உயர் கல்வியில் நெகிழ்வுத் தன்மை!

நிகழாண்டில் பொறியியல் கல்விக்கான ஆர்வம் குறைந்து, கலை அறிவியல் படிப்புகள் மீதான ஆர்வம் அதிகரித்திருப்பதை வெளிப்படையாகக் காண முடிகிறது. கலை அறிவியல் கல்லூரிகளில் விண்ணப்பப் படிவம் பெறுவதற்காக அலைமோதும் மாணவர், பெற்றோர் கூட்டமே இதற்குச் சான்று.
அண்ணா பல்கலைக்கழகம் நடத்தும் பொதுக் கலந்தாய்வில் பங்கேற்க விண்ணப்பப் படிவம் வாங்கியவர்கள் அனைவருமே பூர்த்தி செய்த படிவங்களை சமர்ப்பிக்கவில்லை. கடைசி நாள் வரை சுமார் 1.60 லட்சம் படிவங்கள் மட்டுமே வந்து சேர்ந்துள்ளன. இந்த ஆண்டு பொறியியல் கல்லூரிகளில் சுமார் ஒரு லட்சம் இடங்கள் காலியாக இருக்கும் என்று கணிக்கப்படுகிறது.

தமிழ்நாடு கல்லூரிக் கல்வி இயக்ககத்தின் கட்டுப்பாட்டில் 635 கலை - அறிவியல் கல்லூரிகளும், 672 கல்வியியல் கல்லூரிகளும் உள்ளன. இவற்றில் 85% தனியார் கல்லூரிகள். இந்தக் கல்லூரிகள் எவ்வாறு மாணவர்களைச் சேர்க்க வேண்டும், இவர்களது விண்ணப்பப் படிவத்தின் விலை எவ்வளவாக இருக்க வேண்டும் என்கிற நடைமுறைகள் யாவும் கல்லூரிக் கல்வி இயக்ககத்தால் தீர்மானிக்கப்பட்டிருந்தாலும், இன்றைய சிக்கல்- ஒரு மாணவர் அல்லது மாணவி எத்தனை கல்லூரிக்கு விண்ணப்பித்துக் காத்திருக்க முடியும் என்பதுதான். இடம் கிடைப்பது அரிது என்ற அச்சத்தால் தனியார் கல்லூரிகளின் நிர்வாக ஒதுக்கீட்டில் நன்கொடையை வெளிப்படையாக அல்லது மறைமுகமாகச் செலுத்திவிட்டுச் சேரும் நிலை உருவாகி வருகிறது.
பிளஸ் 2 தேர்வில் தேர்வு எழுதிய மாணவர்களில் பாதிக்கும் மேற்பட்டோர் 60%க்கு அதிகமாக மதிப்பெண் பெற்றவர்கள். இளநிலைப் படிப்புகள் எதுவானபோதிலும், அதற்கு விண்ணப்பிக்கும் மாணவர்களின் எண்ணிக்கையானது, அக்கல்லூரியில் இருக்கும் இடங்களைவிட மூன்று, நான்கு மடங்கு அதிகமாக இருக்கிறது. ஒவ்வொரு மாணவரும் நான்கு அல்லது ஐந்து கல்லூரிக்கு விண்ணப்பிக்கும் நிலையும் உள்ளது.

தற்போது பொறியியல் கல்லூரிகளுக்கு வரவேற்பு இல்லாத நிலையில், அந்தக் கல்லூரிகளின் உள்கட்டமைப்பு வசதிகளை, கலை அறிவியல் படிப்புகளுக்காக ஏன் பயன்படுத்திக் கொள்ளக் கூடாது? இதன்மூலம், இளநிலைப் படிப்பில் சேர விரும்பும் அனைத்து மாணவர்களுக்கும் அவரவர் பகுதியில் படிக்க வாய்ப்பு ஏற்படுத்திக் கொடுத்தது போலவும் ஆயிற்று. பொறியியல் படிப்பில் மாணவர்கள் சேராததால் பொறியியல் கல்லூரிகளுக்கு ஏற்பட்டுள்ள மனவாட்டத்துக்கு மருந்தும் ஆயிற்று.
பொறியியல் கல்லூரிகள் அண்ணா பல்கலைக்கழகத்தின் கட்டுப்பாட்டில் இருந்தாலும், அந்தக் கல்லூரிகள் வழங்கவுள்ள சில இளங்கலைப் படிப்புகளுக்கு மட்டுமே அந்தந்தப் பகுதியில் உள்ள பல்கலைக்கழகங்களுக்குக் கட்டுப்பட்டதாகவும், அவர்கள் நிபந்தனைப்படி ஆசிரியர், பேராசிரியர் நியமனங்களைச் செய்ய வழி கோலப்பட வேண்டும். பொறியியல் படிப்புக்கு மாணவர்கள் வரவில்லை என்பதற்காக அந்த வளாகத்தின் உள்கட்டமைப்பு வசதிகள் வீணாக வேண்டுமா?
தற்போதும்கூட, பல பொறியியல் கல்லூரிகள் தங்கள் கணினிப் பாடப் பிரிவுக்கு வரவேற்பு இல்லை என்பதால், அந்தப் பிரிவுக்குப் பதிலாகத் தற்போது அதிக வரவேற்பு உள்ள சிவில் அல்லது மெக்கானிக்கல் தொடங்க விண்ணப்பிக்கிறார்கள். மாணவர்கள் விரும்பும் படிப்புகளைப் பரவலாகக் கிடைக்கச் செய்யவும், அவற்றுக்கு வரவேற்பு குறையும்போது அதை நிறுத்தி வைக்கவுமான நெகிழ்வுத் தன்மை உயர் கல்வியின் இன்றைய தேவை.

41 Pune medical officers get 2-yr extension in service

PUNE: The state health department has increased the age of retirement of 41 medical officers and senior health officials by two years — from 58 years to 60 — citing serious manpower crunch.

The decision was taken as 28 medical officers and 13 senior-ranking health officials were due for retirement on May 31 which, the ministry officials said, would have further hampered services at various levels of patient-care and healthcare administration.

However, the move has not gone down well with many employees of the health department, who said the decision is just a temporary arrangement to cover up the large number of posts that are lying vacant in the department for years. "Instead of increasing retirement age of senior health officials working at administrative posts, the state should have increased the retirement age of doctors," they said.

"We have tried to fill up the posts of medical officers and specialists doctor, but the response has not been encouraging as qualified people are not willing to work at state-run hospitals and departments. Similarly, people are also averse to working at places which are away from their hometowns. All these factors have resulted in large number of posts lying vacant for years. Hence, we have decided to increase the retirement age of 28 medical officers and 13 senior-ranking officials who were supposed to retire on May 31," said a state health ministry official.

Another official said, "There is an urgent need to overhaul the human resource wing at the state health department. Currently, the work environment is not conducive and it has a dampening effect on the morale of employees. How a medical officer working at a state-run hospital at an administrative post will feel motivated if he or she is not given sufficient opportunity to grow? People work for years but do not get promoted which is absolutely unacceptable."

Manipal University former VC dons a new role post-term

MANIPAL: Having completed his five year tenure as Vice-Chancellor of Manipal University, Dr K Ramnarayan on Monday took charge as the vice-president (faculty development and alumni relations) of the university. In this role, he will mentor teacher empowerment and faculty development initiatives in institutions the university and Manipal group. In addition, he will also give a fillip to alumni activities of various institutions of the group.

Dr Ramnarayan will also continue as professor of pathology at Melaka Manipal Medical College, Manipal. During his stint as the VC, the focus was on strengthening academic processes in the university, be it functioning of the senate and board of studies or enrichment of curriculum. Various people empowerment initiatives were launched such as Synergic Manipal Integrated Leadership Engagement programme to nurture future leaders.

As the first chairperson of Manipal Education System Vice Chancellors Council, he created a vibrant forum for inter-campus deliberations and set in place norms for sharing best practices among the Manipal group institutions. He set up MU-FAIMER Leadership International Institute for Inter-professional Education and established Manipal Centre for Professional and Personal Development for in-service training of academic and non-academic staff.

He has conducted pedagogic and personal effectiveness workshops for faculty in the Manipal group campus in Jaipur, Sikkim, Melaka and Dubai, apart from those for Indian Society of Periodontology and the National Institute for Advanced Studies in Architecture. In the process of enhancing education and research, he has steered the implementation of Dr T M A Pai Endowment chairs and MU full time PhD scholarships, Dr Ramnarayan also reframed research incentive policy and set up MU portal for eprints (repository for research publications). The Centres of Excellence in Philosophy and Humanities and Natural Sciences, Research Directorate in Manipal University were ushered in during his tenure. The renovation of Manipal Museum of Anatomy and Pathology a project he was deeply involved in. University's rankings were offshoots of his efforts.

Madras HC issues arrest warrant against TNSTC official

MADURAI: The Madurai bench of the Madras high court on Monday issued a bailable arrest warrant against former general manager of the Tamil Nadu State Transport Corporation (TNSTC), Tirunelveli, since he had failed to appear before the court as directed by it.

In his interim order on the contempt petition filed by M Kalipandian of Sankarankoil, Justice S Nagamuthu directed the additional superintendent of police to arrest Dharmaraj, who was the former GM of TNSTC in Tirunelveli, and to produce him in the court on June 22.

Kalipandian had worked as a temporary employee with TNSTC, Tirunelveli, for more than two years. However, TNSTC didn't regularize his employment. This forced Kalipandian to move the high court.

The court passed an order in his favour last year. However, the TNSTC failed to act on the order. Hence he filed a contempt petition against the former GM.

When the matter came up for hearing in April, the court directed Dharmaraj to appear before it on June 1. However, he failed to turn up. This forced the court issue an arrest warrant against him

Medical college, Waqf board at loggerheads over mosque on campus

AGRA: SN Medical College authorities and the Waqf board officials are at loggerheads over construction work in a mosque on campus, near the boys' hostel. College management are worried that any expansion in the mosque could lead to a clashes between the devotees and college students even as Waqf board officials claimed that they were not expanding the premises and were only renovating the building. That the matter is taking a political hue was evident after Samajwadi Party leader Farukh Siyar intervened, backing the Waqf board officials and on Monday, members of Hindu Jagran Manch met SN Medical College principal Dr Ajay Agarwal, extending their support to the college administration.

Several Muslim leaders along with SP leader Faruk Siyar met SN Medical College authorities on Saturday and demanded permission for "expansion of the mosque". When Dr Ajay Agarwal refused to allow the expansion of the mosque, the SP leader reportedly threatened the principal to either allow the construction or be ready to quit his job.

On Monday, a group of members of Hindu Jagran Manch met the SN Medical College's principal, extending their support to the managment. The Manch members claimed that they did not want politicization of matters relating to an educational institution. Siyar has denied threatening the principal.

"We have already taken an appointment with the district magistrate who will be meeting us on June 6. The decision of the construction in the mosque will be taken by the DM and we will act accordingly," added Siyar.

"The waqf board officials and Muslim leaders are trying to disturb the peace in the city. We will not let this happen. We have extended our support to the college administration who in reply have said they will act as per the orders of the district administration," said Vivek Shukla, spokesperson, Hindu Jagran Manch.

Talking to TOI, Dr Agarwal said there is a temple, gurdwara and a mosque on college campus. The turnout at the gurdwara is not too big, hence the college administration has no problems with its existence. The temple witnesses a larger crowd and that is why college authorities have made another route for entry and exit of devotees to the temple, away from the route taken by students.

"The mosque is situated in the middle of the campus. Its expansion will lead to chaos as people from outside will come in contact with the students. We have already faced some untoward situations due to religious structures and we do not want any expansion of the mosque as the space is sufficient for students to offer prayers," added Dr Ajay Agarwal.

The students too stood by their principal along with the doctors of the medical college, who claimed that a nuisance would be created in the college premises if the mosque is expanded and outsiders allowed to offer namaz there.

"Outsiders from Muslim localities use to sit in the mosque for hours and tease girls, misbehave with the students and create chaos in the hostel premises. Even wardens of the hostel do not want the expansion of the mosque to maintain peace on college campus," said a student.

Karnataka's decision to challenge Jaya acquittal: KSRTC cancels buses from Bengaluru to Chennai

CHENNAI: KSRTC on Monday cancelled all its bus services from Bengaluru to Chennai after the Karnataka government decided to challenge the acquittal of Tamil Nadu chief minister J Jayalalithaa in the disproportionate assets case.

Karnataka State Road Transport Corporation (KSRTC) officials said they had cancelled all the bus services as they feared that the vehicles would be damaged.

"We are worried about the safety of the buses and passengers and so we cancelled all evening and night trips from Bengaluru to Chennai on Monday. We are in touch with our police and are seeking advice on when to resume the services. We will wait and watch," said KSRTC general manager (traffic) K S Vishwanathan.

KSRTC runs 48 services from Bengaluru to Chennai every day. "This means, around 2,500 people will be affected," said a KSRTC duty officer posted in Chennai.

However, Tamil Nadu government buses continued to ply as usual. "We operated about 60 buses to Bengaluru every day and all of them are plying as usual," said a Tamil Nadu State Transport Corporation official.

Private buses also continued to ply as usual.

Enquire into complaint against former VC: HC

Judge directs police to register a First Information Report

The Madras High Court Bench here on Monday directed Nagamalai Pudukottai police here to conduct a preliminary enquiry on charges levelled against Madurai Kamaraj University (MKU) former vice-chancellor Kalyani Mathivanan and six of its Syndicate members of having misused varsity funds to the tune of Rs.11.66 lakh to conduct their personal court case. Disposing of a direction petition filed by M. Lionel Antonyraj of Save MKU Coalition, Justice M.M. Sundresh also directed the police to register a First Information Report (FIR) if any cognisable offence was made out on the basis of the complaint made by the petitioner who contended that the former VC and others were liable to be prosecuted for criminal breach of trust.

Explaining the genesis of the case, the petitioner’s counsel, S. Vanchinathan, pointed out that the Nagamalai Pudukottai police had registered a FIR against Ms. Mathivanan and a few others last year under Section 307 (attempt to murder) for having allegedly engaged a gang which assaulted Save MKU Coalition convenor A. Srinivasan on May 16, 2014.

Subsequently, the former VC and others filed a petition in the High Court Bench to quash the FIR. They also engaged a senior counsel who claimed a legal fee of Rs.10.5 lakh, apart from Rs. 1.61 lakh charged by a junior lawyer, to conduct the case. The university’s Syndicate passed a resolution on October 18, 2014, to pay the fees from university funds.

Stating that six members of the Syndicate had given their assent to the resolution and two had dissented, the counsel contended that Ms. Mathivanan as well as the six Syndicate members should be made answerable for having misused public money.
