A visibly upset Bedi then went straight to the podium and asked him to stop addressing the gathering.

Undeterred, Anbalagan continued. Bedi asked the sound engineer to switch off the mike, infuriating the MLA and leading to an ugly spat between the two.

What I spoke was wrongly interpreted by the media. All that I said was that the intelligence wing was feeding wrong information to the chief minister and that he was believing it. My supporters and myself honoured the CM during Thevar Jayanthi celebrations last year. There was huge posse of police force around me. I came to know later that the intelligence wing had informed the CM that I was planning to waylay him. Doesn’t CM know me? After all, I was the one who supported his candidature. Nobody bothered to clarify with me as to what I had said.

Do you regret speaking ill about the chief minister?

Ihave been running my party, Mukkulathor Pulipadai, since 2009. I have never spoken ill of other communities, nor have I instigated violence. Police could not find even one case against me. When I came to know that certain sections were offended by my reference to a community, I expressed regret.

There are reports that AMMK chief TTV Dhinakaran is guiding you. Why did TTV supporter and Aranthangi MLA R Rathinasabapathy meet you?

I am a party leader and I consult my office bearers for evolving policies and strategies. Why would I consult a leader of another party? Rathinasabapathy is my relative from Pudukkottai. I am an ally of the AIADMK. Amma gave me the assembly ticket. When she was alive, I was encouraged to speak. After her death, we have not got our due space and recognition.

What was the reason for your arrest?

You must ask the CM. My people and constituency have been ignored by this government. My men are targeted by police in districts like Tirunelveli, Tuticorin and Madurai. You put them in jail if they committed any wrongdoing. Why do you harm them physically. Their livelihood is affected. Why should I support this government?

Has the CM responded to your concerns?

Thrice I sought appointments with the chief minister. I did not get any response. I have information that the administration has been instructed to ignore my constituency.

There are reports that the AIADMK is pushing for getting you and three other MLAs disqualified. Have you been served any show cause notice?

No. If there is one in the offing, I am not afraid. Let me tell you, this government will face the consequences during the next polls.

You met V K Sasikala in Bengaluru prison days after you lashed out at the CM. How did the meeting go?

I met her because I am concerned about her well-being. She is my relative. She lost her husband too. She was upset that those in power had betrayed her. This government was formed to beat the designs of Prime Minister Narendra Modi. But now it has become a stooge of the central government. She felt Edappadi was committing the same mistake that OPS committed.

You were at Koovathur resort prior to the trust vote? What happened there?

Everyone — MLAs, ministers and chief minister — knows what happened at Koovathur and how this government was formed by V K Sasikala. Others are too scared to talk. If there is a probe, I will reveal everything.

Deputy chief minister and AIADMK coordinator O Panneerselvam on Tuesday feigned ignorance about his party’s move to get Thiruvadanai MLA and Mukkulathor Pulipadai leader S Karunaas disqualified from the assembly. Panneerselvam, along with chief minister K Palaniswami, was closeted with speaker P Dhanapal on Monday for a protracted meeting. And a section of media reported that the party was pushing for the disqualification of Karunaas and three other MLAs who are supporting T T V Dhinakaran. Asked about the disqualification move, Panneerselvam said, “I came to know about it only through you (media)”. The deputy CM, however, said action would be taken against those who support Karunaas. Nurses to run 10,000 clinics across state

The state will set up at least 10,000 nurse-led clinics to aid early detection of non-communicable diseases such as diabetes, hypertension, heart ailments and cancer as part of the Universal Health Coverage scheme. At these clinics, patients can get tests done free of cost and medication with doctors’ prescriptions.

On Tuesday, senior officials headed by chief secretary Girija Vaidhyanathan discussed he policy, infrastructure and human resources required.

“It’s a plan to tackle the epidemic of non-communicable diseases in the state. We are hoping that these clinics will used by all sections,” said director of public health Dr K Kolandaswamy.

The state plans to set up all these nurse-led centres by 2022 along with 3,000 other doctor-led centres in PHCs, secondary care facilities in taluks and districts, tertiary care facilities in medical college hospitals, senior officials said. The nurses, who will have cleared the two-year auxiliary nurse midwifery course, will check temperature, blood pressure, sugar levels and do other blood tests.

While results for some tests will be available instantly at the clinics, other samples will be sent to the nearest primary health centre or district hospital. Patients can collect their free medication from the clinics instead of travelling to the primary health centre. The nurses will enter the patients’ health status in a centralised platform and alert doctors in case of any abnormality.

In 2017, the state launched a pilot project in three health blocks -- Shoolagiri in Krishnagiri district, Viralimalai in Pudukkottai district and Veppur in Perambalur district.

The footfalls in these clinics increased and a study by the Indian Institute of Technology-Madras found that over a period of time these centres, which are the closest delivery points to the community, showed the potential to become the building blocks for universal health coverage.

The study done by professors including V R Muraleedharan and Umakant Dash eight months after the establishment of these clinics showed that the share of private hospitals for out-patient care in these areas dropped significantly. Shoolagiri and Veppur saw a fall from 51% to 21% and Viralimalai from 47.8% to 24.2%.

The out-patient expenditure for patients also came down significantly from ₹261 to ₹59 in Shoolagiri; from ₹351 to ₹26 in Viralimalai, and from ₹395 to ₹67 in Veppur.

HC relief for man left jobless after migration to another post

In an ‘out of box’ relief, the Madras high court has directed authorities to treat as voluntary retirement the resignation of an employee who quit service to migrate to another post where his selection was annulled after a litigation.

The transport department employee had resigned as a senior assistant engineer after 26 years of service in the TNSTC to migrate to another post in the Transport Subordinate Service.

His services, however, were terminated after a litigation over his selection as motor vehicle inspector.

Justice V Parthiban directed the government to extend all retirement benefits to petitioner S Chellamuthu, whose selection as Motor Vehicle Inspector in 2009 was set aside by the high court on a petition by an unsuccessful candidate, resulting in termination of his services.

Left jobless, the petitioner had sought a direction to the state public service commission to call him afresh for an interview for the motor vehicle inspector post or reinstate him as a senior assistant engineer in TNSTC, the post he had resigned from. PTI

37 doctors in state may lose PG degrees

The post-graduate degrees of at least 37 doctors in the state may be deleted from their licences, barring them from being teaching faculty or specialists in emergency departments across the country, after it was found that the degrees were unrecognised. The doctors may also receive a censure, with or without a fine of ₹10,000.

The state medical council’s disciplinary committee issued showcause notices to 48 doctors registered as emergency medicine specialists. While 11 sought more time to appear before the council, some ignored the notice. “We were not satisfied with the reply given by those who appeared before the council. A decision on the case will be taken at the general committee meeting on October 10,” said state council president Dr K Senthil. “Some doctors from Kerala told us they were not able to attend the meeting as they were stuck in floods. A few others wanted advance notice as they were living abroad. We will be calling them for inquiry soon,” he said.

Earlier, the council received a complaint from Emergency Medicine Association that 48 of the 59 doctors registered as postgraduates in emergency medicine were holding degrees not approved by the Medical Council of India, the apex body regulating medical education.

All doctors were conferred MD in emergency medicine by Sri Ramachandra Medical College and Research Institute and Vinayaka Mission Medical College. Both the universities received permission to run the course after 2012, but doctors who passed out in 2009 have registered their degrees.

An investigation found that the doctors registered their post-graduate degrees between October and December 2017 when the council was headed by a court-appointed administrator. The council’s elected members moved court against one another over who should be president. When the issue reached a stalemate, the Madras high court appointed a retired judge as administrator. “None of these doctors registered their postgraduate degrees until then. The administrator was doing electoral roll revision so council election can be held. They registered their PG degrees then,” said a senior council member.

The application for registration had signatures of candidates, but no sign of verification of whether the course was recognised or if the certificate was genuine, officials said. “In the last three months, the council has laid down guidelines for staff to follow. The deputy registrar should verify and sign the application before it is sent to the registrar. The registrar will do the final verification before approving the registration,” Dr Senthil said.

CoE sacked for printing failed students’ degrees

AURANGABAD: The controller of examination (CoE) of Dr Babasaheb Ambedkar Marathwada University (Bamu) was sacked on Monday over the recent printing of degrees of failed students which had caused a stir.

“Digambar Netke, the CoE, along with computer operator Ishtiyak Khan, who were found responsible for the lapse by a committee constituted to probe the matter, have been removed from their posts,” a senior university official said.

“The blunder could have been avoided if both CoE and computer programmer had paid proper attention towards their duties. We found them guilty and therefore relieved from the posts,” Walmik Sarwade a senior faculty member who headed the committe said.

The printing and subsequent distribution of colleges degrees of failed students had triggered a couple of protests. While the vice-chancellor B A Chopade was targeted, he pleaded ignorance about the procedure followed by the examination department in printing degrees and said, “The CoE is at the helm of entire affairs being head of the department.”

Faculty Cannot Pursue Full Time Course While Teaching: Madras High Court

Deprecating the practice of a teacher or professor pursuing a full time course while simultaneously working as a faculty member, the Madras High Court has made it clear that it cannot be permitted without prior permission from the university or college concerned. "The university/institution and the recognition authorities must ensure that no teacher/professor is permitted to do the full time course without obtaining prior permission from the University/College."

"Otherwise, that will give a wrong signal and that for the sake of convenience, the student may be asked to be a Professor for the purpose of showing the strength and the institution may get the approval/recognition from AICTE and simultaneously allow them to study full time course. This practise is deprecated," the court said

Petitioner P Shanmughavalli submitted that she got admission for a two-year Mechanical Engineering course in Anna University for the 2014-16 academic year and got employed as a lecturer in the College, during which she applied for leave to appear for four semester examinations.

She was relieved from the post by in 2015 and issued a show cause notice for alleged violation of rules on the grounds that she was working as a teaching faculty on a full-time basis while at the same time pursuing the course.

The petitioner, in her reply, said she had to take the semester examinations.

The Controller of Examinations in an April 2017 order nullified all the examinations taken by the petitioner.

Shanmughavalli then moved the High Court, which dismissed her petition, noting that she had joined the course in 2014 and applied for leave in the midst of the course.

Even thereafter, without any sanction/permission, she continued the course, the court said.

Moreover, she has pursued the full time M.E. course while simultaneously working as a full time faculty member,which the relevant rules of Anna University do not permit and was not valid in the eye of law, the court said.

In what could be a big relief to students seeking inspection of their answer-sheets through RTI, the Delhi High Court has ordered the Delhi University to allow the inspection of answer-sheet to a former student under RTI by refusing to stay the CIC order against which the varsity had approached the court.

The high court in an order issued on September 24 refused to grant the stay asked for by the university against a Central Information Commission (CIC) order, according to which it was to allow the inspection of the answer-sheet to a student who had sought it under an RTI provision.

The order, in effect, paves the way for a number of such students who may have chosen the RTI route for checking their copies instead of paying a fee to the university.

"It is clarified that this court has not stayed the impugned order dated June 18, 2018 (the CIC order) and inspection of the evaluated answer-sheet shall be provided... as directed.

"The question whether a student has any right to seek inspection of his/her answer-sheets will be considered on the next date," the court said in its order.

A former law student of the university had sought the inspection of his answer-sheets through an RTI in 2016, but the matter dragged on for two years, forcing him to approach the intervention of the CIC.

The CIC adjudicated in favour of the student, ordering the Delhi University to allow him the inspection of his answer copy -- as prescribed under Section 2(j) of the Right to Information Act -- in "larger public interest" .

The Delhi University, which under the current system charges a fee -- Rs. 1,000 for revaluation of a single copy and Rs. 750 for its rechecking -- from the students, challenged the CIC order in the court and asked for a stay on it, contending that allowing the inspection under RTI "would render their existing mechanism of providing hard copies...redundant".

The final hearing on the matter is reserved for January 30 next year.

IANS had earlier reported that the Delhi University earned over Rs. 3 crore in fees paid by students for either revaluation or rechecking their answer-sheets and for providing photocopies of answer-sheets to them between 2015-16 and 2017-18.

According to the information provided by the university under RTI, it earned Rs. 2,89,12,310 for revaluation alone between 2015-16 and 2017-18.

During the same period, it earned Rs. 23,29,500 for rechecking and Rs. 6,49,500 for providing students copies of answer-scripts evaluated.

MBBS graduates from abroad face a hard road to licence, respect

NEW DELHI: It is unusual for medical graduates in India to be embarrassed around their relatives. But Kumar Gaurav, who completed his MBBS in March 2016, has not visited his Bihar hometown in two years. His relatives had once made fun of him because he couldn’t practice despite having a medical degree. And that had stabbed him right in his heart.

Gaurav went to a medical college in Nepal, but graduates from that country can’t practice in India unless they clear the Foreign Medical Graduates Examination (FMGE), a screening test conducted by the Medical Council of India twice a year. This applies to graduates from institutions in other countries as well, such as China, Ukraine, Russia, Bangladesh and the Philippines.

Fresh graduates return to India and join the ranks of those who have been trying to pass the test. It’s a tough life.

Chhattarpal Vasisth, who did his MBBS from Ukraine, is now enrolled in a coaching institute in South Delhi to crack the screening test. The 26-year-old comes from a small village in Haryana’s Bhiwani, and the first to be a doctor from there. “I could not get admission in government medical colleges. Private colleges charged over Rs 50 lakh. In Ukraine, it cost me less than Rs 20 lakh, including hostel fees,” he says.

Like Gaurav and Vasisth, more than 5,000 young men and women opt for medical degrees abroad every year because of low cost and ease of admission, among other reasons. China is the most popular destination, followed by Russia, Ukraine, Nepal, Kazakhstan and Bangladesh. Some even go to Pakistan.






The life that follows their return to India is different from what most anticipate. They also have to deal with the realisation that, hierarchically, they are considered less meritorious than home-grown medical graduates.

Gautam Nagar, a residential area near AIIMS in Delhi, is known for the large number of medical graduates and aspiring students who live there. Just behind AIIMS are the winding lanes of Gurjar Dairy, an unauthorised colony where hundreds of medical graduates from abroad live in dingy accommodations on a shoestring budget, while enrolled in coaching classes and dreaming of cracking FMGE.

“When I went to study in Ukraine, I assumed I would be more sought-after here on my return. Life was tough there. I lived on a tight budget and worked at restaurants,” says Dr Saurav Awasthi, an MBBS now employed at a government hospital in Delhi.

“People think we did not have the merit to study medicine but partied and came back with easy degrees. This is not true. Education standards there are better than most private medical colleges in India and even some government ones,” Awasthi adds. He is now a leading member of All India Foreign Medical Graduates Association, which works for the rights of students like him.

Their image is not enhanced by the fact that graduates from abroad perform poorly in FMGE. Between 2012 and 2014, graduates from Bangladesh performed the best, with 31% clearing the test. Then there are countries like Armenia and Kyrgyzstan, from where only 18% graduates make the cut. Each year, more than 10,000 appear for FMGE. In the June 2014 exam, only 5% passed. In June this year, the figure was slightly more encouraging: 26%.

Awasthi and others say the government should make the test compulsory for all graduates, including those from Indian colleges. Dr Yatish Aggarwal, an advisor to the National Board of Examination that conducts FMGE, points out, “A few years ago, following protests by foreign graduates over low pass percentage in FMGE, we asked some final-year students from Maulana Azad Medical College and Vardhman Mahavir Medical College to take the test without prior notice. Nearly 80% of them qualified. Less than 20% of the foreign graduates made it.”

Recently, the health ministry issued directions that any Indian candidate wishing to pursue medical education from any foreign destination will have to pass the National Eligibility-cum-Entrance Test from now on.

Foreign medical graduates say there is a deep vein of prejudice against them even after acing FMGE. “We get paid lower salaries than domestic graduates. We are deployed on emergency, night shifts or as assistants to senior doctors. To earn respect, we have to get a PG degree. It's a constant struggle," says a doctor on condition of anonymity.
