Medico's dad slams delay in probe into sexual harassment complaint

VILLUPURAM/CHENNAI: More than a week after a medical intern at the Government Villupuram Medical Collegefiled a sexual harassment complaint against an assistant professor, her father, a retired government employee, has slammed the delay in initiating an inquiry, adding that they were 'victimising' his daughter instead.

While the assistant professor, who has been named in the complaint dated October 25, continues to work in the same college, the medico has been shifted to another batch under another faculty. The complaint accusing the professor of 'unwanted deliberate touch' was addressed to the Tamil Nadu Dr MGR Medical University vice chancellor Dr V Geethalakshmi. A copy was sent to the director of medical education Dr Edwin Joe and college dean Dr M Vanithamani along with signatures of 32 batch mates, who claimed to have either known or witnessed the incident which happened on October 22.

While the student could not be contacted, her father said college officials were "attempting to safeguard the culprit" instead of punishing him. "The faculty told me my daughter was a drug addict and she was being vindictive as he turned down her proposal. We have now decided not to let this go. We will ensure that the professor is punished," he said.

Two of the complainant's batch mates, who sought anonymity, said they decided to sign the complaint as they wanted the assistant professor to be punished. "We wanted the professor to go on leave till the inquiry is completed. The hospital turned our request down," they said.

The university registrar Dr T Balasubramanian said his office received a complaint on Friday. "We will seek an inquiry report from the college dean. Our university is not an administrative authority, but an academic body," he said.

Dr Vanithamani told TOI that she moved the medico under another faculty so that the girl does not have to face her alleged abuser. A committee comprising senior doctors, social workers, journalists and hospital administrators will conduct a two-day inquiry from November 8. "The medico, her batch mates, parents, the assistant professor and other faculty members will be called for a detailed inquiry," she said.

Lawyer who refused to link Aadhaar sticks to her guns

CHENNAI: Having an Aadhaar card has become essential, whether it is to claim welfare benefits or to continue operating your bank account. But this city advocate was not willing to mindlessly toe the line. Preethi Mohan refused to link her Aadhaar with PANin order to file her income tax returns, taking the issue to court. And, on the last day of filing of returns, she tasted blood, with the Madras high court ordering the income tax department to accept her returns without having to link her Aadhaar to her permanent account number (PAN).

"I am against getting an Aadhaar card as it violates my privacy. I went to a bank where Aadhaar registration was happening and found that I have to give my biometrics," said Mohan.

In other countries like the US, people are given identity numbers but that's used only for purposes of identification whereas, in India, Aadhaar is being used for multiple purposes - to avail benefits from public distri bution systems, to operate bank accounts and mobile numbers, she says. "I consulted people from other cities and after trying to file my tax returns online, I filed the case in the Madras high court seeking an order," said Mohan, adding that she will wait for the final Supreme Co urt judgment on the issue before getting an Aadhaar number. She is confident that the Supreme Court will not make Aadhaar mandatory."Every now and then the SC has ruled that Aadhaar cannot be made mandatory, the latest being the SC's view on privacy. The Madras high court also took into consideration a similar order issued by the Kerala high court regarding linking Aadhaar to PAN," said Mohan, adding that there are several people in various states who are opposed to the idea of making Aadhaar mandatory. "The Aadhaar Act does not promise that our privacy will not be violated. If our personal details are leaked, the citizen cannot take any legal action. Getting a person's biometrics without putting safeguards into place is an invasion of privacy ," said Mohan.

"I will not get an Aadhaar number at all if the SC gives a final judgment in favour of people who are opposed to the Aadhaar system. If it is made mandatory , then I will have to take a call after that," the lawyer said.

HC notice to registrar on Rs 100 cr corruption allegations

Chennai: A registrar may face probe by a special investigation team (SIT), as the Madras high court has admitted a PIL in this regard, and has also issued notices.

It is, in fact, a double whammy for the registrar — P Sivapriya — whose transfer out of South Chennai district had already been stayed by Justice N Kirubakaran, who unearthed illegalities worth several crores of rupees in the registration of a big chunk of land on Pallikaranai marshland.

The land documents registered by Sivapriya a few years ago showed that the vendor Chandra had come to the sub-registrar's office to register the land in favour of Balu Chettiyar. In reality, Chandra was a cancer patient who was not in a position even to walk. Passing severe strictures against the official, Justice Kirubakaran then preempted attempts to transfer her out of the district, by staying her transfer.

Even as the petition was pending before the single judge, the present PIL filed by V Varaaki claimed that the official had amassed assets to the tune of Rs 100 crore and that there were no acceptable explanation as to the source of the income. The PIL, seeking formation of a special investigation team to probe the allegations of corruption against the registrar, came up for hearing before the first bench of Chief Justice Indira Banerjee and Justice M Sundar.

Admitting the plea, the bench ordered notice to Sivapriya and the state government, and directed them to file their replies by November 27.

Alleging that Sivapriya was involved in corrupt activities and that she had tampered with property records while illegally transferring waterbodies to private people, the PIL said, "the official has been charged for four such offences while she was working as sub-registrar of Virugambakkam."

The petitioner wanted the court to constitute a SIT, probe the allegations and initiate appropriate criminal prosecution as well as departmental proceedings against the officer, if the charges were proved. It said such activities of officials caused big revenue loss to the exchequer, and added that the registration department was the axis that ran the government as it generated huge revenue.

Schools prepare to reopen on Monday

Chennai: Waters have receded and most schools are readying themselves for the reopening, but public health experts say managements must ensure safety and hygiene on campuses before they reopen schools.

Health department and disaster management cells are providing advisories and support to schools and colleges that were inundated with water. "Many educational institutions are prone to risk because they have large playgrounds where water was stagnant. Even after the water is dried, there will be a lot of sludge and muck like garbage and sometimes carcasses," said Dr K Kolandaswamy, director of public health.

Many reptiles and insects may have got inside the classroom. "Pest control services should be engaged inside classrooms, besides washing them clean. In the playground and gardens bleaching powder, a disinfectant that kills harmful microbes, should be used," he said. Overhead tanks and drinking water stations should be cleaned and refilled. Fogging should also be undertaken if mosquitoes have increased.

On Friday many school managements told TOI that their canteen staff have been instructed to serve only boiled water and freshly cooked food to students. "We have been asked to advise students to wash their hands with soap and use hand sanitisers before and after eating food," said Sabitha S, an elementary schoolteacher in Anna Nagar. The school has also prepared posters to educate students about how contaminated drinking water, food and mosquito menace could pose health problems on campuses.

A disaster management cell official, who visited a school in Egmore, found damage to windows, walls and roofs. "We have asked the school to check power points and electrical equipment before children are allowed on campus. Although water had receded, the corridors and sidewalks were slippery," said the official.

Zonal officers from corporation and health department officials have offered support to school managements. School managements can dial 104 for technical advice and support.

LAHORE: A flight of Pakistan's national carrier on Saturday landed in Lahore due to low visibility and asked passengers onboard to travel by bus to their destination, according to a media report.

A Pakistan International Airlines (PIA) flight from Abu Dhabi in the UAE to Rahim Yar Khan landed at the Lahore airport reportedly due low visibility, Geo News reported.

The airline staffers offered to take the passengers to their desired destination by a bus. However, the passengers turned down the offer and refused to leave the plane.

Following this, the airline staffers switched off the plane's air conditioning system, resulting in suffocation of passengers, including minors, in the plane.

The approximate distance from Lahore to Rahim Yar Khan is 624.5 km.

The passengers said that they had asked the airlines to drop them at Multan Airport which is 292 kilometres away from Rahim Yar Khan.

Bucketlist என்று கேள்விப்பட்டிருக்கிறேன். அது என்ன? ஏதாவது பட்டியலா?

பட்டியல்தான். அதற்காக இந்தத் தண்ணீர் பஞ்ச காலத்தில் நமக்கு எவ்வளவு வாளிகள் மற்றும் குடங்கள் த​ண்ணீர் தேவை என்பதற்கான பட்டியல் அல்ல அது.

‘’கண்ணை ​மூடுறத்துக்குள்ள கைலாஷுக்குப் போயிட்டு வரணும்’’, ‘’செத்துப் போறதுக்கு முன்னாலே சச்சினை சந்திக்கணும்”என்றெல்லாம் சிலர் கூறக் கேள்விப்பட்டிருப்பீர்கள். இவையெல்லாம் Bucketlistல் அடங்கியவைதான்.

அதாவது இறப்பதற்குள் என்னென்ன செய்ய வேண்டும் என்று நீங்கள் நினைக்கிறீர்களோ அந்தச் செயல்களின் பட்டியல்தான் Bucketlist.

இந்தப் பட்டியலில் உள்ளவை நீங்கள் செய்பவையாக இருக்க வேண்டும். ‘’லாட்டரியிலே எனக்கு கோடி ​ரூபாய் விழ வேண்டும்”என்பது bucketlistல் அடங்காது. ஏனென்றால் அது உங்கள் கையில் இல்லை.

அதேபோல அந்தப் பட்டியலில் உள்ளவை மிக பிரம்மாண்டமானதாகவோ நிறைவேறுவது கொஞ்சம் கஷ்டம்தான் என்பதாகவோ இருக்கலாம். ஆனால் பொதுவாக ஒருபோதும் நடக்காது - சான்ஸே இல்லை (அத்தனை அரசுத் துறைகளிலும் ஊழல் இல்லாத இந்தியாவில் நான் வசிக்கணும். மிகக் குறைந்த செலவில் ஷங்கர் இயக்கிய திரைப்படத்தை நான் பார்க்கணும்) எனும்படியான செயல்கள் bucketlistல் இடம் பெறுவதில்லை.

இந்தப் பட்டியலுக்கும் Bucket-க்கும் என்ன தொடர்பு?

ஆங்கிலத்தில் ‘Kick the bucket’ என்று ஓர் இடியம் உண்டு (இதே பகுதியில் முன்பு ஒரு முறை இதுபற்றி ஓரளவு குறிப்பிட்டிருக்கிறேன்). He kicked the bucket என்றால் அவன் இறந்து விட்டான் என்று அர்த்தம் (ஒருவேளை அந்தக் காலத்தில் ​தூக்குப் போட்டுக் கொண்டவர்கள், ஸ்​டூல் அல்லது நாற்காலிக்குப் பதிலாக கவி​ழ்த்துப் போடப்பட்ட வாளியின்மீது நின்று கொண்டு அதை உதைத்துத் தள்ளிவிட்டு ​தூக்கில் தொங்கினார்களோ என்னவோ!).
