Doctors in TN cannot advertise their services online: TN Medical Council

This has led to speculation that online consultation platforms may soon be banned.

Days after the Karnataka Medical Council (KMC) announced its stance against online consultation platforms, the Tamil Nadu Medical Council of India (TNMCI) has also made a similar decision. On Wednesday, the council issued an official statement stating that registered medical practitioners (RMPs) could not advertise their services online.

“As per the Professional Conduct, Etiquette and Ethics Regulation notification clause 6.1.1 of the Medical Council of India, it is misconduct for a RMP to advertise about themselves, their practice, qualifications, associations, affiliations, honours, and skills in order to solicit patients and professional gain. (except for formal announcement for a short period as exempted in said clause). The Online-advertisements in various websites promoting such activity commercially shall be considered misconduct and will attract appropriate action by the State Medical Council. Display of photographs are also not permissible,” reads the letter signed by the TNMCI registrar.

It further goes on to condemn the actions of anyone who engages in online advertising practices, which are not permitted by the rules.

This has led to speculation within the medical community as to whether doctors will be allowed to list their practices on online consultation and appointment booking apps. Earlier, the Karnataka Medical Council had termed online consultations ‘unethical’ and sought for such apps to be banned.

A code of conduct — a list of ethical practices which all doctors must adhere to, has been listed by the Medical Council of India (MCI) on their website. The KMC has raised eyebrows over the usage of online platforms citing that providing consultations online was in direct violation of the rules.

However, other doctors and members from the healthcare community feel that there lies great potential in using such a platform to reach patients. Stating that technology helps save time when seeing a doctor or patient, these people support the use of online consultation platforms which are designed to bring instant diagnosis and treatment to a person.

Maduravoyal police registered a case and charged Shailaja with the murder of her two daughters.

Chennai: A 29-year-old woman allegedly poisoned her two children and attempted suicide at her residence in Maduravoyal on Tuesday night. Preliminary investigation indicates that the move was triggered by extreme poverty, police said.

According to police, Shailaja (29) who lived in an apartment in Alapakkam Ganapathi Nagar in Maduravoyal killed her daughter Sri Lakshmi (4) and son Adhiseshan (2) by poisoning their food. Police said the woman also consumed poison, but was rescued.

Police said that Shibi Raj (38), a cinema financer and Shailaja's husband, died of renal failure two months ago. The family had mounting debts and since Shibi Raj was the only breadwinner of the family, Shailaja allegedly mixed poison in the children's food and killed them.

The incident came to light after Shibiraj's friend, Junaid from Kerala visited the house on Wednesday morning to see the family. He found the door locked from inside and peeked through the window to find the children and Shailaja lying unconscious. With the help of the neighbours, he broke open the door and rushed the trio to the Kilpauk government hospital where the children were declared dead on arrival. Their bodies were sent for post mortem. However, Shailaja is out of danger and is undergoing treatment at the Rajiv Gandhi government hospital.

Maduravoyal police registered a case and charged Shailaja with the murder of her two daughters. Further investigations are on.
UGC to review PhDs granted in last 10 yrs

The University Grants Commission has decided to commission a study on the quality of PhD theses produced by Indian universities in the past ten years.

COIMBATORE: The University Grants Commission has decided to commission a study on the quality of PhD theses produced by Indian universities in the past ten years. The apex regulatory body for higher education in the country is planning to complete the study in six months.

The scope of the study would involve the PhD theses in different disciplines at various central, state, state-private and deemed-to-be universities. The study would have to be pan-India and may give findings at national as well as state level with regard to the quality of PhD theses, indicating the quality aspects proposed by the interested parties, UGC Secretary Rajnish Jain in a recent public notice.

The UGC has invited interested parties to send their proposal, indicating their capabilities, track record, procedure to be adopted and estimated budget for conducting the study, latest by June 10.

Commenting on this, Association of University Teachers former president K Pandian said, “Today, PhD has become a business and there are several people (teachers) producing PhDs by registering themselves as guides in different universities. Due to this, there is a question mark on the quality of PhDs.”

“When there is a National Eligibility Test and a State Eligibility Test for assistant professorship, why should we give exemption to PhD? How many PhDs are relevant to society,” he asked. When PhD is made compulsory for teaching, the quality gets affected, he opined.


In 1983, the UGC made MPhil mandatory for teaching. However, now MPhil is not a qualification for teaching profession. The main reason is the quality of MPhil has come down and has turned into project work, he recalled and added that the same was happening to PhDs, as now it was a qualification necessary for teaching.

The study proposed by UGC may unearth how poor quality of PhDs is produced in the country and also the issue of plagiarism. It could be a lesson for the UGC to take corrective steps to avoid such issues in the future,” he added.

KOTTAYAM: In a gruesome incident, a youth killed an 88-year-old man to steal latter’s monthly pension in Manimala on Tuesday. The Manimala police arrested Vilson, 36, of Vallakadav colony in Kattappana for the murder of Thomas aka Baby of Moongani. According to police, Baby had gone to the bank to withdraw his pension of Rs 1,500.

Vilson, a daily wage worker in Manimala, knew about Baby’s visit to the bank and accompanied him. After withdrawing the money, Vilson lured Baby to a deserted rubber plantation at Poovatholi near Cheruvalli offering alcohol and strangled him to death using a bath towel. The incident came to light when police launched a search operation based on the man missing complaint lodged by Baby’s relative on Tuesday afternoon.

Based on the information received from auto drivers in Manimala that they had seen Baby and Vilson together on Tuesday morning, police took the latter into custody. During the interrogation, Vilson admitted to the crime. He was produced before the court and remanded.

“Since, the accused was arrested late at night, we couldn’t conduct evidence collection from the spot along with the accused. We will seek his custody for recovering the amount stolen and collecting other evidences,” said V Ashok Kumar, Manimala inspector and SHO.

VISAKHAPATNAM: poor tribals who don’t have fans let alone other gadgets like ACs and refrigerators in Anantagiri mandal in Visakhapatnam Agency got shock of their life when they received electricity bills for thousands of rupees.

G Sundara Rao of Doraguda received Rs 11,989 bill (Service No 114272041- 000002) though he consumed only 10 units between April 16 and May 16.

Similarly, Siragam Bheemanna was slapped Rs 8,000 bill. Killo Motti Indiramma got a bill for Rs 1,358, Tamala Ramanna Rs 1,174 and Arjun (Killo Motti’s spouse) Rs 800 though their power consumption was much below 50 units. They said they were among several people who received inflated bills.


It may be recalled tribals get free power supply if they consume below 100 units a month. Allaying their fears, EPDCL CMD K Raja Bapaiah said there was no need for the tribals to panic as they were entitled to free power.

“The inflated power bills might have been due to wrong spot billing by outsourcing persons,” he added.
Stating that he visited the Agencies on May 17 to review operational and other issues, the CMD said he did not find any such problem, as was being claimed by some, during his visit.

Meanwhile, CPM Visakhapatnam secretary K Lokanatham wondered how could the tribals get power bills of huge amounts when their consumption was minimal.

He alleged several people in 24 villages in Anantagiri mandal received inflated bills ranging from Rs 5,000 to Rs 30,000, and asked EPDCL CMD to intervene in the matter and render justice to the poor tribals. 

He also urged the CMD to improve power supply to Borra, Damuku, Valasi, Peddabidda, Bimpolu and Keevarla villages which go dark in the night.

NEW DELHI: A technical snag stalled the Delhi Metro’s yellow line for nearly four hours and caused a mile-long jam on the Gurgaon highway as anxious commuters took to the streets. The snag was caused by the breakdown of the Overhead Wire (OHE) when a train was approaching Sultanpur station.

“Train services on the yellow line between Qutab Minar and Sultanpur section were affected from 9.27 am to 1.28 pm due to breakdown of OHE, reported by a train as it approached Sultanpur station (from Chhattarpur). The power supply had to be dropped due to which two trains which were in this section (Train-1 between Qutab Minar and Chattarpur and, Train-2 between Chattarpur and Sultanpur) were halted. Following which passengers were evacuated,” a DMRC official said.

The DMRC ran train services in loops temporarily between Huda City Centre and Sultanpur, and Samaypur Badli to Qutub Minar. “The DMRC was able to evacuate more than 5,000 passengers in mid section without any injury to any passengers and arranged buses at short notice for the commuters while starting restoration operations simultaneously,” said Anuj Dayal, Executive Director, DMRC. Amid the chaos, Delhi CM Arvind Kejriwal asked transport minister Kailash Gahlot to take stock of the situation and seek a detailed report on the issue from the DMRC.

HYDERABAD: A day after a doctor at the Nizam’s Institute of Medical Sciences (NIMS) hospital was attacked by the family of a patient, Dr. N Satayanarayana, superintendent of NIMS, on Tuesday confirmed that new tenders to deploy more security personnel would be floated within a couple of days, after the Model Code of Conduct (MCC) is on Thursday.

While refuting the claim that the hospital is currently facing acute shortage of security personnel, Satayanarayana said, “The tenders are ready. And we are looking forward to acquiring 20-30 more security personnel to divide the work among the two private companies to handle the new and old building separately.”

Lack of security in the hospital is not a new issue, a few days before the attack on the NIMS doctor, some resident doctors of the hospital had written to Health Minister Etala Rajender about the security concerns in the hospital. Talking about the issue, K. Shekhar, the security supervisor at NIMS, said, “The hospital requires over 150 security personnel. Currently, there are only 80 of them, divided into three shifts- morning, evening and night. The night shift tends to have lesser number of guards. The hospital caters to more than 2,500 out patients, 1,200 in-patients every day.

CHENNAI: Dead fish, plastic waste, and sewage are the only things one can find in the reeking waters of the Chitlapakkam lake. With groundwater levels hitting rock bottom, the residents feel desilting the lake during this summer only will help recharge the aquifers and provide them water.

But their repeated requests to desilt the lake and clear surrounding garbage have fallen on deaf ears as the PWD has ignored their concern.‘

‘Two days ago, we wrote to the PWD but haven’t got a response,’’ said V Anantalakshmi, a resident.

Currently, there is no water in Chitlapakkam and the residents pay Rs 1,400 every three days for 8,000 litres. The lack of a permanent water source has put their day-to-day life in quandary.‘

‘Private water tankers do not come regularly. They delay water supply by three hours and sometimes even by one day,’’ she said.

‘‘There is plastic which is four to five feet deep in the lake. Neighbouring people (in Periyar street behind the lake) also continue to unmindfully throw garbage in their backyard which is carried by air and eventually falls in the lake,’’ she added.


Apart from this sewage inflow from the nearby wards continues to pollute the lake on a daily basis, leaving no space for revival. For the Tamil Nadu government, Wilbur Smith Associates, an infrastructure consulting firm, studied the stormwater drains for the Tambaram Municipality in 2007.

In its report, the firm said that stormwater drains from Ward 11, 12, 13, 14, 18 and 19 connect to the Chitlapakkam Lake. ‘‘Currently, these stormwater drains carry heavy influx of sewage from many wards of Tambaram,’’ said Anantalaksmi.

Every Sunday morning, about 230 residents clear the garbage in the lake by themselves. ‘‘If they desilt the lake during summer, it will naturally dry and again fresh water will fill during the monsoon,’’ said K Govindaraj who fought for the preservation of the lake in various levels.

‘‘I have been fighting for the past five years. I have requested the Tambaram Municipality several times to stop sewage discharge into the Chitlappakkam Lake but they still continue to let in,’’ he said.

When Express contacted the PWD authorities regarding the desilting of the lake, the authorities pushed the issue to various departments among themselves. They neither acknowledged the situation nor commented on the future course.

The Chitlapakkam lake is the only source of water for the 12,500 houses and 38,000 residents in the area.

CHENNAI: Residents of Pallavaram, led by the Pallavaram unit functionaries of Communist Party of India (Marxist), petitioned the municipal commissioner to take immediate measures to relieve residents of the severe water crisis, on Tuesday.

The petition stated that Pallavaram, with its current population of over three lakh people, receives a combined quantum of around 15 lakh litres a day from Tamil Nadu Water Supply and Drainage (TWAD) Board and the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) during the summer. They sought an increased supply of 79 lakh litres a day.

The supply of Palar drinking water has come down to once a month from its earlier supply of twice a day, the petition added. “According to our general assessment, a resident of Pallavaram is not even receiving 15 litres of water a day,” it stated.

Petitioners urged the municipality to tap quarries in the neighbourhood, including in Tirusulam, Moovarasampet to augment the supply of water. Borewells may be sunk in Kilkattalai, Hasthinapuram and Veeraraghavan lakes to further add to the supply, the petition stated. It also urged the municipality to increase measures to harvest rainwater.
T.N. confident of getting 100 more MBBS seats

The Tamil Nadu government has submitted an undertaking to the Medical Council of India (MCI) to obtain its nod for an additional 100 MBBS seats in the Madurai Medical College.

A Health Department official said they were confident of obtaining the additional 100 seats this year as the undertaking meant that the State government has assured to rectify all deficiencies raised by the MCI. Health Secretary Beela Rajesh and Director of Medical Education A. Edwin Joe had met the MCI officials. “We have submitted the undertaking to the Board of Governors of MCI. We have convinced them that all deficiencies are being rectified at the Madurai Medical College. A building is being constructed at the college. We are confident of getting the 100 additional seats this year,” Dr. Edwin Joe said.

Already, T.N. has got MCI’s nod for increasing the seats at Tirunelveli Medical College from 150 to 250, and for another 150 seats at the new medical college in Karur this year, he said.

The suspense over Lok Sabha election results is not limited to the country alone. Several Indians living across the world have planned live screening of the poll results.

Several non-resident Indians (NRIs) in Melbourne have geared up for the election result update at a restaurant in Victoria. The screening, accompanied with discussions and ‘masala’ tea, will start at 4.30 pm local time on May 23.

“This is for the first time that there will be live telecast of Indian election results in Melbourne. This place (Victoria) is a hub of NRIs and I am sure the organizers will have to host a lot of regulars. People like us are very excited to be a part of the event,” said Maninder Singh Virk, orginally from Karnal in Haryana.

“We are all going to the venue in a group of 10-15. We are undoubtedly excited about the arrangement,” he told TOI from Melbourne.

On the other hand, the Indian News, Apnu Gujarat and Apna Bharat from New Zealand have organised live screening of the results at the Barmoral Community Hall in Auckland.

The entry will be free of cost, with complementary refreshments of tea, ‘samosa’, ‘bhaji’ and a sweet.

In London, the SOAS India Society is set to screen the results live from 10.30am local time. In the US, a similar screening has been organized starting at local time 9.30pm on May 22 at the Woodbury 10 Theatre in Minneapolis.

The NRIs in Orlando have also planned a similar event, “Vijay Sankalp”, an Indian election result watch party that will have food, beverage and Bollywood entertainment on offer.
HC upholds govt decisions on transfer of teachers

The Madras high court on Wednesday upheld the decision of the government to deploy its 7,913 surplus secondary grade teachers in the social welfare department for taking kindergarten classes in 2,381 Anganwadi centres across the state.

Dismissing a batch of pleas moved by the teachers challenging the order, a division bench of Justices N Kirubakaran and S S Sundar said the government is justified in its decision as the state is spending ₹447 crore annually towards salary of such surplus teachers.

“While taking care of the educational needs of poor sections of the society, the government is equally justified to consider the government exchequer as well. To avoid any further expenditure, the services of surplus teachers are being effectively sought to be utilised. Therefore, the government is justified in utilising the services of surplus teachers in public interest,” the bench said.

Noting that teachers are like gods and they cannot question each and every decision taken by the government in public interest, the court said, “It has become a fashion for government teachers who are paid handsome salary to rush to the court for each and every decision taken by the government. They should spend their knowledge and time only to educate for which they are being paid by the government from the tax-payers money instead of wasting their time in approaching the court.”

Pointing out the counter affidavit filed by the state submitting that so many teachers became surplus due to poor enrolment in government schools, the bench said, “There is no reason for poorer sections of society to admit their wards in private schools paying huge amounts as fees unless there is something seriously wrong with the government schools.”

Increase in admission in private schools should be due to the failure of the government as well as government teachers. Neither the government nor the government school teachers could escape from their responsibility for this situation, the court added.

The bench then said it would be open to the government to introduce a bridge course and give proper training to secondary grade teachers for six months and empower them to impart Montessori based education to Kindergarten students simultaneously while employing them as Montessori Teachers.

The teachers moved the plea on the primary ground that they are not qualified to impart education to kindergarten children and that their transfer would amount to degradation or reduction in status and service condition.
HC vacates stay on city engg college

The Madras high court on Wednesday vacated an interim stay ordered against city-based Arignar Anna College of Science and Technology from admitting students for the academic year 2019-20.

A vacation bench of Justice RMT Teeka Raaman and Justice P D Audikesavalu set aside the interim order while admitting an appeal moved by Sridevi Karumariamman Trust which runs the institution.On May10, a singlejudge of the high court granted the interim stay on a plea moved seeking direction totheAnna University to disaffiliate the college for alleged non-payment of bank loan dues acquired by the institution.

Challenging the order,the trust moved the appeal on the primary contention that an institution cannot be prohibited from admitting students for non-payment of loan dues.The institution is recognized by the university and accorded due permission to conduct courses and admit students, it cannot be restrained from making admission for any other reasons, the trust said. Chennai loses all 100 AC buses, may get back only 50 new ones

None of the 100 airconditioned Volvo buses launched with much fanfare in 2008 is running in Chennai this summer. Some 50 new AC buses are expected to hit the roads in August with tenders finalised recently. On an average, each bus will cost ₹25 lakh and the overall acquisition cost will be around ₹13 crore.

The 100 Volvo buses, which operated mostly in South Chennai, were popular with commuters as the fares were lower compared to other metros. The base fare in Chennai was ₹15 during the launch and was later raised to ₹25. On an average, these buses have collected ₹15,000 to ₹18,000 everyday, according to official data. While the demand for these buses — which have covered 6 lakh-8 lakh km in their life span — was usually high, MTC regularly cut services citing maintenance issues. MTC was reportedly unable to renew the annual maintenance contract with the manufacturer due to financial constraints.

As a result, it couldn’t get replacements for worn-out parts, said MTC technicians who improvised to keep the buses running. For instance, the rear panels of many buses were kept open as there were issues with the exhaust and cooling systems. Less than eight years from launch, more than 80% of the buses were declared unfit and only a dozen were in operation till last year.



New AC buses likely to have broader seats

The last AC bus operated between Koyambedu and Kelambakkam along Old Mahabalipuram Road (OMR) was junked and auctioned in January for just more than ₹2 lakh.

S Prasanna, who regularly uses MTC buses, said it had been a comfortable experience travelling in these buses. “It is unfortunate MTC has stopped operating them.” In response, MTC said 50 new AC buses will hit the roads soon. “Tenders floated by the government to procure chassis were finalised recently and the state transport department is currently building a prototype,” said a senior official. The prototype has to adhere to the new bus body code framed by the Union transport ministry.

A team from the Automobile Research Association of India (ARAI), government nodal agency to approve bus design, is expected to visit Chennai next month. After getting the type approval from ARAI, other bus bodies will be built.

The new AC buses are expected to have broader seats and better cooling capacity. For this purpose, a more powerful engine (177 HP) will be fitted instead of regular 160 HP engines, the official added.

On an average, each bus would cost ₹25 lakh and overall cost associated with the process will be around ₹13 crore.

அதேபோல், ஒருவருக்கு ஒன்றுக்கு மேற்பட்ட வீடு ஒரு ஊரில் இருந்து அதை வாடகைக்கு விட்டிருந்தார் என்றால், வாடகைதாரரை காலி செய்ய வைப்பது என்பது மிகவும் சிரமமான ஒன்று. அதுபோன்ற ஒரு நிலை புதிய சட்டத்தில் இல்லை.

இந்த புதிய சட்டம் அமலுக்கு வந்த 22.02.2019 முதல்,


1. வீட்டு வாடகை ஒப்பந்தங்கள் அனைத்தும் எழுத்துபூர்வமாக மட்டுமே இருக்க வேண்டும். மேலும்,
2. எழுத்து பூர்வமான அனைத்து வீட்டு வாடகை ஒப்பந்தங்களும் Rent Authority யிடம் மூன்று மாத காலத்திற்குள் பதிவு செய்யப்பட வேண்டும்.

3. அவ்வாறு பதிவு செய்யப்படும் பதிவுகள் அனைத்திற்கும் தனிப் பதிவு எண்கள் வழங்கப்படும். அது மட்டுமின்றி, அரசின் இணைய தளத்தில் அவை பதிவேற்றப்படும்.

4. வீட்டு வாடகைதாரரோ அல்லது வீட்டு உரிமையாளரோ வாடகை ஒப்பந்தங்களை பதிவு செய்ய முடியும்.

5. ஏற்கனவே எழுத்துபூர்வமாக உள்ள முடிவுக்கு வராத வாடகை ஒப்பந்தங்களும் பதிவு செய்யப்பட வேண்டும்.

6. 22.02.2019 அன்று ஏற்கனவே முடிவுக்கு வந்துள்ள வாடகை ஒப்பந்தங்கள் மற்றும் 22.02.2019 தேதியில் எழுத்துபூர்வமாக இல்லாத ஒப்பந்தங்களை பொறுத்தவரை, எழுத்து பூர்வமாக புதிய ஒப்பந்தங்கள் போடப்பட்டு, அவ்வாறு ஒப்பந்தம் போடப்பட்ட தேதியில் இருந்து மூன்று மாத காலத்திற்குள் அவை பதிவு செய்யப்பட வேண்டும்.

7. இந்த சட்டம் நகர்புறங்களை சார்ந்த அனைவருக்கும் பொருந்தும். அதாவது, டவுன் பஞ்சாயத்து, முனிசிபாலிட்டி, கார்போரேஷன் மற்றும் பெருநகரம் போன்றவை இதில் அடங்கும்.

8. அவ்வாறு பதிவு செய்யாத பட்சத்தில், வீட்டின் மீதான குடியிருக்கும் உரிமையை வாடகைதாரர் சட்ட பூர்வமாக கோர முடியாது.

9. இந்த சட்டப்படி, வீட்டு வாடகைக்கான இரசீதை வீட்டு உரிமையாளர் வழங்க வேண்டும். இணையதளங்களின் மூலம் செலுத்தப்படும் வாடகையை பொருத்தவரை, வங்கியிலிருந்து பெறப்படும் ஒப்புகை சீட்டு, வாடகைக்கான ரசீதாக கருதப்படும்.

10. வாடகை ஒப்பந்தம் முடிவடைவதற்கு முன்னரே, வாடகை ஒப்பந்தத்தில் குறிப்பிட்ட காலத்திற்குள், வாடகைதாரர், வீட்டு உரிமையாளரை அணுகி, இருவரும் ஒத்துக்கொண்ட சரத்துகளுடன் கூடிய, புதிய ஒப்பந்தத்தை போட வேண்டும்.

11. வாடகை ஒப்பந்தத்தில் குறிப்பிட்டுள்ள காலக்கெடு முடியக்கூடிய நேரத்தில், வீட்டின் உரிமையாளர் வீட்டை தன்னிடம் ஒப்படைக்க கோராத பட்சத்தில், புதிய வாடகை ஒப்பந்தம் போடப்படாமலும், வாடகைதாரர் வீட்டை காலி செய்யாமலும் இருக்கும் சூழ்நிலையில், ஏற்கனவே காலாவதியான வாடகை ஒப்பந்தத்தின் சரத்துக்களின் அடிப்படையில் ஒவ்வொரு மாதமும் புதிய வாடகை ஒப்பந்தம் போடப்பட்டு தொடர்வதாக அதிகபட்சமாக அடுத்த ஆறு மாதங்கள் வரை கருதப்படும்.

12. வாடகை ஒப்பந்தம் காலாவதியாகாத நிலையில், வாடகைதாரர் இறந்து போகும் பட்சத்தில், அவர் இறக்கும் வரை அவருடன் பொதுவாக குடியிருந்த உறவுகள், கீழ்காணும் முன்னுரிமை அடிப்படையில், வாடகை ஒப்பந்தம் காலவதியாகும் வரை அங்கு குடியிருக்க உரிமை உண்டு. a) கணவன் அல்லது மனைவி b) மகன்கள், மகள்கள் மற்றும் விதவை மருமகள்கள் c) பெற்றோர்.

13. காலாவதியாகும் வாடகை ஒப்பந்தத்தில் புதிய ஒப்பந்தத்திற்கான வாடகை குறிப்பிடப்பட்டிருந்தால், அது குறித்து மூன்று மாதங்களுக்கு முன்னதாகவே எழுத்து பூர்வமாக வாடகைதாரருக்கு தெரியப்படுத்தவேண்டும்.

14. புதிய வாடகை எவ்வளவு என்பது குறித்து வீட்டு உரிமையாளர் வாடகைதாரருக்கு எழுத்து பூர்வமாக தெரிவித்திருந்தும், வாடகைதாரர் தான் வீட்டை காலி செய்வது குறித்து எழுத்து பூர்வமாக வீட்டு உரிமையாளருக்கு தெரிவிக்காத பட்சத்தில், புதிய வாடகைக்கு வாடகைதாரர் ஒப்புக்கொண்டதாக கருதப்படும்.

15. மூன்று மாத வாடகை தொகையையே முன் பணமாக பெற வேண்டும். வாடகைதாரர் வீட்டை காலி செய்து ஒப்படைக்கும்போது, வீட்டின் உரிமையாளர் முன்பணத்தை திருப்பி கொடுக்க வேண்டும்.

16. வாடகை ஆணையத்திடம் வீட்டு வாடகை ஒப்பந்தத்தை பதிவு செய்த பதினைந்து தினங்களுக்குள், கையெழுத்திட்ட , பதிவு செய்யப்பட்ட ஒரிஜினல் வாடகை ஒப்பந்தத்தை வீட்டு உரிமையாளர் வாடகைதாரருக்கு கொடுக்க வேண்டும்.

17. வீட்டு வாடகை ஒப்பந்தம் காலாவதியாவதற்கு முன்னர் பொதுவாக வாடகைதாரரை வீட்டை விட்டு காலி செய்ய முடியாது.

எனினும், கீழ்காணும் காரணங்களின் அடிப்படையில், வீட்டு உரிமையாளர் வாடகை நீதிமன்றத்தில் அளிக்கும் விண்ணப்பத்தின் அடிப்படையில், வாடகை நீதிமன்றம் அதனை ஏற்று உத்தரவிடும் பட்சத்தில், வாடகைதாரரை வீட்டை விட்டு காலி செய்ய முடியும்.


i) வீட்டு உரிமையாளர் மற்றும் வாடகைதாரர் இடையே வாடகை ஒப்பந்தம் குறித்து உடன்பாடு ஏற்படாத நிலையில்

ii) வாடகைதாரர் இரண்டு மாதங்களாக வாடகை கொடுக்காத நிலையில், அது குறித்து வீட்டு உரிமையாளர் நோட்டீஸ் அனுப்பி ஒரு மாதத்திற்கு பின்னரும் கூட வாடகை கொடுக்காத நிலையில்

iii) வீட்டு உரிமையாளரின் எழுத்துபூர்வமான சம்மதம் இன்றி, வீட்டின் ஒரு பகுதியையோ அல்லது முழு வீட்டையோ பிறருக்கு கொடுக்கும் நிலையில்
iv) வாடகைதாரர் பிறருக்கு தொந்தரவு கொடுப்பது, கூடுதல் இடத்தை ஆக்கிரமிப்பது, வீட்டிற்கு சேதம் விளைவிப்பது, சட்டத்திற்கு புறம்பான வகையில் பயன்படுத்துவது போன்ற காரணங்களுக்காக வீட்டின் உரிமையாளர் நோட்டீஸ் அனுப்பிய பின்னரும் கூட அவ்வாறே தொடரும் நிலையில்

v) வீட்டில் ரிப்பேர் செய்வது, வீட்டில் மாற்றங்கள் செய்வது போன்றவற்றிற்காக வீடு தேவைப்படும் நிலையில், அதாவது வீட்டை காலி செய்யாமல் அத்தகைய வேலைகளை செய்ய முடியாது என்ற நிலையில்
vi) வீட்டின் உரிமையாளருக்கோ அல்லது அவரின் குடும்பத்தினருக்கோ
 தங்களின் சொந்த உபயோகத்திற்காக வீடு தேவைப்படும் நிலையில்

vii) வாடகைதாரர் வீட்டை காலி செய்வதாக எழுத்துபூர்வமான நோட்டீஸ் அனுப்பியதன் அடிப்படையில் வீட்டை விற்பது போன்ற நடவடிக்கைகளை வீட்டு உரிமையாளர் எடுத்த பின், வாடகைதாரர் வீட்டை காலி செய்யாமல் இருக்கும் நிலையில்

அதாவது, மேலே கூறியுள்ள காரணங்களின் அடிப்படையில், வாடகை நீதிமன்ற உத்தரவின் பேரில், வாடகை ஒப்பந்தம் காலாவதியாகாத நிலையிலும், வாடகைதாரரை வீட்டை விட்டு காலி செய்ய முடியும்.

வீட்டின் உரிமையாளருக்கோ அல்லது அவரின் குடும்பத்தினருக்கோ சொந்த உபயோகத்திற்கு தேவை என்ற விண்ணப்பத்தின் அடிப்படையில், வீட்டை காலி செய்து ஒப்படைப்பதற்கான உத்தரவை வாடகை நீதிமன்றம் பிறப்பித்தால், அந்த உத்தரவு பிறப்பித்த தேதியில் இருந்து ஒரு மாதத்தில் வீட்டின் உரிமையாளரிடம் வீட்டை ஒப்படைக்க வேண்டும். அவ்வாறு வீட்டை பெற்ற தேதியில் இருந்து அடுத்த மூன்று வருடங்களுக்குள், வாடகை நீதிமன்றத்தின் அனுமதியின்றி, வீட்டின் உரிமையாளர், அந்த வீட்டை வாடகைக்கு விடும்பட்சத்தில், வாடகை நீதிமன்றம் வீட்டின் உரிமையாளருக்கு ரூபாய் 25,000 வரை அபராதம் விதிக்கலாம்.

வாடகை நீதிமன்ற உத்தரவின் அடிப்படையிலோ அல்லது ஒப்பந்தம் அடிப்படையிலோ, வாடகை ஒப்பந்தம் முடிவுக்கு வந்த பின்னரும், வாடகைதாரர் வீட்டை காலி செய்யாமல் இருந்தால், நஷ்ட ஈடாக இரு மடங்கு வாடகை பெறும் உரிமை வீட்டின் உரிமையாளருக்கு உண்டு.

வீட்டின் உரிமையாளருக்கோ அல்லது அவரின் குடும்பத்தினருக்கோ, தங்களின் சொந்த உபயோகத்திற்காக வீடு தேவை என்ற காரணத்தால் அளிக்கப்படும் விண்ணப்பங்களை பொருத்தவரை, 30 தினங்களுக்குள் வாடகை நீதிமன்றம் உரிய உத்தரவை பிறப்பிக்கும். சட்டத்திற்கு புறம்பான வகையில் பயன்படுத்துதல் போன்ற விண்ணப்பங்களிலும், 30 தினங்களுக்குள் வாடகை நீதிமன்றம் உரிய உத்தரவை பிறப்பிக்கும். மற்ற காரணங்களுக்காக அளிக்கப்படும் விண்ணப்பங்களை பொருத்தவரை, 90 தினங்களுக்குள் வாடகை நீதிமன்றம் உரிய உத்தரவை பிறப்பிக்கும்.

வாடகை நீதிமன்றம் பிறப்பிக்கும் உத்தரவை நிறைவேற்றவும் விண்ணப்பம் செய்யமுடியும். அவ்வாறு அளிக்கும் விண்ணப்பங்களின் அடிப்படையில், எதிர் மனுதாரருக்கு வாடகை நீதிமன்றத்தால் அனுப்பிய நோட்டீஸ் கிடைக்கபெற்ற 30 தினங்களில் உரிய நடவடிக்கை எடுத்து அந்த விண்ணப்பங்கள் முடித்து வைக்கப்படும்.

புதுடில்லி: ரயில் டிக்கெட்டுகளை முன்பதிவு செய்து, பின் ரத்து செய்வதால், கிடைக்கும் அபராதத் தொகையின் மூலம் ரயில்வேக்கு ரூ.5,366 கோடி வருவாய் கிடைத்துள்ளது.

கடந்த 2015ம் ஆண்டு முதல் ரயில் டிக்கெட் முன்பதிவு செய்து, பின் ரத்து செய்தால், ரயில்வே அபராதத்தொகை பிடித்து வருகிறது. உதாரணமாக, படுக்கை வசதி கொண்ட இருக்கையை முன்பதிவு செய்து ரத்து செய்தால், ஒரு நபருக்கு ரூ.60 அபராதம் விதிக்கப்படுகிறது. ஒரு குடும்பத்தில் 3 முதல் 5 பேர் ரத்து செய்யும்பட்சத்தில், ரூ.180 முதல் ரூ.300 வரை அபராதம் வசூலிக்கப்படும். இதனால், பயணிகளுக்கு பண நஷ்டம் ஏற்படுகிறது.

இந்நிலையில், கடந்த 2015 - 2019 வரையிலான காலகட்டத்தில், முன்பதிவு செய்த ரயில் டிக்கெட்டை ரத்து செய்வதால், இந்திய ரயில்வேக்கு ரூ.5,366.53 கோடி வருவாய் கிடைத்துள்ளது. கடந்த 2017 - 18ம் நிதியாண்டில் ரூ.1,205.96 கோடி வருவாயும், கடந்த 2018 - 19ம் நிதியாண்டில், ரூ.1,852.50 கோடி வருவாயும் கிடைத்துள்ளன.

அதே சமயம் தென்னக ரயில்வே, 2017 - 18ல், ரூ.176.76 கோடியும், 2018 - 19ல் ரூ.182.56 கோடியும் அபராதம் மூலம் வருவாய் ஈட்டியுள்ளன. தெலுங்கானா, ஆந்திரா, மஹாராஷ்டிரா, ம.பி.,யில் 500 சதவீதம் வருவாய் கிடைத்துள்ளது.

வண்டலூர்,

சென்னை அடுத்த வண்டலூரில் உள்ள அறிஞர் அண்ணா உயிரியல் பூங்காவை கடந்த 1985-ம் ஆண்டு மறைந்த முதல்-அமைச்சர் எம்.ஜி.ஆர். தொடங்கி வைத்தார். அப்போது பூங்காவின் நுழைவுக்கட்டணமாக ரூ.2 வசூல் செய்யப்பட்டது. இதனால் மிகக்குறைந்த கட்டணத்தில் சென்னை மற்றும் சென்னையை சுற்றியுள்ள புறநகர் பகுதிகள், திருவள்ளூர், காஞ்சீபுரம் மற்றும் வெளி மாவட்டங்களை சேர்ந்த ஏழை, எளிய மற்றும் நடுத்தர குடும்பத்தை சேர்ந்தவர்கள் மிக குறைவான பட்ஜெட்டில் குடும்பத்துடன் வந்து செல்லும் மிகப்பெரிய சுற்றுலா தலமாக வண்டலூர் உயிரியல் பூங்கா திகழ்ந்து வந்தது.

நாளுக்கு நாள் வண்டலூர் உயிரியல் பூங்காவிற்கு வருகை தரும் பார்வையாளர்கள் எண்ணிக்கை அதிகரித்து வந்த காரணத்தினால் பூங்காவை மேம்படுத்துவதற்காகவும், பூங்காவில் உள்ள விலங்குகளை பராமரிப்பதற்காகவும் அதிக நிதி தேவைப்பட்டது. இதனால் பூங்காவின் நுழைவு கட்டணத்தை இடையிடையே 3 முறை பூங்கா நிர்வாகம் உயர்த்தியது.

இதற்கிடையே 2016-ம் ஆண்டு டிசம்பர் மாதம் ஏற்பட்ட வார்தா புயலில் வண்டலூர் உயிரியல் பூங்கா வரலாறு காணாத அளவிற்கு சேதம் அடைந்தது. இதில் பூங்காவில் இருந்த 10 ஆயிரத்திற்கும் மேற்பட்ட மரங்கள் வேரோடு சரிந்தன. இதனையடுத்து பூங்கா மூடப்பட்டு சீரமைப்பு பணிகள் நடைபெற்றன. பின்னர் கடந்த 2017-ம் ஆண்டு பிப்ரவரி மாதம் 10-ந்தேதி பூங்கா திறக்கப்பட்டது.

இதனைத்தொடர்ந்து வார்தா புயலில் பூங்காவில் ஏற்பட்ட நஷ்டத்தை சரி செய்யும் வகையில் உடனடியாக 2017-ம் ஆண்டு மார்ச் 1-ந் தேதியில் இருந்து பூங்காவின் நுழைவுக் கட்டணம் பெரியவர்களுக்கு ரூ.30-ல் இருந்து ரூ.50-ஆகவும், சிறியவர்களுக்கு (5 வயது முதல் 12 வயது வரை) ரூ.10-ல் இருந்து ரூ.20-ஆகவும் உயர்த்தப்பட்டது.

கட்டணம் உயர்த்தப்பட்டு 2 ஆண்டுகள் நிறைவடைந்த நிலையில், கடந்த 10-ந்தேதியில் இருந்து பூங்காவின் நுழைவு கட்டணம் எந்தவித முன்னறிவிப்பும் இன்றி அதிரடியாக 50 ரூபாயில் இருந்த பெரியவர்கள் நுழைவுக்கட்டணம் தற்போது 75 ரூபாயாக உயர்த்தப்பட்டுள்ளது.

மேலும் சிறுவர்களுக்கு 20 ரூபாயாக இருந்த கட்டணத்தை 35 ரூபாயாக பூங்கா நிர்வாகம் உயர்த்தி உள்ளது. இந்த திடீர் கட்டண உயர்வு பூங்காவிற்கு வரும் பார்வையாளர்கள் இடையே அதிருப்தியை ஏற்படுத்தியுள்ளது. அதிக அளவில் கட்டணம் உயர்த்தப்பட்டு இருப்பது இதுவே முதல் முறை ஆகும். கட்டண உயர்வு குறித்த அறிவிப்பு பலகை, பூங்காவின் நுழைவுவாயிலில் வைக்கப்பட்டுள்ளது.

பூங்காவில் நடைபெறும் வளர்ச்சிப்பணிகளுக்கும், விலங்குகளை பராமரிப்பதற்கும் அதிக நிதி தேவைப்படும். அதற்காக ஒரேயடியாக 50 சதவீதம் நுழைவு கட்டணத்தை உயர்த்தி இருக்கக்கூடாது. உயர்த்தப்பட்ட கட்டணத்தை பூங்கா அதிகாரிகள் பரிசீலனை செய்து குறைப்பதற்கு நடவடிக்கை எடுக்க வேண்டும் பொதுமக்கள் கோரிக்கை விடுத்து உள்ளனர்.

உயிரியல் பாடத்தை முக்கிய பாடமாக எடுத்து படிக்கும் பிளஸ்–2 மாணவர்களின் கனவெல்லாம் மருத்துவ படிப்பில் சேரவேண்டும் என்பதுதான். 2006–ம் ஆண்டு வரையில் மருத்துவக்கல்லூரியிலும், பல் மருத்துவக்கல்லூரியிலும் நுழைவுத்தேர்வு மூலமாகத்தான் மாணவர் சேர்க்கை நடந்தது. 2006–ல் தமிழக அரசு பிறப்பித்த உத்தரவின் காரணமாக, நுழைவுத்தேர்வு ரத்து செய்யப்பட்டு, பிளஸ்–2 தேர்வில் மாணவர்கள் எடுத்த மதிப்பெண் அடிப்படையிலேயே இடம் கிடைத்தது. இதனால் ஏழை–எளிய, கிராமப்புறங்களில் வசிக்கும் மாணவர்கள் கூட பிளஸ்–2–வில் நன்றாக படித்து மருத்துவ கல்வியில் சேரமுடிந்தது. பின்பு நாடு முழுவதும் ஒரேமாதிரியான நீட் தேர்வு நடத்தி, மருத்துவக்கல்லூரிகளில் மாணவர் சேர்க்கை நடைபெறவேண்டும் என்ற நடைமுறை அமலுக்கு வந்தது. தமிழ்நாட்டில் நீட் தேர்வு வேண்டாம் என்று பலத்த எதிர்ப்பு அனைத்து தரப்பிலிருந்தும் எதிரொலித்தது. ஆனால், சுப்ரீம் கோர்ட்டிலும், தமிழ்நாட்டின் வேண்டுகோள் எடுபடாததால் 2017 முதல் நீட் தேர்வு மூலம் மருத்துவக்கல்லூரிகளில் மாணவர் சேர்க்கை நடந்து வருகிறது. இந்த ஆண்டும் நீட் தேர்வு மூலம்தான் நடக்கிறது.

Govt doctor sends Rs 1- cr defamation notice to Medical Superintendent

Dr Harshinder Kaur of Government Rajindra Hospital, who was caught referring patients to a private lab, has served a defamation notice of Rs 1 crore to Medical Superintendent (MS) Rajan Singla.

It is pertinent to mention that Singla had caught Dr Harshinder red-handed for referring patients to a private lab on May 15 and reported the matter to the higher officials.

Dr Harshinder has sought an unconditional apology and Rs 1 crore on account of damage and loss of her reputation within 15 days.

Dr Harshinder, a two-time state award recipient, alleged that she was framed by Singla and the patient was planted by the latter.

She said she was on a 30-day child care leave from April 29 to May 28, but was called to the hospital by Singla to complete pending work related to the Rashtriya Bal Swasthya Karyakram (RBSK) scheme as she was a nodal officer.

“I was framed by the Medical Superintendent. The said patient was also planted by him. I will fight the battle for my reputation,” she said.

Singla said, “On the basis of the patient’s statement, I have already sent my report to the higher officials. Whatever I did was in the interest of patients and for better healthcare at the hospital. It is up to the higher officials to take action.”

“Moreover, I have not received the notice yet. Therefore, I cannot comment,” he added.

Malpractice still rampant

A number of labs and diagnostic centres near the hospital have been thriving on the referrals from the doctors of Rajindra Hospitals is a proof of the nexus.

The sources informed that the commission ranges from lab to lab ranging from 20 per cent for a CT scan to 35 per cent for an MRI test.

As far as medicines and implants are concerned, commission shoots up to 50 per cent.

Ironically, Dr Harshinder herself said the malpractice was rampant in the hospital. She has even given reports of private labs of patients referred by other doctors along with a legal notice to Singla.

What MCI says

Under the Professional Conduct — Clause No. 6.8 — about Etiquette and Ethics Regulations, 2002, by the Medical Council of India (MCI), a medical practitioner shall not receive any cash or monetary grants from any pharmaceutical and allied healthcare industry, in an individual capacity, under any pretext.
Moreover, the MCI in 2017, had directed all the doctors practicing medicine in the country to prescribe drugs (medicines) with generic names. 

The MCI said, “Every physician should prescribe drugs with generic names, legibly and preferably, in capital letters and he/she (doctor) should ensure that there is a rational prescription and use of drugs.”

Chennai: The Madras high court has restrained M/s ABI and Company and eight other companies from infringing M/s Kaleesuwari Refinery's reputed and well known registered trade mark 'Gold Winner' by using the offending trade mark 'Gold Power' or any mark or word deceptively similar to its trade mark for any edible oil marketed by them.

Justice S.Vaidyanathan granted the interim injunction on the suits filed by M/s Kaleesuwari Refinery Private Limited.

According to Vijayan Subramanian, counsel for the plaintiff, the company was leading market leader in the refined sunflower oil and edible oil sector and has been marketing the product with its reputed brand "Gold Winner" over a period of over 25 years since 1993. It maintains high standard and quality for its products since the inception and enjoys enviable reputation and goodwill among the consumers. The plaintiff's Gold Winner label and pouch was very attractive, stylish and captivating. The artistic work of Gold Winner refined sunflower oil was unique and has translated into stupendous success for the plaintiff in the market and making it one of the highest purchased products in the market, he added.

He said the trademark Gold Winner has become a very popular brand owing to its use and continued advertising through print, electronic and internet media. The trademark Gold Winner has become a common household name as the plaintiff has spent crores of rupees towards advertising their products in all forms of media. Moreover, the plaintiff has beenmarketing the products under the trademark Gold Winner not only in India but also in other countries such as Singapore, Malaysia, Sri Lanka and Middle East.

While so, some unscrupulous traders wanting to take illegal advantage and enrich themselves at the popularity and reputation of the plaintiff's trade mark Gold Winner and artistic work in the plaintiff's pouch, were now resorting to adopt the similar trademark and trading style along with the colour combination used for the plaintiff's product. Except the plaintiff, no one has any right to use the said trademark and trading style.

The obvious intention of the unscrupulous traders was only to take advantage of the enormous popularity of the trademark and trading style Gold Winner and to enrich themselves at the well and hard earned reputation of the plaintiff, Vijayan Subramanian added.

NEW DELHI: The Customs Department has been directed by the Delhi High Court to pay Rs 94 lakh to a foreigner for hurriedly selling off nearly 4 kg gold seized from her even though the proceedings were pending in the court.

When the high court was informed that the proceeds collected during the auction were equal to the value of the gold, Rs 93,34,783, it directed the Customs Department which comes under the Ministry of Finance, to refund the amount to the Kenyan national by June 30.

On failure to refund the amount by the time fixed, the authorities will have to pay the money along with simple interest at 6 per cent per annum on the sum for the period of delay, it said.

A bench of Justices S Muralidhar and I S Mehta set aside the adjudication order passed by the Commissioner of Customs (Airport and General) confiscating the seized gold and imposing Rs 18 lakh penalty on her.


The court questioned the customs officials as to why they were constrained to dispose of the seized gold, when it was neither perishable nor hazardous.

The officials had no explanation to offer for this action, it noted.

"In the present case with the seized material not being perishable, being gold bars, there was no reason for the Respondents to have hurriedly disposed it off and that too without notice to the petitioner (woman)," it said.

The bench said the entire manner in which the respondents have proceeded to pass the adjudication order and also dispose of the gold without notice to the woman leaves no doubt that not only the disposal of the seized gold, but the adjudication order as well, are both "unsustainable in law".

The court also noted that even the show cause notice was not served upon the woman, from whom 3,732.48 gms of gold bars were seized at the IGI Airport on January 5, 2015.

The woman said she had arrived at IGI Airport here from Nairobi on January 5, 2015 and was carrying the gold which she wanted to be used for making jewellery in India and then take it back to Kenya to sell for profit.

The authorities had claimed to have found 32 pieces of gold bars, each weighing 10 tolas, from the woman's pouches.

According to the woman, she had purchased the gold in Kenya after selling her car and taking loan from her friends and relatives.

When she was exiting, she was stopped at the gate and was asked if she was carrying any gold.

She claimed that when she replied in the affirmative, she was taken to the preventive room where she took out the gold from her bag and gave it to the Customs Department.

When the gold was not returned to her and no show cause notice (SCN) was issued, she filed a petition in the high court in April 2018.

As per the documents of Customs department, when she was asked at the airport whether she was carrying any dutiable goods/ gold items which she needed to declare, she had answered in the negative.

The bench said there was no answer why the gold had to be disposed of without notice being issued to the person from whom it was seized.

The court noted that the authorities disclosed for the first time, its counter affidavit filed in February this year, that as per available records, the case property has been already disposed of but no details were given as to when the seized gold was disposed of.

It referred to a previous judgement of the Supreme Court in which it was stated that if the SCN was not issued within six months from the date of seizure the consequence would be that the person from whom the gold was seized would become entitled to its return.

"Even the adjudication order in the present case would be illegal as the Commissioner passed the same ex-parte without the SCN having been actually served upon the present petitioner at all in the present case," the high court said.

CHENNAI: Counting of votes polled in 38 Lok Sabha constituencies and by-elections in 22 Assembly constituencies in Tamil Nadu will be taken up on May 23. Counting of postal ballots and pre-counting of ETPBS (Electronically Transmitted Postal Ballots) will start at 8 a.m.

Pre-counting of ETPBS by QR Code reading of all received ETPBs will be completed before the valid ETPBs are transferred to the postal ballot counting table. Each parliamentary constituency consists of six Assembly segments. The postal ballot counting for parliamentary constituencies will be taken up in one of the Assembly segment counting halls.

In the counting hall, where postal ballots are being counted, the commencement of counting of votes polled in EVMs can start after 30 minutes. In the remaining five Assembly segment counting halls, counting of votes polled in EVMs will begin at 8 a.m. EVM counting will be conducted round-wise in a pre-determined order. In cases where the control unit is not working, due to low battery, the result will be retrieved by replacing the battery.

Control Units, from which results cannot be retrieved, even after replacement of the battery, will be kept in the custody of the Returning officer in the counting hall. Counting of VVPAT slips in respect of malfunctioning EVMs will be counted, after completion of counting of votes from all control units.

As per Election Commission’s recent instruction, counting of EVM votes can continue, without waiting for the completion of counting of postal ballots. All rejected postal ballot papers will be mandatorily re-verified by the Returning Officer before the declaration of result.

BENGALURU: Learning from experience, several aspirants of National Eligibility cum Entrance Test (NEET) who missed the examination on May 5 because of a train delay, chose to travel by buses this time to reach Bengaluru for the test on Monday.

Parents also accompanied some of the students to the exam centre at BBUL Jain Vidyalaya on KR Road, which was the only designated centre for NEET.

“I cannot forget the trauma I faced last time when I missed the exam. So this time my parents and I took the bus and reached the city a day in advance. Several of my classmates too travelled by bus on Sunday itself. Today (on Monday) we are heading back to our hometown,” said Rohit, an aspirant from BEST College in Ballari. While many students found the Biology paper easy, Physics, they said, was a tough one to crack.

The exam centre being closer to Kempegowda Bus Station, the city’s prime bus depot, was a boon to many outstation students. Most of the students were at the exam hall by 9am - half an hour earlier than the set deadline.

State Coordinator for the exam, Dr Dakshayini Kanna, told The New Indian Express that they were no absentees among the aspirants who had registered. “As many as 84 students wrote the exam, of which 80 had uploaded their documents — train ticket and hall ticket - online. Four had brought the physical documents to the exam hall. They too were allowed to write the exam but after signing an undertaking,” she said.


Official sources said close to 30 students were not allowed to write the exam as they could not produce any proof of being on the train that was delayed. However, Dr Kanna clarified that these students did not miss the NEET on May 5 due to the train delay. She added that these students thought that the re-exam was for all aspirants who had missed the test, whereas it was only for those who were on the delayed train.

On May 5, it was reported that at least 250 students had missed the NEET after the Hubballi-Bengaluru-Mysuru Hampi Express was delayed by eight hours.

GANDHINAGAR: Not a single student from as many as 63 schools managed to clear the Secondary School Certificate examinations conducted by the Gujarat Secondary and Higher Secondary Education Board, the results of which were declared here on Tuesday.

The overall pass percentage was 66.97 per cent, slightly lower than 67.5 per cent of last year. The exams were held in March.

In a press conference, Board Chairman A.J. Shah stated that, "Out of the total 8,22,823 regular candidates appearing in the exam, 5,51,023 have passed."

He informed that not a single student from as many as 63 schools could pass the board exams, while 366 schools posted cent per cent results. Only 17.23 per cent of the repeat candidates passed the examinations, where as often, girls outshone boys with 72.64 pass percentage as against 62.83 per cent of the latter, Shah said.


English-medium schools saw the highest passing percentage at 88.11, followed by 72.66 per cent of Hindi medium students and those from Gujarati medium reported the lowest at 64.58 per cent.

Surat district in South Gujarat topped the charts with 79.63 per cent, while the backward tribal district of Chhota Udepur in the central region posted the lowest 46.38 pass percentage.

Those who happened to cross a fire-ravaged sheep pen erected beyond Malayalamedu here on Monday witnessed heart-wrenching scene with moist eyes as a group of sheep were bleating relentlessly on seeing their ‘kids,’ all charred by fire, were being buried.

A group of shepherds from Nanguneri and Thisaiyanvilai erected pen near Malayalamedu beyond Tirunelveli Town.

While they take the sheep for grazing, they used to keep the young ones inside igloo-shaped structure without entry point, fabricated with palm leaves, so that it would give ventilation to lambs and protect them from sweltering heat.

When the shepherds had taken the sheep for grazing in the nearby areas on Monday, the dry grass grown near the pen caught fire and spread immediately to the pen.

Within no time, the fire engulfed the igloo-shaped palm leaf shelters under which the shepherds had kept 48 lambs. On getting the news, the shepherds rushed to the pen only to see the charred remains of the lambs and lamented.

“On returning to the pen in the evening everyday, we’d open the igloo-shaped palm leaf shelter. On seeing their ‘mothers,’ the hitherto sheltered lambs would jump in joy and rush to the mothers that would feed their ‘kids.’ When we returned to the pen on Monday evening, all we saw was the charred remains of the innocent lambs and the inconsolable ‘mothers’ were just making unusual noise,” the shepherds said.

When the earthmover hired by the shepherds buried the lambs killed in the mishap, the ‘mothers’ were making strange noise on witnessing it from close quarters.

“Since the ‘mothers’ cannot feed the lambs now, the lactated milk should be drained manually for a few days so as to save the animals from unbearable pain in mammary glands. The lactation would be active only when the ‘mothers’ feed the lambs. As the lambs are no more now, the lactation will stop within a few days,” the shepherds said.
Rare surgery performed on 63-year-old woman

A rare surgery was performed on a 63-year-old patient who had a tumour inside her brain.

The patient, a resident of Pannaipuram in Theni district, became unconscious and was admitted to Government Rajaji Hospital here on May 4. The doctors at the multi speciality hospital confirmed through various tests that the tumour was malignant and required immediate removal.

The team of doctors, headed by Professor, Neurosurgery, J. Shree Saravanan, said that it used FL560, a dye that differentiates the parts of the brain with and without the tumour and removed it using special filters seen through a high-powered microscope.

“Government Rajaji Hospital is capable of precision and quality surgery,” Dr. Saravanan, said. The team also removed an external tumour weighing five kg from the head of a 31-year-old patient. The tumour extended from the skull to the scalp. The surgery took a total of 10 hours to complete.

Dean of Government Rajaji Hospital K. Vanitha said that the GRH was one of the few hospitals with technology that can be used to remove such tumours.

Rule says the onus of transfer is on the person who sells the vehicle, and not the one who buys it

When you sell your motor vehicle (car or two-wheeler or even heavy vehicles), it is important to get the Registration Certificate (RC) and Insurance Policy transferred in the name of the buyer. By failing to do so, the owner as per the RC runs the risk of facing legal problems if the vehicle is involved in an accident or is used in any criminal activity, regardless of the number of times the vehicle has changed hands.

Ensuring the transfer of ownership lies solely with the first seller (whose name is in the RC), senior RTO officials told The Hindu . “In most of the cases, the owners will send a letter to the Regional Transport Office to inform that they have sold the vehicle, which will not suffice,” they said. The owner must personally ensure that the transfer of ownership is duly made.

The original owners, while selling vehicles, sign Form 29 and 30 and hand it over to the buyer and take a delivery note signed by the buyer. However, this does not exempt the original owner from the responsibilities or insulate him from the liabilities arising out of the sold vehicle. In the event of the vehicle getting involved in accident or a criminal activity, the police will land at the doorstep of the original owners, if the ownership has not been transferred. The risk heightens when the buyers fail to renew the insurance cover for the vehicle in their name.

One of the reasons behind the lack of initiative to change the particulars is the fear of decrease in the resale value of the vehicle, if records indicated use by multiple hands, says K. Kathirmathiyon, Secretary, Coimbatore Consumer Cause (CCC).

Also the procedures required to change the particulars is complicated and vehicle owners might be encouraged if the procedure is available online and made more accessible, he says.

As a step in that direction, he points to an announcement made on February 28, 2019 by the Ministry of Road Transport and Highways that says No Objection Certificate (NOC) is not required for “renewal/change of address in the driving licence.”

Prior to February 28, people who approached the Regional Transport Offices for change of address in the driving licence were asked to bring an NOC from the original Registering Authority. It has been done away with now, making it easy for the citizens to carry out change of address in their driving licence.

When the payment is made/received and the keys are being handed over to the buyer, the owner and the buyer should go to the RTO and ensure that Forms 29 and 30 are submitted, in order to have the name change recorded in the RC book and the RTO records.

The web application named Sarathi and Vahan, developed by the National Informatics Centre (NIC) for the Ministry of Road Transport and Highways, has enabled applications and tracking of status of vehicles and driving licence at the click of a mouse, Mr. Kathirmathiyon points out.

Although the RTO officials insist on the owners ensuring the change in particulars, some officials also admit there are difficulties in enforcing this practice, particularly when a vehicle owner decides to sell the vehicle in an exchange offer made by a dealer.

In such cases, the dealer and the seller assume that all legal procedures are complied with by the mere handing over of the key and relevant forms/documents. This is how the rule that the owner should go through the entire process of legal transfer is not adhered to.

Sources said the opinion, being sought from legal experts who are outside the State, is expected to be provided shortly.

Notwithstanding the Supreme Court’s disposal last week of a petition filed by six persons against the State government’s 2014 proposal to grant the convicts remission, the controversial matter still involves a number of complex issues, which is why the Governor requires the legal advice.

On September 9, the Tamil Nadu State Cabinet, at its meeting, recommended the premature release of the convicts Sriharan alias Murugan, Suthendraraja alias Santhan, Robert Payas, S. Jayakumar alias Jayakumaran, A.G. Perarivalan alias Arivu, Ravichandran alias Ravi and Nalini Sriharan.

Till the model code of conduct came into force in March, the State government had sent two reminders to the Governor.

On Monday, Chief Minister Edappadi K. Palaniswami told reporters in Salem that his government was committed to releasing the convicts.

The Supreme Court has confirmed an order passed by a Division Bench of the Madras High Court on April 30 to accommodate 108 MBBS students of the defunct Ponnaiyah Ramajayam Institute of Medical Sciences (PRIMS) at Kancheepuram district in six private colleges across the State and not in government colleges.

Disposing of an appeal preferred by 103 students, Justices Indira Banerjee and Sanjiv Khanna said: “All 108 students of PRIMS cannot be accommodated in government colleges. The students have been directed to be accommodated in other medical colleges. We find no reason to interfere with the order impugned (under challenge).”

Since the students had already completed one year of their studies and had to be admitted in the second year of the course, the judges directed the authorities concerned to make sure that the students get admitted in the private colleges at the earliest.

On December 13, 2018, a single judge of the High Court directed the State government to shift all 108 students to 22 government medical colleges in the State. Though the government implemented the 2017 directive, it did not do so in the case of the 2018 order, which was taken on appeal before a Division Bench of Justices M. Sathyanarayanan and P. Rajamanickam who too initially passed an interim order directing the government to shift the 108 students to government colleges.

However, pursuant to a review petition filed by the State, the Bench permitted the government to send a proposal to the MCI to accommodate the students both in government as well as private colleges. Thereafter, the State wrote to the Centre as well as MCI expressing difficulties in accommodating the students in government colleges.

Accepting the request, both the MCI as well as Union Ministry of Health and Family Welfare granted permission to shift the 108 students to six private colleges.

The Bench recorded the submission of Additional Advocate General Narmadha Sampath and Special Government Pleader T.M. Pappaiah that they would be charged as per the quantum determined by the private colleges fees fixation committee every year.

The six colleges were Raja Muthiah Medical College and Research Institute in Chidambaram, Karpagavinayaga Institute of Medical Science and Research Centre in Kancheepuram, Karpagam Faculty of Medical Science and Research in Coimbatore, Tagore Medical College and Hospital in Vandalur, Vellammal Medical College Hospital and Research Institute in Madurai and Adiparasakthi Medical College and Research Institute in Melmaruvathur.

Once a month, the institute screens films for patients, both as recreation and therapy

A two-and-a-half-hour-long Tamil movie is an entertainment staple for many in the State.

At the Institute of Mental Health (IMH), it now forms part of the therapy offered to patients. Many of them have now started regularly watching Tamil flicks.

Movies have been on the to-do list for IMH for quite some time now. On an earlier occasion, a group of patients was taken to a theatre for Baahubali 2: The Conclusion .

The institute had earlier started screening movies for women patients at the Industrial Therapy Centre on campus. Recently, the recreational initiative was extended to male patients as well, and has become routine, say doctors and social welfare officers at IMH.

“We are screening a Tamil movie once a month using a projector. This is a form of recreation for them and also forms a part of therapy,” P. Poorna Chandrika, director of IMH, said.

Doctors select movies

Doctors choose the movies that are screened for the patients. “We avoid content with a lot of violence, and also ensure that the film has permission to be screened. Screening such movies gives patients a chance to know the latest actors, and this becomes a means for communicating with each other. Hence, it forms a major part of therapy too,” she added.

The atmosphere changes when a movie is screened. Patients look forward to watching a movie and they enjoy it, doctors said. “Instead of movies that have a lot of violence, we select movies that have comedy. In fact, we have been screening movies of actor Sivakarthikeyan for the women patients due to the comic element,” a social welfare officer said.

EVMs safe, allegations false & factually incorrect, says EC

The Election Commission on Tuesday rejected reports of alleged EVM tampering, saying the reports were “absolutely false” and added that all machines used in the elections are safe in strongrooms.

The EC also made a 24x7 EVM control room at its headquarters to monitor complaints relating to polled EVMs. The control room will receive complaints related to storage issues at strongrooms, security of strongrooms, permissions to candidates to post their agents at strongrooms, CCTV monitoring, movement of any EVMs, and any complaints during counting related to EVMs.

The EC clarification came after allegations and some social media posts and video clips claiming that EVMs were being changed in strongrooms in Uttar Pradesh and Bihar.

“Election Commission of India would like to emphatically and unambiguously clarify that all such reports and allegations are absolutely false, and factually incorrect. The visuals seen viral on media do not pertain to any EVMs used during the elections,” it said.

The poll body said that aspersions in clips being used in media merely pertain to the storage or movement of reserve unused EVMs. “However any case of lapse even in handling of Reserve EVMs is thoroughly investigated and disciplinary action taken against the officers responsible,” it said.

Through the entire day, the district administrations kept clarifying that apprehensions were baseless.

The Prime Minister of the next government that gets voted into power on Thursday will have a dedicated, stateof-the-art, long-haul aircraft from this December.

First of the two Boeing 777s — currently being retrofitted in the US with the most advanced security gizmos, including missile warning and countermeasure dispensing systems, for the President, Vice-President and PM — will join the VVIP fleet this December and the second one within a month, sources said.

What’s more, four pilots of Indian Air Force (IAF) are learned to have begun training to fly the VVIP flights. IAF has a fleet of Boeing 737 business jets that are used by VVIPs for short international flights.

Sources said Air India’s engineering arm will be maintaining these aircraft. The new planes will replace the over 27-year-old Boeing 747-400 jumbo jets that are currently used for VVIP state visits requiring medium to long-haul flying. When not in on those state visits, the planes are used for flying both within India and to nearby places like Jeddah in Saudi Arabia.

AI retrofits the jumbos for state visits by altering the seating arrangement of the aircraft’s lower deck. Seats from several sections are removed to make way for a bedroom — complete with beds and wardrobe — meeting room and a place to brief the media.

While one B747 flies the VVIP, another one remains on standby to be flown in case the other develops a snag.
SC upholds order to admit PRIMS students in pvt colleges

The Supreme Court has refused to interfere with an order passed by Madras high court directing Tamil Nadu government to accommodate 108 students of the now-defunct Ponniah Ramajayam Institute of Medical Sciences (PRIMS) in six private self-financing medical colleges in the state.

A vacation bench comprising Justice Indira Banerjee and Justice Sanjiv Khanna passed the order while disposing of a plea moved by Su Archana, one among the 108 students, seeking direction to the government to accommodate them in state-run medical colleges and not in private self-financing colleges.

“All 108 students of PRIMS, which had been closed down, cannot be accommodated in government medical colleges. The students concerned have been directed to be accommodated in other medical colleges. We find no reason to interfere with the order,” the apex court said.

“Needles to mention that the direction of the high court to accommodate the students shall be complied with and that the authorities shall ensure that the petitioners do not have to discontinue their course by reason of closure of medical colleges,” the court added.

The issue pertains to pleas moved by second year MBBS students of PRIMS, denied permission to continue medical course since MCI had refused recognition to the college. Holding the state responsible for their plight, a single judge of the court directed the state to accommodate them in government medical colleges in the state.
Counting of votes in TN to begin at 8am

Counting of votes polled in Tamil Nadu for Lok Sabha elections as well as 22 assembly byelections will be taken up for counting on May 23 at 8 AM. Postal votes will be counted first and it may take about 30 minutes to complete. After that, the votes polled in EVMs will be taken up for counting, said chief electoral officer Satyabrata Sahoo.

Speaking to reporters at the secretariat, Sahoo said a total of 16,125 officials are involved in the counting across Tamil Nadu. Of them, 15,904 will be involved in Lok Sabha election counting and 225 officials in 22 assembly byelection counting.

“As per the Election Commission rules, VVPAT slips from 5 polling booths in all assembly segments will be counted, at the end of counting EVM votes. A separate table will be set up for VVPAT slip counting. Apart from 5 booths in all assembly segments, VVPAT slips will also be counted in 43 booths, where election officials had failed to reset the EVMs after mock polling, as per the order of Election Commission,” said Sahoo.

Depending on the number of voters, the number of rounds for counting will be taken up. “Tiruvallur Lok Sabha constituency will have 34 rounds of counting, the maximum among all other constituencies. Chennai Central constituency will have just 19 rounds, the lowest number of rounds,” said Sahoo. The party representatives will be allowed to have only a pencil and paper and even pen will not be allowed, he said.

Meanwhile, a DMK team led by the party’s principal secretary T R Baalu called on the CEO and presented a petition asking the EC to allow political party representatives during VVPAT slips counting.
