அரசு துறைகளில் பணியாற்றும் மாற்றுத்திறனாளிகள் மாலை 5.45 மணிக்கு அலுவலகம் முடிந்து வீட்டுக்கு திரும்பும் போது போக்குவரத்து மற்றும் கூட்ட நெரிசலில் பேருந்தில் பயணம் செய்து வீட்டுக்கு செல்ல சிரமமாக உள்ளது. எனவே மாலையில் முன்னதாக அலுவலகம் விட்டு வீடு செல்ல அனுமதி வழங்குமாறு அரசுக்கு கோரிக்கை விடுத்திருந்தனர்.

இதுதொடர்பாக பணியாளர் மற்றும் நிர்வாகச் சீர்திருத்த துறை தலைமைச் செயலாளர் எல்.கே.திரிபாதி வெளியிட்டுள்ள உத்தரவில் கூறியிருப்பதாவது:-

மாற்றுத்திறனாளிகளின் கோரிக்கை தொடர்பாக மாற்றுத்திறனாளிகளுக்கான மாநில ஆணையரிடம் குறிப்புரை கேட்ட போது, பார்வையற்றோர் மற்றும் மாற்றுத்திறனாளி பணியாளர்கள் தினமும் மாலையில் 15 நிமிடங்கள் முன்னதாகச் வீட்டுக்கு செல்ல அனுமதி வழங்கலாம் என பரிந்துரை செய்தார்.

மாற்றுத்திறனாளிகளுக் கான ஆணையரின் கருத்துருவை அரசு பரிசீலனை செய்தது. அதன் அடிப்படையில் பார்வையற்றோர் மற்றும் மாற்றுத்திறனாளி அரசுப் பணியாளர்கள் தினமும் மாலையில் 15 நிமிடங்கள் முன்னதாக அலுவலகத்தை விட்டு செல்ல அனுமதி அளித்து ஆணையிடப்பட்டுள்ளது.

இந்த சலுகை குறித்து தலைமைச் செயலக அலுவலக நடைமுறை மற்றும் அரசு அலுவலக நடைமுறை நூல்களுக்கு தக்க திருத்தம் பின்னர் வெளியிடப்படும். இதுதொடர்பாக உத்தரவு நகல்கள் தலைமைச் செயலகத்தின் அனைத்து துறைச் செயலாளர்கள், துறை தலைவர்கள், அனைத்து மாவட்ட கலெக்டர்கள், மாவட்ட நீதிபதிகள், ஐகோர்ட்டு பதிவாளர், ஊனமுற்றோருக்கான மாநில ஆணையர், சமூக நலம் மற்றும் சத்துணவுத்துறை செயலாளர், தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையம் செயலாளர் உள்ளிட்ட அனைத்து துறைகளுக்கும் அனுப்பப்பட்டுள்ளது. இவ்வாறு அவர் கூறி உள்ளார்.

Chennai: The AIADMK leader and State fisheries minister D. Jayakumar lashed out at Tamil film ‘superstar’ Rajinikanth, whose film Kaala hit the theatres on June 7. He said a film’s success cannot determine political victory for actors.

“A film’s success is determined by the fans depending on the storyline and other features, but it has nothing to do with politics. In politics what matters is the ideology that is put forth, how one approaches the people and how much one mingles with the masses and strives for their well-being. In this aspect, Puratchi Thalaivar (matinee idol and iconic leader M.G. Ramachandran) gained the recognition of the people who crowned him the Chief Minister. Nobody can accept an actor as leader based his film’s success,” M. Jayakumar told reporters here on Saturday.

To be accepted as leader of the masses, one has to strive for the well-being of the people and be one among them, he said, adding that former Chief Minister MGR alone enjoyed the “support of people.”

Rajinikanth, who is now trying his hand at politics, has always hit the headlines whenever a new release comes up. What captivates his audience is his style and action. His new movie has managed to perform well at the box office in Tamil Nadu, earning Rs 15 crore on the first day of release. The movie is written and directed by Pa. Ranjith and produced by Dhanush. It revolves around Dharavi slum with Rajini in the lead role and main attraction. Actor Nana Patekar has played the part of the antagonist in the movie.

Chennai: Being a Union Miniter, Pon Radhakrishnan should be conscious of his stature and speak in responsible manner and not "like a man on the street", said AIADMK senior and fisheries minister D. Jayakumar, while slamming the former for his indictment of the State government on the law and order front.

Reacting to Ponnar's charge that extremists have infiltrated Tamil Nadu and even the recent Thoothukudi violence witnessed the dangerous trend, Jayakumar said, "He should be conscious of his stature as Union Minister before making such irresponsible statements like a mere man on the street". He insisted that the law and order situation in Tamil Nadu "is well under control and the state remains a garden of peace".

Speaking to reporters here on Saturday, Jayakumar said the state had great infrastructure, including good roads and public lighting.

"Uninterrupted quality power supply essential for development, besides good road connectivity, has made Tamil Nadu highly developed. Above all, Tamil Nadu is a peaceful state. Claiming law and order failure or breakdown based on isolated incidents does not fit the stature of a Central Minister. He should not indulge in politics," said Jayakumar, looking annoyed.

Earlier, participating at an event marking World Dolls Day, the Minister remarked, "The world is a stage and each one of us is a doll and have a role to play." He said all must use their talents and capabilities for the betterment of the society.

COIMBATORE: THE University Grants Commission has sought the opinion of students, teachers and eminent academics on reforming the examination system, as part of the academic reforms in higher education institutions (HEIs). It has formed a committee to recommend and suggest reforms in examination system in HEIs.

One of UGC’s quality initiatives is development and regular revision of the curriculum on ‘Learning Outcomes-based Curriculum Framework’ by HEIs. Examination reform is a major task in this direction, UGC Secretary Rajnish Jain said in a public notice.

He has asked for views and suggestions from teachers, students, controllers of examinations and eminent educationists as well as the general public on themes specified by it. These include objectives of the examination system, its models suitable for India and structural and procedural changes needed.

Others themes are grade and credit transfer, moderation procedure, evaluation process, result declaration and award of marks sheets and degrees, on-demand examination, internal and external examinations, technological interventions, technology-based automation, question banks, need for minimum standardised infrastructure and ability test for all undergraduates at the end of the degree programme.

The UGC has urged all stakeholders to send their views and suggestions, in not more than 150 words, for each theme by June 22 to cflouqc@gmail.com.

Commenting on it, Association of University Teachers’ former general secretary C Pichandy said, “There is no doubt that this is the need of the hour. All institutions interested in higher education should take it seriously. A thorough reform of the examination system is necessary to get away from rote learning and its reproduction. This should give way to testing the skill sets learnt and the knowledge acquired by students, as well as their analytical abilities. These should be part of the syllabus and the testing process”.

“While we welcome the UGC’s initiative, we should also point out the lacklustre attitude of academic administrators towards reform,” Pichandy said, adding, “Reforms are not only digital security markings and early publication of results. What is important is testing students for the transformation of themselves from mere information seekers to persons of knowledge and skill. Any attempt at reform should have this frame of reference for further exploration and experimentation”.

He also criticised the continuous assessment (CA) and grading system now being followed.

“The so called continuous assessment (CA) and grading system are exercises in futility. CA is nothing but duplication of work, just a Xerox copy of information that students mine from internet sources,” he said.

CHENNAI: When 51-year-old Padma Amble Venkataramaiah disembarked from an Air India flight from Dubai on Saturday, she may not have expected to be so swiftly taken into custody. Venkataramaiah was allegedly wearing 25 crude thick gold chains, weighing close to 13kg, around her waist concealed beneath her kurta.

As she walked towards the exit of the arrival hall, she was intercepted by customs officials who suspected that she might be carrying gold or contraband either in her baggage or on her person. As she appeared to be nervous and was walking in a suspicious manner, she was taken for questioning, recalled the officials.

During interrogation, her answers were deemed unsatisfactory and so a personal search was done by a lady officer. Further searches reportedly resulted in recovery of as 25 gold chains as well as four gold kadas all of 24-carat purity, weighing 13kg and worth Rs 4 crore.

The gold jewellery was seized under the Customs Act, 1962. Venkataramaiah was arrested. Further investigation is on, the customs officials said.

‘Pay 8 per cent interest on delayed compensation’, says Madras High Court
State told to pay interest on D10 lakh compensation to legal heirs of manual scavengers who lost lives while working

CHENNAI: The Madras High Court has pulled up the State and directed it to pay eight per cent interest to the identified heirs of manual scavengers who lost their lives in the course of manual scavenging and/or sewerage work from October 1, 2014 till the date of payment of Rs 10 lakh compensation.

“The State is under a bounden duty to prohibit manual scavenging and it cannot avoid its liability to compensate manual scavengers who lose their lives in the course of manual scavenging, by the reason of the inability of the State to stop manual scavenging,” the first bench of Chief Justice Indira Banerjee and Justice P T Asha said while disposing of the plea moved by Change India Organisation.

Acknowledging that six months would be a reasonable time for the State to identify the victims and pay compensation after the Supreme Court order dated March 27, 2014, the bench decided that the interest should be calculated from October 1, 2014.

“In our view, six months should have been a reasonable time to identify the families and pay compensation. There has been a delay,” the court said.

The petitioner said many families were given the compensation in two or three instalments and thus could not utilise the full compensation of `10 lakhs at a time. Hence, the petitioner said it was appropriate to pay interest on the compensation 30 days from the death of the victims till the date of actual realisation of full compensation.

“In view of the judgment of the Supreme Court, which did not provide interest, we are unable to accede to the prayer of the petitioner for granting interest to the families concerned from the date of death of the manual scavenger concerned,” the bench said.

The court added that the said judgment and order had “three limbs.” This consisted of the practice of manual scavenging as being directed to be closed; the persons included in the final list of manual scavengers to be rehabilitated and a compensation of `10 lakh to be paid to the dependent family members of all persons, who died in sewerage work (manholes, septic tanks) since 1993.

‘Conflicting’ verdicts on TRB exam opposed

Chennai: A group of candidates who cleared the exam for recruitment in government polytechnics, conducted by Teachers Recruitment Board (TRB), has approached the High Court again on appeal after two conflicting judgments of Madras High Court. One judgment set aside the decision of TRB to cancel the entire direct recruitment process for 1,058 vacancies in government polytechnics in view of alleged irregularities, while the other upheld the decision of the government. The petitioners claimed that the ‘tainted candidates’ could be easily segregated. Calling the decision of the government to cancel the entire recruitment, ‘arbitrary,’ the petitioners said this would result in undue delay, and hence the present petition.
