HC quashes notification on age limit for open category

Relaxation relates to recruitment of siddha pharamacists

The Madurai Bench of the Madras High Court has quashed a government notification which had fixed the maximum age limit for the ‘open category’ candidates at 40 years for direct recruitment to the post of pharmacist (siddha).

Justice R. Suresh Kumar directed the Medical Services Recruitment Board to issue a corrigendum incorporating the age relaxation from 40 years to 57 years, as enjoyed by the reserved categories.

The court, taking cognisance of the fact that similar notifications were issued for the post of pharmacist (homeopathy and ayurveda), said the principle laid down would be applicable to those notifications as well. The notification shall be issued within two weeks with rescheduled dates for filling applications, the court said.

The court observed that when substantial justice and technical considerations are pitted against each other, substantial justice deserves to be preferred. Many eligible and deserving candidates with experience would unfortunately be left out from the purview of the selection process, the court said. The court also took note of the ‘position note’ filed by the government, wherein the latter had said it had intended to relax the upper age limit for the open category for five years. The court said this showed the government’s intention of extending the benefits to the unreserved category as well. The notification had to be set aside so as to not defeat the intention, it said.

The court was hearing the case of S. Balamurugan, a diploma holder in pharmacy (siddha) who challenged the notification on age limit issued by the Medical Services Recruitment Board.

Distance Education Institute comes under audit scanner

Local Fund Audit raises 654 objections pertaining to Rs. 27 crore over 35 years

An idea to generate revenue resulted in losses for the Institute of Distance Education (IDE) of the University of Madras.

Errors in the institute’s mode of managing bank accounts, non-maintenance of funds/registers, mismanagement of funds, lack of assessment of demand for admission leading to excess printing of prospectus-cum-applications have all led to the erosion of the IDE’s funds. In the last 35 years the Local Fund Audit (LFA) raised 654 objections pertaining to Rs. 27 crore.

In the last six years, the IDE consistently printed prospectus-cum-applications in excess, leading to an excess expenditure of Rs. 1,40,903, the audit pointed out. The admission strength had fallen by 40% leading to a 20% dip in fee receipts.

Since the university had not prepared and produced the ‘Demand, Collection and Balance Statement’ for the fees collected from students enrolled for the various courses from financial year 2006-07, “the correctness of fees collected could not be ascertained.

Though the defect was pointed out in the previous year’s audit reports, no tangible action was taken. Hence, action may be taken to prepare the Demand, Collection and Balance statement and produce it to audit for verification.”

The university said that with the introduction of the online mode of payment for the admission and examination wing of the IDE, the DCB statement would be prepared and submitted for audit.

No bank record

For 2016-17, the LFA raised 19 objections pertaining to Rs. 21,71,161. The IDE had not cashed all the cheques it received. Until March 31 of 2017, it had uncashed cheques for Rs. 1,17,67,616. Subsequently it cashed many of them, but a cheque for Rs. 2.36 lakh was not cashed till the close of audit.

The institute showed Rs. 13,69,354 as being credited, but at the end of financial year 2016-17, the bank had no record. Later, the error was only partially rectified and no credit was given for Rs. 6,647 till the close of audit, the LFA pointed out.

The university responded that the rectified demand drafts were being sent to the bank concerned for encashing.

Last year, the actual expenditure incurred by the IDE under various heads was in excess of the revised budget estimate to the tune of Rs. 6,17,809.

The university maintained that the excess expenditure was due to cost increase and assured that it would seek the Senate’s approval.

The IDE cancelled 44 study centres, but failed to furnish details regarding fee collection and pending amount due to study centres.

The LFA pointed out that the IDE has not maintained the register for study centres.

Admission to Annamalai varsity through TNEA

From this academic year, admission to Annamalai University’s engineering programmes will be conducted through the single-window online counselling of the Tamil Nadu Engineering Admission.

The decision follows a request from Annamalai University Vice-Chancellor S. Manian last week to Higher Education Minister K.P. Anbalagan during the university’s convocation programme.

On Friday, the Higher Education Department issued an order stating that following a letter from the Vice-Chancellor of Annamalai University that admission to its Faculty of Engineering and Technology had been “severely affected” as the university was in a rural area, and due to “fierce competition from mushrooming engineering colleges,” it agreed to permit single-window counselling. The university has been offering engineering programmes since 1945 and has the approval of the All India Council of Technical Education’s for all its 10 engineering programmes.

Fee committee

“This is a government university and our fees are determined by the fee fixation committee. Despite our strong alumni presence and over 50% placement record, we have not been able to fill up our seats. So, we decided to give it to the Directorate of Technical Education,” the V-C said.

Till two years ago, the university was unable to fill seats in the Backward Classes category, though it managed to fill seats in the MBC, SC and ST categories. In 2016-17, only 400 of 800 seats were filled.

இதுகுறித்து தமிழ்நாடு பட்டாம்பூச்சிகள் அமைப்பின் மோகன் பிரசாத் கூறுகையில், “இனப்பெருக்கம், உணவு, தட்பவெட்ப சூழ்நிலை என பல்வேறு காரணங்களுக்காக பட்டாம்பூச்சிகள் வலசை போதலில் ஈடுபடுகின்றன. இந்தக் காலகட்டத்தில், ஒரே இடத்தில் பல ஆயிரக்கணக்கான பட்டாம்பூச்சிகள், நீர் உறியும் காட்சிகளைப் பார்க்க முடியும். பட்டாம்பூச்சி ஆரம்பகாலகட்டத்தில், காட்டில் கிடைக்கும் தாவரங்களை சாப்பிட்டாலும், அது முதிர்ந்த நிலையை அடையும்போது, அவற்றுக்கு அதிகப் பூக்கள் தேவைப்படும். இதனால், மலை மற்றும் சமவெளி பகுதிகளுக்கு வந்து அவை தேன் உறிஞ்சும்.

எலுமிச்சை, எருக்கம், தும்பை, இலந்தை, பலா, கொன்றை, மந்தாரை, அகத்தி, வெட்சி போன்ற தாவரங்கள்தான் பட்டாம்பூச்சிக்கு மிகவும் பிடித்தவை. எனவே, அந்தத் தாவரங்களை நாம் பாதுகாக்க வேண்டும். 85 சதவிகித மகரந்தச் சேர்க்கை, பட்டாம்பூச்சி மற்றும் தேனீக்களால்தான் நடைபெறுகின்றன. வனஉயிரினங்கள் பாதுகாப்புச்சட்டத்தின் அட்டவணைப் பிரிவில் இடம்பெற்றுள்ள 36 வகை பட்டாம்பூச்சிகளும், மேற்குத்தொடர்ச்சி மலைப் பகுதிகளில் மட்டுமே காணப்படும் 32 வகை பட்டாம்பூச்சிகளும் மிகவும் சிறப்பு வாய்ந்தவை. பட்டாம்பூச்சிகளை, சாதாரண பூச்சி என்று நினைத்து நாம் அடித்து வருகிறோம். அதைத் தவிர்க்க வேண்டும். பட்டாம்பூச்சிகள் பாதுகாக்கப்படவேண்டும். ஆனால், மகசூல் அதிகம் கிடைக்க வேண்டும் என்பதற்காக, ரசாயன பூச்சி மருந்துகளை பயன்படுத்தி, பட்டாம்பூச்சிகளின் எண்ணிக்கையை குறைத்து விடுகிறோம். செயற்கை மருந்துகளைத் தவிர்த்தாலே, விவசாயம் செழிப்படையும். அதேபோல, பட்டாம்பூச்சிகளும் பாதுகாக்கப்படும்” என்றார் உறுதியாக.

இயற்கை விவசாயத்துக்கு திரும்புவோம்… பட்டாம்பூச்சிகளை பாதுகாப்போம்.

Re-evaluate answer scripts, orders Karnataka HC

Finds RGUHS didn’t maintain evaluation sheets as per norms

The Karnataka High Court on Thursday issued direction for re-evaluation of general medicine-clinical practical external examination answer papers of 24 students of the Hassan Institute of Medical Sciences (HIMS) as the court found that the Rajiv Gandhi University of Health Sciences (RGUHS) has not maintained evaluation sheets as per the norms.

Justice Vineet Kothari passed the interim order on the petitions filed by Nancy and 23 students, who had failed in this subject in the MBBS final year exams held in January.

Based on the petitioners’ claim, the court noted that as per the ordinance governing the MBBS course for clinical exam, the questions contain one “long case” carrying 80 marks and two “short cases” carrying 40 marks each. And, in all, the assessment of the clinical exam, though for 160 marks, is based on the assessment of three cases.

From the papers relating to the petitioners, which were submitted in sealed covers to the court, the judge found that though there is a tabulation sheet of viva voce for 40 marks, the tabulation for the clinical examination/practical examination answer book contains the examination made in respect of a patient and the marks has been assigned totally by taking it as 160 marks. The same would therefore prima facie indicate that the clinical examination assessment has not been bifurcated into one “long case” and two “short cases” as required under the ordinance, the court said.

The court directed the RGUHS and HIMS to complete the process of re-evaluation including viva voce as per the ordinance within three weeks and submit the results to the court by May 29. The court made it clear that this order will not be a precedent for other similar cases.
