Tamil Nadu gets permission for new medical college in Karur with 150 MBBS seats

CHENNAI: Tamil Nadu will establish a new medicalcollege and hospital in Karurand begin MBBS admissions for 150 seats for the 2019 academic year. The Centre on Tuesday told state health secretary Beela Rajesh that permission to set up the government college in Karur district had been granted.

The state got 100 additional seats for the medical college in Tirunelveli and is awaiting permission to add 95 seats to Madurai Medical College. Last year, Tamil Nadu had 2,900 MBBS seats in 22 government medical colleges.

The MCI, which had completed two rounds of inspection on its campus, has asked for an undertaking from the government for rectification of minor deficiencies in a couple of months.

“For the first two years, the medical college will use the 340-bed district headquarters hospital as teaching facility. We are now building a 1,000-bed unitary campus on the 20-acre land. By the third year, students will use 800 of these beds for learning,” said Karur medical college dean Dr Rosy Vennila.

The state has taken a policy decision to increase the number of medical colleges or add additional seats to existing colleges every year. Proposals for new medical colleges are pending in Perambalur, Ooty and Ramanathapuram and pressure has been building for new colleges in Tiruvallur and Kancheepuram. “All new colleges now have 150 seats. We are trying to increase the number of MBBS seats to 250 in all existing medical colleges,” said director of medical education Dr A Edwin Joe.

Though the construction of the college building progressed quickly in the last year, it was marred by political controversies and court battles. There was a tussle between AIADMK leaders M R Vijayabaskar and V Senthil Balaji over the construction site. In April 2017, Krishnarayapuram legislator M Geetha sought permission from the district collector to hold a protest against Aravakurichi MLA V Senthil Balaji. Geetha, who is party presidium chairman of Karur, condemned Balaji’s “vested interest” in insisting that the Karur medical college be built in Kuppuchipalayam. She wanted the college to be constructed in Gandhigramam. After a court battle, construction of the college began in Gandhigram.

Meanwhile, at least four private medical colleges had applied for licences. The state had issued no-objection certificates to two self-financing medical colleges including the Kovai Medical Centre in Coimbatore.

At least two more collges that were debarred from admitting students are also likely to be given approval for admission in 2019.

IMA ethics panel to send notice to doctors of Kochi hospital for ‘violating medical ethics’

A few years ago, the Medical Council of India took punitive action against a group of doctors who had been featured prominently in the advertisement of the hospital they were working in, by removing their names from the Indian Medical Register/State Medical Register for 15 days.

The MCI took this decisive action because doctors promoting themselves through advertisements with photographs is a gross violation of Indian Medical Council (Professional conduct, Etiquette and Ethics) Regulations, 2002.

A group of doctors working in a prominent corporate hospital in Kochi may be at risk of the same transgression after their photographs and details were featured prominently in a newspaper advertisement of the hospital on May 1. The matter has already been brought to the attention of the Registrar of Travancore Cochin Council of Modern Medicine, for “appropriate action.”
What the code says

Section 6.1 of the Code of Ethics states that “...a physician shall not make use of him/her (or his/her name) as subject of any form or manner of advertising or publicity through any mode either alone or in conjunction with others ... as to invite attention to him or to his professional position, skill, qualification ...”

“Corporate hospitals are free to advertise their facilities and services but they cannot advertise their services making use of the photographs and details of the doctors under their employment. Doctors are well aware of these provisions in the Code of Ethics,” points out K.V. Babu, a physician and public health activist who has been championing medical ethics. It was in 2013 that MCI took disciplinary action against nine doctors who were featured prominently in an advertisement of Saxena Multispeciality Hospital, Pvt. Ltd., Sonepat, Haryana. 

Council’s mandate

Travancore Cochin Council of Modern Medicine, which met in May last year, brought out a circular that the council will be forced to take suo motu action against doctors if they display their photographs in any hospital billboards or advertisements in violation of the Code of Ethics. It had asked doctors to remove their names and photographs from such publicity material immediately or to face punitive action, including removal of their names from the State Medical Register.

“MCI’s Code of Ethics is binding on the doctors and not the hospital. MCI has jurisdiction only over doctors. So even if it is the hospital which is putting out the advertisements featuring doctors’ photographs, the latter alone will be held liable for the violation of medical ethics,” Dr. Babu says.
Advisory to hospital

Chairman of the ethics committee of Indian Medical Association, Kerala, Srikumar Vasudev, said that the committee will be issuing a notice to the doctors featured in the advertisement and sending an advisory to the hospital also regarding the Code of Ethics. “Perhaps the doctors are not aware of it, but it is their duty to ensure that their employer does not use their photographs in advertisements in violation of the code,” he added.

At a meeting of principals, Gurmeet Singh highlights need for improving teaching

Pondicherry University Vice-Chancellor Gurmeet Singh has directed the affiliated colleges to implement 10% reservation for the economically weaker sections (EWS) in a phased manner.

Addressing the principals of about 65 colleges affiliated to Pondicherry University, who attended the meeting hosted by the College Development Council of the University, Prof. Singh said at present the reservation implemented by Pondicherry University only enabled students from the Union Territory of Pondicherry in getting admission to the extent of 25% to 30% in the university.

He stressed on the need to improve the quality of teaching at the undergraduate level and for collaborative efforts of all colleges on delivering quality education.

He said only a small percentage of students from Puducherry were passing the national-level admission test and finding a place in the first merit list of the reputed universities. And, although the city had emerged as an education hub, a good number of parents were still sending their wards to other cities for higher studies for want of quality education, he said.

Prof. Singh advocated the need for selection of qualified faculty members based on AICTE/UGC/NCTE norms. During the deliberations, colleges were asked to conduct governing body meetings with university nominees.

Good facilities

Experts are nominated to help the colleges to benchmark procedures followed in other reputed universities. Institutions should keep the websites updated, provide wi-fi facilities and digital libraries apart from offering canteen, sports grounds and facilities exclusively for persons with disabilities.

The Vice-Chancellor urged all colleges to meet the MHRD/UGC requirements regarding constitution of anti-ragging committee, students grievance redress mechanism, adoption of villages and rainwater harvesting structures.

Move follows busting of child sale racket

After the completion of verification of birth certificates in Kolli Hills after the busting of a child sale racket, the Namakkal district administration is likely to recommend the verification process for the entire State.

Namakkal Collector M. Asia Mariam said, “Immediately after a recorded conversation about the sale of newborns went viral in social media, teams were formed to conduct verification of birth certificates and survey in Kolli Hills.”

The teams looked at every child birth at Primary Health Centres here and conducted field survey to check if the children were still in their homes. “A report is being prepared and based on the report a similar survey across the State may be recommended,” she said.

Ramesh Kumar, Deputy Director of Health Services, said 15 five-member teams conducted the survey in Kolli Hills.

“Each team had a health inspector and the survey is over. A report will be submitted to the government and police officials in the next few days,” he said.

A recorded conversation between a prospective buyer and retired nursing assistant A. Amuthavalli on the sale of newborns went viral in social media recently. Based on the audio clip, Namakkal police arrested Amuthavalli, her husband S. Ravichandran, ambulance driver Murugesan and five other agents who were involved in the sale of 14 newborns.

The CB-CID recently took up the investigation of the case and they were granted custody of Amuthavalli for two days and ambulance driver Murugesan, Arulsami an agent from Erode, for three days by the Chief Judicial Magistrate here on Tuesday.

Health Department confirms MCI approval

The Medical Council of India (MCI) has permitted the State government to admit 150 students in Karur Medical College for the academic year 2019-20.

The approval has come about four weeks after a MCI team visited Karur to inspect infrastructure facilities at the medical college hospital.

A three-member team - pre-clinical, para-clinical and clinical-had - visited Sanapirati, where construction of medical college is taken up at a total estimate of Rs. 269.59 crore.

Confirming the MCI approval, a senior official of the Health Department said that the government had received the permission within a short span of time since the start of construction of medical college in Karur. The MCI team had expressed satisfaction over available infrastructure for admitting 150 MBBS students.

The new sanctioned MBBS seats would be included in the pool of MBBS seats for admitting students during 2019-20.

In addition, the MCI had sanctioned 100 more MBBS seats in the Government Medical College in Tirunelveli. With this, the number of seats would go up from 150 to 250.

Construction over

The official said that construction of various buildings had almost been completed for starting the medical college in Karur. While Rs. 122.79 crore was meant for building a 800-bedded hospital, classrooms with a plinth area of about 3.20 lakh sq. ft. were built at an estimate of Rs. 75.79 crore. A sum of Rs. 71 crore was spent for construction of a hostel for students.

The existing Government Hospital in Karur had been attached to the Karur Medical College.

520 beds

There were 520 beds in the GH. It had been getting more than 2,500 out-patients a day, which was 1,400 more than the norms of MCI. It had five special units such as surgery, medicine, paediatrics, obstetrics and gynaecology and anaesthesia.

Former Chief Minister Jayalalithaa had laid the foundation stone through video conferencing for the college in March 2016.

The college was originally planned to build at Kuppuchipalayam, which is 10 km away from Karur.

It was later shifted to Sanapiratti in Karur. After a number of legal hurdles, the State government began construction in 2017.

Self-financing colleges’ association seek exemption from qualification regulations

The Association of Self-Financing Arts, Science and Management Colleges of Tamil Nadu (ASFASMTN) has sought exemption for self-financing colleges from the qualification regulations proposed by the University Grants Commission (UGC).

In the memorandum submitted to Chief Minister Edappadi K. Palaniswami recently, the Association proposed that the teaching staffs, who have completed Ph.D or cleared National Eligibility Test (NET), State Eligibility Test (SET) or State Level Eligibility Test (SLET), may be considered only for promotion after they acquire the qualification as per the UGC regulation, highlighting that 75% of the existing faculty members will lose their jobs if colleges are forced to follow these regulations.

According to the memorandum, nearly 30,000 to 35,000 college teachers would lose their job.

The memorandum, which was signed by Ajeet Kumar Lal Mohan, president and T. Sethupati, secretary of the Association, also requested the Chief Minister to include two of its representatives along with the Director of Directorate of Collegiate Education in the fee fixation committee.

The memorandum said that the non-inclusion of president and secretary of ASFASMTN and the Director of Directorate of Collegiate Education would create apprehensions “in the minds of the stakeholders and students.”

Varsity to refund excess fee

Annamalai University has sought the bank account details of the medical and dental students of all batches of the Rajah Muthiah Medical College and the dental college affiliated to it. The move follows a contempt petition filed by students as the University failed to comply with the Supreme Court ruling.

The apex court had ordered refund of excess fee collected by the University in December. But the institution had taken no action and instead withheld the results of CRRI, PG and final year UG students who had not paid their fees.

As many as 189 students appealed to the Madras High Court which dismissed their case. The students then approached the Supreme Court. In December, the apex court had directed the college to collect fee as per the fee fixation committee. “But the college continued to levy the fee it had stipulated barring the first year students for whom it reduced the fee by one lakh rupees,” said a parent. “We brought this to the notice of the Supreme Court last week and the court said the University should refund the excess fee by Friday morning,” students said.

HC asks how poor doctors can afford such bonds

The Madras High Court on Wednesday wondered how fair it was for the Directorate of Medical Education (DME) to insist upon sureties from two government employees along with bonds for Rs. 40 lakh and Rs. 20 lakh to be executed by MBBS graduates for securing admission in postgraduate (PG) degree and diploma courses respectively under government quota.

A Division Bench of Justices S. Vaidyanathan and Subramonium Prasad questioned how poor students will obtain such sureties from government employees and directed a government counsel to obtain instructions on the issue from the DME as well as the Health Secretary before the next summer vacation court sitting scheduled on May 15.

The query was raised during the hearing of a public interest litigation petition filed by advocate T.K. Saravanan, 33, of Chennai, accusing some government employees of demanding huge amount of money from candidates to provide sureties while a majority of them decline such requests due to fear of facing the music if the candidates do not comply with bond conditions.

The petitioner said the government had made it mandatory for MBBS graduates to execute bonds stating that they shall serve the government for two years after completing the PG diplomas/degrees if their services were required.

Such a stipulation had been created to ensure that specialist doctors did not shy away from serving in rural areas despite being educated at State cost.

As per the prospectus for PG medical admissions for the academic year 2019-20, the successful candidates, who had cleared NEET, were required to submit bonds along with three sureties of which one must be from spouse or parent and two others from government employees in the same or higher rank that of the candidate.

45 universities permitted to admit international students for MBBS degree

Every year, a number of students from Tamil Nadu, and across the country, seek admission for MBBS in universities/colleges in China. This year, the Ministry of Education of China has issued an official communication in which they released a list of 45 Chinese universities that are authorised to admit international students for a MBBS degree in English, and has strictly prohibited teaching the course under a bilingual (English/Chinese) model.

With the National Eligibility-cum-Entrance Test held and admission season around the corner, the Tamil Nadu Medical Council has advised students seeking admissions for MBBS abroad, including China, to check if the university/medical college is recognised and the standard of teaching and facilities available.

A press release issued recently by the Embassy of India, Beijing and posted on its website, said as per the official communication, prospective students are advised to note carefully that only these 45 Chinese universities are authorised to admit international students for an MBBS degree in English.

Universities not included in the list must not admit international students for MBBS (teaching in English) and can take in only international students for teaching in Chinese. “Bilingual model” is strictly forbidden to be used for admission of international students, it added.

Senthil, president of Tamil Nadu Medical Council, said students opting to study abroad should check if the institution was recognised. “Recently, a candidate, who completed MBBS in China, lodged a complaint with us that the agency that facilitated his admission to the Chinese institution was asking for money to send a confirmation of his education to us. We had written twice to the institution to confirm and they did not respond. We asked the candidate to approach the police and we have written again to the institution warning that they will be blacklisted if they do not respond,” he said.

Qualifying exam

As per the Medical Council of India (MCI), an Indian, who studied medicine in countries such as Russia and China (exemption being Commonwealth countries), should clear a qualifying examination — Foreign Medical Graduate Examination (FMGE) — for registration with the respective State Medical Council. “When those who clear the exam approach the council for registration, we write to the respective Embassies seeking details on the genuineness of the degree,” he said.

The number of students registering with the council after clearing FMGE has been abysmal. Official sources said in many instances, students, including from Tamil Nadu, landed in China without knowing that they have got admission for an MBBS course in Chinese.

Studying medicine in China was cheaper when compared to many other countries. A parent of a student studying medicine in a Chinese university said private colleges in Tamil Nadu demanded exorbitant capitation fee. “The standard of education depends on each institution,” he added.

Embassy of India in Beijing has been receiving queries from prospective Indian students and their parents with respect to studying MBBS in China and colleges in China which are authorized to impart MBBS courses to foreign students.

2. In this regard, Embassy of India would like to inform that Ministry of Education of China had recently issued an official communication wherein they have shared the list of 45 Universities in China that are authorised to give admission to foreign students (including Indian students) to undertake MBBS degree course (in English language) in China for the year 2019.

3. Prospective students are advised to note carefully that only these 45 Chinese Universities are authorised to admit international students for an MBBS degree in English. They may also note the warning in the notification that teaching of MBBS courses under a bilingual (English/Chinese) model is strictly forbidden.

In accordance with the spirit of Notice No. 39 of the Ministry of Education on the Interim Regulations on Quality Control Standards for International MBBS Undergraduates (2007), and in order to guarantee the quality of training for Overseas MBBS Undergraduates, our department will continue to manage university number and enrollment plan in the academic year of 2019-2020. The relevant requirements are now notified as follows:

1. In the academic year 2018-2019, our department will continue to entrust 45 MBBS universities to recruit MBBS students. Based on the results of special survey in March 2018 and routine work inspection, colleges and universities that fail to strictly implement the enrollment plan will have fewer enrollment quota. The enrollment situation of each university will be continuously tracked.

2. Universities not included in the list must not recruit international MBBS(Teaching in English)undergraduates and can only recruit international MBBS undergraduates (teaching in Chinese ). The training standard can’t be lower than Chinese local students. “Bilingual model” are strictly forbidden to be used for students recruitment.

3. In accordance with the spirit of the Notice and the requirements of the Standard for the Quality of Higher Education for Overseas Students (Trial Implementation) promulgated in October 2018, the competent educational departments in the localities of colleges and universities, experts will be organized to conduct follow-up research according to the situation and continue to dynamically adjust the next year's enrollment plan according to the investigation. For colleges and universities that seriously violate the spirit of the Notice, they will be restricted or suspended in accordance with the relevant provisions of the Regulations on Admission and Training of International Students in Schools (Decree No. 42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security).

The Bombay high court has appointed a Mumbai-based doctor as the guardian and manager of properties of her husband, a pathologist, who has been in a coma since 2013. The woman had filed a petition seeking to be appointed her husband’s guardian so that she can sell off some of his movable and immovable properties and manage his bank accounts to raise money for expenses of their two children.

Last month, following the court’s directions, the dean of Nair hospital appointed a team of neurological experts to evaluate the condition of the man. The report placed before the court said that the patient was in a “persistent vegetative state/minimally conscious state, is bedridden, needs 24x7 assistance for his basic daily needs and cannot take any rational decisions on his own”.

In the plea, the woman said that there were residential and commercial properties in his name as well as bank and demat accounts. Selling off some of the properties would help the family, which includes the couple’s two college-going children.

“It is obvious that considering the health condition of the husband, he needs assistance 24x7. Therefore, the case made out by the petitioner that by selling the immovable properties held by her husband, she wants to purchase a larger premises for residence deserves to be accepted,” said the bench.

PIL against sureties for PG med admission

A Tamil Nadu health department stipulation, that postgraduate medical students must furnish one of two sureties from a permanent government employee in the same or higher rank than the candidate, has been challenged in court.

A division bench of Justice S Vaidyanathan and Justice Subramonium Prasad, before which the PIL from advocate T K Saravanan came up for hearing, issued notices to the state government and directed authorities concerned to file a reply by May 15.

The petitioner, referring to a news reported in TOI dated April 23, submitted that the prospectus issued by the director of medical education (DME) required that candidates seeking admission to PG medical diploma courses must execute a bond for a sum of ₹20 lakh for the year 2019-20 and those for PG degree courses would require ₹40 lakh. They shall furnish two sureties from a permanent government employee in the same or higher rank than the candidate, the petitioner quoted the prospectus as saying.

Challenging the above clause 38(d) and (h) of the prospectus, the petitioner submitted that the candidates seeking admission for the above courses have to qualify the NEET PG 2019 besides the basic qualification of MBBS.

The petitioner submitted that there could be no objection for execution of bond by the candidate as such, but the condition that the candidate should execute a bond as above was unreasonable and irrational and unfair.

Stating that the students who are economically disadvantaged or otherwise and do not have easy access to government officials cannot dream of getting such sureties, the petitioner said it casts an unnecessary burden, more particularly on the parents and students belonging to economically and socially backward sections, causing them distress and mental agony, he said.

Alleging that this condition could lead to admissions being cancelled if such sureties could not be obtained, the petitioner submitted that some government officials can demand huge sums of money to sign the surety.

The petitioner sought a direction from the court to declare the clause 38(d) and (h) as ex facie, arbitrary, unfair, unreasonable and hence illegal.

இந்தக் குழுவில் 3 ஆயிரத்து 298 மாணவர்களையும் 220 ஆசிரியர்களை மட்டுமே கொண்ட பல்கலைக்கழகத்தின் சார்பில் 5 பேராசிரியர்கள் ஆட்சிமன்றக் குழு உறுப்பினர்களாக நியமிக்கப்படுகின்றனர்.
ஆனால், 2 லட்சம் மாணவர்களையும், 15 ஆயிரம் ஆசிரியர்களையும் கொண்ட 122 தனியார் கல்லூரிகளின் சார்பில் இரண்டு முதல்வர்கள், இரண்டு பேராசிரியர்கள் மட்டுமே உறுப்பினர்களாக நியமிக்கப்படுகின்றனர். இது முறையற்றது. எனவே பாரதியார் பல்கலைக்கழகத்தின் ஆட்சிக் குழுவில் தனியார் கல்லூரிகளுக்கு போதுமான பிரதிநிதித்துவத்தை வழங்க உத்தரவிட வேண்டும் எனக் கோரியிருந்தனர். 

இந்த மனு, நீதிபதி புஷ்பா சத்யநாராயணா முன்னிலையில் அண்மையில் விசாரணைக்கு வந்தது. 

அப்போது மனுதாரர் தரப்பில் வழக்குரைஞர் ஜி.சங்கரன் ஆஜராகி, இந்த பல்கலைக்கழகம் தொடங்கப்பட்ட கால கட்டத்தில் 22 உறுப்பு கல்லூரிகள் இருந்தன. 

அந்தச் சமயத்தில், பல்கலைக்கழகத்தின் ஆட்சிக் குழுவில் இரண்டு முதல்வர்களும், இரண்டு பேராசிரியர்களும் நியமிக்கப்பட்டனர். ஆனால், தற்போது கல்லூரிகளின் எண்ணிக்கை 122-ஆக உயர்ந்துள்ளது. எனவே, தனியார் கல்லூரிகளுக்கான போதுமான பிரதிநிதித்துவத்தை வழங்க வேண்டும் என வாதிட்டார். 

இதைக் கேட்ட நீதிபதி, இந்த மனு தொடர்பாக தமிழ்நாடு உயர்கல்வித்துறைச் செயலாளர் மற்றும் பாரதியார் பல்கலைக்கழகப் பதிவாளர் ஆகியோர் வரும் ஜூன் 12-ஆம் தேதிக்குள் பதிலளிக்க உத்தரவிட்டு விசாரணையை ஒத்திவைத்தார்.
