மருத்துவ படிப்புகளுக்கு ‘நீட்’ தேர்வு மூலம் மாணவர்கள் சேர்க்கப்படுகிறார்கள்.

இந்தியா முழுவதும் 2019-20-ம் ஆண்டு எம்.பி.பி.எஸ்., பி.டி.எஸ். மருத்துவ படிப்புகளில் மாணவர் களை சேர்ப்பதற்கான தேசிய தகுதி நுழைவுத்தேர்வை (நீட்) தேசிய தேர்வு முகமை (என்.டி.ஏ.) நேற்று நடத்தியது.

இதற்காக நாடு முழுவதும் மொத்தம் 154 நகரங்களில் ‘நீட்’ தேர்வு நடைபெற்றது. தமிழகத்தில் சென்னை, கோவை, மதுரை, காஞ்சீபுரம், திருவள்ளூர், கரூர், தஞ்சை, நெல்லை, நாகர்கோவில், திருச்சி, சேலம், நாமக்கல், கடலூர், வேலூர் ஆகிய 14 நகரங்களில் நடந்தது. சென்னையில் மட்டும் 31 தேர்வு மையங்கள் அமைக்கப்பட்டு இருந்தன.

தமிழ், ஆங்கிலம், கன்னடம், தெலுங்கு, இந்தி உள்பட 11 மொழிகளில் ‘நீட்’ தேர்வு எழுத அனுமதி அளிக்கப்பட்டது. இதில் தமிழ் மொழியில் தேர்வு எழுத விண்ணப்பித்து இருந்தவர்களுக்கு தமிழகத்திலேயே மையங்கள் ஒதுக்கப்பட்டு இருந்தன.

இதற்கு முன்பு ஒவ்வொரு ஆண்டும் ‘நீட்’ தேர்வு காலையில் தான் நடைபெற்றது. இதனால் வெளியூர்களில் இருந்து தேர்வு மையங்களுக்கு வரும் மாணவ-மாணவிகள் சிலர் காலையில் சரியான நேரத்துக்கு வரமுடியாமல் தவிக்கும் நிலை ஏற்பட்டது.

இதை கருத்தில் கொண்டு இந்த ஆண்டுக்கான ‘நீட்’ தேர்வு பிற்பகலில் நடைபெற்றது. நேற்று பிற்பகல் 2 மணிக்கு தொடங்கிய நீட் தேர்வு மாலை 5 மணி வரை நடந்தது. தமிழகத்தில் 188 மையங்களில் நேற்று ‘நீட்’ தேர்வு நடைபெற்றது.

நாடு முழுவதும் சுமார் 15 லட்சத்து 19 ஆயிரம் பேர் ‘நீட்’ தேர்வுக்காக விண்ணப்பித்து இருந்தனர். தமிழகத்தில் கடந்த ஆண்டு 1 லட்சத்து 7 ஆயிரத்து 480 மாணவ-மாணவிகள் ‘நீட்’ தேர்வு எழுதினர். இந்த ஆண்டு 1 லட்சத்து 34 ஆயிரத்துக்கும் மேற்பட்டோர் தேர்வுக்காக விண்ணப்பித்து இருந்தனர். சென்னையில் மட்டும் 26 ஆயிரத்து 35 பேர் விண்ணப்பித்து இருந்தனர்.

தேர்வு எழுதிய மாணவ-மாணவிகளுக்கு கடும் கட்டுப்பாடுகள் விதிக்கப்பட்டு இருந்தன.

தேர்வு பிற்பகல் 2 மணிக்கு தொடங்கிய போதிலும் சோதனை நடைமுறைகள் உள்ளிட்டவைகளுக்காக காலை 11.30 மணிக்கே பெரும்பாலான மாணவ-மாணவிகள் தேர்வு மையங்களுக்கு வந்துவிட்டனர். தேர்வு மையத்துக்கு 1.15 மணிக்குள் வந்துவிட வேண்டும் என்றும், பிற்பகல் 1.30 மணிக்கு பிறகு தேர்வர்கள் வந்தால் தேர்வு மையத்துக்குள் அனுமதி இல்லை என்றும் ஏற்கனவே அறிவிக்கப்பட்டு இருந்தது.

இதனால் எந்த பிரச்சினையும் ஏற்பட்டு விடக்கூடாது என்றெண்ணி முன்கூட்டியே மாணவ-மாணவிகள் தேர்வு மையங்களுக்கு வந்தனர். தேர்வு மையங்கள் முன்பு பலத்த போலீஸ் பாதுகாப்பும் போடப்பட்டு இருந்தது.

தேர்வு மையங்களுக்கு வந்த மாணவ-மாணவிகள் கடுமையான சோதனைகளுக்கு உட்படுத்தப்பட்டனர். ‘மெட்டல் டிடெக்டர்’ கருவி மூலம் சோதனையிடப்பட்ட பின்னரே தேர்வு கூடங்களுக்குள் மாணவர்கள் அனுமதிக்கப்பட்டனர். மாணவ-மாணவிகள் காதுகளில் ‘டார்ச்’ அடித்தும் சோதனை நடந்தது. மாணவர்களுக்கான கட்டுப்பாடுகள் குறித்து ஏற்கனவே அறிவிக்கப்பட்டிருந்ததால் பெரும்பாலான மாணவர்கள் அதனை பின்பற்றி வந்தனர்.

மாணவிகள் பலர் மூக்குத்தி, கம்மல், கொலுசு, சங்கிலி என நகைகள் அணிந்து வந்தனர். தேர்வு எழுத செல்லும் முன்பு அவற்றை கழற்றி பெற்றோரிடம் கொடுத்துவிட்டு சென்றனர். அதேபோல தேர்வு மையங்களுக்கு அருகே வந்தவுடன், தலையில் மாட்டியிருந்த கிளிப், ரப்பர் பேண்ட் உள்ளிட்டவைகளையும் அகற்றினார்கள். துப்பட்டா அணிந்து வந்த மாணவிகளும், தேர்வு எழுத செல்லும் முன்பு அதை அகற்றிவிட்டனர்.
பேனா, ஜாமெட்ரி மற்றும் பென்சில் பாக்ஸ், பிளாஸ்டிக் கவர், கால்குலேட்டர், அளவுகோல், எழுத பயன்படுத்தும் அட்டை, பென்டிரைவ், ரப்பர், எலெக்ட்ரானிக் பேனா, செல்போன், புளூடூத், ஹெட்போன், மைக்ரோபோன், பேஜர், ஹெல்த் பேண்ட், மணிபர்ஸ், கண்ணாடி, கைப்பை, பெல்ட், தொப்பி, வாட்ச், கை அணிகலன், கேமரா, அணிகலன்கள், சாப்பிடும் உணவுகள், வாட்டர் பாட்டில்கள் உள்ளிட்ட எந்த பொருளும் அனுமதிக்கப்படவில்லை.

மாணவர்கள் சிலர் முழுக்கை சட்டையுடன் வந்தனர். தேர்வு எழுத செல்லும் முன்பு அவர்கள் அதை கழற்றி பெற்றோரிடம் கொடுத்துவிட்டு அரைக்கை சட்டை அணிந்து சென்றனர். சில மாணவர்கள் கழுத்தில் அணிந்திருக்கும் கயிறு, ருத்ராட்ச மாலைகள் ஆகியவை அணிந்து செல்லலாமா? என்று அங்குள்ளோரிடம் அனுமதி கேட்டனர். ஆனால் அனுமதி மறுக்கப்பட்டது. இதையடுத்து அவற்றை கழற்றிவிட்டு தேர்வு எழுத சென்றனர்.

தமிழகத்தில் ‘நீட்’ தேர்வுக்காக விண்ணப்பித்து இருந்த 1 லட்சத்து 34 ஆயிரத்துக்கும் மேற்பட்டோரில் சுமார் 1¼ லட்சம் பேர் தேர்வு எழுதினார்கள்.

மதுரையில் 2,641 பேரும், சேலத்தில் 1,975 பேரும், நாமக்கல்லில் 723 பேரும், வேலூரில் 1,044 பேரும், நெல்லையில் 600 பேரும், கடலூரில் 755 பேரும், திருச்சியில் 1,349 பேரும், தஞ்சையில் 899 பேரும், திருவள்ளூரில் 253 பேரும் தேர்வு எழுதவில்லை என்று தகவல் வெளியாகி உள்ளது. இதுதவிர மேலும் சில ஊர்களிலும் கணிசமான பேர் தேர்வு எழுதவில்லை.

நீட் தேர்வு எளிதாக இருந்ததாகவும், குளறுபடியான கேள்விகள் எதுவும் இல்லை என்றும் தேர்வு எழுதிய மாணவ-மாணவிகள் கருத்து தெரிவித்து உள்ளனர்.

கடந்த ஆண்டு நடந்த ‘நீட்’ தேர்வின் போது தமிழ் மொழியில் வழங்கப்பட்ட வினாத்தாளில் ஏராளமான குளறுபடிகளும், பல கேள்விகளில் பிழைகளும் இருந்தன.

ஆனால் இந்த ஆண்டில் அதுபோன்ற குளறுபடிகள் எதுவும் இல்லை என தெரியவந்து உள்ளது.

இதுகுறித்து ‘நீட்’ தேர்வு எழுதிய நெல்லையைச் சேர்ந்த மாணவர் ஆர்.கவுசிக் என்பவர் கூறியதாவது:-

இயற்பியல், வேதியியல், தாவரவியல், விலங்கியல் என 4 பாடப்பிரிவுகளில் 180 கேள்விகள் கேட்கப்பட்டன. மொத்த மதிப்பெண்கள் 720 ஆகும். ஒவ்வொரு கேள்விக்கும் 4 மதிப்பெண் வழங்கப்படும். இயற்பியல் பாடத்தில் மட்டும் சில கேள்விகள் கடினமாக இருந்தன. அதாவது சில கேள்விகள் பொது கேள்விகளாகவே இருந்தன. மற்றபடி ‘நீட்’ தேர்வு எளிதாகவே இருந்தது. இவ்வாறு அவர் கூறினார்.

சென்னையைச் சேர்ந்த நிர்மலா என்ற மாணவி கூறுகையில், ‘சி.பி.எஸ்.இ. 11 மற்றும் 12-ம் வகுப்பு பாடங்களை நன்றாக படித்திருந்தாலே போதும் சாதரணமாக 400 முதல் 450 மதிப்பெண்கள் வரை பெறமுடியும். கேள்விகளிலும் பெரிய அளவில் குளறுபடிகள் இல்லை’, என்றார்.

தற்போது நடைபெற்று உள்ள இந்த ‘நீட்’ தேர்வு முடிவு அடுத்த மாதம் (ஜூன்) 5-ந் தேதி வெளியிடப்படும் என்று தேசிய தேர்வுகள் முகமை அறிவித்து உள்ளது.

சென்னை அண்ணாநகரில் உள்ள கேந்திரிய வித்யாலயா பள்ளியில் அமைக்கப்பட்டு இருந்த தேர்வு மையத்துக்குள் பிற்பகல் 1.30 மணிக்கு மாணவர்கள் உள்ளே சென்றுவிட்டனர். பிற்பகல் 2 மணிக்கு நெல்லை மாவட்டத்தைச் சேர்ந்த திருமால் என்ற மாணவர் தேர்வு எழுத வந்தார். ஆனால் தாமதமாக வந்ததால் அவருக்கு அனுமதி மறுக்கப்பட்டது. பலமுறை அவர் வலியுறுத்தியும் அனுமதி மறுக்கப்பட்டதால் சோகத்துடன் அவர் அங்கிருந்து திரும்பிச் சென்றார்.

அதேபோல நகரின் சில தேர்வு மையங்களுக்கு பிற்பகல் 1.30 மணிக்கு மேல் வந்த பல மாணவ-மாணவிகள் தேர்வு எழுதுவதற்கு அனுமதிக்கப்படவில்லை. இதனால் அந்த மாணவ-மாணவிகள் சோகத்துடன் திரும்பிச் சென்றனர்.

மேலும் ஆதார் அட்டை உள்பட அசல் ஆவணங்கள் இல்லை என்றும் சிலர் தேர்வு எழுத அனுமதிக்கப்படவில்லை. இதனால் அந்த மாணவர்களின் பெற்றோர் அங்குள்ள அதிகாரிகளுடன் வாக்குவாதத்தில் ஈடுபட்டனர். அது பலனளிக்காமல் போகவே அங்கிருந்து கோபத்துடன் அவர்கள் திரும்பிச் சென்றனர்.

சென்னை எம்.ஆர்.சி. நகரில் உள்ள செட்டிநாடு வித்யாஸ்ரம் பள்ளியில் அமைக்கப்பட்டிருந்த தேர்வு மையத்துக்கு நேற்று பகல் 12 மணி முதல் தேர்வு எழுத மாணவ-மாணவிகள் வந்தனர். அவர்களில் பலர் மூக்கு கண்ணாடி அணிந்து வந்திருந்தனர். இதையடுத்து அங்குள்ள அதிகாரிகள் மற்றும் போலீசார் அவர்களை தடுத்து நிறுத்தி, ‘மூக்கு கண்ணாடி அணிவதற்குரிய மருத்துவர் சான்றிதழ் இருக்கிறதா?’, என்று கேள்வி எழுப்பினர். மேலும் ‘முறையான மருத்துவ சான்றிதழ் இருந்தால் மட்டும் உள்ளே செல்லலாம்’, என்றும் கூறினார்கள்.

இதையடுத்து மாணவ-மாணவிகளின் பெற்றோர் அங்குள்ளவர்களிடம் வாக்குவாதத்தில் ஈடுபட்டனர். ‘கண்ணாடி அணியாமல் எங்கள் பிள்ளைகள் எப்படி தேர்வு எழுதுவது?, இதுசம்பந்தமாக அறிவுரைகள் எதுவும் அறிவிக்கப்படவில்லையே...’, என்று முறையிட்டதை தொடர்ந்து மாணவர்கள் தேர்வு எழுத அனுமதிக்கப்பட்டனர்.

இதுகுறித்து வக்கீல் ஜி.கீதாஞ்சலி என்பவர் கூறுகையில், “எனது மகள் 7-வது வகுப்பு முதல் கண்ணாடி அணிகிறாள். இங்கு கண்ணாடி அணியாமல் உள்ளே செல்லுமாறு கூறினார்கள். இதையடுத்து எனது மகளை கண்ணாடியை கழற்ற செய்து, ஒரு புத்தகத்தை கொடுத்து படிக்கச் சொன்னேன். அவள் படிக்க முடியாமல் திணறுவதை பார்த்த பிறகே அங்குள்ளோர் அவளை அனுமதித்தனர். ஆனால் பல மாணவ-மாணவிகள் செய்வதறியாது தங்கள் கண்ணாடிகளை கழற்றிவிட்டு தேர்வு எழுத சென்றனர். இந்த போக்கு இனியாவது மாறவேண்டும்”, என்று வேதனையுடன் தெரிவித்தார்.

Chennai: A total of 1, 34, 711 medical education aspirants took the Neet from 188 centres in 14 cities across Tamil Nadu, along with their nationwide batchmates on Sunday.

The questions were by and large manageable, most students told the media persons at various centres, while some said they wished they had trained a bit more in ‘time-management’ as that would have helped them clear the paper in the stipulated three hours.

The results of Neet-2019 will be released on June 5. Most candidates arrived at the exam centres even around ten in the morning — bringing the parents along mostly— just to be on the safe side of the clock in handling the identification formalities and go through the stringent screening at the entrances.

The exams were held during 2-5 pm in all the centres across the country.

The National Testing Agency (NTA) has been given the task of holding the NEET for the first time—in offline, pen-paper, mode.

Cyclone Fani has forced the National Testing Agency (NTA) to postpone Neet in Odisha to a date that would be announced later.

The enrolment for Neet this year saw a significant 14.4 per cent jump over the last year’s 13.26 lakh, which means a record 15.19 lakh candidates had enrolled this time.

Interestingly, Tamil Nadu came third after Maharashtra and Uttar Pradesh in the number of candidates registering for NEET, notwithstanding all that anti-NEET political rhetoric that deflected attention from serious preparation for many candidates, particularly from rural areas, who were hoping for a miracle in the Centre granting the TN demand for exemption from taking this all-India medical entrance test.

School education minister KS Sengottaiyan had done yeoman service to the state’s aspirants by providing special tuitions in government schools, though it must be admitted a lot more needs to be done to improve the TN students’ preparedness in taking on such national competitive examinations.

Unlike in 2018, when the candidates from Tamil Nadu had faced problems with some of the questions translated into Tamil, the questions in Tamil were flawless this time, said students who had answered their NEET in Tamil. The Madurai bench of the Madras High Court had ordered 196 grace marks to the Tamil medium candidates last year but that was struck down by the Supreme Court as many students who were nowhere near the cut-off had catapulted into the admission list because of the grace marks.

The apex court had stated at that time that with the NTA given the task of conducting NEET from 2019, a foolproof methodology has been put in place to ensure perfect translations of the questions. The court had also permitted candidates above 25 years of age to take NEET but only provisionally until the final verdict is pronounced in the matter.

Forum asks airline to pay Rs 65,000 for losing baggage

Chennai: The District Consumer Disputes Redressal Forum, Chennai (South) directed Jet Airways to pay compensation of Rs 65,000 to a city resident for loss of his checked-in baggage during his travel from Chennai to Malaysia seven years ago. The airline lost his baggage after he reached Kuala Lumpur.

In the petition, S. Stalin of Sithalapakkam, submitted that he planned to visit Malaysia in June 2016. He approached Branch Head, M/s. Jet Airways (India) Limited, Egmore, to book his round ticket. On June 19, 2012 he booked air ticket to Kuala Lumpur from Chennai. He boarded the flight with checked in baggage weighing 12 Kg on June 21, 2012 in a Jet airways flight.

After reaching Kuala Lumpur, he waited to receive the checked-in baggage for more than 2 hrs. But to his shock, the baggage was found missing. Immediately, he informed the staff at Kuala Lumpur and filed a complaint. Even after waiting for a long time, the staff were not able to trace the baggage.

Due to the loss of the baggage, he purchased goods including dresses for daily use by spending Rs 27,000. He also spent Rs 30,000 towards expenditure for transport.

Even after repeated requests, the airline was unable to trace the baggage. In its reply, the management of the airline admitted the loss of the baggage and came forward to settle the claim of 20 USD per kg for 12 kgs. He said the act of the airline caused great mental agony and hence sought a direction from the forum to pay him compensation. In their reply, Branch Head, M/s. Jet Airways (India) Limited, Egmore and Chief Executive Officer, M/s. Jet Airways (India) Limited, Mumbai submitted that after arrival at Kuala Lumpur, Stalin complained about the loss of baggage.

As per the terms and conditions for international baggage, the Airways offered him USD of 240 (12 kgs X 20 USD). They also denied committing negligence in their service. The bench comprising President M. Mony, members K. Amala and R. Baskarkumaravel said considering the facts and circumstances of the case the forum was of the view that the airline committed negligence in service. Hence, Branch Head, M/s. Jet Airways (India) Limited, Egmore and Chief Executive Officer, M/s. Jet Airways (India) Limited, Mumbai shall jointly and severally pay Rs 13,502 and to pay a sum of Rs 27,000 towards expenses for purchase of articles in order to keep the complainant comfortable along with a compensation of Rs 25,000.

Bike rendezvous to celebrate Singapore’s bicentennial year

Thanjavur: To celebrate the bicentennial (200 years of Singapore) and make it known to the world, three persons have been travelling on three high tech motor bikes.

The three, S. Balachandran (56), P. Panneerselvam (53) and Arunagiri (52) came to Thanjavur Big temple on their bikes on Sunday.

They told presspersons that to celebrate the bicentennial of Singapore they undertook the journey on March 26 from Singapore. They travelled via Malaysia, Thailand, Myanmar, Bangladesh, Tibet, Nepal and entered India.

“We travelled on road during most part of our journey but at some places took the bikes on boats. We travelled 400-km per day and reached India now. We will go to Velankanni in Nagapattinam district and later reach Chennai. From there we will fly back to Singapore” they said.

About the vehicles upon which they travelled, they said that it is a high tech two-wheeler of 1800 CC capacity. “It is like a luxury car with all facilities like GPRS, google maps, Television, Radio and also air conditioner facility. We would have covered 13,000-km when we complete our journey. In Indian price, one bike costs `28 lakh,” they said.

BENGALURU: Hundreds of students missed their crucial National Eligibility cum Entrance Test (NEET) 2019, an entrance test for all-India medical seats, as the Hampi Express got delayed. Further, students were asked to go to NEET exam centres 50 km away once they reach the allotted location.

According to Chief Minister H.D. Kumaraswamy, hundreds of students from North Karnataka districts missed the NEET exam due to a 7-hour delay of the Hampi Express. A last-minute change in the exam centres and lack of proper communication created confusion among students, chief minister's handle said. The students were supposed to appear for the exams in Bengaluru.

Students demanded that the exam be held for those students who missed the crucial exam. “I’m Aware of the hardship faced by students appearing #NEET exam Due to change in examination center and delay in arrival of train. I will get in touch with respective authority and minister to find the Alternative solutions,” says twitter handle of BJP leader Prakash Javdekar.

Give them chance to write exam again. Else it will be very bad for those students' career. “Why can’t North Karnataka students write exams in their own centres. Why do they need to travel to Bengaluru," said Arun, a resident of Jayanagar.

A majority of the candidates did not find the examination tough

Nearly 15% of the candidateswho had registered for attending National Eligibility-cum Entrance Test (NEET) in the centres in Madurai district failed to turn up for the examination on Sunday.

According to the data provided by the district administration, of the 18,060 students registered to participate in the 35 examination centres across the district, 15,419 students took part. The tension witnessed during last year’s examination, mainly with the frisking of students, was largely absent this year since students and parents seemed to be better aware of the process. Small enclosures were set up at the examination centres for frisking girl students.

Students, accompanied by their parents and relatives, had come not only from Madurai, but a number of districts surrounding Madurai to attend the examination.

Many parents opined that the scheduling of examination for the afternoon proved quite helpful for commuting. S. Thangaraj from a village near Dindigul, who had brought his daughter for the examination at the centre, Kendriya Vidyalaya 1 school in Narimedu, said they could comfortably leave early in the morning and reach Madurai.

“If the examination was in the morning, we should have reached the city last night and stayed somewhere. That would have been difficult since this was only the third time I am coming to Madurai,” he said.

A majority of the students The Hindu spoke to did not find the exam to be particularly tough, except for a few students who said Physics questions took more time to answer. T. Haritha, a student, said that while she managed to complete the Biology section quickly, the Physics and Chemistry sections took more time.

A number of centres, particularly the one at E.M.G. Yadava Women’s College where around 1,200 students sat for the examination, witnessed traffic congestion for a brief period before and after the examination owing to the presence of a large number of students and parents on the road. Parents and relatives of students were seen waiting under a hot sun outside the examination centres for more than four hours.

Facilitation centres

Facilitation centres were set up by the police, Madurai Corporation and district administration at Mattuthavani and Arapalayam bus stands, and the Madurai railway junction to help students and parents coming from other places in reaching the examination centre.

A senior official from the Corporation’s education department said that several young students arrived through the day until an hour before the start of the exam.

“We voluntarily approached the students and helped them navigate to their centres by examining their hall tickets. Unlike last year, where students experienced panic after arriving at the wrong centre, this year it was better,” she said.

The centres also handed out pamphlets for NEET coaching organised by the Tamil Nadu government.

Varsity grants guideship to college teachers

The syndicate of the University of Madras which met on Friday has decided to grant guideship to faculty with Ph.D in languages. Teachers who teach foundation courses at the undergraduate level in languages such as Telugu, Malayalam, Kannada, Hindi, Sanskrit and Urdu in affiliated colleges will benefit.

This is being done “in order to increase the availability of qualified teachers as there are no PG programmes in those subjects,” said Vice-Chancellor P. Duraisamy.

New principals

The Syndicate approved the appointment of principals to Loyola College, Stella Maris and New College.

Last year, A.M. Jain College had approached the court and won a verdict in its favour after the University cited the UGC norms for faculty appointments. The syndicate has also approved higher intake in its affiliated colleges.

As many as 5,500 UG and 1,200 PG additional seats are up for approval for the academic year 2019-20.

Health Department initiative after directive from Madras High Court

Several government hospitals in the city are putting in place fire safety measures.

Connecting corridors and ramps for easy evacuation of patients are coming up at some major hospitals, while works to install fire hydrant systems and fire alarms are also progressing.

The Health Department has taken up the measures to strengthen fire-fighting and evacuation arrangements following a directive from the Madras High Court nearly two years ago. While most of the new buildings fulfil the requirements, the works are mostly being taken up in older blocks, authorities said.

The works are in different stages of completion at the Rajiv Gandhi Government General Hospital (RGGGH), the Government Stanley Medical College Hospital, the Government Kilpauk Medical College (KMC) Hospital, the Institute of Child Health and Hospital for Children (ICH) and the Institute of Obstetrics and Gynaecology and the Government Hospital for Women and Children.

Funds sanctioned

At the RGGGH, funds to the tune of Rs. 3.2 crore were sanctioned for constructing ramps at the cardiology, cardiothoracic and orthopaedics blocks and work is on, said its dean R. Jayanthi.

While there is already a connecting corridor between Tower Block I and II, a new corridor connecting the urology-nephrology block and specialities block will be constructed, she said.

Another Rs. 3.7 crore was sanctioned for the RGGGH. “This includes construction of separate sumps for storing water for extinguishing fire, fire extinguishers and other requirements mandated by norms. These measures are progressing at the cardiology, cardiothoracic, neurology, orthopaedics and specialities blocks and nearly 50% works have been completed,” she said. Fire alarms and sprinklers have been installed in all buildings.

The Government Stanley Medical College Hospital recently purchased 260 fire extinguishers, dean S. Ponnambala Namasivayam said. “Generators and transformers should be installed on elevated civil structures and not on the ground-level to prevent untoward incidents during floods. Such elevated structures are being constructed in 15 spots at the hospital, and the work is in various stages of completion,” he said.

A fire hydrant system is coming up in old buildings. “Water pipelines are being installed in old buildings. Separate sumps to store water for fire-fighting purposes are being constructed,” he added.

At the KMC, a corridor connecting the orthopaedics block and surgical block is coming up. A ramp had been constructed for the nine-storey speciality block at the ICH and the block has been connected to the main building, said ICH director A.T. Arasar Seeralar.

At a time when the Tamil Nadu government has appointed vice-chancellors for almost all state-run universities, six of them still don’t have a full-time registrar. Instead, a person , often a senior professor who also has to take care of academic activities, is put in charge of the registrar’s duties.

The six institutions are Anna University, Asia’s largest technical university, Bharathiar University in Coimbatore, Tamil Nadu Open University in Chennai, Periyar University in Salem, Thiruvalluvar University in Vellore, and Annamalai University in Chidambaram.

In the case of Anna University, the vice-chancellor has been in office for more than a year and yet there is no a full-time registrar.

Along with the vice-chancellor and controller of examinations (CoE), the registrar is one of the three pillars of administration of any university. While the VC heads all the functions and the CoE is in-charge of conduct of exams, the registrar is the head of non-academic staff and also takes care of the finances of the university.

The registrar is supposed to prepare and present the budget details before the syndicate and senate. Full-time registrars are supposed to get a fixed three-year tenure and have to be recruited from among applicants who respond to advertisements by the government.

Professors say vice-chancellors are comfortable with having in-charge registrars as they are pliable. “In-charge registrars don’t have a fixed tenure, but they have all the powers in day-to-day activities of registrars. The vicechancellor can use the officer as per his whims and fancies. If he does not act as per instructions, he can be fired. This arrangement is suitable for many VCs,” said a professor, who spoke on condition of anonymity.

Though universities are autonomous bodies, government officials and ministers try to push their candidates in the selection process. To avoid this, vice-chancellors feel that having an in-charge registrar of their choice is easier for them.

Mangat Ram Sharma, principal secretary in the higher education department, told TOI that it would take at least six months before the registrars to Annamalai and Thiruvalluvar universities are appointed. “The revised statute which also has the appointment rules for registrars will be approved by the government only after 2-3 months. After that Governor has to give his assent, which will take more time,” he said.

The decision regarding appointing a full-time registrar at Anna university would be taken at the syndicate meeting this week, he said.

NEET 2019: Students find biology easy, fret over physics, chemistry

Students who appeared for NEET in the city on Sunday found the question paper moderately easy. While they sailed through biology, questions on physics and chemistry were a struggle.

Both CBSE and state board students were confident of scoring good marks in the common medical entrance test.

“The physics portion was quite tough, biology was easy and chemistry was moderate. I have been preparing since last year. Most of the questions were from CBSE portions so I found it quite easy,” said Vishnu, said a student.

Thenmozhi found the question paper lengthy.

“The paper was lengthy but not difficult. I have been preparing since the past two years at Velammal Bodhi at Ponneri,” she said.

This is her second attempt.

Like her, there were many who were taking a second shot at the exam.

Bhuvanesh, who has appeared for the second time, said he found the exam easier than last time and was confident of scoring above 500. He had scored 270 last year.

Most of the CBSE students found the exam easier compared to the state board students.

“If we had conducted the exam a few years ago, our students would not have found NEET as difficult. As time passes, the students will get used to the exam and prepare for it better. It is good that 85% of the seats will go to students from Tamil Nadu,” Dr Nandakumaran, a parent said.

Students said like previous years, the frisking at exam centres was strict.

“They had three metal detectors to check every person and students were not allowed in jeans though it wasn’t mentioned. Also, they made students plait their hair and no rubber bands were allowed,” said Nandana, who wrote the exam at Asan Memorial School in Egmore.

Sulaim, another student, said, “It was tiring as we were without food and we were made to drink water from a container common for all.” Parents had started crowding in front of exam centres from 11.30am onwards, while the students were allowed inside at 12pm.

At Kola Saraswathi School, the crowd created such a chaos that police had to deal with the traffic and parking situation.

Parents day out

From reciting hymns, reading religious texts and meditating, parents did it all, as their wards were busy writing NEET. The parents had lined outside PSBB School in KK Nagar as early as 8.30am. They remained calm and waited patiently as their wards entered the centre. When they did, they ran amok occupying every corner of the street. Some had brought bed sheets, hand fans and picnic baskets.

Testing times

Many of the students looked tired after they came out of the exam halls as they had to skip lunch. “They started letting in students from 12pm. Many of the students hadn’t eaten anything since morning,” said a parent. Some of the students were also dehydrated. “We did not want to waste our time going to the toilets. It took five minutes as we were accompanied by an invigilator,” said another student said.

Help on the spot

The instructions were clear on the number of photographs that a candidate needs to carry. But many of the students bungled up. Authorities at Asan Memorial School were prepared to face the situation. They had hired a photographer to take passport-size photos of candidates on the spot. The centre had also arranged to download Aadhaar cards of students.

After three years of intense political wrangling over the National Eligibilitycum-Entrance Test, the state seems to have come to terms with the reality of the medical admissions test as most students exuded confidence about putting up a better show than the last two years.

Of the 1.34 lakh candidates registered in Tamil Nadu, 88% turned up for the test at various centres across the state on Sunday.

There was also consensus among candidates and teachers about the examination being relatively easier compared to the previous years.

Experts said though the nature of question paper wasn’t drastically different from the previous years, candidates’ familiarity with both the examination day drill and the nature of questions made them feel NEET UG – 2019 to be lot more easier.

“This year many questions were asked from NCERT books. So, if the students had prepared with NCERT books they could have scored well. Unfortunately, the awareness was not there earlier,” said Dr Prasad Manne, secretary, Kilpauk Medical College Alumni Association. The association conducted free NEET coaching for government students.

Candidates said the test was not as tricky as they were expecting it to be. “Among the three subjects, biology was easier, chemistry was moderate and only physics was challenging,” a candidate who took the test at Yadava College in Madurai said. B Derry Chris, another candidate, said that he was surprised to see many straight questions. “In biology, especially, there were many easy questions,” he added.

University of Madras approves 6,700 addl arts & science seats

Following a huge spurt in demand for arts and science course seats in city colleges this year, the syndicate of the University of Madras has approved adding 6,700 seats to the colleges affiliated to the university for the current academic year.

At least 42 colleges and six standalone institutions have already applied for increasing their seats.

“We will be approving 81 undergraduate sections and 33 postgraduate sections in the existing affiliated colleges. Of the 81, 46 will be for BCom course,” said P Duraisamy, vice-chancellor of the university.

Total additional seats to be approved will be about 5,500 undergraduate seats and 1,200 postgraduate seats for the academic year 2019-20.

With CBSE results being declared last week, this may allow city colleges to accommodate more students into courses that are in high demand. More seats will also address the concerns of CBSE students about getting admission into colleges of their choice.

“We had already instructed affiliated colleges not to close the admissions until the CBSE results are declared. The increase in seats will further benefit CBSE and state board students,” the VC said.

The university has also approved new programmes such as international studies, business economics, BVoc in tourism and hospitality, data science courses in various colleges in Chennai.

100 more MBBS seats for state

Tirunelveli Medical College will get at least 100 more MBBS seats this year as the total number of UG seats in the college is set to go up to 250 soon. Sources in the state health department told TOI that they recently got a confirmation from the Medical Council of India, and the seats will be officially allotted once the Tamil Nadu government gives its approval. P 7

Madras High Court directs action against Advocates for forging petitioner's signature [Read Order] Meera Emmanuel May 5 2019

A writ petition to shift the location of a liquor vending outlet recently culminated in the Madras High Court ordering a Bar Council enquiry into the conduct of the lawyers who claimed to represent the petitioner.

A Division Bench of Justices S Manikumar and Subramonium Prasad was dealing with a petition filed in the name of one Govindhan. The plea called for a direction to shift an outlet of the Tamil Nadu State Marketing Corporation (TASMAC) on the Gingee-Villupuram National Highways at Chittampoondi to any other place.

However, in a peculiar turn of events, the Court found that the petitioner’s signature in the petition appeared to be forged. To look into the matter, the Court also called on the Registrar (Vigilance) to submit a report.

The Registry concluded that the signatures collected in the writ petition, the vakalat and the sworn affidavit represented to be filed by Govindhan did not tally with his actual signature. To establish this finding, handwriting specimens collected from Govindhan during the Registry enquiry, the signature he put while receiving notice of the Registry enquiry as well as the signature he put in a document at the Chittampoondi District Library were compared.

The Court found that three advocates, Babu, Sakthivel and T Rajarathinam were complicit in the forgery. Therefore, it has directed the State Bar Council to carry out disciplinary action against the three, stating,

“Bar Council of Tamil Nadu and Puducherry are directed to proceed, in accordance with law. It is expected that disciplinary Committees constituted, under the Bar Council of India Act, should seriously and meticulously, consider the orders of this Court and the report submitted by Registrar (Vigilance), High Court, Madras, while taking appropriate decision, as directed by this Court.“

The Court proceeded to dismiss the writ petition holding,

“As it is now prima facie found that the signatures contained in the writ petition (11 in number), i.e., vakalath and sworn affidavit, do not tally with the signatures contained in document Nos.1 to 3, details of which are extracted supra, writ petition does not deserve to be proceeded further. Accordingly, writ petition is dismissed. No costs.”

National Testing Agency postponing of NEET 2019 Exam in odissa

108 students of defunct med college to study in six pvt colleges

Chennai: The Union government has informed the Madras high court that 108 students of the now defunct Ponniah Ramajayam Institute of Medical Sciences (PRIMS) will be accommodated in six other private medical colleges in Tamil Nadu.

Counsel for the Union ministry for health and welfare produced a communication to the effect and informed the division bench headed by Justice M Sathyanarayanan that necessary permission has been accorded to increase the respective number of seats to the six colleges – Raja Muthiah Medical College and Research Institute, Chidambaram; Karpagavinayaga Institute of Medical Science and Research Centre, Kancheepuram; Karpagam Faculty of Medical Science and Research, Coimbatore; Tagore Medical College Hospital and Vellammal Medical College Hospital in Madurai, and Adiparasakthi Medical College and Research Institute, Melmaruvathur.

The ministry made the submission on a review application moved by the Tamil Nadu government seeking to review the decision of the court dated February 1, directing the state to admit the students in the 22 government-run medical colleges in TN.

As per the directions, the MCI permitted the state to increase seats in the 22 colleges and recommended that 108 students be proportionately adjusted in the colleges through a communication dated March 10. However, expressing various practical difficulties in absorbing the students, the state requested the MCI to accommodate them in the six private colleges.

Considering the request, the MCI permitted the six self-financing medical colleges in the state to accommodate them and issued necessary permission.

Recording the submissions, the bench closed the review application as nothing remains for further adjudication.

The issue pertains to pleas moved by second year students of PRIMS who were denied permission to continue their medical course since MCI refused recognition to the college. Holding the state responsible for their plight, a single judge of the court had initially directed the state to accommodate them in the government medical colleges in the state.

அடுத்த சில நாள்களில் மதுரை, கரூர் மருத்துவக் கல்லூரிகள் மூலமாக மேலும் 245 இடங்கள் கூடுதலாக கிடைக்கும் என மருத்துவக் கல்வி இயக்குநரக வட்டாரங்கள் தெரிவித்துள்ளன.

தமிழகத்தில் தற்போது 22 அரசு மருத்துவக் கல்லூரிகள் உள்ளன. பெருந்துறையில் சாலைப் போக்குவரத்து தொழிலாளர்களின் வாரிசுகளுக்காக செயல்பட்டு வந்த மருத்துவக் கல்லூரியும் நிகழாண்டு முதல், அரசின் வசம் ஒப்படைக்கப்பட்டுள்ளது.

இதைத் தவிர கரூரில் புதிதாக மருத்துவக் கல்லூரி ஒன்று இந்த ஆண்டு முதல் தொடங்கப்பட உள்ளது. இதனால் மாநில அரசின் கட்டுப்பாட்டின் கீழ் செயல்படும் மருத்துவக் கல்லூரிகளின் எண்ணிக்கை 24-ஆக உயர்ந்துள்ளது.
கடந்த ஆண்டு நிலவரப்படி பெருந்துறை கல்லூரியிலும் சேர்த்து 3,000 எம்.பி.பி.எஸ்., இடங்கள் அரசு மருத்துவக் கல்லூரிகளில் இருந்தன.
அவற்றில் 15 சதவீதம் அகில இந்திய ஒதுக்கீட்டுக்காக வழங்கப்பட்டன. மீதமுள்ளவை தமிழக மாணவர்களுக்கு வழங்கப்பட்டது.

இதனிடையே, நிகழாண்டில் மதுரை மருத்துவக் கல்லூரியில் 95 இடங்களையும், திருநெல்வேலி கல்லூரியில் 100 இடங்களையும் அதிகரிக்க கடந்த சில மாதங்களுக்கு முன்பு இந்திய மருத்துவக் கவுன்சிலிடம் மருத்துவக் கல்வி இயக்குநரகம் விண்ணப்பித்திருந்தது. புதிதாகத் தொடங்கப்பட்டுள்ள கரூர் கல்லூரிக்கு 150 இடங்களை அளிக்குமாறு அனுமதி கோரப்பட்டது.

அதன்பேரில், சம்பந்தப்பட்ட அதிகாரிகள் மருத்துவக் கல்லூரிகளுக்குச் சென்று ஆய்வு நடத்தினர். அதில் முதல்கட்டமாக திருநெல்வேலி மருத்துவக் கல்லூரியில் 100 இடங்களை அதிகரிக்க இந்திய மருத்துவக் கவுன்சில் ஒப்புதல் அளித்துள்ளது.

அதுமட்டுமன்றி, கரூர் மருத்துவக் கல்லுôரிக்கு 55 மருத்துவ அலுவலர்களை நியமிக்கவும் அனுமதி வழங்கப்பட்டுள்ளது.

நீட் தேர்வு காரணமாக பொருளாதார ரீதியாகவும், மன ரீதியாகவும் ஒட்டுமொத்த மாணவர்களும் படும்பாட்டை ஓர் ஆசிரியப் பார்வை மூலம் விளக்க விழைகிறேன். முன்பெல்லாம் நீ என்ன ஆகப்போகிறாய் என ஒரு சிறு குழந்தையிடம் கேட்டால், நான் டாக்டர் ஆகப்போகிறேன் என்ஜினீயர் ஆகப்போகிறேன் என்று விளையாட்டாகக் கூறும். ஆனால், இன்று நம் மாணவர்கள் கட்டாய நீட் தேர்வைக் கண்டதும் அச்ச உணர்வுடன் பின்வாங்கி நாம் அதற்குத் தகுதி உடை யவர்கள் கிடையாது என்ற ஒருவிதத் தாழ்வுமனப்பான்மைக்கு உந்தித் தள்ளப் பட்டிருக்கிறார்கள்.

நன்கு படிக்கும் சில மாணவர்கள்கூட நீட் தேர்வுக்கு விண்ணப்பிக்காமல் இருக்கிறார்கள். ஏதோ ஓர் ஆர்வத்திலோ, கட்டாயத்திலோ விண்ணப்பித்தவர்கள்கூட தேர்வு எழுதாமல் வேறு ஏதேனும் படிக்கலாம் என முடிவெடுத்திருக்கிறேன் என இலக்கில்லாமல் கூறுகிறார்கள். மருத்துவப் படிப்பு எட்டாக்கனி போல் தென்படுவது அபாயகரமானது. எதை எதிர்பார்த்து நீட் விதைக்கப்பட்டதோ, அது துளிர்விட ஆரம்பிக்கிறது.

இதைவிடக் கொடுமை, பிற மாநிலங்களில் சிறந்த கோச்சிங் என்று சில பெற்றோர் கூறுவதைக் கேட்டு, பேருந்திலும், ரயிலிலும், காரிலும் தமது பிள்ளைகளை அழைத்துச் சென்று ஒரு பெரும் தொகையை பயிற்சிக் கட்டணமாகச் செலுத்தி வகுப்பில் பெற்றோர் சேர்க்கும் கதை ஒருபுறம். அதிலும் முதலில் பதிவு செய்த மாணவர்களுக்கு நேரடி வகுப்பும், பிறகு பதிவு செய்த மாணவர்களுக்கு வேறு அறைகளில் அதே வகுப்பின் பிம்பத்தை திரையில் தெரியவைத்து பயிற்சி வகுப்பும் நடைபெறுகிறது. பல இடங்களில் பயிற்சி பெற்றவர்கள் நீட் தேர்வு எழுதும்போது சிபிஎஸ்இ-இல் படித்தவர்கள் எளிதாகத் தேர்ச்சி பெற்று விடுகிறார்கள்.

ஓர் ஆண்டு படிப்பைத் தள்ளிப்போட்டு பயிற்சி பெற்ற நம்முடைய சில மாணவர்கள் போராடி இடத்தைப் பெற்று விடுகிறார்கள். புதிதாகப் பயிற்சி பெற்றவர்கள், போதிய மதிப்பெண் எடுக்க முடியாமல் ஓர் ஆண்டு படிப்பை ஒதுக்கிவைத்து மீண்டும் நீட் கோச்சிங் சேர்ந்து அடுத்த ஆண்டுத் தேர்வில் வெற்றி பெற்று மருத்துவப் படிப்பில் நுழைகிறார்கள். இனிவரும் காலங்களில் நம் தமிழக மருத்துவ மாணவர்கள் தங்களது கல்வி வரலாற்றில் ஓர் ஆண்டை இழப்பது தவிர்க்க முடியாததாகி விட்டது.

தற்போதைய நீட் தேர்வு நடைமுறையில் தமிழகத்தைச் சேர்ந்த மாணவர்கள் தேர்வாகின்றனர் என்று புள்ளிவிவரங்கள் கூறினாலும், அவர்களில் பாதி சதவீதம் பேர் சிபிஎஸ்இ பள்ளியில் படித்தவர்கள் என்பதுதான் உண்மை. அவர்கள் தமிழ் மொழி அறிந்திருப்பதில்லை. கிராமப்புறங்களில் பணிபுரியும்போது தொடர்பு மொழிப் பிரச்னை காரணமாக நோய் தீர்க்கப்படுவதில் சிக்கல் உருவாகும். நம் பகுதி மாணவர்கள் மருத்துவராகி பணி புரியும்போது சாமானிய மக்கள் தங்கள் உடல்நலப் பிரச்னையைத் தெளிவாக உணர்த்தி மருத்துவம் பெற முடியும்.

ஒவ்வொரு தமிழறியா தமிழ்நாட்டு மருத்துவரும், வட நாட்டு மருத்துவரும் மொழிபெயர்ப்பாளர் வைத்துக்கொண்டா மருத்துவம் பார்க்க முடியும்? தமிழக மருத்துவக் கல்லூரிகளில் நமது மாநில மாணவர்கள் மருத்துவம் பயில்வதே நம் மக்களின் நோய் தீர்க்கும் அஸ்திவாரம் ஆகும். உயர் கல்விக்கு வேண்டுமானால் நீட் தேர்வைவைத்துக் கொள்ளட்டும்.

தற்போது வெளியான தேர்வு முடிவுகள் (மாயத்தோற்றம்) கண்டு அனைவரும் மகிழ்கின்றனர். இதன் விளைவினை கல்வி முக்கோணத்தின் ஆசிரியர்களும் மாணவர்களும் பெற்றோரும் மட்டுமே அறிவர். மிக அதிக தேர்ச்சி விகிதம். தேர்ச்சி பெறுவதற்குரிய மதிப்பெண்ணை மட்டுமே எடுத்து தேர்வில் வெற்றி பெற்றுள்ள மாணவர்களால் எந்த உயர் கல்விக்கும் சேர முடியாத ஒரு நிலை ஏற்பட்டுள்ளது.

சிபிஎஸ்இ முறையில்கூட பிளஸ் 1 வகுப்பு பொதுத் தேர்வாக இல்லாதபோது நம் மாணவர்கள் மட்டும் இப்படி ஒரு புதிய தேர்வு முறையில் சிக்கிக் கொண்டனர். பழைய பாடத் திட்டம் பழைய மதிப்பீடு, பழைய பாடத் திட்டம் புதிய மதிப்பீடு, புதிய பாடத்திட்டம் புதிய மதிப்பீடு என விதவிதமாய் மாணவர்கள் தேர்வெழுதி சோதனை எலிகளாய் மாற்றப்பட்டுள்ளனர். மாணவர்களின் கற்றல் திறனுக்கும் ஆசிரியர்களின் கற்பித்தல் திறனுக்கும் பெரிய சவாலாய் தற்போதைய கல்வி முறை மாறிவிட்டது.
ஒருசில மாணவர்கள் கேட்கும் மருத்துவம் படிக்க விரும்பாத எங்களைப் போன்ற மாணவர்களுக்கு ஏன் இந்தக் கடினமான புதிய பாடத் திட்டம், எங்களுக்கு என குறைவான பாடத் திட்டம் தரக் கூடாதா என்பன போன்ற கேள்விகளுக்கு யாரிடமும் பதில் இல்லை. ஆசிரியர்களைவிட உளவியல் அறிந்தவர்கள் யாரும் இருக்கமுடியாது. நம் மாணவர்கள் தீர்க்கமாய் முடிவெடுக்க வேண்டிய பருவத்தில் திக்குத் தெரியாமல் அலையும் சூழ்நிலைக்குத் தள்ளப்பட்டுள்ளனர்.

எனவே, ஆட்சியாளர்களே, அந்தந்த மாநில மக்கள்ஆரோக்கியமாய் இருந்தால்தான் வலிமையான இந்தியா உருவாகும். ஒரு நாட்டின் தலைவிதி, அதன் வகுப்பறைகளில் தீர்மானிக்கப்படுகிறது என்பார்கள். அங்கு இருப்பவர்கள் ஆசிரியர்களும் மாணவர்களும்தான். மாணவர்கள் இவ்வாறு சிக்கித் தவிக்கும்போது ஆசிரியர் சமுதாயம் வேதனைப்படுவதோடு குரல் கொடுக்கவும் வேண்டியிருக்கிறது. மாணவர்களை அச்சப்படுத்தி அவர்களைக் கல்வி அகதிகள்ஆக்கிவிடாதபடி, நமது கல்வி முறை இருப்பதே நாட்டின் வளர்ச்சிக்கு உறுதுணையாக அமையும். மாணவர் நலனே நாட்டின் நலன்.

'டிசி' வழங்குவதில் குழப்பம்

சிவகங்கை:தமிழகத்தில் பத்தாம் வகுப்பு மற்றும் பிளஸ் 2 தேர்ச்சி பெற்ற மாணவர்களுக்கு 'எமிஸ்' (கல்வி தகவல் மேலாண்மை) மூலம் ஆன்லைனில் மாற்றுச்சான்று (டிசி) வழங்குவதில் குழப்பம் ஏற்பட்டுள்ளது.

ஏப்.,19 பிளஸ் 2, ஏப்.,29ல் பத்தாம் வகுப்பு தேர்வு முடிவுகள் வெளியிடப்பட்டன. மாணவர்களுக்கு தற்காலிக மதிப்பெண் சான்று வழங்கப்பட்ட நிலையில், இந்தாண்டு முதல் மாணவரின் புகைப் படத்துடன் கூடிய மாற்றுச்சான்றிதழை ஆன்லைன் மூலம் பதிவிறக்கம் செய்ய கல்வித்துறை உத்தரவிட்டது.முதலில் மே 3 முதல் பதிவிறக்கம் செய்யலாம் என்றும் பின் மே 6 முதல் எனவும் தேதி மாற்றம் செய்யப்பட்டது.

மாநிலம் முழுவதும் பணிகள் முழுமையாக முடியாததால் ஆன்லைன் பதிவிறக்கம் சாத்தியமா என்ற குழப்பம் ஏற்பட்டுள்ளது. பிளஸ் 2 முடித்த மாணவர்கள் கல்லுாரிகளில் சேர மாற்றுச்சான்றிதழ் கிடைக்காமல் தவிப்பதாக சர்ச்சை ஏற்பட்டுள்ளது.தமிழ்நாடு உயர்நிலை மேல்நிலை பள்ளி தலைமை ஆசிரியர் கழக மாநில தலைவர் பீட்டர் ராஜா கூறியதாவது:

விருதுநகர் மாவட்டம் ராஜபாளையத்தை சேர்ந்தவர் கார்த்திக். இவர் நெல் வியாபாரம் செய்து வருவதாகவும், 7 ஆயிரத்து 600 நெல் மூட்டைகள் குடோனில் வைத்திருப்பதாகவும். அதை வைத்து அடமான கடன் வழங்க வேண்டும் என்றும் ராஜபாளையத்தில் உள்ள ஒரு வங்கியில் விண்ணப்பித்தார். அதன்பேரில் நெல் மூட்டைகளை வங்கி அதிகாரிகள் பரிசோதித்தனர். பின்னர் அவருக்கு கடந்த 2017–ம் ஆண்டில் ரூ.76 லட்சம், ரூ.20 லட்சம் என 2 தவணையாக மொத்தம் ரூ.96 லட்சம் அடமான கடன் வழங்கப்பட்டது.

இதேபோல ராஜபாளையத்தை சேர்ந்த சுவாதிக் என்பவருடைய 3 ஆயிரத்து 600 நெல் மூட்டைகளுக்கு அடமான கடனாக ரூ.39 லட்சம் வழங்கப்பட்டது. இதையடுத்து அவ்வப்போது குடோனில் இருந்த நெல் மூட்டைகளை வங்கி அதிகாரிகள் சோதனை செய்து வந்தனர். அந்த சமயத்தில் மூட்டைகள் இருந்த வரிசையில் மாற்றம் இருந்ததால் சந்தேகப்பட்ட வங்கி அதிகாரிகள், அவற்றை சரிபார்த்தனர். அப்போது வேறொரு நபருக்கு சொந்தமான நெல் மூட்டைகளை தங்களது என காட்டி, கடன் வாங்கியதும் தெரியவந்தது.

இதுகுறித்து வங்கி அதிகாரிகள் சார்பில் கார்த்திக், சுவாதிக் மொத்தம் ரூ.1 கோடியே 35 லட்சம் கடன் பெற்று, அதை செலுத்தாமல் மோசடி செய்ததாகவும், மற்றும் அவர்களின் நெல் மூட்டைகளை பரிசோதித்து மேற்பார்வை செய்து சான்றிதழ் வழங்கியதாக என்.பி.எச்.சி. நிறுவனத்தை சேர்ந்தவர்கள் மீது விருதுநகர் மாவட்ட குற்றப்பிரிவு போலீசில் புகார் செய்யப்பட்டது. அந்த புகாரின்பேரில் கார்த்திக், சுவாதிக், அவருக்கு ஜாமீன்தாரரான வெங்கடேஷ், என்.பி.எச்.சி. நிறுவனத்தை சேர்ந்தவர்கள் உள்பட 18 பேர் மீது போலீசார் வழக்குபதிவு செய்தனர்.

இதையடுத்து இந்த வழக்கை ரத்து செய்ய வேண்டும் என்று என்.பி.எச்.சி. நிறுவனத்தை சேர்ந்தவர்களும், வெங்கடேஷ் என்பவரும் தனித்தனியாக மதுரை ஐகோர்ட்டில் வழக்கு தொடர்ந்தனர்.

இந்த வழக்கு நீதிபதி எம்.தண்டபாணி முன்பு விசாரணைக்கு வந்தது.

அப்போது வங்கி சார்பில் ஆஜரான வக்கீல்கள் என்.இளங்கோ, ஏ.நாகராஜன் ஆகியோர், “இந்த மோசடி குறித்து 2017–ம் ஆண்டு டிசம்பர் மாதம் புகார் செய்யப்பட்டது. ஆனால் அதன் மீது போலீசார் எந்த நடவடிக்கையும் எடுக்கவில்லை. மீண்டும் மீண்டும் புகார் செய்ததன்விளைவாக பல மாதங்கள் கழித்து 27.8.2018 அன்று தான் எப்.ஐ.ஆர். பதிவு செய்தனர். மேலும் இந்த வழக்கில் சேர்க்கப்பட்டுள்ள வெங்கடேஷ் தான் கடன் மோசடிக்கு காரணம் என்று சுவாதிக் புகார் கூறியுள்ளார். வெங்கடேசின் முன்ஜாமீன் மனுவை ஐகோர்ட்டு தள்ளுபடி செய்தது. அதை மறைத்து கீழ்கோர்ட்டில் ஜாமீன் பெற்றுள்ளார்“ என்று வாதாடினார்கள்.

முடிவில், இந்த மனுக்களை தள்ளுபடி செய்வதாக நீதிபதி உத்தரவிட்டார். மேலும் இந்த மோசடி குறித்து விசாரிக்க சி.பி.ஐ. போலீசாரை தாமான முன்வந்து எதிர்மனுதாரராக சேர்ப்பதாகவும், சி.பி.ஐ. போலீசார் இந்த வழக்கை விசாரித்து உரிய நடவடிக்கை வேண்டும் என்றும் நீதிபதி உத்தரவிட்டுள்ளார்.

சதுரகிரி மலையில் சுந்தர மகாலிங்கம், சந்தன மகாலிங்கம் கோவில்கள் உள்ளன. இங்கு அமாவாசை மற்றும் பவுர்ணமி காலங்களில் மட்டும் தமிழகம் மற்றும் வெளி மாநிலங்களில் இருந்து பக்தர்கள் பெருமளவில் மலையேறிச் சென்று சாமி தரிசனம் செய்வது வழக்கம். அந்த சமயத்தில் மட்டுமே மலை ஏற வனத்துறை அனுமதி வழங்குகிறது.

சித்திரை அமாவாசையான நேற்று தொடர் விடுமுறை காரணமாகவும் பல்லாயிரக்கணக்கான பக்தர்கள் சாமி தரிசனம் செய்ய வந்தனர். மலை ஏறும் வழியில் அமைக்கப்பட்டிருந்த குடிநீர் தொட்டிகளில் தண்ணீர் நிரப்பாததால் தவிப்புக்கு உள்ளானார்கள்.

அன்னதான கூடங்கள் மூடப்பட்டு விட்ட நிலையில் தனியார் உணவு விடுதிகளில் ஒரு இட்லி ரூ.20 எனவும் ஒரு தோசை ரூ.100 எனவும் ஒரு லிட்டர் தண்ணீர் பாட்டில் ரூ.50–க்கும் விற்கப்படுவதாக பக்தர்கள் புகார் தெரிவித்தனர்.

சதுரகிரி மலைப்பகுதியில் மான், மிளா, குரங்கு, கரடி, காட்டுமாடு, யானை ஆகிய வனவிலங்குகள் கடும் வறட்சியின் காரணமாக குடிப்பதற்கு தண்ணீர் இன்றி பெரிதும் அவதிப்பட்டு வருகிறது.

இந்தநிலையில் மலை ஏறிய பக்தர் ஒருவரிடம் குரங்கு கூட்டம் ஒன்று அவர் கையில் வைத்திருந்த தண்ணீர் பாட்டிலை சைகை மூலம் கேட்டது, குரங்குகள் தண்ணீர் கேட்பதை புரிந்து கொண்ட பக்தர் தான் கொண்டு வந்திருந்த தண்ணீரை குரங்குகளுக்கு கொடுத்தார். குரங்குகள் தண்ணீரை ஆர்வத்துடன் பருகி தாகத்தை தீர்த்துக் கொண்டன. இந்த சம்பவம் மலைக்கு சென்ற பக்தர்கள் உள்ளத்தை உருக்குவதாக இருந்தது. உடனடியாக அந்த பகுதியில் சென்று கொண்டிருந்த பக்தர்கள் அனைவரும் தங்கள் கைகளில் இருந்த தண்ணீர் பாட்டில்களில் உள்ள தண்ணீரை குரங்குகளுக்கு கொடுத்தனர்.

அறநிலையத்துறை மற்றும் மாவட்ட நிர்வாகம் உடனடியாக தலையிட்டு சதுரகிரி மலைக்கு வரும் பக்தர்களின் நலனை கருத்தில் கொண்டு தண்ணீர் வசதி, அன்னதான வசதி உள்ளிட்டவைகளை செய்து தர வேண்டும். குடிநீர் வேண்டி பக்தர்களிடம் கையேந்தும் வனவிலங்குகளின் அவல நிலையை வனத்துறையினர் போக்க வேண்டும் என பக்தர்கள் மற்றும் இயற்கை ஆர்வலர்கள் கோரிக்கை விடுத்துள்ளனர்.

தமிழகத்தில் இதுவரை இல்லாத அளவில் சுட்டெரிக்கும் வெயில் வாட்டி வதைத்து வருகிறது. சேலம் மாவட்டத்தை பொறுத்தவரையில் நாளுக்குநாள் வெயிலின் தாக்கம் அதிகமாக இருக்கிறது. இதனால் இரவில் வீடுகளில் பொதுமக்கள் தூங்கமுடியாமல் கடும் அவதிக்குள்ளாகி வருகின்றனர்.

இதுதவிர, கோடை வெயிலால் சிறுவர்கள் முதல் பெரியவர்கள் வரை வயிறு உபாதைக்குட்பட்டு வருகிறார்கள். பகலில் அடிக்கும் வெயிலின் உஷ்ணத்தால் உடல்நிலையில் கோளாறு ஏற்பட்டு அவதிப்பட்டு வருகிறார்கள்.

CHENNAI: Globally, millions of dollars are being spent on cancer research and for decades, scientists have been gathering information on bio-active compounds exhibiting anti-cancer properties from different sources. In India, for the first time, a patent has been issued for extracting anti-cancer compounds from a wild mushroom variety found in Western Ghats of Tamil Nadu.


The inventor is a retired Madras University professor Venkatesan Kaviyarasan and his PhD student J Manjunathan. The university had applied for the patent in 2012 and after rigorous scrutiny, got it on March 11 this year. The mushroom variety from which the research team has isolated the anti-cancer compounds is lentinus tuberregium, which is an edible variety valued for its high nutritional composition. However, the major limitation to its availability and utilisation is that it is seasonal in nature.

Speaking to Express, Kaviyarasan said his team has carried out extensive studies on mushroom biodiversity since 1960s. They had successfully catalogued over 700 mushroom varieties, bio-documenting the edible ones with highly nutritive attributes, and studying medicinal mushrooms from the 1990s.

“In the 1970s, a Japanese mushroom, lentinus edodes, well known as Shitake mushroom, proved to exhibit anticancer activity and the same was later approved by the FDA of USA. In the year 2000, some of my associates were able to collect various lentinus samples from the Kolli Hills of the Eastern ghats and Kanyakumari forests of the Western Ghats.

Both nutritional and medicinal properties were documented. Of these, more than 8 bio-active compounds were identified and the anti-cancer properties of some of them were confirmed by studies against suitable anticancer cell lines. Of these, two compounds, namely LT1 and LT 2 extractable from an edible mushroom, lentinus tuberregium have been duly patented for the extraction protocols for the anti-cancer cell line of breast cancer,” Kaviyarasan said in an interview, while urging the university and his students to take the research forward.

Kaviyarasan, who recently suffered stroke and is recovering, is still enthusiastic about his work, and rued the fact that in India, research on medicinal properties of mushrooms is at an infant stage, while countries like China, Japan and other eastern countries are progressing at faster rate. He alleged that British rulers have suppressed the traditional knowledge that the native Indians possessed and eventually promoted only the allopathy medicine. Further, our pioneers failed to record most of the information available to them.

However, for centuries, Indians are believed to have consumed many different mushroom varieties as food. These include the straw mushroom (volvariella valvaceae), oyster mushroom (pleurotus) and marakkalan (lentinus). In the year 1912, Dr T Petch, the then Director of the Botanical Gardens at Kandy in Sri Lanka, visited Tamil Nadu and found some local inhabitants in the Tanjore belt collecting some material from mushroom bases under termite mounds known as Putru Manga in the local dialect and traditionally used by pregnant women just before child birth in order to prevent pneumonia.

The information was published in the Annual Review of the Botanical Garden. Even today, the ‘Arisi Kalan’ (termitomyces microcarpus) and ‘Putru Kalan’ (termitomyces heimi) varieties are sold in the local vegetable markets of Tirunelveli and Thiruvananthapuram.

Gordon Wasson, a mushroom researcher, visited India and gathered information from many Vedic pandits in Kasi and Pune. Based on the knowledge acquired from Rig Vedic literature on Soma Banam, which is nothing but an extract from mushroom amanita muscaria, a book entitled Soma: Divine Mushroom Immortality was published. In this book, the author explained the effects of hallucination and immortality that this extract offers on its consumption. After this book was published in 1968, several international research articles have been published on this subject.

Co-inventor J Manjunathan said a project proposal has been forwarded to Department of Science and Technology (DST) to carry forward the research. He said lentinus tuberregium mushroom can be commercially cultivated and he was ready to help the farmers.

The Kaani tribe in Kanyakumari forests are known to use mushrooms in their daily diet. Field trips and personal interviews with tribal people reveal extensive usage of mushrooms. “Tribal people collect mushrooms early in the morning in bamboo or reed baskets. The collected mushrooms are cleaned in fresh water twice or thrice and slightly pounded in wooden mortar with an equal amount of rice. Then, both are boiled with a little water, spices, salt and wild green chillies are added for flavour and aroma. Then, it is served with cooked rice or cooked tapioca. Grated coconut is added to this preparation by some tribal people,” said Kaviyarasan, who had lived with Kaani tribes for days as part of his research.

Tirupati tour package from Mangaluru

Arrangements for NEET

Elaborate arrangements have been made for the conduct of NEET examination on Sunday at 10 centres in Thanjavur district.

Adequate police bandobust had been provided at 9 centres in and around Thanjavur Corporation and one centre at Kumbakonam municipality where NEET was scheduled to be held. Traffic diversion would be effected in the areas where these centres have been located a few hours before the commencement of the examination and after the examination hours.

While a total of 4,876 girls would be taking up the examinations, 2,912 boys have registered for NEET, sources said.

Adopt counselling system in constituent colleges’

With admission process going on in full swing for undergraduate courses in all colleges, a section of students and faculty members have appealed for adopting counselling process in the four constituent colleges of Madurai Kamaraj University.

The guidelines for admissions to arts and science colleges for the year 2019-20, issued by Directorate of Collegiate Education (DCE), says that all colleges must admit students through counselling process after preparation of merit list based on marks, reservation and other parameters.

Counselling process is presently not adopted in any of the four constituent colleges of MKU in Tirumangalam, Aruppukkottai, Sattur and Vedasandur.

Process improved

However, sources in the university said that the admission process has been considerably improved from previous years with stringent adherence to procedures.

Until last year, all the six constituent colleges of the university used to receive complaints of irregularities in the admission process, including delays, admitting students more than the sanctioned strength, and allegations of bribery. The colleges in Andipatti and Kottur have been converted as government colleges from this academic year.

Among the remaining four colleges, the college in Tirumangalam was in news last year for allegations over accepting bribe from students during admissions.

M. Buvaneswaran, the recently-appointed Principal of the college, said the process had been made transparent this year with no room for any irregularities. “We are adhering to the guidelines and schedule. The first merit list will be published on May 10,” he said.

On following the counselling process, a senior official from the university said that there were some practical challenges in adopting it.

Madurai Kamaraj University Vice-Chancellor M. Krishnan said that he would discuss with the officials on adopting the process from this academic year.

Counselling for students of defunct college

The Directorate of Medical Education (DME) is likely to conduct counselling for 108 second year MBBS students of the defunct Ponnaiyah Ramajayam Institute of Medical Sciences, Kancheepuram district.

A. Edwin Joe, Director of Medical Education, said they would conduct counselling for the 108 students based on their merit for admission to six private medical colleges. Officials said the Union Health Ministry informed the Madras High Court that 108 students will be accommodated in six of the State’s private medical colleges. DME officials have submitted the court order to the State government.

The college was one of the medical institutions recently closed in the State. The Medical Council of India debarred the college from admitting students for two academic years.

Southern Railway to run 2 special trains

The Sunday special train will depart Chennai Central at 4.25 p.m. and reach Shalimar at 9.30 p.m. on Monday.

Accepts expert opinion that bruises might escape notice under artificial light

The Madras High Court has refused to interfere with a decision taken by the State government to stop the practice of conducting post-mortems during night hours even in motor accident cases due to difficulties faced by forensic experts in making accurate observations in the absence of sunlight.

Justices S. Manikumar and Subramonium Prasad imposed costs of Rs. 10,000 on a public interest litigation petitioner V. Eswaran for challenging the government’s decision. The judges said the case had been filed with bald averments without ascertaining the real reason behind avoiding autopsy during night hours.

According to the petitioner, a Government Order issued on June 13, 1996 permitted conduct of post-mortem during night hours in respect of motor accident cases alone. Such permission had been granted considering the anxiety that may prevail among relatives to take the body at the earliest for performing final rites.

However, the permission was withdrawn by another GO on May 2, 2013 and the decision was taken on the flimsy reason of non-availability of sunlight, the petitioner contended.

Taking it with a pinch of salt, the judges called for government records after warning the petitioner that costs will be imposed on him if his claim was found to be wrong. The records revealed that the decision to stop conduct of autopsy during night hours was taken on the basis of recommendations of an eight-member expert committee constituted in 2010 under the chairmanship of the then Director of Medical Education. It stated that most often than not relatives end up identifying wrong bodies even during day time and therefore the chances of such wrong identification was bound to increase during night hours. Apart from this, police might find it difficult to attend to law and order problems caused during night hours and autopsy might also get interrupted in case of power failures, the experts felt.

The most crucial point highlighted by the committee was that the forensic experts had to note down even contusions, bruises and colour of the wounds to find out the cause of death as well as the time of death. Since the complexion of Tamilians was a mixture of “medium and dark,” it would be difficult to spot minor bruises under artificial light, it said.

“Under artificial light, the colour of the skin, in cases of dark or medium complexioned individuals, would mask the colour of the bruise and may escape detection even by the trained eye despite careful examination,” read a report submitted by the Director of Medical Education to the Health Secretary on August 28, 2010. The report concluded that conduct of post-mortem was not a ritual. It would have grave impact on the trial of criminal cases and therefore it was absolutely necessary to conduct it generally in daylight, except emergent situations, to avoid faulty observations which may derail a police probe and lead to miscarriage of justice.

Chitlapakkam residents resort to signature campaign

Demand construction of overhead tank, desilting of lakes to resolve water crisis

Groundwater has been the major source of water for residents of Chitlapakkam for several months now. As borewells are drying up, leading to acute water shortage, residents have resorted to a signature campaign to attract attention of authorities concerned to step up public water supply.

Residents of Sarvamangala Nagar, Chitlapakkam, noted that the water table was depleting faster and more people were sinking borewells up to 500 ft. M. Ravi, secretary of the Sarvamangala Nagar Residents’ Association, said several houses in the proximity of the Sembakkam lake were also deepening borewells and had turned to packaged drinking water for their needs. Water supply from the panchayat had dwindled this summer.

Demanding relief

“We have started a signature campaign in our area to stress on constructing an overhead tank and providing street supply. Sembakkam and Chitlapakkam lakes must be desilted and release of sewage must be arrested to ensure groundwater recharge,” he said.

Though surrounded by four waterbodies, including Sembakkam and Selaiyur, residents complained that the area suffered due to negligence of water sources.

P. Viswanathan, convenor of Coordination Committee of Residents’ Welfare Associations of Chitlapakkam, said public water supply was stopped in March and people had no choice other than to purchase water from private tankers. “We have to get at least 70 l (per capita per day) of water but are provided with much less. The Tamil Nadu Water Supply and Drainage Board must complete the Madambakkam-Chitlapakkam combined water supply scheme soon,” he said.

Sewage contamination

Officials of the Water Resources Department said several representations had been made to surrounding local bodies not to release raw sewage into the lakes. Voluntary organisations had been permitted to desilt the lake. But water level in the lake had to reduce to start the work. The department was ready to join hands with NGOs to desilt Chitlapakkam lake, they said.

Sources in Chitlapakkam town panchayat said measures were being taken to increase tanker supply. At present, water is provided through 20 tankers daily. The panchayat has represented to TWAD to provide a minimum of 2-3 lakh litres of water daily.
