Dismissing a PIL seeking a detailed inquiry into the alleged illegal transfer of government nurses across the state after the model code of conduct came into effect in view of Lok Sabha elections, the Madras high court on Friday imposed ₹50,000 on the petitioner, the Tamil Nadu Health Employees Welfare Association.

A division bench of Justice S Manikumar and Justice Subramonium Prasad passed the dismissal order after recording the submission of the ECI that it is not concerned about such transfers as the commission would not require the services of nurses for election.

According to the petitioner, the health department announced counselling for availing transfer for government nurses working across the state. The counselling was scheduledon January 11.

The condition for participation was that the nurse should have completed at least one year of service and to prove the same, service certificate should be produced. It was made clear that nurses without service certificate would be disqualified, the petitioner added.

The association also alleged that sufficient time was not provided to obtain service certificate form the authorities concerned.

Though the counselling was challenged before the Madurai bench of the high court, the department continued issuing transfers based on the counselling and it continued even after the model code of conduct was announced, it alleged.

Therefore, the petitioner wanted the court direct the state to conduct a detailed inquiry into the transfers, relieving, and joining orders issued to nurses across the state after November 2018.

Gap between submission of thesis and PhD viva reduced

University of Madras has decided to reduce the number of days between the final submission of PhD thesis and the public viva voce. It was decided at a syndicate meeting on Friday, sources said.

Currently, the university gives a gap of 30 days between the submission of all reports and the viva voce. The syndicate has decided to reduce it to 15 days, sources said. The decision will be taken forward to the senate due on March 30 for approval, sources said.

This regulation has remained unchanged for the past 40 years, say professors.

“Earlier, one had to send communications in the form of snail mail to the student and other stakeholders like examiners who would be present during the viva, which necessitated a 30-day gap. However, now with different electronic modes of communication, such a gap is not needed,” said a senior official.

Research scholars are supposed to face a viva voce in which members of the public are also allowed. One copy of the thesis would have to be kept at library for public scrutiny.

The syndicate also discussed the qualification approval to be given to the principals of three minority institutions which had approached the Madras high court against the university. A syndicate member said the body had resolved to allow the university to give approval to the colleges.

It’s less than a month since the Tejas Express, the premium train between Chennai and Madurai, started running, but already passengers are complaining of clogged toilets, cracked windows and TV sets that don’t work.

The train runs full on weekends and is more than half full on weekdays. And the summer holidays set to begin, it is likely to run full even on weekdays. The train starts from Chennai at 6am, reaches Madurai at 12:30pm and returns to Chennai from Madurai at 9:30pm. It has only two stops, Trichy and Kodai road.

Railways had great hopes that the passengers, who pay a premium to travel on the Tejas Express, would not complain about the toilets as they do about those on other trains. This train has bio-vacuum toilets meant to rival those on flights.

However, within the first few days, complaints started pouring in that the toilets was extremely smelly. “The odour is present even in the centre of the coach. The toilet is not flushing properly.”

These were some of the complaints posed by passengers tagging the twitter handles of railway officials. Some shared photos of faecal matter floating in water. This is when the train is not even running full.

G Jayakumar who travelled on March 8 said the comfort in the train was good but the toilets were not flushing.

Another passenger Peter who travelled two days later complained that the toilets were unclean and requested that they be cleaned enroute.

Sources in Southern Railway said the exit nozzle of the toilet was smaller than on regular trains. “So even if the passenger dumps a bottle or any cup, it gets stuck in the nozzle and this clogs up the bio-toilet system. We are already working on the issue,” an official said.

A senior railway official said there were issues with the bio-toilets installation as well and that the contractor was likely to be pulled up. Two coaches had already been sent to Integral Coach Factory (ICF) for replacement of bio-toilets, the official added.

Many of the windows are cracked as miscreants pelt stones at the train. At least 10 instances of stone pelting has been recorded and many of the cracked windows have not been repaired. “The glass is expensive, each pane costs around ₹10,000-₹15,000,” said an official.

There’s another problem with the windows. The blinds that cover them are operated mechanically, unlike on the Shatabdi, where you have to manually move them. On the Tejas, passengers have to push a button to move the blinds, but they complain that the mechanism malfunctions often.

The infotainment system was supposed to be one of the USPs of the Tejas Express, but passengers complain that 15%-20% of the TV screens are defective.

சில நிறுவனங்களுக்கு பணம்செலுத்தப்பட்ட நிலையில் அந்த நிறுவனங்கள் பொருட்களை விநியோகம் செய்யாமல்இருப்பதை பாரிக்கர் கண்டுபிடித்தார். இதுபோன்ற முறைகேடுகளைத் தடுக்க பாதுகாப்புத் துறையின் ஒப்பந்தங்கள், பணப் பரிமாற்றங்களில் கடுமையான கட்டுப்பாடுகளை அமல்படுத்தினார்.

கடந்த 2016-ம் ஆண்டு பட்ஜெட்டில் பாதுகாப்புத் துறையின் மூலதன செலவுக்கு ரூ.77,798 கோடி ஒதுக்கப்பட்டது. பாரிக்கரின் நிர்வாகத் திறமை, சிக்கனத்தால் ரூ.9,000 கோடி வரை மிச்சப்படுத்தப்பட்டது. தனிப்பட்ட வாழ்வில் எளிமை, சிக்கனத்தைக் கடைப்பிடித்த பாரிக்கர், அரசு நிர்வாகத்திலும் சிக்கனத்துக்கு முதலிடம் அளித்தார்.

8,000 hospitals, diagnostic centres apply for licences

At least 8,000 clinical establishments — hospitals, clinics and diagnostic labs —have applied to the health department for licences under the Clinical Establishments Act. It is mandatory according to the Tamil Nadu Clinical Establishments Rules notified in the state gazette in June 2018.

In March 2018, the state framed a legislation making it compulsory for all clinical establishments — hospitals, nursing homes, dispensaries, consulting rooms, clinics or polyclinics — public or private, to register themselves with the government. The rules were notified in June. The directorate of medical services has developed a software to register all hospitals under a centralized process. The deadline for applications ends on March 31. Any institution failing to apply won’t be able to operate.

Director of medical services Dr N Rukmani said the department has trained staff at district level to upload data from onto the software before it is officially launched mid-January. These establishments will be inspected by respective district health officials to ensure they fulfil the infrastructure and human resources requirement. If they qualify, they will be given a licence for five years, she said.

The new rules will standardize establishments that serve in allopathic or Indian medicine streams. It specifies the floor space requirement, waiting area, safe drinking water supply, toilet for all clinical establishments to be registered.


While doctors’ bodies such as the Indian Medical Association have welcomed the move, the paramedical, laboratory education and welfare associations have asked for relaxations in the norms. “Many of them have not applied yet because they may not fulfil the requirement,” said DASE general secretary Dr GR Ravindranath.


His association estimates that around 20,000 laboratories will have to shut down and over 50,000 technicians to lose jobs in the next few months if the government decides to enforce the regulations. According to the rules, clinical laboratories in rural areas should have at least 500sqft for sample collection, first aid, processing and report presentation. In the urban area, space should be 700sqft to 1500sqft. The lab should ensure that adequate space is provided for reception, sample collection, isolation of biohazard, radioisotope-related work as per Atomic Energy Regulatory Board (AERB) rules.

In addition, the rules specify minimum qualification for the staff.

This comes a day after a baby’s head was separated from its torso during the delivery.
A day after a baby’s head was separated from its body during childbirth at a public health centre (PHC) in Koovathur, Tamil Nadu, the state’s Health Department has issued orders for doctors to be present at all deliveries conducted in a PHC.

“This particular case occurred at an additional PHC, doctors there work from 9 am to 5 pm and there are staff nurses on call following that. The nurse who was handling the woman’s delivery has conducted several deliveries and is someone qualified to do so,” Dr VK Palani Deputy Director of Health Services (DDHS) said to TNM.

However, in view of the incident, all PHCs in the state have been ordered to ensure that a doctor is present during any deliveries which are conducted, he added.

“We have given strict orders to all the PHCs in the state, additional and otherwise, to ensure that doctors are called in even after hours to attend to deliveries. Earlier this was not a protocol, because the staff nurses are more than well equipped to handle these cases,” he said.

The case

On Wednesday morning, Bommi T, a native of Cuddalore, was taken to the additional PHC in Koovathur after she began experiencing labour pains. She had come to her maternal home for childbirth. When she was taken to the PHC, the nurse in charge who examined her noticed that there were no signs of life from the unborn baby. Upon further examination she suspected that the child had died in the womb and began to take the necessary steps to deliver the baby. During this time, the head of the baby was delivered while the torso remained in the woman.

After this, Bommi was rushed to Chengalpattu Government Hospital where doctors took her up for an emergency surgery and removed the torso of the baby.

She was then admitted for treatment and support to the hospital. Dr Usha Sadasivam, dean of the hospital, confirmed to TNM that as of Thursday morning, Bommi’s condition is stable and there is no danger to her at present.

Allegations of medical negligence

While officials have stated that it appeared as though the child had been dead in the womb for around 48 hours, relatives of Bommi are alleging that it was negligence on the part of the hospital staff which led to such an incident. They stated that there were no doctors present at the hospital and claim that this is the reason that the child died.

However, an inquiry conducted by a team of officials from the health department, consisting of the state health secretary and the deputy director of health services, concluded otherwise.

“When the dean of the hospital examined the baby’s body, she noticed there was some peeling of the skin and a few other signs to indicate that the baby had died in the womb itself. This and other examination findings point to some decay having taken place, that may actually have caused the baby’s head to have separated from its body,” stated Dr Palani. He further added that Bommi had conceived the child hardly two months after a previous abortion, which he says is a risk factor.

Bommi, the wife of Thiyagarajan, a daily wage labour, was also underweight and anemic according to Dr Usha, which further complicated her condition. Doctors also noted that Bommi had not gained much weight during the pregnancy and that the child was underweight. All of these factors could have led to the intrauterine death (IUD), according to doctors.

A post mortem is currently underway at the Chengalpattu Government Hospital to determine what caused the baby to die.

 TN college correspondent booked for sexual abuse of staff, students

The incident at the paramedical and research college came to light after a woman staff member who reportedly escaped an attempt to harass her filed a complaint.

In a shocking case of harassment in Kanyakumari district in Tamil Nadu, a male college correspondent and two women staff members have been arrested for allegedly abusing and abetting the abuse of students and other staff members at a college. The incident, which took place at the Jacob Memorial College, came to light on Tuesday after several students, women staff and their families staged a protest, demanding the arrest of the correspondent.

According to one report in the Times of India, Ravi, 35, the correspondent of the paramedical and research college reportedly made women students and staff feel uncomfortable. Two women staff members – Nalini, 30 and Kala, 28 – reportedly aided the abuse. The complaint leading to the trio's arrest was filed by one of the female staff members at the college soon after Ravi attempted to misbehave with her.

The co-educational institution is reportedly attended by 80 students and 10 staff members. The newspaper also reports that in the past, staff members had allegedly quit the institution after they faced harassment from Ravi.

Speaking to TNM, Additional Superintendent of Police of Nagercoil, G Jawahar said, “The three have been arrested and remanded on Wednesday. A case under Indian Penal Code Sections 354 (Assault or criminal force to woman with intent to outrage her modesty) and 506(2) (Punishment for criminal intimidation) have been filed on the correspondent. The two women staff members have been booked under Section 354B (Assault or use of criminal force to woman with intent to disrobe). Further action will be taken based on the investigation.”

On Tuesday, staff and students of the college staged a protest, demanding the arrest of the correspondent as well as the two staff members. Following the arrests, the protesters have dispersed, said the police.

CHENNAI: The order to prosecute tainted government officials under Section 17 A of Prevention of Corruption Act should be given within the time-frame of three months as laid down by the Supreme Court, according to official sources.

It is learnt that the Vigilance commissioner has told State departments there is no need to refer in the proposals seeking vigilance commission remarks.

It has been clarified that the government is empowered to take a decision independently based on the merits of the case, sources said.

These observations were made during the monthly review meeting conducted by Vigilance commissioner and commissioner of Administrative Reforms recently.


The monthly review meetings have been started from this year with the first meeting on January 29, 2019 and the second on February 21, 2019. It is learnt that the monthly review meetings have resulted in speedy approvals and sanction of vigilance cases within a record time.

Usually, Directorate of Vigilance and Anti-Corruption (DVAC) books officials under preliminary enquiry (PE), detailed enquiry (DE), regular cases or traps. It is learnt there are 893 cases under preliminary enquiry and detailed enquiry, 680 cases under regular cases enquiry and 141 cases pertain to traps, as per figures available till 2017-18.

Sources said usually many State departments slow down the cases or keep them in abeyance and say the cases are under consideration of the department.

Now, the Vigilance Commissioner has stated that it is the prerogative of the government in taking a decision and informing DVAC within a time-frame fixed in the Act.

“The issues which may arise out of the decision taken by the government will be brought to the notice of vigilance commission by DVAC and during that time the commission will render appropriate advice to the government,” a source said quoting DVAC officials, and added the commission does not want the departments in the Secretariat to send in the concerned file to it for remarks.

It is learnt that State departments while passing final orders never update DVAC on the decision taken and it has been ordered to send in the final orders pertaining to vigilance cases to the directorate and vigilance commission.

CHENNAI: After suspending 37 temporary staff for their alleged involvement in malpractices in examinations, Anna University has decided to store the answer scripts in a more secure and safe place, Vice-Chancellor M K Surappa has said. Along with strengthening the security of the places where answer scripts are stored, the university will also conduct awareness drives among the examination invigilators and other stakeholders.

“Through sensitisation drive we will urge invigilators and other persons involved in the examination process to do their job diligently and not to indulge in such malpractices,” said Surappa. However, he refused to divulge the details as to how the university will ensure the security of the answer scripts. “We will take adequate measures to avoid a rerun of the incident,” he told Express.

Notably, Anna University has unearthed a scam related to examinations in November -December 2017 and terminated 37 temporary staff. An inquiry committee found that the terminated staff allegedly connived with students and some other officials of the university, and allowed students to write their papers outside the examination hall. According to sources in the varsity, the group took at least `15,000 to `40,000 from each student. “The group committed the malpractice cunningly. After taking money from students, it used to take out the original answer scripts of the students concerned from the bundle after the examination and later handed over blank answer sheets to them. The students or any candidate entrusted by them used to fill the blank answer sheets with the correct answers outside the examination hall. Later, the same was inserted into the bundle,” said an official.

A public servant, more specifically, serving as a staff nurse, is bound to serve with full devotion to duty.

Chennai: Reminding the bravery shown by our Indian air force pilots in targeting the enemy terrorists camps inside the territory of Pakistan, the Madras high court has expressed its expectation from a staff nurse, who is transferred from Coimbatore government hospital to Vellore government hospital, to show such courage and braveness in performing his duties.

“If such mindset is developed in the public service, then, there would be no room for corrupt activities also in public service”, said Justice S.M.Subramaniam while dismissing the petitions filed by R.Sreenivasan, challenging the order of the authorities transferring him from Coimbatore Government hospital to Vellore district.

The judge said the petitioner is serving as a Staff Nurse in Government Hospital. The job nature of staff nurse is noble one. A public servant, more specifically, serving as a staff nurse, is bound to serve with full devotion to duty. Undoubtedly, the petitioner, being a staff nurse, more specifically in a government hospital, has to serve in the interest of public and for the welfare of the administration, the judge added.

The judge said administrative transfers were issued on various grounds. It was not necessary for the competent authorities to spell out reasons for all such administrative transfers. Administrative grounds cannot be challenged in a routine manner. However, the authorities, while exercising the power of discretion must keep in mind that the said power should be used without any bias and administrative transfers were to be issued for genuine reasons. The authorities should not issue any such transfer orders on personal vengeance or on any other extraneous consideration, the judge added.

The judge said in the present case, except by stating that the petitioner was an office bearer of an Association and the officials concerned have taken certain personal vengeance against him, the said allegations were not substantiated with sufficient materials on record.

Those officials were not impleaded as parties in their personal capacity. In the absence of any such specific and substantiated allegations regarding the mala fide intention, this court would not entertain a petition based on certain bald allegation or on certain grounds made in the petition. If such grounds were accepted at the threshold, every public servant will come to the court and state that every such transfer orders were issued with some ulterior motive or on personal vengeance. Courts cannot give room for such pleadings to be raised by the public servant without any basis, the judge added.

The judge said undoubtedly every family in this country has got problems in one way or other and they have to solve the problems and lead their life with happiness and peace. Such personal grievances cannot be a ground to revoke an order of transfer. “Public service is a noble one, more so being a member of medical services in government hospitals, where the service of nurses like the petitioner, is very much essential for the benefit of poor people. This court would like to remind the bravery shown by our Indian air force pilots in targeting the enemy terrorists' camps inside the territory of Pakistan.

The petitioner staff nurse also is expected to show such courage and braveness in performing his duties. If such mindset is developed in the public service, then, there would be no room for corrupt activities also in public service. Under these circumstances, this court would suggest that the petitioner has to serve in the place where he is posted, in the interest of public and to serve the nation with full devotion to duty”, the judge added.

MYSURU: Emelife Stella Chinelo, a 28-year-old from Nigeria, had returned to her country only recently after learning that she has topped the University of Mysore in MSc Chemistry. However, she had no inkling about emerging as a ‘golden’ girl, which she came to know only a few weeks ago.

On Sunday, Chinelo received 20 gold medals and five cash prizes, the highest ever in post-graduation studies, during the varsity’s 99th convocation.

An elated Chinelo told reporters that it was the result of hardwork and perseverance. “I devoted most of my time towards studies. I was either in the classroom or library. The reason why I chose India, especially the UoM, for higher studies is because of its scope for academic excellence,” she said.

Moreover, she is so good at Chemistry that she also topped Usmanu Danfodiyo University in Nigeria, where she studied BSc (applied chemistry).

A native of Anabra state in the eastern part of the African country, Chinelo wants to make a career in teaching in any part of the world. However, for the time being, she has landed a job as a teacher in her country. Her mother is also a teacher, while her father is a businessman.

Reservation counter comes up at Thirunindravur station

This is one of four counters opened by Southern Railway and it signifies a victory for residents

After a decade of struggle, residents manage to get a separate reservation counter at Thirunindravur railway station. A week ago, Southern Railway opened four ticket counters on the premises of the station. Of the four, three counters are meant for suburban ticket booking and the other one for reservation.

On an average, more than 10,000 commuters, mainly college students, traders and farmers, board trains from the station, which was electrified in 1979. With a few MTC services in the locality, farmers rely on local trains to transport their produce including vegetables, greens and fruits to markets in Avadi, Villivakkam and Koyambedu wholesale market. Of the three platforms, platform 2 and 3 are meant for suburban trains and the first platform is for long-distance trains and goods trains.

“Opening up of a reservation counter in Thirunindravur station was our long-pending demand. The new reservation counter will, for sure, make our job easy. Earlier, we had to travel all the way to Tiruvallur (20km away) or Avadi (10km away) to book tickets for long-distance trains,” says T. Sadagoppan, a resident of Pattabiram, near Thirunindravur.

According to railway officials, commuters can book tickets at the reservation counter between 8 a.m. and 2 p.m. However, tatkal booking facility is available only at 10 a.m for air-conditioned coaches and at 11 a.m. for non-air-conditioned coaches.

Frowning upon government servants who resisted transfer, the Madras High Court chose to contrast it with the commitment and bravery of the Indian Air Force personnel, who carried out air strikes on a training camp of terror outfit Jaish-e-Mohammad at Balakot in Pakistan on February 26 pursuant to the killing of 40 CRPF personnel in Pulwama.

“The court would like to remind the bravery shown by our Air Force pilots in targeting the enemy terrorist camps inside the territory of Pakistan,” Justice S.M. Subramaniam said and impressed upon the need for all other public servants, irrespective of their nature of work, to follow suit and exhibit similar kind of devotion towards their respective duties. “Undoubtedly every family in this country has got problems in one way or the other. They have to solve those problems and lead a happy and peaceful life. Such personal grievances cannot be a ground to revoke an order of transfer. This court would like to know whether there is any family in the country which has no problems or issues at all,” the judge said. Slamming those who challenge administrative transfers citing personal difficulties, Justice Subramaniam said: “If reasons like welfare of children and aged parents are to be raised, then the employee should not opt for public service. Public service is a noble one... Place or post can never be claimed as a matter of choice.”

Government finally takes over Pariyaram medical college

KANNUR: The government has finally issued the order bringing the Pariyaram Medical College and other related institutions under the state government. This would bring admissions to all the institutions under the ambit of government rules.

A circular issued by principal secretary Rajan Namdev Khobragade on Monday says that as per the state governor’s order, all institutions under the Kerala State Co-operative Hospital Complex (KCHC) and Centre for Advanced Medical Services Ltd, including assets and liabilities, would now on be with the state government.

Institutions like the Pariyaram Medical College and Hospital, Dental College and Hospital, Nursing College, Pharmacy College, Nursing School and Sahakarana Hrudayalaya will come under the department of medical education, said the order. The English medium public school on the campus will be under the department of public education, said a separate order.

The order also said the routine management of these institutions would be vested with the district collector till the handing over process is completed.

The Pariyaram medical college will now on be known as Kannur Government Medical College. Government fees and more merit seats would be ensured for the students.

Thiruvananthapuram: The Cabinet meeting on Wednesday decided to recommend to governor P. Sathasivam that an ordinance be promulgated for taking over the Pariyaram Cooperative Medical College, Kannur.

The college which was under a takeover process was being administered by a board of control for Pariyaram medical college.

Health minister K.K. Shylaja said in a statement here on Wednesday that Kerala State Cooperative Hospital and Centre for Advanced Medical Services and allied institutions will now become government institutions. This meant that eight institutions namely Pariyaram Med-ical college, Dental college, Academy of Phar-maceutical Sciences, Col-lege of Nursing, School of Nursing, Sahakarana Hrudayalaya, Medical college public school and Institute of Para Medical Sciences will be taken over by the government.

With this the students can study in all seats in the college by paying government fee. Earlier, 50 per cent seats were in management quota at a higher fee. Moreover, people can now get free treatment from the college when it comes under the government.

There was no government medical college in North Malabar. This was one of the demands of the people of the region, said Ms Shylaja.

Pariyaram medical college like other medical colleges in the state will be converted into a centre of excellence.

All sections of people keeping aside their political affiliation should cooperate in the endeavour to convert the medical college into a world class institution, said Ms Shylaja.

The previous LDF regime in 1997 had taken over the medical college.

However, the subsequent UDF government returned the administration to the society.

The government had earlier shouldered the burden of repaying the loan taken by the society for the medical college and hospital.

The medical college has 1,938 employees and 2,500 students.

The hospitals has 1,000 beds and 18 operation theatres. The UDF government in 2011-16 also decided to take over the institution, but it could not implement the decision.

சென்னை: பிஎஸ்என்எல் முறைகேடு வழக்கில் விசாரணைக்கு ஒத்துழைக்கவில்லை என்றால், மாறன் சகோதரர்களை சிறையில் அடைத்து விசாரிக்கலாம் என்று சென்னை உயர் நீதிமன்றம் உத்தரவிட்டுள்ளது.

பிஎஸ்என்எல் இணைப்புகளை முறைகேடாக பயன்படுத்தி அரசுக்கு ரூ.1.78 கோடி இழப்பு ஏற்படுத்தியதாக மாறன் சகோதரர்கள் உள்ளிட்டோர் மீதான வழக்கில் சிபிஐ நீதிமன்றம் குற்றச்சாட்டுப் பதிவு செய்தது.


இந்த குற்றச்சாட்டை ரத்து செய்யக் கோரி மாறன் சகோதரர்கள் சென்னை உயர் நீதிமன்றத்தில் மேல்முறையீடு செய்தனர்.

இந்த மனுவை விசாரித்த நீதிமன்றம், குற்றச்சாட்டைப் பதிவு செய்திருக்கும் சிபிஐ, தயாநிதி மாறன், கலாநிதி மாறனிடம் விசாரணை நடத்த வேண்டும் என்றும், தேவைப்பட்டால் தயாநிதி மாறன், கலாநிதி மாறனை சிறையில் அடைத்துக் கூட விசாரிக்கலாம் என்றும் உயர் நீதிமன்றம் உத்தரவிட்டுள்ளது.

பதிவு செய்யப்பட்ட குற்றச்சாட்டுகளின் அடிப்படையில் வழக்கை எதிர்கொள்ள வேண்டும் என்றும், 4 மாதத்துக்குள் இந்த வழக்கை விசாரித்து முடிக்கவும் சிபிஐ சிறப்பு நீதிமன்றத்துக்கு சென்னை உயர் நீதிமன்றம் உத்தரவு பிறப்பித்துள்ளது.

மத்திய தொலைத்தொடர்புத் துறை அமைச்சராக இருந்த தயாநிதி மாறன், தனது அதிகாரத்தை தவறாகப் பயன்படுத்தி, சன் டிவிக்கு பி.எஸ்.என்.எல். அதிவேக தொலைபேசி இணைப்புகளை முறைகேடாகப் பயன்படுத்தியதாக குற்றச்சாட்டு எழுந்தது. இந்தச் சட்ட விரோத தொலைபேசி இணைப்புகள் மூலம் அரசுக்கு ரூ.1.78 கோடி இழப்பு ஏற்படுத்தியதாக தயாநிதி மாறன் மற்றும் கலாநிதி மாறன் ஆகியோர் மீது குற்றஞ்சாட்டப்பட்டது.

இந்த மோசடி தொடர்பாக கலாநிதி மாறன், தயாநிதி மாறன் மற்றும் பி.எஸ்.என்.எல். பொது மேலாளராக பதவி வகித்த கே.பிரம்மநாதன், அந்நிறுவனத்தின் முன்னாள் துணைப் பொது மேலாளர் வேலுச்சாமி, தயாநிதி மாறனின் தனிச் செயலாளரான கெளதமன், சன் டிவி ஊழியர்களான கண்ணன், ரவி ஆகிய 7 பேர் மீது சிபிஐ வழக்குப் பதிவு செய்தது. இந்த வழக்கை விசாரித்த சென்னை சிபிஐ சிறப்பு நீதிமன்றம் இந்த வழக்கில் குற்றஞ்சாட்டப்பட்ட மாறன் சகோதரர்கள் உள்ளிட்ட 7 பேரையும் விடுவித்து உத்தரவிட்டிருந்தது.

இதனை எதிர்த்து சிபிஐ தாக்கல் செய்த மேல்முறையீட்டு மனுவை விசாரித்த உயர்நீதிமன்றம், மாறன் சகோதரர்கள் உள்ளிட்ட 7 பேரை விடுவித்து சிபிஐ நீதிமன்றம் பிறப்பித்த உத்தரவை ரத்து செய்து, வழக்கில் குற்றச்சாட்டுப் பதிவு செய்து மீண்டும் விசாரிக்க உத்தரவிட்டது. அதன்படி இந்த வழக்கின் விசாரணை சிபிஐ நீதிமன்றத்தில் நடந்து வருகிறது. இந்த வழக்கை குற்றச்சாட்டுப்பதிவுக்காக சிபிஐ நீதிமன்றம் ஜனவரி 30-ஆம் தேதிக்கு ஒத்திவைத்திருந்தது.

இந்த வழக்கின் குற்றச்சாட்டுப்பதிவுக்காக ஆஜராவதிலிருந்து விலக்களிக்கக் கோரி மாறன் சகோதரர்கள் சார்பில் தாக்கல் செய்யப்பட்ட மனுவை தள்ளுபடி செய்த சென்னை உயர்நீதிமன்றம், குற்றச்சாட்டுப்பதிவுக்காக விசாரணை நீதிமன்றத்தில் ஆஜராக உத்தரவிட்டது.

குற்றச்சாட்டுப் பதிவு: இந்த வழக்கு சிபிஐ நீதிமன்ற நீதிபதி ஆர்.வசந்தி முன் விசாரணைக்கு வந்தது. அப்போது கலாநிதி மாறன், தயாநிதி மாறன் மற்றும் பி.எஸ்.என்.எல். பொது மேலாளராகப் பதவி வகித்த கே.பிரம்மநாதன், அந் நிறுவனத்தின் முன்னாள் துணைப் பொது மேலாளர் வேலுச்சாமி, தயாநிதி மாறனின் தனிச் செயலாளரான கெளதமன், சன் டிவி ஊழியர்களான கண்ணன், ரவி ஆகிய 7 பேரும் ஆஜராகினர். அப்போது இந்த வழக்கில் குற்றம்சாட்டப்பட்டுள்ள 7 பேருக்கும் தனித்தனியாக குற்றச்சாட்டுக்களை வாசித்துக்காட்டி நீதிபதி அவற்றை பதிவு செய்தார்.

மறுப்பு: அப்போது தன் மீதான குற்றச்சாட்டுக்களை மறுத்த தயாநிதிமாறன், இந்த வழக்கில் சிபிஐ என் மீது சுமத்தியுள்ள குற்றச்சாட்டுக்கள் அனைத்தும் அரசியல் உள்நோக்கம் கொண்டு புனையப்பட்டவை. தொலைபேசி இணைப்புகளை முறைகேடாக பயன்படுத்தினேன் என்பதை நிரூபிக்கும் வகையில் சிபிஐ போதுமான ஆதாரங்களை சமர்ப்பிக்கவில்லை. ஊகத்தின் அடிப்படையில் சுமத்தப்பட்டுள்ள இந்த குற்றச்சாட்டுக்கள் அனைத்தும் அடிப்படை ஆதாரமற்றவை எனக்கூறி தன் மீதான குற்றச்சாட்டுக்களை மறுத்தார். அதே போல, கலாநிதிமாறன், சிபிஐ தரப்பில் தாக்கல் செய்யப்பட்டுள்ள குற்றச்சாட்டு ஆவணங்களில் ஒரு இடத்தில் கூட என் பெயர் இடம்பெறவில்லை. அரசியல் காரணங்களுக்காக இந்த வழக்கில் எனது பெயர் சேர்க்கப்பட்டுள்ளது எனக் கூறி குற்றச்சாட்டுக்களை மறுத்தார். இதே போன்று மற்றவர்களும் தங்கள் மீதான குற்றச்சாட்டுக்களை மறுத்தனர்.

இந்த நிலையில், மாறன் சகோதரர்கள், தங்கள் மீது பதிவு செய்யப்பட்ட குற்றச்சாட்டுகளை ரத்து செய்யக் கோரி உயர் நீதிமன்றத்தில் தொடர்ந்த வழக்கில், வேண்டும் என்றால் அவர்களைக் கைது செய்து விசாரிக்க நீதிமன்றம் உத்தரவிட்டிருப்பது குறிப்பிடத்தக்கது.

வனங்களைத் தேடி...

வனங்களும், வனங்களில் உள்ள மரங்களும் மனிதன் மட்டுமல்லாது அவற்றைச் சார்ந்துள்ள அனைத்து உயிரினங்களுக்கும் ஆதரவு அளித்து அவற்றின் தேவைகளை நிறைவேற்றி வருகின்றன. வனங்களைப் போற்றும் வகையில் ஆண்டுதோறும் மார்ச் 21-ஆம் தேதியன்று உலக வன விழிப்புணர்வு நாள் கடைப்பிடிக்கப்படுகிறது. இந்த ஆண்டு வனங்களும் அவை தொடர்பான கல்வியும் என்னும் கருத்தியலில் உலக வன விழிப்புணர்வு நாள் கடைப்பிடிக்கப்படுகிறது.

ஓர் ஆரோக்கியமான நாட்டுக்கு அதன் மொத்த நிலப்பரப்பில் 33 சதவீதம் வனங்களைக் கொண்ட பசுமைப் பரப்பாக இருக்க வேண்டும் என்று எடுத்துரைக்கின்றனர் அறிவியல் அறிஞர்கள். கடந்த ஆண்டு வெளியிடப்பட்ட 2017-ஆம் ஆண்டுக்கான வனங்களின் பரப்பு பற்றிய வன ஆராய்ச்சி மைய அறிக்கையின்படி, இந்தியாவில் வனங்கள் மற்றும் மரங்கள் நிறைந்த பசுமைப் பரப்பு 24.39 சதவீதம் உள்ளது. இதில் 21.54 சதவீதம் விலங்குகள், பறவைகள் வாழும் வனப்பரப்பாக உள்ளதென்றும், மீதமுள்ள 2.85 சதவீத பரப்பளவு வனங்களுக்கு வெளியே உள்ள மரத்தோட்டங்களாகவும் மற்றும் ஏனைய தாவரங்கள் நிறைந்த பசுமைப் பரப்பாக உள்ளதென்றும் அந்த அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது. இரண்டாண்டுகளுக்கு ஒரு முறை வெளியிடப்படும் இந்த அறிக்கையில், இந்தியாவில் 2015, 2017-ஆம் ஆண்டுகளுக்கு இடைப்பட்ட காலகட்டத்தில் வனம் மற்றும் மரங்கள் நிறைந்த பசுமைப் பரப்பு முந்தைய ஆண்டுகளைக் காட்டிலும் ஏறக்குறைய 1சதவீதம் அதிகரித்துள்ளதாகவும் கூறப்பட்டுள்ளது.
நாம் பிறக்கும்போது ஆட்டுவிக்கும் தொட்டிலில் இருந்து பிறந்த பின் சுவாசிக்கும் காற்று, இறக்கும்போது எரிக்கப் பயன்படும் விறகு, புதைக்கப் பயன்படும் சவப்பெட்டி வரை அனைத்தையும் வாரி வழங்கும் வள்ளல்கள் வனங்களும், வனங்களில் உள்ள மரங்களும்தான். பத்து புத்திரர்களைப் பெற்று அவர்கள் செய்யும் தாய், தந்தை கடன்களைவிட ஐந்து மரங்களை நட்டு அவை வழங்கும் பயன்கள் மேலானவை என்கிறது மர சாஸ்திர நூலான விருக்ஷ ஆயுர்வேதம். பத்து கிணறுகள் ஒரு குளத்துக்குச் சமம்; பத்து குளங்கள் ஒரு ஏரிக்குச் சமம்; பத்து ஏரிகள் ஒரு புத்திரனுக்குச் சமம்; பத்து புத்திரர்கள் ஒரு மரத்துக்குச் சமம் என்று ஆய்ந்து அறிந்து மரத்தின் பெருமையை நம் முன்னோர் கூறியுள்ளனர்.

வனங்கள் ஒரே நாளில் உருவானதில்லை. பல ஆயிரம் ஆண்டுகளாகப் பல்வேறு உயிரினங்களின் கடுமையான உழைப்பினால் உருவான ஒரு சிறப்பு நிறைந்த அமைப்பு. ஒரு வனம் அழியும்போது வெறும் மரங்கள் மட்டும் அழியாமல் அங்கிருக்கும் தாவரங்கள், மூலிகைகள், பறவைகள், விலங்குகள், பூச்சிகள், புழுக்கள், எண்ணற்ற நுண்ணுயிர்கள் என அனைத்துமே ஒட்டுமொத்தமாக அழிந்துவிடுகின்றன. வனங்கள் அழிவதால் சுற்றுச்சூழல் அழிந்து பருவநிலையில் மாற்றங்கள் ஏற்படுகின்றன.
முன்னொரு காலத்தில் ஒவ்வொருவரும் அவர்களுடைய வீடுகளைச் சுற்றி பசுமைத் தாவரங்களை நட்டு வளர்த்து வந்தனர். ஆனால், இன்றோ பலரும் அழகுக்காகவும் கவர்ச்சிக்காகவும் தம்முடைய வீட்டைச் சுற்றி பல்வேறு வண்ணங்களில் அலங்கரிக்கிறார்களே அன்றி பசுமைத் தாவரங்களையும் மரங்களையும் வளர்க்காமல் வீட்டைச் சுற்றி பெருஞ்சுவர்களையும் மின்வேலிகளையும் அமைத்து வருகிறார்கள். வனங்களாய் மரங்கள் நிறைந்து இருந்த பல்வேறு நிலப்பரப்புகள் இன்று கூறுபோடப்பட்டு, மாற்றப்பட்டு எழுப்பப்பட்டிருக்கும் விண்ணை முட்டும் கட்டடங்கள் ஒவ்வொன்றிலும் பல மரங்களின் அழுகுரல்களும், பல்வேறு பறவைகள், விலங்குகளின் இறுதி ஊர்வலங்களும் அமைதியாகக் குழி தோண்டி புதைக்கப்பட்டு விட்டன.

முக்கனிகள் தரும் மரங்களையும், மூன்று தலைமுறை நம்முடன் சேர்ந்து பயணம் செய்து வரும் வனங்களையும் இழந்து, வணிக நோக்கத்தில் மட்டுமே இன்று மரங்களை வளர்க்கிறோம். ஒரு தலைமுறையில் வளர்க்கப்பட்டு பல தலைமுறைகளைக் கடந்தும் பலன் தந்து கொண்டிருக்கும் இந்த வனங்களை அழித்து, மரங்களைக் கொய்து நம்மை நாமே எதிரிகள் ஆக்கிக்கொண்டு தடுமாறிக் கொண்டிருக்கிறோம்; நம் நாட்டை பாலைவனமாக்கி வருகிறோம்.

இந்த நிலை மாறவும், வீடும் நாடும் வளம் பெறவும் அனைவரின் உடலும், உள்ளமும் தூய்மை பெற வேண்டும். அருமையான வழி இதோ: வனம் வளர வாழ்வு உயரும்; காடு வளர நாடும் வளரும்; மரம் வளர்க்க வளர்க்க மானுடமும் வளரும்; எனவே, நம் நாட்டுச் சுற்றுச்சூழலுக்கு உகந்த பல்வேறு மரங்களைத் தேர்வு செய்து காடு, வீடு, வீதி, ஊர், சேரி, தரிசு நிலம், புறம்போக்கு நிலம், நெடுஞ்சாலை ஓரம், குளக்கரை, ஏரிக்கரை, வயல் வரப்புகள், வாய்க்கால் என காணக் கிடைக்கும் இடங்களிலெல்லாம் குடும்பத்திலுள்ள ஒவ்வொரு நபருக்கும் ஒரு மரம்; ஒவ்வொரு புத்தாண்டின் தொடக்கத்திலும் ஒரு மரம்; ஒவ்வொருவரின் பிறந்தநாளன்றும் ஒரு மரம்; வீட்டின் பெரியோர் மறைந்த நாளன்று அவர் நினைவாக ஒரு மரம் நடுங்கள். ஊர்த் திருவிழாக்கள், அரசுப்பொது நிகழ்ச்சிகளிகளில் பங்கேற்கும் அனைவரும் ஒரு மரம் என நம்முடைய வாழ்வின் ஒவ்வொரு நிகழ்விலும் மரம் நட்டு பூமியை மலர வைத்தால் வனங்கள் வாழ இந்த வையகமும் வாழும்.

ஆப்பிரிக்கக் கண்டம் பாலைவனமாகாமல் பசுமை பாதுகாப்பு இயக்கம் அமைத்துப் பாதுகாத்த வங்காரி மாத்தாய், வனங்களைப் பாதுகாக்க சிப்கோ இயக்கம் நடத்தி வெற்றி கண்ட சுந்தர்லால் பகுகுணா, தனி மனிதனாய் அஸ்ஸாமில் முலாய் என்னும் வனப் பகுதியை உருவாக்கிய ஜாதவ் பேயங், நாட்டு மரங்கள் வளர்த்து சுற்றுச்சூழலைப் பேணிக் காத்து நாட்டைத் திரும்பிப் பார்க்க வைத்த அஸ்ஸாம் மாநிலத்தில் வனப் பாதுகாவலராகப் பணிபுரியும் சிவகுமார்...இன்னும் பலர் நம்மில் அயராது உழைத்துக் கொண்டிருக்கிறார்கள். 

ஆகவே, இன்றிலிருந்து இவர்களை எல்லாம் முன்மாதிரிகளாக எடுத்துக்கொண்டு நம்முடைய வாழ்நாளில் குறைந்தது ஒரு மரமாவது நட்டு, பராமரித்து இந்தியாவை மீண்டும் பசுமையின் தாயகமாக மாற்ற உழைப்போம்.

நம் நாட்டில் மட்டுமின்றி, உலகின் பல நாடுகளிலும் பெண்கள் துன்புறுத்தப்படுகிறார்கள் என்பது பலருக்கும் தெரிந்திருக்கவில்லை. இதில் பலதரப்பட்ட அம்சங்கள் உள்ளடங்கியுள்ளன. வளர்ந்துவிட்ட மேலை நாடுகளில் பெண்கள், முழுமையான அளவில் ஆண்களுக்குச் சரிசமமான வேலைவாய்ப்புகளைப் பெற்று வாழ்வதால் இந்தத் துன்புறுத்தல்கள் சற்று குறைவு. அவ்வளவுதான்.

சென்ற ஆண்டு, புருஷோத்தமன் என்ற நபர் தமிழ்நாட்டின் ஒரு மாவட்டத்தில் செய்த குற்றச் செயல்கள் கவனிக்கத் தகுந்தவை. இவர், கனரக வாகனங்களை வைத்துப் பொருள்களை ஏற்றிச் செல்லும் வியாபாரத்தை நடத்தி வந்தார். அந்த வியாபாரம் நஷ்டமடைந்ததால், வேறு ஏதேனும் லாபகரமான தொழிலை ஆரம்பித்து நடத்தி, லாபம் ஈட்ட வேண்டிய கட்டாயம் அவருக்கு உருவாகியுள்ளது. பெண்களை ஏமாற்றித் திருமணம் செய்யும் தொழில் லாபகரமானதாக இருக்கும் என்ற குயுக்தியான எண்ண ஓட்டத்தில், 8 ஆண்டுகளில் 8 பெண்களை ஏமாற்றி மணமுடித்து, அந்த 8 ஆண்டுகளில் ரூ.4 கோடியே 50 லட்சத்தைச் சுருட்டியுள்ளார் இவர்.
45 வயது நிரம்பிய கல்லூரி ஆசிரியையான இந்திரா எனும் பெண்மணி 57 வயது நிரம்பிய புருஷோத்தமனைத் திருமணம் செய்து கொண்டார். இவர் புருஷோத்தமனின் நடிப்பான அன்பிலும் அழகிலும் மிகுந்த திருப்தியுடன் இருந்ததால், அவரது யோசனைப்படி, சென்னையிலிருந்த அவரது தனி வீட்டை ரூ.1 கோடியே 50 லட்சத்துக்கு விற்றுவிட்டு, கணவனுடன் அவர் சொன்ன மற்றொரு நகருக்குக் குடிபெயர்ந்தார். முழுப் பணத்தையும் பெற்றுக் கொண்ட புருஷோத்தமனின் திருட்டுத்தனத்தை பின்னர் புரிந்து கொண்ட இந்திரா போலீஸில் புகார் செய்தார்.

இந்தப் புகாரை போலீஸார் விசாரித்தபோது, புருஷோத்தமன் இந்திராவைத் திருமணம் செய்து கொள்வதற்கு முன்னால், மூன்று பெண்களை ஏமாற்றித் திருமணம் செய்திருந்ததையும், இந்திராவை மணமுடித்தபின் நான்கு பெண்களை ஏமாற்றி மணமுடித்துக் கொண்டதையும் கண்டுபிடித்தனர். இதில், மூன்று மனைவியர் பல லட்ச ரூபாய்களை இழந்ததைத் தெரிவித்தனர்.

இந்த ஆராய்ச்சியில், பண வசதி படைத்த உயர் குடும்பங்களில் திருமணமாகி, நல்ல வாழ்க்கையை நடத்தும் 393 பெண்களிடம் கேள்விகள் கேட்கப்பட்டதாம். அவர்களில் பெருவாரியான தாய்மார்கள், தங்கள் வாழ்க்கையை ஒரு கப்பலின் தலைவனாகப் பணி செய்து 24 மணி நேரமும் ஓய்வில்லாமல் உழைக்கும் நிலைமையுடன் ஒப்பிட்டுள்ளனர். தங்கள் குடும்பத்தின் எல்லாப் பணிகளுக்கும் தலைமையேற்று, குழந்தைகளின் உணவு, உடைகள் அணிதல், கல்வி ஆகிய எல்லா தேவைகளுக்கும் பணி செய்து, தங்கள் வீட்டின் எல்லா நடவடிக்கைகளும் சரியாக நடக்க பொறுப்பேற்பதன் கடினத்தைக் குறிப்பிட்டுள்ளனர்.

இது ஒரு ஸ்லோ கில்லர்-மெதுவாகக் கொல்லும் நிலைமை என்பது பலரின் வாதம். தன்னை முழுமையாக ஈடுபடுத்தி குடும்பப் பணிகளைச் செய்வதால், தனக்குப் பிடித்த எந்த நடவடிக்கையையும் செய்து கொள்ளாத நிலைமையில் வாழ்வதாக நினைத்துக் கொள்கின்றனர் இந்தத் தரமான தாய்மார்கள். அவர்களது கணவர்கள் மகிழ்ச்சியுடன் வாழ்கிறார்கள் என்பதும், தங்கள் மனைவியர் பொறுப்பானவர்கள் எனவும் குடும்பத்தை நல்ல முறையில் கவனித்துக் கொள்கிறார்கள் எனத் திடமாக எண்ணுவதும் இந்த மனைவியருக்கும் குடும்பத்தின் எல்லோருக்கும் புரிந்த ஒரு விஷயம். ஆனால், இந்த மனைவியர் எவ்வளவு கடினமான வாழ்க்கையை வாழவேண்டியுள்ளது என்பது இவர்களில் யாருக்குமே தெரிந்திருக்கவில்லை.

 தில்லியில் பல்கலைக்கழகப் பெண்கள் விடுதியில், இரவு 8 மணிக்குள் மாணவிகள் வந்துவிட வேண்டும் என்ற விதி. ஆனால், ஆண்கள் விடுதியில் இந்தக் கட்டுப்பாடு கிடையாது. இரவில் எல்லா இடங்களிலும் ஒளி விளக்குகள் பொருத்தப்பட்டு, சர்வ சாதாரணமாகப் பெண்கள் நடமாடும் இடமாக தில்லி, மும்பை, சென்னை, கொல்கத்தா முதலிய நகரங்கள் உருவான பின்னரும் இதுபோன்ற ஓரின விதிகள் தேவைதானா என்ற கேள்வி எழுகிறது.
இன்றைய நிலைமையிலும் பெண்கள் ஆண்களுக்குச் சரிசமமாக இருக்க முடியாது என்பதற்கு நமது மனநிலையே காரணம். இதனால், பாதிக்கப்படுவது பெண்களே. முன்னேறிய பலரும் நினைவில் கொள்ளவேண்டிய அடிப்படை உண்மை, நமது முன்னேற்றத்துக்குக் காரணம் தாய்மார்கள் என்பதே. பெண்களை நம்மில் சிலர் துன்புறுத்துவதுபோல், பெண்களால் ஆண்கள் துன்புறுத்தப்பட்டுள்ளார்களா என்ற கேள்வியைக் கேட்டு பதிலைக் கண்டுபிடிக்க வேண்டும்.
நம்முடைய தாய்மார்களும், சகோதரிகளும் தான் தரமான குடும்பங்கள் உருவாகக் காரணம் என்பதை நினைவில் கொண்டு பல நடவடிக்கைகளை எடுத்தால், நாடு இன்னமும் வேகமாக வளர்ந்து முன்னேறும் என்பது நிச்சயம்.

LUCKNOW: In a major crackdown on tax evaders, the Income Tax department attached assets worth Rs 225 crore of Net Ram, a retired IAS officer of UP cadre and his associates as part of an alleged tax evasion probe against them here on Wednesday.

Netram, a 1979 batch IAS officer, held key positions during Mayawati's tenure as Uttar Pradesh CM in 2007 and 2012.

The Income Tax officials carried out searches on properties linked to the former IAS officer in Delhi and Lucknow on Tuesday.


The former bureaucrat is suspected of having evaded tax to the tune of Rs 100 crore.

As per the sources, the action was initiated on the provisional order under section 132(9B) (power to attach) of the I-T Act. Around 20 immovable assets of the retired officer across metro cities including Delhi, Mumbai, Kolkata and Noida were attached and three luxury cars found at his residence in Lucknow were impounded.

Moreover, cash worth over Rs 1.64 crore, Montblanc pens valued at Rs 50 lakh, four luxury SUVs and documents indicating 'benami' assets of Rs 300 crore were recovered during income tax raids on the premises linked to the retired IAS officer.IT department officials carried out the action on a dozen premises of the officer on the basis of "credible inputs" that the former top bureaucrat and his associates had made alleged bogus entries of about Rs 95 crore from Kolkata-based shell firms in the past.

The officer had served in various capacities in UP, including heading the excise, sugar industries and cane department, stamp and registration, food and civil supplies department.

CHENNAI: A staff nurse who was delivering the baby of a 26-year-old woman at an Additional Primary Health Centre in Koovathur, Kancheepuram district, removed the head of the baby leaving the torso inside the womb. The woman was later shifted to the Government Chengalpet Medical College Hospital where doctors administered drugs to expel the torso of the baby on Wednesday. The woman is said to be stable.

Dr VK Palani, Deputy Director of Health Services, Saidapet, told Express that Bommi from Koovathur had been rushed to the PHC fully dilated at around 6 am on Wednesday. "A preliminary inquiry conducted by a team of experts has indicated that the foetus had died in the womb at least 12 hours before the woman arrived at the PHC. There are chances of the head snapping off a dead foetus if the body is nearly decayed," he explained.

"The nurse who conducted the delivery has two years of experience and has conducted over 40 deliveries," said a senior health department official.

Doctors at the Government Chengalpet Medical College Hospital said the body of the baby was expelled and for postmortem examination. The mother is said to be stable. Senior gynaecologists said such an incident was unheard of in Tamil Nadu's medical history.


"In my service of over three decades, I have never heard of something like this. If the foetus is decaying in the womb, chances of decapitation are there, so we have always been told to handle cases of intra-uterine deaths carefully," said a senior gynaecologist, who is retired from government service.

It may be noted that a few months ago in Rajasthan, a nurse separated the body of a baby from its head, leaving the head inside the mother's womb.

COIMBATORE: With the Anna University administration and Higher Education department at loggerheads about conducting Tamil Nadu Engineering Admission, self-financing engineering colleges have now sought a new government technical university made in-charge of them. Anna University’s imminent Institute of Eminence status too has influenced the decision.

A decision in this regard was taken at the meeting of the Consortium of Self-Financing Profession, Arts and Science Colleges of Tamil Nadu om Chennai on Tuesday. The association is planning to submit a memorandum to the government, seeking the formation of ‘Tamil Nadu Technical University’, in a week.
Chairman of a private engineering college, who attended the meeting, has accused the University of ‘step-motherly treatment’ to private institutions under its ambit.

“We pay around Rs 1,200 crores to the University in terms of examination fee, affiliation fee and registration fee; this is only used for development of the University. Now, the University and Higher Education department are not on good terms about engineering admissions. We are facing problems in terms of evaluation too, as the University has refused to give grace marks despite the fact that many questions were out of syllabus. This has led to many colleges in rural areas delivering a low pass percentage. The introduction of break system too has affected students,” the chairman explained.


AU sacks 37 temporary staff

The Anna University has terminated the contract of 37 temporary staff working in its zonal offices for their involvement in examination malpractice.

The said staff had allegedly allowed students to write the test outside the exam hall and later included their papers with the rest of the pile for evaluation.

CHENNAI: To ensure smooth conduct of examinations during election time and to encourage students to vote, the University of Madras has decided not to hold any examination during April 15-20, varsity officials said.

Voting for Lok Sabha elections will be held in the State on April 18. Examinations for undergraduate and post-graduate courses in the university and its affiliated colleges will start from April 1. However, from April 15 to April 20, no examination will be conducted.

Controller of examinations, K Pandian said keeping in mind the election schedule, the examination time-table has been chalked out to ensure that students face no problem and the examination is not affected in any way.


Vice-Chancellor P Duraisamy said, “Some of the colleges affiliated to the university will be converted as polling booths during the election. In order to avoid any last moment glitches in arrangement and to ensure smooth conduct of examinations, we have intentionally not scheduled any examination for undergraduate or post-graduate courses during the election week. Adding to it, the week long holiday will encourage students to go to their native places and exercise their voting rights,” he said.

Notably, April 17 (Mahaveer Jayanti) and April 19 (Good Friday) are public holidays. The University on Tuesday issued a circular informing all its affiliated colleges about the examination schedule and had also uploaded the time table on its website.

The Madras University has 87 teaching and research departments, spread over six campuses and 135 affiliated colleges with a strength of about three lakh students. Examinations for different courses will start from April 1 and it will conclude in the second week of May. The week long gap during examination has also made students happy.

NEW YORK: Paris, Singapore and Hong Kong are most expensive cities in the world while Delhi, Chennai and Bengaluru are among the cheapest places to live, according to the Economist Intelligence Unit's 2019 Worldwide Cost of Living Survey.

The three top cities are tied at the top spot, CNN quoted the annual survey as saying. It evaluated the cost of over 150 items in 133 cities around the world.

Zurich, Switzerland, was placed at fourth position. Japan's Osaka shared the fifth place with Geneva, also in Switzerland.


Seoul (South Korea) and Copenhagen (Denmark) and New York (US) were jointly placed at the seventh spot. Los Angeles (US) was named the 10th most expensive city in the world, along with Israel's Tel Aviv.


The world's cheapest cities include Caracas (Venezuela), Damascus (Syria), Tashkent (Uzbekistan), Almaty (Kazakhstan), Karachi (Pakistan), Lagos (Nigeria), Buenos Aires (Argentina) as well as the three Indian cities of Bengaluru, Chennai and Delhi.

We all keep on learning something from the time we are born till the day we die. Irrespective of whether we want it or not, we can’t stop learning because there is no existence of life without the process of learning. Our whole life is a bundle of experience and in turn an education, where we all are in ever-learning mode, every moment and everywhere. Throughout our lives, under all circumstances, something is being added to the stock of our previous attainments.

Our mind is always at work - in observation, analysis and storage - from the time it started functioning. As conscious beings, having sense-organs, also known as the five doors of knowledge, we, by virtue of our very nature, cannot remain without creating perception. Our ears are always open, so we are constantly listening. The words that go through our ears to our brain are like lessons which we receive constantly. Similarly we see the whole world through our eyes which also results in learning good things as well as bad things.

The electrical impulses which we receive through our skin or taste-buds, reach our brain which is also a kind of learning for us. However, one must understand that all the above mentioned processes of learning takes place by virtue of the awareness or consciousness present in our brain, without which learning is next to impossible.


The majority of us spend a bulk of our time in classrooms acquiring new knowledge and ideas. However, once we finish our studies, we feel that the educational phase of our life is finally over and now it’s time for us to go out in the world and attain the highest level of success.

But doesn’t this sound odd? That only a quarter of our lives should be devoted to learning, and then we should simply rest on our laurels for the remaining part of our life? It is said that learning never exhausts the mind, then why do we restrict the process of learning until we are pursuing formal education? Just because you’ve finished your formal education, doesn’t mean that your education is over. It’s quite an erroneous idea, but unfortunately majority of us have absorbed it subconsciously. It is only a dead body that ceases to participate in the process of learning and not the ones who resonate with life.

Our life is a series of experiences, each one of which makes us enlightened, even though many a times it is hard to realise this. We must always remember that the setbacks and grievances which we endure help us march onward. Hence, we must always make it a point to learn something about everything and everything about something. Throughout our journey of life, we constantly learn some lessons that result in the formation of sanskaras according to our karma.

Hence, if we know that learning is unavoidable and that we are always learning good or bad things, resulting in good or bad sanskaras, which in turn leads to happiness or sorrow, then we will never say that we have no time or no interest in learning. Likewise, if we know that our sanskaras go along with us life after life, then we will be more careful in learning good things and giving up bad things because education is be an elixir that can bring us a healthy mind and body along with a lasting, fruitful life.

In present day life, nobody is perfect so far as goodness and virtues are concerned. Hence, it cannot be denied that we all need to be enlightened and we urgently need to improve the quality of our thoughts, speech and action. Since we cannot avoid learning, even if we wish, why don’t we then learn to inculcate in us, moral values, virtues or good qualities so that we may make progress towards perfection? Why do we wish to carry a heavy load of rubbish on our heads? Why do we want to delay our march towards our goal? What do we gain by making lame excuses, saying that we have no time or that we are not interested?

What is it that we are really interested in? Are we interested in our downfall, decay or doom? In sinking and drowning deep down in the quagmire of vices, evils and mud? The more we delay, the worse will be our condition and more difficult would it be to rectify our ways. The process of learning, as was said earlier, is ceaseless and continuous and hence someone has rightly said “We learn everyday and shed the ego and the perception that I know everything.” Hence, we cannot stop even if we try our best. So why not why not remain alert and follow the right path that saves us from the tragedies, traumas, tensions and turmoil of life? The answer lies within us.

Concern over UGC move to cut funding for Women’s Studies Centre

The Women’s Studies department in Bharathidasan University and centres in other universities are keeping their fingers crossed as the latest guidelines of University Grants Commission(UGC) has envisaged a major cut in funding.

In a memorandum submitted to UGC, president of Indian Association of Women’s Studies (IAWS) Meera Velayudhan and general secretary Anagha Tambe said the new guidelines issued earlier this month ran counter to the public notice issued by Secretary, UGC, on August 24, 2017, saying there was no proposal to cut funding/support to WSCs funded by UGC.

As per the new guidelines, allocation for university centres had been fixed at Rs. 35 lakh per annum. Such an amount would mean a drastic cut in annual fund allocation by Rs. 12.5 lakh for Phase II Centres, by Rs. 29 lakhs for Phase III Centres, and by Rs. 40 lakhs for Advanced Centres for Women’s Studies in universities.

The budget breakup for the university centres in the new guidelines further specified that only 45% of Rs. 35 lakh allocated for WSCs could be used for staff salaries. From the budget breakup, it would appear that two project officers, four non-teaching staff, and a professor director were all to be paid out of a monthly budget of Rs. 1.3 lakh.

“It is quite inexplicable that after stipulating the appointment of a full-time professor director with no additional charge, the budget provides for only a monthly allowance of Rs. 5,000 for the director, which is apparently meant for additional charge,” the memorandum said.

There was a natural and urgent concern that the major cut in allocation would also mean that all appointments in university WSCs that had been made during the past 10 years according to previous UGC guidelines would now face summary dismissal and without any explanation.

The new guidelines would lead to complete disruption of teaching and research functions across a very large number of Women’s Studies Centres in universities, according to N. Manimekalai, Joint Director of IAWS, and Head, Department of Women's Studies, Bharathidasan University.

Important role

WSCs have played an important role in building the discipline of Women’s Studies in India. They have also had more responsibilities than other disciplines in the university system since they are routinely called upon to conduct gender sensitisation activities beyond the confines of their centres, to engage with several disciplines and departments in order to mainstream gender in other disciplines, to serve on sexual harassment committees, and to actively engage in advising and implementing the host of legal and policy measures related to gender that have proliferated in recent times.

If the WSCs could play an important role in the university system and its outreach into society at large, it was because of the support of UGC.

While welcoming the enhanced support to college centres, IAWS urged UGC to reconsider the lack of emphasis on teaching and research in the recently announced guidelines, and to ensure that the budgetary provisions were revised in the interest of the women’s studies community, the memorandum said.

Police have arrested the founder of a paramedical college for allegedly sexually harassing a few faculty members and students.

Bhoothapandi police also arrested two women, joint directors of the college, for allegedly assisting him in the crime.

The police said Ravi, 35, founder of Jacob Paramedical College at Irachchakulam near here, had been sexually harassing some of the faculty members and students of his college for quite sometime. When one of the victims, a faculty member, ran out of his room in tears during working hours as Ravi sexually harassed her, the girl students consoled her and informed her parents about the trauma she was undergoing.

Following a compliant from the victim, a police team from Bhoothapandi station inquired the girl students and teachers on Wednesday, who gave an elaborate account of the sexual harassment going on unabatedly in the college with the help of joint directors Nalini, 30, and Kala, 28.

“The investigation has proved that some of the teachers and students had been sexually harassed by Ravi with the help of Nalini and Kala. Those who resisted his attempts were either sacked or forced to leave the job. Hence the trio have been arrested,” a police officer privy to the investigation said.

The suspended assistant professor of Devanga Arts College in Aruppukottai was arrested in April last.

After 11 months of imprisonment, the prime accused in the audiotape scandal case, Nirmala Devi, came out of Central Prison here on bail on Wednesday.

The suspended professor of Devanga Arts College was arrested in April 2018 following a complaint from four college girls who accused her of attempting to induce them to do some favours for higher officials of Madurai Kamaraj University in return for higher marks and money.

An audio clip on the conversation between the accused and the girls went viral on the social media.

Her advocate, S. Pasumpon Pandian, who received her outside the Central jail said that Ms. Nirmala Devi had come out of the jail after a prolonged legal battle.

“The Madurai Bench of Madras High Court wondered why she was jailed without bail for so long even as murder case accused get bail within 60 or 90 days,” the advocate told press persons.

Despite the humanitarian approach of the court that led her to get bail, she could not come out of the jail for a week (after bail was granted) as she faced hurdles even in following the procedures to comply with court order, he charged.

Doctors perform rare surgeries at city hospital

Doctors at Preethi Hospitals here carried out two rare procedures to rid patients of malignant tumours in a limb and central nervous system.

Addressing a press meet on Wednesday, R. Sivakumar, Chairman of the hospital, said that both cases of paramount importance were treated at the hospital. “An awareness of cure for these diseases needs to be created,” he said.

A 21-year-old patient from Manamadurai, who was admitted to the hospital 10 days back, was diagnosed with osteosarcoma, a primary bone cancer. Dr. Sivakumar said that the survival rate for people with this form of cancer was bleak as patients died between six months to two years of developing the disease.

“The patient had complained of swelling and pain over the thigh. The lump began to increase in size and this limited her daily activities,” he said. He added that in most cases the limb would have to be amputated as it would rarely present any opportunity for resurrection.

However, the doctors performed a limb salvage surgery with an endoprosthetic reconstruction. After the removal of the tumour mass, prosthetics were fitted to size. “In a few days, the patient can walk,” said the doctor.

Speaking about another rare case, Dr. Sivakumar said that a 50-year-old man from Virudhunagar was bedridden for an entire month because of the presence of multiple extramedullary intradural spinal tumours. They could cause permanent damage to the spinal chord, he said. “He is now able to walk after the rate tumour was removed. The surgery was also cost- effective,” he said.

Wonders if there is any nexus between authorities concerned

Taking serious note of the shoddy conduct of the authorities concerned in the alleged case of custodial torture and resultant death of a boy, the Madurai Bench of the Madras High Court on Wednesday asked for further details.

Justice N. Seshasayee, who had ordered a post mortem, questioned why the Government Rajaji Hospital had not conducted the post mortem in the first place, despite injury marks on the boy. Wondering if there was any nexus between the authorities in the case, the court sought a clear report from the GRH Dean and adjourned hearing till March 25.

The court had earlier sought reports from the Commissioner of Police, Madurai, and Juvenile Justice Board. Is it prima facie a case of suspicious death or murder, the court had asked the authorities.

The mother of the 17-year-old boy from Madurai moved the court seeking a CB-CID probe, alleging that he was subjected to custodial torture by S.S. Colony police. She claimed that her son was first picked up by the police on January 7 for an inquiry in a case of jewel theft and subsequently let off.

Illegal custody

However, a week later, the woman said that the police had informed her that they suspected her son’s involvement in the theft and again picked him up for inquiry. She said that her son was kept in illegal custody for three days and subjected to torture.

The boy was produced before the Juvenile Justice Board and a complaint was raised over his alleged torture by the police. Following the complaint, the boy was admitted to the GRH where he succumbed to injuries on January 24.

Eligibility cut-off for engineering admission raised

The Higher Education department has issued an order raising the eligibility criteria for admission to undergraduate engineering programmes in Anna University and its affiliated colleges.

The department has said that for the open category, students should have scored a minimum of 45% and for reserved category (BC, MBC, ST, SC) it has been fixed as 40%. This will come into effect from the next academic year. The G.O. has traced the long legal battle and counters presented by the All India Council for Technical Education since academic year 2010-2011. At that time, the government had fixed the eligibility at 50% average in the related subjects for open category; 45% for BC/BCM category; 40% for MBC/DNC candidates; and 35% for students in SCA/SC/ST category.

In the current G.O. dated February 26, Higher Education Secretary Mangat Ram Sharma has said: “The government, after careful examination, decided to accept the recommendation of Technical Education department and fix the minimum eligibility marks to admit students in the first year B.E./B.Tech degree courses from 2019-20 in all engineering colleges in the State on a par with AICTE norms.”

At present, the State government admits students with 35% marks and more in all the reserved category and candidates with 40% and above marks in the open category.
